>> GOOD EVENING, EVERYONE. WE ARE HERE FOR THE BATTLE GROUND PUBLIC SCHOOLS MONDAY,

[1. Call to Order]

AUGUST 12TH, 2024, REGULAR BOARD MEETING.

I'D LIKE TO CALL IT TO ORDER, AND WE WILL START WITH THE PLEDGE OF ALLEGIANCE.

>> READY? BEGIN.

>>

>> THANK YOU. NEXT, WE HAVE OUR ROLL CALL.

>> DIRECTOR OF DISTRICT 3, TED CHAMPINE.

>> HERE.

>> PRESIDENT AND DIRECTOR OF DISTRICT 5, JACKIE MADDUX.

>> HERE.

>> VICE PRESIDENT AND DIRECTOR OF DISTRICT 1, MARY SNITILY.

DIRECTOR SNITILY HAS A PRE-ARRANGED ABSENCE.

DIRECTOR OF DISTRICT 2, DEBBIE JOHNSON.

>> HERE.

>> DIRECTOR OF DISTRICT 4, TERRY TATE.

>> HERE.

>> STUDENT REPRESENTATIVE, JULIA STIFFLER.

>> HERE.

>> STUDENT REPRESENTATIVE, ITZEL CONTRERAS MONTIEL.

>> HERE.

>> MADAM PRESIDENT, WE HAVE A QUORUM.

>> WE WILL NEED A MOTION TO EXCUSE DIRECTOR SNITILY FROM THE MEETING.

>> SO MOVED.

>> ALL THOSE IN FAVOR, PLEASE SAY AYE.

>> AYE.

>> AYE.

>> ALL THOSE OPPOSED? PASSES FOUR TO ZERO.

THANK YOU. NEXT UP, WE HAVE OUR AGENDA APPROVAL.

[4. Agenda Approval (Board Vote w/Student Voice)]

ON TONIGHT'S AGENDA, WE HAVE OUR COMMUNICATIONS, SUPERINTENDENT AND STAFF UPDATES, CITIZEN'S COMMENTS, CONSENT AGENDA WITH ITEMS A-J.

NO OLD BUSINESS.

THERE ARE THREE ITEMS OF NEW BUSINESS ON THE AGENDA TONIGHT, AND THEN AS TIME ALLOWS, WE WILL GO OVER FUTURE AGENDA AND ITEMS AND BOARD EVENTS BEFORE WE ADJOURN.

ANYTHING ON THE AGENDA THAT NEEDS DISCUSSION PRIOR TO A MOTION TO APPROVE THE AGENDA AS PRESENTED?

>> I MOVE THAT THE BOARD OF DIRECTORS APPROVE THE AGENDA AS PRESENTED.

>> WE HAVE A MOTION ON THE FLOOR.

I WOULD LOOK TO OUR STUDENT REPRESENTATIVES FOR THEIR ADVISORY VOTE.

>> PRO.

>> PRO.

>> THANK YOU. ANY ADDITIONAL COMMENTS FROM THE BOARD? HEARING NONE, ALL THOSE IN FAVOR, PLEASE SAY AYE.

>> AYE.

>> ALL THOSE OPPOSED? MOTION PASSES FOUR TO ZERO.

NEXT UP, WE HAVE OUR COMMITTEE REPORTS.

[5. Communications]

STARTING WITH THE LEGISLATIVE COMMITTEE.

DIRECTOR SNITILY USUALLY GIVES THAT REPORT.

I WILL JUST SHARE ON HER BEHALF THAT GENERAL ASSEMBLY IS COMING LATER IN SEPTEMBER.

I BELIEVE THE BOARD GOT AN EMAIL ABOUT THAT.

IF YOU PLAN TO ATTEND, YOU CAN JUST SIGN IN AND LISTEN IF YOU SO CHOOSE.

THEN DIRECTOR SNITILY IS OUR VOTING MEMBER FOR THAT, AND SO SHE'LL BE THE LEAD FOR OUR VOTING MEMBER, AND SHE'LL BE REGISTERED.

ANY OTHER COMMENTS ON LEGISLATIVE COMMITTEES OR EVENTS HAPPENING? HEARING NONE, DO WE HAVE AN AUDIT COMMITTEE REPORT TO FINE?

>> YEAH, WE HELD ONE, WENT THROUGH THE STANDARD DETAILS OF ALL THE BOARD BUDGET AND THE SUPERINTENDENT'S BUDGET, EVERYTHING CHECKED OUT THERE.

WENT THROUGH SEVERAL ACCOUNT PAYABLE ITEMS. ONE IN PARTICULAR, A SEDEXO'S CONTRACTS COME TO A CLOSE AND WE STOPPED SERVING FROM SEDEXO ON 16TH OF AUGUST.

THE TRANSITION TO CHARTWELL HAS BEEN GOING VERY WELL.

I THINK AT THIS POINT, THEY'VE, CORRECT IF I'M WRONG, [INAUDIBLE], BUT THEY'VE ALREADY GOT ALL THE CONVERSIONS DONE FOR EMPLOYEES, AND WE'RE GOING THROUGH INVENTORY.

SAID YOU'RE GOING TO GO OUT THERE AND DO THAT, AND EVERYTHING'S MOVING REALLY, REALLY, REALLY WELL WITH THAT CONTRACT CONVERSION.

OTHER THAN THAT, WE JUST WENT THROUGH, AGAIN, SEVERAL OTHER INVOICES, COVERED SOME TIME SHEETS, AND EVERYTHING CHECKED OUT.

YEAH, IT WAS A GOOD MEETING.

THE NEXT ONE SCHEDULED FOR SEPTEMBER 17TH.

>> THANK YOU. ANY QUESTIONS FOR THE AUDIT COMMITTEE REPORT? HEARING NONE, WE HAVE THE BATTLE GROUND EDUCATION FOUNDATION DATES.

>> I WENT TO MY FIRST MEETING WITH THE FOUNDATION.

I'VE ALWAYS PUZZLED OVER YOUR REPORT ON THE FOUNDATION, I DIDN'T QUITE UNDERSTAND WHAT THE FOUNDATION WAS, AND I BET YOU A LOT OF PEOPLE DON'T.

IF YOU GO TO BGEF.ORG, YOU CAN FIND ALL ABOUT THE FOUNDATION.

IT TURNS OUT THAT BATTLE GROUND EDUCATION FOUNDATION

[00:05:05]

IS WORKING TO RAISE MONEY AND FUNDS FOR A LOT OF REALLY WORTHY CAUSES THROUGHOUT THE YEAR, AND YOU CAN SEE THOSE THINGS.

IF YOU JUST GO LOOK AT BATTLE GROUND EDUCATION FOUNDATION, BGEF.ORG.

NOW, ONE THING THAT HAPPENED RECENTLY THAT I WANTED TO MAKE SURE I MENTIONED WAS THAT GRACE WEXLER SCHOLARSHIP WAS FOUNDED.

GRACE WEXLER WAS A COUNSELOR AT OUR HIGH SCHOOLS, AND THEY HAVE SINCE ESTABLISHED, IN HER MEMORY, A GRACE WEXLER FOUNDATION, WHAT DID I JUST CALL IT? I LOST IT. GRACE WEXLER SCHOLARSHIP.

IT'S GOING TO BE AWARDED TO THE STUDENTS, IT'S SOMETHING THEY CAN EARN.

I DON'T HAVE ANY OF THE DETAILS.

BUT IF YOU KNEW GRACE WEXLER, THEN YOU WOULD BE TOUCHED.

STUFF THE BUS IS THE BIG DEAL, AND THAT'S WHY I NEED TO SPEAK BECAUSE STUFF THE BUS HAS TO DO WITH GETTING BACKPACKS AND THINGS TOGETHER FOR STUDENTS.

IT'S AN ANNUAL EVENT.

THEY'RE WORKING ON BACKPACKS ALL YEAR, BUT AT WALMART AND AT FRED MEYER, YOU CAN GO THERE THIS SATURDAY.

SO THIS SATURDAY STUFF THE BUS.

WE'RE GETTING TOGETHER BACKPACKS PLUS, AND THE PLUS IS PERSONAL HYGIENE THINGS, YOU'RE GOING TO ADD THAT TO THE BACKPACKS THIS YEAR.

ALL YOU HAVE TO DO IS SAY TO YOURSELF, GET YOUR SPOUSE TO REMIND YOU OR YOUR SON OR YOUR DAUGHTER OR SOMEBODY AND SAY, "AREN'T YOU SUPPOSED TO GO TO WALMART TODAY ON SATURDAY?" THEN YOU SAY, "OH, I DON'T KNOW." YOU GO DOWN THERE AND THERE WILL BE VOLUNTEERS, AND THEY WILL GIVE YOU A PIECE OF PAPER, IT SAYS THINGS LIKE, HERE'S WHAT WE NEED FOR OUR BACKPACKS.

ALL YOU GOT TO DO IS GO IN AND BUY THEM AND COME OUT AND DONATE IT.

IT'S REALLY EASY. THAT'S A BIG DEAL.

I WAS VERY PROUD TO HEAR ABOUT IT.

I'M THINKING ABOUT EVEN VOLUNTEERING NEXT YEAR MYSELF.

THEY CAN STILL USE VOLUNTEERS, IF I'M NOT MISTAKEN NOW.

BGEF, THERE'S A WHOLE PAGE ON IT, AND IT SAYS HOW YOU CAN VOLUNTEER.

IF YOU'RE INTERESTED, YOU CAN LOOK THEM UP. THAT'S MY REPORT.

>> THANK YOU, TERRY. THANKS FOR SAYING THAT.

>> DO YOU WANT TO REPEAT THE TIMES?

>> WELL, OKAY.

ON SATURDAY, AUGUST 17TH, IT'S 10:00-2:00 AT BG FRED MEYER AND BG WALMART. THAT'S WHAT I'VE GOT.

>> YEAH. I'LL JUST ALSO ADD THE FOUNDATION IS HAVING A FUNDRAISERS AT [INAUDIBLE] THAT DAY FROM NOON TO 10:00 PM AS WELL, SO IF SCHOOL SUPPLIES AREN'T YOUR THING, GO BUY SOME ICE CREAM AND 20% GOES BACK TO THE FOUNDATION AS WELL.

>> OH, THAT'S COOL.

>> QUESTIONS ABOUT THE FOUNDATION, ANYBODY? WIAA COMMITTEE.

>> OUR FIRST REGULAR SCHEDULED MEETING FOR THE YEAR IS ACTUALLY THIS WEEK, THIS THURSDAY.

BUT I PROMISED I'D KEEP YOU GUYS UPDATED IN THE AMENDMENTS THAT WE WERE TRACKING THIS YEAR AND AS YOU ALL KNOW, THE FLAG FOOTBALL AND FOR GIRLS AND THE BADMIN FOR GIRLS FAILED LOCALLY, BUT IT ALSO FAILED AT THE STATE LEVEL.

THE BADMIN FAILED PRETTY BAD, BUT THE GIRL'S FLAG FOOTBALL ACTUALLY ONLY FAILED BY ONE, WHICH IS INTERESTING, SO I COULD ACTUALLY SEE THAT ONE COMING BACK AROUND.

I WON'T BELABOR ALL THE OTHER ONES THAT PASSED AND FAILED, BUT IF THERE'S ANY INTEREST, I CAN GET THE LINK OUT TO ALL OF THE AMENDMENTS AND THEIR VOTE COUNT.

IF ANYONE'S INTERESTED, JUST LET ME KNOW.

>> HOW OFTEN DO THEY VOTE ON THOSE AMENDMENTS? IS IT ONCE A YEAR?

>> ONCE A YEAR. AMENDMENTS GET COMPILED AND THEN SUBMITTED.

IT'S A LONG ARDUOUS PROCESS EVERY TIME BECAUSE THE AMENDMENTS GO IN, WE PUT THEM TOGETHER, ANY DISTRICT CAN, ANYONE CAN PUT AN AMENDMENT IN, AND THEN THEY GET VETTED, AND THEN THEY GET VOTED LOCALLY, AND THEN HOWEVER THAT DISTRICT VOTES LOCALLY, THAT'S THE VOTE THAT GOES FORWARD TO THE STATE LEVEL.

>> IF OUR REGION HAD VOTED YES FOR FLAG FOOTBALL?

>> WE WOULD HAVE [OVERLAPPING].

>> IT WOULD HAVE GOTTEN IN.

>> IT WOULD HAVE GOTTEN IN. THAT'S A NICE WAY TO PUT IT.

>> WELL, I'M CURIOUS BECAUSE I WONDER [OVERLAPPING] WHAT KIND OF IMPACT, LIKE, FOR INSTANCE, I WONDER IF I SHOULD BE BRINGING THESE THINGS UP AT A SUPERINTENDENT'S COUNCIL MEETING.

>> OH, YEAH.

>> TO SAY TO SUPERINTENDENTS, ARE WE, TOM HAS A CONVERSATION WITH ME ABOUT IT AND HE KNOWS HOW I FEEL ABOUT IT.

BUT I'M JUST CURIOUS IF OTHER ADS WHO ARE REPRESENTING THE VARIOUS DISTRICTS ARE ALSO HAVING THOSE CONVERSATIONS WITH THEM.

[00:10:04]

I'M ASSUMING THEY ARE, BUT I'D LIKE TO HEAR WHAT SUPERINTENDENTS HAVE TO SAY ABOUT IT BECAUSE I WOULD LIKE TO SEE.

FLAG FOOTBALL IS ONE THAT I JUST FEEL STRONGLY ABOUT.

>> ACTUALLY, I WAS SHOCKED THAT IT DIDN'T GET AS MUCH SUPPORT.

>> OKAY. THANKS FOR THE INFO.

>> ANY OTHER QUESTIONS OR COMMENTS FROM WIAA?

>> NO.

>> OKAY. WE HAVE THE WASHINGTON STATE SCHOOL DIRECTORS ASSOCIATION UPDATES.

ANYONE HAVE ANY WSSDA UPDATES TO SHARE?

>> I WOULD ONLY SHARE IN THE CONTEXT.

I WAS GOING TO SHARE THIS IN MY SUPERINTENDENT'S REPORT, BUT IT MIGHT FIT BETTER HERE.

I DID WANT ALL THE BOARD MEMBERS TO KNOW.

I DID SEND YOU OUT AN EMAIL THAT SAID THAT WE HAVE BEEN ACCEPTED AS PRESENTERS AT THE WSSDA CONFERENCE IN NOVEMBER.

SO CREATING A COHERENT DISTRICT WILL BE PRESENTED BY SHELLY AND I, AND I THINK MARY HAD INDICATED THAT SHE WAS GOING TO JUMP IN.

I DON'T KNOW THAT SHE FEELS THE SAME WAY NOW [LAUGHTER] THAT WE'VE GOT ACCEPTED, BUT WE WILL BE PRESENTING AT WSSDA, SO THAT'S EXCITING NEWS.

>> CONGRATULATIONS.

>> CONGRATULATIONS.

>> YEAH, GOOD JOB.

>> ANYTHING ELSE FOR COMMITTEE REPORTS BEFORE WE MOVE ON TO DIRECTOR REPORTS? HEARING NONE. DOES ANYONE HAVE ANY DIRECTOR'S REPORTS TO SHARE? I JUST WANTED TO CLARIFY FOR THE BOARD.

IT CAME TO MY ATTENTION AFTER THE LAST MEETING, SOME OF OUR PROCESSES AREN'T ALWAYS AS KNOWN AS THEY COULD BE, AND SO DENNY SHARED A LOT OF INFORMATION AT THE LAST BOARD MEETING, INCLUDING SOME OPTIONS FOR UPDATING PROCEDURE.

MARY AND I DURING BOARD PREP, WHICH WE HAVE, BOARD PREP IS WHERE WE MEET WITH SUPERINTENDENT WATERS AND DEPUTY SUPERINTENDENT WHITTEN, TO GO OVER THE UPCOMING AGENDA FOR THE MONDAY MEETINGS.

THAT'S PART OF OUR BOARD POLICIES, AND WE DO THAT MOST EVERY WEDNESDAY BUT PRIOR TO A MEETING.

WHAT WE DIDN'T SHARE AT THAT LAST MEETING WAS WE HAD ASKED SUPERINTENDENT WATERS TO PUT THAT INFORMATION TOGETHER AND SHARE IT WITH THE REST OF THE BOARD BECAUSE WE FELT IT WOULD BE IMPORTANT.

THAT WAS KIND OF A LOT A LOST FACT.

THEN WITH HOW THAT HAPPENED, I JUST WANTED TO CIRCLE BACK AND SAY, THANK YOU FOR THE WORK YOU PUT INTO THAT.

I'M NOT REALLY SURE THAT WAS CLARIFIED OR STATED DURING THE LAST MEETING.

IT WAS A LOT OF EFFORT AND A LOT OF EXTRA WORK IN A VERY SHORT TIME PERIOD, AND I JUST REALLY APPRECIATE THAT.

I'M LOOKING FORWARD TO THE OCTOBER DATE TIMELINE TO HEAR ANY FEEDBACK THAT YOU FIND OUT.

THANK YOU FOR THAT. HEARING NOBODY ELSE WITH DIRECTOR'S REPORTS, WE WILL MOVE ON TO SUPERINTENDENT AND STAFF UPDATES.

[6. Superintendent and Staff Updates]

>> THANK YOU. JUST REAL QUICK FOR ME AND THEN I'M GOING TO TURN IT OVER TO SHELLY BECAUSE WE'VE GOT A GOOD PRESENTATION TODAY IN TEACHING AND LEARNING.

WE'VE STARTED TO GET VERY BUSY AGAIN.

ADMINISTRATION RETURNED LAST WEEK, WE HAD OUR ADMIN MEETINGS.

WE HAD A SAFETY SUMMIT THAT MOST OF OUR ADMINISTRATIVE TEAM ATTENDED THAT WAS AT MOUNTAIN VIEW HIGH SCHOOL.

OUR BUILDINGS HAVE REOPENED, OUR SECRETARIES ARE THERE, REGISTERS ARE BACK, COUNSELORS ARE BACK.

I SAW TODAY THAT SOME OF OUR LIBRARIANS ARE BACK DOING THEIR WORK.

OUR WAREHOUSE IS EXTREMELY BUSY GETTING THINGS OUT.

KEVIN CONTINUES TO FINALIZE PROJECTS, WORKING THROUGH VARIOUS CHALLENGES THERE.

CURRICULUM IS GETTING OUT NOW, OUR NEW CURRICULUM HAS ARRIVED, IT'S BEING BAR-CODED AND SENT OUT TO TEACHERS.

WE HAVE TEACHER TRAINING GOING ON.

TODAY, WE HAD A TRAINING AT DISTRICT OFFICE FOR SPECIAL EDUCATION TEACHERS.

TOMORROW, WE HAVE OUR BUS DRIVER ORIENTATION, THAT'S AT PRAIRIE HIGH SCHOOL, STARTING AT 8:00 AM.

ON WEDNESDAY, WE HAVE OUR NEW TEACHER ORIENTATION.

JUST A REMINDER TO THE BOARD THAT THERE IS A NEW TEACHER ORIENTATION LUNCH THAT YOU RECEIVED AN INVITATION TO.

IF YOU'RE ABLE TO MAKE IT, WE WOULD LOVE TO SEE YOU.

THE SAME FOR OUR STUDENT REPS, IF YOU CAN MAKE IT, WE'D LOVE TO SEE YOU THERE. IT'S OUR NEW TEACHERS.

WE'LL TAKE A MOMENT TO INTRODUCE YOU.

A LOT OF THINGS GOING ON NEXT WEEK.

>> START UP DATES.

>> START UP DATES BEGIN.

IT'S COMING FAST AND FURIOUS.

I TALKED ABOUT THIS IN OUR BUDGET REPORT, BUT I'LL SAY IT AGAIN FOR THIS MEETING.

I'LL GIVE YOU AN UPDATE ON ENROLLMENT.

ENROLLMENT SEEMS TO BE TRENDING TO MEETING OUR GOALS,

[00:15:03]

WHERE WE'RE EXPECTING IT TO COME IN.

WE HAVE SOME SCHOOLS THAT HAVE HIGHER ENROLLMENT THAN WE ANTICIPATED, BUT WE HAVE SOME SCHOOLS THAT HAVE LOWER ENROLLMENT THAN WE ANTICIPATED.

ON THE AVERAGE, IT IS BALANCING OUT, SO THAT'S ALWAYS A GOOD SIGN.

REALLY THE ONLY SCHOOLS THAT WE'RE HAVING DIFFICULTY GETTING A HANDLE ON.

>> PRIMARY KINDERGARTEN.

>> THE PRIMARY KINDERGARTEN NUMBERS ARE A LITTLE LOW.

HIGH SCHOOL IS ALWAYS A CHALLENGE BECAUSE OF THE RUNNING START.

WE DON'T KNOW HOW MANY STUDENTS HAVE ENROLLED BUT WON'T BE THERE BECAUSE OF RUNNING START.

>> SINCE THEY DON'T BEGIN RUNNING START UNTIL PART WAY THROUGH SEPTEMBER, THAT NUMBER CAN BE A LITTLE BIT OFF FOR US IN SEPTEMBER.

>> THEN LAST BUT NOT LEAST, I WANTED TO CALL THE BOARD MEMBERS ATTENTION TO JUST A LITTLE WHILE AGO, I SENT YOU AN EMAIL REGARDING AN E MAIL THAT I RECEIVED FROM THE AMERICAN FORREST RESTORATION COUNCIL AND IT HAS TO DO WITH THE DOBLER TIMBER SALE.

AND THEY ARE ASKING THE BOARD TO CONSIDER A LETTER OF SUPPORT FOR THE DOBLER TIMBER SALE.

I SENT YOU THE INFORMATION AND THE ATTACHMENTS THAT THEY SENT ME.

WHAT I WOULD LIKE THE BOARD TO DO IS I'D LIKE FOR YOU TO REVIEW THOSE MATERIALS.

IF YOU HAVE ANY QUESTIONS, YOU CAN REACH OUT TO SHELLY AND I, AND WE CAN SPEAK TO YOU ONE ON ONE.

THEN WHAT I'D LIKE TO DO IS GOING INTO OUR NEXT MEETING ON 26 AUGUST, I'D LIKE TO HAVE A CONVERSATION ABOUT YOUR FEELINGS ABOUT A LETTER OF SUPPORT DURING OUR AUGUST 26 BOARD MEETING.

THEY NEED THAT LETTER.

IF WE'RE GOING TO WRITE A LETTER, WE'RE GOING TO HAVE TO THEY WANT IT BY THE MIDDLE OF SEPTEMBER.

I THOUGHT THAT NEXT TIME WOULD BE A GOOD OPPORTUNITY.

I HAVEN'T GOTTEN I JUST RECEIVED THE LETTER, YOU KNOW, A COUPLE OF HOURS AGO.

I'M NOT EVEN SURE EXACTLY OF ALL THE DETAILS, I HAVEN'T BEEN ABLE TO REVIEW THE ATTACHMENTS, BUT I WANTED TO GET IT TO YOU TODAY SO THAT YOU HAD PLENTY OF OPPORTUNITY TO DO THAT.

>> IF I MAY ASK, MY UNDERSTANDING THAT'S REALLY IMPORTANT THING FROM WHAT I UNDERSTAND.

DOES THAT, LIKE, TURN INTO A LIKE SOME AGENDA ITEM LIKE A MOTION FOR A PROCLAMATION OR SOMETHING.

WHAT DOES THAT TURN INTO?

>> THAT'S A GOOD QUESTION. BECAUSE THEY'RE ASKING THE LETTER FROM ME, I JUST REALLY WANT TO GET YOUR OPINION.

SO WE'LL GET A SENSE OF WHERE EVERYBODY IS.

IF THERE'S A INTENT THAT WRITE THE LETTER, THE LETTER WON'T COME FROM THE BOARD, SO I DON'T THINK IT NEEDS TO BE AN AGENDA ITEM.

BUT I WOULD LIKE THAT TO BE A DISCUSSION.

WE'VE DONE THAT IN THE PAST.

FOR INSTANCE, WE HAD THE CONCRETE BATCH PLANT THAT WAS GOING IN AND WE CONSIDERED WRITING A LETTER THERE.

WE HAD THE BEHAVIORAL HEALTH CLINIC THAT WAS GOING IN BY PLEASANT VALLEY SCHOOL, WE CONSIDERED WRITING A LETTER IN THOSE CASES.

SO I'M JUST FOLLOWING PAST PRECEDENT, AND THAT'S WHY I WOULD LOOK AT IT THAT WAY.

IT IS SIGNIFICANT TO US, AND YOU'LL SEE THIS IN THERE.

BATTLE GROUND, ANYTIME THE DEPARTMENT OF NATURAL RESOURCES SELLS TIMBER, A PERCENTAGE OF THE TIMBER SALE, IF IT OCCURS IN YOUR DISTRICT, THAT MONEY GOES BACK TO THE DISTRICT.

BUT AS YOU CAN IMAGINE, LIKE WITH MANY DIFFERENT ISSUES.

THERE ARE TWO SIDES TO EVERY VIEWPOINT AND SOME MIGHT BE SUPPORTIVE OF THE TIMBER SALE, THEN THERE ARE OTHERS WHO MIGHT BE OPPOSED TO THE TIMBER SALE.

WE TRY OUR BEST NOT TO, SO THAT'S WHY THE CONVERSATION.

I JUST NEED TO GET YOUR FEEL, I WOULDN'T ACT ON THAT UNLESS I GOT A FEELING FOR WHAT YOU THOUGHT WE SHOULD DO.

THERE'S MANY WAYS YOU CAN WRITE A LETTER OF SUPPORT.

IT DOESN'T HAVE TO BE STRONGLY WORDED.

IT CAN BE SETTLED SOMEWHERE ALONG THOSE LINES.

>> I WOULD SAY HISTORICALLY TOO, WHEN WHEN THE LETTER HAS COME FROM THE BOARD, IT HASN'T BEEN BASED ON A RESOLUTION OR A PROCLAMATION OR ANYTHING LIKE THAT.

IT'S BEEN A BOARD AGREEMENT, SO IF THAT'S HELPFUL.

>> ANYWAY, JUST TAKE A LOOK AT THAT, SEE WHAT YOU THINK.

PLEASE DON'T RESPOND ALL TO THE E MAIL BECAUSE WE CAN'T HAVE THAT CONVERSATION AND HAVE IT IN PUBLIC HERE.

BUT IF YOU HAVE INDIVIDUAL QUESTIONS FOR ME, FEEL FREE TO ASK IF I DON'T KNOW THE ANSWER,

[00:20:01]

I'LL REACH BACK OUT TO THAT INDIVIDUAL AND SEE THE INFORMATION THAT I CAN FIND OUT.

THAT'S ALL FOR ME. I'M GOING TO TURN IT OVER TO SHELLY FOR TEACHING AND LEARNING.

>> WELL, I WAS GOING TO GIVE YOU A LITTLE BIT OF UPDATE ON LAST WEEK, BUT I'LL SINCE DENNY SHARED THAT WITH YOU ALREADY, I'M GOING TO SKIP RIGHT TO THE MEAT OF THE TEACHING AND LEARNING MEETING.

LENNEL IS HERE THIS EVENING TO PRESENT TO YOU ABOUT OUR ML PROGRAM AND SOME OF THE WORK THAT WE DID LAST SPRING THAT YOU HAD QUESTIONS ABOUT, SHE'S GOING TO GIVE YOU A PROGRAM UPDATE.

>> I KNOW THAT WHEN WE WERE INVOLVED IN NEGOTIATIONS, WE HAD SEVERAL ML TEACHERS COME AND SPEAK TO THE BOARD, AND THE BOARD HAD EXPRESSED CONCERN THAT WE DO SOMETHING TO HELP OUR TEACHERS AND TO HELP OUR ML STUDENTS.

SO THIS WILL GIVE YOU SOME INSIGHT.

>> WE ARE SO PROUD OF THEIR WORK.

>> END OF LENNEL.

>> THANK YOU. GOOD EVENING, BOARD.

THANK YOU FOR HAVING ME.

I'M REALLY PROUD TO PRESENT TO YOU THE WORK OF OUR MULTILINGUAL GROUP, AND I'M REALLY HAPPY THAT KIM BECKER IS HERE AS WELL, BECAUSE THIS WAS A TRUE COLLABORATIVE EFFORT, AND I AM JUST HERE TO SING THE PRAISES OF THE GROUP.

NEXT SLIDE, PLEASE, I'D LIKE TO START OFF WITH JUST THIS QUOTE, AND I'M GOING TO READ IT, FOR THOSE OF YOU THAT MIGHT NOT BE ABLE TO SEE LANGUAGE IS A PORTAL THAT TRANSPORTS US INTO A UNIVERSE OF NEW CHOICES AND SECOND CHANCES.

A UNIVERSE WHERE WE CAN SHARE THE STORIES OF OUR BRAVEST AND MOST HEARTBREAKING MOMENTS WITH EACH OTHER IN A WAY THAT BUILDS CONNECTION.

SO WHEN WE THINK ABOUT OUR MULTILINGUAL LEARNERS AND GUESTS, THE TRUE GUESTS THAT THEY BRING INTO OUR SCHOOLS, THIS WAS ONE OF OUR GROUNDING QUOTES IN OUR COLLABORATIVE WORK SESSIONS TOGETHER BECAUSE LANGUAGE IS A BARRIER, BUT WE'RE ALSO TREATING IT AS A GIFT WHEN STUDENTS ARE COMING TO US AND LEARNING TO BE MULTILINGUAL.

THIS WAS JUST A GREAT GROUNDING QUOTE FOR OUR WORK TOGETHER.

NEXT SLIDE, PLEASE.

IN THIS SLIDE, I JUST WANT TO HIGHLIGHT AND COMMEND THE EFFORTS OF THE COLLABORATIVE WORK GROUP.

ONE OF THE OUTCOMES OF THE BARGAINING WAS THAT WE WERE TO CREATE A TASK FORCE TO REALLY LOOK AT THE PROGRAM AND LOOK AT WHAT WOULD AN EQUITABLE MODEL FOR MULTILINGUAL LEARNERS AND BATTLE GROUND PUBLIC SCHOOLS LOOK LIKE.

WE HAVE 19 SCHOOLS AND 19 DIFFERENT PROGRAMS WERE BEING RUN THE WAY THEY SAW FIT BECAUSE WE HAD SUCH A SMALL AMOUNT OF MULTILINGUAL LEARNERS.

WE TOOK THIS AS A GREAT OPPORTUNITY TO IT STARTED WITH KIM BECKER AND I COLLABORATING ON BUILDING A VISION, CREATING SOME VOLUNTEERS THAT I HAD TAPPED ON.

THEN HIGHLIGHTING STEPHANIE WENA WHO IS OUR MULTILINGUAL COORDINATOR, SHE REACHED OUT TO OSPI AND SAID, HEY, I THINK THERE'S A THERE'S ALWAYS SOMETHING NEW COMING OUT OSPI, BUT THINK YOU SAID SOMETHING ABOUT A NEW STRATEGIC PLAN.

CAN YOU ELABORATE? THE PROGRAM COORDINATOR IS VANCOUVER BASED, AND SHE CAME OUT AND MET WITH US.

SHE WAS SO IMPRESSED IF YOU CAN DO THE NEXT SLIDE.

LINDSEY MAHAL. SHE WAS SO IMPRESSED BECAUSE WE WERE BUILDING INTENTIONAL CONNECTIONS BETWEEN THE STRATEGIC STATEWIDE PLAN FOR MULTILINGUAL LEARNERS AND OUR DISTRICT STRATEGIC PLAN.

BECAUSE OUR VISION AND OUR GOALS ARE ALWAYS ONE THING, AND WE DON'T WANT OUR EDUCATORS, OUR STUDENTS TO FEEL LIKE IT'S COMPARTMENTALIZED OR SEPARATE.

WE WANT TO CREATE GOALS AND PROGRAMS THAT ALIGN TO OUR STRATEGIC PLAN, AND THAT ALIGNED PERFECTLY WITH WHAT THE STATEWIDE STRATEGIC PLAN WAS DOING.

WE TOOK TIME AS A GROUP TO REALLY DELVE INTO THIS STRATEGIC PLAN AND HOW IT ALIGNS WITH OUR BOTTLED GROUND STRATEGIC PLAN.

A LOT OF BACKGROUND INFORMATION OF WHAT IS BEST PRACTICE, WHAT WOULD OUR MODEL LOOK LIKE? WHAT'S GOING TO BE BEST FOR OUR STUDENTS? THE NEXT SLIDE IS ONE OF MY FAVORITES THAT MICHELLE PRESENTS, AND I ALWAYS LIKE TO STEAL IT FROM HER BECAUSE IT'S THE ENROLLMENT DATA.

IT TRULY JUST EMPHASIZES THE AMOUNT OF GROWTH THAT WE'VE HAD.

YOU CAN LOOK AT JUNE OF 2018-'19, BUT A LITTLE OVER 1,000 STUDENTS.

THEN WE JUST FINISHED THIS SCHOOL YEAR WITH 1485 MULTILINGUAL LEARNERS.

AND JUST A HUGE GROWTH IN OUR PROGRAM, AND NOW WE'RE OVER 10% OF OUR STUDENTS ARE MULTILINGUAL LEARNERS.

THAT'S JUST A REALLY HUGE CELEBRATION AND A HUGE LEARNING CURVE.

YOU HEARD THAT DURING NEGOTIATIONS, YOU HEARD THAT FROM TEACHERS, AND WE HAVE THE MOST AMAZING COMMITTED GROUP OF MULTILINGUAL TEACHERS AND PARA EDUCATORS.

I GET TO BRAG ON THEM NEXT,

[00:25:03]

IF YOU CAN. NEXT SLIDE, PLEASE.

WHEN WE HAD OUR TASK FORCE MEETING, IT REALLY DID TAKE A COURSE OF A YEAR.

WE REALLY WORKED HARD TO REALLY FOCUS ON STUDENT OUTCOMES, PROGRAMS THAT WILL SERVE OUR DISTRICT, AND THEN REALLY LOOKING AT WHAT'S BEST PRACTICE AND HOW DO WE SUPPORT NOT ONLY OUR MULTILINGUAL TEACHERS, BUT ALL TEACHERS WITHIN OUR DISTRICT THAT SUPPORT ALL OF OUR LEARNERS.

THE OUTCOMES OF THE WORK GROUP AND OF BARGAINING, THANKS TO OUR AMAZING HR DIRECTORS AS WELL, LUKE AND MICHELLE BACK THERE, IS WE HAVE SOME ADDITIONAL STAFFING AND I HAVE A CHART TO SHOW YOU, AND IT TIES DIRECTLY INTO WHAT MICHELLE SCOTT WAS JUST SAYING, ADDITIONAL SSIAS, ADDITIONAL WORK TIME FOR SSIAS.

WHEN I SAY SSIAS, IT'S THE INSTRUCTIONAL PAIR EDUCATORS.

WE HEAR SEAS WITH SPECIAL EDUCATION.

SSIAS ARE INSTRUCTIONAL FOR OUR READING PROGRAM AND ML, AND THEN DEPARTMENT CALIBRATION AND COLLABORATION.

NOW THAT WE'VE CREATED BUMPERS AND EXPECTATIONS ABOUT WHAT THIS PROGRAM IS GOING TO LOOK LIKE DISTRICT WIDE, WE'RE GOING TO BE ABLE TO LOOK AT DISTRICT WIDE DATA, HELP WITH DISTRICT WIDE PARAMETERS AND JUST SET SOME REALLY GREAT GUIDANCE FOR ALL TEACHERS AND EDUCATORS THAT SUPPORT MULTILINGUAL LEARNERS.

AGAIN, JUST A HUGE EMPHASIS ON THE STUDENT FOCUSED OUTCOMES.

THIS SLIDE, I'M PARTICULARLY PROUD OF BECAUSE AGAIN, I JUST PULLED SOME STAFFING REPORTS JUST IN THE PAST THREE YEARS.

AS I'VE OVERSEE THIS PROGRAM, COMING IN, WE HAD 13 PARA EDUCATORS SUPPORTING 18 SCHOOLS.

NOW WE'RE GOING TO BE WALKING INTO THE '24, '25 SCHOOL YEAR WITH 31.

OF THE 31, 16 OF THEM ARE MULTILINGUAL.

YOU JUST NEED TO TAKE A MOMENT TO SHARE JUST SOME OF THE MOST AMAZING STORIES.

WE WERE DOING INTERVIEWS FOR THIS PARA EDUCATOR POSITION, AND THEY'RE HIGHLY SOUGHT AFTER BECAUSE IT'S JUST SUCH A WONDERFUL POSITION TO HAVE.

I WAS SPEAKING WITH A GIRL FROM LAUREN AND SHE SAID, SHE IS FROM VENEZUELA.

HER FIRST WEEK AT LAUREN, SHE MET ANOTHER STUDENT AND THEY HAD A CONVERSATION IN SPANISH, BUT IT WAS A DIALECT FROM VENEZUELA, AND THE STUDENT AT THE EIGHTH GRADER STARTED CRYING BECAUSE SHE HAD SAID, I'VE NEVER BEEN SEEN, I'VE NEVER BEEN HEARD FROM SOMEONE THAT HAS COME FROM MY COUNTRY BEFORE.

SO TO ME IT WAS JUST THIS HEARTWARMING MOMENT WHERE WE'RE JUST REALLY MAKING SOME INTENTIONAL CONNECTIONS AROUND HIRING SOME AMAZING PEOPLE.

WE JUST HIRED THREE AMAZING TEACHERS AND OF ALL 18 ARE JUST PHENOMENAL EDUCATORS.

SIX OF THEM ARE MULTILINGUAL AS WELL.

BUT YOU CAN SEE, OVER THE PAST THREE YEARS, WE'VE ADDED 23 STAFF MEMBERS TO SUPPORT ALL 19 OF OUR SCHOOLS, SO THAT'S JUST A HUGE CELEBRATION.

NEXT, THE WAY THAT WE MEASURE SUCCESS IN TERMS OF STUDENT ACHIEVEMENT IS THROUGH READER, AND THIS IS ANOTHER ACRONYM.

BUT IT IS LIKE THE SVA FOR MULTILINGUAL LEARNERS.

IT'S THEIR STATE MANDATED EXAM.

WE FOCUS ON THERE'S FOUR DOMAINS, AND THEN ON THE RIGHT HAND SIDE, THEY ARE RATED LEVELS WITHIN THOSE FOUR DOMAINS.

AS A DEPARTMENT, WE'LL BE ABLE TO CALIBRATE AND COLLABORATE ON THOSE FOCUS AREAS TOGETHER AND BE ABLE TO PROVIDE AN EQUITABLE AND CONSISTENT MODEL BASED ON LEVEL AND BASED ON NEED.

REALLY FOCUSING ON STUDENT NEED AND REALLY CREATING THOSE CULTURES OF BELONGING SO THAT OUR STUDENTS ARE ALL FEELING WELCOME AND WE'RE WRAPPING AROUND ALL TEACHERS SO THAT THEY FEEL LIKE THEY HAVE SKILLS TO BE ABLE TO SERVE AND SUPPORT OUR STUDENTS AS WELL.

>> THIS IS THE FIRST YEAR YOU GUYS ARE GOING TO BE USING THIS?

>> THIS IS THE ONGOING STATE ASSESSMENT.

THIS IS YEAR 4 OF THIS.

IT USED TO BE CALLED LIKE THE LPA 21 WAS THE LPA.

NOW IT'S THE LEADERS.

>> IT'S JUST BEEN REBRANDED, BASICALLY?

>> YES. JUST LIKE THE SBA.

>> DO YOU HAVE ANY STATUS? THIS LIKE THE SHOW LIKE I HAVE IT. AHEAD. I'M SORRY.

>> NO, NO, I HAD IT BECAUSE I HAD A FEELING SOMEONE WOULD ASK.

I DIDN'T WANT TO POST THEM BECAUSE THEY'RE ALL PRELIMINARY AND THIS IS ALL PRE MODEL.

ALL THE SCHOOLS ARE ABOUT UNDER THE HIGHEST SCHOOL WE HAD WAS 27% WERE MASTERING ENGLISH LANGUAGE PROFICIENCY.

THAT'S THE HIGHEST AND THE LOWEST WAS ABOUT 0.05%.

NOW THAT I HAVE THIS BASELINE DATA, I'LL BE ABLE TO LOOK AT NOW THAT WE HAVE THIS MODEL IN PLACE.

[00:30:04]

NOW WE HAVE ALL OF THESE SUPPORTS IN PLACE.

NOW LET'S MEASURE THE GROWTH AND ACCURACY.

>> THAT'S EXACTLY WHERE I WAS GOING TO.

>> YES. I HAD A FEELING.

I JUST HAD A FEELING.

YES. I TAKE THEM BY SCHOOL, BY PROGRAM, BY LEVEL, ALL THE WAY DOWN TO STUDENT BECAUSE ALSO ON NEXT BOARD MEETING, YOU'LL SEE MY GRANT APPLICATION JUST UNDER THE CONSENT AGENDA BECAUSE THAT'S ONE OF THE PARAMETERS UNDER THE TRANSITIONAL BILINGUAL GRANT, IS THAT YOU'RE REPORTING ON THE AMOUNT OF STUDENTS THAT ARE ACHIEVING ENGLISH LANGUAGE PROFICIENCY.

>> THANK YOU.

>> YES. GREAT QUESTION. THIS NEXT ONE, TOO, IT'S JUST A CELEBRATION BECAUSE WHEN I THINK ABOUT THE AMOUNT OF COLLABORATION, THE AMOUNT OF WORK AND TRULY THE HEART OF OUR EDUCATORS THAT SERVE OUR STUDENTS.

THIS IS JUST SOME BRAGGING RIGHTS.

DAYBREAK PRIMARY WAS IDENTIFIED AS A SCHOOL, NEEDING SOME SUPPORT, SPECIFICALLY IN SUPPORTING OUR ENGLISH LANGUAGE LEARNERS OR MULTILINGUAL LEARNERS.

THEN BECAUSE OF SOME SUPPORTS THEY PUT IN PLACE, SPECIFICALLY THAT MORNING IMAGINE LEARNING LAB THAT MAYBE SOME OF YOU MIGHT HAVE SEEN IN A BOARD TOUR.

THEY PUT THAT IN PLACE FOR A YEAR, AND THEN THEY WERE RECOGNIZED AS ONE OF THE TOP PERFORMING SCHOOLS FOR CLOSING THE GAPS.

THEIR ACHIEVEMENT DATA HAS GROWN TREMENDOUSLY IN ONE YEAR BECAUSE OF THE EFFORTS THAT THEY'RE DOING.

AGAIN, SO IT'S JUST BRAGGING ON THE AMAZING EDUCATORS WE HAVE IN THE PROGRAM, AND THEN I HIGHLIGHTED TWO TEACHERS IN THERE, BUT ONE OF THE GINA DIAZ IS A MULTILINGUAL TEACHER AT PLEASANT VALLEY PRIMARY, AND SHE HAD APPLIED FOR THE EDISON FOUNDATION SCHOLARSHIP TO BUY PRIMARY BOOKS THAT WE HAD IN ENGLISH AND MULTILINGUAL VERSION SO THAT SHE CAN WORK WITH HER MULTILINGUAL STUDENTS WITH ENGLISH LANGUAGE PROFICIENCY.

THE NEXT SLIDE IS AGAIN, JUST ANOTHER CELEBRATORY HIGHLIGHT, AND I JUST TOOK THIS OFF OF ONE OF AMANDA'S AMAZING NEWSLETTERS OF JUST THE INTENTIONAL PIECES THAT WE'RE DOING FOR OUR STUDENTS TO CREATE THAT CULTURE OF BELONGING TO CELEBRATE MULTILINGUAL AS STRENGTH, AND JUST THE TREMENDOUS EFFORTS OF OUR STAFF AND OUR STUDENTS FOR JUST SHOWING UP EVERY DAY, AND SHOWING THEIR STRENGTHS AND TALENTS.

AGAIN, JUST A HUGE CELEBRATORY STUDENT OUTCOME OF THE BARGAINING AND THE TASKFORCE OF OUR MULTILINGUAL GROUP. I'M REALLY EXCITED.

I'D LOVE TO COME BACK AND SHARE ACHIEVEMENT DATA A YEAR FROM NOW TO REALLY TALK ABOUT ALL OF THE STAFFING IMPROVEMENTS AND WHAT WE'RE DOING FOR KIDS.

IF I CAN ANSWER ANY OTHER QUESTIONS.

>> THANK YOU FOR.

>> THANK YOU, LENNEL.

>> THANK YOU, LENNEL. IT'S GREAT TO GET AN UPDATE.

>> THANK YOU, SHELLY. I DON'T THINK WE HAVE ANYTHING FROM HR.

FINANCE WENT ALREADY, BUT DO YOU HAVE SOMETHING ELSE?

>> I JUST REALLY PICKED THAT.

>> THE BUSINESS DEPARTMENT HAS BEEN WORKING TIRELESSLY GETTING READY FOR A FOUR-HOUR TRAINING FOR OUR OFFICE SUPPORT SECRETARIES AND ASSISTANT SECRETARIES AND THE BUILDING DEPARTMENT ADMINISTRATIVE ASSISTANTS.

WE'RE GOING TO HAVE A FOUR-HOUR TRAINING TOMORROW.

WE HAVE ABOUT 50 ATTENDEES ATTENDING THAT, SO WE'RE EXCITED TO GET EVERYBODY TOGETHER AND SHARE SOME UPDATES WITH THEM. THAT'S ALL I HAVE.

>> THANK YOU. THAT BRINGS US TO KEVIN; ANYTHING?

>> YEAH, I'LL BE QUICK.

WE'RE CONTINUING OUR AUDITING OF OUR SCHOOLS FOR THE DISTRICT WIDE ESCO PROJECT.

A LITTLE BIT LATER, I'LL BE BRINGING UP THE NEW OPERATIONS BUILDING UNDER NEW BUSINESS.

CAPTAIN, WE WENT ON A LITTLE LARGE PROJECT THERE WHERE WE PUT IN NEW WALL MOUNTS FOR ALL THE TVS, SO 36 DIFFERENT ROOMS, REPAINTING, MOVING WHITEBOARD, CORK BOARDS, ETC.

MAPLE GROVE ROME LINK, WE GOT OUR STAGE WALL INSTALLED THERE LAST WEEK.

PLEASANT VALLEY, OUR THREE CLASSROOMS ARE COMING ALONG WELL.

I'M GOING TO SPEND A LITTLE OVERTIME THIS WEEK ON PAINTING TO PICK UP ANOTHER DAY.

WE'RE STILL CONFIDENT WE'LL MAKE IT.

>> THANK YOU. I ALSO WANTED TO MENTION AS PART OF KEVIN'S, NOT REALLY KEVIN'S DEPARTMENT.

IT'S MORE SCOTT'S DEPARTMENT, BUT KEVIN HELPS OVERSEE AND IT'S PART OF THE CAPITAL LEVY IS THAT SCOTT WAS ABLE TO BE WORKING ON NEW SECURITY CAMERAS.

WE HAVE OVER 100 NEW SECURITY CAMERAS WERE PLACED IN

[00:35:02]

DIFFERENT PARTS OF OUR BUILDINGS ACROSS THE ENTIRETY OF THE DISTRICT, AND HE'S EXPECTING AN ADDITIONAL 100 NEW SECURITY CAMERAS TO BE INSTALLED BETWEEN NOW AND CHRISTMAS AS WELL.

IT'S JUST HARD WHEN STUDENTS ARE IN SCHOOLS.

THOSE ARE NOT ADDITIONAL CAMERAS.

THOSE ARE REPLACING OLD AND NOT AS GOOD QUALITY CAMERAS.

BETTER RESOLUTION, BETTER RESPONSE, EASIER TO MONITOR THOSE TYPES OF THINGS.

THAT'S GOOD NEWS AS WELL. THEN LAST BUT NOT LEAST, AMANDA.

>> GOOD EVENING, BOARD. JUST A COUPLE OF QUICK THINGS TO SHARE WITH YOU.

YOU HAVE ON YOUR TABLE SOME BLANK NOTE CARDS, FEATURING STUDENT ARTWORK FROM THE RECENT DISTRICT ART SHOW, SO PLEASE TAKE THOSE WITH YOU TODAY.

WE'RE ROLLING OUT OUR NEW LOGO THAT YOU SAW AT THE LAST MEETING, AND THE COMMUNICATIONS TEAM IS ALSO VERY BUSY WITH BACK-TO-SCHOOL COMMUNICATION.

WE ARE ALSO PREPARING TO LAUNCH NEW DISTRICT AND SCHOOL WEBSITES AS WELL AS A NEW MASS COMMUNICATION PROGRAM.

SO WE'RE BUSY TRAINING STAFF TO ENSURE THAT THEY ARE EMPOWERED TO BE ABLE TO COMMUNICATE WITH THEIR FAMILIES AND STUDENTS.

I LOOK FORWARD TO BRINGING THAT TO YOU AT A FUTURE MEETING. THANKS.

>> [NOISE] THANK YOU. WELL, MOVING RIGHT ALONG HERE.

THAT BRINGS US TO CITIZENS' COMMENTS.

[7. Citizens' Comments]

JUST WANT TO READ OUR PROTOCOLS THAT THIS IS A MEETING OF THE BATTLE GROUND PUBLIC SCHOOL BOARD OF DIRECTORS, AND IT IS OPEN TO THE PUBLIC TO ATTEND.

FEW PRESENTATIONS, AND HERE, BOARD MEMBERS DISCUSS TOPICS DURING OPEN SESSIONS.

THE BOARD WELCOMES COMMENTS FROM CITIZENS DURING CITIZENS' COMMENTS AND ASKS THOSE WISHING TO ADDRESS THE BOARD TO SIGN IN ON THE SIGNING SHEET PROVIDED, WHICH IS LOCATED CLOSE TO THE ENTRANCE.

PLEASE FOLLOW THE PROCEDURES FOR CITIZENS' COMMENTS BY STATING YOUR NAME, LIMITING YOUR TIME TO THREE MINUTES, AND REFRAINING FROM DISCUSSING CONFIDENTIAL MATTERS.

THE BOARD REQUIRES THAT ALL COMMENTS SPOKEN AT THE MEETING BE APPROPRIATE FOR A FAMILY AUDIENCE.

COMMENTS INAPPROPRIATE FOR A FAMILY AUDIENCE CAN BE SUBMITTED IN WRITING.

BOARD MEMBERS DO NOT NORMALLY RESPOND TO QUESTIONS OR PETITIONS DURING CITIZENS' COMMENTS.

THEY WILL LISTEN AND GIVE DIRECTION TO THE ADMINISTRATIVE TEAM IF ACTION IS DEEMED NECESSARY.

THANK YOU FOR BEING HERE AND BEING WILLING TO COMMENT.

FIRST UP, WE HAVE WINNIE.

[NOISE] WINNIE, IF YOU COULD GIVE THEM.

>> I WILL GIVE IT TO THEM BUT I WANT THESE TWO LADIES TO HAVE IT.

>> WELL, SHE CAN GIVE IT TO THEM. IT'S OKAY

>> SHE CAN GIVE IT TO THEM?

>> SHE CAN.

>> MAKE SURE THAT THEY GET IT. YOU CAN HAVE ONE TOO.

>> MY NAME IS WINNIE GERISCH, AND I'M HERE TONIGHT BECAUSE I WENT TO THE BATTLE GROUND CITY COUNCIL ON MONDAY, AND WE TALKED ABOUT FLUORIDATION.

I WOULD LIKE THESE TWO YOUNG LADIES.

MAYBE NEXT MONDAY, YOU CAN SHOW UP AT THE BATTLE GROUND CITY COUNCIL, STUDY WHAT I GAVE YOU, AND YOU'D WANT THAT FLUORIDE STOP TOO BECAUSE IT LOWERS CHILDREN'S IQS.

IT CAUSES CANCER AND IT CAUSES DEBILITATING DISEASES THAT ARE HORRENDOUS, AND ALZHEIMER'S, AND WE CAN GET IT STOPPED BECAUSE THEY PASSED THE LAW LAST YEAR, AND INSLEE SIGNED IT THAT YOU CAN EITHER ADD FLUORIDE OR TAKE IT OUT, YOU GET 90 DAYS TO TELL THE PUBLIC.

THE MAIN THING IS, IF YOU STUDY THIS AND YOU GET AN ACTION TAKEN, WE CAN GET IT STOPPED IN YOUR DRINKING WATER.

BUT MOST OF ALL, THE SCHOOL BOARD NEEDS TO ADD FILTERS ON ALL THE WATER THINGS.

YOUR KITCHEN, THE WATER FOUNTAINS, WHERE YOU SHOULD BE GIVING PEOPLE BOTTLED WATER.

THIS WATER IS POISONED.

FLUOSILICIC ACID AND SODIUM FLUORIDE ARE PHOSPHATE FERTILIZER WASTE PRODUCTS OR FROM THE STEEL INDUSTRY, AND WE BUY OUR STUFF FROM CHINA AND SODIUM FLUORIDE IS THE ACTIVE INGREDIENT IN RAT POISONING.

IT'S ACTUALLY GOT A SKULL AND CROSSBONE ON THE BAG.

THIS IS TIME THAT IT GETS STOPPED.

THIS THING THAT I JUST GAVE YOU IS ON PUBLIC RECORD AT THE BATTLE GROUND CITY COUNCIL, AND IT SAYS WHY THE US ENVIRONMENTAL PROTECTION AGENCY SCIENTISTS OPPOSE ARTIFICIAL WATER FLUORIDATION.

THIS IS THE EPA UNION.

THERE'S 1,500 PEOPLE THAT ARE SCIENTISTS AND LAWYERS AND ENGINEERS.

THEY ALL WANT IT STOPPED.

AND THIS IS WHAT THAT LAWSUIT WAS IN SAN FRANCISCO THAT THE BIDEN ADMINISTRATION STOPPED.

THEY PROVE THAT THIS STUFF IS POISON.

AND LIKE I SAID, THERE'RE 78 BRAIN DAMAGE STUDIES DONE ALONE.

WE NEED TO SAVE OUR CHILDREN.

AND IF OUR CHILDREN IN HIGH SCHOOL WOULD GET INVOLVED WITH THIS, THIS IS WHAT I DID WHEN I WAS IN HIGH SCHOOL.

WE PROTESTED THE CLEAN WATER, THE CLEAN AIR, OR ANYTHING.

WE PROTESTED IT.

THIS IS SOMETHING THAT THESE TEACHERS REALLY VALUED THESE CHILDREN.

[00:40:01]

THEY WOULDN'T WANT THEM POISONED, AND ESPECIALLY WHEN IT INCREASES CANCER DEATH RATES.

YOU NEED NEW WATER FILTERS ON THIS SCHOOL.

THIS IS AN OLD SCHOOL.

IT LOOKS LIKE WHAT I USED TO GO TO AND I'M 68.

THE MAIN THING IS THE WATER PIPES NEED TO BE REPLACED AND THE CITY IS NOT DOING THAT EITHER.

THEY ONLY DO IT WHEN THE PIPES BREAK.

WHEN THEY ADD THESE CERTAIN POISONS LIKE CHLORAMINE AND CHLORINE AND FLUORIDE.

ALL THESE DIFFERENT THINGS THAT THEY ADD IN THE WATER ARE VERY CORROSIVE, AND WHEN THINGS ARE OLD IT LEACHES LEAD.

LEAD POISONING IS ONE OF THE OTHER SEVERE THINGS THAT COMES THROUGH THE WATER.

IN THE BAY AREA, I RAN FOR SCHOOL BOARD IN HAYWARD, CALIFORNIA, PLUS THE FACT I GOT THEM TO PUT WATER FILTERS ON THE SCHOOLS, BUT I HAD TO PROVE THAT THE LEAD WAS LEACHING, AND BELIEVE ME.

THEY ENDED UP DOING IT.

IT'S IMPORTANT THAT I WANT THE KIDS TO HAVE CLEAN WATER.

THIS IS A HEALTH ISSUE.

SECONDLY, TWO IS THAT I'M PUTTING THIS ON PUBLIC RECORD TWO ABOUT MASK.

THE MASK WHEN PEOPLE WEAR IT, ESPECIALLY FOR LONG PERIODS, WE ALWAYS SEE THE LGBTQ PEOPLE WEARING MASKS.

IT ACTUALLY CAUSES PERMANENT BRAIN DAMAGE.

I'M PUTTING THIS ON PUBLIC RECORD.

I GAVE IT TO THEM BECAUSE I WANT THEM TO BREATHE THE AIR LIKE EVERYBODY ELSE.

IT'S VERY IMPORTANT THAT THEY KNOW THIS BECAUSE THIS IS SOMETHING THIS IS ANOTHER HEALTH ISSUE.

>> YOUR TIME IS UP.

>> THANK YOU.

>> THANK YOU. JESSE MCCARTY.

>> HELLO, BOARD. MY NAME IS JESSE MCCARTY.

I WANT TO THANK YOU FOR YOUR ATTENTION TONIGHT.

EVERYONE IS MADE IN THE IMAGE OF GOD, MALE AND FEMALE. HE CREATED THEM.

AS IMAGE BEARERS OF GOD, EVERY SINGLE PERSON IS VALUABLE AND WORTHY OF RESPECT.

WE ALL HAVE AN OBLIGATION TO LOVE OUR NEIGHBORS.

YOU BOARD, HAVE AN ADDITIONAL OBLIGATION.

YOU HAVE AN OBLIGATION TO EXERCISE A SPECIAL AUTHORITY OVER CHILDREN, THE LIKES OF WHICH THE KING OF KINGS SAID THE KINGDOM OF GOD BELONGS TO.

YOU HAVE BEEN GIVEN THE AUTHORITY THAT YOU HAVE SO THAT YOU CAN SERVE AND BLESS THOSE WHOM YOU HAVE AUTHORITY OVER.

YOUR OBLIGATION IS TO USE YOUR AUTHORITY TO BLESS CHILDREN'S ENDEAVOR IN LEARNING HOW TO READ, WRITE, SPEAK, AND THINK EFFECTIVELY.

THERE'S A SENSE IN WHICH YOU HAVE FULFILLED YOUR OBLIGATIONS WELL.

LAST YEAR, YOU WERE RECOGNIZED AS A BOARD OF DISTINCTION BY THE WASHINGTON STATE SCHOOL BOARD ASSOCIATION.

YOU ARE THE ONLY BOARD IN CLARK COUNTY TO RECEIVE THIS RECOGNITION.

UNFORTUNATELY, THERE'S A SENSE IN WHICH YOU HAVE FAILED AT FULFILLING YOUR OBLIGATIONS.

YOU ARE OBLIGATED TO PROVIDE A SAFE AND SECURE ENVIRONMENT FOR ALL STUDENTS YOU HAVE AUTHORITY OVER.

IT HAS COME TO MY ATTENTION THAT THERE ARE MALES WHO USE FEMALE RESTROOMS AND LOCKER ROOMS IN THE BATTLE GROUND SCHOOL DISTRICT.

I HAVE CONFIRMATION OF AT LEAST FOUR DIFFERENT INSTANCES WHERE THIS OCCURRED.

PROCEDURAL CODE 3210P.

STUDENTS ARE ALLOWED TO USE RESTROOMS AND LOCKER ROOMS THAT CORRESPOND TO THE GENDER IDENTITY THEY ASSERT AT SCHOOL.

BUT THAT'S JUST IT, ISN'T IT? WHY IS IT THAT CHILDREN ARE ALLOWED TO ASSERT THEIR DEEPLY HELD BELIEFS AT BATTLE GROUND SCHOOLS EVEN WHEN THE OUTWARD MANIFESTATION OF THOSE BELIEFS CREATE AN ENVIRONMENT WHERE SEXUAL ASSAULT CAN TRANSPIRE? SECTION 3000 CODE 3205, THE TERM SEXUAL HARASSMENT MAY INCLUDE UNWELCOME SEXUAL OR GENDER-DIRECTED CONDUCT OR COMMUNICATION THAT INTERFERES WITH AN INDIVIDUAL'S EDUCATIONAL PERFORMANCE OR CREATES AN INTIMIDATING HOSTILE OR OFFENSIVE ENVIRONMENT.

SHOULD THE MERE PRESENCE OF A MALE REPRODUCTIVE ORGAN ATTACHED TO A HUMAN IN THE FEMALE BATHROOM OR LOCKER ROOM BE CONSIDERED COMMUNICATION? IT IS NOT VERBAL COMMUNICATION RATHER IS INESCAPABLY NON-VERBAL COMMUNICATION IN THE FORM OF MERE PRESENCE.

PRESENCE IS UNDOUBTEDLY COMMUNICATION THAT IS WHY WE ALL SLOW DOWN AND CHECK OUR SPEEDOMETER, WHEN THERE IS A POLICE OFFICER BEHIND US, THEIR PRESENCE IS OBVIOUS, AND THEIR LIGHTS AND SIRENS AND BRUSH GUARD COMMUNICATE THEIR ABILITY TO PROTECT AND SERVE.

MALES IN FEMALE RESTROOMS AND LOCKER ROOMS IS ALSO CLEARLY NON-VERBAL COMMUNICATION BY YOU BOARD.

YOU ARE COMMUNICATING THAT A MALE CHILD'S DESIRE TO ASSERT HIS GENDER IDENTITY IS MORE IMPORTANT AND TAKES PRECEDENCE OVER A FEMALE'S PHYSICAL SAFETY IN HER OWN BATHROOM.

TRUE BELIEF WILL ALWAYS AFFECT THE WAY A PERSON LIVES.

I HAVE NO DOUBT THAT MANY MALES WHO IDENTIFY AS FEMALES TRULY BELIEVE THEY ARE SUCH, YET THEIR BELIEF IS CONTRADICTORY TO REALITY.

REALITY IS WHAT COMPORTS WITH THE WORD OF GOD.

NOTHING MORE, NOTHING LESS.

THE ISSUE IS THAT THESE MALES CREATE A SITUATION WHERE FEMALES CAN AND DO FEEL INTIMIDATED.

>> JESSE, PLEASE WRAP UP YOU'RE OUT OF TIME. YOU CAN FINISH YOUR SENTENCE.

>> HOW WELL DO YOU THINK YOU HAVE ACCOMPLISHED FULFILLING YOUR OBLIGATIONS? IS THE QUESTION.

THE MESSAGE IS CLEAR TO THE GIRLS, THEIR PHYSICAL SAFETY IS INFERIOR TO THE HIERARCHY OF PROVISIONS GRANTED BY

[00:45:04]

THOSE IN AUTHORITY TO THE TEEN BOYS WHO DESIRE TO EXPRESS THEIR GENDER IDENTITY.

I EXHORT YOU BOARD TO FULFILL YOUR OBLIGATIONS, PROTECTING ALL STUDENTS THAT YOU HAVE BEEN GIVEN AUTHORITY OVER.

EVERY SOUL WILL STAND BEFORE GOD ONE DAY.

EVERY SOUL WILL BE ACCOUNTED FOR EITHER PAID FOR BY THE LORD JESUS CHRIST IN HIS DEATH.

>> JESSE, I NEEDED YOU TO FINISH YOUR SENTENCE.

>> OR ACCREDITED TO THE ACCOUNT OF THOSE WHO REJECT THE FREE GIFT OF SALVATION PAID FOR ETERNITY WITH WEEPING AND GNASHING OF TEETH.

>> THANK YOU.

>> IT'S A VERY LONG SENTENCE.

>> I KNOW. THANK YOU.

[LAUGHTER]

>> NEXT UP, WE HAVE RACHEL RIDGEWAY.

>> YEAH. I'M 62.

[LAUGHTER] HELLO.

MY NAME IS RACHEL RIDGEWAY, AND THANK YOU FOR ALLOWING ME TO SPEAK.

AS A MOTHER, AUNT, AND TAXPAYER TO THE BATTLE GROUND SCHOOL DISTRICT, I'M DEEPLY CONCERNED ABOUT PROCEDURES THAT ARE IN PLACE, SPECIFICALLY, PROCEDURE 3122.

THIS PROCEDURE STATES AN EXCUSED ABSENCE SHALL BE VERIFIED BY THE PARENT AND GUARDIAN, ADULT, EMANCIPATED, OR APPROPRIATELY AGED STUDENT, STUDENTS HEALTHCARE PROFESSIONAL, OR SCHOOL AUTHORITY RESPONSIBLE FOR THE ABSENCE.

IF A STUDENT IS TO BE RELEASED FOR HEALTHCARE RELATED TO FAMILY PLANNING OR ABORTION, THE STUDENT MAY REQUIRE THAT THE DISTRICT KEEP THE INFORMATION CONFIDENTIAL.

STUDENTS 13 AND OLDER HAVE THE RIGHT TO KEEP INFORMATION ABOUT DRUG, ALCOHOL, OR MENTAL HEALTH TREATMENT CONFIDENTIAL.

STUDENTS 14 AND OLDER HAVE THE SAME CONFIDENTIALITY RIGHTS REGARDING HIV AND SEXUALLY TRANSMITTED DISEASES.

ADULT STUDENTS, THOSE OVER 18, AND EMANCIPATED STUDENTS, THOSE OVER 16, WHO HAVE BEEN EMANCIPATED BY COURT ACTION, SHALL NOTIFY THE SCHOOL OFFICE FOR THEIR ABSENCES WITH A SIGNED NOTE OF EXPLANATION.

STUDENTS 14 YEARS OR OLDER WHO ARE ABSENT FROM SCHOOL DUE TO TESTING OR TREATMENT FOR SEXUALLY TRANSMITTED DISEASE SHALL NOTIFY THE SCHOOL OF THEIR ABSENCE WITH A SIGNED NOTE OF EXPLANATION, WHICH WILL BE KEPT CONFIDENTIAL.

STUDENTS 13 YEARS OLD AND OLDER MAY DO THE SAME FOR MENTAL HEALTH, DRUG, OR ALCOHOL TREATMENT, AND ALL STUDENTS HAVE THAT RIGHT FOR FAMILY PLANNING AND ABORTION.

THIS PROCEDURE IS COMPLETELY AGAINST THE AUTHORITY THAT THE BIBLE HAS GIVEN TO PARENTS.

PARENTS ARE CALLED TO LOVE, CARE, PROVIDE, AND PROTECT THEIR CHILDREN.

HOW CAN THEY EXERCISE THESE RESPONSIBILITIES IF THEY ARE NOT NOTIFIED OF THEIR CHILDREN'S ABSENCES? HOW CAN THEY ASSIST THEIR CHILDREN THROUGH DIFFICULT TRIALS, IF THEY ARE NOT EVEN AWARE OF THEM? OVERSTEPPING GOD-GIVEN PARENTAL AUTHORITY IS EXACTLY WHAT THIS PROCEDURE ACCOMPLISHES.

PARENTS HAVE THE AUTHORITY TO KNOW WHERE THEIR CHILDREN ARE.

THE SCHOOL HAS NO RIGHT TO CONCEAL THIS FROM THEM.

GOD HAS COMMANDED PARENTS, NOT THE SCHOOL DISTRICT TO CARE FOR THEIR CHILDREN.

NO CHILD IN THEIR TEEN YEARS HAS THE CAPACITY TO MAKE THE LIFE-ALTERING DECISIONS SUCH AS HAVING AN ABORTION.

TEACHING THEM, GUIDING THEM, SUPPORTING THEM THROUGH THESE TRIALS IS THE PARENTS' GOD-GIVEN RESPONSIBILITY.

YOU SAID AT THE LAST SCHOOL DISTRICT MEETING THAT YOU SUPPORT PARENTAL RIGHTS.

IF THIS IS TRUE, THEN YOU SHOULD BE WORKING OVERTIME TO HAVE PROCEDURES LIKE THESE REMOVED.

REALIZE THAT ANY AUTHORITY YOU HAVE OVER CHILDREN HAS BEEN DELEGATED BY THE PARENTS, WHICH IS THEIRS BECAUSE GOD HAS GIVEN IT TO THEM.

START DOING THE TASK GOD HAS GIVEN YOU, SUPPORTING PARENTS IN THEIR ROLES AS THE AUTHORITY OVER THEIR CHILDREN. THANK YOU.

>> THANK YOU. EUNICE INGERMANSON? [NOISE]

>> BEFORE YOU START, EUNICE, DO WE NEED TO WAIT TO HAVE THE SPEAKER START BEFORE FOR YOU GUYS TO GET THE TIMER UP? I WANT TO MAKE SURE THAT EVERYBODY CAN SEE IT.

>> I WILL DO IT RIGHT WHEN SHE STARTS.

>> WHEN SHE START, PERFECT. THANK YOU. GO AHEAD WHEN YOU'RE READY.

>> GOOD EVENING. IMPORTANT. MISS EUNICE [INAUDIBLE].

I'M A RESIDENT OF BATTLE GROUND SCHOOL DISTRICT.

THE 2023 HEALTHY YOUTH SURVEY SHOWS THAT OVER 37% OF OUR STUDENTS HAVE SOME CONDITIONS, MENTAL HEALTH CONDITIONS, AND DEVELOPMENTAL INTELLECTUAL LEARNING SENSORY OR MOBILITY DISABILITIES.

AS I HAVE ALREADY BEEN POINTING OUT, OVER 20% OF OUR YOUTH IDENTIFY AS LGBTQ AND CLOSE TO AND 40% ARE SEXUALLY INITIATED BEFORE GRADUATION.

THESE STUDENTS NEED TO READ BOOKS IN OUR SCHOOL LIBRARIES THAT REFLECT THE THEIR FACES, THEIR BODIES, THEIR SITUATIONS, THEIR CHALLENGES, THEIR TRIUMPHS AND JOYS.

[00:50:03]

THEY NEED TO SEE PEOPLE NAVIGATING ISSUES THAT THEY DO OR WILL FACE AND FIND SOLUTIONS FOR THRIVING.

THEN THERE ARE THE 10%, THANKS THAT OUT.

THAT ARE TRANSPLANTED FROM ANOTHER COUNTRY WITH DIFFERENT LANGUAGES, CULTURES, RELIGIONS, AND SITUATIONS.

I WAS A TRANSPLANT IN MY JUNIOR YEAR IN HIGH SCHOOL.

I DON'T THINK THERE WERE EVEN THOUGHTS IN MY LITTLE SCHOOL ABOUT STOCKING THE LIBRARY WITH EVEN A FEW KOREAN BOOKS.

IN FACT, IT WAS DECADE LATER THAT I STUMBLED UPON A VERY FEW BOOKS WRITTEN IN KOREAN IN THE PUBLIC LIBRARY HERE AT BATTLE GROUND.

YOU WON'T BELIEVE HOW HAPPY AND GLAD I WAS TO READ THEM.

IT WAS LIKE HAVING A FEW COMPATRIOTS IN MY NEIGHBORHOOD.

IF WE'RE GOING TO TALK ABOUT LIBRARY BOOKS, THESE ARE THE CONCERNS THAT I HAVE FOR PROACTIVE BOOK PURCHASES FOR THE NEEDS OF THE STUDENTS THAT I HAVE MENTIONED.

YOU HAVE BEEN MADE UNCOMFORTABLE BY SOME BOOKS, READING PASSAGES PULLED OUT FOR SHOCK VALUE.

THERE ARE MANY QING WORTHY PASSAGES EVEN IN THE BIBLE, BUT I READ AND STUDY THE BIBLE OFTEN FOR THE OVERALL VALUE IT HOLDS FOR ME.

I TRUST THE JUDGMENT OF THE SCHOOL LIBRARIES TO JUDGE OVERALL VALUES OF BOOKS THAT THEY BRING TO THE LIBRARY.

WHAT I'M ASKING IS THAT FOR YOU NOT TO FOCUS ON THE MORAL SCRUPLES OF A FEW WHO HAVE THE FREEDOM TO RESTRICT WHAT THEIR OWN CHILDREN CAN READ, BUT WANT TO TAKE AWAY THE FREEDOM FROM EVERYBODY TO CHOOSE WHAT THEY READ.

I THINK IN A NUTSHELL, YOU SHOULD ASK WHO IS UNDERSERVED RATHER THAN WHO IS ANGRY TO HELP EVERYBODY BE SAFE AND THRIVE. THANK YOU.

>> THANK YOU. JENNIFER HINE WITH YOU.

>> GOOD EVENING.

>> GOOD EVENING.

>> A FEW WEEKS AGO, I MET WITH SHELLY AND DENNY AND WE HAD, WHAT I THINK WAS A REALLY PRODUCTIVE MEETING, AND WE TALKED ABOUT THE LIBRARY POLICY AND SOME OF THE THINGS THAT ARE BEING DONE IN OTHER DISTRICTS, AND THERE ARE A FEW THINGS THAT REALLY STICK OUT THAT I THINK ARE BENEFICIAL AND SHOULD BE CONSIDERED.

THE FIRST THING IS, THERE ARE SOME DISTRICTS THAT HAVE EXPANDED THE SIZE OF THEIR INSTRUCTIONAL MATERIALS COMMITTEE TO INCLUDE MORE PARENTS AND STUDENT REPRESENTATIVES.

WE BOTH THOUGHT THE IDEA OF HAVING SOME MORE PARENTS ON THAT COMMITTEE AND A COUPLE OF SENIORS ON THE COMMITTEE WOULD BE A GOOD IDEA.

THE SECOND THING THAT WE TALKED ABOUT IS THERE ARE DISTRICTS THAT UTILIZE DIFFERENT REVIEW TOOLS, AND THE SPECIFIC ONE IS A WEBSITE CALLED COMMONSENSE MEDIA.

THE REALLY NEAT THING ABOUT THIS REVIEW SITE IS, YOU CAN PUT IN PARAMETERS SUCH AS AGE, SUBJECT MATTER, AND DIFFERENT PARAMETERS, SUCH AS VIOLENCE OR SEXUAL CONTENT OR THINGS LIKE THIS.

IT WILL GIVE BOOKS THAT ARE APPROPRIATE FOR THOSE AGE CATEGORIES.

COMMONSENSE MEDIA IS ALREADY BEING USED BY OTHER SCHOOL DISTRICTS, I THINK IT'S A REALLY GOOD TOOL THAT THE DISTRICT SHOULD LOOK AT AND CONSIDER.

BUT I ALSO MENTIONED TO DENNY ALONG WITH THAT.

I WOULD REALLY LIKE THE DISTRICT TO ALSO PUT IN BOOK LOOKS, SIMPLY BECAUSE IT'S JUST ANOTHER TOOL.

IT HAS INFORMATION THAT COMMONSENSE MEDIA DOESN'T.

I THINK WE WOULD ALL AGREE THAT MORE INFORMATION FOR LIBRARIANS FOR PICKING MATERIAL IS A GOOD THING.

THERE'S NOTHING WRONG WITH HAVING MORE INFORMATION.

THE THIRD THING THAT WE TALKED ABOUT AND THIS MAY BE A LITTLE BIT OUT THERE, BUT IT MIGHT BE TIME THAT WE RE IMAGINE THE LIBRARY SPACE AS WE LEARNED LAST MEETING LAST YEAR, IN BOTH HIGH SCHOOL LIBRARIES, ONLY AROUND 2,500 BOOKS WERE CHECKED OUT.

IT'S NOT MANY. MAYBE WE COULD USE THIS SPACE DIFFERENTLY.

[00:55:01]

I IMAGINE THE SPACE BEING INTERNET CAFE TYPE SPACE, WHERE THERE ARE COUCHES AND COMFORTABLE TABLES, MAYBE COMFORTABLE SEATS, LOW TABLES WITH CUSHIONS AROUND THEM, WHERE GROUPS OF STUDENTS CAN SIT AROUND AND WORK ON PROJECTS TOGETHER, CUBBIES WHERE STUDENTS CAN HAVE PRIVATE STUDY TIME.

THE WHOLE SPACE IS BEING A AND VOLUNTEERS WHO ARE GOING A AND HELPING STUDENTS AND TUTORING AND ALSO SETTING UP A COLLABORATION WITH VANCOUVER PUBLIC LIBRARIES TO ORDER BOOKS FROM THE LIBRARY AND GET THEM SENT OVER, SO. THOSE ARE MY IDEAS.

>> THANK YOU FOR SHARING.

>> THANK YOU.

>> JOEY DURAN.

>> THANK YOU, BOARD. MY NAME IS JOEY DURAN.

I'M A FATHER, AND I LIVE HERE IN THE BATTLE GROUND SCHOOL DISTRICT.

ONE OF THE THINGS THAT I LOVE ABOUT COMING TO THESE MEETINGS IS THAT WE BEGIN WITH THE PLEDGE OF ALLEGIANCE.

I LOVE THAT WE STILL DO THAT.

I'D LIKE TO DRAW OUR ATTENTION TO ONE OF THE THINGS THAT WE ALL PLEDGE, ONE NATION UNDER GOD.

WHEN WE THINK ABOUT THAT, WHAT WE'RE DOING IS WE'RE REFLECTING THE AUTHORITY ABOVE US.

AS EVEN ROMANS 13 SAYS, "THERE IS NO AUTHORITY EXCEPT FROM GOD, AND THOSE WHICH EXIST HAVE BEEN APPOINTED BY GOD." ALL AUTHORITY COMES FROM GOD.

IF YOU KEEP READING, YOU FIND OUT THAT WE'RE GIVEN AUTHORITY IN DIFFERENT SPHERES FOR GOOD AS GOD DEFINES AND THAT EVERY PERSON THAT HAS THAT AUTHORITY IS CALLED A SERVANT OF GOD OR A DEACON OF GOD.

IF YOU CONTINUE TO READ, YOU FIND THAT THERE'S DIFFERENT SPHERES OF AUTHORITY, STARTING WITH SELF GOVERNMENT, WE'RE TO GOVERN OURSELVES.

FAMILY GOVERNMENT, THE PARENTS ARE THE HEAD OF THE FAMILY.

STATE GOVERNMENT WHERE YOU HAVE DIFFERENT MAGISTRATES AND DIFFERENT LEVELS AND THEN CHURCH GOVERNMENT.

I BELIEVE FIRMLY IN THE SEPARATION OF CHURCH AND STATE, BUT NOT SILENCING INDIVIDUALS AND DISCRIMINATING AGAINST INDIVIDUALS IN THOSE AREAS.

THE OTHER THING WE FIND IS THAT SCHOOLING FALLS UNDER THE SPHERE OF THE FAMILY, NOT THE STATE.

ANOTHER ASPECT THAT I LOVE FROM WHAT WE SAY TOGETHER IS INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL.

AS YOU KNOW, THE SO CALLED FAR LEFT, ALSO KNOWN AS COMMUNISM, HAS BEEN EXPLICITLY AFTER OUR CHILDREN AND OUR SOCIETY.

I GIVE YOU JUST A FEW OF THEIR GOALS FROM THE 1950S.

GOAL 17, GET CONTROL OF THE SCHOOLS, USE THE MISS TRANSMISSION BELTS FOR SOCIALISM, AND [NOISE] COMMUNIST PROPAGANDA, SOFTEN THE CURRICULUM.

GET CONTROL OF THE TEACHERS ASSOCIATIONS, PUT THE CURRENT POLITICAL IDEAS AND POLICIES IN THE CHILDREN'S TEXTBOOKS.

GAL 19, THE STUDENT RIOTS TO FOMENT PUBLIC PROTESTS AGAINST PROGRAMS AND ORGANIZATIONS WHICH ARE UNDER COMMUNIST ATTACK.

GOAL 25, BREAK DOWN THE CULTURAL STANDARDS OF MORALITY BY PROMOTING PORNOGRAPHY AND BOOKS, MAGAZINES, MOTION PICTURES, AND TV.

GOAL 28, ELIMINATE PRAYER AND SCHOOLS ON THE GROUNDS THAT IT VIOLATES THE PRINCIPLE OF SEPARATION CHURCH AND STATE.

GOAL 29 DISCREDIT THE AMERICAN CONSTITUTION BY CALLING IT INADEQUATE, OLD FASHIONED, OUT OF STEP WITH MODERN NEEDS, A HINDRANCE TO COOPERATION BETWEEN NATIONS ON A WORLDWIDE SCALE, AND THESE GO ON AND ON AND ON, AND THIS WAS FROM THE 1950S.

I THINK IF WE LOOK AT THE STATE OF OUR NATION AS IT IS NOW, THEY HAVE BEEN VERY SUCCESSFUL AND THEY HAVE BEEN VERY DILIGENT.

WE AS CITIZENS OF THIS SCHOOL DISTRICT HAVE SOME CONCERNS THAT THIS BOARD IS NOT STANDING AS FIRMLY AS IT OUGHT TO WITH RESPECT TO THE IMMORALITY BEING HANDED DOWN EVEN FROM STATE AND FEDERAL LEVELS.

AS WE'VE NOTED BEFORE, AND AS WE ALL KNOW, THE NUREMBERG TRIALS WERE A REALLY BIG EYE OPENER FOR ALL OF US THAT WHEN THE DUST SETTLES, GOD'S STANDARDS OF RIGHT AND WRONG ALWAYS COME TO LIGHT, AND THEY ALWAYS TRIUMPH.

OUR PRAYER AND OUR HOPE IS THAT YOU WILL HAVE THE INTEGRITY TO EXERCISE YOUR DELEGATED AUTHORITY ACCORDING TO THE GOD WHO DELEGATED IT TO YOU. THANK YOU.

>> THANK YOU. CARL MILLER.

>> GOOD EVENING AND THANK YOU. MY NAME IS CARL MILLER.

I HAVE LIVED IN BATTLE GROUND SCHOOL DISTRICT FOR NEARLY 12 YEARS NOW.

I HEARD ABOUT THE FIRST TWO MEETINGS WHERE THE TOPIC OF PORNOGRAPHIC MATERIALS IN THE LIBRARIES WAS COVERED.

THE DEFINITION OF PORNOGRAPHY SEEMED TO BE QUITE A STICKING POINT.

HOWEVER, I BELIEVE YOU ANSWERED YOUR OWN QUESTION WITHOUT REALIZING IT.

IN THE SECOND MEETING, IT WAS RECOMMENDED THAT THE PUBLIC COMMENT BE FAMILY FRIENDLY.

[01:00:03]

I'D LIKE YOU TO ASK YOURSELF IF YOU WANT THE SCHOOL FACILITIES OF BATTLE GROUND SCHOOL DISTRICT TO BE FAMILY FRIENDLY.

YOU IDENTIFIED THAT THE PORNOGRAPHIC MATERIALS IN QUESTION WERE NOT FAMILY FRIENDLY, SINCE YOU INSTRUCTED THEM NOT TO BE READ IN PUBLIC COMMENT.

BY THE SAME LOGIC, THESE MATERIALS SHOULD NOT BE IN THE LIBRARY.

ON TOP OF THIS BLATANT HYPOCRISY FROM YOUR OWN MOUTHS, YOU PURPOSELY DISREGARD THE OBJECTIVE MORAL STANDARD.

YOU DO NOT SEE FIT TO ACKNOWLEDGE GOD, AND SO GOD HAS GIVEN YOU OVER TO AN UNFIT MIND.

YOU KNOW THE RIGHTEOUS REQUIREMENT OF GOD AND THAT THIS MATERIAL IS IMMORAL AND EVIL, YET YOU GIVE APPROVAL TO THOSE WHO WISH TO INDULGE THEIR MINDS IN ITS CONTENT.

YOU SHRINK BACK FROM DECLARING THE TRUTH, BECAUSE OF COWARDICE AND INSTEAD PERFORM AN IDIOTIC SERIES OF MENTAL GYMNASTICS IN ORDER TO JUSTIFY YOUR OWN ACTIONS.

THEREFORE, YOU ARE WITHOUT EXCUSE, BOTH AS INDIVIDUALS AND AS THE LEADERS OF THIS SCHOOL DISTRICT.

I SUGGEST YOU TAKE A LOOK BEHIND ME AT THE PEOPLE GATHERED TODAY FOR THIS MEETING AND REALIZE THAT THESE ARE THE PEOPLE WHO VOTED TO GIVE YOU THE SEAT OF AUTHORITY YOU NOW POSSESS.

YOU ARE NOT FREE TO DO WHAT YOU WISH.

YOUR ACTIONS IN THIS COUNCIL ARE BOUND BY THE VOTE OF THE PEOPLE AND WILL DETERMINE OUR SUPPORT OF YOU ON THIS COUNCIL IN THE FUTURE.

THESE BOOKS ARE EVIL, LICENTIOUS, SINFUL, AND DEPRAVED, AND YOU HAVE A DUTY BEFORE GOD TO REMOVE THEM FROM THE LIBRARY. THANK YOU.

>> THANK YOU. DORIE MILLER.

>> GOOD EVENING, BOARD. THANK YOU FOR THE OPPORTUNITY TO SPEAK WITH YOU THIS EVENING.

MY NAME IS DORIE MILLER, I WOULD LIKE TO HAVE TWO CALLS TO ACTION FOR YOU ON TWO TOPICS.

I WOULD LIKE TO COMMENT FIRST ON THE ADDITION TO THE RULES FOR THE CITIZENS COMMENTS THAT WAS PUT FORTH BY MADAM PRESIDENT AT THE BOARD MEETING ON JULY 22ND.

I FOUND IT NOTEWORTHY THAT THE BOARD HAD A BRIEF, BUT HEATED DEBATE WHERE IT WAS ESTABLISHED THAT THEY COULD NOT AGREE ON A DEFINITION FOR PORNOGRAPHY.

YET WHEN MADAM PRESIDENT PUT FORTH THE ADDITION TO THE RULES FOR THE CITIZENS COMMENTS THAT THEY WERE TO BE FAMILY FRIENDLY, NOT ONE MEMBER OF THE BOARD OBJECTED.

HOW IS THAT POSSIBLE? ROMANS 2:15 IS HOW THAT IS POSSIBLE.

YOUR CONSCIENCE BEARS WITNESS AS TO WHAT IS GOOD AND WHAT IS EVIL WITH YOUR THOUGHTS ALTERNATELY ACCUSING OR ELSE DEFENDING YOU.

ACCEPTANCE LITERALLY ACROSS THE BOARD OF HER EDITION SHOWS THAT YOU KNOW THAT THE EROTIC CONTENT IN THE BOOKS THAT WAS READ ALOUD IS EVIL.

YOU HAVE SHOWN THAT YOU ARE CAPABLE OF KNOWING WHAT IS GOOD AND WHAT IS EVIL.

NOW PLEASE LISTEN TO YOUR CONSCIENCE GOING FORWARD AND UPHOLD GOD'S STANDARD.

THE NEXT TOPIC. THE MILLER TEST HAS BEEN MENTIONED SEVERAL TIMES AS THE STANDARD WHEN THE SUBJECT OF EVALUATING WHETHER A BOOK IS OBSCENE.

I BELIEVE THAT THIS BOARD, THOSE IN OLYMPIA, AND SCHOOL BOARDS ACROSS THE NATION ARE COMMITTING A CATEGORY ERROR WHEN USING THE MILLER TEST TO EVALUATE LIBRARY MATERIALS FOR STUDENTS IN K-12.

THE MILLER TEST IS DESIGNED TO BE USED TO EVALUATE WHETHER SOMETHING IS OBSCENE FOR ADULTS.

IT DOES NOT EVALUATE WHETHER IT IS OBSCENE FOR MINORS, AND THIS IS A VERY IMPORTANT DISTINCTION.

I WILL READ TO YOU AN EXCERPT FROM THE CITIZENS GUIDE TO US FEDERAL LAW ON OBSCENITIES, WHICH IS ON THE WEBSITE FOR THE CRIMINAL DIVISION OF THE US DEPARTMENT OF JUSTICE.

WHILE I DO SO, NOTE THE IMPACT OF ORIENTING THE APPLICATION OF THE MILLER TEST TO THE AUDIENCE WHICH YOU REPRESENT.

THE STANDARD OF WHAT IS HARMFUL TO MINORS MAY DIFFER FROM THE STANDARD APPLIED TO ADULTS.

HARMFUL MATERIALS FOR MINORS INCLUDE ANY COMMUNICATION CONSISTING OF NUDITY, SEX, EXCRETION THAT ONE APPEALS TO THE PERIAN INTERESTS OF MINORS.

TWO IS PATENTLY OFFENSIVE TO PREVAILING STANDARDS IN THE ADULT COMMUNITY WITH RESPECT TO WHAT IS SUITABLE MATERIAL FOR MINORS AND LACKS SERIOUS LITERARY, ARTISTIC, POLITICAL OR SCIENTIFIC VALUE FOR MINORS.

I SUBMIT TO YOU THAT THE ORIGINAL LANGUAGE OF THE MILLER TEST SHOULD NOT BE EMPLOYED IN EVALUATING BOOKS IN THE BATTLE GROUND PUBLIC SCHOOLS AND CALL ON THE MEMBERS OF THIS BOARD TO OBJECT TO IT BEING PUT FORTH AS ACCEPTABLE. THANK YOU.

>> THANK YOU.

I APOLOGIZE

[01:05:02]

IF I GET YOUR NAME WRONG.

IS IT JESSE SIA GREEN?

>> I'M SORRY. WILL YOU SAY IT AGAIN?

>> JUST SAYING YEAH.

>> THANK YOU.

>> GOOD EVENING, BOARD. THANK YOU FOR GIVING US THIS OPPORTUNITY TO SPEAK, AND YOU HEARD THE CONCERNS OF MANY PARENTS AND FATHERS AND PEOPLE IN THIS COMMUNITY THAT THIS HAS BEEN GONE LONG ENOUGH.

I REMEMBER AT A TIME THAT 50, 60 YEARS AGO, THERE WAS PHRASES THAT CHILDREN ARE THE EPITOME OF INNOCENCE, THAT THE CHILDREN ARE OUR FUTURE, THAT WE SHOULD STRUT THEM IN THE WAYS THAT THEY OUGHT TO GO, LEAD THEM AS THEY ARE FOR FUTURE GENERATIONS, BUT WE SEE NOW OUR CHILDREN BEING ATTACKED FROM EVERY ANGLE.

WE SEE THIS BEING PROPAGATED IN OUR GOVERNMENTS, IN OUR SCHOOLS, WE SEE THIS ON SOCIAL MEDIA, WE SEE IT EVERYWHERE, OUR CHILDREN ARE BEING MANIPULATED.

THEY ARE BEING PROSTITUTED OUT TO THE IDEOLOGIES AND PHILOSOPHY OF SECULAR HUMANISM, AND PRAYER HAS BEEN REMOVED, SOME SCRIPTURE HAS BEEN REMOVED FROM SCHOOL, PEOPLE HAVE PUSHED GOD OUT OF THE COMMUNITY, OUT OF THEIR LIVES, AND WE ARE UNDER A JUDGMENT.

THERE IS A RIGHTEOUS GOD THAT HE CANNOT LOOK UPON MAN WITH INDIFFERENCE.

LOOK UPON MAN'S WORKS AS MORALLY APATHETIC, FOR HE'S A GOD OF JUSTICE.

I JUST WANT TO ASK YOU, IF KNOWING THESE THINGS, WHAT'S GOING ON IN OUR CHILDREN'S LIVES, WHAT THEY ARE BEING INFLUENCED BY.

THESE CHILDREN ARE YOUNG, IMPRESSIONABLE, BUT THEY'RE BEING MANIPULATED.

DO YOU GUYS HONESTLY THINK THAT THIS IS RIGHT THAT WE SHOULD BE DOING THESE TO OUR CHILDREN? YOU WONDER WHY CHILDREN ARE GROWING UP INTO DRUGS, INTO PROSTITUTION.

THEY'RE GROWING UP TO BE MURDERERS.

CHILDREN ARE SUPPOSED TO BE TAUGHT, BUT THEY ARE SO CONFUSED BECAUSE THEY DON'T KNOW LEFT AND RIGHT UP AND DOWN, BECAUSE, WE HAVE FAILED AS A NATION, AND THERE IS A GOD THAT IS NOT MORALLY APATHETIC.

HE WILL BRING EVERY WORK INTO JUDGMENT.

HE WILL JUDGE THIS WORLD IN RIGHTEOUSNESS BECAUSE HE'S A HOLY GOD.

NONE OF US WILL HAVE AN EXCUSE ON THAT DAY.

WE ARE HERE AS PEOPLE LOVING GOD, WE ARE LOVING OUR NEIGHBORS AND WE'RE SPEAKING THIS TRUTH THAT THIS NEEDS TO STOP.

WE ARE SUPPOSED TO PROTECT OUR CHILDREN NOT TO TREAT THEM, NOT TO ADVERTISE THESE THINGS, AND I JUST WANT TO KNOW THAT ON THIS, LISTEN TO YOUR CONSCIENCE, LISTEN TO NOT YOUR HEART.

IF THE SPIRIT IS PRESSING YOU, THAT YOU NEED TO CONFESS YOUR SINS, BECAUSE WE'RE ALL SAND GUILTY ON THAT DAY OF JUDGMENT, AND GOD WILL BRING EVERY THOUGHT INTO ACCOUNT, EVERY WORD, EVERY DEED.

THE TIME IS NOW. TODAY IS THE DAY OF SALVATION, AND CHRIST IS THAT MEDIATOR.

HE IS THAT KING OF KINGS, THE LORD OF LORDS WHO TOOK AWAY THE SINS OF THE WORLD SO THAT WE CAN LIVE RIGHT BEFORE HIS EYES. THANK YOU.

>> THANK YOU. JESSICA COLE.

>> HELLO BOARD. MY NAME IS JESSICA COLE.

I JUST WANT TO SAY THANK YOU SO MUCH FOR ALLOWING THE SHUTTLE TO USE YOUR PARKING LOT FOR THE FARE.

I TOOK IT FOR THE FIRST TIME.

DON'T ASK ME WHY I NEVER USED IT WITH MY KIDS.

IT WAS SUCH A BLESSING.

I GOT THERE IN LESS THAN 20 MINUTES.

I GOT HERE IN LESS THAN 20 MINUTES. THANK YOU.

IT WAS VERY GOOD TO SEE THE DISTRICT OUT AT NATIONAL NIGHT HOUR AND THE DREAM TEAM TOO.

THERE WERE SO MANY YOUTH THAT VOLUNTEERED AT THAT BOOTH.

IT WAS REALLY COOL.

I ALSO HAD A BOOTH AND THE MAIN ITEM THAT PEOPLE TOOK FROM MY TABLE WERE THESE VARIOUS STICKERS THAT SAID BE KIND.

I REALLY LOVE THAT SAYING.

THEY WERE SUPER POPULAR WITH ALL AGES AND THEY SAY BE KIND.

ONE OF MY FAVORITES IT SAYS IN A WORLD WHERE YOU CAN BE ANYTHING BE KIND.

THAT WAS INTERESTING FOR ME TO SEE PEOPLE JUST SNAG THEM.

WE DIDN'T RUN OUT, BUT WE WERE CLOSE.

TO REITERATE STUFF THE BUS PLUS THIS YEAR, THEY'RE ASKING FOR HYGIENE ITEMS ALSO.

I DON'T THINK IT WAS MENTIONED, BUT IF YOU GO ON SATURDAY AND YOU DON'T KNOW WHAT TO BUY, THEY ARE GIVING OUT LISTS, AND I'M SUPER GRATEFUL THAT YOU GIVE SOMETIMES SPECIFIC BRANDS OR SPECIFIC ITEMS. THE STUDENTS KIDS GET SOMETHING OF QUALITY.

AT OUR BATTLE GROUND PRIDE EVENT A FEW WEEKS AGO, WE DID PUT OUT THE WORD TO BRING SCHOOL-SUPPLIED ITEMS TO GIVE TO THE BATTLE GROUND EDUCATION FOUNDATION FOR THE BACKPACKS.

I'M SUPER STOKED TO SAY THAT WE WERE ABLE TO COLLECT MORE THAN A BOX OF STUFF.

IT WAS OVERFLOWING, WHICH IS SUPER EXCITING TO ME SINCE I'M NOT A SUPERMARKETER AT STUFF.

I WAS REALLY GLAD SO MANY PEOPLE PARTICIPATED.

[01:10:04]

I WANTED TO SHARE WITH YOU A STORY THAT THEY TOLD ME JUST RECENTLY, THAT ONE TIME WHEN THEY WERE YOUNGER, THEY ENROLLED INTO A NEW SCHOOL IN THE MIDDLE OF THE YEAR.

THEY WERE ABLE TO GO GET SUPPLY ITEMS BECAUSE IT'S THE MIDDLE OF THE SCHOOL YEAR.

SOMETIMES THEY COULD GET EXTRAS.

EVEN THOUGH THEY WERE YOUNG, THEY WERE SO RELIEVED TO BE ABLE TO HAVE ALL THE ITEMS THAT THEY NEEDED FOR SCHOOL.

THEIR FAMILY IS GOING THROUGH SUPER HARD TIME AND THEY FELT SO CARED FOR THAT THAT NEED WAS TAKEN CARE OF.

STUFF THE BUS IS JUST A REALLY IMPORTANT PROJECT. I'LL CALL IT PROJECT.

MY RECOMMENDATION IS, IF THERE'S NEVER A BRAND GIVEN FOR AN ITEM THAT'S NEEDED, MY RULE OF THUMB IS TO BUY SOMETHING THAT I BUY FROM MY OWN SELF FOR MY OWN FAMILY OR MY OWN LOVED ONES, SO I'M GIVING WHAT I CONSIDER FOR MYSELF A QUALITY ITEM.

>> THANK YOU SO MUCH.

>> THANK YOU.

>> OUR LAST SPEAKER TONIGHT IS TYLER LONG.

>> HELLO, BOARD, AND THEN THANKS AGAIN FOR ALLOWING ME TO SPEAK.

I DON'T KNOW IF I HAD SAID IT PREVIOUSLY, SO I'LL MENTION IT NOW.

I LIVE IN BATTLE GROUND AND HAD THREE KIDS COME UP THROUGH THE DISTRICT HERE, AND THAT'S WHY I OFTEN WEAR THIS HAT WITH PRIDE AS MY SON PLAY ON THE BASEBALL TEAM OVER HERE AT BATTLE GROUND HIGH SCHOOL.

THESE ISSUES THAT I BRING UP ARE IMPORTANT IS MY POINT, AND I'M NOT TRANSPLANT COMING HERE JUST TO CAUSE THE RUCKUS.

I CARE DEEPLY ABOUT THESE ISSUES.

THERE ARE A LOT OF ISSUES.

AS YOU KNOW, SOME PEOPLE HAVE VOICED THEIR CONCERNS ON PARENTAL NOTIFICATION, TITLE 9, BATHROOM POLICIES, SEX ED HASN'T BEEN BROUGHT UP, THAT'S A CONCERN.

MY GOAL TODAY IS TO JUST GIVE YOU A REMINDER LOVINGLY ABOUT THE MORAL OBLIGATIONS THAT WE ALL HAVE BEFORE GOD ON THESE THINGS THAT THOSE WHO ARE GIVEN A CHARGE NEED TO PROTECT THOSE WHO ARE UNDER THEIR CHARGE AND DEFY MORAL ORDERS.

THIS PRINCIPLE IS SEEN THROUGHOUT HISTORY.

AS SOMEBODY ELSE HAD MENTIONED, IT WAS SEEN IN THE NUREMBERG TRIALS, THE PROSECUTION OF THE MY LAI MASSACRE.

THE DEFENSE WAS GIVEN THAT I WAS JUST FOLLOWING ORDERS, AND IT'S BEEN SOUNDLY REJECTED OVER AND OVER AGAIN.

IT IS SEEN IN SCRIPTURE IN DANIEL 6, WHEN THE KING DECREED THAT DANIEL WAS NOT TO PRAY OR WORSHIP HIS GOD.

NOT ONLY DID HE DEFY THE ORDER, BUT HE WENT OUT OF HIS WAY TO GO OPEN THE WINDOW, SO THAT EVERYBODY COULD SEE HIM PUBLICLY PRAYING WHEN THAT IMMORAL ORDER WAS GIVEN.

ANYONE WHO HAS POWER HAS A DUTY TO PROTECT THESE INDIVIDUALS NOT TO BECOME CONDUITS FOR THE EVIL ORDERS THAT COME DOWN, WHETHER THAT BE FROM THE STATE LEVEL OR THE FEDERAL LEVEL.

THE IRONY IS THAT WASHINGTON STATE EVEN ACKNOWLEDGES THIS PRINCIPLE.

J INSLEE GAVE AN EXECUTIVE ORDER IN 2019 DECLARING WASHINGTON STATE TO BE A SANCTUARY STATE.

WHAT IS THAT OTHER THAN DEFYING A FEDERAL ORDER? HOW CAN WE CAN'T DO THE SAME? IF THE STATE HAS ALREADY SAID THAT THEY'LL DEFY AN ORDER THAT THEY FIND IMMORAL, ALTHOUGH THEIR DEFINITION OF THAT IS WRONG BECAUSE THAT IS A JUST AND RIGHT JURISDICTION OF THE FEDERAL GOVERNMENT TO ENFORCE IMMIGRATION POLICY AND CITIZENSHIP STANDARDS, AND YET THEY DEFINED IT, YET THEY'RE GOING TO TRY TO TELL YOU THAT YOU NEED TO GO AND OBEY EVERY SINGLE ONE OF THEIR WHIMS, NO MATTER HOW IMMORAL IT IS.

I'M HERE TO ENCOURAGE YOU AND TO TELL YOU THAT IS NOT THE CASE.

WE HAVE OUR LATEST EXAMPLE, WHICH IS THE TITLE 9 REDEFINITION BY THE BIDEN ADMINISTRATION.

IT'S PERVERTING A LAW THAT'S DESIGNED TO PROTECT THE SANCTITY OF WOMEN AND GIRLS INTO ONE THAT VICTIMIZES THEM IN THEIR PRIVACY, AS WELL AS THEIR PHYSICAL SAFETY BY FORCING THEM TO COMPETE AGAINST BIOLOGICAL BOYS.

EXCEPT, IN THIS CASE, WE HAVE AMPLE EVIDENCE BECAUSE IT'S BEEN BROUGHT UP MANY TIMES THAT PRECEDENCE IN THESE LEGAL MATTERS HAMSTRINGS US.

WELL, IN THIS CASE, WE HAVE AMPLE PRECEDENCE TO PROVE THAT WE SHOULD PUSH BACK.

26 STATES AND A PRIVATE ORGANIZATION HAVE FILED SUIT ON THIS AND HAVE AN INJUNCTION AGAINST THIS ENFORCEMENT.

MY QUESTION IS, WHY NOT US? HOW COME WE DON'T PUSH BACK ON THIS? WHEN EVERY SINGLE PERSON WHO'S PUSHED BACK, TO MY KNOWLEDGE, WE'RE BATTING 1,000 ON THIS.

ANYONE WHO'S CHALLENGED IT HAS HAD AN INJUNCTION, AND WE CAN SAVE OUR GIRLS.

WE CAN PROTECT THEIR SAFETY BOTH EMOTIONALLY AND PHYSICALLY BY SIMPLY PUSHING BACK. THANK YOU.

>> THANK YOU.

>> THAT;S WE WILL BE MOVING ON TO OUR CONSENT AGENDA.

[8. Consent Agenda (Board Vote w/Student Voice)]

ON TONIGHT'S CONSENT AGENDA, WE HAVE THE APPROVAL OF THE MINUTES FROM THE JULY 22, REGULAR BOARD MEETING.

WE HAVE BUSINESS AND OPERATIONS, PERSONNEL REPORTS,

[01:15:01]

COMPLETED PROJECTS REQUESTS FOR APPROVAL, THE G MATH FOR RIVER HOME LINK, K THROUGH 6 AND 7 THROUGH EIGHT CURRICULUM.

THE EMERGES HEALTHCARE STAFFING CONTRACT FOR TEMPORARY STAFFING, THE SIGNING AND RESOURCES AND INTERPRETERS CONTRACT FOR DISTRICT ASL SERVICES.

FINALLY, THE VANCOUVER PUBLIC SCHOOLS, JIM TANGMAN CENTER INTER DISTRICT COOPERATIVE AGREEMENT FOR 2024 AND 2025.

THAT'S A MOUTHFUL. ARE THERE ANY ITEMS ON THE CONSENT AGENDA THAT BOARD MEMBERS WOULD LIKE TO DISCUSS OR HAVE REMOVED TO BE VOTED ON AS A SEPARATE ITEM?

>> I MOVE THE BOARD OF DIRECTORS APPROVE THE CONSENT AGENDA AS PRESENTED.

>> WE HAVE A MOTION ON THE FLOOR TO APPROVE THE CONSENT AGENDA.

I WOULD LOOK TO OUR STUDENT REPRESENTATIVES FOR THEIR ADVISORY VOTE.

>> PRO.

>> ANY FURTHER QUESTIONS FROM THE BOARD? HEARING NONE. ALL THOSE IN FAVOR, PLEASE SAY AYE.

>> AYE.

>> AYE.

>> AYE.

>> ALL THOSE OPPOSED. MOTION PASSES 4-0.

NEXT, WE HAVE OUR OLD BUSINESS, WHICH THERE IS NONE, SO WE WILL MOVE ON TO NEW BUSINESS,

[10. New Business (Board Vote w/Student Voice)]

STARTING WITH THE APPROVAL OF THE CENTRAL OPERATIONS BUILDING PROJECT CONSTRUCTION CONTRACT, MR. JUMA.

>> [INAUDIBLE]

>> THANK YOU. IT'S BEEN A WHILE FOR THIS TO COME TO FRUITION.

I'M GLAD TO BRING THIS CONTRACT TO YOU FOR APPROVAL.

IT IS FOR REPLACEMENT OF OUR, I CAN'T REMEMBER WHAT IT WAS 1930S BUS BORN THAT WE'RE IN NOW, AND WE'LL BE INCREASING OUR WAREHOUSE CAPACITY BY 50%.

WE HAD AN ENGINEER'S ESTIMATE ON THIS PROJECT OF 7.7 MILLION, WHICH IS AMAZING IN TWO YEARS THAT PRICE DOUBLED FROM WHEN DENNY AND I STARTED TO LOOK INTO THIS.

>> WE THOUGHT IT WAS GOING TO BE RIGHT AROUND 3.8.

>> WELCOME, TO MY WORLD. OUR ENGINEERS ESTIMATE WAS 7.7.

ROCHE WAS AT 7.27, THEY'RE LOW WE HAD TWO OTHER BIDDERS AT 7.6, SO WE HAD AN EXCELLENT ESTIMATE.

ROCHE INC IS A LOCAL CONTRACTOR, AND TO MY KNOWLEDGE, THEY HAVE NOT DONE ANY PROJECTS WITH US, TO MY KNOWLEDGE.

>> I THINK THIS IS THEIR FIRST ONE, YES.

WHICH IS GOOD, WHICH IS HUGE.

>> WHICH IS GREAT PHENOMENA, AND I REALLY LOOK FORWARD TO.

I'VE ALREADY BEEN IN CONSTANT CONTACT WITH THEM AND REALLY LOOKING FORWARD TO KICKING US OFF.

I HOPE TO HAVE HER COMPLETE ABOUT ONE YEAR FROM NOW MOVING IN.

>> SORRY, SO THAT IS YOUR TIME LINE IS ABOUT A YEAR?

>> THEY HAVE A YEAR TO YEAR TO FINISH OFF.

>> ARE THEY READY TO GO ONCE THE CONTRACT IS SIGNED?

>> WE'VE BEEN TALKING. THEY USED A DIFFERENT BUILDING MANUFACTURER THAN THE ONE THEY USED AN ALTERNATE.

WE'LL HAVE SOME RE-ENGINEERING TO DO, WHICH THEY'LL HAVE TO JUST RE ENGINEER THEIR STRUCTURE, NOT OUR PERMITS. WE HAVE PERMITS.

WE HAVE SITE PLANS ALL APPROVED.

THERE'LL JUST BE A LITTLE DELAY ON GETTING THERE.

YES. THEY ARE READY TO GO.

WE'VE BEEN TALKING FOR THE LAST TWO WEEKS.

>> NICE. THAT WAS MY NEXT QUESTION.

WHAT HOW'S THE PERMIT PROCESS GOING?

>> WE HAVE THEM ALL.

>> FANTASTIC. THOSE ARE ALL MY QUESTIONS.

>> WITH THE ALTERNATE BUILDING, WAS THERE ANY VES THAT THEY HAD PROPOSED?

>> IT DID COME IN. IT WAS CHEAPER.

>> WHAT IS THE VE?

>> VE VALUE ENGINEERING.

AN OPPORTUNITY FOR THEM TO PROPOSE A DESIGN OPTION THAT MIGHT REDUCE YOUR OVERALL PRICE.

>> WHICH IN ESSENCE IS EXACTLY WHAT THEY DID, AND WE GOT A CHEAPER PRICE.

>> IS THAT REFLECTED IN THE CONTRACT ALREADY OR?

>> I THINK IT'S REFLECTED IN THE OTHER BIDS.

>> WELL, IT'S REFLECTED IN THE OTHER BIDS. YEAH.

>> SO THEY DID IT PRE-BID.

>> [LAUGHTER] WE CALLED OUT A CBC BUILDING ORIGINALLY, AND THEN GOT A LOT OF REQUESTS FOR OTHER TYPES.

WE PRE-APPROVED FOUR OTHER METAL BUILDING MANUFACTURERS.

>> IS THAT WHAT IT'S GOING TO BE AS A METAL BUILDING?

>> YES.

>> METAL CONCRETE CRAB SLAB.

>> A FLAT CONCRETE SLAB.

VERY SIMILAR TO THE ONES THAT ARE JUST NORTH OF WINCOR.

>> THE ONE WHERE IS THAT RENTAL PLACE?

>> THE NEW HORSE ARENA, SAME TYPE RENTALS.

SIMILAR LOOKS ABOUT EIGHT FEET OF CONCRETE MASONRY, METAL ROOF.

SOME VERY MUCH LOOKING FORWARD TO THIS.

>> OTHER QUESTIONS? I ENTERTAIN A MOTION.

THE BOARD OF DIRECTORS APPROVED THE CONSTRUCTION CONTRACT OF CENTRAL OPERATIONS BUILDING PROJECT WITH ROCHE INCORPORATE. IS THAT RIGHT?

>> YOU'RE FINE.

>> ROCHE INCORPORATE.

[01:20:01]

WE HAVE A MOTION ON THE FLOOR FOR THE CENTRAL OPERATIONS BUILDING.

I WOULD LOOK TO OUR STUDENT REPRESENTATIVES FOR THEIR ADVISORY VOTE. PRO.

>> PRO.

>> I REALLY WANT YOU GUYS TO ASK A QUESTION, LIKE, HOW'S THIS BUILDING GOING TO IMPACT US?

>> [LAUGHTER] THEY GOT BE PRETTY GOOD LAST MEETING. KEPT ME ON MY TOES.

>> ANY FURTHER QUESTIONS FROM THE BOARD? HEARING NONE. ALL THOSE IN FAVOR, PLEASE SAY AYE.

>> AYE.

>> ALL THOSE OPPOSED. MOTION PASSES 4-0 HOME.

>> THANK YOU VERY MUCH.

>> WE NEED LENGTH.

>> THANK YOU.

>> NOISEMAKER.

>> BECAUSE THIS IS A BIG ONE FOR HIM.

>> THERE YOU GO.

>> WHEN I FIRST GOT HERE AS THE DEPUTY SUPERINTENDENT, KEV WAS TALKING ABOUT THAT BUILDING, AND THAT WAS SEVEN YEARS AGO.

YEAH, TIME. WELL, AS TERRY, YOU'VE SEEN THAT BUILDING THAT'S RIGHT IN FRONT OF BATTLE GROUND HIGH SCHOOL IT'S.

>> NEXT, WE HAVE THE REVISION OF POLICY 32,45 STUDENTS AND TELECOMMUNICATION DEVICES, MR. DRAKE.

>> COME ON, DRAKE, YOU GOT TO BE READY, YOU LOOK LIKE YOU'RE OLD OR SOMETHING. YOU CAN'T GIVE.

>> THANK YOU BOARD. DURING THE PROCESS OF AS YOU KNOW, ACROSS THE STATE AND THE COUNTRY, PEOPLE ARE LOOKING AT THEIR CELL PHONE POLICIES, AND WE ARE NO DIFFERENT.

WE DO CURRENTLY HAVE A CELL PHONE POLICY.

WHILE LOOKING AT IT, WE RECOGNIZE THAT THERE WAS SOME LANGUAGE IN OUR CURRENT POLICY THAT DIDN'T ALIGN WITH STATE LAW.

WE WANTED TO REFLECT THE MOST UPDATED LANGUAGE AROUND DISCIPLINE IN THE CURRENT POLICY.

IT STATES THAT FAILURE TO COMPLY WITH THE SCHOOL CELL PHONE POLICY COULD RESULT IN SUSPENSION AS WELL AS EXPULSION.

WE ARE SIMPLY REMOVING THAT LANGUAGE AS IT DOESN'T JIVE WITH THE RECOMMENDED LANGUAGE FROM THE STATE, AND WE ARE REPLACING IT WITH THE WORDS DISCIPLINARY ACTION.

WE WILL MAKE THE SAME REVISIONS IN THE PROCEDURE, AND THIS ISN'T AS FAR AS WE ARE NECESSARILY WILLING TO GO WHEN LOOKING AT THE CELL PHONE POLICY, BUT WE FELT LIKE IT WAS AN IMPORTANT FIRST STEP TO AT LEAST GET THE CURRENT POLICY UP TO DATE. ANY QUESTIONS?

>> I'D LIKE TO SEE US ELIMINATE CELL PHONES DURING LEARNING TIME PERSONALLY.

>> OUR CURRENT CELL PHONE POLICY STATES THAT SCHOOLS HAVE THE RIGHT TO RESTRICT USE OF CELL PHONES DURING THE SCHOOL DAY, AND WE DO HAVE SCHOOLS THAT DO EXACTLY THAT.

IN MY DISCUSSIONS WITH THE SCHOOLS, WE'RE CONFIDENT THAT AT THE PRIMARY LEVEL, THERE ARE VERY LITTLE CONCERNS AROUND CELL PHONE USE FOR OBVIOUS REASONS.

AT THE MIDDLE SCHOOL LEVEL, IT IS ALMOST ACROSS THE BOARD.

THERE ARE VERY FEW CONCERNS FROM OUR MIDDLE SCHOOLS IN TALKING TO THE PRINCIPALS.

WE HAVE NOT YET TALKED TO TEACHERS AND STUDENTS AND PARENTS OF THOSE MIDDLE SCHOOLS, WE ARE WORKING ON A PROCESS TO GET THAT FEEDBACK.

BUT OUR MIDDLE SCHOOLS HAVE POLICY THAT DO RESTRICT THE USE OF CELL PHONES DURING THE SCHOOL DAY, AND THEY ARE STATING THAT THEY'RE HAVING SUCCESS WITH THAT.

WE HAVE CHALLENGES WITH OUR HIGH SCHOOLS, AS EVERY OTHER HIGH SCHOOL, I THINK, ACROSS THE COUNTRY HAS, AND SOME OF THE OBVIOUS CHALLENGES IS WE HAVE STUDENTS WHO GO OFF CAMPUS FOR LUNCH.

LUNCH IS A RELATIVELY UNSTRUCTURED TIME.

OUR ALES ALSO ARE NOT REPORTING ANY CONCERNS.

WE COULD HAVE JULIA TALK TO US ABOUT WHAT'S HAPPENING AT RIVER HOME LINK.

WHAT WE ARE PREDOMINANTLY TALKING ABOUT IS IF WE DO LOOK AT MAKING ADJUSTMENTS TO OUR CURRENT CELL PHONE POLICY, WE OF COURSE WANT TO SUPPORT BOTH COMPREHENSIVE HIGH SCHOOLS AS THEY SEEM TO HAVE THE LARGEST CHALLENGE IN FRONT OF THEM.

>> IN MIDDLE SCHOOL, DID I UNDERSTAND CORRECTLY THAT THE POLICIES CHANGE BUILDING TO BUILDING PROCEDURE OR WHATEVER?

>> YEAH, THEY HAVE.

>> IS IT NOT STIPULATED HERE, THEN IT'S NOT.

>> WHAT'S STIPULATED HERE IS THAT BUILDINGS HAVE THE RIGHT TO CREATE THEIR OWN POLICY.

>> HOW CAN I SEE WHAT THOSE POLICIES ARE?

>> I CAN GET YOU THOSE POLICIES.

>> THANK YOU.

>> I SHOULDN'T USE THE WORD POLICY IF IT'S COMING FROM A MIDDLE SCHOOL.

I KNOW YOU AND I ARE SAYING THE SAME THING, BUT I CAN GET THOSE DOCUMENTS.

>> I THINK IT'S JUST GUIDELINES AND RULES.

>> EXACTLY WHAT I'M ASKING.

>> WE DON'T CURRENTLY HAVE ANY MIDDLE SCHOOL THAT ALLOWS STUDENTS TO USE PHONES DURING THE DAY, EVEN AT LUNCH.

WE DO HAVE POCKETS, I WOULD SAY, OF CERTAIN MIDDLE SCHOOLS TRYING TO ADDRESS CHALLENGES, BUT I'M TRYING TO BE CAREFUL WITH MY WORDS.

FOR THE MOST PART, THE MIDDLE SCHOOLS ARE COMFORTABLE WITH WHAT THEY'RE WORKING WITH.

>> MAYBE JUST ONE, THE TYPICAL.

JUST ONE COPY.

>> YEAH ABSOLUTELY.

>> TRAVIS, THE POLICY MANUAL IN THERE FOR WAS THAT PARAGRAPH F, SAYS CLASSROOM TEACHERS HAVE THE AUTHORITY TO PERMIT, LIMIT, OR PROHIBIT.

[01:25:01]

IS THAT IN ANY WAY IN CONFLICT WITH THESE BUILDING POLICIES? IS THAT SOMETHING THAT MAYBE WE NEED TO REVISE THAT SENTENCE TO SAY THE BUILDINGS HAVE THE RIGHT TO PERMIT, LIMIT, OR PROHIBIT USE? I DON'T KNOW IF THAT JUST MEANS THAT WE JUST DO NEED TO DO AN ALIGNMENT THING.

>> I DO THINK TED, THAT MAYBE OUR STARTING POINT ISN'T COMPLETELY REVAMPING OUR ENTIRE POLICY, MAYBE IT WOULD BE LOOKING AT SPECIFIC THINGS LIKE THAT.

THERE IS A SCENARIO BASED ON THAT LANGUAGE WHERE A SCHOOL COULD SAY NO CELL PHONE USE AND BASED ON THAT LANGUAGE, A TEACHER MAY OPT TO ALLOW STUDENTS TO USE CELL PHONES.

THE CHALLENGE IS, IT COULD BE A RESEARCH PROJECT, AND KID DIDN'T BRING THEIR CHROMEBOOK OR THEIR CHROMEBOOK ISN'T CHARGED AND STUDENT IS USING THEIR PHONE AS A RESEARCH DEVICE.

WE ALL KNOW THAT'S NOT WHAT WE'RE CONCERNED WITH, BUT WE WOULD MAYBE NOT NECESSARILY WANT TO TAKE THAT OPPORTUNITY AWAY.

>> I THINK WHAT WE WOULD LIKE TO DO IS WE'D LIKE TO KEEP OUR CURRENT POLICY AS IS AND WHAT OUR PLAN IS, WE'VE MENTIONED THAT WE'RE GOING TO DO A SURVEY OF PARENTS ON A NUMBER OF DIFFERENT ISSUES.

BUT ONE OF THOSE ISSUES IS GOING TO BE WHERE WE STAND WITH CELL PHONES.

WHAT WE'D LIKE TO DO IS BASED OFF OF THAT SURVEY OF PARENTS, GET AN IDEA OF WHERE THEY FEEL.

TRAVIS IS GOING TO LEAD A WORK GROUP FOR US.

I THINK WHAT WE'RE GOING TO DO IS POTENTIALLY GO OUT AND VISIT OTHER DISTRICTS BECAUSE WE'VE ALL READ IN THE NEWSPAPERS.

VANCOUVER IS EXPLORING A CELL PHONE POLICY AT THE ARTS ACADEMY, PORTLAND PUBLIC IS PUTTING IN A CELL PHONE POLICY USING THE POCKETS AND YOU DUMP YOUR PHONE IN THE BAG, AND OTHER SCHOOL DISTRICTS HAVE DONE IT.

OUR PLAN IS WE DO THIS SURVEY, WE PUT TOGETHER THIS WORK GROUP, WE LOOK AT SOME OF THOSE VARIOUS OPTIONS AND THEN EVEN EXPLORE THE POTENTIAL OF DOING SOME PILOT PROGRAM.

WHEN WE LOOKED AT THE RESEARCH, WE WERE JUST SHARING AN ARTICLE WITH OUR PRINCIPALS FROM THE MARSHALL REPORT, WHICH IS A SYNOPSIS OF ALL DIFFERENT, IMPORTANT ARTICLES THAT EDUCATORS SHOULD BE AWARE OF, AND THEY HAD ALMOST LAID OUT THAT DIRECT PROCESS SO THAT YOU CAN GET BUY IN, YOU'RE GETTING STUDENT VOICE IN IT.

I'D LOVE TO HEAR YOUR GUYS' THOUGHTS ON A CELL PHONE POLICY.

WHEN WE'VE TALKED TO OUR PARENTS THROUGH THE CAT COMMITTEE, WE'VE GOTTEN A REAL MIXED BAG.

WHEN WE'VE TALKED TO OUR STUDENTS AND OUR STUDENT ADVISORY, THEY'RE MORE IN LINE.

>> THEY'RE MORE SUPPORTIVE.

>> THEY'RE MORE SUPPORTIVE OF A CELL PHONE POLICY, BUT THAT'S A PARTICULAR TYPE OF STUDENT.

WE'RE TRYING TO GET THESE IDEAS, BUT WHEN WE DO IT, WE WANT TO DO IT ONCE, WE WANT TO DO IT RIGHT.

THAT WAS OUR PLAN.

WE'RE JUST TRYING TO GET OUR POLICY IN LINE RIGHT NOW, SO IF THESE SCHOOLS WANT TO PUSH IT A LITTLE, THEY CAN WITHIN THE CONTEXT OF THEIR BUILDING.

>> I THINK THE BIGGEST STRUGGLE TOO IS THAT, JUST LIKE WHEN WE WERE TALKING ABOUT THE DISCIPLINE GUIDELINES, THE BIGGEST STRUGGLE THAT WE HAVE IS INCONSISTENCY.

WITHOUT BUY IN, WE COULD CHANGE THE POLICY ANY DAY OF THE WEEK AND TRY AND ENFORCE IT.

BUT IF YOU DON'T HAVE BUY IN BY THE STAFF, THE STUDENTS, AND THE FAMILIES, YOU'RE GOING TO BE UP AGAINST A HUGE CHALLENGE THAT WILL GET US NOWHERE.

THAT'S WHY IT'S SO IMPORTANT TO FIND OUT, IS THIS A CONCERN THAT IS OVERRIDING OR IS THAT A CONCERN BY MANY OF US AS WE'VE SEEN AND HEARD FROM A HANDFUL OF PEOPLE? WE NEED TO KNOW HOW BIG THIS ISSUE IS.

>> I THINK YOU'RE ON THE RIGHT TRACK, ESPECIALLY, DENNY, WITH YOUR COMMENT AT THE SURVEY AND TRYING TO GET THE BLOOD PRESSURE OF WHAT THE COMMUNITY FEELS IS APPROPRIATE AND HOW BIG OF A CONCERN THEY'RE MAKING IT.

I THINK THE OTHER SIDE OF THIS TOO IS THAT WE NEED TO BE COGNITIVE OF SOME STUDENTS THAT ARE EITHER THEY'RE ON A 504 OR AN IEP, THEY'LL USE A CELL PHONE FOR CALMING, ANXIETY, THINGS LIKE THIS, AND THOSE A VERY VALID REASON FOR THEM TO HAVE ACCESS TO THOSE DEVICES.

MAYBE NOT NECESSARILY DURING CLASS, BUT MAYBE DURING CLASS.

IT BECOMES A STRUGGLE BECAUSE IT'S MONKEY SEE, MONKEY DO.

WELL, THEY HAVE THEIR PHONE OUT, WHY CAN'T I HAVE MINE? WELL, THEY HAVE SPECIAL PRIVILEGES.

WHAT DO YOU MEAN THEY HAVE SPECIAL PRIVILEGES? IT BECOMES VERY CHALLENGING.

I RESPECT YOU GUYS WALKING THROUGH THIS PROCESS SLOWLY BECAUSE IT'S NOT EASY.

>> WE DO WANT TO BE AGGRESSIVE TO MAKE SURE THAT WE HAVE THE RIGHT POLICY IN PLACE.

DEBBIE, TO YOUR QUESTION, WE'RE NOT MAKING THESE CHANGES, THINKING THAT WE'RE CHECKING THE BOX OF CELL PHONE POLICY UPDATING.

AS WE'RE GOING THROUGH OUR CURRENT POLICY, WE RECOGNIZE THIS ISN'T SOMETHING WE SHOULD WAIT ON, SO WE'RE ADJUSTING THIS RIGHT NOW.

I WILL SAY BATTLE GROUND HIGH SCHOOL WITH THE NEW PRINCIPAL THERE, MS. ICHIMURA, IS THEY DO HAVE A RELATIVELY AGGRESSIVE AND CLEARLY COMMUNICATED PLAN WHEN IT COMES TO CELL PHONE USE, AND I'M VERY OPTIMISTIC THAT THEY'RE

[01:30:03]

GOING TO HAVE SUCCESS WITH TO LIMIT THE USE DURING THE SCHOOL DAY.

>> I'M SORRY. I JUST WANTED TO CLARIFY WHAT TRAVIS SAID.

AS YOU ALL KNOW, YOU REMEMBER IN THE DISCIPLINE POLICY, THEY ACTUALLY REMOVED THE WORD EXPULSION FROM AND WE DID THAT LAST YEAR.

THEY REMOVED, THERE IS NO SUCH THING AS EXPULSION ANYMORE.

IT'S CALLED AN EMERGENCY REMOVAL.

THAT'S PART OF THE REASON THAT WE HAD TO UPDATE THIS POLICY BECAUSE IT HAD THE TERM EXPULSION IN IT AND IT'S NO LONGER VALID.

>> I WOULD ASK TOO, AS WE'RE GATHERING ALL THIS DATA, WHEN WE WERE ON THE BOARD TOUR AT PRAIRIE, WE SAW A PILOT PROGRAM THAT THEY WERE DOING.

>> THE RED, YELLOW, GREEN.

>> THE RED, YELLOW, GREEN.

YEAH AND I WOULD LOVE TO HEAR SOME FEEDBACK ON HOW THAT WORKED AT THAT SCHOOL AS WELL.

DO WE NEED TO DO A COMPLETE REMOVAL? IS THAT WHAT PEOPLE WANT? LIKE YOU WERE JUST SAYING ABOUT BATTLE GROUND PUTTING IN A AGGRESSIVE WAY TO MAYBE ADD PARAMETERS AROUND IT? I'D LOVE TO KNOW HOW IT WORKED FOR PRAIRIE WHEN THEY WERE ADDING PARAMETERS AROUND IT? ARE THEY STILL GOING TO BE USING IT THIS YEAR? IT'S NOT AN ISSUE AT OUR MIDDLE SCHOOLS, BUT COULD WE DEFINE SOME OF THE DIFFERENCES? I THINK THAT WOULD BE HELPFUL FOR US TO KNOW AS A BOARD TO MAKE A GOOD DECISION ON TOP OF THE SURVEY, ON TOP OF COMMUNITY FEEDBACK AND STUDENT VOICE INPUT.

IT'S REALLY IMPORTANT, GIRLS. I DON'T WANT TO PUT YOU ON SPOT, BUT IT'S REALLY IMPORTANT TOO THAT YOU GUYS WEIGH IN AS WELL, NOT JUST YOU GUYS, BUT YOUR FELLOW STUDENTS.

THERE REALLY IS A FULL PICTURE FOR THE BOARD TO SEE BECAUSE IT IS A REALLY BIG DECISION, AND I'M GLAD WE'RE TAKING IT QUICKLY, BUT YET CAREFULLY.

I THINK THAT'S REALLY IMPORTANT.

>> I KNOW THAT PEOPLE ARE ANXIOUS ABOUT IT, AND THERE'S A LOT OF PUBLICITY AROUND IT.

>> WE READ ABOUT IT EVERY DAY.

>> THAT'S WHY WE WANT TO DO IT RIGHT.

>> WE STARTED THE RED, YELLOW, GREEN AT PRAIRIE PROBABLY 10 YEARS AGO.

I WOULD SAY STUDENT CELL PHONE USE WAS DIFFERENT 10 YEARS AGO.

IT WAS AS ACCURATE AND AS EFFECTIVE AS THE CLASSROOM TEACHER WHO WAS ENFORCING IT.

>> OR EVEN SIX YEARS AGO WHEN THE POLICY WAS LAST UPDATED.

[LAUGHTER]

>> YEAH IT'S CHANGING. WE'VE BEEN THREATENING TO HEAR YOUR FEEDBACK.

WOULD NOW BE AN APPROPRIATE TIME OR DO WE WANT TO WAIT?

>> NOW.

>> AS A STUDENT AT PRAIRIE HIGH SCHOOL WHO HAS BEEN IN SIX DIFFERENT CLASSES WHO USE THE STOP LIGHT METHOD, IT ALL IS DEPENDENT ON HOW THE TEACHER USES IT.

MY SOPHOMORE YEAR, I DID HAVE CERTAIN AMOUNT OF TEACHERS WHO WERE VERY LENIENT ON USING THE STOP LIGHT SIGN BECAUSE OF FORGETTING OR BEING TOO FORGETTING ABOUT HAVING TO SWITCH IT TO RED BECAUSE THEY'RE DOING A RESEARCH PROJECT, WHICH INCLUDES NO PHONES, JUST CHROMEBOOKS, OR SWITCHING IT TO GREEN WHEN IT'S THE LAST DAY OF SCHOOL, FOR EXAMPLE.

BUT I THINK LIKE TED WAS SAYING ABOUT POSSIBLY THE PART OF THE COLUMN F ABOUT TEACHERS PUTTING IT INTO EFFECT, I THINK SHOULD BE PUT AS BUILDING BECAUSE HAVING TEACHERS DOING THEIR OWN RULES ABOUT IT CREATES A DIVISION IN THE SCHOOL ABOUT, WELL, THESE TEACHERS LET ME HAVE MY PHONE IN THE CLASS, WHICH JUST CREATES A DIVIDE IN THE WHOLE SCHOOL.

HAVING ONE WHOLE SCHOOL AND ONE WHOLE BUILDING, HAVING ONE RULE ABOUT WHERE AND WHEN IT IS ACCEPTABLE TO HAVE THE PHONE JUST CREATES A BETTER COMMUNICATION BETWEEN THE PHONE POLICY.

>> THANK YOU.

>> THANK YOU.

>> FIRST OF ALL, I'M CURIOUS TO KNOW WHAT YOUR THOUGHTS ARE ON CELL PHONE USAGE AT ALE, SINCE YOU GO TO RHO, AND THEN JUST YOUR OVERALL THOUGHT.

>> AT ALE IT'S A LOT DIFFERENT, I WILL SAY THAT.

I THINK HAVING A CUT AND DRY PHONE POLICY AT AN ALTERNATIVE SCHOOL, I DON'T THINK WOULD EVER REALLY WORK BECAUSE YOU'RE HAVING STUDIO STYLE CLASSES.

FOR EXAMPLE, LAST YEAR, I HAD A SCIENCE CLASS, IT WAS CHEMISTRY, AND THAT WAS TRADITIONAL LEARNING, AND THEN EARLIER IN THAT DAY, I WOULD GO TO MY MATH CLASS, WHICH WAS STUDIO LEARNING WHERE I BASICALLY WAS DOING MY OWN THING AND THE TEACHER WAS THERE TO HELP ME.

IN BOTH OF THOSE, FOR EXAMPLE, IN MY CHEMISTRY CLASS, I CAN'T USE MY PHONE, IN MY STUDIO CLASS, SOMETIMES I NEED TO USE MY PHONE.

THEN ANOTHER EXAMPLE, I'VE TAKEN MULTIPLE CLASSES AT BGVA BEFORE IT WAS BGVA, WHEN IT WAS STILL ROL, BUT IT WAS ALSO BGVA.

[01:35:01]

YOU GET IT? WE WERE IN LAB, YOU WEREN'T ALLOWED TO HAVE YOUR PHONE BECAUSE MOST PEOPLE WERE ONLY IN LAB FOR TESTS.

BUT THE THING IS THAT WOULDN'T WORK FOR, WHAT I MEAN? THERE ARE DIFFERENT SITUATIONS IN SPECIFICALLY ALTERNATIVE SCHOOLS WHERE SOMETIMES YOU LITERALLY NEED TO HAVE YOUR PHONE AND OTHER TIMES YOU'RE NOT EVEN ALLOWED TO HAVE YOUR PHONE BECAUSE YOU'RE TAKING YOUR FINAL.

IT IS A TOUGH THING.

>> IT'S HARD TO HAVE ONE RULE THAT ENCOMPASSES. IT REALLY IS.

>> FROM MY SCHOOL, YOU CAN'T HAVE ONE RULE.

THAT'S NOT A POSSIBILITY.

>> DO YOU THINK THAT YOU COULD ALIGN IT BY AREAS LIKE WE DO WITH OUR POSITIVE BEHAVIOR INTERVENTION SUPPORTS TRAINING WHERE IN THE HALLWAYS, THIS IS ALLOWED, IN THE CLASSROOM, THIS IS ALLOWED, IN PE, THIS IS ALLOWED, AND IT WAS SET BY THE ENVIRONMENT THAT YOU'RE IN AND THE TYPE OF ENVIRONMENT YOU'RE IN, SO IT COULD BE ADJUSTED BY CLASSROOM?

>> I WAS THINKING MAYBE YES.

I ACTUALLY STARTED DRAFTING UP AN EMAIL TO SEND MY PRINCIPAL ABOUT IT BECAUSE HE KNOWS BETTER THAN I DO, AND WE TALKED ABOUT IT A LITTLE BIT BEFORE.

>> HE MUST HATE THESE BOARD MEETINGS DAYS.[LAUGHTER] HE'S GOING TO GET AN EMAIL.

>> MR. KESSLER WILL BE SICK TOMORROW.

HE TOLD ME. [LAUGHTER]

>> HE'LL NEVER RESPOND TO ME.

NO, HE'LL PROBABLY RESPOND TO ME ON HIS PHONE WHILE HE IS IN BED. I'M NOT EVEN JOKING.

>> WELL, I WILL SAY THAT IT IS OUR INTENT, AND TRAVIS AND I HAVE TALKED ABOUT THIS THAT WHEN WE DO PUT THIS COMMITTEE TOGETHER AND WE GET STUDENTS INVOLVED, THE TWO OF YOU WE WOULD LIKE TO HAVE AS PART OF THE COMMITTEE.

>> THAT SOUNDS LEGIT. [LAUGHTER]

>> MR. TED, I'LL GET YOU THE SPECIFIC SCHOOLS, AND I MAY JUST SHARE THEM WITH EVERYONE IF THAT'S OKAY?

>> ABSOLUTELY.

>> I WOULD LIKE THAT AS WELL.

YOU HAVE ANY MORE QUESTIONS ABOUT THIS POLICY CHANGE UPDATE?

>> ACTUALLY, ONE QUICK THING.

I ASSUME YOU'RE PROBABLY WORKING DIRECTLY WITH SCOTT TOO AT SOME LEVEL, TRYING TO CORRELATE WHAT THE AI CHALLENGES HE'S FACED WITH AND THEN CELLPHONE.

IS THAT ALL INTERCONNECTED?

>> IT IS ALL INTERCONNECTED. RIGHT NOW, I THINK WHAT WE'RE TRYING TO DO IS IDENTIFY ALL THE STAKEHOLDERS, OF COURSE, SCOTT BEING ONE OF THEM, AND WE ALSO WANT TO LOCATE THE SCHOOLS AND THE SCHOOL DISTRICTS WHO HAVE EITHER PURCHASED THE YONDER BAGS AND ARE USING THOSE, AND WE WANT TO PHYSICALLY GO SEE WHAT IT'S LOOKING LIKE.

WE DON'T WANT TO HEAR FROM A YONDER REP HOW GREAT THE PRODUCT IS. I'M NOT SAYING IT ISN'T.

THE YONDER ARE THE BAGS THAT SOME SCHOOLS AND SCHOOL DISTRICTS ARE PURCHASING.

WE WANT TO SEE THOSE THINGS. WE WANT TO SEE DISTRICTS THAT HAVE GONE TO A BLANKET, NO CELLPHONE POLICY.

>> IT'S BECAUSE TRAVIS WAS A SCHEMING HIGH SCHOOLER.

HE'S ALREADY FIGURED OUT ALL THE WAYS IN WHICH HE COULD SCHEME AND GET OUT OF OUT OF THESE YONDER BAGS.

>>I'LL JUST SAY HOW EXPENSIVE THEY ARE.

I'LL JUST THROW THAT OUT THERE.

>> THERE STUDENTS HAVE BURNER PHONES.

THEY'LL THROW A PHONE IN THERE THAT THEY'RE NOT EVEN USING ANYMORE.

THE IDEA IS WE DON'T WANT STUDENTS TO HAVE THEIR PHONES OUT AT INAPPROPRIATE TIMES.

IF IT'S IN THEIR BACKPACK, TO ME, IT WOULD NOT MAKE A WHOLE LOT OF SENSE THAT WE'D ASK THEM TO GET IT OUT OF THEIR BACKPACK TO PUT IT IN THIS POUCH.

BUT IF WE GO AND VISIT SCHOOLS AND SCHOOL DISTRICTS AND THE POUCH IS THE ANSWER, THEN PERHAPS WE CAN HAVE A DISCUSSION TO SEE IF IT'S A WORTHWHILE EXPENSE.

>> YOU'RE GOING TO HAVE TO FIND SOME OTHER BUDGET CUTS.

>> YES.

>> PROBABLY.

>> WHEN YOU TARGET OR SOMETHING.

>> ARE YOU GUYS GOOD?

>> THE OTHER YONDER.

>> MAGNETIC. IT'S INTENSE.

>> THE BOARD APPROVED THE REVISIONS OF POLICY 3245 STUDENTS AND TELECOMMUION DEVICES.

>> WE HAVE A MOTION ON THE FLOOR FOR POLICY 3245.

I'D LOOK TO OUR STUDENT REPRESENTATIVES FOR THEIR ADVISORY VOTE PRO.

ANY FURTHER QUESTIONS FROM THE BOARD? HEARING NONE. ALL THOSE IN FAVOR, PLEASE SAY AYE.

>> AYE.

>> AYE.

>. ALL THOSE OPPOSED.

>> THANK YOU, BOTH.

>> [INAUDIBLE] 647.

>> THANK YOU VERY MUCH.

>> LAST FOR NEW BUSINESS, WE HAVE THE APPROVAL OF THE BATTLEGROUND PUBLIC SCHOOLS RESOURCE SCHOOL RESOURCE OFFICER MEMORANDUM OF UNDERSTANDING WITH THE CITY OF BATTLE GROUND, MR. ADAMS.

>> I WAS HERE BEFORE.

>> THAT WAS GOOD, TOM.

>> THANK YOU.

>> DULY NOTED.

>> GOOD EVENING, BOARD. THIS IS OUR ANNUAL MOU.

THE REAL REASON I'M HERE, NOTHING HAS CHANGED OTHER THAN THE AMOUNT OF THE CONTRACT IS MORE THAN $150,000, SO THE BOARD HAS TO APPROVE IT.

PART OF THAT IS BECAUSE WHEN WE LOOK AT THE THIS IS FOR BATTLE GROUND POLICE DEPARTMENT.

AGAIN, SINCE WE'RE EMPLOYING TWO OFFICERS, THE AMOUNT WENT JUST ABOVE THE 150,000.

IT'S 160,000 THIS YEAR.

I KNOW THERE MIGHT BE OTHER QUESTIONS ABOUT THE SCHOOL RESOURCE OFFICER, BUT THIS IS REALLY JUST ABOUT THE COST.

>>THE REASON THE COST INCREASED WAS BECAUSE THE CITY OF BATTLE GROUND HAD RECEIVED A SAFETY GRANT FROM THE FEDERAL GOVERNMENT.

WE HAD THAT GRANT IN PLACE FOR THE LAST THREE YEARS.

[01:40:04]

IT APPROXIMATELY PAID FOR $30,000 A YEAR THAT REDUCED OUR COST BY $30,000, AND THAT GRANT ENDED LAST YEAR.

WE FELT IT WAS WORTH IT TO CONTINUE TO HAVE THE TWO RESOURCE OFFICERS.

WE JUST PICKED UP THAT EXTRA COST SO THAT WE COULD KEEP OUR TWO RESOURCE OFFICERS.

>> INITIALLY, AT THE AROUND THE SAME TIME, WE HAD LOST OUR RESOURCE OFFICER WITH THE ATTORNEY.

>> NOW WE'RE GETTING THAT ONE BACK.

>> NOW WE'RE GETTING IT BACK.

>> DOESN'T HAVE TO COME TO THE BOARD BECAUSE IT'S UNDER THE CONTRACT LESS THAN A 150,000.

>> THAT'S WHY I THOUGHT WE MIGHT HAVE MORE QUESTIONS.

>> YOU GUYS HAVEN'T. YOU'RE ON IT ALREADY.

>> BUT I WILL TELL YOU, BATTLE GROUND BECAUSE OF OUR PARTNERSHIP WITH THE CITY AND THE POLICE DEPARTMENT BEING AS SMALL AS WE ARE, WE WERE ABLE TO SUSTAIN A RESOURCE OFFICER THROUGH COVID AND ALL THE PANDEMIC THAT WHOLE THING.

IN ADDITION, BEING ABLE TO ADD ONE.

AS THE SHERIFF'S DEPARTMENT IS STARTING TO GET THEIR RESOURCES BACK, AND I DON'T KNOW IF WE JUST DID A QUICK LITTLE ARTICLE WITH THE COLUMBIAN.

WE, THE SCHOOL SYSTEMS, NOT JUST BATTLE GROUND, NEVER REALLY WANTED THE RESOURCE OFFICERS TO GO AWAY.

IT WAS A RESOURCING WITH THE LAW ENFORCEMENT AGENCIES.

AS THEIR RESOURCES CAME BACK, AND WE'VE TALKED IN OUR DISTRICT ABOUT THE EQUITY, SO BATTLE GROUND HIGH SCHOOL HAS HAD IT, THE RESOURCE OFFICER, AND NOW PRAIRIE WERE ABLE TO BRING IT BACK.

>> VERY PROUD OF THE FACT THAT WE BROUGHT BACK THE RESOURCE OFFICER WITH THE SHERIFF.

WE ARE THE ONLY DISTRICT.

>> WE ARE.

>> IN IN THE COUNTY WHO WORKED WITH THE SHERIFF'S OFFICE TO GET THE RESOURCE OFFICER BACK. KUDOS TO US.

>> IS THE SHERIFF ANY WAY CHEAPER THAN THE NASTY?

>> ACTUALLY IS A LITTLE BIT CHEAPER. IT'S A LITTLE BIT.

>> WE ALSO ONLY HAVE HERE.

>> IS THERE A JURISDICTIONAL ISSUE TOO?

>> THERE IS.

>> THAT'S WHY IS THAT THE BATTLE GROUND POLICE OFFICER BECAUSE ONLY SERVE THE CITY OF BATTLE GROUND.

THEY SERVE CHIEF BATTLE GROUND HIGH SCHOOL.

>> MAPLE GROVE.

>. MAPLE GROVE.

>> TOKES WASN'T.

>> [INAUDIBLE] IS THE COUNTY.

>> IS IT THIS CONTRACT THAT COVERS ALL OF THOSE SCHOOLS OR JUST BATTLE GROUND?

>> THIS CONTRACT COVERS ALL SCHOOLS WITHIN THE CITY LIMITS.

>> SCHOOLS AND PRIMARY SCHOOLS AND THE OTHER IS FULL TIME AT BATTLE GROUND HIGH.

THAT'S I REMEMBER SEEING.

THERE'S ONE FULL TIME AT BATTLE GROUND HIGH SCHOOL AND THE OTHER KIND OF ROTATES BETWEEN THE OTHER SCHOOLS.

>> TO OUR POINT AND DENNY, AGAIN, JUST A LITTLE BACKGROUND, DENNY, MYSELF AND MIKE KESSLER ARE SECURITY SUPERVISOR HAVE BEEN THE LAST TWO YEARS MEETING WITH LAW ENFORCEMENT AND NEIGHBORING DISTRICTS IN TERMS OF PLANS OF SUPPORTS, AND AS NEW LAWS COME OUT, HOW CAN POLICE RESPOND AND WHAT SUPPORTS ARE WE GETTING? EVERGREEN AND VANCOUVER, OVER HALF THEIR SCHOOLS ARE IN VANCOUVER, A POLICE DEPARTMENT BOUNDARY.

>> THEY LOOK THEY AREN'T TOO.

>> THEY AREN'T EVEN DOING IT THROUGH THEIR CITY POLICE, LET ALONE THE SHERIFF.

WHEN WE WERE TALKING ABOUT TOKES AND WE MET WITH THE SERGEANT WHO'S IN CHARGE OF THE PROGRAM, TOKES USED TO BE SUPPORTED BY THE SCHOOL RESOURCE OFFICER FROM HOCKINSON, JUST BECAUSE OF LOCATION.

OBVIOUSLY HOCKINSON IS NOT ABLE TO HAVE A RESOURCE OFFICER.

HAVING PRAIRIE ONE AT PRAIRIE, THEY HELPED SUPPORT PLEASANT VALLEY AND THE GREENWOOD LOREN CAMPUS, AGAIN, BECAUSE OF PROXIMITY.

>> SOME OF THE REASONING NOW THAT THE OTHER DISTRICTS ARE NOT ABLE TO HAVE A RESOURCE OFFICER AND WORK THROUGH THE SHERIFF IS JUST BECAUSE OF THE SIGNIFICANT BUDGET CUT THEY'VE HAD TO MAKE, AND THEY JUST CAN'T JUSTIFY THE COST.

AGAIN, KUDOS TO US.

>> I THINK WHAT'S REALLY IMPACTED ME ABOUT THIS PROGRAM IS THE RELATIONSHIPS THAT THESE SROS MAKE WITH THE STUDENTS AT ALL LEVELS.

WHEN YOU CAN SEE THOSE STORIES AND HEAR THOSE STORIES, I MEAN, IT JUST MAKES IT WORTH EVERY BIT OF IT.

WE HAD TALKED ABOUT POTENTIALLY BRINGING THEM TO OUR NEXT MEETING.

I HOPE THAT. IS A THING?

>> YES, WE'RE GOING TO.

>> SHELLY AND I HAD JUST HAD THAT CONVERSATION.

I THINK WE'LL BE ABLE TO BRING THEM TO THE NEXT MEETING AND INTERVIEW TO ESPECIALLY BEING THE NIGHT BEFORE SCHOOL STARTS.

THIS WAS YOUR NEXT MEETING.

THEY WILL BE BACK WITH US.

>> WE'LL SEE RIGHT THERE.

>> THEIR PRESENCE ON THE SCHOOL IS SO SIGNIFICANT.

[01:45:01]

>> THANK YOU FOR YOUR SUPPORT. WE APPRECIATE IT.

>> ANY OTHER QUESTIONS OR STUDENT VOICE.

>> BE NICE.

>> WELL, SHE HASN'T HAD AN SRO YET.

>> BUT BE NICE. SHE'S GREAT, BY THE WAY.

>> NOW, I DON'T THINK SO.

>> ANY OTHER QUESTIONS, BOARD? MR. HAS?

>> I RECOMMEND THE BOARD OF DIRECTORS APPROVE THE MEMORANDUM OF UNDERSTANDING WITH THE CITY OF BATTLE GROUND FOR THE SCHOOL RESOURCE OFFICER FOR THE 24/25 SCHOOL YEAR.

>> MOTION ON THE FLOOR FOR THE MOU.

[11. Future Agenda Items and Board Events]

JUST A REMINDER FUTURE AGENDA ITEMS AND BOARD EVENTS.

JUST A REMINDER OF THE NEW TEACHER ORIENTATION LUNCH, IS A CHIEF TOUCH AT ON THE 14TH WEDNESDAY AT 11:15, IF YOU CAN GO.

DID YOU FIND TWO BOARD MEMBERS FOR THE CITY OF BATTLE GROUND MEETING?

>> NO, I'M SORRY.

I DIDN'T. YOU WERE GOING TO TRY TO COME?

>> I AM.

>> I WAS GOING TO REACH OUT TO MARY FIRST.

THEN IF NOT, I QUIT IT OUT TO ANYBODY ELSE.

>> IS POTENTIALLY AN OPEN SLOT FOR THE THERE'S A MEETING WITH THE SCHOOL DISTRICT AND THE CITY OF [INAUDIBLE].

>> CITY MANAGER.

>> THE ANSWER.

>> IF MARY CAN'T MAKE IT.

>> I WAS GOING TO ASK TED TO GO BECAUSE TED WAS INVOLVED IN SOME OF THE DISCUSSIONS REGARDING THE POTENTIAL ROAD THAT'S GOING TO BE GOING IN.

IT WOULD BE GOOD FOR TED TO CONTINUE THOSE CONVERSATIONS. I'D APPRECIATE IT.

>> IF I NEED TO STEP SIDE, I TOTALLY CAN TO MAKE IT.

>> THANK YOU. MONDAY, AUGUST 26, IS THE NEXT BOARD MEETING AND TUESDAY THE 27TH, IS THE FIRST DAY.

HEY. I DO WANT TO TALK ABOUT A COUPLE OF FUTURE AGENDA ITEMS JUST SO THEY'RE ON EVERYBODY'S RADAR.

I HAVE BEEN WORKING ON REVISING THE BOARD TOUR SCHEDULE.

THE IDEA BEHIND IT IS WE USED TO DIVIDE INTO THREE GROUPS AND HIT THREE DIFFERENT SCHOOLS.

WE WOULD BE ONE GROUP.

IN THE NEW WAY, ONE SCHOOL PER MONTH, ALL OF US TOGETHER -1.

WE'D ALWAYS HAVE AN ALTERNATE AS A BOARD MEMBER.

TWO BOARD MEMBERS COULD GO WITH AN ASSISTANT PRINCIPAL AND TWO BOARD MEMBERS COULD GO WITH THE PRINCIPAL.

>> STILL BE THE SAME. WE'D ALL GO TO THE HIGH SCHOOLS.

WE DO ONE HIGH SCHOOL A YEAR.

WE DO THREE PRIMARIES AND THREE MIDDLES MIDDLES.

WE'D DO SEVEN BOARD TERMS A YEAR. YOU WOULD ROTATE.

EACH ONE OF YOU WOULD HAVE A A BUY, SO TO SPEAK.

>> NICE BOARD STOCK.

>> BOARD STOCK.

>> I MUST THEN, IF I DID TOO.

>> IF ONE OF THE MEMBERS WHO WAS SUPPOSED TO GO COULD GO, THEN WE COULD ASK THEM TO TRADE THEIR BY WEEK AND THAT PERSON COULD GO.

WHAT WE FOUND IS BY JUST HAVING EITHER ONE BOARD MEMBER IN ONE GROUP OR TWO BOARD MEMBERS IN A GROUP, SOMETIMES WE WOULD END UP CANCELING AND THEN WE'D BE CALLING THIS BOARD TO, BUT IT WAS REALLY JUST ONE BOARD MEMBER GOING, IN THIS WAY, IT WOULD MAKE A MORE SUBSTANTIAL IMPACT OF HAVING TRULY THE BOARD COMING TO THE SCHOOLS.

IT WOULD IT WOULD TAKE SOME OF THE PRESSURE OFF OF ALL OF YOU BECAUSE EVEN IF TWO BOARD MEMBERS COULDN'T GO, WE STILL HAVE THREE BOARD MEMBERS THERE.

IT WOULD BE WORTH IT FOR THE PRINCIPAL, THE ADMINISTRATION TO PUT TOGETHER TWO.

>> ALSO THE PLAN OVER THAT YOUR FOUR YEAR TERM WOULD BE THAT YOU WOULD SEE EVERY SCHOOL ONCE.

>> SCHOOL EVERY FACILITY.

>> THAT'S GOOD.

>> SHELLY'S WORKING ON ALIGNING THEM WITH THE.

>> CIRA PRESENTATION.

>> THAT'S JUST SOMETHING TO THINK ABOUT.

THE OTHER BOARD TOPIC I WANT TO JUST PUT ON EVERYBODY'S RADAR IS WE'RE STARTING A NEW SCHOOL YEAR.

WE TYPICALLY GO OVER TOPICS, THE BOARD INPUT TOPICS THAT WE WANT TO REVIEW.

JUST FOR SOME IDEAS, WE'VE WE'VE TALKED ABOUT HAVING A PRESENTATION ON THE FAMILY AND COMMUNITY RESOURCE CENTER.

WE DID THAT LAST YEAR.

WE'VE HAD CAPITAL FACILITIES PLANS.

WE'VE HAD A COUPLE OF YEARS AGO, WE HAD BOND 101.

MAYBE WE DO A LEVY 101 THIS YEAR, I MEAN, OR YOU KNOW, JUST A LEVY INFORMATION MEETING.

THERE'S JUST STUFF LIKE THAT, SO I'LL BE ASKING FOR IN EVERY.

>> I'M SORRY, JACKIE.

YOU JUST GOT ME THINKING.

TERRY, YOU HAD ASKED THAT WE SPEAK SPECIFICALLY ABOUT SOME OF THE SUICIDE PREVENTION THINGS AND HOW WE RESPOND TO A SUICIDE.

[01:50:03]

TAMRA IS GOING TO DO A PRESENTATION FOR YOU IN AN UPCOMING MEETING WHERE WE TALK ABOUT THAT, SO YOU'RE ALL AWARE OF HOW WE RESPOND TO THOSE TYPES OF THINGS AND WHAT THINGS WE'RE DOING INTERVENTION WISE TO PREVENT THOSE.

>> SEPTEMBER 9.

>> SEPTEMBER 9.

>>WE'RE ALSO LOOKING AT A PRESENTATION AROUND SOME OF THE MENTORING THAT WE'RE PROVIDING TO OUR ADMINISTRATORS AND WHAT THAT LOOKS LIKE.

WE'LL BE DOING A PRESENTATION ON THAT.

SO YOU HAVE THAT FROM TEACHING AND LEARNING AS WELL.

IF THERE ARE OTHER TOPICS THAT YOU WANTED, I ACTUALLY DID FIND A DOCUMENT THAT I PULLED OUT OF THE ARCHIVES FROM SEVERAL YEARS AGO, THE THINGS I KEEP.

BUT THERE ARE TOPICS THAT THE SCHOOL BOARD BRAINSTORMED BACK 24?

>> YEAH, I HAVE.

>> GOOD.

>> IT'S A GOOGLE.

>>GO FOR IT.

>>I'M HAPPY TO SHARE IT. YOU GUYS WANT TO SEE IT SOME IDEA.

>> SOME TOPICS.

>> GIVE ME SOME TOPICS AND THEN YOU CAN JUST E MAIL SHELLY AND I AND SAY, I'D BE INTERESTED IN THIS ONE.

I'D BE INTERESTED IN THIS ONE.

OBVIOUSLY, WE CAN'T GET EVERYTHING IN, BUT WE'LL TRY TO GET THE ONES THAT YOU'RE MOST INTERESTED.

>> WE ALSO HAVE THREE UPDATES PLANNED FOR YOU AROUND THE PLC IMPLEMENTATION AND THE DATA THAT WE'RE GETTING FROM THOSE PLC TEAMS. JUST EXCITED ABOUT THAT WORK.

WE'VE GOTTEN LOTS OF QUESTIONS OVER THE LAST FEW YEARS WHO WE'VE BEEN IMPLEMENTING LATE STARTS AND FELT LIKE IT WAS IMPORTANT TO HAVE SOME TEAMS COME TALK TO YOU ABOUT THE DATA THAT THEY'RE COLLECTING AND HOW IT'S BEING USED.

WE'LL HAVE SOME OF THOSE THROUGHOUT THE YEAR, BUT ANYTHING ELSE YOU'D LIKE.

WE'D LOVE TO COME SHOUT OUT SOME OF THE GOOD WORK THAT'S HAPPENING.

>> NO, YOU'RE OKAY.

>> I JUST WANT TO TERRY KNOW WHERE WE'RE GOING TO DO THAT.

ONE HE'S BEEN ASKING FOR IT.

>> ANYTHING ELSE FROM THE BOARD? MEETING ADJOURNED 7:52 UNDER TWO HOURS. THANK YOU, EVERYONE.
