AND WE COME TO THE PART OF THE AGENDA WHERE WE HEAR OUR STUDENT VOICE.[00:05:07]
SCHOOLS. AND I'M GOING TO READ THEIR NAMES AND HOPEFULLY I WILL READ THEM CORRECTLY.BUT WHEN YOU COME UP, IF YOU WOULD GIVE US YOUR NAME.
SO WE'RE SURE THAT WE HAVE IT CORRECT AND WE CAN ACKNOWLEDGE YOU.
JOSEPHINE ALLEY, TRANSITIONAL KINDERGARTEN.
BRAYDEN WILLIAMS, THIRD GRADE.
LYNDEL HENDRICKENSON, FOURTH GRADE.
AND NATALIE GRANGER, FOURTH GRADE.
YEAH, I TURNED THE ONE ON OVER THERE.
SO I'M GOING TO LET THEM TAKE IT AWAY.
COULD YOU PLEASE JOIN US IN THE PLEDGE? SURE. OH, NOT THAT PLEDGE.
[LAUGHTER]. A LITTLE EXPLANATION, PERHAPS.
SO I HANDED OUT OUR SCHOOL PLEDGE TO YOU, SO THEY'D LIKE YOU TO JOIN US THERE.
PLEDGE? THAT'S IT. OH, AND WE HAVE A PLEDGE.
I WILL ALWAYS BE SAFE, RESPECTFUL AND RESPONSIBLE.
BECAUSE I AM POWERFUL, I AM STRONG, I AM VALUABLE, I BELONG, I HAVE COURAGE AND INTELLIGENCE.
YEAH. [APPLAUSE] HI, MY NAME IS LEWIE.
AT YACOLT PRIMARY WE HAVE THE BEST SPIRIT DAYS.
MY FAVORITE SPIRIT DAY WAS A MIX AND MATCH CRAZY DAY.
I LOVE THAT I CAN HAVE FUN AT SCHOOL.
I LIKE TO TELL THE JOKE OF THE DAY.
WHAT'S THE DIFFERENCE THAN BURGER AND A BROCCOLI? BROCCOLI IS ON THE TABLE AND A BURGER IS UNDER THE TABLE.
[LAUGHTER] HI, MY NAME IS BRAYDEN.
IN MY THIRD GRADE CLASSROOM, WE ARE LEARNING ABOUT NEIL ARMSTRONG AND BUZZ ALDRIN.
WE ARE READING ABOUT THEM IN OUR WIT AND WISDOM BOOKS.
DID YOU KNOW THAT THEY WENT TO THE MOON? HI. HI, MY NAME IS AUBREY AND I LIKE THAT WE START EVERY DAY WITH A CHANT TO GET OUR SCHOOL SPIRIT UP FOR THE DAY. SO WE ARE READY TO LEARN, WE CHANT YACOLT BEAVERS REALLY LOUD THREE TIMES.
OKAY, WE'RE GOING TO DO IT FOR YOU BECAUSE IT'S JUST THAT AWESOME.
OKAY. ARE YOU READY? YACOLT! BEAVERS! YACOLT! BEAVERS! ALL RIGHT. WAIT, THERE'S ONE MORE.
[00:10:01]
THIS IS MY FAVORITE. YOU GUYS WANT TO DO MY FAVORITE ONE EVER? YEAH, YEAH. OKAY.IS AWESOME. HI, MY NAME IS LYNDEL.
AT YACOLT WE EARN TOKENS AND VIPS FOR DEMONSTRATING SAFE, RESPECTFUL AND RESPONSIBLE BEHAVIOR.
WE PUT OUR PAWS IN THE AIR TO CELEBRATE WHEN SOMEONE DOES SOMETHING SPECIAL.
EACH CLASS TRIES TO FILL THEIR BUCKETS WITH TOKENS FOR PARTIES AND SPIRIT DAYS.
AT YACOLT PRIMARY I LOVE SO MANY THINGS.
MOSTLY I LOVE BEING A LEADER AND A HUNGER HERO DURING OUR FOOD DRIVE.
OUR HUNGER HEROES HELPED FEED THE COMMUNITY.
WE GATHERED SO MUCH FOOD, EVERYBODY LOVED IT.
BUT THE BEST PART WAS I GOT TO HELP MY COMMUNITY AND WEAR A CAPE AS I DO IT.
EXCELLENT. HI, MY NAME IS ABBY.
I LOVE PE AND I LOVE FEEDING FRANKIE THE FERRET.
EXCELLENT. HI, MY NAME IS NATALIE.
THANK YOU. ANY QUESTIONS FROM THE BOARD? YACOLT PRIMARY MUST BE A WONDERFUL PLACE TO GO TO SCHOOL, AND I'M GOING TO PUT THIS ON MY MIRROR AND SAY THIS TO MYSELF IN THE MORNING.
THANK YOU SO MUCH FOR BRINGING THAT TO US.
YOU GUYS WERE ABSOLUTELY TERRIFIC.
YOU WERE WONDERFUL [APPLAUSE].
DO WE HAVE STUDENTS FROM AMBOY? THANK YOU BOARD AND DENNY AND SHELLY AND ALL THE SUPPORT STAFF I'M HERE TO INTRODUCE THE ONE STUDENT WHO IS GOING TO SPEAK FOR US.
HE'S GOT A SONG PREPARED FOR YOU.
AND WHEN HE'S ON THE BASKETBALL COURT, HE HAS SOME OF THE BEST POSES.
YOU WANT TO SHOW THE LAST POSE YOU DID A STRONG POSE? [LAUGHTER] OKAY, THIS IS PARKER POSHAY ASB PRESIDENT.
HELLO. MY NAME IS PARKER POSHAY.
I GO TO SCHOOL AT AMBOY MIDDLE, AND I'M AN EIGHTH GRADER.
I WILL START OFF WITH ASB AT AMBOY.
I AM THE ASB PRESIDENT, AND I HELP WITH PLANNING EVENTS AT OUR SCHOOL.
ANOTHER PART OF ASB IS THE STUDENT STORE AND DRAWINGS.
IF YOU ARE DOING GOOD AND POSITIVE THINGS AROUND THE SCHOOL, YOU CAN EARN EAGLE BUCKS.
YOU CAN BUY DIFFERENT ITEMS AT THE STORE.
YOU CAN ALSO USE THE EAGLE BUCKS ON DRAWINGS AND DIFFERENT ITEMS. WHAT THAT MEANS IS, IF YOUR EAGLE BUCK IS CALLED AT LUNCH, YOU WILL GET THE PRIZE YOU PUT YOUR EAGLE BUCKS IN FOR.
SOME PRIZES INCLUDE HATS, BALLS, AND GIFT CARDS.
AT AMBOY, WE ALSO HAVE A LOT OF FUN ASSEMBLIES.
ONCE A MONTH WE COME TOGETHER AS A WHOLE SCHOOL TO PLAY GAMES LIKE CHAIR EXTRACTION, WHERE YOU TRY TO FIND AN ITEM THAT MR. KRAUSS CALLS OUT, AND YOU HAVE TO GET BACK TO THE SEATS IN THE MIDDLE BEFORE EVERYBODY ELSE.
WE ALSO PLAY DIFFERENT GAMES LIKE HUNGRY HIPPO AND CUP PONG.
THIS IS A GREAT WAY FOR KIDS TO WANT TO COME TO SCHOOL AND WANT TO HAVE FUN.
THIS MAKES A GREAT ENVIRONMENT FOR MAKING FRIENDS AND CONNECTIONS WITH TEACHERS AND PEERS.
SPORTS ARE A GREAT WAY FOR KIDS TO BUILD SKILLS THAT CAN BE USED ON AND OFF THE COURT.
BUT I HOPE TO KEEP ENCOURAGING AND BUILDING A GREAT SPORTS PROGRAM FOR EVERYONE.
[00:15:01]
NOTES. FINALLY, HERE AT AMBOY WE ENCOURAGE OUR KIDS TO BE SAFE, RESPECTFUL, AND RESPONSIBLE.THIS PROVIDES A SAFE AND FUN LEARNING ENVIRONMENT FOR ALL STUDENTS AND STAFF.
LIKE MR. KRAUSS WOULD SAY, AMBOY ROCKS.
YOU ARE RIGHT. [APPLAUSE] NICE JOB.
AND WE PARTICIPATED IN THE CERAMICS SHOWDOWN LAST YEAR, WHICH WAS OUR FIRST EVER.
IT INCLUDED BATTLE GROUND HIGH SCHOOL AND PRAIRIE HIGH SCHOOL.
SO IT WILL BE HELD ON MARCH 16TH, 9 A.M.
TO 3 P.M. AT THE BATTLE GROUND HIGH SCHOOL ANNEX.
WE WOULD LIKE TO WELCOME YOU ALL TO JOIN US, AND WE'D LOVE TO SEE YOUR FACES THERE.
WE HAVE SOME FLIERS FOR YOU GUYS THAT HAVE MORE INFORMATION, AND WE'D LOVE TO SEE YOU GUYS THERE.
YEAH. THANK YOU FOR THE INVITATION.
THANK YOU. WHAT WERE THE OTHER TWO SCHOOLS THAT WERE COMING? LEGACY. LEGACY HIGH SCHOOL AND WASHOUGAL HIGH SCHOOL.
VERY COOL. THANK YOU. OF COURSE.
CAN I ASK A QUICK QUESTION? SO ARE THERE DIFFERENT CATEGORIES THAT YOU COMPETE IN WHEN YOU'RE? YES. SO THERE WILL BE A WHEEL THROWING CATEGORY WHICH IS PROBABLY THE MOST LIKE WELL KNOWN IN THE CERAMICS.
WE WILL HAVE INDIVIDUAL POTTERS DOING THAT.
SO THOSE ARTISTS WILL MAKE INDIVIDUAL PROJECTS THAT CAN EARN POINTS FOR THEIR SCHOOL.
AND THEN ANOTHER AREA OF IT WILL BE HAND BUILDING.
SO NOT INVOLVING THE WHEEL, JUST MORE SCULPTURAL.
AND THEY WILL COMPETE IN INDIVIDUAL EVENTS TO EARN POINTS FOR THEIR SCHOOL AS WELL AS GROUP EVENTS.
IT'S KIND OF LIKE ANY LIKE FOOD COOKING SHOW YOU'VE SEEN.
THEY HAVE TO MAKE A DISH WITHIN A CERTAIN AMOUNT OF TIME.
LAST YEAR WE HAD TO MAKE THREE PROJECTS WITHIN A FOUR HOUR TIME FRAME.
DO YOU WORK IN TEAMS OR INDIVIDUALLY? THERE'S BOTH. SO WE START OUT WITH THE HAND BUILDERS DOING INDIVIDUAL.
LAST YEAR WE HAD TO MAKE INDIVIDUAL POTS THAT COULD FIT INSIDE OF EACH OTHER, LIKE NESTING POTS.
AND WHOEVER'S WAS THE BEST WE RANKED THEM IN THE TOP THREE.
THEY GOT A CERTAIN AMOUNT OF POINTS FOR THEIR SCHOOL.
AND THEN WE GO INTO A GROUP PROJECT WHERE WE HAD CATEGORIES.
SO ONE OF THEM WAS WE HAD TO BUILD A TYPE OF HOUSE FOR PRAIRIES, WE BUILT A TREE HOUSE AND BATTLE GROUND, I BELIEVE THEY BUILT LIKE A MUSHROOM, LIKE, KIND OF LIKE PIXIE HOLLOW SORT OF HOUSE.
AND WHOEVER'S LIKE WON IN THAT CATEGORY WOULD GET A CERTAIN AMOUNT OF POINTS.
AND THEN WE CAME TO THE CONCLUSION ON WHO WON.
HOW LONG HAVE YOU TWO BEEN DOING THIS, AND HAVE YOU EVER HAD AN OPPORTUNITY TO TRAVEL SOMEPLACE TO COMPETE? I PERSONALLY HAVE NOT HAD AN OPPORTUNITY TO TRAVEL TO COMPETE.
THIS IS MY THIRD YEAR DOING CERAMICS AND I AM A SENIOR.
I HAVE ALSO NEVER HAD A CHANCE TO TRAVEL TO COMPETE, BUT THIS IS MY SECOND YEAR AND I'M A JUNIOR.
THANK YOU SO MUCH FOR BRINGING THIS TO OUR ATTENTION.
I THINK WE HAVE A COUPLE OF MEMBERS OF THE PRAIRIE HIGH SCHOOL CHESS TEAM.
DO WE HAVE ANY CHESS TEAM MEMBERS OUT THERE? TERRY, DO YOU KNOW ANYTHING ABOUT THE.
WELL, MAYBE THEY WILL SHOW UP LATER.
SO ANYONE, ANY OTHER STUDENT VOICE THAT I MISSED OUT THERE, I WILL TURN IT OVER TO SORA. THEN YOU PROBABLY HAVE A REPORT FOR US.
YEAH. RIGHT NOW AT BATTLE GROUND, WE'RE PLANNING OUR TOLO, WHICH WILL BE ON MARCH 16TH.
THE SAME DAY AS THE THE CERAMICS COMPETITION, ACTUALLY.
AND THEN OTHERWISE WE'RE KIND OF JUST BUCKLING DOWN AND PUSHING THROUGH THE REST OF THE YEAR.
[00:20:09]
WEEKS. AND WE'LL HAVE A FUN ASSEMBLY THE LAST DAY BEFORE TOLO.AND YEAH, THAT'S KIND OF ABOUT ALL THAT'S HAPPENING RIGHT NOW.
THANK YOU. OKAY, IF THAT'S ALL THE STUDENT VOICE, WE'LL MOVE ON TO THE EMPLOYEE RECOGNITIONS.
THEY RANGE FROM PARAEDUCATORS, TEACHERS, CUSTODIANS.
SO THE SECOND BOARD MEETING OF EACH MONTH, WE'RE GOING TO RECOGNIZE FIVE.
AND TODAY, WE'RE GOING TO MAKE A SLIGHT SWITCH.
WE'RE GOING TO INVITE ALL FIVE EMPLOYEES UP TO THE FRONT.
AND THEN WE'LL READ A LITTLE PIECE ABOUT THEM, AND THEN WE'LL RECOGNIZE THEM ALL AS A LARGE GROUP.
SO INVITING TO THE FRONT, WE'RE GOING TO HAVE TIFFANY VIDOVIC FROM CAPTAIN STRONG, MARIAH DAWSON FROM DAYBREAK PRIMARY, ERIK BOLLINGER FROM MAPLE GROVE PRIMARY.
ERIKA. MARGARITA JOHNSON FROM LAUREN MIDDLE SCHOOL AND JODI RILEY FROM BATTLE GROUND HIGH SCHOOL.
FOUR OF THE FIVE. ALL RIGHT, FIRST, WE'LL RECOGNIZE TIFFANY.
MISS TIFF, FONDLY KNOWN BY THE STUDENTS, HAS SIGNIFICANTLY IMPACTED THE SCHOOL ENVIRONMENT.
HER DEDICATION AND HER SPECIAL EDUCATION CLASSROOM HAS TRANSFORMED STUDENTS EXPERIENCES.
SORRY. ENCOURAGING THEM TO THRIVE.
HER COMMITMENT EXTENDS BEYOND CLASSROOM HOURS.
SHE SACRIFICES PERSONAL TIME, SUPPORT BOTH STUDENTS AND THE BROADER SCHOOL COMMUNITY.
MOREOVER, HER INFLUENCE EXTENDS TO HER STAFF, FOSTERING A CULTURE OF SUPPORT AND CARE SCHOOL WIDE.
WE RECOGNIZE AND APPRECIATE MISS TIFF AND HER TEAM FOR THEIR INVALUABLE CONTRIBUTIONS TO OUR SCHOOL.
PLEASE JOIN ME IN THANKING MISS TIFFANY.
[APPLAUSE] MARIAH DAWSON EMBODIES DEDICATION, EMPATHY AND NURTURING CARE IN HER ROLE.
MARIAH DILIGENTLY IMPLEMENTS INSTRUCTION AND IEP GOALS SET BY TEACHERS, ENSURING ALL STUDENTS THRIVE IN THE CBC CLASSROOM, NOT AFRAID TO SEEK ADMINISTRATIVE SUPPORT IN CHALLENGING SITUATIONS, SHE DEMONSTRATES BOTH HUMILITY AND STRENGTH.
MARIAH'S WORK ETHIC, KINDNESS AND UNWAVERING COMMITMENT TO STUDENTS AT DAYBREAK ARE TRULY ADMIRABLE.
[APPLAUSE] ERIKA BOLLIGER CONSISTENTLY GOES THE EXTRA MILE TO ENSURE STUDENTS FEEL SAFE AND VALUED AT MAPLE GROVE.
ERIKA MAKES STUDENTS FEEL SPECIAL EVERY DAY AS THEY ENTER THE SCHOOL.
ENTRUSTING PRIMARY STUDENTS TO SCHOOL CAN BE DAUNTING, BUT KNOWING MISS ERIKA IS THERE ASSURES PARENTS THEY'RE IN GOOD HANDS WHILE THEY FEEL VALUED, RESPECTED AND SEEN. ERIKA BOLLIGER.[APPLAUSE] MARGARITA SHINES AS A PILLAR OF SUPPORT IN HER COMMUNITY.
HER PERSONALIZED APPROACH TO CONNECTING WITH STUDENTS, TEACHERS AND STAFF IS EXEMPLARY.
SHE HELPS OTHERS BROADEN THEIR EMPATHY.
DAILY MARGARITA INVESTS IN STUDENTS INDIVIDUAL TRAINING GOALS, ENSURES THEIR ENGAGEMENT AND GROWTH.
[00:25:06]
MARGARITA JOHNSON.[APPLAUSE] JODI RILEY, WHO I DON'T BELIEVE IS HERE.JODI RILEY IS A TEACHER AT BATTLE GROUND.
SHE IS TRULY REMARKABLE IN HER ROLE.
IT'S CLEAR THAT JODI DESERVES FAR MORE RECOGNITION FOR HER OUTSTANDING CONTRIBUTIONS.
CONGRATULATIONS. THANK YOU, THANK YOU.
CONGRATULATIONS. THANK YOU. THANK YOU FOR THE WORK YOU DO.
THANK YOU. [APPLAUSE] NEXT WE HAVE COMMITTEE REPORTS AND LEDGE COMMITTEE IS FIRST.
AND I JUST WANT TO CALL YOUR ATTENTION BOARD DIRECTORS TO A COUPLE OF BILLS THAT ARE ACTUALLY GOING TO BE ON THE FLOOR AND IN, NOT IN COMMITTEES, BUT ON THE FLOOR AND IN, I THINK, APPROPRIATIONS COMMITTEES THIS WEEK SENATE BILL 5462 AND HOUSE BILL 2331, BOTH OF WHICH HAVE AN ELEMENT OF MANDATE FOR CERTAIN THINGS TO BE INCLUDED IN CURRICULUM.
I THINK THE BIGGEST THING, THOUGH, IS THE STATES STEP TO TAKE MORE CONTROL OVER THE CURRICULUM.
AND SO THAT LOCAL CONTROL PIECE IS AN ISSUE THERE.
AND I HAVE ACTUALLY WEIGHED IN ON THAT ON BOTH OF THOSE.
AND SO I INVITE YOU TO KEEP A WATCH ON THOSE TWO AS WELL.
THERE WILL BE SOME INITIATIVES PUBLIC HEARINGS ON INITIATIVES THIS WEEK.
SO ENCOURAGE YOU TO KEEP YOUR EYE ON THOSE AS WELL.
DO WE HAVE AN AUDIT COMMITTEE REPORT? NO, THE NEXT ONE'S NEXT OKAY. WELL, WE KIND OF HAVE A LITTLE BIT OF ONE.
IT'S I DON'T KNOW, IS THERE LIKE IS THERE A BUDGET COMMITTEE? NO, THERE'S JUST AN AUDIT COMMITTEE.
RIGHT. YEAH. OKAY. WELL, MR. TATE DIDN'T HAVE A CLUE WHAT HE WAS DOING, SO HE GOT SOME TRAINING.
AND THEN HE WENT INTO THE OFFICE FOR TWO HOURS AND WORKED WITH THE OFFICE STAFF.
SO TED SHOULD FIND THAT TO BE GOOD NEWS.
I'LL BE CARRYING MY WEIGHT A LITTLE BIT BETTER.
SO THAT'S THE REPORT. [LAUGHTER] OKAY.
THEY WERE GREAT. YEAH, THEY WERE GREAT.
OKAY. HOW ABOUT BATTLE GROUND EDUCATION FOUNDATION? YES. I ATTENDED BRIEFLY AN EXECUTIVE MEETING THAT THEY HAD JASON HUGGINS EMPLOYEE OF TWIN STAR AND PRESIDENT OF THE EVERGREEN FOUNDATION WAS THERE THEY'RE CONSIDERING HIRING PACIFIC NORTHWEST FUNDRAISING.
AND HE JUST KIND OF GAVE ALL THE PROS AND THE CONS BENEFITS THAT THEY WOULD BE RECEIVING BY HIRING THIS COMPANY TO DO FUNDRAISING TO WORK ON OUR DONOR CAMPAIGNS SOCIAL MEDIA MAINTAIN A DATABASE.
AND THERE WERE JUST A LOT OF BENEFITS, AND THEY WERE TRYING TO DECIDE WHICH WAY TO GO.
BUT THEN THE REST OF US LEFT THE MEETING AND THE EXECUTIVE BOARD CONTINUED MEETING.
[00:30:04]
I DON'T KNOW WHAT THE RESULT OF THE MEETING WAS, BUT THAT'S PRETTY MUCH WHAT THE MEETING WAS ABOUT, WAS JUST LEARNING ABOUT PACIFIC NORTHWEST FUNDRAISING AND THE BENEFITS THAT THEY WOULD GIVE TO THE FOUNDATION.I'M TELLING YOU, THESE ARE VERY, VERY EXCELLENT ACTORS AND ACTRESSES.
THE CHOREOGRAPHY WAS FABULOUS.
EXCUSE ME. AMAZING ACTING, VERY ENTERTAINING.
THANK YOU. HOW ABOUT WIAA? ANYTHING THERE? YEAH, WE HAD A MEETING.
I THINK THE BIGGEST THING THAT CAME OUT OF THAT IS SOME CONVERSATIONS ABOUT THE UPCOMING AMENDMENTS.
THERE'S 28 OF THEM UP THIS CYCLE.
24 COVERS ADDING GIRLS BADMINTON AS A SPORT AND THEN 25 IS ACTUALLY ADDING GIRLS FLAG FOOTBALL.
SO MORE TO COME ON THAT I HAVE SOME INFORMATION.
IF YOU GUYS WANT, I CAN GET IT DISTRIBUTED, HAS A LOT OF BACKGROUND ON THE FOOTBALL.
SO OBVIOUSLY THIS WILL BE NEXT SEASON, 24, 25 SEASON.
AND I'LL BE A NICE ADDITION TO THE SPORTS PROGRAM AROUND THE STATE.
SO WSSDA IS OUR NEXT ANYTHING OTHER THAN YOUR TRAININGS? YEAH. ANYTHING ELSE FROM WSSDA? I KNOW WSSDA'S EXECUTIVE DIRECTOR IS TAKING A DIFFERENT POSITION, SO WE'LL HAVE A NEW EXECUTIVE DIRECTOR FOR WSSDA.
I'M NOT GOING TO APPLY FOR THAT, THOUGH.
BECAUSE YOU NEED TO STAY HERE.
I KNOW WE HAVE ALL I THINK ALL THREE GROUPS TOURING THIS FRIDAY.
YEP. AT BATTLE GROUND HIGH SCHOOL.
AND IT LOOKS LIKE NOTHING ELSE COMING UP BEFORE OUR NEXT MEETING.
ANYTHING ELSE TO REPORT OTHER THAN WENT TO THE PLAY? AND ANYBODY ELSE HAVE A REPORT? OKAY. WHO MIGHT HAVE GONE TO THE DAYBREAK TOUR? THAT WAS PROBABLY DENNY HUH? AND. OH, WERE ANY OF YOU AT THE DAYBREAK TOUR? I WASN'T. WELL, HOPEFULLY I WAS NOT SCHEDULED.
[LAUGHTER] I DIDN'T GO. IT MIGHT HAVE BEEN.
IT MIGHT HAVE BEEN. I THINK IT WAS JACKIE AND DENNY.
IT WAS JACKIE AND SO WE'LL HAVE TO GET THAT. DENNY.
THEY'RE ALL GONE. IT'S EVERYBODY THAT'S GONE.
WE'LL HAVE TO GET THAT NEXT TIME, OKAY? MOVING ON. WE HAVE SUPERINTENDENT AND STAFF UPDATES, AND I'M GOING TO TURN IT OVER TO DEPUTY SUPERINTENDENT WHITTEN AND BOARD,
[6. Superintendent and Staff Updates]
DENNY WANTED TO APOLOGIZE.HE WASN'T FEELING WELL AND NEEDED TO STEP AWAY.
SO YOU'RE STUCK WITH ME TONIGHT? FOR UPDATES THAT I KNOW DENNY WANTED TO MAKE A COUPLE OF THINGS.
HE REALLY WANTED TO DO A SHOUT OUT TO OUR COMMUNITY FOR THE PASSAGE OF THE CAPITAL LEVY.
THE FINAL PERCENT WE HEAR WAS 52.14%.
THE OTHER THING THAT DENNY WANTED TO MAKE SURE THAT WE TALKED ABOUT OR REMINDED YOU THE BOARD ABOUT IS THAT WE PLAN ON HAVING A WORK SESSION AT 4:30 AT OUR NEXT BEFORE OUR NEXT BOARD MEETING ON THE 11TH TO JUST REALLY TALK ABOUT BUDGET AND TALK ABOUT FUND BALANCE.
SO I KNOW JACKIE SENT OUT SOME INFORMATION ABOUT POLICY OR 6022, BUT IF YOU HAVE A CHANCE TO REVIEW THAT, THAT'S A GOOD THING, AND WE'LL HAVE SOME ADDITIONAL INFORMATION FOR YOU ABOUT SOME OF THE HISTORY AROUND THAT POLICY, AS WELL AS AROUND OUR FUND BALANCE AND HOW THAT'S GONE OVER TIME AND WHERE WE SIT NOW.
SO WE'LL BE ABLE TO GIVE YOU SOME INFORMATION AND ANSWER ANY QUESTIONS YOU HAVE.
SO IF YOU HAVE QUESTIONS, GATHER THEM UP AND BE READY.
WILL WE HAVE SOME COMPARISONS WITH OTHER DISTRICTS? YES, YES, WE WILL HAVE LINKS SO THAT YOU CAN SEE ALL OF THEIR POLICIES AND HOW THEY COMPARE TO OURS.
[00:35:03]
DENNY HAS SOME INDICATION THAT SOME OF THEM ARE CHANGING THEIRS A BIT, BUT CERTAINLY WE'LL GIVE YOU WHAT THEY HAVE CURRENTLY FOR BOARD POLICY.AND THEN WE'LL ALSO GIVE YOU INFORMATION ABOUT THE CURRENT STATE OF AFFAIRS IN OUR DISTRICT AND HOW THAT WHAT RECOMMENDATIONS WE HAVE MOVING FORWARD.
AND THAT'S AN OPEN MEETING TO THE PUBLIC, RIGHT? ABSOLUTELY. YEAH.
YEAH, IT'LL BE RIGHT HERE AT 4:30.
SO MOVING ON TO TEACHING AND LEARNING UPDATE.
THE ONLY PIECE OF TEACHING AND LEARNING THAT WE HAVE, WE ARE POSTPONING OUR UPDATE ON DATA UNTIL MR. TRAVIS DRAKE CAN BE HERE.
AND SO IT'S THE CRUDS GOING AROUND.
THAT'S TOO BAD. SO WE WILL ALSO BE AT THAT AT THIS BOARD MEETING, YOU WILL SEE ON THE CONSENT AGENDA THAT WE HAVE THE AP REVIEW ON THE CONSENT AGENDA.
YOU HAD ASKED AT THE LAST BOARD MEETING ABOUT THE BUDGET, AND ALLISON HAD SENT THAT TO YOU.
I JUST WANTED TO MAKE SURE THAT DURING THIS TIME, IF YOU HAD QUESTIONS, THAT SHE WOULD BE HERE IN ORDER TO ANSWER THOSE BEFORE WE GOT TO THAT PART OF THE AGENDA . WERE THERE ANY QUESTIONS THAT YOU HAD FROM THAT INFORMATION, ANYTHING THAT STUCK OUT TO YOU? I DON'T ACTUALLY REMEMBER HAVING ANY QUESTIONS WHEN I REVIEWED IT, I THINK EVERYTHING LOOKED IN ORDER AND IT WAS NOTHING OVERLY SHOCKING.
SO I THINK WE'RE OKAY FOR ME ANYWAY.
OKAY. THANK YOU FOR PROVIDING IT, THOUGH.
MICHELLE REINHARDT HAS ALSO BEEN STRICKEN, SO SHE IS OUT.
AND SO NEXT UP IS MICHELLE SCOTT WITH ENROLLMENT FINANCE REPORT.
OKAY. LET ME GO AHEAD WHILE THEY'RE GETTING THAT UP AND GOING.
I HAVE SOME REALLY GREAT NEWS.
WE HAD OUR AUDIT WRAP UP WITH OUR AUDITORS AND OUR EXIT CONFERENCE, AND I WANT TO REPORT TO YOU THAT WE HAD A VERY CLEAN AUDIT FOR ALL THE ACCOUNTABILITY AREAS AND AUDIT AREAS.
SO THEY PERFORMED THREE SEPARATE AUDITS, ONE FOR ACCOUNTABILITY.
AND THAT WAS A TWO YEAR LOOKBACK, SEPTEMBER OF 21 TO AUGUST OF 23, FINANCIAL STATEMENT AND FEDERAL GRANT COMPLIANCE FOR 22 TO 23.
SO ON ALL OF THE AUDITS THEY THE DISTRICT FOR ACCOUNTABILITY IT WAS THE OPERATIONS COMPLIED IN ALL MATERIAL RESPECTS WITH APPLICABLE STATE LAWS, REGULATIONS AND ITS OWN POLICIES AND PROVIDED ADEQUATE CONTROLS OVER THE SAFEGUARDING OF PUBLIC RESOURCES.
AND FOR THE FINANCIAL STATEMENTS.
WE HAD AN UNMODIFIED OPINION ON THE FAIR PRESENTATION OF THE FINANCIAL STATEMENTS IN ACCORDANCE WITH REGULATORY BASIS OF ACCOUNTING AND THEN ON OUR FEDERAL AUDIT WE ALSO RECEIVED AN UNMODIFIED OPINION ON THE DISTRICT'S COMPLIANCE WITH REQUIREMENTS APPLICABLE TO EACH OF THE FEDERAL PROGRAMS. SO ALL THREE OF THOSE MEAN CLEAN AUDITS.
SO WE'RE VERY EXCITED TO REPORT THAT BACK TO YOU.
A LOT OF HARD WORK GOES IN EVERY SINGLE DAY TO GET THERE.
THERE WAS 395 HOURS OF AUDIT WORK COMPLETED.
THAT'S ABOUT 49 FULL DAYS OF AUDIT WORK.
SO IT WAS IT WAS A LONG AUDIT.
SO I WANTED TO THANK EVERYBODY FOR THAT AND LET YOU KNOW.
AND I'M SURE THE BOARD JOINS ME IN THANKING YOU AND YOUR STAFF FOR A GREAT AUDIT.
AND YEAH, I READ THROUGH ALL 35 PAGES OF THE REPORT AND BRAVO, BRAVO.
[00:40:08]
SO WE ANTICIPATE THAT THE AUDIT REPORT WILL BE PUBLISHED ON THURSDAY, BUT I CAN'T GUARANTEE IT UNTIL IT'S UP AND GOING.BUT THAT'S OUR ANTICIPATED LIVE DATE TO HAVE IT ON THE AUDIT WEBSITE.
SO I JUST WANT TO LET YOU KNOW, STATE AUDITORS.
ALSO, I WANTED TO GIVE YOU AN UPDATE ON THE FOOD SERVICE CONTRACT RFP.
SO THE WE RELY ON OSPI TO PROVIDE THE TEMPLATE TO US BECAUSE THERE ARE SO IT'S A FEDERAL PROGRAM AND THERE'S SO MANY FEDERAL REQUIREMENTS IN IT.
THERE WAS SOME CHANGES, SO IT TOOK THEM SOME TIME TO GET THE TEMPLATE READY.
LAST TIME WE WENT OUT FOR RFP, WE HAD THE RFP IN DECEMBER, WE GOT APPROVAL IN DECEMBER.
SO WE'RE THREE MONTHS BEHIND SCHEDULE AND IT'S SIMPLY BECAUSE WE NEED TO USE THEIR TEMPLATE.
THEY NEED TO APPROVE IT ONCE WE SEND IT TO THEM.
SO THEY SO THERE'S AN APPROVAL.
BUT WE WOULD LIKE TO BRING THAT TO YOU AT THE NEXT MEETING FOR YOUR APPROVAL TO GO OUT TO BID SO AND THEN THERE'LL BE A PROCESS AND YOU'LL SEE THAT WITHIN THE RFP ALL THE INFORMATION ON THE TIMELINE AND THE SCORING RUBRICS, AND THEN WE CAN AND THEN, OF COURSE, WE WOULD COME BACK FOR APPROVAL OF AN AWARD TO A VENDOR FOR THAT.
OKAY. ANY QUESTIONS ON THAT? OKAY. ALL RIGHT.
ENROLLMENT. DID YOU WANT ME TO DRIVE OR.
OKAY. WELL, I'LL BE FAIRLY BRIEF BECAUSE THERE HASN'T BEEN A LOT OF CHANGE TO OUR ENROLLMENT.
WE ARE TRACKING 12,091.73 FTE FOR FEBRUARY.
SO WE'RE ABOUT 99.8% ON BUDGET.
OUR ANNUAL AVERAGE IS A LITTLE DOWN BECAUSE WE STARTED A LITTLE SLOW IN SEPTEMBER, AS YOU CAN SEE.
SO RIGHT NOW AS OF FEBRUARY WE'RE TRACKING ABOUT 58 BELOW BUDGET FTE.
SO BUT WE'RE REALLY HOPING THAT WE CAN CONTINUE TO BRING THAT UP CLOSER TO BUDGET.
THE HEADCOUNT ON THE NEXT SLIDE IS DOING GREAT.
AND THEN ON THE NEXT SLIDE, THE ALE BY FTE, YOU CAN SEE THAT ONE HAS CLIMBED UP.
WE HAVE HAD A SHIFT FROM COMPREHENSIVE TO OUR ALE.
SO WE ARE GOING UP IN ALE AND A LITTLE LOWER DOWN, YOU KNOW, GOING DOWN IN OUR COMPREHENSIVE.
SO, BUT I THINK WE'RE AT MAXIMUM CAPACITY NOW FOR OUR ALE, SO I DON'T THINK I THINK THAT SHOULD BE JUST WILL REMAIN STEADY THROUGHOUT THE REST OF THE YEAR. AND THEN ON OUR HIGH SCHOOL CTE THIS IS A NORMAL TREND AND EXPECTED AND THAT OUR COMPREHENSIVE HIGH SCHOOL CTE IS ON TRACK TO MEET THEIR BUDGETED FTE FOR THE YEAR.
IT JUST IT JUST IT VARIES, YOU KNOW, THE MONTH TO MONTH, IT DOES VARY ON THAT.
AND THEN ON THE MIDDLE SCHOOL CTE THE SECOND SEMESTER, I BELIEVE, BEGAN ON FEBRUARY 2ND, AND WE TOOK ENROLLMENT ON FEBRUARY THE 1ST. SO WE'RE NOT SURE IF THERE WILL BE A BUMP UP LIKE THERE WAS IN THE PRIOR YEARS THAT DURING THE SECOND SEMESTER.
BUT THEY ARE BUDGETED TO COME IN AT AROUND 70, SO WE'LL SEE IF THAT IF THAT HITS A, THEY ADD ANY CLASSES THERE THE NEXT FOR SECOND SEMESTER.
AND SO FOR BASED ON THE ANNUAL AVERAGE.
AND SO WE ARE DOING GREAT THERE.
AND THEN OUR WE DO HAVE RUNNING START NUMBERS.
AND AGAIN, I WANT TO REMIND THE BOARD THAT THAT'S A PASS THROUGH.
SO IF THOSE DON'T COME IN ON BUDGET OR GO OVER BUDGET, IT'S ALL THE REVENUE IS MATCHED UP AGAINST THE EXPENDITURE ON THAT. SO AND THAT WAS ALL I HAD TO REPORT ON ENROLLMENT.
MICHELLE, DO I HAVE ACCESS TO THAT DOCUMENT HERE?
[00:45:03]
WE'LL BE POSTING THAT.OKAY. MAYBE I'M NOT LOGGED IN OKAY.
AND IT'LL BE POSTED FOR THE PUBLIC.
SO IT WILL BE AVAILABLE IF ANYBODY HAS ANY QUESTIONS.
THANK YOU. THANK YOU MICHELLE AND YOUR TEAM FOR ALL THE HARD WORK.
YES. AS WELL AS THE PEOPLE WHO DO THE WORK YEAR ROUND TO MAKE SURE THAT THE AUDIT STAYS CLEAN.
YEAH. NO REPORT FROM KEVIN JOLMA AND AMANDA.
AS SHELLY MENTIONED, THE LEVY RESULTS HAVE BEEN CERTIFIED, AND I JUST WANTED TO THANK OUR STAFF AND COMMUNITY MEMBERS FOR THEIR SUPPORT OF THE LEVY, AS WELL AS EVERYONE WHO TOOK TIME TO ASK QUESTIONS AND VOTE.
TRANSITIONAL KINDERGARTEN AND KINDERGARTEN ENROLLMENT ARE NOW UNDERWAY, AND WE HAVE SEVERAL DIFFERENT WAYS FOR FAMILIES TO ENROLL INCOMING STUDENTS ON WEBSITES. AND THEN THEY'RE ALSO WELCOME TO VISIT ANY ONE OF OUR PRIMARY SCHOOLS.
AND THEY'RE PREPARED TO SUPPORT THEM THROUGH THAT PROCESS.
AND WE LOOK FORWARD TO WELCOMING NEW STUDENTS AND FAMILIES.
JUST WANTED TO LET YOU KNOW ABOUT A COUPLE OF UPCOMING EVENTS.
AND A VARIETY OF DIFFERENT ORGANIZATIONS WILL BE REPRESENTED.
THANK YOU. AND I THINK THAT'S IT FOR STAFF.
[7. Citizens' Comments]
AND I'M GOING TO APOLOGIZE IN ADVANCE FOR THE NAMES THAT I BUTCHER HERE.PLEASE STATE YOUR NAME WHEN YOU COME UP.
SO PLEASE FOLLOW THE PROTOCOL FOR CITIZENS COMMENTS BY COMING FORWARD TO THE PODIUM STATING YOUR NAME, LIMITING YOUR TIME TO THREE MINUTES, AND REFRAINING FROM DISCUSSING CONFIDENTIAL MATTERS.
BOARD MEMBERS DO NOT NORMALLY RESPOND TO QUESTIONS OR PETITIONS DURING CITIZENS COMMENTS.
THEY WILL LISTEN AND GIVE DIRECTION TO THE ADMINISTRATIVE TEAM IF ACTION IS DEEMED NECESSARY.
BGPS POLICY, 1400 STATES THE BOARD PRESIDENT MAY TERMINATE AN INDIVIDUAL STATEMENT WHEN THE ALLOTTED TIME HAS PASSED, AND MAY INTERRUPT A SPEAKER TO REQUIRE THE SAME STANDARD OF CIVILITY THAT THE BOARD IMPOSES ON ITSELF.
SO THAT BEING SAID SORA WILL BE ARE YOU OUR TIMER TONIGHT? OKAY. SHE HAS THE.
AND OUR FIRST CITIZEN IS LORI RODRIGUEZ.
I'M A RETIRED NURSE AND FORMER COLLEGE PROFESSOR.
I'M HERE BECAUSE I'M CONCERNED ABOUT THE BANNING OF BOOKS IN OUR SCHOOL SYSTEM.
THE IMPORTANCE OF BEING ABLE TO THINK CRITICALLY IS ESSENTIAL IN OUR INCREASINGLY COMPLEX WORLD.
OF ALL MEDIA IN THEIR WORLDS, BOOKS ARE PROBABLY THE LEAST OFFENSIVE, DISCRIMINATORY, AND VIOLENT.
A BOOK LEAVES MORE TO THE IMAGINATION THAN WHAT THEY ARE EXPOSED TO IN MEDIA, AND IT IS THE GROWING
[00:50:03]
IMAGINATION THAT PRODUCES INVENTORS, ENTREPRENEURS, TEACHERS, NURSES, THINKERS, BOARD MEMBERS.IT IS THOSE THINGS I WOULD LIKE TO COMMEND THE BATTLE GROUND SCHOOL BOARD FOR ALREADY HAVING AN EXCELLENT PROCEDURE IN PLACE THAT ALLOWS PARENTS TO MAKE THE CHOICE ABOUT THE BOOKS THAT THEIR STUDENTS READ.
THIS POLICY DOES NOT DISCRIMINATE, DISCOURAGE THINKING OR CLOSED DOORS TO OUR STUDENTS.
IT DOES NOT TAKE AWAY ONE MORE FREEDOM FROM OUR STUDENT CITIZENS AT A TIME WHEN OUR FREEDOMS MUST BE VIGOROUSLY GUARDED.
I THANK THE SCHOOL BOARD FOR EXPLORING THIS ISSUE AND HOPE THAT OPEN MINDS PREVAIL.
THANK YOU. NEXT IS JEFFREY LYLES.
I'D LIKE TO SAY THAT I'M A RETIRED PIPE FITTER AND THAT I APPRECIATE THE TIME YOU HAVE GIVEN ME TO ADDRESS THE BOARD, AND I WOULD LIKE TO SAY THAT I'M A STRONG BELIEVER IN THE SCHOOL SYSTEM, AND THAT I REALLY VALUE THE IMPORTANCE OF OUR CHILDREN LEARNING CRITICAL THINKING SKILLS, AND WITH THOSE CRITICAL THINKING SKILLS, THEY LEARN TO INTERPRET THINGS THE WAY THAT THEY SHOULD.
AND I REMEMBER, I WAS LIKE IN SIXTH GRADE, I USED TO READ A LOT OF GREEK AND ROMAN MYTHOLOGY BOOKS.
I READ A WHOLE LOT FROM THOSE BOOKS.
AND GOING BACK TO CRITICAL THINKING SKILLS, IT'S UP TO US TO TEACH OUR CHILDREN TO INTERPRET THINGS IN THE RIGHT AND PROPER WAY, SO THAT THEY KNOW WHERE TO GET A STORY OUT AND JUST NOT BE BLINDSIDED AND FOCUSED ON ONE THING ONLY.
THANK YOU. NEXT IS WYNN GERICH.
OKAY. YOU WERE HERE LAST TIME.
IT'S CROATIAN. AND I REMEMBERED SEEING YOUR NAME, BUT I DIDN'T.
I SHOULD HAVE MADE A NOTE TO HOW TO PRONOUNCE IT.
FIRST OF ALL, YOUR BOARD MEETING SOMEBODY PUT THE WRONG DATE ON IT.
TODAY IS THE 26TH, RIGHT? THIS IS 27TH.
AND YOU ALL KNOW ABOUT THE FLUORIDE.
THERE'S A BIG LAWSUIT GOING ON RIGHT NOW.
WE'RE TRYING TO STOP IT HERE IN BATTLE GROUND.
IT DOES LOWER CHILDREN'S IQS, AND WE'RE WAITING FOR THE JUDGE TO MAKE HIS DECISION.
AND I'M GOING TO READ TO YOU ABOUT WHAT GLYSOPHATE DOES.
AND WHAT GLYSOPHATE DOES IS, THE SCIENTISTS HAS NOTICED OVER THE PAST 50 YEARS THAT'S BEEN A DRASTIC CHANGE IN FEMALE FERTILITY, A SUBSTANTIAL DROP IN SPERM.
AND WHAT IT DOES, IT CHANGES GENDERS.
TWO OF THESE CULPRITS, BPA AND PHTHALATES, THEY'RE NOW USED IN THE PLASTIC INDUSTRY, NOW SHOWED DRASTICALLY REDUCED IN SPERM COUNTS AND ADVERSELY AFFECT [INAUDIBLE] AND MORPHOLOGY. IT SAYS THE SUBSTANCE, WHAT THEY WERE SAYING, IT CAUSES HYPOSPADIAS.
AND WHAT GLYSOPHATE IS NOT ONLY CONNECTED TO CANCER IT CAUSES FEMALE BABIES TO BE MORE LIKE MALES AND MORE PHYSICALLY AND BEHAVIORALLY.
MORE THAN 70,000 MILLION TONS OF PESTICIDES ARE DUMPED INTO THE WORLD'S AQUIFERS EVERY YEAR.
AND MANY OF THESE CHEMICALS ARE ENDOCRINE INTERRUPTERS, AND SOME OF THEM ARE EVEN CARCINOGENIC.
[00:55:01]
SO THEY'RE TELLING YOU NOT TO DRINK OUT OF COLD PLASTIC CUPS AND THINGS LIKE THAT, TOO.BUT THIS IS WHAT CAUSES TRANS.
EVEN THEIR BRAINS AREN'T CORRECT ON THAT.
BUT I'M GOING TO PUT ALL THIS ON PUBLIC RECORD.
AND THERE'S A BIG THING RIGHT NOW THAT WE'RE TRYING TO GET GLYSOPHATE BANNED TOO.
SO THE OTHER THING I WANT TO READ YOU IS ABOUT HOW CANCER IS ACTUALLY A METABOLIC DISEASE.
AND THIS IS TALKING ABOUT THOSE COVID SHOTS.
AND WHAT THEY DID IS THEY PUT THE MRNA TO CHANGE YOUR DNA.
SO WE HAVE NOT ONLY BEEN OUR WHOLE HUMAN GENOME HAS BEEN CHANGED BECAUSE OF GLYSOPHATE.
WHEN CAN YOU WRAP UP NOW YOUR TIME IS UP.
IT TELLS US THAT IT'S CAUSED PREGNANT WOMEN TO LOSE THEIR BABIES.
THANK YOU. AND CAN I TELL YOU ONE THING? THAT'S A GOOD THING? I'M SORRY.
I'M GOING TO HAVE TO. I'M GOING TO HAVE TO ASK YOU.
SO YOU CAN CHECK IT OUT. AND I HOPE THE PEOPLE AT HOME CHECK IT OUT.
THANK YOU. WIN. GRETCHEN FOR WALTON.
MY NAME IS GRETCHEN VERPOORTEN.
I NEED MY TOPIC TONIGHT IS THE SEXUALIZATION OF THE BOOKS IN THE BATTLE GROUND PUBLIC HIGH SCHOOL AND PRAIRIE PUBLIC HIGH SCHOOL LIBRARIES. I WANT TO READ YOU A LITTLE SOMETHING, AND I.
I THINK I WOULD FEEL BEST IF YOU STICK YOUR FINGER.
I DON'T THINK IT'S GOING TO BE THAT BAD.
BUT I JUST WANT TO READ YOU BOARD JUST A LITTLE BIT FROM ONE BOOK, SOME SOME EXCERPTS.
AND WHY I'M CONCERNED IT'S CALLED THE BOOK IS CALLED TILT AND IT'S RATED FOR YOUNG ADULTS.
AND MY CONCERN IS THAT IT CELEBRATES AND NORMALIZES THIS TYPE OF BEHAVIOR AND IT CELEBRATES IT. QUOTE.
YOU CAN GET ANYTHING YOU WANT ONLINE.
I'M SMOKING WEED AND CHECKING OUT A LITTLE GUY ON GUY ACTION.
ANOTHER QUOTE I WATCH PORN AND SMOKE WEED AND HAVE A BOYFRIEND.
AND HERE IS SOMETHING THAT HAPPENED TO A YOUNG BOY.
BUT HOMO, HETERO OR SOMEWHERE IN BETWEEN.
NO. AND I MEAN, ABSOLUTELY NOT.
AND NEVER IS IT OKAY, I NEVER DID SAY OKAY TO SET MY STEPFATHER'S PRICK BROTHER STEW.
I WAS ONLY TEN WHEN HE CAME CREEPING.
CLAIMED IT WAS THE WAY I SHOOK MY PRETTY ASS.
I MIGHT NOT HAVE SAID ANYTHING ABOUT THE BLEEDING OR THE CHOKEHOLD WELTS AROUND MY NECK.
I WEPT OVER HIS PROMISE TO KILL MY SISTER IF I TOLD.
UP TILL THEN, VIRGIN STEP NEPHEW ME.
I WAS ONLY TEN AND I DIDN'T ASK FOR IT.
THESE ARE JUST SOME EXCERPTS FROM ONE OF THE BOOKS, LIKE THIS ONE.
AND THERE'S A LOT MORE IN OUR HIGH SCHOOL LIBRARIES AT BATTLE GROUND AND PRAIRIE, THE MINORS THAT ARE IN OUR SCHOOLS, THE MAJORITY OF OUR STUDENTS ARE UNDER 18 YEARS OF AGE.
THEY DON'T HAVE TO CHECK THEM OUT.
THEY CAN JUST GO TO THE LIBRARY AND SPEND TIME READING THEM THERE, PUT THEM BACK ON THE SHELF, AND MOM AND DAD NEVER EVEN NEED TO KNOW THAT IT HAPPENED. AND THEY HAVE DEVELOPING MINDS.
I WANT TO REMIND YOU, OUR 18 YEAR OLDS, CAN YOU READ? GRETCHEN, CAN YOU WRAP UP YOU ARE OUT OF TIME.
I ASK YOU AS BOARD MEMBERS TO PASS POLICY TO KEEP OUR KIDS SAFE FROM THIS KIND OF MATERIAL? THANK YOU, THANK YOU, THANK YOU.
[01:00:08]
HELLO. GOOD EVENING, BOARD MEMBERS.I'M RANDALL RATHBUN, RETIRED AEROSPACE ENGINEER, CURRENT RESEARCH MATHEMATICIAN.
I'LL TRY TO KEEP MY COMMENTS BRIEF.
WE ASK THE QUESTION, CAN KIDS BE HARMED BY SEXUALLY EXPLICIT MATERIAL? AND THE ANSWER ACTUALLY IS YES.
THE FIRST THING I WANT TO QUOTE IS THE AMERICAN SOCIETY OF CLINICAL ONCOLOGY, WHICH HAS TO DO WITH ORAL CANCER, ESTIMATES 54,540 ADULTS WILL COME DOWN WITH ORAL OR [INAUDIBLE] CANCER THIS YEAR.
IF THAT CANCER GETS TO A DISTANT PART OF THE BODY, THE SURVIVAL RATE IS ONLY 40%.
AND I ALSO TESTIFIED RECENTLY TO THE COWLITZ COUNTY PUBLIC BOARD OF HEALTH.
NUMBER TWO, THE CHILDREN'S COGNITIVE DEVELOPMENT IS HINDERED BY EXPOSURE TO THAT TYPE OF MATERIAL.
THE NIH PAPER PORNOGRAPHY ADDICTION AND NEUROSCIENCE PERSPECTIVE STATES THAT THE UNDERLYING DEFECT, WHEN REDUCED TO ITS SIMPLEST DESCRIPTION, IS DAMAGE TO THE BRAKING SYSTEM OF THE BRAIN.
WE DON'T NEED TO HAVE BE DESTROYING THE BRAKES THAT KIDS NEED TO DEVELOP IN THEIR BRAINS.
LAST COMMENT I WANT TO MAKE AND I FILED THIS REPORT.
THE AMERICAN PSYCHOLOGICAL ASSOCIATION 672 PAGE REPORT, THE SEXUALIZATION OF GIRLS IS AN ABSOLUTELY THOROUGH, EXHAUSTIVE STUDY OF HOW THE KIDS ARE BEING TARGETED THROUGH ANY FORM OF MEDIA.
WE CANNOT IGNORE THIS EVIDENCE.
I ENCOURAGE THE SCHOOL BOARD TO BE RESPONSIBLE AND TO EXPAND OR ENACT NEW POLICIES ON DEALING WITH SEXUALLY EXPLICIT INFORMATION.
THANK YOU FOR LISTENING TO ME.
THANK YOU. JENNIFER HINEY WITHE.
GOOD EVENING, MEMBERS OF THE BOARD.
MY NAME IS JENNIFER HINEY WITHE.
A LEGAL STANDARD HAS LONG BEEN ESTABLISHED TO HELP DEFINE OBSCENITY CALLED THE MILLER TEST, WHICH STATES THE MATERIAL APPEALS TO THE PRURIENT INTEREST DEPICTS OR DESCRIBES IN A PATENTLY OFFENSIVE WAY, SEXUAL CONDUCT SPECIFICALLY DEFINED BY THE APPLICABLE STATE LAW AND LACKS SERIOUS LITERARY, ARTISTIC, POLITICAL, OR SCIENTIFIC VALUE.
THE FEDERAL LAW STATES THE STANDARD FOR WHAT IS HARMFUL TO MINORS MAY BE DIFFERENT THAN THE STANDARD FOR ADULTS, AND OFFENDERS CONVICTED OF OBSCENITY CRIMES INVOLVING MINORS FACE HARSHER PENALTIES THAN IF THE CRIMES INVOLVED ONLY ADULTS.
IT STATES WHETHER THE PERSON, THE AVERAGE PERSON APPLYING CONTEMPORARY ADULT COMMUNITY STANDARDS FINDS THAT THE MATTER, TAKEN AS A WHOLE APPEALS TO PRURIENT INTEREST IN EROTIC, LASCIVIOUS, ABNORMAL AND HEALTHY, DEGRADING, SHAMEFUL OR MORBID INTEREST IN NUDITY, SEX, OR EXCRETION. WHETHER THE AVERAGE PERSON APPLYING CONTEMPORARY ADULT COMMUNITY STANDARDS FINDS THAT THE MATTER DEPICTS OR DESCRIBES SEXUAL CONDUCT IN A PATENTLY OFFENSIVE WAY.
ULTIMATELY, SEXUAL ACTS NORMAL OR PERVERTED, ACTUAL OR SIMULATED MASTURBATION, EXCRETORY FUNCTIONS, LEWD EXHIBITION OF THE GENITALS, OR SADOMASOCHISTIC SEXUAL ABUSE, AND WHETHER A REASONABLE PERSON FINDS THAT THE MATTER, TAKEN AS A WHOLE LACKS SERIOUS LITERARY, ARTISTIC, POLITICAL, OR SCIENTIFIC VALUE.
OBSCENITY IS NOT PROTECTED UNDER THE FIRST AMENDMENT OR IS A FREE SPEECH RIGHT.
THE WASHINGTON STATE LAW SAYS THAT DEALERS AND DISTRIBUTORS ARE HEREBY PROHIBITED FROM DISPLAYING EROTIC PUBLICATIONS OR SOUND RECORDINGS IN THEIR STORE WINDOWS, ON THE OUTSIDE NEWSSTANDS, ON PUBLIC THOROUGHFARES, OR IN ANY OTHER MANNER, SO AS TO MAKE AN EROTIC PUBLICATION OR THE CONTENTS OF AN EROTIC SOUND RECORDING READILY ACCESSIBLE TO MINORS.
PORNOGRAPHIC MATERIAL IN THE SCHOOL LIBRARIES IS A NEW CIRCUMSTANCE.
[01:05:05]
WE ALL CANNOT SHY AWAY FROM THIS, BUT WE NEED TO ADDRESS IT HEAD ON WITH A POLICY THAT PROTECTS STUDENTS.NOW, I APPRECIATE CLASSICAL LITERATURE.
CLASSICAL ART. I WAS AN ART MAJOR, BUT THESE INSTANCES DON'T FALL UNDER THE STANDARD OF OBSCENITY.
THAT'S NOT WHAT WE'RE TALKING ABOUT.
THAT'S A TYPE OF THING THAT WE THINK MINORS NEED TO BE PROTECTED OF.
AND THAT'S WHY I THINK WE NEED A POLICY THAT ADDRESSES THESE ISSUES.
DO I AT LEAST HAVE THE BUFFY PART, RIGHT? YES. OKAY.
AND IT'S SPARGUR SO YOU DID GET IT, RIGHT? OKAY. MY NAME IS BUFFY SPARGUR, AND I'M A PARENT OF A FRESHMAN IN PRAIRIE HIGH SCHOOL.
AND FOLLOWING JENNIFER'S STATEMENTS, THERE ARE MULTIPLE STATES CURRENTLY THAT HAVE PASSED LAWS THAT PROTECT OUR CHILDREN FROM OBSCENE AND VULGAR MATERIAL, AND THERE ARE AT LEAST A DOZEN MORE THAT ARE CONSIDERING PASSING SIMILAR LEGISLATION.
IT IS IMPORTANT THAT THE BOARD AND THE DISTRICT KNOW THAT THERE HAS BEEN A PRECEDENT SET IN OTHER STATES, AND WE CANNOT IGNORE THAT THIS IS A NATIONAL DEBATE BETWEEN PARENTS AND OUR PUBLIC SCHOOLS.
IT IS IMPORTANT TO NOTE THE DIFFERENCE BETWEEN BANNING BOOKS FOR AN IDEOLOGY, RELIGIOUS VIEWPOINT, OR AN EDUCATIONAL DISAGREEMENT TO CENSORING BOOKS FOR SEXUAL CONTENT AS BEING AGE INAPPROPRIATE.
I DON'T EVEN KNOW WHY THIS IS UP FOR DEBATE WITH ANYONE.
WE ARE TALKING ABOUT SEXUALLY EXPLICIT MATERIAL THAT IS AVAILABLE RIGHT NOW TO MINORS THAT IN ANY OTHER AREA OR PLACE OFF OF SCHOOL GROUNDS IS CONSIDERED A CRIME, AND THE ADULT WHO DISTRIBUTES THIS MATERIAL IS SUBJECT TO FINES AND OR JAIL TIME.
AND JUST BECAUSE TEACHERS, SCHOOL STAFF AND LIBRARIANS ARE ABLE TO HIDE UNDER THE EXEMPTIONS TO THESE REGULATIONS DOESN'T MAKE IT ANY OF THIS RIGHT OR NOT SUBJECT TO FURTHER SCRUTINY BY THE BOARD, THE DISTRICT, THE COMMUNITY AND FAMILIES.
ACCORDING TO WIKIPEDIA, AS OF 2020, THE TOP TEN REASONS BOOKS WERE CHALLENGED AND BANNED IS ONE, SEXUAL CONTENT 92.5% . TWO, OFFENSIVE LANGUAGE 61.5%.
THREE, UNSUITED TO AGE GROUP 49%.
FOUR, RELIGIOUS VIEWPOINT ONLY 26%.
FIVE, LGBTQIA+ CONTENT JUST 23.5%.
DRUGS, ALCOHOL AND SMOKING, 12.5%.
ANTI-FAMILY CONTENT 7% AND POLITICAL VIEWPOINT SIX AND A HALF.
THESE NUMBERS SPEAK FOR THEMSELVES.
IN A RASMUSSEN REPORT CONDUCTED IN 2020 2021, 89% OF POLLED VOTERS OPPOSED SEXUALLY EXPLICIT MATERIAL IN PUBLIC ELEMENTARY SCHOOLS, 79% IN MIDDLE SCHOOLS, AND 69% IN PUBLIC HIGH SCHOOLS.
YOU MAY CHOOSE TO LOOK THE OTHER WAY, BUT YOU CAN NEVER SAY AGAIN THAT YOU DID NOT KNOW.
WILLIAM WILBERFORCE, THANK YOU FOR YOUR TIME.
THANK YOU. AND VICTORIA FERRER . THANK YOU FOR SAYING MY NAME RIGHT.
I'D LIKE TO START OUT BY SAYING WE'RE NOT HERE TO BAN BOOKS.
WE'RE NOT HERE TO REMOVE BOOKS ON LGBTQ PLUS OR PEOPLE OF COLOR, MY CHILDREN ARE PEOPLE OF COLOR.
I THINK IT'S VERY IMPORTANT THAT WE HAVE REPRESENTATIONS IN OUR STUDENTS BOOKS.
BUT US PARENTS WHO THE LAST FIVE OF US WHO HAVE BEEN HERE, UP HERE PRESENTING TO YOU TONIGHT, WE LIVE WITHIN THE BATTLE GROUND SCHOOL DISTRICT, AND WE'RE ONLY HERE FOR ONE CONCERN, THAT CONCERN IS THE OBSCENE MATERIALS, MATERIALS THAT GO AGAINST WHAT IS BEING TAUGHT IN THE SEX ED CURRICULUM, NOT SUITABLE FOR PARTICULAR AGE GROUPS, AND IS CONSIDERED HARMFUL TO MINORS.
[01:10:02]
PROTECT KIDS FROM SEXUALLY EXPLICIT BOOKS.GOING TO YOUR 2331, MARY IT REQUIRES A REVISION BE MADE RIGHT AS SOON AS THAT PASSES, WHICH WE KNOW IT'S GOING TO PASS, IT'S GOING TO REQUIRE A REVISION BE MADE ON OUR CURRENT SCHOOL POLICY.
THE THE CURRENT POLICY ALREADY DOES MUCH OF WHAT THE BILL IS WANTING US TO DO.
THE STAFF AND THE BOARD HAVE ALREADY DONE A FINE JOB STAYING ON TOP OF THE LEGISLATURE.
BUT WE PARENTS UP HERE, WE SEE AN AREA THAT NEEDS A LITTLE BIT MORE STRENGTHENING.
THIS EVENING WE ARE SUBMITTING A REVISION PROPOSAL TO YOUR CURRENT POLICY, 2021.
BY SIMPLY ADDING THE SAME PROTECTION YOU'VE ALREADY USED YOUR OWN WORDING UNDER 2022, UNDER 2022, THE ELECTRONIC RESOURCES AND INTERNET SAFETY IT MENTIONS AGE LEVEL APPROPRIATENESS OF MATERIAL COMPLIANCE WITH FEDERAL LAW GOVERNING ACCESS TO VISUAL DEPICTIONS OF OBSCENE MATERIAL, CHILD PORNOGRAPHY, OR MATERIAL THAT IS HARMFUL TO MINORS.
THE DISTRICT WILL ENDEAVOR TO ENSURE THAT THESE CONCERNS ARE APPROPRIATELY ADDRESSED.
WE ARE ASKING THAT YOU USE THE SAME LANGUAGE THAT I JUST READ TO YOU IN YOUR 2022 AND ADD IT TO YOUR 2021, WHICH IS THE LIBRARY INFORMATION AND TECHNOLOGY PROGRAMS. CURRENTLY, 2021 READS AS FOLLOWS.
THE SUPERINTENDENT OR DESIGNEE WILL ESTABLISH PROCEDURES FOR THE SELECTION OF LIBRARY MATERIALS WITH THE UNDERSTANDING THAT MEDIA LITERACY RESOURCES WILL CONSIST OF A BALANCE OF SOURCES AND PERSPECTIVES.
AND THEN THAT'S IT. SO WE WOULD LIKE TO ADD THE 2022 AND BE IN COMPLIANCE WITH FEDERAL LAW GOVERNING ACCESS TO VISUAL DEPICTIONS OF OBSCENE MATERIAL, CHILD PORNOGRAPHY, OR MATERIAL THAT IS HARMFUL TO MINORS.
OKAY, THAT CONCLUDES OUR CITIZENS COMMENTS.
SO NEXT ON THE AGENDA IS APPROVAL OF OUR CONSENT AGENDA.
[8. Consent Agenda (Board Vote w/Student Voice)]
OUR CONSENT AGENDA THIS EVENING INCLUDES APPROVAL OF MINUTES, PERSONNEL REPORTS, STUDENT TRAVEL, FINANCIAL REPORTS, COMPLETED PROJECTS, REQUEST FOR APPROVAL, APPROVAL OF DONATION FROM THE PRAIRIE HIGH SCHOOL FOOTBALL BOOSTERS, SECOND READING AND ADOPTION OF POLICY 6815 ADVERTISING ON DISTRICT PROPERTY.AND SECOND READING AND ADOPTION OF CURRICULUM.
PROPOSAL FOR ADVANCED PLACEMENT SCIENCE COURSES, HIGH SCHOOL.
IS THERE ANYTHING THAT WE NEED TO ANY QUESTIONS OR ANYTHING WE NEED TO PULL FROM THE CONSENT AGENDA? I MOVE THAT THE CONSENT AGENDA BE APPROVED AS PRESENTED.
OKAY. WE HAVE A MOTION THAT THE CONSENT AGENDA BE APPROVED AS PRESENTED.
ALL THOSE IN. OH, FIRST OF ALL, SORA.
AND WE HAVE NO OLD BUSINESS, SO WE'LL MOVE ON TO NEW BUSINESS.
[10. New Business (Board Vote w/Student Voice)]
THE FIRST ITEM OF NEW BUSINESS IS APPROVAL OF RIVER HOMELINK'S ASB CONSTITUTION, AND WE HAVE PRINCIPAL MATT KESSLER HERE TO TALK TO US ABOUT THAT.DID SHE FOLLOW ME UP HERE? SHE HERE.
THEY THROW REALLY GREAT DANCES.
THEY'VE DONE A LOT OF STUFF TO INVIGORATE AND KEEP OUR STUDENT BODY ENGAGED ON CAMPUS.
THEY'RE DOING A TREMENDOUS JOB.
ONE OF THE THINGS THAT THEY HAVE BEEN WORKING ON PRIOR TO COVID, THERE WAS A CONSTITUTION IN PLACE.
AND ACTUALLY, HOLLY, OUR VICE PRESIDENT, IS GOING TO TELL US A LITTLE BIT ABOUT THE HISTORY OF THAT.
SHE'LL SHARE MORE IN DETAIL WITH YOU.
BUT THEY'VE REVISED THAT EXTENSIVELY, DONE A TREMENDOUS JOB, GOTTEN A LOT OF FEEDBACK.
OUR ASB, THEY ARE PROBLEM SOLVERS.
THEY FIGURE THINGS OUT AND THEY DO A LOT OF GREAT WORK ON OUR CAMPUS.
SO I'M PROUD TO PRESENT OUR VICE PRESIDENT OF ASB HOLLY.
MY NAME IS HOLLY EHAUS AND I AM RIVER HOMELINK'S ASB VICE PRESIDENT.
[01:15:02]
AS YOU ALREADY KNOW, I'LL BE PRESENTING TO YOU OUR ASB FINALIZED CONSTITUTION.I'VE BEEN IN ASB SINCE SEVENTH GRADE AND I'VE SEEN THE PAINSTAKINGLY LONG JOURNEY OUR CONSTITUTION HAS BEEN THROUGH SINCE 2019 THROUGH YEARS OF REVISING OVER AND OVER AND OVER AGAIN, MANY HOURS OF MEETINGS DISCUSSING WHAT WE NEED OUR CONSTITUTION TO LOOK LIKE, AND CHANGING EVERY SINGLE SHALL TO WILL MULTIPLE TIMES.
I'M VERY EXCITED TO SHARE WITH YOU OUR FINAL PRODUCT.
THE GOAL WITH THIS VERSION OF THE CONSTITUTION BEING TO NOT HAVE TO EDIT IT FOR YEARS TO COME.
NOW I COULD NOT IN GOOD CONSCIENCE PRESENT TO YOU WITHOUT GIVING CREDIT TO JULIA STIFFLER, BRYSON ROBERTS, LISA COX, STEVEN KIM, MINDY RUE, THE REST OF OUR EXECUTIVE TEAM, AS WELL AS PREVIOUS MEMBERS ANNA COX, KIANA TREVELYAN AND DARTANIAN TREVELYAN FOR THE INCREDIBLE HARD WORK AND PERSEVERANCE THAT EACH OF THEM HAS POURED INTO THIS PROJECT.
WITH THAT OUT OF THE WAY, I'M EXTREMELY PROUD TO PRESENT RHLB'S COMPLETED CONSTITUTION.
SO THE REVISIONS I'LL BE PRESENTING ARE FROM THEN ONWARD.
WE'VE BEEN TRYING TO FIND A WAY TO ALLOW OTHER CLUBS AT OUR SCHOOL FOR YEARS, BECAUSE HAVING CLUBS CAN INCREASE SCHOOL SPIRIT AND ENTHUSIASM, WHICH IS EXACTLY WHY WE HAVE AN ASB IN THE FIRST PLACE.
MOST OF THIS SECTION COMES FROM SOME MAJOR EDITS THAT WERE MADE IN 2021.
HOWEVER, IT WAS CLEANED UP WITH 2024 EDITS THAT WERE MADE WHEN WE SUBMITTED IT TO THE DISTRICT.
THE SECOND MAJOR REVISION MADE TO THIS CONSTITUTION WAS THE ADDITION OF A NEW PERMANENT EXECUTIVE SENATE POSITION, SERGEANT AT ARMS, WHICH HAS BEEN AN UNOFFICIAL POSITION IN ASB FOR AROUND FIVE YEARS THROUGH COVID, THOUGH IT WAS ON AND OFF.
OTHER EDITS INCLUDE CUTTING A LOT OF REDUNDANT INFORMATION WITH GUIDANCE FROM MINDY RUE, AS WELL AS CREATING ADDITIONS TO SECTION ONE UNDER ARTICLE FIVE OUTLINING ALL STUDENT EXPECTATIONS AND DUTIES.
THIS IS ALL I HAVE FOR YOU TODAY.
THANK YOU SO MUCH FOR LISTENING.
IT MEANS ABSOLUTELY EVERYTHING TO OUR ASB AND TO OUR SCHOOL.
DO I HAVE ANY QUESTIONS? I HAVE A QUESTION.
I WAS READING THROUGH THE THINGS THAT WERE MARKED OFF AND JUST CURIOUS WHY WOULD YOU REMOVE BE A GOOD EXAMPLE TO THE STUDENTS OF RIVER HOMELINK BY THEIR DEEDS? OKAY, SO THAT WOULD BE A REALLY GOOD EXAMPLE OF SOME REDUNDANT INFORMATION.
THAT WAS SOMETHING THAT WE KEPT REPEATING OVER AND OVER AND OVER AGAIN.
SO I CAN PULL UP EXACTLY WHAT YOU'RE LOOKING AT IF YOU WANT, BUT I'M ASSUMING THAT IT'S PROBABLY UNDER LIKE THE QUALIFICATIONS TO BE AN ASB. WE SHOULD HAVE ADDED A WHOLE BIG PARAGRAPH THAT EXPLAINED EVERYTHING BETWEEN OUR EXPECTATIONS TO OUR DUTIES THAT THE STUDENT SENATE IS SUPPOSED TO FOLLOW.
SO WE TRIED TO KIND OF SHORTEN IT DOWN AS MUCH AS WE COULD BECAUSE WE HAD PROBABLY LIKE 14 PAGES, AND WE REMOVED THREE BECAUSE WE KEPT ON REPEATING A LOT OF STUFF.
AND THAT'S THE SAME FOR SAYING SOMETHING HERE ABOUT DISPLAYING SCHOOL SPIRIT.
YES. SO IT'S JUST THE SAME THING OVER AND OVER AGAIN.
OKAY, DEBBIE, I HAD THE SAME QUESTION.
IF YOU CAN LOCATE IT UP ABOVE, I'LL KILL SOME TIME FOR A MOMENT.
BUT I'M NOT TRYING TO KILL TIME.
YOU MENTIONED, DID I UNDERSTAND CORRECTLY THAT A BIG PART OF IT HAD TO DO WITH CLUBS? YES. ALL RIGHT.
SO WITHOUT TRYING TO PREJUDICE YOU.
OKAY. I HAVE SOME FEELINGS ABOUT THINGS.
OKAY. DID YOU DISCOVER IN YOUR THINKING AND ADDRESSING CLUBS, ANY DISTRICT POLICIES THAT MAY BE
[01:20:09]
KIND OF LIKE MAKE IT A LITTLE MORE DIFFICULT TO HAVE CLUBS THAN YOU'D LIKE IT TO BE? I'M NOT EXACTLY.OKAY. SO IT DIDN'T LOOK AT POLICY.
THERE DOESN'T SEEM TO BE ANY POLICY.
MR. KESSLER, I'M SURE, WOULD TELL YOU IF YOU'RE, LIKE, DOING SOMETHING THAT'S INAPPROPRIATE.
SO. NO, NO. SO NO POLICIES THEN SEEM TO CAUSE ANY TROUBLE WITH WHAT YOU WERE ADDRESSING WITH HAVING CLUBS? BECAUSE I THINK WE NEED TO HAVE A LOT OF CLUBS.
I AGREE, I THINK OUR ISSUES WITH HAVING CLUBS IN THE PAST HAVE TO DO THAT.
WE ARE AN ALE SCHOOL AND OUR SCHOOL IS K THROUGH 12, AND IT'S EXTREMELY DIFFICULT TO FIND WAYS TO INCORPORATE CLUBS INTO THAT. AND I'M NOT EXACTLY SURE WHY IT'S TAKING SO LONG, BUT WE'RE FINALLY GETTING THERE.
AND I THINK WE ACTUALLY TRIED.
IT DIDN'T HAVE ANYTHING TO DO WITH POLICIES, DISTRICT POLICIES.
NO I DON'T BELIEVE SO. INTERESTING. OKAY.
THEY DID THE WORK TO ALIGN THEIR NEW POLICY OR THEIR NEW SECTION IN THEIR CONSTITUTION TO ALIGN MORE WITH THE OTHER COMPREHENSIVE HIGH SCHOOLS AND WITHIN OKAY. AND YOU DIDN'T FIND ANYTHING THAT WAS LIKE RESTRICTIVE OR DIFFICULT TO WORK AROUND.
OKAY. WE'LL KEEP I'M GOING TO KEEP WORKING ON IT MYSELF.
ALL RIGHT. I WOULD ENCOURAGE YOU TO HAVE AS MANY CLUBS AS YOU CAN POSSIBLY SO THAT EVERY SINGLE STUDENT IN YOUR SCHOOL HAS SOMETHING THAT THEY CAN CALL THEIR OWN AND FEEL THAT THEY'RE A PART OF.
I'VE HAD MULTIPLE STUDENTS COME UP AND ASK ME LIKE, HEY, IS THERE CLUBS HAPPENING? CAN I FORM A CLUB? WHO CAN I TALK TO ABOUT THIS? AND I'M LIKE, WE ARE GETTING THERE.
I PROMISE YOU IT'LL HAPPEN ONE DAY.
YEAH, SO THAT WOULD BE WE DELETED IT BECAUSE IT WAS REDUNDANT.
BUT AT THE TOP OF THE ARTICLE, THERE SHOULD BE A PARAGRAPH EXPLAINING THE DUTIES AND INDICATIONS.
FIND IT? NO, BUT I DID HAVE ANOTHER QUESTION.
OKAY. WHY WOULDN'T YOU WANT EVERYONE TO BUY AN ASB CARD? OH, I BELIEVE THAT WAS ANOTHER REVISION.
WE DO HAVE. ANOTHER REDUNDANT THING.
YES. YEAH. BECAUSE I WOULD RECOMMEND THAT TOO, BECAUSE THAT'S GOING TO BRING YOU MONEY.
YES. WE DO DEFINITELY HAVE THAT IN OUR CONSTITUTION.
SO IT MIGHT LOOK LIKE WE'RE DELETING A LOT OF THINGS, BUT WE JUST CONDENSED IT DOWN.
SO IT'S DEFINITELY IN THERE. IT MIGHT JUST BE HARD TO SEE I SAW IT.
THANK YOU. IT'S IN THERE OKAY, GOOD.
I THOUGHT THE WAY I READ IT SAID THAT IF YOU WERE GOING TO BE AN ASB OFFICER, YOU HAD TO BUY A CARD.
MR. KESSLER, WOULD YOU DO ME A FAVOR? THE REDUNDANT STATEMENT ABOUT BEING AN EXAMPLE? COULD YOU AT SOME POINT, IF YOU THINK OF IT, LET ME KNOW WHERE YOU FIND IT IN THERE, BECAUSE I'M NOT FINDING IT AT ALL.
I THINK IT'S GREAT THAT YOU'RE DOING THAT.
WHEN MY DAUGHTER WENT TO RIVER HOMELINK, THAT WAS ONE OF THE BIG THINGS THAT WERE MISSING.
OF COURSE, WE'RE TALKING A VERY LONG TIME AGO, BUT YEAH, I THINK IT'S REALLY SUPER IMPORTANT.
AND I THINK IT BALANCES OUT THE STUDENT BODY.
SO I THINK IT'S REALLY GREAT YOU'RE DOING THIS.
I WAS A LITTLE NERVOUS. NO, I FOUND IT.
AND I BELIEVE THAT THEY'RE GOING TO CONTINUE TO PROVIDE THAT MOMENTUM.
AND WE'LL SEE MORE CLUBS AND ACTIVITIES HAPPENING.
THEY ARE DOING A TREMENDOUS JOB.
I WAS GOING TO THANK YOU FOR YOUR WORK IN ASB FOR SO MANY YEARS.
THANK YOU VERY MUCH. VERY IMPORTANT.
IT IS. YOU KNOW HOW I LOVE TO TELL A STORY.
[LAUGHTER] THEIR LAST DANCE WAS IN THE SPACE THEY SET IT UP FOR THE SMALL GYM.
THEY WEREN'T REALLY SURE HOW MANY TICKETS WERE GOING TO SELL.
GOOD JOB. EXCELLENT. THANK YOU.
AND THEN THE GPA IS MARKED OFF.
IS THAT AGAIN A REDUNDANCY UNDER ARTICLE FIVE.
[01:25:07]
US. IT'S ON PAGE THREE UNDER ARTICLE FIVE.THANK YOU. MANY OF THOSE CROSS OFFS ARE IN ARTICLE FIVE.
I THINK I PREFER SHALL, BUT I AIN'T GOING TO GET INTO THAT WITH YOU.
I ALSO DO, BUT IT'S PROBABLY FOUR TIMES WE HAD TO CHANGE IT.
IT'S LIKE THE NUMBER ONE POLICY CHANGE THAT WE SEE.
ANY OTHER QUESTIONS OR DISCUSSIONS? I MOVE THE BOARD OF DIRECTORS APPROVE THE CONSTITUTION OF THE ASSOCIATED STUDENT BODY OF RIVER HOMELINK.
AYE. ALL THOSE OPPOSED SAY NAY.
OH [INAUDIBLE] THANK YOU. AND SO THE MOTION PASSES, 4 TO 0.
CONGRATULATIONS. THANK YOU GUYS.
THANK YOU, MR. KESSLER. NEXT, WE HAVE DIRECTOR OF CAREER AND TECHNICAL EDUCATION CINDY ARNOLD TO BRING THE CTE PLAN FOR OUR APPROVAL.
GOOD EVENING BOARD. I'M CINDY ARNOLD, THE CAREER AND TECHNICAL EDUCATION DIRECTOR, HERE TO GIVE THE SCHOOL BOARD AN UPDATE ON CAREER AND TECHNICAL EDUCATION PROGRAMS. I'D LIKE TO TAKE A MOMENT TO THANK COLONEL OLLER AND CHIEF MASTER SERGEANT WILLIAMS FOR THE ROTC PROGRAM THIS EVENING, AND AUBREE CARROL FOR SINGING THE NATIONAL ANTHEM.
BRITT PEDLAR CULINARY ARTS PROGRAM AT PRAIRIE HIGH SCHOOL LEFT THE TREATS FOR YOU.
TATIANA STEVENS CERAMICS MADE THE CERAMICS.
AND I HAVE AN INTERN THIS YEAR.
SO I'D LIKE TO THANK THOSE PEOPLE.
MY GOAL TONIGHT IS TO UPDATE THE BATTLE GROUND SCHOOL BOARD ON CTE PROGRAMS, AND TO ASK THE SCHOOL BOARD TO APPROVE THE 24, 25 CTE DISTRICT PLAN ACCORDING TO PROCEDURE 2170.
WE HAVE SOME NEW COURSES IN THE DISTRICT THIS YEAR.
GEOMETRY IN CONSTRUCTION IS ONE OF OUR NEW COURSES.
IT WAS PREVIOUSLY CONSTRUCTION TRADES, AND WE FOUND THAT MATH CONCEPTS TEAM TAUGHT WITH CONSTRUCTION REALLY HELPED SOLIDIFY THE GEOMETRY COURSE WORK WITH CONSTRUCTION.
IN ITS FIRST YEAR WE HAD 40 STUDENTS SIGN UP FOR THE CLASS, WHERE PREVIOUSLY WE ONLY HAD ABOUT 12 STUDENTS IN CONSTRUCTION TRADES, SO IT'S BEEN A VERY SUCCESSFUL CLASS SO FAR. ALSO NEW THIS YEAR IS INTRODUCTION TO BAKING AND PASTRY ARTS AND ADVANCED CULINARY ARTS, ENTREPRENEURSHIP AND SERVICE.
PREVIOUS TO THIS, WE HAD FOODS ONE, TWO AND THREE WHICH WERE REALLY MORE OF A HOME EC TYPE CLASS AND SINCE IN CAREER AND TECHNICAL EDUCATION WE PREPARE STUDENTS TO HOPEFULLY GO INTO INDUSTRY OR TO GO ON TO COLLEGE IN SUBJECT AREAS.
SO THESE ARE ALL NEW CLASSES THIS YEAR.
LAST WEEK, I HAD THE OPPORTUNITY TO LISTEN WHILE SOME OF OUR STUDENTS WORKED TOGETHER WITH ONE OF OUR PARTNERS, AN ARCHITECTURAL FIRM, TO TALK ABOUT THEIR PROGRAMS, WE HAD ON THE CAPITOL LEVY CONSTRUCTION TRADES, HEALTH SCIENCE AND CULINARY ARTS UPGRADES.
SO IT WAS REALLY INTERESTING TO LISTEN TO THEM TALK.
AND HERE'S A PICTURE ON THE NEXT SCREEN OF THE STUDENTS WORKING ON ONE OF THE TABLE GROUPS AND COMING UP WITH SOME SCHEMATICS, JUST AGAIN, TO GET SOME IDEAS ON WHAT THEIR THOUGHTS WERE.
AND THAT'S WHAT CTE DOES, IS WE REALLY WORK WITH OUR INDUSTRY PARTNERS.
CTE PROVIDES EXPERIENCES BOTH INSIDE AND OUTSIDE OF THE CLASSROOM, AND IN FACT, WE ARE REQUIRED TO HAVE OUTSIDE OF CLASSROOM CONNECTION BY OUR ADVISORIES AS WELL AS CONNECTION WITH THE INDUSTRY PARTNERS THAT OUR STUDENTS ARE WORKING WITH.
[01:30:03]
IN CTE CLASSES, STUDENTS LEARN CREATIVITY JUST LIKE THEY DID IN COMING UP WITH THE SCHEMATICS.THEY'RE WORKING IN TEAMS. EVERY CTE COURSE HAS SOME SORT OF CLUB OR OUTSIDE OF CLASS ACTIVITY.
EVERY ONE OF THEM ARE REQUIRED TO DO THAT.
SO THEY LEARN HOW TO BE PROFICIENT COMMUNICATORS, CRITICAL THINKERS, MULTIFACETED COLLABORATORS.
CTE WE HOPE, IGNITES A PASSION FOR OUR STUDENTS IN SOME SORT OF CAREER.
THAT'S THE OBJECT IS ALL OF THESE CLASSES THAT STUDENTS TAKE HAVE A CAREER ELEMENT.
SO WE'RE HOPING THAT SOMETHING WILL CLICK WITH THE STUDENT.
BUT AT THE LEAST, STUDENTS GET TO EXPLORE CAREERS BEFORE THEY GRADUATE FROM HIGH SCHOOL.
NEXT. CTE IS GROUPED IN WHAT WE CALL PATHWAYS.
SO YOU CAN SEE HERE THAT THESE ARE SIX OF OUR PATHWAYS.
THESE ARE SPECIALTY AREAS THAT INCLUDE AGRICULTURE AND NATURAL RESOURCES, HUMAN SERVICES, HEALTH SCIENCES, SKILLED AND TECHNICAL BUSINESS AND MARKETING, AND THE DIGITAL ARTS. AND IN EACH ONE OF THESE PATHWAYS LEAD TO EITHER AN INDUSTRY RECOGNIZED CREDENTIAL.
SO EVERY PATHWAY STUDENTS CAN GET AN INDUSTRY RECOGNIZED CREDENTIAL AND OR COLLEGE CREDIT.
SO WE HAVE A LOT OF COLLEGE CREDITS ATTACHED TO OUR PATHWAYS.
ON NEXT AGRICULTURE AND NATURAL RESOURCES IS AT THE TOP.
AND YOU CAN SEE THE GOLD DOTS NEXT TO SOME OF THOSE CLASSES.
THOSE GOLD DOTS REPRESENT COLLEGE CREDITS.
SO YOU CAN SEE WE HAVE QUITE A FEW COLLEGE CREDITS.
THESE ARE THE FIRST THREE THAT WE HAVE LISTED.
AND THEN NEXT WE ALSO HAVE SKILLED AND TECHNICAL ENGINEERING AND BUSINESS AND MARKETING.
AND AGAIN ALL THE GOLD DOTS REPRESENT COLLEGE CREDITS.
AND WE DON'T HAVE ANY COLLEGE CREDITS IN THAT ONE, BUT WE'RE WORKING ON IT.
NEXT DUAL CREDIT OR COLLEGE CREDITS ARE WITH LOWER COLUMBIA COLLEGE OR CLARK COLLEGE.
SO THOSE ARE DIFFERENT TYPES OF CREDITS.
THE COLLEGE AND THE HIGH SCHOOL CREDITS ARE TRANSFERABLE CREDITS.
THOSE CREDITS ARE WAITING THERE FOR THEM.
MANY OF OUR CLASSES ALSO ARE WHAT WE HAVE, WHAT WE CALL EQUIVALENCY CREDITS.
SO THERE ARE ALSO A LOT OF ACADEMIC CREDITS THAT ARE ATTACHED TO EVERY ONE OF OUR COURSES.
NEXT. THESE ARE JUST SOME PICTURES AND YOU CAN KEEP CLICKING.
YOU CAN CLICK AGAIN AND CLICK AGAIN.
AND THESE ARE JUST SOME OF THE CLASSES THAT WE HAVE NEXT.
HERE ARE SOME MORE ADDITIONAL CLASSES AND CAREER AND TECHNICAL EDUCATION.
SO TOP NEEDS ARE WHAT'S REALLY REFLECTED IN THE CTE PLAN.
THERE'S A LOT OF COMPLIANCE THAT YOU PROBABLY READ IN THE CTE PLAN.
WE HAVE TO MAKE SURE OUR TEACHERS ARE CERTIFIED.
THERE ARE WAYS TO MAKE SURE THAT THEY'RE CERTIFIED AND SO ON AND SO FORTH.
SO THERE'S A LOT OF COMPLIANCE.
BUT WHAT'S NEW IS UPGRADING CONSTRUCTION TRADES.
IT IS A HIGH DEMAND IN SOUTHWEST WASHINGTON RIGHT NOW.
WE HAVE THERE'S OVER A MILLION JOB OPENINGS FOR THE TRADES ACROSS THE UNITED STATES.
HEALTH OCCUPATIONS IS ANOTHER ONE THAT'S REALLY IN HIGH DEMAND WHEN WE COMPARE LABOR MARKET DATA AND WE LOOK AT LABOR MARKET DATA AT THE BEGINNING OF EVERY SCHOOL YEAR, THE HEALTH CAREER OCCUPATIONS IS ONE OF THE HIGHEST IN THE NATION.
SOME AS HIGH AS 67% FASTER THAN AVERAGE GROWTH, WHICH IS JUST AN ALMOST UNHEARD OF.
I GET EXCITED ABOUT 10% GROWTH.
AND SO AT 67% GROWTH, THAT'S VERY HIGH.
AND CULINARY ARTS CROSSES MANY AVENUES, AND WE HAVE A LOT OF STUDENT INTEREST IN CULINARY ARTS.
AND SO THAT'S ANOTHER HIGH DEMAND CAREER.
NEXT. WE WORK AGAIN WITH OUR INDUSTRY PARTNERS.
AND SINCE THESE THREE FIELDS REALLY CAME UP AS NEEDING IMPROVEMENTS, WE HOPEFULLY WILL BE GETTING SOME MONEY TO HELP WITH THOSE IMPROVEMENTS COMING UP NEXT.
[01:35:01]
AND CONSTRUCTION WHEN YOU MIGHT ASK WHY CONSTRUCTION PEOPLE ARE RETIRING WITHOUT REPLACEMENT.NEXT. THIS IS ANOTHER EXAMPLE OF HEALTH SCIENCE.
THIS IS NURSE MIDWIVES AND NURSE PRACTITIONERS.
THIS ONE IS 38% MUCH FASTER THAN AVERAGE.
AND THIS IS FROM THE BUREAU OF LABOR STATISTICS, WHICH IS ONE OF THE SOURCES THAT WE CONTINUALLY LOOK AT IN CAREER AND TECHNICAL EDUCATION TO MAKE SURE THAT WHAT WE ARE TEACHING IS CURRENT WITH WHAT'S HAPPENING IN INDUSTRY.
AND CULINARY HAS GONE FROM HOME EC TO CULINARY.
THIS IS AN EXAMPLE OF WHAT OUR STUDENTS DID LAST YEAR.
SO THIS IS WHERE THEY STAGED ALL THE PLATING AND WHERE THEY SERVED ALL THE MEALS.
NEXT. AND THIS IS THE HOME EC ROOM THAT THOSE MEALS CAME OUT OF.
SO YOU CAN SEE THAT WE HAVE JUST A OLD VENTED SYSTEM AND AN OLD STOVE.
NEXT. THESE ARE SOME OTHER THINGS THAT WE NEED.
WHEN THOSE STUDENTS WERE TALKING ABOUT THE SCHEMATICS LAST WEEK, HANDWASHING SINK KEPT COMING UP.
WE NEED A HAND WASHING SINK IN OUR ROOM.
SO AND A DISH PIT THEY DON'T HAVE THAT.
AND SO THAT'S ONE OF THE BIG ITEMS THAT WE NEED.
RIGHT NOW OUR CONSTRUCTION STUDENTS ARE BUILDING OUTSIDE IN THE ELEMENTS.
AND IN SOUTHWEST WASHINGTON IT CAN BE PRETTY WET.
AND THEN FINALLY, OUR HEALTH SCIENCE ROOMS ALL HAVE THEY'RE IN A CLASSROOM, THEY'RE NOT IN A LAB.
AND WE REALLY NEED A LAB FOR THOSE STUDENTS.
NEXT. JUST A QUICK SNAPSHOT OF WHAT CTE IN THE DISTRICT.
WE HAVE 11 CLASSIFIED STAFF, 76 TEACHERS.
WE MAKE UP ABOUT 25 TO 30% OF THE STAFF AT EACH HIGH SCHOOL.
THERE ARE OVER 200 CLASSES GOING ON RIGHT NOW IN CTE THIS SEMESTER ALONE.
WE HAVE 5,400 STUDENTS IN SEATS.
SO THOSE STUDENTS MANY TIMES ARE COUNTED MORE THAN ONCE.
THEY TAKE MORE THAN ONE CTE CLASS AT A TIME, 36 CONTENT AREAS.
AND WE HAVE BOTH MIDDLE SCHOOL AND HIGH SCHOOL PROGRAMS. NEXT.
I'M JUST GOING TO LEAVE YOU WITH A COUPLE OF STATISTICS.
SO THE AVERAGE HIGH SCHOOL GRADUATION RATE FOR STUDENTS WHO HAVE HAD TWO SOLID YEARS OF CAREER AND TECHNICAL EDUCATION, THE AVERAGE GRADUATION RATE IS 93%. AVERAGE GRADUATION RATE FOR NON CTE CONCENTRATORS IS 83%.
AND ALSO THOSE CTE CONCENTRATORS OUT EARN THEIR COUNTERPARTS EIGHT YEARS LATER.
CTE SIGNIFICANTLY INCREASES NOT ONLY HIGH SCHOOL GRADUATION, BUT ALSO RESULTS IN HIGHER PERCENTAGE OF STUDENTS GOING ON TO COLLEGE AND PERSISTING AND GRADUATING FROM COLLEGE. SO CTE WORKS AND CTE HELPS THE SUCCESS OF OUR STUDENTS.
THERE'S MOCK INTERVIEWS EVERY YEAR AT BOTH BATTLE GROUND AND PRAIRIE HIGH SCHOOL, AND WE HAVE OUR PARTNERS COME IN AND ACTUALLY INTERVIEW STUDENTS MANY TIMES FOR OUR KIDS, IT'S THE FIRST TIME THEY'VE EVER INTERVIEWED, BUT IT DOES HELP PREPARE THEM FOR WHEN THEY GO OUT AND THEY REALLY TRY TO GET A REAL JOB AND HAVE THEIR FIRST REAL INTERVIEW.
AND THAT IS MY PRESENTATION FOR TONIGHT.
DO YOU HAVE ANY QUESTIONS FOR ME? REMIND US HOW MANY INDUSTRY PARTNERS YOU HAVE BECAUSE I KNOW IT'S A LOT.
WE PROBABLY HAVE ABOUT 120 TO 140 INDUSTRY PARTNERS.
I HAVE ABOUT 20 JUST ON MY GENERAL ADVISORY.
AND IT'S REALLY TOUGH TO SAY BECAUSE THEY KIND OF COME AND GO, BUT WE AVERAGE BETWEEN 120 AND 140.
JULIA WAS THERE, AND DENNY AND I WERE ABLE TO BE THERE.
BUT AS WE WENT AROUND TO VISIT THE ALL OF THE DIFFERENT TABLES THAT WERE SET UP WITH MANY, MANY DIFFERENT TYPES OF INDUSTRY AND PARTNERS IT WHAT CINDY SAID ABOUT THE DATA DRIVING WHAT THEY'RE, DOING IN PROGRAMS COULDN'T BE MORE ACCURATE.
[01:40:02]
THE PEOPLE THAT WE TALKED TO, THEY WERE SAYING, WE NEED PEOPLE WHO CAN POUR CONCRETE, DO CONCRETE WORK.AND THE RESUME WRITING WENT IN THERE AND IT WAS JUST JAM PACKED FULL OF PEOPLE GETTING SUPPORT.
AND IT'S NOT JUST FOR OUR KIDS.
I MEAN, WE HAVE COMMUNITY MEMBERS THAT ATTEND AS WELL.
AND, SO JUST TO KIND OF PIGGYBACK ON WHAT CINDY SAID, YOU KNOW, I APPRECIATE THAT'S ONE OF THE THINGS ABOUT THE PROGRAM THAT I JUST LOVE IS IT'S ALWAYS DATA DRIVEN.
AND SO IT IS ALWAYS PROVIDING THE TYPES OF THINGS THAT OUR STUDENTS NEED AND OUR COMMUNITY NEEDS SO THAT IT'S RESPONSIVE TO WHAT IS IN HIGH DEMAND RIGHT NOW.
I THINK THAT IS ONE OF THE NEAT THINGS IN OUR COMMUNITY, IS THAT WE HAVE A LOT OF STUDENTS WHO DON'T GO ON TO COLLEGE, AND THESE PROGRAMS HELP PREPARE THEM TO GET RIGHT TO WORK AS SOON AS THEY LEAVE OR RIGHT INTO AN INTERNSHIP OR AN APPRENTICESHIP PROGRAM, WHICH IS REALLY AN AWESOME THING FOR OUR KIDS.
THANK YOU. QUESTIONS OR COMMENTS? SORRY. GO AHEAD. IT'S FINE.
WHAT ARE THE REQUIREMENTS FOR ONE OF THE COURSES TO BE COUNTED AS A COLLEGE CREDIT? SO WE HAVE COLLEGE IN THE HIGH SCHOOL AND ARTICULATION, THEY'RE DONE IN DIFFERENT WAYS.
ARTICULATION IS WE HAVE TO COMPARE OUR COURSEWORK WITH THEIR COURSEWORK.
WE HAVE TO SUBMIT EXAMPLES OF OUR TESTING.
AND IT HAS TO ALIGN WITH WHAT THE COLLEGE TEACHES.
WE DON'T HAVE QUITE AS MANY CREDITS OF COLLEGE IN THE HIGH SCHOOL.
WE HAVE ABOUT 25 TO 30 IN THE DISTRICT.
AND WE HAVE ABOUT 20 COURSES THAT ARE ARE DUAL CREDIT OR ARTICULATIONS WITH CLARK AND LCC.
THAT'S A PRETTY RIGOROUS PROCESS.
OKAY. THANK YOU. DO THEY WORK SIDE BY SIDE WITH A PROFESSIONAL? [INAUDIBLE] DO THEY ACTUALLY PHYSICALLY COME INTO THE CLASSROOM AND WORK SIDE BY SIDE WITH THEM? THE COLLEGE AND THE HIGH SCHOOL STAFF, THERE'S USUALLY SOMEBODY THAT COMES AND DOES AN EVALUATION FOR THE TEACHERS.
THE ARTICULATION GROUP, THEY WORK SIDE BY SIDE WITH THE COLLEGE.
SO WE HAVE THAT EACH YEAR FOR EACH OF THE COLLEGES.
ANOTHER QUESTION I HAD WAS IS THERE ANY ADDITIONAL LIABILITY? BECAUSE I KNOW BACK IN THE DAY WE HAD METAL SHOP AND WOOD SHOP.
YOU KNOW, MY PARENTS NEVER SIGNED ANYTHING.
IF WE GOT OUR HANDS CUT OFF, IT WAS OUR OWN PROBLEM.
SO I'M JUST WONDERING, BECAUSE OF THE WAY WE LIVE TODAY IN THIS WORLD THAT WE LIVE IN.
RIGHT. IS THERE ADDITIONAL LIABILITY THAT THE DISTRICT WOULD BE PUTTING THEMSELVES INTO? BECAUSE, I MEAN, THEY'RE GOING TO BE TOUCHING TOOLS AND NAILS AND ALL KINDS OF DIFFERENT THINGS, RIGHT? WHAT? ALL MY TEACHERS ARE TRAINED IN SAFETY.
THEY ALL ARE REQUIRED TO TAKE SAFETY CLASSES, ESPECIALLY OUR SHOP TEACHERS.
AND THOSE SAFETY TESTS ARE KEPT ON FILE IN THE TEACHERS CLASSROOMS. SO THAT'S WHAT WE DO TO TRY TO OFFSET ANY LIABILITY ISSUES IS TO MAKE SURE THAT WE HAVE THE STUDENTS HAVE TESTED, THEY'VE CLEARED THE TEST, THEY'VE PASSED THE TEST, AND WE KEEP THOSE TESTS ON FILE FOR OUR SHOPS.
ALSO, WE HAVE STAFF ASSISTANTS THAT WORK WITH THE TEACHERS.
AND THEN I WORK CLOSELY WITH RISK MANAGEMENT AS WELL.
WHAT DO PARENTS SIGN A LIABILITY STATEMENT FOR THEIR STUDENT TO BE IN THAT PROGRAM? WOULD THAT BE NEEDED OR NECESSARY OR NO? NO. THAT'S WHEN WE GO THROUGH RISK MANAGEMENT THEY GIVE US THE REQUIREMENTS.
CURRENTLY, AND I'VE HAD CLEAR RISKS COME IN AND ACTUALLY LOOK OVER MY SHOPS AS WELL IN THE PAST, ESPECIALLY A SHOP THAT IF IT HADN'T BEEN USED FOR A WHILE, CLEAR RISK HAS COME IN AND DONE AN EVALUATION ON THE SHOP.
THANK YOU. YOU MENTIONED CULINARY ARTS, YOU MENTIONED CONSTRUCTION.
I'M OF THE POSITION THAT OUR SYSTEM OR WHAT WE'RE PROVIDING RIGHT NOW TO OUR
[01:45:08]
STUDENTS TO PREPARE FOR THEIR SUCCESS IS WOEFULLY LACKING.AM I CORRECT THAT THE LEVY IS ACTUALLY GOING TO DO SOMETHING SIGNIFICANT TO HELP US MOVE TO ANOTHER LEVEL IN SOME OF THESE THINGS? SO IS THAT CORRECT? WELL, THESE THREE PROGRAMS ARE PROBABLY THE PROGRAMS THAT ARE IN THE MOST DIRE NEED.
HOLD THAT THOUGHT, BECAUSE THAT'S WHY THAT'S MY LAST QUESTION.
OKAY. BUT THERE'S A LOT OF PEOPLE LISTENING TO US.
SO EVERYONE WHO'S LISTENING OBVIOUSLY IS CONCERNED ABOUT WHAT'S GOING ON IN THE SCHOOLS.
SO WE'RE REALLY CONCERNED THEN WE NEED TO BE SURE THAT WE'RE LETTING EVERYBODY UNDERSTAND AND KNOW THAT WE NEED TO BE GETTING OUR KIDS THE STUFF THAT THEY NEED TO BE SUCCESSFUL IN THEIR FUTURES, AND THAT'S GOING TO TAKE SOME WORK AND THAT'S GOING TO TAKE LEVIES AND THAT'S GOING TO TAKE BONDS.
AND IF WE'RE NOT TELLING PEOPLE THAT, THEN THEY DON'T PASS.
AND THEN GUESS WHAT? THE KIDS SUFFER WITH A STOVE AND AN OVERHEAD FAN, YOU KNOW, AND THE PEOPLE TELL US THEY'RE NOT HIRING OUR PEOPLE BECAUSE THEY DON'T GET THE TRAINING THEY NEED REALLY.
SO EVEN WITH THOSE ADDITIONS, EVEN WITH WHAT THE LEVY IS GOING TO DO, THAT BARELY PASSED.
BUT IT DID AND IT'S GOING TO DO SOMETHING.
BUT LET'S JUST GET THAT MONEY IN THE SYSTEM AND DO WHAT IT'S GOING TO DO.
THIS IS NOT A SET UP FOR PUTTING YOU ON THE SPOT, AND I APOLOGIZE IF YOU FEEL THAT.
I REALLY WOULD LIKE TO KNOW YOUR THOUGHTS AS TO EVEN WITH THOSE LEVY MONIES, ARE WE? I FEEL LIKE THERE'S NO REASON WHY BATTLE GROUND LIKE I THINK IT'S THE 14TH LARGEST STATE IN THE DISTRICT.
DISTRICT IN THE STATE? OKAY, 14TH LARGEST DISTRICT IN THE STATE.
I THINK IT'S MORE LIKE 24, BUT 24TH.
WE SHOULD GO LOOK AND SEE WHAT THEY DID THERE BECAUSE THEY DID SOMETHING REALLY GREAT.
THAT'S WHERE I THINK WE SHOULD BE.
AND SO WITH ALL OF THE LEVY THAT IS GOING TO DO, WOULD YOU SAY THAT WE'RE STILL WOEFULLY WAY BEHIND WHAT WE REALLY NEED? OR WOULD YOU SAY, OH NO, THAT'S GOING TO BE MAKING US LOOK PRETTY GOOD OR WHERE DO YOU FEEL WE'LL BE AFTER WE GET THAT THOSE MONIES IMPLEMENTED? CAN I CLARIFY YOUR QUESTION PLEASE? BECAUSE, YEAH. SO YOU'RE NOT REALLY TALKING ABOUT WOEFULLY BEHIND IN THE PROGRAMING.
YOU'RE TALKING ABOUT THE FACILITY NEEDS? I DON'T KNOW, I SAID THAT'S WHY I'M ASKING BECAUSE I THINK CINDY DOES.
[LAUGHTER] I THINK CINDY KNOWS CINDY.
I THINK CINDY KNOWS WHERE WE'RE AT.
AND I WOULD REALLY LIKE TO KNOW WHAT YOU THINK, NOT WHAT I THINK.
I WOULD LIKE TO KNOW WHAT YOU THINK ABOUT WHERE WE'RE AT.
YOU KNOW WHAT? IS THERE A LOT TO DO? YOU KNOW, STILL, YOU KNOW.
WELL, THERE THAT IS A BIG QUESTION.
OUR DISTRICT REALLY HAS A LOT OF FACILITY NEEDS.
THAT'S WHY I THINK WE PUT FORTH THE CAPITAL LEVY.
THE INFRASTRUCTURE NEEDS TO BE CHANGED.
WE NEED SOME UPGRADES, FOR SURE.
I'M ALSO REALLY THANKFUL, I HAVE TO SAY, FOR MY INDUSTRY PARTNERS, BECAUSE I REALLY BELIEVE THAT THEY REALLY TRIED TO GET THIS LEVY TO PASS BECAUSE THEY KNEW THE NEED THAT OUR SCHOOLS HAD.
AND SO I'M REALLY THANKFUL FOR THAT AT THE SAME TIME.
I DO THINK FOR SURE WE COULD USE SOME UPGRADES.
SO YOU KNOW, WHILE I'M REALLY EXCITED ABOUT THE UPGRADES THAT ARE GOING TO HAPPEN, DO WE NEED SOME NEW FACILITIES IN THE FUTURE? WE DO. WE NEED SOME NEW FACILITIES.
TERRY, WHEN WE WERE IN THE PROCESS OF STILL DECIDING TO PUSH OUT THE LEVY, THERE WAS A I DON'T REMEMBER IT WAS A DOCUMENT AND HAD A BUNCH OF PROJECTS LISTED THAT WOULD BE ON THAT LEVY OR PART OF THAT FUNDING.
I WAS JUST TRYING TO FIND IT ON THE LEVY FACTS.
YES, THAT'S WHAT I REMEMBER ALSO.
SO IT'S GOOD STUFF. I'M PRETTY SURE THAT'S IN THERE.
WHAT'S GOING ON? WE GOT TO MAKE SOME IMPROVEMENTS HERE.
SO IT'S SOMETHING I THINK WE'VE BEEN TRACKING FOR A WHILE.
AND IT'S BEEN NEAR AND DEAR TO OUR HEART.
I GETTING THAT GETTING THOSE FACILITIES IMPROVED.
[01:50:01]
AND ADDITIONALLY IF I RECALL, THERE WAS ALSO SOME ISSUES FOR SOME OF THE INDUSTRY PARTNERS WERE CONCERNED WITH BECAUSE OF THE FACILITIES THAT WE HAD THAT THOSE STUDENTS WOULDN'T BE ADEQUATELY PREPARED COMING INTO THAT INDUSTRY.CORRECT. RIGHT. THAT'S CORRECT.
SO YEAH, I THINK ONE OF THE THINGS THAT STRIKES ME EVERY TIME THAT WE GO TO A WSSDA CONFERENCE REGIONAL CONFERENCE IS THE PROGRAMS OF THE DISTRICT ARE ALWAYS HIGHLIGHTED AT THOSE EVENING EVENTS THAT WE ATTEND.
AS YOU ATTEND AS A BOARD AND WE ATTEND WITH YOU, ONE OF THE THINGS THAT ALWAYS STRIKES ME IS AFTER ATTENDING THOSE, I JUST COME BACK AND OFTENTIMES I'LL EVEN SAY TO CINDY, WELL, WE GOT WE NEED TO HIGHLIGHT, WE NEED TO HAVE THAT MEETING HERE IN BATTLE GROUND BECAUSE OUR KIDS WILL OUTSHINE AND OUT.
MOST OF THEM WERE IN THE INDUSTRY THAT THEY'RE TEACHING IN.
SO THEY ARE PROFESSIONALS IN THAT ARENA.
AND AS THEY WORK WITH PARTNERS, THEY STAY UP TO DATE IN THAT ARENA.
AND SO WE HAVE REALLY, REALLY STRONG INSTRUCTORS.
AND SO WHILE SOMETIMES OUR FACILITIES AREN'T AS UP TO SNUFF AS WE WOULD LIKE THEM TO BE, THE PEOPLE THAT ARE WORKING IN THOSE PROGRAMS ARE AMAZING PEOPLE AND THEY'RE STILL PROVIDING EXCELLENT PROGRAMING FOR THE KIDS.
AND I THINK THAT'S THE NUANCE THAT I WAS TRYING TO GET TO TERRY IN THAT QUESTION IS OUR OUR STAFF IS AMAZING STAFF AT HELPING OUR STUDENTS UNDERSTAND AND GAIN THE SKILLS TO BE READY TO BE IN THOSE WORKFORCES.
AND THAT'S THE THINGS THAT OUR PARTNERS ARE TELLING US.
YES, IT'S TIME FOR UPGRADES SO THAT THEY CAN ACTUALLY WORK IN A COMMERCIAL KITCHEN WHERE THE PROCESSES ARE DIFFERENT FOR COOKING THAN THEY ARE IN A REGULAR KITCHEN OR A HOME EC KITCHEN, FOR LACK OF A BETTER TERM.
HAVING TAUGHT SCIENCE IN ONE OF OUR CLASSROOMS AT LAURIN THAT WAS TERRIBLY INADEQUATE.
YOU NEEDED A LAB. AND THEN HAVING OUR FOUR PEOPLE COME UP HERE AND OUR FIVE CANDIDATES THAT WE HONORED THIS EVENING I'M SADDENED. I GET TEARY EYED FOR THESE PEOPLE WHO ARE SERVING, AND I KNOW WHAT THEY'RE GOING THROUGH BECAUSE I KNOW HOW HARD THEY'RE WORKING.
AND IT SADDENS ME THAT THEY CAN'T ALWAYS HAVE THE TOOLS THAT WE COULD POSSIBLY GIVE THEM TO HELP THEM BE MORE SUCCESSFUL, THAT THEY'RE ALWAYS HAVING TO WORK AROUND. AND SO THAT'S WHY I ASK.
YEAH, THEY'RE DOING A GREAT JOB WORKING AROUND ALL THE OBSTACLES THEY HAVE TO WORK AROUND.
THANK YOU. OKAY. AND ANY OTHER QUESTIONS OR DISCUSSION? I JUST WANT TO SAY THAT I AM ALWAYS WAITING FOR THIS DAY WHEN YOU COME TO REPORT AND BRING US YOUR PLAN, BECAUSE I'VE HAD A LOT OF EXPERIENCE AROUND THE STATE, AND I KNOW THAT WE DO HAVE THE BEST CTE PROGRAM IN THE STATE.
THANK YOU CINDY. AND SO SHE BRINGS OUR HER PLAN FOR OUR APPROVAL.
DO I HAVE A MOTION? THE BOARD OF DIRECTORS APPROVES THE CAREER AND TECHNICAL EDUCATION PLAN.
THANK YOU AGAIN. THANK YOU CINDY.
AS A SIDE NOTE, I DID FIND THE LIST ON OUR WEBSITE, BY THE WAY.
AND NEXT ON THE AGENDA IS CONTRACT APPROVAL FOR THE PUBLIC SAFETY DISTRIBUTED ANTENNA SYSTEM.
THANK YOU. THE AGENDA ITEM IN FRONT OF YOU IS FOR APPROVAL OF THE BID.
AWARD OF THE BID FOR THE PUBLIC SAFETY DISTRIBUTED ANTENNA SYSTEM.
WE'VE GONE THROUGH QUITE A PROCESS IDENTIFYING QUALIFIED BIDDERS.
[01:55:09]
ASSET IN THIS RFP PROCESS.IT IS A FEDERAL FUNDED PROCESS PROGRAM THROUGH THE CITY OF BATTLE GROUND.
AND TO REMIND YOU OF WHAT THIS IS, DISTRIBUTED ANTENNA SYSTEMS AMPLIFY RADIO SIGNAL FOR FIRST RESPONDERS SO THAT WHEN THEY'RE WITHIN OUR BUILDINGS DURING AN EMERGENCY, THEY CAN COMMUNICATE RELIABLY.
THE CITY MONEY FUNDS, UPGRADING SCHOOLS WITHIN THE CITY LIMITS.
THAT FAILED ON THE SURVEY THAT WE DID OF OUR BUILDINGS.
SO I GOT MY STEPS IN IN THOSE DAYS, BUT ARE THERE ANY QUESTIONS ABOUT THE PROCESS OR ABOUT THE SYSTEM ITSELF? I APPRECIATED THE WAY THAT THE BIDS WERE LIKE, RATED.
MADE IT REALLY EASY FOR ME TO UNDERSTAND WHAT YOU WERE DOING AND HOW YOU WERE DOING IT.
IT WAS REALLY EASY TO UNDERSTAND.
YEAH. THE ENTIRE PROJECT CAME TO US FROM CHIEF FORT, WHO I BELIEVE HAS RETIRED.
IS THAT CORRECT? APPROACHED DENNY AND SAID, HAVE YOU GUYS THOUGHT ABOUT THIS? AND AT THE SAME TIME, DENNY AND I HAD BEEN HAVING CONVERSATIONS ABOUT THIS VERY THING.
SO IT WAS INCREDIBLY TIMELY THAT THE FUNDING CAME THROUGH.
THE WHOLE PROCESS STARTED IN DECEMBER OF 2022.
SO, YEAH, I THINK I REMEMBER HAVING SOME CONVERSATIONS ABOUT AND APPROVING THE ORIGINAL RFP.
SO AS FAR AS ADMINISTRATION OF THE CONTRACT AND THE INSTALLS GOING ON, BEING THAT IT'S CITY OF BATTLE GROUND FUNDING, ARE THEY GOING TO HAVE ANY KIND OF ONUS OR CONTROL OVER IT, OR IS THAT ALL? NO, WE'RE RESPONSIBLE FOR MANAGING ALL THE FEDERAL COMPLIANCE REQUIREMENTS AND FOR TRACKING DAVIS-BACON INFORMATION.
I WAS JUST EMAILING DARCY SPIEKERMAN TO SET UP A MEETING TO GET THAT PROCESS LAID OUT FOR US.
OKAY. THIS WOULD BE THE FIRST FEDERAL GRANT THAT I'VE BEEN RESPONSIBLE FOR.
I SUPPOSE THAT JUST FEELS STRESSFUL.
YEAH. [LAUGHTER] OTHER THAN E-RATE, WHICH IS A VERY ABBREVIATED FEDERAL PROCESS.
SO. YEAH, THAT'S SOMETHING THAT WE'LL BE DISCUSSING EARLY ON.
ANY FURTHER QUESTIONS OR DISCUSSION.
MCKINSTRY ESSENTION. THAT'S A ROUGH ONE. I GOT MY GLASSES ON.
[LAUGHTER] OH, THERE IT IS. NOW I CAN READ IT ZOOMED IN.
OKAY. THE MOTION IS FOR THE BOARD OF DIRECTORS TO APPROVE THE AWARD.
THE PUBLIC SAFETY DISTRIBUTED ANTENNA SYSTEM CONTRACT TO MCKINSTRY ESSENTION.
OKAY, AND SO I CALL FOR THE VOTE.
THANK YOU VERY MUCH. THANK YOU, THANK YOU.
AND NEXT ON THE AGENDA IS THE REVISION OF POLICY 5005 EMPLOYMENT AND VOLUNTEERS, DISCLOSURES, CERTIFICATION REQUIREMENTS, ASSURANCES AND APPROVAL. AND WE HAVE MR. LUKE LECOUNT. YES, FILLING IN FOR MICHELLE TONIGHT.
AND I KNOW THE CTE PRESENTATION GOT YOU EXCITED.
SO I IMAGINE THE APPROVAL OF POLICIES HERE WILL DO THE EXACT SAME THING.
BUT THE FIRST ONE WE'RE GOING TO LOOK AT IS POLICY 5005.
AND THAT'S REGARDING CLEARANCE FOR EMPLOYMENT AND VOLUNTEERS.
VOLUNTEERS WILL UNDERGO A BACKGROUND CHECK THROUGH THE WASHINGTON STATE PATROL CRIMINAL IDENTIFICATION SYSTEM AND THROUGH THE FEDERAL BUREAU OF INVESTIGATION, INSTEAD OF THROUGH A SECURE VOLUNTEER BACKGROUND INVESTIGATIONS BUREAU.
THIS WILL ALLOW US TO CONSIDER BACKGROUND CHECKS BEYOND THE SEVEN YEARS.
SO EXAMPLES OF FOLKS WHO WOULD FALL INTO THIS CATEGORY ARE OFTENTIMES ATHLETIC COACHES, INDIVIDUALS WHO WILL SUPPORT AND SUPERVISE STUDENTS OVERNIGHT TRIPS THINGS OF THAT NATURE.
SO AND TRANSPORTING STUDENTS TO AND FROM ACTIVITIES.
QUESTION THEN? YES. QUESTIONS? OR DOES THIS COVER PEOPLE COMING FROM OTHER STATES?
[02:00:01]
YOUR ABILITY TO LOOK AT OTHER STATES ALSO.OKAY, GOOD. IS THIS GOING TO INCREASE THE COST TO VOLUNTEERS TO BECOME A VOLUNTEER? WHETHER IT INCREASES THE COST, SHELLY MIGHT KNOW THE ANSWER TO THAT, BUT ONLY IF THEY'RE DOING OVERNIGHT BECAUSE IT IS A HIGHER LEVEL OF COVERAGE, BACKGROUND CHECKS AND THINGS. YEAH. THE YOU KNOW, AS A TEACHER, YOU HAVE THE MAX.
IT'S EVERYTHING IN ALL BACKGROUND CHECKS BASICALLY.
FOR THE THE WASHINGTON STATE PATROL, I WANT TO SAY IS AROUND 12 AND THEN 20 SOMETHING.
IS THERE A CHANGE IN DURATION THAT IT TAKES TO GET THE BACKGROUND CHECK BACK? I DON'T THINK SO.
THE LOW LEVEL THAT DOESN'T ALLOW FOR UNSUPERVISED MEANING THE ADULT WOULD NOT BE UNSUPERVISED IS JUST THE VISITOR. THAT'S THE BASIC CLASSROOM OBSERVATIONS OR GUEST SPEAKERS.
SO THAT'S STILL THAT TAKES ABOUT 24 HOURS TO RUN.
ESSENTIALLY IT'S JUST RUN THROUGH WASHINGTON STATE PATROL.
THAT ONE'S QUICK. BUT THE OTHERS TAKE A LITTLE LONGER BECAUSE THEY'RE FEDERAL.
YEAH, I KNOW THAT WHEN THEY THE STATE CHANGED FROM INTO THE FEDERAL SYSTEM FOR LIKE FIREARMS BACKGROUND CHECKS, IT LIKE WENT FROM LIKE, YOU KNOW, THREE DAYS TO THREE WEEKS.
YEAH. IT FEELS LIKE COMING OUT OF THE SUMMER INTO THE FALL, THERE'S A BACKUP IN PROCESSING.
WHEN THEY GO THROUGH THE ESD DURING A NORMAL TIME, YOU CAN GET RIGHT IN AND GET CLEARED WITHIN DAYS.
BUT DURING HIRING SEASON, MAINLY TEACHER HIRING SEASON THAT AUGUST TIME, IF PEOPLE WAIT, IT CAN TAKE THREE WEEKS FOUR WEEKS. OKAY.
ANY FURTHER QUESTIONS? MOVE, THE BOARD OF DIRECTORS APPROVE THE REVISION OF POLICY 5005 EMPLOYMENT AND VOLUNTEERS DISCLOSURE, CERTIFICATION REQUIREMENTS, ASSURANCES AND APPROVAL.
OKAY, I'LL ASK SORA FOR YOUR INPUT.
PRO. OKAY, SO THE MOTION ON THE FLOOR IS THE DIRECTORS APPROVE THE REVISION OF POLICY 5005 EMPLOYMENT AND VOLUNTEERS DISCLOSURE, CERTIFICATION REQUIREMENTS, ASSURANCES AND APPROVAL.
AND NEXT UP, REVISION OF POLICY 5410.
I'M GOING TO STAY RIGHT HERE AND CONTINUE TO ENTERTAIN YOU WITH POLICY UPDATES HERE.
THIS ONE'S 5410 REGARDING HOLIDAYS THAT THE DISTRICT SHALL OBSERVE.
THIS CHANGE TOOK EFFECT IN JUNE 2022.
POLICY 5410 HAS BEEN UPDATED TO INCLUDE THIS HOLIDAY.
OTHER CHANGES TO THE POLICY INCLUDE PRESENTING THE HOLIDAYS IN A LISTED FORMAT AND REMOVING LANGUAGE AROUND ADDITIONAL DATES THAT ARE CONSIDERED HOLIDAYS FOR DISTRICT EMPLOYEES ONLY.
THESE ADDITIONAL DATES ARE OUTLINED IN VARIOUS COLLECTIVE BARGAINING AGREEMENTS WITH THE DISTRICT.
I MOVE THAT THE BOARD OF DIRECTORS APPROVE THE REVISION OF POLICY 5410 HOLIDAYS.
NEXT ON OUR AGENDA, FUTURE AGENDA ITEMS AND BOARD EVENTS.
[11. Future Agenda Items and Board Events]
AND I THINK THE ONLY THING WE HAVE COMING UP IS OUR TOUR.THIS WE HAVE A TOUR THIS FRIDAY, BATTLE GROUND HIGH SCHOOL, AND IT'S ALL GROUPS, AND WE HAVE A WORK SESSION THAT WE WERE MADE AWARE OF BEFORE OUR NEXT MEETING.
I'M SORRY, IS THE WORK SESSION FOR 4:30? 4:30 OKAY.
ANYTHING ELSE THAT NEEDS TO BE BROUGHT TO OUR ATTENTION?
[02:05:06]
OKAY. IF THERE'S NOTHING ELSE.FOR THE GOOD OF THE ORDER, I ADJOURN THIS MEETING AT 8:05.
