THAT KIND OF TRUST SPEAKS VOLUMES ABOUT THE HEART SHE BRINGS TO HER WORK EVERY DAY. SO, IF WE CAN GIVE JEAN A ROUND OF APPLAUSE. [APPLAUSE]. NEXT IS JUSTIN KENDALL. OUR BUS DRIVER, JUSTIN, GOES ABOVE AND BEYOND EVERY SINGLE DAY TO MAKE THE STUDENTS FEEL SAFE, SEEN, AND CARED FOR. IT TAKES SUCH A SPECIAL PERSON TO CREATE SUCH A POSITIVE AND CALM ENVIRONMENT ON A SCHOOL BUS OF YOUNG KIDS, BUT HE DOES IT SO EFFORTLESSLY. BUS 76 FAMILIES ARE SO GRATEFUL FOR THE WARMTH AND GENUINE CARE HE SHOWS EACH STUDENT. THANK YOU, SIR. [APPLAUSE]. ALLISON PIERCE IS UNABLE TO MAKE IT THIS EVENING, BUT I WILL GO AHEAD AND SHARE THE NOMINATION. SO MRS. PIERCE PROVIDES A HIGH LEVEL OF EXCELLENCE IN TEACHING AND BRINGS OUT THE BEST IN HER BAND PROGRAMS AT TUKES VALLEY MIDDLE. IN ADDITION, LAST YEAR SHE STEPPED INTO THE POSITION OF JAZZ BAND DIRECTOR AFTER MR. MCKELVEY RETIRED AND CONTINUES TO LEAD AND DIRECT THE TVM JAZZ BAND AT JAZZ FESTIVALS, WHERE THEY CONTINUE TO PLACE EVEN WITH THE TRANSITIONS AND GRADUATING MANY STUDENTS TO THE HIGH SCHOOL AT THE END OF LAST SCHOOL YEAR. I WATCHED HER GROW AND BECOME COMFORTABLE DIRECTING THAT VERY DIFFERENT STYLE OF DIRECTING. MRS. PEARCE ALWAYS HAS AN IMPECCABLE ABILITY TO CHOOSE MUSIC FOR EACH OF HER CLASSES. THAT HIGHLIGHTS THE MUSICIANS CAPABILITIES, BUT ALSO STRETCHES THEM TO LEARN. HER CONCERTS THROUGHOUT THE YEAR ARE WELL ORGANIZED, THE AUDIENCE RESPECTFUL, AND THE MUSIC DOESN'T SOUND LIKE MIDDLE SCHOOL LEVEL BECAUSE IT'S SO POLISHED. IT TELLS ME THESE STUDENTS PRACTICE AND ARE HELD ACCOUNTABLE FOR ACHIEVABLE EXPECTATIONS. MRS. PEARCE TEACHES HER STUDENTS TO MARCH IN THE SPRING, AND TVM IS ALWAYS ONE OF THE BEST LOOKING, MOST DISCIPLINED AND BEST SOUNDING BANDS IN THE HAZEL DELL PARADE. SHE PROVIDES A SAFE PLACE AND A SENSE OF BELONGING FOR MANY STUDENTS, FROM HIGH ACHIEVERS TO THOSE WHO MAY STRUGGLE ACADEMICALLY IN CORE CLASSES. HAVING EXPERIENCED A DIFFERENT BAND PROGRAM IN A DIFFERENT DISTRICT AND STATE, I WANT YOU TO KNOW WHAT A GEM YOU HAVE AND WHAT AN AMAZING TEACHER SHE IS. MRS. PIERCE DESERVES TO BE RECOGNIZED FOR THE PART SHE PLAYS IN OUR STUDENTS LIVES AND MIDDLE SCHOOL EXPERIENCE. BEYOND THE DEEP APPRECIATION I HAVE FOR HER, I WILL ALWAYS REMEMBER THE LONG LINES OF STUDENTS AT BACK TO SCHOOL NIGHTS WANTING TO SAY HELLO TO MRS. PIERCE AND THE NUMBER OF STUDENTS WHO CAME BACK TO WATCH THE TVM CONCERTS AFTER THEY MOVED ON TO HIGH SCHOOL. IT SHOWS SHE MAKES AN IMPACT IN THEIR LIVES. A ROUND OF APPLAUSE FOR MRS. PIERCE. [APPLAUSE]. CHRISTIE ADAMS. SO MRS. ADAMS HAS GONE ABOVE AND BEYOND TO SUPPORT MY SONS. I WAS DIAGNOSED WITH LEUKEMIA IN JANUARY OF 2025 AND UNEXPECTEDLY HOSPITALIZED FOR 33 DAYS. I AM A SINGLE MOTHER AND THE BOYS HAVE TO STAY WITH FAMILY. MRS. ADAMS WAS NOLAN'S FORMER TEACHER. SHE WAS VERY KIND TO HIM AND GAVE THE TWO OF US MATCHING WATER BOTTLES WITH OUR PICTURES ON THEM. THIS YEAR, SHE IS BLAKE'S TEACHER. SHE HAS SUPPORTED HIM AND HE WAS ALSO AWARDED A MATCHING WATER BOTTLE AND A T SHIRT WITH OUR PICTURES ON IT. SHE IS KIND AND CARING AND OFFERS HIM THE SUPPORT AND HUGS THAT HE NEEDS TO GET THROUGH THE SCHOOL DAYS. I HAVE BEEN HOSPITALIZED SEVERAL TIMES FOR UP TO 44 DAYS AT A TIME. IT IS COMFORTING TO KNOW THAT THE BOYS HAVE MRS. ADAMS AT SCHOOL, SHOULD THEY NEED A GREAT HUG IN MUMMY'S ABSENCE. SHE IS TRULY A BLESSING. [APPLAUSE]. AND LASTLY, ERIKA CARRIE. ERIKA HAS SERVED AS A CROSSING GUARD FOR MORE THAN 20 YEARS, DEMONSTRATING UNWAVERING DEDICATION TO THE SAFETY AND WELL-BEING OF THE STUDENTS AND FAMILIES SHE SERVES. SHE BUILDS MEANINGFUL CONNECTIONS WITH THOSE SHE GREETS EACH DAY AND TAKES GREAT PRIDE IN HELPING ENSURE STUDENTS ARRIVE AT SCHOOL SAFELY. AND WHEREAS, BY SUPPORTING THE LEARNING ENVIRONMENT, EDUCATION SUPPORT PROFESSIONALS ARE CRUCIAL PARTNERS WITH TEACHERS, PARENTS, ADMINISTRATORS AND SCHOOL BOARDS. DEBBIE AND I ATTENDED AND IT WAS AMAZING TO SEE HOW TALENTED OUR MIDDLE SCHOOL BAND STUDENTS ARE. I WOULDN'T HAVE KNOWN THEY WERE MIDDLE SCHOOL VERSUS HIGH SCHOOL. THEY WERE SO GOOD. IT WAS VERY ENJOYABLE TO GO. AND I JUST WANT TO DO A SHOUT OUT TO ALL THE BANDS IN OUR DISTRICT. THEY ARE PHENOMENAL. I COULDN'T TELL ONE BAND WAS BETTER THAN THE OTHER. THEY DID THREE SONGS AND THEY WENT AND GOT CRITIQUED BY PROBABLY PEOPLE THAT KNOW A LOT MORE THAN I DO ABOUT MUSIC. AND THEN THE NEXT GROUP WOULD COME IN AND IN BETWEEN, IT WAS REALLY COOL BECAUSE THE HIGH SCHOOL STUDENTS KIND OF MODERATED IN BETWEEN THE BANDS, AND THEY ANSWERED QUESTIONS FOR THE MIDDLE SCHOOLERS ABOUT HIGH SCHOOL. AND SO IT WAS A QUESTION AND ANSWER TIME. SO THAT WAS JUST KIND OF AN ADD ON TO IT. THE MATILDA PLAY WAS AMAZING. I HIGHLY RECOMMEND ANYONE TO GO TO ANY OF THE HIGH SCHOOL OR MIDDLE SCHOOL PLAYS THAT OUR STUDENTS DO. THEY ARE PHENOMENAL. IT WAS REALLY GOOD. NEXT YEAR THEY'LL ADD FIRST AND SECOND GRADE, AND THEN THE NEXT YEAR THEY'LL GO FIRST, SECOND AND THIRD. AND IT'S A PROGRAM WHERE VOLUNTEERS COME IN, READ ONE ON ONE WITH FIRST GRADER. EACH OF YOU, AS BOARD MEMBERS NEEDS TO UNDERSTAND YOUR STRENGTHS, YOUR WEAKNESSES, AND COME UP WITH A PLAN THAT WILL RESTRUCTURE THIS BOARD SO YOU ARE WORKING IN UNISON RATHER THAN WHAT YOU'RE DOING CURRENTLY. FUNDING THE BATTLE GROUND SCHOOL DISTRICT. WE HAVE FAILED THE LEVY THREE TIMES AND WE ARE IN CRITICAL STATE RIGHT NOW. THE DISTRICT CANNOT AFFORD TO LOSE ONCE AGAIN. IT'S TIME FOR ALL OF YOU TO LOOK WITHIN YOURSELVES AND MAKE THE DECISION TO STEP UP AND MAKE A CHANGE, SO THAT OUR COMMUNITY CAN SEE THAT YOU CAN WORK BETTER TOGETHER FOR THE BETTERMENT OF 13,000 STUDENTS IN THIS GREAT SCHOOL DISTRICT. FIRST OF ALL, I BELIEVE YOU'RE DOING A GOOD JOB AND I DON'T BELIEVE THAT HAVING DISAGREEMENTS IS A BAD THING. IT'S BECAUSE WE WORK THROUGH THESE DISAGREEMENTS THAT WE MAKE THINGS BETTER. I UNDERSTAND THE DISAGREEMENTS AND THE DEBATE. YOU'RE DOING IT ON A PUBLIC STAGE. I COMMEND ALL OF YOU FOR TRYING TO KEEP THAT DEBATE CIVIL. SO I JUST WANTED TO GIVE YOU THAT ENCOURAGEMENT. I ALSO JUST WANTED TO SAY THAT, YOU KNOW, WHEN YOU DO HAVE A DISAGREEMENT ABOUT A LAW OR A POLICY, I ALWAYS BELIEVE THAT YOU SHOULD JUST GO DIRECTLY TO THAT LAW OR POLICY INSTEAD OF USING TIME TO, YOU KNOW, DEBATE BACK AND FORTH, IS IT, IS IT NOT. JUST GO TO THE POLICY DIRECTLY TO IT AND YOU CAN SETTLE IT RIGHT THEN AND THERE. ALSO WITH THE FAILURE OF THE LEVY, THERE'S SOME THINGS THAT I HAVE NOTICED ABOUT OUR COMMUNITY AND ESPECIALLY WHEN I WAS CAMPAIGNING. SOME REASONS WHY PEOPLE AREN'T SUPPORTING OUR SCHOOLS FINANCIALLY. THEY'RE UPSET ABOUT THE VIOLENCE IN OUR SCHOOLS WITH NO MEANINGFUL CONSEQUENCES FOR THE PERPETRATORS. THEY DO NOT LIKE BIOLOGICAL BOYS BEING ALLOWED IN THE GIRLS BATHROOMS, LOCKER ROOMS, SPORTS, SHOWERS. THAT'S UPSETTING TO MANY OF OUR COMMUNITY MEMBERS. THEY DON'T LIKE SEEING STUDENTS WALKING OUT OF CLASS AND OFF CAMPUS DURING SCHOOL HOURS TO PROTEST. AND IT DOESN'T MATTER WHAT THE ISSUE IS. THEY DON'T WANT TO SEE KIDS DOING IT DURING SCHOOL HOURS. THAT SHOULD BE SAVED FOR AFTER SCHOOL HOURS. AND ALSO, THEY DO SEE THE HIGH COST OF TEACHER AND ADMINISTRATIVE SALARIES. WHEN THEY'RE LOOKING AT THESE SALARIES AND COMPARING THEM TO THEIR OWN SALARIES, THEY SEE THEM AS BEING REALLY EXCESSIVELY HIGH. WE ARE NUMBER FIVE IN THE NATION FOR TEACHERS SALARIES, SO THOSE ARE SOME OF THE ISSUES WITH OUR CURRENT BUDGET. THESE ARE HARD THINGS TO ADDRESS. I UNDERSTAND THAT. THERE HAS BEEN A LOT OF TALK ABOUT NUMBERS, TEST SCORES, TAX DOLLARS, ENROLLMENT, SALARIES, ETC. NUMBERS AND DATA ARE GREAT BECAUSE THERE'S A CERTAIN OBJECTIVITY TO THEM, BUT THEY DON'T TELL THE ENTIRE STORY. FOR EXAMPLE, WHEN ONE OF MY MATH STUDENTS GETS A PROBLEM WRONG, I DON'T SIMPLY ASSUME THEY KNOW ABSOLUTELY NOTHING ABOUT THE PROCESS. HOW MANY OF US HAVE GOTTEN A MATH PROBLEM WRONG BECAUSE OF A MINOR MISTAKE? [00:45:06] AS A TEACHER, NUMBERS ARE USED AS A MEASURE OF STUDENT PERFORMANCE AS WELL AS TEACHER PERFORMANCE, SCHOOL PERFORMANCE, DISTRICT PERFORMANCE. BUT WHAT ABOUT THE NUMBERS THAT AREN'T RECORDED? WHAT ABOUT THE PROCESS THAT IS INVOLVED IN OBTAINING SAID NUMBERS? WHAT ABOUT THE NUMBERS THAT AREN'T PUBLIC KNOWLEDGE? THERE ARE NUMBERS, DEFINITELY, THAT CAN HAVE MORE OF AN IMPACT. NUMBERS LIKE THE ONES MY COLLEAGUE, RYAN ANDERSON, WILL BE SHARING WITH YOU TONIGHT. BUT HOW ABOUT THE NUMBER OF COLLEAGUES I WORK WITH? AND THE ONES IN THE SCHOOLS THROUGHOUT OUR DISTRICT WHOSE JOB SECURITY IS UNCERTAIN, WHO ARE STILL SHOWING UP DAY IN AND DAY OUT, SERVING THEIR STUDENTS? CONSIDER THE NUMBER OF HOURS SPENT OUTSIDE OF NORMAL CONTRACT HOURS HELPING STUDENTS BEFORE SCHOOL, DURING PREP, AFTER SCHOOL, PLANNING, GRADING. HOURS OF SLEEP LOSS BECAUSE YOU'RE WORRIED ABOUT YOUR STUDENTS. SOME MIGHT SAY, JUST DON'T DO THOSE THINGS. HOWEVER, IT'S NOT THAT SIMPLE. IT'S NOT WITHIN A TEACHER'S NATURE TO SIMPLY SETTLE. NOW, I CAN'T TELL YOU THE EXACT NUMBER OF HOURS I AND MANY OF MY COLLEAGUES HAVE SPENT OUTSIDE OF THE CLASSROOM. I CAN'T REMEMBER ALL THE QUANTITATIVE DATA THAT I'VE ENCOUNTERED OVER MY YEARS AS A TEACHER, YET I CAN SHARE OF ONE NUMBER THAT WILL STICK WITH ME FOR THE REST OF MY LIFE. THAT NUMBER IS ONE. IT'S A LOW NUMBER. AND YET, I'M GRATEFUL IT IS SO LOW. BECAUSE THAT IS UNFORTUNATELY, THE CURRENT NUMBER OF STUDENTS THAT I'VE PERSONALLY TAUGHT THAT TOOK THEIR OWN LIFE. I REMEMBER HEARING THE NEWS AND WALKING OUTSIDE. I REMEMBER WEEPING AND SIMPLY SAYING, I'M SORRY. AND NOT BECAUSE I WAS THE CAUSE OF THE TERRIBLE SITUATION, BUT RATHER BECAUSE THE STUDENT DIDN'T KNOW THEY MATTERED, THAT THEY WEREN'T SIMPLY A NUMBER OR A STATISTIC TO BE LUMPED INTO THE NUMEROUS OTHER STUDENTS WHO FELT LIKE THEY ALSO DIDN'T MATTER. I'M TAKING THIS TIME TO ALLOW OUR STUDENTS AND OUR SCHOOL STAFF TO KNOW THAT THEY MATTER. AND AFTER THE PASSING OF THAT STUDENT, I WROTE A SONG AND I WOULD LIKE TO SHARE PART OF THAT WITH YOU. SINCE THE LEGISLATURE EITHER CAN'T FIGURE IT OUT OR DOESN'T CARE TO, I'VE PROVIDED THEM WITH GUIDANCE. UNLESS SOMEONE CAN SHOW ME WHERE MY MATH IS WRONG, THE LEGISLATURE IS $14.6 BILLION IN DEBT TO THE TAXPAYERS OF WASHINGTON. THEY'VE BUILT A BROKEN MODEL ON THE BACK OF UNFUNDED MANDATES. THERE WERE 14 REQUESTS FOR COPIES OF THE RFP AND EVALUATION COMMITTEE OF FIVE DISTRICT EMPLOYEES, FOUR FROM BATTLE GROUND SCHOOL DISTRICT AND ONE FROM HOCKINSON SCHOOL DISTRICT, BECAUSE, REMEMBER, IT'S A COOPERATIVE CONTRACT WITH TWO SCHOOL DISTRICTS. REVIEWED THE PROPOSALS AND FIRST STUDENT WAS SELECTED AS THE APPARENT SUCCESSFUL BIDDER. NO PROTESTS WERE RECEIVED AND WE CONTINUED ON AND BEGAN NEGOTIATIONS AFTER THE PROTEST PERIOD ENDED. I DO WANT TO NOTE THAT FIRST STUDENT HAD THE MOST FAVORABLE SCORE AND THE MOST FAVORABLE SCORE FOR COST, WHICH MEANS THAT THEIR PROPOSAL ON THE COST WAS THE LOWEST COST OF ALL THREE PROPOSALS. SO I THINK THAT'S IMPORTANT TO KNOW. GOOD EVENING, BOARD. I JUST WANT TO TALK A BIT ABOUT THE NEGOTIATIONS. SO AFTER THE PROTEST PERIOD WAS OVER, THE DISTRICTS AND FIRST STUDENT BEGAN NEGOTIATIONS TO MITIGATE THE IMPACT OF THE PROPOSED [00:55:07] COST INCREASES. AND THROUGH THIS TIME, FIRST STUDENT IN BOTH DISTRICTS WERE ABLE TO PREPARE FOR YOUR APPROVAL A CONTRACT THAT IS FOUR YEARS PLUS ONE ADDITIONAL YEAR RENEWABLE. THAT IS OPTIONAL. AND SOME NOTES FROM THE NEGOTIATIONS THAT REDUCED OUR COST. TOGETHER, WE WERE ABLE TO REDUCE THE NUMBER OF SPARE BUSSES DOWN TO THE INDUSTRY STANDARD OF 10%. THERE WAS TWO POSITIONS THAT WERE REDUCED AT FIRST STUDENT. ONE WAS AN UNFILLED OFFICE STAFF POSITION AND THE OTHER WAS A REDUCTION OF A TRAINER. FIRST STUDENT ALSO AGREED TO REDUCE THE ANNUAL INCREASES TO 3.5%, WHICH HELPED US WITH OUR FIXED COSTS IN PREPAREDNESS TO BE PREDICTABLE. ADDITIONALLY, FIRST STUDENT INCREASED THE ANNUAL SCHOLARSHIPS FOR BOTH DISTRICTS FROM $10,000 TO $20,000, AND THIS MONIES ARE USED TO OFFSET TRANSPORTATION COSTS FOR STUDENT TRIPS. BEFORE THE NEGOTIATIONS, THE TOTAL COST INCREASE FOR BOTH DISTRICTS FOR 2627 WAS ESTIMATED TO BE $4.93 MILLION. DURING NEGOTIATIONS, WE WERE ABLE TO REDUCE IT DOWN TO 4.14. THAT'S A REDUCTION OF $790,000. 3.6 MILLION OF THAT INCREASE IS FOR BATTLE GROUND SCHOOL DISTRICT FOR 2627. OF THESE COSTS, THIS ALSO INCLUDES THE STATE REQUIRED CONTRACTOR HEALTH CARE AND RETIREMENT BENEFITS UNDER SENATE BILL 1248, AND CURRENTLY THERE IS NO ANTICIPATED FUNDING FOR THIS REQUIRED MANDATE.
