I HAVE TRANSGENDER FRIENDS AND FAMILY MEMBERS, AND EVERY TIME I HEAR OF TRANSGENDER PERSONS LIFE CUT SHORT BY HATE AND VIOLENCE, I FEEL THE SHOCK AND GRIEF IN MY GUT.
ACCORDING TO HUMAN RIGHTS CAMPAIGN, 88% OF THE VICTIMS THIS YEAR WERE PEOPLE OF COLOR, 52% WERE BLACK TRANSGENDER WOMEN.

AS YOU KNOW, WE HAVE BEEN UNABLE TO PASS A BOND IN THE DISTRICT SINCE 2005, SO EVEN OUR NEWEST BUILDINGS ARE APPROACHING 20 YEARS OLD.
WE HAVE A LOT OF FACILITY NEEDS, AS MR. JOLMA MENTIONED, THE LAST TIME WE MET ON HIS FIVE YEAR PLAN, HE HAS OVER $50 MILLION WORTH OF PROJECTS THAT ARE NEEDED TO KEEP THE DISTRICT RUNNING IN TERMS OF SAFE, WARM AND DRY. AND THESE ARE NOT THESE ARE NOT WANTS.

AS YOU KNOW, WE LOOKED CAREFULLY AT THE IDEA OF RUNNING A BOND, BUT BECAUSE OF A MYRIAD OF DIFFERENT REASONS, THE BIGGEST BEING THAT WE DON'T BELIEVE ECONOMICALLY IN THIS TIME OF HIGH INFLATION, IT IS WISE TO PURSUE AN ALMOST $300 MILLION BOND.SO WE'VE BEEN LOOKING AT ALTERNATIVES, AND THE ALTERNATIVE THAT WE HAVE COME UP WITH IS IN THE FORM OF A CAPITAL LEVY, AND YOU HAVE THE COMPLETE RESOLUTION IN FRONT OF YOU.
AND I HOPE THAT YOU'VE HAD AN OPPORTUNITY TO LOOK THAT OVER.
BUT I'M GOING TO GO OVER THE HIGHLIGHTS OF THE RESOLUTION.

IT WILL BE A THREE YEAR LEVY WHILE WE WILL BE RUNNING THE LEVY IN FEBRUARY 13TH OF 2024.
WE WILL NOT START COLLECTING ON THE LEVY UNTIL 2025.
SO WE'LL COLLECT 2025, 2026 AND 2027.
THE GREAT THING ABOUT A CAPITAL LEVY AS COMPARED TO A BOND IS THAT WHILE THE BOND REQUIRES A SUPERMAJORITY, THE LEVY SIMPLY REQUIRES A SIMPLE MAJORITY IN WHICH TO PASS.
I BELIEVE THAT THE THREE YEARS WILL BE SUFFICIENT FOR US.
I THINK OUR HOPE IS AFTER THREE YEARS, WE CAN REASSESS.
SO THREE YEARS WILL GIVE US A CLEARER PICTURE.
KEVIN AND I WERE TALKING TODAY AND JUST ABOUT OUR ROOFS AND OUR ROOFS.
THIS JUST DOESN'T SOUND RIGHT.
ROOFS, WHATEVER THEY ARE, THOSE THINGS THAT COVER US.
WE HAVE SOME SIGNIFICANT NEEDS IN JUST THAT AREA.
SO THIS PROPOSAL WOULD BE TO MEET THOSE NEEDS AND THEN AGAIN PUT US IN A BETTER SITUATION FOUR YEARS FROM NOW TO BE ABLE TO LOOK AND SEE WHAT NEXT STEPS WOULD BE.
WE HAVE FOCUSED SIGNIFICANTLY ON SECURITY IN TERMS OF ENTRYWAYS AND CAMERAS.
AND AS YOU KNOW, WE'VE STARTED THE ENTRY PROCESS.
HOWEVER, WE NEED ADDITIONAL MONIES TO COMPLETE THOSE.
AS I MENTIONED, ROOF AND HEATING AND COOLING REPAIRS.
WE ALSO WANT TO DO SOME WORK WITH OUR CTE PROGRAMS, ESPECIALLY ONE FOR THE CONSTRUCTION TRADES AND CULINARY AND HEALTH SCIENCES.
AS SHELLEY INDICATED, WE WERE TREATED AT THE LAST CAC MEETING TO ESD, VICKI HERDINIA, WHO RUNS THE ESD STEM PROGRAM, CAME AND SPOKE TO THE CITIZENS ADVISORY COMMITTEE AND TALKED TO US ABOUT, FOR THOSE STUDENTS NOT GOING OFF TO COLLEGE, THAT THE CAREERS AND THE TRADES THAT ARE AVAILABLE AND THE GOOD SALARIES AND THE BENEFITS AND THE JOB OPPORTUNITIES THAT EXIST ARE SIGNIFICANT.
AND THREE OF THE TWO OF THE HIGHEST AREAS THAT SHE TALKED ABOUT WERE THE CONSTRUCTION TRADES, WHERE IF YOU LOOK AT CLARK COUNTY AND YOU LOOK AT THE THE HIGHEST JOB NEED IN CLARK COUNTY, IT'S CONSTRUCTION TRADES AND THEN HEALTH SCIENCES WAS RIGHT THERE. ALSO, IT WAS IN THE TOP THREE.
WHILE CULINARY IS NOT IN THOSE TOP AREAS, IT'S STILL A HIGH DEMAND TRADE.
BUT ALSO, AS I MENTIONED TO YOU, WE HAVE OUTSTANDING CULINARY PROGRAMS IN BOTH OF OUR HIGH SCHOOLS AT PRAIRIE AND BATTLE GROUND, AND IT'S A SHAME THAT SOME OF OUR CULINARY STUDENTS ARE MISSING OUT BECAUSE OUR FACILITIES ARE NOT UP TO GRADE.
SO THIS THESE PROJECTS FOR NEW LEARNING SPACES WOULD FOCUS ON CTE.
AND IT'S IT'S HIGH NEEDS FOR US AS WELL.
AND ALSO WE'D BE DOING TECHNOLOGY UPGRADES.

SO YOU CAN ACTUALLY GO THROUGH THOSE AND SEE THAT EVERY SINGLE ONE OF OUR BUILDINGS, OUR 19 SCHOOLS, WILL BE TOUCHED BY THESE VARIOUS PROJECTS THAT ARE GOING TO BE OCCURRING.
AND IF YOU GO BACK TO THE TOP OF THAT LIST, YOU CAN SEE THAT WE'VE BROKEN IT OFF INTO THREE SECTIONS, APPROXIMATELY. I CAN'T SEE THAT FAR AWAY.
THERE YOU GO. OR A LITTLE OVER 5 MILLION, 54% FOR FACILITIES IMPROVEMENTS OR REPAIRS.
ALMOST 15 MILLION THERE AND 27% FOR TECHNOLOGY, ALMOST A LITTLE OVER 7.5 MILLION THERE, AT LEAST.
IF WE COULD GO BACK TO THE OTHER PRESENTATION.

HERE'S WHAT WE ARE LOOKING AT.
WE INCLUDED HERE CURRENTLY THE TOTAL BOND OR CAPITAL LEVY AMOUNT THAT WE HAVE THIS YEAR IS $7.3 MILLION. AND THAT EXPIRES AS WE KNOW THAT BOND EXPIRES AT THE END OF 2023.
THE CURRENT RATE OF THAT BOND IS $0.44.
SO WHAT OUR PROPOSAL IS, IS TO PLACE THIS CAPITAL LEVY IN FRONT OF OUR VOTERS IN 2024.
IF THE CAPITAL LEVY SUCCEEDS IN 2025, WE WILL KEEP THE LEVY RATE AT $0.44.
SO THERE WILL NOT BE AN INCREASE FOR OUR TAXPAYERS.
AND AS YOU CAN SEE, THAT RATE WILL STAY AT $0.44 FOR 2025, 2026 AND 2027. BECAUSE OF THE ASSESSED VALUE INCREASES IN THE DISTRICT, WE WILL BE ABLE TO RAISE $8.5 MILLION IN 2025, $9.2 MILLION IN 2026, AND $10 MILLION IN 2027. NOW, TO GIVE YOU AND OUR COMMUNITY AN IDEA OF WHAT THAT WOULD LOOK LIKE TO THE INDIVIDUAL TAXPAYER, THIS IS WHAT IT CURRENTLY LOOKS LIKE.
SO RIGHT NOW ON A 300 K PROPERTY, OUR TAXPAYERS ARE PAYING $132 PER YEAR ON A 400 K PROPERTY, $176 AND 500 $220 PER YEAR.
IN 2024, WE WOULD NOT COLLECT ANY OF THOSE TAXES, BUT THEN IN 2025, WE WOULD COLLECT ON THE 300 K PROPERTY.
IT WOULD BE EQUIVALENT TO WHAT WE'RE COLLECTING RIGHT NOW.
SO THE RATE THAT WE WOULD BE COLLECTING WOULD BE CONSISTENT ACROSS THE TIME PERIOD THERE.
I DO THINK THAT IT IS VERY IMPORTANT FOR NOT ONLY OUR BOARD, BUT OUR COMMUNITY TO SEE THAT WHEN YOU COMPARE CLARK COUNTY 2023 TAX RATES AND WHAT OTHER DISTRICTS ARE RECOUPING, YOU CAN SEE THERE THAT STARTS AT THE TOP WITH KANSAS.
THEY HAVE AN EPO, EPO LEVY OF $1.90.
AND THEY HAVE A BOND AT $1.26.
SO THE TOTAL LOCAL BOND AND LEVY AMOUNT FOR CAMAS IS $3.57.
AND YOU CAN GO THROUGH THAT CHART AND LOOK AT ALL OF THEM.

CURRENTLY, WE ARE COLLECTING A $1.70 ON OUR LEVY, WHICH IS ONE OF THE LOWEST LEVY AMOUNTS.WE DO NOT HAVE A TECHNOLOGY LEVEL AND OUR BOND IS SCHEDULED TO EXPIRE.
AND EVEN WITH A CONTINUATION OF THE $0.44 IN A CAPITAL LEVY, OUR TOTAL COLLECTION WOULD STILL BE $2.14, LOWER THAN ALL THE OTHER DISTRICTS IN SOUTHWEST WASHINGTON.
SO I BELIEVE WE ARE BEING GOOD STEWARDS OF TAXPAYER MONEY.
BUT I ALSO KNOW THAT WE HAVE A SIGNIFICANT NEED.
THE ANALOGY THAT ONE OF OUR CCAC LEADERS USED LAST YEAR, WHEN HE CAME AND SPOKE TO YOU ABOUT THE IDEA OF RUNNING A BOND FOR BATTLE GROUND SCHOOL DISTRICT, AND HE TALKED ABOUT THE OLD CAR.
AND THE OLDER THE CAR GETS, THE MORE EXPENSIVE IT GETS AND THE MORE DIFFICULT IT IS FOR THE UPKEEP. WE ARE DRIVING THE OLD CAR AND WE HAVE BUILDINGS THAT HAVE SIGNIFICANT NEEDS, AND WE KNOW THAT OUR DOLLAR IS NOT GOING AS FAR AS IT USED TO BE.
TWO YEARS AGO, WE ASKED FOR A FOR A LEVY FROM OUR VOTERS, AND OUT OF THAT LEVY, APPROXIMATELY $4 MILLION GOES TO TECHNOLOGY AND MAINTENANCE AND FACILITIES.
BUT THAT $4 MILLION IS NOT KEEPING UP, AS KEVIN'S INDICATED, 2 TO 3 TIMES MORE EXPENSIVE, MAYBE EVEN MORE SO FOR PARTICULAR PROJECTS.
AND THAT THAT $2 MILLION THAT KEVIN GETS EVERY YEAR OUT OF LEVY TO DO THESE THINGS IS NOT MEETING OUR SIGNIFICANT NEEDS.
AND SO I'M ASKING THE BOARD TO CONSIDER THE RESOLUTION TO PUT FORTH TO OUR VOTERS SO THAT IN FEBRUARY 13TH, 2024, AT LEAST GO TO THE NEXT LAST SLIDE THAT WE CAN HAVE OUR VOTERS CONSIDER OUR REQUEST.
