BUS DEPRECIATION IS BEING IS IN ALL OF THE BUDGETS, THE GOVERNOR'S, THE HOUSE AND THE SENATE ON MOVING BACK FROM EIGHT YEARS FOR LITTLE BUSSES AND 15 YEARS FOR BIG BUSSES AND DEPRECIATION TO 18 YEARS SORRY, 13 TO 15 FOR BOTH. WHAT THAT DOES FOR OUR FLEET OF 156 BUSSES IS IT PUSHES OUT MORE MAINTENANCE COSTS ON THOSE BUSSES, YOU KNOW, BECAUSE WE HAVE TO EXTEND THE LIFE LONGER ON THE BUSSES. I'M HERE TONIGHT TO GIVE MY OPINION THAT OUR SECURITY TEAM CANNOT BE ONE OF THESE AREAS TO KEEP OUR STUDENTS SAFE ON CAMPUS. KIDS LOVE WHEN THEIR REAL TEACHER IS GONE AND THEY SEE AN UNFAMILIAR FACE, SUCH AS MYSELF WALK INTO THE ROOM. THEY LET'S SEE HERE. SORRY. THEY HOPE I KNOW THAT. I DON'T KNOW WHAT I'M DOING. THEY TRY TO GET AWAY WITH STUFF. I RELY ON SECURITY TO HAVE MY BACK. LIKE WHEN STUDENTS TRY AND DITCH AFTER I TAKE ATTENDANCE, I ALERT SECURITY TO HELP THEM, TO HELP ME RELOCATE THEM. AND FOR EXAMPLE, A COUPLE OF WEEKS AGO THEY WERE FOUND LEAVING CAMPUS. THIS IS NOT SAFE FOR ANYBODY. A DIFFERENT SITUATION. STUDENTS GETTING INTO VERBAL ALTERCATIONS, ONE OF THEM LOOKING AT ME SAYING, YOU BETTER GET SECURITY HERE OR SOMEBODY GETTING PUNCHED IN THE FACE. I ALERTED SECURITY. THEY COME AND THEY HELP ME GET THE STUDENTS SEPARATED. THESE ARE DIFFERENT SITUATIONS THAT I RELY ON. HAVING BACKUP ON A DAILY BASIS OR SOMETIMES MORE SEVERELY. TWO WEEKS AGO, A KNIFE WAS PULLED IN MY CLASS, AND AGAIN, I RELY ON SAFETY AND SECURITY AND HAVING ADDITIONAL BACKUP IN A TEAM TO HELP SUPPORT ME AND KEEP THE KIDS SAFE IN THE CLASSROOM ON OUR SCHOOL CAMPUSES. I KNOW THAT THERE ARE MANY DIFFERENT AREAS IN CLASSES AND PROGRAMS AND PROCESSES THAT WE'RE LOOKING AT. BUT IT IS MY OPINION THAT SECURITY AND SAFETY. IT HAS TO REMAIN ONE OF THOSE THAT IS NOT LOOKED AT. I KNOW YOU'RE TRYING TO GET LIKE EVERY LITTLE AREA. BUT OUR SCHOOLS WILL CRUMBLE IF WE PULL FROM OUR SECURITY TEAM. I KNOW THAT THE STUDENTS TALK A LOT. LAST YEAR AFTER ANOTHER LEVEE FAILURE. THEY ARE EXCITED WHEN THE LEVEE FAILS BECAUSE THEY KNOW. AND THEY HOPE. AND THEY PRAY THAT SECURITY IS ONE OF THOSE THAT GETS CUT. THEY THINK THAT THEY CAN SKIP MORE, THAT THEY THEY THINK THAT THEY CAN DO MORE, AND THEY RELY ON THESE THINGS TO BE CUT. I KNOW YOU HAVE DIFFICULT DECISIONS THAT YOU ALL HAVE TO MAKE. IT WAS DIFFICULT LAST YEAR AND IT IS EVEN HARDER THIS YEAR. HEARING THE CONVERSATION ABOUT SECURITY IS JUST ONE EXAMPLE. AND I WANT US TO BE ABLE TO WORK TOGETHER TO FIND SOLUTIONS TO BALANCING THE BUDGET. THIS IS SUCH AN IMPORTANT TASK THAT YOU HAVE IN FRONT OF YOU. SO GIVEN THE DURING THE WORK SESSION, THERE WAS A NOTE THAT 85% OF THE BUDGET IS SALARIES. WE KNOW THAT THAT MEANS CUTTING STAFF. AND ALSO THAT MEANS INCREASING CLASS SIZES. SO ONE OF THE THINGS THAT I'VE TALKED ABOUT LAST YEAR WAS THE ASPIRE PROGRAM. I RECOGNIZE WE CANNOT KEEP ASPIRE THE WAY THAT IT IS CURRENTLY, AND WE NEED TO WE NEED TO BE ABLE TO MAKE SACRIFICES THROUGHOUT ALL OF THE PROGRAMS. SO I COME HERE WITH SOME IDEAS TO SHARE. OUR KIDS NEED TO HAVE A WAY TO MAINTAIN THEIR ADVANCED TRAJECTORY AND SUPPORT THEIR ADVANCED THINKING. OTHERWISE, THEY WILL BECOME BORED, WHICH WILL HARM NOT ONLY THEIR LEARNING, BUT THE LEARNING OF THOSE AROUND THEM AS WELL. THEY NEED TO HAVE SPECIALIZED EDUCATION. SO IN ORDER TO SUPPORT THEIR THEIR TRAJECTORY. [01:40:05] MATH IS ONE OF THE CLEAREST EXAMPLES. THEY NEED TO BE ABLE TO PROGRESS THROUGH THEIR MATH COURSES. FOR EXAMPLE, HAVING AN OPPORTUNITY FOR EIGHTH GRADERS TO TAKE GEOMETRY. THAT IS THE ASPIRE TRAJECTORY. AND WE NEED OUR EIGHTH GRADERS TO CONTINUE TO TAKE MATH. SO WE NEED TO FIND A WAY, WHETHER THAT IS STILL HAVING A CLASS FOR GEOMETRY AT CHIEF OR WORKING WITH BATTLE GROUND HIGH SCHOOL FOR KIDS TO TAKE IT THERE HAVING HONORS TYPES CLASSES SO THAT WE CAN STILL SUPPORT ADVANCED LEARNING. THOSE CAN INCLUDE NON ASPIRE KIDS AS WELL THAT ARE ADVANCED SPECIFICALLY IN FOR EXAMPLE, MATH. FOR SOME OF THE OTHER CLASSES, SOME IDEAS WOULD BE OFFERING YOU KNOW THESE HONOR CLASSES IN OTHER OTHER SUBJECTS AS WELL. THE OTHER IDEA WAS THAT IF WE WERE ABLE TO KEEP ASPIRE FOR SOME OF THESE CLASSES, WE COULD COMBINE FIFTH AND SIXTH GRADE AND SEVENTH AND EIGHTH GRADE FOR CLASSES LIKE ELA AND SCIENCE. THAT WOULD MEAN THAT THEY WOULD HAVE BIGGER CLASS SIZES, MORE IN LINE WITH SOME OF THE OTHER CHANGES THAT THE DISTRICT IS GOING TO NEED TO SEE. SO, FOR EXAMPLE, IN 26, 27 THEY COULD TEACH THE SIXTH GRADE AND EIGHTH GRADE ASPIRE CURRICULUM. AND THEN IN 27, 28, THEY WOULD TEACH THE FIFTH GRADE AND SEVENTH GRADE ASPIRE CURRICULUM. SO THIS ALLOWS OUR STUDENTS TO STILL HAVE THOSE, THOSE OPPORTUNITIES. SO WE HAVE DEDICATED PARENTS HERE THAT ARE WILLING TO WORK WITH THE DISTRICT WITH THE TEACHERS, WITH THE PROGRAM STAFF, WITH THE BOARD MEMBERS TO BE ABLE TO WORK THROUGH THESE IDEAS AND FIND WAYS TO TO COME TOGETHER FOR SOLUTIONS. PARENTS ARE ALREADY LOOKING AT OTHER OPTIONS TO LEAVE THE DISTRICT, AND I THINK THAT THAT WOULD BE DETRIMENTAL TO THE ENTIRE DISTRICT. I'M HERE TONIGHT TO EXPRESS CONCERN ABOUT THE PROPOSED RESCISSION OF THE POLICY REGARDING INDIVIDUAL SCHOOL DIRECTOR STANDARDS. THESE STANDARDS ARE NOT SYMBOLIC. THEY DEFINE THE ETHICAL EXPECTATIONS OF BOARD SERVICE. THEY STATE THAT THE SCHOOL DIRECTORS PLACE STUDENT'S NEEDS FIRST, COMMIT TO HIGH ACHIEVEMENT FOR EVERY STUDENT AND TREAT INDIVIDUALS WITH DIGNITY AND RESPECT. THEY ALSO MODEL HIGH EXPECTATION STANDARDS. I'M SORRY. HIGH ETHICAL STANDARDS. THEY CLARIFY THAT AUTHORITY RESTS WITH THE BOARD AS A WHOLE, NOT INDIVIDUAL DIRECTORS. AND THE BOARD MEMBERS MUST SUPPORT ADOPTED POLICIES. THEY REQUIRE ETHICAL, TRANSPARENT AND CIVIL COMMUNICATION. THEY CALL FOR LISTENING WITH AN OPEN MIND, MAINTAINING CONFIDENTIALITY AND REFERRING CONCERNS TO APPROPRIATE STAFF. THEY EMPHASIZE ACCOUNTABILITY. ACCOUNTABILITY, TAKING RESPONSIBILITY FOR ONE'S WORDS AND ACTIONS, DISCLOSING CONFLICTS OF INTEREST, COMPLYING WITH LAWS AND BOARD POLICY, AND RESPECTING BOARD DECISIONS. THEY ALSO AFFIRM A COMMITMENT TO EACH AND EVERY STUDENT BY FOSTERING BELONGING, HONORING DIVERSE EXPERIENCES, AND WORKING TO REMOVE BARRIERS TO SUCCESS. THESE ARE NOT RADICAL IDEAS. THEY ARE BASELINE EXPECTATIONS FOR GOVERNMENT GOVERNANCE. EDUCATORS IN THIS DISTRICT ARE REQUIRED TO FOLLOW POLICIES GOVERNING PROFESSIONALISM, CIVILITY, ETHICS AND ACCOUNTABILITY. THEY ARE EVALUATED AGAINST CLEAR STANDARDS AND HELD RESPONSIBLE FOR MEETING THEM. IF WE EXPECT THAT OUR TEACHERS AND STAFF, IF WE EXPECT THAT OF OUR TEACHERS AND STAFF, THEN THIS BOARD SHOULD BE WILLING TO HOLD ITSELF TO AN EQUAL, IF NOT HIGHER, STANDARD. RESCINDING THIS POLICY SENDS THE WRONG MESSAGE. IT SUGGESTS THAT FORMAL ACCOUNTABILITY AND ETHICAL SELF REFLECTION ARE NO LONGER PRIORITIES AT THE BOARD LEVEL. AT A TIME WHEN PUBLIC TRUST IN INSTITUTIONS IS FRAGILE, WE SHOULD BE STRENGTHENING GUARDRAILS, NOT REMOVING THEM. I URGE YOU TO RECONSIDER RESCINDING THIS POLICY AND RECOMMIT TO THE ETHICAL STANDARDS THAT SUPPORT STRONG GOVERNANCE, PUBLIC TRUST, AND, MOST IMPORTANTLY, THE SUCCESS OF EVERY STUDENT. THANK YOU. THE DISTRICT AND ITS VARIOUS INSTITUTIONS, THE ADMINISTRATION, THE LABOR AND THE SCHOOL BOARD, STUDENTS AND PARENTS ARE ANXIOUS ABOUT THE FUTURE OF OUR SCHOOLS. OUR COMMUNITY REMAINS SHARPLY DIVIDED. AT THE LAST BOARD MEETING, THERE WAS A DISCUSSION ABOUT POSSIBLY WEAKENING TRANSPARENCY BY LIMITING PUBLIC COMMENT TO ONE MEETING PER MONTH. NOW WE'RE DISCUSSING THE ELIMINATING STANDARDS FOR INDIVIDUAL SCHOOL DIRECTORS POLICY. I FAIL TO SEE THE ISSUES WITH THIS SECTION, AS IT'S CURRENTLY STATED, AND WITH ALL THE LEGITIMATE ISSUES THAT THIS DISTRICT IS FACING. I WAS SURPRISED TO FIND THIS ON THE AGENDA, AND I'M FASCINATED WHY? THIS IS WHERE THE BOARD CHOOSES TO SPEND ITS TIME AND ATTENTION IN AN ENVIRONMENT WHERE PUBLIC TRUST IS LOW. WHY ENTERTAIN ANY ACTION THAT HAS EVEN THE APPEARANCE OF WEAKENING STANDARDS, ACCOUNTABILITY OR TRANSPARENCY POLICY? 1821 WAS APPROVED LAST NOVEMBER WITH A VOTE OF 4 TO 1. THESE POLICIES GENERALLY ALIGN WITH WASHINGTON SCHOOL BOARD STANDARD, EMPHASIZING ETHICAL BEHAVIOR AND INTEGRITY. EFFECTIVE TRANSPARENT COMMUNICATION. COMMITMENT TO CONTINUOUS LEARNING AND SELF-IMPROVEMENT A FOCUS ON STUDENTS AND ACCOUNTABILITY TO THE BROADER COMMUNITY. THESE STANDARDS ARE SENSIBLE, AND THEY'RE IN ALIGNMENT WITH THE EXPECTATIONS THAT THIS COMMUNITY HAS FOR OUR ELECTED SCHOOL BOARD DIRECTORS. HOWEVER, NOT EVERY PART OF POLICY 1821 IS ACTUALLY EMBEDDED IN OTHER POLICIES. ALSO, THE BOARD TALKS VERY OFTEN ABOUT THE DISTRICT NEEDING TO BE MORE TRANSPARENT WITH FAMILIES AND THE COMMUNITY. THE REASON POLICY 1821 WAS FINALLY PUT INTO PLACE JUST THREE MONTHS AGO, IN NOVEMBER OF 2025, WAS BECAUSE OF MANY MONTHS OF DISCUSSION AND CALLS FROM THE PUBLIC TO HAVE A SINGLE, COMPREHENSIVE POLICY THAT OUTLINED ALL THESE STANDARDS IN ONE PLACE. SO STUDENTS, PARENTS AND COMMUNITY MEMBERS DIDN'T HAVE TO SIFT THROUGH VOLUMES OF OTHER POLICIES TO UNDERSTAND AND HOLD ACCOUNTABLE THE VALUES AND ETHICAL STANDARDS OF THE BOARD. SO WHAT HAS CHANGED IN THREE MONTHS? DO YOU HONESTLY THINK ELIMINATING THIS POLICY IS GOOD FOR STUDENTS, FOR BUILDING TRUST WITH FAMILIES AND COMMUNITY? I CAN TELL YOU IT IS NOT. STUDENTS HAVE A CODE OF CONDUCT THAT IS CLEAR AND EASILY ACCESSIBLE TO THE GENERAL PUBLIC. WHY SHOULD THE BOARD OF DIRECTORS, WHO ARE ELECTED BY THE COMMUNITY TO MAKE DECISIONS ABOUT AND FOR OUR STUDENTS, BE ANY DIFFERENT? IF THE BOARD TRULY WANTS TRANSPARENCY, TRUST AND OPEN COMMUNICATION WITH STUDENTS, STAFF, PARENTS AND COMMUNITY, THEN IT SHOULD VOTE TO PRESERVE THIS POLICY, NOT TO ELIMINATE IT. THANK YOU. THE THE SCHOOL I GO TO CHIEF UMTUCH IS VERY GOOD ABOUT THINGS LIKE BANDS AND PLAYS. RECENTLY I WAS IN MY SCHOOL'S RECENT PRODUCTION OF OLIVER JR AS OLIVER, AND I DON'T WANT TO THINK OF LOSING THE OPPORTUNITY TO EXPRESS MYSELF IN THEATER. ALSO, MY SCHOOL'S BAND PROGRAM. ONCE WE HAD A TEACHER FROM ANOTHER SCHOOL WHILE WE WERE ON MID-YEAR PIECES, THEIR BAND WAS NOT FAR. I DO NOT WANT TO BE FAR IN MUSIC, BUT STUCK IN MUSIC THAT IS TOO LOW FOR MY PERSONAL PROGRESS. LAST BUT NOT LEAST, FRIENDSHIPS. I AND MANY OF MY PEERS HAVE HAD FRIENDSHIPS SINCE THIRD GRADE. ENDING THE PROGRAM WILL SPLIT MANY FRIENDSHIPS AND EVEN RELATIONSHIPS.
