[5. Recognition]

ALL RIGHT, NEXT UP, WE HAVE SOME VERY SPECIAL RECOGNITION TONIGHT.

MR. WATERS, THANK YOU.

AT OUR LAST MEETING, IT WAS A HAPPY EVENT BECAUSE WE WERE ABLE TO CHOOSE A NEW STUDENT REPRESENTATIVE.

BUT WHEN WE CHOOSE A NEW STUDENT REPRESENTATIVE, THAT MEANS THAT SOMEBODY IS LEAVING.

AND THIS INDIVIDUAL HAS SERVED WITH DISTINCTION, HAS MADE POSITIVE CONTRIBUTIONS TO THE IDEA OF STUDENT VOICE, HAS HAD POWERFUL OPINIONS, MEANINGFUL INSIGHT AND WE'VE ALL APPRECIATED JUST BEING AROUND HER BECAUSE SHE'S AN OUTSTANDING YOUNG LADY.

AND SO TODAY, FOR HER LAST MEETING, WE RECOGNIZE OUR STUDENT REPRESENTATIVE, MISS SORA TOLLEY.

SORA, WE JUST WANT TO SAY THANK YOU FOR YOUR SERVICE AND DEDICATION TO THE STUDENTS AND STAFF OF BATTLE GROUND PUBLIC SCHOOLS.

YOU ARE AN INSPIRATION AND A MODEL FOR OTHER STUDENTS, AND WE FEEL FORTUNATE TO HAVE HAD YOU WITH US FOR THE LAST TWO YEARS, AND YOU WILL GREATLY BE MISSED.

OH THANK YOU.

THANK YOU ALL TOO.

I APPRECIATE EVERYTHING YOU'VE DONE FOR ME.

CONGRATULATIONS [APPLAUSE]. HOLD THAT UP.

THANK YOU, MOM AND DAD.

THANK YOU.

SHE'S FANTASTIC.

MY GRANDMA'S HERE FROM JAPAN BACK THERE.

GRANDMA CAME ALL THIS WAY.

WOW.

ADD? THANK YOU.

THANK YOU. THANK YOU VERY MUCH.

THANK YOU. SORA I DO, I JUST WANT TO SAY YOU HAVE BEEN SUCH A MODEL IN SHOWING THAT AN EXCELLENT STUDENT CAN STILL TAKE THE TIME TO FULFILL THIS ROLE.

AND I JUST WANT TO THANK YOU FOR ALL THE TIME YOU SPENT IN SCHOOLS WITH KIDS, SEEING WHAT THEY'RE DOING AND BRINGING FORTH THEIR VOICE.

SO THANK YOU VERY MUCH.

I'D LIKE TO SAY THAT THAT I'VE TALKED WITH PEOPLE WHO HAVE CONCERNS ABOUT HAVING STUDENTS ON THEIR BOARDS AND WHAT IT MEANS, AND STUDENT VOICE AND ALL THIS KIND OF STUFF.

YOU GUYS HAVE DONE AN EXCELLENT JOB.

YOU REALLY HAVE YOU'VE BEEN A GREAT EXAMPLE.

[00:05:01]

THANK YOU.

NO, SORA SAID IT REALLY WELL AT THE GRADUATION CEREMONY THAT THE CLASS OF 2024 WAS ONE OF THE BEST THAT'S COME THROUGH IN A LONG TIME AND YOU'RE A BIG, BIG PART OF THAT.

AND I COULD NOT HAVE BEEN HAPPIER AND HONORED MORE HONORED TO HAVE SERVED WITH YOU FOR THE LAST TWO YEARS.

THANK YOU. THAT'S SWEET.

I DIDN'T WORK WITH YOU VERY LONG, BUT IN THE MONTHS I HAVE, IT'S BEEN AMAZING.

AND I AGREE THAT YOU DO HAVE THE QUALITIES OF A LEADER, AND WE DO APPRECIATE EVERYTHING AND ALL YOUR TIME MAKING FOR THE STUDENTS OF BATTLE GROUND. THANK YOU SO MUCH, AND I JUST REALLY APPRECIATE YOUR STUDENT VOICE AND HOW YOU'VE ELEVATED THAT LEVEL AGAIN AND AGAIN EVERY YEAR OUR STUDENT REPRESENTATIVES BRING IT EVEN MORE AND YOU'VE DEFINITELY BRUNG IT.

AND I JUST APPRECIATE THAT VERY MUCH.

YOU WILL BE MISSED.

THANK YOU SO MUCH. ALL RIGHT.

WELL, THAT BRINGS US TO STUDENT VOICE.

[6. Communications]

I DO NOT BELIEVE WE HAVE ANYBODY SIGNED UP, BUT IF THERE ARE ANY STUDENTS HERE FROM ANY OF THE SCHOOLS IN THE AUDIENCE, PLEASE COME FORWARD NOW.

NOBODY'S RACING TO THE PODIUM.

SO I WILL TURN IT OVER TO OUR STUDENT REPRESENTATIVES FOR THEIR REPORTS.

WELL, I DON'T EVEN HAVE MY COMPUTER.

I TURNED THAT ALL IN, BUT GRADUATION HAPPENED, SO CONGRATS TO EVERYONE WHO GRADUATED.

AND YEAH, JUST LOOKING FORWARD TO A GOOD SUMMER FOR EVERYONE.

AND THAT'S ALL I HAVE.

IT'S PRETTY MUCH ALL I HAVE TOO ACTUALLY.

I WAS ABLE TODAY TO HELP OUT AT MY SCHOOL, WHICH IS K-12, TO HELP OUT WITH LIKE THE KINDERGARTEN GRADUATION CARNIVAL.

I HELPED LIKE, LIKE SO EVERY KINDERGARTNER PLAY RING TOSS AND IT WAS SO AMAZING.

AND THEY WERE THEY I LET THEM ALL CHEAT.

BUT THAT'S NOT THE POINT. BUT LIKE, EVERYONE'S GRADUATING AND FOR US, RIVER IS NOT DOING ANYTHING RIGHT NOW.

I DON'T THINK MOST STUDENTS ARE ACTUALLY JUST WINDING DOWN.

YEAH, WE DON'T LIKE TO HEAR THAT.

JUST SO YOU KNOW, I DON'T EVEN HAVE HOMEWORK ANYMORE.

I'M JUST LIKE, I'M JUST HANGING OUT AT THIS POINT.

NOTE TO SELF. BUT YEAH.

ALL RIGHT. WELL, WE WILL MOVE FORWARD WITH OUR COMMITTEE REPORTS BEGINNING WITH THE LEGISLATIVE COMMITTEE.

SO THE LEADERSHIP MEETING WAS LAST WEEK, AND WE SPENT ABOUT HALF OF THE HOUR TALKING ABOUT STUDENT REPS AND JUST TALKING ABOUT WHAT A GREAT ASSET THEY ARE FOR BOARDS, BECAUSE SOME BOARDS STILL DON'T HAVE STUDENT REPRESENTATIVES.

AND ONE THING THAT CAME UP THAT I HAD NOT HEARD BEFORE, AND MR. DRAKE AND I JUST HAD A LITTLE VERY QUICK CONVERSATION ABOUT THIS, IS THAT SOME DISTRICTS ARE GIVING A HALF CREDIT FOR BEING THE STUDENT REP.

SO I DON'T KNOW IF THAT'S POSSIBLE, BUT IT'S SOMETHING WE WILL FIND OUT HOW THAT HOW THAT WORKS.

MAYBE. SORRY SORA.

IT'S OKAY.

THEM BUILD A TOOL KIT FOR ADVOCACY.

AND IT'S MUCH LIKE SOME OF THE OTHER TOOL KITS THAT THEY HAVE BUILT.

AND I THINK IT'LL BE MORE SUCCINCT, MAYBE, AND MAKE THE JOB A LITTLE EASIER WHEN PEOPLE COME INTO IT, BECAUSE THERE'S SO MUCH TO IT.

THEN WE TALKED ABOUT GENERAL ASSEMBLY, WHICH WILL BE SEPTEMBER 20TH AND 21ST.

IT'LL BE HYBRID AGAIN THIS YEAR.

I WON'T BE ATTENDING IN PERSON, BUT ANY OF US CAN LISTEN IN ON THE HYBRID GENERAL ASSEMBLY.

AND I THINK IT'S IMPORTANT TO JUST HEAR PART OF THE DISCUSSION AND THE DEBATE.

THE FIRST VERSION OF THE HANDBOOK WILL BE OUT JULY 1ST, AND THE FINAL VERSION WILL BE OUT IN MID-AUGUST.

IT HAS ALL THE PROPOSALS IN IT.

SO THEN WE'LL HAVE A CHANCE TO HAVE A CONVERSATION ABOUT THOSE THAT WE WANT TO SUPPORT.

AND THAT'S ALL I HAVE.

THANK YOU. DO WE HAVE AN AUDIT COMMITTEE REPORT? YEAH, SURE. SO DEBBIE AND I DID THE AUDIT AUDIT COMMITTEE, AND WE DID THE STANDARD BOARD SUMMARY REVIEW WENT OVER DENNY'S TIME CARD AND THE TRAVEL EXPENSES AND COVERED SOME MISCELLANEOUS EMPLOYEE TIME CARDS. EVERYTHING'S IN ORDER.

WE ALSO REVIEWED THE POLICY ON VACATION BUYBACK.

JUST TO MAKE SURE THAT DEBBIE AND I HAVE A GOOD UNDERSTANDING OF WHAT THOSE RULES ARE AND HOW IT ALL WORKS.

SO WE'LL EDUCATIONAL PERIOD THERE.

LET'S SEE. WE WENT OVER A BUNCH OF VENDOR INVOICES WENT THROUGH THOSE IN DETAIL.

WE LOOK GOOD THERE.

LET'S SEE.

LET ME SCROLL DOWN HERE.

WE DID GET A LITTLE BIT OF A BUDGET UPDATE FROM MICHELLE.

SHE'S JUST FINISHING UP ENTERING THE LAST PIECES SCRUBBING IT THE ROUGH DRAFT FOR US.

[00:10:01]

AND ORIGINALLY WE HAD A TARGETED WORK SESSION AT THE END OF JUNE FOR US AS A GROUP, BUT WITH MICHELLE'S SURGERY AND SOME RECOVERY PERIODS WE'VE SCHEDULED IT OR TENTATIVELY SCHEDULED IT FOR AUGUST 12TH FOR THE BUDGET WORK SESSION.

OUTSIDE OF THAT EVERYTHING ELSE LOOKS PRETTY GOOD.

JULY 16TH FOR OUR NEXT MEETING.

GREAT. THANK YOU.

DO WE HAVE ANY UPDATES FOR THE BATTLE GROUND EDUCATION FOUNDATION? I DON'T KNOW IF YOU'VE BEEN ABLE TO CONNECT WITH COLLEEN YET.

MEETING ON THE 20TH.

20TH. OKAY.

STAY TUNED FOR AN UPDATE THERE.

AND THEN WIAA COMMITTEE.

AND NO, WE HAVEN'T HAD OUR MEETING YET.

SHOULD BE COMING UP HERE NEXT WEEK, I THINK.

GREAT. WASHINGTON STATE SCHOOL DIRECTORS ASSOCIATION UPDATES.

I JUST WANTED TO CALL EVERYONE'S ATTENTION TO THE EMAIL UPDATE WE GOT THIS WEEK, BECAUSE THERE'S A LINK IN THERE TO THE DOCUMENT THAT I TALKED ABOUT BEFORE, WHICH IS A IT'S CALLED A WASHINGTON PUBLIC SCHOOLS FUNDING FREQUENTLY ASKED QUESTIONS, AND IT'S ONLY 32 PAGES.

OH, AND MANY OF THE KIND OF COMPLICATED LIKE REGIONALIZATION AND EXPERIENCE FACTOR AND THOSE THINGS ARE EXPLAINED IN A ONE PAGER. AND SO I FEEL LIKE IT'S EVEN THOUGH IT'S A 10,000 FOOT VIEW, I FEEL LIKE IT'S A REALLY GOOD DOCUMENT FOR BOARD MEMBERS TO JUST HAVE ON HAND.

AND SO I WOULD RECOMMEND JUST TAKING A LOOK AT A LOT OF IT IS CHARTS, WHICH MAKES IT BREAKS IT DOWN A LITTLE BIT MORE THAN JUST VERBIAGE.

SO YOU HAVE A LINK FOR THAT.

THE LINK IS IN THE EMAIL THAT YOU GOT FROM THE WSSDA UPDATE.

[INAUDIBLE] AND THEN I WILL SHARE I GOT AN EMAIL FROM ANOTHER SCHOOL BOARD PRESIDENT FOR THE WSSDA BYLAW ADOPTION PROPOSAL FOR STUDENT REPRESENTATIVES.

BASICALLY THAT THEY WOULD THE REPRESENTATIVES, THEY, THE WSSDA WOULD HAVE THEIR OWN SCHOOL REPRESENTATIVE BOARD AND THEY WOULD BE REPRESENTED ON BOTH THE EAST AND THE WEST SIDE.

SO THEY'VE ASKED FOR SUPPORT FOR THIS.

THIS IS A FEW DAYS OLD, SO I'M NOT SURE IF SHE STILL NEEDS SUPPORT OR IF ALL THE OTHER SCHOOL BOARDS HAVE ALREADY JUMPED IN, BUT IT'S JUST ANYWAYS, IT'S JUST TO SERVE AS A REPRESENTATIVE OR ADVISOR TO WSSDA STUDENT REPRESENTATIVE NETWORK.

THEY WOULD HAVE ELECTIONS.

THERE WOULD BE A CHAIR, VICE CHAIR AND SECRETARY, AND THEN THERE WOULD ALSO BE BOARDS AND COMMITTEES, SIMILAR TO WHAT WE ALSO HAVE ON OUR OWN BOARDS INCLUDING LEGISLATIVE COMMITTEE.

AND IF YOU REMEMBER, MARK USED TO SIT ON THE TRUST LANDS ADVISORY COMMITTEE.

THAT'S ALSO ONE OF THE COMMITTEES THAT THEY WERE LISTED OUT.

SO I JUST WANTED TO SHARE THAT WITH EVERYBODY THAT THIS IS COMING, IT LOOKS GREAT.

I THINK IF KNOWING HOW FULL OUR STUDENT REPRESENTATIVE SCHEDULES ARE, I THINK IT'LL BE INTERESTING TO SEE IN WHAT CAPACITY THEY CAN FILL THESE ROLES TO ADD JUST ANOTHER LAYER.

BUT I HAVE NO DOUBT THAT THEY WILL DO IT.

I JUST IT'LL IT JUST SEEMS LIKE A BIG COMMITMENT.

SO IT'S COMING.

AND THAT'S ALL I HAVE.

ANY OTHER WSSDA UPDATES? OKAY. NEXT, WE HAD OUR, OUR TOURS.

JUST TO SAY THEY'VE COMPLETELY WRAPPED UP FOR THE YEAR.

THERE'S NOTHING TO REPORT ON THAT I HAVE LISTED.

SO WE WILL START THOSE BACK UP AGAIN NEXT YEAR.

AND THAT TAKES US TO DIRECTOR REPORTS.

ANYBODY HAVE ANYTHING THEY WANT TO SHARE? INFORMATION? GRADUATION.

GRADUATION? YES.

LOTS OF FUN GRADUATIONS.

AMAZING. AND STILL THREE TO GO.

STILL THREE TO GO. AND I DON'T THINK WE TALKED ABOUT PASSING REVIEW LAST TIME.

I DON'T THINK WE DID.

AS ALWAYS. SO JUST SUCH A COMMITMENT TO AND PASSION FOR WHAT THEY'RE DOING AND JUST SEEING THE STUDENTS COMING WITH FULL RIDE SCHOLARSHIPS FROM ROTC, IT'S JUST REALLY IMPRESSIVE WHAT THOSE PROGRAMS BOTH DO.

SO. DID YOU HAVE ANYTHING YOU WANTED TO ADD? I JUST I ALWAYS I, I LOVE IT EVERY SINGLE TIME.

AND IT'S GREAT TO SEE THE COMMITMENT AND I'M HAPPY TO SUPPORT.

I USUALLY HAVE AN ECHO AND I CAN HEAR IT FOR MYSELF.

IS EVERYBODY ABLE TO HEAR BECAUSE I CAN'T HEAR THE OTHER BOARD MEMBERS LIKE, THROUGH P ERFECT.

THANK YOU SO MUCH FOR CONFIRMING THAT.

[00:15:04]

WHAT? AWESOME.

THANK YOU FOR SHARING THAT, BECAUSE THAT'S WHAT I'M HEARING AS WELL.

SO WE'LL JUST ASK YOU TO SPEAK UP EVERYBODY.

WHEN YOU TURN YOUR HEAD.

I CAN'T HEAR YOU OFTEN.

OR WHEN SOMEONE TURNS THEIR HEAD.

I THINK THEY NEED TO BE CLOSER TO THE MIC.

OH, OKAY. THANK YOU FOR THAT FEEDBACK AS WELL.

WE'LL TRY AND SPEAK FORWARD.

ANY OTHER DIRECTOR REPORTS.

OKAY, THAT WRAPS THAT UP AND WE WILL MOVE ON TO SUPERINTENDENT AND STAFF UPDATES.

[7. Superintendent and Staff Updates]

YEAH. THANK YOU. I WANTED TO CALL YOUR ATTENTION.

MARY YOU TALKED ABOUT THE SCHOOL FUNDING SITE THAT WAS AVAILABLE.

WE ALSO OH, HERE WE GO.

I'M GOING TO FORWARD YOU THIS EMAIL.

THERE'S A TOOLKIT LAUNCH FOR ESD 112 WORKING IN CONJUNCTION, WORKING WITH CONJUNCTION IN CONJUNCTION WITH WSSDA, THE WASHINGTON ASSOCIATION OF SCHOOL ADMINISTRATORS.

AND THERE'S A LINK THERE AND IT'S IT'S WWW.WSSSCHOOL FUNDING ORG AND IF YOU CLINK, CLINK, CLINK, IF YOU CLICK ON THAT LINK, IT'LL TAKE YOU TO THIS PAGE ISSUES AT THE CORE OF WASHINGTON STATE SCHOOL FUNDING DILEMMA. AND THEN IT'S A PRETTY COMPREHENSIVE SITE.

WE WILL BE POSTING A LINK ON OUR WEBSITE SO THAT ANYBODY INTERESTED IN SEEING IT CAN GO THAT DIRECTION, BUT IT TALKS ABOUT RISING COSTS.

IT TALKS ABOUT WHAT THE CORE ISSUES IT TALKS ABOUT THERE'S A LINK WHAT YOU SEE ON THE BOTTOM RIGHT THERE.

LEARN MORE ABOUT WHAT'S HAPPENING ACROSS THE STATE IS A SERIES OF ARTICLES.

AND THERE'S EVEN MORE WHEN YOU CLICK ON THE YOU KNOW THAT.

BUT YEAH, GO AHEAD PLEASE.

BUT THERE'S A SERIES OF ARTICLES FROM ALL OVER THE STATE ABOUT SCHOOL DISTRICTS AND THEIR THE BUDGET CRISIS THAT MANY SCHOOLS ARE IN.

SO I JUST THOUGHT IT WAS AN IMPORTANT RESOURCE, AND I JUST WANTED TO POINT IT OUT TO NOT ONLY YOU AS BOARD MEMBERS, BUT ALSO TO OUR COMMUNITY IN CASE THEY'D BE LOOKING FOR IT.

THAT'S GOOD. THAT LOOKS GOOD.

AND IT ACTUALLY GOES INTO SOME DIFFERENT THINGS THAN THAN THE OTHER TOOLKIT, BUT IT'S ALSO YOURS IS A WHOLE LOT MORE FUN.

YES. YEAH.

THEY DID A NICE THEY DID A NICE JOB ON IT AT LEAST IF YOU COULD SCROLL UP JUST A LITTLE BIT.

KEEP GOING. YEAH, YEAH, THEY TALK ABOUT THE MAJOR.

I'M SORRY. DOWN A LITTLE.

THEY TALK ABOUT THE THREE MAJOR FACTORS TAKING BIG BITES OUT OF DISTRICT BUDGETS ACROSS THE STATE AND JUST THE NEEDS OF STUDENTS, SPECIAL ED FUNDING, AND THEN INFLATION AND HIGH OPERATING COSTS ARE THE KEYS THERE SO.

AND THEN YOU CAN CLICK ON ALL OF THOSE AND IT GIVES YOU DIFFERENT DIFFERENT PERSPECTIVES AND SUCH.

SO AGAIN JUST WANTED TO CALL YOUR ATTENTION TO IT.

YOU'RE GOING TO FORWARD THAT TO US.

YES I'M DOING THAT AS WE SPEAK.

THANK YOU. I ALSO WANTED TO ECHO YOUR THOUGHTS ABOUT THE GRADUATIONS.

THE BIG THE BIG ONES ARE DONE, THE OUTSIDE ONES WHERE I ALWAYS STRESS OUT ABOUT THE OUTSIDE ONES BECAUSE OF THE WEATHER.

WE HAD PERFECT WEATHER, SO THAT WAS GOOD.

TREMENDOUS TURNOUTS FOR BOTH EVENTS.

BATTLE GROUND HIGH SCHOOL WAS COMPLETELY FULL STANDING ROOM ONLY.

AND THAT'S CONSIDERING THAT WE HAVE ALMOST ROOM FOR 2700 PEOPLE TO ATTEND.

SO THAT'S INCREDIBLE.

PRAIRIE WAS ALMOST FULL, BUT THEY HAVE PRAIRIE HAS ABOUT 60 LESS GRADUATES THAN BATTLE GROUND DOES.

SO THAT'S NOT TO BE UNEXPECTED.

THERE TAKES A LOT OF PEOPLE TO PUT THAT WORK TOGETHER.

I WANT TO GIVE KUDOS TO NUMBER ONE, TO TRAVIS DRAKE, WHO OVERSAW THAT PART OF THE OPERATION FOR US.

I WANT TO GIVE CREDIT TO ALL OF THE SCHOOLS THAT PARTICIPATED.

I ALSO WANT TO GIVE CREDIT TO OUR MAINTENANCE AND OPERATIONS DEPARTMENT AND KEVIN JOLMA FOR THE WORK THAT HE DOES.

KEVIN TAKES CARE OF MAKING SURE THE STAGE GETS SET UP, THE SOUND SYSTEM GETS SET UP, ALL THE CHAIRS GET SET UP.

HE GOES BACK AND FORTH BETWEEN DOING DIFFERENT ARRANGEMENTS DEPENDING ON THE NUMBER OF GRADUATES.

SO IT'S A LOT OF WORK AND IT TURNED OUT WONDERFUL.

AND SO THAT'S ABSOLUTELY FANTASTIC.

SO AGAIN AND BOARD, THANK YOU FOR YOUR ATTENDANCE AT THOSE EVENTS.

IT MEANS A LOT TO OUR STUDENTS.

THOSE ARE THE BIG ISSUES THAT I WANTED TO TALK ABOUT.

OF COURSE, WE HAVE OUR CAM GRADUATION TONIGHT, AND THAT'S WE'LL BE HAVING TO GET OUT OF HERE BY SIX SO THAT WE CAN TAKE CARE OF THAT.

AND AND THEN TOMORROW NIGHT, WE HAVE SUMMIT VIEW ALTERNATIVE SCHOOL, HIGH SCHOOL.

[00:20:03]

AND THEN ON WEDNESDAY, WE HAVE OUR LAST GRADUATION, THE FIRST EVER BATTLE GROUND VIRTUAL ACADEMY GRADUATION.

AND WE'RE LOOKING FORWARD TO ALL OF THOSE.

WITH THAT, I'M GOING TO TURN IT OVER TO TEACHING AND LEARNING.

AS YOU KNOW, SHELLY IS NOT ABLE TO BE HERE.

SO SOME PERSONAL THINGS HAPPENING AND SHE'S DEALING WITH THAT.

AND SO WE DO HAVE A PRESENTATION.

I KNOW THAT ABOUT TWO WEEKS AGO, WE ANNOUNCED THAT BATTLE GROUND WOULD BE CHANGING FROM A JUST RECOGNIZING A VALEDICTORIAN AND SALUTATORIAN TO MOVING TOWARDS A RECOGNITION OF THE TOP 5%.

AND INTERESTINGLY ENOUGH, IT'S APPROPRIATE.

SORA WAS PART OF THE IMPETUS FOR THAT BECAUSE WE WERE LOOKING AT HOW WE COULD TAKE INTO CONSIDERATION THE MYRIAD OF DIFFERENT ROUTES THAT STUDENTS TAKE AS THEY GO THROUGH THE SYSTEM AND WANTING TO RECOGNIZE THEM.

SO SORA STARTED THIS WORK CLOSELY WITH TRAVIS DRAKE, AND THIS IS WHAT IT MORPHED INTO.

AND TRAVIS WILL GIVE YOU AN UPDATE.

THANK YOU DENNY AND THANK YOU BOARD.

AND DO YOU ALL HAVE THE DOCUMENT THAT WAS SHARED? IT'S IN THE BOARD DOCS AND THE BOARD DOCS.

OKAY. SO WHAT I WAS JUST GOING TO DO IS, IS GO THROUGH THAT REALLY QUICK AND THEN OF COURSE TAKE ANY OF YOUR QUESTIONS AND I WANT TO I'LL JUMP TO THE BOTTOM JUST IN TERMS OF COMMUNICATION AND OWN THE FACT OF IN MY MIND, I WAS DOING A DECENT JOB OF COMMUNICATING TO ALL OF YOU AS WE WERE GOING THROUGH THIS PROCESS. AND WHAT I LEARNED ONCE WE CAME OUT WITH KIND OF THE FINAL RENDITION OF THE DIRECTION WE WANTED TO GO, IS THAT I ACTUALLY DIDN'T DO A GREAT JOB OF KEEPING YOU POSTED. I MIGHT HAVE I MIGHT HAVE KEPT YOU UPDATED AT STEPS ONE THROUGH THREE, BUT MAYBE NOT STEPS FOUR, FIVE, AND SIX.

AND SO I WANT TO APOLOGIZE FOR THAT.

SO THE PURPOSE OF MOVING FROM A VALEDICTORIAN, SALUTATORIAN TO A TOP 5% IS TO RECOGNIZE OUR STUDENTS ACADEMIC ACHIEVEMENTS AND THE VARIETY OF PATHWAYS STUDENTS EARN THEIR DIPLOMA, BECAUSE THERE ARE MULTIPLE DIFFERENT WAYS.

AND YOU'VE HEARD MANY OF THE STORIES THAT THE GRADUATIONS THE LAST FEW NIGHTS AND THEN ENCOURAGE STUDENTS TO TAKE CHALLENGING COURSES.

AND SO IT IS FITTING THAT SORA IS HERE FOR THIS LAST MEETING, BECAUSE QUITE HONESTLY, THIS THIS CAME ABOUT FROM A QUESTION FROM SORA, AND WE DIDN'T GO IN THE DIRECTION THAT SHE WAS HOPING. SHE WAS ASKING ABOUT WEIGHTED GRADES.

AND WE WE DON'T DO WEIGHTED GRADES.

THE STATE DOESN'T RECOGNIZE WEIGHTED GRADES, OR THERE ARE SCHOOL DISTRICTS WHO DO WEIGHTED GRADES FOR AP COURSES.

BUT ONCE THOSE TRANSCRIPTS GO TO COLLEGES, THEY UNWEIGHT THE GRADES.

AND SO PART OF THESE CONVERSATIONS, WHAT THIS LOOKED LIKE WAS IN TERMS OF THE WEIGHTED GRADE, I CALLED SEVERAL COLLEGES LAST YEAR AND FOUND OUT THEY ACTUALLY DON'T NECESSARILY CARE ABOUT CLASS RANK.

IT'S NOT SOMETHING THEY TALK ABOUT.

IN FACT, THE THE ADMISSIONS ADVISOR FROM WESTERN WASHINGTON SAID THAT THE TEN MINUTE CONVERSATION HE AND I HAD ABOUT WEIGHTED GRADES AND CLASS RANK WAS TEN MINUTES LONGER THAN ANY CONVERSATION THEY'VE EVER HAD AT WESTERN AROUND CLASS RANK.

AND SO IF THEY RECEIVE A TRANSCRIPT WITH WEIGHTED GRADES, THEY UNWEIGHT THEM.

AND THEY ARE NOT NECESSARILY CONCERNED ABOUT CLASS RANK, THEY ARE MORE CONCERNED ABOUT RIGOR AND EXTRACURRICULAR ACTIVITIES AND THINGS OF THAT NATURE.

SO WE INITIALLY STARTED WITH LOOKING AT WEIGHTED GRADES.

AND AS I SAID ON HERE, OUR STATE DOESN'T SUPPORT A WEIGHTED GRADE SYSTEM.

THERE ARE TREMENDOUS COMPLEXITIES IN DOING THIS IN SKYWARD.

IF WE WERE TO TRY AND WEIGHT AP COURSES THERE, I TALKED TO REGISTRARS NOT ONLY IN OUR SCHOOL DISTRICT BUT ALSO IN EVERGREEN.

THE CHALLENGE OF DOING THAT MIDSTREAM IS REALLY, REALLY DIFFICULT AND WOULD TAKE A LOT OF MANPOWER.

THAT ISN'T THE REASON WE DIDN'T DO IT, BUT THERE WASN'T REALLY BENEFIT IN MAKING THAT CHANGE.

AND COLLEGES WE SPOKE TO DO NOT HONOR WEIGHTED GRADES, THEY UNWEIGHT THEM.

AND WE ALSO MET WITH TEACHERS, COUNSELORS AND STUDENTS TO TALK ABOUT WHAT HOW CAN WE RECOGNIZE THE HARD WORK THAT STUDENTS ARE DOING? AND I'LL GET TO KIND OF THE THINGS WE'RE NOT TRYING TO DO IN JUST A SECOND.

HOW IMPORTANT IS CLASS RANK TO COLLEGES? COLLEGES, FOR THE MOST PART, DON'T PAY ATTENTION TO CLASS RANK.

THERE WAS ONE COLLEGE WHO DID SAY IF DEPENDING ON IF IT'S A HIGH ACADEMIC INSTITUTION AND IT'S A LOT OF COMPETITION, THEY MAY LOOK AT CLASS RANK.

BUT WE'RE TALKING ABOUT THE HARVARDS AND THE YALES OF THE WORLD.

AND I'M NOT, YOU KNOW, OBVIOUSLY DOWNPLAYING.

WE DO HAVE STUDENTS WHO WHO GO TO THOSE TYPES OF INSTITUTIONS, BUT OVERALL CLASS RANK WAS NOT IMPORTANT.

IT DOES FACTOR INTO SOME CLASS TO SOME SCHOLARSHIP APPLICATIONS, AND COLLEGES DO FOCUS MORE ON RIGOR.

WE DID A THOUGHT EXCHANGE MAY OF LAST YEAR AND THE SENTIMENT WAS MIXED.

THERE WAS MORE SUPPORT OF CHANGING THAN KEEPING THINGS AS THEY ARE, AND THE SUPPORTED CHANGES INVOLVED ELIMINATING VALEDICTORIAN AND SALUTATORIAN OR KEEPING THEM, AND EXPANDING THE RECOGNITION TO INCLUDE TOP 5%.

[00:25:03]

THE ONE THING THAT I WANT TO SAY OUR GOAL ISN'T TO RECOGNIZE THIS ISN'T ONE OF THOSE EVERY STUDENT RECEIVES A TROPHY TYPE DECISIONS.

WE TRULY ARE TRYING TO RECOGNIZE THE STUDENTS WHO HAVE PUT THEMSELVES IN A IN IN CHALLENGING COURSES AND MET THE CHALLENGES OF THE COURSES THEY ARE TAKING.

AND SO WE ARE NOT TRYING TO EXPAND AND RECOGNIZE, YOU KNOW, HUNDREDS OF STUDENTS EVERY NIGHT AT A GRADUATION.

SOME OF THE CHALLENGES WITH OUR CURRENT VALEDICTORIAN AND SALUTATORIAN SYSTEM, THE VALS AND SALS ARE NOT ALWAYS JUST TWO STUDENTS.

OFTEN SEVERAL STUDENTS HAVE THE SAME GPA AND SHARE THESE DESIGNATIONS.

RECOGNIZING THE TOP 5% MORE ACCURATELY DESCRIBES THESE STUDENTS SHARED ACHIEVEMENT.

AND UNLIKE IN DECADES PAST WHEN STUDENTS TOOK SIMILAR COURSES, TODAY STUDENTS HAVE VARIOUS COURSE OPTIONS RECOGNIZING THE TOP 5% WILL HELP SCHOOLS HIGHLIGHT ACADEMIC EXCELLENCE IN VARIOUS FORMS. WE, OF COURSE, LAST YEAR LOOKED TO SEE WHAT OTHER SCHOOL DISTRICTS WERE DOING.

VANCOUVER PUBLIC SCHOOLS THEY JUST DO TOP 5%, EVERGREEN IS TOP 10%, RICHFIELD IS TOP THREE, AND HAWKINSON AND WASHOUGAL DO TOP 10% PLUS VALEDICTORIAN AND SALUTATORIAN.

WHAT THIS WOULD LOOK LIKE IF WE TOOK NUMBERS FROM LAST YEAR'S SENIOR CLASS, I DID NOT DO THE DATA ON THIS YEAR'S SENIOR CLASS, WE CAN ASSUME THERE'S GOING TO BE SOME COMMONALITIES. LAST YEAR, SENIOR SENIOR CLASS, IF WE WOULD HAVE PULLED 5%, IT WOULD HAVE BEEN 17 STUDENTS AND THE TOP 5% OF LAST YEAR'S JUNIOR CLASS.

SO THIS YEAR'S SENIORS SENIOR CLASS WOULD HAVE EARNED A 3.91 GPA AND ABOVE.

I CAN SAY, AT PRAIRIE ON FRIDAY NIGHT, BECAUSE THEY ANNOUNCED IT, IT WAS 3.92 AND ABOVE WAS THEIR TOP 5%.

THIS DOES DOESN'T HAVE ANY IMPACT ON BOARD POLICY.

THERE IS NO LANGUAGE IN BOARD POLICY AROUND VALEDICTORIAN AND SALUTATORIAN.

AND THE COMMUNICATION PIECE ON THE BOTTOM AGAIN IS SOMETHING I WANT TO OWN.

I COULD HAVE DEFINITELY DONE A BETTER JOB OF KEEPING THINGS UP FRONT WITH ALL OF YOU SO YOU WEREN'T SURPRISED BY AMANDA'S EMAIL.

DO YOU HAVE ANY QUESTIONS? TRAVIS, WHAT'S BEEN THE FEEDBACK SO FAR? MINIMAL. MINIMAL PART OF IT SO WE'RE STARTING AND I AND I WANT TO MAKE THAT CLEAR AGAIN.

WE'RE NOT DOING THIS RIGHT AWAY.

SO WE'RE TALKING ABOUT THIS YEAR'S EIGHTH GRADE CLASS, AND AMANDA AND I HAVE MET TO TALK ABOUT A TIMELINE OF COMMUNICATING TO THEM OVER AND OVER AGAIN.

SO THIS WILL NOT IMPACT ANY STUDENT WHO IS CURRENTLY IN HIGH SCHOOL.

WE HAVE NOT HEARD ANYTHING AS WE ALL KNOW, IN THIS BUSINESS AND IN MANY BUSINESSES, IT'S NOT A BIG DEAL UNTIL IT'S A BIG DEAL.

SO WE ARE EXPECTING SOME COMMUNICATION WHEN THIS YEAR'S CURRENT EIGHTH GRADERS BECOME SENIORS, AND WE WILL JUST STICK TO THE TALKING POINTS AND TALK ABOUT OUR REASONS FOR DOING IT. BUT WE'RE GOING TO CONTINUE TO PUT THIS OUT FOR THE NEXT THREE YEARS.

WE HAVE WE HAVE KIND OF A TIMELINE OF THE SEASON, OF THE YEAR THAT WE WANT TO REMIND NEXT YEAR'S FRESHMAN WHAT'S HAPPENING AND WHY, AND WE CAN JUST CONTINUE TO HAVE THOSE CONVERSATIONS WITH WITH THOSE FAMILIES.

GREAT. SIMPLY WHAT WHAT MIGHT BE A CONCERN THAT SOMEONE EXPRESSES THAT THEY DON'T WANT TO GO THIS ROUTE? IT SEEMS VERY REASONABLE.

YEAH. I THINK IF THERE'S A FEELING THAT WE'RE WE'RE GOING AWAY FROM THE VALEDICTORIAN AND SALUTATORIAN BECAUSE WE WANT EVERYONE TO EARN SOMETHING.

THAT WOULD BE ONE SENTIMENT.

IT'S NOT TRUE. BUT I COULD SEE WHERE SOMEONE WOULD WOULD GET THAT.

WE'RE ALSO WE'RE NOT ELIMINATING CLASS RANK.

CLASS RANK STILL EXISTS.

SORA COULD GO ON AND FIND OUT WHAT SHE'S RANKED.

I'M GUESSING SORA KNOWS AND WE'RE NOT DOING AWAY WITH THAT.

SO WHAT WE'RE SAYING IS, WE'RE NOT GOING TO RECOGNIZE THAT AT A GRADUATION AND SAY THAT VALEDICTORIAN VALEDICTORIANS, BECAUSE, LIKE, LIKE IT'S SAID IN HERE, I THINK THERE WERE 4 OR 5 AT BATTLE GROUND THIS YEAR.

OR IS THAT PRAIRIE THAT WAS PRAIRIE.

PRAIRIE HAD PRAIRIE HAD 4 OR 5.

BUT I WOULD SAY THAT THAT'S PROBABLY THE BIGGEST ONE, TERRY.

IT'S A I WOULD BE CURIOUS TO HEAR WHAT THE PUBLIC HAS TO SAY, BECAUSE IT IS A PRETTY BIG BREAK OF SOME PRETTY LONG STANDING EDUCATIONAL TRADITIONS.

AS FAR AS THE CLASS RANK THING GOES, IT IS AN INTERESTING CONCEPT.

I DID ALL THE RECRUITMENT FOR MY KID AND A COUPLE OF OTHER ONES THIS YEAR, AND OF ALL THE COLLEGES I LOOKED AT, THEY PRETTY MUCH ALL ASKED WHAT THE CLASS RANK WAS, BUT AT THE TIME, YOU KNOW, WE DIDN'T REALLY KNOW.

SO WE JUST LEFT IT BLANK AND IT NEVER CAME BACK AS AN ISSUE.

SO IT'S LIKE THEY WERE ASKING, BUT THEY DIDN'T REALLY CARE.

YEAH. SO AND I DON'T KNOW IF THEY'RE JUST CONTINUING TO ASK OUT OF, YOU KNOW, OLD TEMPLATES AND TRADITION OR WHATNOT, BUT OR IF YOU KNOW IT, PROVIDE IT.

BUT LIKE YOU SAID, MAYBE IT'S NOT A BIG FACTOR.

SO BUT I WILL BE INTERESTED TO HEAR WHAT THE COMMUNITY HAS TO SAY ABOUT IT.

YES. THANKS FOR BRINGING BRINGING UP CLASS RANK.

I THINK FOR THOSE STUDENTS ON THAT COMPETITIVE EDGE, I THINK IT'S A BIG DEAL TO THEM.

SO I APPRECIATE THAT THAT'S BEING LEFT AS PART OF IT.

SO YEAH. THANK YOU.

[00:30:03]

TRAVIS. YEP. THANK YOU, THANK YOU.

NEXT UP IS OUR HR REPORT.

GOOD EVENING, BOARD.

GOOD EVENING. I JUST WANTED TO DRAW YOUR ATTENTION TO THE CONSENT AGENDA.

THERE ARE TWO ITEMS ON THERE.

THERE ARE TWO ITEMS ON THERE AND THAT HAVE HAVE TO DO WITH APPROVAL OF ADMINISTRATIVE AND ADD SUPPORT, SALARY SCHEDULES AND JUST WANT TO MAKE NOTE THAT IT DOES REFLECT IPD.

SO A 3.7% INCREASE IPD IS OUR IMPLICIT PRICE DEFLATOR.

AND THAT ESSENTIALLY IS OUR COLA.

THAT IS THE THE MONEY THAT WE RECEIVE FROM THE STATE.

THAT GOES TOWARDS SALARIES.

SO IT DOES REFLECT THAT, THAT INCREASE.

AND THEN SECOND, JUST WITH OUR, OUR BUILDINGS RIGHT NOW THINGS ARE WRAPPING UP IN, IN ALL OF OUR BUILDINGS, WE ARE SUPPORTING BUILDINGS WITH A VARIETY OF DIFFERENT SITUATIONS AND ALSO COMPLETING SOME HIRING.

SO YOU'LL NOTICE STILL ON THE BOARD REPORT SOME RETIREMENTS, SOME RESIGNATIONS.

AND SO WE'RE STILL WORKING WITH OUR BUILDINGS ON ON FILLING SOME OF THOSE POSITIONS.

THAT'S IT. MICHELLE IS NOT ABLE TO JOIN US.

SO NO FINANCE REPORT TODAY.

AND KEVIN IS ALSO NOT ABLE TO JOIN US.

BUT HE WORKED ALL WEEKEND.

SO WE GIVE HIM A BREAK THERE.

AND SO THAT WILL BE TURNING IT OVER TO AMANDA AND OUR COMMUNICATIONS REPORT.

ALL RIGHT. GOOD AFTERNOON BOARD.

JUST HAVE A COUPLE OF QUICK POSITIVE HIGHLIGHTS I WANTED TO SHARE WITH YOU.

IF YOU GET THE PRINT EDITION OF THE COLUMBIA AND YOU'VE PROBABLY SEEN BATTLE GROUND ON THE FRONT PAGE ABOVE THE FOLD A COUPLE TIMES IN THE LAST COUPLE WEEKS.

WANTS TO HONOR GREG MCKELVEY BEING NAMED THE GRAND MARSHAL OF THE GRAND FLORAL PARADE, WHICH ALSO RECEIVED COVERAGE IN A LOT OF THE PORTLAND TV NEWS STATIONS.

AND THEN ALSO EVERY YEAR, THE COLUMBIAN DOES A FEATURE ABOUT DIFFERENT GRADUATING SENIORS FROM ALL THE DISTRICTS.

AND THIS YEAR THEY FOCUSED ON MARION ACKERMAN, WHO IS A STUDENT AT RIVER HOMELINK.

AND SHE HAS RAISED FUNDS TO SUPPORT CHILDREN AND FAMILIES IN MALAWI.

AND SHE IS PLANNING TO ATTEND CLARK COLLEGE NEXT YEAR, AND HAS HER SIGHTS SET ON BECOMING A LACTATION SPECIALIST AND CONTINUING TO GIVE BACK TO THE COMMUNITIES IN AFRICA.

SO PRETTY NEAT STORY ABOUT HER IF YOU GET A CHANCE TO LOOK AT THAT.

AND WE ALSO HAVE A COUPLE OF NEW PODCAST EPISODES THAT HAVE BEEN RELEASED, ONE ON MISTER MCKELVEY AGAIN, AND HE REFLECTS ON HIS 40 YEAR CAREER IN MUSIC EDUCATION, AND THEN ALSO A CONVERSATION WITH TWO VISUAL ARTS TEACHERS IN OUR DISTRICT TATIANA STEVENS FROM PRAIRIE AND TAMARA GALLA FROM BATTLE GROUND HIGH SCHOOL.

SO THOSE ARE BOTH GREAT EPISODES IF YOU GET A CHANCE TO LOOK AT THOSE.

BATTLE GROUND. HIGH SCHOOL ALSO JUST OPENED A NEW THRIFT STORE, SO THIS IS KIND OF A NEAT IDEA.

EVERYTHING IN IT IS $1.

IT WAS THE BRAINCHILD OF ONE OF THE COUNSELORS NICK SANTILLI, AND HE HAD MODELED IT AFTER A STORE THAT HAD BEEN OPERATING IN HIS PREVIOUS SCHOOL DISTRICT. SO THEY HAVE STUDENTS INVOLVED IN SETTING UP THE SPACE AND DOING THE MERCHANDIZING AND INVENTORY AND PRICING EVERYTHING.

AND STUDENTS CAN GO IN THERE.

EVERYTHING COSTS A DOLLAR.

EVERYTHING COSTS $1.

IT'S THE BEST BARGAIN IN TOWN.

A REAL DOLLAR STORE.

YEAH. EVERYTHING.

YEAH. AND THEN PRAIRIE HEATHER, MULTIPLE MULTICULTURAL ASSEMBLY JUST LAST WEEK.

AND SO THESE ARE A FEW OF THE PICTURES FROM THAT EVENT, WHICH IS PRETTY NEAT.

THOSE PHOTOS WERE TAKEN BY CHRIS BROWN.

GOT SOME GREAT IMAGES THERE.

AND THEN SPEAKING OF PRAIRIE, THEIR COUNSELOR, JEN MILLER, WAS NAMED THE COUNSELOR OF THE YEAR BY THE ASSOCIATION OF REGIONAL REPRESENTATIVES OF OREGON AND WASHINGTON.

SO CONGRATS TO HER.

AND IT'S A WELL-DESERVED HONOR FOR JEN.

ALL RIGHT. THANK YOU. PERFECT.

THANK YOU. AND THAT'S IT FOR THE SUPERINTENDENT'S STAFF UPDATE.

GREAT. THANK YOU.

ALL RIGHT. WELL, NEXT WE HAVE OUR CITIZENS COMMENTS.

[8. Citizens' Comments]

I DO SEE SOME NEW NAMES ON THIS LIST.

SO I JUST WANT TO BE MINDFUL AND SHARE SOME OF OUR WHAT WE FOLLOW.

SO WITH THAT, I WILL CALL DORIE MILLER TO THE PODIUM.

YOU ALSO HAVE YOUR TIME ON THE ON THE SCREENS AS WELL.

AND SO IF YOU'RE EVER IN QUESTION OR DON'T CATCH SORA OUT OF YOUR PERIPHERAL VISION, YOU CAN ALWAYS LOOK BACK AND CHECK YOUR TIME.

BUT I WILL STOP YOU AT THREE MINUTES AS WELL.

OKAY, SO YOU HAVE TO HAVE EYES IN THE BACK OF YOUR HEAD.

YEAH. GLANCING OVER MY SHOULDER.

YEAH, YEAH YEAH, YEAH.

[00:35:02]

THE. LIKE.

SO THERE YOU GO.

OKAY. THANK YOU SO MUCH.

MADAM PRESIDENT, MEMBERS OF THE BOARD, DISTINGUISHED STUDENTS ON THE BOARD, SUPPORT STAFF AND MEMBERS OF THE AUDIENCE.

THANK YOU FOR HEARING ME TODAY.

MY NAME IS DORIE MILLER.

I AM A CITIZEN OF CLARK COUNTY.

I'M A HEALTH CARE PROFESSIONAL.

I'M A MOTHER OF TWO SONS.

MY SON GRADUATED LAST YEAR.

MY OLDEST GRADUATED LAST YEAR AS THE SALUTATORIAN OF HIS CLASS.

MY YOUNGEST GRADUATED JUST LAST WEEK AS THE VALEDICTORIAN OF HIS CLASS.

MY SONS WERE TRAINED TO BE GRACIOUSLY ELOQUENT, HAVE CHRIST LIKE INTEGRITY, AND TO BE SERVANT MINDED. I'M HERE TO ADDRESS YOU REGARDING THE MOTION UNDER CONSIDERATION.

I GUESS IT'S NOT A MOTION. I APOLOGIZE FOR THAT.

THE SUBJECT UNDER CONSIDERATION OF BOOKS THAT COULD BE HARDBACK AND PAPERBACK BOOKS THAT COULD BE REMOVED, POSSIBLY REMOVED FROM THE LIBRARY, THAT ARE NOT AVAILABLE VIA E-BOOK BECAUSE OF THE EXPLICIT OR EROTIC CONTENT CONTAINED THEREIN.

I'D LIKE TO SPEAK TO YOU TO GIVE YOU SOME THINGS TO CONSIDER IN REGARDS TO EXAMINING THOSE BOOKS.

AND I, OF COURSE, WOULD RECOMMEND, STRONGLY RECOMMEND THAT THESE BOOKS DO BE REMOVED FROM THE BATTLE GROUND PUBLIC SCHOOL LIBRARIES.

FIRST, I'D LIKE TO START BY SAYING THAT JESUS CHOSE NOT TO REPLY TO THE QUESTIONS THAT WERE PUT TO HIM BY PONTIUS PILATE UNTIL PILATE MISSPOKE ABOUT AUTHORITY IN JOHN 1919, VERSES TEN THROUGH 11 A IT SAYS SO.

PILATE SAID TO HIM, YOU DO NOT SPEAK TO ME.

DO YOU NOT KNOW THAT I HAVE AUTHORITY TO RELEASE YOU, AND I HAVE AUTHORITY TO CRUCIFY YOU? JESUS ANSWERED, YOU WOULD HAVE NO AUTHORITY OVER ME UNLESS IT HAD BEEN GIVEN YOU FROM ABOVE.

END QUOTE.

ALL AUTHORITY IS DELEGATED FROM GOD, WHETHER YOU BELIEVE IN GOD OR NOT.

THE AUTHORITY YOU HAVE IN THE SPHERES IN WHICH YOU WALK IS DELEGATED FROM GOD.

IN THE PUBLIC SCHOOL SYSTEM, THE PARENTS OF THE STUDENTS OF THIS DISTRICT DELEGATE THE AUTHORITY FOR EDUCATING THEIR CHILDREN TO THE SCHOOL SYSTEM.

THE BATTLE GROUND PUBLIC SCHOOL HAS DELEGATED AUTHORITY TO THE SCHOOL BOARD TO OVERSEE A WIDE RANGE OF ACADEMIC, LEGAL AND FINANCIAL ISSUES, BUT THERE'S ALSO A GREATER RESPONSIBILITY SCHOOL BOARD MEMBERS SHARE.

BEING ON THE BOARD IS BEING A REPRESENTATIVE OF A COMMUNITY.

HEARING ALL THE SIDES AND FIGURING OUT WHAT PATH SERVES THE MISSION OF THE BATTLE GROUND PUBLIC SCHOOL.

BEST BATTLE GROUND PUBLIC SCHOOLS MISSION STATEMENT IS SINCE 1909, PREPARING OUR CHILDREN TO SUCCEED IN THE NEXT STEP OF THEIR LIVES.

AND AT THE TOP OF THE BATTLE GROUND PUBLIC SCHOOL WEBSITE, IT READS.

CONNECTING EVERY STUDENT TO A SUCCESSFUL FUTURE.

WE'RE AT TIME. THANK YOU, THANK YOU.

NEXT WE HAVE BRENDAN MILLER.

THANK YOU, BOARD, FOR THE OPPORTUNITY TO SPEAK THIS AFTERNOON.

I'M ALSO COMING ON THE ON THE SUBJECT OF THE BOOKS OF VARIOUS CONTENT IN THE LIBRARIES.

AND I WANTED TO POINT OUT THAT ON THE SUBJECT OF SEX AND EROTICISM, GOD HAS ORDAINED SEX FOR THE MARITAL UNION BETWEEN A MAN AND A WOMAN.

AND THERE'S REALLY NO REASON FOR THIS TYPE OF MATERIAL IN A SCHOOL LIBRARY.

OUR CULTURE IS ALREADY OVER SEX, THAT IS.

WHICH LEADS TO PROMISCUITY, TEEN PREGNANCY, TRAFFICKING, AND OTHER DECLINE OF SOCIETY.

GOD JUDGED SOCIETIES THAT WERE CARNAL AND LUSTFUL.

SODOM AND GOMORRAH COME TO MIND.

BUT LIKE MY WIFE JUST REFERRED TO THE MISSION STATEMENT ABOUT PREPARING CHILDREN TO SUCCEED.

I DON'T SEE THAT THESE BOOKS HAVE ANY PLACE TO HELP THEM DO THAT.

BUT REGARDING A POTENTIAL OBJECTION OF MAYBE COST OR TIME TO PROCESS ALL THESE BOOKS, I'M A FATHER AND A HUSBAND AND HAVE TAKEN CHARGE OVER THE MEDIA OUR FAMILY CONSUMES.

GENERALLY, IT TAKES LIKE FIVE MINUTES OR SO TO DEMYSTIFY WHETHER THERE'S EXCESSIVE VIOLENCE, NUDITY, OR OTHER FOUL LANGUAGE IN A MOVIE OR SOMETHING THAT THE KIDS WANT TO WATCH. SO I WOULD ENCOURAGE YOU TO IMMERSE YOURSELF IN MODERN REVIEW PLACES AND THINGS THAT COULD BE A LESS A LESSER COST WAY TO OPT OUT.

FOR SAFE. AND DON'T LET THAT BECOME A REASON TO OPT OUT FOR SAFEGUARDING THE MINDS OF OUR CHILDREN.

SO I'M GONNA JUST ASK YOU TO RECONSIDER THE THE THE AMENDMENT TO THE THE LIBRARY POLICY OR WHATEVER.

ACTUALLY, THE THE TECHNICAL TERM FOR THE THE SUBJECT AT THE HAND IS TO JUST CONSIDER REMOVING THOSE BOOKS.

THANK YOU, THANK YOU, THANK YOU.

AMY CURTIS.

[00:40:11]

HELLO, MY NAME IS AMY CURTIS.

I AM A SODEXO NUTRITION SERVICES.

I'M SORRY, DID YOU JUST.

THERE YOU GO. CAN YOU HEAR IT NOW? YEAH. THANK YOU.

DENNY. I'M CURRENTLY WORKING AT LORING MIDDLE SCHOOL, AND A FORMER EMPLOYEE OF CHARTWELLS K12 DINING SERVICES WAS SIX AND A HALF YEARS OF SERVICE IN A NEIGHBORING SCHOOL DISTRICT.

I AM SPEAKING BEFORE YOU TONIGHT TO EXPRESS MY OPPOSITION TO AWARD CHARTWELLS THE NUTRITION CONTRACT.

I AM NOT HERE WITH MALICIOUS INTENT TO SMEAR NOR DEFAME CHARTWELLS AS A COMPANY OR ITS EMPLOYEES INVOLVED.

IN MY CASE. IN FACT, I'VE BEEN VERY CAREFUL TO PROTECT THE PEOPLE INVOLVED IN ALL THE MATERIAL I HAVE PROVIDED TO EACH OF YOU.

I UNDERSTAND THERE ARE MANY COMPONENTS INVOLVED IN MAKING THIS DECISION, BUT ONE VERY IMPORTANT COMPONENT HAS BEEN LEFT OUT THE HUMAN COMPONENT COMPONENT, THE REAL LIFE EXPERIENCES OF THOSE WHO HAVE WORKED OR WHO CURRENTLY WORK FOR CHARTWELLS, AND TO THE SODEXO MANAGERS AND 70 PLUS EMPLOYEES WHO WILL BE IMPACTED BY THIS CHANGE.

THE SODEXO MANAGEMENT OFFICE STAFF, DRIVERS AND FOOD SERVICE EMPLOYEES APPLY TO WORK FOR SODEXO FOR VARIOUS REASONS, NOT CHARTWELLS.

ALTHOUGH BOTH COMPANIES MAY HAVE SIMILARITIES, THEY ARE NOT THE SAME AND LIVES WILL BE IMPACTED.

SOME WILL LOSE THEIR JOBS BASED ON A DECISION MADE BY PEOPLE WHO WILL NOT HAVE TO WORK FOR THIS COMPANY, NOR SUFFER THE IMPACTS OF THIS CHANGE.

SODEXO HAS BEEN SERVICING BATTLE GROUND SCHOOL DISTRICT FOR 20 PLUS YEARS.

THAT IS SO INCREDIBLE AND CAN ONLY LEAD OTHERS TO BELIEVE THAT SODEXO, THE SODEXO TEAM, IS DOING IT RIGHT IN BATTLE GROUND.

WE ARE FORTUNATE TO HAVE AN INCREDIBLE MANAGEMENT AND OFFICE TEAM WHO HAVE PROVIDED YEARS OF SERVICE WITH IMMEASURABLE HARD WORK, LOYALTY AND ABOVE ALL, INTEGRITY.

THE QUALITY OF A COMPANY SHOULDN'T BE MEASURED SOLELY ON POINTS THAT MEET CERTAIN CRITERIA OR POSITIVE FEEDBACK OF THOSE IN POWER FROM OTHER DISTRICTS, IT'S EASY TO TELL PEOPLE WHAT THEY WANT TO HEAR, WHETHER IT'S TO CREATE A POSITIVE IMAGE OR TO CONCEAL UNETHICAL ACTIONS.

BY SEEKING INFORMATION ONLY FROM THOSE IN POWERS YOU EMPOWER, YOU LEAVE OUT HALF THE STORY, AND THAT OFTEN MEANS LEAVING OUT THE WHOLE TRUTH.

I ENCOURAGE YOU TO THINK OF THE IMPACT OUR CURRENT SODEXO EMPLOYEES FACE BEING MADE TO WORK FOR THIS COMPANY, AND FOR THOSE WHO WILL LOSE THEIR JOBS.

IT IS NOT EASY FACING THE GIANTS ALONE.

I WAS PUNISHED SEVERELY FOR SPEAKING OUT AND DEFENDING THE TRUTH.

MY LIFE WAS TURNED UPSIDE DOWN.

MY RIGHT TO EARN A LIVING WAS TAKEN.

MY CHARACTER COMPROMISED AND MY NAME DEFAMED.

AND TO THIS DAY THERE HAS BEEN ZERO ACCOUNTABILITY.

I NEVER IMAGINED MY NIGHTMARE WOULD FOLLOW ME TO BATTLE GROUND.

I STAND BEFORE YOU AND I PRAY THE LORD WILL GIVE YOU GUIDANCE, DISCERNMENT, AND COURAGE IN MAKING YOUR DECISION TONIGHT.

MAY YOU REFLECT ON THE LOYALTY AND INTEGRITY THAT OUR SODEXO TEAM HAS GIVEN BATTLE GROUND SCHOOL DISTRICT FOR OVER 20 YEARS.

I'D LIKE TO CLOSE WITH DEUTERONOMY 31 SIX.

BE STRONG, STRONG AND COURAGEOUS.

DO NOT BE AFRAID OR TERRIFIED BECAUSE OF THEM, FOR THE LORD YOUR GOD GOES WITH YOU.

HE WILL NEVER LEAVE YOU NOR FORSAKE YOU.

THANK YOU FOR YOUR TIME.

THANK YOU. CHRISTIE SEXTON.

I HAVE WORKED FOR TESCO.

I'M SORRY, I'M SORRY. COULD YOU ADJUST THAT MIC DOWN A LITTLE BIT? UP TOWARDS YOU LIKE THAT.

THERE YOU GO. THANK YOU SO MUCH.

OKAY. I HAVE WORKED FOR TESCO AT BATTLE GROUND SCHOOL DISTRICT FOR TEN YEARS.

CURRENTLY I'M AT LAUREN MIDDLE SCHOOL AND WORK AS A SERVER.

I HAVE BEEN HAPPY BEING EMPLOYED BY TESCO.

I FEEL SODEXO TAKES GREAT PRIDE IN DOING AN EXCELLENT JOB IN PROVIDING MEALS TO THE BATTLE GROUND SCHOOL DISTRICT STUDENTS.

JAMES CAPON AND ROBIN RAM HAVE ALWAYS SHOWN GREAT LEADERSHIP AND OVERSEEING THE TESCO STAFF.

THEY HAVE VERY HIGH STANDARDS IN WHICH WE APPLY TO JAMES AND ROBIN, WORK VERY HARD TO KEEP EVERYTHING RUNNING EFFICIENTLY AND STAND TO LOSE THEIR POSITIONS.

IF CHARTWELL GETS THE CONTRACT, PLEASE CONSIDER CONTINUING THE CONTRACT WITH SODEXO.

I FEEL WE ARE ALL DOING A GREAT JOB.

FROM THE KITCHEN STAFFS TO THE OFFICE MANAGEMENT STAFF AND THE DRIVERS.

THANK YOU. THANK YOU SO MUCH.

THANK YOU. TYLER LONG.

I'M HERE TO SPEAK ABOUT THE EROTIC CONTENT IN THE LIBRARIES HERE, BUT I WOULD LIKE TO START BY THANKING EACH AND EVERY ONE OF YOU FOR YOUR SERVICE.

I DO KNOW THAT YOU WILL LABOR HARD IN OBSCURITY FOR MOST THINGS, AND IT'S ONLY WHEN CONTROVERSIAL THINGS COME UP WHEN OF COURSE, THE PRESSURE IS ON.

AND SO I ASSUME THE BEST OF ALL OF YOU.

AND I THINK A LOT OF THESE THINGS WERE IN PLACE BEFORE YOU ARRIVED.

BUT NOW THAT IT'S COME TO MY ATTENTION, I HOPE THAT YOU WILL HEAR WHAT I HAVE TO SAY ON THE MATTER.

I'VE RAISED THREE KIDS IN THIS COMMUNITY.

I'VE LIVED HERE FOR 16 YEARS OF MY ADULT LIFE.

I CARE ABOUT THIS COMMUNITY.

AND I DO TRUST THAT YOU GUYS WILL DO WHAT'S RIGHT.

[00:45:01]

I DID READ A CLARK COUNTY TODAY ARTICLE THAT SAYS A COPY OF EACH BOOK MUST BE PROVIDED TO EACH MEMBER HERE, IN ORDER FOR YOU GUYS TO CONSIDER IT.

I HOPE THAT'S NOT TRUE.

IF IT IS TRUE, THAT SEEMS LIKE A BIT OF A COP OUT.

HOWEVER, IF THAT IS THE CASE, I'D BE HAPPY TO MAKE THAT HAPPEN AND PROVIDE EACH ONE OF YOU A COPY OF THE BOOKS IN QUESTION.

STANDARDS OF DECENCY ARE LAID OUT IN SCRIPTURE BY GOD, AS WELL AS THE EXAMPLE OF EVERY DECENT SOCIETY THROUGHOUT HISTORY.

AND IT'S WHAT IT POINTS TO IS THAT IT'S IMPERATIVE TO PROTECT ALL PEOPLE.

I MEAN, EVEN ADULT SOULS ARE ROTTED BY THIS CONTENT, BUT ESPECIALLY YOUNG PEOPLE SHOULDN'T BE ROBBED OF THEIR FUTURE BY ADDICTIVE, SOUL ROTTING CONTENT BEING SUPPLIED BY OUR SCHOOLS IN A HYPER SEXUALIZED ENVIRONMENT.

AND AS A WAY OF REMINDER AS MINISTERS OF A GOVERNMENT, BECAUSE THE SCHOOL DISTRICT IS A FORM OF GOVERNMENT, THAT ROMANS 13 SAYS THAT YOU ARE A MINISTER OF GOD, YOU ARE ACCOUNTABLE TO HIM, AND THAT YOU ARE TO PROTECT THE INNOCENT.

AND THERE'S NOTHING MORE INNOCENT THAN OUR YOUTH, AND THEY'RE WORTHY OF OUR PROTECTION.

WE SHOULD BE TEACHING THEM READING, WRITING, ARITHMETIC.

WE SHOULD NOT BE EXPANDING THEIR MINDS IN THE AREA OF EROTIC CONTENT.

THERE'S NO GOOD REASON FOR PROVIDING THIS CONTENT IN SCHOOLS, AND I WOULD QUESTION THE MOTIVES OF ANYBODY WHO'S DEFENDING SUCH CONTENT IN THE SCHOOLS.

SO PLEASE DO WHAT'S RIGHT BEFORE GOD AND BEFORE YOUR CONSTITUENTS, THE MAJORITY OF WHICH OPPOSE PROVIDING SUCH CONTENT, BUT I THINK THE MAJORITY OF WHICH ARE IGNORANT THAT IT'S BEING PROVIDED.

AND PLEASE DO WHAT'S RIGHT.

AND IF YOU DO, I, YOU HAVE MY WORD THAT I WILL MAKE SURE THAT THE COMMUNITY STANDS BEHIND YOU AND SUPPORTS YOU IN THAT, AND I TRUST THAT YOU WILL DO WHAT'S RIGHT.

SECONDLY, I WANT TO SPEAK ABOUT SOMETHING THAT I KNOW MORE FIRSTHAND THAN I KNOW ABOUT THE CONTENTS IN THE SCHOOLS, AND THAT'S ABOUT THE BATHROOM POLICIES AT THE SCHOOLS.

NOW, MY KIDS ARE ALL OUT OF HIGH SCHOOL, BUT I DID HAVE THE JOY OF HAVING AN EXCHANGE STUDENT COME LIVE WITH ME THIS YEAR AND WENT TO PRAIRIE HIGH SCHOOL, AND SHE WAS SHOCKED.

SHE'S FROM CZECH REPUBLIC WHEN SHE HAD TO SHARE A BATHROOM WITH A BIOLOGICAL MALE.

AND SO I MADE HER GO BACK TO SCHOOL AND MAKE SURE THAT THIS WAS THE CASE.

ARE YOU SURE? ARE YOU SURE? ARE YOU SURE? AND SHE CAME BACK EVERY SINGLE DAY AND SAID, YES, TYLER, THAT'S A MAN.

THAT'S A BOY IN MY LOCKER ROOM.

IN MY BATHROOM.

THIS IS UNACCEPTABLE.

THIS IS CONTRARY TO WHAT WE HAVE KNOWN FOR HUNDREDS OF YEARS, THAT WE SHOULD PROTECT THE INNOCENCE.

WE SHOULD PROTECT A CULTURE OF MODESTY.

AND I FIND IT PECULIAR THAT I ALWAYS HEAR ABOUT BOYS GOING INTO THE GIRLS BATHROOMS. I DON'T HEAR ABOUT THE OTHER.

I'M NOT SAYING IT'S NEVER HAPPENED, BUT I NEVER HEAR ABOUT THAT.

AND WHY IS THAT? WE SHOULD ASK OURSELVES THAT.

I'M NOT GOING TO ANSWER THAT QUESTION. I'M GOING TO LEAVE IT RHETORICALLY.

PLEASE DO WHAT'S RIGHT AND CORRECT THIS ISSUE.

THANK YOU, THANK YOU, THANK YOU.

JENNIFER HANEY WITH.

GOOD AFTERNOON.

INSTEAD OF GOOD EVENING INSTEAD OF GOOD EVENING.

YEAH. YOU.

IN UTAH, 280 PORNOGRAPHIC BOOKS WERE PULLED FROM SCHOOL LIBRARIES.

OKLAHOMA EDUCATORS ARE FACING DISCIPLINARY DISCIPLINARY ACTION FOR INCLUDING PORNOGRAPHY IN THE LIBRARIES.

IN INDIANA, LAWMAKERS PASSED A BILL THAT FORBIDS BOOKS DEEMED OBSCENE OR HARMFUL TO MINORS ON SCHOOL LIBRARY SHELVES.

IN TEXAS, THE GOVERNOR CALLS FOR INSTANCES OF PORNOGRAPHY BEING PROVIDED TO MINORS UNDER THE AGE OF 18 TO BE PROSECUTED TO THE FULLEST EXTENT OF THE LAW, AND IN FLORIDA, HB 1069 MAKES IT EASIER TO CHALLENGE ANY BOOK THAT IS PORNOGRAPHIC, DEPICTS SEX, OR IS AGE INAPPROPRIATE.

IN ALL THE RESEARCH I DID TO GET THESE HEADLINES, I COULDN'T FIND A SINGLE DISTRICT THAT HAS BEEN SUED FOR ADOPTING A POLICY THAT PROHIBITS OBSCENE MATERIAL FROM SCHOOL LIBRARIES.

ON THE CONTRARY, THERE ARE NUMEROUS CASES OF PARENTS SUING THEIR SCHOOL DISTRICTS FOR EXPOSING STUDENTS TO PORNOGRAPHY IN THE SCHOOL LIBRARY. ACROSS THE NATION, PARENTS HAVE BECOME AWARE OF WHAT THEIR KIDS ARE BEING EXPOSED TO IN THEIR PUBLIC SCHOOLS AND ARE DEMANDING THAT CHANGES BE MADE TO PROTECT THEIR KIDS.

WE KNOW THERE IS A FEDERAL LAW TO DEFINE OBSCENITY AND TO PROTECT MINORS FROM SAID OBSCENITY.

WE KNOW THAT EXPOSING KIDS TO EROTICA IS DANGEROUS.

WE KNOW THAT THERE IS EROTIC MATERIAL IN OUR SCHOOL LIBRARIES, ESPECIALLY THE THE HIGH SCHOOL LIBRARIES, AND WE KNOW THAT THE CURRENT OPT OUT OPTION IS NOT SUFFICIENT TO KEEP MINORS FROM VIEWING SUCH MATERIAL.

IF THE PARENTS DON'T WANT THEM TO SEE THAT MATERIAL, IT'S TIME TO DO THE RIGHT THING AND AMEND THE LIBRARY POLICY AND PROTECT OUR

[00:50:10]

KIDS FROM OBSCENITY.

THANK YOU, THANK YOU.

VICTORIA FARRAR.

SO BORING. MY NAME IS VICTORIA FERREIRA.

I'M HERE AS A CONCERNED PARENT FROM BATTLE GROUND SCHOOL DISTRICT.

I'M JUST GOING TO START READING OFF BY R C W 4230 TEN.

THIS IS JUST AN EDUCATIONAL TIME AND MAYBE A LITTLE REFRESHER FOR SOME OF US.

THE PEOPLE OF THIS STATE DO NOT YIELD THEIR SOVEREIGNTY TO THE AGENCIES WHICH SERVE THEM.

THE PEOPLE IN DELEGATING AUTHORITY, DO NOT GIVE THEIR PUBLIC SERVANTS THE RIGHT TO DECIDE WHAT IS GOOD FOR THE PEOPLE TO KNOW, AND WHAT IS NOT GOOD FOR THEM TO KNOW.

THE PEOPLE INSIST ON REMAINING INFORMED AND INFORMING THE PEOPLE'S PUBLIC SERVANTS OF THEIR VIEWS, SO THAT THEY MAY RETAIN CONTROL OVER THE INSTRUMENTS THEY HAVE CREATED. MY QUESTION IS WHY WAS YOUR POLICY PROCEDURE 2021 REVISED ON FEBRUARY 5TH WITHOUT A NOTIFICATION TO THE PUBLIC, OR AS RCW 28 320 .015 PUTS IT, A REASONABLE OPPORTUNITY FOR PUBLIC WRITTEN AND ORAL COMMENT AND CONSIDERATION OF THE COMMENT BY THE BOARD OF DIRECTORS UNDER YOUR ADMINISTRATIVE POLICIES.

1310 IT SAYS WHEN A WRITTEN PROCEDURE IS DEVELOPED OR CHANGED, THE SUPERINTENDENT OR DESIGNEE WILL SUBMIT IT TO THE BOARD AS AN INFORMATION AS AN INFORMATION ITEM.

SUCH PROCEDURES NEED NOT BE APPROVED OR REVIEWED BY THE BOARD PRIOR TO THEIR ISSUANCE.

BUT IT DOESN'T SAY THAT YOU CAN'T GET INVOLVED WITH THAT BECAUSE UNDERNEATH YOUR POLICY, 1620 THE BOARD SUPERINTENDENT RELATIONSHIP, IT SAYS AS THE LEGAL DESIGNATED GOVERNING BODY, THE BOARD RETAINS FINAL AUTHORITY WITHIN THE DISTRICT.

IN ORDER TO PERFORM YOUR RESPONSIBILITY, THE BOARD MEMBERS MUST BE FAMILIAR WITH THE OPERATIONS OR PROCEDURES RIGHT WITHIN THE SCHOOLS. SO LET ME ASK THE BOARD, WERE YOU AWARE OF THIS 2021 POLICY PROCEDURE CHANGE? IF SO, WHY WAS THERE NOT AN OPPORTUNITY FOR PUBLIC WRITTEN AND ORAL COMMITMENT AND CONSIDERATION BY THE BOARD OF DIRECTORS? THIS IS OBVIOUSLY COMING OUT.

WE KNOW FROM THE ENGROSSED SUBSTITUTE HOUSE BILL 2331 ESTABLISHING COMPLAINT PROCEDURES UNDERNEATH THIS NEW SECTION.

SECTION TWO OF THE 20 883 20 RCW TO READ AS FOLLOWS.

BY THE BEGINNING OF THE 20 2526 SCHOOL YEAR, EACH SCHOOL DISTRICT BOARD OF DIRECTORS SHALL NOT MAY SHALL ADOPT AND REVISE OR REVISE AS NECESSARY POLICIES AND PROCEDURES GOVERNING.

AND I'LL FINISH WITH THIS BECAUSE I GOT 30S LEFT.

I SUGGEST A CHANGE TO YOUR POLICY 1310, WHICH IS CURRENTLY IS ALLOWING YOUR YOUR EMPLOYEE, THE SUPERINTENDENT, TO COMPLETE TO HAVE COMPLETE CONTROL OVER PROCEDURE CHANGES. WHEREAS NOW WE HAVE THIS ESB THAT'S STATING THAT EACH SCHOOL BOARD, DISTRICT DIRECTORS SHALL ADOPT OR REVISE AS NECESSARY. AGAIN, THE POLICIES AND PROCEDURES, NOT JUST POLICIES, BUT PROCEDURES.

YOU'RE AT TIME. THANK YOU.

JESSICA COLE.

HELLO, SCHOOL BOARD.

I'M JESSICA COLE.

I'M THE PARENT OF AN LGBTQ CHILD WHO DROPPED OUT OF SCHOOL IN THIS SCHOOL DISTRICT DUE TO THE HOSTILE ANTI LGBTQ CLIMATE.

OUR SCHOOL SHOULD BE SAFE HAVENS.

YET MY CHILD FELT SO UNWELCOMED AND SO UNSUPPORTED THAT THEY HAD TO LEAVE.

THIS REFLECTS THE BROADER WORK OUR DISTRICT STILL NEEDS TO DO TO PROTECT AND NURTURE ITS MOST VULNERABLE STUDENTS.

I WANT TO REMIND THE BOARD OF NIKKI KUHNHAUSEN, A TRANSGENDER TEEN GIRL MURDERED FIVE YEARS AGO WITHIN THE BATTLE GROUND SCHOOL DISTRICT BOUNDARIES.

JUST DAYS BEFORE HER GRADUATION, SHE WAS MURDERED SIMPLY FOR BEING TRANSGENDER.

THIS HORRIFIC ACT OF VIOLENCE DID NOT HAPPEN IN SOME DISTANT PLACE.

IT OCCURRED RIGHT HERE WITHIN THE BOUNDARIES OF OUR SCHOOL DISTRICT.

NIKKI'S DEATH IS A STARK REMINDER OF THE DANGERS FACED BY LGBTQ YOUTH.

WE MUST ENSURE SUCH A TRAGEDY NEVER HAPPENS AGAIN.

WE OWE IT TO NIKKI, MY CHILD, AND ALL STUDENTS TO CREATE A SAFE, INCLUSIVE AND ACCEPTING ENVIRONMENT.

[00:55:08]

WHEN MY FIRST CHILD CAME OUT AS LGBTQ, I STRUGGLED DUE TO A CONFLICT WITH MY CHRISTIAN FAITH.

HOWEVER, I EDUCATED MYSELF ON THE SCIENCE OF GENDER AND THE MISTRANSLATION OF THE WORD HOMOSEXUAL IN THE BIBLE.

I ENCOURAGE EVERYONE, CHRISTIAN OR NOT, TO WATCH THE DOCUMENTARY 1946 THE MOVIE AND VISIT CATHY BALDOCK'S WEBSITE, CANYON WALKER CONNECTIONS. THESE CHRISTIAN RESOURCES SHED LIGHT ON HOW MISUNDERSTANDINGS HAVE FUELED DISCRIMINATION AGAINST LGBTQ INDIVIDUALS AND PROVIDE VALUABLE EDUCATIONAL MATERIALS THAT FOSTER EMPATHY, UNDERSTANDING, AND INFORMED DIALOG.

NOW IS THE TIME FOR OUR SCHOOL BOARD TO LEAD WITH COMPASSION, INCLUSIVITY AND UNWAVERING SUPPORT FOR ALL STUDENTS, INCLUDING LGBTQ STUDENTS, WHICH MEANS REPRESENTATION EVEN IN BOOKS.

OUR CHILDREN DESERVE TO FEEL SAFE, INCLUDED AND VALUED, AND IT IS OUR COLLECTIVE RESPONSIBILITY TO MAKE THAT A REALITY.

THANK YOU.

THANK YOU. THANK YOU JESSE.

THAT WRAPS UP OUR CITIZENS COMMENTS.

THANK YOU TO EVERYONE WHO SHARED.

WE ALWAYS APPRECIATE HEARING FROM OUR CITIZENS.

NEXT ON OUR AGENDA, WE HAVE THE CONSENT AGENDA.

[9. Consent Agenda (Board Vote w/Student Voice)]

ON TONIGHT'S CONSENT AGENDA, WE HAVE ITEMS A THROUGH K, THE APPROVAL OF THE MINUTES FROM THE MAY 28TH, 2024 SPECIAL AND REGULAR BOARD MEETINGS, BUSINESS AND OPERATIONS, PERSONNEL REPORTS, STUDENT TRAVEL.

COMPLETED PROJECTS FOR REQUEST APPROVAL OF THE BID.

AWARD OF FOOD SERVICE MANAGEMENT SERVICES RFP 2420 5-01.

APPROVAL OF THE BUILDING PRINCIPALS AND DISTRICT OFFICE ADMINISTRATORS 2420 24 TO 2025 SALARY SCHEDULE THE APPROVAL OF THE DISTRICT ADMINISTRATIVE SUPPORT 2024 TO 2025 SALARY SCHEDULE AND FINALLY THE WIAA 2025 MEMBERSHIP RENEWAL.

ARE THERE ANY ITEMS ON THAT THAT THE BOARD WOULD LIKE TO DISCUSS FURTHER? THANK YOU, MICHELLE, FOR IDENTIFYING THE SALARY INCREASES.

I WAS GOING TO ASK THAT QUESTION, SO THANK YOU.

NO OTHER QUESTIONS OR COMMENTS, I'D ENTERTAIN A MOTION.

I MOVE THE BOARD OF DIRECTORS APPROVE THE CONSENT AGENDA AS PRESENTED.

ALL RIGHT. WE HAVE A MOTION ON THE FLOOR TO APPROVE THE CONSENT AGENDA.

I WOULD LOOK TO OUR STUDENTS FOR THEIR ADVISORY VOTE.

PRO, PRO. ANY FURTHER COMMENTS OR QUESTIONS FROM THE BOARD? HEARING NONE. ALL THOSE IN FAVOR, PLEASE SAY AYE.

AYE. ALL THOSE OPPOSED? MOTION PASSES 5 TO 0.

THANK YOU. I ALWAYS LOOK TO OUR STUDENT REPRESENTATIVES TO SEE IF THERE'S ANYTHING THEY WANT TO DISCUSS.

ONE LAST TIME FOR STUDENT TRAVEL.

SORRY. OH MY GOSH.

FOR ONCE, I HADN'T EVEN LOOKED YET.

NOW I SEE YOU'RE JUST YOU'RE CHECKED OUT.

YOU'RE DONE. YOU'RE LIKE, WELL, MY CHROMEBOOKS TURNED IN.

I'M LIKE OH MY GOSH.

AND THE CHEER TEAMS FROM BATTLE GROUND ARE GOING TO A TEAM CAMP IN ELLENSBURG.

THAT SOUNDS FUN.

THE PRAIRIE HIGH SCHOOL BASKETBALL IS ALSO GOING TO TEAM CAMP.

ROTC FROM BATTLE GROUND IS GOING TO CADET LEADERSHIP.

AND BRENNAN WASHINGTON AND ANOTHER GIRLS BASKETBALL TEAM CAMP IN PORTLAND FROM BATTLE GROUND.

THAT'S FUN. A LOT OF SUMMER TEAM BONDING AND SOME PRACTICE AND STUFF.

YEAH, THAT'S ALL THAT'S ON THERE.

ANY OTHER COMMENTS? YEAH, I WOULD LIKE TO SAY I WOULD LIKE TO COMMENT ON THE APPROVAL OF THE BID AWARD FOR THE FOOD SERVICE MANAGEMENT SERVICES.

I WANT TO THANK BOTH AMY AND CHRISTINE FOR COMING AND TALKING TO THE BOARD.

AS YOU KNOW, AMY PROVIDED A PACKET OF INFORMATION WITH I SHARED WITH ALL THE BOARD MEMBERS.

I DO APPRECIATE NUMBER ONE, THE, THE THE LOYALTY THAT THEY SHOWED TOWARDS SODEXO AND JUST THE, JUST THE COURAGE THAT COMES WITH COMING TO A BOARD MEETING AND PRESENTING THOSE.

SO I THINK THAT'S IMPORTANT TO RECOGNIZE THAT I ALSO.

I ALSO WANT TO TELL AND SAY PUBLICLY TO SODEXO THAT WE HAVE APPRECIATED THE RELATIONSHIP THAT WE'VE HAD WITH THEM FOR 23 YEARS.

SOMETIMES THINGS WORK OUT.

SOMETIMES DISTRICTS CHANGE COURSE FOR FOR MANY REASONS.

[01:00:05]

I KNOW THAT WE HAVE CHARTWELL REPRESENTATIVES IN THE AUDIENCE, AND I WANT YOU TO KNOW THAT WE ARE EXCITED TO START OUR RELATIONSHIP WITH CHARTWELLS. WE APPRECIATE YOUR BID.

WE APPRECIATE THE DEVELOPING A STRONG WORKING RELATIONSHIP, AND WE'RE EXCITED JUST TO BE PARTNERING WITH YOU.

THAT EXCITEMENT DOES NOT DIMINISH JUST THE THE FEELINGS THAT GO WITH ENDING A 23 YEAR RELATIONSHIP.

AND I WANT EVERYBODY TO KNOW THAT IT IT WAS NOT TAKEN LIGHTLY.

I APPRECIATE THAT. THANK YOU FOR SHARING.

I'M GOING TO STAY QUIET.

OKAY, SO WE MOVING ON.

WE HAVE NO OLD BUSINESS.

WE HAVE TWO ITEMS OF NEW BUSINESS.

[11. New Business (Board Vote w/Student Voice)]

THE FIRST IS A POLICY REVISION FOR 1220 BOARD OFFICERS AND DUTIES OF BOARD MEMBERS, MR. WATERS. YEAH.

POLICY 12 20 BOARD OFFICERS AND DUTIES OF BOARD MEMBERS.

BASICALLY, THE CHANGES IN HERE ARE ARE MINIMAL.

REALLY WHAT IT IS DOING IS IT IS MADE MINOR CLARIFICATIONS ABOUT THE LEGISLATIVE REPRESENTATIVE POSITION THAT WE OFFER.

IF YOU WERE TO LOOK AT YOUR POLICY IN THERE, YOU'LL SEE A FEW CHANGES.

NUMBER ONE, THAT THE, THE LEGISLATIVE REPRESENTATIVE BE THE BOARD CHAIR OR PRESIDENT OR OTHER BOARD DESIGNEE, THAT'S JUST FOR CLARIFICATION SAKE THAT THEY ADDED THAT AND THAT IT WILL REPRESENT THE BOARD AT WAS WAS DOES INSTEAD OF LEGISLATIVE ASSEMBLY. IT IS NOW GENERAL ASSEMBLY.

AND CONVEYING LOCAL VIEWS AND CONCERNS TO THAT BODY.

THEY DROPPED OUT A CONJUNCTION JUNCTION.

WHAT'S YOUR FUNCTION AND REPLACED IT WITH A PERIOD AND A NEW SENTENCE.

AND AND THEN ADDED THE TERM LEGISLATIVE REPRESENTATIVE.

THOSE WERE THE SIMPLE CHANGES THERE.

I DON'T EVEN BELIEVE THAT IT CHANGES THE THE INTENT AT ALL OF THE POLICY.

BUT THAT'S WHAT YOU GOT IN FRONT OF YOU.

SO UNLESS THERE'S ANY QUESTIONS, QUESTIONS FROM THE BOARD.

NO, I IT'S JUST AN UPDATE OF LANGUAGE TO UPDATE IT TO WHAT CURRENT PROCEDURE AND PRACTICE.

I MOVE THE BOARD OF DIRECTORS APPROVE THE REVISION TO POLICY 1220 BOARD OFFICERS AND DUTIES OF BOARD MEMBERS.

ALL RIGHT. WE HAVE A MOTION ON THE FLOOR TO APPROVE THE REVISION OF POLICY.

1220. I WOULD LOOK TO OUR STUDENT REPRESENTATIVES FOR THEIR ADVISORY VOTE.

ROWE ANY OTHER QUESTIONS OR COMMENTS FROM THE BOARD? HEARING NONE. ALL THOSE IN FAVOR, PLEASE SAY AYE.

AYE AYE. ALL THOSE OPPOSED? MOTION PASSES 5 TO 0.

NEXT WE HAVE THE A REQUESTING APPROVAL TO RETIRE POLICY 1230.

SECRETARY MR. WATERS. YES.

IT HAS COME TO OUR ATTENTION THAT THE WASHINGTON STATE SCHOOL DIRECTORS ASSOCIATION RETIRED POLICY 1230 SECRETARY IN 2011 AT THAT TIME WAS TO ELIMINATED POLICIES THAT WERE NO LONGER NEEDED.

THEM SMALLER POLICIES WERE ABSORBED INTO OTHER POLICIES WHEN THE CONFERENCE COVERED THE SAME ISSUE.

IF YOU LOOK AT THE THE POLICY, IT JUST TALKS ABOUT THE SUPERINTENDENT AS BOARD SECRETARY.

AND EVEN YOU COULD SEE THAT THE POLICY IS DATED IN, IN, IN MANY WAYS, MAINTAINING AN ACCURATE AND COMPLETE RECORD OF ALL BOARD PROCEEDINGS, TAKING CHARGE OF AND A LOT OF THIS HAS BEEN INCORPORATED IN.

SO WE'RE JUST INCORPORATED INTO OTHER POLICIES.

SO WE'RE JUST FOLLOWING THE RECOMMENDATION FROM WSDOT AND ELIMINATING THIS BECAUSE IT IS NO LONGER NEEDED.

ANY QUESTIONS FROM THE BOARD? SO IS THIS THEN YOU'RE STILL THE SECRETARY.

MY OFFICIAL TITLE IS STILL THE SECRETARY, AND IT'S COVERED IN OTHER AREAS OF THE STUFF.

IS WHAT YOU'RE SAYING KIND OF THING.

RIGHT. ALL RIGHT. AND THOSE ACTIONS ARE DELEGATED TO ANY OTHER INDIVIDUALS OR IN SOME OF OUR POLICIES. FOR INSTANCE, IT MIGHT SAY THAT THE SUPERINTENDENT OR DESIGNEE.

AND I THINK THAT'S ONE OF THE KEY REASONS WHY THEY TOOK THIS OUT, BECAUSE IT WAS IN CONFLICT TO THE SUPERINTENDENT.

THE SECRETARY OR THE SUPERINTENDENT WILL DO THIS.

AND THEN IN OTHER POLICIES WHERE IT SPELLS IT OUT, IT SAYS THE SUPERINTENDENT OR DESIGNEE.

SO AGAIN, IT'S INCORPORATED INTO A WHOLE BUNCH OF OTHER POLICIES.

AND A LOT OF IT IS, IS, YOU KNOW, WITH AUTHORIZATION FROM FROM YOU GUYS.

RIGHT. SO IT JUST CREATES AMBIGUITY.

[01:05:03]

YEAH. MAKES SENSE.

DID WAS TO BRING THIS TO OUR ATTENTION THAT THIS MAY BE IT WAS ONE OF THOSE THINGS WHERE SANDY WAS GOING THROUGH POLICIES, AS YOU CAN SEE.

TERRY THE, THE THIS DATES ALL THE WAY BACK TO 2000 TO 2013, RIGHT? RIGHT. WHOEVER WAS IN CHARGE IN 2013 DIDN'T CATCH THAT.

THIS WAS AND IT WAS JUST THAT THIS WAS ELIMINATED.

THIS POLICY WAS RECOMMENDED FOR ELIMINATION.

AND SO IT WAS JUST BY ACCIDENT.

THAT'S BEFORE SHE LEFT.

SANDY WAS CLEANING UP SOME POLICIES AND DISCOVERED THIS.

SO I WOULD PRESUME THAT SOMETIMES WSSDA DOESN'T QUITE REALLY INFORM US WHEN MAYBE THINGS SHOULD BE TAKEN OFF THAT THEY DO.

I THINK THAT THIS ADMINISTRATION AND PRECEDING ADMINISTRATIONS THE AT LEAST THE ONE PRIOR TO MINE WERE A LITTLE MORE ON TOP OF BOARD POLICIES THAN OTHERS WERE.

TO SAY IT NICELY.

OTHER QUESTIONS.

I MOVE THE BOARD OF DIRECTORS APPROVE TO RETIRE POLICY 1230.

SECRETARY. ALL RIGHT.

WE HAVE A MOTION ON THE FLOOR.

I WOULD LOOK TO OUR STUDENT REPRESENTATIVES FOR THEIR ADVISORY VOTE.

ANY OTHER QUESTIONS OR COMMENTS FROM THE BOARD? HEARING NONE. ALL THOSE IN FAVOR, PLEASE SAY AYE.

AYE. ALL THOSE OPPOSED? MOTION PASSES 5 TO 0.

THAT WRAPS UP MOST THINGS.

[12. Future Agenda Items and Board Events]

WE HAVE FUTURE AGENDA ITEMS AND BOARD EVENTS.

WE HAVE A GRADUATION TONIGHT AT 7:00.

WE HAVE A GRADUATION TOMORROW NIGHT AT 7:00, AND WE HAVE A GRADUATION WEDNESDAY NIGHT AT 7:00.

JUST IN CASE YOU DON'T KNOW WHERE TO BE.

PRAIRIE HIGH SCHOOL ALL THREE NIGHTS, WE GOT IT COVERED.

IT'S THE BEST TIME OF THE YEAR TO WATCH THE STUDENT SUCCESS OF ALL OUR STUDENTS.

AFTER THAT, WE DON'T HAVE ANYTHING UNTIL OUR BOARD MEETING ON THE 24TH.

JUST A REMINDER. I WON'T BE HERE FOR THAT MEETING.

SO VICE PRESIDENT SNITILY WILL BE RUNNING THAT MEETING.

AND I THINK I HEARD WE'RE PUTTING ALL OF THE STUFF IN THAT MEETING.

RIGHT? YEAH.

GOING TO BE AS BIG A MEETING AS WE CAN MAKE IT.

BRING IT ON. THAT SHOULD BE A 45 MINUTE MEETING.

AND AND ALSO WE HAVE OUR BOARD RETREAT ON THE 27TH.

THAT IS CORRECT.

JUST SO EVERYBODY STILL HAS IT ON THEIR CALENDAR.

ANYTHING WE'RE MISSING OR ANYBODY WANTS TO ADD ANYTHING UPCOMING.

WHEN'S THE LAST DAY OF SCHOOL? OH, IT'S ALREADY DONE.

HE 17TH JUNE.

TOMORROW, BRO. TOMORROW? TOMORROW. FOREVER.

AT LEAST. EVERY ELSE IS ON. THE NORTH AND SOUTH IS LIKE THIS FRIDAY.

YEAH. SO EVERYBODY'S EXCITED.

FANTASTIC. ALL RIGHT.

ANYTHING ELSE BEFORE WE ADJOURN THIS MEETING? MEETING ADJOURNED AT 507.

THANKS, EVERYONE.

THANK YOU. JACKIE.

OH, SORRY. YOU'RE DONE.
