[4. Agenda Approval (Board Vote w/Student Voice)]
ON TONIGHT'S AGENDA, WE HAVE OUR COMMUNICATIONS, THEN SUPERINTENDENT AND STAFF UPDATES, CITIZENS COMMENTS, OUR CONSENT AGENDA WITH ITEMS A THROUGH G.THERE'S NO OLD BUSINESS, ONLY ONE ITEM OF NEW BUSINESS.
AND THEN WE'LL GO OVER ANY FUTURE AGENDA ITEMS AND BOARD EVENTS.
IS THERE ANY QUESTIONS FROM THE BOARD ABOUT TONIGHT'S AGENDA? I RECOMMEND THAT THE BOARD APPROVE THE AGENDA AS PRESENTED.
OKAY. WE HAVE A MOTION ON THE FLOOR TO APPROVE THE AGENDA TONIGHT.
AS PRESENTED, I WOULD LOOK TO OUR STUDENTS FOR AN ADVISORY VOTE.
ANY FURTHER QUESTIONS FROM THE BOARD ON TONIGHT'S AGENDA? ALL THOSE IN FAVOR, PLEASE SAY AYE.
NEXT UP WE HAVE OUR COMMUNICATIONS MOVING RIGHT ALONG.
[5. Communications]
WE WILL START WITH STUDENT VOICE.WE DO HAVE SOME GUESTS HERE FROM RIVER HOMELINK, THE MITCHELL FAMILY, AND MR. KESSLER, IF YOU'D LIKE TO COME UP.
WELCOME. I'M VICTORIA MITCHELL.
I'M A FRESHMAN AT RIVER HOMELINK.
MY FAMILY HAS BEEN INVOLVED IN THE PROGRAM SINCE MY FIRST GRADE YEAR.
MY LEARNING EXPERIENCE AT THE SCHOOL HAS BEEN WONDERFUL.
I'M SO GLAD THAT MY PARENTS HAVE DECIDED TO EDUCATE ME AND MY SIBLINGS IN THIS WAY.
I THINK WHAT MAKES RIVER HOMELINK A WHAT MAKES THE RIVER HOMELINK COMMUNITY LIKE A FAMILY IS THE BONDS THAT ARE MADE BETWEEN THE STUDENTS, FAMILIES AND THE TEACHERS, AND THE FACT THAT EVERY TIME WE ARE ON CAMPUS, OUR FAMILIES ARE THERE AS WELL.
SOME OF MY EXTRACURRICULARS ARE.
I'M IN ASB. THIS IS MY SECOND YEAR.
I REALLY LOVE IT THERE AND I MAKE GOOD CONNECTIONS WITH SO MANY NEW PEOPLE BECAUSE OF IT.
IT WAS ONE OF OUR FIRST DAYS OF SCHOOL THIS YEAR, AND MY YOUNGEST BROTHER IS IN KINDERGARTEN AND HE WAS HAVING A HARD DAY AND HE WENT TO THE FRONT OFFICE AND HE WAS LIKE CRYING BECAUSE IT WAS HIS HE WAS NERVOUS AND THEY LET HIM COME TO ASB WITH ME, AND HE WAS AN HONORARY ASB KID FOR THAT CLASS, AND HE WAS ABLE TO GO THROUGH THE REST OF THE DAY WITHOUT ANY MORE COMPLICATIONS.
AND I THINK THAT'S JUST AN EXAMPLE THAT, LIKE OUR FAMILIES ARE ALL THERE FOR EACH OTHER, LIKE EVERYBODY KNOWS EVERYBODY. I'M ALSO IN THEATER THIS YEAR, WHICH IS KIND OF A STEP OUT OF MY COMFORT ZONE.
I JOINED IT WITH MY SISTER ALLISON, AND IT'S ALSO LIKE HAVING ANOTHER FAMILY.
IT'S BEEN LIKE A GOOD OUTLET FOR MY LOVE OF MUSIC.
GOING TO RIVER HOMELINK HAS BEEN THE BEST OF BOTH WORLDS, BECAUSE I CAN SPEND TIME AT HOME WITH MY FAMILY, AND I GET TO GO TO SCHOOL AND BE WITH MY FRIENDS AND THE AMAZING STAFF. I CONSIDER MYSELF BLESSED TO GO THERE.
STAY AROUND BECAUSE WE MIGHT ASK QUESTIONS.
I'M IN SEVENTH GRADE, AND I'VE BEEN GOING RIVER HOMELINK SINCE FIRST GRADE.
[00:05:03]
ALL AGES.I ALSO LOVE THAT I GET TO HAVE MY MOM IN CLASS WITH ME TO HELP ME DO SCHOOL.
I LOVE HOW NICE THE TEACHERS ARE.
A COUPLE OF MY FAVORITE CLASSES ARE EXPLORING ARTS AND CULTURES WITH MRS. DONAHUE AND THEATER WITH MRS. SPARKS. I FEEL VERY BLESSED TO BE ALLOWED INTO A HIGH SCHOOL THEATER CLASS AS A SEVENTH GRADER.
LASTLY, I'M ON AN IEP AND RIVER HOMELINK.
TEACHERS HAVE BEEN REALLY HELPFUL WITH ACCOMMODATIONS TO HELP MY LEARNING STYLE.
I AM GLAD THAT RIVER HOMELINK IS THE SCHOOL THAT OUR FAMILY GETS TO GO TO.
VERY NICE. THANK YOU, THANK YOU.
MY NAME IS PETER MITCHELL AND I'M IN FOURTH GRADE.
I'M SO HAPPY TO SHARE WITH YOU WHY I LIKE GOING TO RIVER HOMELINK.
ONE I LOVE TO SEE MY MOM AND MY FRIENDS PARENTS IN CLASS.
SOMETIMES I EVEN GET TO SEE MY DAD.
TWO I ALSO LOVE THAT I GET TO LEARN AT HOME WITH MY MOM AND GRANDMA.
WE GET TO TRY DIFFERENT BOOKS TO SEE WHAT FITS MY LEARNING STYLE.
THREE I LIKE TO BE BEING AT SCHOOL WITH MY BROTHER AND SISTER BECAUSE WE CAN HELP EACH OTHER IF NEEDED. ONCE I SPLIT MY HEAD OPEN ON THE SLIDE AND I'M AND MY BIG SISTER WAS THERE TO COMFORT ME AND TAKE ME TO THE OFFICE.
FOUR MY FAVORITE CLASS IS PE AND I LOVE BEING WITH MY LITTLE BROTHER AND FAMILY GARDENING.
FIVE I'M SO GLAD THAT WE LIVE IN A PLACE THAT HAS A SCHOOL LIKE RIVER HOMELINK.
HI, MY NAME IS EMMETT AND I'M IN KINDERGARTEN, AND NOW [INAUDIBLE] MRS. ROGERS AND I CAN'T DO IT.
OKAY. I LOVE ART CLASSES AND I LOVE ART CLASS, AND I LOVE ART CLASS, I CAN'T DO IT.
[INAUDIBLE] OKAY, SO YOU LOVE ART CLASS.
OKAY. DO YOU WANT ME TO TALK FOR YOU? OKAY. SO I LOVE.
I LOVE ART CLASS, LEGO LAB, FAMILY GARDENING AND PE.
MY FAVORITE THING ABOUT GOING TO RIVER HOMELINK IS THAT I GET TO BE WITH MY FAMILY EVERY DAY.
I'M GLAD MY BROTHER AND SISTERS ARE THERE FOR ME WHEN I'M FEELING SCARED OR NERVOUS.
I'M SO GLAD I GET TO GO TO RIVER HOMELINK WITH MY FAMILY.
YEAH. NICE JOB. FIRST OF ALL, HOW COOL THAT ALL OF YOU GET TO GO TO THE SAME SCHOOL.
AND HOW COOL THAT YOU CAME HERE TO SHARE THAT EXPERIENCE WITH US.
THAT'S SOMETHING THAT YOU WON'T FIND IN A LOT OF PLACES.
SO JUST THAT UNIQUENESS AND, EMMETT, I THINK YOU DID A GREAT JOB.
IT'S HARD GETTING UP IN FRONT OF A BUNCH OF PEOPLE, RIGHT? AND TALKING. BUT YOU DID FANTASTIC.
AND IT SHOWS YOU YOUR SIBLINGS HAVE YOUR BACK, RIGHT? YEAH. SEE IT'S ANOTHER EXAMPLE.
GOT YOUR BACK. DOES THE BOARD HAVE ANY QUESTIONS? JUST GREAT JOB.
YEAH. AND THERE'S FOUR OF YOU AT SCHOOL RIGHT NOW.
OKAY. THEY'RE BEAUTIFUL CHILDREN.
COME ON. WE COULD USE THE ENROLLMENT ALSO.
VERY BLESSED. WELL, YOU SHOULD BE VERY PROUD.
THANK YOU FOR ALLOWING THEM TO COME HERE TODAY AND SPEAK TO US.
IT SHOWS THE UNIQUENESS OF OF RIVER HOMELINK, AND WE'RE PROUD OF IT TOO.
SO WE'RE GLAD THAT IT COULD SERVE YOU GUYS AND YOUR FAMILY WELL.
SO THANK YOU FOR SHARING WITH US.
[00:10:01]
THANK YOU. VERY NICE. BEAUTIFUL THING.KIND OF A TRICKY WAY TO GET 12 MINUTES TO, I THINK 6 OR 3 MINUTES EACH.
WE DON'T PUT A LIMIT ON STUDENTS [INAUDIBLE].
WRONG PLACE. THAT'S RIGHT, WRONG SECTION BEFORE WE MOVE ON TO THE OTHER STUDENTS HERE.
MATT, WAS THERE ANYTHING THAT YOU WANTED TO ADD? I JUST DIDN'T WANT TO SKIP OVER YOU.
I GOT IT. YEAH, FOR THE PARENTS? YEAH. NO, I JUST WANTED TO SAY THANK YOU AGAIN, WE WANTED THIS FAMILY TO COME A LITTLE EMOTIONAL.
SORRY. BECAUSE WE LOVE THEM, AND THEY REPRESENT K12, AND WE SERVE.
I JUST WANTED YOU ALL TO SEE, LIKE, THIS IS WHAT WE SERVE EVERY DAY.
SO SOME OF THE COMPLEXITIES IS WE'RE LIKE, OH, HOW DO WE PULL THIS OFF? IT'S BECAUSE WE'VE GOT A FRESHMAN THAT NEEDS FRESHMAN CLASSES AND THESE HIGH SCHOOL CLASSES, AND HER LITTLE BROTHER NEEDS A KINDERGARTEN PROGRAM.
AND SO IT'S CHALLENGING, IT'S UNIQUE.
BUT WE LOVE THAT YOU GUYS SUPPORT US.
AND YOU SCRATCH YOUR HEAD SOMETIMES AND GO, WHAT ARE THEY DOING OVER THERE? BUT YOU SUPPORT US AND ENCOURAGE US TO GET IT DONE.
SO WE CAN'T THANK YOU ENOUGH FOR THAT.
AND THANK YOU FOR BEING HERE TONIGHT.
THIS IS OFF THE TOP OF YOUR HEAD.
I REMIND US WHAT THE ENROLLMENT IS AT RIVER HOMELINK WE'RE OUR ENROLLMENT IS, HARD TO PIN DOWN BECAUSE WE SERVE A LOT OF STUDENTS AT FRACTIONAL FTE, MEANING THAT WE JUST MAYBE SERVE THEM A CLASS OR TWO AND THEN SOME THAT WE COLLECT AND SERVE FULL TIME.
SO WE HAVE ABOUT 1100 OR, SORRY, 1011 STUDENTS THAT WE SERVE IN ONE SHAPE OR FORM OR ANOTHER, BUT WE HAVE ABOUT 865, 870 FTE.
OKAY, FULL TIME EQUIVALENT STUDENTS.
THAT'S A BIG DEAL. RIGHT. THAT'S JUST GOOD TO KNOW.
ANY OTHER QUESTIONS? JUST FOR THE MITCHELL PARENTS.
IF THEY WANTED TO ADD ANYTHING.
YOU DON'T HAVE TO. I JUST DIDN'T WANT TO NOT GIVE YOU AN OPPORTUNITY.
THAT'S VERY GOOD. MY NAME IS NATHAN MITCHELL.
I'M A VERY PROUD FATHER OF MY FOUR KIDS, AND I LOVE TO SEE THE DEVELOPMENT THAT THEY HAVE ALL BEEN THROUGH BECAUSE OF RIVER HOMELINK. I ALSO HAVE RELATIONSHIPS WITH STAFF AND ADMINISTRATION AT THE SCHOOL.
THAT I FEEL VERY COMFORTABLE AS A FATHER WHO HAS TO LEAVE ALL DAY LONG TO LEAVE MY KIDS IN THEIR CONTROL, AND TO KNOW THAT THEY'RE WELL TAKEN CARE OF.
AND I'M VERY PROUD TO BE IN THIS DISTRICT.
AND I TALK ABOUT RIVER HOMELINK AND THE SPECIAL OPPORTUNITY THAT IT IS.
AND IT IS A BIG REASON WHY WE HAVE STAYED AND WHY WE ARE HERE, BECAUSE I DO NOT THINK THAT I WOULD FIND ANOTHER DISTRICT OR SCHOOL THAT WOULD REPLACE RIVER HOMELINK. THANK YOU FOR THIS.
THANK YOU, THANK YOU. CAN I ASK A QUESTION? YOU CAN. THANK YOU.
SO YOUR DAUGHTER SAID SHE WAS AT AMBOY, RIGHT? CORRECT. OKAY.
AND SO NOW SHE'S AT RIVER HOMELINK.
AND IF I DIDN'T KNOW ANYTHING ABOUT ANYTHING, AND I ASKED YOU.
HOW WOULD YOU DESCRIBE THE EXPERIENCE AT RIVER HOMELINK? HOW IS IT DIFFERENT FROM AMBOY? AND WHAT'S THE BIG DEAL? HOW I ANSWER THAT TO OTHER PEOPLE THAT ASK ME.
AND HOW I WOULD ANSWER YOU IS THAT I WOULD GET UP IN THE MORNING AND I WOULD SEND MY DAUGHTER OFF TO GET ON A BUS, AND SHE WOULD BE GONE ON A BUS RIDE TO THE SCHOOL, AND I WOULD WAIT IF I WAS ABLE TO, FOR WHEN SHE CAME HOME AT RIVER HOMELINK.
OFTENTIMES I'M THE ONE THAT DROPS HER OFF.
SHE HAS A LIMITED SCHEDULE, SO OUR PRIMARY DAYS ON CAMPUS ARE TUESDAYS AND FRIDAYS.
THE EXPERIENCE AT THE SCHOOL IS DIFFERENT NOW.
I COULD WALK INTO AMBOY SCHOOL AND FIND MY DAUGHTER, NO PROBLEM.
AND I'M FOLLOWING ALL THE RULES, FINDING OUT WHAT CLASSES IN WHEN I WALK INTO RIVER HOMELINK.
IT IS A FAMILY STYLE SCHOOL ROOM AND WE DON'T HAVE, I WOULD LIKEN IT TO SCHOOL DAYS OF OLD WHERE YOU COULD WALK IN AND YOU KNOW, EVERYBODY.
[00:15:01]
NOW, I KNEW THE ADMINISTRATION AT AMBOY AS WELL.BUT THE EXPERIENCE AT RIVER HOMELINK IS DIFFERENT THAN IT WAS AT AMBOY.
AND I THINK FOR ME AND HOW OUR FAMILY OPERATES, EVEN THOUGH IT IS MORE DIFFICULT AT TIMES THAN A FIVE DAY SCHOOL WHERE WE CAN LET OUR CHILDREN LEAVE ON A BUS AND GET DROPPED OFF BY A BUS, WE PUT IN THE COMMITMENT BECAUSE WE SEE THE VALUE IN OUR CHILDREN, AND WE SEE THE VALUE THAT RIVER HOMELINK PUTS IN TO THE EDUCATION FOR OUR KIDS.
AND IT IS DIFFERENT THAN IT WAS AT AMBOY.
THANK YOU, THANK YOU FOR THE OPPORTUNITY.
YEAH. THANK YOU. IT IS THE UNIQUENESS OF OUR DISTRICT THAT WE OFFER THE DIFFERENT PROGRAMS. WE'RE GOING TO HEAR FROM ANOTHER ONE COMING UP WHEN WE TALK A LITTLE BIT ABOUT CAM, BUT IT'S ONE OF THE THINGS THAT I THINK ALL OF US ARE MOST PROUD OF IS THAT, WE HAVE ALTERNATIVES TO THE TRADITIONAL SCHOOLS, AND IT FITS THE NEEDS OF MANY OF OUR FAMILIES, AND WE'RE PROUD THAT WE ARE ABLE TO OFFER THAT.
AND WE ARE, YOU KNOW, TO THAT POINT, WE ARE VERY UNIQUE IN TERMS OF DISTRICTS IN THE STATE, YOU KNOW, MOST WILL OFFER A SINGLE ALTERNATIVE SCHOOL.
WE HAVE FOUR VERY DIFFERENT AND DISTINCT ALTERNATIVE SCHOOLS THAT PROVIDE A UNIQUE EXPERIENCE FOR WHOEVER THE WHICHEVER STUDENT IS ATTENDING THERE.
ALL RIGHT. WE HAVE STUDENTS HERE FROM CAM ACADEMY.
CORRECT. ELSA AND ANASTASIA, MAYBE.
I AM ELSA BICE, THE HIGH SCHOOL ASB PRESIDENT AT CAM ACADEMY.
I HIGHLY RECOMMEND THE FROZEN CREAM PUFFS FROM COSTCO IF YOU'RE THERE.
SO NHS SUCCESSFULLY COMPLETED ITS FIRST GIVING TREE EVENT, WHERE THEY SENT A QUESTIONNAIRE OUT TO FAMILIES IN NEED, ASKING AND THEN ASKED THE FAMILIES WITHIN OUR SCHOOL TO HELP OUT BUYING THE ITEMS THAT THEY NEEDED.
SO PARENTS AND HIGH SCHOOL STUDENTS ARE ENCOURAGED TO DONATE AND INTERACT, WHICH IS OUR COMMUNITY SERVICE CLUB HAS HAD THE MOST MEMBER PARTICIPATION IN THE CLUB'S HISTORY THIS YEAR, AND DURING THEIR RECENT CANDYGRAM SALE, THEY RAISED OVER $400 AND WHICH WAS THEN DONATED TO THE LISTEN LINE, WHICH IS A CONFIDENTIAL MENTAL HEALTH CRISIS LINE.
WE ALL LOOK FORWARD TO PLANNING MORE EVENTS FOR THE STUDENTS AND COMMUNITY AT CAM.
BOARD. MY NAME IS ANASTASIA FRANCO AND I AM THE ASB PRESIDENT OF CAM ACADEMY.
CURRENTLY, WE ARE HAVING A CLOTHING DRIVE GOING ON.
ALL DONATIONS WILL BE DONATED TO THE GIVING CLOSET IN VANCOUVER.
LATER IN THE SCHOOL YEAR, ASB IS PLANNING TO HOLD A COUPLE OF ASSEMBLIES, FIELD TRIPS AND SOCIALS.
A LOT OF POSITIVE FEEDBACK HAS BEEN GIVEN ABOUT THESE EVENTS.
STUDENTS HAVE BEEN ABLE TO GIVE A LOT OF INPUT INTO WHAT THEY WOULD LIKE THROUGHOUT THE SCHOOL YEAR.
I WOULD LIKE TO THANK EVERYONE IN THE DISTRICT FOR HELPING CAM HAVE A NEW HOME.
[00:20:04]
LEARNING. ALSO, THE DEDICATION RIBBON CUTTING CEREMONY HELPED GIVE CAM A WELCOME TO OUR NEW CAMPUS.THANK YOU FOR YOUR TIME AND FOR ASSISTING OUR SCHOOL.
THANK YOU. ARE THERE ANY QUESTIONS? WHAT DO YOU LIKE MOST ABOUT THE CAMPUS? ABOUT YOUR CLASSES? YOUR FRIENDS? WHAT DO YOU LIKE MOST? OKAY, WELL, NOW, WE USED TO BE AT THIS BUILDING HERE, AND SO ON RAINY DAYS, MUCH LIKE TODAY, WE WOULD BE WALKING ACROSS THE COURTYARD. THERE'S NO ROOF, SO WE WOULD JUST BE DRENCHED GOING FROM CLASS TO CLASS.
SO NOW WE'RE ALL IN ONE BUILDING.
SUPER EASY TO GET FROM CLASS TO CLASS.
WE ALSO HAVE A LARGE COMMONS AND CAFETERIA, WHICH IS NICE.
SO WE CAN DO A LOT OF WE CAN JUST HAVE ASSEMBLIES THERE AND DIFFERENT EVENTS THERE INSTEAD OF HAVING TO GO IN DIFFERENT AREAS OF THE SCHOOL THAT'S BEEN WORKING OUT THE SIZE OF THAT. YEAH, THAT'S BEEN GOOD.
YEAH. FITS EVERYBODY VERY NICE.
YEAH. WE'RE GLAD YOU APPRECIATE THAT.
YES. THAT FACILITY THAT'S IT'S NICE TO SEE THAT.
YEAH. THANK YOU FOR BEING HERE.
THANK YOU. YOU ALWAYS DO A NICE JOB SHARING.
TAKE CARE, BEFORE WE MOVE ON TO OUR STUDENT REPRESENTATIVES, ARE THERE ANY OTHER STUDENTS IN THE AUDIENCE THAT DIDN'T GET A CHANCE TO COME UP AND SPEAK? OKAY. SEEING NO VOLUNTEERS RAISING THEIR HAND, I WILL ASK OUR STUDENT REPRESENTATIVES TO SHARE THEIR UPDATES WITH THE BOARD AT BATTLE GROUND.
OUR WINTER FORMAL IS ON SATURDAY THE 13TH, I THINK, THIS WEEKEND.
AND WE'RE HAVING A WINTER FORMAL SPIRIT WEEK [INAUDIBLE].
GO AHEAD AND KEEP TALKING. OKAY, SO WE'RE HAVING OUR WINTER FORMAL SPIRIT WEEK RIGHT NOW.
SO WE'VE BEEN GIVING ALTERNATIVE, LIKE ACTIVITIES AND GIVING OUT LIKE FREE STUFF SO THAT PEOPLE WILL BE MORE INCLINED TO PARTICIPATE AND ALSO JUST HAVE A BETTER FEELING IN LIKE REGARDS TO SPIRIT WEEK.
SO I WASN'T THERE TODAY, BUT I THINK A LOT OF PEOPLE GOT SOME OF THOSE.
WEDNESDAY IS ANYTHING BUT A BACKPACK DAY OR LIKE WEAR BLUE AS AN ALTERNATIVE, LIKE OPT OUT DAY.
AND THEN THURSDAY IS DRESS TO IMPRESS OR WEAR SOMETHING THAT MAKES YOU HAPPY.
AND THEN FRIDAY IS LIKE SNOW DAY IN WHICH I DON'T KNOW IF IT'LL ACTUALLY BE A SNOW DAY.
IN A SNOW DAY ON FRIDAY, I'M COMING AFTER YOU.
WE'LL SEE ABOUT THAT ONE. MAYBE THAT WAS THEM.
WELL, WE KNEW IN ADVANCE, HUH? AND THEN THERE'S GOING TO BE A MOVIE AFTER SCHOOL, SO ANYONE THAT WANTS TO SHOW UP AND WATCH THAT MOVIE WILL BE ABLE TO.
AND YEAH, THE WINTER FORMAL ON SATURDAY IS.
YEAH, HOPEFULLY WE'LL STILL HAVE OUR WINTER FORMAL.
HOPEFULLY THERE'S NO YEAH, BLIZZARD, BUT THAT'S TBD.
SO DID YOU SAY ONE OF THE DAYS WAS DRESS FOR SUCCESS OR LIKE DRESS? WHAT MAKES YOU FEEL GOOD? OH, IT WAS DRESSED TO IMPRESS OR WEAR SOMETHING THAT MAKES YOU HAPPY.
YEAH. SO, BUT OR THE OPTION TO WHAT MAKES YOU FEEL GOOD? YEAH. SO LIKE EVERYBODY'S GOING TO WEAR PAJAMAS, RIGHT? PROBABLY. YEAH.
JUST TO BE HONEST, SOME PEOPLE MIGHT SHOW UP AND GO SUPER FANCY AND CRAZY.
WHICH WAY ARE YOU LEANING? DEFINITELY THE PAJAMAS.
YEAH. I'M GOING TO BE HONEST WITH YOU GUYS.
I'LL MAKE ALL OF THESE DAYS, LIKE, SOMEHOW BE PAJAMAS.
I DON'T HAVE AS MUCH TO UPDATE.
RIVER HOMELINKS WINTER FORMAL IS COMING UP ON THE 19TH.
OUR THEME IS FAIREST OF THEM ALL.
IT'S LIKE A SNOW WHITE SORT OF DEAL, WHICH IS VERY EXCITING.
THAT'S OUR THAT'S BEEN OUR MAIN FOCUS IN ASB.
BUT WE ALSO HAVE A MOVIE NIGHT COMING SOON, AND I EXPECT EVERYBODY TO GO.
AND THEN SOON IT'LL BE SOPHOMORES AND FRESHMEN.
BUT YEAH, I THINK THAT'S ACTUALLY ALL I HAVE.
OH. ALSO, OUR THEATER ANNOUNCED THAT THEY ARE DOING HIGH SCHOOL MUSICAL IN THE SPRING.
WELL, HIGH SCHOOL MUSICAL JUNIOR, BECAUSE WE'RE A K-12 SCHOOL, BUT, THAT'S LIKE THE IS IT THE SECOND AND THIRD WEEKEND OF MARCH? YES, I WAS RIGHT.
BUT YEAH. SO YOU GUYS SHOULD ALL GO TO THAT TOO.
[00:25:02]
BUT THAT'S ALL I HAVE.I? CAN I JUMP IN HERE? I JUST WANTED TO SAY TO OUR VISITORS WHO CAME AND SPOKE AGAIN, THANK YOU SO VERY MUCH FOR BEING HERE AND TAKING THE TIME.
YOU DON'T FEEL OBLIGATED TO STAY.
THIS IS TYPICALLY THE EXIT PERIOD.
WE KNOW THE NATIONAL CHAMPIONSHIP FOOTBALL GAME IS GOING ON FOR THOSE THAT CARE, I CARE.
YEAH. SO FEEL FREE TO EXIT AT ANY TIME.
MORE THAN WELCOME TO STAY BUT DON'T KNOW OBLIGATION.
SO THANK YOU AGAIN FOR BEING HERE.
ALL RIGHT. WITH THAT WE WILL MOVE ON TO, COMMITTEE REPORTS STARTING WITH THE LEGISLATIVE COMMITTEE.
OKAY. SO, THE LEDGE REP MEETING FOR TONIGHT WAS CANCELED.
I'M NOT SURE WHY, BUT I THINK WE KNOW, HOWEVER, LAST WEEK, THEY SENT US AN 18 PAGE LIST OF THE BILLS THAT ARE COMING UP THAT WE MIGHT WANT TO WATCH. SO, IF YOU'RE INTERESTED IN THAT, I CAN SEND YOU THE WHOLE 18 PAGE LIST.
HOWEVER, TWO THAT I WANT TO HIGHLIGHT ARE THE ONE, 5882 SENATE BILL 5882, WHICH WOULD INCREASE FUNDING FOR STAFF OUT, NOT TEACHERS, BUT OTHER STAFF SUCH AS TEACHING ASSISTANTS AND OFFICE SUPPORT STAFF AND ALSO SENATE BILL 8207, WHICH WOULD AMEND THE CONSTITUTION TO ALLOW MAJORITY PASSAGE FOR BONDS.
SO THOSE TWO ARE PROBABLY ONES THAT WE'LL BE WATCHING.
THERE IS AN IN SESSION EVERY THURSDAY AT NOON, AND IT IS ONE HOUR LONG.
AND IF YOU'RE INTERESTED IN JUST STAYING UP ON WHAT'S HAPPENING IN TERMS OF THE SESSION AND WITH WSSDA, DURING THE SESSION, IT'S EVERY WEEK. AND THEN AFTER THAT, WSSDA STILL HAS THAT UPDATE NETWORK, ON THURSDAYS, BUT NOT EVERY WEEK.
I THINK WHAT I'LL DO IS EMAIL YOU THE LINK BECAUSE THERE IS LAST WEEK'S AGENDA, HAD SOME RESOURCES.
IF YOU'RE IF YOU WANT TO WATCH THE BILLS, THOSE LINKS WOULD BE PROBABLY SOME OF THE MOST IMPORTANT.
AND I WOULD HIGHLIGHT BILL TRACKER AS MY FAVORITE.
SO I'M GOING TO EMAIL YOU THAT AGENDA WITH THE LINKS.
AND THEN YOU CAN TAKE YOUR TIME TO GO AND AND LOOK THROUGH IT.
I BELIEVE WE HAD AN AUDIT COMMITTEE MEETING.
YEAH. SO FOR THE AUDIT COMMITTEE, WE REVIEWED THE BOARD'S BUDGET SUMMARY AND ALL THE EXPENDITURES, THEIR SUPERINTENDENTS.
YEAH. THE SUPERINTENDENT'S, TIME SHEET.
THANK YOU. DENNY. I WAS GOING VOUCHERS.
WE REVIEWED SEVERAL, VOUCHERS THERE.
ISOLATED SOME CONSTRUCTION CONTRACTS.
LOOK THROUGH THOSE, MAKE SURE EVERYTHING WAS, GOING SWIMMINGLY THERE.
WENT THROUGH PAYROLL, AND WE COVERED SOME UPDATES FOR THE UPCOMING AUDIT.
STILL. OKAY, WE'RE GOOD THERE.
AND, WE'RE STILL IN THE PROCESS OF PULLING DATA FOR THE AUDITORS, BASED ON THEIR REQUESTS.
AND I THINK ON THE 16TH, THOSE AUDITORS WILL BE ON SITE.
YEAH. AND THEN WE REVIEWED THE NOTES FROM THE FINANCIAL STATEMENTS.
SO WE HAVE THE STATE AUDITORS, STARTED JANUARY 2ND.
BUT OSP DIFFERENT AUDIT THAT WE HAVE WITH CHILD NUTRITION IS ON THE 16TH OKAY.
SORRY. YOU GOT IT'S ALL AUDIT TOO.
YEAH. I JUST WANT TO SEE IF YOU COULD PASS THAT FINAL TEST.
HEY! THE BATTLE GROUND EDUCATION FOUNDATION.
DO YOU HAVE A REPORT TO BE? NO.
IT'S OKAY. THEY HAVE A MEETING TOMORROW NIGHT? WE HAVE A MEETING TOMORROW NIGHT.
NEXT MEETING IS THIS THURSDAY THE 11TH, WE ARE, WE DID PUSH THAT.
IT'S ONE OF THOSE TWO DAYS. WE STILL HAVEN'T NARROWED IT DOWN.
[00:30:02]
WASHINGTON STATE SCHOOL DIRECTORS ASSOCIATION UPDATES.I HAD ONE THAT I LOOKED AT THE OTHER DAY TRYING TO CATCH UP ON EMAIL. THEY SENT OUT AN EMAIL WAS TO SEND OUT AN EMAIL ABOUT, NEW YEAR, NEW OPPORTUNITIES.
SO FOR OUR TWO NEW BOARD MEMBERS, YOU MIGHT WANT TO LOOK FOR THOSE AND GET SOME GREAT INFORMATION.
THERE IS LEADERSHIP WSSDA FOR EXPERIENCED SCHOOL BOARD MEMBERS.
YOU CAN APPLY FOR THAT BY TODAY, GRADUATES OF THE PROGRAM BECOME LEADERS AT STATE LEVELS THEMSELVES.
SO I JUST I THOUGHT THOSE WERE A COUPLE OF GOOD ONES TO THROW OUT THERE.
I'M GUESSING, THERE'S SOME STUDENT NETWORKING OPPORTUNITIES AS WELL.
COMING UP FOR THE NEW YEAR, HAVE YOU GUYS BEEN ABLE TO, GET ANY UPDATES ON, LIKE, THE NETWORKING OR IS IT STILL JUST FALL RIGHT ON OUR MEETING DATES, RIGHT ON THE NEW MEETING DATES? GETTING THE EMAILS LIKE THAT WARNS YOU ABOUT EACH COMING MEETING, AND IT IS RIGHT ON THE MEETING DATES.
WE'LL UPDATE YOU. THAT'D BE FANTASTIC.
THERE WAS SOMETHING ELSE ALSO.
THAT WSSDA HAS THIS BUDGET MEETING THAT THEY OFFERED WAS A BUDGET TRAINING.
IT'S A ZOOM THING THAT'S ON, JANUARY 16TH, SO I RECOMMEND IT.
I'VE DONE IT AND IT'S VERY GOOD.
SO. ANYTHING ELSE TO ADD FOR WSSDA UPDATES? OKAY. WE HAVE TOURS COMING UP THIS MONTH.
THERE WAS A TOUR TOMORROW THAT NEEDED TO BE RESCHEDULED, SO WE'LL LOOK FOR A NEW DATE ON THAT ONE.
GROUP ONE AND TWO ARE FRIDAY, I BELIEVE THE 12TH.
OKAY. AND THEN, LOOKS LIKE NEXT ROUND, WILL BE NEXT MONTH, FEBRUARY.
SO GROUP ONE AND TWO AGAIN ON THE 9TH OF FEBRUARY, AND THEN GROUP THREE ON THE 13TH.
SO JUST MARK YOUR CALENDARS FOR THOSE.
MAKE SURE YOU'RE, THOSE ARE ALWAYS GOOD TO GO TO AND GET TO SEE OUR SCHOOLS IN ACTION.
ANY OTHER UPDATES ON THE TOUR COMMITTEES? OKAY. WITH THAT, WE'LL GO TO DIRECTOR REPORTS.
ANY SUPPORTS TO SHARE SO EARLY IN THE YEAR.
I DID DO ONE THING I DID THE INTERVIEW FOR THE STATE ASSESSMENT OR THE STATE AUDIT.
GREAT. THE QUESTIONS WERE EASY.
YES. I LIKE THAT THEY GIVE YOU THE OPTION OF SAYING I DON'T KNOW.
WELL THE QUESTIONS I LIKE THAT THEY CENTERED AROUND TRANSPARENCY AND IF WE HAD ANY CONCERNS AND I FELT I FEEL LIKE THIS BOARD IS VERY TRANSPARENT AND THE DISTRICT DOES OPERATE IN A WAY THAT AND THE AUDIT COMMITTEE IS A BIG PLUS FOR US.
THEY SAY THAT THEY DON'T SEE THAT, VERY OFTEN IN OTHER DISTRICTS.
SO IT SPEAKS TO THE [INAUDIBLE] IT'S GREAT.
OTHER DIRECTOR REPORTS? I HAVE ONE, IF THAT'S ALL RIGHT.
WE I IT'S ACTUALLY A QUESTION FOR YOU, DENNY.
THE LAST FEW MONTHS, WE'VE HAD CITIZEN CONCERNS AROUND OUR CURRICULUM, AND I KIND OF JUST WANTED TO SHARE WITH OUR NEW BOARD MEMBERS IF YOU COULD, OR POSSIBLY, SHELLY, OUR POLICIES AROUND OUR CURRICULUM APPROVAL PROCESS AND WHAT TO DO IF THERE'S A PIECE OF CURRICULUM THAT YOU'RE CONCERNED ABOUT. OR SO I KNOW THAT SOME OF THE QUESTIONS HAVE BEEN BROUGHT UP REGARDING, HOW WE OVERSEE OUR CURRICULUM AND SUPPLEMENTARY RESOURCES.
AND THEN ANOTHER POLICY THAT'S BEEN QUESTIONED IS THE SCHOOL LIBRARY MATERIALS.
SO I WOULD JUST POINT THE BOARD IN THE DIRECTION OF POLICY 2020 AND PROCEDURE
[00:35:01]
2020.THIS IS, OF COURSE, THE DESIGN, SELECTION AND ADOPTION OF INSTRUCTIONAL MATERIALS.
AND THEN ALSO ALONG WITH THAT I WOULD POINT THE BOARD AND I GUESS IT'S EVEN MORE SO NOT JUST FOR THE BOARD, BUT FOR ANY CITIZEN, PARENT, ANY STAKEHOLDER.
I POINT THEM TO NOT ONLY 2020, BUT ALSO POLICY 2021, WHICH SPEAKS TO LIBRARY INFORMATION AND TECHNOLOGY PROGRAMS. BOTH POLICIES SPEAK TO THE PROCESS THAT WE GO THROUGH BOUGHT YOU TODAY.
YOU'RE GOING TO BE RECEIVING A WHOLE BUNCH OF TEXTBOOKS THAT YOU ARE GOING TO SPEND THE NEXT 30 TO 45 DAYS LOOKING OVER THEIR EXTENSIVE.
AND SO THAT'S PART OF OUR PROCESS, THE ENTIRE PROCESS FROM BEGINNING TO END.
ALL CORE INSTRUCTIONAL MATERIALS GO THROUGH AN ADOPTION PROCESS THAT DOES INCLUDE HAVING PARENTS AS PART OF THAT PROCESS.
SO THEY ARE INVOLVED FROM THE BEGINNING.
ONCE THEY NARROW DOWN THEIR CHOICES.
WE OPEN UP THAT PROCESS FOR 30 DAY REVIEW, WHERE ALL PARENTS, ALL COMMUNITY MEMBERS, IF THEY ARE INTERESTED IN REVIEWING THE BOOKS THAT ARE COMING UP FOR ADOPTION, THEY CAN GO THROUGH THAT PROCESS.
BUT FOR OUR NEWER MEMBERS, THE BOARD IS ALWAYS FURNISHED WITH THE FEEDBACK THAT WE RECEIVE FROM OUR PARENTS AND COMMUNITY MEMBERS, POSITIVE OR NEGATIVE.
AND THEN WE HAVE TWO READINGS THAT WE GO THROUGH THAT THE BOARD GOES THROUGH A PROCESS WHERE THE CURRICULUM, THE ADOPTION MATERIALS ARE PRESENTED, AND THE BOARD HAS AN OPPORTUNITY TO ASK QUESTIONS AND GO THROUGH YOU KNOW, ANY CONCERNS THAT THEY MIGHT HAVE.
IN ADDITION TO THAT, I WILL SAY THAT ANY OF OUR INSTRUCTIONAL MATERIALS ARE IT DOESN'T NEED TO BE A NEW INSTRUCTIONAL MATERIAL.
ANY OF THE MATERIALS THAT ARE USED IN OUR SCHOOLS ARE SUBJECT TO AT ANY TIME.
IF A PARENT OR A COMMUNITY MEMBER WANTS TO LOOK AT THEM, THEY CAN.
ALL THEY NEED TO DO IS CALL DOWN TO DISTRICT OFFICE, AND WE CAN EITHER ARRANGE FOR THEM TO GET A LINK TO THOSE MATERIALS AND THEY CAN VIEW THEM ONLINE, OR THEY CAN ACTUALLY WE CAN PROVIDE THEM WITH THE TEXTBOOKS OR THE BOOKS, ANDTHEY'RE REVIEWING.
IF A PARENT HAS CONCERNS ABOUT ANY OF THE MATERIALS THAT ARE BEING USED IN OUR CLASSROOMS, THERE IS A PROCESS THAT THEY CAN GO THROUGH FOR OUR COURSE DESIGN SELECTION.
THERE IS A PROCESS THAT WE, SIMPLY CALL RECONSIDERATION PROCEDURES FOR INSTRUCTIONAL MATERIALS AND A PARENT OR GUARDIAN.
THEY CAN CHALLENGE ANY INSTRUCTIONAL MATERIAL, AND IT'S IMPORTANT TO NOTE THAT THEY CAN CHALLENGE ANY INSTRUCTIONAL MATERIAL THAT IS BEING USED IN OUR CLASSROOMS, OR THEY CAN CHALLENGE INSTRUCTIONAL MATERIALS THAT ARE NOT BEING USED IN OUR CLASSROOMS. SO IF PARENTS FEEL LIKE WE SHOULD BE USING CERTAIN MATERIALS AND WE'RE NOT USING THEM, THEY CAN GO THROUGH THAT PROCESS AS WELL.
SO THERE ARE MANY OPPORTUNITIES.
I JUST WANTED TO POINT OUT THAT THE CURRENT POLICY AND PROCEDURES THAT WE HAVE IN PLACE FOR OUR INSTRUCTIONAL MATERIALS DO APPEAR TO BE WORKING, BECAUSE OVER THE COURSE OF TIME.
TIME WE HAVE HAD PARENTS GO THROUGH THAT PROCESS.
WE HAVE WORKED THROUGH ANY CONCERNS THAT PARENTS HAVE HAD, AND WE'VE REALLY HAD NO MAJOR ISSUES AS THE TIME THAT I HAVE BEEN IN DOWN AT DISTRICT OFFICE, AND THIS INCLUDES MY TIME WHERE I WASN'T DIRECTLY WORKING WITH IT, WHERE I WAS THE EXECUTIVE DIRECTOR OF SPECIAL ED.
SO IF YOU COMBINE THAT TIME AND BEING AROUND THERE, ALONG WITH MY DEPUTY SUPERINTENDENT TIME AND MY SUPERINTENDENT TIME, WHICH IS NOW 12 YEARS, I KNOW THAT WHILE WE HAVE PARENTS VOICE CONCERNS, WHEN WE GET INTO THE PARTICULARS, THE EXAMPLES OF WHAT THEY'RE CONCERNED ABOUT, AND WE'RE ABLE TO HAVE A DIALOG AND PROCESS THROUGH THAT, WE ARE VERY, SUCCESSFUL WORKING THROUGH ANY OF THOSE PROCEDURES.
SO AGAIN, I FEEL LIKE OUR PROCEDURES IN THAT AREA ARE WORKING SUCCESSFULLY.
AS FAR AS THE, LIBRARY INFORMATION AND TECHNOLOGY PROGRAMS ARE, THE PROCESS FOR OUR LIBRARIANS
[00:40:07]
CHOOSING THOSE BOOKS IS ALSO COMPREHENSIVE.BUT AGAIN, I THINK THE MOST IMPORTANT PROCESS THAT IS IN PLACE IS THE IDEA THAT, AGAIN, THAT WE HAVE A REQUEST FOR RECONSIDERATION OF ANY LIBRARY MATERIALS THAT ARE IN OUR LIBRARIES.
AND I WANT TO MAKE IT VERY CLEAR THAT, FIRST OF ALL, ALL OF OUR LIBRARY MATERIALS ARE LISTED ONLINE.
SO IF A PARENT WANTS TO PERUSE AND SEE WHAT'S IN OUR LIBRARIES AT ANY OF OUR SCHOOLS, THEY CAN DO THAT BY GOING THROUGH OUR DESTINY SYSTEM AND GOING THROUGH OUR ONLINE PROCEDURE.
THEY ARE ALSO ALWAYS WELCOME TO GO INTO OUR LIBRARIES AND TO LOOK AT THE MATERIALS THAT ARE IN OUR LIBRARIES, AND IF THEY HAVE CONCERNS ABOUT MATERIALS THAT ARE IN OUR LIBRARIES, THEY CAN GO THROUGH A PROCESS.
THERE IS AN INFORMAL RECONSIDERATION WHERE THEY CAN GO IN AND MEET WITH EITHER THE BUILDING PRINCIPAL OR THE LIBRARIAN AND HAVE CONVERSATIONS ABOUT THOSE MATERIALS AND THEIR APPROPRIATENESS.
BUT THERE'S ALSO A FORMAL CONSIDERATION.
AND IF WE RECEIVE A FORMAL CONSIDERATION, IT IS SENT BACK TO OUR WHAT DO WE CALL IT? IMC. I'M ALWAYS MISSING UP ON THOSE THE DEFINITION.
YES. THANK YOU THE IMC, WHICH STANDS FOR OUR INSTRUCTIONAL MATERIALS COMMITTEE AND OUR IMC COMMITTEE, WILL TAKE ANY OF THOSE CONCERNS AND GO THROUGH A PROCESS.
AND IT IS IMPORTANT TO NOTE THAT OUR IMC COMMITTEE DOES INCLUDE PARENTS AS PART OF THAT PROCESS.
DON'T THEY SERVE FOR A [INAUDIBLE].
YES. THEY SERVE FOR THREE YEAR TERM, RIGHT? A THREE YEAR TERM. AND SO THEY ARE PART OF THAT PROCESS AS WELL.
I KNOW THAT THERE WERE ALSO CONCERNS BROUGHT UP OR RAISED BY CITIZENS REGARDING BOOK FAIRS.
AND WHILE WE DON'T HAVE A POLICY REGARDING BOOK FAIRS, I THINK IT'S IMPORTANT, NUMBER ONE, TO NOTE THAT WITH THE EXCEPTION OF THOSE CONCERNS THAT WERE BROUGHT UP, WE'VE RECEIVED NO OTHER CONCERNS ABOUT OUR BOOK FAIRS, BUT SHELLY AND I DID DO A LITTLE INVESTIGATION AND WENT DOWN AND SPOKE TO OUR LIBRARIANS.
AND I'M GOING TO LET SHELLY REPORT ABOUT IF A PARENT DOES HAVE A CONCERN ABOUT THE BOOK FAIR, WHAT ARE SOME THINGS THAT ARE IN PLACE? YEAH. SO IN TALKING WITH OUR, OUR TEACHER LIBRARIANS, THEY WHAT? WE DIDN'T KNOW HOW THE BOOKS WERE SELECTED.
SO THEY ARE JUST WHAT THEY HAVE AVAILABLE.
THE ONLY REQUIREMENT THAT SCHOLASTIC HAS IS THAT THEY SELL THE BOOKS FOR THE PRICE THAT'S LISTED.
SO THEY PUT OUT THE BOOKS THAT THEY FEEL ARE APPROPRIATE FOR THEIR STUDENTS OF THE AGE THAT THEY HAVE, ALTHOUGH THEY DO HAVE THE COLLECTIONS ARE ALIGNED WITH BY GRADE LEVEL.
SO THERE'S SEVERAL OPTIONS ABOUT HOW STUDENTS CAN SELL.
AND REMEMBER, THIS IS A OPTIONAL EVENT.
STUDENTS DO NOT NEED TO PURCHASE FROM THE BOOK FAIR, BUT THE BOOK FAIR DOES PROVIDE MONEY TO OUR LIBRARIES SO THAT THEY CAN PURCHASE BOOKS TO EXPAND THEIR COLLECTIONS.
AND SO WHAT THEY DO IS THEY ALLOW PEOPLE TO COME IN AND PREVIEW THEM.
I DID WANT TO SAY TOO, AS FAR AS THE LIBRARY MATERIALS, I, THE LIBRARIANS I SPOKE TO SAID THAT IT IS NOT UNCOMMON FOR PARENTS, ESPECIALLY OF YOUNGER AGE PARENTS, FOR PARENTS TO CALL THE LIBRARIAN AND TO INDICATE THAT THROUGH THE LIBRARIAN THAT I DON'T WANT MY CHILD CHECKING OUT THESE KINDS OF BOOKS.
AND THE LIBRARIANS ARE VERY OPEN TO THE IDEA OF MAKING NOTATIONS IN THE STUDENT'S FILE.
[00:45:05]
SO WHENEVER A STUDENT CHECKS OUT A BOOK, THEY WOULD OPEN UP THAT THE SYSTEM TO CHECK OUT THE BOOK AND THE NOTE WOULD BE RIGHT THERE.AND IF THE STUDENT WERE TRYING TO CHECK OUT A BOOK THAT A PARENT HAD INDICATED THEY DIDN'T WANT THEIR CHILD TO BE ABLE TO CHECK OUT, THE LIBRARIAN WOULD SIMPLY SAY, NO, I'M SORRY, YOU CAN'T CHECK THAT OUT.
AND SO THEY'RE WORKING WITH OUR PARENTS AND THE COMMUNITY VERY OPEN TO IT.
AND THAT WOULD INCLUDE IF THEY HAD SPECIFIC TITLES THEY DIDN'T WANT.
THE WAY THE DESTINY SYSTEM WORKS, YOU HAVE A SCANTRON AND IN EACH CLASS IS SET UP INDIVIDUALLY.
SO A STUDENT HAS YOU HAVE TO GO TO THE CLASS THAT THEY'RE IN TO SCAN THE CHILD'S NAME.
AND THEN THERE'S A PLACE WRITTEN RIGHT ON THE CARD ITSELF.
ALL OF THE POLICIES ARE ALIGNED TO THE RCW'S AND THAT'S IMPORTANT.
THEY'VE ALL BEEN VETTED BY ATTORNEYS THAT ARE FAMILIAR WITH THE LAWS AND RULES AND STATE OF WASHINGTON THEY'RE ALIGNED WITH OSB STANDARDS. THEY'RE ALIGNED WITH OUR LEARNING STANDARDS.
AND SO AGAIN, I WOULD JUST SAY TO THE BOARD THAT IT HAS BEEN MY EXPERIENCE, AND I'VE CHECKED WITH ALISON, WHO OVERSEES IT, THAT, THE FEEDBACK WE GET BACK FROM OUR PARENTS IS VERY POSITIVE AND WE HAVEN'T RECEIVED A LOT OF CONCERN AROUND, THOSE PROCESSES THAT ARE IN PLACE.
YEAH, I THINK IT'S REALLY IMPORTANT TO ME.
WE HAVE NEW CURRICULUMS COMING IN, WHICH IS FANTASTIC.
SO I THINK THAT WAS SUPER HELPFUL, BUT I THINK IT WAS REALLY CRITICAL TO HEAR.
YOU TOO, OF HOW DETAILED OUR PROCESS IS, YOU KNOW, ESPECIALLY WITH OUR INSTRUCTIONAL MATERIALS COMMITTEE AND, AND JUST THE LENGTHS WE GO TO MAKE SURE WE BRING IN GOOD MATERIALS.
AND I WILL SAY I'M EQUALLY AS APPRECIATIVE TO THOSE THAT BRING THOSE CONCERNS TO US BECAUSE WHILE WE BOTH HAVE A I DON'T WANT YOU TO THINK LIKE I'M INEPT OR, WELL, WE BOTH HAVE A GREAT UNDERSTANDING OF OUR PROCESSES IN THE SCHOOL DISTRICT.
IT IS ALWAYS GOOD TO GO BACK AND SAY, WELL, LET ME TAKE A LOOK AT THAT AGAIN AND LET ME SEE.
OH, OKAY. EITHER NEITHER OF US WERE AWARE OF THE PROCESSES FOR THE BOOK FAIRS.
BEEN A NUMBER OF YEARS, AND I COULD HAVE SPOKEN, YOU KNOW, BACK IN 2014, OF THE PROCESS.
SO IT WAS IMPORTANT FOR US TO CHECK.
SO IT GAVE US THE OPPORTUNITY TO DO SO, WHICH WAS GOOD.
SO WE ARE APPRECIATIVE AS WELL.
DOES ANYBODY HAVE ANY MORE ANY OTHER QUESTIONS THEY WANT TO ASK ABOUT THIS DISCUSSION? I JUST WONDERED IF POSSIBLY WE COULD MAKE PARENTS MORE AWARE OF THIS PROCESS.
AND THAT'S A GOOD THAT'S A FAIR STATEMENT.
WE CAN. YEAH, WE CAN PUT THAT OUT IN AS PART OF OUR NEWSLETTER OR SOMETHING LIKE THAT.
AND WE CAN CERTAINLY, HIGHLIGHT IT A FEW YEARS AGO, IT WASN'T A FEW YEARS AGO.
IT WAS JUST RECENTLY, IT WAS BROUGHT TO OUR ATTENTION, REGARDING THE ATTENDANCE LAWS.
JENNIFER BROUGHT THAT TO OUR ATTENTION.
AND SO WE HAD THE SAME WE DID THE SAME KIND OF THING.
ANY OTHER DIRECTORY REPORTS BEFORE WE MOVE ON? AND WITH THAT, WE'LL TURN IT OVER TO SUPERINTENDENT AND STAFF UPDATES.
[6. Superintendent and Staff Updates]
SO, AS YOU KNOW, AS WE RETURN FROM BREAK, WINTER BREAK, WE ARE HITTING THE GROUND RUNNING WITH OUR CAPITAL LEVY, CAMPAIGN.AND SO I WANTED TO TURN IT OVER JUST A LITTLE BIT OF MY REPORT TO AMANDA SO SHE COULD KIND OF OUTLINE WHAT YOU'RE GOING TO SEE HAPPENING, WITH OUR LEVY WORK.
[00:50:06]
ALL RIGHT. GOOD EVENING.SO I'LL START WITH SOME OF THE THINGS WE'RE DOING IN PRINT FORM.
ON THE LEFT IS A LITTLE PREVIEW OF THE MAILER THAT WE WILL BE MAILING TO ALL HOUSEHOLDS AND BUSINESSES WITHIN THE DISTRICT THAT PROVIDES A WEALTH OF INFORMATION ABOUT THE LEVY. IN THE CENTER IS AN EXAMPLE OF A PRINTED POSTER, AND ON THE RIGHT ARE FACT CARDS THAT WE HAVE PREPARED WITH JUST THE TOP TEN SORT OF BARE BONES FACTS, AND THOSE ARE AVAILABLE IN ENGLISH, RUSSIAN AND SPANISH.
AND THEN ON THE NEXT SLIDE ARE EXAMPLES OF SOME OF THE THINGS THAT WE'RE DOING ONLINE.
AS YOU KNOW, WE USE SOCIAL MEDIA REGULARLY TO COMMUNICATE ABOUT A VARIETY OF ISSUES.
WE WILL CONTINUE THAT PRACTICE.
AND ON THE LEFT IS AN EXAMPLE OF AN INSTAGRAM POST THAT WAS POSTED RECENTLY.
ON THE RIGHT IS A SCREENSHOT OF OUR CAPITAL LEVY WEB PAGE THAT HAS A LOT OF INFORMATION AND SOME ANSWERS TO FREQUENTLY ASKED QUESTIONS. DENNY AND SHELLY, ALONG WITH LUKE LACOUNT AND LYNELL MURRAY, HAVE BEEN OR HAVE MORE TO DO.
AND WE ALSO HAVE TWO UPCOMING COMMUNITY PRESENTATIONS.
AND WE INVITE EVERYONE WHO MAY HAVE ANY QUESTIONS ABOUT THE LEVY TO ATTEND EITHER ONE OF THOSE, AND THE WEBINAR WILL BE RECORDED SO THAT WE CAN POST THAT AND SHARE IT AFTERWARD.
GO BACK ONE [INAUDIBLE]. SORRY.
AND THIS INFORMATION ALSO WAS ON OUR WEBSITE AS WELL AND I NOTED BEFORE YOU PLAYED THE VIDEO REAL QUICK, I NOTED THAT ONE OF THE THINGS THAT OUR CITIZENS WERE ASKING US WAS EASY SHEET ABOUT THE LIST OF PROJECTS.
AND IT HAS ALL OF OUR SCHOOLS AND ALL THE THINGS THAT WILL BE DONE WITH THE CAPITAL LEVY.
AND IT ALSO PROMOTES THE TWO FORUMS THAT HAVE BEEN GOING ON.
SO THIS IS ANOTHER IT'S THE LEVEL OF WORK THAT'S BEING DONE IS QUITE IMPRESSIVE.
IN ADDITION TO THIS, THE CITIZENS FOR BETTER SCHOOL IS RUNNING THEIR OWN CAMPAIGN AND THEY'RE ALLOWED TO DO THEY'RE ALLOWED TO DO A LITTLE BIT MORE IN TERMS OF OF WHAT THEY CAN SAY AND WHAT THEY CAN PRESENT TO VOTERS.
SO THEY'RE WORKING INDEPENDENTLY.
HOW IS THAT GOING OUT? I MISSED.
THIS FLYER. YEAH, WE'RE JUST HANDING.
WE'RE GOING TO HAVE IT IN SCHOOL BUILDINGS.
WE'RE GOING TO PASS IT OUT AT FORUMS. WE'RE PASSING OUT ANY PRESENTATIONS THAT WE DO.
SHELLY DID A PRESENTATION TO THE BUSINESS COMMUNITY.
SHE DID A PRESENTATION TO PTO'S TONIGHT AND I HAVE A WHOLE STACK OF THEM.
IF YOU HAVE ANY INTEREST IN TAKING IT'S IN THE MAILING.
THE PROJECT LIST IS IN THE MAILER, RIGHT? IT'S NOT.
IT HAS THE LINK TOO. WE'RE SO LIMITED IN SPACE WITH PRINT FORMAT, BUT IT IS ALL ONLINE.
BUT IF YOU HAVE ANY INTEREST BECAUSE YOU ALSO HAVE WE HAVE ANY OF THOSE THAT, YOU KNOW, ARE WE ALLOWED TO LIKE ADVERTISE LIKE IN THE LOCAL NEWSPAPERS LIKE COLUMBIA REFLECTOR? YOU KNOW, WE CAN CONTINUE OUR REGULAR PRACTICE OF SENDING OUT PRESS RELEASES, WHICH WE DID.
YOU KNOW, FOR INSTANCE, RIGHT AFTER THE BOARD APPROVED THE LEVY FOR THE BALLOT.
AND THEN WE CAN ALSO RESPOND TO REPORTER QUESTIONS, BUT WE CAN'T BUY AD SPACE OR THINGS LIKE THAT, CAN WE? THAT'S NOT SOMETHING WE'VE DONE IN THE PAST.
SO WE WOULDN'T START IT FOR THE LEVY SPECIFICALLY.
WE CAN'T. WE HAVE TO DO THE SAME PRACTICES THAT WE'VE DONE.
TO DISSEMINATE INFORMATION NORMALLY.
OKAY. AND WE'RE LIMITED TO ONE MAIL.
BUT THAT DOESN'T STOP THE CITIZENS GROUP.
[00:55:02]
WITH MODERN COMMUNICATION METHODS? WELL, AND WE YOU KNOW, TO AMANDA IS SHAKING HER HEAD BECAUSE WE HAVE HAD THOSE SAME KIND OF QUESTIONS TO THE PDC.BECAUSE WE ARE SEEING, YOU KNOW, TIMES HAVE CHANGED.
AND FOR INSTANCE, SOCIAL MEDIA IS A BIG ONE.
AND THEY WANT US TO BE VERY CAREFUL WITH SOCIAL MEDIA, BUT WE'VE BEEN ABLE TO SHOW THEM THAT WE DO USE SOCIAL MEDIA ON A REGULAR BASIS TO COMMUNICATE WITH OUR FAMILIES.
AND SO THIS IS JUST AN EXTENSION OF THAT.
BUT IT IS. BUT I WILL TELL YOU, IT IS CHALLENGING.
AND IN MANY RESPECTS WE DO GET THE IMPRESSION THAT SOMETIMES OUR HANDS ARE A LITTLE BIT TIED.
SO THIS IS NOT NEW, BUT THERE'S ACTUALLY A QR CODE THAT WILL TAKE YOU TO THE WEBINAR.
SO THAT WE ARE EVOLVING A LITTLE BIT, BUT WE'RE NOT DOING ANYTHING NEW.
THEY CAN ACTUALLY JUST TAKE A PICTURE AND IT'LL TAKE THEM.
WE DID WANT TO SHOW YOU THE THE VIDEO.
IT'S VERY SHORT. WE'VE LEARNED WE'VE LEARNED THAT SHORT IS BETTER.
YEAH. BUILDINGS WERE BUILT FOR TEXT MESSAGES, DVDS, OR THE MODERN INTERNET.
KEEPING THEM SAFE, WARM, DRY AND FUNCTIONAL BECOMES A GREATER CHALLENGE AND MUCH MORE EXPENSIVE DUE TO OBSOLETE HEATING AND COOLING SYSTEMS, LEAKING ROOFS, DRAINAGE ISSUES, AND GENERAL WEAR AND TEAR.
DESPITE THE HARD WORK OF DISTRICT FACILITY STAFF, THESE CHALLENGES CONTINUE TO GROW.
CAPITAL LEVY FUNDING WOULD ALSO BE USED TO EXPAND ACCESS TO HANDS ON LEARNING IN THE FIELDS OF CONSTRUCTION, RELIGION, ARTS AND HEALTH SCIENCES FOR HIGH SCHOOL STUDENTS IN THE DISTRICT. LET'S TALK NUMBERS.
THIS IS EQUAL TO THE TAX RATE OF A BOND THAT EXPIRED AT THE END OF 2023.
FOR MORE INFORMATION ON CAPITAL LEVY, VISIT BATTLE GROUND.
CONCISE. AND HOW IS THAT DISTRIBUTED? THAT'S ON OUR WEBSITE.
WE'RE POSTING IT ON SOCIAL MEDIA.
WE ARE SHARING IT WITH OUR SCHOOL BUILDINGS THAT HAS JUST FACTUAL INFORMATION.
SO WE CAN SHARE THAT AS MANY TIMES AS WE WANT.
OKAY. CAN I ASK A RELATED BUT NOT RELATED QUESTION? YOU JUST HAD ANOTHER SCHOOL WITH HVAC ISSUES, RIGHT? WHICH IS RELATED, BUT NOT.
WE HAVE WEATHER PREDICTIONS COMING UP.
WHAT HOW DO SCHOOLS REACT? LIKE AT WHAT POINT DO WE SHUT THEM DOWN? BECAUSE WE HAVE NO HEAT, BECAUSE OUR SYSTEMS BREAK.
RIGHT. WE TAKE EMERGENCY MEASURES.
WE KNOW THAT SOMETIMES THAT IF IT HAPPENS AT THE BEGINNING OF THE DAY OR IN THE MIDDLE OF THE DAY, MAYBE THAT DAY IT'S GOING TO BE A LITTLE BIT COLDER OR A LITTLE BIT HOTTER BUT TYPICALLY WITHIN A 24 HOUR TIME PERIOD, WE'RE ABLE TO RESPOND, FOR INSTANCE, RECENTLY WE HAD SOME STRUGGLES.
WE WERE ABLE TO PUT PORTABLE HEATING IN ROOMS RIGHT AWAY AND GET THOSE TAKEN CARE OF.
WE'RE TRYING TO BE AS PROACTIVE AS WE CAN.
FOR INSTANCE, WE KNOW THAT, WE HAVE SOME COLD TEMPERATURES HEADING IN OUR DIRECTION, THIS WEEK.
AND SO WE'VE BEEN TRYING TO GET READY.
YOU KNOW WHAT IF THAT HAPPENS, BUT, YOU KNOW, THERE ARE STRUGGLES FOR US IN THOSE AREAS.
TO YOUR POINT, JUST IN THE LAST MONTH, WE HAVE HAD HEATING ISSUES AT PLEASANT VALLEY PRIMARY, AT PLEASANT VALLEY MIDDLE AT YACOLT PRIMARY, AND AT RIVER HOMELINK.
[01:00:05]
PLACE, AND WE'VE HAD TO JUST WORK THROUGH THOSE PROBLEMS. FORTUNATELY, WE HAVE A GREAT MAINTENANCE AND, FACILITIES DEPARTMENT AND THEY RESPOND QUICKLY AND WE'RE ABLE TO GET THOSE.I WILL SAY IT'S RARE FOR US THAT THE ENTIRETY OF A BUILDING WILL GO OUT, BECAUSE IT'S TYPICALLY MULTIPLE HVAC UNITS SERVING ONE BUILDING. AND SO TYPICALLY WE MAY HAVE A WING OF A BUILDING OR SEVERAL CLASSROOMS OF A BUILDING.
SO ON ANOTHER NOTE, AS RELATED TO THE CAPITAL LEVY TO ALL OF THE BOARD MEMBERS I HANDED YOU'LL FIND ON YOUR DESKTOP THERE.
I WANTED YOU TO SEE THE STATEMENT THAT WILL SHOW IN THE VOTERS PAMPHLET.
SO YOU HAVE ON ONE SIDE YOU HAVE THE FOR STATEMENT, AND YOU MAY BE ASKING, WHY DIDN'T YOU INCLUDE MORE STUFF IN THERE? AND SO YOU I WANTED YOU TO INCLUDE THERE THE GUIDELINES THAT WE HAVE TO WORK UNDER 250 WORDS MAX UP TO FOUR PARAGRAPHS MAY BE USED.
UP TO FOUR HEADINGS MAY BE USED.
BULLET POINTS ARE NOT ALLOWED.
AND SO YOU CAN SEE THE FOR STATEMENT WE HAD TO PUBLISH IN FOR A PERSON TO WRITE A AGAINST STATEMENT.
AND WE WERE ABLE TO FIND A CITIZEN TO WRITE AN AGAINST STATEMENT.
SO I WANTED YOU TO SEE THAT STATEMENT AS WELL.
AND THEN BECAUSE THE AGAINST STATEMENT IS SUBMITTED, THEN WE CAN WRITE A SHORT REBUTTAL STATEMENT THAT AGAIN CAN BE NO LONGER THAN 75 WORDS AND MAY NOT INTRODUCE ANY NEW INFORMATION THAT WASN'T IN OUR ORIGINAL STATEMENT.
SO AGAIN, IT'S VERY YOU HAVE TO BE VERY CAREFUL AND VERY STRATEGIC.
SO YOU CAN ALSO SEE OUR REBUTTAL STATEMENT.
I DO FEEL GOOD ABOUT IT, I DO WANT TO I DO APPRECIATE THAT WE FOUND A CITIZEN IN OUR COMMUNITY WHO WAS WILLING TO WRITE THE AGAINST STATEMENT BECAUSE THEY AT LEAST KNOW OUR COMMUNITY AND THEY CAN SPEAK TO OUR COMMUNITY.
WHAT I AM HEARING AROUND THE STATE IS THAT A LOT OF THE NO STATEMENTS ARE BEING WRITTEN BY ORGANIZATIONS OUT OF SEATTLE, OR OUT OF TACOMA OR OUT OF OLYMPIA THAT HAVE NO TIES TO OUR LOCAL COMMUNITY.
SO IN THIS SENSE, AT LEAST WE HAVE THAT GOING FOR US.
SO I DO APPRECIATE THAT THERE'S ALWAYS A PRO AND A CON AND IT IS REPRESENTED AND BOTH FROM CITIZENS WITHIN OUR COMMUNITY. SO IT'S NICE THAT THEY'RE ALL FROM HERE.
RIGHT. SO THAT'S A LOT OF WHAT WE'RE WORKING ON.
I BELIEVE SHELLY AND I AND LUKE AND LYNELLE HAVE COMPLETED 14 OUT OF OUR 19 SCHOOLS.
WE STILL HAVE FIVE SCHOOLS LESS.
I KNOW THAT ON WEDNESDAY WE'RE DOING THREE TOMORROW.
I'M DOING A PTO MEETING TOMORROW NIGHT AT PLEASANT VALLEY AND A ROTARY MEETING TOMORROW NIGHT.
YEAH, A ROTARY MEETING TOMORROW NIGHT.
SO, YEAH, WE'RE OUT THERE AND WE'RE LOOKING FORWARD TO THE COMMUNITY FORUMS AS WELL.
SO WITH THAT, I WAS GOING TO TURN IT OVER TO OUR TO SHELLY.
YES. DO WE WANT TO GO THERE FIRST AND THEN COME BACK TO YOU? LET THE OTHER THREE DEPARTMENTS.
YEAH NEXT BOARD MEETING, WE'RE GOING TO INTRODUCE THE EMPLOYEE RECOGNITION AWARDS.
WE STARTED A, SEEKING NOMINATIONS BACK IN NOVEMBER.
WE HAVE JUST ABOUT 90 NOMINATIONS FOR EMPLOYEES IN ALL AREAS OF OUR DISTRICT.
CUSTODIANS, PARAEDUCATORS, TEACHERS, ADMINISTRATORS, THE ENTIRE RANGE OF EMPLOYEES.
THE NOMINATIONS ARE COMING FROM PARENTS, STUDENTS AND STAFF MEMBERS ACROSS OUR DISTRICT.
[01:05:03]
SO THIS IS SOMETHING WE PUT TOGETHER.WE STARTED TALKING ABOUT IT A FEW MONTHS AGO.
WE, THROUGH AMANDA'S TEAM AND VARIOUS OTHER FORMS OF COMMUNICATION, STARTED SENDING OUT THESE NOMINATION FORMS. THOSE HAVE BEEN COMING IN FAST AND FURIOUS.
PROBABLY THE SECOND BOARD MEETING OF EVERY MONTH IS WHAT WE'RE THINKING MOVING FORWARD.
AND SO WE'LL START THAT IN JANUARY THE NEXT MEETING.
YEAH, WE'RE REALLY EXCITED ABOUT THAT.
AND WE DIDN'T WANT TO DO TOO MANY AT ONE TIME BECAUSE WE WANTED THIS TO BE A MOMENT FOR THE FIVE OR SO THAT WE RECOGNIZE.
SO WE'RE VERY EXCITED TO INTRODUCE THAT TO THE BOARD.
ALL, REVIEW THAT WE'RE DOING OUR BEST TO ALIGN WITH OTHER LOCAL DISTRICTS IN TERMS OF START AND END DAYS AND SERVICE DAYS AND THINGS OF THAT NATURE. AND SO WE WILL IN THE NEAR FUTURE, BRING THAT TO THE BOARD FOR APPROVAL AS WELL.
THANK YOU. LUKE. FISCAL NO REPORT.
AND AMANDA, DID YOU HAVE YOUR.
SO NOW IT'S YOUR TURN. SEE, IT WAS JUST LUKE.
JUST LUKE. SO THIS EVENING, WE HAVE A PRESENTATION FOR YOU FROM OUR EXECUTIVE DIRECTOR OF SPECIAL SERVICES, KELLY CLAY, AND OUR DIRECTOR OF SPECIAL SERVICES, JENNIFER GOODWIN.
SO I WILL TURN IT OVER TO THEM.
[INAUDIBLE] DO YOU WANT TO CLICKER? YOU WANT TO. HI.
GOOD EVENING. THANKS FOR HAVING US.
AND SOME OF YOU ARE NEW. WE HAVEN'T HAD THE OPPORTUNITY TO MEET IN THIS WAY BEFORE.
SO QUICKLY, JUST AN OVERVIEW OF WHO WE ARE IN OUR DEPARTMENT, WHO WE WORK WITH.
WE HAVE ABOUT 90 SPECIAL EDUCATION TEACHERS, 23 SPEECH AND LANGUAGE PATHOLOGISTS, 17 SCHOOL PSYCHS.
AND THEN YOU CAN SEE THE REST ON THERE.
WE HAVE OCCUPATIONAL THERAPISTS, TEACHERS OF THE VISUALLY IMPAIRED, PHYSICAL THERAPISTS.
WE HAVE NEW IN THE LAST THREE YEARS, A BOARD CERTIFIED BEHAVIOR ANALYST WHO HELPS WITH SUPPORTING STUDENT BEHAVIOR DISTRICT WIDE AND SPECIAL EDUCATION, AND IN GENERAL EDUCATION, AN INSTRUCTIONAL COACH.
AND NEW. THIS YEAR WE HAVE THREE SPECIAL SERVICES COORDINATORS, ONE AT EACH LEVEL.
AND I DO WANT TO POINT OUT THAT ALL THREE ARE NOT ALL THREE ARE NOT NEW.
HAVING THREE NEW WE HAD TWO BEFORE.
GOOD CATCH DENNY WE HAD TWO BEFORE.
THAT'S OUR CERTIFICATED STAFF.
WE ALSO HAVE A LOT OF CLASSIFIED STAFF WHO SUPPORT US.
WE HAVE ABOUT 270 PARA-EDUCATORS THAT SUPPORT STUDENTS AND STAFF THROUGHOUT THE DISTRICT.
THAT NUMBER IS KIND OF ALWAYS A MOVING TARGET, BUT THAT'S WHERE IT WAS EARLIER THIS WEEK.
WE HAVE REGISTERED BEHAVIOR TECHNICIANS THIS YEAR.
THOSE THREE ARE NEW TO US THIS YEAR.
SO THEY WORK ALONGSIDE OUR BOARD CERTIFIED BEHAVIOR ANALYST AND OUR SPECIAL EDUCATION TEACHERS TO PROVIDE SUPPORTS TO STUDENTS IN CLASSROOMS AND THROUGHOUT BUILDINGS, AND THEN ASSISTANCE FOR OCCUPATIONAL THERAPY, PHYSICAL THERAPY AND BRAILLEST.
WE SERVE STUDENTS FROM 3 TO 21 YEARS OLD WHO LIVE WITHIN THE BATTLE GROUND, BOUNDARIES.
AND ON OUR NOVEMBER FEDERAL COUNT, WE HAD 1796 STUDENTS THAT WE SERVED, AND WE EXPECT THAT NUMBER TO CONTINUE TO GROW THROUGHOUT THE YEAR AS WE IDENTIFY NEWLY ELIGIBLE STUDENTS. KELLIE WHAT WE OFTEN HEAR A LOT ABOUT THE PERCENT OF SPECIAL ED STUDENTS, WHAT IS OUR PERCENT? SO WE HAVE ABOUT 13,000 IN OUR DISTRICT, RIGHT? RIGHT NOW, 12,000 IN OUR DISTRICT.
HOW DOES THAT COMPARE TO THE REST OF THE DISTRICTS IN THIS REGION? THAT'S A GOOD QUESTION. I'M NOT SURE YOU MIGHT KNOW.
COMING FROM EVERGREEN, DO YOU KNOW ABOUT WHAT THEIRS ARE? ITS CURRENTLY 14.9% THAT WOULD COME OUT? DO YOU HAVE YOUR CALCULATOR? GOOD WORK.
I KNOW THAT AT ONE POINT WE WERE AS HIGH AS 17% IN THE DISTRICT.
WE'VE IT'S KIND OF EBBS AND FLOWS.
FUNDING IS ONLY TO WHAT PERCENTAGE? 13.5 ISN'T? 13.5%. SO YOU ONLY RECEIVE FUNDING TO 13.5, WHICH MEANS ANY STUDENTS THAT ARE OVER THAT 13.5 YOU DON'T RECEIVE FUNDING FOR, YOU'RE JUST EXPECTED TO PAY.
THAT'S ONE OF THE LEGISLATIVE ISSUES THEY'RE TRYING TO CHANGE IS TO ELIMINATE THE CAP.
I KNOW THEY'RE EXPANDING IT IN TERMS OF HOW IT RELATES TO IT'S RIGHT IN LINE WITH OTHER DISTRICTS.
[01:10:03]
I THINK MOST DISTRICTS ARE RIGHT IN THAT 15 TO 17% AREA.OKAY. BECAUSE I ULTIMATELY HAVE A TWO PART QUESTION.
THE SECOND PART OF IT WAS IS WHEN YOU LOOK AT OUR STAFFING LEVEL, ASSUMING THAT WE AND MAYBE THIS IS THE WRONG ASSUMPTION, BUT ASSUMING THAT WE HAVE ENOUGH STAFF TO ACCOUNT FOR THE COUNT THAT WE HAVE ARE WE OVERSTAFFED COMPARATIVE TO OTHER DISTRICTS OR ARE WE UNDERSTAFFED COMPARATIVE TO OTHER DISTRICTS FOR OUR CONTRACT LANGUAGE? WE'RE STAFFED RIGHT WHERE WE'RE SUPPOSED TO BE, TO MEET OUR CONTRACT LANGUAGE.
WE'RE TOWARDS THE WE HAVE BETTER CASELOAD LANGUAGE THAT HELPS OUR STUDENTS THAN OTHER DISTRICTS.
WHERE WE STRUGGLE IS WE STRUGGLE TO GET STAFF.
YES. THAT'S A CONTINUAL JOB FOR THESE LADIES.
THE WHOLE TEAM IS TRYING TO FIGURE OUT WAYS TO FIND AND RECRUIT HIGH QUALITY STAFF IN MANY OF THESE AREAS, JUST BECAUSE THE DEMAND IS MUCH HIGHER THAN THAN THE AMOUNT OF PEOPLE AVAILABLE.
THE PROOF'S IN THE PUDDING, RIGHT? I MEAN, THE RESULTS SHOW THAT HAS A BENEFIT.
OVERALL. WE KNOW THAT STAFF OR STUDENT RATIO IS ONE OF THE INDICATORS OF I MEAN YEAH, YOU CAN'T HAVE OVERCROWDED CLASSROOMS AND NOT BE SUCCESSFUL.
AGAIN, I THINK OUR BIGGEST STRUGGLE IS TO HIRE PEOPLE INTO THOSE POSITIONS AND GET HIGH QUALITY PEOPLE RIGHT NOW BECAUSE THERE'S JUST A SHORTAGE EVERYWHERE.
WE'RE WELL, WE'RE WE MAY YOU KNOW, IT IS IMPORTANT TO NOTE THAT WHERE WE MAY HAVE A DOZEN UNFILLED POSITIONS, THERE ARE SCHOOL DISTRICTS THAT HAVE HUNDREDS OF UNFILLED POSITIONS.
SO, YOU KNOW, THAT'S A CREDIT.
YEAH. IT'S NOT UNIQUE TO OUR DISTRICT.
IT'S A STATE AND NATIONWIDE PROBLEM.
IN FACT, THAT'S ONE OF THE REASONS YOU'LL SEE THE PARAEDUCATOR BILL THAT MARY WAS TALKING ABOUT EARLIER COMING UP IS BECAUSE THERE IS A DESPERATE NEED ACROSS THE STATE FOR ADDITIONAL PARAEDUCATORS.
WE'RE DOING ANOTHER HIRING FAIR ON THE 25TH OF THIS MONTH TO TRY AND BRING IN MORE, APPLICANTS.
WE'RE TRYING AGAIN TO DO THE SAME THING, AND OUR COMMUNICATIONS TEAM, OUR HR TEAM AND OUR SPECIAL SERVICES ARE ALL WORKING CLOSELY TOGETHER TO MAKE THAT HAPPEN SO THAT WE CAN FILL SOME OF THE POSITIONS, BECAUSE WHILE WE HAVE GOOD CASELOAD.
WHICH WE HAVE TO GET THE PEOPLE AND WE HAVE TO TRAIN THEM AND GET THEM READY TO GO.
SO THAT'S PART OF OUR CHALLENGE.
SORRY ABOUT THAT LITTLE RABBIT TRAIL.
NO. THAT'S GOOD. WE'LL GET THERE LATER TOO.
WE HAVE. SO JUST A QUICK SNAPSHOT OF THE ELIGIBILITY CATEGORIES FOR STUDENTS WE SERVE WITHIN OUR DISTRICT, THE BULK OF WHOM HAVE A SPECIFIC LEARNING DISABILITY, A COMMUNICATION DISORDER OR ANOTHER HEALTH IMPAIRMENT.
THIS SLIDE JUST TALKS A LITTLE BIT TO WHERE DO WE SERVE OUR STUDENTS.
AND THAT'S SOMEWHERE THAT AS A DISTRICT, WE'VE COME A LONG WAYS.
AND THEN ON THE RIGHT HAND SIDE, OUR SCHOOL AGED STUDENTS, THE BRIGHT BLUE THERE IS THE STUDENTS WHO SPEND THE BULK OF THEIR DAY 80 TO 100% OF THEIR DAY IN GENERAL EDUCATION. AND WE HAVE THE MAJORITY OF OUR STUDENTS IN THEIR GENERAL EDUCATION CLASS.
MOST OF THE TIME, OUR SERVICE MODELS CAN LOOK DIFFERENT DEPENDING ON THE AGE LEVEL.
SO FOR SOME KIDS, WE ARE PULLING THEM OUT.
THEY'RE COMING TO OUR CLASSROOMS IN SPECIAL EDUCATION OR WE ARE GOING TO THEIRS TEACHING THEM IN GENERAL ED OR AS OUR STUDENTS GET OLDER, WE HAVE SOME TEACHERS DOING SOME CO-TEACHING WHERE THEY'RE TEACHING TOGETHER IN ONE CLASSROOM USING THE GENERAL EDUCATION CURRICULUM.
AND JEN IS GOING TO TALK ABOUT OUR DETERMINATIONS.
SO A LITTLE BIT AROUND OUR DETERMINATION LEVEL FROM 22-23.
AS YOU'LL SEE, THIS IS THE CRITERIA THAT'S LOOKED AT AS FAR AS ARE WE MEETING REQUIREMENTS.
AND YOU CAN SEE WE'RE DOING REALLY WELL.
AND THAT WE'LL BE TALKING ABOUT TONIGHT IS AROUND 14 C WHICH IS POST-SECONDARY OUTCOMES.
[01:15:04]
SO WHAT 14 C DOES IS, BASICALLY WE CALL A YEAR AFTER STUDENTS GRADUATE.HAVE WE PREPARED THEM FOR WHAT'S NEXT.
AND AS YOU CAN SEE, THAT NUMBER OF 54.9% IS THE AMOUNT OF STUDENTS THAT HAD AN IEP THAT ARE ENGAGED IN SOME LEVEL OF HIGHER EDUCATION, EMPLOYMENT OR OTHER WORK EXPERIENCE.
SO THIS SPECIFICALLY IDENTIFIES THOSE NUMBERS THAT BREAKDOWN.
SO 2.94% OF STUDENTS THAT WERE CALLED AND AGAIN THAT'S AT 2020-21 YEAR HIGHER EDUCATION, 2.94% COMPETITIVE EMPLOYMENT 14.7.
OTHER EMPLOYMENT 37.25 AND THEN NO ENGAGEMENT 45.1.
IF YOU THINK ABOUT ALL THE THINGS THAT SHUT DOWN.
SO SOME OF THAT WORK IS ALSO REESTABLISHING THOSE PARTNERSHIPS, THOSE RELATIONSHIPS.
AND IN THE SAME BREATH, RECOGNIZING THAT WE ARE EXPANDING WHAT WE'RE DOING AS THE NEEDS OF OUR STUDENTS CHANGE, WHAT THEY NEED ACCESS TO AND WHAT WE NEED TO DO TO PREPARE THEM FOR WHAT'S NEXT.
SO WITH THAT, WHAT ARE WE GOING TO DO TO IMPROVE? SO WE'RE REALLY EXCITED ABOUT SPECIFICALLY OUR FUTURES PROGRAM.
SO STUDENTS WITH AN IEP HAVE THE ABILITY TO STAY WITH US UNTIL THEY'RE 21 YEARS OLD.
NOW, IN THE IN PREVIOUS YEARS, A SMALL AMOUNT OF STUDENTS PARTICIPATED IN WHAT WAS OUR TRANSITION PROGRAM CALLED FUTURES, THIS CURRENT YEAR THAT WAS EXPANDED TO INCLUDE OVER 20 STUDENTS, AND SO WE ARE NEEDING MORE CAPACITY FOR THAT.
IT'S A GREAT PROBLEM TO HAVE BECAUSE AS YOU EXPAND NUMBERS, THAT ALSO EXPANDS NEEDS AND PERSONALITIES, AND COMPLEX KIND OF SITUATIONS THAT WE'RE WORKING THROUGH. BUT THE HOPE WITH THAT WE CAN WORK WITH IS PROFESSIONAL DEVELOPMENT, INCREASING CAPACITY AND ALSO EXPANDING.
SO WHAT WE'RE SEEING IS THE IMPACT OF OUR PRESCHOOL AND ELEMENTARY AND OPPORTUNITIES FOR INCLUSIVE PRACTICES IN OUR CLASSROOMS, OPPORTUNITIES TO ACCESS CORE CURRICULUM, ACCESS PEERS, ACCESS THE ENVIRONMENT HAVE IMPACT ALL THE WAY THROUGH RIGHT, MIDDLE HIGH SCHOOL AND BEYOND.
AND SO WE WANT TO MAKE SURE THAT WE'RE GETTING OUR STUDENTS ENGAGED IN THOSE CLASSROOMS. I THINK ABOUT OUR STRATEGIC PLAN AND OUR STUDENTS WITH IEPS.
RIGHT. AND THAT THEY'RE GETTING THE SAME.
AND IT'S OUR JOB TO HELP FACILITATE WHAT THAT LOOKS LIKE IN THE CLASSROOM.
AND THAT'S ALL THE WAY THROUGH.
SO IF YOU GO THEN ALSO UP INTO HIGH SCHOOL, WHAT DOES PD LOOK LIKE TO PREPARE STUDENTS FOR WHAT'S NEXT? SOME STUDENTS MIGHT NEED THAT TRANSITION SUPPORT FOR 18 TO 21 YEAR OLDS, BUT SOME STUDENTS MIGHT LEAVE US.
BUT WE WANT TO MAKE SURE THEY'RE CONNECTED TO THE RESOURCES THEY NEED.
SO WE ALSO WANT TO DO SOME PROFESSIONAL DEVELOPMENT AROUND HIGH SCHOOL AND BEYOND, PLANS TO MAKE SURE THEY'RE REALLY MEANINGFUL, THAT THEY'RE MEATY, THAT STUDENTS UNDERSTAND THEM, THAT PARENTS UNDERSTAND THEM.
WE KNOW THAT'S A HUGE PIECE OF IT.
SO MAKING SURE PARENTS, CASE MANAGERS, OUR ADMIN TEAMS ARE AWARE OF WHAT'S AVAILABLE IN THE COMMUNITY AT THE LOCAL AND THE STATE LEVEL TO HELP FAMILIES IN WHAT COMES NEXT AFTER THEY LEAVE US, INCREASING CAPACITY AT FUTURES AGAIN, THAT'S OUR 18 TO 21 YEAR OLD, GROUP THAT ARE RECEIVING TRANSITION SERVICES.
SO WE'RE EXCITED TO ADD A FACILITY WHICH WILL BE A 4 OR 6 PLEX THAT WE'RE WORKING WITH, OUR FACILITIES, GROUP WITH, AND THAT WILL BE HUGE FOR OUR STUDENTS. WE ARE COLLABORATING WITH OTHER DISTRICTS THAT HAVE SPECIFICALLY EVERGREEN.
THEY HAVE, ARCHWAY, WHICH IS A TRANSITION PROGRAM THAT'S ALREADY BEEN BUILT.
SO WE'RE WORKING TO DO TOURS THERE.
[01:20:01]
IT HAS INDUSTRIAL KITCHEN.IT HAS, DIFFERENT SPACES WHERE STUDENTS CAN LEARN HOW TO TAKE BREAKS, STILL HAVE CLASSROOM SPACES AND SENSORY SPACES, BUT BASICALLY A SPACE THAT ALLOWS THEM TO BE IN TRANSITION.
WHAT WE SAW IS THAT SOME STUDENTS WERE ACCESSING TRANSITION SERVICES AT THEIR HIGH SCHOOL, SO THEY WERE THERE IN THOSE CLASSROOMS FOR POTENTIALLY 6 TO 7 YEARS.
AND SO AS THEY ARE YOUNG ADULTS, WE WANT TO PREPARE THEM FOR WHAT'S NEXT.
SO IN THAT SETTING, IT'S GOING TO ALLOW THEM TO HAVE ACCESS TO FUNCTIONAL ACADEMICS, PREPARING FOR THE WORKFORCE, GOING TO WORK SITES, PRACTICING TRANSPORTATION, HOW TO FILL OUT RESUMES, THINGS OF THAT NATURE.
SO THE PROGRAM'S EXPANDING BEAUTIFULLY, AND WE'RE REALLY EXCITED TO SEE WHAT'S TO COME, AND WE HAVE A LOT OF WORK TO DO WITH IT AS WELL I MISS ANYTHING. AND THEN WE ALREADY TOUCHED BRIEFLY ON THIS.
WE STILL HAVE TEACHER POSITIONS POSTED, WE STILL HAVE CLASSIFIED PARAEDUCATOR POSITIONS POSTED.
AND THIS YEAR WE ARE WORKING WITH CONTRACTED PSYCHOLOGISTS AND SPEECH AND LANGUAGE PATHOLOGISTS.
SO WE'RE USING HIRING AGENCIES TO HELP FILL SOME OF THOSE POSITIONS FOR US BECAUSE WE HAVEN'T BEEN ABLE TO FIND QUALIFIED CANDIDATES DIRECTLY, THAT'S US IN A NUTSHELL.
ANY OTHER QUESTIONS? OKAY, I GOT SOME NEWBIE QUESTIONS, I THINK.
SURE. JUST HAVING WORKED WITH KIDS LIKE THIS.
OKAY. SO WE'VE GOT 1800 KIDS WE'RE SERVING, AND WE'VE GOT 12,000 KIDS IN THE DISTRICT.
HAVE WE GOT ANY INFORMATION OR DONE ANY STUDIES THAT ARE OF ANY SIGNIFICANCE THAT COULD INFORM ME AS TO HOW MUCH RESOURCES ARE PUT INTO 1800 KIDS, AS OPPOSED TO THE REMAINDER OF THE 12,000. WHAT IS IT PARTICULARLY EXPENSIVE TO? IT IS EXPENSIVE AND IT'S NOT FUNDED BY THE STATE.
SO, CURRENTLY, FOR INSTANCE, WHAT IT COSTS US TO PROVIDE SERVICES TO STUDENTS IS ABOUT $3 MILLION SHORT OF WHAT THE STATE GIVES US.
SO WE TAKE THAT MONEY OUT OF OUR LEVY AND ARE FORCED TO PROVIDE COVER THE COSTS OF THOSE SERVICES.
AND WE HAVE NO CHOICE BECAUSE IT'S THE LAW.
SO THE 1800 STUDENTS GET SUPPLEMENTARY MONIES FROM THE STATE, BUT THAT DOESN'T COVER WHAT HAPPENS, WHAT THEY NEED.
SO YOU HAVE TO YOU HAVE TO IMAGINE THAT THERE ARE SOME STUDENTS THAT THE COST OF PROVIDING SERVICES TO THESE STUDENTS IS OVER $200,000 A YEAR. WE HAVE STUDENTS THAT WE SEND TO OTHER DISTRICTS.
WE HAVE STUDENTS WITH ONE ON ONE NURSES THAT WE ARE THOUSAND DOLLARS.
FIGURE WHAT WAS THAT NUMBER? I SAID THAT THERE ARE STUDENTS, THAT THE TOTAL COST OF STUDENT FOR ONE STUDENT IS $200,000.
AND WE MIGHT RECEIVE 20,000 FROM THE STATE.
SO THERE'S A PROCESS THAT IS CALLED THE SAFETY NET PROCESS THAT WE CAN RECOUP SOME OF THAT MONEY, BUT IT JUST IS ADDED WORKLOAD. AND A LOT OF, YOU KNOW, A LOT OF HOOPS TO JUMP THROUGH TO GET THAT.
BUT FOR INSTANCE, IF WE SEND A STUDENT TO A RESIDENTIAL FACILITY, THAT'S OUR RESPONSIBILITY, BY THE WAY, WE SEND A STUDENT TO A RESIDENTIAL FACILITY OUTSIDE THE STATE OF WASHINGTON THAT COULD COST US $400,000 A YEAR.
A NURSE, A ONE ON ONE NURSE WOULD EASILY COST US OVER $100,000 A YEAR FOR A NURSE, FOR A STUDENT.
SO NOW, ARE THOSE TYPES OF THINGS REFLECTED IN THE DATA IN A WAY THAT SOMEONE LIKE ME, SITTING HERE LOOKING AT BUDGET REPORTS, COULD SEE? WELL, YEAH, YOU GOT TO REALIZE THIS IS HOW MUCH IT'S COSTING.
AND THEN HERE'S HOW MUCH WE HAVE ACTUALLY.
YEAH, I MEAN, AND IT IS IT'S OFTEN POINTED OUT, YOU CAN SEE IN OUR BUDGET REPORTS AND THE BUDGET PRESENTATIONS THAT MICHELLE WILL GIVE, YOU'LL SEE THAT SHE'LL OFTEN SET ASIDE THE SPECIAL ED COSTS AND THE SPECIAL ED FUNDING THAT WE RECEIVE.
[01:25:10]
BUT YES, IT'S OUT THERE AND IT IS AVAILABLE AND WHILE THAT'S ALWAYS BEEN THE CASE, AT LEAST AS LONG AS I'VE BEEN IN EDUCATION FOR SPECIAL EDUCATION, THAT'S ALSO SOMETHING THAT YOU'D SEE IN OUR TRANSITION BILINGUAL PROGRAMS AS WELL, THAT OUR COSTS EXCEED THE FUNDS THAT COME IN THAT SPECIAL PROGRAM.SO WE HAVE THE GENERAL FUND, BUT THEN WE HAVE SPECIAL PROGRAMS, SPECIAL EDUCATION, CTE, TRANSITIONAL BILINGUAL PROGRAMS. SOMETIMES THE MONEY IS ENOUGH TO SUPPORT THOSE PROGRAMS FULLY AND SOMETIMES IT'S NOT.
AND SO IT HAS TO BE SUPPLEMENTED BY OTHER DOLLARS.
AND EVERY TIME THE LEGISLATURE PASSES NEW LAWS, PASSES BILLS, AND THE INTENTION IS GREAT, THE INTENTION IS, WELL, THIS IS BETTER FOR KIDS.
AND WE ALL BEING AN X, WE'RE ALL SPECIAL ED.
BUT OFTENTIMES THERE'S UNINTENDED COSTS THAT GO WITH THAT.
FOR INSTANCE THE PUSH FOR STUDENTS, THE INCLUSIONARY PUSH FOR STUDENTS.
WE ALL BELIEVE THAT IT'S IN THE BEST INTERESTS OF STUDENTS TO BE IN GENERAL EDUCATION, MAINSTREAM CLASSES WITH THEIR PEERS TO LEARN SO THAT THEY DON'T FALL FURTHER BEHIND.
BUT BUT THE SUPPORTS THAT THEY NEED IN THOSE CLASSROOMS ARE DIFFERENT.
WE SHOULD HAVE MORE AIDS IN THOSE CLASSROOMS TO SUPPORT THOSE STUDENTS.
SO CAN I GIVE AN EXAMPLE? YEAH, THAT I THINK SO.
WHEN WE WERE WENT TO ONE OF THE HIGH SCHOOLS AND WE WERE IN A MATH CLASSROOM, WHICH WAS AN INCLUSION MATH CLASSROOM, AND THERE WAS THE SAME TYPICAL NUMBER OF STUDENTS, BUT THERE WERE TWO TEACHERS, CORRECT, TWO CERTIFICATED TEACHERS.
SO THAT REALLY IS TWICE THE COST.
AND I MEAN, IT'S AN EXEMPLARY PROGRAM.
YEAH. AND I THINK THAT'S ALWAYS THE BALANCE OF NEW LEGISLATION THAT WE WORRY ABOUT.
IT'S TALKING ABOUT INCREASING THE WAGE ACROSS THE STATE BY $3 PER PARA.
SO NOT ONLY ARE WE GOING TO BE LEFT WITH PAYING $3 MORE THAT THEY HAVE A FUNDING SOURCE FOR THIS YEAR, BUT HAVEN'T FIGURED OUT BEYOND THIS YEAR, I'M CONCERNED THAT WE ARE GOING TO HAVE TO FIGURE OUT HOW TO PICK UP THE DIFFERENCE IN THE COST FOR.
WERE THE PEOPLE WHO ARE ABOVE THE STAFFING PROTOTYPICAL FUNDING MODEL.
SO IT'S COMPLEX, BUT WE'RE HAPPY TO SHOW YOU AND SIT DOWN WITH YOU WITH QUESTIONS THAT YOU HAVE.
IT'S HELPFUL TO HEAR SPECIAL PEOPLE SPEAK TO THAT AND SPEAK POSITIVELY.
OKAY, THE FLIP SIDE OF IT THEN IS THE OUTCOMES.
AND SO I LOOK AT THE OUTCOMES AND I'LL ASK THIS QUESTION BECAUSE 45% WHEN THEY FINALLY GET OUT OF THE PROGRAM, THERE'S NO ENGAGEMENT.
SO THERE'S A NUMBER HERE THAT SAYS OTHER EMPLOYMENT 37%.
OKAY. SO WHEN THEY EXIT THE PROGRAM, IF YOU TAKE THE OTHER EMPLOYMENT OUT BECAUSE MAYBE IT'S INSIGNIFICANT, OKAY, THEN YOU ONLY HAVE 16, 17% THAT HAVE A SIGNIFICANT OUTCOME.
ARE THERE PARAMETERS AS TO WHY IT'S CALLED OTHER EMPLOYMENT RATHER THAN, YOU KNOW, AND IS IT, HAVING WORKED WITH SOME OF THE KIDS MYSELF, YOU KNOW, I UNDERSTAND THAT SOME OF THIS STUFF IS PRETTY AMAZING THAT THEY GET TO GO HAVE A JOB AT ALL.
YOU KNOW, IT'S JUST GOOD STUFF, YOU KNOW? SO BUT AS OTHER EMPLOYMENT, IS THAT A WIDE GAMBIT OF THINGS? I MEAN, IT IS THERE ARE SPECIFIC REQUIREMENTS FOR THE COMPETITIVE EMPLOYMENT FOR US TO BE ABLE TO SAY YES TO THAT.
SO IT'S MINIMUM WAGE OR HIGHER JOB 20 HOURS A WEEK OR MORE.
AND I BELIEVE IT'S 90 DAYS THAT DON'T QUOTE ME ON THAT ONE.
BUT 90 DAYS OF EMPLOYMENT IN THAT PREVIOUS YEAR PRETTY SIGNIFICANT.
YEAH. SO THAT'S WHAT THEY HAVE TO SAY TO SAY YES TO COMPETITIVE EMPLOYMENT.
[01:30:02]
ANYTHING BESIDES THAT WHERE THEY'VE BEEN WORKING, BUT MAYBE AREN'T 20 HOURS A WEEK OR ARE WORKING FOR A FAMILY MEMBER AND NOT NECESSARILY ON THE BOOKS SOMEWHERE IS GOING TO BE THAT OTHER TYPE OF EMPLOYMENT.BUT THAT DOES SOUND SIGNIFICANT TO ME.
JUST TO FOLLOW UP ON THE NO ENGAGEMENT AT 45% GIVEN THE DATE ON THIS AND LIKE YOUR COMMENTS SAYING THIS IS POST-COVID, DO WE HAVE A COMPARISON JUST FOR US MENTALLY TO WHAT THAT WOULD BE PRE-COVID? WE DO WE ACTUALLY HAVEN'T GRAPHED OUT.
I CAN SEND THAT TO SANDY TO SHARE WITH YOU GUYS.
SO IT ALWAYS TAKES ME A MINUTE TO PROCESS THE NUMBERS WE JUST CALLED THIS SUMMER.
AND SO WE DON'T HAVE FINAL RESULTS FOR THEM.
WE JUST HAVE PRELIMINARY RESULTS FOR THEM.
BUT WE CAN ALREADY SEE THAT STARTING TO COME.
THE NON-ENGAGEMENT COME DOWN AND THE ENGAGEMENT INCREASE FOR THOSE STUDENTS.
SO BUT THEY'RE NOT VALIDATED YET.
BUT YOU KNOW TO THE POINT OF THE TRANSITION PROGRAM, OUR FUTURES PROGRAM WE ARE MAKING CHANGES WITH OUR YOU KNOW WE'VE INCREASED ITS CAPACITY THIS YEAR.
WE ARE LIMITED IN OUR FACILITIES BECAUSE WE ONLY HAVE THE DODGE HOUSE.
CURRENTLY. THERE'S ONLY SO MANY STUDENTS YOU CAN FIT IN THE DODGE HOUSE.
SO THIS NEW FACILITY THAT KEVIN IS WORKING WITH KELLY AND JEN ON IS GOING TO BE BIG FOR US.
THAT WILL ENABLE US TO SERVE MORE STUDENTS AND INCREASE JUST THAT, THAT THE SKILLS THAT THEY HAVE TO HOPEFULLY INCREASE THOSE NUMBERS, WITH CHANGE THOUGH, YOU KNOW, WE HAVE THAT CORE GROUP OF PARENTS WHO WAS VERY HAPPY WITH THE FUTURES PROGRAM AS IT EXISTED, THERE'S ALMOST A MOURNING THAT IS GOING ON, THOUGH, BECAUSE WE'RE CHANGING THE FUTURES PROGRAM TO EXPAND IT TO SERVE MORE KIDS.
YOU WERE, YOU KNOW, DON'T CHANGE A THING.
BUT TO THESE NUMBERS AND TO WHAT OUR RESPONSIBILITY IS TO OUR STUDENTS, WE HAVE TO BE ABLE TO SERVE MORE THAN 15 STUDENTS IN OUR TRANSITION PROGRAM. SO THAT'S WHY WE'RE DOING THE THINGS THAT WE'RE DOING.
BUT I WANT YOU TO KNOW THAT, THESE TWO INDIVIDUALS ARE MOVING US IN THE RIGHT DIRECTION.
AND I'M HOPEFUL THAT WE'LL SEE SOME.
WELL, I KNOW WE'RE GOING TO SEE SOME INCREASE IN THOSE NUMBERS.
THE LIMITATION TO THE AGE OF 21 IS THAT A STATE REQUIREMENT OR IS THAT STATE AND FEDERAL? STATE AND FEDERAL. YEP.
YEAH. AS SOON AS THEY'RE 20, AS SOON AS THEY IF SCHOOLS STARTED SAY SEPTEMBER 2ND AND YOU TURN 21 ON SEPTEMBER 3RD, YOU GET THE WHOLE YEAR.
SO YOU GET TO GO ALL THE WAY THROUGH YEAR 21.
YEAH. SO IT'S JUST I DID I MISUNDERSTAND SOMETHING ABOUT THE AGE 23.
THERE WAS A TIME PERIOD AFTER RIGHT AFTER COVID WHERE THEY EXTENDED IT TO 22 FOR A LITTLE WHILE.
THAT WAS A TEMPORARY, AT LEAST SO FAR, TEMPORARY CHANGE.
OKAY. THANK YOU FOR TAKING THE TIME.
CAN I ASK ONE OTHER QUESTION? AND MAYBE YOU SAID THIS, BUT SO WHAT PERCENTAGE OF OUR, TOTAL POPULATION, TOTAL SPECIAL ED POPULATION STAYS BEYOND 18? OR HOW BIG IS THAT GROUP FROM 18 TO 21? WE DIDN'T SAY THAT. SO WE HAVE ABOUT 24 RIGHT NOW STUDENTS IN OUR TRANSITION PROGRAM.
YEAH, BUT YOU'RE TALKING ABOUT YOUR SENIORS.
YEAH. SO I WOULD SAY WE PROBABLY IF YOU JUST SPLIT THAT BY FOUR, WE PROBABLY HAVE 300 GRADUATES A YEAR IN SPECIAL ED.
AND SO OUT OF THAT 300, WE'RE ONLY SERVING 20, 24, 25 KIDS.
YES. AND SOME, YOU KNOW, IN THE SAME TOKEN, SOME DO NOT.
IN OTHER WORDS, YOU CAN'T FORCE PEOPLE TO BE IN TRANSITION.
YEAH. OKAY. JUST ONE OF THE THINGS KELLIE POINTED OUT IS THAT ONE OF THE AREAS THAT WE CAN WORK ON IS THE HIGH SCHOOL AND BEYOND PLAN, AND REALLY HELPING OUR STUDENTS BE PREPARED.
[01:35:01]
RESUMES, HOW TO FILL OUT A JOB APPLICATION.AND SO BULKING UP SOME OF THAT WORK IS ALSO A PART OF DEVELOPING THE TRANSITION FOR THEM.
WELL, AND I'M LOOKING AT THIS 45% NO ENGAGEMENT NUMBER.
AND BECAUSE IT IS A CHOICE AND FAMILIES AND STUDENTS HAVE A CHOICE, DOING THAT WITH THE HIGH SCHOOL AND BEYOND PLAN, BEEFING THAT UP MIGHT HELP THEM SEE THE ADVANTAGE OF MAKING THE CHOICE TO STAY IN A TRANSITION.
WE'VE TALKED ABOUT OTHER THINGS THAT WE CAN DO IS INCREASE ACCESS FOR OUR SPECIAL ED STUDENTS, THE CTE CLASSES, TO INCREASE ACCESS TO WORK EXPERIENCE BASED LEARNING, WORK BASED LEARNING.
AND WE DO HAVE SPECIAL EDUCATION STUDENTS WHO TAKE ADVANTAGE OF IT.
BUT WE WANT TO INCREASE THOSE NUMBERS AND ALL OF THOSE THINGS.
WHEN YOU COMBINE THE TRANSITION PROGRAM, INCREASING THAT THOSE NUMBERS, DOING A MORE ROBUST JOB WITH OUR POST-GRADUATION PLANS, THE FOUR YEAR PLAN, CAREER PLANNING, WORKING WITH THE STUDENTS ON WORK EXPERIENCE OPPORTUNITIES, ALL OF THAT'S GOING TO HELP OUR NUMBERS AND I DO WANT TO POINT OUT THAT IT'S THAT WE'RE I DON'T WANT ANYBODY TO FALL INTO THIS IDEA THAT WHEN WE SEE THAT BIG CHECKLIST OF THINGS THAT ARE REQUIRED BY THE STATE, WE HAD ONE.
THERE'S A LOT OF GOOD THINGS GOING ON IN THERE TOO, BUT WE ARE AWARE OF WHERE OUR WEAKNESSES THERE.
THAT WRAPS IT UP FOR YOUR TEAM.
YEAH. YOU THINK WE DID ENOUGH? WELL, ONLY TOOK AN HOUR AND A HALF.
ALL RIGHT. WITH THAT, WE'LL MOVE ON TO CITIZENS COMMENTS.
[7. Citizens' Comments]
WE WILL.EACH CITIZEN HAS THREE THAT HAVE SIGNED UP.
SORA HAS YOUR CARDS TO TELL YOU WHEN YOU HAVE 30S LEFT, AS WELL AS NO TIME LEFT.
THE TIMER IS ALSO ON THE MONITORS.
AND FIRST ON THE LIST WE HAVE CONRAD REPORTING.
THANK YOU GUYS. I APPRECIATE VERY MUCH.
I YEAH, MY NAME IS CONRAD HORTON.
I KNOW A BUNCH OF YOU ALREADY.
THANKS, SHELLY. AND DANNY, FOR ALL THE WORK YOU'VE BEEN DOING WITH THIS LEVY.
THANK YOU. AND THAT'S ONE OF THE MAIN REASONS I'M UP HERE.
AND, FOR ALL YOU GUYS THAT ARE SERVING.
I KNOW IT'S A LOT OF WORK, AND I REALLY APPRECIATE YOU.
OKAY. AND, I'VE BEEN PUSHING THAT LEVY EVER SINCE YOU MENTIONED IT, OKAY.
AND WE GOT MILLIONS OF DOLLARS OF THEM, MULTI MILLIONS OF DOLLARS.
YOU GOT MORE MONEY INTO THESE BUILDINGS THAN ANY PERSON IN HERE HAS IN THEIR PROPERTY.
AND THEY TAKE CARE OF THEIR PROPERTY.
I KNOW IT BECAUSE I WORK ON IT.
SO WE GOT TO TAKE CARE OF THESE BUILDINGS.
AND SO I'VE BEEN PUSHING THAT QUITE A BIT.
AND I APPRECIATE ALL THE INFORMATION YOU'VE GIVEN US ON GETTING THAT READY TO GO, YOU KNOW, AND I, YOU ALREADY ANSWERED MOST OF MY QUESTIONS ON THE LIBRARY IN THE BOOKS, AND I APPRECIATE ALL THAT, TOO.
THANK YOU VERY MUCH FOR BEING ON TOP OF THAT.
AND GRETCHEN WILL THANK YOU, TOO.
MY WIFE. AND THAT MEANS A LOT TO US.
WELL, THANK YOU FOR BRINGING IT UP.
I'M A NOT A, I'M A PARENT MAINLY OF GRANDKIDS.
NOW, I GOT TEN GRANDKIDS, BUT I ALSO HAVE 40 KIDS THAT I WORK WITH IN MY CHURCH.
THE YOUTH LEADER, ME AND GRETCHEN DO.
AND I'M LIKE, YOU GUYS ARE HERE WITH THE KIDS AT THE SCHOOL HERE.
YOU KNOW, OUR WE GOT KIDS FROM, YOU KNOW, HOMELINK, RIVER HOMELINK, YOU KNOW, CAM BATTLE GROUND SCHOOL DISTRICT, CROSSROADS, CORNERSTONE, ALL THESE OUTLYING AREAS.
WE GOT A LOT AN WE GOT ABOUT 40 OF THEM THAT WE WORK WITH.
AND I'M VERY INTERESTED IN TAKING CARE OF THEM.
[01:40:02]
I'M LIKE A DAD HERE WITH THOSE KIDS, AND GRETCHEN'S LIKE MOM WITH THEM.AND SO THANK YOU FOR WATCHING OVER THEM AS BEST YOU CAN OVER HERE WITH THE SCHOOLS AND, THAT THE LIBRARY BUSINESS AND THE.
THE LIBRARY BUSINESS IS VERY IMPORTANT TO US BECAUSE THEY CAN GET AWAY WITH I MEAN, SOME OF THAT STUFF THAT I'VE BEEN SEARCHING OUT ON THAT IS PORNOGRAPHY.
AND I THINK YOU KNOW IT, AND I THINK YOU'RE ON TOP OF IT.
I FEEL LIKE THAT. THANKS VERY MUCH FOR YOUR TIME.
LISA NEXT WE HAVE GRETCHEN VERPOORTEN. HI, BOARD.
MY NAME IS GRETCHEN VERPOORTEN, AND I'M A MEMBER OF THIS COMMUNITY AND THIS DISTRICT.
A GRANDMA, MOM, AND ALL OF THE ABOVE.
AND I WANTED TO THANK YOU BECAUSE YOU GUYS HAVE A MONUMENTAL TASK.
I WOULD I WANT TO KIND OF MENTION WITH THAT SCHOLASTIC BOOK FAIR, I HAVE AN ALTERNATIVE TO THAT BECAUSE SCHOLASTIC DOESN'T ALLOW YOU THE CHOICE. OKAY, YOU CAN FUNDRAISE, BUT THERE'S AN ALTERNATIVE SKYTREEBOOKFAIR.ORG SKYTREE BOOK FAIRS, DOT ORG FAIRS, DOT ORG FUNDRAISERS THAT GO TO THE SCHOOL.
THEY PRESENT WHAT THEY'RE GOING TO GIVE TO YOU TO PUT OUT THERE.
NOW, THE OTHER THING I WANT TO THANK YOU ABOUT IS HOW YOU CLARIFIED ALL THAT POLICY POLICY 2020 AND 2021 AND HOW THE PROCESS, IT'S A HUGE PROCESS THAT YOU'VE GOT.
BUT I WANT TO HIGHLIGHT SOME BOOKS THAT HAVE FALLEN THROUGH THE CRACKS OF THAT PROCESS.
ONE OF THEM, AND THESE ARE TWO AT PRAIRIE HIGH SCHOOL WHERE YOU ATTEND ALL BOYS AREN'T BLUE.
IT'S ABOUT A BLACK MAN WHO REMEMBERS HIS CHILDHOOD AND AS ADOLESCENCE.
IT CONTAINS SEXUAL NUDITY, SEXUAL ASSAULT, SEXUAL ACTIVITIES, DRUG AND ALCOHOL USE, ALTERNATIVE GENDER IDEOLOGIES, PROFANITY, DEROGATORY TERMS, AND CONTROVERSIAL RACIAL COMMENTARY.
SO THAT FELL THROUGH THE PROCESS SOMEHOW.
THE OTHER ONE AT PRAIRIE HIGH SCHOOL IS CALLED BELOVED.
IT'S ABOUT A FORMER SLAVE WHO RECALLS HER LIFE.
IT INCLUDES SEXUAL ACTIVITIES, BESTIALITY, COMMENTARY, VIOLENCE, PROFANITY, AND DEROGATORY TERMS. THESE ARE IN THE LIBRARY AT PRAIRIE HIGH SCHOOL.
ALL BOYS AREN'T BLUE AND BELOVED.
AND THEN AT DAYBREAK MIDDLE SCHOOL, THAT FELL THROUGH THE PROCESS SOMEHOW IT'S CALLED STAMPED BY IBRAM X KENDI.
AND THERE'S ALSO A STAMPED FOR KIDS, BUT THIS ONE IS AT DAYBREAK, STAMPED BY IBRAM X KENDI.
AND IT'S GOT IDEAS IN THE BOOK TOTALLY THAT VIOLATE THE EQUITY POLICIES HERE IN THE DISTRICT.
THOSE ARE JUST THREE, I THINK.
YOU CAN HAVE POLICIES YOU CAN HAVE.
THESE ARE JUST PIECES OF PAPER.
SOMEHOW WE'VE GOT TO FIGURE OUT IT'S KIND OF LIKE CLEANING THE GARAGE.
THE GUYS CLEAN THE GARAGE IN JANUARY.
GOOD EVENING AND DENNY I ALSO APPRECIATE THAT INFORMATION, AND I THINK THAT GOES TO SHOW OUR COMMUNITY THAT, I REALLY FEEL THAT THE DISTRICT IS TRYING TO BE TRANSPARENT WITH THE COMMUNITY AND WITH PARENTS. AND LET ME TELL YOU, I TALK WITH PARENTS ALL OVER THE STATE THAT IT'S JUST TEARING THEIR HAIR, TRYING TO JUST LOOK AT CURRICULUM THAT
[01:45:05]
IS BEING PUT IN FRONT OF THEIR STUDENTS.THEY DON'T KNOW WHAT'S IN THEIR KIDS LIBRARY AND IT'S REALLY DISHEARTENING AND FRUSTRATING TO TALK TO THEM BECAUSE I WANT TO HELP THEM.
AND YOU KNOW, THEY'RE GOING UP AGAINST THE TIDE.
I ALSO JUST WANT TO, ECHO WHAT GRETCHEN SAID, ABOUT THINGS FALLING THROUGH THE CRACKS. IT WOULD BE NICE TO SEE IF WE CAN SHORE UP THOSE CRACKS, ANOTHER AREA THAT THINGS CAN FALL THROUGH THE CRACKS IS, YOU KNOW, A LOT OF TEACHERS PUT THEIR OWN LIBRARIES IN THEIR CLASSROOMS FOR STUDENTS TO LOOK AT AND LOOK AT BOOKS IN CLASS, A LOT OF TIMES, TAKE THEM HOME.
THOSE ARE BOOKS THAT AREN'T ON THE DESTINY WEBSITE.
AND I THINK PARENTS, THEY NEED TO KNOW THAT AT ANY TIME THEY CAN GO IN AND THEY CAN LOOK AT THE BOOKS THAT ARE AVAILABLE TO THEIR CHILD AND CAN TALK TO THE TEACHER ABOUT THEM AND VOICE THEIR CONCERNS.
I DON'T KNOW IF THAT'S ALWAYS MENTIONED TO PARENTS.
I DON'T KNOW IF THEY EVEN THINK ABOUT THAT.
ANOTHER THING I WANTED TO BRING UP IS TODAY THE YOU ARE GOING TO BE LOOKING AT SIGNING A CONTRACT WITH THE JIM TANKMAN CENTER IN THE VANCOUVER SCHOOL DISTRICT.
THERE WERE SOME THINGS THAT CONCERNED ME.
ONE OF THEM IS SIMPLY THAT IT IS IN THE VANCOUVER SCHOOL DISTRICT, AND I KNOW THAT THE VANCOUVER SCHOOL DISTRICT HAS DIFFERENT VALUES THAN WE DO HERE. IN FACT, THEY HAVE SOME VERY STRICT DIVERSITY, EQUITY AND INCLUSION POLICIES AND RULES THAT I BELIEVE MANY OF US WOULD THINK IS OVER THE TOP.
I ALSO LOOKED AT THERAPISTS THAT ARE AT THE JIM TANKMAN CENTER AND KIND OF LOOKED INTO THEIR BACKGROUND, AND I DON'T THINK THEY HOLD THE VALUES THAT WE DO IN THIS DISTRICT.
SO I'M SIMPLY ASKING IF YOU COULD PUT A HOLD AND SEE IF YOU CAN FIND AN ALTERNATIVE.
I'M GOING TO GET IT. YOU KNOW WHAT? I'M SORRY, BUT SHE'S A CITY COUNCIL MEMBER, RIGHT? AND THAT SHOULD BE KNOWN THAT THE CITY COUNCIL MEMBER CAME HERE TO OUR BOARD MEETING.
I THINK THAT'S A REALLY NICE THING.
THANKS. I DON'T LIKE TO THROW THAT OUT.
WELL, I'M JUST A CITIZEN, SO THANK YOU FOR BEING HERE.
I'M CONGRATULATIONS TO YOU NEW GUYS.
THANK YOU FOR ALL THE BOARD'S DOING.
SO, I'M SORRY I MISSED THE FIRST TIME YOU GUYS TOOK YOUR OATH.
I THOUGHT IT WAS GOING TO BE TONIGHT.
BUT SO SORRY I MISSED THAT, SO I WANTED TO.
YEAH. JUST IF I HAVE TIME, I'M GOING TO TRY TO FIT IT ALL IN.
SO FIRST, GOING OFF THE TANKMAN CENTER, AS A MOTHER WITH A CHILD WHO SUFFERS FROM MENTAL ILLNESS, I REQUEST THE BOARD TO TABLE CONSENT AGENDA G.
I LOVE THE BATTLE GROUND PUBLIC SCHOOL DISTRICT.
I APPRECIATE EVERYTHING YOUR BOARD IS DOING.
BUT MY CONCERN IS LIKE WHAT JENNIFER SAID, THE DPS, THEY I DON'T BELIEVE THAT THEY HOLD THE SAME VALUES AS US HERE AT BATTLE GROUND SCHOOL DISTRICT. AND SO I WOULD JUST REQUEST BECAUSE I HAVE A LOT OF CONCERNS, ESPECIALLY WITH AS SINCE I'M A MOM WITH MENTAL CHILD WITH MENTAL ILLNESS, I'M LEARNING A LOT OF THINGS.
I'M LEARNING. THERE'S A LOT OF PROBLEMS WITHIN THE SYSTEM.
I MEAN, OBVIOUSLY WE ALREADY KNOW IT.
TO ME, IT'S THE NEW IT'S THE PANDEMIC.
THERE'S SO MANY ISSUES AND I JUST DON'T THINK WE WERE PREPARED FOR IT.
AND SO I WOULD JUST ASK, I DON'T KNOW IF YOU GUYS HAVE HAD THE OPPORTUNITY TO GO DOWN AND SEE THESE PLACES FOR YOURSELF, TO SEE HOW THEY RELATE TO THE CHILDREN, HOW THEY'RE WORKING, HOW THEY COMPARE TO OUR SCHOOLS AND OUR VALUES.
LIKE I SAID, I WITHOUT GOING INTO ALL THESE DETAILS AND WITHOUT KNOWING MY TIME.
OKAY, THERE'S JUST A LOT OF CONCERNS THAT I'VE SEEN FOR THOSE CHILDREN WITH MENTAL ILLNESS.
[01:50:04]
THEY HAVE THESE GREAT BUILDINGS, THEY HAVE THESE GREAT IDEAS, BUT THEN THEY END UP JUST BEING BABYSITTERS TO MAKE SURE THESE KIDS ARE MEDICATED AND THAT THEY'RE FED.THAT'S NOT GOOD ENOUGH FOR THESE KIDS.
THEY'RE ALREADY STRUGGLING WITH SO MUCH, AND THEN JUST REAL QUICK, JUST YOU KNOW, ECHO THAT JUST GIVE YOU MY EXPERIENCE AS A MOM WHO'S TRIED TO LOOK AT THE CURRICULUMS THEY WERE TRYING TO ADOPT.
I THINK IT WAS WHAT? SCIENCE? AND WE GOT TO GO OVER TO THE CHIEF.
I THINK IT WAS OVER THE SUMMER TIME.
SORRY. MY LIFE'S BEEN A LITTLE CRAZY RIGHT NOW.
I HAD TO GO THROUGH SEVERAL HOOPS AND PHONE CALLS TO PEOPLE AND WHO DIDN'T HAVE ALL THE ANSWERS.
THEY DIDN'T KNOW WHO TO CONTACT, SO THEY SEND ME TO SOMEBODY ELSE.
UNTIL FINALLY I GOT A HOLD OF SOMEBODY WHO SAID, I'LL LOOK INTO THIS FOR YOU.
SO I JUST WANTED TO SHARE THAT EXPERIENCE WITH YOU SINCE WE'RE [INAUDIBLE].
ALL RIGHT, THAT CONCLUDES OUR CITIZENS COMMENTS FOR THE EVENING AND BRINGS US TO OUR CONSENT AGENDA.
[8. Consent Agenda (Board Vote w/Student Voice)]
CONSENT AGENDA TONIGHT HAS ITEMS A THROUGH G.APPROVAL OF THE MINUTES FROM THE REGULAR AND THE SPECIAL MEETING FROM DECEMBER 11TH.
BUSINESS AND OPERATIONS PERSONNEL REPORTS, COMPLETED PROJECTS, REQUESTS FOR APPROVAL AND ITEM FOR THE VANCOUVER PUBLIC SCHOOLS JIM TANGEMAN CENTER INTERDISTRICT COOPERATIVE AGREEMENT FOR THE 23-24 SCHOOL YEAR.
IS THERE ANY ITEMS THAT NEED REMOVED FROM THE CONSENT AGENDA? BEFORE WE VOTE, I'D LIKE TO SPEAK TO THE JIM TANGEMAN CENTER.
SO IT IS A DAY TREATMENT FACILITY, BATTLE GROUND DOESN'T HAVE A DAY TREATMENT FACILITY.
AS A MATTER OF FACT, THE IN OUR COMMUNITY, THERE ARE ONLY TWO DAY TREATMENT FACILITIES AVAILABLE.
ONE IS IN VANCOUVER, THE JIM TANGEMAN CENTER, AND THE OTHER IS IN EVERGREEN,THE HOLLINGSWORTH CENTER, WE SEND STUDENTS TO BOTH, BUT THE AGREEMENT THAT WE HAVE IS THAT JIM TANGEMAN CENTER IS RUN AS A COOPERATIVE.
SO WHILE IT IS HOUSED IN THE VANCOUVER SCHOOL DISTRICT.
IT HAS INPUT FROM ALL OF THE DISTRICTS THAT PROVIDE IT.
IT IS A DAY TREATMENT CENTER FOR STUDENTS WITH SIGNIFICANT BEHAVIORAL NEEDS, AND PER, OUR RESPONSIBILITY TO MEET THE NEEDS OF STUDENTS WITH IEPS.
IF WE WERE NOT ABLE TO USE THE JIM TANGEMAN CENTER, WE WOULD HAVE 15 OR SO, WHAT, TEN? RIGHT NOW WE WOULD HAVE TEN STUDENTS THAT WOULD NOT BE RECEIVING SERVICES.
WE HAVE REGULAR COMMUNICATION WITH THEM.
WE ARE VERY AWARE OF WHAT IS GOING ON IN TERMS OF THEIR PROGRAM AND WHAT IT IS, AND THEY HAVE SERVED OUR STUDENTS VERY WELL OVER THE COURSE OF THE 20 YEAR RELATIONSHIP THAT WE HAVE HAD WITH THEM, THE RELATIONSHIPS EVEN LONGER THAN THAT.
I WAS AN SLC TEACHER WHO SERVED BEHAVIORALLY DISABLED STUDENTS, AND I WORKED DIRECTLY WITH THEM.
WHEN MY STUDENTS STARTED TO GET TO A LEVEL WHERE THEY WERE ABLE TO COME BACK TO A COMPREHENSIVE SCHOOL SETTING, WE WOULD I WOULD GO THERE AND MEET WITH THEM AND TALK ABOUT HOW WE TRANSITION THOSE STUDENTS BACK INTO THE REGULAR SCHOOL SETTING.
SO THIS WOULD BE A CONTINUATION OF AN EXISTING CONTRACT? YES. A CONTRACT THAT HAS BEEN IN PLACE, AS WE SAID, FOR 20 YEARS, 20 PLUS YEARS.
IS ANY OF THE LANGUAGE CHANGED? NO. OKAY THE COST HAS CHANGED.
[01:55:03]
JUST TO ADDRESS THE QUESTION, FROM THE COMMUNITY IS WHAT AMOUNT OF VANCOUVER SCHOOL DISTRICT'S POLICIES AND PROCEDURES ARE I GUESS I DON'T KNOW IF LEVERAGED IS THE RIGHT WORD, BUT, AND THE IMPACT AND IMPACT AT THE CENTER. WELL, YOU HAVE TO UNDERSTAND ONE THING ABOUT THE STUDENTS IEPS, WHEN THEY'RE THERE FOR VERY SPECIFIC THINGS THAT ARE IN THEIR IEP, USUALLY MATH, READING, WRITTEN LANGUAGE AND BEHAVIOR.SO IT IS NOT, IT IS INDIVIDUALIZED FOR EACH AND EVERY ONE OF THOSE STUDENTS.
SO IT'S I WILL TELL YOU, I HAVE CONCERNS ABOUT A LOT OF THINGS IN PUBLIC EDUCATION.
THIS WOULD NOT BE ONE OF THEM THAT I WOULD BE CONCERNED ABOUT.
AS A POINT OF ORDER, I HAVE A QUESTION ABOUT THIS.
IS THIS SOMETHING THAT WE SHOULD BE SAYING WE'D LIKE TO MOVE OFF OF THE CONSENT AGENDA TO DISCUSS? OR SHOULD I JUST ASK MY QUESTION? YOU CAN ASK YOUR QUESTION.
OKAY. THANK YOU FOR ALL YOUR INPUT.
SO THIS IS IN FACT, THEN A THIS IS A LIKE, LET'S RENEW THIS CONTRACT WITH THESE FOLKS WHO PROVIDE SERVICES FOR MULTIPLE STUDENTS. WE HAVE TEN STUDENTS CURRENTLY.
WE'RE TALKING WE HAVE TEN STUDENTS THAT ARE GOING THERE, TEN STUDENTS WHO HAVE VERY SPECIFIC NEEDS.
I UNDERSTAND MY QUESTION WAS, THOUGH I WASN'T CLEAR, THAT, I THOUGHT MAYBE THIS WAS JUST ONE STUDENT THAT NEEDED SERVICES AND WE WERE CONTRACTED FOR THIS IS, IN FACT, AN ONGOING CONTRACT THAT WE'RE RENEWING.
OKAY. THANK YOU. AND LIKE DENNY WAS SAYING, IT'S A COOPERATIVE.
SO IT'S LIKE OUR SKILLS CENTER COOPERATIVE WITH EVERGREEN.
OKAY, SO I GUESS I WILL ASK THE BOARD AGAIN.
WE HAVE ITEMS A THROUGH G ON THE CONSENT AGENDA, ARE THERE ANY QUESTIONS, CONCERNS OR DO ANY ITEMS NEED TO BE REMOVED TO BE VOTED ON AS A SEPARATE ITEM? HEARING? NONE. I WOULD EXPLORE A MOTION.
I MOVE THAT WE ACCEPT THE CONSENT CALENDAR AS PRESENTED.
OKAY. WE HAVE A MOTION ON THE FLOOR TO APPROVE THE CONSENT AGENDA AS PRESENTED.
I WOULD LOOK TO OUR STUDENTS FOR THEIR ADVISORY VOTE.
PRO. PRO ONE FINAL CALL FROM QUESTIONS FROM THE BOARD.
ALL THOSE IN FAVOR, PLEASE SAY AYE.
AYE. ALL THOSE OPPOSED? MOTION PASSES 5 TO 0.
I WOULD LOOK TO OUR STUDENT REPRESENTATIVES AS WE DO EACH MEETING AFTER THE CONSENT.
NOT PROBABLY EACH, BUT TRY TO HIT EACH MEETING AFTER THE CONSENT AGENDA, IS THERE ANY FOLLOW UP QUESTIONS THAT MAYBE YOU HAD, OR COMMENTS FROM ANY OF THE ITEMS THAT YOU SAW ON THE CONSENT AGENDA TONIGHT? I DIDN'T SEE ANY PERSONALLY THIS TIME.
WAIT. HOLD ON. I DON'T KNOW IF THIS WAS IN THE CONSENT AGENDA.
OKAY. I BELIEVE IN THE PERSONNEL REPORTS.
IT SAID THAT, MISS SANDY UREN IS HEADED TOWARDS HER RETIREMENT SOON, WHICH IS BITTERSWEET.
I'M SO HAPPY FOR HER. BUT I DID WANT TO KIND OF POINT THAT OUT.
THAT'S SWEET. THANK YOU FOR POINTING THAT OUT.
NICE JOB. SO WE'RE VERY SAD TO SEE SANDY LEAVE, TED ASKED ME IF HE COULD VOTE NO.
I WANTED TO PULL THAT ONE OFF MY CONSENT AGENDA.
CAN WE BE JEALOUS? YES. BUT I WILL SAY, AS YOU SAW, YOU SAW SANDY IS ON THE CONSENT AGENDA FOR LEAVING THAT POSITION.
YOU MAY HAVE ALSO SEEN THAT LISA IS ON THAT CONSENT AGENDA FOR TAKING THAT POSITION.
SO WHILE WE'RE GOING TO MISS SANDY, WE'RE HAPPY FOR LISA TO BE FILLING THAT POSITION.
I WAS GOING TO SAY I WAS SAD AND INSECURE ABOUT IT, BUT NOW I'M OKAY.
ALL RIGHT. WELL, I CAN TELL YOU I'M GRIEVING BECAUSE I'M LISA HELPS ME.
SO NOW I HAVE TO REPLACE LISA.
[02:00:01]
NO, IT IS ALL BITTERSWEET.AND I'M LIKE YOU SAID, WE'VE GOT TILL MARCH 31ST.
ALL RIGHT. WE WILL MOVE ON TO OUR NO OLD BUSINESS TONIGHT.
[10. New Business (Board Vote w/Student Voice)]
WITH CHERI DAILEY. GOOD EVENING, BOARD SO, AS JACKIE SAID, I'M BRINGING TO YOU FOR APPROVAL AND ADOPTION THE CLARK REGIONAL HAZARD MITIGATION PLAN UPDATE.THIS IS UNDER RESOLUTION A 24.
IF YOU'VE SEEN, THERE WAS A FEW HUNDRED PAGES IN THE VOLUMES.
SO FOLLOWING DENNY'S COMMENT, I HAVE A VERY SHORT, PRESENTATION FOR YOU.
I TRY TO HIGHLIGHT THE POINTS OF THIS.
THE NATURAL HAZARD MITIGATION PLAN IS USED AS A TOOL TO EDUCATE STAKEHOLDERS OF NATURAL HAZARDS IN THEIR AREA, WITH THE INTENT TO REDUCE OR PREVENT LOSS OF LIFE AND PROPERTY.
IT ALSO EVALUATES THE RISK TO OUR FACILITIES OF THE DIFFERENT HAZARDS, AND IT IS ALSO A PLAN.
IT IS REQUIRED FOR FEMA FUNDING ELIGIBILITY.
THIS PLAN CONSISTS OF TWO VERY LARGE VOLUMES.
VOLUME ONE CONTAINS THE BACKGROUND INFORMATION ABOUT THE PLAN, WHICH INCLUDES DEMOGRAPHICS AND ECONOMY AND PAST HAZARD EVENTS IN CLARK COUNTY, AND ALSO THE SCIENTIFIC DATA ON HOW THEY DETERMINE THE RISK FOR EACH OF THE HAZARDS ACTUALLY REVIEWED.
VOLUME TWO THEN CONTAINS THE SPECIFICS DATA FOR EACH OF THE PLANNING PARTNERS ANNEXES.
THERE WERE A TOTAL OF 17 PLANNING PARTNERS IN THIS UPDATE EIGHT MUNICIPALITIES AND NINE SPECIAL DISTRICTS, WHICH WAS LED BY CRESA. AS A PROJECT MANAGER, CRESA LED ALL OF THE VIRTUAL MEETINGS AND EACH PHASE OF THE UPDATES, WHICH INCLUDED THE SUBMISSION OF THE PRE-APPROVAL OF THE PLAN TO THE WASHINGTON STATE EMERGENCY MANAGEMENT DIVISION AND FINAL APPROVAL TO FEMA.
THERE WAS A BIT OF A TIME COMMITMENT FOR EACH PLANNING DEPARTMENT.
THIS WAS ESTIMATED TO BE ABOUT 46 HOURS OVER THE 11 MONTH PERIOD OF THE UPDATE.
I COMPLETED MY WORK ON THIS IN APRIL OF 2022, SO IT'S BEEN A PROCESS.
I STARTED MY FIRST MEETING IN JANUARY.
I COMPLETED MY WORK, BUT THEN THEY ONCE I SUBMITTED MY FINAL WORK TO THEM, THEN THEY TOOK SEVERAL MONTHS TO PREPARE THE DOCUMENTS FOR APPROVAL.
THE PLAN. UPDATES ARE REQUIRED EVERY FIVE YEARS.
THERE WAS A ONE YEAR DELAY DUE TO THE COVID PANDEMIC.
I HAD TO COLLABORATE WITH OTHER DIRECTORS.
DURING THIS TIME, WE IDENTIFIED SIX ACTION ITEMS THAT WERE STUDENT AND STAFF, SAFETY RELATED AND ASSET PRESERVATION AS COMPLETED ITEMS, AND WE ALSO COMPLETED THE EVALUATION OF THE DISTRICT FACILITIES.
THE HAZARD MITIGATION PLAN IS BOTH A SHORT AND LONG TERM PLAN, AND THAT REQUIRES OUR PARTICIPATION.
FIRSTLY, WE NEED TO PASS THIS RESOLUTION A 24, WHICH WILL RETAIN OUR STATUS FOR FEMA ELIGIBILITY.
[02:05:03]
PLAN, WHILE WE ALSO FOLLOW ALL OTHER REGULATORY BUILDING LAWS UNDER FEDERAL, STATE, LOCAL AND OSPI STANDARDS.AND THAT WAS VERY SHORT, HOPEFULLY SWEET.
DO YOU HAVE ANY QUESTIONS FOR ME? AS SOMEONE WHO'S PERSONALLY WRITTEN HAZARD MITIGATION PLANS, I CAN ATTEST TO THE LEVEL OF EFFORT AND WORK REQUIRED TO DO THESE.
I'VE DEALT WITH THE FEDERAL SYSTEMS, INCLUDING FEMA AND THIS MYSELF, AND IT IS EXHAUSTING.
I MEAN, IT WAS CLOSE TO 300 PAGES.
I DID GO THROUGH THAT, AND I FOUND SOME OF THEM REALLY INTERESTING.
AND THEY I MEAN, SOME OF THEM NAMED MANY OTHER AGENCIES THAT THEY REACHED OUT TO.
ALSO. IT WAS A GREAT I THOUGHT IT WAS A GOOD REFRESHER ON SOME OF THOSE, DATA.
YEAH. SO. ANY OTHER QUESTIONS? I MOVE. THE BOARD OF DIRECTORS APPROVED RESOLUTION A 24 CLARK REGIONAL NATURAL HAZARD MITIGATION PLAN.
ALL RIGHT. WE HAVE A MOTION ON THE FLOOR TO APPROVE RESOLUTION 24.
I WOULD LOOK TO OUR STUDENTS FOR AN ADVISORY VOTE.
PRO. ONE LAST CALL FOR QUESTIONS OR COMMENTS FROM THE BOARD.
HEARING NONE. ALL THOSE IN FAVOR, PLEASE SAY AYE.
AND THAT BRINGS US TO OUR FUTURE EVENTS.
[11. Future Agenda Items and Board Events]
UPCOMING. I MENTIONED EARLIER ABOUT THE TOUR GROUPS THIS FRIDAY THERE IS A [INAUDIBLE] MEETING THURSDAY EVENING, I THINK DEBBIE HAS INDICATED SHE MAY ATTEND, AND JACKIE HAS INDICATED SHE MAY ATTEND, AND I CAN STEP BACK IF THERE'S ANOTHER BOARD MEMBER WHO WANTED TO GO.I LOVE THOSE MEETINGS. THEY'RE GREAT, SO, OUR NEXT MEETING COMING UP IS THE 22ND.
WE WILL HAVE A WORK SESSION AS WELL AS A BOARD MEETING.
ANY OTHER ADDITIONS THAT ANYBODY WANTS TO MENTION UPCOMING? OKAY. HEARING NONE. THIS MEETING IS ADJOURNED AT 8:07.
THANK YOU EVERYONE.
