WE HAVE BATTLE GROUND SCHOOL DISTRICT IS ONE OF TWO SCHOOL DISTRICTS IN CLARK COUNTY THAT ARE LUCKY ENOUGH TO HAVE SROS WHICH ARE ALSO KNOWN AS SCHOOL RESOURCE OFFICERS.

IN 2019, ACTUALLY, BATTLE GROUND HAS HAD AN SRO FOR MANY YEARS, ALONG WITH PRAIRIE, BUT IN 2019, WE WERE ABLE TO SECURE A SECOND SRO IN THE CITY LIMITS OF BATTLE GROUND, WHICH COVERED THE PRIMARY MIDDLE SCHOOLS, WHICH THEY ARE PRESENTLY AS WELL.

I WOULD LIKE TO INTRODUCE OUR FIRST SRO.

HE'S AT BATTLE GROUND HIGH SCHOOL, AND HE WORKS FOR BATTLE GROUND PD, AND THAT'S OFFICER PHIL ANDERSON.

HE'S BEEN IN LAW ENFORCEMENT FOR OVER 21 YEARS, AND HAS CURRENTLY BEEN WITH BATTLE GROUND PD FOR THE LAST 18 YEARS.

PHIL HAS ALSO BEEN INVOLVED WITH THE SRO PROGRAM FOR ABOUT SEVEN YEARS.

HE IS A FAVORITE OF ALL STUDENTS AND STAFF BECAUSE OF THE OPEN DOOR POLICY THAT HE HAS, AND HE ALWAYS A DISH OF CANDY FOR THE KIDS AND THE STAFF MEMBERS.

I'VE TAKEN IN A FEW.

[LAUGHTER] HE'S ALSO KNOWN AS THE GUY THAT DELIVERS A JOKE A DAY, AND HE'S EVEN DONE IT OVER THE LOUD SPEAKER FOR EVERYBODY TO HEAR DURING THE MORNING ANNOUNCEMENTS.

PHIL HAS ALSO BUILT A LOT OF GREAT RELATIONSHIPS THROUGHOUT THE YEARS THAT HE'S BEEN THE SRO TO THE POINT WHERE HE MAKES HIS TIME TO GO DOWN TO THE PRIMARY SCHOOLS, READ STORIES TO OUR PRIMARY KIDS FROM TIME TO TIME.

AND ALSO THEY BACK EACH OTHER UP THE TWO SROS HERE.

THAT'S KIND OF HE KIND OF COVERS THOSE SCHOOLS AS WELL.

BUT MOST OF OUR MIDDLE SCHOOLS AND PRIMARY SCHOOLS.

HIS LAW ENFORCEMENT EXPERIENCE IS ABOUT 19 YEARS.

WELL, HE WORKED FOR CAMAS POLICE DEPARTMENT.

HE WORKED FOR LCENTER POLICE DEPARTMENT AND HAS BEEN NOW WITH THE BATTLE GROUND PD. HOW MANY YEARS?

>> OKAY. I HAD THE OPPORTUNITY TO SIT IN ON HIS SELECTION AS SRO, AND HE GOT HIS FEET WET REAL QUICK AND I'VE SEEN HIM IN ACTION AT JUST BUILDING THOSE GREAT RELATIONSHIPS WITH STAFFS AND STUDENTS THROUGHOUT OUR MIDDLE SCHOOL AND PRIMARY SCHOOL.

SO GLENN.

[APPLAUSE] WELL, AS WE ALL KNOW, WE HAD A SRO AT PRAIRIE HIGH SCHOOL FOR MANY YEARS, AND THEN SOMETHING CALLED COVID HIT.

EVERYTHING WAS SHUT DOWN, AND THEN WHEN SCHOOLS REOPENED UP, WE HAD A STAFFING ISSUE WITH ALL LAW ENFORCEMENT AROUND, NOT ONLY THE STATE OF WASHINGTON, BUT OUR COUNTRY AS WELL.

PART OF IT, THE STAFFING, OF COURSE, TAKES PRIORITY FOR OUR CITIZENS.

WE WENT WITHOUT AN SRO FOR I KNOW, PROBABLY ABOUT THREE AND A HALF YEARS, SOMETHING LIKE THAT.

SUPERINTENDENT, DENNY WATERS AND DIRECTOR TOM ADAMS AND I WERE STILL INVOLVED, BUT DURING THE LAST TWO YEARS, WE'VE BEEN COLLABORATING WITH VANCOUVER SCHOOL DISTRICT, EVERGREEN SCHOOL DISTRICT, THE VANCOUVER POLICE DEPARTMENT, AND THE CLARK COUNTY SHERIFF'S DEPARTMENT ON SAFETY AND SECURITY ISSUES IN CLARK COUNTY.

YOU KNOW, HOW WE CAN BETTER THEM WORKING TOGETHER AS A TEAM AND SHERIFF JOHN HORCH ADVISED THAT HE'S STILL TRYING TO BUILD HIS STAFFING BACKUP TO THE NUMBERS WHERE THEY COULD RESPECTIVELY SERVE OUR CITIZENS, BUT ON THE SAME TOKEN, HE COMMITTED TO TWO SROS FOR THE '24-'25 SCHOOL YEAR.

I'VE KNOWN DENNY FOR MANY YEARS, AND I THINK THAT'S THE MOST EXCITED I SAW HIM WHEN THAT CAME OUT.

DENNY, AND I WANT TO THANK ALL THE BOARD MEMBERS HERE TOO THAT HAD A DECISION IN THAT.

I'LL TELL YOU IT'S IT'S GREAT TO HAVE THAT SRO BACK AT PRAIRIE HIGH SCHOOL.

NOW, I KNOW THAT WE GOT A GOOD DEPUTY BECAUSE WHEN THE SHERIFF PERSONALLY TEXTS ME ON MY OWN PERSONAL CELL PHONE, AND SAYS YOU GOT A GOOD ONE.

I BELIEVE HIM. AND I'D LIKE TO INTRODUCE DEPUTY CHELSEA QUIGLEY.

SHE'S BEEN IN LAW ENFORCEMENT FOR THE LAST FIVE YEARS WITH CLARK COUNTY SHERIFF'S DEPARTMENT.

SHE ALSO HAS OVER EIGHT YEARS OF EXPERIENCE WORKING AS A TEACHER, BEHAVIORAL COACH FOR QUEST ACADEMY AND FAMILY HOUSE ACADEMY IN KELSO.

YOU COULDN'T ASK FOR ANYTHING BETTER, YOU KNOW, SCHOOLS AND A LAW ENFORCEMENT.

I'D LIKE TO SAY THAT WITH WHAT SHERIFF HORCH HAS SAID, IS YOU GOT A GOOD ONE.

I JUST IN MY SHORT TIME OF SEEING HER IN ACTION IN THIS LAST COUPLE OF WEEKS, I FIRMLY BELIEVE WE GOT A GOOD ONE.

I WATCHED THE KINDERGARTEN THROUGH FIFTH GRADERS ALL SWITCHED THEIR ELECTIVES FOR THE FIRST TIME ON WEDNESDAY AND IT WAS INSANE.

[LAUGHTER] SO I WAS IN A MEETING WITH ADAN RIGHT BEFORE, AND THEY WERE LIKE, CAN YOU HELP? AND THERE WERE LIKE 30 PARENTS LIKE LINING THE HALLS, TELLING KIDS WHERE TO GO.

IT WAS CHAOS, BUT IT WAS SO AMAZING.

AS FOR OUR ASP, WE HAD OUR FIRST ASP MEETINGS.

RIGHT NOW, WE'RE PLANNING AN ESCAPE ROOM.

WE HAD OUR WELCOME BACK, WHICH IS BASICALLY WHERE WE STAND OUTSIDE OF THE BEGINNING OF SCHOOL WITH POSTERS AND SAY HI TO ALL THE STUDENTS.

AND THEN WE'RE ALSO PLANNING OUR FIRST ASSEMBLIES FOR THE BEGINNING OF THE YEAR.

AND THEN FOR SPORTS, I HEAR THINGS ARE; YEAH, LOOK AT THAT HEAD.

[LAUGHTER] I HEAR FOOTBALL IS DOING PRETTY WELL SO FAR.

WE HAD THEIR JANUARY AND WAS IT EISENHOWER THAT THEY PLAYED?

THEN WE SHOWED THEM AROUND THE SCHOOL.

AND THEN IN ASP, WE'RE STARTING OUR COMMITTEES FOR THE HOMECOMING DANCE, HOMECOMING ASSEMBLY, HOMECOMING SPIRIT WEEK, HOMECOMING HALFTIME SHOW.

SO WE STARTED THAT AS WELL.

TODAY IT WAS ACTUALLY OUR FIRST LEADERSHIP CLASS BECAUSE WE HAVE A WEEKLY AGENDA WHERE MONDAYS, WE DO LEADERSHIP LESSONS.

TODAY, I TALKED ABOUT AN AWARE PROJECT WITH THE AWARE PROJECT, WHERE THEY WANTED TO MAKE A COMMITTEE FOR THE SEO CURRICULUM, CORRECT? YEAH. SO I GAVE THE WHOLE CLASS THE OPPORTUNITY TO LOOK INTO THAT AND APPLY FOR THAT.

AND THEN WE'VE BEEN WORKING WITH THE COMMITTEES TO GIVE NASP WHERE WE WANT TO GIVE MORE RECOGNITION TO CLUBS AND TO DIFFERENT SPORTS AND ALL OF THAT.

SO WE DEFINITELY PUT PEOPLE INTO THOSE GROUPS.

AND THEN LIKE JULIA SAID, SPORTS HAVE STARTED.

I KNOW PRAIRIE HAD THEIR FIRST GAME ON SATURDAY.

AND IT WAS DEFINITELY A TOUGH LOSS, BUT WE'LL COME BACK FROM THAT AND THEN.

JUST SOME QUICK STATS BETWEEN JULY OF 2023 AND MAY OF THIS YEAR, AN AVERAGE OF 7,426 WASHINGTONIANS CALLED OR TEXTED 988 EVERY MONTH.

IN COMPARISON BETWEEN JULY 2021 AND JUNE OF 2022, BEFORE OUR STATE'S TOLL-FREE 10-DIGIT LONG NUMBER WAS INTEGRATED INTO THIS NATIONWIDE 988 SYSTEM.

THE CRISIS LINE RECEIVED AN AVERAGE OF 4,467 CALLS PER MONTH.

THIS POLICY OF HIDING PERTINENT INFORMATION FROM PARENTS CONCERNING OUR CHILDREN IS ON THE FOREFRONT.

MORE THAN 3.2 MILLION US PUBLIC SCHOOL STUDENTS ARE COVERED BY GUIDELINES THAT BLOCK PARENTS FROM KNOWING, RELEVANT ISSUES CONCERNING THEIR CHILD.

THE ISSUES RANGE FROM DRUG AND ALCOHOL PROBLEMS TO WHAT GENDER YOUR CHILD IDENTIFIES WITHIN THE CLASSROOM.

AT LEAST, IF NOT MORE, THEN 168 DISTRICTS, GOVERNING 5,904 SCHOOLS NATIONWIDE HAVE RULES ON THE BOOKS THAT PROTECT FACULTY AND STAFF FROM DISCLOSING TO PARENTS A STUDENTS GENDER WITHOUT THEIR PARENTS PERMISSION.

NOW, THESE POLICIES VIOLATE PARENTS' RIGHTS UNDER GOD'S AUTHORITY. THESE ALSO CALLS AS A MAJOR GULF IN THE GODLY FOUNDATION OF PARENTING.

AS PARENTS, WE ARE THE OVERSEERS OF OUR CHILDREN'S EDUCATION, THEIR CARE AND WELL BEING, AND OUR GOD GIVEN ROLE TO TEACH, INSTRUCT, AND INSTILL THE GOODLY STANDARDS WITHIN OUR CHILDREN.

THE SCHOOLS, GOVERNING BOARDS AND ADMINISTRATORS ARE NOW INSERTING THEMSELVES INTO OUR CHILD'S LIVES.

THE YOUNG IMPRESSIBLE MINDS OF OUR CHILDREN ARE BEING BOMBARDED WITH PORNOGRAPHIC IMAGES AND MATERIALS TO SOCIALLY TRANSITIONING AND USING A VARIETY OF PRONOUNS.

PARENTS ARE BEING SHUT OUT FROM WHAT INVOLVES THEIR CHILD WELL UNDER THE SCHOOL SYSTEM.

WITH THIS POLICY, IT IS DRIVING A WEDGE AND ERODING THE PARENT CHILD'S RELATIONSHIP.

POLICY IS REDUCE OUR CHILDREN IN COVERING UP AND BEING DECEPTIVE TO THEIR PARENTS TO WHAT IS GOING ON IN THEIR LIVES.

NO ONE LOVES OUR CHILDREN, MORE THAN CHRIST, AND WE AS PARENTS.

WE STAND UNITED AND WE SET THE GUIDELINES AND PARAMETERS OF WHAT OUR CHILDREN ARE BEING TAUGHT.

GOD'S STANDARD TEACHES US THE RIGHTFUL ROWS OF PARENTS AND CHILDREN.

ACCORDING TO SCRIPTURE, WE ARE TO TRAIN UP OUR CHILDREN BY THE STANDARDS OF CHRIST AND NOT MAN.

CHILDREN ARE TO OBEY PARENTS AND THE LORD, FOR THAT IS RIGHT, TO HONOR YOUR FATHER AND MOTHER IS QUOTED IN THE BOOK OF EPHESIAN 6:1-2, AND ALSO COLOSSIANS 3 AND 20.
