IT'S REALLY COOL TO SEE TREVOR COME BACK AND MARY AND, YOU KNOW, IT'S JUST IT'S REALLY COOL.

IT REALLY SPEAKS WELL FOR THE DISTRICT.

OKAY. AND WAS ANYONE HAVE ANYTHING FROM WSDA? PRETTY QUIET THERE, TOO.

AND THERE'S NO TOURIST COMMITTEE BECAUSE WE'RE NOT IN SCHOOL.

GRADUATIONS WERE WONDERFUL.

YEAH, ALL SIX OF THEM.

EVERYONE DIFFERENT? YEAH. IT WAS.

YEAH, IT WAS A GREAT TIME.

TYLER MODE HAS ALL THE PICTURES UP IN ONE SPOT SO YOU CAN GET THERE EASY.

ANYBODY ELSE? DIRECTOR'S REPORTS.

OKAY, SUPERINTENDENT AND STAFF UPDATES.

[6. Superintendent and Staff Updates]

THANK YOU. I HAVE A COUPLE OF THINGS I WANT TO SHARE.

FIRST OF ALL, WASHINGTON STATE SCHOOL BOARD RECOGNIZED CAME OUT WITH THEIR RECOGNITIONS. THEY ARE RUNNING A LITTLE BIT BEHIND.

SO, THEY SENT OUT THE RECOGNITIONS FOR THE 2122 SCHOOL YEAR AND THE RECOGNITIONS FOR THE 22-23 SCHOOL YEAR. YES, I SHAKE MY HEAD, TOO, BUT I DO THINK IT'S IMPORTANT BECAUSE WE JUST GOT THOSE AND THEY SAID YOU KNOW, THEY SAID THAT THEY APOLOGIZE FOR BEING SO LATE, BUT I JUST WANTED TO READ THEM IN 21-22 WE HAD THE FOLLOWING SCHOOLS RECOGNIZED.

[00:10:06]

DAYBREAK PRIMARY WAS RECOGNIZED FOR GROWTH FOR ONE OR MORE STUDENT GROUPS.

LAUREN MIDDLE SCHOOL WAS RECOGNIZED FOR GROWTH FOR ONE OR MORE STUDENT GROUPS.

PLEASANT VALLEY MIDDLE SCHOOL WAS RECOGNIZED FOR GROWTH FOR ONE OR MORE STUDENT GROUPS, AND TUKES VALLEY PRIMARY WAS RECOGNIZED FOR CLOSING GAPS FOR ONE OR MORE STUDENT GROUPS, AND THEN FOR THE 2223 SCHOOL YEAR, THE FOLLOWING SCHOOLS WERE RECOGNIZED.

CAM ACADEMY WAS RECOGNIZED FOR GROWTH FOR ONE OR MORE STUDENT GROUPS AND FOR ACHIEVEMENT FOR THE ENTIRE SCHOOL.

CAPTAIN STRONG PRIMARY WAS RECOGNIZED FOR GROWTH FOR ONE OR MORE STUDENT GROUPS.

DAYBREAK PRIMARY SCHOOL WAS RECOGNIZED AGAIN FOR THE SECOND YEAR IN A ROW FOR CLOSING GAPS FOR ENGLISH LANGUAGE LEARNERS, AND TUKES VALLEY PRIMARY, AGAIN SECOND YEAR IN A ROW, WAS RECOGNIZED FOR GROWTH FOR ONE OR MORE STUDENT GROUPS.

THESE SCHOOLS WILL BE RECEIVING A BANNER FROM THE STATE BOARD OF EDUCATION WHICH THEY CAN HANG IN THEIR SCHOOL TO SHOW THEIR ACHIEVEMENTS.

AND JUST AS SUPERINTENDENT AND DEPUTY SUPERINTENDENT, WE JUST WANTED TO OFFER OUR CONGRATULATIONS TO THOSE SCHOOLS AND OUR APPRECIATION FOR THEIR HARD WORK IN CLOSING THOSE GAPS.

BECAUSE, AS YOU FOUR KNOW, ONE OF OUR PRIORITIES IS TO CLOSE ACHIEVEMENT GAPS FOR STUDENTS IN IN OUR VARIOUS GROUPS.

SO, CONGRATULATIONS TO THOSE SCHOOLS.

YEAH. THANKS.

NEXT. WHAT I WANTED TO DO IS LEASE.

COULD YOU BRING UP THAT THE POLICY IT'S COME TO MY ATTENTION THAT WE'VE HAD.

AND CAN YOU BLOW THAT UP? YEAH. AND GO DOWN TO THE BOTTOM ONE, WHICH IS THE ORIGINAL POLICY.

YEAH. GO DOWN.

KEEP GOING. SO, IT'S COME TO MY ATTENTION THAT WE'VE HAD A LOT OF INDIVIDUALS COME AND TALK TO US ABOUT OUR LIBRARY MATERIALS.

IT GOES DOWN TO THIS.

IT SHOULD BE THE YELLOW ONE.

YEAH. ALL THE WAY DOWN.

THERE YOU GO RIGHT THERE.

RIGHT. WE'VE HAD A LOT OF PEOPLE COME AND ASK ABOUT THE POLICY AS IT DIRECTS OUR LIBRARY BOOKS.

AND THERE HAS BEEN MAYBE NOT DIRECT SUGGESTION, BUT SOME SUGGESTION THAT WE MAY HAVE CHANGED THE POLICY TO EITHER MAKE OUR PROCESS MORE DIFFICULT FOR THOSE INTERESTED IN CHALLENGING BOOKS OR JUST TO MAKE IT MORE COMPLICATED, OR THAT WE CHANGED IT FOR SOME REASON TO MAKE IT HARDER TO DO THAT.

AND SO, I WANTED TO BRING YOUR ATTENTION TO THE POLICY.

THIS IS THE POLICY PRIOR TO FEBRUARY 5TH OF THIS YEAR.

AND YOU CAN SEE, PLEASE, CAN I HAVE THAT? GO DOWN. YEAH. SO, THIS WAS THE POLICY PRIOR TO CAN SEE RIGHT HERE IT SAYS RETIRED 2524.

SO GO BACK TO THAT OKAY.

THIS IS THE ONLY SECTION.

THE ONLY SECTIONS THAT WERE CHANGED WERE THE SECTIONS THAT ARE HIGHLIGHTED.

AND YOU CAN SEE HERE THAT IN THE ORIGINAL POLICY WHAT IT SAID WAS PERSONS WISHING TO MAKE A COMPLAINT REGARDING THE LIBRARY RESOURCES WILL BE ASKED TO DIRECT THEIR COMPLAINT TO THE TEACHER LIBRARIAN.

THE OTHER AREA THAT IS HIGHLIGHTED IS THAT THIS REQUEST FOR RECONSIDERATION LIBRARY AND INFORMATION MATERIALS.

SO, IF AN INDIVIDUAL WANTED TO CHALLENGE A BOOK, THEY WOULD DOWNLOAD THIS FORM, FILL THIS FORM OUT WITH PEN PENCIL AND THEN SUBMIT THE FORM TO THE SCHOOL OR TO DISTRICT OFFICE. NOW GO TO THE NEW POLICY.

NOW AT THE TIME AT WHEN FEBRUARY 5TH WAS ROLLING AROUND, YOU CAN SEE THIS WAS DIRECTED THIS WAS A THIS WAS APPROVED FEBRUARY 5TH, 2024. THAT'S FEBRUARY 5TH WAS ROLLING AROUND.

WE KNEW THAT WE WERE GOING TO HAVE INDIVIDUALS, CITIZENS WHO WANTED TO CHALLENGE BOOKS.

[00:15:03]

WE WERE NOT TRYING TO MAKE THE PROCESS MORE DIFFICULT OR CHANGE THE PROCESS OR SWITCH IT UP.

WE WERE WANTING TO MAKE SURE THAT WE CLARIFIED THE PROCESS AND ACTUALLY MADE THE PROCESS EASIER.

YOU CAN SEE HERE THAT WE CHANGED.

PERSONS WISHING TO MAKE A COMPLAINT REGARDING LIBRARY RESOURCES WILL DIRECT THEIR COMPLAINT INSTEAD OF DIRECTING THEIR COMPLAINT, BECAUSE WE HAD SOME PEOPLE SAYING WE HAD OUR LIBRARIAN SAYING, THAT'S CONFUSING FOR PEOPLE.

THEY'RE NOT SURE IF THEY NEED TO MAKE AN APPOINTMENT.

SO, WE SIMPLY CHANGED THAT TO MAKE AN APPOINTMENT WITH THE TEACHER LIBRARIAN.

TO CLARIFY, IT DID NOT CHANGE THE PROCESS.

THE OTHER THING WE DID WAS RATHER THAN DOWNLOADING THE FORM, YOU NOW DON'T HAVE TO DOWNLOAD THE FORM.

WE MADE THIS A LINKABLE FILE, A HYPERLINK.

SO, YOU COULD JUST CLICK ON THAT, AND THE FORM WOULD APPEAR, AND YOU COULD FILL IT OUT ONLINE AND SUBMIT IT ELECTRONICALLY. THOSE WERE THE ONLY CHANGES THAT WERE MADE.

LISA, CAN YOU SHOW THAT SHARED FILE THAT I GAVE YOU? MAYBE. THERE YOU GO.

YEP. AND BLOW THAT UP.

ABOUT THAT. SO AGAIN, POLICY 2021, WHAT THAT SAYS IS POLICY 2021 LIBRARY INFORMATION AND TECHNOLOGY PROGRAM WAS NOT CHANGED, SO THE POLICY WAS NOT CHANGED AT ALL.

THE POLICY WAS LAST REVISED IN 2018.

PROCEDURE 2121 OR 2021 WAS REVISED IN FEBRUARY 2024.

WHAT WE DID WAS WE ADDED HYPERLINKS TO THE REQUEST FORM.

THE PROCEDURE ALSO WENT UNDER UNDERWENT ONE NON-SUBSTANTIVE EDITED EDIT TO CLARIFY, WHEN PEOPLE WHO WISH TO MAKE A COMPLAINT SHOULD MAKE AN APPOINTMENT TO THE TEACHER LIBRARIAN.

THE CHANGES MADE WERE MADE TO MAKE THE PROCESS CLEARER AND EASIER FOR ANYONE INTERESTED IN CHALLENGING A BOOK.

INSTEAD OF SAYING PERSONS WISHING TO MAKE A COMPLAINT ABOUT THE LIBRARY, RESOURCES WILL BE ASKED TO DIRECT THEIR COMPLAINT TO THE TEACHER LIBRARIAN. IT WAS SIMPLY REVISED TO READ PERSONS WISHING TO MAKE A COMPLAINT ABOUT LIBRARY RESOURCES WILL MAKE AN APPOINTMENT WITH THE TEACHER LIBRARIAN.

AND AGAIN, THE OTHER REVISION, AS STATED ABOVE, WAS SIMPLY TO MAKE THE COMPLAINT FORM ACCESSIBLE ONLINE BY ADDING A HYPERLINK.

THE FORM ITSELF DID NOT CHANGE.

SO, I WANT TO MAKE SURE THAT THERE IS THIS.

THERE IS NOT THIS MISPERCEPTION THAT WE WERE SOMEHOW TRYING TO BE TRICKY OR MAKE THE PROCESS CHANGE TO MAKE IT MORE DIFFICULT.

IF YOU GO BACK THROUGH THE POLICY, WHETHER IT'S THE REVISED POLICY OR THE OLD POLICY, YOU'LL SEE THAT THE PROCESS FOR CHALLENGING A BOOK HAS REMAINED CONSISTENT. AND IT'S BEEN THAT WAY SINCE 2018 WAS THE LAST TIME THAT WAS MADE.

SO, ANY QUESTIONS FOR? DID YOU GET INQUIRIES ABOUT THIS AT THE OFFICE? I NEVER GOT INQUIRIES, BUT I KNOW THAT YOU GOT SOME INQUIRIES.

I DID, AND I KNOW THAT WE GOT SOME INQUIRIES HERE AT THE BOARD MEETING AND WHETHER IT WAS NOT NOBODY CAME OUT DIRECTLY. BUT THERE WAS AN IMPLICATION PERHAPS, OR A SUGGESTION THAT WE MAY HAVE CHANGED IT IN ORDER TO MAKE THE PROCESS HARDER.

AND THAT WAS ANYTHING BUT THE REASONING BEHIND THE PROCESS.

WE KNEW WE WERE GOING TO HAVE BOOK CHALLENGES.

WE SAW IT COMING, AND SO WE TRIED TO MAKE THE PROCESS CLEARER AND EASIER FOR OUR CONSTITUENTS.

AND NO ONE EVER CALLED YOU.

NO ONE EVER CALLED ME PERSONALLY.

THANK YOU, SIR.

THANK YOU. THANK YOU.

NEXT UP, I'M GOING TO TURN IT OVER AIR.

YOU'RE DONE. YOU DON'T HAVE ANYTHING ELSE, RIGHT? OH. YOU DO. GO AHEAD.

JUST TWO ITEMS I WANTED TO SHARE.

SO, ON THE CONSENT AGENDA, YOU'LL NOTICE THE EXTRACURRICULAR CONTRACT.

THIS IS SOMETHING I HAD SHARED TWO WEEKS AGO THAT THAT WOULD BE COMING TO YOU FOR APPROVAL.

WE DO HAVE TOM ADAMS AND LUKE LACOUNT HERE AND KIM BECKER.

THEY WERE ALL INVOLVED, AS WELL AS SOME OTHER PEOPLE ON CONTRACT NEGOTIATIONS WITH THAT.

AND SO THERE ARE SOME MINOR CHANGES AND ADJUSTMENTS SPECIFICALLY AROUND SUPPORTS TO COACHES AND

[00:20:07]

POSTSEASON PAY, AS WELL AS INCREASED SUPPORT FOR HOSTING HOME EVENTS ADDITIONAL CHANGES AROUND LANGUAGE, AROUND COMMUNICATION BETWEEN THE ATHLETIC DIRECTOR AND COACHES UPDATED EMPLOYEE PROTECTION LANGUAGE TO MATCH THAT OF THE BGA CONTRACT, AND THEN ADJUSTMENT TO COACHING AND GAME MANAGER STIPENDS, AND THEN REDUCING SOME OF THE PLAYER TO COACH RATIOS FOR CERTAIN SPORTS.

SO THOSE ARE JUST SOME OF THE HIGHLIGHTS.

AND I KNOW TOM AND LUKE ARE AVAILABLE FOR QUESTIONS IF YOU HAVE ANY.

AND THEN LASTLY DAVE CRESAP IS HERE.

THIS IS HIS LAST SCHOOL BOARD MEETING.

AND SO HE IS SET TO RETIRE AT THE END OF THIS WEEK.

AND SO I KNOW IT IS WITH BITTERSWEET EMOTIONS, BUT YES.

SO WE ARE EXCITED FOR HIM AND THANK HIM FOR ALL OF HIS SERVICE AND WISH HIM ALL THE BEST.

SO THAT'S IT.

SO DEDICATED.

WORKING RIGHT UP TO THE END, MY FRIEND.

WE APPRECIATE YOU.

WE'LL MISS YOU, DAVE. NEXT UP, I BELIEVE, IS OUR CHIEF FINANCIAL OFFICER, MICHELLE SCOTT.

GOOD EVENING. BOARD.

JUST A QUICK UPDATE ON THE CONSENT AGENDA.

YOU WILL SEE.

ITEM J IS OUR LUNCHEON BREAKFAST PRICES FOR THE 2425 SCHOOL YEAR.

AND IT'S ALL INCLUDED IN THE IN THE IN THE DESCRIPTION.

BUT I JUST WANTED TO LET YOU KNOW THAT WE ARE ONLY RAISING PRICES BY THE MINIMUM REQUIRED AMOUNT BY THE PAID LUNCH EQUITY TOOL.

IT WAS RECOMMENDED TO RAISE PRICES $0.85 FOR LUNCHES.

AND THERE AND SO BUT WE ARE ONLY REQUIRED TO DO $0.10.

SO THAT'S WHAT WE WILL HAVE PROPOSED FOR YOUR APPROVAL.

THERE'S NO CHANGE TO BREAKFAST PRICES.

AND OF COURSE, ALL STUDENTS YOU KNOW, UNDER THE MULTIPLE WAYS THAT YOU CAN QUALIFY FOR FREE OR REDUCED OR THROUGH A STATE PROGRAM OR A FEDERAL PROGRAM.

OUR IT DOESN'T, YOU KNOW, THEY WON'T BE CHARGED FOR THEIR LUNCH OR BREAKFAST.

SO, I JUST WANT TO BRING THAT TO YOUR ATTENTION.

AND THEN ALSO JUST TO GIVE YOU A BUDGET UPDATE, WE ARE JUST PUTTING THE LAST FINAL PIECES OF THE BUDGET TOGETHER.

SO, I WOULD LIKE TO BRING THE BUDGET AND PROVIDE A BUDGET UPDATE AT A WORK SESSION ON AUGUST 12TH, IF THAT WILL MEET THE SCHEDULE.

SO WITH THE BOARD AND THEN ON AUGUST 26TH WOULD BE THE BUDGET ADOPTION.

SO THAT WOULD GIVE YOU A LITTLE BIT OF TIME TO KIND OF DIGEST EVERYTHING AND ASK ANY QUESTIONS BETWEEN THE TIME OF THE WORK SESSION, THE ADOPTION, THAT'S ALL I HAVE.

THANK YOU. THANK YOU.

NEXT UP FACILITIES.

KEVIN JOLMA. HELLO.

SO, YEAH, WE HAVE QUITE A FEW, OBVIOUSLY, QUITE A FEW THINGS GOING ON RIGHT NOW THAT SCHOOL HAS GOTTEN OUT.

I'LL JUST GIVE YOU A LITTLE LIST OF THINGS WE'RE UP TO RIGHT NOW.

SO, WE'VE HIT THE GROUND RUNNING ON THAT ESCO AND THE CLEAN BUILDINGS ACT.

WE'RE AUDITING ALL OF OUR SCHOOLS AND TOURING THOSE AS WELL.

OUR CENTRAL OPERATIONS BUILDING IS GETTING.

IT WILL BE BIDDING ON JULY 15TH, AND I WILL BE BRINGING THAT TO YOU, HOPEFULLY FOR THE NEXT BOARD MEETING FOR APPROVAL TO AWARD THAT CONTRACT AT CASEY. WE'RE JUST FINISHED UP OUR BASEMENT OFFICES, GETTING READY TO START RECARPETING BUILDING C AT CAPTAIN STRONG. WE JUST FINISHED OFF A CONVERSION OF THEIR SMALL WORKROOM IN THEIR TEN PLEX TO A STAFF RESTROOM.

IN THE PAST, THE STAFF WAS IN THE WERE FORCED TO SHARE THE RESTROOMS WITH THE KIDS.

AND NOW WE HAVE A JUST A STAFF RESTROOM FOR THEM.

LAUREN. WE HAVE PARKING LOT BOLLARDS AND CHAINS THAT WILL BE ADDING TO PROTECT THE THAT GRASS OUT IN FRONT OF THE SCHOOL WHERE KIDS HAVE TAKEN TO SPINNING OUT QUITE OFTEN.

PRAIRIE HIGH SCHOOL, IF YOU'VE DROPPED BY PRAIRIE HIGH SCHOOL, WE'VE A LOT GOING ON RIGHT NOW.

THERE ARE PALLETS AND PALLETS FULL OF FLOORING OUT IN FRONT OF THE GYM.

WE'RE REPLACING THAT GYM AFTER SINCE 1978, WHEN IT WAS BUILT.

I'LL LET YOU DO THE MATH.

WE'RE ALSO DESIGNING THE BATTLE GROUND VIRTUAL ACADEMY.

WE'VE MET WITH THEIR STAFF AND WE'RE MOVING ALONG.

GOOD WITH OUR DESIGN.

HOPE TO. AND WE'LL HAVE THAT READY FOR THE FOLLOWING SCHOOL YEAR.

NOT THIS UPCOMING.

WE'RE ALSO UPDATING AND REVISING THE BAND ROOM.

[00:25:01]

WE GAVE THEM NEW CABINETS LAST YEAR.

NOW WE'RE REPAINTING EVERYTHING, GETTING RID OF SOME OF THOSE 1978 COLORS.

PLEASANT VALLEY, IF YOU'VE DROPPED BY THERE, THAT PROJECT IS WELL UNDERWAY.

WE'RE ADDING THE THREE NEW CLASSROOMS OUT ON THE COVERED PATIO.

WE'RE GETTING READY TO POUR THE SLAB WEDNESDAY.

AND A LOT OF THE INTERIOR WORK ALREADY IS WELL UNDERWAY AS WELL.

LAST THING THAT I'LL UPDATE YOU ON IS WE'RE ADDING A CARD SWIPE TO ONE OF THE GYMS ONE OF THE DOORS AT YAKULT, PER THEIR REQUEST TO HELP THEIR STUDENTS ENTER THE BUILDINGS MORE SAFELY.

AND THAT KIND OF TAILED OFF OF THE FENCE THAT WE PUT THROUGH THE PARKING LOT WHERE WE SEPARATED STAFF AND KIDS WITH A FENCE.

NOW, NOW THEY NEED A LITTLE BIT DIFFERENT OPPORTUNITY TO GET BACK IN THE DOOR.

SO, WE'RE GOING TO ADD A CARD SWIPE THERE.

WELL. WE'RE BUSY.

THANK YOU. SOUNDS LIKE IT.

THANK YOU. AND LAST BUT NOT LEAST, COMMUNICATIONS AMANDA RICHTER.

GOOD EVENING. BOARD.

I HAVE TWO THINGS TO SHARE WITH YOU.

A COUPLE OF MEETINGS AGO, DENNY HAD MENTIONED THAT CASCADIA TECH ACADEMY HAD AWARDED SEVERAL OF OUR STUDENTS WITH THEIR DISTINGUISHED GRADUATE AWARDS, AND I WANTED TO SHARE THEIR NAMES AND PHOTOS WITH YOU TODAY.

THESE ARE THE SIX STUDENTS REPRESENTING A COUPLE OF OUR DIFFERENT SCHOOLS.

THEY WERE CHOSEN BECAUSE THEY WERE NOMINATED BY THEIR INSTRUCTORS AT CASCADIA TECH, AND THEY DEMONSTRATE ADVANCED ACADEMIC, TECHNICAL AND EMPLOYABILITY SKILLS.

SO THAT'S WHY THEY WERE CHOSEN.

AND CONGRATULATIONS TO ALL OF THEM.

AND THE OTHER THING I WANTED TO SHARE WITH YOU WAS JUST A NEAT LEARNING ACTIVITY.

THAT PLEASANT VALLEY PRIMARY DID.

THEIR SECOND-GRADE TEAM ALL WORKED TOGETHER, AND THEY CREATED WHAT THEY CALLED A LIVING MUSEUM.

SO, EACH STUDENT CHOSE A DIFFERENT HISTORICAL FIGURE FROM A VARIETY OF TIME PERIODS AND INDUSTRIES, AND THEY PUT TOGETHER A COSTUME.

AND THEN THE LIVING MUSEUM PART WAS PEOPLE CAME TO VISIT AND YOU COULD PRESS A LITTLE BUTTON IF YOU USE YOUR IMAGINATION, AND THE PERSON WOULD COME TO LIFE AND TELL YOU THEIR HISTORY. SO JUST A REALLY NEAT WAY TO BRING THE LEARNING INTO A REALLY ENGAGING ACTIVITY.

THANK YOU. THANK YOU, AMANDA.

AND THAT'S IT FOR SUPERINTENDENT STAFF UPDATE OKAY.

THANK YOU. NEXT UP IS CITIZEN'S COMMENTS.

[7. Citizens' Comments]

SO PLEASE FOLLOW THE PROTOCOL FOR CITIZENS COMMENTS BY COMING FORWARD TO THE PODIUM, FACING THE BOARD, STATING YOUR NAME AND LIMITING YOUR TIME TO THREE MINUTES AND REFRAIN FROM DISCUSSING CONFIDENTIAL MATTERS.

BOARD MEMBERS DO NOT NORMALLY RESPOND TO QUESTIONS OR PETITIONS DURING CITIZENS COMMENTS.

THEY WILL LISTEN AND GIVE DIRECTION TO THE ADMINISTRATIVE TEAM IF ACTION IS DEEMED NECESSARY.

PLEASE BE RESPECTFUL OF ALL PRESENTERS AND REFRAIN FROM CLAPPING OR MAKING ANY COMMENTS WHILE A PERSON IS PRESENTING.

THANK YOU. AND PLEASE ALSO FORGIVE ME IN ADVANCE FOR MISPRONOUNCING YOUR NAMES.

FIRST IS JENNIFER HANEY WITH.

THERE SHE IS. OKAY.

AND LET'S SEE SUPERINTENDENT WATERS IS OUR TIMER TODAY, SO HE HAS THE 30S AND TIMER.

OKAY, YOU GET THE DISTINGUISHED POSITION.

YOU KNOW, SUPERINTENDENT, YOU JUST DO WHAT YOU GOT TO DO.

WELL, GOOD EVENING.

BOARD. IT'S KIND OF FUNNY TO HAVE EVERYBODY OVER HERE.

I FEEL LIKE THE ROOM IS KIND OF DOING THIS.

WE SAID FIRST OF ALL, I JUST WANT TO SAY CONGRATULATIONS FOR GETTING THROUGH ANOTHER SCHOOL YEAR.

I HOPE ALL OF YOU WILL HAVE A GOOD SUMMER.

IT LOOKS LIKE IT'S STARTING OFF VERY NICE.

DENNY, THANK YOU SO MUCH FOR CLARIFICATION ON THAT.

THAT POLICY. I REALLY APPRECIATE IT.

I NOTICED TONIGHT THAT THERE ARE A NUMBER OF POLICIES ON THE AGENDA THAT YOU WILL BE CONSIDERING FOR REVISION AND ADOPTION.

NONE OF THEM ARE THE LIBRARY POLICY.

AND IT SEEMS EVIDENT THAT SUMMERTIME IS A GOOD TIME TO LOOK AT POLICIES THAT NEED TO BE CHANGED, REVISED, IMPROVED.

SINCE WE'VE BEEN COMING HERE SINCE LAST NOVEMBER AND HAVE PROPOSED CHANGES TO THE LIBRARY POLICY, I WOULD ASK THAT THAT BE ONE OF THE POLICIES THAT YOU CONSIDER? WE PROPOSED A VERY SIMPLE CHANGE TO THE POLICY SIMPLY TO REFLECT THE MEDIA POLICY.

AND SO, I'M WONDERING, IS THAT ON THE PLAN? WHY ISN'T IT ON THE AGENDA? SO, I JUST RESPECTFULLY ASK SINCE WE HAVE BEEN COMING SINCE NOVEMBER, THAT THAT LIBRARY POLICY BE PUT ON THE AGENDA AND TALKED

[00:30:07]

ABOUT I WOULD ALSO LIKE TO MAKE JUST A COUPLE OF OBSERVATIONS ABOUT POLICY.

34 2021 THE STUDENT DISCIPLINE POLICY THAT YOU'LL BE LOOKING AT THIS EVENING.

FIRST OF ALL, I'M GLAD TO SEE THAT IT EMPHASIZES PARENT AND FAMILY ENGAGEMENT.

I THINK WE ALL KNOW THAT WHEN A STUDENT IS HAVING DISCIPLINARY ISSUES, IT'S VERY IMPORTANT TO HAVE THE PARENTS AND THE FAMILY INVOLVED IN THAT DISCIPLINARY PLAN OR ACTION.

I NOTICE IN THERE THAT EQUITY IS MENTIONED QUITE A FEW TIMES IN IT.

IT'S MENTIONED RIGHT NEXT TO FAIRNESS.

AT TIMES WE HAVE SEEN THAT FAIRNESS AND EQUITY SOMETIMES ARE IN CONFLICT.

SO, I'M WONDERING WHAT DOES THE BOARD MEAN BY EQUITY IF WE ARE DISCIPLINING STUDENTS DIFFERENTLY BASED ON THINGS THAT ARE THINGS LIKE RACE, GENDER, SEX, THAT SORT OF THING? SOCIOECONOMICS. THAT'S NOT FAIRNESS.

AND I WOULD HATE TO THINK OUR DISTRICT WOULD DO THAT.

I KNOW TAHOMA SCHOOL DISTRICT WAS DOING THAT A COUPLE OF YEARS AGO, SO I JUST WANT TO POINT THAT UP OUT TO YOU AND THANK YOU FOR YOUR TIME. THANK YOU.

JOEY DORRANCE.

HI, MY NAME IS JOEY DORRANCE.

I'M A PASTOR AT MASTERS BIBLE CHURCH.

I WANT TO THANK YOU ALL FOR THIS OPPORTUNITY TO SPEAK TO YOU THIS AFTERNOON.

AND ALSO THANK YOU FOR CLARIFYING THE LIBRARY POLICY.

ONE OF THE CONCERNS, THOUGH, IS THERE'S TOO MUCH POWER IN THE HAND OF JUST ONE PERSON.

RATHER, THERE SHOULD BE A POLICY BEFOREHAND VETTING THE BOOKS AND PROTECTING NEW BOOKS TO GET IN.

OTHERWISE, YOU'RE GOING TO HAVE BOOKS IN THERE FOR A LONG TIME AS THEY'RE GOING THROUGH THIS PROCESS.

FOR EXAMPLE, THIS BOOK IS ENTITLED DEAD END BY JASON MEYERS, AND IT'S IN THE PRAIRIE HIGH SCHOOL.

AND JUST AHEAD OF TIME, IF YOU HAVE ANY YOUNG EARS, THIS WOULD NOT BE SOMETHING THEY'D WANT TO HEAR.

AGAIN, THIS IS IN PRAIRIE HIGH SCHOOL RIGHT FROM THE GATE.

PAGE THREE.

HOW HE FUCKS THE WORD IS SAID.

I'M NOT GOING TO SAY THAT WORD.

ME THE WAY HE HANDLES ME AND MAKES ME COME ALMOST THE MOMENT HE'S INSIDE ME.

PAGE FOUR. THERE ARE SO MANY MORE THINGS I LOVE ABOUT HIM TOO, BUT THOSE ARE MY TOP THREE.

I MEAN, FOR I LOOK AT HIM AND MY PUSSY GETS WET.

PAGE 18.

THAT'S WHAT I DO WHEN YOU FALL ASLEEP AFTER WE'RE DONE.

FUCKING DREW SAID.

SHE SCOOTED OVER TO THE MIDDLE OF HIS TRUCK, LICKED THE INSIDE OF HIS EAR AND WHISPERED; I LOVE WATCHING YOU KICK ASS ON THE MAT.

THEN SHE UNDID HIS PANTS, PULLED OUT HIS HARD DICK, LEANED DOWN AND PUT IT IN HER MOUTH.

SHE DIDN'T COME UNTIL HE CAME.

SHE SWALLOWED.

PAGE 77.

BO RIPPED OFF HIS SHIRT.

GINA WAS LYING WITH HER FACE TO THE CARPET.

HER NOSE WAS SMASHED FLAT, DROOL SPILLED FROM HER LIPS.

IT WAS THE WORST FEELING EVER.

HER HEART WAS SMASHED INTO HER RIBS.

SHE WAS SOBBING, SCREAMING.

WOULDN'T EVEN HELP.

SHE CLOSED HER EYES AND BRACED FOR THE INTRUSION.

QUIT CRYING WHORE, BO SNAPPED.

HE TURNED HER ON HER BACK, KICKING HER HARD IN THE RIBS.

HE KNELT DOWN BESIDE HER AND TORE OPEN THE BUTTONS ON HER JEANS AND SLID THEM DOWN TO HER ANKLES.

HER BODY WAS IN A STEADY TREMBLE, EVEN WITH HER EYES CLOSED.

SHE COVERED HER FACE WITH HER HANDS.

COREY SHOOK HIS HEAD AND LOOKED DOWN AT HIS FEET.

HE WANTED IT TO STOP BUT DIDN'T KNOW HOW.

BO SLID GINA'S UNDERWEAR TO THE SIDE AND SHOVED TWO FINGERS INTO HER PUSSY.

IT WAS DRY, SO HE SLID HIS FINGERS IN AND OUT A FEW TIMES OVER TO GET THE CROTCH MOIST.

SAME PAGE.

COREY STOOD OVER GINA'S HEAD.

HE KNELT DOWN, PLANTING BOTH KNEES ONTO THE CARPET ABOVE GINA'S SHOULDERS.

HE PUT HIS HANDS ON HER ARMS. BO UNZIPPED HIS PANTS.

HIS DICK WAS ALREADY HARD, EVEN THOUGH HE'D BEEN DRINKING MOST OF THE DAY AND HAD SOME COKE.

THE CONTROL AND THE POWER GIVEN HIM TO THE RUSH TO THE CROTCH.

HE PUT ON THE CONDOM, PULLED HIS PANTS TO HIS KNEES AND GUIDED HIS DICK INTO GINA'S PUSSY.

AND IT GOES ON. AND IT JUST GETS WORSE AND WORSE AND WORSE.

AND THIS IS JUST ONE OF THE BOOKS THAT'S IN THERE.

AND SO, IF WE'RE GOING TO LEAVE THAT IN, HOW LONG ARE WE GOING TO LEAVE THAT IN FOR? WHO'S RESPONSIBLE FOR VETTING THESE BOOKS AS THEY COME IN? WE HAVE A RIGHT AND A RESPONSIBILITY TO LOVE OUR NEIGHBORS, ESPECIALLY THE LEAST OF THEM, THE CHILDREN.

[00:35:04]

THANK YOU FOR THE TIME.

THANK YOU. JESSE MCCARTY.

GOOD AFTERNOON. BOARD.

MY NAME IS JESSE MCCARTY.

I'M HERE TO BRING AWARENESS TO ONE OF THE BOOKS CALLED SOLD.

THE BOOK IS IN PRAIRIE HIGH SCHOOL, CHIEF UMTUCH MIDDLE SCHOOL, LAWRENCE MIDDLE SCHOOL, AND PLEASANT VALLEY MIDDLE SCHOOL.

AND I'D LIKE TO YOU GUYS AND EVERYBODY REALLY TO THINK ABOUT WHY PEOPLE READ BOOKS TO BEGIN WITH.

WE READ THESE THINGS. WE ALLOW THESE THINGS INTO OUR MINDS.

AND AS CHILDREN, THEY DON'T KNOW WHAT DOORS TO OPEN, WHAT DOORS TO CLOSE.

SO, THE THINGS I'M GOING TO READ KEEP IN MIND THESE ARE WHAT CHILDREN ARE MEDITATING ON.

PAGE 106.

YOU WILL TAKE MEN TO YOUR ROOM, SHE SAYS, AND DO WHATEVER THEY ASK OF YOU.

YOU WILL WORK HERE LIKE THE OTHER GIRLS.

TILL YOUR DEBT IS PAID OFF.

SO, THE CONTEXT OF THIS BOOK CALLED SOLD IS A YOUNG GIRL IS SOLD INTO SEX SLAVE TRADE TO PAY OFF HER FAMILY'S DEBTS.

IT'S BY PATRICIA MCCORMICK.

PAGE 120.

A MAN WITH LIPS LIKE A FISH COMES INTO MY ROOM AND SAYS, YOU'RE LUCKY TO BE WITH HABIB.

HE IS SQUEEZING MY BREAST WITH HIS HAND LIKE SOMEONE SHOPPING FOR A MELON.

I TRY TO PUSH HIM AWAY, BUT MY ARM, STONE HEAVY FROM THE LASSI, DOESN'T MOVE.

YOU'RE LUCKY, HE SAYS, THAT HABIB IS YOUR FIRST ONE.

I CLOSE MY EYES.

THE ROOM PITCHES THIS WAY AND THAT.

HE UNBUCKLES HIS BELT ONCE BEFORE SHE SOLD HABIB, WHOSE GOODS THE FISH LIPS MAN REMOVES MY DRESS.

THEN HE IS ON TOP OF ME, AND SOMETHING HOT AND INSISTENT IS BETWEEN MY LEGS.

HE GRUNTS AND STRUGGLES, TRYING TO FIT HIMSELF INSIDE OF ME WHEN A SUDDEN THRUST.

I AM TORN IN TWO.

OH YES, HE SAYS, PANTING.

HABIB IS GOOD IN BED.

CHILDREN MEDITATING ON THIS STUFF.

PAGE 123.

IN BETWEEN MEN COME.

THEY CRUSHED MY BONES WITH THEIR WEIGHT.

THEY SPLIT ME OPEN.

THEN THEY DISAPPEAR.

I CANNOT TELL WHICH OF THESE THINGS THEY DO TO ME ARE REAL AND WHICH ARE NIGHTMARES.

PAGE 125 I HURT.

I AM TORN AND BLEEDING WHERE THE MEN HAVE BEEN.

I PRAY TO THE GODS TO MAKE THE HURTING GO AWAY.

TO MAKE THE BURNING AND THE ACHING AND THE BLEEDING STOP.

JUST A FEW EXAMPLES OF AGAIN, WHAT OUR CHILDREN ARE MEDITATING ON FOR ENJOYMENT, FOR PLEASURE.

THIS IS WHAT THEY ARE MEDITATING ON WHEN THEY THINK ABOUT WHEN THEY GO TO SLEEP.

THANK YOU. JEREMIAH GREGG.

HELLO, MY NAME IS JAY GREEN.

I HAVE MANY THINGS TO SAY.

ABOUT THREE MINUTES IS WHAT I HAVE WITH THE TIME I HAVE.

I WILL SAY THIS FOR ONE.

THIS HAS BEEN GOING ON LONG ENOUGH.

THE HINDERING OF OUR CHILDREN THE LEADING THEM INTO FURTHER SIN.

I CAME ACROSS THIS BOOK BY THE AUTHOR OF SAPPHIRE CALLED PUSH, SO I DON'T KNOW IF YOU ALL ARE WELL AWARE OF THIS WAS GOING ON WAS BEING CIRCULATED IN OUR CHILDREN'S LIBRARIES.

BUT HERE IS AN EXCERPT FROM PAGE 32.

DADDY PUT HIS PEE-PEE SMELLING THING IN MY MOUTH.

IN MY PUSSY.

I NEVER HOLD ME. I SEE ME FIRST GRADE PINK DRESS, DIRTY SPERM STUFF ON IT.

NO ONE COMB MY HAIR.

SECOND GRADE, THIRD GRADE, FOURTH GRADE.

SEEMED LIKE ONE DARK NIGHT.

AND IT GOES ON TO TALK ABOUT THE PHYSICAL, SEXUAL AND VERBAL ABUSE OF HER MOTHER BY SAYING, THANK YOU, MISS CLARICE PRECIOUS JONES FOR FUCKING MY HUSBAND, YOU NASTY LITTLE SLUT, FAT CUNT BUCKET SLUT NIGGER PIG BITCH.

I STAND HERE WITH MOTHERS AND FATHERS.

CHRISTIAN FAMILIES OR NOT, THIS IS REPREHENSIBLE.

IT IS ONE THING TO WRITE THIS DISGUSTING MATERIAL, BUT MORE SO WICKED TO ALLOW IT TO BE PLACED IN THE HANDS OF PREPUBESCENT CHILDREN.

IF I CAN SUM UP THE CONTENT OF THESE BOOKS THAT ARE FOUND IN THESE LIBRARIES THAT ARE IN THE HANDS OF THESE HIGHLY SUSCEPTIBLE CHILDREN, I WOULD SUM IT UP BY THE WORD LAWLESSNESS.

SO, I WANT TO ASK YOU A QUESTION.

WHAT IS YOUR GOING TO BE YOUR IMMEDIATE ACTION GOING TO BE? AND IF YOU MAY THINK THAT YOU MAY HAVE A PROBLEM WITH PISSED OFF PARENTS, THEY ARE NOT THE ONES THAT YOU SHOULD BE CONCERNED ABOUT.

THERE IS A HOLY GOD WHO WILL NOT LEAVE THE GUILTY UNPUNISHED.

THE HOLY GOD WHO IS PURE TO LOOK ON EVIL AND APATHY.

THERE IS NO SIN IN HIM.

HE LOVES RIGHTEOUSNESS AND JUSTICE, PERFECT IN ALL HIS WAYS AND IS TRUE THE VERY, ALL KNOWING, ALL POWERFUL, ALL WISE GOD WHO CREATED EVERYTHING AND EVEN FASHIONED YOU, WHO VERY THE ONE WHO CREATED MAN TO HAVE AN UNBROKEN PERFECT COMMUNION WITH HIM IN PARADISE.

BUT THEIR MAN FELL BY RAISING HIMSELF AND DISOBEYING GOD, WHICH HE PLUNGED THE ENTIRE HUMANITY INTO SIN THROUGHOUT HISTORY SINCE SPREAD TO ALL MEN, FOR ALL HAVE SINNED.

[00:40:01]

BUT GOD AND HIS GREAT PATIENCE AND MERCY DEMONSTRATED THE GREATEST ACT, HIS ONLY BEGOTTEN SON, TO BREAK THE CURSE OF SIN AND DEATH.

HE CAME AS THE ONLY SINLESS SUBSTITUTE.

TRULY GOD, TRULY MAN, BORN OF A VIRGIN, BORN UNDER THE LAW, LIVED A PERFECT LIFE OBEYING THE FATHER'S WILL UNTIL THE VERY DAY THAT CHRIST WAS CRUCIFIED UPON THAT CROSS.

DEATH TO SIN ONCE FOR ALL THROUGH HIS BLOOD, BY HIS DEATH CAN MAN BE DECLARED RIGHT BY THE GRACE OF GOD, DECLARED RIGHT BY THROUGH FAITH, THROUGH CHRIST ALONE, RECONCILING SINNERS TO THE FATHER, HE SATISFIED THE WRATH OF GOD FOR ALL ETERNITY.

HE SUFFERED IN THE PLACE OF REBELS, WAS LAID IN A BORROWED TOMB, AND ON THE THIRD DAY, BY THE POWER OF GOD, HE ROSE TO LIFE.

AS GOD ACCEPTED THE SACRIFICE OF CHRIST JESUS, WHO DEFEATED THE DEATH AND SATAN AND HAD ASCENDED TO THE HEAVENS TO THE FATHER'S THRONE.

OH, THERE IS A FINAL DAY OF JUDGMENT WHERE CHRIST COMES AS A CONQUERING WARRIOR, SLAYING HIS ENEMIES WITH A SWORD, TRAMPLING THEM UNDERFOOT, SOAKING HIS GARMENTS IN THEIR BLOOD.

NO ONE WILL BE ABLE TO HIDE.

NO ONE WILL BE ABLE TO STAND IN THAT DAY OF HIS BURNING FURY.

THE CALL HERE IS TO CONFESS THE SINS AND TURN AWAY FROM THIS WICKEDNESS FROM OUR WICKED WAYS AND PLEAD FOR MERCY.

ABANDON YOURSELF AND TRUST IN CHRIST FOR FORGIVENESS, FOR THERE IS NO, FOR HE ALONE IS SALVATION.

THANK YOU, TYLER LONG.

THANK YOU AGAIN, BOARD FOR ALLOWING US TO SPEAK.

AND THANK YOU ALSO FOR EXPLAINING THE POLICY BETTER.

AND THE POLICY IS FINE IF YOU ASSUME THAT THERE'S REASONABLE MATERIAL, AND THE MATERIAL THAT'S GOING TO BE PROTESTED IS SHOULD WE INCLUDE HUCKLEBERRY FINN AND TOM SAWYER, A LITERARY CLASSIC THAT INCLUDES THE N-WORD OR SOMETHING LIKE THIS? THAT WOULD BE A REASONABLE QUESTION TO ASK.

BUT I THINK WHAT SHOULD BE PATENTLY CLEAR FROM THE MATERIAL THAT WAS JUST READ FROM YOU, THIS IS NOT A REASONABLE TYPE OF MATERIAL THAT WE'RE DISCUSSING HERE.

THIS SHOULD OFFEND YOU.

THIS SHOULD SHOCK YOU.

I GUARANTEE THAT WE WERE JUST AS UNCOMFORTABLE AS EVERY SINGLE ONE OF YOU AS WE SHOULD BE.

I OWN A BUSINESS, AND IF ANY ONE OF MY EMPLOYEES WERE TO READ THAT KIND OF FILTH, I WOULD HAVE A SEXUAL LAWSUIT ON MY HANDS.

RIGHTFULLY SO.

WE HOLD ADULTS TO THIS STANDARD, BUT WE DO NOT HOLD THAT STANDARD FOR OUR OWN KIDS.

WHEN IS THE SHAME GOING TO RISE TO THE LEVEL WHERE ACTION IS GOING TO COME? THAT'S WHAT WE'RE WONDERING.

THANK YOU FOR EXPLAINING THE POLICY, BUT WHERE'S THE POLICY? GIVING THE LIBRARIAN INSTRUCTIONS AND GUIDELINES ON WHAT CAN BE INCLUDED AND WHAT CAN'T? SO A BUSINESS THAT HAS PROBLEMS WITH HYPERSEXUALIZED PEOPLE BRINGING UP TOPICS THAT SHOULDN'T BE BROUGHT UP AND MAKING PEOPLE UNCOMFORTABLE IS WHAT DO THEY DO? THEY WRITE A POLICY PREVENTING IT.

THEY SAY YOU WILL BE DISMISSED IF YOU BRING THIS KIND OF MATERIAL IN.

WHAT YOU GUYS ARE DOING IS AKIN TO A BUSINESS THAT HAS HAD REPEATED PROBLEMS WITH MEN, HYPOTHETICALLY BRINGING UP A BUNCH OF SEXUALLY INAPPROPRIATE MATERIAL AND MAKING WOMEN UNCOMFORTABLE, AND MAYBE THEY'LL LET THAT PERSON GO.

BUT THEY NEVER WRITE A POLICY, EVER.

AND THEY JUST LET PEOPLE COME IN AND DO THE SAME THING OVER AND OVER AND OVER AGAIN.

WHAT WE'RE DOING NOW IS PLAYING WHACK A MOLE SO WE CAN WASTE OUR TIME CHALLENGING EVERY INDIVIDUAL BOOK BECAUSE THERE'S A LONG LIST OF THEM.

AND THEN LET'S SAY WE'RE SUCCESSFUL IN GETTING THAT ONE BOOK REMOVED.

THEN ANOTHER ONE COMES IN AND TAKES ITS PLACE.

THAT'S WHAT YOU'RE ASKING OF THE CITIZENS OF BATTLE GROUND WHO CARE ABOUT THIS.

THE PROBLEM IS, IS THAT WE ARE SEEMINGLY THE ONLY ONES THAT CARE ABOUT THIS.

WHY DON'T YOU CARE ABOUT THIS? WE DON'T WANT TO MAKE PEOPLE UNCOMFORTABLE.

I'M THANKFUL THAT BY THE GRACE OF GOD, THE MINORS THAT WERE IN THE ROOM LEFT BECAUSE I DREADED THAT MOMENT WHEN WE WERE GOING TO HAVE TO READ, THAT WE WERE GOING TO HAVE TO WARN THEM TO LEAVE.

IT'S ONLY BY GOD'S GRACE THAT THEY LEFT.

BUT THESE ARE THE SAME KIDS.

THEY'RE ONLY A COUPLE OF YEARS AWAY FROM MIDDLE SCHOOL.

ONE OF THE BOOKS THAT WAS BEING READ IS MIDDLE SCHOOL AGE.

THINK ABOUT IT. DO THE RIGHT THING.

WRITE A POLICY.

TREVOR AND PAIGE PEARSON.

THERE. I DON'T THINK THAT THEY WERE.

OH, THEY SIGNED IN, BUT THEY SIGNED.

OH, I THINK THEY NEEDED TO SIGN IN, BUT THEY DIDN'T.

THAT MAKES SENSE.

DORIE MILLER.

GOOD EVENING. MY NAME IS DORIE MILLER.

THANK YOU FOR THE OPPORTUNITY TO ADDRESS YOU ON THE IMPORTANT TOPIC OF THE EROTIC BOOKS IN PRINT THAT ARE PART OF THE COLLECTION IN THE LIBRARIES OF THE BATTLE GROUND PUBLIC SCHOOL SYSTEM.

I WOULD SUBMIT TO YOU THAT THESE BOOKS HAVE NO PLACE IN THIS LIBRARY SYSTEM AND ASK YOU TO TAKE ACTION TO REMOVE THEM IMMEDIATELY.

AS YOU CONSIDER THIS TOPIC.

AS A BOARD, I WOULD LIKE TO BRING TO THE FOREFRONT OF YOUR MINDS PRINCIPLES TO GUIDE YOU.

BEING ON THE SCHOOL BOARD IS BEING A REPRESENTATIVE OF A COMMUNITY AND FIGURING OUT WHAT PATH BEST SERVES THE MISSION OF THE BATTLE GROUND PUBLIC SCHOOLS, WHICH IS,

[00:45:08]

SINCE 1909, PREPARING OUR CHILDREN TO SUCCEED IN THE NEXT STEP OF THEIR LIVES.

AND AT THE TOP OF THE SCHOOL SYSTEM WEBSITE, IT READS.

CONNECTING EVERY STUDENT TO A SUCCESSFUL FUTURE.

COMMUNITIES THRIVE AND GROW WHEN EACH STUDENT IS EQUIPPED WITH THE SKILLS THAT THEY NEED TO BE A FUNCTIONING MEMBER OF SOCIETY, STRIVING NOT ONLY TO PROVIDE FOR THEIR FAMILY, BUT ALSO TO SERVE THE COMMUNITY IN WHICH THEY LIVE.

A FOCUS ON SELF AND THE SATISFACTION OF SELF LEADS TO DEATH OF THE INDIVIDUAL AND DEATH OF THE COMMUNITY.

ROMANS CHAPTER EIGHT, VERSES FIVE AND SIX STATES THIS WELL FOR THOSE WHO ARE ACCORDING TO THE FLESH, SET THEIR MINDS ON THE THINGS OF THE FLESH, BUT THOSE WHO ARE ACCORDING TO THE SPIRIT, THE THINGS OF THE SPIRIT.

FOR THE MIND SET ON THE FLESH IS DEATH, BUT THE MIND SET ON THE SPIRIT IS LIFE AND PEACE.

OUR FLESH IS ALREADY ORIENTED TOWARD THE CARNAL AND SERVICE OF SELF.

OUR STUDENTS DO NOT NEED TRAINING IN THIS, AND DEFINITELY DO NOT NEED TO HAVE THEIR APPETITE FOR THIS FED AND MAINTAINED.

THEIR APPETITES NEED TO BE TRAINED TO SEEK QUITE THE OPPOSITE.

WELL, THE FOLLOWING VERSE IS NOT THE MISSION STATEMENT OF BATTLE GROUND PUBLIC SCHOOLS.

IT IS ORIENTING FOR THE SCHOOL BOARD'S DECISION TO MAKE DECISION MAKING PROCESS, AND I ENCOURAGE YOU TO MAKE NOTE OF IT.

PHILIPPIANS CHAPTER FOUR, VERSES EIGHT AND NINE STATES AND THIS IS A SUMMARY.

FINALLY, BROTHERS, WHATEVER, WHATEVER IS TRUE, DIGNIFIED, RIGHT, PURE, LOVELY, COMMENDABLE.

IF THERE IS ANY EXCELLENCE AND IF ANYTHING IS WORTHY OF PRAISE, CONSIDER THESE THINGS.

I CLOSE BY ASKING YOU TO PUT THESE THREE QUESTIONS BEFORE YOU.

ARE THESE BOOKS THE FOOD THAT A SOCIETY SHOULD FEAST UPON? HOW DO THESE BOOKS QUOTE, PREPARE OUR CHILDREN TO SUCCEED IN THE NEXT STEP OF THEIR LIVES? HOW DO THESE BOOKS SERVE AS THE CONDUIT TO, QUOTE, CONNECT STUDENTS TO A SUCCESSFUL FUTURE? PLEASE REJECT ANY COUNCIL YOU HAVE RECEIVED THAT RECOMMENDS INACTION ON YOUR PART.

INSTEAD, HAVE BEFORE YOU THE FACE OF EVERY STUDENT THAT YOU REPRESENT IN THIS DISTRICT AND CHOOSE TO TAKE ACTION.

THANK YOU. BRENDAN MILLER.

THANKS AGAIN FOR CLARIFYING THE POLICY EARLIER.

I'M ALSO NOT CONCERNED ABOUT THE BOOKS AS MUCH AS THE POLICY ITSELF.

THAT WAS ALREADY MENTIONED, AND I KNOW THAT THE BOARD DOESN'T TYPICALLY ENGAGE IN PUBLIC COMMENT.

YOU'RE MOSTLY JUST GOING TO LISTEN.

BUT IF YOU WANT TO ENGAGE, BY ALL MEANS DO.

BUT I HAVE A FEW QUESTIONS.

WHY WOULD YOU NOT ACT? WHO HERE ACTUALLY THINKS THAT THIS MATERIAL THAT WAS READ EARLIER IN THE SCHOOL LIBRARIES IS A GOOD IDEA? ARE YOU PROPONENTS OF THE CURRENT POLICY WHICH SUPPORTS KEEPING BOOKS WITH VIVID DEPICTIONS IN THE LIBRARY? AND IF NOT, AGAIN, WHY NOT ACT? HERE'S SOME OTHER QUESTIONS.

DOES BATTLE GROUND SCHOOL DISTRICT HAVE RULES FOR OTHER PARTS OF ITS CAMPUSES? ARE THERE DECENCY RULES? MUST STUDENTS BE FULLY CLOTHED WHEN ON CAMPUS? ARE THEY ALLOWED TO ENGAGE IN SEXUAL ACTIVITIES? CAN STUDENTS ACT OUT ANYTHING THEY READ IN BOOKS OR PERPETRATE HARM ON OTHER STUDENTS WHILE IN SCHOOL? IF NOT, WHY NOT? WHY DO YOU HAVE RULES ON THESE ACTIVITIES? YOU DEMONSTRATE THE WORK OF GOD'S LAW OR TRUTH WRITTEN IN YOUR HEARTS.

YOUR CONSCIENCE BEARS WITNESS, AND YOUR THOUGHTS ALTERNATELY ACCUSE OR DEFEND YOU.

THAT'S ROMANS 215.

THIS IS WHY YOU HAVE RULES FOR SCHOOL.

EVERYONE WHO.

AND THIS IS WHY YOU HAVE TO ADJUST THE POLICY TO FORBID BOOKS OF EXPLICIT SEXUAL CONTENT.

YOU ARE WITHOUT EXCUSE EVERYONE WHO PASSES JUDGMENT, FOR IN THAT WHICH YOU JUDGE ANOTHER, YOU CONDEMN YOURSELF.

FOR YOU WHO JUDGE PRACTICE THE SAME THING.

THAT'S ROMANS TWO ONE.

PLEASE CONSIDER THESE WORDS AND, AND AND THESE QUESTIONS.

DO NOT IGNORE YOUR CONSCIENCE.

EVEN NOW, IT SPEAKS AGAINST YOU AND TESTIFIES THAT WHAT I'VE SAID IS TRUE.

I ASK YOU AGAIN TO CONSIDER THE PETITION TO REVISE THE POLICY.

THANK YOU. EUNICE INGERMANSON.

GOOD EVENING BOARD.

MY NAME IS EUNICE INGERMANSON AND MY PRONOUNS ARE SHE HER.

I LIVE IN THIS SCHOOL DISTRICT.

I WOULD LIKE TO SPEAK TO YOU TONIGHT ABOUT MAKING OUR SCHOOLS AS SAFE AND THRIVING PLACE FOR OUR LGBTQ PLUS STUDENTS.

[00:50:05]

HERE ARE THE STATISTICS I'M GETTING FROM THE 2023 HEALTHY YOUTH SURVEY RESULTS.

FOR THE SAKE OF STATISTICAL RELIABILITY, I'M GOING TO USE THE EIGHTH GRADE RESULTS.

THE MOST CONSERVATIVE ESTIMATE OF THE LGBTQ PLUS STUDENTS IN CLARK COUNTY SHOWS 17.4% NON STRAIGHT AND 3.8% NON-CISGENDER.

THAT IS UP TO 21.2% LGBTQ, VERY SIMILAR TO 2018 RESULTS.

THIS IS IN KEEPING WITH A GALLUP ARTICLE PUBLISHED IN MARCH ABOUT THEIR 2023 SURVEY, WHICH SHOWS THAT 22% OF GEN Z ADULTS NATIONWIDE IDENTIFY AS LGBTQ.

EVEN THOUGH LGBTQ STUDENTS OCCUPY SUCH A LARGE SPACE IN OUR SCHOOLS BECAUSE THE SCHOOL ATMOSPHERE IS STILL QUITE HOSTILE AND EXCLUDING TO THEM, NOT THAT MANY KIDS ARE ABLE TO BE OPEN ABOUT THEIR IDENTITIES.

I HAVE EVEN HEARD OF SOME LGBTQ STUDENTS ASSUMING A HOMOPHOBIC AND TRANSPHOBIC PERSONA TO MASK THEIR IDENTITIES.

HOW SAD IS THAT? PLEASE GET YOURSELVES AND THE ENTIRE DISTRICT, BOTH STAFF AND STUDENTS TRAINED ON SOME KNOWLEDGE ABOUT LGBTQ AND HOW TO TREAT PEOPLE OF EVERY GENDER IDENTITY AND EVERY SEXUAL ORIENTATION WITH HUMAN RESPECT, DIGNITY AND CURIOSITY TO LEARN.

PLEASE SHARE THESE STATISTICS WITH PARENTS AND PROVIDE RESOURCES SO THAT THEY KNOW THAT THEY'RE NOT ALONE AND THEY KNOW WHERE TO GO FOR INFORMATION AND SUPPORT FOR BOTH THEIR CHILDREN AND THEMSELVES.

I WISH YOU A HAPPY, CURIOUS AND PROACTIVELY LEARNING PRIDE MONTH AND EVERY MONTH.

THANK YOU. THANK YOU VICTORIA, FOR.

HELLO? COUNCIL. MEMBERS.

DENNY. I'M JUST GOING TO READ.

SHE HAD MENTIONED STATISTICS EARLIER.

I'M JUST HERE AS A CONCERNED PARENT WHERE IT SAYS PORNOGRAPHY PROVES TO BE ESPECIALLY DETRIMENTAL TO CHILDREN AND ADOLESCENTS.

WE KNOW THIS. IT'S COMMON SENSE, RIGHT? ACCORDING TO MANY RESEARCHERS, EARLY EXPOSURE TO PORNOGRAPHY IS CONNECTED TO NEGATIVE DEVELOPMENTAL OUTCOMES, INCLUDING A GREATER ACCEPTANCE OF SEXUAL HARASSMENT, SEXUAL ACTIVITY AT AN EARLY AGE, ACCEPTANCE OF NEGATIVE ATTITUDES TO WOMEN, UNREALISTIC EXPECTATIONS, SKEWED ATTITUDES OF GENDER ROLES, GREATER LEVELS OF BODY DISSATISFACTION, RAPE MYTHS FOR SEXUAL ASSAULT TO A FEMALE VICTIM, AND SEXUAL AGGRESSION.

CHILDREN'S BRAINS ARE NOT EQUIPPED TO PROCESS THE ADULT EXPERIENCES DEPICTED.

EARLY EXPOSURE TO PORNOGRAPHY ALSO INCREASES THE LIKELIHOOD THAT DEPRESSION AND RELATIONSHIP PROBLEMS DEVELOP.

SO AFTER HEARING ALL OF THESE TESTIMONIES THIS EVENING, I ALSO WANT TO MAKE YOU AWARE THAT I DID SEND EVERY ONE OF YOU AN EMAIL WITH LAST EVENING'S WHAT MY COMMENTS THAT I PUT WITH SOME SOME OF TONIGHT'S AS WELL.

AND WE'RE I'M JUST HERE TO ASK THAT AGAIN THAT YOU REVISE THE POLICY 2021 BY SIMPLY ADDING THE SAME PROTECTION THAT YOU USE UNDER THE 2022 ELECT THE ELECTRONIC RESOURCES AND INTERNET SAFETY.

IT MENTIONS AGE LEVEL APPROPRIATENESS OF MATERIAL COMPLIANCE WITH FEDERAL LAW GOVERNING ACCESS TO VISUAL DEPICTIONS OF OBSCENE MATERIAL, CHILD PORNOGRAPHY, OR MATERIAL THAT IS HARMFUL TO MINORS.

WE ASK THAT YOU USE THE SAME LANGUAGE HERE IN 22 2022 AND ADD IT TO 2021.

THE LIBRARY INFORMATION AND TECHNOLOGY PROGRAMS CURRENTLY 2021 READS AS FOLLOWS.

THE SUPERINTENDENT OR DESIGNEE WILL ESTABLISH PROCEDURES FOR THE SELECTION OF LIBRARY MATERIALS WITH THE UNDERSTANDING THAT MEDIA LITERACY RESOURCES WILL CONSIST OF A BALANCE OF SOURCES AND PERSPECTIVES.

AND WE WOULD JUST LIKE TO ADD, BECAUSE IT STOPS RIGHT THERE AND BE IN COMPLIANCE WITH FEDERAL LAW GOVERNING ACCESS TO VISUAL DEPICTIONS OF OBSCENE MATERIAL, CHILD PORNOGRAPHY, OR MATERIAL THAT IS HARMFUL TO MINORS.

THAT THAT JUST SEEMS LIKE IT.

IT WOULD SOLVE THE PROBLEM.

NO MORE WHACK A MOLE, NO MORE BAND-AIDS, NO MORE HAVING TO HEAR US SPEAK ON ANOTHER BOOK THAT WE FOUND CONCERNS ON.

[00:55:02]

ELIMINATE A LOT OF THE BURDEN THAT IS GOING ON TO THE LIBRARIANS, BECAUSE THEY'VE ALREADY GOT A BIG WORKLOAD HAVING TO, YOU KNOW, WORK WITH OUR CHILDREN EVERY DAY OF ALL GRADE LEVELS THROUGHOUT THE DAY.

SO I JUST ASK AGAIN THAT YOU TAKE THAT LITTLE, THAT LITTLE SENTENCE THAT'S ALREADY PROTECTING THE KIDS WHEN THEY'RE IN THE LIBRARIES ONTO THESE MACHINES, ON THE COMPUTERS AND JUST APPLY IT TO THE MATERIALS AS WELL.

SO IT WILL PROTECT THE LIBRARIANS, IT'LL PROTECT YOU, IT'LL PROTECT THE KIDS.

THANK YOU FOR YOUR TIME, JESSICA COLE.

MARY BEFORE I START.

WHEN JACKIE'S DONE IT BEFORE, IF SOMEONE CAME IN LATE LIKE THEY DID TONIGHT, SHE LETS THEM SPEAK.

BUT I DON'T KNOW THE POLICY.

I JUST WANT TO LET YOU KNOW. SOMEONE WANTED TO SPEAK, IF THAT'S ALLOWED.

THANK YOU. YOU'RE WELCOME.

I'M READY NOW. HI, BOARD.

MY NAME IS JESSICA COLE.

I REALLY LIKE THE SCHOOL POLICY THAT YOU HAVE ABOUT PARENTS BEING ABLE TO SAY THEIR KIDS CAN'T READ THESE BOOKS AND CHECK OUT THESE BOOKS.

AND I REALLY APPRECIATE THAT YOU HAVE THAT POLICY AND THAT YOU'RE KEEPING THAT IN PLACE.

I'M REALLY SUPPORTIVE OF LETTING PARENTS MAKE DECISIONS FOR THEIR OWN CHILDREN AND NOT FOR OTHER PEOPLE'S CHILDREN.

IF YOU WOULD HAVE HAD TO LISTEN TO ME, YOU WOULD HAVE TAKEN BOOKS OFF THE SHELF AND THEN YOU WOULD HAVE ADDED THEM BACK.

SO WE'RE ALL AT DIFFERENT PLACES IN OUR PARENTING AND EVEN IN OUR OWN PERSONAL LIFE, AS WELL AS DIFFERENT FAMILIES.

WHEN I WAS IN MIDDLE SCHOOL, I READ THE BIBLE ALL THE WAY THROUGH FOR FOR CHURCH, FOR MY CHURCH PROGRAM.

AND I READ A LOT ABOUT PHYSICAL VIOLENCE AND RAPE AND, YOU KNOW, SOME OF THE TOPICS THAT WERE READ ABOUT ABOUT BOOKS THAT WERE WANTING TO BE BANNED.

AND LET'S SEE TONIGHT A LOT OF BOOKS THAT ARE ASKED TO BE BANNED HAPPEN TO BE BOOKS THAT WERE BY OR ABOUT MARGINALIZED GROUPS SUCH AS OR MORE A LOT FOCUSING ON PEOPLE THAT ARE BLACK OR LGBTQ.

AND TO REMIND YOU, I SAID TO YOU IN THE LAST FEW MONTHS THAT IF THE BOOK THE BOARD DOES BAN ANY BOOKS, THERE'S A WELL KNOWN COMMUNITY MEMBER THAT IS GOING TO PURCHASE $1,000 WORTH OF THAT BOOK AND DISTRIBUTE THEM.

AND I JUST WANTED TO SHARE.

I DON'T THINK IT'S THIS WEEK.

IT MIGHT BE IN JULY.

I FORGET, EXACTLY, BUT IT'S ABOUT MY SIXTH YEAR ANNIVERSARY OF ATTENDING SCHOOL BOARD MEETINGS.

SO YOU GUYS ALL YOUR WHOLE THE BOARD IS ALL NEWBIES FOR ME, BUT A LOT OF THE FOLKS YOU KNOW IN THE DISTRICT HAVE BEEN HERE LONGER THAN ME. AND I WANTED TO SHARE WITH YOU THE REASON WHY I GOT INVOLVED IN COMING TO THE SCHOOL BOARD MEETINGS IS ONE OF MY KIDS HAD THE YEAR PRIOR COME OUT TO ME AS LGBTQ, WHICH WAS, I'VE TOLD YOU LAST TIME CHALLENGED WITH MY CHRISTIAN FAITH UNTIL I GOT EDUCATED ON SCIENCE AND SOME STUFF IN CHRISTIANITY.

AND THAT'S WHEN SEX ED WAS A TOPIC IN THE DISTRICT.

AND ONE OF MY FRIENDS DID A MASS TEXTING, INCLUDED ME ABOUT IT, AND THEY KNEW MY KID WAS LGBTQ, AND THEY SAID, GET ALL THE CHRISTIANS TO COME TO THE SCHOOL BOARD MEETING.

EVEN IF YOU HOMESCHOOL, EVEN IF YOU'RE OUT OF DISTRICT LIKE THEY WERE.

AND THEY SAID, WE NEED TO FIGHT THIS PERVERSION.

AND WHEN MY FRIEND EQUATED MY CHILD TO PERVERSION, IT WAS EXTREMELY PAINFUL.

MY CHILD IS NOT PERVERSION, IS NOT PERVERTED.

AND EVEN IF THEY WERE, THAT'S NOT WHAT YOU SAY TO A FRIEND.

AND THAT'S THAT PAIN TURNED INTO ANGER AND THAT ANGER TURNED INTO ACTIVATION.

AND THAT IS WHY I COME AND SPEAK.

AND THANK YOU VERY MUCH.

THERE'S ONE OTHER PERSON, I GUESS.

OH, ONE MORE PERSON THAT WANTED TO SPEAK BUT DIDN'T SIGN UP.

HI, MY NAME IS WINGER AND I GOT HERE A LITTLE LATE.

SO YOU TOOK THE PAPER AWAY.

ANYWAY, I AM HERE TONIGHT TO TELL YOU ABOUT SOMETHING THAT IS MORE IMPORTANT THAN ANYTHING YOU COULD DO FOR THESE CHILDREN.

WE'VE GOT TO GET FLUORIDATION STOPPED IN THIS CITY.

FLUORIDE IS POISON.

IT LOWERS IQS.

THERE'S BEEN A BIG LAWSUIT.

YOU CAN LOOK UP CHILDREN'S HEALTH, DEFENSE, AND THEY JUST PUT THE LAWSUIT RIGHT THERE ON THE INTERNET.

AND PLUS THE FACT, TOO, YOU CAN LOOK UP ALL OF THE DIFFERENT THINGS FROM FLUORIDE ALERT ORG OR FLUORIDE ACTION NETWORK.

THERE'S ACTUALLY BEEN 72 STUDIES ON HOW IT LOWERS CHILDREN'S IQS.

AND WHEN THEY DID THAT LAWSUIT IN SAN FRANCISCO, THEY SUED THE EPA, AND THEY ACTUALLY PAID THE EPA TOXICOLOGIST TO DO A BRAIN

[01:00:03]

DAMAGE STUDY AND WHAT FLUORIDE DOES.

AND HE ADMITTED AFTER TEN YEARS ON THEIR DIME, THE EPA WAS SUED.

HE SAID THAT IT CAUSES BRAIN DAMAGE AND LOWERS IQS AND IT CAUSES CANCER.

SO THIS IS SOMETHING THAT YOU WANT TO PROTECT THESE CHILDREN, GET IT OUT OF THE WATER.

AND THE OTHER THING THAT'S IMPORTANT IS WE RECYCLE WATER.

AND WHEN THEY RECYCLE WATER, ANYBODY THAT TOOK THESE VACCINES, THESE VACCINES HAVE A BIOWEAPON IN IT AND THEY HAVE SNAKE VENOM.

THESE ARE BIOWEAPON THINGS.

AND I THINK THE PARENTS NEED TO LOOK THIS UP, BECAUSE WHATEVER WE INJECTED IN PEOPLE AND THE MEDICINES THAT THEY TAKE IS GOING THROUGH THE WATER. AND THIS ALSO CAUSES A PROBLEM WITH THE FLUORIDE, BECAUSE PEOPLE THAT ARE ON PSYCH MEDICINES HAVE FLUORIDE IN IT.

THERE'S CERTAIN ANTIBIOTICS WITH FLUORIDE IN IT AND THE PFOA IN YOUR WATER.

THAT F MEANS FLUORIDE.

SO WHEN YOU LOOK AT THE TOOTHPASTE, THE GELS, EVERYTHING THAT'S GOING DOWN THAT DRAIN, THAT POISON IS MORE ACCUMULATIVE.

AND THERE IS ABSOLUTELY NO REASON TO PUT A HAZARDOUS WASTE PRODUCT FROM CHINA IN YOUR DRINKING WATER TO REDUCE CAVITIES.

BUT HERE I FOUND OUT I HAVE A FRIEND THAT IS ON THE MENTAL HEALTH AWARENESS BOARD IN CALIFORNIA, AND HE SENT ME THIS WHOLE DOCUMENTARY ABOUT THIS IS FROM THE CITIZEN COMMISSION OF HUMAN RIGHTS.

IT'S CALLED CPR.ORG.

THIS IS ABOUT PSYCH DRUGS.

AND WHEN THEY PUT FLUORIDATION IN THE DRINKING WATER, IT CAUSES THE KIDS TO BE HYPERACTIVE.

ATTENTION DEFICIT.

SO WHAT? THE SCHOOLS GET MORE MONEY WHEN THEY PUT THESE KIDS ON PSYCH DRUGS TO CALM THEM DOWN.

WE DON'T NEED TO DO THAT.

AND IF YOU READ THIS, YOU KNOW, FOR MENTAL HEALTH AWARENESS MONTH, THESE SHOTS ALSO, I DON'T KNOW IF YOU KNOW THIS, BUT THEY HAD ONE OF THE THINGS IN THE WHEN YOU LOOK IT UP ON PUBMED, IT SAYS IT CAUSES A FEELING OF IMPENDING DOOM.

SO A LOT OF THESE KIDS KILL THEMSELVES DURING THESE LOCKDOWNS BECAUSE OF THESE STUPID SHOTS, BECAUSE THAT WAS WHAT WAS IN IT.

SO CAN YOU IMAGINE THERE'S A LOT OF PEOPLE DURING THESE LOCKDOWNS, THEY EITHER GOT ON DRUGS, THEY GOT ON ALL KINDS OF STUFF WITH THIS FEELING OF IMPENDING DOOM, AND THEY CAUSED SUICIDES. SO EVERYBODY, PLEASE LOOK THIS UP AND I'M GOING TO PUT SOME STUFF ON PUBLIC RECORD AND I HOPE EVERYBODY CHECKS IT OUT.

THANK YOU LYNN. AND WE'VE GOT TO GET FLUORIDATION STOPPED.

THANK YOU TO ALL OF OUR CONCERNED CITIZENS WHO BROUGHT US YOUR COMMENTS THIS EVENING.

AND WE'LL MOVE ON TO THE CONSENT AGENDA, WHICH INCLUDES ITEMS A THROUGH J APPROVAL OF THE CONSENT AGENDA,

[8. Consent Agenda (Board Vote w/Student Voice)]

APPROVAL OF THE MINUTES FOR JUNE 10TH, THE REGULAR BOARD MEETING AND APPROVAL OF THE MINUTES FOR JUNE 20TH, THE SPECIAL MEETING BUSINESS AND OPERATIONS PERSONNEL REPORTS.

STUDENT TRAVEL.

COMPLETED PROJECTS.

REQUEST FOR APPROVAL.

REVISED AGREEMENT BETWEEN BG, SD AND BG EXTRACURRICULAR EMPLOYEES SEPTEMBER 1ST, 2024 THROUGH AUGUST 31ST, 2027.

ESD CONTRACTS FOR 2024 2025, AND LUNCH AND BREAKFAST FOR 2024 2025.

ARE THERE ANY ITEMS THAT NEED TO BE PULLED OR WE HAVE NEED MORE DISCUSSION? IF NOT, I'D ENTERTAIN A MOTION TO APPROVE THE CONSENT AGENDA.

I MOVE THE BOARD OF DIRECTORS, APPROVE THE CONSENT AGENDA AS PRESENTED.

ANY OTHER QUESTIONS OR COMMENTS? ALL THOSE IN FAVOR SAY AYE.

AYE. AYE. AND OPPOSED.

MOTION PASSES 4 TO 0.

MOVING ON.

WE HAVE NO OLD BUSINESS AND WE MOVE TO NEW BUSINESS.

[10. New Business (Board Vote w/Student Voice)]

THE FIRST ITEM OF NEW BUSINESS IS THE FIRST READING OF THE CURRICULUM PROPOSAL FOR HIGH SCHOOL CHILD DEVELOPMENT.

AND WE WELCOME ALLISON AND DAVE AND CINDY AND ALICIA AND MORE PEOPLE.

YES. SO WE HAVE ALICIA AND PATTY GAINES WITH US.

THEY ARE THE TEACHERS OF THE COURSES THAT ARE CALLED CHILD DEVELOPMENT ONE AND CHILD DEVELOPMENT TWO HERE WITH US THIS EVENING, AS WELL AS CINDY ARNOLD, WHO OVERSEES THE PROGRAM THAT THEY RUN, WHICH IS A CAREER AND TECHNICAL EDUCATION COURSE.

AND SO WE ARE HERE TONIGHT TO GO THROUGH THE FIRST READING OF THE BOOK CALLED WORKING WITH YOUNG CHILDREN.

AND WE DON'T HAVE ANY FORMAL PRESENTATION FOR YOU.

WE JUST WANTED TO KNOW IF YOU HAD ANY QUESTIONS.

THERE WERE TWO COMMENTS THAT CAME THROUGH FROM THE REVIEW OF THE BOOK, FROM THE COMMUNITY, AND WE DID SEND THOSE EARLIER TO YOU TODAY.

WE KNOW THAT YOU HAVEN'T HAD THOSE FOR VERY LONG.

ONE PERSON WAS IN AGREEMENT AND ONE WAS IN STRONG AGREEMENT.

SO BOTH IN FAVOR OF THE TEXT.

SO IF YOU HAVE ANY QUESTIONS, WE HAVE TEACHERS HERE THAT WE WOULD LIKE TO ANSWER.

[01:05:04]

SO I JUST NOTICED THAT YOU SAID YOU DIDN'T HAVE A TEXTBOOK IN THE PAST.

SO I'M JUST WONDERING WHAT PRECIPITATED GOING TO A TEXTBOOK.

WE HAVE BEEN USING THE CHILD CARE BASICS STARS PROGRAM THROUGH OFFERED THROUGH THE STATE OF WASHINGTON.

IT IS A CURRICULUM THAT'S OFFERED FOR THOSE ENTERING INTO THE CHILD CARE OR DAY CARE INDUSTRY, AND THEY NEED TO HAVE THE CERTIFICATION IN ORDER TO WORK IN THAT INDUSTRY.

SO WE'VE BEEN USING THAT AS THE MAP AND GUIDELINES FOR OUR CURRICULUM.

HOWEVER, IN REVIEWING IT, WE FELT THAT IT'S TIME TO RAMP IT UP.

IT'S NOT AS IN-DEPTH AND RIGOROUS AS THE STUDENTS DESERVE.

OKAY. THANK YOU.

I DID THINK THE BOOK WAS GOOD.

WITH A DEGREE IN EARLY CHILDHOOD.

I'M VERY AWARE OF BASICALLY EVERYTHING THAT WAS IN THERE.

I DID NOTICE THAT IT WAS SOME SORT OF A COMMITTEE COMMENT FROM SOMEONE WHO FELT THAT IT WAS BIASED.

I DIDN'T READ ANYTHING THAT WAS BIASED, BUT I WOULD BE CONCERNED ABOUT THAT BECAUSE WE CERTAINLY DON'T WANT TO, YOU KNOW, TEACH OUR STUDENTS THAT, YOU KNOW WHAT I'M SAYING? PEOPLE WHO ARE UNKEPT OR CHILDREN THAT ARE UNKEPT.

I SAW THAT COMMENT TOO, AND I DID SOME RESEARCH IN THE BOOK.

AND IN, IN IN REGARDS TO THE BIPOC THERE IS COM THERE IS INFORMATION ABOUT PEOPLE OF COLOR AND INDIGENOUS PEOPLES AND THEIR CONTRIBUTIONS TO CHILD CARE OR INTO CHILD DEVELOPMENT THEORIES.

SO THERE IS CONTENT IN THERE IN A FAVORABLE CONTENT.

AND THEN IN REGARDS TO THE OTHER CONCERN THAT WAS MAYBE TAKEN OUT OF THE SECTION TALKING ABOUT NEGLECT, AND THAT IS A SIGN OF NEGLECT, BUT IT'S NOT A TOTAL SIGN OF ALL THE DIFFERENT TYPES OF ABUSE.

OKAY, RIGHT.

BUT I THINK OVERALL THE BOOK IS EXCELLENT.

I THINK IT'S GREAT FOR HIGH SCHOOL STUDENTS TO HAVE THE INFORMATION.

EVEN AS A BECOMING A PARENT DOWN THE ROAD, IT'S GOT REALLY GOOD, YOU KNOW, DEVELOPMENTAL TRAINING, VERY IMPORTANT THINGS FOR PARENTING.

BUT I FELT THE BOOK WAS, WAS REALLY WELL WRITTEN AND HAD A LOT OF GOOD INFORMATION IN IT.

WILL THEY STILL BE DOING STARS AT ALL? BECAUSE THAT IS REALLY AN IMPORTANT PIECE.

YEAH, WE'RE MARRYING THE TWO.

SO WE'RE GOING TO TAKE THE CONTENT FROM STARS AND WITH THE CONTENT OF THE BOOK TO TEACH IT TOGETHER.

THAT'S AWESOME. YEAH, BECAUSE I USED TO BE A STAR TRAINER, SO I KNOW IT REALLY DOES SUPPORT IT.

AND IT GIVES A LOT MORE IN DEPTH INFORMATION AND HELPFUL INFORMATION FOR THE STUDENTS.

YEAH, I THINK THE CURRICULUM IS JUST REALLY GREAT.

IF YOU'RE MARRYING, THAT'S THEY'RE REALLY GETTING THE BEST OF BOTH WORLDS.

IT ALSO MEANS THERE. IT ALSO MEETS THEIR ARTICULATION WITH CLARK THAT WE HAVE WITH THIS.

SO WE WE'VE KIND OF GOT THIS CERTIFICATION AND THAT CERTIFICATION.

AND WE'RE TRYING TO INTRODUCE THE EARLY CHILDHOOD EDUCATION WORLD TO YOU, SCIENCE AS WELL, BECAUSE THAT'S ANOTHER CERTIFICATION THAT WE CAN GET THEM.

SO THEY CAN LEAVE WITH MULTIPLE CERTIFICATIONS TO MOVE THEM FORWARD.

YEAH, IT'S REALLY GREAT.

HOW MANY BOOKS DO WE HAVE PLANNED FOR PURCHASE? WE PURCHASED SOME EARLIER IN THE YEAR FOR A TRIAL AND WE NEED AN ADDITIONAL 30.

OH, DID WE PUT 40? OKAY.

YEAH. WHAT'S THE PROJECTED COST ON THAT? IT'S 14,300 THAT'S LEFT.

THERE MIGHT BE SOME SHIPPING COSTS INCLUDED IN THAT.

THAT'S A WORKBOOK INCLUDED WITH THAT, TOO.

AND THAT COMES OUT OF THE CTE BUDGET.

CTE BUDGET. OTHER QUESTIONS.

IF NOT, I'D ENTERTAIN A MOTION.

THE BOARD OF DIRECTORS ACCEPTS THE FIRST READING OF THE RECOMMENDED HIGH SCHOOL CHILD DEVELOPMENT CURRICULUM.

WORKING WITH YOUNG CHILDREN BY JUDY HEYER, PUBLISHER GOODHEART WILLCOX.

COPYRIGHT 2024.

OKAY. ALL THOSE IN FAVOR? AYE, AYE.

AND OPPOSED.

THE MOTION PASSES 4 TO 0.

THANK YOU. THANK YOU VERY MUCH.

THANK YOU. THANKS FOR BEING HERE TONIGHT.

THANK YOU. NEXT ITEM ON THE AGENDA IS REVISION OF POLICY 3241.

STUDENT DISCIPLINE.

MR. ADAMS. GOOD EVENING. BOARD.

WE ARE ASKING FOR THE APPROVAL FROM THE BOARD FOR THE REVISION OF POLICY.

3241 STUDENT DISCIPLINE IN KIND OF BULLET POINT.

IT DOES TALK ABOUT EMERGENCY EXPULSION HAS BEEN CHANGED TO EMERGENCY REMOVAL, WHICH MORE ACCURATELY REFLECTS THE REMOVAL OF A STUDENT FROM THE SITUATION FOR THEIR SAFETY OR THAT OF OTHERS WHILE A SITUATION IS BEING INVESTIGATED, ENSURES MONITORING OF DATA FOR DISPROPORTIONALITY,

[01:10:04]

IT ANNUALLY ENGAGES STAFF IN CONSISTENT MONITORING AND IMPLEMENTATION OF BEST PRACTICES FOR CLASSROOM BASED BEHAVIORS, AND THE PROCEDURE PROVIDES AN EXAMPLE OF DISCIPLINE, GUIDELINE AND CONTINUUM OF DISCIPLINE RESPONSES, WHICH SHOULD HELP TEAMS AVOID INCONSISTENCIES ACROSS STUDENT POPULATIONS.

SO THAT'S THE PURPOSE OF THE REVISION.

ANY QUESTIONS? YEAH, TOM, ONE OF THE COMMITTEE MEMBERS RAISED A QUESTION ABOUT THE TERM EQUITY.

CAN YOU BRIEFLY TOUCH ON THAT.

YEAH. SO AGAIN I THE THE THE EQUITY PIECE IS THAT WE ARE CONSISTENT ACROSS THE SYSTEMS WITHIN OUR BUILDINGS.

IT MAINLY SPECIFICALLY IS AROUND THE MINOR LEVELS OF BEHAVIOR THAT WERE CONSISTENT AS A BUILDING.

AND WE JUST ACTUALLY MET WITH THE ADMIN TODAY AS OUR FIRST DAY RETREAT AND COVERED THE WORK THAT NEEDS TO GO FORWARD.

SO THAT EQUITY PIECE, AGAIN, SO THAT WE'RE NOT DISPROPORTIONATELY DISCIPLINING DIFFERENT GROUPS OF KIDS.

SO WE NEED TO HAVE AN OH, I WAS JUST GOING TO SAY, I THINK I CAN ADD A LITTLE BIT TO TO THIS.

YOU'VE PROBABLY HEARD RUMBLINGS ACROSS THE STATE AROUND HOW DISCIPLINE HAS ESCALATED OVER THE YEARS.

MUCH OF THIS POLICY IS AROUND THE LOWER LEVEL BEHAVIORS, AND YOU'LL SEE THAT THERE'S NEW GUIDANCE IN THE PROCEDURE THAT ACTUALLY TALKS ABOUT THE CLASSROOM BASED, AS TOM WAS JUST DISCUSSING THE CLASSROOM.

THE CONCERN IS THAT MANY TIMES STUDENTS ARE NOT BEING GIVEN ENOUGH SUPPORT EARLY ON IN THEIR TRAINING, AND SO BEHAVIORS ESCALATE AND ESCALATE ON UP.

THIS IS GIVING BUILDINGS SOME ABILITY TO DETERMINE HOW THEY ARE GOING TO CONSISTENTLY RESPOND FROM ONE CLASSROOM TO ANOTHER CLASSROOM ACROSS THE ENTIRE SYSTEM.

AT THOSE LOW LEVEL BEHAVIORS, THOSE CLASSROOM DISRUPTIONS, THOSE THINGS LIKE THAT, SO THAT THE BEHAVIORS DON'T ESCALATE INTO THE HIGHER TYPES OF BEHAVIORS.

AND THE REASON IS, IS THAT ACROSS THE STATE, WE SEE DISPROPORTIONALITY EVEN IN OUR DISTRICT.

WHEN WE LOOK AT DATA OVER THE LAST FEW YEARS, THERE ARE GROUPS.

OUR SPECIAL ED STUDENTS ARE DISCIPLINED AT A HIGHER RATE THAN OUR GENERAL ED POPULATION.

THERE ARE GROUPS THAT ARE BEING DISCIPLINED AT HIGHER RATES, AND WE NEED TO MAKE SURE THAT WE'RE CONSISTENT IN ORDER TO PROVIDE THE SAME LEVEL OF TRAINING FOR THOSE STUDENTS.

AND WHEN YOU THINK ABOUT CERTAIN STUDENT GROUPS, THEY AREN'T ALWAYS HAVING THE SAME ACCESS TO TRAINING THAT ALL STUDENTS ARE BECAUSE THEY MAY NOT BE IN THE CLASSROOM WHEN THAT'S HAPPENING.

SO IT IT MAKES US BE MORE THOUGHTFUL ABOUT THE DATA THAT WE'RE RECEIVING.

WHEN WE LOOK AT ALL OF THOSE DATA PIECES ACROSS THE SYSTEM AND WE ADJUST, WE WILL BE ADJUSTING BY BUILDING.

SO A BUILDING TEAM WILL SIT DOWN.

OUR TIER ONE TEAM WILL SIT DOWN AND TALK ABOUT TYPE ONE BEHAVIORS, TYPE TWO BEHAVIORS, AND WE WILL GO THROUGH THAT.

WHAT IS OUR RESPONSE? STUDENT REDIRECTED STUDENT SET ASIDE FOR A PERIOD OF TIME WHATEVER THE REDIRECTIONS CONTACT WITH PARENTS, CERTAINLY THAT'S A KEY PART OF THE POLICY THAT YOU'LL SEE IN THE PROCEDURE, WHERE IT TALKS ABOUT HOW WE CONTACT FAMILIES AND AND BECOME EARLY PARTNERS WITH THEM.

SO A LOT OF IT IS TO TRY AND HELP US BE MORE THOUGHTFUL AND USE DATA TO PLAN, JUST LIKE WE DO WITH ACADEMICS, TO ALSO PLAN OUR BEHAVIOR INTERVENTIONS AS WELL.

COULD YOU EXPLAIN A LITTLE FURTHER? THAT WAS EXCELLENT, I APPRECIATE THAT.

BUT YOU MENTIONED ABOUT THE CONTINUITY AND THE TRYING TO BE CONSISTENT, YOU KNOW, AND YET EACH BUILDING IS GOING TO HAVE A DIFFERENT POLICY OR PROCEDURE OR WHATEVER IT IS.

THE BUILDINGS ARE GOING TO ADDRESS THIS INDEPENDENTLY.

AND WON'T THAT LEAD TO INCONSISTENCIES? WELL, WHAT HAS HAPPENED IN THE PAST IS THAT THE DISTRICT SETS IT FOR THE ENTIRE DISTRICT FOR ALL BEHAVIORS, EVEN CLASSROOM BASED BEHAVIORS.

THE TEACHERS IMPLEMENT A VARIETY OF DIFFERENT WAYS, BECAUSE THEY ALL HAVE INSTRUCTIONAL STRATEGIES FOR BEHAVIOR THAT LOOK DIFFERENTLY IN THEIR CLASSROOM MANAGEMENT.

AND SO WHAT THIS IS, IS THEM COMING TO A CONSENSUS ACROSS THE BUILDING ABOUT HOW THEY ARE GOING TO DEFINE WHAT IS IT THAT WE'RE GOING TO DO.

AND THERE'S THERE'S EXAMPLES THAT COME FROM THE STATE MODEL POLICY IN OUR DISTRICT POLICY OR DISTRICT WIDE POLICY, BUT IT'S THEM SPECIFICALLY SAYING IN OUR BUILDING WE WILL DO THIS LIST OF THINGS WHEN THIS BEHAVIOR HAPPENS, AND THERE'S SOME AGREEMENT ACROSS THE SYSTEM FOR THOSE RESPONSES TO UNEXPECTED OR MISBEHAVIOR, FOR LACK OF A BETTER TERM, THAT IT'S TRYING TO HELP TEACHERS BECOME MORE INVOLVED AT THAT

[01:15:06]

LEVEL, TEACHERS AND BUILDING STAFF TO BECOME MORE INVOLVED, RATHER THAN WHEN YOU HAND SOMEONE SOMETHING AND THEY KIND OF LOOK AT IT, THEY MIGHT HAVE, BUT THIS ALLOWS THEM TO GIVE INPUT TO MAKE SURE THAT WHAT THEY'RE DOING IS CONSISTENT ACROSS THE SYSTEM.

AND SO IT'S MORE COLLABORATIVE IN NATURE.

I THINK THERE'S A LITTLE ROOM FOR VARIANCE FROM BUILDING TO BUILDING, DEPENDING ON THE PROCESSES THAT THEY USE AND HOW THEY'VE IMPLEMENTED, FOR INSTANCE, PBIS.

BUT I DON'T THINK THE VARIANCE IS AS GREAT AS YOU MIGHT BE CONCERNED ABOUT.

I THINK THE VARIANCE, ESPECIALLY AS IT RELATES TO THE, THE LEVEL ONE AND THE LEVEL TWO BEHAVIORS THAT WE'RE TALKING ABOUT.

ONE THING I WANT TO ASSURE THE BOARD AND, AND I THINK JENNIFER MADE A GOOD COMMENT, IS ARE WE LOOKING AT PROVIDING, YOU KNOW, STUDENTS OF ONE GROUP, A DIFFERENT SET OF EXPECTATIONS OR BEHAVIOR EXPECTATIONS? THEY WON'T BE PUNISHED AS MUCH AS THEY ANOTHER GROUP.

AND NO, THAT'S NOT THE CASE.

THE EQUITY, THE THE IDEA OF ACHIEVING EQUITY IS MOSTLY FOUND OR ALMOST ENTIRELY FOUND IN THE IDEA OF BEING CONSISTENT THROUGHOUT THE PROCESS.

YEAH. THANK YOU DANNY. BECAUSE THAT WAS GOING TO BE MY NEXT CLARIFICATION QUESTION IS BECAUSE I YOU KNOW, YOU SAID AND SHELLY DID AN AMAZING JOB EXPLAINING THIS, BUT, YOU KNOW, YOU USED A LOT OF TERMS THAT I'M NOT.

YOU KNOW, I DON'T KNOW WHAT THESE MEAN.

YOU KNOW. SO SORRY GROUPS I'M LIKE, OKAY, I KNOW WHAT A GROUP IS, BUT GROUP TO ME, GROUP TO YOU.

AND THAT WAS WHERE I WAS GOING TO GO WITH THAT.

SO I APPRECIATE YOUR CLARIFICATION THERE, DANNY, BECAUSE THAT IS THE BIG CONCERN.

WE DON'T WANT TO BE TREATING ANYBODY DIFFERENTLY, REGARDLESS OF ANYTHING.

A STUDENT WHO DOES SOMETHING LIKE, YOU KNOW, GETS IN A FIGHT.

A FIGHT IS A FIGHT IS A FIGHT IS A FIGHT.

BUT WHAT WE'RE TALKING ABOUT IS, FOR INSTANCE, IN IN A CLASSROOM, IF A STUDENT WERE TO, YOU KNOW, BE DISRUPTIVE TO THE TEACHER WE RIGHT, RIGHT NOW, WE KNOW THAT TEACHERS ARE GOING TO BE GENERALLY CONSISTENT IN THEIR CLASSROOMS, BUT WE WANT TO MAKE SURE THAT THE SECOND GRADER WHO'S IN MRS. JOHNSON'S CLASSROOM AT TUKES VALLEY PRIMARY IS GETTING THE SAME KIND OF SUPPORTS AND CONSEQUENCES OR, YOU KNOW, INTERVENTION THAT A STUDENT IN MRS. JONES SECOND GRADE CLASSROOM IS GETTING.

SO THE BUILDING CONSISTENCY IS REAL IMPORTANT.

AND THAT'S TIED INTO THEIR PBIS SYSTEM.

YEAH. THANK YOU.

DENNY AND KELLIE THAT THAT IS REALLY THE WORK IS THAT'S THE THAT'S THE BULK OF THIS.

YEAH. THE BULK OF THE CHANGE IS THAT CONSISTENCY AND ENGAGING PARENTS EARLIER IN THE PROCESS.

I MEAN THAT THAT WAS THAT'S A BIG PART OF THIS AND A BIG PART OF THE PLANNING IN EVEN THE TEACHER UNION, BACK WHEN THE DISCIPLINE NEW DISCIPLINE LAWS CAME IN THAT, THAT THAT TEACHER CONTACTING THE PARENT OR GUARDIAN EARLY ON SO THAT WE CAN INTERVENE BEFORE THE BEHAVIOR IS ESCALATED. AND WE HAVE TO THE IDEA IS KIDS AREN'T MISSING INSTRUCTION.

SO LET'S INTERVENE EARLY ON.

AND THAT IS THAT IS GOING TO BE A BUILDING SPECIFIC TO TERRY'S POINT.

THERE IS IT'S CALLED A CONTINUUM.

WHAT'S GOING TO BE IN HERE? I THINK YOU'VE SEEN IT AT AT LEAST AS A STARTING POINT.

THEN WHAT DOES THAT MEAN IN YOUR BUILDING? YEAH, IF THAT MAKES SENSE. TOM, YOU JUST MENTIONED SOMETHING ALONG THOSE LINES.

BUT THE QUESTION OF BULLYING, YOU KNOW, AND AND WHAT WHAT EUNICE IS TALKING TO ABOUT PROBLEMS THAT WE SEE IN AND THE IDEA OF STUDENTS BEING RETURNED TO THE CLASSROOM AFTER THERE'S ISSUES AND THINGS.

CAN ANYBODY SPEAK TO THAT A LITTLE BIT MORE CLARITY AS TO HOW WE'RE DOING WITH THAT? BECAUSE IT IS A CONCERN OFTEN THAT I PEOPLE HAVE MENTIONED TO ME THAT KIDS WHO ARE BEING BULLIED AREN'T ALWAYS CONSIDERED AS MUCH AS THE BULLY OR, YOU KNOW, AND THE BULLY RETURNS TO THE CLASS AND THE BULLIED KID HAS TO DEAL WITH IT, YOU KNOW, KIND OF A THING.

CAN YOU CAN ANYBODY GIVE ANY DOES THIS HELP US WITH THIS? ARE WE MAKING. PROGRESS ON THIS.

YES IT DOES, TERRY.

IT ABSOLUTELY DOES.

AND WE ALSO HAVE A HARASSMENT, INTIMIDATION AND BULLYING POLICY SEPARATE FROM THE DISCIPLINE POLICY.

SO YES SHORT ANSWER IS YES IT DOES.

AND THE CHANGE IS PRECIPITATED BY A HOUSE BILL.

IS THAT MY UNDERSTANDING? BY LEGISLATION? I MEAN, THAT'S WHY WE'RE MAKING THE CHANGE AT THIS TIME.

WE HAVE AGAIN, THERE HAS BEEN CHANGES EVERY YEAR TO THIS POLICY SINCE THE NEW IMPLEMENTATION OF DISCIPLINE LAWS.

THE NEWEST IS IS THIS WHAT WE'RE TALKING ABOUT, THAT TYPE ONE, TYPE TWO AT THE LOWER LEVEL AND USING PBIS BEST

[01:20:08]

PRACTICES PBIS AND IT'S TAMARA, TAMARA, YOU NEED TO COME UP AND TALK ABOUT PBIS AND HOW IT'S SORRY, I'M GOING TO LET HER BECAUSE SHE DOES A GREAT JOB OF, YOU KNOW.

YEAH. SO YES.

I THINK I DO. AND IF I DON'T HIT IT, TELL ME.

HI BOARD. SO PBIS IS POSITIVE BEHAVIORAL INTERVENTIONS AND SUPPORTS.

AS I SHARED WITH OUR ADMINISTRATORS TODAY, I THINK PBIS IS A MARKETING ISSUE BECAUSE IT STARTS WITH POSITIVE.

AND THERE ARE A LOT OF POSITIVE ELEMENTS TO PBIS.

YES, IT IS ABOUT CATCHING BEHAVIORS BEFORE THEY HAPPEN, BUT A REALLY CORE COMPONENT TO PBIS IS ALSO HAVING A CONSISTENT WAY OF RESPONDING TO INAPPROPRIATE BEHAVIORS.

AND THAT'S WHERE THESE TWO THINGS, KIND OF INTERVIEWS WITH ONE ANOTHER IS THAT WE WANT TO BE PROACTIVE AND CATCH BEHAVIORS BEFORE THEY HAPPEN.

BUT WHEN THEY DO HAPPEN, WE NEED TO HAVE A CONSISTENT WAY OF RESPONDING.

AND WE NEED CLARITY FOR STAFF AND FOR STUDENTS ABOUT WHAT THAT'S GOING TO LOOK LIKE.

I GET IT, OKAY. YOU DID.

OH, GOOD. THAT WAS EXACTLY.

YEAH, THAT'S VERY HELPFUL.

YEAH. I MEAN, I THINK JUST THAT BRIEF DESCRIPTION OF PBIS IS VERY HELPFUL.

AND I COULD HAVE REPRESENTED THAT, BUT NOT NEARLY AS WELL AS TAMARA DOES.

THAT'S WHY YOU PHONE A FRIEND.

YEAH. YES.

AND I GOT LOGGED OUT OF MY COMPUTER.

OH. OTHER QUESTIONS.

IT DOES SAY HERE THAT THE DISTRICT WILL PERIODICALLY REVIEW AND FURTHER DEVELOP, BUT THEN IT SAYS THAT THE INDIVIDUAL SCHOOLS WILL LOOK AT IT ANNUALLY.

ANNUALLY. IS THAT CORRECT? WHAT I'M THAT IS WHAT IT READS.

SO. SO ANNUALLY.

YES. AT A SCHOOL LEVEL AGAIN KIND OF WE'RE TALKING ABOUT THAT THAT LOWER LEVEL, THE TYPE ONE TYPE TWO BEHAVIOR I WILL TELL YOU PERIODICALLY WILL BE MORE THAN ANNUALLY.

WE WILL MEET MONTHLY TO REVIEW DATA AT A DISTRICT LEVEL WITH THE PBL.

IT'S MTSS TEAM, ME COMING BACK IN.

AND AS I'VE SAID, EVERY TIME WE GET A REVISION TO THE POLICY OR ADD IT WAS THE KIND OF UPDATES WE GET THOSE NOTICES. IF ANYTHING'S HAPPENING, WE HAVE TO REVIEW THE POLICY AND DETERMINE, DO WE NEED TO CHANGE THE LANGUAGE OR NOT? SO COULD YOU COULD YOU DESCRIBE THE LEVELS THAT YOU WERE TALKING ABOUT, LIKE YOU SAID, LEVEL ONE, LEVEL TWO.

RIGHT. CAN YOU GIVE LIKE A LITTLE BRIEF DESCRIPTION? I WILL ABSOLUTELY.

SO TYPE ONE BEHAVIORS ARE GENERALLY LOWER LEVEL BEHAVIORS.

THERE'S DEFINITIONS TO EACH ONE.

AND EXAMPLE IS A DRESS CODE.

SO YOU KNOW I HEARD SOMEONE SAY WE DO HAVE A DRESS CODE POLICY AS WELL.

SO IF A STUDENT IS NOT WITHIN DRESS CODE THE BUILDING NEEDS TO KNOW HOW TO DO IT.

THAT AND THIS MAY BE A BAD EXAMPLE, BUT IT'S LOWER LEVEL WHERE THE TEACHER SHOULD BE DRESS CODES BAD.

THAT'S A BAD EXAMPLE.

BLURTING, BLURTING OUT, BLURTING OUT DISRUPTION TO THE CLASSROOM.

GETTING UP OUT OF YOUR SEAT MULTIPLE TIMES.

YEAH, NOT BEING PER ACROSS THE ROOM.

SO SO TEACHERS WILL HANDLE THAT A LOT OF TIMES.

YOU KNOW AT THAT LEVEL A TYPE TWO IS THE STUDENT WHO NOW IS A LOT OF A LOT OF THE DEFINITIONS ARE REPETITIVE IN THAT BEHAVIOR.

SO IT'S HAPPENING MORE FREQUENTLY MORE OFTEN THAN A TYPE THREE.

AND FURTHER ARE ARE MORE SIGNIFICANT BEHAVIORS.

SO BULLYING IS A TYPE THREE BEHAVIOR.

IT'S ALSO DEFINED.

CAN WE START TO EXCLUDE KIDS LIKE SUSPENSIONS AND SCHOOL SUSPENSION, THAT TYPE OF THING.

MOVING INTO A TYPE FOUR, AN EXAMPLE OF THAT, I THINK DENNY SAID A FIGHT IS A FIGHT IS A FIGHT, YOU KNOW? SO AGAIN, WE CAN MOVE BECAUSE THERE'S NO SUCH THING AS PROGRESSIVE DISCIPLINE ANYMORE.

SO IT'S ABOUT WHAT IS THE BEHAVIOR AND THE SEVERITY OF THE BEHAVIOR A TYPE FIVE BEHAVIOR GETS INTO LIKE ASSAULTS, ASSAULT OF A TEACHER. IF YOU BROUGHT A WEAPON TO SCHOOL OTHER THAN A GUN, AND A TYPE SIX IS IF YOU BRING A GUN TO SCHOOL, THAT IS THE.

ONLY ONE WHERE A THAT BEHAVIOR YOU ARE EXPELLED FOR A YEAR NO EFFECT BECAUSE OF THE NO GUNS ACT SO OR GUN FREE ZONE ACT. AND AGAIN THAT IS THERE WILL BE TWO EXHIBITS THAT GO WITH THIS.

ONE IS THAT MATRIX AND THEN ONE IS THE CONTINUUM AGAIN AS A STARTING POINT.

BUT THE CONTINUUM EXPLAINS ALL ALL SIX TYPES AS WELL.

[01:25:03]

THANK YOU. YEAH. WITH REGARD TO INCONSISTENCIES OR NOT INCONSISTENCIES MAYBE.

BUT THE WIGGLE ROOM OR FLEXIBILITY FROM BUILDING TO BUILDING, HOW DOES THAT WORK IN THE ARTICULATION TRACKS OF, SAY, FROM PRIMARY TO MIDDLE SCHOOL TO HIGH SCHOOL LEVEL? RIGHT. IF IF THEY HAVE ONE SET OF RULES AND A BUILDING IN THEIR PRIMARY, WILL THEY HAVE THE SAME EXPECTATIONS OR RESPONSES AT THE NEXT BUILDING.

AND SO IN REGARD TO THE CHILD, NOT NECESSARILY THE TEACHERS.

CORRECT. IF I'M UNDERSTANDING YOU'RE RIGHT, TED, AGAIN, IT'S THE PBIS TIER ONE TEAMS ESTABLISHING THAT THAT TIER ONE SUPPORTS ALL KIDS NEED THESE.

AND PART OF THAT IS TEACHING THE EXPECTATIONS OF WHAT IS EXPECTED BEHAVIOR HERE.

WHAT WE'RE TALKING ABOUT IN THIS IS HOW DO WE RESPOND.

AS TAMARA SAID, WHEN THOSE BEHAVIORS AREN'T THE EXPECTATIONS AREN'T BEING MET.

SOME OF THAT IS JUST SIMPLE RETEACHING THE KID NEEDS A LITTLE MORE THAN WHAT WE DID AS A WHOLE CLASSROOM.

THAT WAS PARTLY WHAT OUR CELL CENTERS CAN DO, RIGHT? SO THAT AGAIN, WE'RE NOT EXCLUDING KIDS BECAUSE THEIR BEHAVIOR KEEPS ESCALATING BECAUSE WE HAVEN'T OFFERED THEM AN INTERVENTION.

SO TO ANSWER YOUR QUESTION, IT'S GOING TO LOOK A LITTLE DIFFERENT AT EACH SCHOOL.

BUT THEY'RE AT THE VERY BEGINNING OF THE YEAR.

ALL THOSE EXPECTATIONS ARE TAUGHT AND THERE'S NO DIFFERENCE IN THE LEVELS.

IT'S JUST THE RESPONSES THAT THEY'RE USING AT THAT INDIVIDUAL BUILDING TO RETEACH AT THOSE LOWEST LEVELS.

SO THOSE DISRUPTIVE BEHAVIORS OR SOME SORT OF PHYSICAL CONTACT THE KIDS IN LINE AND THEY KICK THE KID IN FRONT OF THEM.

THOSE TYPES OF BEHAVIORS, THOSE REDIRECTIONS AND THOSE THOSE LOWER LEVEL THINGS THEY WANT.

WE WANT PEOPLE TO BE CONSISTENT SO THAT THEY DON'T GO FROM THIS CLASS AND THEY GO TO THE NEXT CLASS AND THEY DON'T THEY DON'T RESPOND IN THE SAME WAY.

WE WANT THEM TO BE HAVING CONVERSATIONS WITH EACH OTHER ABOUT BEING CONSISTENT ABOUT THAT.

YOU DON'T WANT ONE TEACHER TO HAVE A PULL A KID ASIDE AND HAVE A CONVERSATION, AND THEN THE OTHER, THE OTHER TEACHER SETTING THE CHILD DOWN FOR RECESS.

YOU WANT THEM TO BE SOMEWHAT CONSISTENT IN WHAT THEY'RE DOING.

YOU WANT EXPECTATIONS TO BE HELD HIGH.

YOU WANT KIDS TO BE REACHING THOSE EXPECTATIONS, AND WE WANT STAFF TO MONITOR THOSE AT SIMILAR LEVELS.

AND SO THIS IS TO TRY AND HELP THEM CALIBRATE THAT, THAT WORK.

IT'S CHALLENGING BECAUSE LIKE YOU JUST TOUCHED ON AND IT'S KIND OF WHERE I WAS GOING WITH SOME OF THIS, WAS THAT YOU HAVE INCONSISTENCIES BETWEEN HOW CERTAIN TEACHERS RESPOND TO THE SAME BEHAVIORS, NOT JUST CLASSROOM TO CLASSROOM, BUT ALSO FROM PRIMARY TO MIDDLE SCHOOL.

CORRECT? I MEAN, I COULD, YOU KNOW, GIVE EXAMPLES OF MY OWN KIDS GOING THROUGH THAT WHERE WHAT THEY DIDN'T GET IN TROUBLE FOR IN PRIMARY, ALL OF A SUDDEN THEY'RE GETTING FOR IN TROUBLE FOR IN MIDDLE SCHOOL OR VICE VERSA.

AND IT'S, IT'S CONFUSING, YOU KNOW.

AND THEN HOW DO YOU RESPOND AS A PARENT IN THOSE SITUATIONS? WELL, I CAN DO THIS IN THIS TEACHER'S CLASS.

BUT I DO THE SAME THING OVER HERE.

BUT NOW I'M GETTING IN TROUBLE FOR IT.

SO THE PRECEDENCE HAS ALREADY BEEN SET.

RIGHT. SO I RESPECT THAT YOU GUYS ARE TRYING TO DO THAT.

AND AND THAT THAT IS A PERFECT EXAMPLE OF WHAT WHAT THIS IS DOING.

IT'S TRYING TO BE BRING MORE CONSISTENCY AT A BUILDING LEVEL.

AND THEN THROUGH THE SYSTEM AND AGAIN, THE BUILDINGS HAVE TO TURN THEIR PLANS INTO ME.

AND BECAUSE THIS IS NEW, IF ADOPTED OR REVISED, IS WE'LL START TO BE ABLE TO BUILD THAT AND REVIEW IT ANNUALLY AND WHAT'S WORKING. AND, YOU KNOW, HOW CAN WE BRING MORE CONSISTENCY, NOT JUST IN THE BUILDING, BUT MAYBE FROM CAMPUS TO CAMPUS, FROM PRIMARY TO MIDDLE AND ALL THAT. BUT SO THOSE WILL GET TURNED IN.

AND AGAIN, WE HAVE A PLAN TO MEET AT CENTRAL OFFICE ONCE A MONTH TO KIND OF REVIEW.

HOW ARE WE DOING.

WE REVIEW THE DATA AND STUFF AS WELL.

SO LET ME SAY ONE THING.

ONE OF THE INTENDED OUTCOMES OF THIS IS WE'RE TRYING TO GET BUY IN FROM ALL OF OUR TEACHERS WITH THIS, SO THAT THERE IS THAT CONSISTENCY AND THAT THERE IS SOME OWNERSHIP THAT WITHIN THE CLASSROOM, THIS IS MY RESPONSIBILITY AND I HAVE TO DO IT.

AND I'M GOING TO I'M NOT GOING TO BE I'M NOT GOING TO PLAY THE NICE TEACHER.

I'M NOT GOING TO BE THE, YOU KNOW, THE THE MEAN.

TEACHER. WE'RE ALL GOING TO BE TOGETHER ON THIS.

THERE'S GOING TO BE SOME AGREEMENT.

AND BY GETTING AGREEMENT AND HAVING THE TEAMS GO THROUGH IT, THE LEADERSHIP TEAMS WE HOPE THAT'S HOW WE'LL GET SOME MORE BUY IN FOR ALL OF THIS.

AND ANOTHER PIECE OF THAT COHERENCE, RIGHT? A DIFFERENT SIDE OF THE COHERENCE PIECE YOU TALKED ABOUT.

WHEN YOU GO INTO A CLASSROOM, YOU CAN SEE ALL THE SECOND GRADERS WORKING ON THE SAME THING.

[01:30:01]

WELL, TO THAT END, WE'D LIKE TO BE ABLE TO GO INTO A CLASSROOM AND YOU'D BE ABLE TO SEE IN THIS SECOND GRADE CLASSROOM, THESE WERE THE RULES, AND THESE WERE HOW THE RULES WERE BEING ENFORCED. AND THEY WERE THE SAME AS GOING ON IN THIS SECOND-GRADE CLASSROOM, BECAUSE THAT'S WHO YOU KNOW.

TO YOUR POINT, IT MIGHT BE A LITTLE DIFFERENT AT A SCHOOL, BUT THE SECOND GRADER AT TUKES VALLEY IS NOT TALKING TO THE SECOND GRADER AT JACO, WHO THEY ARE TALKING TO AND WHO THE PARENTS ARE TALKING TO IS THE SECOND GRADER THAT'S IN THE CLASS NEXT DOOR.

RIGHT? SO THAT CONSISTENCY IS SO IMPORTANT.

WELL, AND I GUESS THIS QUESTION IS A LITTLE BIT OFF THAT TRACK, BUT I KNOW WE KEEP, AND WE HAVE TO PROVIDE FOR THE STATE EXCESSIVE DATA ON OUR DISCIPLINE.

HOW DO YOU EXPECT IT TO CHANGE WITH THIS CHANGE IN POLICY.

OR DO YOU WAIT? IT WON'T CHANGE.

I MEAN, I KNOW THAT OUR REQUIREMENT WON'T CHANGE.

DO YOU THINK THIS IS GOING TO MAKE OUR DATA LOOK DIFFERENT? WHAT'S REPORTED TO THE STATE? AGAIN, IF WE TRY TO QUICKLY DEFINE TYPE ONE.

TYPE TWO, IT'S TYPE THREE, TYPE FOUR BEHAVIORS AND HIRE THAT HAVE TO GET REPORTED TO THE STATE.

ANY EXCLUSIONS EXPULSIONS, SUSPENSIONS LONG TERM.

AGAIN. SO, SOME OF THOSE WHAT WE'RE TALKING ABOUT IS WE DON'T WANT THOSE KIDS TO GET THERE.

SO, IF WE CAN INTERVENE AND BE CONSISTENT EARLY ON, SOME OF THE REPETITIVE BEHAVIORS, NOT THE SEVERE BEHAVIORS, BUT REPETITIVE BEHAVIORS, HOPEFULLY WE'LL SEE NUMBERS GO DOWN THAT THAT WOULD BE THE THAT WOULD BE A GOAL.

I WOULD THINK. YES, YES.

ANY MORE QUESTIONS OR COMMENTS.

SO, EXPULSIONS AND SUSPENSIONS ARE A RARITY.

IS THAT WHAT I'M HEARING YOU SAY FOR SEVERE BEHAVIOR? IT'S NOT FOR REPETITIVE.

LIKE AGAIN, WHERE A TEACHER'S JUST GETTING SO FRUSTRATED WITH A KID, I WANT HIM OUT BECAUSE THE BEHAVIOR ISN'T CHANGING BECAUSE WE'RE NOT INTERVENING.

SO, AN EXAMPLE DRUGS AND ALCOHOL USUALLY IS AN EMERGENCY REMOVAL BECAUSE IT'S A SAFETY ISSUE IF YOU'RE DOING THAT.

AND THEN WE BRING THEM BACK WITH THE PLAN TO HELP THEM OUT.

FIGHTS IS ANOTHER EXAMPLE THAT ASSAULTS, THOSE ARE PRETTY SIGNIFICANT BEHAVIORS THAT ARE GOING TO LEAD TO REMOVAL FROM SCHOOL, AT LEAST FOR A LITTLE BIT, ALL THE WAY UP TO EXPULSIONS, IF IT'S IF THOSE ARE REPETITIVE BEHAVIORS, THE BULLYING, THE HARASSMENT.

YEAH. THOSE TYPE.

YEAH. SO THE BULLYING IS SOMETHING THAT I'M VERY AWARE OF THAT IS STILL HAPPENING.

IS THAT BEING HEAVILY I MEAN, I LIKE WHEN WE WENT ON THE TOURS AND LIKE WHEN I WENT TO SOME OF THE PARENT THINGS, YOU KNOW, I WAS SEEING A LOT OF GOOD. I WAS HEARING THE KIDS SAY DIFFERENT THINGS AND THE TEACHERS WERE LIKE, RIGHT ON IT.

AND SO, I'M SURE THEY'RE ALL TRYING TO ADDRESS IT, BUT I KNOW IT'S HUGE AND I KNOW IT'S VERY BIG, AND I THINK ESPECIALLY IN THE HIGH SCHOOLS, IS WHERE I'M MORE AWARE OF IT.

HOW DOES THAT FALL UNDER? IS THIS POLICY GOING TO HELP WITH THAT? I DON'T KNOW THAT THIS POLICY IS CHANGING ANY OF OUR CURRENT PRACTICES AROUND THAT.

YEAH, OKAY.

THAT'S A DIFFERENT POLICY.

IT'S A DIFFERENT WE HAVE A POLICY ON JUST BULLYING.

YEAH. YEAH. BULLYING AND HARASSMENT WE DO AGAINST BULLYING AND HARASSMENT.

THIS JUST HELPS DEFINE HOW CAN WE RESPOND TO THOSE BEHAVIORS.

THIS POLICY WOULD SPEAK TO THAT.

YEAH OKAY. BUT I COULD SEE HOW COHERENCE AT THIS LEVEL WOULD POSSIBLY HAVE AN IMPACT ON BULLYING.

YOU KNOW, AS KIDS AND CERTAINLY A DISCUSSION ABOUT OUR RESPONSE, YOU KNOW, BUILDING SAFETY PLANS FOR THE STUDENTS WHO HAVE BEEN HARASSED OR BULLIED DEVELOPING BEHAVIOR PLANS FOR THE STUDENTS WHO ARE DOING IT.

THOSE ARE PART OF THE DISCUSSIONS AND THE PRACTICES THAT WE'RE PUTTING IN PLACE.

ANYTIME THAT WE'RE TALKING ABOUT STUDENT SAFETY, HAVING SAFETY PLANS IN PLACE FOR THE FOR THE VICTIM IS AN IMPORTANT PART OF OUR PROCESS.

AND SO CERTAINLY IT WILL HELP IDENTIFY THAT EVEN MORE AND UP OUR TRAINING AS WE DO MONTHLY MEETINGS AT A DISTRICT LEVEL TO LOOK AT DATA AND THEN RESPOND APPROPRIATELY AS WE'RE LOOKING AT THAT DATA, TO LEARN FROM IT AND ADJUST OUR PRACTICE.

THAT WOULD BE THE HOPE.

YES. YEAH. YEP.

OTHER COMMENTS OR QUESTIONS.

I MOVE THE BOARD, APPROVE THE REVISIONS TO POLICY.

3241 STUDENT DISCIPLINE.

OKAY. WE HAVE A MOTION TO APPROVE REVISIONS TO POLICY 3241.

ALL THOSE IN FAVOR SAY AYE.

AYE. AND OPPOSED.

MOTION PASSES 4 TO 0.

THANK YOU. TOM. LOOKS LIKE YOU'RE UP FOR THE NEXT ONE.

YEAH, I'M UP FOR THREE IN A ROW BECAUSE IT WAS THE NEXT TWO ARE ALL WERE ALL DEPENDENT ON THAT ONE.

SO, THE NEXT REVISION IS POLICY.

[01:35:02]

OH, I THINK I'M SUPPOSED TO LET YOU READ IT, MARY.

I'M SORRY. OH.

REVISION OF POLICY 3143 NOTIFICATION OF JUVENILE OFFENDERS.

HOW'S THAT? THANK YOU.

SO, THE FIRST THING TO NOTICE ON THIS ONE IS THAT THE NAME HAS CHANGED TO NOTIFICATION AND DISSEMINATION OF INFORMATION ABOUT STUDENT OFFENSES AND NOTIFICATION OF THREATS OF VIOLENCE OR HARM.

SO THAT'S A NAME CHANGE.

THE OTHER THING SINCE IT'S GONE FROM JUVENILE IS THERE'S NOW FOUR CATEGORIES INSTEAD OF JUST TWO, BECAUSE A LOT OF IT WAS AROUND SEX OFFENSES. NOW WE'RE ALSO TAKING INTO ACCOUNT VIOLENCE OR WEAPONS OR THAT TYPE OF THING DEFINES INFORMATION ABOUT WHAT THE SCHOOL ADMINISTRATION CAN SHARE AND HOW TO PLACE STUDENTS IN CLASSES WHEN STUDENTS DO HAVE A VIOLATION. AND AGAIN, THIS REFERENCES POLICY 3241 ABOUT FOLLOWING APPROPRIATE SCHOOL DISCIPLINE WHEN IF THAT'S ALSO PART OF THE STUDENT'S RECORD.

BUT ANY QUESTIONS ON THAT ONE? I WONDERED, IS THIS ALREADY HAPPENING OR IS THIS A NEW POLICY? NO, THIS ALREADY HAPPENED.

YOU'RE ALREADY. YES, YES YEP, YEP, YEP, THIS IS ALREADY HAPPENING AGAIN.

IT'S JUST MORE ABOUT ALIGNING IT WITH THE REVISED CODE OF WASHINGTON, THE US.

THANK YOU. YEAH.

I MOVED, THE BOARD OF DIRECTORS, APPROVED THE REVISION AND RENAMING OF POLICY 3143 NOTIFICATION AND DISSEMINATION OF INFORMATION ABOUT STUDENT OFFENSES AND NOTIFICATION OF THREATS OF VIOLENCE OR HARM.

OKAY. WE HAVE A MOTION ON THE FLOOR TO REVISE POLICY.

3143 ALL THOSE IN FAVOR SAY AYE.

AYE. AND OPPOSED.

MOTION PASSES 4 TO 0.

THANK YOU. AND, TOM, REVISION OF POLICY 3120 ENROLLMENT.

YES. SO, THIS ONE, THE VERY FIRST REAL KEY IS IT SPEAKS AND ADDS CLARITY ABOUT ENROLLING A STUDENT WHO FALLS UNDER POLICY.

3143 THAT WAS JUST REVISED.

AND NOW THAT NOW THAT IT HAS BEEN REVISED, IT DEFINES WHAT RECORDS WE CAN REQUEST FROM OTHER SCHOOLS IN TERMS OF LIKE OUR ENROLLMENT FORM, WE CAN ASK IF THEY'VE HAD A JUVENILE OFFENSE IN THE PAST.

SAID CAN'T. NO, WE CAN NOW.

OKAY. WE CAN NOW.

AND ACTUALLY, WE CAN ASK THAT ON ENROLLMENT FORMS. IF A STUDENT HAS BEEN ADJUDICATED OR CONVICTED OF A CRIME, AND THEN IF A STUDENT HAS BEEN CONVICTED OR ADJUDICATED, THEN THE SCHOOL PRINCIPAL WILL FOLLOW POLICY 3143 ABOUT, YOU KNOW, THAT WE JUST APPROVED.

SO, PREVIOUSLY WE COULD NOT ASK THAT.

WE COULD NOT IT WAS NOT ON OUR ENROLLMENT FOR CLARIFICATION.

YEAH. IS THERE ANYTHING IN THIS POLICY THAT WOULD ALLOW US FOR I DON'T EVEN KNOW IF THIS IS A THING, A RECOURSE IF SOMEONE FALSIFIED AN ENROLLMENT FORM WHEN THAT QUESTION WAS ASKED. GOOD POINT.

TED. I DO BELIEVE WE WOULD HAVE SOME GROUNDS BECAUSE ORIGINALLY WHEN I WAS LOOKING AT IT, IT IS ABOUT ENROLLMENT.

SO, IF A STUDENT MOVED IN OR A LOT OF TIMES, AGAIN, THAT THE PREVIOUS POLICY, WE GET THE COURT ORDER OR THE COURT'S FINDINGS ON STUDENTS THAT HAVE COMMITTED A CRIME.

AND AGAIN, WHETHER THERE'S A VICTIM OR NOT, A LOT OF TIMES THAT STUDENT CAN'T BE ENROLLED IN THAT SCHOOL.

SO THAT'S WHAT SOME OF THIS POLICY IS.

SO ENROLLMENT, IF A STUDENT DID GO TO ENROLL, WE CAN ASK IF THEY DON'T PUT IT ON THERE AND WE FIND OUT, I DO BELIEVE I THINK WE WILL CHECK WITH OUR LEGAL TO MAKE SURE. BUT IT ALSO ON OUR ENROLLMENT FORMS. PARENTS ARE SUPPOSED TO LET US KNOW IF A KID ON AN IEP.

I MEAN, THERE ARE SEVERAL THINGS WE CAN ASK SO THAT THAT WE CAN PROVIDE AND SET THE STUDENT UP WITH THEIR BEST EDUCATIONAL PROGRAM. RIGHT.

SO, IF A STUDENT FALLS UNDER THIS, AGAIN, THIS IS AN ENROLLMENT.

THEY REALLY ONLY ADDITION IS BECAUSE OF THAT JUVENILE OFFENSE.

WE CAN ASK SO THAT WE CAN MAKE SURE WE'RE PROVIDING A SAFETY PLAN FOR THEM AND OTHERS DEPENDING ON THE CRIME THAT THEY COMMITTED.

YEAH, I MEAN IT IT'S ODD BECAUSE IT JUST OR NOT ODD.

IT'S JUST INTERESTING BECAUSE I THINK IT'S LIKE IT FEELS LIKE OPENING A CAN OF WORMS IN SOME CASES, AS I RULE THROUGH THIS PROCESS IN MY HEAD, I THINK, OKAY, IF SOMEONE DOESN'T

[01:40:02]

SAY IT ON THERE, BUT THEN I HEAR LIKE, WELL, IF WE FIND OUT ABOUT IT, WELL, HOW DO WE FIND OUT ABOUT IT? WELL, WE CHECK THE COURT RECORDS.

WELL, DOES THAT MEAN WE'RE CHECKING THE COURT RECORDS ON EVERY SINGLE STUDENT? NO, NO, OF COURSE NOT.

I'M SORRY.

YEAH. SO HOW DO WE FIND OUT? WE FIND OUT FROM THEIR PRIOR SCHOOL.

THAT'S PART OF THE ENROLLMENT PROCESS.

AND IT DOES SPEAK TO THAT IN THE POLICY THAT WE REQUEST RECORDS INCLUDING THIS FROM.

SO, ENROLLMENT INITIALLY THE PARENT STUDENT HAVE TO IN WRITING WHEN YOU FILL OUT THE ENROLLMENT.

BUT THEN WHEN WE GET THE RECORD FROM THE OLD SCHOOL, WE WOULD GET THAT.

AND I WILL TELL YOU, TED, THAT THAT SOMETIMES HAPPENS.

YEAH, A STUDENT WILL GET EXPELLED FROM ONE SCHOOL DISTRICT AND THEN THINK THAT THE EASY SOLUTION IS TO COME TO A DIFFERENT SCHOOL DISTRICT, PERHAPS HOURS, AND TRY TO REGISTER AND NOT SAY ANYTHING, BUT NOT REALIZING THAT WE'RE GOING TO WE'RE GOING TO TALK TO THE SCHOOL THAT THEY CAME FROM AND FIND OUT.

AND IF THE STUDENT WAS EXPELLED FROM ANOTHER SCHOOL DISTRICT, WE CAN UPHOLD THAT.

YEAH. IN OUR DISTRICT.

SO IT HAS HAPPENED.

THAT'S ACROSS STATE LINES OR IT HAS HAPPENED BEFORE.

YEAH. OKAY. YEAH.

SO BUT TO TOM'S POINT, WE'RE ALWAYS GOING TO CHECK WITH THE OTHER SCHOOL AND SEE WHAT THE RECORDS ARE THEN.

NOW IF THEY DON'T KNOW IF IT'S HIDDEN THERE TOO THEN YEAH THERE IS A CHANCE WE WOULD MISS IT.

BUT IF ANYTHING, THIS STRENGTHENS OUR POSITION TO GET INFORMATION TO OTHERS THAT I JUST DIDN'T WANT TO OPEN A CAN OF WORMS OF LIKE, YOU KNOW, HAVING TO CHECK COURT RECORDS FOR EVERY SINGLE STUDENT.

NO, WE'RE NOT GOING TO DO THAT.

I DON'T THINK IT WOULD BE ON US.

NO. YEAH. RIGHT.

RIGHT. UNLESS WE HAD SOME REASON.

RIGHT. ANY OTHER QUESTIONS OR COMMENTS? I'D ENTERTAIN A MOTION.

THE BOARD OF DIRECTORS APPROVES THE REVISION OF POLICY 3120 ENROLLMENT.

THERE'S A MOTION ON THE FLOOR TO APPROVE THE REVISION OF POLICY 3120.

ALL THOSE IN FAVOR SAY I OPPOSED.

MOTION PASSES 4 TO 0.

YOU MADE IT, TOM. THANK YOU.

TOM. THANK YOU.

NEXT TARGET.

I'M NOT THAT BAD. AND NEXT, WE HAVE THE REVISION OF POLICY 6022 FUND BALANCE.

MICHELLE. YES? THANK YOU. BOARD REQUESTING A REVISIONS THAT WERE DISCUSSED DURING THE MARCH 11TH WORK SESSION THAT THE BOARD HELD. AND THAT WAS A LONG WORK SESSION WHERE THERE WAS A LOT OF GREAT INFORMATION PROVIDED TO YOU ON.

RECOMMENDING THAT WE DO CHANGE OUR FUND BALANCE POLICY AND THAT IS AVAILABLE FOR THE COMMUNITY.

THAT MEETING, IF THEY WANT TO GO BACK AND REFER TO THAT, BECAUSE WE'RE NOT GOING TO GO THROUGH IT EXTENSIVELY TONIGHT ON THE REQUEST.

I WILL TELL YOU WHEN GOING THROUGH THE POLICY TO MAKE THE REVISIONS LISA CAUGHT THE THERE WAS JUST I COULD GO BACK AND LOOK AT THE HISTORY OF THIS.

AND THERE WAS A AT ONE POINT THERE WAS FOUR CATEGORIES, AND THE FIVE DIDN'T GET UPDATED.

SO WE'RE NOT ADDING ANOTHER CATEGORY.

WHEN YOU LOOK AT THAT ON THE FIVE DIFFERENT CATEGORIES FROM THE FOUR COMPONENTS, WE JUST THOUGHT THAT THAT JUST FLOWED BETTER AND ALSO CORRECTED IT AS WELL.

AND THEN IN THE AND THEN THIS IS REQUESTING THAT THERE'LL BE A MINIMUM OF 4% TO 6% OF THE GENERAL FUND BUDGETED EXPENDITURES.

AND THAT WAS WE CONSULTED OUR LEGAL COUNSEL ON THIS AND THAT'S WHAT THEY WHEN REMEMBER BOARD YOU AUTHORIZED US TO USE A PERCENT.

IT WAS AT 6%.

YOU AUTHORIZED US TO USE A PERCENT TO BALANCE THE BUDGET FOR GOING INTO NEXT YEAR.

AND SO THE THE RECOMMENDATION WAS TO JUST PUT IT IN A RANGE RATHER THAN A SET AMOUNT, AND HAVING TO GO BACK AND FORTH TO KEEP REVISING IT.

AND IF I REMEMBER CORRECTLY FROM THE A COUPLE AUDIT MEETINGS AGO, I THINK THERE WAS A CONVERSATION HOW THIS IS HELPING US KEEP MORE POSITIONS.

RIGHT? BECAUSE WE'RE BALANCING BECAUSE NOT HAVING TO TERMINATE AS MANY.

YES, WE WE WE IT REPRESENTS APPROXIMATELY $2 MILLION.

A PERCENTAGE REPRESENTS ABOUT $2 MILLION FOR US.

SO RATHER THAN CUTTING 8.5 MILLION LAST YEAR, WE ONLY HAD TO CUT 6.5 MILLION, WHICH, YOU KNOW, MOST LIKELY SAVED IF IT WAS A CLASSIFIED POSITION, A CERTIFICATED POSITION, THAT WOULD BE 20 CERTIFICATED POSITIONS.

IF IT WAS A CLASSIFIED POSITION, THAT WOULD BE, YOU KNOW, 40, 35, 40, YOU KNOW.

[01:45:05]

SO YEAH, IF MEMORY ALSO SERVES THIS, THESE FUNDS ARE FROM THE RELIEF DURING COVID, CORRECT? OUR FUND BALANCE WAS BUILT UP SUBSTANTIALLY BECAUSE OF THE ESSER MONEYS AND THE AND THE EXTRA STATE MONIES THAT WE RECEIVED AROUND ENROLLMENT, STABILIZATION AND TRANSPORTATION AND OTHER THINGS WE DIDN'T RECEIVE.

WE DIDN'T GET UP TO 6% UNTIL WE GOT ALL OF THE COVID RELIEF MONEY.

SO. RIGHT, RIGHT.

THAT'S WHAT I JUST WANTED TO CLARIFY, THAT THIS ISN'T LIKE FTE MONEY THAT WE'VE BEEN RAT HAULING FOR A RAINY DAY.

THIS IS FUN.

THIS IS ALL BUILT UP. YOU'RE EXACTLY RIGHT, TED.

OKAY, ESSER. AND IF YOU THINK THIS IS A REALISTIC APPROACH.

AND THE OTHER THING IS, I THINK IF YOU LOOK AROUND AT OTHER DISTRICTS, WHAT YOU'LL FIND IS THAT WE HAVE BEEN VERY CONSERVATIVE.

SO OUR 4 TO 6% IS STILL MUCH HIGHER THAN MANY, MANY OTHER DISTRICTS WHO HAVE IT AT 3% OR NOTHING.

YEAH. OR A LOT OF THEM ARE BELOW THAT NOW.

I MOVE THE BOARD OF DIRECTORS APPROVE THE REVISION OF POLICY.

6022 FUND BALANCE.

WE HAVE A MOTION ON THE FLOOR TO APPROVE THE REVISION OF POLICY.

6022 FUND BALANCE.

ANY OTHER QUESTIONS OR COMMENTS? IF NOT, I'LL CALL FOR THE VOTE.

ALL THOSE IN FAVOR SAY AYE.

AYE. OPPOSED? MOTION PASSES 4 TO 0.

AND MICHELLE, BACK WITH REVISION OF POLICY 6700 NUTRITION.

YES. SO JUST TO GIVE YOU A LITTLE HISTORY ON THIS POLICY SIX 700 IS A NUTRITION, HEALTH AND PHYSICAL EDUCATION.

AND THIS HAS BEEN A POLICY WE'VE HAD OBVIOUSLY FOR A LONG TIME.

BUT THE PROCEDURE BEHIND IT, IT JUST KEPT GROWING AND GROWING AND GROWING WITH WITH ADDITIONAL POLICY CHANGES AT THE STATE AND FEDERAL LEVEL.

AND IT ALSO HAD SO THE THE PROCEDURE WAS SEVEN IS SEVEN PAGES.

CURRENTLY WITH THE BREAKING UP OF THIS POLICY INTO SECTIONS, SEPARATE POLICY NUMBERS THAT WILL ALSO TAKE AND ALIGN THOSE PROCEDURES INTO THOSE SEPARATE SECTIONS, AND IT'LL MAKE IT A LITTLE MORE DIGESTIBLE, A LITTLE. AND THEY, THEY COLLATE TOGETHER THE THE THERE WAS THE MOST RECENT CHANGE WAS THE 30 MINUTE RECESS.

AND THAT KIND OF TRIGGERED SOME OF THIS AS WELL THROUGH THE, THROUGH THE WSSDA UPDATES.

AND WE HAD THE 30 MINUTE RECESS ALREADY INTO INTO OUR POLICY.

BUT IT JUST IT WAS ONE OF THOSE KIND OF TIPPING POINTS WHERE THEY SAID, WE REALLY NEED TO BREAK IT UP.

SO YOU'RE TAKING 60 700.

THE NUTRITION IS BECOMING 60 700.

THE HEALTH IS BECOMING 6702 WELLNESS.

AND THEN THE PHYSICAL EDUCATION IS BECOMING 6701 RECESS AND PHYSICAL EDUCATION.

SO THAT'S KIND OF BREAKING THEM ALL APART.

THERE IS NO SUBSTANTIAL CHANGE TO ANYTHING THERE.

IT'S IT'S REALLY JUST TAKING AND BREAKING THOSE UP.

SO ONE POLICY BECOMES THREE POLICY.

YEAH. BECAUSE WE ALWAYS LIKE MORE POLICIES.

WE JUST NEED MORE POLICIES.
