APPROVE THE AGENDA AS PRESENTED.

OKAY. WE HAVE A MOTION ON THE FLOOR.

I LOOK TO OUR STUDENT REPRESENTATIVES FOR THEIR ADVISORY VOTE.

[INAUDIBLE]. THANK YOU.

ANY FURTHER COMMENTS OR QUESTIONS FROM THE BOARD? HEARING NONE. ALL THOSE IN FAVOR, PLEASE SAY AYE.

AYE. ALL THOSE OPPOSED? MOTION PASSES 5 TO 0.

WE WILL GET THINGS STARTED TONIGHT WITH STUDENT VOICE AND I BELIEVE WE HAVE SOME STUDENTS HERE FROM CAPTAIN STRONG PRIMARY.

[5. Communications]

IF YOU WANT TO COME FORWARD TO THE PODIUM.

HOW GREAT IS THIS? I FEEL LIKE I COULD TELL YOU TO SHARE YOUR NAME AND YOUR SCHOOL AND YOUR GRADE, BUT I FEEL LIKE YOU GUYS KIND OF ALREADY GOT IT IN ORDER.

SO IF YOUR PARENTS ARE HERE, PLEASE COME UP.

FEEL FREE TO STAND BEHIND US.

TAKE PICTURES, VIDEOS AND STUFF.

YEAH, YOU CAN TAKE PICTURES.

[INAUDIBLE].

ALL RIGHT. WHENEVER YOU GUYS ARE READY.

HI. MY NAME IS RYAN, AND I'VE BEEN IN CAPTAIN STRONG SINCE FIRST GRADE.

TEACHERS ARE NICE, AND THEY ARE ABLE TO GIVE OUT RULES TO.

YOU. HI.

MY NAME IS RYAN, AND I'VE BEEN IN CAPTAIN STRONG SINCE THE FIRST GRADE.

TEACHERS ARE NICE AND THEY ARE ABLE TO GIVE OUT RULES TO THE STUDENTS NICELY.

TEACHERS ARE ABLE TO GIVE COURAGE TO STUDENTS DURING ASSESSMENTS AND ALL THROUGHOUT CAPTAIN STRONG.

YOU CAN FIND STUDENTS LOOKING OUT FOR EACH OTHER.

I FEEL VERY SAFE IN THIS TYPE OF ENVIRONMENT AND I HOPE THIS CONTINUES IN CAPTAIN STRONG.

THANK YOU FOR HAVING ME THIS EVENING.

NICE JOB RYAN.

HI, MY NAME IS DAPHNE AND I AM PART OF THE FOURTH GRADE ASPIRE PROGRAM.

TODAY I'M GOING TO TALK ABOUT THE CAPTAIN STRONG COUGAR PAW SYSTEM.

THE COUGAR PAW SYSTEM IS WHEN STUDENTS FOLLOW THE LEAD EXPECTATIONS, LEARN RESPONSIBILITY, EXHIBIT RESPECT.

ALWAYS BE SAFE AND DO YOUR BEST.

BY FOLLOWING THE LEAD EXPECTATIONS.

STUDENTS WILL EARN A COUGAR PAW, PAPER OR HEART.

IF IT IS PAPER, STUDENTS WILL TURN IT IN FOR A HARD COUGAR PAW AND PUT IT IN THE JAR.

WHEN THE JAR IS FILLED, THERE IS A VOTE ON WHAT THE CLASS REWARD SHOULD BE.

AFTER THERE ARE 25 SCHOOL WIDE JARS FILLED, THERE IS A SPIRIT DAY.

A SPIRIT DAY COULD BE PAJAMA DAY OR STAR WARS DAY AND MANY OTHER EXCITING THINGS.

THERE ARE ALSO PURPLE COUGAR PAWS THAT ARE PAPER.

A CLASS WILL EARN A PURPLE COUGAR PAW.

WHEN THE WHOLE CLASS IS BEHAVING.

IT COULD BE IN SPECIALIST OR IN THE HALL.

I THINK CAPTAIN STRONG'S REWARD SYSTEM IS VERY CRITICAL TO THE SCHOOL.

THANK YOU FOR LISTENING.

THANK YOU. DAPHNE.

MY NAME IS OZZY AND I'M GOING TO BE TALKING ABOUT OUR PTA SYSTEM, WHICH STANDS FOR PARENT TEACHER ASSOCIATION.

THERE'S SPECIAL EVENTS LIKE BOOK FAIR, HOLIDAY PARTY, CARNIVAL AND POPCORN FRIDAY AND EVERY YEAR WE DO THIS THING CALLED THE FUN RUN.

[00:05:03]

FUNDRAISERS WITH PRIZES LIKE KEYCHAINS AND MANY OTHERS AND WHEN YOU RUN.

BEFORE YOU RUN, THE TEACHERS GIVE SHIRTS TO EVERYONE.

NICE JOB. THANK YOU.

NICE. YOU GOT THIS.

HELLO. MY NAME IS TYLER, AND I AM MS. LOACH'S FOURTH GRADE CLASS.

TODAY WE'RE GOING TO LEARN ABOUT THE SCHOOL EVENTS, LIKE THE BACK TO SCHOOL NIGHT AND THE ASSEMBLIES AND THE READ ACROSS AMERICA WITH DOCTOR SEUSS BIRTHDAY.

FAMILY NIGHT AND THE OPENING HOUSE AND THE END OF THE YEAR FIELD DAY CELEBRATION AND ALSO KIDS HEART CHALLENGE.

THANK YOU. NICE JOB TYLER.

NICE. PULLED IT OFF.

GOOD JOB. HI, MY NAME IS EMMY AND I HAVE BEEN ATTENDING CAPTAIN STRONG SINCE KINDERGARTEN.

I'M GOING TO TELL YOU ABOUT CAPTAIN STRONG'S READING HALL OF FAME.

THE READING HALL OF FAME IS A MONTHLY READING PROGRAM AT CAPTAIN STRONG, AND AT THE END OF THE MONTH, WE TURN IN OUR READING HALL OF FAME TO OUR TEACHER.

THEN WE HAVE A DRAWING AT EACH GRADE LEVEL FOR A FREE BOOK OF CHOICE.

THE PURPOSE OF READING HALL OF FAME IS TO ENCOURAGE STUDENTS TO READ.

THANK YOU FOR YOUR TIME.

GOOD JOB. THANK YOU.

HI, MY NAME IS DIXIE.

I'M FROM MRS. FRANCIS, FOURTH GRADE CLASS.

I'M IN CAPTAIN STRONG SCHOOL AND I'VE BEEN IN CAPTAIN STRONG SINCE IT'S KINDERGARTEN.

I'M ONE OF THE FOURTH GRADE LEADERS.

LEADERS. LEADERSHIP.

WE DO.

WAIT, I FORGOT.

NEW STUDENT TOURS.

EXPECTATION. FAIR.

GOOD JOB. THOSE ARE TOUGH ONES.

I FORGOT WHAT THAT WAS.

THIS PLAY CASE [INAUDIBLE] FOR KINDNESS.

[INAUDIBLE]. GOOD JOB. NICE JOB.

COME BACK UP AGAIN. THANK YOU.

ANY QUESTIONS? QUESTIONS FROM THE BOARD.

I WAS CURIOUS WHAT YOUR GUYS'S FAVORITE EVENT WAS.

YOU LISTED A LOT OF ACTIVITIES.

READING BOOKS, THE FUN RUN, THE CARNIVAL.

MY FAVORITE IS THE HOLIDAY PARTY.

HOLIDAY PARTY IS COMING UP.

SO FAR, MINE IS POPCORN FRIDAY.

ME TOO, WITH THE POPCORN FRIDAY.

I KNOW WHERE I'M GOING NEXT FRIDAY.

THE HOLIDAY PARTY.

HOLIDAY PARTY. FUN RUN.

I REALLY LIKE OUR FUN RUN EVENTS AND THE KIDS HEART CHALLENGE.

THAT'S AWESOME. ANY OTHER QUESTIONS FROM THE BOARD? WELL, YOU ARE ALL SO WELL PREPARED.

DID YOU? DO YOU HAVE A CLASS WHERE YOU LEARN ABOUT LEADERSHIP? ACTUALLY, WE HAVE OUR LITTLE PROGRAM THAT IS A PROGRAM THAT HELPS YOU BUILD LEADERSHIP CAPACITY.

WELL, YOU'RE DOING A GREAT JOB ON THE LEADERSHIP PART.

EXCELLENT JOB.

THANKS TO ALL OF YOU FOR COMING AND BEING WITH US.

I KNOW THIS IS NOT EASY.

IT'S KIND OF SCARY, BUT I JUST WANTED TO LET YOU KNOW YOU DID A FANTASTIC JOB.

I WILL WAIT, WHAT DOES IT GO IN ORDER? LIKE AFTER THE PRINCIPAL.

DOES IT GO, SUPERINTENDENT THEN? YEAH, THAT'S RIGHT HERE, BUDDY.

YEAH, I'M YOUR PRINCIPAL BOSS.

I'LL BE NICE TO HER. THANK YOU GUYS.

GREAT JOB, YOU GUYS. THANK YOU AND THANK YOU, PARENTS FOR BRINGING THEM IN.

[INAUDIBLE]. DO WE HAVE ANY OTHER MEMBERS OF ASB OR

[00:10:01]

STUDENTS HERE TO SPEAK TONIGHT? NOT SEEING ANYBODY COME FORWARD.

I WILL TURN IT OVER TO OUR STUDENT REPS FOR THEIR REPORTS.

OKAY, I'LL GO FIRST.

SO THERE'S NOT A LOT GOING ON AT RIVER HOMELINK RIGHT NOW.

I'M NOT GONNA LIE. WE'RE JUST AN ASB.

WE'RE PLANNING OUR WINTER GAMES EVENT, WHICH IS WHERE KIDS DURING LUNCH TIME CAN BUY A LITTLE GIFT FOR THEIR FRIEND, AND THEN WE'LL DELIVER THAT TO THEM, AND WE'LL SING THEM A LITTLE SONG AND IT'S SUPER FUN AND WE'RE ALSO PLANNING OUR WINTER FORMAL, WHICH IS ON JANUARY 17TH FROM 7 TO 10.

THE THEME ISN'T OUT YET, BUT IT'S GOING TO BE GOOD AND THEN WE'RE ALSO FINDING A PROM VENUE, WHICH RIVER HOMELINK IS A LITTLE BIT MORE TIGHT ON BUDGET.

RIVER ASB HAS A BIT OF A TIGHTER BUDGET, SO WE CAN'T JUST GO AND BUY A PROM VENUE LIKE SOME OF THE OTHER SCHOOLS CAN.

SO WE GOT TO DO A LOT OF THINKING AND A LOT OF RESEARCH, SO THAT'S SUPER FUN.

CROSS COUNTRY ENDED THIS WEEKEND AT THE STATE TOURNAMENT AND SOPHIA ROGERS FROM BATTLE GROUND HIGH SCHOOL GOT 49TH PLACE, WHICH THAT'S OUT OF 150.

SO THAT'S PRETTY GOOD AND THEN LORD KING FROM BATTLE GROUND GOT 17TH PLACE, WHICH IS REALLY GOOD AND THEN DEVONTE FROM BATTLE GROUND ALSO GOT 99TH.

I KNOW PRAIRIE TOOK.

I THINK PRAIRIE TOOK DEFINITELY THEIR BOYS TEAM.

MAYBE THEIR GIRLS TEAM.

DID THEIR GIRLS TEAM. YOUR GIRLS TEAM GO TO STATE FOR CROSS COUNTRY? I THINK SO, OR WAS IT A COUPLE GIRLS OR THE WHOLE TEAM? A COUPLE GIRLS AND A COUPLE GIRLS.

OKAY, THAT'S WHAT I THOUGHT. I DIDN'T LOOK UP THEIR TIMES, BUT I BELIEVE THEY DID PRETTY WELL.

SO THAT WAS REALLY AWESOME AND WE'RE MOVING INTO WINTER SPORTS NOW, SO IT'LL BE VERY EXCITING.

I REALLY APPRECIATE YOUR SPORTS UPDATES, ESPECIALLY WITH THE STATS AND THE, YOU KNOW, THE NAMES OF THE STUDENTS.

SO THANK YOU FOR THAT.

YOU'RE WELCOME. TED DOESN'T DO IT.

SO SOMEONE'S GOT TO.

I'LL START DOING A PLAY BY PLAY FOR EVERYTHING.

JUST DON'T TALK ABOUT MY RESULTS, PLEASE.

ARE YOU DONE? YEAH. OH, YEAH.

THAT'S ALL I HAVE. LAST TIME AT THE LAST BOARD MEETING, I BROUGHT UP THAT WE WERE GOING TO HAVE TRUNK OR TREAT ON OCTOBER 30TH, AND I SAY THAT WENT PRETTY SUCCESSFUL.

WE HAD, LIKE, I DON'T KNOW HOW MANY SOCKS WERE DONATED JUST BECAUSE WE HAD, LIKE, ONE KID BRING 70 PAIRS OF SOCKS.

SO I BUT I WOULD SAY IT WAS WHEN I WENT AND CHECKED AT THE END OF THE EVENT, IT WAS LIKE A WHOLE SHOPPING CART THAT WAS FILLED WITH SOCKS.

SO I THINK THAT WAS LIKE REALLY NICE TO SEE THAT A LOT OF PEOPLE LIKE DONATED, AND JUST SEEING ALL THE TRUNKS LIKE DECORATED AND STUFF WAS SUPER FUN AND THEN ALL THE KIDS LOVED IT AND ALL THE KIDS WERE ALL DRESSED UP, AND I JUST THOUGHT IT WAS SUPER CUTE AND EVERY CLUB, LIKE A LOT OF CLUBS BROUGHT LIKE CANDY.

AND THEN THEY DECORATED ALL THEIR TRUNKS AND THEN LIKE, SOME WERE PLAYING MUSIC AND ALL OF THAT.

SO IT WAS JUST REALLY FUN TO SEE AND THEN RIGHT NOW, ASB IS PLANNING OUR WINTER ASSEMBLY AND SPIRIT WEEK, AS WELL AS OUR WINTER CARNIVAL EVENT THAT WILL BE ON DECEMBER 20TH.

IT'S WHERE IT'S AN OPEN EVENT, COMMUNITY EVENT WHERE WE LET KIDS COME AND PICK ONE TOY FOR THEMSELVES, AS WELL AS ONE TOY FOR THEIR PARENTS AND THERE IS DIFFERENT ACTIVITY TABLES WHERE ALL OUR CLUBS HAVE A TABLE AND THEY PLAY GAMES AND THEY KIND OF DECORATE ORNAMENTS, OR THEY CAN MAKE LITTLE LIKE PAPER SNOWFLAKES, OR WE HAVE LIKE A BUNCH OF OTHER LIKE TABLES, JUST LIKE A CAKE WALK OR A CUPCAKE WALK THAT ARE FOOD.

TEACHERS DOES TOO, SO IT'S JUST LIKE A FUN EVENT FOR KIDS TO COME WHO SOMETIMES CAN'T AFFORD A PRESENCE OR PRESENCE FOR THEIR PARENTS TOO.

SO THEY ALSO CHOOSE LIKE A LITTLE PRESENT FOR THEIR PARENTS AND LIKE WRAP IT UP AND THEN THEY CAN GET THEIR FACE PAINTED.

SO IT'S LIKE A REALLY FUN EVENT THAT WE HAVE HELD FOR THE PAST FEW YEARS.

AND THEN OUR FOOD DRIVE STARTED.

SO EVERYBODY HAS ALL AROUND THEIR BOXES, ALL DECORATED WITH THE CLUBS, AND PEOPLE ARE STARTING TO DONATE ALREADY.

OUR VOLLEYBALL TEAM AT PRAIRIE WON THREE A LEAGUE CHAMPIONS, SO WE'RE PROUD OF THEM.

THEY'RE DOING REALLY GOOD.

AND THEN YEAH, THAT'S ALL I HAVE FOR NOW.

GUYS, I FORGOT TO SAY ONE MORE THING THAT'S LIKE SO IMPORTANT.

OKAY, SO THIS YEAR AT RIVER HOME LAKE IS OUR FIRST YEAR THAT WE HAVE A THREE THROUGH SIX LEADERSHIP CLASS.

WE CALL THEM THE LITTLE ASB AND GUYS IT'S SO AMAZING.

THIS YEAR THEY'RE DOING THEIR FIRST EVENT IS A FOOD DRIVE.

SO THEY'RE DOING A THANKSGIVING FOOD DRIVE.

TECHNICALLY IT'S OUR ASB EVENT JUST BECAUSE LIKE LEGALITIES WISE.

BUT THEY, LIKE THE KIDS, DID ALL THE WORK THEMSELVES.

THEY COULD PUT THE BOXES OUT WITH THESE CUTE LITTLE SIGNS.

THEY MAKE THE ADVERTISEMENT AND SEND IT TO US, AND THEN WE PUT IT OUT FOR THEM AND PEOPLE HAVE BEEN DONATING AND IT'S JUST SUPER EXCITING.

I THINK IT ENDS. LIKE, IT ENDS LIKE THE WEEK BEFORE.

I THINK IT ENDS AT THE END OF NEXT WEEK.

SO IT'S LIKE RIGHT BEFORE THANKSGIVING BREAK AND YEAH, I FORGOT TO MENTION THAT THEY'LL HAVE THE LITTLE ASB TO COME HERE TO A BOARD MEETING.

[00:15:05]

I THINK THEY'RE COMING FOR STUDENT VOICE.

OH, GOOD. I DON'T KNOW IF I JUST SPOILED THE SURPRISE, BUT I THINK I THINK LAST TIME I TALKED TO MR. KESSLER, THEY LIKE THE TERM LITTLE ASB.

I DON'T THINK THEY'VE EVER.

I THINK IT'S I DON'T THINK THEY'VE EVER HEARD ME CALL THEM THE LITTLE ASB BEFORE, TO BE HONEST.

SO YOU COINED THE TERM I DON'T I YEAH, I DON'T KNOW, I JUST STARTED CALLING THEM THAT BECAUSE I WAS LIKE THEY'RE LIKE IN THE ROOM NEXT TO US.

AND THEY'RE LEARNING ALL THE LIKE THE ROBERT'S RULES AND ALL THE STUFF THAT WE DO AND THEY HAVE LIKE A ROTATING EXECUTIVE BOARD AND IT'S LIKE, IT'S SO CUTE.

BUT I THINK THEY WOULD LIKE LITTLE ASB BECAUSE THEY ARE THE LITTLE ASB.

THEY STILL PUT ON EVENTS AND DO EVERYTHING THAT WE DO, JUST NOT.

THEY'RE NOT PLANNING PROM, YOU KNOW.

YEAH. SO IT'S SUPER COOL.

BUT YEAH, THAT'S ALL I HAVE NOW.

FOR REAL. ANY QUESTIONS FOR THE STUDENT REPS? OKAY, I JUST HAVE ONE ON THE TRUNK OR TREAT.

THE SOCKS WERE DONATED AND YOU VOTED FOR YOUR TRUNK THAT YOU LIKED WITH BY SOCKS, RIGHT? DO YOU KNOW WHICH TRUNK WON? LIKE, WHAT WAS THE THEME OF IT? I THINK IT WAS BETWEEN DRAMA OR BAND BECAUSE OUR BAND, LIKE THE TEACHER LIKE HIS LIKE CAR IS LIKE GHOSTBUSTERS THEME, LIKE ON A DAY TO DAY.

SO IT HAS LIKE A LITTLE LIKE GHOSTBUSTERS LOGO AND STUFF AND THEN ALL THE BAND KIDS CAME AND WERE JUST PERFORMING MUSIC, LIKE THE WHOLE TIME THEY WERE THERE AND THEY WERE ALL DRESSED UP LIKE, I THINK ONE WAS LIKE THEY HAD LIKE A WHOLE 3D SHOWER WITH THEM AND STUFF LIKE THEY WERE DRESSED AS A SHOWER.

IT WAS SO MUCH FUN. AND THEN DRAMA THEIRS WAS MARY POPPINS THEMED BECAUSE THEY'RE THAT'S WHAT THE SHOW IS ABOUT.

SO THAT'S WHAT THEIR SHOW THAT'S COMING UP SOON IS ABOUT.

SO THEY DID MARY POPPINS THEME, AND THEN THEY HAD THREE OF THE THREE OF THE KIDS IN DRAMA DRESSED UP AS THEIR, LIKE, ACTUAL CHARACTERS, AND THEY WERE LIKE, SINGING TO THE KIDS AND EVERYTHING.

SO IT WAS REALLY FUN. SO I THINK THOSE TWO, BECAUSE SOMEBODY DONATED 70 SOCKS TO DRAMA.

SO BECAUSE THEY REALLY WANTED THEM TO WIN.

SO YEAH. NICE.

THAT'S FUN. ALL RIGHT.

WELL, WE WILL MOVE ON TO COMMITTEE REPORTS AND WE WILL START WITH THE LEGISLATIVE COMMITTEE.

I DON'T HAVE A REPORT.

AUDIT COMMITTEE? NEXT WEEK. NEXT WEEK.

OKAY. BATTLE GROUND EDUCATION FOUNDATION.

NO REPORT.

TOURS COMMITTEE.

WE DON'T HAVE ONE UNTIL.

NO TOURS? NO.

THAT WAS SO QUICK.

DIRECTORS REPORTS.

WE'RE GOING TO TALK ABOUT THE CONFERENCE AGENDA FOR WSSDA AS WELL.

ANY FOLLOW UP QUESTIONS ABOUT THE EPFO LEVY WORK SESSION? BUT DOES ANYBODY ELSE HAVE ANY DIRECTOR'S REPORTS BEFORE WE GET INTO THOSE TOPICS? WELL I ATTENDED THE VETERANS DAY ASSEMBLY AT CAMP, WHICH WAS REALLY NICE, AND THE ENTIRE SCHOOL WAS THERE, AND IT JUST IT WAS VERY WELL DONE.

THEY HAD A GREAT SPEAKER AND THE STUDENTS THIRD GRADE STUDENTS SANG WE THE PEOPLE, WHICH IS THE PREAMBLE TO THE CONSTITUTION, WHICH I LOVE AND OF COURSE, THE STUDENTS OF ALL THAT HAVE ALL GONE THROUGH THIRD GRADE.

THEY ALL KNOW THAT SONG.

SO THE WHOLE SCHOOL SANG IT.

IT WAS VERY, WELL DONE.

I REALLY WAS GLAD TO BE THERE IN HONOR OF VETERANS.

GOOD. ANYONE ELSE? I ATTENDED THE SAME.

IT WAS A VERY INSPIRATIONAL, VERY PATRIOTIC.

REALLY ENJOYED IT.

I ALSO ATTENDED THE LAUREN BAZAAR.

THAT'S SOME REALLY GREAT ITEMS. IF YOU DIDN'T MAKE IT, YOU MISSED A LOT OF REALLY GREAT STUFF.

SPOKE TO A COUPLE OF ACTUALLY STUDENTS AND PARENTS THAT WERE THERE, AND THEY WANTED TO REPORT THAT.

VERY HAPPY WITH LAUREN AND THE EDUCATION THEY'RE RECEIVING THERE.

THEY JUST RECENTLY MOVED AND THEY WERE THEY'RE THRILLED WITH THE SCHOOL SYSTEM THAT THEY'RE ENGAGING IN.

THEY'RE VERY PLEASED WITH EVERYTHING AND APPRECIATE THE PRINCIPAL AND ALL THE STAFF THERE.

SO KUDOS TO LAUREN.

THANKS. THANK YOU, DEBBIE.

PLEASANT VALLEY HAS WON THIS WEEKEND IN CASE YOU SKIPPED A BAZAAR.

THIS NEXT ONE UP MIGHT HAVE A LIST.

CARLA WAS ON THAT LIST, AND SHE GAVE YOU GUYS ALL THAT INFO.

IT'S FANTASTIC.

THERE IS ONE MORE VETERANS DAY ASSEMBLY TOMORROW TOO AT TUKES VALLEY PRIMARY AT 2:40.

SO IF YOU DIDN'T GET TO ONE AND YOU WANT TO GET TO ONE, THERE'S ONE LEFT.

TUKES VALLEY. ANY OTHER UPDATES BEFORE WE GET STARTED.

[INAUDIBLE]. I JUST WANT TO GIVE AN OPPORTUNITY.

WE HAD THE EP&O LEVY WORK SESSION PRIOR TO OUR LAST REGULAR BOARD MEETING.

WE GOT A LOT OF INFORMATION, SO I JUST WANTED TO GIVE AN OPPORTUNITY FOR THE BOARD TO ASK ANY FOLLOW UP QUESTIONS THEY MIGHT HAVE ABOUT THE LEVY.

OKAY. SOUNDS LIKE NONE.

SO WELL DONE ON THAT PRESENTATION.

THANK YOU. I'M TAKING THAT AS AN AFFIRMATIVE.

[00:20:04]

OKAY, GREAT.

THAT BRINGS US TO ANNUAL CONFERENCE COMING UP.

BEFORE YOU START ON THE ANNUAL CONFERENCE, CAN I JUST RECOMMEND, IF YOU DON'T ALREADY HAVE IT FOR THE CONFERENCE, THERE IS AN APP FOR THE PHONE THAT YOU CAN DOWNLOAD AND IF YOU JUST GO TO THE APP STORE ON YOUR PHONE AND YOU JUST TYPE IN WSSDA, IT WILL COME UP. IT'S WSSDA 24.

IT'S CALLED PERSPECTIVE.

IT'S THE TITLE OF THE.

BUT THEN ALL OF THAT INFORMATION IS AT YOUR BECK AND CALL BECAUSE IT'LL BE IN YOUR HANDS.

SO IT'S VERY EASY TO USE.

THERE'S ALSO A QR CODE IN THE MEETING OR IN THE EMAILS THAT WE'VE BEEN RECEIVING, IF YOU DON'T REMEMBER TO DO THAT.

SO SO SORRY.

NO. YOU'RE GOOD BEFORE YOU ALL OF YOU GOT THIS BLUE FOLDER.

IN IT IS THE CONFERENCE SCHEDULE.

AND THEN YOU ALSO HAVE A COPY ONLINE AS WELL THAT'S ATTACHED IN BOARD DOCS.

WE DON'T NEED TO DECIDE EVERYTHING TONIGHT, BUT I WANTED EVERYBODY TO BE ABLE TO TAKE A FEW MINUTES AND TAKE A LOOK AT IT.

I WAS ABLE TO CONFIRM WITH CARLA WAS ABLE TO HELP ME CONFIRM BEFORE THE MEETING.

WE THE PRE-CONFERENCES THAT WERE SIGNED UP FOR DEBBIE.

YOU HAVE BOARD BOOT CAMP.

TERRY, YOU HAVE STRATEGIC ADVOCACY? [INAUDIBLE] YOU HAVE A STUDENT BOARD BOOT CAMP AND, JULIA, YOU ARE STRATEGIC ADVOCACY AS WELL AND THEN MARY AND I DENNY AND SHELLY WILL BE ATTENDING THE LAW SESSION AND UNFORTUNATELY DIRECTOR SHAMPINE WON'T BE ABLE TO JOIN US, BUT WE WILL MISS YOU.

SO YOUR FIRST DAY THERE, YOU'RE KIND OF PRE-ASSIGNED TO WHAT YOU'RE DOING.

AT LEAST UNTIL ABOUT 2:00 AND THEN THERE'S SESSIONS AFTER THAT GO UNTIL ABOUT 5:20.

A COUPLE OF DIFFERENT SESSIONS THERE.

SO IF YOU HAVEN'T HAD A CHANCE, HAS ANYBODY HAD A CHANCE TO LOOK AT THIS? WELL, YES. THERE'S AN ABSOLUTELY EXCELLENT SESSION AT 4:20, AND IT'S CREATING A COHERENT DISTRICT PUT ON BY OUR DISTRICT.

IF YOU'RE NOT THERE, I'M GOING TO BE OFFENDED LETTING YOU KNOW JUST SO YOU CAN HIGHLIGHT ON YOUR PAGE IF YOU'D LIKE TO.

IT'S PAGE TWO. IT'S ITEM 2003.

ONLY ONE HOUR.

YEAH, THEY ONLY GIVE ME ONE HOUR.

WE'LL BE ABLE TO DO THAT.

I WILL SAY THOUGH, IF YOU WERE SO INCLINED, SOME OF THE NEWER BOARD MEMBERS THE SESSION OFFERED AT 2:15 TO 5:15 THE FOUNDATIONS OF STATE FUNDING. THAT'S WHAT I WAS JUST LOOKING AT IS A VERY INTERESTING ONE AND I CAN GIVE YOU THE PERSONAL COHERENCE PRESENTATION IF YOU REALLY WANT IT AFTERWARDS. SO IF YOU NEEDED TO MISS IT TO ATTEND THAT WOULD BE PERFECTLY FINE.

WHICH ONE WAS IT AGAIN? IT'S ON BOARD FOUNDATIONS OF STATE FUNDING.

I WOULD MISS THE OTHER. OH, I SEE.

I'LL LEAVE EARLY. THE OTHER ONE STARTS AT 4:20, I'M SURE.

YEAH, BUT THE FUNDING ONE IS I'VE TAKEN IT.

IT'S EXCELLENT AND THAT'S WHY I BRING IT UP.

VERY WELL DONE. LIKE I SAID, I COULD GIVE YOU, I COULD GLADLY GO OVER OUR PRESENTATION WITH YOU, IF YOU ARE SO INCLINED.

OH, THAT SOUNDS THRILLING.

OKAY. AS I WILL ALSO SHARE AT 2:30, THERE IS A SESSION ON OPEN GOVERNMENT TRAINING.

WE'RE ALL REQUIRED TO DO THAT EVERY FOUR YEARS, I BELIEVE AND SO INITIALLY WHEN YOU BECOME A BOARD MEMBER AND THEN WITHIN FOUR YEARS, I BELIEVE IT'S FOUR YEARS. DOES THAT SOUND RIGHT, CARLA? YES, IT'S FOUR YEARS.

SO IF YOU ARE NEED YOUR OPEN GOVERNMENT TRAINING OR YOU HAVEN'T DONE YOUR OPEN GOVERNMENT TRAINING YET, THAT'S A GREAT SESSION TO TAKE.

IT'S GOT TO BE BETTER THAN THE ONE ONLINE WHICH IS JUST RECORDED SESSIONS.

SO THAT MIGHT BE AN OPTION FOR EVERYONE AS OTHERS AS WELL.

THE REASON WHY WE DO THIS JUST TO SHARE FOR I'M JUST NOT ONLY THE BOARD, BUT FOR ANYBODY ELSE WHO MAY WHO'S LISTENING AND JOINING US.

THE REASON WHY WE DO THIS IS SO THAT WE CAN COVER AS MUCH AREA AS WE POSSIBLY CAN AND ATTEND AS MANY SESSIONS.

WE DON'T ALL WANT TO END UP AT THE SAME ONE, OR WE AREN'T LEARNING AS MUCH AS POSSIBLE.

SO THAT'S WHY WE DO THIS.

I DON'T KNOW IF THERE'S ANYTHING JUMPING OUT TO ANYBODY.

I THINK TERRY SAID, YOU'RE GOING TO TRY AND GO TO THE STATE FUNDING ONE.

YEAH. DENNY IS GOING TO GET UP EARLY BEFORE BREAKFAST AND GIVE ME A PREVIEW OF THE HOUR.

RIGHT? FANTASTIC.

[INAUDIBLE] I THINK I'M LEANING TOWARDS THE POWER OF STUDENT PERSPECTIVE FOR EQUITABLE OUTCOMES.

[00:25:10]

THAT'S A GREAT ONE.

AND JUST TO CLARIFY, ARE WE ALL TRYING TO GO TO LIKE KIND OF DIFFERENT ONES.

YES. JUST MAKING SURE.

IF NO ONE ELSE IS COVERING IT.

I'D LIKE TO GO TO THE USING MTS FRAMEWORK AND VULNERABLE ENVIRONMENT ASSESSMENTS FOR SCHOOLS, AND I WAS GOING TO DO THE ROLES DEFINE BOOSTING EFFICIENCY AND STUDENT SUCCESS.

IF YOU REALLY HATE IT, YOU CAN LEAVE IT.

ARE WE CONSIDERED A LARGE SCHOOL OR ARE WE NOT? WE ARE A LARGE SCHOOL. WOULD THERE BE ANY VALUE IN GOING TO THE LARGE SCHOOL CAUCUS FIRST THING IN THE MORNING FRIDAY? JUST DROPPING IN THERE JUST TO HEAR.

YEAH, SEE WHAT'S GOING ON.

I DO THINK IT'S VALUABLE.

I THINK I'LL STOP IN THERE.

OKAY. THANK YOU.

I WON'T MISS BREAKFAST, OF COURSE, BUT I'LL STOP IN THERE.

ANYBODY ELSE HAVE ANYTHING THAT'S JUMPING OUT AT THEM, I WILL SHARE.

THURSDAY EVENING.

I WOULD LOVE YOU ALL TO JOIN US AT THE PRESIDENT'S DINNER.

THE STUDENTS HAVE THEIR OWN STUDENT REPRESENTATIVES DINNER.

THE PRESIDENT'S DINNER.

WE WILL BE HONORED FOR BEING A BOARD OF DISTINCTION.

SO I AM HAPPY TO ANNOUNCE THAT WE ARE A 2024 BOARD OF DISTINCTION FOR LARGE SCHOOLS.

CONGRATULATIONS. WOW.

YES AND THANK YOU, JACKIE, FOR THE WORK.

THANK YOU. WEREN'T YOU GUYS THAT LAST YEAR? YES. EVERY YEAR THIS IS A BIG DEAL.

YEAH. VERY GOOD.

CONGRATULATIONS. THANK YOU.

I BELIEVE THE ONLY OTHER SCHOOL IN OUR DISTRICT OR IN OUR AREA WAS HAWKINSON.

SO KUDOS TO THEM AS WELL.

I KNOW LARGE DISTRICTS THOUGH, RIGHT? YEAH. [INAUDIBLE].

I WAS THINKING OF GOING TO PRO TIPS FOR SUPERINTENDENTS AND BOARD PRESIDENTS AND SUPPORTING YOUR BOARD SUPERINTENDENT TEAM.

I KNOW THE PRESENTERS IN THAT ONE.

MICHELLE WHITNEY ACTUALLY IS THE SUPERINTENDENT AND WHAT TIME? WHAT TIME IS THAT ONE? THAT ONE IS 3:15 TO 4:15 ON.

MUST BE FRIDAY.

YEAH, FRIDAY. YEAH. I'D LIKE TO DO THAT ONE.

TED, IS THIS ON 40, 40, 12 WIAA? IS THAT WHAT YOU WERE A PART OF OR BEEN A PART OF? AND YOU'RE NOT CONTINUING AS A PART OF? IS THAT CORRECT? I CARRIED IT FOR, WHAT, THREE YEARS? YEAH. SO WOULD THERE BE ANY VALUE IN GOING TO THAT AND GETTING FAMILIAR WITH JUST SITTING IN THAT SESSION, AT LEAST? YOU KNOW, TERRY, I'VE BEEN TO THAT SESSION.

IN PREVIOUS [INAUDIBLE] TED AND I WENT TOGETHER.

I DON'T I DIDN'T FIND IT TO BE ALL THAT USEFUL.

YEAH, I WAS THINKING, SINCE HE WAS LEAVING.

NOT FOR SOMEBODY, NOT FOR WHAT WE DO.

RIGHT. I DIDN'T KNOW WHETHER TO SAY IT OR NOT.

NOPE. IT'S ALL GOOD.

I WAS GOING TO GO TO THE 3:15 TO 4;15.

SHOULD OUR DISTRICT CONSIDER A CELL PHONE BAN? I LOOKED AT THAT ONE AND THERE ARE A COUPLE ON I UTILIZATION THAT WOULD BE INTERESTING FOR SOMEONE TO GO TO.

I'M CERTAINLY WILLING TO AFTER THIS SESSION.

LET'S SEE. I CAN'T DO BOTH OF THOSE AT THE SAME TIME.

OH 4:30 TO 5:30 ON FRIDAY.

MAYBE I'LL TRY TO GET THIS ONE.

AI UTILIZATION FOR SCHOOL BOARDS, PRACTICAL TRAINING FOR EFFECTIVE LEADERSHIP.

[INAUDIBLE]. YOU WANT TO MARK YOURSELF FOR THAT ONE? YES. OKAY. THE OTHER GOOD ONE THERE IS THAT THERE'S THE SECOND PART OF THAT ON BOARD CALLED TACKLING FINANCIAL SOUNDNESS, YEAH, WHICH IS FROM 1:45 TO 4:45 ON FRIDAY.

IT'S THE ON BOARD.

THAT WOULDN'T BE BAD FOR TO HAVE SOME REPRESENTATION AT.

BUT IT'S A LONG SESSION.

TWO HOURS.

DOES ANYBODY INTERESTED IN THAT ONE? I CAN TAKE IT.

ANOTHER ONE. THAT'S GOOD.

THAT COULD BE GOOD. IS SUPERINTENDENT EVALUATION CRITICAL PIECE FOR IMPROVING STUDENT OUTCOMES? JUST BECAUSE IT'S A NICE REFRESHER, I TALKED ABOUT DOING THAT ONE.

[00:30:02]

GOOD. OKAY.

WHAT? I WAS GOING TO DO THE COFFEE BREAK AT 03:00. YES.

ANYTHING JUMPING OUT AT YOU RIGHT NOW? BUT THE ROBERT'S RULES.

I THINK IT'S PATTI WOOD THAT ALWAYS DOES.

OH, HERE IT IS ON.

BUT IT'S ON SATURDAY.

I DON'T KNOW WHAT TIME WE HAVE TO LEAVE ON SATURDAY.

WELL, I THINK THE FLIGHT IS AT TWO SOMETHING.

YEAH. SO WE GOT TO GET OVER THERE.

YEAH, WE PROBABLY NEED TO BE THERE AT LEAST BY 12:30.

YEAH. 12:30. SO THAT MIGHT BE DOABLE.

WE'D HAVE TO LEAVE AT NOON.

PROBABLY FROM THE HOTEL.

YEAH. WE SHOULD BE ABLE TO TAKE ANY SESSION UNTIL NOON.

NOT SURE YOU COULD FIT THIS ONE IN, BECAUSE IT DOESN'T GET OVER TILL NOON, SO.

YEAH. I THINK YOU'D WANT TO BE IN THE LOBBY A LITTLE BEFORE NOON.

BUT JUST BECAUSE WE'LL BE USING UBER LIKE EVERYONE ELSE.

EXACTLY. I THINK MAYBE WE COULD TACKLE SATURDAY ON SATURDAY? YEAH.

WE HAVE A BETTER FEEL OF WHAT KIND OF TIME WE HAVE.

RIGHT? THAT'S A GOOD IDEA.

EVEN THE REST OF FRIDAY.

WELL, NONE OF THE SESSIONS ON SATURDAY ACTUALLY START TILL 10:45, WHICH MAKES IT HARD TO MAKE IT TO A WHOLE SESSION AND GET.

YEAH. MIGHT NOT. MAYBE CAN GET 45 MINUTES OR AN HOUR.

WE CAN. WE'LL BE ABLE TO GET THE GENERAL SESSION WHICH ENDS AT 10:30.

RIGHT. AND JUST SO YOU KNOW, THE WEATHER FORECAST IS A LOW OF 24 AND A HIGH OF 40.

THAT'S MUCH BETTER THAN LAST TIME.

YEAH, BUT IT'S STILL COLD.

YEAH. [INAUDIBLE] SO I WAS TALKING ABOUT HOW COLD IT'S GOING TO BE.

YES. ALL RIGHT AND FORTUNATELY, WE'RE STAYING IN.

THE HOTEL HAS A BRIDGE ACROSS TO THE CONVENTION CENTER, SO YOU DON'T HAVE TO GO OUTSIDE FOR THAT.

BUT THERE WILL BE PERIODS WHERE YOU'RE OUTSIDE AND IT'S COLD.

FRIGID? YEAH.

IS THERE ANY OTHER SESSIONS THAT ANYBODY WANTED? OTHERWISE, WE'LL JUST RECONNECT AT THE.

I'M SURE THERE'LL BE THINGS TO GO TO.

IT'S SO CONTENTIOUS, IT'S HARD TO GET.

YEAH. IT USED TO BE SPREAD OUT.

SPREAD OUT A LITTLE MORE TIME.

WHAT WAS IT? A WEEK LONG BEFORE? IT WAS AN EXTRA DAY.

AN EXTRA DAY? IT WAS. WEDNESDAY WAS THE PRE-CONFERENCE AND THEN THURSDAY AND FRIDAY WERE FULL DAYS AND THEN.

YEAH. WELL, THANKS FOR GOING THROUGH THAT WITH ME.

I THINK THAT GIVES US SOME IDEAS AND THEN PLEASE JUST REACH OUT.

FOLLOW UP. IF YOU HAVE QUESTIONS ABOUT SESSIONS, THERE'S MORE DETAILS ON THE WEBSITE.

IF YOU'RE KIND OF LIKE, WELL, THE TITLE SOUNDS GREAT, BUT HOW DO I KNOW WHAT IT'S ABOUT? JUST YOU CAN CHECK IT OUT FOR MORE INFORMATION.

THAT'S WHAT'S GREAT ABOUT THE APP.

THE APP IS THAT YOU CAN ACTUALLY YOU CAN ACTUALLY LOOK, GET A SNEAK PEEK AT THE PRESENTATIONS BECAUSE THE PRESENTATIONS ARE DOWNLOADED.

OH, OKAY. GOOD.

ANYTHING ELSE FOR DIRECTOR'S REPORTS BEFORE WE MOVE ON? HEARING NOTHING, WE'LL TURN IT OVER TO SUPERINTENDENT AND STAFF UPDATES.

[6. Superintendent and Staff Updates]

THANK YOU. I WAS JUST GOING TO HIGHLIGHT THE VETERANS DAY ASSEMBLIES THAT TOOK PLACE AT OUR SCHOOLS, AND I WAS ABLE TO ATTEND A COUPLE MYSELF AT PRAIRIE HIGH SCHOOL AND SO IT WAS VERY NICE AND I'D JUST LIKE TO OFFICIALLY RECOGNIZE ALL OF OUR VETERANS OUT THERE IN OUR COMMUNITY AND OUR FAMILIES, AND TO THANK THEM FOR THEIR SERVICE AND IT'S MUCH APPRECIATED ON BEHALF OF BATTLE GROUND PUBLIC SCHOOLS.

I THINK WITH.

YEAH, I THINK WITH THAT IS TO SAVE TIME BECAUSE WE'VE GOT A PRESENTATION, I'M GOING TO TURN IT OVER TO SHELLY.

GREAT. TONIGHT I'VE ASKED DAVID TO COME AND SHARE WITH US A LITTLE BIT ABOUT THE WASHINGTON STATE INSTRUCTIONAL FRAMEWORK.

AND SO, DAVID, IF YOU WANT TO COME ON UP, I'LL GIVE YOU AN OVERVIEW TONIGHT.

START THE TIMER.

WELCOME, BOARD.

THANK YOU FOR THE TIME THIS EVENING.

I WILL BE BRIEF IN MY COMMENTS.

I'VE BEEN CHALLENGED TO BE THAT BRIEF, AND WE WILL ACCOMPLISH THAT END TONIGHT.

I'M JUST TEASING. I KNOW.

SO IN ALL SERIOUSNESS, WE WANTED TO TALK A LITTLE BIT ABOUT THE WASHINGTON SCHOOL IMPROVEMENT FRAMEWORK.

THIS IS SOMETHING THAT IS NEW TO OUR STATE AND I WANTED TO JUST GIVE YOU A LITTLE CONTEXT ABOUT WHY IT EXISTS AND WHAT IT MEANS FOR THE SCHOOLS IN OUR DISTRICT.

[00:35:04]

SO, AS ALWAYS, WE'RE GOING TO TAKE THIS BACK TO OUR DISTRICT STRATEGIC PLAN AND THIS WILL LOOK FAMILIAR BECAUSE WE WENT OVER THIS ARCHITECTURE OF A DISTRICT STRATEGIC PLAN WHEN WE MET AT OUR TRAINING BACK IN JUNE.

WHAT I WANT TO HIGHLIGHT IS THIS IDEA THAT IN OUR MISSION STATEMENT, IT SAYS EACH AND EVERY STUDENT AND ONE OF THE AREAS THAT WE TOOK A LOOK AT WHEN WE WERE TOGETHER IN JUNE WAS OUR GRADUATION RATE.

AND WE STARTED LOOKING AT THAT GRADUATION RATE THROUGH A VERY REFINED LENS ABOUT STUDENT SUBGROUPS.

SO YOU REMEMBER IT WASN'T JUST THE OVERALL GRADUATION RATE, BUT HOW WAS THAT GRADUATION RATE LOOKING FOR EACH OF THE SUBGROUPS THAT ARE RESIDING IN OUR DISTRICT.

AND SO THAT'S WHAT WE'RE REALLY LOOKING AT WITH THE WASHINGTON SCHOOL IMPROVEMENT FRAMEWORK, IS A MORE REFINED LENS ON EACH AND EVERY STUDENT.

SO I WANT TO HIGHLIGHT THIS BECAUSE COMING UP NEXT MONTH, WE WILL BE GETTING INTO SCHOOL IMPROVEMENT PLANS.

AND ONE OF THE PLACES THAT WE CAPTURE SOME OF THE STUDENTS SUBGROUP DATA IN OUR SCHOOL IMPROVEMENT PLANS IS IN THE UPPER RIGHT HAND CORNER OF THIS DOCUMENT.

YOU WILL SEE, I DON'T THINK THERE.

IS THERE A LASER ON THIS? NO THERE'S NOT.

YOU'LL SEE THIS THIS BOX HERE.

AND IN YEARS PAST, I'M NOT SURE THAT WE'VE REALLY HIGHLIGHTED THIS A WHOLE LOT.

SO I WANTED TO GIVE YOU THE INFORMATION.

THIS PRESENTATION IS SO THAT WHEN YOU LOOK AT THESE PLANS IN A FEW WEEKS, YOU WILL HAVE SOME CONTEXT OF WHAT THE LABEL IS IN THAT BOX AND WHY IT MATTERS.

SO REMEMBER BACK TO 2002, HOW MANY OF YOU HEARD OF NO CHILD LEFT BEHIND? IT WAS A PRETTY CONTROVERSIAL PIECE OF LEGISLATION, MIXED RESULTS AND THE IDEA, ALTHOUGH THE IDEA OF THAT LEGISLATION WAS REALLY POSITIVE, WE WANTED TO SEE ALL STUDENTS BE SUCCESSFUL.

THE ACTUAL IMPLEMENTATION OF THAT IDEA FELL A LITTLE FLAT.

IT WAS VERY MUCH ABOUT PUNITIVE ACCOUNTABILITY, HOLDING SCHOOLS TO A SPECIFIC STANDARD FOR THE ENTIRE SCHOOL, AND IT WAS ON ONE MEASURE AT THE TIME.

I BELIEVE IT WAS THE MEASUREMENT OF STUDENT PROGRESS.

BUT OUR STATE ASSESSMENTS TRANSITION TO 2015.

THERE WAS A NEW PIECE OF LEGISLATION THAT THE US CONGRESS PASSED CALLED EVERY STUDENT SUCCEEDS ACT.

AND WHAT WAS INTERESTING ABOUT THAT PIECE OF LEGISLATION IS IT GAVE STATES IT EMPOWERED THE STATES TO DETERMINE WHAT THEIR ACCOUNTABILITY SYSTEMS WOULD LOOK LIKE.

SO NO LONGER WAS IT ABOUT NECESSARILY ONE SIZE FITS ALL, BUT STATES HAD SOME LATITUDE TO CREATE THEIR OWN SYSTEMS. AND THAT'S WHAT YOU SEE.

THEN DOWN ON 2017, THE WASHINGTON SCHOOL IMPROVEMENT FRAMEWORK WAS WHAT WASHINGTON STATE SHARED WITH THE FEDERAL GOVERNMENT TO SAY THIS WILL BE OUR ACCOUNTABILITY SYSTEM MOVING FORWARD.

NOW, IT'S A BIG IMPROVEMENT OVER WHAT WE USED TO HAVE.

AND ONE OF THE WAYS THAT IT IS A BIG IMPROVEMENT IS IT IS NOT ABOUT PUNITIVE ACCOUNTABILITY.

IT'S MORE ABOUT SUPPORTIVE ACCOUNTABILITY OR ACCOUNTABILITY THROUGH SUPPORT.

AND WE'LL TALK A LITTLE BIT MORE ABOUT WHAT THAT MEANS FOR OUR SUBGROUPS HERE IN A SECOND.

SO WHEN YOU GET YOUR SCHOOL IMPROVEMENT PLANS, IT WILL HAVE ONE OF THESE LABELS ON IT.

IT WILL EITHER SAY FOUNDATIONAL SUPPORTS.

THIS IS WHERE WE WOULD LOVE TO SEE ALL OF OUR SCHOOLS RESIDE.

WHAT THAT MEANS IS THAT THERE IS NOT ANY SUBGROUP IN THE SCHOOL THAT IS IDENTIFIED NEEDING SUPPORT BASED ON THRESHOLDS THAT THE SETS THE STATE SETS. IT MIGHT SAY TIER TARGETED TIER ONE.

IT MIGHT SAY TARGETED TIER TWO IN THAT BOX DEPENDING ON THE SCHOOL.

TIER THREE AND TIER THREE PLUS THOSE ARE ALL OF THE DIFFERENT SUPPORT LEVELS THAT EXIST IN THE STATE CURRENTLY.

STATEWIDE, 40% OF WASHINGTON PUBLIC SCHOOLS WERE IDENTIFIED FOR IMPROVEMENT SUPPORTS IN 2023.

SO THE IDEA IS TO BE FOUNDATIONAL.

SO WHEN YOU LOOK AT THAT UPPER RIGHT BOX, IT WILL GIVE YOU SOME IDEAS AS TO WHAT THAT IS ALLUDING TO.

NOW HERE'S THE COOL THING.

NO CHILD LEFT BEHIND.

SO THAT RED BOX THAT YOU SEE THERE THAT SAYS NCLB IN THE DAYS OF OLD, THAT WAS THE ONLY METRIC THAT WAS TO DETERMINE THE, ACCOUNTABILITY FOR A SCHOOL. IT WAS, HOW DID YOU DO ON THE STATE ASSESSMENT? AND BY THE WAY, IT WAS FOR THE WHOLE SCHOOL.

IN THE NEW WASHINGTON SCHOOL IMPROVEMENT FRAMEWORK, IT EXISTS WITH ALL OF THESE INDICATORS.

SO YOU WILL NOTICE THAT IT NOT ONLY INCLUDES PROFICIENCY ON SMARTER BALANCE, BUT IT ALSO INCLUDES GROWTH, WHICH IS A REAL IMPROVEMENT BECAUSE MANY SCHOOLS WOULD SAY, HEY, WE DIDN'T MEET PROFICIENCY GOALS, BUT WE'VE HAD A LOT OF GROWTH.

OUR STUDENTS ARE MAKING GROWTH, SO IT ACCOUNTS FOR THE GROWTH.

IT ACCOUNTS FOR PROGRESS IN ENGLISH LANGUAGE PROFICIENCY, PROFICIENCY AND ALSO ATTENDANCE AND AS YOU GO UP THE LEVEL, YOU CAN SEE THE NUMBER OF INDICATORS GROWS. SO FOR A HIGH SCHOOL THERE ARE UP TO NINE DIFFERENT INDICATORS WHEN YOU SPLIT THESE OUT BY ELA AND MATH.

SO IT'S A MUCH MORE NUANCED APPROACH AND IT ALSO TAKES INTO ACCOUNT STUDENT SUBGROUP PERFORMANCE ON THESE METRICS.

[00:40:08]

SO THIS IS ACTUALLY ONE OF OUR SCHOOLS AND I'LL KIND OF JUST SHOW YOU WHAT THIS LOOKS LIKE UNDERNEATH THE HOOD SO TO SPEAK.

THIS IS PRAIRIE HIGH SCHOOL AND THE LINE THAT I WAS TALKING ABOUT BEFORE THIS, ALL SCHOOLS IDENTIFICATION THRESHOLD, THIS IS THE LINE THAT WE WOULD WANT EVERY STUDENT SUBGROUP IN OUR SCHOOLS TO BE ABOVE.

THAT'S THE LINE THAT THE STATE SETS AND IF YOU HAVE SUBGROUPS THAT ARE ABOVE THAT LINE, THAT MEANS YOU ARE DOING A GREAT JOB.

THE HIGHER THE NUMBER, THE STRONGER THE PERFORMANCE.

SO IN THIS CASE YOU CAN LOOK AT PRAIRIE HIGH SCHOOL.

THEY HAVE SOME REAL STRONG SUBGROUPS PERFORMANCE AND OVERALL EVERY STUDENT SUBGROUP THAT RECEIVED A SCORE IF THEY HAD ENOUGH STUDENTS TO RECEIVE A SCORE.

YOU'LL NOTICE THAT CERTAIN CERTAIN GROUPS THERE ISN'T ENOUGH STUDENTS TO GENERATE A SCORE FOR.

BUT PRAIRIE HIGH SCHOOL HAD ALL OF THEIR STUDENT SUBGROUPS ABOVE THE THRESHOLD LINE, WHICH IS WHERE WE'D LIKE TO SEE THEM.

HERE IS AN ACTUAL BREAKDOWN OF ALL OF OUR SCHOOLS AND THEIR CURRENT DISTINCTIONS.

SO WE HAVE A NUMBER OF SCHOOLS THAT FOUNDATIONAL SUPPORTS.

WE HAVE FOUR SCHOOLS THAT ARE CURRENTLY IDENTIFIED AS TIER ONE SCHOOLS, BOTH TVP AMBOY AND CHIEF.

THEY HAD A STUDENT SUBGROUP OF SPECIAL ED THAT WAS BELOW THE THRESHOLD LINE, AND PVM HAD A MULTILINGUAL GROUP THAT WAS BELOW THE THRESHOLD LINE.

LAUREN AND DAYBREAK BOTH HAD MULTIPLE GROUPS THAT WERE BELOW THE THRESHOLD LINES IN SPECIAL ED AND MULTILINGUAL AND THEN OUR SUMMIT VIEW OPEN DOORS PROGRAM HAS A GRAD RATE DISTINCTION TIER THREE PLUS AND I JUST WANT TO ENCOURAGE YOU, THE NATURE OF THE PROGRAM AT SUMMIT VIEW OPEN DOORS IS WHAT CREATES THIS CLASSIFICATION.

THEY'RE GETTING TYPICALLY STUDENTS WHO ARE THEY? GET THEM IN THERE. ON AVERAGE, THEIR JUNIOR YEAR AND THESE STUDENTS ARE OVER A YEAR TO TWO YEARS BEHIND ON CREDITS.

SO TO CLOSE THAT GAP IN A MATTER OF 18 MONTHS IS PRETTY DIFFICULT FOR THE SCHOOL.

SO MANY OF THOSE KIDS TAKE LONGER THAN THE FOUR YEARS TO GRADUATE AND THAT'S JUST THE NATURE OF THE PROGRAM.

THAT'S WHY WE CREATED THE PROGRAM, SO THAT THERE WAS AN OPPORTUNITY FOR KIDS WHO WERE FALLING BEHIND IN HIGH SCHOOL TO HAVE ANOTHER PATHWAY.

SO THEY DO SHOW UP AS AN IDENTIFIER ON THIS LIST.

WHAT? CAN I ASK A QUESTION? YEAH. ON THE THRESHOLD.

HOW IS THAT SET.

LIKE IS THAT A STATE METRIC.

AND IF IT IS WHAT'S THAT BASED ON.

YEAH. SO IT'S BASED ON THE PERFORMANCE ACROSS THE STATE AND THEY SET A THRESHOLD LINE THAT THEN AND NOT TO BORE YOU.

BUT IF IT'S ANY SCHOOL THAT'S IN THE LOWEST 5% IS CONSIDERED BELOW THE THRESHOLD.

SO THAT THRESHOLD LINE REPRESENTS THE LOWEST 5% IN ANY PARTICULAR SUBGROUP.

SO IF THERE'S A SUBGROUP THAT GETS IDENTIFIED, THAT MEANS FOR THAT SCHOOL, THEIR SUBGROUP IS IN THE LOWEST 5% IN THE STATE FOR PERFORMANCE. DOES THAT MAKE SENSE? NO, I'M NOT FOLLOWING YOU.

NO. IT'S FINE.

SO, BASICALLY THERE'S A THRESHOLD.

THAT THRESHOLD LINE VARIES DEPENDING ON THE STATE PERFORMANCE ON THE ASSESSMENT.

OKAY. AND SO THEY BASICALLY ACCOUNT FOR SCHOOL IF THE SCHOOL IS IN THE LOWEST 5% OF ALL SCHOOLS IN THE STATE, IT'S BELOW THE THRESHOLD.

BUT IT'S STILL BASED ON THE STATE ASSESSMENT.

CORRECT. OKAY. YES.

YES. SO THE STATE ASSESSMENT IS THE MAIN DRIVER ALONG WITH THE [INAUDIBLE].

AND THERE ARE SOME OTHER INDICATORS LIKE ATTENDANCE DUAL CREDIT ON NINTH GRADE ON TRACK.

CAN YOU DEFINE WIDA.

YES. SO WASHINGTON LANGUAGE.

LANGUAGE. YES.

BILINGUAL ASSESSMENT.

SO THOSE ARE OUR SCHOOLS.

NOW, THERE IS SOME GOOD NEWS WITH ALL OF THIS.

SO IN OUR CYCLE TWO TO CYCLE THREE, HERE'S THIS CHANGE THAT'S HAPPENED FOR OUR SCHOOLS.

WE'VE GONE FROM ROUGHLY THAT ACTUALLY SHOULD SAY 32%.

SO WE'VE GONE FROM FOUNDATIONAL SCHOOLS AT 32%, UP TO 58%.

SO WE'VE ALMOST DOUBLED THE NUMBER OF SCHOOLS THAT WERE ON THE LIST, NEEDING SUPPORT TO HAVING NO IDENTIFIED STUDENT SUBGROUPS THAT NEED SUPPORT.

SO AND YOU WILL SEE THAT THE NUMBER OF SCHOOLS NEEDING SUPPORT DROPPED FROM 12 DOWN TO SEVEN.

SO WE'RE SEEING SOME REAL POSITIVE MOVEMENT IN OUR SCHOOLS THAT I THINK YOU CAN AGAIN, GO BACK TO OUR DISTRICT STRATEGIC PLAN FOR SOME OF THE IMPROVEMENT THAT WE'VE MADE THERE.

BUT IT IS A SYSTEM THAT WE'RE JUST GETTING USED TO, EVEN THOUGH THIS STARTED IN 2017, COVID KIND OF THREW A WRENCH IN EVERYTHING.

SO THE CYCLES ARE JUST THEY'RE A THREE YEAR CYCLE AND WE'RE STARTING TO LEARN MORE ABOUT HOW THIS THEN IMPACTS SCHOOLS.

[00:45:03]

THE GOOD NEWS IS, IF YOU ARE AT A CERTAIN LEVEL OF SUPPORT NEEDED, THE SUPPORT COMES IN THE FORM OF GRANTS.

SO DAYBREAK PRIMARY WAS DEEMED AS A SCHOOL THAT IN CYCLE TWO WAS TIER THREE, AND IN ONE YEAR'S TIME IN THAT CYCLE, THROUGH THE IMPLEMENTING OF A REALLY WELL THOUGHT OUT GRANT, THEY ARE NOW FOUNDATIONAL.

SO THEY WENT FROM BEING TIER THREE TO FOUNDATIONAL IN ONE CYCLE, WHICH WAS A HUGE POSITIVE THAT GOT NOTICED FROM THE STATE.

SO ANY QUESTIONS? I DIDN'T WANT TO GET TOO FAR BECAUSE IT GETS VERY COMPLEX THE WAY THEY FIGURE OUT THESE SCORES AND IF YOU WANT TO MEET WITH ME, I CAN TAKE YOU INTO IT.

BUT I DIDN'T WANT TO GO THAT IN DEPTH.

YEAH. SO THIS IS THE IMPROVEMENT FRAMEWORK, REINHARDT SCHOOL IMPROVEMENT FRAMEWORK.

YES. SO IF YOU'RE IN THE FOUNDATIONAL SUPPORTS AREA GRAY, YOU HAVE NO SUBGROUP THAT IS IN NEED OF SUPPORTS. YOU HAVE NO SUBGROUP THAT FELL BELOW THE THRESHOLD LINE TO IDENTIFIED FOR SUPPORT.

YES. SO ALL OF YOUR SUBGROUPS ARE ABOVE THE THRESHOLD LINE FOR SUPPORTS FOR YES, FOR HOW THEY PERFORMED ON THE ASSESSMENT.

SO IF THEY DON'T NEED SUPPORTS WHAT DOES THAT MEAN.

THAT MEANS THAT THEY ARE PERFORMING AT A HIGH LEVEL.

YEAH. AT AN ACCEPTABLE LEVEL.

YES. SO YOU SAID HIGH LEVEL AND HE SAID ACCEPTABLE.

THAT WAS KIND OF WHAT I WAS.

YEAH. I WOULD I WOULD GO WITH DENNY ACCEPTABLE VERSUS HIGH.

OKAY. SO AN ACCEPTABLE LEVEL MEANS THAT ACROSS THE STATE IT'S KIND OF AVERAGE.

WOULD THAT MAYBE BE A GOOD POSSIBILITY? YEAH, I THINK THAT'S I'M TRYING TO FISH FOR WHAT'S AN ACCEPTABLE LEVEL.

YES. YEAH.

HOW DO THEY IDENTIFY AN ACCEPTABLE LEVEL? THEY SET THE THRESHOLD LINES.

SO BASED ON ALL OF THOSE METRICS THAT I JUST SHARED WITH YOU.

SO THOSE TEN DIFFERENT INDICATORS, IT'S A VERY COMPLEX FORMULA THAT'S MUCH MORE NUANCED THAN THE OLD NO CHILD LEFT BEHIND FORMULA, WHICH WAS EITHER YOU PASSED OR YOU DIDN'T AND IT WAS ALL STUDENTS, NOT SUBGROUPS.

NOW IT'S BASED ON DIFFERENT SUBGROUPS WITHIN THE SCHOOL, AND THERE'S A THRESHOLD LINE THAT'S GIVEN TO DETERMINE THAT THOSE SUBGROUPS ARE MAKING ACCEPTABLE PERFORMANCE.

WOULD THIS BE INCORRECT TO SAY THAT IF ALL OF THOSE SUBGROUPS SURPASS THE THRESHOLD LINE? WHAT IT MEANS IS WHEN WE SAY THEY'RE NOT ELIGIBLE FOR SUPPORTS, IT JUST MEANS IT DOESN'T MEAN WE DON'T NEED MORE SUPPORT FOR THEM.

IT BASICALLY MEANS WE WILL NOT RECEIVE THE ASSISTANCE OF A GRANT TO DO THAT.

A SPECIAL GRANT. IT WILL BE UP TO US TO CONTINUE TO SUPPORT THOSE STUDENTS, OBVIOUSLY, BUT NOT WITH GRANTS.

YEAH AND I THINK THE OTHER THING I WANT TO JUST CLARIFY IS IN THE SCHOOL IMPROVEMENT PLANS FOR EVEN THE SCHOOLS THAT WERE DEEMED LEVEL ONE, TIER ONE SCHOOLS. SO IF YOU CAN SEE THE TIER ONE, TIER TWO, EACH OF THOSE SCHOOLS HAVE IDENTIFIED THAT SUBGROUP.

SO WHAT THIS HAS DONE AGAIN, GOING BACK TO EACH AND EVERY STUDENT IN THEIR SCHOOL IMPROVEMENT PLAN, THERE WILL BE A PLAN SPECIFIC TO THAT SUBGROUP.

SO IF IT WAS SPECIAL ED THAT WAS BELOW THAT THRESHOLD LINE, THAT SCHOOL IS WORKING ON A PLAN OF ACTION, SPECIFICALLY ADDRESSING THAT SUBGROUP AND SHOWING IMPROVEMENT IN THAT SUBGROUP.

IT'S GOTTEN THEIR FOCUS.

THEY'LL SEE THAT IN THEIR SCHOOL IMPROVEMENT PLANS.

YEAH, THAT'S BEEN BOLDED AND THAT'S A NEW THING TO OUR PLANS.

WE HAVEN'T GOTTEN THAT SPECIFIC BEFORE.

SO GOING BACK THEN TO WHAT TED ASKED, WHAT DID YOU ASK AGAIN, TED, WHAT THIS IS BASED ON? I WAS JUST TRYING TO UNDERSTAND WHAT SETS THE THRESHOLD AND WHAT SETS THE THRESHOLD AGAIN.

SO WHAT SETS THE THRESHOLD IS THESE METRICS RIGHT HERE.

SO EACH ONE OF THESE METRICS GETS A 1 TO 10 SCORE AND THEN THE 1 TO 10 SCORES ARE AVERAGED ACROSS ALL OF THESE.

I MEAN IT GETS REALLY COMPLICATED.

SO IF YOU I CAN SHARE INFOGRAPHICS WITH YOU THAT TRY TO EXPLAIN IT.

BUT BASICALLY THE THRESHOLD IS KIND OF THAT LINE AT WHICH THEY DEEM NO SUPPORT IS NEEDED OR SUPPORT IS NEEDED.

SO MIGHT I CONCLUDE THEN FROM ALL OF THIS, WHICH VERY IS VERY HARD TO UNDERSTAND, AS YOU JUST SAID.

YEAH, OKAY. THAT WHAT WE'RE REALLY TRYING TO IDENTIFY IS GROUPS OF KIDS, GROUPS OF STUDENTS WHO NEED SPECIAL GRANT MONIES OR OR SUPPORTS TO GET THEM MOVING FORWARD IN A WAY THAT MOVES THEM UP INTO THE PACK KIND OF THING.

I DON'T EVEN KNOW IF IT'S MUCH.

IT'S SO MUCH ABOUT MONEY AS IT IS TO CALL ATTENTION TO THOSE STUDENT GROUPS SO THAT YOU CAN FOCUS A LITTLE BIT MORE AND BE DELIBERATE IN YOUR ATTEMPTS TO RAISE THEM.

THIS IS AN IDEA OF THIS IS A TOOL TO HELP US IDENTIFY AREAS WHERE WE ARE REALLY KIND OF HURTING AND NEED TO FOCUS.

[00:50:05]

I THINK BEFORE A SCHOOL WOULD GET A SINGLE SCORE, WHICH WAS FOR THE ENTIRE SCHOOL, AND YOU DIDN'T REALLY KNOW WHERE TO, YOU KNOW, PUT YOUR EFFORTS.

NOW A SCHOOL CAN LOOK AT IT AND AS DAVID POINTED OUT, CAN SEE THAT, OH, WE HAVE ONE GROUP.

IT'S OUR MULTILINGUAL STUDENTS WHO ARE UNDERPERFORMING SO WE CAN FOCUS OUR ATTENTION THERE.

OH, IT'S OUR SPECIAL EDUCATION STUDENTS WHO ARE PERFORMING.

WE CAN FOCUS OUR ATTENTIONS THERE.

SO IT PROVIDES A SCHOOL AND A SCHOOL DISTRICT WITH A TARGETED APPROACH TO PROVIDE ASSISTANCE AND FOCUS OUR WORK AND WHEN THAT ENERGY IS FOCUSED TOWARDS THAT SUBGROUP, WE SEE IMPROVED RESULTS.

RIGHT. AS THE DAYBREAK YEAH.

DAYBREAK PRIMARY, THE RESULTS THAT THEY SAW IN ONE YEAR'S TIME WITH REALLY PUTTING A CONCENTRATED PLAN IN PLACE.

SO IT CREATES THAT URGENCY.

SOME SCHOOLS GET GRANT MONEY.

NOT ALL SCHOOLS. YEAH.

SO I WAS GOING TO SAY SO I WOULDN'T COUNT MONEY AS AN ISSUE.

BUT IT DOES.

DOES IT CREATE AN EMPHASIS POINT THAT REALLY, I THINK CREATES URGENCY AND AN OPPORTUNITY TO MAKE IMPROVEMENTS? AND WHAT WAS THE REFERENCE TO 2017, THE WASHINGTON SCHOOL IMPROVEMENT FRAMEWORK 2017.

SO, THAT IS THE STATE'S ADOPTED PLAN BY THE FEDERAL GOVERNMENT INSTEAD OF NO CHILD LEFT BEHIND.

EACH STATE WAS THEN LEFT TO UNDER EVERY STUDENT SUCCEEDS ACT IN 2015, THEY SAID STATES, GIVE US YOUR ACCOUNTABILITY SYSTEM.

WHAT'S THAT GOING TO LOOK LIKE 2024 SO ARE WE SAYING THAT IT TOOK THEM THAT LONG TO PUT THIS WHOLE THING TOGETHER.

TO WHAT DID HAPPEN IN BETWEEN? THERE WAS OBVIOUSLY THREE YEARS OF COVID, SO THAT STEPPED THEM BACK.

THEY SUBMITTED A COUPLE OF PLANS PRIOR TO COVID THAT WERE RETURNED AND WHICH WAS COMMON ALL OVER THE COUNTRY, SAID, HEY, PUT THIS PLAN TOGETHER.

STATES SUBMITTED THEIR PLANS.

THE FEDERAL GOVERNMENT SAID, YES, THAT ONE'S GOOD.

NO, THIS ONE NEEDS TO GO BACK TO THE DRAWING BOARD.

THIS ONE NEEDS TO GO BACK TO THE DRAWING BOARD.

THIS ONE NEEDS TO GO BACK.

SO THIS AND THEN IT WAS INTERRUPTED BY COVID AND NOT JUST SLIGHTLY INTERRUPTED.

SO CYCLE ONE, WHICH SHOULD HAVE HAPPENED IN 2020 WAS POSTPONED BECAUSE OF COVID.

SO THIS WHOLE THING HAS BEEN RIGHT.

SO THIS IS THE FRUIT OF WHAT WAS INITIATED IN 2000.

CORRECT? YES. CORRECT.

THIS IS THE SYSTEM THAT WAS DEVISED.

DAVID, DO YOU FEEL LIKE THE THRESHOLD'S LOW? IT IS A BASELINE AS I'M GETTING TO KNOW IT BETTER.

YEAH. I MEAN, THE LOWEST 5% IS CERTAINLY NOT.

I MEAN, YEAH, I GUESS THAT'S WHERE I STRUGGLE WITH IT IS IT JUST SEEMS LIKE.

OKAY, SURE, THAT MIGHT BE A STATE AVERAGE, BUT NOW WE'RE BEING MEASURED AGAINST ANOTHER REGION OF THE STATE.

I MEAN, MIGHT AS WELL BE NEW YORK FOR ALL I CARE, RIGHT? LIKE, I WANT TO KNOW HOW WE'RE DOING.

SO WHEN I LOOK AT THESE THRESHOLDS, IT'S LIKE, SURE WE'RE MEETING THOSE, BUT THAT DOESN'T MEAN THEY'RE GREAT.

NO THAT'S CORRECT.

SO I DON'T WANT TO LOSE FOCUS ON THOSE THINGS BY SAYING, OH, WELL, WE'RE MEETING THE THRESHOLD.

SO THE SIP IS GOOD.

LIKE, NO, WE NEED TO STILL FOCUS ON THAT.

YEAH. YEAH, I THINK I THINK THE GOOD NEWS, THOUGH, IS THAT IT REALLY DOES CHANGE THE LENS THAT WE'RE LOOKING AT.

AND THAT'S WHY I STARTED TONIGHT AROUND THE SCHOOL IMPROVEMENT PLAN, IS THAT IF WE'RE REALLY SERIOUS ABOUT EACH AND EVERY, IT REQUIRES US TO DO THINGS DIFFERENTLY IN THE SCHOOL IMPROVEMENT REALM AND THE SCHOOL IMPROVEMENT FRAMEWORK, THE WASHINGTON SCHOOL IMPROVEMENT FRAMEWORK.

IT ENCOURAGES US TO DO THAT AND GRANTED, THE THRESHOLDS MAYBE ARE LOWER THAN WE'D WANT TO START WITH, AND MAYBE THE STATE ADJUSTS THOSE AS WE GO.

BUT FOR NOW, IT REALLY SHOWS US WHERE OUR HIGHEST NEED AREAS ARE TO CREATE A BETTER SYSTEM.

DO WE? SORRY GUYS. DO WE HAVE THE ABILITY AS A DISTRICT TO SET A HIGHER THRESHOLD? NOT BASED ON THIS? NO, THIS IS A STATE LEVEL.

I MEAN, WE COULD INTERNALLY DO SOME THINGS, BUT I THINK IT GIVES US TWO OPPORTUNITIES THAT ARE REALLY IMPORTANT TO US.

THE FIRST OPPORTUNITY IT GIVES US IS RECOGNIZING A SCHOOL THAT MAKES HUGE GROWTH AND BEING ABLE TO ASK THE QUESTION, HOW DID THEY DO THAT? BECAUSE ONE OF THE THINGS THAT WE KNOW IN EDUCATION IS THAT EVERYBODY IS LOOKING FOR THE SILVER BULLET, RIGHT? BUT WE KNOW THAT IT CERTAIN THINGS ONLY WORK WITH CERTAIN GROUPS OF INDIVIDUALS, SCHOOLS OR INDIVIDUAL ENVIRONMENTS.

WE HAVE TO ADAPT THOSE TO MEET THE NEEDS OF OUR STUDENTS.

SO I DO THINK IT IS GOOD THAT WE'RE ACTUALLY RECOGNIZING THOSE SCHOOLS THAT ARE MOVING ON, MOVING THEIR IMPROVEMENT EFFORTS IN A FOCUSED WAY IN THE SYSTEM BECAUSE WE CAN START REPLICATING IT.

AND THEN THE SECOND THING THAT I WOULD SAY IS WHAT I DO APPRECIATE ABOUT THIS, I REMEMBER GETTING REPORTS WHEN WE WERE DOING THE MSP TESTING WITH MY OWN CHILDREN, AND IT'S FRUSTRATING WHEN IT'S JUST YOU HAVE IT OR YOU DON'T, YOU HAVE IT OR YOU DON'T, AND THAT'S THE ASSESSMENT OR THAT'S THE TOOL WE

[00:55:07]

HAD PRIOR TO THIS.

IT DOES NOT ALLOW US TO REALLY FOCUS ON STUDENT GROWTH AND ALLOW US TO REALLY SAY, YOU KNOW, THIS STUDENT WASN'T AT A TWO, AND THEY JUST NEEDED TO MAKE SMALL IMPROVEMENTS TO GET TO A PASS RATE AND BECOME A THREE.

BUT THIS STUDENT WAS A ONE, AND THEY GOT ALL THE WAY UP TO A THREE.

IT DIDN'T ALLOW US A DIFFERENTIATION OF THAT.

SO WE CAN CELEBRATE OUR SUCCESSES AND THEN LEARN FROM THOSE SUCCESSES SO THAT WE CAN REPLICATE IT.

SO I DO APPRECIATE THAT WE'RE GETTING CLOSER TO WHAT I THINK IS A MORE BROAD VIEW OF THINGS THAT CAN HELP US MORE THAN THEY HAVE IN THE PAST. IT STILL HAS SIGNIFICANT ISSUES, AND I THINK YOU MAKE SOME REALLY GOOD POINTS, BECAUSE NONE OF US WANT TO FALL IN THE TOP, IN THE BOTTOM 5%, AND WE WANT TO BE IN THE AT LEAST THE TOP 50%.

SO, YOU KNOW, THERE'S NO DOUBT THAT THERE'S STILL GROWTH TO BE MADE BUT I LIKE THIS APPROACH MUCH BETTER THAN WHAT WE HAD BEFORE AND IT'S A MOVE AT LEAST IN THE RIGHT DIRECTION, I THINK.

WELL, THE APPROACH IS MUCH MORE NUANCED.

HAVING WORKED IN THE NO CHILD LEFT BEHIND ERA, THIS IS SO MUCH MORE NUANCED.

AND I THINK BEFORE WHAT WOULD HAPPEN IS YOU'D GET YOUR RESULTS.

AND EVERYONE WAS JUST SO DEVASTATED BECAUSE YOU DIDN'T EVEN KNOW WHERE TO BEGIN, EVEN THOUGH YOU COULD SORT THROUGH AND GET MUCH OF THIS INFORMATION.

IT WAS VERY ARDUOUS TO TO NAIL DOWN WHAT IS THE ISSUE WHEN, LIKE YOU SAY, IT WAS EITHER ALL OR NONE.

SO I THINK FOR THAT REASON IT'S GOOD.

BUT YOU'RE RIGHT, TED, IT'S ONLY A BASELINE, AND IT'S ONLY A WAY FOR US TO BEGIN TO LOOK AT OKAY, THESE ARE OUR STUDENTS OF HIGHEST NEED IN THAT PARTICULAR AREA IN THAT PARTICULAR SCHOOL. BUT IT DOESN'T MEAN THAT WE DON'T WANT TO PUT SUPPORTS IN PLACE FOR ALL STUDENTS.

WE CERTAINLY DON'T WANT EVERYBODY TO JUST BE ABOVE 5%.

THAT'S NOT THE GOAL.

WELL, AND WE HAVE TO RECOGNIZE THAT IT'S A STATE SYSTEM.

YES AND FOR THE STATE, IF THEY'RE SEEING IMPROVEMENT WITH THOSE 5%, THE BAR WILL RAISE NATURALLY BECAUSE THE LOWEST 5% WILL BE AT A HIGHER SCORE AND THEN A HIGHER SCORE AND A HIGHER SCORE. SO THE BAR CAN POTENTIALLY MOVE.

THE BAR SHOULD MOVE.

AND AGAIN THAT WHEN YOU LOOK AT IT THAT WAY THAT'S A STATE MEASUREMENT.

I THINK WHEN YOU SEPARATE THAT OUT AND LOOK AT IT ON THE INDIVIDUAL, THEN IT BECOMES SOMETHING THAT A SCHOOL AND A DISTRICT CAN USE AND FOCUS ON.

WE ARE NOT PAYING ATTENTION TO THAT.

YES, WE CAN FIND VALUE IN IT AND I GUESS THIS IS PROBABLY A QUESTION FOR A DIFFERENT DAY.

BUT IT BRINGS ME TO THE QUESTION OF HOW LONG BEFORE THE WHAT ARE THE WHAT'S THE ACCOUNTABILITY OF THE STATE TO THE FEDS, AND HOW LONG WILL WE BE ABLE TO HOLD ON TO A SYSTEM TO GET IT WORKING? YEAH. I MEAN, IT ALL DEPENDS ON FACTORS THAT ARE A RHETORICAL QUESTION, RIGHT? YEAH. OUT OF OUR CONTROL.

YEAH. SO WE ADJUST TO WHATEVER IS THE CURRENT SYSTEM.

BUT THE CURRENT SYSTEM WE HAVE IS THE ONE THAT WE'RE USING AND THE POINT IS THAT WE TAKE THAT AND WE DO A GREAT JOB JUST LIKE YOU.

THE EXAMPLES YOU YOU SHARED WITH US, WE DO A GREAT JOB OF LOOKING AT WHO THOSE STUDENTS ARE AND WHAT THEIR NEEDS ARE, AND MAKING CHANGES BASED ON THAT.

SO YEAH, AND WE'VE MET WITH EVERY ONE OF THE SCHOOLS THAT HAVE BEEN IDENTIFIED TO COLLABORATIVELY WORK ON PLANS THAT WE FEEL ARE GOING TO BE PRODUCTIVE FOR THOSE STUDENTS.

SO I JUST WANTED YOU TO BE AWARE OF THAT.

WHEN YOU GET TO SCHOOL IMPROVEMENT PLANS, YOU'LL SEE THAT WORDING IN THERE AND HOPEFULLY YOU'LL HAVE A LITTLE BIT MORE INSIGHT.

BUT IF YOU WANT MORE INFORMATION, REACH OUT TO ME AND I CAN BORE YOU WITH FAR GREATER DETAIL IF YOU'D LIKE.

SO THANK YOU. SHOW US THE SCHOOL IMPROVEMENT PLANS ARE COMING SOON.

YES THEY ARE, AND I SAW THE FOLDERS IN OUR OFFICE.

YEAH. SO FINAL EDITS WILL BE DONE THIS FRIDAY AND THEN THEY'LL GO TO PRINT.

SHOULD BE TO THE BOARD BY THE END OF THIS MONTH.

I THINK THE WEEK OF THE YEAH, THE LAST BOARD MEETING OF THE MONTH AND THE FIRST MEETING SESSION.

YEAH. SO DECEMBER 10TH I BELIEVE 9TH OR 10TH, SOMETHING LIKE THAT I BELIEVE.

SO IT IS.

YEAH. PLEASANT VALLEY MIDDLE CORRECT.

YEP, AND THEN WE'LL HAVE THE HIGH SCHOOL IN JANUARY.

SO THANK YOU.

BY THE TIME WE'RE DONE WE'LL BE READY TO START IT ALL OVER AGAIN.

YEAH. OKAY. THANK YOU.

THANK YOU. DAVID. THAT'S IT FOR TEACHING AND LEARNING.

NO HUMAN RESOURCES REPORT AND NO FINANCE REPORT.

SO WE'LL SHIFT RIGHT OVER TO MR. JOLMA AND OPERATIONS.

THANK YOU.

YEAH, WE'VE BEEN QUITE BUSY.

I'LL GO THROUGH THE LIST OF PROJECTS WE'VE WE'RE IN OR HAVE COMPLETED OR WORKING ON.

[01:00:02]

SO OUR ESCO PROJECTS, OUR AUDITS ARE COMPLETE OF OUR BUILDINGS, AND WE'RE FORMULATING MORE OF A MENU OF PROJECTS TO CHOOSE FROM.

OUR DISTRICT STADIUM SCOREBOARD WILL BE STARTING THAT NOVEMBER 25TH, AND THAT'LL TAKE TWO WEEKS TO COMPLETE.

IF YOU'VE DRIVEN BY THE WAREHOUSE LATELY, YOU'VE SEEN OUR CENTRAL OFFICE BUILDING IS COMING ALONG NICELY.

THEY'RE UP TO GRADE, AND NOW THEY'RE INSTALLING INTERIOR UTILITIES.

THE FORECAST IS TO BE IN NEXT SUMMER.

SEPTEMBER. ON THAT PROJECT THIS LAST WEEK, WE ALSO RESTRIPED THE STADIUM TRACK LINES AND WE JUST FINISHED UP CARPETING AT BUILDING C OVER AT CASEY.

A REALLY COOL PROJECT THAT FINISHED UP TODAY.

WE REPLACED THE MAROON BLEACHERS OVER AT PRAIRIE HIGH SCHOOL, AND IT LOOKS GREAT.

WE SHOULD HAVE HAD A PICTURE OF THAT.

LOOKS GREAT.

I INVITE YOU TO GO OVER AND TAKE A PEEK AT THAT.

BATTLE GROUND. VIRTUAL ACADEMY, WE ARE SUBMITTING FOR OUR LAND USE APPROVAL NEXT WEEK, SO THAT'S PROJECTS WELL UNDERWAY AND SHORTLY THEREAFTER WE'LL BE SUBMITTING FOR BUILDING PLANS. SO GETTING READY FOR NEXT SUMMER.

THANK YOU, KEVIN. THANK YOU.

KEVIN AND COMMUNICATIONS REPORT, AMANDA RICHTER.

GOOD EVENING. BOARD.

COUPLE OF THINGS TO SHARE WITH YOU.

IT'S THAT TIME OF YEAR WHEN WE PRINT AND DISTRIBUTE OUR ANNUAL REPORT AS REQUIRED UNDER POLICY 4000.

THIS ISSUE HAS A LOT OF GREAT INFORMATION FROM BUDGET AND EDUCATION AND CAPITAL LEVIES TO SAFETY.

STATE TEST RESULTS.

IT'S CHOCK FULL OF INFORMATION THAT WILL BE MAILED TO APPROXIMATELY 30,000 HOUSEHOLDS AND BUSINESSES ACROSS THE DISTRICT, AND I WANT TO THANK ESPECIALLY JENNA BUSH HILL ON MY TEAM AND ALSO CHRIS BROWN FOR ALL OF THEIR WORK TO HELP PRODUCE THE CONTENT AND PUT THIS PIECE TOGETHER.

IT'LL BE COMING TO YOUR MAILBOX SOON.

NEXT SLIDE PLEASE.

AT RIVER HOMELINK, WE HAD SOME ENTERPRISING STUDENTS PICTURED THERE ON THE RIGHT, CHERISH AND CHLOE.

THEY NOTICED THAT THERE WAS ONLY ONE WATER BOTTLE FILLING STATION IN THE WHOLE SCHOOL NEAR THE OFFICE, AND THEY THOUGHT WE NEED TO CHANGE THAT.

SO THEY PUT TOGETHER A PETITION.

I'M SURE JULIE IS FAMILIAR WITH THIS AND HAD STUDENTS SIGN IT.

THEY TOOK IT TO THE PRINCIPAL AND HE SAID, WELL, THIS IS GREAT, I AGREE, BUT HOW ARE WE GOING TO PAY FOR THIS? AND WHAT HAPPENED NEXT WAS A REALLY NEAT COLLABORATION BETWEEN THE PTO THAT DONATED FUNDS AND THEN ALSO OUR MAINTENANCE TEAM, WHICH DONATED THEIR TIME AND LABOR TO INSTALL THE NEW DRINKING FOUNTAIN, WHICH YOU CAN SEE IN THE PICTURE ON THE LEFT.

SO KUDOS TO THEM.

THERE'S AN ARTICLE ON OUR WEBSITE THAT CHRIS WROTE IF YOU'D LIKE TO READ THAT ONE AND THEN A COUPLE OF WEEKS AGO, WE HAD A STAFF MEMBER AND VOLUNTEER RECOGNIZED BY THE IDENTITY CLARK COUNTY NONPROFIT.

THEY DO THIS ANNUAL LEARN HERE HEROES AWARD FOR DISTRICTS AND EDUCATIONAL INSTITUTIONS ACROSS THE COUNTRY, AND THEY HONOR ONE STAFF MEMBER AND ONE VOLUNTEER FROM EACH.

THIS YEAR, OUR HONOREES WERE KAREN GUENTHER ON THE LEFT.

SHE IS A TEACHER AT SOMERVILLE HIGH SCHOOL AND WORKS WITH THEIR OPEN DOORS PROGRAM AND CONNECTING STUDENTS WITH EARNING THEIR GED'S, AND DOES A LOT OF GREAT WORK THERE.

AND THEN THE OTHER VOLUNTEER IS VIVIENNE ZOLLER AND SHE VOLUNTEERS IN RIVER HOME LINKS THEATER PROGRAM, SO SHE HAS BEEN INTEGRAL TO MANY OF THEIR PRODUCTIONS.

SO OUR THANKS TO BOTH OF THEM FOR ALL THE HARD WORK THAT THEY DO.

AND THEN LASTLY, PRAIRIE HIGH SCHOOL IS PUTTING ON MARY POPPINS.

SO GET YOUR TICKETS NOW.

THE SHOW OPENS THIS WEEKEND, AND THEN WE'LL RUN NEXT WEEKEND AS WELL.

THANK YOU. THANK YOU.

THAT'S IT FOR SUPERINTENDENT AND STAFF UPDATE.

THANK YOU. ALL RIGHT.

NEXT UP WE HAVE OUR CITIZENS COMMENTS.

[7. Citizens' Comments]

I WOULD JUST REMIND EVERYONE THIS IS A MEETING OF THE BATTLE GROUND PUBLIC SCHOOLS BOARD OF DIRECTORS, AND IT'S OPEN TO THE PUBLIC TO ATTEND, VIEW PRESENTATIONS AND HEAR BOARD MEMBERS DISCUSS TOPICS DURING OPEN SESSIONS.

THE BOARD WELCOMES COMMENTS FROM CITIZENS DURING CITIZENS COMMENTS AND ASK THAT THOSE WISHING TO ADDRESS THE BOARD SIGN IN ON THE SIGN IN SHEET PROVIDED, WHICH IS LOCATED CLOSE TO THE ENTRANCE. PLEASE FOLLOW THE PROCEDURES FOR CITIZENS COMMENTS BY STATING YOUR NAME, LIMITING YOUR TIME TO THREE MINUTES, AND REFRAINING FROM DISCUSSING CONFIDENTIAL MATTERS.

THE BOARD REQUIRES THAT ALL COMMENTS SPOKEN AT THE MEETING BE APPROPRIATE FOR A FAMILY AUDIENCE.

COMMENTS INAPPROPRIATE FOR A FAMILY AUDIENCE CAN BE SUBMITTED IN WRITING.

BOARD MEMBERS DO NOT NORMALLY RESPOND TO QUESTIONS OR PETITIONS DURING CITIZENS COMMENTS.

THEY WILL LISTEN AND GIVE DIRECTION TO THE ADMINISTRATIVE TEAM IF ACTION IS DEEMED NECESSARY.

I'D LIKE TO POINT OUT THAT WE WILL HAVE A TIMER ON THE SCREEN THAT WILL COUNT DOWN YOUR THREE MINUTES AS WELL AS IT'S A WILL HOLD UP A YELLOW SIGN WHEN YOU HAVE 30S LEFT,

[01:05:03]

AND A RED ONE WHEN YOU ARE OUT OF TIME.

IF YOU DON'T SEE EITHER OF THOSE, I WILL KINDLY REMIND YOU THAT YOUR TIME IS UP AND ASK YOU TO RESPECT OTHERS.

TIME TO TO SPEAK AND TO END YOUR CONVERSATION THERE.

FIRST UP, WE HAVE EUNICE INGERMANSON COME.

GOOD EVENING BOARD.

MY NAME IS EUNICE INGERMANSON AND MY PRONOUNS ARE SHE HER AND SEPTEMBER WAS THE SUICIDE PREVENTION AWARENESS MONTH.

BUT BECAUSE OF THE CURRENT POLITICAL CLIMATE, I THINK IT WOULD BE GOOD TO TALK ABOUT IT AGAIN.

JUST LAST MONTH, CDC HAS PUBLISHED AN ARTICLE IN THEIR MORBIDITY AND MORTALITY WEEKLY REPORT.

LISTEN TO THIS.

ADOLESCENT MENTAL HEALTH AND SUICIDE RISK REMAINS A SUBSTANTIAL PUBLIC HEALTH CONCERNS.

HIGH PRE-COVID RATES OF POOR MENTAL HEALTH AND SUICIDE RELATED.

PROBLEMS CONTINUE TO RISE, HIGHLIGHTING THE NEEDS TO IDENTIFY THE FACTORS THAT MIGHT FOSTER POSITIVE MENTAL HEALTH OUTCOMES AND REDUCE SUICIDE RELATED BEHAVIORS AT POPULATION LEVELS.

OVERALL, 39.7% OF STUDENTS EXPERIENCE PERSISTENT FEELINGS OF SADNESS AND HOPELESSNESS.

28.5% EXPERIENCE POOR MENTAL HEALTH.

20.4% SERIOUSLY CONSIDERED ATTEMPTING SUICIDE AND 9.5% HAD ATTEMPTED SUICIDE. THAT'S REALLY HUGE.

THESE 2023 NUMBERS ARE VERY CONCERNING, BUT NOW LOOK AT THE CORRESPONDING NUMBERS AMONG THE LGBTQ.

LGBTQ. NOT EVEN POPULATION 8.7% EXPERIENCED PERSISTENT FEELINGS OF SADNESS AND HOPELESSNESS, 53.5% EXPERIENCED POOR MENTAL HEALTH, 41.0% SERIOUSLY CONSIDERED ATTEMPTING SUICIDE, AND 19.7% ATTEMPTED SUICIDE.

THAT'S THREE TIMES THE 6.0% IN THEIR HETEROSEXUAL COUNTERPARTS.

THIS STUDY DIDN'T EVEN INCLUDE THE TRANSGENDER YOUTH, BUT NUMBERS HAVE BEEN EVEN HIGHER FOR THEM IN OTHER STUDIES.

I'M SO GLAD THAT AWARE GRANT IS HERE TO HELP.

PLEASE MAKE EXTRA EFFORTS TO REACH OUT TO THE LGBTQ PLUS STUDENTS IN ITS ROLLOUT.

I HAVE HERE I'VE BROUGHT HERE FOR YOU A LITTLE FLIER ABOUT SUICIDE PREVENTION HEADLINES THAT LGBTQ PLUS YOU CAN USE.

LET'S GET EVERYONE FEELING SAFE AND THRIVING.

THANK YOU, THANK YOU.

LORI SIBLEY.

YEAH, [INAUDIBLE] I'M LORI SIBLEY, AND I'M HERE.

I'M A SECOND GRADE TEACHER AT DAYBREAK PRIMARY, AND I'VE BEEN A TEACHER FOR 35 YEARS AND 31 YEARS IN BATTLE GROUND SCHOOL DISTRICT AND I HAVE LOVED WORKING HERE FOR ALL THAT TIME.

I'VE BEEN DEDICATED TO IT BEING A POSITIVE PLACE FOR STAFF AND STUDENTS.

I'M JUST GOING TO READ A STATEMENT.

OVER THE PAST SEVERAL YEARS, I'VE SEEN A SIGNIFICANT INCREASE IN DISRUPTIVE AND VIOLENT BEHAVIORS IN OUR SCHOOLS.

MANY DAYS, ALL STUDENTS EXPERIENCE LOUD DISRUPTIONS, OBSERVE UNRULY BEHAVIORS SUCH AS YELLING AND SWEARING, WORDS THAT EVEN HURT MY EARS, NOT TO MENTION THE EARS OF OUR LITTLES.

SOME DAYS WE ARE HELD IN OUR ROOMS TO ENSURE THE SAFETY AND CONFIDENTIALITY OF STUDENTS AND STAFF.

MANY STAFF, CERTIFICATED AND CLASSIFIED AS WELL AS ADMIN ARE BEING HIT, KICKED, BIT SCRATCHED OR SLICED.

YES, I SAID SLICED AND SPIT AT ON A DAILY BASIS.

TWO WINDOWS AT OUR BUILDING HAVE BEEN BROKEN BY STUDENTS.

THESE BEHAVIORS ARE REALLY CONCERNING.

YEARS AGO I'VE BEEN IN THIS BUSINESS A LONG TIME.

THIS THESE KIND OF THINGS DIDN'T HAPPEN.

[01:10:02]

STAFF AND ADMIN ARE LEAVING THIS PROFESSION BECAUSE THE JOB IS SIMPLY TOO MUCH.

NO MATTER HOW MUCH DEDICATION WE HAVE, WE SIMPLY CANNOT GO ON UNLESS THINGS CHANGE VERY SOON.

DAYBREAK PRIMARY RECENTLY LOST THE BEST ASSISTANT PRINCIPAL I HAVE EVER WORKED WITH.

THE BEST ADMIN IN 35 YEARS I'VE EVER WORKED WITH.

WE'VE LOST HIM.

JOE MANNING LEFT A DEEP HOLE IN OUR BUILDING.

HE IS A PERFECT EXAMPLE OF THE COST OF THESE BEHAVIORS AND UNMANAGEABLE JOB IT HAS BECOME.

WE APPRECIATE THE SUPPORT THE DISTRICT HAS SENT TO OUR BUILDING TO WORK WITH THE MOST SEVERE STUDENTS.

THE RRT OR THE REGISTERED BEHAVIOR TECHNICIANS HAVE BEEN FABULOUS.

THANK YOU DANNY AND SHELLY AND ANYONE ELSE INVOLVED IN THAT SUPPORT.

THAT WAS THAT HAS BEEN SENT.

OUR ADMIN, PSYCH AND COUNSELOR ARE AWESOME BEYOND WORDS.

I COULD GO ON AND ON, BUT I WON'T.

OUR SPECIAL ED TEAM IS THE BEST I'VE EVER WORKED WITH.

WE HAVE THE BEST AT OUR BUILDING, BUT IT SIMPLY ISN'T ENOUGH SINCE OUR BUILDING HAS EVERY TYPE OF SPECIAL NEEDS CLASSROOM, FROM TWO RESOURCE ROOMS TO CBC OR CENTER BASED CLASSROOMS, AND AN SLC, WHICH IS A STRUCTURED LEARNING CENTER ROOM.

WE SHOULD HAVE BEEN PROVIDED MORE COUNSELOR AND PSYCH SUPPORT WHEN WE ADDED THOSE EXTRA PROGRAMS, BUT WE WEREN'T.

WITH THE INCREASING VIOLENT AND DISRUPTIVE BEHAVIORS, IT'S APPARENT WE NEED MORE.

I KNOW THE FIRST THING THAT COMES TO YOUR MIND IS THAT, WELL, THERE'S NO MONEY FOR THAT.

IN MY MIND, WE DON'T HAVE ANY CHOICE.

HERE'S WHAT WE NEED TO START WITH.

WE NEED MENTAL HEALTH PROFESSIONALS IN EVERY BUILDING BEYOND OUR COUNSELORS AND PSYCHS.

OUR ADMIN NEED PEOPLE WITH BEHAVIOR EXPERTISE RIGHT IN THE BUILDING AS RESOURCES.

WE NEED NEW POLICIES THAT STATE IF A CHILD HITS ANOTHER STUDENT OR STAFF, THEY ARE SUSPENDED IMMEDIATELY FOR AT LEAST A DAY.

YES, I KNOW THE CURRENT THOUGHT IS THAT DOESN'T WORK.

LAURA, YOUR TIME IS UP.

COULD YOU PLEASE WRAP UP? OKAY.

I'M SHARON FOSTER AND YACOLT PRIMARY [INAUDIBLE].

AND I DEFER MY TIME TO HER NEXT.

SHE'S NEXT ON THE LIST, SO SHE'S DEFERRING.

OKAY, CAN YOU RE-SET THE TIMER, PLEASE.

SHE IS ON THE LIST.

I AM ALMOST DONE.

[INAUDIBLE]. I UNDERSTAND THAT, BUT I DON'T REALLY KNOW HOW TO STOP IT.

IT'S BEEN DONE SEVERAL TIMES IN THE PAST, SO.

BUT NEXT TIME SHE'S TALKING TO ME, OKAY? BECAUSE I HAVE. I AM ALLOWING IT.

PLEASE FINISH YOUR SPEECH.

THANK YOU. I KNOW THAT THE THOUGHT IS THAT SUSPENSIONS DON'T WORK, AND I GET THAT, BUT IT SENDS A MESSAGE TO THE OTHER STUDENTS THAT IT'S NOT TOLERATED IN ANY WAY.

AND IT ALSO MIGHT ACTUALLY HELP PARENTS TO SEE THAT THEIR CHILD NEEDS OTHER SUPPORTS.

IN THE REALITY, AS WE AS YOU GUYS LOOK AT THE LEVY SOME THINGS THAT YOU CAN BE THINKING ABOUT, WE NEED MORE DOLLARS SET ASIDE SO WE CAN COVER THE COST OF SENDING STUDENTS TO OTHER SCHOOLS THAT ARE BETTER TRAINED TO HELP SOME OF THESE STUDENTS.

I DON'T KNOW IF THE BOARD IS AWARE.

I KNOW DISTRICT ADMIN ARE AWARE, BUT THE COST OF SENDING ONE STUDENT WHO NEEDS FURTHER SUPPORTS THAN WE CAN PROVIDE IS AT A MINIMUM $250,000 PER YEAR PER STUDENT AND THEN IF THERE ISN'T ROOM AT THAT PARTICULAR SCHOOL, THE COST IS BECAUSE IT'S PRIVATE EDUCATION IS 750,000 PER STUDENT PER YEAR.

SO THAT'S WHY WE CONTINUE TO STRUGGLE WITH THESE SEVERE BEHAVIORS, BECAUSE THERE ISN'T ENOUGH MONEY IN OUR BUDGET.

WE NEED MORE MONEY SET ASIDE TO COVER THOSE EXORBITANT COSTS.

SO AS YOU DELIBERATE ON THE UPCOMING LEVY, I URGE YOU TO KEEP ALL THIS INFORMATION IN MIND AS YOU SET THAT RATE.

I AM AT THE END OF MY CAREER, BUT MY HEART ACHES FOR THE YOUNGER STAFF WHO HAVE BEEN DEDICATED TO THIS PROFESSION AND WILL HAVE TO ENDURE THIS DOWNHILL, DOWNWARD SPIRAL OF BEHAVIORS.

MY HEART ACHES FOR ALL THE OTHER STUDENTS.

I'M SORRY WHO HAVE TO HEAR AND OBSERVE THESE BEHAVIORS AND WHO HAVE THEIR LEARNING DISRUPTED EVERY DAY.

I WOULD LIKE TO SHARE A COPY OF A LETTER A FIRST GRADER WROTE TO A CLASSMATE.

THERE'S NO NAMES ON THERE.

IT'S BEEN BLACKED OUT, AND I DON'T KNOW.

CAN YOU PASS ME? IF YOU WOULD JUST GIVE THEM TO CARLA OVER THERE, PLEASE? THANK YOU.

THE STUDENT, JUST FOR THOSE THAT ARE IN THE AUDIENCE OR ONLINE, IT SAYS, DEAR BLANK, YOU ARE MY FRIEND, AND I LIKE PLAYING WITH YOU, BUT SOMETIMES YOU ARE A LITTLE BIT MEAN IN THE CLASSROOM.

THAT MAKES ME FEEL SCARED.

I WANT TO STAY IN CLASS TO LEARN.

I DON'T WANT TO FEEL UNCOMFORTABLE, BUT I WANT TO BE YOUR FRIEND FROM NO NAME.

YOUR STAFF AND STUDENTS NEED YOU TO REMEMBER WHAT WE FACE EACH DAY IN OUR CLASSROOMS, AND NEED YOUR HELP TO MAKE OUR SCHOOL SAFE FOR ALL STUDENTS AND STAFF AND THANK

[01:15:08]

YOU. THANK YOU.

I ALLOWED THAT TO HAPPEN.

THAT'S ON ME, NOT THE REST OF THE BOARD.

THAT WAS MY DECISION.

I WANTED TO HEAR THE REST OF WHAT YOU HAD TO SAY.

IT'S IMPORTANT THAT WE HEAR YOUR VOICE.

IF ANYBODY ELSE HAS THAT PLAN WHERE THEY'RE GOING TO DEFER THEIR TIME, PLEASE JUST HAVE YOUR DEFERRAL PERSON TAKE OVER FROM WHERE YOU'VE LEFT OFF.

THAT IS HOW WE SHOULD DO IT.

YOU'VE SIGNED UP TO SPEAK.

WE SHOULD HEAR YOU SPEAK.

SO JUST TAKE OVER FOR HER.

OKAY. THANK YOU.

I WILL ALSO ASK THAT WE DO NOT CLAP.

I KNOW YOU APPRECIATE WHAT YOU'RE HEARING, BUT AND IT TAKES A LOT OF COURAGE TO COME UP HERE.

BUT IF WE COULD JUST REMAIN SILENT TO RESPECT OUR OTHER SPEAKERS.

SANDRA REEDER, YOU'RE NEXT ON THE LIST.

NO, I SAY IT WRONG.

DO WE HAVE A STAND? SO SHE'S COMING.

OKAY. SORRY. SHE GOT OUT OF MY VISION.

OVER ON THE OTHER SIDE.

[INAUDIBLE].

IT'S NOT HEAVY. OKAY.

I HOPE MY TOPIC FITS IN WITH WHAT I'VE BEEN [INAUDIBLE].

I DON'T KNOW HOW TO SHOW YOU THIS HERE, BUT I WANT TO INCLUDE THE PEOPLE THAT CAME HERE.

DO YOU HAVE A PROJECTION? WE DON'T, BUT WE HAVE.

WE HAVE GUYS WHO CAN HOLD IT UP FOR YOU.

WELL, BUT THEN Y'ALL WON'T BE ABLE TO SEE IT.

OR IF YOU TURN IT THIS WAY, YOU WANT ME JUST TO KEEP CIRCLING AROUND? YEAH, WE CAN CIRCLE AROUND.

WHY DON'T YOU GUYS JUST PUT IT RIGHT IN FRONT OF THE PODIUM? YEAH, WE'LL DO THAT AND THEN WE'LL TURN IT AROUND.

SURE. WELL, OKAY.

JUST TELL ME WHEN I SHOULD GET STARTED, BECAUSE I KNOW I ONLY HAVE THREE MINUTES.

GO AHEAD AND START, AND THEN WE'LL SHARE IT WITH THE REST OF THE.

OKAY. WELL, MY NAME IS SANDRA REEDER AND I LIVE IN CLARK COUNTY.

I'M FROM VANCOUVER AND I'M LOOKING FOR A SCHOOL DISTRICT WHO WANTS TO DO SOMETHING DIFFERENT TO MAKE ALL OF OUR LIVES BETTER. SO WHAT I BROUGHT TO TONIGHT IS CALLED THE FREEDOM ENSEMBLE.

IT IS A LARGE ART PIECE, AND IT IS COMPOSED OF THE THREE MOST IMPORTANT FOUNDING DOCUMENTS OF OUR SHARED HISTORY, PLUS THE GETTYSBURG ADDRESS AND THE PLEDGE OF ALLEGIANCE.

NOW THE REASON THAT I THINK IS IMPORTANT FOR OUR SCHOOLS TO HAVE THIS IN THE BUILDING IS BECAUSE WITHOUT THE FOUNDATION OF WHO WE ARE AND WHERE WE CAME FROM IS NOT TAUGHT, THEN THERE'S GOING TO BE INSTABILITY AND WE ARE SEEING THAT.

SO THE REASON I'M HERE IS FOR OUR STUDENTS TO HAVE SELF-CONFIDENCE AND SELF-ASSURANCE. SO WHEN WE LOOK AT THE WORDS OF OUR CONSTITUTION, WE THE PEOPLE OF THE UNITED STATES, IN ORDER TO FORM A MORE PERFECT UNION, THAT PERFECT UNION DOES NOT MEAN THAT WE ALL THINK ALIKE.

IT MEANS THAT WE HAVE ENOUGH RESPECT FOR OTHERS TO HAVE RESPECT FOR OTHERS.

WE MUST HAVE RESPECT FOR OURSELVES, AND THAT'S WHAT OUR STUDENTS AND YOUNG PEOPLE ARE LACKING THE RESPECT FOR THEMSELVES AND PROBABLY DON'T EVEN KNOW IT.

BUT THAT'S REALLY WHAT OUR FOUNDING DOCUMENTS DO.

THEY GIVE US A BASE, AND IF WE FORGET IT, THEN WE'RE GOING TO FLOUNDER.

NOW MY GOAL IS TO HAVE A FREEDOM ENSEMBLE IN EVERY SCHOOL, THE PUBLIC SCHOOL IN AMERICA, AND TO DO THAT, IT'S GOING TO START SOME PLACE A SEED THAT WILL GROW.

SO IF YOU HAD ONE OF THESE BUILT, IT WOULD COST WELL OVER $500.

I WANT TO BRING IT TO A SCHOOL DISTRICT FOR $425 AND MY PLAN IS FOR EVERY PUBLIC SCHOOL IN AMERICA THAT PLACES ONE OF THESE IN THEIR SCHOOL.

FOR THE FIRST SCHOOL DISTRICT THAT IS WILLING TO PUT ONE IN EACH ONE OF YOUR SCHOOL DISTRICTS.

I DON'T KNOW HOW MANY SCHOOLS YOU HAVE.

I THINK MAYBE 20.

EVERY SCHOOL SHOULD HAVE ONE IN THEIR BUILDING AND WITHIN 5 TO 6 YEARS YOU'RE GOING TO SEE A CHANGE.

[01:20:01]

SANDRA, YOUR TIME IS UP IN THE WAY TO WRAP UP.

PEOPLE FEEL SO JUST TO CAP IT OFF, IF YOU'RE WILLING TO START A PROGRAM.

TO TEACH OUR CHILDREN THE FOUNDATION OF WHO THEY ARE, THEN THAT'S GOING TO GROW, AND YOUR SCHOOL DISTRICT WILL BENEFIT FROM IT MONETARILY. $45 FOR EACH ONE OF THESE AND ANOTHER SCHOOL.

THAT COULD BE HUGE.

SANDRA, IS YOUR CONTACT INFORMATION? IT IS. BUT I REALLY WANT EVERYBODY TO LOOK AT THIS BECAUSE IT'S A MUSEUM PIECE AND IT'S A VERY GOOD QUALITY AND I CAN'T STATE ENOUGH, YOU KNOW, WITHOUT OUR FOUNDATION, WE'RE GOING TO FLOUNDER.

[INAUDIBLE]. THANK YOU.

AND THANK YOU FOR ALLOWING ME TO BE HERE WITH YOU YOUNG PEOPLE.

I'M JUST GOING TO SET IT ON THE SIDE.

YEAH. AND I'D LIKE TO STAY IF ANYBODY HAS QUESTIONS, BECAUSE I HAVE BIG PLANS FOR BATTLE GROUND.

THANK YOU.

THERESA TAYLOR.

I HOPE I GOT ALL RIGHT AND I JUST WAS GOING TO DECLINE [INAUDIBLE].

THAT'S ALL. THANK YOU.

WENDY HAUSER.

HELLO. I'M WENDY HAUSER.

I'M THE MUSIC TEACHER UP AT YACOLT PRIMARY, AND I AM HERE TO FORMALLY INVITE THE BOARD TO OUR HOLIDAY PROGRAM HOSTED BY THE SECOND GRADE CLASSES AT YACOLT.

THE PROGRAM IS DECEMBER 4TH AT 6PM.

I KNOW THAT THE BOARD WILL BE VOTING SOON ON PUTTING THROUGH OUR LEVY IN FEBRUARY, AND THIS PROGRAM WOULD GIVE YOU A CHANCE TO MEET WITH UP TO 130 FAMILIES.

THE DOORS OPEN.

I OPEN THE DOORS FOR THE KIDS TO COME IN 15 MINUTES BEFORE THE LINE TENDS TO START, 45 MINUTES BEFORE AND AT THE VETERANS DAY PROGRAM, THE LINE WENT ALL THE WAY ACROSS THE FRONT OF THE BUILDING AND DOWN THE SOUTH SIDE.

JOINING US WOULD ALSO GIVE YOU A CHANCE TO SEE THAT THE HARD WORK THAT MY STUDENTS HAVE BEEN PUTTING IN AND WITH THEIR LIMITED SPECIALIST TIME.

THANK YOU. AND IT'S WONDERFUL.

THANK YOU. THANK YOU.

JENNIFER HANEY WITH THE.

GOOD EVENING, BY THE WAY.

THAT IS BEAUTIFUL.

I WAS GOING TO BRING THESE COPIES THIS EVENING.

I COPIED THEM OFF AND LET HIM LEFT THEM AT HOME.

BUT I EMAILED EVERYBODY ON THE BOARD A COPY OF TWO ARTICLES.

ONE FROM A CONSERVATIVE SITE, ONE FROM A MORE LIBERAL SITE.

BUT THEY'RE BOTH ABOUT THE SAME THING.

AND THAT IS CORPORATIONS THAT ARE DISCONTINUING THEIR DEI POLICIES.

THE REASON THAT THEY ARE IS TO AVOID NEGATIVE SCRUTINY, PUBLIC BACKLASH, AND LAWSUITS.

COMPANIES LIKE HOME DEPOT, LOWE'S, FORD AND TACOMA OR TOYOTA, SORRY HAVE PULLED BACK ON THEIR DEI PROGRAMS BECAUSE OF THE DIVISIVE AND DISCRIMINATORY ROUTE OF DEI.

THESE DECISIONS COME AFTER A SUPREME COURT RULING THAT STRUCK DOWN UNIVERSITY POLICIES THAT RELIED ON PROSPECTIVE STUDENTS RACE TO MAKE COLLEGE ADMISSION DECISIONS.

SINCE 2020, THE OSPI HAS BEEN HYPER FOCUSED ON DIVERSITY, EQUITY AND INCLUSION INCLUSION, WHICH HAS LED TO LEGISLATION MANDATING DEI TRAINING FOR SCHOOL EMPLOYEES AND MILLIONS OF DOLLARS SPENT ON DEI PROGRAMS, POLICIES, ADMINISTRATORS AND CURRICULUM.

I BELIEVE THAT THIS PRIORITY IS COUNTER TO THE WORLD OUR STUDENTS WILL BE ENTERING, AND THAT SCHOOLS SHOULD BE REEVALUATING THE DEI POLICIES AND PROGRAMS TO MAKE SURE THAT WE FOCUS OUR FOCUSING ON STUDENTS AS UNIQUE INDIVIDUALS, MEETING THEM WHERE THEY'RE AT, PROVIDING THEM WITH THE TOOLS THEY NEED TO BE SUCCESSFUL, AND MEASURING STUDENT MERIT WITHOUT CONSIDERATION OF RACE OR SKIN COLOR.

I BELIEVE THAT THIS NEEDS TO BE TAKEN INTO CONSIDERATION WHEN LOOKING AT A NEW SOCIAL EMOTIONAL LEARNING CURRICULUM THAT MUST BE IN LINE WITH THE CASTLE

[01:25:06]

STANDARDS. CASTLE PLACES AN EMPHASIS ON CULTURAL COMPETENCY, COMPETENCY, EQUITY OR EQUAL OUTCOME, AND TRANSFORMATIVE SEL, OR A CONCENTRATED SEL PRACTICE THAT CONCENTRATES ON TRANSFORMING INEQUITABLE SETTINGS AND SYSTEMS AND PROMOTING JUSTICE ORIENTED CIVIC ENGAGEMENT, INCLUDING EXAMINING PREJUDICES AND BIASES AND INTERROGATING SOCIAL NORMS. DEI HAS BEEN A SOCIAL EXPERIENCE EXPERIMENT THAT COMPANIES ARE DISCOVERING DOESN'T WORK AND ULTIMATELY IS BAD FOR BUSINESS.

SO WE NEED TO DETERMINE WHAT IS THE GOAL, THE ULTIMATE GOAL OF DEI.

WHAT IS THE ULTIMATE GOAL OF SOCIAL EMOTIONAL LEARNING? AND WHERE DO WE NEED TO CHANGE IT TO CHANGE THE CURRENT SYSTEM? TO ACHIEVE THESE GOALS? OR DO THESE GOALS NEED TO BE CHANGED AND WE NEED TO DO SOMETHING DIFFERENT.

THANK YOU. THANK YOU.

JESSICA COLE.

HELLO, BOARD. MY NAME IS JESSICA COLE, AND I JUST WANTED TO SAY THANK YOU.

THANK YOU SO MUCH FOR SERVING.

I KNOW YOU PUT IN TREMENDOUS TIME WITH ALL YOUR PREP WORK, ALL YOUR COMMITTEES.

YOU DO THIS FOR FREE AND I'M ALSO JUST VERY GRATEFUL FOR LIKE DISTRICT EMPLOYEES AND ALL THE EMPLOYEES THROUGHOUT THE SCHOOL DISTRICT AND I JUST APPRECIATE ALL THAT YOU DO AND ALL THE FOLKS DO AND ALL THE STUDENTS DO AND TO MAKE OUR DISTRICT WHAT IT IS. SO I JUST CAME TO SAY THANK YOU.

I LIKE TO TALK AND I JUST SORRY.

I JUST WANTED TO SAY AND THANK YOU.

IT'S BEEN A WHILE, BUT THANK YOU EVEN LETTING ME SAY GEORGE MICHAEL FROM UP HERE AND BECAUSE I LOVE HIM AND I DON'T KNOW, SOME OF YOU GET A KICK OUT OF IT, AND SOME OF YOU PROBABLY DON'T, BUT THAT'S OKAY.

THANK YOU SO MUCH.

REALLY. THANK YOU FOR ALL YOU DO.

THANK YOU. THAT CONCLUDES OUR CITIZENS COMMENTS FOR THE EVENING.

NEXT UP, WE HAVE OUR CONSENT AGENDA ON TONIGHT'S CONSENT AGENDA.

[8. Consent Agenda (Board Vote w/Student Voice)]

WE HAVE THE APPROVAL OF THE MINUTES FROM THE OCTOBER 28TH, 2024 SPECIAL MEETING.

THE OCTOBER 28TH, 2024 REGULAR MEETING.

WE HAVE PERSONNEL REPORTS, STUDENT TRAVEL AND COMPLETED PROJECTS.

REQUEST FOR APPROVAL, ARE THERE ANY ITEMS ON THE CONSENT AGENDA THAT BOARD MEMBERS HAVE QUESTIONS ON OR WOULD LIKE REMOVED TO BE VOTED ON AS A SEPARATE ITEM. IF NOT, GO AHEAD.

I MOVE THE BOARD OF DIRECTORS APPROVED THE CONSENT AGENDA AS PRESENTED.

A MOTION ON THE FLOOR.

I WOULD LOOK TO OUR STUDENT REPRESENTATIVES FOR THEIR ADVISORY VOTE.

PRO. ANY FURTHER QUESTIONS OR COMMENTS FROM THE BOARD? HEARING NONE. ALL THOSE IN FAVOR, PLEASE SAY AYE.

AYE. ALL THOSE OPPOSED? MOTION PASSES 5 TO 0.

THANK YOU. MOVING ON.

WE HAVE NO OLD BUSINESS TONIGHT.

WE DO HAVE SEVERAL ITEMS OF NEW BUSINESS.

[10. New Business (Board Vote w/Student Voice)]

AND WE WILL START WITH THE REVISION OF POLICY 6801.

CAPITAL ASSETS, THEFT, THE SENSITIVE ASSETS, MICHELLE SCOTT.

[INAUDIBLE]. ALL RIGHT.

THANK YOU. I AM HERE TO ASK FOR YOUR APPROVAL FOR THE REVISION OF POLICY 6801 FOR CAPITAL ASSETS.

PRIMARILY WHAT'S HAPPENED IS THAT THE FEDERAL UNIFORM GRANT GUIDANCE HAS INCREASED THE THRESHOLD ON OCTOBER 1ST OF THIS YEAR AND FROM A PER UNIT COST FROM 5000 TO 10,000.

I WENT BACK AND LOOKED, AND OUR POLICY HADN'T BEEN I DON'T KNOW WHAT THE HISTORY IS WITH THE FEDERAL GOVERNMENT, BUT OUR POLICY, IT HAD BEEN SINCE 2017 THAT WE EVEN HAD A THRESHOLD AMOUNT OF $5,000 IN THERE.

SO WHAT THIS WILL DO IS KEEP OUR POLICY, YOUR POLICY, THE BOARD POLICY, IN ALIGNMENT WITH THE FEDERAL GUIDANCE. IN ADDITION, IT IS IN OUR STATE.

OUR STATE ALSO HAS A GUIDANCE OF $10,000.

SO AND THIS WOULD MAKE IT CONSISTENT WITH THOSE GUIDANCE.

IT'S I CAN THEY DIDN'T TELL US WHY THEY RAISED IT UP.

BUT YOU KNOW, WE CAN ASSUME THAT THROUGH THE INFLATIONARY INCREASES THAT HAVE HAPPENED WITH MATERIALS AND SUPPLIES THAT THE WHEN THEY RAISED IT

[01:30:08]

UP, THAT MEANT THAT IT WAS IMPORTANT TO HAVE IT.

ALSO BECAUSE THE MATERIALS AND SUPPLIES GOING UP.

ALSO, THEY HAD RAISED CERTAIN AUDIT THRESHOLDS TO HAVE GONE UP.

SO FOR SOME SCHOOL DISTRICTS THAT MAY BE HELPFUL.

IT DOESN'T CHANGE OUR DISTRICT.

WE STILL HAVE OUR FEDERAL AUDIT EVERY YEAR.

WHAT QUESTIONS CAN I ANSWER FOR YOU? I MOVE THE BOARD OF DIRECTORS, APPROVE THE REVISION TO OF POLICY 6801.

CAPITAL ASSETS.

THEFT. SENSITIVE ASSETS.

OKAY. WE HAVE A MOTION ON THE FLOOR.

THANK YOU. WE'LL KEEP YOU UP HERE FOR THE REVISION OF POLICY 6550 THING, ISN'T IT? YEAH. SO WHEN LEASES, AS YOU KNOW, A COUPLE OF YEARS AGO, WE STARTED REPORTING LEASES ON OUR SCHEDULE OF LONG TERM LIABILITIES. THAT WAS A NEW GASB IMPLEMENTATION AND THEN THE FOLLOWING YEAR WAS OUR SUBSCRIPTION BASED INFORMATION TECHNOLOGY ARRANGEMENTS AND THAT WAS JUST TO BE MORE TRANSPARENT, WHICH IS WONDERFUL.

BUT THE RECOMMENDATION WAS KIND OF TO FOLLOW YOUR POLICY ON CAPITAL ASSETS AND SO THAT'S WHAT WE DID AND IT'S REALLY A PRETTY LOW THRESHOLD FOR LEASES AND [INAUDIBLE].

THOSE ARE WASHINGTON STATE OFM HAS A MUCH HIGHER RATE, BUT THEY'RE A BIGGER UNIT.

OF COURSE, OBVIOUSLY, BECAUSE THEY'RE THE STATE.

SO RECOMMENDING THAT YOU INCREASE THIS TO ALIGN WITH OUR POLICY.

6801 QUESTIONS FROM THE BOARD.

I MOVE THE BOARD OF DIRECTORS, APPROVE THE REVISIONS OF POLICY 6550 CAPITALIZATION THRESHOLD FOR LEASES AND SUBSCRIPTION BASED INFORMATION TECHNOLOGY ARRANGEMENTS. A MOTION ON THE FLOOR.

I LOOK TO OUR STUDENT REPRESENTATIVES FOR THEIR ADVISORY VOTE.

OKAY. PRO.

ANY OTHER QUESTIONS FROM THE COMMENT OR QUESTIONS OR COMMENTS FROM THE BOARD? HEARING NONE. ALL THOSE IN FAVOR, PLEASE SAY AYE.

AYE. ALL THOSE OPPOSED.

MOTION PASSES 5 TO 0.

THANK YOU. THANK YOU.

NEXT UP WE HAVE THE REVISION OF POLICY 6570 PROPERTY AND DATA MANAGEMENT.

SCOTT MCDANIEL.

THANK YOU. THE POLICY CHANGE IN FRONT OF YOU IS FOR 6570.

AND THE MAIN PURPOSE OF THIS IS TO INCREASE THE THRESHOLD FOR WHAT WE DEFINE AS THEFT SENSITIVE DEVICES, WHICH PRETTY MUCH MEANS EVERYTHING THAT I HAVE TO DEAL WITH.

THE CURRENT THRESHOLD IS $300.

ONE OF THE THINGS THAT WE'VE SEEN OVER THE PAST FEW YEARS IS INFLATION HAS DRIVEN UP THE COST OF ITEMS THAT PREVIOUSLY WERE BELOW THAT THRESHOLD, FAR ABOVE IT.

THE AMOUNT OF WORK THAT IS ENTAILED IN AN ANNUAL INVENTORY FOR SOME OF THESE ITEMS IS EXTREMELY LENGTHY AND CONSUMES A LOT OF LABOR.

AND ONE THING I WANT TO POINT OUT IS THAT DESPITE THE FACT THAT WE DO NOT PERFORM AN ANNUAL INVENTORY OF THESE ITEMS DOES NOT MEAN WE DON'T KNOW WHERE THEY ARE.

INDIVIDUAL ITEMS ON THESE LISTS IN THE THEFT SENSITIVE CATEGORIES ARE ASSIGNED TO PEOPLE AND LOCATIONS, AND WE KNOW WHERE TO FIND THEM. SO ARE THERE QUESTIONS ABOUT WHAT ANY OF THAT MEANT? INFLATION IS DRIVING A LOT OF THINGS.

[INAUDIBLE]. THANK YOU FOR ADDING THAT AT THE END THOUGH, BECAUSE THAT WAS GOING TO BE MY QUESTION.

SO YOU JUST KNOCKED IT OUT.

OH GOOD. ANYBODY WANT TO.

I MOVE THE BOARD OF DIRECTORS APPROVED THE REVISIONS TO POLICY 6570 PROPERTY AND DATA MANAGEMENT.

MOTION ON THE FLOOR. LOOK TO OUR STUDENT REPS FOR THEIR ADVISORY VOTE.

PRO. PRO.

ANY OTHER QUESTIONS FROM THE BOARD OR COMMENTS? HEARING NONE. ALL THOSE IN FAVOR, PLEASE SAY AYE.

AYE. ALL THOSE OPPOSED.

MOTION PASSES 5 TO 0.

THANK YOU. THANK YOU.

NEXT UP WE HAVE THE REVISION OF POLICY 50 610 SUBSTITUTE EMPLOYMENT SHELLY WHITTEN AND THIS POLICY NEEDS AN UPDATE, MAINLY BECAUSE THE REPORTING REQUIREMENTS HAVE CHANGED FOR OSPI.

SO WHAT WE REPORT ON IS A LITTLE BIT DIFFERENT.

NOW YOU CAN SEE THOSE CHANGES THERE.

THERE'S ALSO SOME MINOR CHANGES TO THE LAWS THE NUMBERS, THE RCW'S THAT ARE RELATED TO SOME OF THOSE CHANGES THAT ARE

[01:35:08]

REQUIRING THAT CHANGE AS WELL AS THERE'S SOMETHING CALLED A 2030 RULE AND THAT REALLY ONLY APPLIES TO BARGAINING AND A PERSON'S ABILITY TO JOIN A UNION AFTER SUBBING FOR US FOR 20 CONSECUTIVE DAYS.

SO DOESN'T NECESSARILY BELONG HERE.

SO THOSE ARE THE CHANGES AND I'M JUST ASKING THAT THE BOARD APPROVE THE REVISIONS TO POLICY 56.

TEN QUESTIONS FROM THE BOARD.

I MOVE THE BOARD OF DIRECTORS, APPROVE THE REVISIONS TO POLICY 5610 SUBSTITUTE EMPLOYMENT.

A MOTION ON THE FLOOR. I LOOK TO OUR STUDENT REPRESENTATIVES FOR THEIR ADVISORY VOTE.

PRO. ANY OTHER QUESTIONS OR COMMENTS FROM THE BOARD? HEARING NONE. ALL THOSE IN FAVOR, PLEASE SAY AYE.

AYE. ALL THOSE OPPOSED? MOTION PASSES 5 TO 0.

ALSO UP WE.

OUR LAST REVISION OF THE NIGHT IS TO POLICY 5001 HIRING OF RETIRED SCHOOL EMPLOYEES.

SHELLY WHITTEN AND SO THIS POLICY IS ALSO SOME CHANGES TO REFLECT HIRING OF RETIRED INDIVIDUALS AND HOW IT IMPACTS THEIR RETIREMENT SYSTEM IN ORDER TO PROVIDE SUBSTITUTING FOR US AS A DISTRICT.

AND SO WE'RE ADDING ALL OF THOSE PIECES FROM SENATE BILL 6455 TO JUST BRING US UP TO DATE SO THAT WE CAN HIRE THOSE INDIVIDUALS UNDER THE NEW REQUIREMENTS.

WHAT'S TRS? IS TEACHERS RETIREMENT SYSTEM.

SO ALL CERTIFICATED STAFF ARE UNDER THAT SYSTEM.

SHIRLEY, DO YOU SEE ANYTHING THAT YOU CONSIDER TO BE A SIGNIFICANT CHANGE THAT WE SHOULD BE CONCERNED ABOUT? NOT AT ALL A CONCERN.

I THINK THIS ALLOWS US TO ACCESS OUR RETIRED INDIVIDUALS A LITTLE EASILY, MORE EASILY.

AND I THINK THAT'S A GREAT THING.

SUBSTITUTE COVERAGE IS.

YES. SO IF YOU WOULDN'T MIND HIRING ME, THEN LET'S VOTE YES FOR THIS.

YOU'RE IN. HE'S ASKING FOR HIMSELF.

THAT'S WHAT I THOUGHT.

NO, DEFINITELY DON'T SEE A DOWNFALL TO THIS.

OTHER QUESTIONS? MY ONLY QUESTION IS? SO I DON'T KNOW HOW ANY OF THIS WORKS REALLY, BUT I MEAN, I UNDERSTAND THE GIST.

WHAT IS UP WITH, LIKE, THE DEADLINE? LIKE THE SPECIFIC DATE? BECAUSE I NOTICED ORIGINALLY.

INITIALLY IT SAID LIKE UNTIL AUGUST 1ST, 2020 AND THEN THE NEW PLAN SAYS UNTIL JULY 1ST.

2025 WHAT DOES THE DATE ENTAIL? LIKE WHAT DOES THAT AFFECT? WELL, WHAT I BELIEVE I WILL.

TELL YOU WHAT I BELIEVE THAT IT IS IN RESPONSE TO COVID AND THEY WANTED TO REEVALUATE THE NEED AND SO THAT'S ONE OF THE REASONS THE OTHER POLICY HAS THE REPORTING REQUIREMENTS.

BECAUSE THEY WANT TO KNOW HOW WE'RE FILLING OUR JOBS AND THEN THEY CAN MAKE A DECISION ON WHETHER TO.

I FULLY ANTICIPATE THEM EXTENDING THIS, BUT IT'S ONLY THROUGH 25 AT THIS POINT.

YEAH OKAY.

I MOVE THE BOARD OF DIRECTORS, APPROVE THE REVISIONS TO POLICY 5001 HIRING OF RETIRED SCHOOL EMPLOYEES.

MOTION ON THE FLOOR. I LOOK TO OUR STUDENT REPRESENTATIVES FOR THEIR ADVISORY VOTE.

PRO. ANY FURTHER QUESTIONS OR COMMENTS FROM THE BOARD? HEARING NONE. ALL THOSE IN FAVOR, PLEASE SAY AYE.

AYE. ALL THOSE OPPOSED? MOTION PASSES 5 TO 0.

THAT CONCLUDES OUR NEW BUSINESS AND WE LOOK TO FUTURE ITEMS AND AGENDA EVENTS.

[11. Future Agenda Items and Board Events]

THERE IS A CITIZENS ADVISORY COMMITTEE MEETING THIS THURSDAY.

06:00. IT IS ON THE LEVY.

LEVY? SO IT WILL BE USING THE SAME PRESENTATION THAT WE USED FOR THE BOARD.

OKAY. BUT DO YOU WANT TO SEE THAT AGAIN? WE'RE GOING TO WELL, WE'RE GOING TO GO OVER SLIDE BY SLIDE AND HAVE THE CLERK PROVIDE US WITH FEEDBACK ON WELL THAT SLIDE WAS EFFECTIVE BECAUSE OR IF YOU DID THIS IT WOULD BE MORE EFFECTIVE.

IT WOULD RESONATE. THAT ONE WAS HARD TO UNDERSTAND BECAUSE WE DIDN'T YOU KNOW, IT'S GOING TO BE THAT KIND OF SESSION.

SO IT'LL BE A LOT OF START AND STOP AS WE PRESENT.

AND THEN WE HAVE A FEW NEW SLIDES THAT WE'RE GOING TO SEE HOW THEY PLAY, SO TO SPEAK.

SO THEY'RE GOING TO HELP US.

THEY'RE REALLY GOING TO HELP US DIAL IN OUR PRESENTATION TO THE COMMUNITY.

I DO PLAN ON GOING TO THE FIRST HALF WHEN HE COVERS THE LEVY STUFF.

SO I DON'T KNOW IF ANYONE ELSE WANTS TO GO, BUT I DO INTEND ON GOING.

OKAY. OKAY.

WE HAVE OUR WEDNESDAY CONFERENCE AND THAT'S PRETTY MUCH ALL ON OUR FUTURE AGENDA BETWEEN NOW AND OUR NEXT

[01:40:03]

BOARD MEETING, WHICH IS ON NOVEMBER 25TH.

I KNOW THERE'S LOTS OF EVENTS HAPPENING.

MARY POPPINS AND DIFFERENT ACTIVITIES AT THE SCHOOL.

SO ANYTHING ELSE ANYBODY WANTS TO SHARE BEFORE WE CONCLUDE? ALRIGHT. HEARING NOTHING.

MEETING ADJOURNED AT 7:40.

THANK YOU EVERYONE.

THANK YOU.
