OUR VISION IS FOR A REGIONAL ARTS HUB THAT WOULD HOUSE A VARIETY OF TEACHING ARTISTS, CREATING INNOVATIVE ARTS LEARNING ACCESS FOR KIDS AROUND THE COUNTY. WE'D LOVE TO VET ASSEMBLIES SO THAT THERE'S A RESOURCE THAT SCHOOLS CAN GO TO AND KNOW THAT SOMETHING'S BEEN REVIEWED AND IS SUITABLE TO BE BRINGING INTO SCHOOLS. WE'VE BEEN PILOTING PROGRAMS AROUND THE COUNTY AND HAVE BEEN IN THE EVERGREEN CAMPUS AND VANCOUVER. WE REALLY HAVE A BIG DREAM, AND WHAT WE REALIZE IS WE REALLY CAN'T DO IT WITHOUT SUPPORT, AND WE'RE IN A PLACE WHERE WE'RE LOOKING TO GATHER AND BRING PEOPLE TOGETHER FROM AROUND THE AREA. I HAVE A COUPLE OF INVITES FOR YOU. ONE, WE HAVE A HIGHLIGHT CONCERT COMING UP AT THE END OF FEBRUARY, AND I'M GOING TO SHARE A LITTLE BIT MORE ABOUT THAT BECAUSE AVA, THE STUDENT I'LL BE INTRODUCING, WILL BE FEATURED ON THAT EVENT. WE ALSO HAVE INVITE ONLY RECEPTION STYLE EVENT FOR PEOPLE WHO ARE INVESTED IN LEARNING HOW WE CAN IMPROVE ARTS EDUCATION IN THE COUNTY, AND THAT'S GOING TO BE ON APRIL 17TH. IT'S CALLED THE ENSPIRED DREAM, INSPIRING THE FUTURE OF ARTS EDUCATION. THIS IS AN OPEN INVITATION TO ANY OF THE SCHOOL ADMINISTRATION, THE SCHOOL BOARD FOR BATTLEGROUND, WHO WOULD LIKE TO COME. THERE IS AN RSVP REQUIRED. WE WILL BE IN THE GARVER THEATER LOBBY IN CAMAS. WE'VE ESTABLISHED A STRONG PARTNERSHIP WITH CAMAS SCHOOL DISTRICT, AND SO THEY'LL BE HOSTING THAT EVENT WITH US. SO OPEN INVITATION FOR THAT. THE OTHER PROGRAM WE RUN IS THE ARTS AMBASSADOR PROGRAM, AND WE STARTED THAT PROGRAM BACK IN 2018. IT WAS THE FIRST PROGRAM WE PILOTED. WE HAVE SUPPORTED 29 YOUNG ARTISTS THROUGH THAT PROGRAM AND AWARDED, PROBABLY AROUND $18,000 TO YOUNG ARTISTS IN THE COUNTY. THIS IS A TOTALLY UNIQUE YOUTH ARTS LEADERSHIP INITIATIVE IN THE STATE, WHERE WE OFFER SCHOLARSHIPS FOR STUDY, AND THEN EACH YOUNG ARTIST IS ALSO PAIRED WITH A PROFESSIONAL MENTOR FOR A YEAR. THEY ALSO HAVE A YEAR OF MENTORSHIP. THE REASON FOR THAT IS BECAUSE WE'RE DEDICATED TO THE CONCEPT OF YOUTH PHILANTHROPY, THAT YOUNG PEOPLE, AS THEY GROW, HAVE TALENTS AND SKILLS THAT THEY CAN SHARE AND MAKE THE WORLD A BETTER PLACE. THIS MENTOR ASSISTS OUR AMBASSADORS TO CREATE A PROJECT FROM SCRATCH. THEY COME UP WITH AN IDEA, THEY LOOK AT THE WORLD AND SAY, WHERE DO I SEE A NEED? HOW CAN I MAKE A POSITIVE DIFFERENCE THERE? WE'VE HAD STUDENTS BRING PROJECTS INTO SCHOOL TO SHARE WITH CLASSES. WHY WOULD YOU MAYBE WANT TO BE GOING INTO MUSIC OR GO INTO A BAND, INTO THEATER? WE'VE HAD STUDENTS WRITE ENTIRE AFTER-SCHOOL CURRICULUMS IN MUSIC AND SOUND PRODUCTION, AFTER-SCHOOL THEATER PROGRAMS. WE'VE HAD OUTREACH TO OPEN HOUSE MINISTRIES AND A LOT OF PERFORMANCES AROUND THE COUNTY. WE'RE REALLY HOPING THAT WE ARE CREATING AND DEVELOPING ENGAGED CITIZENS FOR THE FUTURE. THAT IS REALLY THE GOAL OF THE PROGRAM. EACH YEAR, WE DO AN INTERVIEW PROCESS OF YOUNG ARTISTS FROM AROUND THE COUNTY. THEY GO THROUGH THAT LIFE SKILL PROCESS OF GOING THROUGH AN INTERVIEW, WE DO AN ORIENTATION, AND THEN THEY'RE ACCEPTED INTO THE PROGRAM FOR THE ENTIRE YEAR AND STAY WITH US DURING THAT TIME. THIS YEAR, WE HAVE FIVE AMBASSADORS, ONE FROM RIVER HOME LINK, TWO FROM CAMAS, AND TWO FROM EVERGREEN THIS YEAR. WE WILL BE FEATURING THEM ALL ON A BIG CONCERT AT THE END OF FEBRUARY. IT'S CALLED THE ENSPIRE EXTRAVAGANZA. THIS IS A TOTALLY UNIQUE EVENT TO THE COUNTY, WHERE WE'RE BRINGING YOUNG ARTISTS AND PROFESSIONALS TO PERFORM TOGETHER IN REALLY UNIQUE COLLABORATIONS. THIS YEAR, WE'RE ALSO BRINGING SELECT STUDENT ENSEMBLES FROM AROUND THE COUNTY TO CELEBRATE THE POWER OF ARTS IN EDUCATION. THERE REALLY ISN'T ANYTHING ELSE LIKE IT HAPPENING AROUND. I APPRECIATED THAT ENSPIRE ARTS REALLY KNEW THE POWER OF MUSIC AND THEY WERE TAKING THE INITIATIVE TO SHARE THAT WITH THE COMMUNITY. I WAS THRILLED WHEN I FOUND OUT THAT I COULD JOIN THE PROGRAM AND BECOME AN ARTS AMBASSADOR. THIS WAS IN SEVENTH GRADE. I APPLIED TO BE AN AMBASSADOR FOR MY EIGHTH GRADE YEAR. I WENT THROUGH THE APPLICATION PROCESS, GOT LETTERS OF RECOMMENDATION FROM A COUPLE OF MY TEACHERS AT RHL AND ATTENDED MY INTERVIEW. BUT I WAS NOT ACCEPTED THAT YEAR. I WAS INITIALLY DISAPPOINTED AND I WAS LIKE, OH, THEY DON'T WANT ME, I'M JUST GOING TO FORGET ABOUT ALL OF THIS. ULTIMATELY, I REALIZED HOW MUCH I STILL REALLY WANTED TO BE A PART OF THAT PROGRAM. I JUST COULDN'T FORGET HOW MUCH THAT CONCERT HAD IMPACTED ME. THE FOLLOWING YEAR IN EIGHTH GRADE, I ATTENDED ENSPIRE CONCERT AGAIN. I WAS STILL UNSURE ABOUT APPLYING FOR MY NINTH GRADE YEAR. BUT IT WASN'T UNTIL A FAMILY FRIEND ASKED ME IF I WAS GOING TO APPLY AGAIN, I WAS LIKE, MAN, I REALLY WANT TO DO THIS, I'M GOING TO MAKE IT HAPPEN. I APPLIED FOR THIS YEAR. I CONVINCED MY PARENTS AND ONCE AGAIN, GOT LETTERS OF RECOMMENDATION FROM TWO OF MY TEACHERS. THIS IS WHERE I WANTED TO TAKE A MOMENT TO SHARE ABOUT MY SCHOOL, RIVER HOME LINK. THROUGHOUT MY ALMOST 10 YEARS OF ATTENDING RHL, I'VE ALWAYS FELT EXTREMELY SAFE, CARED FOR, SUPPORTED, AND FREE TO BE MYSELF. IN MY EXPERIENCE, WE HAVE SUCH A CLEAN ATMOSPHERE AND GOING ABOUT SEEING TEACHERS, STUDENTS FROM KINDERGARTEN THROUGH 12TH GRADE AND PARENTS ALL CONNECTING IS SOMETHING THAT CANNOT BE MATCHED. I ESPECIALLY WANT TO GIVE A SHOUT OUT TO OUR INCREDIBLE TEACHERS WHO DO SO MUCH FOR THEIR STUDENTS AND THE SCHOOL AS A WHOLE. THEY GIVE ME SO MUCH SUPPORT, CARE, STRENGTH, AND ENCOURAGEMENT. HONESTLY, I WOULD NOT BE UP HERE SPEAKING IF IT WERE NOT FOR THEM. THIS ALSO TIES INTO ENSPIRE ARTS WHEN I WAS APPLYING FOR THE SECOND TIME. NOW BACK TO WHERE I LEFT OFF REGARDING ENSPIRE ARTS. I WAS ACCEPTED TO BE AN AMBASSADOR THIS YEAR AND I AM EXTREMELY GRATEFUL FOR THAT. NOT ONLY HAVE I FOUND OUT THAT THE PEOPLE BEHIND THE PROGRAM ARE TRULY AMAZING, BUT IT'S GIVEN ME JUST WHAT I WANTED, OPPORTUNITIES TO REACH OUTSIDE MY COMFORT ZONE, ESPECIALLY WHEN IT COMES TO PERFORMING MORE, AND CHANCES TO SHARE MY LOVE OF MUSIC WITH THE COMMUNITY. MY PLAN IS TO SPEAK TO THE STUDENTS ABOUT THE JOY AND MEANING OF MUSIC, GIVE A FIRSTHAND TESTIMONY OF THE IMPACT MUSIC HAS HAD ON MY LIFE, AND PLAY A FEW PIECES THAT HIGHLIGHT MY MUSICAL JOURNEY. A LOT OF PEOPLE DID REMOVE THEIR KIDS FROM PUBLIC SCHOOLS BECAUSE IF THEY WERE YOUNGER STUDENTS, IT WAS JUST TOO HARD FOR THEM TO MANAGE THAT WITH WORK AND MANY OF THEM TRIED TO FILL THE GAPS IN AT HOME THEMSELVES. THEN, WHEN THEY CAME BACK FROM COVID, THAT'S CREATED A NEW BASELINE FOR ENROLLMENT FOR EVERY SCHOOL DISTRICT. OUR BASELINE, ESSENTIALLY IN 2021-22 WAS 11,885 STUDENTS. WHEN WE USE THAT NUMBER, THAT NUMBER INCLUDES THINGS LIKE PRE SCHOOL, TRANSITIONAL, KINDERGARTEN, OPEN DOORS, AND RUNNING START. THOSE STUDENTS DON'T ALWAYS SHOW UP IN THE ENROLLMENT REPORTS THAT WE REVIEW, AND THE REASON THAT THEY DON'T SHOW UP IN THE ENROLLMENT REPORTS IS BECAUSE MANY OF THOSE PROGRAMS, WE ARE LEFT TO ADMINISTER THEM AND WORK WITH THE KIDS ON THE SIDE, BUT THEY ARE NOT DIRECTLY SERVED BY US, BUT THAT DOES NOT MEAN THAT THEY'RE NOT RUNNING THROUGH OUR SUPPORTS WITH COUNSELORS, OUR WORK WITH STAFF, TRANSITIONAL KINDERGARTEN, OBVIOUSLY, OPEN DOORS IS OUR GED PROGRAM, AND SO OBVIOUSLY WE'RE WORKING WITH THOSE KIDS AND WE'RE PAYING STAFF TO DO THAT. STUDENTS HAVE LOTS OF GRADUATION PATHWAY OPTIONS, SO THEY DON'T HAVE TO PAY ATTENTION TO THE SBAC SCORES. SBAC MEANS A LOT MORE, I WOULD SAY 3-8 THAN IT DOES IN THOSE 10TH GRADE SCORES BECAUSE OF THAT REASON. I KNOW YOU'VE HEARD TRAVIS STRAIGHT TALK ABOUT THAT IN THE PAST AND CERTAINLY WHERE YOU HEARD DAVID TOUCH ON IT A LITTLE BIT TONIGHT IN OUR SIP PRESENTATION. THE OTHER THING THAT I THINK IS IMPORTANT TO RECOGNIZE, AND I THINK THIS IS A GOOD THING. THAT MEANS THAT WHAT THEY USED TO IDENTIFY WAS ONLY LEVELS 3 AND 4, AND THOSE KIDS ARE EXPECTED TO BE ABLE TO ENTER COLLEGE WITHOUT HAVING TO TAKE ANY CATCH UP MATH OR CATCH UP ENGLISH. WHEN THEY GO TO THE COMMUNITY COLLEGE, FOR INSTANCE, THEY WOULD CLEARLY PASS THE ENTRANCE TEST TO TAKE 100 OR HIGHER CLASSES. A STUDENT RECEIVING A TWO, THREE OR FOUR, THEY WOULD HAVE THE SKILLS READY TO ENTER LIFE, BUT MAY NOT BE COLLEGE READY TO GET 100 LEVEL OR HIGHER COURSE WORK. THAT'S THE DELINEATION. SOMETIMES WHEN YOU SEE TEST SCORES BEING TALKED ABOUT ACROSS THE STATE, YOU'RE HEARING THOSE WITH ONLY A THREE AND FOUR LEVEL INSTEAD OF A 2, 3 OR 4 LEVEL. BUT 2, 3 OR 4 LEVEL IS READY FOR STUDENTS TO GO ONTO A TRADE SCHOOL OR GO STRAIGHT INTO THE WORKFORCE, WHICH REALLY THAT'S WHAT GRADUATION IS AN EVERYBODY ACCESS POINT. ANYTHING ELSE? OUR DEMOGRAPHICS HAVE SHIFTED ACROSS THE DISTRICT, AND THEN THE STATE, OF COURSE, HAS MADE THE CHANGES TO WHAT'S CONSIDERED FOUNDATIONAL GRADE LEVEL SKILLS AND KNOWLEDGE. BUT YOU CAN SEE HERE THAT WE ARE ACHIEVING ABOVE THE STATE AVERAGE. I THINK THAT'S RELEVANT BECAUSE THIS IS ALSO TRUE. YOU HAVE TO HAVE A BIGGER CONTEXT TO UNDERSTAND HOW TEST SCORES FIT INTO THE LARGER PICTURE. THESE ARE ALL OF THE STATES THAT GIVE THE SMARTER BALANCE TEST ACROSS THE NATION. WE'RE SECOND IN THE NATION FOR THE HIGHEST SCORES IN ELA, AND WE'RE FOURTH IN THE NATION FOR HIGHEST MATH SCORES. TO GIVE YOU SOME COMPARATIVE INFORMATION, DO WE THINK THAT THESE ARE AS HIGH AS WE WANT THEM? ABSOLUTELY NOT. THOSE WERE THE COVID RELIEF FUNDS, AND SO BECAUSE WE HAD THOSE, WE DIDN'T HAVE AS GREAT A NEED TO GO AND ASK OUR LOCAL TAXPAYERS TO PICK UP THE DIFFERENCE OF THOSE DOLLARS, AND SO PEOPLE ARE ASKING ME, SHELLY, YOU'RE ASKING FOR MORE MONEY, AND YES, WE ARE. I WANT TO BE REALLY CLEAR. WE ABSOLUTELY ARE, AND THE REASON IS TWOFOLD. ONE, IS THAT WE DIDN'T ASK FOR AS MUCH AS WE WOULD HAVE NEEDED TO THE LAST TIME BECAUSE WE HAD THOSE ESSER DOLLARS FOR ONE THING. THEN SECONDLY, OUR COSTS KEEP GOING UP. OBVIOUSLY, OUR STUDENT NEEDS ARE NOT THE SAME AS THEY WERE IN '18-'19 AS THEY HAVE BEEN SINCE, AND SO OUR NEEDS HAVE INCREASED. THAT JUST SHOWS REPRESENTATIVE WHAT HAPPENED OVER THOSE THREE YEARS. THERE'S ANOTHER SLIDE THAT I'LL SHOW YOU IN A MINUTE THAT REALLY SHOWS THE REVERSE OF WHAT HAS HAPPENED WITH OUR FUND BALANCE DURING THAT SAME TIME BECAUSE WE WERE ALSO DIPPING INTO FUND BALANCE DURING THOSE TIMES. STAFFING LEVELS TO THAT POINT THEY HAVE GONE UP. THEY'VE GONE UP BECAUSE OF A NUMBER OF DIFFERENT NEEDS THAT WE HAVE FOR OUR STUDENTS. WE TALKED A LITTLE BIT ABOUT GRADUATION SUCCESS COACHES, BUT WE ALSO HAVE A VARIETY OF THINGS THAT WE ADDED IN '22-'23. WE STARTED MIDDLE SCHOOL SPORTS FOR THE FIRST TIME. THAT MEANT THAT WE WERE HIRING COACHES. ALL OF THOSE ARE PART OF THOSE STAFFING INCREASE NUMBERS. WE ADDED ADDITIONAL SAFETY PERSONNEL AT THAT TIME. WE ADDED COUNSELING SUPPORT. WE HAVE DOUBLED IN THE NUMBER OF STUDENTS THAT ARE MULTILINGUAL IN OUR DISTRICT. WHEN THAT DOUBLED, SO DID OUR STAFFING IN ORDER TO MEET THOSE NEEDS. OUR HEALTH SERVICE NEEDS HAVE INCREASED AS WELL. ALL OF THOSE THINGS HAVE IMPACTED WHAT HAS GONE INTO THE OVERALL INFLATIONARY SITUATION FOR OUR DISTRICT IN TERMS OF HOW DO WE MEET THE NEEDS OF OUR DISTRICT, WHEN YOU TALK ABOUT, WHAT WAS THE COST OF A STUDENT BACK THEN AND WHAT IS THE COST OF A STUDENT NOW? THAT ESSENTIALLY HAS BEEN THE INFLATION THAT WE'VE SEEN OVER THESE LAST FEW YEARS. WHAT WAS I GOING TO SAY, I LOST IT. MAYBE IT'LL COME BACK. LET ME SAY THAT AGAIN, $3.66. WE'RE RUNNING THIS ONE AT $1.99. WHAT THEY DID AT THAT TIME IS WHEN THEY CHANGED THE FUNDING, THEY TOOK $1.50 AND THEY SENT IT UP TO THE STATE. THEY DID THAT BECAUSE THERE WERE DISTRICTS THAT WERE REALLY STRUGGLING AND DISTRICTS THAT SEEMED TO BE MORE FROM THEIR PERSPECTIVE, RICHER, AND SO IT WAS CREATING A DISPARITY ACROSS THE STATE, AND SO THEY WANTED TO HAVE SOME CONTROL AT THE STATE LEVEL OF HOW MONEY WAS DISPERSED ACROSS THE STATE. $1.50 WAS A NEW TAX FOR ALL LOCAL PEOPLE, AND THEN THEY CAPPED WHAT WE COULD TAKE IN AS A DISTRICT. EVEN THOUGH WE HAD A $3.66 LEVY, THEY CAPPED IT AT $1.50. BUT THAT WAS ONLY FOR ONE YEAR. THEY WERE PART WAY THROUGH THAT YEAR AND THEY SAID, THAT WAS TOO LOW, AND THEN THEY RAISED IT TO $2.50, BUT THE BOARD WOULD HAVE TO MAKE A DECISION ON WHETHER THEY WERE GOING TO GO UP TO THAT $2.50, EVEN THOUGH WE HAD AN APPROVED LEVY FOR $3.66. WHAT OUR SCHOOL DISTRICT DID, OUR BOARD OF DIRECTORS, AND I THINK THIS WAS A REALLY SMART MOVE ON THEIR PART, THEY MADE THE DECISION TO TAKE IN THAT $2.50, BUT THEY SET ASIDE $0.50 OF IT TO DO SOME CAPITAL PROJECT REPAIRS AND THINGS THAT WERE NEEDED IN OUR DISTRICT AT THE TIME. I CAN'T REMEMBER ALL THE THINGS. BUT THEY DID ROOFS. THEY DID HVAC. THEY DID SOME RECARPETING PROJECTS. WHAT ELSE? THEY DID ALL OF THE SECURITY FENCING THAT YOU NOW SEE AROUND OUR BUILDINGS, THAT DIDN'T EXIST. THEY DID MANY OF THE ENTRANCE POINTS THAT WE NOW HAVE IN MANY OF OUR SCHOOLS WHERE YOU HAVE THE OUTSIDE PIECE. THEY SET THAT MONEY ASIDE FOR SAFETY AND SECURITY BECAUSE WHAT THEY WERE HEARING FROM THE COMMUNITY IS THAT SAFETY AND SECURITY WAS A BIG DEAL, AND OUR COMMUNITY WANTED SOME UPGRADES, BUT WE DIDN'T HAVE MONEY IN OUR BOND. OUR BOND MONEY HAD ALREADY BEEN USED UP. THIS WAS A WAY FOR SOME OF THOSE PROJECTS TO GET DONE AT THAT TIME. ONE OF THE THINGS THAT HAS BEEN PUT OUT THERE IS THAT OUR GENERAL FUND AMOUNT WAS $178 MILLION, BUT THE REALITY IS IT WAS MORE THAN THAT BECAUSE WE ALSO HAVE THE MONEY THAT WENT INTO THE CAPITAL PROJECT FUND, AND SO OUR TOTAL EXPENDITURES FOR THOSE DOLLARS THAT WERE TAKEN IN WAS ACTUALLY $181 MILLION, AND SO THERE'S THINGS LIKE THAT THAT MAKE IT LOOK LIKE OUR INFLATIONARY RATE IS HIGHER THAN IT ACTUALLY WAS. OUR INFLATIONARY RATE IS RIGHT SPOT ON TO WHAT'S HAPPENED IN THAT SAME PERIOD OF TIME WITH THE CPI. ACTUALLY WE'RE ON TARGET. WE'RE NOT ABOVE THE INFLATIONARY RATE. WE'RE RIGHT ON TRACK WITH THE INFLATIONARY RATE. MISSING ANYTHING? THIS SLIDE, I THINK IS ALSO IMPORTANT BECAUSE I DON'T THINK PEOPLE REALIZE WHAT HAPPENS WHEN YOU GO WITHOUT A LEVY. REALLY, IF YOU LOOK AT 2021, AND YOU SEE THAT TOTAL AMOUNT THAT WE TOOK IN BETWEEN THE LEVY, THE LOCAL EFFORT ASSISTANCE AND THE ESSER DOLLARS. WE BROUGHT IN $41 MILLION AND OUR FIRST YEAR OF THIS LEVY SHOULD IT PASS WOULD BE $43 MILLION. YOU CAN SEE THAT'S IT'S LOWER THAN INFLATION. [NOISE] BASICALLY, IF APPROVED, THE REQUESTED LEVY WOULD BE ONLY 17.3% MORE THAN THE FIRST YEAR OF THE LEVY IN 2021. AGAIN, NO LEA AND NO ESSER DOLLARS. WE WERE FOR A WHILE, BUT BECAUSE WE'RE AVERAGED ACROSS THIS AREA AND BECAUSE ASSESSED VALUES HAVE GONE UP SO MUCH, WE DON'T QUALIFY FOR IT. YOU ALSO DON'T QUALIFY FOR IT IF YOU DON'T HAVE A LEVY. YOU CAN'T EVEN BE CONSIDERED FOR IT. BUT WE DON'T QUALIFY ANY LONGER, AND SO THOSE FUNDS ARE NO LONGER AVAILABLE. THIS LEVY REQUEST IS ACTUALLY 19.5% LOWER THAN THE MAXIMUM ALLOWED BY THE STATE. YOU CAN SEE THAT DUE TO THOSE THINGS, AND LIKE DEBBIE SAID, THERE'S NOW 20 UNFUNDED MANDATES THAT THE LEGISLATURE HAS PUT OUT THERE FOR CONSIDERATION. THOSE THINGS ARE IMPACTING US, AND THEY'RE CONTINUING TO IMPACT US AND CREATE RISING COSTS AND ALLOWING OR MAKING US DIVERT MONEY AWAY FROM OUR STUDENTS IN THE WAYS THAT WE BELIEVE WE NEED TO BE SERVING THEM. MANY OF THOSE STATE MANDATES FROM THE EXCISE TAX MANDATE THAT'S GOING TO COST US AT LEAST A $250,000 THIS YEAR OR THE BENEFITS FOR CONTRACTED TRANSPORTATION SERVICE. THAT ALONE, IF THE LEGISLATURE DOESN'T COME IN AND FIX THAT, THAT'S GOING TO BE OVER $2 MILLION THAT WE HAVE TO PULL OUT OF OUR FUNDS IN ORDER TO MEET THOSE NEEDS. AGAIN, OUR STUDENTS AREN'T GOING TO SEE THE BENEFIT OF THAT IN ANY WAY SHAPE OR FORM. MY GOAL IN PRESENTING YOU JUST A TIMELINE IS JUST TO SHED LIGHT ON WHERE WE'RE AT WITH THE GRANT AND NEXT STEPS. ON SEPTEMBER 22, THE BOARD APPROVED THE WAYFINDER CURRICULUM. THAT WAS ONE OF THE LAST THINGS THAT HAPPENED WITH AWARE. THEN IN OCTOBER, THERE WAS A GOVERNMENT SHUTDOWN, AND THAT INCLUDED THE DEPARTMENT OF HEALTH AND HUMAN SERVICES, WHICH PROJECT AWARE IS UNDER THAT. THAT CAUSED A DELAY IN FUNDING FOR US. WE WERE JUST IN THIS NEBULOUS PLACE OF, WE'RE JUST GOING TO SIT TIGHT AND HOLD ON. THIS HAPPENED TO US LAST YEAR WITH FEDERAL FUNDING AND SOME THINGS GOING ON. THEN WE GOT A NOTICE OF AWARD, BUT IT CAME WITH SOME REALLY CONTRACTUAL STIPULATIONS THAT REALLY WOULD PREVENT US FROM ACHIEVING OUR GOALS SPECIFICALLY AROUND MENTAL HEALTH, AND THOSE GOAL WORK THERE AROUND ANY SOCIAL-EMOTIONAL ENGAGEMENT. WITH THE ACCEPTANCE OF THE AWARD, IT WOULD SAY, WE COULD NOT ENGAGE IN PRACTICES THAT WOULD INCLUDE SOCIAL-EMOTIONAL ENGAGEMENT, DIVERSITY, EQUITY, INCLUSION, THOSE TYPES OF THINGS. WE'RE TRYING TO FIGURE OUT WHAT WAS GOING ON. THIS IS NOVEMBER TIMELINE. WE DID PROCEED WITH THE PURCHASE OF THE CURRICULUM. WE WANTED TO HONOR THE WORK OF THE TEACHERS THAT SPENT COUNTLESS HOURS AT BOARD MEETINGS WITH THE STUDENTS THAT SPOKE HIGHLY OF THE CURRICULUM, BUT REALLY STREAMLINED ABOUT HOW IT WOULD BE IMPLEMENTED. WE THOUGHT, IF THE FUNDING GETS CUT, WE WILL ONLY ALLOW IT TO BE IN THOSE SMALL GROUPS, AND IT WON'T BE A FULL IMPLEMENTATION LIKE DISCUSSED BECAUSE WE'RE JUST NOT SURE FOR SMALL GROUP PURPOSES. REALLY, THOSE PREVENTION INTERVENTION SPECIALISTS AND COUNSELORS FOR LIKE TIER 2 AND TIER 3 TARGETED INTERVENTION GROUPS. THEN, UNFORTUNATELY, IN THIS PAST DECEMBER, WHEN THE GOVERNMENT REOPENED, WHEN THE SAMHSA, IT'S THE SUBSTANCE ABUSE AND MENTAL HEALTH SERVICES ADMINISTRATION, DID NOT RENEW OUR FUNDING. THEY COULDN'T GIVE US AN ANSWER IF WE CAN CONTINUE WITH OUR GOALS OR NOT. THEY WOULDN'T FORMALLY ACKNOWLEDGE THAT WE ARE IN WASHINGTON STATE. WE HAVE WASHINGTON STATE LAW AND FEDERAL LAW. THEY COULDN'T GIVE US A FORMAL ACKNOWLEDGMENT. THEY JUST SAID, WE GOT YOUR AWARD LETTER. WE GOT YOUR SIGNATURE. BUT WITH WHERE WE'RE AT AS A DISTRICT WITH UNSTABLE FUNDING, WITH NOT A PROMISE OF THE RECEIPT OF THESE FUNDS, WE FELT IT BEST TO BOW OUT OF THE AWARD AT THIS TIME BECAUSE OF THE UNSTABLE FUNDING. YOU SAW ERIC SAKSHAUG, WHO WAS THE DIRECTOR OF THIS PROJECT. HE WAS FULLY FUNDED WITH THIS GRANT. HE HAS, IN ADDITION TO THE YOU'VE ALREADY HEARD ABOUT THE TRANSITIONAL KINDERGARTEN REDUCTION OF SLOTS OF 25%, BUT ALSO THE BUS DEPRECIATION FUNDING, WHICH IS A REVENUE SOURCE FOR US, THAT'S PART OF OUR CONTRACT FOR BUYING BUSES. THE GOVERNOR'S PROPOSAL CHANGES THE DEPRECIATION SCHEDULE FROM 13 YEARS ON OUR BIG BUSES AND EIGHT YEARS ON OUR LITTLE BUSES TO A 15 YEAR DEPRECIATION SCHEDULE. EXTRAPOLATING THAT OUT, THAT'S ABOUT A $300,000 HIT FOR US IN REDUCED FUNDING STARTING NEXT YEAR. SO IT'S NOT A SMALL AMOUNT THAT WOULD BE CUT FROM THE DISTRICT. IT'S JUST EXTENDING THAT FUNDING JUST WON'T COME IN AS STRONG, WHICH OUR CONTRACT IS BASED ON HAVING THAT FUNDING. THAT'S PART OF THE WHOLE CONTRACT AND THE WAY IT WORKS. WHEN STUDENTS CONGREGATE FOR PROTESTS, IT STRAINS SCHOOL SECURITY AND STAFF RESOURCES, MAKING IT DIFFICULT TO ACCOUNT FOR EVERY STUDENT'S LOCATION AND SAFETY. SECOND, THE INSTRUCTIONAL DISRUPTION, PROTESTS BY NATURE DRAW FOCUS AWAY FROM THE CLASSROOM. EVERY STUDENT HAS A RIGHT TO A FOCUSED, HIGH QUALITY EDUCATION WITHOUT THE DISTRACTIONS CAUSED BY ORGANIZED DEMONSTRATIONS. LASTLY, THE PARENTAL NOTIFICATION AND RIGHTS. AS THE DISTRICT MAINTAINS A CLOSED CAMPUS POLICY FOR SAFETY, ALLOWING STUDENTS TO LEAVE CLASS OR GATHER OUTSIDE FOR PROTESTS, WITHOUT DIRECT PARENTAL CONSENT UNDERMINES THE SCHOOL'S COMMITMENT TO STUDENT ACCOUNTABILITY. I HAVE A CHILD IN THE DISTRICT, AND I WAS VERY UNHAPPY TO HEAR THE SCHOOL AND OTHERS WITHIN THE DISTRICT DID NOT CLEARLY STATE OVER THE INTERCOM SYSTEM WHERE AND WHEN THE STUDENTS COULD PEACEFULLY PROTEST AND THAT STUDENTS WERE NOT ALLOWED TO LEAVE SCHOOL GROUNDS OR THEIR PARENTS WOULD BE NOTIFIED IMMEDIATELY. I WAS ALSO UNHAPPY WITH THE SCHOOL ADMINISTRATION BECAUSE ON THAT DATE JANUARY 20TH, I REACHED OUT TO MY CHILD SCHOOL TO LET THEM KNOW WHAT WAS GOING ON AND I DID NOT APPROVE MY CHILD LEAVING CAMPUS. UNFORTUNATELY, THEY TOLD ME THEY KNEW NOTHING ABOUT IT, WHICH I HAVE A HARD TIME BELIEVING SINCE ALL OF US PARENTS GOT A DISTRICT LETTER ON THE 15TH STATING THERE WAS GOING TO BE A WALKOUT AND THE CONCERNS OF THAT.
