[CHUCKLING] WE HAVE NO PROBLEM WITH IT.

THANK YOU. DENNY. HELLO, MY NAME IS [INAUDIBLE] AND I'M IN SECOND GRADE AT TUKES VALLEY. ONE OF MY FAVORITE THINGS ABOUT TUKES IS READING GROUP.

MISS KINCAID HELPS ME LEARN MORE ABOUT ABOUT READING.

SHE HELPS ME SOUND OUT WORDS AND USES POSTERS TO HELP ME WRITE WITH MY WRITING, AND I GRADUATED FROM READING GROUP AND I'M DOING WELL IN READING AND WRITING THANKS TO MISS KINCAID.

WONDERFUL. STAY OVER HERE.

YEAH. GO AHEAD.

HI. MY NAME IS LUKE AND I'M IN SECOND GRADE.

I LOVE SPENDING TIME PLAYING WITH MY FRIENDS AT RECESS.

WE MOSTLY RUN AROUND.

WE ALSO PLAY GAMES IN CLASS DURING MATH WORKPLACES.

[00:05:01]

WE WORK WITH EACH OTHER AND PRACTICE DURING DIFFERENT MATH CONCEPTS LIKE HOW TO READ A CLOCK AND SKIP COUNT.

MATH IS MY FAVORITE SUBJECT.

I READ CLASS, READING IN READING CLASS, WE LEARN ABOUT JOHN HENRY.

HE WAS A BUILDER WHO HELPED CREATE RAILROADS AND TUNNELS.

HE WAS BRAVE, KIND, AND FAST.

HE WORKED REALLY HARD AND NEVER GAVE UP.

AT TVP, WE PRACTICE BEING SAFE, RESPONSIBLE AND RESPECTFUL JUST LIKE JOHN HENRY.

NICE JOB.

GOOD JOB, LUKE.

YOU GOT THIS. GOOD EVENING.

MY NAME IS ROSE JULIET [INAUDIBLE], AND I'M A THIRD GRADER IN MS. [INAUDIBLE] CLASS AT TVP.

I LOVE TVP FOR MANY REASONS.

THE FIRST IS THAT MY TEACHER MAKES LEARNING SO FUN.

MISS [INAUDIBLE] MAKES JOKES AND IS VERY IS SUPER FUNNY.

SHE GIVES US TOOLS AND STRATEGIES TO SOLVE TRICKY MATH EQUATIONS.

THE SECOND IS OUR SEL ROOM OR THE GREEN ROOM AT OUR SCHOOL.

IT'S A SAFE SPACE FOR STUDENTS TO PROBLEM SOLVE AND HELPS ME WORK THROUGH HARD FEELINGS.

MISS NICOLE, WHO IS IN CHARGE OF THE GREEN ROOM, HELPS ME AND OTHER STUDENTS RESET AND FOCUS WHEN WE RETURN TO THE CLASSROOM.

THANK YOU FOR LETTING ME SHARE MY EXPERIENCES AT TUKES WITH YOU.

NICE JOB! GOOD EVENING.

MY NAME IS VICTORIA AND I'M A FOURTH GRADER IN MRS. BALL'S CLASS. THIS IS MY FIRST YEAR AT TUKES VALLEY PRIMARY, AND I WOULD, AND WHAT I LOVE ABOUT TUKES IS HOW EVERYONE IS KIND AND NO ONE CALLS YOU OUT WHEN YOU GET SOMETHING WRONG OR MAKE A MISTAKE.

IT'S A FRIENDLY COMMUNITY TO BE IN.

MY FAVORITE PART ABOUT BEING AT STUDENT, A STUDENT AT TVP IS THE LEADERSHIP ROLES.

I WAS VOTED TEAM CAPTAIN AT RECESS, PARTICIPATED IN MORNING ANNOUNCEMENTS, LED AN ASSEMBLY FOR VETERAN'S DAY, AND HELPED MAKE A PBIS VIDEO THAT REVIEWED OUR SCHOOL WIDE EXPECTATIONS.

THESE EXPERIENCES HAVE HELPED ME BUILD CONFIDENCE.

I'M EXCITED TO GO TO MIDDLE SCHOOL AND GROW EVEN MORE.

NICE JOB. WHAT ABOUT QUESTIONS? VICTORIA. YOU DON'T GET TO ESCAPE.

WE MIGHT HAVE QUESTIONS FOR YOU.

I WANTED TO ASK A QUESTION OF VICTORIA.

DID YOU SAY THIS IS YOUR FIRST YEAR AT TUKES? YES, AND YOU'RE DOING ALL THAT.

YOU MUST FEEL REALLY LIKE A PART OF THE SCHOOL THEN; THAT'S GOOD.

THANK YOU. WHAT ELSE WE GOT? THANK YOU FOR COMING.

I CAN'T THINK OF A QUESTION.

THIS IS NEVER EASY TO COME UP HERE AND SPEAK BEFORE ALL THESE PEOPLE, BUT I JUST WANTED TO LET YOU KNOW YOU ALL DID AN ABSOLUTELY FANTASTIC JOB.

PLUS, YOU KNOW WHAT? YOU MADE US SMILE AND YOU MADE US HAPPY, SO THAT'S GREAT.

YEAH. THANK YOU.

TERRIFIC, GOOD JOB.

SO THIS IS IMPOSSIBLE WITHOUT PARENTS, AND I JUST WANT TO SAY THANK YOU TO THE PARENTS WHO BROUGHT THESE STUDENTS HERE FOR US TONIGHT.

YEAH. OUTSTANDING.

OH, WE GOT TO FIX THE MIC.

GOOD MORNING EVERYONE. I'M LILY FROM TUKES VALLEY MIDDLE SCHOOL, AND I'M IN SEVENTH GRADE.

I'M HERE TO TELL YOU ALL THE THINGS I LOVE ABOUT TUKES VALLEY MIDDLE SCHOOL.

THE FIRST THING I LOVE IS HOW MANY IS ALL THE SPORTS WE HAVE, AND ALSO I LOVE HOW WE HAVE COLOR GUARD, WHICH I'VE BEEN IN THE LAST COUPLE OF YEARS.

I LOVE HOW ALL OUR STAFF IS CARING, SWEET AND KIND TO EVERYBODY, AND THANK YOU TO MISS [INAUDIBLE] BECAUSE SHE RUNS OUR STUDENT STORE COMMUNITY WHERE WE SELL HATS, MUGS LOTS OF STUFF, AND I'M ALSO AN ASB AND THIS WEEK IS OUR SPIRIT WEEK.

THANK YOU. GOOD JOB.

REALLY NICE JOB.

I HAVE A QUESTION THOUGH.

YEAH, YOU CAN'T OH THERE YOU GO; YOU'VE GOT TWO QUESTIONS NOW.

[CHUCKLING] YOU JUST NEEDED TO GIVE US A SECOND TO WARM UP.

WHAT ARE YOU DOING FOR SPIRIT WEEK THIS WEEK? SO MONDAY IS COMFY, COZY DAY.

TOMORROW IS A BEACH THEMED.

WEDNESDAY IS SPORTS DAY, THURSDAY, PINK VERSUS BLUE, AND THEN FRIDAY'S CAREER DAY.

NICE. VERY NICE.

HAVE YOU BEEN ABLE TO PARTICIPATE IN A SPORT? YES, I'VE DONE THE LAST TWO YEARS.

THE LAST ONE YEAR.

WHEN I WAS IN SIXTH GRADE, I DID BASKETBALL AND THIS YEAR I DID BASKETBALL, AND THIS YEAR I DID VOLLEYBALL.

IT SOUNDS LIKE IT'S IMPORTANT TO YOU.

WHY? BECAUSE I'VE ALWAYS LOVED SPORTS SINCE I WAS REALLY LITTLE.

I JUST LOVE PARTICIPATING IN OUR SCHOOL ACTIVITIES.

NICE. FANTASTIC.

NICE JOB. THANK YOU. VERY NICE JOB TODAY.

[00:10:10]

I BELIEVE WE HAVE HOLLY [INAUDIBLE] FROM RIVER HOMELINK HERE AS WELL, IF I COULD SPEAK CORRECTLY.

IT'S ALWAYS SO INTIMIDATING WALKING UP HERE, BUT YOU DO GREAT.

THANK YOU. OKAY.

HELLO, EVERYONE. MY NAME IS HOLLY AND I'M RIVER HOMELINK'S ASB VICE PRESIDENT.

OUR ASB HAS BEEN REALLY BUSY SINCE THE LAST TIME YOU GUYS SAW ME, SO I'M JUST GOING TO GIVE A BRIEF UPDATE ON EVERYTHING WE'VE BEEN UP TO.

FAMILY DANCE IS A NEXT UPCOMING EVENT HAPPENING APRIL 12TH FROM 5 TO 8 P.M.

FOR ALL AGES.

SINCE OUR SCHOOL IS K THROUGH 12, IT HAS ALWAYS BEEN A CHALLENGE FOR OUR ASB TO FIND WAYS TO INCLUDE THE YOUNGER GRADES IN OUR EVENTS, LET ALONE FIND AN EVENT THAT, LIKE, ALLOWS ALL GRADES TO COME TOGETHER AND BE THERE AS ONE.

FAMILY DANCE IS A REALLY EXCITING SOLUTION.

THAT IS A FAIRLY NEW EVENT, WITH OUR LAST YEAR BEING THE FIRST TIME WE'D EVER DONE IT.

WE HAVE ALREADY SEEN AND HEARD LOTS OF ENTHUSIASM FOR THIS EVENT, WITH THE THEME BEING BLAST THE PATH PAST 2000S NOSTALGIA, AND WE HOPE TO APPEAL TO THE VARIOUS AGE GROUPS, AND WE ARE SO EXCITED TO SEE HOW IT GOES.

SPIRIT WEEK, AS WELL AS THE SPRING ASSEMBLIES ARE COMING UP ON APRIL 15TH AND 19TH.

15TH THROUGH THE 19TH.

SORRY. WE LOVE TO HAVE SPIRIT WEEK AND ASSEMBLIES HAPPEN COHESIVELY BECAUSE IT ENCOURAGES SCHOOL SPIRIT AND HAS BEEN SHOWN TO INCREASE ENTHUSIASM DURING THE ASSEMBLIES. THIS ASSEMBLY WE REALLY WANTED TO AGAIN FOCUS ON INCLUDING OUR YOUNGER DEMOGRAPHIC IN THE EVENT.

SO WE TOOK ON THE CHALLENGE OF HAVING THREE SEPARATE ASSEMBLIES, ONE FOR GRADES K THROUGH TWO, ONE FOR THREE THROUGH SIX, AND ONE FOR SEVEN THROUGH 12.

K THROUGH TWO ASSEMBLIES WILL BE ON APRIL 15TH AND 16TH AND WILL ONLY LAST ABOUT 10 TO 15 MINUTES LONG, BEING FROM 10:15 TO 11:15.

AS WELL AS 3 TO 6 BEING SLIGHTLY LONGER, GOING FROM 11:20 TO 11:45 ON THE 15TH AND THE 16TH.

THE SEVEN THROUGH 12 ASSEMBLIES WITH A MUCH OLDER AGE GROUP, IT'LL BE ABOUT 50 MINUTES LONG GOING FROM 10:55 TO 11:50.

AS I MENTIONED BEFORE, THIS IS ALSO THE SAME WEEK AS SPIRIT WEEK, THE THEMES BEING PJ VERSUS FANCY DAY ON MONDAY, WESTERN VERSUS CAMO DAY ON TUESDAY, STUDENTS VERSUS TEACHERS ON WEDNESDAY, COLOR WARS ON THURSDAY, AND SOCCER MOM VERSUS BARBECUE DAD ON FRIDAY.

[CHUCKLING] RHL'S GOT TALENT IS THE NEXT BIG EVENT AND IS COMING UP ON APRIL 26TH AT 6 P.M..

RHL'S GOT TALENT IS THE TALENT SHOW THAT WE PUT ON EVERY YEAR, AND IS ONE OF THE MOST POPULAR AND BELOVED EVENTS THAT WE DO.

IT IS ONCE AGAIN A CHANCE FOR US TO BRIDGE THE GAP BETWEEN GRADES, AND IT IS A GREAT OPPORTUNITY FOR THE SCHOOL TO COME TOGETHER AND SEE WHAT OUR STUDENTS ARE CAPABLE OF.

IT IS A SUPER FUN EVENT AND WE CAN'T WAIT.

THAT'S ALL I HAVE TO REPORT FOR NOW.

THANK YOU GUYS.

WELL THANK YOU.

ANY QUESTIONS? NOT A QUESTION, JUST A COMMENT.

I REALLY LIKED THE WAY YOU'VE DESIGNED YOUR ASSEMBLIES SO THAT THEY'RE AGE APPROPRIATE IN TERMS OF TIME.

YEAH. THAT WAS I DON'T WANT TO BORE THEM; K THROUGH TWO CAN BE HARD.

[CHUCKLING] THAT'S GOOD. THAT'S GOOD.

THANK YOU, GUYS. THANK YOU. THANK YOU HOLLY.

ALL RIGHT. ARE THERE ANY OTHER STUDENTS IN THE AUDIENCE WHO HAVEN'T COME UP TO SPEAK YET THAT I MIGHT NOT HAVE ON MY LIST? NO? OKAY. I WOULD ASK OUR STUDENT REPRESENTATIVES TO SHARE THEIR REPORTS.

YEAH. FIRST OF ALL, I JUST WANTED TO MENTION THAT JULIA AND I WERE JUDGES AT THE SODEXO FUTURE CHEFS COMPETITION, AND THAT WAS JUST SUCH A FUN TIME.

THERE WERE A BUNCH OF THIRD AND FOURTH GRADERS THAT PREPARED THEIR DISHES FOR US, AND WE TRIED LITTLE TASTERS OF EACH ONE, AND IT WAS SO HARD TO PICK THE WINNING THREE BUT WE DID, AND CONGRATULATIONS TO THOSE THREE.

THEY WERE ALL SUCH DELICIOUS LITTLE MEALS THAT THEY COOKED UP.

SO THAT WAS SUPER CUTE, SUPER FUN, AND SPRING BREAK IS NEXT WEEK, SO WE'VE ALL BEEN WAITING FOR THAT.

IT'S BEEN A LONG ROAD, BUT WE'RE FINALLY ALMOST HERE, AND I ALSO JUST WANTED TO MENTION THAT THE BATTLE GROUND HIGH SCHOOL SPEECH AND DEBATE TEAM HAS QUALIFIED TWO STUDENTS AND WILL BE GOING TO THE NATIONAL TOURNAMENT FOR THE FIRST TIME EVER, SO THAT'S SUPER EXCITING.

CONGRATULATIONS TO THEM.

ELIZABETH MCALEER AND CARTER STAFFORD, THEY'RE BOTH JUNIORS, AND THEN YEAH, YOU KNOW WHAT? THAT'S ABOUT IT FOR ME.

YEAH. WELL, I'M NOT GOING TO MENTION THE ASB STUFF BECAUSE I PRETTY MUCH COVERED THAT, BUT AT RIVER HOMELINK, OUR PTO RIGHT NOW IS IN THE MIDDLE OF HOLDING A SILENT AUCTION, WHICH HAS A TON OF I ACTUALLY DIDN'T, LIKE, KNOW WHAT IT WAS, SO I JUST CHECKED IT OUT, BUT THEY HAVE STUFF LIKE A SPA DAY, A PADDLEBOARD SET JUST LIKE RANDOM GIFT

[00:15:04]

CARDS. LIKE A RESORT IN MEXICO.

LIKE A TRIP TO A RESORT IN MEXICO, AND THEN ALSO A TRIP SKIING IN CANADA.

SO THAT'S PRETTY COOL, AND THEN OUR THEATER JUST HAD THEIR LAST SHOWS FOR HIGH SCHOOL MUSICAL JUNIOR.

ON SATURDAY.

I WASN'T ABLE TO GO TO ANY OF THEM, BUT EVERYBODY I'VE TALKED TO HAS SAID THAT LIKE IT WAS AMAZING.

IT WAS SO FUN. IT WAS SO COOL, AND SO THAT'S AWESOME, AND THEN ONE THING IS, LIKE, I DO SPORTS AND SO TRACK IS IN KIND OF FULL SWING, KIND OF KNEE DEEP IN TRACK.

I ACTUALLY CAME HERE FROM TRACK.

SO WE'VE HAD TWO MEETS SO FAR.

WE HAD A RIVALRY MEET AGAINST PRAIRIE, WHICH THE GIRLS FOR BATTLE GROUND WON AGAINST PRAIRIE, BUT THE GUYS FOR PRAIRIE WENT AGAINST BATTLE GROUND, SO WE'RE PRETTY MUCH 50/50 THERE, AND WE ALSO HAD THE TIGER INVITE, AND I DID WANT TO HIGHLIGHT THERE ARE A FEW.

SO OKAY, THE THING ABOUT TRACK IS LIKE NOT EVERYBODY HAS NECESSARILY BEEN IN A MEET YET IN THE STATE, BUT THERE ARE A FEW STUDENTS FROM BOTH PRAIRIE AND FROM BATTLE GROUND WHO ARE TOP IN THE STATE RIGHT NOW.

SO FOR PRAIRIE HIGH SCHOOL, FOR THE SHOTPUT, WHICH IS THROWING THE BIG BALL WILL FOSTER IS SECOND IN THE STATE, AND THEN WYATT, I DON'T KNOW HOW TO PRONOUNCE HIS LAST NAME, BUT HE'S THIRD IN THE STATE.

SO THEY'RE SECOND AND THIRD IN SHOTPUT, WHICH IS LIKE CRAZY, AND THEN FOR DISCUS, WILL FOSTER IS ALSO SECOND IN THE STATE FOR THAT, AND THAT'S FOR 3A, AND THAT'S THE SECOND LARGEST DIVISION IN WASHINGTON, AND THEN FOR BATTLE GROUND ZACHARY ZAMORA, HE IS FIRST IN THE STATE FOR THE 800, WHICH IF YOU DON'T KNOW WHAT THE 800 METER RUN IS, THAT IS HALF A MILE, AND HE RAN THAT IN UNDER TWO MINUTES, ONE MINUTE AND 58 SECONDS, AND HE IS NUMBER ONE IN THE STATE RIGHT NOW.

SO THAT'S PRETTY COOL, AND THEN HE'S ALSO THIRD IN THE 400.

HE GOT LIKE 51 SECONDS IN THAT, AND I DON'T EVEN THINK THAT'S HIS PR.

SO PRETTY COOL.

WE'RE STILL I'LL PROBABLY PROVIDE A LOT MORE UPDATES BECAUSE IT'S JUST GETTING STARTED AND THINGS ARE GOING TO GET CRAZY SOON.

HIS PERFORMANCES IN 800 AND 400 ARE REALLY, REALLY GOOD.

YEAH, I THINK HE DID THOSE, I CAN'T REMEMBER IF HE DID THOSE IN THE SAME DAY OR NOT, BUT THE 800 WAS DEFINITELY ON SATURDAY, BUT I CAN'T REMEMBER WHEN THE 400 WAS.

SO I THINK THE 800 IS THE BEST RACE IN TRACK.

IT'S THE HARDEST. YEAH EASILY THE HARDEST.

SO YEAH THAT'S ALL I HAVE.

THANK YOU. ALL RIGHT.

I THINK THAT CONCLUDES OUR STUDENT VOICE.

IF ANYBODY BROUGHT STUDENTS HERE, PLEASE FEEL FREE TO GO AHEAD AND GO.

YOU DON'T HAVE TO STAY FOR THE REST OF THE MEETING.

UNLESS, OF COURSE, YOU WANT TO, WHICH IS ALSO A GREAT THING TO DO.

WE DO HAVE NEXT UP WE HAVE MICHELLE REINHARDT IS GOING TO DO SOME RECOGNITION OF A NATIONAL BOARD CERTIFIED TEACHER.

GOOD EVENING. BOARD.

I AM EXCITED TO SHARE WITH YOU A LITTLE BIT ABOUT OUR OR THE NATIONAL BOARD CERTIFICATION PROGRAM.

THE NATIONAL BOARD CERTIFICATION PROGRAM IS A VOLUNTARY PROGRAM, AND IT'S DESIGNED FOR STAFF MEMBERS WITH AT LEAST THREE YEARS OF TEACHING EXPERIENCE TO PURSUE LICENSURE BEYOND WHAT THE STATE OFFERS.

IT IS A VERY RIGOROUS VERY RIGOROUS PROGRAM.

IT TAKES ANYWHERE FROM A YEAR TO THREE YEARS TO COMPLETE, AND WE HAVE IN OUR DISTRICT, ALMOST 50 STAFF MEMBERS WHO HAVE GONE THROUGH THE NATIONAL BOARD CERTIFICATION PROCESS, AND IT REALLY IS IT REALLY IS A VERY DIFFICULT PROGRAM, BUT A VERY I'D SAY, BENEFICIAL PROGRAM.

MANY OF THE TEACHERS WHO HAVE GONE THROUGH THIS, THIS PROGRAM COME OUT WITH A GREAT LEVEL OF REFLECTION.

THEY HAVE AN ABILITY TO INCREASE STUDENT ENGAGEMENT AND ENGAGE THEIR STUDENTS IN A VERY POSITIVE AND ENTHUSIASTIC WAY, AND SO IT REALLY HAS NOT ONLY PERFECTED THEIR CRAFT, BUT ALSO REALLY BENEFITED STUDENTS, AND SO WITH THAT THIS EVENING, I'D LIKE TO BE ABLE TO HONOR MARINA HINES.

SO IN DECEMBER MARINA FINISHED HER NATIONAL BOARD CERTIFICATION, AND I'D LIKE FOR HER TO COME ON UP HERE.

SO A LITTLE BIT ABOUT MARINA.

SHE IS ACTUALLY A HOME GROWN BATTLE GROUND INDIVIDUAL.

SO SHE ATTENDED BATTLE GROUND SCHOOLS AS A CHILD.

I WENT TO BATTLE GROUND HIGH SCHOOL, AMBOY, IS THAT RIGHT? AMBOY AND YACOLT IN ELEMENTARY AND THEN WAS HIRED BACK IN 2005 UP AT AMBOY.

HIRED AT AMBOY AND TAUGHT SIXTH GRADE FOR MANY YEARS, AND THEN EVENTUALLY MADE HER WAY DOWN TO PLEASANT VALLEY AND HAS BEEN TEACHING FOURTH GRADE.

SO MARINA, I KNOW, HAS A WEALTH OF KNOWLEDGE AND HAS JUST DONE A WONDERFUL JOB AT PLEASANT VALLEY WITH HER STUDENTS.

[00:20:07]

SO WE'RE JUST REALLY HONORED TO CALL HER OUR OWN, LITERALLY.

SO LET'S GIVE HER ANOTHER ROUND OF APPLAUSE.

I DID TELL HER THAT SHE MIGHT BE OPEN TO SOME QUESTIONS OR SOMETHING THAT SHE'S LEARNED THROUGH THE PROCESS OR.

ANYWAY, SO DO YOU FEEL LIKE YOU HAVE ALL THE TIME IN THE WORLD NOW THAT YOU'VE COMPLETED THIS PROGRAM? [CHUCKLING] NO, NO, NO, I DON'T HAVE ALL THE TIME IN THE WORLD, BUT IT WAS JUST A GREAT PROCESS, AND I LEARNED SO MUCH ABOUT MYSELF AND MY KIDS, AND IT IS VERY REFLECTIVE AND JUST FINDING THEIR NEEDS AND HOW I CAN BEST HELP THEM BE SUCCESSFUL IN THE CLASSROOM AND JUST KEEP THINKING OF NEW IDEAS, AND THEN CIRCLING BACK AND FIGURING OUT WHAT WORKS AND WHAT DOESN'T WORK. LIKE IT'S JUST BEEN THE BEST EXPERIENCE GOING THROUGH IT AND THEN JUST KEEPING IT GOING SINCE THEN TOO.

IT'S AMAZING BECAUSE YOU KNOW, PEOPLE WILL ALWAYS ASK WHY, YOU KNOW, PEOPLE LIKE US GET INTO THIS PROFESSION, AND I THINK ONE OF THE THINGS THAT DRAWS US, AND I DON'T HEAR IT MENTIONED A LOT, I KNOW THERE'S THE PASSION AND THE LOVE FOR THE KIDS, AND, YOU KNOW, THAT'S BUT I THINK ANOTHER PART OF IT IS WE JUST WE ENJOY LEARNING, YOU KNOW, SO I WOULD FIND THAT ASPECT OF IT PROBABLY WAS REALLY APPEALING TO YOU BECAUSE I KNOW YOU AND THAT, YOU KNOW, THANK YOU.

YEAH. YEAH, IT WAS A LOT OF LATE NIGHTS AND A LOT OF HIGHLIGHTERS AND A LOT OF PAPER AND DISNEY MOVIES.

MY KIDS WOULD PICK A MOVIE FOR ME TO PUT ON IN THE BACKGROUND JUST FOR ME TO HAVE ON WHILE I WORKED, BUT IT WAS I COULDN'T HAVE DONE IT WITHOUT MY FAMILY AND MY FRIENDS, MY COLLEAGUES, JUST THE SUPPORT OF EVERYONE THROUGH THIS PROCESS.

LIKE, I COULD NOT HAVE DONE IT WITHOUT THEM, AND OF COURSE, THE AGREEMENT THAT WE HAVE IN OUR CONTRACT WITH YOU WITH NATIONAL BOARDS, LIKE, THANK YOU SO MUCH FOR THAT AND THE SUPPORT THAT YOU GIVE TEACHERS GOING THROUGH.

THANK YOU FOR, YOU KNOW, JUST BRINGING THAT RECOGNITION TO ALL OF US, AND WE'RE VERY PROUD OF YOU.

THANK YOU SO MUCH. YES.

THANK YOU FOR TAKING THAT ON.

I KNOW IT'S A HUGE COMMITMENT. I REALLY ENJOYED IT.

YEAH. IT WAS GOOD. YEAH.

IT'S A SIGNIFICANT ACCOMPLISHMENT.

THANK YOU. YEAH. YOUR STUDENTS BENEFIT SO THANK YOU.

THANK YOU. CONGRATS.

USUALLY YOU'RE NOT ALONE.

YEAH. THANK YOU.

ALL RIGHT, NEXT UP, WE HAVE EMPLOYEE RECOGNITION AWARDS.

LUKE LECOUNT. GOOD EVENING, BOARD, AND ALTHOUGH I'M EXCITED TO BE HERE, THERE IS NO WAY I CAN MATCH THE ENERGY OF THAT THIRD GRADE GIRL FROM TUKES [CHUCKLING].

WE WANT TO SEE YOU JUMP.

I SHARE THE EXCITEMENT FOR BEING HERE.

SO AT THIS TIME, I'M GOING TO ASK ALL FIVE OF OUR RECIPIENTS, I THINK THEY'RE ALL HERE, TO COME ON UP TO THE FRONT, AND WE'LL WE'LL INTRODUCE YOU GUYS ONE BY ONE WHEN YOU'RE UP HERE.

SO WE'RE GOING TO THIS MONTH, WE RECEIVED A SIGNIFICANT NUMBER OF NOMINATIONS FROM PRINCIPALS, FROM TEACHERS TO PARENTS AND STUDENTS. SO ALL THAT IS KIND OF COMBINED IN THE LITTLE WRITE-UP THAT I'LL READ ABOUT EACH OF THESE WONDERFUL EMPLOYEES.

SO COME RIGHT UP FRONT.

YEAH. ALL RIGHT.

FIRST WE HAVE LISA COX FROM RIVER HOMELINK.

SHE'S ON THE SUPPORT STAFF.

LISA IS THE ASB SECRETARY AT RIVER HOMELINK.

SHE STANDS OUT FOR HER EXCEPTIONAL DEDICATION AND SUPPORT TO THE ASB STUDENTS.

HER KNACK FOR SOLVING PROBLEMS AND PROVIDING UNWAVERING SUPPORT HAS MADE HER A GREAT ASSET TO THE SCHOOL.

OVER THE YEARS, LISA HAS FORGED MEANINGFUL PERSONAL FRIENDSHIPS WITH MANY REFLECTING HER DEEP COMMITMENT AND LOVE FOR THE ASB COMMUNITY.

HER INVOLVEMENT WITH RIVER HOMELINK ASB HAS BEEN LONGSTANDING, CONSISTENTLY PROVING HERSELF AS AN INVALUABLE AND SUPPORTIVE TEAM MEMBER.

EVEN THROUGH CHALLENGES, LISA'S PRESENCE HAS BEEN A STABILIZING FORCE OFFERING GUIDANCE AND CARE, HAVING PREVIOUSLY SERVED AS THE ASB ADVISOR BEFORE TRANSITIONING TO THE SECRETARY ROLE, SHE HAS MAINTAINED HER KIND, HELPFUL AND CARING APPROACH.

LET'S GIVE LISA A ROUND OF APPLAUSE.

NEXT WE HAVE DAWN HUNT.

DON SERVES IN DUAL CAPACITIES AT BGVA, ACTING AS BOTH REGISTRAR AND HEAD SECRETARY.

BGVA AN ALTERNATIVE SCHOOL WITHIN BATTLE GROUND PUBLIC SCHOOLS, HAS BENEFITED FROM DAWN'S OUTSTANDING ABILITY TO HANDLE THE EXTENSIVE RESPONSIBILITIES OF SUPPORTING OUR ADMIN TEAM AND CLASSIFIED STAFF, AND MANAGING REGISTRAR DUTIES.

CREATING A SCHOOL INVOLVES NOT JUST CONCEPTUALIZING, BUT ALSO ADDRESSING LOGISTICAL AND LEGAL CHALLENGES WHILE ESTABLISHING A POSITIVE STAFF ENVIRONMENT TASKS DON HAS ADEPTLY NAVIGATED.

HER PERSISTENT DRIVE AND POSITIVE INFLUENCE MAKE HER A CENTRAL FIGURE AT BGVA, EARNING HER WIDESPREAD ADMIRATION FOR KEEPING THE SCHOOL ON A PATH TO SUCCESS.

[00:25:10]

NEXT WE HAVE DANIELLE ARMSTRONG OVER AT CHIEF MIDDLE SCHOOL.

DANIELLE'S TEACHING HAS SIGNIFICANTLY IMPACTED MANY STUDENTS.

HER ABILITY TO MAINTAIN ENGAGEMENT AND ENTHUSIASM AMONG STUDENTS, EVEN THROUGH A SCREEN DURING ONLINE LEARNING IN THE PANDEMIC WAS NOTHING SHORT OF REMARKABLE.

UNLIKE MANY, DANIELLE POSSESSES A UNIQUE TALENT FOR KEEPING STUDENTS ACTIVELY INVOLVED, MAKING HER SESSIONS VIBRANT AND EFFECTIVE.

HER INSIGHT INTO STUDENTS NEEDS IS PRECISE, PROVIDING TAILORED SUPPORT THAT ENCOURAGES PERSISTENCE AND GROWTH.

WHEN STUDENTS CONSIDER QUITTING THEIR INSTRUMENT, DANIELLE'S ENCOURAGEMENT AND STRATEGIC ADVICE OFTEN LEAD THEM TO PERSEVERE, ULTIMATELY EXCELLING AND DEVELOPING A PROFOUND SKILL IN MUSIC. DANIELLE ALSO EXCELS IN CREATING AN ENVIRONMENT OF MUTUAL RESPECT AND CAMARADERIE AMONG HER STUDENTS, EVIDENCED BY THEIR COLLECTIVE SUPPORT AND CELEBRATION OF EACH OTHER'S ACHIEVEMENTS.

HER LEADERSHIP IN BUILDING A STRONG, SUPPORTIVE BAND COMMUNITY AT CHIEF IS LAYING A SOLID FOUNDATION FOR BATTLE GROUND HIGH SCHOOL'S FLOURISHING MUSIC PROGRAM.

PLEASE THANK DANIELLE.

OUR FOURTH RECIPIENT IS ALLISON [INAUDIBLE] FROM GLENWOOD HEIGHTS PRIMARY.

ALLISON EPITOMIZES THE IDEAL KINDERGARTEN TEACHER FOR MANY STUDENTS, LEAVING A SIGNIFICANT MARK ON THEIR EARLY EDUCATIONAL EXPERIENCE.

NOT ONLY DO STUDENTS ADORE HER WHILE SHE'S IN CLASS, BUT STUDENTS ALSO CONTINUE TO LIGHT UP WITH JOY IN THE MERE SIGHT OF HER IN THE SCHOOL HALLWAYS.

THIS TEACHER'S APPROACH TO EDUCATION EXTENDS BEYOND TRADITIONAL TEACHING METHODS.

SHE GENUINELY CARES FOR EACH STUDENT, ENSURING THEY FEEL VALUED AND SUPPORTED.

HER KINDNESS AND DEDICATION HAVE A LASTING IMPACT, CREATING A LOVE OF LEARNING IN HER STUDENTS.

ALLISON IS APPROACHABLE FOR PARENTS, ALWAYS WILLING TO LISTEN AND RESPOND TO ANY CONCERNS WITH EMPATHY AND UNDERSTANDING.

HER RESPONSIVENESS TO THE NEEDS OF STUDENTS AND FAMILIES ALIKE SETS HER APART, CREATING A WELCOMING AND INCLUSIVE ENVIRONMENT.

HER ABILITY TO CONNECT WITH AND SUPPORT HER STUDENTS TRULY MAKES HER STAND OUT AS A REMARKABLE TEACHER.

OUR FINAL RECIPIENT IS JUSTIN SWAIN FROM YACOLT PRIMARY.

JUSTIN IS AN AMAZING PERSON WHO HAS JUMPED INTO HIS NEW POSITION AS HEAD CUSTODIAN AT YACOLT PRIMARY WITH BOTH FEET.

JUSTIN STARTS HIS DAY EARLY, PREPARING THE BUILDINGS FOR STAFF AND STUDENTS.

HIS ATTENTION TO DETAIL AND STUDENT FIRST ATTITUDE HAS MADE A HUGE DIFFERENCE IN OUR BUILDING.

JUSTIN'S WILLINGNESS TO JUMP IN TO HELP FIX, CLEAN, MOVE AND SUPPORT, HOWEVER AND WHENEVER IS NEEDED, IS WHAT KEEPS OUR BUILDING MOVING FORWARD.

RECENTLY, HIS OBSERVANT, WATCHFUL EYE NOTICED A STUDENT STRUGGLING IN THE CAFETERIA.

WITHOUT HESITATION, JUSTIN SAVED A STUDENT FROM CHOKING BY PERFORMING THE HEIMLICH MANEUVER.

WHILE THIS IS A SCARY SITUATION, JUSTIN REMAINED CALM AND KEPT THE STUDENTS CALM AS WELL.

ONE HERO AT YACOLT WEARS A WALKIE TALKIE AND BASEBALL CAP AND IS READY TO SAVE THE DAY AT ANY GIVEN MOMENT.

WE ARE SO GRATEFUL TO HAVE JUSTIN AT YACOLT PRIMARY SCHOOL.

CONGRATULATIONS TO OUR MARCH RECIPIENTS.

I KNOW THE BOARD LIKES TO SHAKE YOUR HAND, SO WE KIND OF HAVE EACH RECIPIENT TO KIND OF DO A LOOP HERE AND THEN END OVER HERE WITH A PICTURE WITH DENNY AND SHELLY.

CONGRATULATIONS. THANK YOU.

CONGRATULATIONS. THANK YOU.

THANK YOU SO MUCH. YOU GUYS, COME ON.

THANKS AGAIN, YOU GUYS. THAT'S QUICKLY BECOME MY FAVORITE THING TO DO IN BOARD MEETINGS.

[CHUCKLING] I THINK THAT'S A BIG DEAL.

I REALLY LOVE IT. YEAH.

SO WE CAN JUST CLOSE THE MEETING NOW? [CHUCKLING] DONE.

ALL RIGHT. ALL RIGHT, MOVING ON TO COMMITTEE REPORTS.

WE WILL START WITH THE LEGISLATIVE COMMITTEE.

[00:30:03]

AGAIN, I WOULD BEFORE WE GET GOING, DON'T FEEL OBLIGATED TO STAY IF YOU WERE HERE FOR THAT.

UNLESS YOU WANT TO. [CHUCKLING] OKAY, SO HOPEFULLY BOARD MEMBERS, YOU LOOKED AT THE EXECUTIVE CONTENT AND THE PROPOSALS I'M MAKING TO EXISTING WSSDA POSITIONS AND A COUPLE OF NEW POSITIONS.

A LITTLE BACKGROUND, THESE POSITIONS, REMEMBER, ARE WHAT GO TO THE GENERAL ASSEMBLY.

WELL, FIRST THEY HAVE TO GO THROUGH COMMITTEE BEFORE THEY WOULD BE APPROVED.

SO IF WE SUBMIT THESE, THEY WOULD BE THEY WOULD GO TO THE LEDGE COMMITTEE.

THAT WAS THE LEDGE COMMITTEE WHERE THEY WOULD BE VETTED, AND IF THERE ARE DUPLICATES, THEY NARROW THOSE DOWN AND THEN THOSE ALL END UP AT GENERAL ASSEMBLY IN THE FALL, AND THAT'S WHAT WE VOTE ON.

SO WHAT THIS DOES, THESE POSITIONS ARE WHAT GUIDE WSSDA IN HOW THEY ADVOCATE FOR US IN THE LEGISLATURE.

A COUPLE THINGS.

IF WSSDA DOESN'T HAVE A STRONG, CLEAR POSITION, THEY OFTEN THEY OFTEN WEIGH IN AS OTHER.

MY OPINION, AND THIS IS MY PERSONAL OPINION, WHEN WE HAVE SOMEONE ADVOCATING FOR US IN THE LEGISLATURE AND THEY WEIGH IN AS OTHER, IT DOESN'T HAVE ANY IMPACT. WE NEED THEM TO EITHER BE FOR OR AGAINST THINGS.

SO MY GOAL HERE PARTLY IS TO HELP STRENGTHEN THAT POSITION, AND I THINK THE POSITION ON INSTRUCTIONAL MATERIALS, THE POSITION ON LOCAL CONTROL OF INSTRUCTIONAL MATERIALS AND LOCAL CONTROL IN GENERAL NEEDS TO BE STRENGTHENED AND SO THAT'S WHY I'M PROPOSING THOSE FIRST TWO.

THE THIRD ONE, OVER THE LAST SEVERAL YEARS, THE EQUITY AND DIVERSITY STATEMENTS TO ME HAVE BECOME WORD SALADS, AND I FEEL THAT THERE NEEDS TO BE SOME CLARITY, AND SO THAT'S AGAIN WHY I'M PROPOSING THE A CHANGE TO THE EQUITY STATEMENT TO SIMPLIFY AND CLARIFY IT AND TO THE DIVERSITY, AGAIN, TO SIMPLIFY AND CLARIFY THE LAST TWO, FIVE AND SIX CLEARLY STATES THAT WSSDA WILL ACTIVELY OPPOSE ANY LEGISLATION THAT REDUCES OUR LOCAL CONTROL, AND AGAIN, THAT'S JUST TO STRENGTHEN THEIR POSITION AS THEY WEIGH IN ON ON BILLS.

BECAUSE AND I SAID HERE WAS TO CONTINUE TO SIGN AND TESTIFY AS OTHER CONTINUALLY, AND IF WE REALLY WANT SCHOOL LOCAL CONTROL TO COME BACK TO SCHOOL BOARDS, WE ARE GOING TO HAVE TO PUSH WAS TO HELP US MAKE THAT HAPPEN.

SO THOSE THAT'S MY REASONING.

QUESTIONS? YOU NEED A RESPONSE FROM US? ALL I NEED FROM THE BOARD IS BASICALLY A NOD, AND THEN I WOULD SUBMIT THESE BY THE DEADLINE, WHICH IS APRIL 8TH, AND THEN WE WOULD WATCH AND SEE WHAT HAPPENS WITH THEM.

SO I JUST NEED A YAY OR NAY, OR IF YOU HAVE CERTAIN ONES YOU WOULD, YOU KNOW, YOU DON'T LIKE OR.

SO WE DON'T HAVE TO FORMALLY ACCEPT THESE OR APPROVE THESE.

YOU JUST. I JUST NEED A NOD.

WE DON'T NEED A RESOLUTION OR A VOTE ON THEM.

JUST A YES, YOU'RE BEHIND ME AND I CAN GO AHEAD AND SUBMIT THEM AS YOUR LEG REP.

YEP, I AGREE FULLY WITH ALL OF THESE.

OKAY. YOU HAVE MY SUPPORT, MARY.

OKAY. THANKS.

THANK YOU.

I REALLY DON'T HAVE ANYTHING ELSE TO REPORT.

THIS IS WHAT I'VE BEEN WORKING ON.

SO I'LL COME BACK THE NEXT MEETING AND WE'LL WATCH THESE AS THEY GO THROUGH OR NOT.

NEXT WE HAVE OUR AUDIT COMMITTEE REPORT.

DO WE HAVE A REPORT? YEP.

SO OKAY, NOW I'M JUST LEARNING.

SO NOW I'VE GOT A PRINTED REPORT IN FRONT OF ME.

EVERYBODY GETS THAT RIGHT.

IT'S IN HERE; IT'S IN BOARD DOCS.

OKAY, THEN YES EVERYBODY GETS IT.

SO AS WE CAN SEE ON THIS DOCUMENT, WE DISCUSSED A NUMBER OF THINGS.

ONE THING, TED, I THINK YOU MIGHT HAVE EVEN BROUGHT IT UP WAS THE ELECTION COST REVIEW.

YEAH, BUT I WAS LOOKING FOR THAT MYSELF.

SO IT'S LOOKING LIKE THE ELECTION COST REVIEW, EVEN THOUGH ALL THE COSTS HAVEN'T BEEN PAID YET.

THEY WERE PROJECTED COSTS BY CONTRACT.

SO IT'S GOING TO COME IN UNDER $150,000 WHEN IT'S ALL BUILT OUT.

THEY'RE PROJECTING RIGHT NOW $141,000.

SO OUR PORTION FOR THAT LEVY ELECTION WAS RIGHT AROUND $142,000.

I'VE HEARD PEOPLE I'VE HAD PEOPLE COME UP TO ME AND SAY, WHY ARE WE PAYING $400,000 TO HAVE A LEVY, YOU KNOW, KIND OF A THING AND I THINK IT'S DIFFICULT TO BE REALLY CORRECTLY INFORMED, AND I THINK IT'S REALLY IMPORTANT TO KNOW HOW MUCH WE DID PAY FOR IT.

[00:35:07]

I AGREE WE LOOKED AT SOME INVOICES AND THINGS I LOOKED AT.

I WAS PARTICULARLY INTERESTED IN THE INVOICE ABOUT SHARING EXPENSES WITH VANCOUVER PUBLIC SCHOOLS.

YOU KNOW HOW WE PAY FOR THE YOU'VE EXPLAINED IT, AND I JUST WAS LOOKING AT IT TO TRY TO GET MY MIND MORE AROUND IT.

LOOKED AT SOME PAYROLL ITEMS. EVERYTHING WAS IN ORDER, OF COURSE, AS IT SAYS IN THE REPORT.

THERE WAS ONE OTHER THING, THOUGH I THOUGHT I WOULD MENTION.

OH YES. WE HAD A LITTLE CONVERSATION.

THEY HELPED ME TO UNDERSTAND MUCH MORE DEEPLY HOW THESE OVERLOAD THINGS WORK, YOU KNOW, OVERLOAD PAYMENT FOR SALARIES.

SO WE LOOKED AT THAT A LITTLE CLOSELY.

I WANTED TO UNDERSTAND A LITTLE BIT BETTER HOW THAT WAS.

SO I APPRECIATE ALL THAT THE STAFF DOES TO HELP US MOVE THROUGH THESE AUDITS, AND IT WAS GOOD WORK.

THANK YOU. I WAS UNABLE TO ATTEND THE MEETING DUE TO WORK, BUT I DID HAVE SOME COMMENTS ON SOME OF THE DOCUMENTS THAT SUBMITTED AND I GOT MY ANSWERS. THE ONLY ONE I THINK IS WORTH MENTIONING IS THE COST OF THE AUDIT ITSELF AT THE STATE LEVEL, AND HOW IT'S ON US TO PAY FOR THE STATE AUDITORS.

I THINK THAT'S, I GUESS, HILARIOUS THAT WE HAVE TO PAY FOR THE PLEASURE OF BEING AUDITED.

EVERY YEAR.

EVERY YEAR.

SO ANYWAY, WE WENT THROUGH THAT, BUT AND THEN THE NEXT MEETING IS SCHEDULED FOR APRIL 11TH.

THANK YOU. NEXT WOULD BE THE BATTLE GROUND EDUCATION FOUNDATION.

DIRECTOR JOHNSON IS OUT TONIGHT, SO WE'LL GET AN UPDATE FROM HER IN AT OUR NEXT MEETING.

WASHINGTON. SORRY.

WIAA UPDATE, NO UPDATES.

OKAY, AND THEN WSSDA UPDATES, IF ANY.

NOPE? OKAY.

TOURS, WE HAD A FEW TOURS.

I GUESS THE FIRST ONE WAS DAYBREAK PRIMARY BACK ON THE 12TH.

THAT WAS. THAT WAS A GREAT TOUR.

YES. I WISH I COULD SAY THERE WERE SO MANY AMAZING THINGS BECAUSE THERE WERE BUT THE ONLY THING THAT COMES TO MIND ARE THE SNAILS, AND THEY STARTED THIS PROCESS WITH THE SNAILS WHERE THEY'RE JUST REALLY THEY'RE ENCOURAGING AND TRYING TO.

IT'S NOT THE KEEP MOVING FORWARD.

KEEP MOVING FORWARD. RIGHT. IT'S NOT THE PACE YOU'RE GOING AT.

IT'S THAT YOU'RE MOVING FORWARD, AND IT WAS IT REALLY STUCK WITH ME.

THERE WAS A LITTLE CARD WITH A SNAIL ON IT.

I TOOK IT TO WORK TO, YOU KNOW, REMIND ME EVERY DAY IN MY OFFICE.

YEAH. SEE. SO WE GOT, I THINK WHAT WAS MOST MOVING TO ME ABOUT THAT TOUR IS WHEN KIRSHNA CAME IN, DENNY SAID, HOW'S YOUR DAY GOING AND THE TEARS CAME AND IT WAS SO REAL.

IT WAS SO REAL, AND THAT JUST WAS SO MOVING TO ME, AND A FEW MINUTES LATER IT WAS, TAKE A DEEP BREATH AND LET'S MOVE FORWARD.

RIGHT, WE'VE GOT A SCHOOL TO RUN, AND SHE DID IT WITH AMAZING GRACE, AND YEAH, IT JUST TRULY WAS A BLESSING TO GET TO BE IN HER PRESENCE THAT DAY.

THAT'S PRECIOUS.

SO I DON'T KNOW IF ANYBODY ELSE WANTS TO ADD ANYTHING.

OH, I THOUGHT YOU WERE GOING TO SAY SOMETHING.

OH. GO AHEAD. I WAS WAITING FOR YOU.

JUST ONE THING I REALLY NOTICED AT THE TOUR, AND THAT I KIND OF REALLY WANTED TO, LIKE I FORGOT THE WORD, BUT IS THAT EVERY CLASSROOM YOU WENT INTO, EVERY SINGLE STUDENT WAS, LIKE, SO ENGAGED IN LEARNING.

IT WAS KIND OF CRAZY BECAUSE, LIKE, IT'S AT LEAST IN MY OPINION, I THINK IT'S REALLY RARE TO GO INTO A CLASSROOM AND HAVE EVERY SINGLE STUDENT BE PAYING ATTENTION AND BE INTERESTED IN WHAT THEY'RE LEARNING AND BE LIKE, I KNOW WHAT PRIMARY, IT'S KIND OF A LITTLE BIT DIFFERENT THAN LIKE, SAY, LIKE A HIGH SCHOOL, BUT LIKE EVERYBODY WAS LIKE INTERESTED, AND EVERY CLASSROOM WE WENT INTO, EVEN THE TRANSITIONAL KINDERGARTEN, WHICH WAS LIKE KIND OF CRAZY BECAUSE THEY'RE LIKE ALL THESE LIKE FOUR YEAR-OLDS RUNNING AROUND EVERYWHERE, AND WE WENT IN RIGHT AT THEIR SNACK TIME AND IT WAS LIKE, IT WAS SO AWESOME.

THEY WERE SO CUTE, BUT LIKE ALL THOSE TEACHERS ABILITY TO, LIKE, HARNESS THEIR STUDENTS' ATTENTION AND THEN GET THEM INVOLVED IN LEARNING AND HAVE THEM BE EXCITED ABOUT IT AND LIKE EVEN TO THE POINT WHERE, LIKE, ALL THESE PEOPLE WALK IN AND ARE WATCHING THEM LEARN AND THEY'RE LIKE, THEY'RE LIKE, OH, HEY, AND THEN THEY JUST LIKE THEY WERE JUST LIKE ZONED IN. IT WAS SO AWESOME FOR ME TO SEE IN MY OPINION.

I AGREE WITH ALL OF THOSE.

I THOUGHT IT WAS AWESOME TOO.

I CONTINUE TO BE IMPRESSED IMPRESSED WITH THE IMPLEMENTATION OF THE NEW CURRICULUMS THAT WE PURCHASED RECENTLY.

SEEING THE WORK THAT'S BEING DONE IN OUR ELA CURRICULUM, THE WIT AND WISDOM AND THE FOUNDATION'S PROGRAMS AND THE ENGAGEMENT THAT CAUSES AND

[00:40:07]

THE LEVEL OF LEARNING THAT IT SHOWS IS IS PRETTY EXCITING.

SO I JUST WANTED TO AGAIN, I KNOW THAT THE LIFT IS REALLY HEAVY FOR ALL OF OUR TEACHERS, AND I WANTED TO YOU KNOW, RECOGNIZE THAT AND SAY THANK YOU FOR THE EFFORTS THAT ARE GOING ON IN OUR CLASSROOMS BECAUSE I AGREE WITH YOU, JULIA.

I THINK THE LEVEL OF ENGAGEMENT IS SOMETHING TO BE VERY PROUD OF.

PLEASANT VALLEY MIDDLE SCHOOL TOUR ON THE 22ND.

I HAD THE PRIVILEGE OF GOING INTO THE ELEMENTARY.

OH, THE ELEMENTARY. YEAH, DEBBIE AND I, AND IT WAS, I'VE SUBSTITUTED THERE.

I LOVE THE SCHOOL.

WE HAD A NATIONAL BOARD CERTIFIED TEACHER WHO WORKS THERE TONIGHT.

ACKNOWLEDGED. YOU KNOW, IT'S A GREAT SCHOOL, AND I CAN'T HELP.

DEBBIE'S NOT GOING TO BE ABLE TO DEFEND HERSELF HERE NOW, SO I'M GOING TO PUT HER ON THE SPOT HERE, AND I'M GOING TO HEAR ABOUT IT LATER.

OKAY, BUT SHE'S FROM OUR COMMUNITY YOU KNOW, BORN AND RAISED IN THE COMMUNITY, SHE SHE KNEW PLEASANT VALLEY AS A CHILD, AND WE WERE TALKING ABOUT THINGS, AND WE'RE SITTING IN THE OFFICE BEFORE THE TOUR, AND WE WERE TALKING ABOUT SOME OF THE CHALLENGES AND THIS TYPE OF STUFF AND, OF COURSE, THE WAY THEY HANDLE THEIR LUNCH THERE WITHOUT A LUNCHROOM AND STUFF CAME UP AND SHE STOPPED AND SHE SAYS, YOU KNOW, THERE'S NO CAFETERIA HERE, YOU KNOW, AND SO TO ME, IT WAS QUITE AGAIN REVEALING SOMEONE WHO'S RAISED IN THE COMMUNITY AND KNOWS WHAT'S GOING ON AND KNOWS ABOUT PLEASANT VALLEY, AND THEY WANTED THEIR KIDS TO GO THERE AND THEN TO DISCOVER, TO GET TO THIS POINT THAT THERE'S NO CAFETERIA HERE, YOU KNOW JUST ILLUSTRATED TO ME HOW MUCH OF A CHALLENGE WE HAVE IN KEEPING OUR COMMUNITY INFORMED ABOUT THE NEEDS OF THE FACILITIES, AND SO THEN WE GO ON THE TOUR, AND THE FIRST THING YOU DO IS YOU WALK THROUGH THE AREA WHERE THEY SET UP ALL OF THEIR EQUIPMENT TO SERVE THEIR LUNCHES RIGHT THERE IN FRONT OF THE OFFICE AS YOU ENTER, YOU KNOW, AND THEY GOT TO USE THAT, AND THEY'RE TALKING ABOUT HOW YOU GOT TO GET YOUR KIDS THROUGH ONE ROW.

YOU KNOW, YOU CAN'T YOU DON'T HAVE WAY, ANY WAY OF GETTING MULTIPLE ROWS GOING.

SO IT TURNS OUT THE KIDS END UP HAVING A VERY BRIEF TIME TO REALLY, TRULY EAT THEIR MEALS, HOW THEY HAVE TO BE SERVED AND THEN TAKEN.

SO I'M SORRY TO SAY THAT'S MY BIGGEST TAKEAWAY, AND STILL SITTING HERE NOW, YOU KNOW, THE CHALLENGES THAT WE HAVE, WE WERE ABLE TO SEE THE NEW AREA THAT THEY'RE WORKING IN, THAT WE HAVE MONIES TO EXPAND.

SOME OF THE AREA INVOLVES A PRE-KINDERGARTEN ALSO, AND UTILIZING THE SPACE THAT WE DO HAVE TO CAUSE SOME IMPROVEMENTS, AND THAT'S BEEN THE STORY THERE, IN MY OPINION, FOR A LONG TIME.

YOU KNOW, WE ARE GETTING THE JOB DONE IN SPITE OF AND WORKING AROUND THE LIMITATIONS THAT FACILITIES DO CAUSE US, YOU KNOW, AND THAT TO ME IS SAD TO SOME EXTENT, BUT THEY'RE DOING A GREAT JOB AND WE THOROUGHLY ENJOYED OUR TIME THERE WITH WE LOOKED AT THE CLASSROOMS, WE THE KIDS, THEY'RE DOING THEIR BUSINESS, YOU KNOW, AND THE KIDS ARE SO PRECIOUS, YOU KNOW? SO THAT'S MY REPORT.

I'LL JUST JUMP IN A LITTLE BIT TOO AND SHARE A COUPLE TAKEAWAYS.

I REALLY, REALLY, REALLY ENJOYED GOING INTO [INAUDIBLE] CLASSROOM AND WATCHING HER KINDERGARTNERS DO ADDITION, AND SEEING KINDERGARTNERS ADD INTO THE TEENS WAS PRETTY IMPRESSIVE, AND BE ABLE TO TALK ABOUT THAT AND TELL US WHAT THEY WERE DOING.

SO THAT WAS VERY COOL.

THE OTHER THING THAT I THINK IS REALLY NEAT, WE WERE CELEBRATING A STUDENT WHO'D RECEIVED AN AWARD IN THAT ROOM AND THEN WHEN WE CIRCLED AROUND, AFTER WE'D GONE THROUGH SEVERAL OTHER CLASSROOMS AND SPACES, WE WENT INTO A HALLWAY WHERE THEY HAVE A BRAVO BOARD.

IF YOU'VE EVER BEEN IN THAT HALLWAY, THERE'S A BEAUTIFUL MURAL THAT SAYS, BRAVO ON IT, AND ON THE OTHER SIDE, THERE'S A RECOGNITION THAT WHEN CLASSES EARN SO MANY TICKETS, THEN THEY GET TO MOVE UP AS A SCHOOL FOR A SCHOOL WIDE SPIRIT DAY, AND SO THEY'RE WORKING TOGETHER TO EARN THAT, AND THEN THERE'S ALSO INDIVIDUAL BRAVOS ON THAT WALL THAT ARE CELEBRATING STUDENTS AND STAFF.

SO THAT WAS A REALLY NEAT THING TO SEE HOW THEY'RE MAKING THAT LIVE, AND THEN IN THAT SAME HALLWAY, WE GOT TO WALK THROUGH THE SEL CENTER, AND THAT ENVIRONMENT IS SUCH A WONDERFUL ENVIRONMENT.

A STUDENT WAS SENT DOWN WHILE WE WERE THERE TO GET RESET AND GO BACK, HEAD BACK TO CLASS, AND SO WE DIDN'T STAY WHILE THE STUDENT WAS THERE, BUT JUST A GOOD EXAMPLE OF

[00:45:04]

HOW THAT RESOURCE IS BEING USED TO SUPPORT STUDENTS IN THE SCHOOL.

SO YEAH, GREAT TOUR.

REALLY, REALLY, I DO WANT TO POINT SOMETHING ELSE OUT, AND THAT IS AGAIN CONNECTED TO MY SUBSTITUTING THERE.

THEY HAVE A LANGUAGE LEARNING SUPPORT VERY EARLY IN THE MORNING AND WITH LIMITED SPACE AGAIN, AND SO THEY'VE ADAPTED A LOT OF THEIR LIBRARY HALLWAY AREA SPACE WITH TABLES AND CHAIRS AND STUDENTS, IF YOU GO THERE IN THE MORNING, 7:30/7:45, YOU'LL SEE STUDENTS JUST EVERYWHERE, WORKING LANGUAGE, YOU KNOW, SKILLS.

SO AGAIN, UTILIZING THE SPACE IS AN AMAZING THING THAT THEY DO THERE CONSTANTLY, YOU KNOW, AND IT'S QUITE IMPRESSIVE TO SEE, AND JUST SO I DON'T MISS IT, WE DIDN'T HAVE A MIDDLE SCHOOL TOUR.

WE CERTAINLY, CERTAINLY MR. DRAKE AND MR. MICHAUD COULD SPEAK TO THAT, AND MR. LECOUNT, YOU WERE THERE, TOO NOT HAVE ANY BOARD MEMBERS THERE.

OKAY. I CONFESS THAT I WAS AT THE WRONG MEETING.

NO. OKAY. ALL RIGHT.

SOMEBODY WENT TO THE WRONG SCHOOL.

I DIDN'T KNOW THAT.

IT'S A FUNNY THING. I JUST KNOW THE BOARD A FUNNY THING HAPPENED ON THE WAY TO THE SCHOOL THAT MORNING.

YES, BUT IT WAS OKAY.

IT WORKED OUT. I HAD JUST GOTTEN OFF A PLANE, SO IT WORKED OUT.

YOU TOOK MY SEAT.

YOU JUST WENT TO THE WRONG YEAH, AND HAD YOU NOT GONE THERE, I WOULD BE THE ONLY ONE THAT COULD SPEAK TO THE PRIMARY SCHOOL.

SO, IT'S GREAT.

WELL, THERE YOU GO. [CHUCKLING].

THAT'S FUNNY. HEY, MR. DRAKE OR MR. MICHAUD, DID YOU HAVE ANYTHING YOU WANTED TO ADD? PLEASANT VALLEY DID A GREAT JOB.

AUSTIN AND ALEX HAD SPENT ABOUT 20 MINUTES HEARING ABOUT SOME OF THE GOALS THAT THEY'VE HAD IN THAT BUILDING THIS YEAR, BEING IT'S AUSTIN'S FIRST YEAR AS BUILDING PRINCIPAL AT [INAUDIBLE].

WE HAD TWO AMAZING STUDENT GUIDES WHO LED US AROUND.

AUSTIN. CHECK.

THANK YOU, LISA.

AUSTIN AND ALEX DID A GREAT JOB.

WE MET OUT IN ONE OF THEIR CLASSROOMS OUT IN THE FIFTH GRADE PORTABLE, AND THEY LED US THROUGH SOME OF THE SCHOOL WIDE GOALS THEY'VE HAD THIS YEAR.

THIS IS AUSTIN'S FIRST YEAR AS A PRINCIPAL IN THAT BUILDING.

WE HAD TWO AMAZING GUIDES, SOPHIA AND PAYTON, AND THEY LED US AROUND THE WHOLE MORNING.

WE VISITED MULTIPLE CLASSROOMS. ONE HIGHLIGHT FOR ME, BECAUSE I'VE BEEN IN THERE EARLIER THIS YEAR, IS THE CULTURE IN THEIR SLC ROOM IS COMPLETELY DIFFERENT THAN IT WAS A FEW MONTHS AGO, AND THE ADULTS IN THAT ROOM HAVE DONE A PHENOMENAL JOB OF SUPPORTING THE STUDENTS WITHIN THAT CLASSROOM.

WE ALSO GOT TO SEE THEIR STUDENT STORE, WHERE STUDENTS EARN PRIZES FOR PBIS AWARDS, AND THE TWO STUDENT GUIDES THAT WERE IN THERE WITH US WERE RUMMAGING THROUGH THE GIFTS, WANTING TO PUT SOME IN THEIR POCKET, BUT THEY DID A GOOD JOB OF SHOWING SELF-DISCIPLINE.

MR. MICHAUD. NO, I THINK YOU COVERED IT.

OKAY. THERE IS A SCHOOL TOUR TOMORROW AT TUKES VALLEY PRIMARY.

THAT'LL BE MYSELF, JULIA, AND THEN TERRY IS GOING TO FILL IN.

WHAT TIME? 9:30.

[CHUCKLING] 9:30 TO 11:30 TUKES.

TUKES VALLEY. PRIMARY.

OH, PRIMARY. THANK YOU, AND THEN NO ADDITIONAL TOURS UNTIL APRIL.

BEFORE WE WRAP UP COMMITTEE REPORTS.

DID I MISS ANYTHING? NO. WE WILL MOVE ON TO DIRECTOR REPORTS.

ANY DIRECTOR REPORTS TONIGHT.

DO YOU GUYS WANT TO TALK ABOUT THE WSSDA MEETING? THE REGION SIX MEETING? NEITHER OF YOU.

GO AHEAD. I'M JUST GOING TO STARE YOU DOWN UNTIL YOU START TALKING.

I THINK SORA WANTS ME TO.

[CHUCKLING] WELL, I'LL GO FIRST.

NO, YOU GO FIRST. GO AHEAD.

NO, NO, I INSIST.

ALL RIGHT, ALL RIGHT. SO. SO I FEEL LIKE I'VE ALREADY SAID THIS, SO I GUESS I HAVEN'T THE KIDS, THE CULINARY SCHOOL, THE GROUP THAT PREPARED THE FOOD.

OH, MY GOSH, IT WAS AMAZING, IMPRESSIVE.

I MEAN, JUST THINK WHAT WE COULD DO IF WE HAD REALLY NICE EQUIPMENT, YOU KNOW, IF WE HAD JUST NOTHING OTHER THAN JUST A REGULAR OLD KITCHEN.

[00:50:02]

SO IT WAS AMAZING, AND THEN THEY HAD A BAND.

SOME OF THE KIDS WERE PLAYING A JAZZ BAND.

THAT WAS SO COOL.

THEY DID JUST JUST A WONDERFUL JOB.

OKAY. SO, AND THEN THE PEOPLE THAT PRESENTED THE REPORT, THEY JUST DID A ONE HOUR TEAM, YOU KNOW, SHARED SOME STUFF ABOUT THE SCHOOL AND OUR IN OUR DISTRICT, AND THE KIDS JUST REPRESENTED US.

SO IT MAKES YOU PROUD, YOU KNOW, KIND OF A THING.

IT JUST MAKES YOU PROUD, AND THEN AND THEN WE HAD THE WSSDA MEETING, WHICH, YOU KNOW, I'M KIND OF WENT DOWN FROM, YOU KNOW.

NO, I'M A SNOOZER ON MEETINGS, YOU KNOW? OKAY. SO IT WAS YOUR, YOU KNOW, TYPICAL KIND OF STUFF BUT OUR TEAM DID JUST A WONDERFUL JOB.

SO PROUD TO HAVE US HAVE THEM THERE.

OH, I WASN'T SURE IF YOU WERE DONE.

OKAY. WELL, YOU NEVER KNOW.

NO. YEAH. I THINK GOING IN AND HAVING, LIKE, THERE'S, LIKE, THE JAZZ BAND PLAYING, IT WAS LIKE THE WHAT DO YOU CALL IT WHEN IT'S THE COMBO JAZZ BAND? AND SO THERE WERE A COUPLE OF MIDDLE SCHOOLERS, A COUPLE HIGH SCHOOLERS.

IT WAS VERY IT WAS VERY COOL.

IT WAS IT WAS KIND OF LOUD, BUT IT WAS LIKE IT'S ALSO REALLY NICE THAT IT WAS LOUD.

IT WAS IT FELT VERY FANCY, AND THEN THE MEAL WAS SUPER FANCY AND THE TALK WAS REALLY GOOD THAT WE HAD.

IT WAS ABOUT LIKE, WELL, IT WAS KIND OF ALL OVER THE PLACE, BUT A LOT OF IT WAS ABOUT LIKE, I DON'T REMEMBER THE EXACT WORD, BUT IT WAS LIKE CONFLICT INTO I GOT IT. YOU KNOW WHAT I'M TALKING ABOUT.

YEAH, CONFLICT INTO IT.

HAD THIS COOL CONVERSATION, CONFLICT INTO CONVERSATION.

IT WAS BASICALLY ABOUT HOW TO HANDLE THINGS LIKE WITH DIGNITY AND WITH.

I MEAN, WE TALKED ABOUT DIGNITY A LOT, BUT LIKE WHEN FACED WITH CONFLICT AS A BOARD, LIKE HOW TO HANDLE THEM AND HOW YOU'VE HANDLED THEM IN THE PAST AND HOW TO MOVE FORWARD FROM THAT INTO A PRODUCTIVE CONVERSATION, AND THAT WAS VERY GOOD.

THERE WERE SOME PARTS WHERE I WAS LIKE, OKAY, SOMETIMES AS A STUDENT, YOU DO GET LOST BECAUSE IT'S LIKE, OKAY, WELL, THEY'RE TALKING ABOUT LIKE VERY LIKE ADULT BUSINESSY THINGS AND I'M A JUNIOR IN HIGH SCHOOL, BUT IT WAS REALLY, REALLY INFORMATIVE AND IT WAS REALLY GOOD, AND WE HAD REALLY GOOD TALKS.

SOMEBODY AT OUR TABLE WAS FROM EVERGREEN PUBLIC SCHOOLS.

I FORGET HIS NAME, BUT HE WAS A COOL GUY AND WE HAD A REALLY GOOD TALKS ABOUT LIKE, NOT REALLY.

LIKE WE DIDN'T TALK ABOUT DIRECT PROBLEMS WITH OUR DISTRICT, BUT WE TALKED ABOUT LIKE, OH, WELL, THIS IS HOW LIKE THINGS HAVE BEEN HANDLED IN THE PAST OR THIS IS HOW, YOU KNOW, AND HOW DO WE MOVE FORWARD FROM THAT AS A DISTRICT, AND THAT WAS JUST I THINK IT WAS REALLY PRODUCTIVE FOR EVERYBODY, AND IT WAS REALLY COOL.

SO WE WERE THE ONLY ONES THERE, RIGHT? NOW, DENNY IS GOING TO MAKE UP THE REST OF THE DENNY WAS AT A DIFFERENT TABLE.

YEAH, BUT I'M SORRY.

SEE, SO I'M GOING TO HAVE TO KEEP BETTER NOTES FOR MY REPORTS.

I DON'T PREPARE FOR THESE REPORTS LIKE I SHOULD.

OKAY. I HAVE TO SAY OKAY THIS BASED ON WHAT YOU JUST SAID: THE CONTENT OF WHAT THEY BROUGHT TO US WAS REALLY, ACTUALLY VERY SIGNIFICANT, OKAY, BECAUSE THEY THEY PREPARED QUITE A BIT OF MATERIAL TO HELP US MANAGE HOW TO MORE SUCCESSFULLY ESTABLISH SOME POSITIVE COMMUNICATION WITH PEOPLE YOU KNOW, AND AT THE HEART OF WHAT THEY WERE BRINGING TO US WAS THEIR CONCERN THAT THINGS ARE THERE'RE HIGH LEVELS OF CONFLICT AND ALL THE THINGS THAT WE DO AND SO THEY PROVIDED US WITH ONE THING THAT WAS A REALLY IMPORTANT TOOL THAT WE ALL SHOULD USE, AND WE SHOULD TALK ABOUT MORE HERE, NOT BECAUSE WE HAVE CONFLICT, BUT BECAUSE IT'S A TOOL THAT WE CAN INDIVIDUALLY BENEFIT FROM, AND THAT IS A TOOL TO ASSESS WHEN I BRING SOMETHING FORWARD, LIKE I COME HERE TO SPEAK FOR THREE MINUTES THAT I DID SO MANY TIMES, I COULD USE THIS TOOL TO EVALUATE MYSELF, TO SEE HOW WELL I AM TRYING TO MANEUVER THROUGH MAKING POSITIVE, SUPPORTIVE STATEMENTS THAT CAN BRING SOME PROGRESS RATHER THAN CONTRIBUTING TO JUST CONFLICT, YOU KNOW AND SO I REALLY TAKE TO HEART USING THAT TOOL.

I HOPE WE WILL ACTUALLY SPEND A LITTLE BIT OF TIME TALKING ABOUT IT SOME MORE, BECAUSE IT'S A VERY IT WAS VERY POWERFUL.

I THOUGHT, AND I'M GOING TO USE IT MYSELF TO IMPROVE MY ABILITY TO STAY OUT OF CONFLICT AND BE REAL POSITIVE IN CONVERSATION, YOU KNOW, AND SUPPORTIVE.

I DON'T KNOW HOW ELSE TO SAY IT RIGHT NOW.

I'M NOT A VERY GOOD JOB, BUT IT WAS A GOOD THING.

REALLY GOOD. SORA, DID YOU HAVE ANYTHING TO ADD? YEAH.

NO. YOU'RE GOOD.

THEY BOTH KIND OF COVERED IT.

LIKE THEY SAID, THE MEAL WAS REALLY GREAT.

IT WAS AFTER WE JUDGED THE CHEF COMPETITION, TOO.

SO THAT WAS AN AFTERNOON OF A LOT OF A LOT OF GOOD FOOD AND YEAH, WHAT THEY TALKED ABOUT WITH THE DIGNITY INDEX, I THINK THEY CALLED IT WAS ACTUALLY REALLY HELPFUL. KIND OF JUST REMEMBERING TO TAKE A MOMENT TO SELF-REFLECT ON WHATEVER YOU'RE SUBMITTING OR SENDING OR SAYING IN REAL LIFE

[00:55:05]

TO DETERMINE IF YOU'RE REALLY ACTING WITH THE DIGNITY THAT YOU SHOULD.

I THINK THAT'S SOMETHING THAT WE CAN USE DURING BOARD MEETINGS, AND ALSO JUST IN EVERYDAY LIFE, EVERYONE COULD BENEFIT FROM THAT.

SO YEAH, THAT WAS PRETTY COOL TO SIT THROUGH ACTUALLY.

GOOD. WELL SAID. I'LL JUST ADD THAT THEY THERE WAS A LOT ABOUT DIGNITY.

THEY GAVE US A HOW TO DISAGREE WITH DIGNITY CHART, AND SO JUST KIND OF GOING FROM BLUE, GREEN, YELLOW, ORANGE BACK TO RED. SO IT IS PRETTY POWERFUL.

I THINK THE TOOL THAT YOU WERE TALKING TO TERRY, WAS THE CHAT GPT TOOL TO KIND OF ANALYZE THAT YOUR TONE AND LIKE, IF YOU'RE WRITING AN EMAIL, BUT THEY GAVE US PHRASES TO USE.

I REALLY DID APPRECIATE THE MEETING.

IT'S ALWAYS GOOD TO GET WITH IN A LEARNING ENVIRONMENT, AND I LOVE SMALL GROUP CHATS BECAUSE IT JUST IS REALLY HELPFUL TO TALK THROUGH SOME OF THOSE THINGS AND UNDERSTAND ALL OF OUR DIFFERENT PERSPECTIVES, YOU KNOW, AND REALLY JUST FIGURE THAT OUT.

THE FOOD WAS AMAZING.

THE JAZZ BAND WAS AMAZING.

WE REALLY KNOCKED IT OUT OF THE PARK THAT OUR TEAM THAT PUT IT TOGETHER, AND SO YEAH, I JUST I REALLY APPRECIATED LYNNELL'S PRESENTATION. SHE DID A FANTASTIC JOB JUST EXPLAINING YOU KNOW, AND, DAVID, THANK YOU.

I WAS GONNA SAY AND MIKE, AND I'M LIKE, THAT'S NOT RIGHT, SO IT'S NOT COMING OUT, BUT THEY DID A REALLY.

IT'S ALL RIGHT.

I'LL JUST GIVE THE CREDIT TO WHOEVER'S HERE.

[CHUCKLING] I KNOW I GOT HER RIGHT, BUT IT WAS A GREAT EVENING, AND TERRY'S RIGHT, MEETINGS CAN GET KIND OF MONOTONOUS, BUT THIS ONE WAS VERY ENGAGING, AND IT KEPT US GOING THROUGHOUT THE WHOLE THING, AND I APPRECIATED THAT.

SO IT WAS GOOD TO SEE OUR COLLEAGUES.

YEAH. THANK YOU FOR THAT.

DENNY, SHELLY, ANYTHING YOU WANTED TO ADD? NO. I THINK YOU GUYS COVERED IT.

OKAY. ALL RIGHT.

THEN ANY OTHER DIRECTOR REPORTS BEFORE WE MOVE ON?

[6. Superintendent and Staff Updates]

HEARING NONE, WE WILL MOVE ON TO SUPERINTENDENT AND STAFF UPDATES AND THE SUPERINTENDENT REPORT.

YEAH. THANK YOU. JUST ONE QUICK THING.

I DO WANT TO THANK GENE FRITZ ON THE BG CULINARY PROGRAM FOR HELPING US OUT GREATLY THERE, AND THEN GREG MCKELVEY FROM THE BG BAND PROGRAM, AND ESPECIALLY THE JAZZ BAND JAZZ COMBO WAS ABSOLUTELY FANTASTIC.

SO THANKS FOR HELPING MAKE THE NIGHT SPECIAL, AND THEN LYNNELL AND DAVID, OF COURSE, I WANTED TO TALK BRIEFLY.

I WANT TO SPEND THE MAJORITY OF MY REPORT TALKING ABOUT THE BUDGET CUTS, WHICH WE WILL ANNOUNCE TOMORROW.

I GAVE A COPY OF AN OUTLINE OF WHAT THOSE CUTS WERE THEY'RE COMING FROM, BUT WE'LL TALK IN MORE DETAIL ABOUT THAT BUT BEFORE I GET INTO THAT, I JUST WANTED TO MENTION REAL BRIEFLY THAT WE DID HAVE A CITIZENS ADVISORY COMMITTEE MEETING.

THE AGENDA FOR THAT MEETING WAS WE DEBRIEFED ON THE LEVY VOTE, WHAT IT MEANT AND HOW THOSE PROJECTS WOULD GET UNDERWAY.

WE ALSO HAD AN OPPORTUNITY AND SPENT A GOOD AMOUNT OF TIME DEBRIEFING ON THE TEACHER PANEL, WHICH WE PRESENTED IN FEBRUARY, AND SO IN THIS MARCH MEETING, WE DEBRIEFED ON THAT A LOT OF GOOD DISCUSSION.

THE MAIN FOCUS OF THE DISCUSSION WAS ON HOW DO WE SUPPORT TEACHERS IN MANAGING BEHAVIOR IN THEIR CLASSROOMS AND GET PARENTS MORE INVOLVED IN THAT ASPECT, AND THEN ALSO JUST THE GENERAL CONCERNS ABOUT SAFETY AND OUR SAFETY PROCESSES.

THAT CAME OUT AND THEN WE SPENT THE REST OF THE MEETING, ALLISON AND DAVE CRESAP, AND WAS AMY THERE? AMY FREDERICKS? NO JUST ALLISON AND DAVE.

SEE, I'M USED TO SEEING AMY.

YEAH. ALLISON AND DAVE WERE SO KIND TO JOIN US AND TALK ABOUT OUR CURRICULUM ADOPTIONS AND MORE SO THAN JUST THE PROCESS.

WE'RE TALKING ABOUT THE SPECIFIC ADOPTIONS THAT WE'VE UNDERTAKEN IN THE LAST FEW YEARS, THE MATH, THE ELA ADOPTION, THE SOCIAL STUDIES ADOPTION, AND ACTUALLY BROUGHT ALL OF THE MATERIALS FOR OUR PARENT GROUP TO GO THROUGH WHICH WHICH THEY REALLY APPRECIATE AND GOT TO TAKE A LOOK AT IT AND ASK QUESTIONS, AND SO A VERY, VERY GOOD MEETING.

NOW ON TO THE BUDGET CUTS.

AS WE TALKED ABOUT IN OUR IN THE SPECIAL MEETING THAT WE HAD PRIOR TO OUR LAST BOARD MEETING.

SO IN EARLIER THIS MONTH IN, IN MARCH, WE TALKED ABOUT THE IDEA THAT WE HAVE $7.2 MILLION WORTH

[01:00:06]

OF ESSER FUNDS AND $1.3 MILLION IN LOST FEDERAL TITLE FUNDS THAT WE WILL NOT HAVE GOING INTO NEXT YEAR.

SO THAT AMOUNTS TO EIGHT.

POINT $5 MILLION THAT WE WERE, WE WOULD HAVE A SHORTFALL IN, AND THAT WAS TAKING INTO ACCOUNT SPENDING SOME OF OUR THE MONIES THAT WE HAVE IN RESERVE IN OUR FUND BALANCE.

WE TALKED LAST TIME ABOUT THE BOARD ALLOWING US TO ACCESS 1% OF OUR 6% MANDATORY FUND BALANCE AS OUTLINED IN BOARD POLICY.

THIS IS UNASSIGNED MONIES, AND THE BOARD KIND OF GAVE US THE HEAD NOD THAT THEY WOULD BE OKAY WITH THAT. I WILL TELL YOU THAT WITH ALL OF THIS WORK BEING DONE, WE HAVE SPOKEN TO OUR ATTORNEY ABOUT THE THINGS THAT WE NEED TO DO WITH OUR BOARD POLICY TO FIX THAT.

WE JUST HAVEN'T HAD A TIME TO GET TO IT WITH EVERYTHING ELSE THAT'S GOING ON.

SO I WANTED THE BOARD TO KNOW THAT WE ARE WORKING, THAT WE'LL HAVE A RECOMMENDATION FOR YOU EITHER AT THE NEXT MEETING OR THE MEETING AFTER THAT.

SO THE BOARD ALLOWED US TO ACCESS 1% OF OUR CURRENT FUND BALANCE OF JUST SHORT OF 14 MILLION, REPRESENTS $2.3 MILLION.

SO WITH THE 8.5 THAT WE NEEDED TO CUT MINUS THE 2.3 BY ACCESSING THE ASSIGNED FUND BALANCE, THAT LEFT US WITH MAKING BUDGET CUTS OF $6.2 MILLION, WHICH BASICALLY REPRESENTS 3% OF OUR ENTIRE DISTRICT BUDGET.

WHEN WE LOOK AROUND AND WE SEE WHAT'S GOING ON IN OTHER DISTRICTS, WE REALIZE THAT AS PAINFUL AS $6.2 MILLION IS, IS IN CUTS, IT IS FAR LESS THAN SOME OF OUR NEIGHBORING DISTRICTS AND THE THINGS THAT THEY HAVE HAD TO GO THROUGH, AND I THINK THAT'S A REFLECTION ON THE BOARD, AND IT'S A REFLECTION ON OUR STAFF.

IT'S A REFLECTION ON HOW WE'VE BEEN ABLE TO DO THINGS IN A MANNER THAT I THINK SHOWS THAT WE ARE FISCALLY RESPONSIBLE.

AGAIN, SAYING THAT 6.2 MILLION IS STILL 6.2 MILLION WORTH OF CUTS AND IT IS PAINFUL.

I WANT YOU TO KNOW THAT WE WENT INTO THIS THINKING THAT WE WERE TRYING TO KEEP THE CUTS AS FAR AWAY AS WE COULD FROM OUR STUDENTS, AND WE ATTEMPTED TO DO THAT.

IT'S IMPOSSIBLE TO DO THAT WITH 100% CERTAINTY, THOUGH, BECAUSE THERE'S JUST THINGS THAT YOU HAVE TO CONSIDER.

WE HAVE SPLIT THE CUTS DOWN FOR YOU.

IF YOU LOOK AT THE DOCUMENT THAT WAS PROVIDED TO YOU.

WE'VE SPLIT THE CUTS INTO FOUR MAIN CATEGORIES.

THE FIRST CATEGORY IS DISTRICTWIDE MATERIALS.

YOU'LL SEE TWO GROUPINGS THERE, ONE OF INSTRUCTIONAL MATERIALS AND ONE OF TECHNOLOGY.

THE TECHNOLOGY CUTS ARE BASED OFF OF THE FUNDING WE RECEIVE FROM ESSER AND WE USE FOR THE HOTSPOTS.

IF YOU REMEMBER, WE WERE ABLE TO PROVIDE HOTSPOTS TO FAMILIES THAT NEEDED ACCESS TO THE INTERNET WHEN WE WERE ON REMOTE LEARNING, AND WE WERE ALSO ABLE TO PUT HOTSPOTS AND PROVIDE INTERNET SERVICE ON OUR BUSSES SO THAT STUDENTS WHO WANTED TO TAKE ADVANTAGE OF THE LONGER BUS RIDES COULD ACCESS THE INTERNET.

THAT WAS $131,000, AND SO WE ARE NO LONGER ABLE TO SUPPORT THOSE TWO THINGS.

SO THAT WAS THE CUT FOR TECHNOLOGY.

THE INSTRUCTIONAL MATERIALS.

THE MAIN FOCUS OF THE INSTRUCTIONAL MATERIAL CUTS ARE THE CONTRACTS THAT WE HAVE WITH NEWSELA, WITH THE IREADY MYPATH AND WITH LEXIA.

NOW, WE RECOGNIZE THAT THESE ARE TOOLS THAT ARE USED BY OUR TEACHERS.

FOR THE MOST PART, THEY WERE ADDED AS A RESOURCE FUNDED UNDER OUR ESSER PLANNING, AND THE INTERESTING THING ABOUT IT IS THAT

[01:05:05]

DEPENDING ON WHO YOU TALK TO, WHICH TEACHERS, WHICH SCHOOLS YOU TALK TO, SOME OF THEM ARE REALLY UPSET TO SEE THESE GO AWAY AND SOME OF THEM ARE NOT, AND THAT'S WHAT MADE THIS DECISION DIFFICULT.

WHAT WE HAD TO LOOK AT IS WE HAD TO LOOK AT THE USAGE RATES FOR THESE.

WE PAID FOR DISTRICTWIDE ACCESS FOR THE NEWSELA, THE IREADY AND THE MYPATH MIGHT NOT, AND THE USAGE RATES FOR THESE THREE PROGRAMS WAS NOT AS HIGH AS WE WOULD LIKE IT TO BE SEEN.

APPROXIMATELY, YOU KNOW, DEPENDING ON WHICH ONE YOU WERE LOOKING AT, EITHER 30% OF OUR TEACHERS ACCESSING IT OR UP TO 50% OF OUR TEACHERS ACCESSING IT.

SO WE WERE PAYING FOR IT FOR THE ENTIRETY OF THE DISTRICT, BUT WE WERE NOT GETTING THE USAGE THAT WE NEEDED, AND SO WE FELT LIKE THE MONEY COULD BE SPENT ELSEWHERE, AND I WOULD JUST ADD THE REASON THAT WE HAD DISTRICTWIDE ACCESS IS BECAUSE WE ADDED THOSE DURING REMOTE LEARNING AS A RESOURCE FOR REMOTE LEARNING SPECIFICALLY, SO MANY OF THOSE RESOURCES ARE INTENDED TO BE A TIER TWO OR TIER THREE INTERVENTION FOR STUDENTS THAT ARE STRUGGLING, BUT WE WERE USING THEM DURING REMOTE LEARNING FOR ALL STUDENTS TO HELP SUPPORT THE LEARNING LOSS THAT WAS GOING ON.

THE SECOND CATEGORY THAT YOU'LL SEE THERE IS DISTRICTWIDE.

OH, AND I SHOULD SAY DISTRICTWIDE MATERIALS, INCLUDING THE INSTRUCTIONAL MATERIALS AND THE TECHNOLOGY, RESULTED IN A SAVINGS OF ALMOST $500,000.

THE NEXT CATEGORY IS DISTRICTWIDE [INAUDIBLE].

YOU'LL SEE THERE. WE HAD POSITION REDUCTIONS AND CLASSIFIED STAFF OF ALMOST FOUR, 3.9, CERTIFICATED STAFF OF THREE, ADMINISTRATIVE STAFF OF THREE, AND ADMIN SUPPORT OF 2.4.

THESE DISTRICTWIDE POSITIONS INCLUDED AT THE CLASSIFIED LEVEL SOME EXTRA POSITIONS THAT WE HAD ADDED DURING ESSER, INCLUDING SECRETARIAL SUPPORT AT THE CERTIFICATED LEVEL.

THESE WERE PEOPLE THAT WERE WORKING AT DISTRICT OFFICE AND SUPPORTING SOME OF OUR INITIATIVES.

THERE WAS A TEACHER ON SPECIAL ASSIGNMENT.

WE'RE ELIMINATING THE TEACHER ACTUALLY RETURNING.

SO HER JOB, WE'RE JUST NOT FILLING HER JOB.

SHE'S RETURNING TO THE CLASSROOM.

THAT'S OUR SCIENCE TOSA, AND ALSO OUR COUNSELING.

TOSA PERSON. YEAH I WANT TO SAY TOSA, BUT WE CALL IT A COSA BECAUSE IT'S COUNSELOR ON SPECIAL ASSIGNMENT.

SO AND THEY'LL BE RETURNING TO THEIR CLASSROOM POSITIONS.

ADMINISTRATIVE, THERE WERE SOME POSITIONS.

THAT ONE POSITION WAS IN MAINTENANCE AND OPERATIONS.

ONE POSITION WAS IN TEACHING AND LEARNING.

ACTUALLY, TWO POSITIONS WERE IN TEACHING AND LEARNING THAT WERE ELIMINATED AT THE DISTRICT OFFICE LEVEL.

THE SAVINGS FOR THOSE POSITIONS AND SOME REDUCTIONS IN PROFESSIONAL DEVELOPMENT AND INTERVENTIONS.

THERE WAS A STIPEND WHICH WE WERE GIVING TO BGBA TEACHERS, AND SUCH RESULTED IN ALMOST $2 MILLION IN SAVINGS, $1.835 MILLION. THE THIRD CATEGORY WAS BUILDING SUPPORTS.

POSITION REDUCTIONS THERE INCLUDED CLASSIFIED OF 10.3, CERTIFICATED OF SEVEN, AND ADMINISTRATIVE OF ONE.

WE ELIMINATED DEAN POSITION.

THAT WAS THE ADMINISTRATIVE POSITION.

WE ELIMINATED INSTRUCTIONAL COACHES, HALF OF OUR INSTRUCTIONAL COACHES, AND THE REASON THAT INSTRUCTIONAL COACHES GOT THE THAT WE HAD TO LOOK AT INSTRUCTIONAL COACHES IS BECAUSE MANY OF OUR INSTRUCTIONAL COACHES WERE PAID FOR OUT OF THE TITLE ONE FUNDS THAT WE LOST WHEN WE WENT BELOW OUR POVERTY LEVEL, AND THEN SOME CLASSIFIED POSITIONS, INCLUDING SOME OF OUR GRAD COACHES. WE ARE NOT ELIMINATING THE PROGRAM ENTIRELY.

I'LL LET SHELLY SPEAK TO THAT.

YEAH, ONE OF THE SO WE HAD GRAD COACHES, FOR INSTANCE, PRIOR TO COVID, WE HAD ONE AT EACH HIGH SCHOOL, AND THEN WE HAD AN ADDITIONAL THREE FOUR HOURS POSITIONS, AND WHAT WHAT WE ARE GOING TO DO TO REVAMP THAT POSITION IS ONE OF THE THINGS THAT'S HAPPENED THROUGH COVID AND BEYOND IS THAT OUR ONLINE LEARNING HAS GROWN, AND ONE OF THE RESOURCES WE NEED AT BOTH OF THE HIGH SCHOOLS IS SUPPORT FOR

[01:10:02]

STUDENTS WHO ARE TAKING ONLINE CLASSES, WHETHER THAT BE CREDIT RECOVERY, UNIT RECOVERY OR ORIGINAL CREDIT.

SO WHILE STUDENTS WOULD STILL BE ENROLLED AT BGBA FOR FULL COURSES THAT THEY MIGHT BE TAKING, WE HAVE A CERTIFICATED TEACHER THAT WILL RUN THE PROGRAM AND WE WILL BE ADDING AN ONLINE LEARNING SPECIALIST, SO ONE OF THOSE GRAD COACHES AT EACH HIGH SCHOOL ARE MOVING INTO THOSE POSITIONS IN ORDER TO SUPPORT OUR STUDENT, CONTINUE TO SUPPORT OUR STUDENTS.

JUST IN A SLIGHTLY DIFFERENT WAY MOVING FORWARD.

THIS WAS A DIFFICULT DECISION.

I KNOW THAT THE SUPPORT THAT THOSE POSITIONS GIVE, I KNOW MANY OF YOU HAVE SEEN THOSE WHEN WE'RE ON THE BOARD TOUR.

IT'S A BIT HEARTBREAKING IN THAT WAY THAT, I MEAN, WE KNEW THAT THEY TWO AND A HALF WERE ESSER FUNDED, BUT WE DIDN'T REALIZE HOW RELIANT WE WOULD ALL BECOME FOR SOME OF THESE THINGS.

MANY OF THESE THINGS.

HONESTLY, IT SHOULD BE NOTED THAT MANY OF THE POSITIONS THAT ARE BEING REDUCED, THE INDIVIDUALS THAT WENT INTO THOSE POSITIONS, KNEW UP FRONT THAT THESE WERE ESSER FUNDED POSITIONS, AND THE LIKELIHOOD OF THEM ENDING AFTER THE ESSER FUNDS WENT AWAY WAS A PROBLEM. THOSE SAVINGS AMOUNTED TO A LITTLE OVER $2 MILLION, $2.1 MILLION, AND THEN THE LAST WAS BUDGETS.

WE REDUCED BUILDING BUDGETS BY 5% FOR SAVINGS OF $51,000, AND THEN WE REDUCED DEPARTMENT BUDGETS TO A SIGNIFICANT AMOUNT. EACH DEPARTMENT AND THAT AMOUNTED TO $1.76 MILLION FOR A TOTAL OF 1.815. I THINK THE HARDEST PART ON ANY OF THESE BUDGET CUTS IS THE PEOPLE PART OF IT.

THE TOTAL POSITIONS AFFECTED BY THESE CUTS WERE 30.6 POSITIONS.

THEY ARE SPREAD OUT TEN CERTIFICATED POSITIONS, 14.2 CLASSIFIED POSITIONS FOR ADMIN POSITIONS AND 2.4 AD SUPPORT POSITIONS.

WHAT I WILL SAY THOUGH, WHILE THE POSITIONS MAY BE ELIMINATED, WE EVERY SINGLE EMPLOYEE IMPACTED BY THOSE POSITION CUTS WILL HAVE THE OPPORTUNITY TO LOOK AT NEW POSITIONS FOR EMPLOYMENT OR GO BACK TO PREVIOUS ONES THAT THEY HELD.

MANY OF THE POSITIONS THAT WERE ESSER FUNDED WERE POSTED AS NON CONTINUING TO DENNY'S POINT.

THAT'S THE REASON THAT THEY KNEW THAT THEY WERE ENDING.

SO THEY WILL GO BACK INTO THE CLASSIFICATION THEY CAME FROM OR INTO SIMILAR POSITIONS.

THEY'LL PICK THROUGH A DISPLACED PROCESS.

SO AS YOU CAN SEE, THERE ARE APPROXIMATELY 500,000 FOR DISTRICTWIDE MATERIALS, 1.9 MILLION FOR DISTRICTWIDE SUPPORTS, 2.1 MILLION FOR BUILDING SUPPORTS, AND 1.8 MILLION IN A REDUCTION OF BUDGETS, FOR A TOTAL OF JUST OVER $6.2 MILLION.

ALL THE EMPLOYEES IMPACTED BY THESE CHANGES.

THESE CUTS HAVE BEEN NOTIFIED AND ARE AWARE, AND WE WILL BE SENDING OUT A RELEASE TO OUR FAMILIES AND STAFF AND OUR COMMUNITY THROUGH THE NEWSPAPERS, THE MEDIA, IN CASE THEY'RE INTERESTED T OMORROW MORNING. ANY QUESTIONS OR COMMENTS? WELL AS WE GO FORWARD IN THIS NEXT YEAR, I KNOW IT'S GOING TO BE SOME DIFFICULT ADJUSTMENTS, BUT CAN YOU KEEP US INFORMED OF HOW THIS IS IMPACTING OUR GOAL OF HIGH QUALITY INSTRUCTION? BECAUSE THAT'S A BIG CONCERN FOR ME.

YEAH, ONE OF I WILL SAY AGAIN, ALL OF THESE CUTS.

ARE DIFFICULT, BUT I WILL SAY THAT YOU KNOW, THE ONE THAT IS CLOSEST TO OUR STRATEGIC PLAN.

IT'S ACTUALLY REFERENCED IN OUR STRATEGIC PLAN IS THE IDEA OF INSTRUCTIONAL COACHING.

I WILL SAY THAT WHILE WE ARE CUTTING SEVEN POSITIONS, WE HAVE NOT ELIMINATED THE PROGRAM.

OUR PLAN IS THAT RATHER THAN HAVING AN INSTRUCTIONAL COACH AT EACH SCHOOL, WE'LL HAVE AN INSTRUCTIONAL COACH ON A CAMPUS.

SO WE'LL STILL HAVE ACCESS TO OUR INSTRUCTIONAL COACHES, BUT NOT AT THE LEVEL THAT WE WOULD LIKE IT TO BE AT.

[01:15:01]

I THINK POTENTIALLY THIS HAS A LONG TERM IMPLICATION FOR US THAT WE NEED TO KEEP OUR EYE ON.

SO THANK YOU FOR SAYING THAT.

I THINK IT, I'VE SAID THIS TO OTHER INDIVIDUALS, YOU KNOW, I WANT YOU TO KNOW, I WANT EVERYBODY TO KNOW THAT, YOU KNOW, FOR INSTANCE, WHEN WE WERE CUTTING NEWSELA OR WE WERE CUTTING, YOU KNOW, A POSITION OR WE WERE LOOKING AT TRIMMING THE DEPARTMENT BUDGET WE DIDN'T TAKE ANY OF THOSE DECISIONS LIGHTLY.

WE DID OUR RESEARCH.

WE WENT BACK AND FORTH.

WE HAD A MORE COMPREHENSIVE LIST THAT ALMOST RESULTED IN ALMOST $10 MILLION WORTH OF CUTS AND THEN WE WERE ABLE TO PUT THINGS IN PLACE WHEN WE THOUGHT WE HAD THINGS IN PLACE.

WHEN WE REACHED OUT TO OTHER STAKEHOLDERS, THEY SAID, NO, WE DON'T WANT YOU TO CUT THAT.

KEEP THIS INSTEAD, AND WE MADE ADJUSTMENTS.

THESE FINAL CUTS ARE BASED OFF OF ALMOST, YOU KNOW, A MONTH AND A HALF OF PROCESSING AND GOING THROUGH TO THAT END, MARY, I THINK IT IS INCUMBENT UPON US TO CONTINUE TO EVALUATE THESE.

AS WE GO THROUGH AND IF WE FIND OUT THAT SOMETHING WE CUT IS BEING DETRIMENTAL TO OUR PROGRESS AS A DISTRICT, I THINK WE NEED TO RECONSIDER IT, AND PERHAPS, YOU KNOW, THE PROBLEM IS, IS THAT THE MONEY'S NOT GROWING ON A TREE AND WE DON'T HAVE A PRINTING PRESS IN [INAUDIBLE], AND SO IF WE DECIDE TO KEEP A PROGRAM, IT MEANS THAT WE OFTENTIMES HAVE TO LOOK ELSEWHERE, BUT WE WILL CONTINUE TO EVALUATE OUR PROGRAMS AS WE MOVE FORWARD AND MAKE NECESSARY CHANGES, SUBTRACTION, ADDITIONS, WHATEVER IT NEEDS TO BE, BUT THANK YOU FOR BRINGING THAT UP. WELL, AND AS WE GO FORWARD AND WE GET FINAL NUMBERS AND WE, YOU KNOW, LOOK AT ENROLLMENT NEXT YEAR AND SO ON.

YEAH, I'M SURE YOU HAVE A KIND OF A PRIORITY LIST OF WHAT WILL GO BACK FIRST BECAUSE I'M THINKING ABOUT INSTRUCTIONAL COACHES AND WE TALK ABOUT CLASS SIZE, AND WE BASICALLY HAVE JUST DOUBLED THEIR CLASS SIZE.

YES. YEAH WHAT WE HAVE TO LOOK AT WHEN WE'RE LOOKING AT THINGS LIKE THAT, BECAUSE INSTRUCTIONAL COACHES IS THE PERFECT EXAMPLE.

WHAT WE DIDN'T WANT TO DO IS REMOVE AN ENTIRE PROGRAM BECAUSE IT'S SUCH A HEAVY LIFT TO START A PROGRAM.

OUR HOPE IS THAT AT SOME POINT, WE CAN RETURN THOSE POSITIONS AND GET BACK SOME OF THE MOMENTUM.

I THINK WE WILL. WE'RE GOING TO STILL MOVE FORWARD, JUST LIKE THE DAYBREAK EXAMPLE.

IT'S JUST IT MIGHT JUST BE A LITTLE BIT SLOWER THAN WE HOPED.

SO WE WILL PULL SOME JOB RESPONSIBILITIES OFF OF THEIR PLATE AND REASSIGN THEM THE WAY THEY USED TO BE ASSIGNED.

TO GIVE YOU AN EXAMPLE, MENTORING NEW TEACHERS IS SOMETHING THAT THEY HAVE TAKEN ON AS BEING ASSIGNED TO ONE BUILDING ONLY THAT USED TO BE HANDLED THROUGH THE BEST GRANT, WITH STIPENDS TO TEACHERS WHO ARE IN THE BUILDING THAT AREN'T INSTRUCTIONAL COACHES.

SO THERE ARE THINGS THAT WE CAN REMOVE SO THAT WE CAN KEEP THEIR THEIR WORK FOCUSED ON SUPPORTING TEACHER DEVELOPMENT, SUPPORTING THE IMPLEMENTATION OF THE CURRICULUM THAT WE'VE MADE A BIG INVESTMENT IN SO THAT WE CAN HAVE CONSISTENT AND GUARANTEED VIABLE CURRICULUM ACROSS THE DISTRICT.

SO WE WILL CONTINUE A LOT OF THE PRIORITIES THAT THEY HAD, BUT WE WILL HAVE TO TAILOR THOSE BACK IN HOPES THAT AT SOME POINT WE CAN ADD BACK IN WHAT'S A STRUGGLE. WHAT WILL BE A STRUGGLE IS THE CUTS.

BASICALLY PUT THEM IN HALF, RIGHT? AND IF WE WERE TO ADD THEM, IT WOULDN'T MAKE SENSE TO DO ONE HERE AND THEN WAIT A YEAR AND ONE HERE AND THEN WAIT A YEAR.

SO THE STRUGGLE WILL BE LOOKING FOR THE TICKET PRICE ON THAT.

ADDING THEM BACK IS ABOUT $1.1 MILLION, SO IT'S A PRETTY BIG PRICE TAG BUT WE WILL LOOK FOR OPTIONS TO BE ABLE TO DO THAT.

SIMILARLY, AT THE HIGH SCHOOL, ONE OF THE THINGS TWO OF THE THINGS WE LOST THE GRADUATION SUCCESS COACHES IN THE WAY THAT THEY ARE, AS WELL AS A MATH SSIA.

SO A PARAEDUCATOR THAT WORKS SPECIFICALLY TO SUPPORT STUDENTS THAT ARE STRUGGLING IN MATH, BECAUSE THAT'S SUCH A HIGH NEED AREA FOR US.

THOSE ARE POSITIONS THAT WOULD BE MUCH EASIER FOR US TO RETURN.

SHOULD WE FIND $150,000.

SO WE WILL CONTINUE TO ASSESS WHERE WE ARE AND WHAT THE NEEDS ARE ACROSS THE SYSTEM, AND WE'LL BE GETTING INPUT FROM STAKEHOLDERS TO MAKE THOSE DECISIONS AS WE KNOW WHAT ARE WE TALKING IF WE'VE GOT HOW MUCH MONEY, WHERE DOES IT MAKE THE MOST SENSE SO THAT IT CAN HAVE THE GREATEST IMPACT ON STUDENTS? SO YEAH, WE WILL DEFINITELY BE ASSESSING THAT AS WE MOVE FORWARD.

WELL, AND I FAILED TO SAY THANK YOU FOR ALL THE WORK ON THIS.

IT'S OBVIOUS THAT THERE'S BEEN A GREAT DEAL OF THOUGHT AND PLANNING THAT'S GONE INTO THIS, AND I KNOW IT REQUIRES A LOT OF STAFF TIME

[01:20:02]

AND I KNOW IT'S VERY DIFFICULT TO DO THIS.

SO THANK YOU FOR THAT.

YOU JUST TOOK THE WORDS RIGHT OUT OF MY MOUTH, MARY.

IT'S NO MYSTERY HERE HOW MUCH YOU GUYS HAVE PUT INTO THIS AND JUST UNDERSTANDING THE FACT THAT THIS COULD HAVE BEEN SIGNIFICANTLY WORSE THAN IT IS, AND THAT'S TO THE EFFORTS THAT YOU AND YOUR STAFF HAVE DONE AND THE WORK IN THE TRENCHES.

SO THANK YOU.

I FEEL REAL COMFORTABLE WITH ALL OF THIS, YOU KNOW? SO JUST A GUT REACTION.

IT'S YOU GUYS HAVE BROUGHT US TO THIS POINT THROUGH THE INFORMATION YOU'VE SHARED WITH US OVER THE TIME, AND WE GET TO THIS POINT, AND THIS REPORT IS REALLY NICE, CLEAR, EASY TO UNDERSTAND.

MAKES LOTS OF SENSE, AND I ONLY SEE THINGS THAT MAKE ME REAL CONFIDENT THAT WE'VE DONE A REALLY HARD LOOK AT THIS AND A GOOD JOB, AND I THINK YOU'RE REALLY TO BE COMMENDED, AND THE TEAM, YOU KNOW, IS TO BE COMMENDED FOR THE PEOPLE THAT PUT ALL THE WORK INTO THIS.

I CAN TALK TO SOMEONE OUTSIDE OF THIS MEETING IN THE COMMUNITY ABOUT THIS WITH SOME CLARITY AND CONFIDENCE, AND I FEEL REAL GOOD ABOUT IT, YOU KNOW.

JULIA OR SORA, ANY THOUGHTS? OBVIOUSLY, CUTS ARE HARD AND LIKE THE EXPLANATIONS FOR ALL OF THESE MADE A LOT OF SENSE TO ME, AND I THINK, LIKE, I AGREE WITH TERRY IN THAT, LIKE, I COULD EXPLAIN ALL OF THESE AND LIKE, FEEL LIKE HAVE A GOOD CONSCIENCE, YOU KNOW WHAT I MEAN? LIKE, UNDERSTAND AND I THINK THAT ANYONE LISTENING WOULD ALSO UNDERSTAND LIKE WHERE WE'RE COMING FROM IN THIS.

SO AND I APPRECIATE ALL THE WORK THAT YOU GUYS DID.

YEAH, I BASICALLY AGREE.

IT'S LIKE I'M REALLY, REALLY THANKFUL FOR YOU GUYS FOR LIKE BEING ABLE TO KIND OF MINIMIZE IT AS MUCH AS YOU COULD.

EXCEPT I THINK WE ALL KNEW IT WAS GONNA BE INEVITABLE THAT WE WOULD HAVE TO MAKE THESE CUTS, EVEN THOUGH THAT REALLY IS NOT KIND OF WHAT WE WANT TO HEAR OR KIND OF WHAT WE WANT TO APPROACH, BUT IT IS TRUE.

I THINK IT'S REALLY, REALLY WELL PLANNED OUT.

I THINK IT'S A GOOD PLAN AS A STUDENT AT LEAST, AND I HAVE NO, LIKE OBVIOUSLY I DON'T FEEL GOOD ABOUT IT.

I'M LIKE, YEAH, MAKE THE CUTS, LET'S DO MORE.

NO, I DON'T FEEL THAT WAY AT ALL, DON'T GET ME WRONG, BUT LIKE, SORRY, BUT LIKE LIKE I FEEL LIKE THIS WAS LIKE THIS PLAN IS I THINK THE BEST WAY TO GO ABOUT IT, AND I THINK IT'S THE MOST, LIKE THE LEAST HARMFUL AND THE MOST, I LOST THE WORD.

IT'S GOOD. IT'S A GOOD PLAN.

I WILL SAY I LEAVE ON THIS POSITIVE NOTE.

WE WERE ABLE TO REINSTATE ALL OF THE READING INTERVENTION SPECIALISTS AT THE PRIMARY LEVEL, AND THAT WAS WITH THE CUTS TO TITLE.

WE'RE ABLE TO CONTINUE TO PROVIDE THE EXTRA COUNSELING SUPPORT AT THE HIGH SCHOOL LEVEL AND WE WERE ABLE TO CONTINUE THE SECURITY OFFICERS THAT WE PUT IN PLACE IN EACH OF OUR MIDDLE SCHOOLS.

SO THOSE ARE THREE PROGRAMS THAT WERE IMPACTED BY THE CUTS, BUT WE MADE ADJUSTMENTS IN ORDER TO KEEP THOSE PROGRAMS. IT'S REALLY AMAZING.

I JUST COMMEND ALL THE WORK THAT WAS PUT INTO THIS, THE THOUGHT PROCESS.

IT'S HARD WHEN IT'S PEOPLE DRIVEN.

WHEN IT'S STUDENT DRIVEN, THERE'S JUST NO EASY WAY.

I'VE SHARED RIFFS MAKE ME ILL.

I MEAN, IT'S JUST HARD, BUT AT THE END OF THE DAY, THANK YOU FOR HELPING US TO LIVE WITHIN OUR MEANS.

WE OWE THAT TO OUR COMMUNITY, AND WHILE WE HAVE ACCESS TO THE MONEY TO MAKE IT ALL WORK THIS YEAR, IT'S NOT THERE NEXT YEAR.

RIGHT? AND THEN WE'RE IN THE HOLE AGAIN, AND EVEN WORSE.

SO PROACTIVELY MAKING THESE CUTS IS THE RIGHT THING TO DO, AND I FULLY SUPPORT THAT, AND SO I JUST WHILE I WANT TO RESPECTFULLY SAY IT'S HARD, I'M GRATEFUL THAT NOBODY IS FULLY LOSING.

THEY MAY BE LOSING THEIR POSITION BUT NOT THEIR JOB, AND THAT'S IMPORTANT TO ME.

I THINK IT IS NOTEWORTHY TO SAY THAT, YOU KNOW, CURRENTLY 85% OF OUR BUDGET.

PEACE FOR THE PEOPLE THAT DO THE JOB, BUT WITH THESE CUTS, YOU KNOW, IF YOU WERE TO ADD IT UP, IT'S ABOUT 40% OF THESE CUTS

[01:25:02]

IMPACT PEOPLE.

SO WE WERE ABLE TO GREATLY REDUCE THE 6.2 MILLION, ONLY 40% OF IT, YOU KNOW, IT WOULD HAVE BEEN EASY TO SAY, WELL, BECAUSE 85% OF OUR BUDGET IS PEOPLE, THAT MEANS WHEN WE MAKE THESE CUTS, IT SHOULD BE 85% OF THE CUTS SHOULD BE PEOPLE TOO, BUT IT'S NOT, AND THAT'S BECAUSE THOSE PEOPLE ARE VALUABLE RESOURCES.

WE APPRECIATE ALL THEY DO FOR THE DISTRICT.

ABSOLUTELY. THAT'S IT FOR ME.

I'M GOING TO TURN IT OVER.

YOU HAVE NOTHING, RIGHT? I DO.

YOU DO? OH, NEVER MIND.

YOU HAVE SOMETHING. SO I'M GOING TO TURN IT OVER TO TEACHING AND LEARNING.

WE DO HAVE AN UPDATE FOR YOU FROM OUR SPECIAL EDUCATION TEAM THIS EVENING.

BEFORE I GO THERE, I JUST WANT TO GIVE A SHOUT OUT TO BOTH THE HR TEAM AND THE TEACHING AND LEARNING TEAM AND OUR BUSINESS OFFICE.

THE WORK THAT HAS BEEN INVOLVED WITH THIS HAS BEEN A LOT, BUT BY THE GRACE OF THE INDIVIDUALS PROVIDING INFORMATION TO OUR IMPACTED STAFF, I JUST WANT TO THANK THEM FOR THAT BECAUSE IT THEY ARE NOT FUN CONVERSATIONS BY ANY MEANS, BUT EVERYONE HAS DONE A NICE JOB TRYING TO HELP PEOPLE UNDERSTAND THAT WHILE THE POSITION'S BEING CUT, WE STILL HONOR THE WORK THAT THEY'VE DONE AND WE APPRECIATE THEM AND WE WANT TO KEEP THEM.

SO I APPRECIATE THE STAFF'S WORK.

KELLIE, AND JEN, OH, JUST KELLIE IS GOING TO BE HERE TO TALK TO US A LITTLE BIT ABOUT POST-SCHOOL OUTCOMES FOR OUR SPECIAL EDUCATION STUDENTS.

ALL RIGHT, SO WHEN JEN AND I WERE HERE IN JANUARY, I BELIEVE IT WAS, WE TALKED A LITTLE BIT ABOUT OUR POST-SCHOOL OUTCOMES.

OUR RESULTS ARE ALWAYS A COUPLE OF YEARS DELAYED.

SO WE JUST RECENTLY GOT OUR RESULTS FOR THE 21-22 SCHOOL YEAR.

SO WE'RE GOING TO GO OVER THOSE QUICKLY TONIGHT.

SO WE DO POST SCHOOL OUTCOMES EVERY YEAR.

THE PURPOSE IS TO DETERMINE HOW SCHOOL DISTRICTS ARE DOING IN SUPPORTING OUR STUDENTS UNDER IDEA, THE FEDERAL LAW THAT GOVERNS SPECIAL EDUCATION, WE COLLECT DATA ON A VARIETY OF PERFORMANCE INDICATORS, INCLUDING ELIGIBILITY AND PLACEMENT, AND ALL FINDINGS ARE REPORTED TO THE FEDERAL GOVERNMENT.

THE REASON THAT WE LOOK AT POST-SCHOOL OUTCOMES AS SUCH A CRITICAL INDICATOR IS BECAUSE IT REALLY SHOWS HOW OUR IEPS ARE WORKING OVER THE COURSE OF A STUDENT'S CAREER IN EDUCATION. SO IT'S BASED ON THE THEORY THAT QUALITY IEPS ARE WHAT HELP OUR STUDENTS AND SPECIAL EDUCATION STAY IN SCHOOL, AND WHEN THEY STAY IN SCHOOL AND HAVE QUALITY IEPS, THEY GRADUATE FROM SCHOOL, AND WHEN THEY'VE COMPLETED THOSE THREE THINGS, THEY'RE ABLE TO HAVE POSITIVE POST SCHOOL OUTCOMES.

IT'S A SURVEY THAT HAPPENS JUNE TO NOVEMBER EVERY YEAR.

IT IS DONE VIA PHONE CALL.

SO IT'S DONE FROM OUR OFFICE.

WE CALL ALL OF OUR LEAVERS, ASK THEM SOME SPECIFIC QUESTIONS THAT WE'LL TALK ABOUT, ABOUT WHAT THEY'VE DONE IN THE YEAR SINCE THEY LEFT HIGH SCHOOL, AND THEN THAT DATA IS REVIEWED AND SENT BACK TO US.

SO LEAVERS, ARE ANY STUDENTS THAT EXIT OUR SYSTEM THE PREVIOUS YEAR BETWEEN 16 AND 21 YEARS OLD.

IT STARTS AT 16 BECAUSE THAT'S THE YEAR WE START PLANNING FOR STUDENTS TRANSITION, WHERE WE START TALKING ABOUT WHAT DO YOU WANT TO DO WHEN YOU'RE DONE WITH HIGH SCHOOL AND START BUILDING SUPPORTS INTO THEIR IEPS AROUND THOSE LIFE GOALS? THE DATA THAT WE COLLECT INCLUDES DEMOGRAPHIC INFORMATION, WHAT WORK OR SCHOOL EXPERIENCES THEY'RE GOING TO WHAT TYPE OF WORK OR SCHOOL THEY'RE DOING AND HOW MANY HOURS THAT THEY'RE EXPERIENCING EACH OF THOSE THINGS.

WE LOOK REALLY AT TWO BROAD CATEGORIES, ANY ENGAGEMENT OR NO ENGAGEMENT.

SO TO BE CONSIDERED ENGAGED, WE ASK OUR LEAVERS IF THEY'RE IN HIGHER EDUCATION, COMPETITIVE EMPLOYMENT AND OTHER TYPE OF EDUCATION OR OTHER EMPLOYMENT.

WE'LL TALK ABOUT WHAT THOSE MEAN.

SO HIGHER EDUCATION MEANS YOU'RE ENROLLED FULL OR PART TIME IN EITHER A COMMUNITY COLLEGE OR UNIVERSITY PROGRAM.

EXCUSE ME. YOU HAVE TO COMPLETE ONE TERM.

SO THERE ARE SOME SPECIFIC REQUIREMENTS AROUND HOW LONG YOU HAVE TO DO EACH OF THESE FOR COMPETITIVE EMPLOYMENT.

IT MEANS YOU GET MINIMUM WAGE OR HIGHER FOR YOUR JOB.

YOU WORK WITH PEOPLE WHO ARE DISABLED AND NON-DISABLED.

IN THAT SETTING, YOU DO 20 OR MORE HOURS A WEEK FOR 90 DAYS IN THAT YEAR, AND IT CAN INCLUDE MILITARY.

OTHER EDUCATION MEANS THAT YOU ENROLLED FULL OR PART TIME IN THINGS LIKE A VOCATIONAL PROGRAM OR ADULT ED, AND YOU HAVE TO COMPLETE ONE TERM OVER THE COURSE OF THAT YEAR.

SO FROM JUNE TO JUNE, WHEN WE CALL YOU AND OTHER EMPLOYMENT MEANS YOU'VE WORKED FOR LESS THAN MINIMUM WAGE.

OFTENTIMES THESE ARE STUDENTS WHO ARE WORKING FOR FAMILIES OR IN FAMILY JOBS OR NO ENGAGEMENT, WHICH MEANS YOU DON'T FALL INTO ANY OF THOSE CATEGORIES OR THAT YOU HAVEN'T MET THE REQUIREMENTS FOR THOSE CATEGORIES.

SO SOMETIMES WE'LL CALL AND STUDENTS WILL BE EMPLOYED OR IN COLLEGE, BUT THEY HAVEN'T MET THE TIME REQUIREMENTS.

WE HAD 100 LEAVERS IN THE 2122 SCHOOL YEAR, WE WERE ABLE TO REACH 91% OF THEM.

SO IT COMPARES IT TO THE STATE RESPONSE RATE, WHICH WAS 77.

SO WE WERE ABLE TO GET A HOLD OF MORE OF OUR LEAVERS THAN MOST OF THE STATE.

WE HAD 13% IN HIGHER EDUCATION, 51% IN COMPETITIVE EMPLOYMENT, 4% IN OTHER EDUCATION, AND ABOUT 10%

[01:30:07]

IN OTHER EMPLOYMENT.

WE HAD 20.88% OF OUR LEAVERS WHO WERE NOT ENGAGED, AND WHILE THAT NUMBER IS NOT IDEAL, IT IS ABOVE THE STATE AVERAGE AND IT IS SIGNIFICANTLY IMPROVED FROM WHERE IT WAS IN THE 20-21 SCHOOL YEAR.

SO IN THE 20-21 SCHOOL YEAR, WHICH AGAIN WAS KIND OF DURING COVID STILL, BUT THAT NO ENGAGEMENT RATE WAS 45%.

SO THIS IS A REALLY BIG DIFFERENCE FOR OUR STUDENTS AND WHAT THEY'RE DOING AFTER THEY LEAVE BATTLE GROUND PUBLIC SCHOOLS.

SO JUST A QUICK LOOK AT HOW OUR STUDENTS PERFORMED, WHETHER THEY GRADUATED OR DROPPED OUT OF SCHOOL AND WHETHER THEY ARE ENGAGED OR NOT ENGAGED AND WE CAN SEE BACK TO ONE OF THOSE FIRST SLIDES WHERE WE TALKED ABOUT QUALITY IEPS AND STUDENTS GRADUATING.

THERE'S A CORRELATION BETWEEN THEIR GRADUATION RATES AND THEIR ENGAGEMENT WHEN THEY LEAVE, AND THIS JUST LOOKS AT OUR DEMOGRAPHIC INFORMATION TO SEE IF THERE ARE ANY LARGE DISPARITIES, AND THERE THERE REALLY AREN'T ANY SIGNIFICANT DISPARITIES THERE.

SO THAT'S ALSO A REALLY GOOD SIGN FOR US AND FOR OUR TEAMS AND STUDENTS.

SO WHAT'S NEXT? WE WANT TO CONTINUE TO IMPROVE THESE RATES.

WE WANT TO CONTINUE TO SEE STUDENTS THAT LEAVE BATTLE GROUND PUBLIC SCHOOLS BEING SUCCESSFUL AND ENGAGED AFTER THEIR HIGH SCHOOL EXPERIENCE.

SO WE'RE GOING TO CONTINUE FOCUSING ON THAT CONNECTION BETWEEN OUR HIGH QUALITY IEPS AND OUR HIGH QUALITY OUTCOMES FOR STUDENTS, REALLY WORKING WITH OUR STAFF TO DRAW SOME CONNECTIONS FOR THEM IF THEY TEACH PRESCHOOL OR IF THEY TEACH HIGH SCHOOL ABOUT THAT WHOLE CONTINUUM OF SERVICES AND HOW IT ALL WORKS TOGETHER TO SUPPORT STUDENTS.

BECAUSE SOMETIMES WE CAN BECOME FOCUSED ON THE GRADE LEVEL THAT WE'RE AT.

WE ARE CONTINUING TO DO PROFESSIONAL DEVELOPMENT FOR OUR HIGH SCHOOL AND TRANSITION TEACHERS ON TRANSITION PLANNING, AND JUST LAST MONTH PARTNERED WITH DD SERVICES TO HOST A TRAINING AROUND PERSON CENTERED PLANNING.

HERE IN BATTLE GROUND, WE'RE CONTINUING TO INCREASE OUR PARTNERSHIPS WITH COMMUNITY AGENCIES.

SO WE HAVE MET WITH VOGUE REHAB AND DVR ALSO RECENTLY TO CONTINUE TO BUILD SOME OF THOSE SUPPORTS FOR OUR TEACHERS AND STUDENTS AND CONTINUING TO EXPAND OPPORTUNITIES WITHIN FUTURES.

SO THIS YEAR, WE EXPANDED TO TWO CLASSES.

WE PLAN TO CONTINUE THAT NEXT YEAR WITH THE HOPE OF HAVING A DEDICATED BUILDING THE FOLLOWING YEAR TO SUPPORT THEM AND BROADEN SOME OF THE OPPORTUNITIES WE'RE ABLE TO OFFER THEM, AND TO BE ABLE TO OFFER SERVICES TO A WIDER RANGE OF STUDENTS THAT MAY QUALIFY FOR TRANSITION SERVICES.

THE OTHER THING THAT WE'RE DOING THAT ISN'T ON HERE IS WE'RE STARTING OUR OWN PARENT ADVISORY COUNCIL, SPECIFICALLY FOR FAMILIES WHO HAVE STUDENTS IN SPECIAL EDUCATION PARTNERING WITH A PARENT WHO WAS REALLY INTERESTED IN PURSUING THAT FROM THE COMMUNITY ADVISORY COMMITTEE OR CITIZENS ADVISORY COMMITTEE THAT DENNY HAS AND WE HAVE OUR FIRST MEETING IN APRIL TO JUST KIND OF HAVE AN OPEN HOUSE AND HAVE SOME PEOPLE COME WHO MIGHT BE INTERESTED TO HELP US REALLY FORM THAT.

SO IT CAN BE A REAL PARTNERSHIP WITH PARENTS ABOUT WHAT THEY NEED AND WANT, BECAUSE SPECIAL EDUCATION IS A REALLY COMPLICATED AREA THAT NOT EVERYONE HAS A LOT OF BACKGROUND IN, AND WE WANT TO MAKE IT AS FRIENDLY OF A PROCESS AND REDUCE THE INTIMIDATION OF IT AS MUCH AS WE CAN.

THAT'S ONE OF OUR PARENTS IS A SPECIAL ED PARENT WHO'S HELPING.

YES. YEAH. THAT'S EXCELLENT.

VERY CLOSE. YEAH. THANK YOU.

THANK YOU SO MUCH. WELL. THANK YOU.

IMPRESSIVE RESULTS. THAT'S IT.

THAT GOES OVER TO HR.

SO AS MENTIONED ALREADY, IT'S BEEN A BUSY COUPLE OF WEEKS IN HR AS WELL AS THE BUSINESS OFFICE AND TEACHING AND LEARNING.

SO I WON'T GO OVER ALL THE DETAILS OF THE IMPLICATIONS OF BUDGET CUTS THAT'S ALREADY BEEN TALKED ABOUT AND MENTIONED, BUT I JUST DID WANT TO JUST MENTION THAT WE ARE CURRENTLY WORKING THROUGH THAT STAFFING PROCESS, AND SO WHAT THAT LOOKS LIKE IS AND THIS IS I THINK A COMMITMENT THAT BOTH SHELLY AND DENNY SHARED IS PERSONALLY GOING OUT AND HAVING THOSE CONVERSATIONS WITH THE STAFF WHO ARE IMPACTED, TALKING THROUGH THE PROCESS, TALKING THROUGH OPTIONS.

AGAIN, WE WANT TO REITERATE THE GOOD THE SITUATION THAT WE'RE IN THIS YEAR AND THAT WE HAVE POSITIONS FOR PEOPLE, AND SO THAT IS THAT IS GOOD NEWS, AND WE'LL CONTINUE TO SUPPORT OUR, OUR STAFF IN FINDING THOSE POSITIONS.

I ALSO WANT TO DRAW ATTENTION AGAIN TO THE PERSONNEL REPORT.

SO I THINK WE ARE ABLE TO PROVIDE THESE POSITIONS FOR PEOPLE WHO ARE DISPLACED BECAUSE WE DO HAVE PEOPLE WHO ARE RETIRING AND RESIGNING FOR A VARIETY OF DIFFERENT REASONS, AND IF YOU LOOK AT THAT PERSONNEL REPORT, THERE ARE MANY PEOPLE WHO HAVE BEEN WORKING FOR US FOR A LONG TIME AND HAVE CHOSEN TO START THIS NEXT STAGE IN THEIR LIFE, AND THAT DOES ALLOW FOR OTHER PEOPLE WHO ARE STILL PLANNING ON WORKING TO TAKE ON SOME OF THOSE POSITIONS.

SO BITTERSWEET, BUT I WANTED TO BE ABLE TO ACKNOWLEDGE THOSE THOSE INDIVIDUALS AND ALL THEIR HARD WORK THAT THEY HAVE DEDICATED AND THEIR TALENTS THAT THEY'VE DEDICATED TO OUR STUDENTS AND I THINK WE'VE ALREADY MENTIONED QUITE A FEW OF THEM TONIGHT, BAND, COMBO BAND THINGS LIKE THAT.

[01:35:01]

SO AND I THINK, JULIA, YOU WERE TRYING TO STATE THAT YOU AGREED WITH SOME OF THE DECISIONS, AND I THINK WHAT I HEARD YOU SAYING IS THAT BECAUSE THEY WERE, THEY WEREN'T AS CLOSE TO STUDENTS.

SO WE TRIED TO MAKE SURE THAT ANY CUTS THAT WERE MADE, THAT IT HAD THE LEAST IMPACT DIRECTLY ON STUDENTS, AND SO THAT'S, SO THAT WAS THAT WAS THE FRAMEWORK.

SO I THINK THAT'S WHAT YOU WERE TRYING TO CAPTURE THERE.

LASTLY, I'LL END MY HR REPORT WITH I WANT TO GIVE A SPECIAL ACKNOWLEDGMENT TO A WONDERFUL LADY SITTING OVER IN THE CORNER THERE SANDY U'REN, AND SHE IS OFTEN IN THAT CORNER, NOT BECAUSE SHE'S IN TROUBLE BUT SHE KEEPS ALL OF US IN LINE AND NOT NOT JUST DURING THIS TIME HERE, BUT KEEPS DENNY IN LINE, WHICH IS A FULL TIME JOB.

THERE'S A LOT OF WORK THAT COMES INTO THAT HAPPENS PRIOR TO THESE EVENINGS, PRIOR TO THE BOARD MEETINGS, AND THIS IS SANDY'S LAST BOARD MEETING.

SHE IS GOING TO.

YES. NO TEARS.

[CHUCKLING] RIGHT. SO I WANTED TO GIVE SANDY A VERY SPECIAL RECOGNITION FOR ALL OF HER HARD WORK HER TALENT AND HER CHARACTER IN PARTICULAR.

SHE IS ONE WHO JUST SHE'S VERY KIND AND HAS A VERY STRONG WORK ETHIC AND IF YOU KNOW HER, JUST A VERY JUST A VERY GOOD FRIEND.

VERY GOOD, GOOD PERSON.

SO WE WILL MISS HER, AND BUT WE'RE EXCITED THAT SHE IS GOING TO BE MOVING ON TO OTHER STAGES OF HER LIFE.

VERY ENVIOUS. CONGRATULATIONS.

THAT'S VERY NICE.

THANK YOU, THANK YOU.

YOU HAVE ABOUT FIVE MORE OF THOSE TO GO.

FIVE MORE WHAT? FIVE MORE SPEECHES OR RECOGNITIONS.

YOU SCARED HER FOR A MINUTE. [CHUCKLING] THAT WASN'T MUCH OF A SPEECH.

YOU CAN CERTAINLY JOIN US FRIDAY WHEN WE CELEBRATE HER AT NOON, IF YOU'D LIKE TO STOP BY.

THANK YOU. NO.

NO FINANCE REPORT TODAY.

SO, KEV, ANYTHING ON FACILITIES OPERATIONS? TRY THIS. ALL RIGHT, SO IF YOU'VE NOTICED WE'RE GETTING READY TO PAINT THE DISTRICT STADIUM AS WELL.

THAT WON'T HAPPEN OVER SPRING BREAK, BUT WE'LL BE PAINTING THE UPPER ROOF WHERE WE HAD TO DO SOME REPAIRS AND SOME PLYWOOD IS SHOWING NOW.

WE'RE WORKING ON BASEMENT OFFICES DOWN IN CASEE, CREATING FOUR NEW OFFICE SPACES DOWN THERE.

WE'RE GETTING READY TO PAINT THAT FACILITY THIS SUMMER.

IT'S WELL OVERDUE.

PRAIRIE HIGH SCHOOL, OUR NEW SOFTBALL FIELD.

JV SOFTBALL FIELD IS NOW BEING UTILIZED AS WELL AS THE TO THE NEW DISCUS AND JAVELIN RUNS.

WE HAD TO MOVE THOSE THAT ALLOW US TO BUILD THAT NEW SOFTBALL FIELD.

LAST THING UP GOING UP ON YACOLT THIS SPRING BREAK.

WE WILL BE PUTTING A LITTLE FENCING IN THERE IN THAT PARKING LOT WHERE THE KIDS WILL, W E'RE GOING TO SEPARATE THE KIDS WHO ARE WALKING FROM THE CROSSWALK FROM THE SCHOOL OUT TO THE TEN PLEX.

THEY'RE GOING TO BE BEHIND A FENCE NOW, SAFER.

GOOD PROJECT.

ALL RIGHT. GOOD EVENING.

GOT JUST A COUPLE OF THINGS TO SHARE WITH YOU.

GET THE SLIDES PULLED UP.

OH.

SO FIRST OF ALL, PRAIRIE'S E-SPORTS TEAM WAS RECENTLY HIGHLIGHTED IN THE REFLECTOR, AND AS YOU HEARD FROM THE TEAM A COUPLE MONTHS AGO WHEN THEY WERE HERE, IT'S A GREAT OPPORTUNITY FOR THOSE STUDENTS TO BE ENGAGED IN THEIR SCHOOL AND BUILD SOME PRIDE.

SO REALLY NICE ARTICLE ON THEM.

[01:40:02]

PRAIRIE HIGH SCHOOL ALSO HAS RECEIVED A SPECIAL OLYMPICS NATIONAL BANNER FOR BEING A UNIFIED CHAMPION SCHOOL, AND THIS IS A NATIONAL RECOGNITION.

CURRENTLY, PRAIRIE IS ONE OF ONLY TWO SCHOOLS IN SOUTHWEST WASHINGTON TO HOLD THIS DESIGNATION, SO IT'S A PRETTY BIG DEAL.

IT HIGHLIGHTS THE WAYS THAT THEY WORK TO BRING TOGETHER STUDENTS WITH AND WITHOUT DISABILITIES THROUGH SPORTS AND CLUBS AND INCLUSION, AND ON FRIDAY, THEY'RE GOING TO HOLD AN ASSEMBLY TO CELEBRATE RECEIVING THAT HONOR, AND THEN STUDENTS AT TUKES AND CHIEF MIDDLE SCHOOLS, ABOUT A THOUSAND OF THEM HAVE BEEN TRAINED IN CPR, NOW, THROUGH A PARTNERSHIP WITH THE FIRE DISTRICT THREE, THE BATTLE GROUND PREVENTION COALITION, AMERICAN HEART ASSOCIATION, PTO'S PARENTS AND STAFF ALL WORKING TOGETHER. SO IT'S PRETTY NEAT THAT ALL THOSE STUDENTS NOW HAVE THAT LIFE-SAVING SKILL, AND THEN ALSO WITH CHIEF ABOUT A DOZEN STUDENTS RECENTLY EARNED SPOTS AT THE NATIONAL HISTORY DAY COMPETITION, AND THE THEME WAS TURNING POINTS IN HISTORY, AND IF YOU GO TO THE DISTRICT WEBSITE, YOU CAN SEE SOME OF THE PROJECTS THAT THEY SUBMITTED IN THAT COMPETITION, AND THEN FINALLY, THE GRADUATION SCHEDULE FOR THIS YEAR HAS BEEN RELEASED.

THAT INFORMATION ALSO WAS ON THE DISTRICT WEBSITE AND ALL SCHOOL WEBSITES, ALONG WITH INFORMATION ABOUT BACKUP PLANS IN CASE WE HAVE INCLEMENT WEATHER.

THANK YOU. THAT'S IT FOR US.

[7. Citizens' Comments]

ALL RIGHT, NEXT UP, WE HAVE CITIZENS COMMENTS.

BEAR WITH ME FOR A FEW MINUTES WHILE I READ THE PROTOCOL FOR CITIZENS COMMENTS.

I LIKE TO DO IT EVERY COUPLE OF MONTHS JUST TO ENSURE THAT ALL OF OUR SPEAKERS KNOW OUR PROTOCOLS.

SO PLEASE FOLLOW THE PROTOCOL FOR CITIZENS COMMENTS BY COMING FORWARD TO THE PODIUM STATING YOUR NAME, LIMITING YOUR TIME TO THREE MINUTES, AND REFRAINING FROM DISCUSSING CONFIDENTIAL MATTERS.

BOARD MEMBERS DO NOT NORMALLY RESPOND TO QUESTIONS OR PETITIONS DURING CITIZENS COMMENTS.

THEY WILL LISTEN AND GIVE DIRECTION TO THE ADMINISTRATIVE TEAM.

IF ACTION IS DEEMED NECESSARY, PLEASE BE RESPECTFUL OF ALL PRESENTERS AND REFRAIN FROM CLAPPING OR MAKING ANY COMMENTS WHILE A PERSON IS PRESENTING.

BATTLE GROUND PUBLIC SCHOOLS POLICY 1400 STATES THE BOARD PRESIDENT MAY TERMINATE AN INDIVIDUAL STATEMENT WHEN THE ALLOTTED TIME HAS PASSED, AND MAY INTERRUPT A SPEAKER TO REQUIRE THE SAME STANDARD OF CIVILITY THAT THE BOARD IMPOSES ON ITSELF.

WE DO HAVE A TIMER ON THE SCREENS, AND OUR STUDENT REPRESENTATIVE, SORA, HAS A 30 SECOND WARNING, AS WELL AS A RED SIGN FOR TIME IS UP. SO WITH THAT, I WILL CALL THE FIRST SPEAKER UP, AND JOSH LINDQUIST, IF YOU'LL APPROACH THE PODIUM FIRST ON MY LIST. OKAY.

MAYBE JOSH COULDN'T STAY.

COLLEEN RUNYON.

GOOD EVENING. YOU CAN ADJUST THAT MIC IF YOU NEED TO.

THERE YOU GO. YEAH I'M SHORT.

[CHUCKLING] MY NAME IS COLLEEN RUNYON, AND I CAME TONIGHT TO INFORM YOU GUYS, IF YOU'RE NOT ALREADY AWARE AND MY CONCERNS REGARDING A STATE BILL 5517, AND IT'S A BILL THAT ALLOWS FRDU WHICH IS FREIGHT RAIL DEPENDENT USE, AND IT'S ON THE PRAIRIE RAILROAD, WHICH, YOU KNOW, RUNS THROUGH BATTLE GROUND BY LAUREN GLENWOOD SCHOOL.

MY CONCERN IS THE AREA WHERE THE OVERLAY IS BEING PUT, AND IT IS ADJACENT BETWEEN CASEE CENTER, SOME OF YOU TO THE END OF NORTHEAST LAURIN RD, AND THAT'S WHERE MY HOME IS, SMACK DAB IN THE MIDDLE OF IT.

THE FIELDS INCLUDE WHERE THEY CAN SELL FOR TO FACTORIES, BUSINESSES, AND THEY WILL USE THE RAILROAD TO TRANSPORT PRODUCTS.

WITH THIS IN CONCERN IS LIKE WE AS OF RIGHT NOW, WE DO NOT KNOW WHAT WILL BE TRANSPORTED ON THE RAILROAD.

IT WILL ALSO IMPACT TRAFFIC WITH MORE RAIL CARS OVER THE CROSSINGS, MORE BUSINESSES, WHICH MEANS MORE DELIVERY AND BUSINESS VEHICLES.

I'M ASKING THE SCHOOL BOARD MEMBERS TO LOOK AT THE BATTLE GROUND COUNCIL.

THEY'VE DONE A RESOLUTION 2404.

IT'S OPPOSING THE FRDU AND TO SUPPORT THE RESOLUTION.

I'M ALSO CONCERNED THAT THE TAX REVENUES WILL BE LESS FOR THE DISTRICT.

THE TAX VALUES OF THE HOMES ADJACENT TO THE RAILROAD WILL GO DOWN.

SO MY HOUSE VALUE WILL GO DOWN.

[01:45:01]

MY TAXES THAT I HAVE TO PAY WILL GO DOWN.

THAT WILL AFFECT THE LEVIES AND THE, YOU KNOW, THE SCHOOL TAXES THAT WE PAY.

THE OTHER THING I WANT YOU TO KNOW IS THAT I'VE LIVED ON LAURIN RD FOR 39 YEARS.

I'VE HAD THREE.

I HAVE THREE GROWN DAUGHTERS AND TWO GRANDSONS ALL ATTENDED BATTLE GROUND SCHOOL.

I ACTUALLY WORKED FOR THE DISTRICT FOR SIX YEARS AND HAVE ALWAYS SUPPORTED THE SCHOOL, AND I'VE VOTED FOR THE LEVIES AND THE BONDS AND EVEN HAD MY PARENTS AT ONE TIME WHEN THEY WERE ALIVE.

I SAID, I KNOW YOU DON'T WANT TO PAY MORE TAXES, BUT MOM, DAD, YOU GOT TO VOTE.

SCHOOLS ARE IMPORTANT.

SO AGAIN, I'M JUST ASKING THE SCHOOL BOARD JUST TO CONSIDER, AND I KNOW YOU'LL GET A COPY OF THE RESOLUTION, PROBABLY FROM THE MAYOR.

OKAY. THE HEAVY INDUSTRIAL FREIGHT LINE USE IS REALLY DETRIMENTAL, AND IT'S GOING TO REALLY IMPACT THE COMMUNITY AND THE SCHOOLS, ESPECIALLY THE LOCAL ONES THAT ARE WITHIN THE AREA CASEE CENTER, SUMMIT VIEW, LAUREN AND GLENWOOD.

SO THANK YOU FOR YOUR TIME.

THANK YOU. THANK YOU.

MARK LEED.

HELLO, MY NAME IS MARK LEED.

I'M CURRENTLY SERVING AS CHAIR OF LOO WIT GROUP OF THE SIERRA CLUB, WHICH IS THE SOUTHWEST WASHINGTON REGION OF THE SIERRA CLUB.

SO I'M REPRESENTING ABOUT 2300 CONSERVATION ADVOCATES IN SOUTHWEST WASHINGTON ABOUT, I THINK ABOUT 16 OR 1700 OF THOSE ARE HERE IN CLARK COUNTY.

I'M CONCERNED ABOUT ALL OF THE THINGS THAT COLLEEN JUST TOLD YOU ABOUT WITH REGARD TO THE FREIGHT RAIL DEPENDENT USE, IF THE COUNTY MOVES FORWARD WITH IMPLEMENTATION OF WHAT THEY CAN DO UNDER THAT LAW TO ALLOW HEAVY INDUSTRIAL DEVELOPMENT IN THE OVERLAY THAT THEY'VE DESIGNATED IN THE BRUSH PRAIRIE AREA ON BOTH SIDES OF THE RAILROAD, AND AS AN ENVIRONMENTAL ADVOCATE, I'D LIKE TO TALK ABOUT ADVERSE IMPACTS TO PUBLIC HEALTH.

I'M CONCERNED ABOUT DIESEL EMISSIONS AND ALSO ABOUT LARGE AMOUNTS OF TRUCK TRAFFIC.

WE DON'T KNOW WHAT TYPES OF HEAVY INDUSTRY COULD BE ALLOWED IN THIS ZONE, BUT ANY OF THEM COULD INVOLVE LARGE AMOUNTS OF HEAVY DUTY TRUCK TRAFFIC, LOTS OF DIESEL VEHICLES, AND I'M CONCERNED ABOUT THE IMPACTS OF THE EMISSIONS FROM THOSE ON KIDS AND ON STAFF AT LAUREN AND GLENWOOD AND SUMMIT VIEW SCHOOLS.

WE KNOW THAT CLARK COUNTY HAS A HIGH RATE OF RESPIRATORY DISEASES, INCLUDING ASTHMA, AND THOSE SORTS OF POLLUTANTS CAN AGGRAVATE ASTHMA FOR PEOPLE, ESPECIALLY YOUNG PEOPLE, AND SO THAT'S ONE OF MY MAJOR ENVIRONMENTAL CONCERNS WITH THIS POSSIBLE HEAVY INDUSTRIAL DEVELOPMENT, AND I'M ALSO CONCERNED ABOUT THE IMPACT ON WATER QUALITY, BECAUSE THERE ARE POTENTIAL LEAKS IN THAT AREA COULD IMPACT OUR UNDERGROUND AQUIFER THAT SUPPLIES OUR DRINKING WATER. SO I WOULD ALSO LIKE TO ASK YOU TO TAKE A LOOK AT THE CITY OF BATTLE GROUND'S RESOLUTION OPPOSING THE FRDU, WHICH STANDS FOR FREIGHT RAIL DEPENDENT USE, AND I'D LIKE TO ASK YOU TO EITHER MAKE A STATEMENT IN SUPPORT OF THE CITY COUNCIL'S RESOLUTION OR CRAFT YOUR OWN RESOLUTION AND THEN SEND THAT TO MAINLY TO THE COUNTY COUNCIL, BUT ALSO TO OTHER LOCAL JURISDICTIONS, AND THANK YOU FOR YOUR TIME.

THANK YOU. THANK YOU, MARK.

WENDY CLEVELAND.

GOOD EVENING. I'M WENDY CLEVELAND.

I FOUND THIS IN BACK OF MY CLOSET.

DUG IT OUT JUST FOR THE OCCASION.

[CHUCKLING] I WAS IN THE MILLENNIAL CLASS.

YOU GUYS WATCHED US GROW UP.

HERE I AM.

I'M AN ENVIRONMENTAL ADVOCATE, AND WHAT DID I LEARN IN BATTLE GROUND PUBLIC SCHOOLS? I LEARNED COMMUNITY AND WORKING IN THE COMMUNITY.

I GREW UP NEXT TO BILL GANLEY, AND HE TAUGHT ME ALL ABOUT CIVIC ENGAGEMENT, WHICH I REGULARLY USE AT THE CLARK COUNTY COUNCIL MEETINGS.

THEY'RE SO MUCH FUN, AND I'M ALSO A GRADUATE OF WSU, AND I LEARNED ABOUT COLLABORATION.

IT'S THE KEY TO ANY SUCCESS YOU HAVE TO COLLABORATE, AND SO WE ARE ALL HERE.

[01:50:03]

WE'VE WAITED FOR OUR CHANCE TO COMMENT SO THAT WE COULD INFORM YOU GUYS AND THE SIERRA CLUB, WHICH I AM I'M THE CONSERVATION CHAIR ON THE LOCAL CR CLUB. SO I'M HERE TONIGHT TO SHARE MY CONCERNS ABOUT THE IMPLEMENTATION OF THE FREIGHT RAIL DEPENDENT USE OVERLAY ON THE 400 ACRES SURROUNDING GLENWOOD ELEMENTARY AND LAURIN MIDDLE SCHOOL THAT SITS SMACK DAB IN THE CENTER OF THIS INDUSTRIAL OVERLAY.

WE ARE TALKING HEAVY INDUSTRIAL BEING ALLOWED WITH A 20 FOOT BUFFER TO THE SCHOOL PROPERTIES.

IF YOU HAVE THAT AS ONE OF YOUR MOST USED SPORTS FIELDS.

I HAVE MANY CONCERNS ABOUT YOUR THE SAFETY OF THE KIDS EVEN PLAYING ON THOSE SPORTS FIELDS WHEN FIRST RESPONDERS, IF THERE'S ANY SORT OF ACCIDENT, MAY NOT EVEN BE ABLE TO GET TO THE SCHOOL IF THERE'S TRAINS WAITING TO GET INTO ONE OF THE BY THE WAY, ALMOST 20 FACTORIES CAN FIT IN THOSE 400 ACRES.

THERE CAN BE 200 OR MORE AVERAGE WORKERS PER FACTORY.

ALL OF THAT HAS TO DUMP ONTO 134TH, AND I DON'T KNOW IF ANY OF YOU HAVE DRIVEN ON 134TH IN PICKUP AND DROP OFF, BUT IT IS INTENSE.

THERE ARE MILES OF CARS.

LET'S ADD TO THAT MAYBE UPWARDS OF 4000 PROJECTION FEAR MONGERING HERE, BUT YOU KNOW, 4000 WORKERS TRYING TO GET IN AND OUT OF THOSE FACTORIES, AND WE ALSO HAVE TRAINS CROSSING THE ROAD.

WHAT IF THEY'RE WAITING TO GET INTO ONE OF THOSE THINGS, AND THEIR SCHOOL BUSSES CAN'T EVEN DELIVER KIDS TO SCHOOL? EMERGENCY VEHICLES CAN'T GET ACROSS 134TH TO GET TO THE SCHOOL, LIKE I SAID.

I HAVE OTHER CONCERNS, AS MARK SAID, THE POTENTIAL AIR AND NOISE POLLUTION.

LET'S TRY LEARNING IN A SCHOOL WHEN WE COULD HAVE A CONCRETE PLANT, A METHANOL REFINERY.

IT DOESN'T, HEAVY INDUSTRIAL SKY'S THE LIMIT.

THE ONLY THING NOT ALLOWED UNDER CLARK COUNTY'S RULES OR THE STATE RULES IS OIL TRAINS, LIKE OIL REFINERIES.

THAT'S IT. YOU HAVE A GAS REFINERY THERE.

THE WORLD'S LARGEST FRACK GAS AND METHANOL PLANT, WANTED TO COME INTO KALAMA AND THEY STOPPED IT.

WHAT'S TO SAY THEY DON'T WANT TO COME IN HERE? DO YOU KNOW THAT THE PIPELINE THAT THEY WANTED TO USE IN KALAMA RUNS UNDER THAT FIELD NEXT TO LAURIN MIDDLE SCHOOL IN GLENWOOD? WE COULD HAVE THAT COMPANY FROM CHINA TRYING TO GET IN HERE.

I DON'T KNOW WHAT'S COMING, BUT NEITHER DOES THE COUNTY.

ALL RIGHT. THANKS. DAVE TERRY.

ALL RIGHT. DAVE TERRY, BATTLE GROUND RESIDENT.

HOPE YOU'RE NOT SICK OF TALKING ABOUT THE FRDU.

I JUST WANTED TO SAY A FEW THINGS THAT WERE KIND OF SCHOOL SPECIFIC.

YOU KNOW, WE'RE MOVING FROM A WORLD WHERE THE RAILROADS MOVING BETWEEN 5 AND 700 CARS PER YEAR TO A WORLD WHERE IT COULD BE, YOU KNOW, 25,000 CARS A DAY.

WE DON'T KNOW HOW MANY. IT'S GOING TO START OUT WITH GRAVEL AT FIRST, BUT IT CAN MOVE UP TO, AS THE PREVIOUS SPEAKER SAID, MANY OTHER THINGS.

IT IS HEAVY INDUSTRIAL, WHICH COULD INCLUDE THINGS LIKE NATURAL GAS DISTRIBUTION, CHEMICAL MANUFACTURING, PHARMA, PLASTIC, RUBBER, ELECTRONIC AND COMPUTER MANUFACTURING AND MORE, AND OBVIOUSLY THAT COULD CAUSE A LOT MORE HAZARDOUS THINGS TO BE ON THE TRACKS AND MADE LOCALLY THAN IS BEING DONE TODAY.

THREE OF OUR SCHOOLS ARE WHAT I CALL IN THE BLAST ZONE, WHICH GLENWOOD PRIMARY SCHOOL, HALF A MILE AWAY.

LAURIN MIDDLE SCHOOL, HALF MILE FROM THE TRACKS.

SUMMIT VIEW SCHOOL, 450FT FROM THE RAILROAD TRACKS.

SO THOSE ARE, YOU KNOW, ALL DANGEROUSLY CLOSE TO WHATEVER'S GOING TO BE TRANSFERRED ON THOSE TRACKS, AND AGAIN, WE DON'T KNOW TODAY, BUT ONCE WE OPEN THIS UP, ANYTHING CAN BE BROUGHT INTO THAT INDUSTRIAL, HAVE AN INDUSTRIAL ZONE.

SO WE'D LIKE TO KILL THAT AS SOON AS POSSIBLE.

WE DON'T KNOW WHAT WILL END UP BEING THERE.

SO, YOU KNOW, AND IN TERMS OF EVEN THE TAXPAYERS YOU KNOW, WHAT IS THIS GOING TO DO TO OUR SCHOOL DISTRICTS? ARE PARENTS ARE GOING TO STOP SENDING THEIR KIDS TO THESE SCHOOLS? WILL TEACHERS AND OTHER EMPLOYEES DECIDE THAT THEY DON'T WANT TO WORK THERE? MAYBE THERE'LL BE MITIGATION FOR THESE PROBLEMS, BUT THEY'LL BE TOO COSTLY TO IMPLEMENT WITH OUR ALREADY TIGHT BUDGETS, YOU KNOW, AND WITH IN LIGHT OF ALL THESE PROBLEMS, THERE'S NO WINNERS FOR OUR SCHOOLS, THERE'S NO WINNERS FOR OUR STUDENTS, THERE'S NO WINNERS FOR ANYBODY IN THIS.

SO AGAIN, I'D REALLY LIKE TO ASK YOU GUYS TO SIGN ON TO THE BATTLE GROUND RESOLUTION TO THE CITY COUNCIL RESOLUTION OR PROPOSE YOUR OWN, AND PLEASE JOIN IN THE REST OF US IN TRYING TO KEEP THIS TERRIBLE PROJECT OUT OF OUR COMMUNITY.

THANK YOU VERY MUCH.

THANK YOU. THANK YOU. JEFF COX.

[01:55:10]

GOOD EVENING. MY NAME IS JEFF COX.

I'M HERE TO DISCUSS AND SHARE SOME INFORMATION WITH YOU ALL ON THE FRDU.

I DON'T HAVE A LOT TO ADD TO WHAT THE PREVIOUS PRESENTERS HAVE SAID, BUT I WOULD ASK THAT THE CITY, THE SCHOOL BOARD, THE CITY OF BATTLE GROUND CONSIDER ADOPTING THE RESOLUTION PUT FORTH BY THE CITY COUNCIL, AND THE REASON FOR THIS IS THE SIGNIFICANT DETRIMENT TO THE CITY OF OR THE BATTLE GROUND SCHOOL DISTRICT, SPECIFICALLY THE LAURIN MIDDLE SCHOOL, GLENWOOD ELEMENTARY SCHOOL, SUMMIT VIEW, AND AS WE ALL KNOW, RIGHT NEXT TO SUMMIT VIEW IS THE BATTLE GROUND DISTRICT OFFICES, AND THOSE ARE BASICALLY 100FT FROM THE BOUNDARY OF THE FRDU, BUT ONE THING I DO HAVE TO ADD, I CAN PROVIDE LATER, IF YOU WANT, IS A PICTURE OF THE PICTURE OF THE OVERLAY, WHICH TELLS A VIVID STORY, AND IF WE WANTED TO PASS IT AROUND, WE COULD KIND OF LOOK AT IT REAL QUICK THERE.

TOMORROW EVENING THE CLARK COUNTY COUNCIL WILL BE TAKING A VOTE DIRECTING BRK CONSULTING TO DEVELOP REGULATIONS AND STANDARDS FOR IMPLEMENTING FREIGHT RAIL DEPENDENT USES.

THE DIRECTION IS BASED ON AUGUST 16TH, 2023 AGREEMENT BY THE COUNTY COUNCIL TO INCLUDE OPTION SIX AS RELATED TO THE 2018 FRDU PLAN TO INCLUDE HEAVY INDUSTRIAL AS A PERMITTED USE ON FRDU COMPLIANT PROPERTY, AS WELL AS A 500 FOOT ADJACENCY TO THE RAIL TRACKS AS CRITERIA FOR CONSIDERATION OF THE FRDU PROPERTY AND THE PUBLISHED OVERLAY WHICH YOU HAVE BEFORE YOU.

I HAVE SIGNIFICANT CONCERNS ABOUT THE RISK TO THE STUDENTS AND ANY OCCUPANTS OF THE SPECIFICALLY THESE THREE SCHOOLS AND THE ONE OFFICE BUILDING.

WE HAVE HEALTH ISSUES RELATED TO THE FACTORIES OF UNKNOWN TYPES, SAFETY ISSUES RELATED TO THE HEAVY INDUSTRIAL USES WITHIN 20FT OF THE LAURIN MIDDLE SCHOOL AND THE GLENWOOD MIDDLE SCHOOL PRIMARY CAMPUSES, SAFETY ISSUES RELATED TO CLOSE PROXIMITY OF SCHOOLS TO THE RAILROAD TRACKS AND POTENTIAL DERAILMENTS.

SAFETY ISSUES OF LONG TRAINS BLOCKING INGRESS EGRESS OF ROADS ADJACENT TO THE SCHOOLS.

ADDITIONALLY, ENVIRONMENTAL SAFETY, QUALITY OF EDUCATION, HEALTH ISSUES DUE TO INDUSTRIES PERMITTED BY HEAVY INDUSTRY AND RAIL INDUSTRIAL, AND IF YOU WANT TO, YOU CAN FIND THIS ONLINE, YOU CAN FIND IT ON THE COUNTY.

ALL THIS STUFF IS ON THE COUNTY WEBSITE, AND IT'S CALLED THE NORTH AMERICAN INDUSTRIAL CLASSIFICATION SYSTEM, WHICH IS THE TABLE OF USES OF LIGHT INDUSTRIAL, HEAVY INDUSTRIAL, RAIL INDUSTRIAL, AND THERE'S ANOTHER THERE.

MERELY LOOK AT THE PS NEXT TO HEAVY INDUSTRY, AND WE KNOW THAT LOOKING THAT WE DO NOT WANT THAT ANYWHERE NEAR OUR SCHOOLS.

THANK YOU, THANK YOU, THANK YOU.

LINDA, I'M GOING TO SAY MICHAEL OR MICHELLE.

SORRY IF I GOT IT WRONG.

GOOD EVENING. MY NAME IS LINDA MICHEL, AND I MOVED TO CLARK COUNTY 35 YEARS AGO, AND I CHOSE THE BATTLE GROUND SCHOOL DISTRICT FOR MY CHILDREN. THEY WENT TO GLENWOOD AND LAURIN AND PRAIRIE, AND AFTER BOUNCING AROUND A LITTLE BIT IN OREGON, I WAS ABLE TO TEACH IN THE BATTLE GROUND SCHOOL DISTRICT.

AT MAPLE GROVE MIDDLE, I TAUGHT ENGLISH, AMERICAN HISTORY, AND GERMAN.

SO I AM FAMILIAR AND FOND OF THE BATTLE GROUND SCHOOL DISTRICT.

I ALSO SUBSTITUTED BEFORE I WAS TEACHING AND AFTER I RETIRED.

I AM NOT A MEMBER OF THIS ORGANIZATION.

I'M A MEMBER OF THE FRIENDS OF CENTRAL VANCOUVER.

WE WERE THE ONES WHO FOUGHT THE KNIFE RIVER CONCRETE BATCH PLANT AT CURTIN CREEK WATERSHED, AND WE HAVE ALSO TAKEN ON THIS CAUSE BEING A CITIZEN HERE, I WILL BE AFFECTED BY IT, AND I KNOW THAT THE COUNTY COUNCIL IS BEING LURED INTO THIS WITH THE PROMISES OF LOTS OF MONEY FROM TAXES FROM INDUSTRIAL SITES THAT WISH TO MOVE HERE.

HOWEVER, SINCE IT'S IN NON GROWTH BOUNDARY LAND, THEY HAVE TO THE COUNTY WILL HAVE TO PROVIDE SEWER AND WATER.

I DON'T KNOW OF VERY MANY INDUSTRIAL COMPANIES THAT WANT TO LOCATE UNDER SEPTIC TANKS.

SO I THINK THAT'S KIND OF A DREAM THAT EVERYONE HAS, AND I KNOW BATTLE GROUND DISTRICT I WENT THROUGH TWO.

[02:00:06]

I WENT THROUGH THE DOUBLE LEVY FAILURE WHEN I WAS WORKING HERE.

I KNOW THAT HOW ATTRACTIVE INDUSTRY IS BECAUSE THERE IS NOT MUCH INDUSTRY IN BATTLE GROUND.

SO YOU HAVE A VERY DIFFICULT TAX BASE.

I HAVE NEVER, EVER COMPLAINED ABOUT PAYING TAXES.

I ALWAYS VOTE FOR THE LEVIES.

I ALWAYS VOTE FOR THE BONDS.

I KNOW THAT CHILDREN ARE OUR FUTURE AND I'M NOT GOING TO BE AROUND A WHOLE LOT LONGER, PROBABLY TO FIGHT FOR THAT, BUT I'M FIGHTING FOR THEM NOW, AND I HAVE TO TELL YOU HONESTLY, WITH ALL THE INFORMATION THAT I HAVE NOW ABOUT THIS, FDRU, IF I HAD THE CHOICE TO LIVE IN BATTLE GROUND SCHOOL DISTRICT THIS CLOSE TO WHAT'S GOING TO BE COMING DOWN THE PIKE, I'M NOT SURE I WOULD DO IT AND THAT WOULD BREAK MY HEART.

SO PLEASE.

HANG ON TO THE TAG TO THE COATTAILS OF THE BATTLE GROUND CITY COUNCIL OR DRAFT YOUR OWN.

I THINK YOURS WOULD BE EVEN STRONGER COMING FROM YOU, THAN IT WOULD FROM THEM AND OPPOSE THIS.

THANK YOU. THANK YOU.

MEMPHIS SORENSEN.

HI. I'M NOT HERE FOR THE FDRU.

I'M HERE FOR THE GRAD COACHES.

GREAT. GOOD EVENING.

MY NAME IS MEMPHIS SORENSON.

I'M A JUNIOR AT BATTLE GROUND HIGH SCHOOL.

I WENT TO SCHOOL ON THE 21ST OF MARCH TO FIND OUT THAT IT WASN'T GOING TO BE A NORMAL DAY.

BEFORE CLASS, I ALWAYS GO SEE MISS MCHENRY, MISS [INAUDIBLE] AND MISS GOODRICH AND SAY GOOD MORNING, SEE HOW THEY'RE DOING, AND THAT'S WHEN THEY TOLD ME THEY WON'T BE HERE FOR MY SENIOR YEAR.

THE YEAR I NEED THEM MOST.

I'VE BEEN GOING TO B14 SINCE I WAS A FRESHMAN, WHEN I WAS STRUGGLING WITH ENGLISH.

THAT IS ONE OF MY SAFE CLASSROOMS. IF I DON'T FEEL SAFE, I'M IN THERE.

THE REASON I'M HERE TONIGHT IS BECAUSE OF THE AMAZING PEOPLE IN B14.

I WOULDN'T HAVE PASSED WITHOUT THEM THE YEARS PRIOR OR THIS YEAR.

THEY MAKE SUCH AN AMAZING IMPACT ON OUR SCHOOLING BECAUSE NO MATTER WHAT, YOU'RE WELCOME THERE AS LONG AS YOU'RE HAPPY, HEALTHY, AND OF COURSE, PASSING YOUR CLASSES.

Y'ALL WOULDN'T UNDERSTAND SITTING IN YOUR DISTRICT OFFICES NOT SEEING WHAT THEY DO.

THERE'S HUGE AMOUNTS OF US IN THERE DURING CLASSES OR DURING LUNCH.

THEY NEVER JUDGE US FOR NEEDING EXTRA HELP OR HAVING IT NEEDED TO BE REPEATED MANY, MANY TIMES.

IF YOU UNDERSTAND THAT WE NEED SUPPORT AND THAT WE NEED HELP WITH OUR EDUCATION, THEN YOU WON'T TAKE AWAY OUR GRAD COACHES BECAUSE THEY DO MORE THAN YOU WILL EVER KNOW.

IF YOU TRUST US, THEN YOU'LL LISTEN.

I HAVE TWO OTHER SPEECHES THAT I CHOSE NOT TO BRING UP FROM GOOD FRIENDS OF MINE.

BECAUSE IT'S MOSTLY JUST A ANOTHER VERSION OF THIS.

IT'S MORE THAN A PLACE TO WORK AND GET HELP WITH OUR FEELINGS, BECAUSE WE CAN GO IN THERE AND VENT AND TALK AND GET HELP.

THEY'RE THERE THICK AND THIN, WHETHER IT'S ROUGHLY EMOTIONALLY OR A GREAT WEEK EDUCATIONALLY, OR IF WE GET ON A TEAM OR PASS A TEST.

THEY CELEBRATE EVERYTHING FROM BIRTHDAYS TO GETTING YOUR GRADE UP FROM MAKING SPORTS TEAM PASSING TESTS, LIKE I SAID.

THERE'S NOT ANYONE I WOULD RATHER HAVE ON MY SUPPORT TEAM THAN THE GRAD COACHES THEMSELVES.

TAKING THEM AWAY WOULD MAKE A SAFE PLACE, A STUDY ZONE, HANGOUT DURING LUNCH, AND A PLACE YOU KNOW YOU ARE WANTED AND WELCOME AWAY.

DON'T WANT THAT. TAKE AWAY B14 TAKE AWAY A PLACE MANY KIDS KNOW AS SAFE AND RESPECTFUL OF YOUR FEELINGS, IDENTITY, AND BOUNDARIES.

THANK YOU FOR HEARING ME.

HAVE A GREAT NIGHT. THANK YOU.

THANK YOU VERY MUCH.

THANK YOU. DO YOU THINK IT WOULD BE APPROPRIATE FOR STUDENTS NOT TO HAVE TO SIGN UP FOR CITIZENS COMMENTS, BUT COME DURING STUDENT VOICE, EVEN IF IT'S A CONCERN? MAYBE NOT SHARING ABOUT AN EVENT DURING THEIR SCHOOL.

CORRECT. HIS MESSAGE WAS IMPORTANT.

I HAVE NO PROBLEM WITH THAT IF WE WANT TO MAKE THAT CHANGE.

DOES ANYBODY? I'M GOOD WITH THAT.

YEAH. YOU THINK, KIDS, HOW COULD WE SHARE IT THROUGH OUR SCHOOLS?

[02:05:08]

ALL RIGHT. THANK YOU.

THERESA HARDY.

GOOD EVENING. MY NAME IS THERESA HARDY.

I'M A RETIRED ELEMENTARY SCHOOL TEACHER.

I'VE TAUGHT K THROUGH SIXTH GRADE.

I'M ALSO A MEMBER OF THE SIERRA CLUB.

I'M HERE REALLY TO ADDRESS STUDENT LEARNING.

THE TWO SCHOOLS LAURIN AND GLENWOOD ARE VERY CLOSE TO THE OVERLAY.

THE RAILROAD TRACK RUNS ALONG THEM, AND WITH THE WITH THAT SO CLOSE, THERE IS IMPACT TO STUDENT LEARNING.

WE ALL KNOW THAT STUDENTS ARE VISUAL, AUDITORY AND KINESTHETIC LEARNERS IN A COMBINATION, AND WITH THE TRAIN STOPPING AND THE NOISE FROM THE TRAIN TO WARN THE PEOPLE THAT ARE TRAVELING, THAT'S A HUGE IMPACT TO STUDENT LEARNING FOR AUDITORY LEARNERS IN ORDER TO BE ABLE TO CONTINUE TO FOCUS AND STAY ON TASK AND THEN WITH PEOPLE WAITING.

AS THE TRAINS CROSS, THERE ARE STUDENTS THAT WILL ALREADY BE IN CLASS, AND THEN THERE WILL BE STUDENTS THAT WILL BE WAITING AT THESE CROSSINGS.

SO THERE'LL BE A LOSS OF INSTRUCTIONAL TIME.

THERE WILL BE UNEQUAL ACCESS TO CURRICULUM AND THE CONTENT.

IT WILL CREATE A DISCREPANCY IN MEETING STANDARDS.

THERE ARE ALREADY GAPS IN MASTERY AS A RESULT OF COVID, BUT COVID WAS A RESULT OF A VIRUS.

THIS IS A CHOICE.

AS A COMMUNITY, WE CAN CHOOSE WHETHER WE WANT THIS RAILROAD, WHETHER WE WANT THIS OVERLAY.

WE ARE PART OF THE DECISION MAKING IN THAT WE URGE YOU, AS A SCHOOL BOARD TO ADOPT THE RESOLUTION OR SOMETHING SIMILAR TO WHAT THE CITY COUNCIL HAS ADOPTED.

THERE ARE OTHER BETTER CHOICES FOR THE USE OF THIS RAILROAD.

THERE'S ALREADY BEEN A STUDY THROUGH THE COUNTY COUNCIL FOR THE USING IT AS A FREIGHT, I MEAN AS RAILS WITH TRAILS WHICH COULD BE A CHOICE FOR THIS.

THERE'S ALSO CLIMATE IMPACTS TO THIS.

SO ONCE AGAIN, WE ENCOURAGE YOU TO REALLY STRONGLY LOOK AT THIS.

THANK YOU. THANK YOU.

JENNIFER [INAUDIBLE].

GOOD EVENING.

TONIGHT I WANT TO TALK TO YOU ONCE AGAIN ABOUT THE NEED FOR A CHANGE IN THE LIBRARY POLICY.

A CHANGE THAT WILL ELIMINATE OBSCENE MATERIALS FROM THE SCHOOL LIBRARIES.

I WANT TO GIVE YOU A VISION INTO THE FUTURE.

THIS IS WHAT CAN HAPPEN IF WE DON'T HAVE A POLICY IN PLACE.

IN JUST A QUICK SEARCH, I WAS ABLE TO FIND 18 SCHOOL DISTRICTS WITH BOOKS IN THEM THAT WOULD BE CONSIDERED OBSCENE, AND I KNOW WE HAVE SAID WE THINK MAYBE OUR POLICY IS OKAY, BUT THIS IS WHAT CAN HAPPEN IF WE DON'T HAVE A POLICY IN PLACE.

SO THIS IS FROM A BOOK CALLED FUN HOME IN THE SCHOOL LIBRARIES, AND THIS IS AVAILABLE TO KIDS AS YOUNG AS 14.

AGAIN, THIS IS FROM A BOOK CALLED GENDERQUEER.

I WAS ABLE TO FIND 18 DIFFERENT DISTRICTS THAT HAD THIS BOOK IN IT, AND THEN THIS IS FROM A BOOK CALLED THIS BOOK IS GAY.

AGAIN, 18 DIFFERENT DISTRICTS.

NOW, WHAT PARTICULARLY BOTHERS ME IS THAT IT SEEMS THAT THE TREND IS TO TARGET LGBTQ STUDENTS, AND THE REASON THIS IS DISTURBING IS BECAUSE THESE ARE STUDENTS.

THESE ARE KIDS FIRST, AND THEY NEED TO BE PROTECTED FROM OBSCENE MATERIAL JUST AS MUCH AS ANY KIDS, MAYBE EVEN MORE, BECAUSE WE FOUND THAT KIDS WHO ARE IDENTIFY AS LGBTQ.

[02:10:06]

THEY'VE GOT ISSUES WITH DEPRESSION AND SOMETIMES ABUSE WITH SELF-IDENTITY, SO THEY NEED TO BE PROTECTED. YOU KNOW, THE JOURNAL OF PSYCHOSEXUAL HEALTH STATES THAT STUDENTS HAVE NOTED THAT EARLY INTENTIONAL EXPOSURE TO PORNOGRAPHY USED IN CHILDREN ADOLESCENTS CAN LEAD TO DELINQUENT BEHAVIOR, HIGH RISK SEXUAL BEHAVIOR, AND SUBSTANCE USE.

SO IT MAY SEEM AGAIN THAT OUR POLICY IS WORKING, BUT IF WE DON'T HAVE SOMETHING IN PLACE THAT WILL GUARANTEE IN THE FUTURE OUR KIDS WON'T BE EXPOSED TO THIS TYPE OF MATERIAL, WHAT IS TO STOP IT FROM COMING INTO OUR DISTRICT? IT HASN'T STOPPED IN AT LEAST 18 OTHER DISTRICTS IN OUR STATE, AND I KNOW THERE'S GOING TO BE MANY MORE.

THANK YOU, THANK YOU, THANK YOU, THANK YOU.

EUNICE INGERMANSON.

GOOD EVENING, BOARD.

MY NAME IS EUNICE INGERMANSON AND MY PRONOUNS ARE SHE/HER? FIRST I WANT TO SAY THANK YOU TO SANDY.

I'LL MISS YOU, AND THEN I WANT TO TELL YOU, WITH ALL THE BUDGET CUTS HAPPENING I HURT WITH YOU, AND I HURT WITH THAT STUDENT WHO SPOKE, BUT AT THE SAME TIME, I APPRECIATE AND THANK YOU THAT YOU KNOW HOW TO GROW AND SHRINK, TO LIVE WITHIN THE MEANS.

SO THANK YOU FOR THAT, AND WITH ALL THE NEW HOLES OPENING UP IN.

YOU KNOW, DIFFERENT SERVICES AND POSITIONS, I'M WONDERING IF THAT'S ALSO AN OPPORTUNITY FOR INCREASED COMMUNITY ENGAGEMENT. WHAT IF WE CAN ORGANIZE COMMUNITY VOLUNTEERS TO FILL SOME OF THE GAPS? IT WON'T TAKE MONEY.

YOU JUST NEED TO DO BACKGROUND CHECKS AND TRAIN THEM.

THAT'S JUST AN IDEA.

I WANTED TO RUN BY YOU.

THANK YOU FOR ALL THAT YOU GUYS DO.

THANK YOU. THANK YOU.

THAT CONCLUDES OUR CITIZENS COMMENTS FOR THE EVENING, AND WE WILL MOVE ON TO THE CONSENT AGENDA.

[8. Consent Agenda (Board Vote w/Student Voice)]

ON TONIGHT'S CONSENT AGENDA, WE HAVE THE APPROVAL OF THE MINUTES FROM THE MARCH 11TH SPECIAL MEETING, AS WELL AS THE MARCH 11TH REGULAR MEETING.

WE HAVE PERSONNEL REPORTS, STUDENT TRAVEL, FINANCIAL REPORTS, COMPLETED PROJECTS, REQUEST FOR APPROVAL.

WE HAVE THE APPROVAL OF TL24-180 AGREEMENT WITH THE OFFICE OF THE SUPERINTENDENT OF PUBLIC INSTRUCTION AND LAST APPROVAL OF SCS 24-191. THE AGREEMENT WITH THE WASHINGTON STATE HEALTH CARE AUTHORITY.

ARE THERE ANY ITEMS ON THE CONSENT AGENDA THAT NEED FURTHER DISCUSSION SHOULD BE REMOVED OR QUESTIONS ABOUT.

I MOVE THE BOARD, APPROVE THE AGENDA AS PRESENTED.

WE HAVE A MOTION ON THE FLOOR TO APPROVE THE CONSENT AGENDA AS PRESENTED.

I WOULD LOOK TO OUR STUDENT REPRESENTATIVES FOR THEIR ADVISORY VOTE.

PRO. ANY FURTHER QUESTIONS FROM THE BOARD? HEARING NONE. ALL THOSE IN FAVOR, PLEASE SAY AYE.

AYE. ALL THOSE OPPOSED? MOTION PASSES 4 TO 0.

I'M GOING TO LOOK TO YOU GUYS TO POINT OUT SOMETHING ON THE LIST.

DID YOU HAVE ANY QUESTIONS ON IT OR NOTICE ANYTHING? YOU KNOW WHAT? THIS TIME I DIDN'T EVEN LOOK AT STUDENT [INAUDIBLE].

[CHUCKLING] I HAD LIKE TWO THINGS ON IT.

YOU GOT ME LOOKING AT IT.

I'M NOT PULLING MY WEIGHT.

OH MY GOODNESS. WAIT. LET'S LOOK RIGHT NOW.

UNIFIED BASKETBALL FROM BATTLE GROUND GOING TO STATE IN BELLEVUE.

CONGRATULATIONS. THEY WENT.

OH, THEY WENT WE ALREADY WENT.

OH HOW'D THEY DO? OH I'M BEHIND OKAY.

WELL, I'M APPROVING OF THEM GOING.

YEAH, THEY TOOK FOURTH.

THAT'S AWESOME. THAT'S AMAZING AND THEN THEY ENDED UP DOING TWO OF THE ATHLETES, DID AN ALL-STAR GAME A COUPLE OF WEEKS LATER.

NICE. OH MY GOSH, AND THEN THE PRAIRIE THE PRAIRIE BASEBALL TEAM IS ALSO GOING TO STATE.

[02:15:05]

SO CONGRATS TO THEM, AND THAT'S IN THE FUTURE OR THEY'RE PLANNING AHEAD.

YEAH MAYBE. YEAH.

OH I GUESS THEY DON'T KNOW YET.

OH MY GOSH DON'T LISTEN TO ME GUYS.

I THINK IT'S A GOOD PREDICTION.

OH NO.

THIS IS WHAT HAPPENS WHEN I PUT YOU ON THE SPOT.

I'M SO SORRY.

I HAD A REQUEST.

LAST YEAR I NOTICED ON OUR PERSONNEL REPORTS, THERE'S THE BEGINNING OF MANY RETIREMENTS.

IT'S NOT THE BEGINNING OF THEM, BUT THERE WAS A BUNCH THIS TIME, AND THEY'RE ALREADY ON IT.

SO YOU DON'T WANT ME TO SAY IT? NO, YOU CAN SAY IT. IT'S LIKE, WHOOSH, SHUT OFF.

SO ANYWAYS, THERE'S SOME VERY LONG TERM RETIREMENTS, AND I DON'T WANT TO MISS ANYBODY BY RECOGNIZING INDIVIDUALS DURING THE MEETINGS, BUT LAST YEAR, THERE WAS A SLIDESHOW, MAYBE IN JUNE ISH, THAT JUST, YOU KNOW, LENGTH OF SERVICE AND THEIR NAMES, AND IT WAS, YOU KNOW, LIKE BLOCKS OF LENGTH.

IT WAS PRETTY COOL. SO I'M JUST HOPING WE CAN DO THAT AGAIN, BUT IT SOUNDS LIKE WE'RE ALREADY ON IT.

WE'LL WORK WITH THE COMMUNICATIONS DEPARTMENT.

THANK YOU.

I'M GOING TO STOP TELLING YOU MY IDEAS.

[CHUCKLING] OKAY, I WON'T TELL ANYBODY WHAT YOU WANT US TO DO.

[CHUCKLING] MAKE SURE YOU GET THAT.

I'LL NO LONGER TELL YOU WHAT THE BOARD WANTS.

THAT'S JUST KARMA FOR ME DOING IT TO SORA.

NOW I'M ON IT. [CHUCKLING] EXACTLY.

IT IS NOW AN ANNUAL [INAUDIBLE].

FANTASTIC, I WON'T ASK AGAIN.

I WILL EXPECT FOR ONE MORE YEAR.

THAT'S NICE. ALL RIGHT.

WE HAVE NO OLD BUSINESS TONIGHT.

[10. New Business (Board Vote w/Student Voice)]

WE DO HAVE NEW BUSINESS, AND FIRST UP IS THE APPROVAL OF THE CONTRACT FOR DISTRICT STADIUM SCOREBOARD REPLACEMENT.

MR. JOLMA. THANK YOU, BOARD.

EXCUSE ME. THIS IS A PROJECT THAT'S BEEN ON THE OFFERING FOR ABOUT THREE YEARS NOW, AND IN 2021, THE ATHLETIC DIRECTORS, AS WELL AS TOM ADAMS AND A COMMITTEE DISCUSSED REPLACING THE EXISTING SCOREBOARD THAT'S AT THE STADIUM, WHICH HAS BEEN REBUILT BEFORE.

I PUT THAT IN, IN 2009.

THIS IS A NEW TYPE OF SCOREBOARD, WHICH IS REALLY COOL.

AS YOU'VE READ THROUGH MY DESCRIPTION, IT'S REALLY AKIN TO A LARGE TV, A VERY LARGE FLAT SCREEN TV, WHICH GIVES YOU COMPLETE CONTROL OF ANYTHING YOU WANT TO PUT UP ON THAT 12 OR THAT EIGHT BY 18 VIDEO SCREEN.

SO YOU COULD YOU COULD INFINITELY HAVE DIFFERENT TEMPLATES FOR TRACK OR FOR SOCCER OR FOR BASEBALL, NOT BASEBALL, BUT AND IT COULD BE USED FOR SOME OTHER THINGS, SUCH AS LIKE I MENTIONED, YOU COULD HAVE FILM NIGHT OUT THERE.

YOU COULD HAVE DURING THE, DURING THE GRADUATIONS, YOU COULD HAVE KIDS NAMES UP THERE OR AND SHOW THEM CROSSING, AND IT WAS DELAYED DUE TO COVID.

OBVIOUSLY, WE DIDN'T PLAY A LOT OF GAMES DURING THAT TIME, AND IT WASN'T VERY MUCH OF AN IMPORTANCE.

IT'S REALLY UNIQUE.

IT'S MADE UP OF APPROXIMATELY 15 BY 15 INCH MODULES.

SO THINK OF IT AS PIXELS ON A TELEVISION SCREEN.

THE MORE MORE PIXELS, THE BETTER, AND THEY'RE WATERTIGHT, OBVIOUSLY, AND MADE FOR THE, THE OUTDOORS, AND IF YOU IF WE HAVE A MODULE GO OUT YOU WILL HAVE FIVE SPARES.

IT'S A SIMPLE PLUG AND PLAY.

POP THAT OUT, PUT IT BACK IN.

THERE'LL BE TRAINING FOR ALL THE ADS AND DIFFERENT TEAMS AND LEAGUES.

PRETTY NEAT UPGRADE FOR THE STADIUM.

QUESTIONS. KEVIN, WERE YOU ABLE TO REUSE THE FOUNDATION ON THAT? YES. OKAY.

DESIGNED IT SUCH THAT WE'D BE ABLE TO REUSE THAT AND WHO KNOWS, SOMETIME IN THE YEAR, IN THE FUTURE, IT IT COULD BE MOVED TO ANOTHER LOCATION IF WE DECIDED TO UPGRADE THAT ONE.

RIGHT, BUT IT WOULD REQUIRE A FOUNDATION UPGRADE.

OKAY. JUST FOR THE BOARD'S BACKGROUND KNOWLEDGE.

AS KEVIN MENTIONED, THIS PROGRESS OR PROGRAM HAS BEEN IN THE WORKS FOR A LONG TIME, AND AS PART OF THE ATHLETIC REVIEW TEAM, I WAS INCLUDED IN THE ABILITY TO MEET WITH DIFFERENT VENDORS AND TALK ABOUT DIFFERENT PRODUCTS, AND THEN ULTIMATELY SETTLING ON DAKTRONICS.

IN FACT, MANY OF THE MEMBERS OF THE TEAM WENT OUT AND INVESTIGATED OTHER SITES WHERE THESE BOARDS WERE IN PLACE AND LOOKED AT SOME OF THE OTHER VENDORS AS WELL, AND AGAIN, ULTIMATELY SETTLED WITH DAKTRONICS.

IT'S GOING TO BE A HUGE UPGRADE FOR THE DISTRICT STADIUM, WHICH BENEFITS SO MANY DIFFERENT PEOPLE AND PROGRAMS AROUND THE DISTRICT INCLUDING

[02:20:09]

MYSELF, WHO CAN USE IT, AND WE'VE BEEN STRUGGLING WITH THE PREVIOUS BOARD FOR QUITE SOME TIME NOW.

REFEREES WON'T EVEN USE SOME OF THE FUNCTIONS OF THE EXISTING SYSTEM BECAUSE IT'S JUST CUMBERSOME AND HALF THE TIME DOESN'T EVEN WORK, AND THAT'S A BIG DISADVANTAGE FOR TEAMS THAT ARE PLAYING AT BATTLE GROUND VERSUS OTHER FACILITIES.

YOU KNOW, THINGS LIKE SHOT CLOCKS AND PLAY CLOCKS ARE REALLY IMPORTANT TO THE, YOU KNOW, TACTICAL PART OF THE GAME, AND WHEN YOU DON'T HAVE THAT ADVANTAGE IT MAKES IT TOUGHER.

SO THESE THINGS WILL BE RESOLVED IN ALL THAT.

SO IT'S A GOOD BOARD GOOD PROGRAM.

DID I MISS IT? WHAT'S THE TIMELINE ON HAVING IT IN PLACE? THIS SUMMER. OKAY.

IT'LL BE IN PLACE BY THE START OF FOOTBALL.

OR I'LL BE IN TROUBLE. [CHUCKLING] YEAH.

BY MORE THAN JUST HEAD.

NOTHING NEW. OKAY.

BY A LOT MORE THAN JUST.

IT JUST MADE ANOTHER PROMISE, DIDN'T HE? NEVER DO I PROMISE, NEVER.

THE PIECES YOU WERE SAYING, YOU'LL HAVE FIVE SPARES.

YES. SO WHEN YOU HAVE TO GET NUMBER SIX, WHAT'S THE COST ON THAT? NO IDEA. SO THE FIVE COMES AS INCLUDED IN THE PRICE.

IT COMES IN WITH IT AS FIVE SPARES.

IT CAN'T BE MUCH.

I CAN'T IMAGINE IT BEING THAT MUCH MONEY.

I WAS JUST CURIOUS. TO MY KNOWLEDGE OR MEMORY RECOLLECTION THAT THE REPLACEMENT ON BEYOND THOSE FIVE WAS ONLY ON OUR COST.

IT WAS DAMAGED FROM WHATEVER REASON.

IF IT'S JUST A MALFUNCTION ERROR, THAT WOULD BE UNDER THEIR WARRANTY ANYWAY, RIGHT? YES. YEAH. NO, THANKS.

ANY OTHER QUESTIONS ABOUT SCOREBOARD? HOW LONG WOULD IT LAST? 10 TO 12 YEAR LIFE EXPECTANCY.

IS THAT GOOD? WHAT'S THAT? IS THAT GOOD? WE GOT 15 YEARS OUT OF THE EXISTING ONE, BUT I FULLY REBUILT IT FIVE YEARS AGO, SO THAT'S NORMAL.

IS IT ON THE WEST END OR THE EAST END OF THE FIELD? WEST? YES, BY THE AUTO SHOP.

IF IT WAS ON THE EAST END OF THE FIELD, YOU MIGHT BE ABLE TO SEE IT FROM THE HIGHWAY OUT THERE.

YOU KNOW, LOOKING ACROSS, YOU COULD SEE THE BOARD OUT THERE.

IT WAS ON THE EAST END.

THEN YOU'D HAVE SUNLIGHT TO DEAL WITH, NOT AT NIGHT, AND THEN YOU COULD PUT ADVERTISING ON IT.

WELL, THAT'S ONE OF THE THINGS WE.

NO, I MEAN, YOU COULD PUT STUFF THAT YOU'D WANT EVERYBODY TO SEE OVER THE WEEKEND OUT THERE, YOU KNOW, LIKE STUFF ABOUT BONDS AND THINGS.

JUST REPOSITION THE STADIUM.

[CHUCKLING] I DIDN'T PICK THE SPOT FOR IT.

ANY OTHER QUESTIONS? I'D ENTERTAIN A MOTION.

I MOVE FOR APPROVAL OF CONTRACT FOR THE DISTRICT STADIUM SCOREBOARD REPLACEMENT.

ALL RIGHT. WE HAVE A MOTION ON THE FLOOR TO APPROVE THE CONTRACT FOR THE DISTRICT STADIUM SCOREBOARD REPLACEMENT UTILIZING THE KCDA PURCHASING COOPERATIVE.

I ASSUME YOU MEANT USING THAT WHOLE THING.

I WOULD LOOK TO OUR STUDENT REPRESENTATIVES FOR THEIR ADVISORY VOTE.

PRO. PRO. ANY FURTHER QUESTIONS OR COMMENTS FROM THE BOARD MEMBERS? ALL THOSE IN FAVOR, PLEASE SAY AYE.

AYE. ALL THOSE OPPOSED? MOTION PASSES 4 TO 0.

THANK YOU, THANK YOU.

NEXT UP WE HAVE THE REVISION OF POLICY 6215 VOUCHER CERTIFICATION AND APPROVAL MICHELLE SCOTT.

THANK YOU, BOARD.

I'M PRESENTING TONIGHT ON ASKING FOR THE REVISION OF 6215.

REALLY, THE MAIN REVISION IS THE ADDITION OF THE AUDITING COMMITTEE LANGUAGE THAT IS IN THE POLICY.

THAT HAS BEEN RECOMMENDED BY WSSDA.

IT'S NOT A NEW STATUTORY REQUIREMENT TO HAVE AN AUDITING COMMITTEE.

HOWEVER, IT HAS NEVER BEEN A FOCUS OF POLICY AND WSSDA HAS NOW MADE IT, AND THE STATE AUDITORS HAVE MADE IT A FOCUS TO FOLLOW THE RCW ON THAT SO THAT MORE SCHOOL DISTRICTS, LIKE OUR SCHOOL DISTRICT WILL HAVE AN AUDITING COMMITTEE TO WORK WITH THE BUSINESS OFFICE.

WE'VE HAD AN AUDIT COMMITTEE SINCE 2013-14.

SO THIS IS JUST MEMORIALIZING IT, AND ALSO FOR AS NEW BUSINESS OFFICERS COME IN THAT THEY REALIZE THAT THIS IS PART OF THE POLICY, AND SO I GREATLY SUPPORT THE ADDITION OF HAVING THIS IN OUR POLICY.

[02:25:06]

HAVING BEEN ON THE AUDIT COMMITTEE, I'M WONDERING AND HELP ME WITH THIS.

IF IT WOULD BE AND IT WON'T MATTER TO THE APPROVAL OF THIS POLICY BUT I'M WONDERING IF GOING FORWARD WOULD IT BE GOOD TO HAVE OUR CHARTER MEMORIALIZED IN SOME KIND OF PROCEDURE, BECAUSE THAT HAS BEEN ONE OF THE KIND OF, TO ME, CUMBERSOME PARTS OF NEW PEOPLE COMING ON.

THE AUDIT COMMITTEE IS THAT CHARTER THAT LISTS WHAT OUR RESPONSIBILITIES ARE.

SO I'M WONDERING IF IT WOULD BE GOOD TO PUT THAT INTO PROCEDURE.

DOES THIS WSSDA POLICY COME WITH A PROCEDURE? NO, IT DOES NOT HAVE A PROCEDURE ON IT.

SO, YEAH, YOU KNOW, ACTUALLY, I WOULD HAVE TO DOUBLE CHECK THAT.

LET ME DOUBLE CHECK THAT, BUT WE CAN CERTAINLY ADD IN THE PROCEDURE FOR THE CHARTER.

YEAH. IT'S JUST BEEN ONE OF THOSE THINGS I MEAN YOU KNOW, IT'S BEEN A LITTLE BIT THERE IS ACTUALLY A PROCEDURE WITH THIS DENNY.

YES. OKAY. YEAH.

IT MIGHT BE GOOD TO LOOK AT THE PROCEDURE AND SEE IF IT MATCHES WHAT WE'RE DOING.

YEAH. GREAT IDEA.

THAT'S A GREAT IDEA. ANY OTHER QUESTIONS? I MOVE THE BOARD OF DIRECTORS APPROVE THE REVISION OF POLICY 6215 VOUCHER CERTIFICATION AND APPROVAL.

OKAY. WE HAVE A MOTION ON THE FLOOR TO APPROVE THE REVISION OF POLICY 6215 VOUCHER CERTIFICATION AND APPROVAL.

LOOK TO OUR STUDENT REPRESENTATIVES FOR THEIR ADVISORY VOTE.

PRO. ANY FURTHER QUESTIONS OR COMMENTS FROM THE BOARD? HEARING NONE. ALL THOSE IN FAVOR, PLEASE SAY AYE.

AYE. ALL THOSE OPPOSED? MOTION PASSES 4 TO 0.

THANK YOU. ALL RIGHT.

[11. Future Agenda Items and Board Events]

WE HAVE FUTURE AGENDA ITEMS AND EVENTS BEFORE OR IF WE EVEN NEED TO GO OVER THE LIST.

JUST LIKE TO TAKE A MINUTE FOR THE BOARD TO SAY ANYTHING THEY MIGHT WANT TO SAY TO SANDY AND RECOGNIZE THAT THIS IS HER LAST MEETING.

YOU DO SO MUCH FOR US, AND IT JUST MEANS SO MUCH, AND SO JUST TO HONOR YOU FOR A COUPLE OF MINUTES ONE LAST TIME.

THANK YOU. THANK YOU.

I'M REALLY GOING TO MISS YOU GUYS.

NOT SAYING I'M GOING TO TUNE IN ON A MONDAY AND WATCH THE BOARD MEETING [CHUCKLING] YOU WON'T MISS US THAT MUCH.

YEAH, BUT, YOU KNOW, YOU GUYS HAVE BEEN JUST REALLY WONDERFUL TO WORK WITH, AND I'VE LEARNED SO MUCH, YOU KNOW BEING ABLE AND HAVING THE PLEASURE TO WORK WITH WONDERFUL PEOPLE.

IT'S BEEN TRULY MY PLEASURE WORKING WITH YOU ALL.

SO THANK YOU SO MUCH.

YOU'LL BE MISSED. SANDY, I JUST WANT TO SAY THAT YOU ARE THE EPITOME OF PROFESSIONALISM, AND I'VE SO APPRECIATED THAT, AND I KNOW IT'S NOT EASY WHEN YOU HAVE ALL OF THESE PEOPLE THAT YOU'RE TRYING TO HERD AND YOU ALWAYS MAKE US LOOK GOOD, YOU COVER ALL THOSE THINGS THAT WE FORGET. SO THANK YOU SO MUCH FOR SUPPORTING US IN MY NEWNESS.

IT'S HARD NOT TO BE I JUST FEEL I'M LOSING SOMEBODY WHO'S REALLY HELPED ME, YOU KNOW, GET SOMETHING ACCOMPLISHED HERE, AND NOW YOU'RE JUST LEAVING ME, YOU KNOW AND SO I'M NOT SURE.

SHE'S NOT CRYING.

I'M NOT SURE I'M GOING TO BE ABLE TO MAKE IT WITHOUT HER.

I DON'T KNOW, YOU KNOW.

YOU'LL BE IN GOOD HANDS.

I PROMISE YOU'LL BE IN GOOD HANDS.

I TRUST YOU ON THAT.

YEAH. I FEEL LIKE I'M GOING TO HAVE TO FIGURE ALL THIS STUFF OUT ON MY OWN NOW.

YEAH, EXACTLY.

YEAH. YOU KNOW WHAT? HONESTLY, THESE THINGS ARE PROBABLY GOING TO BE PLAYING IN MY MIND.

I GUESS I'M NOT SCORING ANY POINTS WITH HER I'M A LOT OF WORK, SO JUST FOREWARNING YOU.

THAT'S WHAT SANDY SAYS. YEAH.

YOU KNOW, TED, WHAT'S PROBABLY GOING TO KIND OF COME INTO MY MIND IS LIKE, DID TED REMEMBER TO DO THIS? YOU KNOW, AND I'LL BE SOMETHING RANDOM AND IT'S JUST LIKE, YOU KNOW, IT'S JUST THE WAY MY BRAIN OPERATES, YOU KNOW? I KNOW YOU GUYS WILL FIGURE IT OUT.

YOU'LL BE IN GOOD HANDS, SO DON'T WORRY.

LISA'S BEEN HANDHOLDING ALL OF THESE DIRECTORS FOR A WHILE, SO SHE'S VERY EXPERIENCED THEN.

YEAH. JUST A DIFFERENT GROUP.

YEAH. NOT ONE WORRY ABOUT US.

GO OFF AND HAVE FUN.

YEAH, AND I PLAN TO DO THAT VERY MUCH SO.

YEAH. THANK YOU.

WE WILL MISS YOU, SANDY.

WE WILL MISS YOU VERY MUCH.

I'M GOING TO MISS YOU GUYS TOO.

BEFORE I START CRYING. [CHUCKLING] ALL RIGHT, NOBODY LOOK AT SANDY NOW.

THAT'S EXCITING NEWS.

JACKIE, CAN I THERE'S SOME I KNOW WE HAD A LOT OF SPEAKERS HERE FROM THE RAILROAD.

[02:30:07]

THERE'S A GREAT WEBSITE THAT MISS CLEVELAND, ONE OF THE GUESTS, ONE OF THE CITIZENS COMMENTS [INAUDIBLE] RECOMMENDED TO ME.

IT'S THE FRIENDS OF CLARK COUNTY.

I WILL SEND OUT THE INFORMATION ON THAT TOMORROW.

I THINK IT'S A GREAT THEY HAVE A PAGE SPECIFICALLY ABOUT THE RAILROAD AND THE IMPACT OF THE RAILROAD.

IT MIGHT BE GOOD FOR THE BOARD MEMBERS TO LOOK THROUGH.

IF YOU DO WANT TO CONSIDER, I THINK YOU ALL HAVE A COPY OF THE RESOLUTION THAT THE CITY PASSED.

IF YOU DO WANT TO TAKE A LOOK AT THE INFORMATION PRESENTED ON THAT WEBSITE AND TAKE A LOOK AT THE INFORMATION THAT IS IN THAT RESOLUTION THAT THE CITY OFFERED, PERHAPS IT CAN BE A POINT OF DISCUSSION.

TED AND I HAD BEEN BRIEFLY CHATTING ABOUT THE IDEA OF AN EXECUTIVE SESSION, BUT I DON'T THINK IT WOULD QUALIFY AS AN EXECUTIVE SESSION, SO IT WOULD HAVE TO BE AS PART OF THE PUBLIC, BUT PERHAPS I WANT TO GIVE EVERYBODY ENOUGH TIME TO CONSIDER IT, BUT PERHAPS EITHER AT THE NEXT MEETING OR AT A MEETING SHORTLY THEREAFTER, IT COULD BE AN AGENDA ITEM FOR THE CONSIDERATION, AND IT WOULD BE EASY ENOUGH FOR US TO WORK ON DRAFTING A RESOLUTION AS A STARTING POINT, IF THAT'S THE DIRECTION YOU CHOSE TO GO, AND I'M NOT.

I'M NOT PUSHING ANY DIRECTION AT ALL.

I'M JUST SAYING, OKAY.

DO WE KNOW WHAT THE TIMELINE IS? I DON'T.

I KNOW THEY'D PREFER IT SOONER RATHER THAN LATER.

JUST AS A WAY TO THAT'S PART OF MESSAGING TO THOSE IN CHARGE THAT ARE MAKING THOSE DECISIONS AND THOSE IN CHARGE MAKING THE DECISIONS WOULD BE THE COUNTY OR I THINK THE COUNTY, BUT I DO THINK THERE ARE SOME ENVIRONMENTAL ISSUES THAT ARE MAKING ITS WAY THROUGH THE PROCESS RIGHT NOW.

THE STATE COURT SYSTEM.

OKAY. OKAY, SO IT'S NOT AN ELECTION ITEM.

I'M GOING TO BE ON A NO NO NO NO.

THE RIGHT TO I BELIEVE THAT IS THE SHE TALKED ABOUT THERE WAS A BILL, THE SENATE BILL THAT PASSED.

YEAH. THE BILL.

YEAH. SHE DID TALK ABOUT A BILL THAT 5517.

5517 WHICH GIVES THE AUTHORITY TO THE INDIVIDUAL COUNTIES AND CITIES TO.

ANYWAY, JUST I KNOW THAT THERE HAS BEEN SOME INTEREST, SO I THINK IT'S NECESSARY, THOUGH, TO GIVE A PERIOD OF TIME WHERE WE SEND OUT THE INFORMATION AND YOU HAVE SOME TIME TO DO YOUR OWN RESEARCH ON THE ISSUE.

THERE IS, AGAIN, AS WE MENTIONED EARLIER, BOARD TOUR TOMORROW.

9:30. YES.

THAT WASN'T A QUESTION.

I WAS LOOKING OVER HERE TO MAKE SURE IT WAS 9:30 OVER HERE, AND THEN OUR NEXT BOARD MEETING IS APRIL 8TH, SO I DON'T ANYBODY HAVE ANYTHING IN BETWEEN.

I'LL BE GONE BETWEEN NOW, AND I GET BACK BY NOON THAT DAY.

I'LL BE HERE, THOUGH.

I'LL BE HERE. [INAUDIBLE].

I AM IN TOWN DURING SPRING BREAK.

SO IF WE WERE GOING TO DO A BOARD.

OH YEAH, REDOING BOARD PREP, BY ZOOM, PERHAPS.

I'M GOOD EITHER WAY. I CAN COME IN AS WELL.

OH, WE CAN DO IT BY ZOOM.

WE'LL FIGURE IT OUT. YEAH.

I'M HERE THAT WEEK.

ARE YOU? LET US KNOW.

OKAY, GREAT.

ANYTHING ELSE? NO.

MEETING ADJOURNED AT 8:34.

THANK YOU, EVERYONE FOR COMING.
