AND SO I JUST WANT TO SAY, LIKE, REGARDLESS OF HOW YOU VOTED I URGE EVERYBODY TO UNDERSTAND THAT FOR BATTLE GROUND SCHOOL DISTRICT, 20 MILLION DOLLARS IN CUTS IS A VERY BIG TRANSITION. AND BATTLE GROUND PUBLIC SCHOOLS DOES HAVE TO MAKE SOME PRETTY TOUGH CHANGES. AND AS A STUDENT, I'M KIND OF SEEING THOSE ALREADY AND JUST LIKE WALKING LIKE, YOU KNOW, THROUGH MY SCHOOL AND THROUGH LIKE, LIKE TRACK SEASON AND THINGS LIKE THAT, I SEE WHERE ALL THE CHANGES WILL BE AND ALL THESE CHANGES AFFECT STUDENTS. AND THEN THIS NEXT YEAR, EVEN THOUGH I'M GRADUATING, I WON'T BE HERE, BUT I'M STILL GOING TO OBSERVE HOW THESE HOW THESE CUTS ARE GOING TO CHANGE OUR SCHOOL DISTRICT. GOOD AND BAD. HOWEVER, THAT MAY LOOK, AND I WANT EVERYBODY TO KNOW THAT I'M STILL IN FULL SUPPORT OF BATTLE GROUND PUBLIC SCHOOLS , AND I STILL HAVE FULL FAITH IN OUR QUALITY OF INSTRUCTION, OF OUR COMMUNITY AND OF HOW SAFE THIS PLACE IS AND HOW PROUD I AM TO HAVE GRADUATED FROM IT. I HELPED AND I JUST WANT TO SAY I THANK ALL THE TEACHERS AND STAFF FOR PUTTING IT TOGETHER AND PUTTING ON ALL THE COUNSELORS AND PUTTING IN ALL THEIR HARD WORK. TAKING CARE OF 300 FOURTH GRADERS IN THE SPAN OF 45 MINUTES IS REALLY HARD, AND MAKING SURE THEY'RE ALL BEING LISTENED TO, MAKING SURE THEY ALL KNOW WHERE THEY'RE GOING. AND IT ACTUALLY WENT JUST SUPER SMOOTHLY KNOWING THAT WE WERE DOING GROUP AFTER GROUP AFTER GROUP AND JUST, JUST ALL THE GRATEFULNESS THAT THEY DECIDED TO DO THIS FOR OUR FOURTH GRADERS, GIVING THEM THE OPPORTUNITY TO SEE ALL THE CTE CLASSES WE PROVIDE AND JUST MAKING SURE THAT THEY'RE BEING HEARD. AND I DON'T HAVE REALLY MUCH AS YOU CAN SEE. LIKE JULIA SAID, IT IS A BIG GROUP. I KNOW IT'S A LOT OF MONEY, BUT ONCE AGAIN, PLEASE THINK OF US, THE KIDS IN THE VERY PROGRAMS THAT YOU'RE CONSIDERING CUTTING THIS DAY THE MIDDLE SCHOOLERS, THE ELEMENTARY SCHOOLERS, KIDS WHO CANNOT SKIP A GRADE AND LOSE PART OF THEIR CHILDHOOD. I STARTED HATING SCHOOL IN SECOND GRADE BECAUSE I VIEWED SCHOOL AS AN UNNECESSARY CHORE. I DIDN'T UNDERSTAND WHY I HAD TO BE AT SCHOOL AND I THOUGHT IT WAS POINTLESS. I'VE I HAD ALREADY LEARNED LOTS OF THE THINGS THAT SCHOOLS WERE TEACHING ME, SO I WAS GIVEN LOTS OF BUSY WORK TO DO, WHICH AS A SECOND GRADER, I COULD ONLY DO FOR SO LONG. SO I STARTED ACTING OUT IN AN EFFORT TO GAIN THE ATTENTION THAT I DIDN'T HAVE. I HAD NO DRIVE WHEN IT CAME TO ACADEMICS, NOT BECAUSE I WASN'T CAPABLE, BUT BECAUSE THE NORMAL CLASSROOM DIDN'T PROVIDE ME WITH WHAT I NEEDED, WHICH WAS A CHALLENGE. I'LL BE HONEST, FOR MANY YEARS I DREADED GOING TO ASPIRE BECAUSE IT ACTUALLY MADE ME WORK HARD AND STUDY. I HAD BEEN COASTING THROUGH SCHOOL AT SUCH A YOUNG AGE THAT I HADN'T BEEN USED TO PUTTING ANY EFFORT INTO MY WORK. BUT THIS IS NOT HOW KIDS SHOULD BE TAUGHT IN SCHOOL, BECAUSE IT DOESN'T GIVE ME AN UPBRINGING THAT PREPARES ME FOR HIGH SCHOOL OR COLLEGE. WHEN I WAS IN SECOND GRADE, BEFORE I JOINED THE ASPIRE PROGRAM, I FELT THAT THERE WAS NOT ENOUGH WORK FOR ME TO DO AND THAT I WOULD BE, SITTING ASIDE DOING NOTHING FOR MANY DAYS IN SECOND GRADE, I FINISHED MY ASSIGNMENTS EARLY AND WOULD HAVE NOTHING TO DO. MY TEACHERS DIDN'T HAVE ASSIGNMENTS PREPARED TO GIVE ME, SO I WOULD OFTEN SIT IN THE CORNER AND DO NOTHING. SINCE I JOINED THE ASPIRE PROGRAM, THERE HAS ALWAYS BEEN ENOUGH WORK FOR ME TO DO AND I'VE ALWAYS BEEN CHALLENGED. BEING IN THE ASPIRE PROGRAM HAVE GIVEN ME OPPORTUNITIES TO TAKE HIGH SCHOOL LEVEL COURSES IN MIDDLE SCHOOL AND ENHANCE MY LEARNING CAPABILITIES. WHEN I WAS IN SECOND GRADE, BEFORE I JOINED THE ASPIRE PROGRAM, I DEAL WITH A LOT OF PROCRASTINATION RESULTING IN ME NOT HAVING ENOUGH WORK TO DO. I FELT THAT BECAUSE THERE WAS NOT ENOUGH WORK, I WOULD ALWAYS HAVE ENOUGH TIME TO CATCH UP. THERE WAS NEVER REALLY A NEED FOR ME TO ACTUALLY DO MY WORK ON TIME, BECAUSE I WOULD ALWAYS GET IT DONE RIGHT BEFORE DEADLINES ANYWAYS. WHEN I JOINED THE ASPIRE PROGRAM, THIS AFFECTED ME A LOT BECAUSE I WASN'T ABLE TO ACTUALLY GET MY ASSIGNMENTS DONE ON TIME SEEING AS THEY WERE CHALLENGING ENOUGH FOR ME TO NEED TO DO THEM. IT WAS THE SAME THINGS FOR THE REST OF THE YEAR OR IT WOULD HAVE BEEN. SO AFTER ABOUT A MONTH, MY PARENTS AND MY GRANDMA STARTED NOTICING THAT I DIDN'T WANT TO GO TO SCHOOL ANYMORE. I WAS DELAYING. I DIDN'T WANT TO READ WITH THEM. AND OVERALL, I WAS JUST NOT HOW I USED TO BE. SO I WAS LUCKY THEY PULLED ME OUT AFTER JUST A MONTH IN AND THAT I CAN'T IMAGINE HAVING TO GO THROUGH THAT FOR YEARS AND YEARS, LIKE SOME PEOPLE WOULD HAVE TO WITHOUT THE ASPIRE PROGRAM, BECAUSE THEY WEREN'T BAD TEACHERS AND IT WASN'T A BAD PRESCHOOL. IT WORKED AMAZING FOR MY SIBLING. THE PROBLEM WAS, THE TEACHERS DIDN'T KNOW HOW TO HANDLE GIFTED KIDS, AND MANY TEACHERS DON'T, BECAUSE THAT'S HASN'T BEEN A SKILL THAT THEY'VE NEEDED. BUT THE TEACHERS IN THE ASPIRE PROGRAM, THAT'S WHAT THEY'RE THERE FOR. THEY'RE HERE TO KNOW HOW TO TEACH US AND HOW TO NURTURE OUR MINDS. BECAUSE WHEN WE HAVE TO GO THROUGH GENERAL EDUCATION AND WE GO THROUGH THAT BOREDOM THAT EVERYONE HERE HAS BEEN TALKING ABOUT YOU, THEY START TO COPE IN VARIOUS DIFFERENT WAYS. LIKE SUCH AS BUS ROUTES OR OTHER THINGS OUTSIDE OF ASPIRE TO JUST TRY AND KEEP THIS PROGRAM, AT LEAST IN SOME SHAPE, WAY OR FORM. NOW MY THOUGHT IS TO INCLUDE SOME EITHER CURRENT OR PROBABLY BOTH. CURRENT STUDENTS OF ASPIRE AND ALUMNI OF ASPIRE, SUCH AS MYSELF, TO TRY AND COOPERATE AND WORK WITH THE BOARD. I KNOW SOME OF THE ROBOTICS KIDS HAVE HAD A TON OF EXPERIENCE TALKING WITH CORPORATE LIKE ACTUAL PROFESSIONALS AND WORKING OUT BUSINESS DEALS SO THEY COULD BE SKILLED AT SOMETHING LIKE THIS. I SHOULD KNOW BECAUSE I ALSO PLAY SOCCER ON A CLUB TEAM. MANY STUDENTS DON'T HAVE THE CHANCE TO DO TO PLAY SPORTS OUTSIDE OF SCHOOL LIKE I DO, AND FOR MANY KIDS, SCHOOL SPORTS IS THE ONLY WAY IS THE ONLY WAY THEY GOT TO PLAY SPORTS THEY LOVE. MY SECOND REASON IS THAT I HAVE LEARNED SO MANY AMAZING THINGS FROM SPORTS. I LEARNED TO KEEP GOING EVEN WHEN PRACTICE IS REALLY HARD, AND TO CHEER ON MY TEAMMATES WHEN THEY'RE HAVING A TOUGH DAY. MY LAST REASON THAT WE SHOULD HAVE MIDDLE SCHOOL SPORTS IS THAT IN HIGH SCHOOL, WE CAN'T GROW OUT OF SPORTS AND WE HAVE TO COMMIT. SO IN MIDDLE SCHOOL WE CAN PICK AND CHOOSE SO WE CAN HAVE AN OPPORTUNITY IN HIGH SCHOOL. THIS MAKES ME A BETTER TEAM PLAYER AND JUST A BETTER PERSON. AND ALSO, IT GIVES YOU A CHANCE TO MAYBE TALK TO PEOPLE THAT YOU DON'T USUALLY WOULDN'T TALK TO AT SCHOOL AND BUILD NEW FRIENDSHIPS THAT YOU WOULDN'T GET AT SCHOOL FROM DIFFERENT GRADES OR FROM DIFFERENT SCHOOLS. AND IT REALLY HELPS YOUR IT HELPS ACADEMICALLY BECAUSE TO BE ABLE TO SPEAK AT SCHOOL, TO BE ABLE TO PLAY IN SCHOOL SPORTS, YOU NEED TO BE ABLE TO HAVE GOOD GRADES. SO IT RAISES YOUR GRADES UP BECAUSE YOU WANT THAT CHANCE TO BE ABLE TO PLAY. AND IT ALSO CONNECTS YOU TO YOUR OUTSIDE AND TO YOUR SURROUNDINGS INSTEAD OF BEING ON ELECTRONICS. AND THAT IS SCARY TO THINK ABOUT BECAUSE THIS YEAR'S FIFTH GRADERS, WITH THIS LEVY FAILING, THEY'RE NOT GOING TO BE ABLE TO EXPERIENCE WHAT I HAD TO EXPERIENCE WITH SPORTS. AND THAT'S REALLY SCARY THAT THEY'RE NOT GOING TO THEY'RE NOT GOING TO HAVE THE OPPORTUNITY THAT I DID TO BUILD THEIR OWN COMMUNITY AND MAKE NEW FRIENDS, MAKE NEW EXPERIENCES, AND DO WHAT THEY WANT TO DO. THE STUDENT VOICE THAT WE HEARD AT THE BEGINNING OF THIS MEETING WAS POWERFUL AND INCREDIBLY MEANINGFUL. WHILE, I AM CERTAINLY IMPACTED BY THE TESTIMONY THAT I HEARD. AND SOMEONE JUST SAID IT. MY WISH IS THAT ALL THOSE WHO VOTED NO ON THE LEVY WOULD LISTEN TO IT AS WELL. [APPLAUSE] LOSING THIS LEVY IS DEVASTATING TO ALL OF US. IT IS THE SINGLE BIGGEST DISAPPOINTMENT. I'M SORRY. DENNY YOU'RE AMAZING. IT IS THE SINGLE BIGGEST DISAPPOINTMENT OF MY 38 YEAR PROFESSIONAL CAREER. SCHOOLS HAVE FOUND THEMSELVES IN THE MIDDLE OF A DIVISIVE A POLITICAL CLIMATE. WHEN ONE OF THE MAJOR POLITICAL PARTIES IN THE STATE SENDS OUT A FLIER FILLED WITH MISINFORMATION AND URGING MEMBERS OF THEIR PARTY TO VOTE NO ON THE BATTLE GROUND LEVY, IT IS A SAD DAY FOR OUR STATE AND A SAD DAY F OR PUBLIC EDUCATION IN GENERAL. AND THAT'S WHAT HAPPENED HERE IN BATTLE GROUND COMMUNITY. I WANT YOU TO KNOW THOSE ARE GOOD PEOPLE SITTING UP HERE, AND THEY ARE GOING TO DO WHATEVER THEY CAN TO TO MINIMIZE THESE CUTS. AND YOU HAVE A WONDERFUL, WONDERFUL, THE BEST QUALIFIED INDIVIDUAL TO LEAD YOU NEXT YEAR BECAUSE OF THIS SITUATION AND BECAUSE OF HOW WELL SHE KNOWS THIS COMMUNITY AND SHE IS GOING TO FIGHT FOR YOU. ADDITIONALLY, WE'LL BE LOSING OUR PREVENTION INTERVENTION SPECIALISTS, MENTAL HEALTH SUPPORTS, AND SOME ADMINISTRATORS, AMONG MANY OTHERS. ALTOGETHER, I THINK WE'VE BEEN ABLE TO SUPPORT STUDENTS IN A REALLY MEANINGFUL WAY, AND IT'S DISHEARTENING TO SEE HOW SO MANY OF THESE PEOPLE BEING CUT. IN ADDITION TO THOSE SIGNIFICANT CHANGES IN MY OWN JOB, WHAT'S REALLY WEIGHING HEAVILY ON ME TONIGHT IS THE CUT OF THE ASPIRE MAGNET PROGRAM, AS I'M SURE YOU'VE HEARD. MY SON IS CURRENTLY A FIFTH GRADER. YOU GUYS HEARD FROM HIM TONIGHT? HE'S BEEN AT CAPTAIN AND CHIEFS SINCE THIRD GRADE AND HAS DEVELOPED FRIENDSHIPS AND HAD ACADEMIC OPPORTUNITIES THAT HAVE ALLOWED HIM TO THRIVE AS A STUDENT AND A LEADER. SO HAVING THE OPPORTUNITY TO WORK ALONGSIDE LIKE MINDED STUDENTS HAS PRODUCED SUCH A SPECIAL ENVIRONMENT THAT HE AND HIS FRIENDS HAVE LOVED AND EXCELLED IN UNDER THE LEADERSHIP OF SOME INCREDIBLE TEACHERS. THESE KIDS THRIVE IN IN BEING CHALLENGED. YOU HEARD ABOUT THE KIDS THAT ARE WENT TO THE NATIONAL HISTORY DAY THIS WEEKEND. THESE MAGNET STUDENTS ARE THE TOP ECHELON OF CANDIDATES THAT ARE EVEN BROUGHT IN FROM OUT OF DISTRICT, WHICH IS WHERE WE ACTUALLY ACCRUE REVENUE. WE CURRENTLY HAVE THREE OUT OF DISTRICT STUDENTS, WHICH EQUATES TO APPROXIMATELY $40,000 WORTH OF REVENUE. WE MAKE MONEY WITH THIS PROGRAM. MANY OF THESE STUDENTS ARE CLASSIFIED AS TWICE EXCEPTIONAL, WHICH MEANS THEY ARE COGNITIVELY ADVANCED AND OFTEN HAVE ANOTHER DIFFERING ABILITY THAT REQUIRES KEEN ATTENTION WITHIN THE EDUCATIONAL SETTING TO HELP THEM SUCCEED, SOMETHING THAT IS NOT POSSIBLE WITHIN A GENERAL EDUCATION SETTING. THE EDUCATORS IN THIS MAGNET PROGRAM KNOW THIS AND RISE TO THE CHALLENGE DAILY. WE WANT TO DO THIS WORK. WE ARE PASSIONATE TO SERVE THESE INCREDIBLE STUDENTS. THEY WILL HAVE BEEN REMOVED FROM A PROGRAM THAT WAS MEETING THEIR LEGAL RIGHT TO BE EDUCATED AT THEIR COGNITIVE LEVEL, AND BY YOUR FISCAL DECISION, WILL BE DROPPED DOWN TO EDUCATIONAL HOLDING PATTERN UNTIL THEIR GRADE LEVEL PEERS CATCH UP. SO THAT'S WHAT THESE KIDS ARE STRUGGLING WITH RIGHT NOW. LIKE ME, MY SON STRUGGLED IN GENERAL EDUCATION ENVIRONMENT, INCLUDING THE CLUSTER PROGRAM. THAT WAS LIKE A DROP IN THE BUCKET COMPARED TO WHAT HIS NEEDS WERE. IT DOESN'T CHALLENGE HIS INTELLECT OR HOLD HIS ATTENTION. WITH THE ASPIRE PROGRAM, HE'S ABLE TO LEARN FROM THE ABSOLUTE BEST TEACHERS WHILE WORKING IN A LARGE PEER GROUP OF OTHER STUDENTS AT HIS ACADEMIC LEVEL. THIS PROVIDES A DEGREE OF INTELLECTUAL AND SOCIAL STIMULATION THAT CANNOT BE REPLICATED IN ANY OTHER CLASSROOM ENVIRONMENT. THESE PROGRAMS PROVIDE STUDENTS WITH DISABILITIES THE OPPORTUNITY TO LEARN AND BE EDUCATED WITH THEIR THE WAY THEY LEARN THE SAME WAY. I FEEL THE ASPIRE PROGRAM COMPARES TO HOW WE ACCOMMODATE SPECIAL NEEDS STUDENTS, BUT IN A DIFFERENT WAY. THE ASPIRE PROGRAM ACCOMMODATES CHILDREN THAT THINK, LEARN, AND SOCIALIZE DIFFERENTLY. REQUESTED ACTIVITIES MUST HAVE A CLEAR CONNECTION TO YOUTH BEHAVIORAL HEALTH, AND THE FOLKS WHO WOULD QUALIFY FOR THIS ARE YOUTH LIVING IN CLARK COUNTY WHO ARE CURRENTLY ENROLLED IN SCHOOL. SO THE STUDENTS FROM SIXTH GRADE TO 18 YEARS OLD UNLESS THEY'RE STILL ENROLLED AND NOT GRADUATED YET UNTIL 21. AND THE YOUTH MUST BE CONSIDERED LOW INCOME TO BE AND BE PART OF AN AT RISK DEMOGRAPHIC. AND UNFORTUNATELY, I THINK IT WAS THE LEVY. SO I THINK THAT WAS TRUE FOR A LOT OF PEOPLE OUT THERE. YOU KNOW, MY MIDDLE MY MIDDLE SON WAS IN THE ASPIRE PROGRAM BECAUSE OF LIMITED SPACE. HE WASN'T IN THE MAGNET PROGRAM AND HE REALLY NEEDED TO BE. IN MY OPINION, THE MAGNET PROGRAM NEEDED TO BE EXPANDED TO INCLUDE THE CLUSTER STUDENTS TO GIVE THEM WHAT THEY NEEDED TO THRIVE. AND THAT PORTION OF THIS CONTRACT IS FOR $144,212. AND AS YOU'VE READ THROUGH MY COVER SHEET, WE APPLIED FOR GRANTS AND WE'VE GOT OTHER GRANTS THAT WE'VE APPLIED FOR. SO WE DON'T HAVE THE AUTHORITY TO USE ALL OF THE FUND BALANCE. WE CAN USE SOME OF THE FUND BALANCE THAT'S AVAILABLE. IN ADDITION, THE SCHOOL BOARD HAS SET A MINIMUM FUND BALANCE POLICY 6022 FOR SOUND FINANCIAL PRACTICES SUCH AS SUFFICIENT CASH FLOW NEEDS. AND WE TALKED ABOUT THIS, THAT AGAIN, THAT THE STATE DOESN'T FUND US EQUALLY EVERY MONTH, AND SO THERE ARE MONTHS WHEN WE DO NOT GET AS MUCH FUNDING, AND OTHER MONTHS WE GET MORE FUNDING. AND I'LL CALL OUT JULY AND AUGUST, WHERE WE CURRENTLY GET 22.5% OF OUR STATE FUNDING. AND I BELIEVE THEY JUST PASSED IN LEGISLATION, AND WE'RE WAITING FOR ALL THAT TO SHAKE OUT. 25% OF OUR FUNDING WILL BE IN JULY AND AUGUST. SO MAY AND JUNE ARE REALLY TOUGH MONTHS FOR A LOT OF SCHOOL DISTRICTS THAT HAVE HAD LOW FUND BALANCES, BECAUSE THEY ARE NOT ABLE TO MEET PAYROLL AND CASH FLOW AND HAVE HAD TO BORROW MONEY TO MAKE THAT. SO IT'S VERY IMPORTANT THAT WE DO HAVE SOME RETAINED IN FOR SUFFICIENT CASH FLOW, AS WELL AS OTHER ECONOMIC UNCERTAINTIES, WHICH THE LEVY LOSS IS CERTAINLY AN ECONOMIC UNCERTAINTY, LOSS OF POSSIBLE FEDERAL FUNDING AND ENROLLMENT FLUCTUATIONS. SO THOSE ARE JUST SOME OF THE REASONS. SO AGAIN, THE REVENUES AND EXPENDITURES, IT'S STILL A WORK IN PROGRESS. THAT CAME ABOUT. PROMISE BY ANOTHER SUPERINTENDENT. YEAH, IT CAME ABOUT BECAUSE THERE WAS A SAFE ROUTES TO SCHOOL GRANT THAT CAME INTO BEING WHEN THERE WAS A LOT OF COMMUNITY OUTPOURING WHEN DAYBREAK CAMPUS OPENED AND THE ONE MILE RADIUS LAW WAS POINTED OUT TO OUR COMMUNITY. AND THEY DIDN'T WANT KIDS. THEY DIDN'T WANT KIDS WALKING FROM AS FAR AWAY AS, LIKE, BANK OF AMERICA AND THE ALBERTSONS AREA ALL THE WAY TO DAYBREAK. AND IT WAS EXPENSIVE. SO AS A DISTRICT, WE WENT AFTER A GRANT, AND WHEN THE GRANT EXPIRED, WE AGREED TO PUT IT ON TO THE LEVY EVERY YEAR AND HOPE THAT OUR COMMUNITY WOULD CONTINUE TO FUND IT. AND THEY DID. SO THEY KEPT THEIR PROMISE AND WE KEPT OUR PROMISE. WE HAD CROSSING GUARDS. BUT TO YOUR POINT, WE DO NEED TO LOOK AT NOBODY. EVERYBODY UNDERSTANDS THE IMPORTANCE OF THE CROSSING GUARDS. SO WE DO NEED TO LOOK AT, YOU KNOW, CAN WE BUILD PROGRAMS AT EACH SCHOOL WHERE PARENTS CAN VOLUNTEER AND WE CAN MAYBE EVEN USE STUDENTS LIKE WE'VE SEEN THAT IN OTHER SCHOOL DISTRICTS. SO WE WILL BE EXPLORING THAT. IT WILL BE DIFFICULT, TERRY, AND I THINK WHERE WE'RE COMING FROM.
