[00:00:03]
GOOD EVENING, EVERYONE. WE WILL GET THIS REGULAR MEETING STARTED FOR OCTOBER 9TH, 2023.[1. Call to Order]
WE WILL START WITH THE PLEDGE OF ALLEGIANCE.JULIA, WILL YOU LEAD US? READY. BEGIN.
NEXT UP, WE HAVE OUR ROLL CALL.
MADAM PRESIDENT, WE HAVE A QUORUM.
THANK YOU. WE DO HAVE TWO ABSENCES THAT WE WOULD NEED TO HAVE EXCUSED FROM THE MEETING.
I WOULD MOVE THAT WE EXCUSE THE ABSENCES OF BOARD MEMBER ANDREW LAWHON AND SORA TOLLEY.
ANY QUESTIONS FROM THE BOARD? ALL THOSE IN FAVOR OF EXCUSING THE ABSENCES OF DIRECTOR LAWHON AND REPRESENTATIVE TOLLEY, PLEASE SAY AYE.
NEXT, WE MOVE ON TO OUR AGENDA APPROVAL.
[4. Agenda Approval (Board Vote w/Student Voice)]
TONIGHT'S AGENDA.WE HAVE OUR COMMUNICATIONS SECTION, SUPERINTENDENT AND STAFF UPDATES A SECTION FOR CITIZENS COMMENTS OUR CONSENT AGENDA WITH ITEMS A THROUGH K. WE HAVE NO OLD BUSINESS TONIGHT.
THREE ITEMS OF NEW BUSINESS AND THEN TIME FOR FUTURE AGENDA ITEMS AND BOARD EVENTS TO REVIEW ANY ITEMS THAT THE BOARD WOULD LIKE TO DISCUSS HAVE REMOVED FROM THE AGENDA BEFORE WE GET STARTED.
I MOVE THE BOARD OF DIRECTORS APPROVE THE AGENDA AS PRESENTED.
WE HAVE A MOTION ON THE FLOOR TO APPROVE THE AGENDA AS PRESENTED.
LOOK TO OUR STUDENT REPRESENTATIVE FOR HER ADVISORY VOTE.
THANK YOU. ANY OTHER ANY ADDITIONAL OR NEW QUESTIONS FROM THE BOARD? ALL THOSE IN FAVOR OF APPROVING THE AGENDA AS PRESENTED, PLEASE SAY AYE.
NEXT, WE MOVE ON TO COMMUNICATIONS.
[5. Communications]
SO TONIGHT, OUR FIRST ACTION UNDER COMMUNICATIONS IS STUDENT VOICE.WE DO HAVE REPRESENTATIVES HERE FROM SUMMITVIEW, CHLOE AND BROOKLYN.
WOULD YOU LIKE TO COME TO THE PODIUM? YOU CAN SAY YOUR NAMES AND YOUR SCHOOL.
I'M CHLOE FROCK FROM SUMMIT VIEW.
I'M BROOKLYN EVANS FROM SUMMIT VIEW.
SO RIGHT NOW, SOME OF YOU HAVE HAD ONE GRADUATE AND RIGHT NOW WE ARE PLANNING A HALLOWEEN PARTY WHICH WILL INCLUDE THE TEACHERS IN THEIR CLASSROOMS BEING LIKE HAVING A CONTEST FOR THEM, LIKE BETWEEN THE STUDENTS AND THE TEACHERS.
ALSO A PUMPKIN CARVING CONTEST.
AND WE'RE ALSO SCHEDULING AN ASP BLOOD DRIVE IN NOVEMBER 9TH.
THANK YOU FOR COMING. DOES THE BOARD HAVE ANY QUESTIONS? I DON'T KNOW. SO COMPETITION BETWEEN THE DIFFERENT OFFICE SPACES IN THAT? YES. COOL.
THE STUDENTS WILL VOTE ON THAT.
OH, THE STUDENTS GET TO VOTE ON HOW THE OFFICE.
THE TEACHER ROOMS ARE DECORATED.
YEAH. ALL RIGHT, I'LL HAVE TO GO TAKE A LOOK.
YEAH. ANY MORE QUESTIONS? I DON'T THINK SO. THANK YOU FOR COMING.
THANK YOU FOR BEING HERE VERY MUCH.
I ALSO HAVE GIGI FROM BATTLE GROUND HERE.
NOW SHE'S HERE FOR THE CITIZEN COMMENTS.
OKAY. DO WE HAVE BATTLE GROUND REP? DO WE HAVE A STUDENT REP? STUDENT VOICE FROM BATTLE GROUND TONIGHT.
DO WE HAVE STUDENT VOICE FROM PRAIRIE TONIGHT? PLEASE COME FORWARD.
SO I DON'T KNOW IF YOU WANT I CAN SHARE FOR THEM OR YOU CAN DEFINITELY SHARE FOR THEM.
[00:05:04]
OKAY, I'LL SHARE FOR THEM.BUT ISABEL MORALES IS THE PRESIDENT AND SHE'S SO EXCITED TO COME SPEAK.
SO SHE WILL PROBABLY FOR SURE COME BACK AND SPEAK FOR ALL OF YOU.
SO MY NAME IS DAN KARAS AND I'M THE ASB ADVISOR AT PRAIRIE HIGH SCHOOL.
THIS IS MY THIRD YEAR AS THE ADVISOR.
AND SPEAKING ON THE STUDENT VOICE, I JUST WANT TO SAY THAT OUR PROGRAM HAS GROWN.
SO WE ACTUALLY HAVE TWO CLASSES AND WE HAVE 49 STUDENTS IN THE PROGRAM AND IT'S ME.
AND THEN WE HAVE A CO ADVISOR, OLIVER ROOT.
AND SO IT'S BEEN A VERY, LIKE WONDERFUL EXPERIENCE TO SEE A WIDE RANGE OF STUDENTS WANTING TO BE INVOLVED AND WANTING TO EXPRESS LIKE THEIR NEEDS AND THEIR WANTS AND HAVING OUR CLASS LOOK VERY DIVERSE AND REALLY CHANGE THE WAY OF WHAT STUDENTS LIKE, WHAT TYPE OF STUDENT THEY THINK AN ASB STUDENT REPRESENTS.
BUT THEN THE BEAUTIFUL PART OF THAT IS THAT IT'S GROWING SO MUCH AND WE'RE JUST SEEING STUDENT INVOLVEMENT GROW AS THEY SEE MORE AND MORE STUDENTS LIKE THEM REPRESENTING THE CLASS.
THAT WOULD BE. WE WOULD LIKE THAT A LOT.
I DIDN'T KNOW THAT. IT'S NICE TO MEET YOU.
I'M ISABEL MORALES. I'M THE ASB PRESIDENT.
OH, HOMECOMING. OKAY, SO WE HAVE A LOT OF EVENTS COMING UP IN ASB, AS WE ALWAYS DO, PRETTY MUCH.
BUT GOSH, SORRY, I'M OUT OF BREATH.
I JUST SPRINTED THE PARKING LOT.
SORRY ABOUT THAT. BUT I'M REALLY EXCITED WITH ALL THE PROGRESS WE'RE MAKING.
AND I DON'T KNOW REALLY WHAT ELSE TO SAY OTHER THAN I'M JUST REALLY EXCITED.
ASB IS PUTTING IN A LOT OF EFFORT THIS YEAR.
I'M SEEING A LOT OF PASSION FROM ALL THE STUDENTS, AND THEY ALL COME FROM VERY DIFFERENT BACKGROUNDS, SO THAT'S CONTRIBUTED A LOT TO HAVING LIKE AN INCLUSIVE HOMECOMING, TO SAY THE LEAST, IF THAT MAKES SENSE.
SORRY, DO YOU GUYS HAVE ANY QUESTIONS FOR ISABEL? YOU GUYS HAVE ANYTHING OTHER OTHER EVENTS PLANNED OR COMING UP? OH, YEAH, WE DO. SO WE HAVE.
OH, THIS IS A WEIRD MICROPHONE.
WELL, I SUPPOSE THAT'S THIS MONTH.
WE HAVE SPOOKY SURPRISES, WHICH IS JUST LIKE OUR LITTLE KIND OF LIKE WHAT PEOPLE DO ON VALENTINE'S DAY WHERE YOU'LL JUST LIKE BUY A CARD OR SOMETHING WITH A LITTLE LIKE, A PRIZE? IS THAT THE WORD? IT'S LIKE A HALLOWEEN THEMED, LIKE, FUN TOY, LIKE SQUISHIES AND.
AND WE HAVE THAT WHERE STUDENTS CAN PURCHASE THOSE, SEND THEM OUT TO OTHER STUDENTS.
AND THAT'S JUST A REALLY QUICK, CUTE, QUICK WAY FOR PEOPLE TO SHOW THEIR APPRECIATION FOR OTHERS.
WE ALSO HAVE TRUNK OR TREAT, WHICH IS OUR LITTLE LIKE HALLOWEEN DOORSTOP THING IN OUR PARKING LOT.
BUT IT'S RUN BY CLUBS, WHICH IS A NICE WAY TO GET THEM INCORPORATED.
SO THIS IS A EVENT THAT STARTED WHEN WE HAD COVID AND WE COULDN'T HAVE A LOT OF EVENTS.
AND WE ARE ACTUALLY PARTNERED WITH TWO NONPROFIT COMPANIES THIS YEAR THAT HELP FOSTER CHILDREN.
AND LIKE THE CLUBS GET VERY COMPETITIVE WITH EACH OTHER EVEN THOUGH THEY JUST WIN A FAKE TROPHY THAT OUR ADMIN MISS THOMPSON, MADE FOR THEM OUT OF A PLASTIC TOY CARD. AND IT'S LIKE BRAGGING RIGHTS.
BUT WE RAISED ALMOST 600 PAIRS OF SOCKS LAST YEAR.
SO THIS YEAR WE ARE PAIRING WITH THESE TWO NONPROFIT COMPANIES AND THEY CAME AND SPOKE WITH OUR ASB STUDENTS AND REALLY SHARED THEIR MESSAGE AND THEY HELPED FOSTER CHILDREN WITHIN CLARK COUNTY.
AND SO ALL OF OUR SOCKS ARE GOING TO GO TOWARDS THESE TWO NONPROFITS.
[00:10:06]
WE'RE DOING THIS FUN SOCK DRIVE, BUT LIKE THE SOCKS THAT WE RAISE OR LIKE THE CANNED FOOD WE RAISE AND ALL THE DIFFERENT THINGS WE DO ALL YEAR REALLY DOES MAKE AN IMPACT AND MAKE A DIFFERENCE. AND THEN IT IS AN OPPORTUNITY FOR THE CLUBS TO ALL GET TOGETHER BECAUSE REALLY A LOT OF THE STUDENTS IN CLUBS, THEY DON'T HAVE OPPORTUNITIES TO INTERACT WITH OTHER STUDENTS OUTSIDE OF SCHOOL.SO IT'S FUN TO SEE THEM INTERACTING AND GAINING CONFIDENCE WITH EACH OTHER.
AND SO IT'S AN EVENT THAT WE STARTED JUST BECAUSE WE WERE LIKE, OH, WE CAN'T HAVE EVENTS AND WE'LL DO TRUNK OR TREAT AND NOW IT'S STAYED AND GROWN BY LIKE THE CLUBS AND THE COMMUNITY WANTING THIS EVENT HAPPEN.
SO THAT'S WHAT WE'RE HAVING AT THE END OF THE YEAR AND AT THE END OF OCTOBER.
YEAH. IS THAT ALL WE HAVE TO TALK ABOUT? YEP. OH. DO YOU GUYS HAVE ANY QUESTIONS, THEN? WELL, IT SOUNDS LIKE YOU'RE HAVING AN IMPACT ON THE COMMUNITY AROUND YOU, AND I THINK THAT'S GREAT.
I THINK THAT'S BEEN OUR BIGGEST GOAL THIS YEAR IS JUST EXPANDING MORE, BEING ABLE TO REACH OUT TO MORE PEOPLE, GET PRETTY MUCH OR AS MUCH AS THE SCHOOL THAT WOULD WANT TO BE INVOLVED. INVOLVED. WE APPRECIATE YOUR EFFORTS.
THANK YOU SO MUCH. THANK YOU FOR COMING.
DANICA, THANK YOU FOR GETTING US STARTED.
SORRY ABOUT THAT. YEAH, IT WAS A CHANGE OF PLANS LAST MINUTE.
SO ANOTHER TEACHER RUSHED ME HERE.
WE WERE NOT PLANNING. I WAS LIKE, I'M WEARING RAIN BOOTS, BUT WE ADAPT.
OKAY. IS THERE ANY OTHER STUDENT VOICE THAT I DON'T KNOW ABOUT THAT I DON'T WANT TO MISS ANYONE.
WE WILL MOVE ON TO COMMITTEE REPORTS.
OH, WAIT. WE WILL GO TO JULIA.
DO YOU HAVE STUDENT VOICE FOR US? UM. NOTHING SUPER MUCH.
BUT AT MY SCHOOL, PERSONALLY, WE'RE PLANNING OUR FALL DANCE RIGHT NOW.
AND IT'S ALSO LIKE SAT AND PSAT SEASON FOR THE SOPHOMORES AND SENIORS.
AND I KNOW WE'RE ALL KIND OF LIKE GOING CRAZY TRYING TO LEARN HOW TO USE A GRAPHING CALCULATOR.
AT LEAST I AM. I DON'T KNOW ABOUT ANYBODY ELSE, BUT I AM.
ALL RIGHT. WITH THAT, WE'LL MOVE ON TO COMMITTEE REPORTS, STARTING WITH THE LEGISLATIVE COMMITTEE.
OKAY. THANK YOU FOR STARTING WITH ME.
I PROBABLY HAVE THE BIGGEST THING.
SO I PROVIDED FOR YOU THE POSITION, THE LEDGE POSITIONS FROM WSSDA.
AND ALSO THEN THE VOTING SHEET IS IN ALPHABETICAL ORDER, WHICH MAY MAKE IT EASIER.
SO JUST TO TALK A LITTLE BIT ABOUT THE POSITIONS, ONE OF THE THINGS YOU'LL NOTE, THIS IS JUST A SYNOPSIS OF EACH POSITION, BUT I LIKE THE WAY THAT IT SHOWS WHEN THEY WERE ORIGINALLY ADOPTED AND WHEN THEY'VE BEEN AMENDED BECAUSE THAT IS INFORMATIVE.
I THINK ONE OF THEM ON HERE WAS ADOPTED IN 1979.
SO JUST LOOKING THROUGH THOSE.
SO WHEN YOU THINK ABOUT, YOU KNOW, WHEN I'M THINKING ABOUT PICKING TOP TEN PRIORITIES, FOR INSTANCE, I MIGHT WANT TO THINK ABOUT NOT PICKING ALL OF THE FUNDING ONES, EVEN THOUGH I KNOW THAT IS ONE OF OUR BIG PRIORITIES.
BUT KNOWING THAT THEY'RE GOING TO GROUP ALL OF THOSE FUNDING ONES INTO A STATEMENT.
THAT BEING SAID, THE ADVOCACY TEAM HAS TOLD US THAT THEY CANNOT WEIGH IN ON A BILL UNLESS THEY HAVE SPECIFIC POSITION TO DO THAT. SO THEY WILL NOT WEIGH IN PRO OR CON ON A BILL UNLESS THEY HAVE A SPECIFIC POSITION.
AND AS WE GO AND I KNOW THIS IS A LOT.
OKAY, SO OUR JOB IS TO TAKE THIS AND PICK TEN YOUR TOP TEN AND JUST MARK IT ON.
SEND ME THAT INFORMATION BY THIS SATURDAY BECAUSE I HAVE TO TURN IT IN ON THE 16TH.
YOU DON'T HAVE TO RANK ORDER THEM FOR ME IF YOU JUST PICK THE TOP TEN BECAUSE BASICALLY I'M GOING TO NEED TO TAKE THAT FEEDBACK ANYWAY AND IT'S GOING TO BE A CONGLOMERATION OF WHAT WE CAME UP WITH AS A BOARD.
[00:15:04]
I'M GOING TO TAKE AND SEND TO WSSDA.AND DO YOU GET TO PICK TEN OR HOW MANY DO YOU GET TO SEND TEN? YEAH. WHICH IS PROBABLY GOING TO BE PLENTY.
NOW, THAT BEING SAID, I MEAN, THEY DO GIVE THE LEGISLATORS ONE BASICALLY A ONE PAGER.
THESE ARE OUR TOP PRIORITIES AS WSSDA'S, YOU KNOW, INPUT.
HOWEVER, WHEN THE LEGISLATION STARTS I'M DOING I'M WATCHING THE BILLS AS THEY COME UP AND SO I'LL BE BRINGING YOU FEEDBACK AS THEY COME UP AND THERE ARE OPPORTUNITIES, AS MARK KNOWS, BECAUSE I THINK YOU TESTIFIED LAST YEAR, DIDN'T YOU? YEAH. SO THERE ARE OPPORTUNITIES FOR US TO GIVE MORE SPECIFIC INPUT AS THE SESSION STARTS WITH THE QUESTIONS.
DO YOU HAVE, WAS THIS IMPACTED BY WEIGHTED VOTING BEFORE WHERE, YOU KNOW, LIKE BECAUSE SEATTLE IS SO MUCH BIGGER, WOULD THEIR TOP TEN PRIORITIES HAD MORE WEIGHT THAN NO, BECAUSE THE WEIGHTED VOTE IS ONLY FOR GENERAL ASSEMBLY? GOT IT. YEAH.
SO THAT ONLY IMPACTS WHAT POSITIONS ACTUALLY ARE SUPPORTED BY WHAT.
SO THERE WERE I THINK WE HAD 48 DIFFERENT POSITIONS AND THINGS WE VOTED ON.
DOES THAT MAKE SENSE? YES. OKAY. YOU. BUT AT THIS POINT, THE WEIGHTED VOTE.
YEAH, IT'S ONLY WITHIN WORCESTER THAT MATTERS.
WHAT OTHER QUESTIONS? OH, THAT'S GOOD. IT USED TO BE 15, SO THEY CUT IT DOWN TO TEN, HUH? OKAY. THAT'S GOOD TO KNOW AND I KNOW THEY REALLY APPRECIATE STUDENT ONES.
I HOPE THE STUDENT GROUP DOES THEIR TOP TEN TOO.
WE'LL SEE. YEAH, THAT'S A LOT TO GO THROUGH.
I WILL POINT OUT THAT THERE IS ONE IN A NEW ONE IN HERE ON AI WHICH IS KIND OF INTERESTING, WHICH EVEN IN THE POSITION ITSELF, THEY SAY THAT IT'S PROBABLY ALREADY OUTDATED BECAUSE IT WAS WRITTEN LAST SPRING.
BUT I THINK THAT'S ONE THAT WILL BE ON THE HORIZON THAT WE WANT TO THINK ABOUT.
AND YEAH, THAT'S ONE THAT AND THERE IS ONE ON PREJUDGMENT INTEREST.
JOINED TOGETHER WITH WSSDA TOO.
SO I HAVEN'T SEEN THE BO COME OUT YET.
SO FOR LEGISLATIVE RECOMMENDATIONS, IT SEEMS LIKE THEY PUSH US TO DO THIS REALLY FAST.
THAT'S ALL I HAVE. ANY OTHER LEGISLATIVE UPDATES.
OKAY. WE'LL MOVE ON TO AUDIT COMMITTEE.
YEAH. SO WE LOOKED AT A VARIETY OF VOUCHERS, INCLUDING TRANSPORTATION, AND THEN A LOCAL CONTRACTOR THAT'S USED A LOT. PRUITT HARDWOODS IS A LOCAL BATTLE GROUND FAMILY THAT'S BEEN DOING WORK IN HERE.
WE APPRECIATE LOCAL BUSINESSES BEING INVOLVED WITH THE SCHOOL.
WE LOOK AT THE SUPERINTENDENT TIMESHEET AND ONE OTHER PAYROLL THINGS.
WE NOTICED THAT THE SUPERINTENDENT TAKES VERY FEW DAYS OFF IN AUGUST.
YEAH. BATTLE GROUND EDUCATION FOUNDATION IS OUR NEXT COMMITTEE DIRECTOR IS OUT.
I THINK SEVERAL OF YOU WERE OUT THERE.
AND I DON'T KNOW IF THEY MAY REPORT ON THE NUMBERS AT SOME POINT, BUT IT JUST WAS A LOT OF FUN.
AND I LOVE THE WAY THAT THE FOUNDATION REALLY HONORS ALL OF THEIR SPONSORS.
AND THEY HAVE SOME VERY DEDICATED SPONSORS.
MIKE KESSLER, OUR HEAD OF SECURITY, WAS THERE.
HE SPOKE ABOUT THE IMPACT THAT THE NARCAN AND FOR THE FENTANYL OVERDOSES HAS MADE IN OUR CAMPUSES. HE TALKED ABOUT OUR PARTNERSHIP WITH THE BATTLE GROUND POLICE DEPARTMENT AND THE SRO PROGRAM AND THE REPEATERS THAT THEY GOT A GRANT FOR AND THEY'RE PUTTING INTO OUR BUILDINGS SO THAT RADIO TRANSMISSION CAN OCCUR.
[00:20:01]
SOME OF OUR BUILDINGS ARE NOT EASY TO HAVE RADIO COMMUNICATION IN BECAUSE OF THE WAY THAT THEY'RE BUILT A LOT OF BRICK BUILDINGS.AND SO WE'RE PUTTING IN REPEATERS THERE.
IT WAS VERY GOOD. AND I THINK, YOU KNOW, IN TERMS OF THE MONEY, IN RECENT YEARS, THEY'VE MADE OVER $30,000 EVERY YEAR. SO I WOULD EXPECT I THOUGHT THAT THIS WAS A GREAT TURNOUT AND THERE WERE PROBABLY 15 TABLES, 20 TABLES, 150 PEOPLE THERE.
WE HAVE NOT HAD OUR OCTOBER MEETING YET.
ANY UPDATES FROM ANY VOTERS? DON'T FORGET TO VOTE.
I THINK THE VOTING CLOSES ON THE 16TH AND SO IF YOU HAVEN'T DONE IT YET.
ALL RIGHT. NEXT UP, WE HAVE TOUR COMMITTEES.
I THINK I MENTIONED LAST TIME, OUR FIRST TOUR IS COMING UP ON THE 20TH.
AND SO WE'RE LOOKING FORWARD TO THAT.
YEAH. JUST AS A REMINDER TO THE BOARD, IF YOU DON'T THINK YOU'RE GOING TO BE ABLE TO MAKE IT, THE MORE ADVANCED NOTICE YOU CAN GIVE US, THE BETTER OFF WE ARE BECAUSE THEN WE CAN TRY TO JUGGLE SOME THINGS AROUND THE PLANNING THAT GOES IN AND, AND THEY'RE REALLY FOCUSED ON THE BOARD MEMBERS.
SO WE TRY TO MOVE BOARD MEMBERS AROUND SO WE CAN HAVE AT LEAST ONE BOARD MEMBER SHOW UP.
SO I THINK, YOU KNOW, I'M GONE.
YES. SO I THINK WE'RE COVERING FOR YOU.
SO WE GOT THAT ONE TAKEN CARE OF.
WE'LL FIGURE IT OUT. THANK YOU.
OKAY. AND I THINK THAT'S IT FOR COMMITTEE REPORTS.
THAT WOULD TAKE US TO DIRECTOR REPORTS.
GREAT. I DON'T HAVE MUCH ON FOR A SUPERINTENDENT REPORT.
DIRECTING THE. YEAH, SORRY ABOUT THAT.
IT'S GOING TO BE REALLY AWKWARD IF NO ONE HAS ONE.
I'LL SAVE YOU. SAVE IT. NO, I HAVE ONE.
OKAY, GOOD. I ATTENDED THE CAM HONOR SOCIETY INDUCTION, WHICH WAS A LOT OF FUN, AND IT WAS NEAT.
AND I ALWAYS AM JUST IMPRESSED WITH HOW MANY STUDENTS PARTICIPATE IN HONOR SOCIETY.
I THINK HONOR SOCIETY STARTED IN 1914, SO IT'S BEEN AROUND A WHILE AND SO THAT WAS A GREAT EVENT.
AND MISS HARP IS GETS KUDOS FOR THE WAY SHE IT'S SHE REALLY DOES A NICE JOB.
EVERY SINGLE STUDENT HAD A PERSONAL QUOTE THAT MEANT SOMETHING TO THEM AND IT WAS VERY PERSONAL.
IT WAS GOOD. I WAS JUST GOING TO CHECK IN WITH AS MANY OF THE PTAS THAT I COULD.
STARTED WITH GLENWOOD FOUND OUT THAT CHIEF IS HELPING WITH THEIR BUILDING THEIR NEW SCHOOL GARDEN THERE AND LAUREN.
SO I'LL KEEP TRYING TO GET AROUND AND WANT TO USE THAT AS AN OPPORTUNITY TO SAY JUST LIKE OUR PRAIRIE REPRESENTATIVES TALKED ABOUT THE IMPACT THAT THEY HAVE ON THE COMMUNITIES, THOSE PTAS AND PTO'S GIVE SO MUCH TO THEIR SCHOOLS AND THEY REALLY KNOW THEIR LOCAL SCHOOLS.
SO THEY REALLY, YOU KNOW, TAILOR IT EVENTS AND THINGS AT THOSE PLACES.
SO WE APPRECIATE ALL THE HELP FROM THEM.
AND JUST FOR THE COMMUNITY'S BENEFIT, PTAS AND PTOS STARTED 125 YEARS AGO THIS YEAR.
SO THEY'RE CELEBRATING HISTORY MONTH.
FIVE YEARS OF SUPPORTING KIDS IN SCHOOLS.
JACKIE, WHATEVER YOU'RE GOING TO TALK ABOUT NEXT, YOU HAVE YOU BETTER HAVE A DATE.
A DATE WHEN IT STARTS. I DO, ACTUALLY.
I HAVE ONE OF THE DATE AS WELL.
OKAY. WELL, I ATTENDED CASEY'S 30TH ANNIVERSARY.
THERE YOU GO. THE DATE I SNUCK IN AT THE VERY LAST MINUTE JUST IN TIME TO DO A TOUR.
THE STUDENTS WHO THE TWO YOUNG MEN WHO LED THE TOUR WERE VERY KNOWLEDGEABLE.
THEY WALKED US THROUGH THE PATHWAY TO THE WEST AND WE DID A LOOP.
SO IT WAS KIND OF IT WAS DEFINITELY A LEARNING MOMENT.
AND IT WAS THE GROUNDS WERE GREAT.
I WANTED TO TELL THEM TO GO GET CAKE, BUT I DIDN'T.
SO IT WAS A REALLY NICE EVENT.
[00:25:05]
WELL, FOR THOSE OF YOU WHO DON'T KNOW, I SPENT ANY SPARE TIME.YEAH. THANK YOU. AND CONGRATULATIONS.
ALL RIGHT, NOW WE'LL TURN IT OVER TO YOU.
[6. Superintendent and Staff Updates]
SEE, I SHOULD HAVE WENT FIRST BECAUSE I WAS GOING TO TALK ABOUT THE KC 30 YEAR ANNIVERSARY.WELL, NO, YOU JUST MAKE IT LEAP OUT.
TELL ABOUT ALL THE THINGS I DIDN'T SAY.
I JUST WANTED TO SAY THAT I HAD THE PRIVILEGE OF GIVING AN OPENING SPEECH THAT.
AND THEN STAYING AROUND FOR THE CEREMONIES.
I WANTED TO RECOGNIZE AND CONGRATULATE OUR VERY OWN MR. WATRIN AS ONE OF THE FOUNDING FOUNDING FATHERS OF THE OF KC AND THE WORK THAT THEY'VE DONE.
WE THAT HIM AND AND HIS PREDECESSORS HAVE DONE, IT'S A REMARKABLE FACILITY.
AND I JUST WANTED TO AGAIN YOU KNOW WHAT IT BRINGS TO STUDENTS AND THE OPPORTUNITY IT GIVES FOR STUDENTS WHO ATTEND.
WE DID SOME MATH AND FIGURED OUT THAT WE HAVE APPROXIMATELY 100 STUDENTS THAT ATTEND KC EVERY YEAR.
SO 3000 STUDENTS OVER THE COURSE OF 30 YEARS HAVE BEEN IMPACTED SIGNIFICANTLY.
SOME OF THEM HAVE GONE ON TO VERY SIGNIFICANT CAREERS IN THE INDUSTRY THAT'S RELATED TO PROVIDING KNOW WHETHER IT'S NATURAL RESOURCES, CONSERVATION, ENVIRONMENTAL CARE, TAKING ALL OF THOSE KINDS OF THINGS.
VERY GOOD. AND OFFER MY CONGRATULATIONS TO ALL OF KC FOR WHAT THEY DO.
AND THANK YOU, MARK. WE APPRECIATE IT.
AND THEN I ALSO WANTED TO LET EVERYBODY KNOW THAT THE BOARD TO KNOW THAT WE'VE GOT OUR NEXT MEETING AND IT IS SCHEDULED FOR THURSDAY AT 5:30, AND THAT GOES FROM 5:30 TO 7:30.
AND ACTUALLY, YOU'RE GOING TO GET A LITTLE PRELIMINARY DOSE OF WHAT WE'RE GOING TO BE COVERING IN THE MEETING, BECAUSE I'M GOING TO TURN IT OVER TO MS. WHITTEN AND TEACHING AND LEARNING.
SO TONIGHT, WE WANTED TO MAKE A CONNECTION TO ONE OF OUR STRATEGIC PLAN GOALS SAFE AND CARING, LEARNING ENVIRONMENT, AND WANTED TO HAVE A PRESENTATION SO YOU COULD HEAR SOME SHORT UPDATES IF YOU WANT THE LONGER VERSION.
AS DENNY SAID, THE CCAC MEETING ON THURSDAY NIGHT WOULD BE THE PLACE FOR A LONGER VERSION.
BUT TAMRA SCHEETZ, OUR DIRECTOR OF INSTRUCTIONAL INTERVENTIONS, IS HERE TO GIVE A PRESENTATION AND SHE'S GOT SOME SLIDES TO SHARE WITH YOU ABOUT A COUPLE OF DIFFERENT AREAS OF OUR SOCIAL, EMOTIONAL LEARNING OPPORTUNITIES FOR OUR KIDS.
ALL RIGHT. GOOD EVENING, BOARD.
I'M PLEASED TO SHARE SOME INFORMATION WITH YOU ABOUT OUR SAFE AND SUPPORTIVE LEARNING ENVIRONMENTS.
THERE ARE TWO SPECIFIC TOPICS THAT I'D LIKE TO DISCUSS WITH YOU TODAY.
ONE IS OUR HEALTHY YOUTH SURVEY, BECAUSE THAT IS THAT SEASON BEGAN AS OF TODAY.
AND THE SECOND THING THAT I'D LIKE TO TALK WITH YOU ABOUT IS A GRANT THAT WE WENT FOR.
SO LET'S START WITH THE HEALTHY YOUTH SURVEY.
THE WINDOW OPENED TODAY AND IT GOES UNTIL OCTOBER 27TH.
SO OUR COMMUNITY MIGHT BE HEARING ABOUT AND TALKING ABOUT THE HEALTHY YOUTH SURVEY.
OUR DISTRICT BEGAN PARTICIPATE WAITING ABOUT 10 TO 15 YEARS AGO.
I THINK IT WAS AROUND 2012 WHEN WE STARTED TO PARTICIPATE IN THIS.
AND WE HAVE EVERY BIENNIAL SURVEY SINCE THEN.
PARTICIPATION IN THE SURVEY IS VOLUNTARY.
IF A FAMILY WOULD PREFER NOT TO HAVE THEIR STUDENT PARTICIPATE, THERE'S AN OPT OUT PROCESS THAT FAMILIES WERE EMAILED ABOUT THAT IS MANAGED THROUGH SKYWARD. IT'S ALSO ANONYMOUS.
THIS IS ONE OF THE QUESTIONS THAT WE GET A LOT IS THERE A WAY FOR US TO ATTACH THE SURVEY DATA TO SPECIFIC STUDENTS? AND THERE ISN'T.
WE DON'T COLLECT EMAIL ADDRESSES.
[00:30:03]
RESPONDED TO THE SURVEY.THEY'RE AVAILABLE ONLINE AT THE LINK THAT I HAVE HERE.
IT WAS ALSO SENT OUT IN AN EMAIL THAT WAS SHARED BY OUR COMMUNICATIONS DEPARTMENT WITH FAMILIES.
SO ALL THEY HAVE TO DO IS GO TO THE ASK HIS WEBSITE AND THEY'RE ABLE TO SEE THE SURVEY QUESTIONS FOR BOTH THE PRIMARY AGE STUDENTS AND THE SECONDARY AGE STUDENTS OR NOT.
PRIMARY EXCUSE ME, SIXTH GRADE MIDDLE SCHOOL AGE AND HIGH SCHOOL AGE.
OKAY. THE QUESTIONS RANGE IN A COUPLE OF DIFFERENT CATEGORIES, AND THEY'RE SPECIFIC TO HELP US UNDERSTAND WHAT KINDS OF HEALTHY HABITS STUDENTS MAY OR MAY NOT BE ENGAGING IN.
THE QUESTIONS VARY FROM THINGS ABOUT SCHOOL AND COMMUNITY RELATIONSHIPS.
IT ALSO ASKS ABOUT THINGS LIKE EATING HABITS, PHYSICAL ACTIVITY AND GOES INTO SOME BEHAVIORS RELATED TO SOCIAL SKILLS AND THINGS RELATED TO SAFETY.
AND PERHAPS IT ALSO ASKS, PERHAPS IF STUDENTS HAVE EXPERIENCED ANY FORM OF VIOLENCE.
THERE IS ONE SPECIFIC SUBSET OF QUESTIONS THAT DISTRICTS HAVE THE OPTION TO OPT OUT OF, AND THOSE QUESTIONS ARE RELATED TO SEXUAL BEHAVIORS AND SEXUAL VIOLENCE.
BATTLE GROUND SCHOOL DISTRICT HAS OPTED OUT OF THOSE QUESTIONS.
THEY WILL NOT BE ASKED OF OUR STUDENTS.
THERE IS ANOTHER QUESTION THAT IS ON THE SIXTH GRADE QUESTIONNAIRE THAT IS SPECIFIC TO GENDER AND GENDER IDENTITY, AND DISTRICTS CAN ALSO OPT OUT.
WELL, ACTUALLY IT WAS AN OPT IN PROCESS.
WE HAD TO OPT INTO IT. WE DID NOT OPT INTO IT.
SO THAT QUESTION WILL NOT BE ASKED OF OUR SIXTH GRADE STUDENTS.
IT IS ON THE EIGHTH GRADE AND BEYOND SURVEY.
WE DIDN'T HAVE THE OPTION WHETHER TO OPT IN OR OUT OF THAT.
SO I THINK THAT'S IMPORTANT TO SHARE WITH YOU.
ARE THEY ABLE TO SKIP IT IN THE SERVICE? THEY CAN SKIP ANY QUESTION IN THE SURVEY.
STUDENTS ARE NOT REQUIRED TO ANSWER EVERY QUESTION.
IF THEY SKIP A LOT OF THE QUESTIONS, IT CAN INVALIDATE THE SURVEY THAT THEY'VE TAKEN.
BUT THEY HAVE THE OPTION OF SKIPPING ANY QUESTION THEY DON'T FEEL COMFORTABLE ASKING.
SO ONE OF THE REASONS I WANTED TO TALK WITH YOU ABOUT THE HEALTHY YOUTH SURVEY IS THAT WE GLEAN A LOT OF REALLY HELPFUL INFORMATION FROM THE SURVEY DATA, AND IT HELPS TO GUIDE SOME OF THE PROGRAMS AND SUPPORTS THAT WE PUT IN PLACE FOR STUDENTS.
SO WE HAVE PREVENTION INTERVENTION SPECIALISTS IN OUR MIDDLE AND HIGH SCHOOLS, AND THEIR JOB IS TO PREVENT THE STUDENTS FROM ACCESSING AND ENGAGING IN THE USE OF ALCOHOL, TOBACCO, NICOTINE AND OTHER DRUGS, AND ALSO TO INTERVENE WITH STUDENTS WHO HAVE ALREADY ENGAGED WITH THAT.
SO THIS DATA HELPS US TO GUIDE THE PROGRAMING FOR OUR PREVENTION AND INTERVENTION SPECIALISTS.
A REALLY GREAT EXAMPLE OF THIS IS OUR NINTH OUR SCHOOL COUNSELORS AT PRAIRIE HIGH SCHOOL LAST YEAR WERE LOOKING AT THE DATA FOR ANXIETY AND THEY REALLY WANTED TO FOCUS ON ANXIETY THAT STUDENTS WERE FEELING WHEN THEY COME INTO SCHOOL.
SO THEY USE THE DATA FROM THE HEALTHY YOUTH SURVEY TO WRITE A GOAL TO FIGURE OUT HOW TO REDUCE ANXIETY THAT STUDENTS WERE FEELING AND PROVIDE SKILLS AND RESOURCES TO HELP STUDENTS MANAGE FEELINGS OF ANXIETY THAT MIGHT COME UP.
ALONG THAT LINE, I WANTED TO TALK ABOUT PARTICIPATION RATES, SO I HAD INCLUDED THIS INFORMATION.
I WANTED TO SHARE WITH YOU WHAT OUR PARTICIPATION RATES LOOK LIKE.
THEY LOOK PRETTY GOOD FOR OUR SIXTH GRADE STUDENTS.
WE HAVE ABOUT 70% OF OUR STUDENTS WHO PARTICIPATED IN A LITTLE HIGHER.
FOR EIGHTH GRADE. WE HAD ABOUT 73%.
[00:35:03]
REALITY FOR STUDENTS IN THAT GRADE LEVEL BECAUSE WE HAD ENOUGH STUDENTS RESPOND TO IT THAT WE'RE ABLE TO DRAW SOME CONCLUSIONS WITH A DEGREE OF CONFIDENCE BASED ON THAT DATA. WHEN WE GET DOWN TO OUR HIGH SCHOOL NUMBERS, YOU'LL SEE THE 10TH GRADE AND EVEN LESS PARTICIPATION IN THE 12TH GRADE.WHEN WE GET TO PARTICIPATION RATES THAT ARE THAT LOW, WE'RE NOT REALLY ABLE TO HAVE A DEGREE OF CONFIDENCE ABOUT MAKING GENERALIZATIONS ABOUT THE DATA THAT WE'VE RECEIVED. SO IT'S REALLY IMPORTANT TO US THAT WE HAVE PARTICIPATION FROM OUR STUDENTS SO THAT WE'RE ABLE TO USE THAT INFORMATION TO GUIDE OUR PROGRAMS TO SUPPORT OUR STUDENTS. SO I WANTED TO SHARE THAT INFORMATION WITH THE BOARD.
WE ARE WORKING WITH OUR SCHOOLS TO INCREASE PARTICIPATION.
THE STATE HAS ALLOWED US THE ABILITY TO PROVIDE THE SURVEY TO OUR STUDENTS AND RUNNING START.
BUT EVERY STUDENT THAT WE CAN GET TO IS IMPORTANT BECAUSE THIS IS A WAY FOR US TO GET STUDENT VOICE ABOUT WHAT THE PRESENTING NEEDS ARE FOR OUR STUDENTS SO THAT WE CAN RESPOND TO THOSE.
HOW DOES THAT STAND HISTORICALLY IN THE PARTICIPATION RATES? THIS IS KIND OF THE TREND THAT WE TEND TO SEE IS THAT WE HAVE HIGHER RATES IN SIXTH AND EIGHTH GRADE.
IT DROPS OFF FOR 10TH AND 12TH GRADE.
12TH GRADE TENDS TO BE THE LOWEST PARTICIPATION.
SO WE GET REQUESTS FOR THE DATA AND TO RELEASE THE DATA BOOK OUT TO THEM.
AND OFTENTIMES THEY'RE DISAPPOINTED TO FIND THAT IN THIS CASE, LAST TIME WE HAD TO SAY THAT MULTIPLE TIMES THAT WE COULDN'T THEY COULDN'T USE THE 12TH GRADE DATA.
SO BASICALLY, WHEN YOU LOOK AT THIS, IF THEY'RE WRITING GRANTS, THEY BETTER BE WRITING THEM FOR MIDDLE SCHOOL BECAUSE YOU DON'T HAVE ENOUGH DATA HERE, AT LEAST IF THEY NEED THIS KIND OF DATA FOR A GRANT, ARE THEY PARTICIPATING IN A SPECIFIC CLASS? SO MAYBE ALL THE ENGLISH CLASSES.
IS THAT HOW IT'S HANDLED? YEAH, IT'S USUALLY HANDLED IN A SPECIFIC CLASS PERIOD.
IT CHANGES BASED ON WHATEVER SCHOOL BUILDING YOU'RE IN.
THEY DESIGN IT TO MEET THE NEEDS OF THEIR BUILDING AND THEIR STUDENTS.
SO IT MIGHT LOOK DIFFERENT AT PRAIRIE THAN IT DOES AT BATTLE GROUND HIGH SCHOOL.
SO HOW DO YOU HOW DO RUNNING START STUDENTS ACCESS IT IF THEY'RE NOT ON CAMPUS AT ALL? YEAH. SO THAT'S NEW THIS YEAR.
THEY'RE ALLOWING US TO SEND A LINK TO THE STUDENTS SO THAT THEY CAN PARTICIPATE REMOTELY.
YOU KNOW, I DON'T THINK TO YOUR POINT, I DON'T THINK THAT WE'RE ALONE SEEING THIS.
I THINK THIS IS I DO THINK YOU'RE RIGHT.
I THINK THAT THEY ARE LOOKING FOR WAYS TO FIND MORE PARTICIPATION FROM HIGH SCHOOL STUDENTS.
YES. IS THERE A WAY TO KNOW THE DIFFERENCE BETWEEN THOSE WHO ACTUALLY OPT OUT VERSUS THOSE WHO JUST DON'T PARTICIPATE? YOU KNOW, I HAVEN'T LOOKED AT THOSE NUMBERS, BUT I'M SURE THAT THERE IS A WAY FOR US TO GET THEM BECAUSE WE CONTROL THE OPT OUT PROCESS THROUGH SKYWARD. SO I WOULD IMAGINE THAT WE WOULD BE ABLE TO GET A PERCENTAGE OF STUDENTS WHO WERE OPTED OUT VERSUS WHAT OUR PARTICIPATION RATE WAS.
BUT I THINK YOU'RE PROBABLY RIGHT.
THAT'S TRUE. SO THEN THAT MEANS AS THAT PARTICIPATION RATE GOES DOWN, THOSE ARE STUDENTS JUST CHOOSING NOT TO PARTICIPATE VERSUS OPTING OUT OF THAT WHOLE PROCESS. YEAH.
AND I COULD I CAN PULL THAT DATA WHEN I BRING THE THE RESULTS BACK TO THE BOARD.
I CAN INCLUDE THE OPT OUT DATA SO THAT WE CAN SEE.
IT'LL BE INTERESTING. YEAH, IT WOULD, YEAH.
OKAY. OTHER QUESTIONS ABOUT HEALTHY YOUTH SURVEY.
WHAT'S MY FINAL WORD ON HEALTHY YOUTH SURVEY? JUST A THIS IS REALLY IMPORTANT.
LET'S DO IT AND WANT TO MAKE SURE THAT THERE IS INFORMATION OUT THERE SO THAT FAMILIES, COMMUNITY MEMBERS KNOW EXACTLY WHAT THE SURVEY IS, WHAT IT MEANS, WHAT WE'RE LOOKING FOR AND WHAT WE'RE NOT DOING WITH THAT DATA.
WE JUST WANT TO PROVIDE CLARITY.
SO THE SECOND THING I WOULD LIKE TO TALK TO YOU ABOUT IS SOMETHING CALLED PROJECT AWARE, WHICH IS AN ACRONYM THAT SOME OF YOU MAY BE FAMILIAR WITH BECAUSE WE HAVE PREVIOUSLY HAD THE AWARE GRANT, AS IT'S CALLED AWARE, STANDS FOR ADVANCING WELLNESS AND RESILIENCE IN EDUCATION.
[00:40:03]
IT'S A MOUTHFUL, AND IT'S A GRANT THAT'S AWARDED TO APPROXIMATELY 21 AGENCIES NATIONALLY.THOSE AGENCIES CAN BE DISTRICTS LIKE US.
IT CAN ALSO BE STATE EDUCATION AGENCIES LIKE OSPI.
THE GRANT IS AWARDED FOR FIVE YEARS WHEN AN AGENCY RECEIVES IT, AND WHEN WE HAVE THIS GRANT IN 2014, WE HAD THE GRANT FROM 2014 TO 2019, SOME OF THE THINGS THAT WE PUT IN PLACE WERE OUR PBIS SYSTEM, DISTRICT WIDE.
THAT STANDS FOR POSITIVE BEHAVIORAL INTERVENTIONS AND SUPPORTS.
WE BROUGHT MENTAL HEALTH SUPPORTS INTO OUR SCHOOL BUILDINGS AND WE ALSO PROVIDED TRAINING TO OUR COMMUNITY AND TO OUR STAFF ON YOUTH MENTAL HEALTH FIRST AID.
WELL, WE ONE OF THE FACTORS THAT WE'VE BEEN TOLD THAT HELPED US IN MAKE OUR CASE TO RECEIVE THIS GRANT FUNDING WAS THAT WE SUSTAINED THE THINGS THAT WE PUT IN PLACE THE FIRST TIME AROUND.
WE HAD RECEIVED THIS GRANT MONEY AND THOSE THINGS DIDN'T GO AWAY.
WHEN THE GRANT SUNSET IN 2019, WE SUSTAINED IT.
WE KNEW THAT THESE THINGS WERE IMPORTANT FOR OUR STUDENTS.
WE SAW GOOD OUTCOME DATA FROM THE SUPPORTS THAT WERE PUT IN PLACE.
AND BECAUSE WE CONTINUED IT ON, THAT LOOKED REALLY GOOD TO THE GRANT COMMITTEE BECAUSE THEY KNEW THAT WE ARE A DISTRICT THAT CARES ABOUT PROVIDING THOSE KINDS OF SUPPORT TO OUR STUDENTS. SO IN PART BECAUSE OF THAT, THEY CHOSE TO SUPPORT US THROUGH GRANT FUNDING AGAIN.
THIS TIME AROUND, THE GOALS ARE REALLY FALLING INTO TWO MAJOR CAMPS.
SO WE'D LIKE TO BOLSTER UP SOME OF THE EXISTING RESOURCES THAT WE HAVE.
WE'D ALSO LIKE TO LOOK AT WHAT OTHER AREAS DO WE NEED SUPPORT IN THINGS LIKE THE HEALTHY YOUTH SURVEY, HELP US TO DETERMINE WHAT SUPPORTS OUR STUDENTS NEED. IN ADDITION TO A LOT OF OTHER DATA SOURCES THAT WE USE.
WE'RE LOOKING AT INCREASING MENTAL HEALTH SUPPORTS.
WE'D LIKE TO INCREASE THOSE SUPPORTS AND AVAILABILITY OF THOSE SUPPORTS TO OUR STUDENTS.
WE NEED ACCESS TO SOME KINDS OF RESOURCES AND SUPPORTS FOR OUR HIGH SCHOOL STUDENTS AS WELL.
DOES THE GRANT FULLY FUND THIS PROGRAM? THAT'S AN INTERESTING QUESTION.
I'M GOING TO TRY TO ANSWER IT.
AND IF I DON'T ANSWER IT THE WAY THAT YOU ARE ASKING, LET ME KNOW.
SO WE HAD TO WRITE OUT A BUDGET FOR EXACTLY HOW THESE FUNDS WOULD BE USED FOR THE FIVE YEARS.
SO THAT MONEY HAS BEEN ALLOCATED AND THEY FULLY FUNDED THE THINGS THAT WE ASKED FOR.
WE'VE PROMISED HOW WE'RE GOING TO USE THIS FUNDING.
SO IS THERE A COST ASSOCIATED WITH THE PROGRAM THAT YOU DIDN'T ASK FOR? NOT ANTICIPATED ONES.
OKAY, SO HOW MANY FTES DOES IT DOES THIS GRANT SUPPORT? 3.5. OKAY.
AND THOSE ARE WHAT ONE OF THE POSITIONS IS AN ASSISTANT DIRECTOR WHO SUPPORTS THE THE GRANT OBJECTIVES, WHO BASICALLY IS FOLLOWING THE PLAN THAT WE WROTE.
TWO OF THESE ARE HIGH SCHOOL INTERVENTION COORDINATORS.
WE KNOW THAT OUR HIGH SCHOOLS ARE THEY'RE LIKE MANY CITIES.
I'VE TOLD A LOT OF PEOPLE THAT BATTLE GROUND HIGH SCHOOL IS LARGER THAN THE TOWN THAT I GREW UP IN.
[00:45:05]
AND BECAUSE OF THAT, THERE'S A LOT OF PEOPLE DOING A LOT OF THINGS AND THERE'S A LOT OF INTERVENTIONS THAT ARE AVAILABLE AND WE NEED TO BE ABLE TO STREAMLINE THAT SO WE KNOW EXACTLY WHO'S GETTING ACCESS TO WHAT RESOURCES SO WE CAN BE EFFICIENT ABOUT OUR USE.THE OTHER THE POINT FIVE IS A PERSON WHO WILL BE ESSENTIALLY A GRANT SECRETARY WHO IS SUPPORTING, MAKING SURE THAT WE'RE REPORTING OUR GRANT USAGE TO THE FEDS APPROPRIATELY.
THERE'S A LOT OF RULES AND RED TAPE THAT'S TIED TO GRANT FUNDING.
SO THAT PERSON IS GOING TO MAKE SURE THAT WE'RE DOING THAT PROPERLY.
AND SO WHAT ABOUT OUR OTHER HIGH SCHOOLS? DOES THIS A GRANT WRITTEN ONLY FOR OUR TWO COMPREHENSIVE HIGH SCHOOLS? THAT'S A GREAT QUESTION.
SO THE ASSISTANT DIRECTOR OF AWARE IS THE PERSON WHO'S GOING TO BE PULLING TOGETHER PEOPLE FROM A VARIETY OF OUR SCHOOLS AND THEN FROM ALSO FROM OUR COMMUNITY TO TALK ABOUT WHAT PLANS WE'RE GOING TO PUT IN PLACE TO PUT THESE RESOURCES IN OUR BUILDING SO THAT KIDS HAVE DIRECT ACCESS TO THEM.
THAT GOES FOR OUR PRIMARY MIDDLE HIGH SCHOOL AND ALLOWS ALL OF THEM.
ANOTHER QUESTION DO YOU HAVE? SEE WHAT ELSE I'VE GOT UP HERE.
OUR NEXT STEP. SO I'VE SPOKEN TO THESE A LITTLE BIT.
ONE OF THE THINGS THAT I HAVEN'T TOUCHED ON IS THERE WILL BE A COMMUNITY ADVISORY BOARD, SO IT'LL BE MEMBERS FROM THE COMMUNITY, ALSO MEMBERS FROM THE SCHOOL DISTRICT, AND WE'LL REPORT OUT WHAT WE ARE DOING AND GET FEEDBACK FROM THAT GROUP ABOUT HOW TO PROCEED.
SO IT'S REALLY IMPORTANT TO US THAT WE ARE TRANSPARENT WITH THE COMMUNITY ABOUT WHAT WE'RE DOING AND ALSO THAT WE'RE LISTENING TO THEM ABOUT WHAT THE NEEDS OF THEIR KIDS ARE, WHAT THE NEEDS OF OUR STUDENTS ARE.
SO THAT WAS WRITTEN INTO THE GRANT AS ONE OF THE DELIVERABLES.
YEAH. SO THAT'S WHAT I HAVE FOR YOU.
WHAT OTHER QUESTIONS? IT DID SAY COMMUNICATING WITH THE BOARD.
HOW OFTEN WILL WE HEAR UPDATES ON THIS? GREAT QUESTION. YES.
WE HAVE A PLANNED WORK SESSION LATER IN THE YEAR TO GIVE A LITTLE MORE TIME NOT JUST TO UPDATING ABOUT AWARE BUT A VARIETY OF PROGRAMS THAT ARE RELATED TO SAFE AND CARING ENVIRONMENTS.
SO THAT WORK SESSION, CERTAINLY WE WILL HAVE AN UPDATE.
IF YOU WANT AN UPDATE BEFORE THAT, WE CAN MAKE SURE IT GETS ON THE TEACHING AND LEARNING.
SHE'S THE FEATURED SPEAKER AT OUR MEETING ON THIS THURSDAY.
SHE'S GOING TO BE TALKING ABOUT SAFE AND CARING ENVIRONMENT.
WE'RE GOING TO HIT THE THREE MAIN POINTS OF THE STRATEGIC PLAN.
SO WE'RE STARTING WITH SAFE AND CARING ENVIRONMENT.
IT'S GOING TO TALK ABOUT ALL THE THINGS THAT WE DO TO HELP PROMOTE THAT.
SO AND THE AWARE GRANT IS BIG AND IT'S A HUGE KUDOS.
TAMRA JUST CAME IN AND SAID, CAN I APPLY FOR THIS? AND I SAID, YEAH, GO FOR IT.
AND SHE PUT IT ALL TOGETHER, DID ALL THE WORK, WORKED WITH A GRANT WRITER WHO HAD HELPED US LAST TIME AND, YOU KNOW, TO BE ONE OF 21 DISTRICTS THROUGHOUT THE ENTIRE UNITED STATES IS, ABSOLUTELY HUGE.
THANK YOU. THANKS. IF YOU THINK OF THE SYSTEMS THAT WERE PUT IN PLACE BY THE FIRST ROUND OF.
RIGHT? YEAH. PRETTY IMPRESSIVE.
YEAH. ARE THERE ANY OTHER DISTRICTS IN WASHINGTON OR WERE THE ONLY ONES? SO THERE ARE A COUPLE OF OTHER DISTRICTS WHO CURRENTLY HAVE IT, BUT NO NEW GRANTEES.
YEAH, WE'RE THE ONLY ONE FOR THIS GRANT CYCLE.
OSPI IS UNDER PROJECT AWARE AS WELL.
AND THEN THERE WERE TWO OTHER DISTRICTS IN THE STATE THAT WERE PART OF OUR ORIGINAL, BUT THEY HAVEN'T MARYSVILLE AND SHELTON SHELTON RIGHT? YEAH BUT THEY DID NOT HOLD ON TO THEIR PROGRAMS. WE DID. YEAH.
CONGRATULATIONS. THANK YOU. THANK YOU.
[00:50:09]
SO THAT'S ANOTHER REASON WHY I ASKED TAMRA TO COME UP.BUT BUT IT IS AND I'VE JUST CONTINUED THAT STRING AND BUT TO TAMRA'S POINT, IT IS GETTING MORE DIFFICULT TO OPT OUT FROM THE STATE.
THEY'RE MAKING MORE QUESTIONS THAT YOU CAN OPT OUT ON.
AND LIKE, FOR INSTANCE, ON THIS ONE, IT USED TO BE THAT WE COULD JUST OPT OUT.
WE JUST SAY WE'RE GOING TO OPT OUT AND THAT WAS FINE.
THIS TIME. I HAD TO ACTUALLY WRITE A LONG EXPLANATION AS TO WHY WE ARE OPTING OUT.
SO I JUST DON'T KNOW HISTORICALLY WHERE WE'RE HEADED TO.
I THINK THEY ARE REALLY LOOKING AT THE RESULTS.
I THINK THAT THE INFORMATION THAT'S OBTAINED CAN BE HELPFUL.
BUT I ALSO THINK THAT IN SOME COMMUNITIES, THE TYPES OF QUESTIONS THEY ASK ARE NOT RECEIVED WELL, AND IT COULD INCREASE THE OPT OUT RATE THAT WE SEE.
AND THAT'S ONE OF THE REASONS WHY I ADVOCATED FOR US, BECAUSE OUR NUMBERS ARE ALREADY GOING DOWN AND THE INFORMATION WE RECEIVE ABOUT VAPING, ABOUT DRUG USE, ABOUT SUICIDE, MENTAL HEALTH ISSUES IS ALSO VALUABLE, THAT WE DIDN'T WANT TO USE THAT.
BUT I'M NOT MOVING IN THAT DIRECTION.
I THINK THE ONLY SECTION OF THE THAT WE OPT OUT OF THE SEXUAL VIOLENCE, I DO HAVE SOME CONCERNS ABOUT THAT BECAUSE IT REALLY ANSWERS SOME QUESTIONS ABOUT WHETHER OUR STUDENTS UNDERSTAND WHAT CONSENT IS.
AND SO THAT'S THE ONLY THING THAT I WISH THAT WAS A LITTLE MORE AVAILABLE OR EVEN THAT IT WAS.
SOME OF THOSE QUESTIONS WITHIN THERE WERE IN A SEPARATE SECTION, BECAUSE I DO THINK THAT THERE'S SOME MISNOMERS ABOUT CONSENT THAT I WISH WE HAD MORE INFORMATION ABOUT SO THAT WE COULD BE MORE STRATEGIC ABOUT HOW WE PLAN OUR TRAINING AROUND COMPREHENSIVE SEXUAL HEALTH CURRICULUM AND WHETHER WE OPT INTO CERTAIN PARTS OF THAT CURRICULUM OR NOT.
I DO THINK THAT'S A CONCERN FOR OUR YOUTH.
BUT WITHOUT THE DATA, I CAN'T SAY THAT'S ACCURATE.
WELL, I ACTUALLY BECAUSE OF COVID, I HAVEN'T TAKEN IT SINCE THE SIXTH GRADE.
AND SO I DON'T REALLY REMEMBER MUCH ABOUT IT.
AND THEN I A LOT OF MY PEERS AREN'T FANS OF IT BECAUSE IT'S LIKE KIND OF PROBING QUESTIONS.
AND IT IS UNCOMFORTABLE TO KNOW THAT, LIKE WHETHER OR NOT IT'S ANONYMOUS, SOMEBODY IS GETTING THIS INFORMATION AND ESPECIALLY STATISTICS SORRY, STATISTIC IS HIGH ABOUT SOMETHING THAT LIKE MAYBE THEY'RE ENGAGING IN.
I THINK OF LIKE THE DRUGS AND ALCOHOL, STUFF LIKE THAT.
LIKE I THINK JUST GLOBALLY THAT'S KIND OF AN ISSUE WITH YOUTH LIKE THAT'S UNCOMFORTABLE.
NOBODY WANTS TO ANSWER THOSE QUESTIONS.
AND I THINK LIKE, MY STANCE ON IT MIGHT BE DIFFERENT THAN A LOT OF STUDENTS IN THE AREA.
SO I'M GOING TO SPEAK MORE ON THE STUDENTS.
I THINK THAT A LOT OF LIKE HIGH SCHOOLERS, LIKE I WAS LOOKING AT THE 12TH GRADE STATISTICS AND I COULDN'T SAY I WAS SURPRISED BECAUSE EVEN THOUGH I DON'T FEEL SUPER STRONGLY ABOUT IT, I KNOW OF A LOT OF STUDENTS THAT DO.
AND MY SCHOOL IS ALSO DIFFERENT IN THE CASE THAT WE'RE AN ALL SCHOOL, NOT EVERYBODY GOES EVERY DAY.
AND EVEN THOUGH THIS INFORMATION IS INCREDIBLY LIKE IMPORTANT AND I SEE THAT AND I KNOW THAT STUDENTS ARE ABLE TO UNDERSTAND THAT, I JUST LIKE IN TERMS OF IT BEING A SURVEY, IN TERMS OF IT BEING LIKE A QUESTIONNAIRE THAT YOU RECEIVE AT THE DOCTOR, IN TERMS OF IT BEING LIKE INTERVIEWED BY YOUR PARENTS.
YOU KNOW, LIKE I THINK THERE'S KIND OF THIS KIND OF THIS LIKE AIR OF IT BEING UNCOMFORTABLE AND AN AIR OF IT BEING SOMETHING THAT THEY WOULD RATHER AVOID.
AND SO LIKE DURING THAT WAS AN AMAZING PRESENTATION.
THE WHOLE TIME I WAS LIKE WANTING TO SAY THINGS, BUT I WAS JUST I WAS THINKING A LOT LIKE THINKING OF LIKE, HOW DO WE LIKE, IS THERE ANY WAY TO WORK AROUND THAT? AND AS OF RIGHT NOW, I REALLY CAN'T THINK OF ANYTHING BECAUSE LIKE, YOU HAVE TO GET THE.
MISSION AND THERE'S NO LIGHT WAY TO ASK DIRECT QUESTIONS, RIGHT? AND SO I THINK, LIKE, AS WE GET MORE INFORMATION AND HOPEFULLY MAYBE PARTICIPATION WILL COME BACK UP, ESPECIALLY FOR HIGH SCHOOLERS THAT WE'RE KIND OF LACKING
[00:55:08]
IN, MAYBE WE COULD FIND LIKE NOT NECESSARILY A BETTER WAY BECAUSE I THINK THIS IS A REALLY GOOD WAY TO REACH STUDENTS BECAUSE IT REACHES EVERYBODY IN SOME WAY.BUT THAT'S JUST OF SOME FASCINATING INSIGHT.
DO YOU THINK IT WOULD BE MORE COMFORTABLE TO TAKE THE SURVEY IF STUDENTS MAYBE THEY DON'T ALL REALIZE THAT THEY CAN OPT OUT OF ANY QUESTION IF THEY'RE UNCOMFORTABLE WITH IT? I THINK STUDENTS KNOW.
I THINK IT'S KIND OF THERE'S LIKE A BIG I REMEMBER THERE'S A BIG DESCRIPTION ON THE TOP OF THE PAPER AND IT'S LIKE, WELL, IT SAYS LIKE THE THINGS LIKE USE A NUMBER TWO PENCIL AND FILL IT OUT AND FILL THE CIRCLES ALL THE WAY.
LIKE EVEN LIKE AS A SIXTH GRADER, THERE WERE A LOT OF QUESTIONS.
AND SO I THINK IT'S JUST THE VAST AMOUNT OF INFORMATION IS KIND OF LIKE YOU KIND OF LOOK AT THE PAPER AND I'M SURE PEOPLE LOOK AT THE PAPER AND THEN DECIDE TO RECYCLE IT BECAUSE THEY'RE LIKE, IT'S TOO MUCH.
JULIA, DO YOU THINK AND TAMRA HIT ON THIS A LITTLE BIT ABOUT THE RUNNING START STUDENTS, BUT DO YOU THINK IF THE LINK WAS SENT TO STUDENTS INDIVIDUALLY THAT THEY WOULD BE MORE LIKELY TO PARTICIPATE IN IT IF THEY WERE AWAY FROM SCHOOL? DENNY SEEING NO, I DON'T THINK SO.
OR DO YOU THINK IT WOULD BE WORSE? I THINK IT DEPENDS.
DID YOU GUYS GET SIMILAR STATISTICS? YES. THEN I WOULD SAY PROBABLY NOT.
I THINK LIKE MIRROR, I THINK THE FACT THAT IT'S IN FRONT OF YOU, THERE'S A PERCENTAGE OF STUDENTS THAT IF IT'S IN CLASS, LIKE, WELL, I'M GOING TO BE DOING SOMETHING ANYWAY, SO I MIGHT AS WELL DO THIS VERSUS IF IT'S AT HOME, IT'S KIND OF LIKE, WELL, I'M NOT SPENDING MY BECAUSE LIKE YOU SAID, IT IS AN INTENSIVE SURVEY, RIGHT? I MEAN, YOU REALLY GOT TO PAY ATTENTION TO IT AND READ THE QUESTIONS AND GO THROUGH AND IT'S LONG, RIGHT? YEAH. SO IT'D BE INTERESTING TO SEE IF THEY WOULD CONSIDER THE OPTION OF BREAKING IT INTO PARTS.
PARTS. YEAH. THROUGHOUT THE YEAR, MAYBE LIKE PART ONE, PART TWO, PART THREE OR SOMETHING.
YOU KNOW, THE GOOD NEWS IS IT'S ONLY DONE EVERY OTHER YEAR AND EVERY SECOND GRADE LEVEL, BUT THAT MEANS THE SAME STUDENTS ARE TAKING IT EVERY EIGHTH GRADE, 10TH GRADE, 12TH GRADE, AND IT FOLLOWS THE COHORT.
ANYTHING ELSE? TEACHING AND LEARNING? NOTHING ELSE. TEACHING AND LEARNING.
BUT I DID WANT TO GIVE YOU AN UPDATE THAT WE ARE 99.9% TO OUR BUDGET AND ENROLLMENT.
AND SO WE'RE JUST A FEW KIDS SHY 12,110 FTE, SO THAT'S FULL TIME EQUIVALENT, RIGHT? ENROLLMENT. SO THAT'S NOT BY OUR HEADCOUNT.
SO THAT'S ABOUT 350 KIDS MORE THAN WE ENDED THE SCHOOL YEAR WITH LAST YEAR AND FROM OUR AVERAGE ANNUAL FTE BECAUSE WE HAVE DIFFERENT POINTS, RIGHT? YOU HAVE YOUR YOU HAVE YOUR MONTHLY COUNTS AND THEN YOU HAVE YOUR ANNUAL AVERAGE.
AND SO YOU BASE YOUR BUDGET ON YOUR ANNUAL AVERAGE.
SO THAT IS THE GOAL IS TO HIT YOUR ANNUAL AVERAGE.
SO I'M VERY HOPEFUL THAT WE WILL BE HITTING OUR BUDGET.
SO WE'RE ABOUT 222 RIGHT NOW UP FROM OUR ANNUAL AVERAGE FTE FROM LAST YEAR.
ALSO OUR CATEGORICAL PROGRAMS, INCLUDING BILINGUAL SPED, ARE ALSO HITTING THEIR TARGETS AS WELL.
AND THEIR ENROLLMENT IS COMING IN, WHICH MEANS THAT THEIR PROGRAMS WILL BE FUNDED AS WE BUDGETED.
ALL RIGHT. GOOD EVENING AND BOARD DOCS.
A LOT OF GOOD COVERAGE AS WELL ON THE DISTRICT WEBSITE, STARTING WITH IN THE UPPER LEFT.
[01:00:10]
CELEBRATION. WE ALSO HAVE TWO NATIONAL MERIT SEMIFINALISTS FROM CAM ACADEMY, SO THERE'S SOME RECOGNITION FOR THEM AS WELL.TUKES VALLEY MIDDLE SCHOOL HAS A NEW DREAM TEAM.
AS YOU KNOW, CHIEF HAS LONG HAD A DREAM TEAM, BUT SO IT'S NEW AT TUKES THIS YEAR, AND THEY'RE GETTING STARTED BY DOING A CAMPAIGN THAT FOCUSES ON SUICIDE PREVENTION. AND THEN ALSO THERE'S A STORY ABOUT A NEW AD HOC SLOWPITCH SOFTBALL TEAM.
THAT'S FORMED BETWEEN CAM AND BATTLE GROUND, AS WELL AS SOME STUDENTS FROM HERITAGE AND WASHOUGAL.
SO IT'S KIND OF NEAT TO SEE ALL THOSE DIFFERENT SCHOOLS COMING TOGETHER.
AND THAT'S OPEN TO THE PUBLIC, INCLUDING STUDENTS FROM OTHER DISTRICTS.
AND MICHELLE REINHARDT AND LUKE LACOUNT ARE ACTUALLY AT A CONFERENCE TODAY, TOMORROW.
AND THEY COME BACK ON WEDNESDAY.
AND THEN KEVIN JOLMA IS ALSO NOT ABLE TO ATTEND TONIGHT.
SO THAT CONCLUDES THE SUPERINTENDENT'S STAFF UPDATES.
ALL RIGHT. THAT BRINGS US TO CITIZENS COMMENTS.
[7. Citizens' Comments]
WE HAVE QUITE THE LIST HERE, SO THAT IS GOOD.WE WILL I'LL JUST ASK YOU TO COME UP TO THE PODIUM AS I CALL YOUR NAME.
YOU'LL HAVE THREE MINUTES TO SPEAK.
AND THEN, OF COURSE, WHEN YOUR TIME IS UP.
SO WE WILL JUST GET STARTED THERE.
I WILL DO MY BEST NOT TO SLAUGHTER ANYBODY'S NAMES, BUT I WILL INADVERTENTLY.
I WILL ASK THAT IF YOU GO BEYOND THE THREE MINUTES, I WILL ATTEMPT TO STOP YOU.
AND SO WITH THAT, WE WILL CALL GRETCHEN UP TO THE STAND.
MY NAME IS GRETCHEN VERPOORTEN.
I WANT TO TALK ABOUT MY TOPIC TONIGHT IS FREEDOM.
WE LIVE IN THE BEST COUNTRY OF THE WORLD BECAUSE IT'S A FREE COUNTRY.
EACH GENERATION MUST GUARD THAT FREEDOM THAT WE'VE BEEN ENTRUSTED WITH.
OUR GOVERNMENT EXISTS TO PROTECT, NOT TO GRANT OUR RIGHTS.
EARLY AMERICANS ENTRUSTED PARENTS, TEACHERS AND SCHOOL BOARDS TO RUN OUR EDUCATION SYSTEM.
IT WASN'T RUN UNDER A DEPARTMENT OF EDUCATION.
EARLY AMERICANS OR EXCUSE ME, THE CONSTITUTION IN ARTICLE ONE, SECTION EIGHT LIMITS THE SIZE OF GOVERNMENT TO ONLY 17 THINGS.
EIGHT OF THEM CONCERN NATIONAL DEFENSE.
SIX WERE FOR COMMERCE AND THE REST ARE FOR GOVERNING TERRITORIES.
ANOTHER THING TO REMEMBER TRUTH DOES NOT CHANGE.
AND MOST IMPORTANT OF ALL, ALL POWER OF GOVERNMENT COMES BY OUR CONSENT.
NO OFFICIAL CAN REVOKE OUR FREEDOM OF RELIGION, FREEDOM OF SPEECH, OR FREEDOM OF RELIGION, OR THE FREEDOM TO EDUCATE OUR CHILDREN AS A SELF-GOVERNED CITIZENSHIP.
THIS HERITAGE IS ENSHRINED IN OUR BRILLIANT CONSTITUTION, WHICH IS BASED ON THE BEDROCK, WHICH IS THE DECLARATION OF INDEPENDENCE, WHICH STATES THAT ALL HUMANKIND, THAT'S US, ARE EQUAL, AND WE'RE ENDOWED WITH CERTAIN INALIENABLE RIGHTS, LIFE, LIBERTY AND THE PURSUIT OF HAPPINESS.
OUR CONSTITUTION IS NOT AN EVOLVING OR LIVING DOCUMENT.
SO MY CONCERNS THAT I JUST WANT TO BRING UP TO YOU GUYS TONIGHT AND I WANT TO THANK YOU FOR ALL YOU DO BECAUSE YOU GUYS ARE VERY BUSY AND I APPRECIATE ALL THE TIME YOU PUT IN.
I'M WONDERING ABOUT OUR OWN STUDENTS AND GOVERNING THEM WITH DO THEY HAVE FREEDOMS? IN MY OWN LITTLE CIRCLE OF A FEW STUDENTS THAT I KNOW AND JUST THINGS THAT ARE BROUGHT TO MY ATTENTION, I WANT TO LET YOU KNOW ABOUT TWO INCIDENTS.
AND I'VE TALKED TO PRINCIPAL GOURD ABOUT THESE.
ONE WAS TWO DIFFERENT INVOLVING TWO DIFFERENT TEACHERS.
[01:05:02]
ONE WAS WHERE A SMALL GROUP OF NINE STUDENTS WERE DISCUSSING QUIETLY AMONGST THEMSELVES AND TALKING GIVEN THE PERMISSION OF THE TEACHER. THEY STARTED TO TALK ABOUT SOMETHING THE TEACHER DIDN'T LIKE BECAUSE IT TURNED TO RELIGION AND SHE CUT HIM OFF AND SAID, YOU ARE NOT ALLOWED TO TALK ABOUT RELIGION IN THE HIGH SCHOOL IN THIS CLASSROOM.AND THE OTHER THING I JUST QUESTIONED THAT AND THEN ANOTHER TEACHER TOOK DOWN THE AMERICAN FLAG UP FRONT AND REPLACED IT WITH LGBTQ AND FLAG AND 28.4050 .030 SAYS THAT A TEACHER UNDER THEIR CODE OF CONDUCT SIGNING UP FOR THIS JOB AT THE HIGH SCHOOL.
MUCH MUST TEACH MORALITY AND PATRIOTISM, AND THAT'S ONE TO REFER TO.
NEXT UP, WE HAVE ANGELA SLAYTON.
SEE HOW THAT HELPED ME TO STAY UP FRONT.
SO FIRST I'D LIKE TO INTRODUCE MYSELF AND TELL YOU ABOUT MY BACKGROUND.
I'M A THIRD GENERATION TIGER, AND MY DAUGHTER GIGI IS THE FOURTH GENERATION TIGER.
I'M A MOM OF FOUR KIDS, TWO WITH SPECIAL NEEDS.
AND I'M ALSO A BACHELOR PREPARED BEDSIDE NURSE FOR ALMOST 24 YEARS.
WHY IS THIS HAPPENING? WHY IS IT A NO? USING THESE SKILLS ALONG WITH BEING IN A SMALL TOWN? I'VE BECOME AWARE OF THE HOSA TEACHER ADVISOR.
MR. GODFREY HAS BEEN GONE SINCE THE START OF THE SCHOOL YEAR.
I'M CURRENTLY ONE OF THE BOARD MEMBERS FOR THE ADVISORY BOARD FOR THE WHOLE PROGRAM AND NO ONE HAS HEARD FROM MRS. GODFREY AND USING OUR CRITICAL THINKING SKILL, MY CRITICAL THINKING SKILLS, IT'S BECOME APPARENT THAT MRS. GODFREY MAY BE IN TROUBLE.
AND BEING IN A SMALL TOWN APPEARS TO BE HEARSAY FROM ANOTHER PARTY.
I ALWAYS TELL MY KIDS, YOU CAN'T DO ANYTHING BECAUSE PEOPLE ARE GOING TO TELL ME ANYWAYS, AND I HOPE THAT I'M WRONG ON THIS PART, BUT I WOULD NOT. I JUST HOPE THAT THE SCHOOL WOULD NOT BE HAVING HER IN TROUBLE FOR SOMETHING OVER HEARSAY.
MRS. GODFREY IS A VALUABLE COMMUNITY MEMBER AND TEACHER.
SHE ADVOCATES FOR THE KIDS TO BECOME BETTER LEADERS AND THINKERS.
SHE HELPS THEM THINK OUTSIDE THE BOX, HAVE DREAMS, HELP THINK OF OTHERS IN THE COMMUNITY.
SHE ASSISTS THE KIDS IN BEING INDEPENDENT AND WORK ON ADULTING TO PREPARE THEM FOR THE REAL WORLD.
SOMETIMES, THOUGH, IT'S A FINE LINE, AND MRS. GODFREY HAS TAUGHT HER TO BE A STRONG LEADER AND TEACHES ALL THE KIDS.
YES, WE HAVE MADE MISTAKES, BUT WE LEARN FROM IT AND BECOME A BETTER PERSON.
SO IT KEEPS VALUABLE HEALTH CARE PROFESSIONALS IN OUR AREA.
CURRENTLY IN CLARK COUNTY, WE'RE AT A LEVEL ZERO FOR AMBULANCES, WHICH MEANS NO AMBULANCE AVAILABLE TO TRANSPORT AND CARE FOR CRITICAL ILL PATIENTS, MOSTLY DUE TO LACK OF EMTS. AND SAME WITH HOSPITALS SHORT OF NURSES AND CNAS.
I DON'T KNOW EXACT NUMBERS, BUT HAVING A PASSIONATE TEACHER SUCH AS MRS. GODFREY HELPS BRING NEW BLOOD TO THE HEALTH CARE PROFESSIONALS.
SHE HAS A STATE OF THE ART SIM LAB THAT SHE'S WORKED HARD TO DO AND THAT EVEN SOME NURSING PROGRAMS IN OUR COMMUNITY DON'T HAVE AS MUCH OF NICE EQUIPMENT AND THINGS IN THEIR OWN COMMUNITY, IN THEIR OWN SIM LABS.
AND I'M TALKING ABOUT CLARK COLLEGE, ETCETERA.
OUR KIDS ARE AT A HUGE ADVANTAGE WHEN THEY GO OFF TO STUDY AND WORK.
SO I THANK YOU FOR YOUR TIME AND ALL YOU DO.
SO. AND THEN MR. WATRIN, I REMEMBER YOU.
GOOD AFTERNOON. MY NAME IS GIGI SLATEN BENSON, AND I'M ON THE HOSA CLUB.
I'VE BEEN IN HOSA FOR FOUR YEARS, AND I'M CURRENT TREASURER.
UM, I LIKE TO THANK YOU ALL FOR BEING HERE AND LISTENING TO WHAT I HAVE TO SAY.
[01:10:04]
UM, I'M OUR TEACHER.BUT THERE'S DEFINITELY A TON THAT WE'RE MISSING IN CLASS.
AND I'VE BEEN IN HER CLASS ALL FOUR YEARS.
UM. GODFREY MAKES US FEEL SO MUCH AT HOME.
EVEN IF WE WANT TO, LIKE, CRY.
SHE DOES A REALLY GOOD JOB AT TEACHING.
AND SHE WANTS SHE MAKES KIDS WANT TO LEARN, WHICH IS VERY RARE, I FEEL LIKE, FOR OUR SCHOOL.
I GUESS SHE MADE HOSA AND HER CLASSES OUT OF NOTHING.
AND THAT'S WHAT I LOVE SO MUCH ABOUT IT.
SO I'VE NOTICED THAT I HAVEN'T LEARNED MUCH AND I'VE THROUGH HOSA AND HER CLASSES.
UM, HOSA DOES A LOT FOR OUR SCHOOL.
WE DO BLOOD DRIVES A TON OF COMMUNITY SERVICE AND WE'VE BEEN BEEN PREVENTED TO DO THAT.
UM, IT'S BEEN DIFFICULT FOR US TO FIGURE OUT.
FALL CONFERENCE AND STATE CONFERENCE AND HOSA HAS BEEN WE'VE HAD A LARGE DECLINE IN PARTICIPATION.
AND SO IT'S BEEN REALLY HARD AND IT'S IMPACTED US SO MUCH.
SO THERE'S WE DON'T HAVE A CONSISTENT ADVISOR.
WE DON'T HAVE ANYTHING CONSISTENT FOR US.
SO IT'S BEEN HARD FOR US TO LIKE, LEARN AND DO LIKE STUFF FOR THE COMMUNITY.
UM, I BELIEVE THAT MASON IS DOING A GOOD JOB, BUT WITHOUT OUR TEACHER AND A CONSISTENT ADULT TO HELP HOSA, IT'S JUST LIKE BEEN NOT AS GOOD.
UM, ALSO I FEEL LIKE IT'S A CONCERN FOR HER CORE CLASSES BECAUSE MASON DOESN'T HAVE THE DUAL CREDIT CERTIFICATION.
SO KIDS ARE BASICALLY TAKING THAT CLASS FOR NO REASON.
SO BECAUSE THEY CAN'T GET DUAL CREDIT.
CAN I HAVE YOU WRAP UP? UM. OH, YEAH.
AND I JUST WANT TO THANK YOU ALL FOR LISTENING TO ME.
THANK YOU, THANK YOU FOR COMING.
KIM BECKER. HEY, KIM, I WANT TO KEEP WITH YOUR YOUR IDEA HERE.
I'M THE BATTLE GROUND EDUCATION ASSOCIATION PRESIDENT.
I DON'T HAVE ENOUGH TIME TO DISCUSS EVERYTHING, BUT I WOULD LIKE TO HIGHLIGHT A FEW PARTS.
WE ARE PROUD OF THE WORK THAT WE ACCOMPLISHED.
WE HAVE STARTED A WORKING GROUP ON THE LANGUAGE FOR THE MULTI-LANGUAGE TRAINING.
WE ARE ALSO 2% CLOSER ON A PAY SCALE TO ONE OF THE LARGER SCHOOL DISTRICTS WITHIN THE AREA.
WE ARE READY TO TAKE ON THE RESPONSIBILITY OF ALWAYS ENHANCING THE PROCESS FOR OUR STUDENTS.
THERE'S JUST NOT ENOUGH TIME IN THE DAY.
ALMOST TEN MONTHS OF NEGOTIATIONS DID CAUSE PROBLEMS. WHAT ARE THEY? CERTAIN CLASSES HAVE STARTED BUT NEED TO BE CHANGED WITH THE UPCOMING SEMESTER.
CHANGING THE PROCESS FOR SOME SCHOOLS WHEN IT COMES TO USING CERTIFICATED STAFF FOR SUBSTITUTE.
HECK, WE EVEN HAD A BARGAINING BABY.
[01:15:02]
WE NEED TO COMPLETE THE NEGOTIATIONS BEFORE THE START OF A NEW SCHOOL YEAR.I WOULD LIKE THE DISTRICT AND BGA TO START THINKING OF SOME IDEAS OF WHAT WE CAN DO TO CHANGE THE PROCEDURE FOR A FASTER BUT FAIR BARGAINING EXPERIENCE. I HOPE TO HEAR TONIGHT THAT YOU APPROVE THE CONTRACT WITH BGA.
SORRY YOU HAD TO BRING THE WHOLE CLAN WITH ME TONIGHT.
I AM CONCERNED THAT SHE HAS NOT BEEN AT SCHOOL.
I HAVE RAISED COMPLAINTS ABOUT THE HARASSMENT AND THAT MS. GODFREY ENDURED AT BATTLE GROUND HIGH SCHOOL FROM A CLASSIFIED STAFF MEMBER THAT MY CHILDREN WITNESSED ON MULTIPLE OCCASIONS.
AND I FEEL LIKE NOBODY IS LISTENING BECAUSE SHE IS STILL GONE.
I AM AFRAID YOU GUYS HAVE LOST AN AMAZING ASSET.
I WANT MS. GODFREY BACK IN THE CLASSROOM.
I AM HERE TO ASK YOU GUYS FOR HELP IN THAT MISSION BECAUSE BATTLE GROUND SCHOOL DISTRICT DESERVES A GREAT TEACHER THAT CARES LIKE MS. GODFREY. I HAVE CHILDREN THAT HAVE GRADUATED.
THE BIG ONES. I HAVE CHILDREN THAT ARE STILL IN THIS SCHOOL AND I HAD ONE THAT TOOK ONE OF HER CLASSES JUST BECAUSE OF SHE WANTED TO BE TAUGHT BY MISS GODFREY.
SHE HAS BEEN A SAFE PLACE FOR ALL OF MY CHILDREN.
AND I JUST WANT TO LET YOU GUYS KNOW THAT YOU GUYS WILL BE LOSING A VERY GOOD ASSET.
THANK YOU. THANK YOU. [INAUDIBLE].
SO I DON'T HAVE A BIG AGENDA TO TALK ABOUT, SO I'M NOT UNDER PRESSURE.
OKAY. HAVE WE STARTED MY THREE MINUTES? YES. OKAY. ALL RIGHT.
SO I WANT TO SAY FIRST THAT I DON'T LIKE THE THREE MINUTE SIGN.
AND I WOULD SUGGEST A LITTLE NEON COLORS, LIKE ONE MINUTE, THEN 30 AND THEN 15.
OKAY. BECAUSE LAST TIME I WAS UP HERE, I DIDN'T EVEN SEE IT.
BECAUSE YOU DON'T LOOK BACK HERE AND RED'S HARD TO SAY.
THERE'S A CHESS TOURNAMENT THIS SATURDAY.
OKAY. AND I DON'T WANT TO BE NEGATIVE.
SO I'M TRYING TO THINK HOW TO SPEND MY NEXT TWO MINUTES WISELY, BECAUSE I WANT YOU, I WANT TO ELEVATE THE UNDERSTANDING AND SOME OF YOU KIND OF KNOW HAVING CHESS ACTIVITIES IN BATTLE GROUND SCHOOL DISTRICT HAS BEEN VERY DIFFICULT.
AND IT'S NOT BECAUSE OF BATTLE GROUND SCHOOL DISTRICT, IT'S BECAUSE OF THE WAY THE SYSTEM WORKS.
SO, FOR EXAMPLE, WHEN I FIRST CAME, MR. DRAKE WAS NOT ONE OF THE FIRST PEOPLE I DEALT WITH, BUT HE WAS CLOSE TO IT.
OKAY, LET'S HAVE A CHESS CLUB.
ALL RIGHT. WELL, IT TURNS OUT AFTER WE GET THROUGH ALL OF THE STUFF, I'M JUST A TEACHER.
I JUST WANT TO HAVE KIDS COME AND PLAY CHESS IN MY CLASSROOM.
IT'S A GREAT IDEA. OKAY, LET'S DO IT.
TURNS OUT I COULD ONLY DO IT 36 DAYS OUT OF THE SCHOOL YEAR BECAUSE OF THE WAY CLUBS WORK.
IT'S NOT A SPORT, OKAY? IT'S A CLUB. AND WE ONLY DO THEM 36 DAYS A YEAR.
ALL RIGHT, WELL, IT'S GOT TO BE DONE IN A PARTICULAR SEASON, OKAY? YOU CAN ONLY PRACTICE CERTAIN TIMES, AND IT DOESN'T REALLY FIT THE WHOLE AGENDA KIND OF A THING.
I DON'T WANT YOU TO BE SURPRISED.
SO I WANTED YOU TO KNOW THAT IT HASN'T BEEN EASY.
[01:20:09]
WHICH IS NOT GO TO SCHOOL GENERALLY, ALL THE OTHER THINGS THAT THEY LIKE TO DO.SO WE GOT TO LIKE THINK ABOUT THIS STUFF.
SO I WANTED YOU TO KNOW THAT THERE IS GOING TO CONTINUE TO BE CHESS ACTIVITIES, AND I WANT TO APOLOGIZE TO MR. DRAKE BECAUSE HE GRACIOUSLY SPENT SOME TIME TALKING TO ME BECAUSE I'M TRYING TO FIGURE OUT HOW ALL THIS STUFF WORKS.
AND I TRIED TO DO IT BEFORE I REALIZED I WAS GOING TO BE ON THE BOARD.
SO WE'RE GOING TO CONTINUE CHESS.
WE'RE PLANNING THREE TOURNAMENTS THIS YEAR.
THE FIRST ONE IS GOING TO BE SATURDAY.
THERE ARE ALREADY 100 KIDS REGISTERED, OKAY, FROM OVER 35 SCHOOLS IN THE AREA.
WE'VE GOT THREE KIDS FROM PRAIRIE HIGH CHIEF, THREE FROM RIVER HOMELINK AND FIVE FROM CAM.
OKAY, SO IT'S WELL, IT'S HEALTHY.
OKAY. BUT I WANT YOU TO KNOW IT'S ALIVE AND WELL.
TERRY, CAN I ASK YOU JUST. ABSOLUTELY SURE.
DO YOU KNOW OF OTHER SCHOOL DISTRICTS IN THE STATE THAT HAVE BEEN ABLE TO FIGURE OUT HOW TO DO YOU KNOW WHAT? NO. YOU SEE, BECAUSE I MEAN, IF YOU KNOW, THERE HASN'T THE ONLY PLACE WHERE IT WAS SUCCESSFUL WAS A PLACE THAT HAD A GRANT. OKAY.
OKAY? IT'S A PROBLEM. NO, I JUST WANTED TO MAKE SURE THAT WE WEREN'T MISSING SOMETHING.
AND YOU KNOW WHAT MAYBE I COULD USE IS A CONTACT PERSON IN THE DISTRICT THAT WE COULD TALK THROUGH ABOUT IT BECAUSE MR. DRAKE DOESN'T HAVE VERY MUCH TIME.
THAT'S WHO I WAS. HE GAVE ME 20 MINUTES.
HE SAID, OKAY, CANCEL THE CANCEL IT.
I GOT 20 MINUTES. ISN'T THAT TRUE? THAT'S NOT TRUE. I DIDN'T KNOW.
I DIDN'T DO A VERY GOOD JOB WITH MY 20 MINUTES.
THANK YOU, TERRY. TRACY [INAUDIBLE].
AND AS WE'RE MEETING, WE'RE TALKING ABOUT THINGS.
SHE BROUGHT UP SOMETHING THAT SHE WAS RECENTLY A PART BEEN A PART OF.
SO SHE WAS MEETING WITH SOME OTHER BATTLE GROUND PARENTS, AND THERE WAS A MOTHER WHO WAS SPEAKING PRETTY SLANDEROUS THINGS ABOUT ONE OF YOUR TEACHERS.
NOW, YOU KNOW, AS SHE'S TELLING ME THIS AND SHE LOOKS AT ME AND SHE GOES, WELL, DO YOU KNOW MS. GODFREY? I'M LIKE, WELL, YEAH, OF COURSE I DO.
SHE'S ONE OF THE CLIENTS I HAVE HELPED IN MY 18 YEAR CAREER.
AND SHE'S LIKE, WELL, DID YOU HEAR ALL THIS? AND I AM LIKE, HOLY CRAP, I DON'T BELIEVE THAT.
AND I SAID, OKAY, WELL, WHAT'S BEING DONE? LIKE, THEY DON'T KNOW. NO ONE'S SEEN HER, NO ONE'S HEARD FROM HER.
AND I'M LIKE, WELL, THAT'S JUST BIZARRE.
SO AGAIN, BEING A TEENAGER IS HARD.
I THINK WE CAN ALL AGREE WITH THAT, RIGHT? BEING A TEENAGER SUCKS.
HOW MANY OF YOU WENT TO SCHOOL AND HAD A TEACHER THAT REACHED OUT TO YOU AND CARED FOR YOU AND WAS PASSIONATE ABOUT HELPING YOU? I THINK EVERY PERSON IN THIS ROOM HAS HAD ONE TEACHER THAT WAS THAT PERSON FOR THEM.
ALL RIGHT. I THINK WE CAN AGREE WITH THIS.
BATTLE GROUND IS A SMALL TOWN.
I THINK AS A BOARD YOU SHOULD REALLY THINK ABOUT YOUR TEACHERS.
HAVING A TEACHER THAT IS PASSIONATE ABOUT HER JOB, PASSIONATE ABOUT HER STUDENTS, AND REACHING OUT AND HELPING THOSE STUDENTS WHO MAY OTHERWISE HAVE FALLEN THROUGH THE CRACKS IS EXTREMELY IMPORTANT.
[01:25:04]
LOSING SUCH A TEACHER OVER SOMETHING SLANDEROUS THAT IS BEING GOSSIPED ABOUT IN A SMALL TOWN IS TRAGIC.AND I WOULD REALLY HOPE THAT YOU GUYS WOULD THINK TWICE ABOUT LOSING A TEACHER WHO MANY PEOPLE THINK OF AS THEIR TEACHER, THE ONE WHO HAS REACHED OUT TO THEM AND HELPED THEM THINK OF YOU WHEN YOU WERE A TEEN.
WHO WAS THAT TEACHER FOR YOU? HOW WOULD YOU FEEL IF THEY WANTED TO GET RID OF HIM? THANK YOU. HAVE A GREAT NIGHT.
THANK YOU. KELSEY KIRKPATRICK.
HI. SO I'M HERE ON REGARDS OF THE HOST SITE AND I KNOW A COUPLE KIDS THAT HAVE BEEN IN THE CLASS AND THEY'VE BEEN SAYING HOW MISS GODFREY ISN'T IN THE CLASS AND THEY'RE ALL HAVING PROBLEMS BEING ABLE TO GO AND LEARN THEIR CURRICULUM WHEN THERE'S NO CURRICULUM HAPPENING BECAUSE THE TEACHER'S NOT ABLE TO BE LIKE GODFREY.
SHE WE ALL KNOW HOW SHE'S A VERY SHE'S PASSIONATE ABOUT WHAT SHE TEACHES.
AND THE KIDS THEY TEACH, THEY TAKE HER PASSION AND THEY PUT IT TOWARDS EVERYTHING AS WELL.
AND THAT'S ALL I REALLY NEED TO SAY.
THANK YOU. THANK YOU. THANK YOU.
THAT CONCLUDES EVERYONE ON MY LIST.
IS THERE ANYONE I MISSED THAT STILL WOULD LIKE TO SPEAK.
ALL RIGHT. WE WILL MOVE ON TO OUR CONSENT AGENDA TONIGHT.
[8. Consent Agenda (Board Vote w/Student Voice)]
ON OUR CONSENT AGENDA TONIGHT, WE HAVE ITEMS A THROUGH K THE MINUTES FROM OUR LAST MEETING.THE APPROVAL OF THE SALARY SCHEDULE FOR THE PRINCIPALS AND DISTRICT OFFICE ADMINISTRATORS.
APPROVAL OF SALARY SCHEDULE FOR ADMINISTRATIVE SUPPORT, APPROVAL OF THE SECOND READING AND ADOPTION OF POLICY 2230 TRANSITION TO KINDERGARTEN AND THE SECOND READING AND ADOPTION OF POLICY.
AND THEN LAST, A SURPLUS OF MATERIALS.
ARE THERE ANY ITEMS ON THIS LIST THAT THE BOARD WOULD LIKE TO REMOVE TO HAVE AS AN INDIVIDUAL ITEM OR HAVE QUESTIONS ABOUT BEFORE WE MOVE FORWARD? HEARING NONE.
OKAY. WE HAVE A MOTION ON THE FLOOR TO APPROVE THE CONSENT AGENDA AS PRESENTED.
I WOULD LOOK TO OUR STUDENT REPRESENTATIVE REPRESENTATIVE FOR AN ADVISORY VOTE.
THANK YOU. ANY QUESTIONS NOW FROM THE BOARD? HEARING NONE.
ALL THOSE IN FAVOR, PLEASE SAY AYE.
AYE. ALL THOSE OPPOSED? MOTION PASSES 4 TO 0.
WITH THAT, WE HAVE NO OLD BUSINESS.
WE'LL BE MOVING ON TO NEW BUSINESS.
[10. New Business (Board Vote w/Student Voice)]
AND FIRST ON THE LIST IS THE APPROVAL OF THE COLLECTIVE BARGAINING AGREEMENT BETWEEN BGA AND BJP'S WHITTEN.THANK YOU. FIRST OFF, BEFORE I REQUEST YOUR APPROVAL OF THE CONTRACT, I WOULD JUST WANT TO SAY A THANK YOU TO THE BGA BARGAINING TEAM. THE PROCESS WAS, AS KIM SAID, LONG AND HARD, AS WELL AS MICHELLE REINHARDT LOCAL ACCOUNT AND STEPHANIE WATTS BEFORE SHE LEFT US. I KNOW EVERYONE WORKED REALLY HARD TO FIND LANGUAGE THAT WOULD MEET THE NEEDS OF ALL OF OUR STAFF AND HELP THE WORKING CONDITIONS, AS WELL AS THE SALARY AND COMPENSATION TO BE AS COMMENSURATE AS WE COULD AFFORD WITHIN OUR OPPORTUNITIES.
SO I APPRECIATE ALL OF THE WORK THAT GOES INTO THIS.
I'VE BEEN AT THE BARGAINING TABLE.
I KNOW HOW DIFFICULT THE WORK CAN BE AT TIMES AND HOW LABOROUS IT CAN BE.
[01:30:03]
AND I JUST KNOW IT TAKES A LOT TO GET TO THIS POINT.AS YOU COULD SEE, THE THERE IS A SALARY SCHEDULE IN FRONT OF YOU AS WELL AS A MARKED UP VERSION.
THAT CERTAINLY WOULD I WOULD TAKE ANY QUESTIONS THAT YOU MIGHT HAVE.
WE PROVIDED A TO DOCUMENT KIM IN HER CITIZENS COMMENT, MADE SOME REFERENCES TO SOME OF THE WORK THAT WE DID. I WOULD ADD A FEW THINGS TO THAT.
WE MADE SOME CHANGES IN OUR START UP DAYS, ALLOWING SOME OF THE TRAINING TO BE OUTSIDE OF START UP DAYS, WHICH I BELIEVE WILL HELP OUR STAFF BE BETTER PREPARED FOR THE START OF THE YEAR. I THINK YEAR THAT WILL CERTAINLY HELP.
WE ALSO MADE SOME ADJUSTMENTS TO OUR CLASS SIZE, WHICH WILL ALSO HELP BOTH OUR STUDENTS AND OUR STAFF WITHIN THE CLASSROOM TO BE ABLE TO MEET THE INDIVIDUAL NEEDS OF OUR STUDENTS MORE READILY.
SO PROUD OF THAT WORK THAT HAS BEEN DONE.
WE CERTAINLY DID SOME CLARIFICATION OF LANGUAGE THAT WE'VE HAD IN THE PAST AND MADE SOME CHANGES, SLIGHT TWEAKS THAT WILL HELP PROVIDE CLARITY WHEN IMPLEMENTING THE CONTRACT, WHICH I THINK WILL HELP ALL OF US.
CERTAINLY MADE SOME CHANGES WITH SOME INCREASED RESPONSIBILITY TO OUR TEAM LEADS.
THEY HAVE A LOT TO DO WITH THAT.
WE ALSO PUT IN SOME LANGUAGE FOR ALTERNATIVE LEARNING.
WE'VE NEVER HAD AN ALTERNATIVE LEARNING LANGUAGE IN OUR CONTRACT.
AND SO WE'VE BEEN RATHER APPREHENSIVE ABOUT ADDING LANGUAGE.
BUT WHAT WAS BECOMING VERY CLEAR IS THAT WE COULD NO LONGER APPLY A LOT OF THE CONTRACT LANGUAGE TO INDIVIDUAL SITUATIONS VERY EASILY, WHICH MEANT THAT WE WERE CONSTANTLY GOING BACK AND FORTH ABOUT WHETHER THAT PART OF THE LANGUAGE APPLIED.
AND SO WE DID PUT SOME LANGUAGE IN THIS TIME TO CLARIFY SOME OF THAT, WHICH I THINK IS AN IMPORTANT MOVE FOR US TO STAY ON TRACK OF OUR ALTERNATIVE LEARNING ENVIRONMENTS AND MAKE SURE THAT WE'RE PROVIDING THE BEST POSSIBLE WORKING CONDITIONS FOR OUR STAFF AND STUDENTS IN THOSE ENVIRONMENTS AS WELL.
I THINK THAT IS THE THOSE ARE THE MAIN HIGHLIGHTS.
ARE THERE ANY QUESTIONS THAT THE BOARD HAS BASED ON THE TEA DOCUMENT THAT'S ONLINE OR THE COMPENSATION THAT I COULD ANSWER FOR YOU? I DON'T HAVE A QUESTION.
THEY ARE AMAZING. SO I WANT TO SAY THAT FIRST, THE COMPENSATION PACKAGE IS ALSO AMAZING AND A LITTLE UNREALISTIC AND NOT SUSTAINABLE LONG TERM BEYOND THIS CONTRACT.
HOW DO WE AS A BOARD, WHETHER IT'S THE SAME BOARD OR A BRAND NEW BOARD THREE YEARS FROM NOW, MAKE IT SO WE DON'T GO THROUGH THIS PROCESS A TEN MONTH PROCESS, WHICH IS HORRIBLE, RIGHT? I THINK THAT WAS LEARNED AND IT'S BEEN STATED.
HOW DO WE MAKE THIS SUSTAINABLE GOING FORWARD? RIGHT. I THINK THAT'S MY BIGGEST CONCERN ABOUT THIS CONTRACT.
IT'S NOT. WHEN DOES THIS STOP? RIGHT. AND I GUESS TO THAT, OVER THE PAST FIVE YEARS, THE INCREASES THAT HAVE BEEN GIVEN HAVE BEEN ENORMOUS.
RIGHT. SO WHILE I LOVE OUR TEACHERS AND I WANT THEM TO BE PAID APPROPRIATELY FOR THEIR POSITION, I WANT IT TO BE FISCALLY RESPONSIBLE FOR NOT ONLY FOR US, FOR OUR DISTRICT, BUT FOR OUR COMMUNITY.
SO HOW DO WE MAKE THAT HAPPEN? I THINK YOUR COMMENT, JACKIE, AS WELL THOUGHT OUT AND WELL RECEIVED.
AND UNFORTUNATELY, I BELIEVE THIS IS JUST MY PERSONAL BELIEF THAT WE USED TO HAVE ONE THING THAT WE MONITORED WHEN IT CAME TO OUR COSTS, OUR EMPLOYEE COSTS, AND THAT WAS REALLY HOW MANY STAFF MEMBERS DO WE HAVE, HOW MANY CAN WE AFFORD TO HAVE? AND I THINK WHAT'S CHANGED IS WITH THE MCCLEARY DECISION AND THE DOING AWAY OF A STATEWIDE SALARY SCHEDULE, WE NOW HAVE TWO THINGS THAT WE'RE WORKING ON.
[01:35:04]
WHICH ONE IS TIME CONSUMING? TO KIM'S POINT, WE'D LIKE TO BE DONE BY THE END OF AUGUST.I THINK THAT'S A VERY GOOD POINT.
BUT I THINK THE REALITY OF THAT HAS BECOME FURTHER AND FURTHER AWAY SINCE 2018.
WE'VE NEVER HAD A CONTRACT BY AUGUST 31ST, BUT WE OFTEN DID PRIOR TO THAT TIME.
AND I THINK PART OF THAT IS THE COMPLEXITY OF CREATING YOUR OWN SALARY SCHEDULE IN EVERY SINGLE DISTRICT, BECAUSE A LOT OF OUR TIME IS SPENT GETTING COMPARABLES WITH OTHER DISTRICTS SO THAT WE KNOW WHETHER WE'RE MATCHING THE MARKET AROUND US OR NOT.
SO I THINK YOU MAKE A GOOD YOUR POINT IS WELL TAKEN.
WHERE DOES IT END? I DON'T KNOW.
SO CERTAINLY THERE ARE LOTS OF GROUPS ACROSS THE STATE THAT ARE LOOKING AT THIS.
THERE'S ONE LOCALLY CALLED THE GAP COMMITTEE, AND THEY'RE MEETING FOR TWO REASONS.
THEY'RE MEETING BECAUSE OF THE MONEY LOST THAT WE ALL DISTRICTS ACROSS THE NATION WILL ENDURE WITH THE LOSS OF ESSER FUNDS AND THE RELIANCE THAT DISTRICTS ACROSS THE NATION HAVE DEVELOPED.
AND THEN THEY'RE ALSO LOOKING AT WHAT ARE THE IMPACTS OF BARGAINING ON DISTRICT BUDGETS.
WE'RE AT AN INTERESTING TIME WHEN IT COMES TO BUDGET AND PLANNING DISTRICT EXPENSES.
BUT AT THE SAME TIME, I DON'T KNOW.
SO TO JACKIE'S POINT, IF WE ARE LOOKING AT THIS YEAR, IS THERE AN EFFORT TO BEGIN TO LOOK AT WHAT PROGRAMS WOULD HAVE TO BE CUT IF WE YOU KNOW, IF WE INDEED DON'T HAVE THE GROWTH THAT WE'RE HOPING TO HAVE? WELL, I THINK WE ALL ARE LOOKING AT A VARIETY OF THINGS, AND PROGRAM EFFECTIVENESS IS SOMETHING THAT ISN'T NEW TO US, TRYING TO FIGURE OUT IF THE PROGRAMS THAT WE HAVE IN PLACE ARE NETTING US THE TYPE OF RESULTS THAT WE WANT.
THAT SHOULD ALWAYS BE OUR OBJECTIVE AS STEWARDS OF COMMUNITY AND OUR RESOURCES LOCALLY.
AND WE WILL CONTINUE TO DO THAT.
AND CERTAINLY THERE ARE THINGS THAT WERE PUT IN PLACE JUST BECAUSE OF ESSER FUNDS, FOR INSTANCE.
BUT THERE WILL BE THINGS THAT WE WILL NOT HAVE IN PLACE IN THE FUTURE THAT WE HAVE IN PLACE NOW.
AND I GUESS PART OF MY POINT IS IT SEEMS THAT IF WE'VE TAKEN TEN MONTHS TO NEGOTIATE THE CONTRACT, THAT WE MIGHT WANT TO START EARLY, TO BEGIN TO LOOK AT AND HAVE DISCUSSIONS ABOUT WHAT THOSE MIGHT LOOK LIKE.
SO WE DON'T GET TO MAY 15TH AND THEN WE'RE SAYING WE'RE GOING TO CUT THIS AND THIS.
BUT WE HAVEN'T YOU KNOW, I'D LIKE TO HEAR ABOUT IT SOONER RATHER THAN LATER.
ABSOLUTELY. NO, I THINK WE'RE ALREADY HAVING THOSE DISCUSSIONS.
WE HAVE ANOTHER MEETING ON MONDAY.
SO THANK YOU. THERE'S NO DOUBT.
ANY OTHER COMMENTS OR QUESTIONS? I'LL JUST SAY I APPRECIATE THAT.
I KNOW IT'S NOT JUST OUR DISTRICT THAT IS STRUGGLING WITH.
I MOVE THE BOARD OF DIRECTORS APPROVE THE ATTACHED REVISIONS OF THE COLLECTIVE BARGAINING AGREEMENT BETWEEN BGEA AND BGPS FOR THE PERIOD SEPTEMBER 1ST, 2023 TO AUGUST 31ST, 2026.
WE'LL LOOK TO OUR STUDENT REPRESENTATIVE FOR AN ADVISORY VOTE.
ALL RIGHT. ANY FURTHER QUESTIONS FROM THE BOARD? ALL THOSE IN FAVOR, PLEASE SAY AYE.
AYE. ALL THOSE OPPOSED? MOTION PASSES.
4 TO 0. NEXT UP FOR A NEW BUSINESS.
WE HAVE THE APPROVAL OF RESOLUTION G-23 PROVIDING CERTAIN EMPLOYEES TO CONTRACT.
SO I'M ASKING FOR APPROVAL TO MAKE A COUPLE OF CHANGES TO A RESOLUTION THAT WE'VE HAD IN PLACE ON
[01:40:03]
A EMPLOYEES THAT YOU HAVE APPROVED TO CONTRACT ON BEHALF OF THE SCHOOL DISTRICT.THE FIRST ONE IS ON ITEM NUMBER FOUR FOR CONTRACTS FOR ADMINISTRATORS, ADMIN SUPPORT AND CERTIFICATED EMPLOYEE SUPPLEMENTAL CHANGING STEPHANIE WATTS TO LUKLA ACCOUNT.
AND THE SECOND CHANGE IS TO ALSO WE WENT OUT FOR RFP FOR BANKING SERVICES.
OUR FEES WERE BECOMING TOO HIGH FROM OUR BANK THAT WE HAD BEEN USING FOR LOCAL DEPOSITORY SERVICES.
AND THEN OUR CLERK, COUNTY TREASURER IS OUR OFFICIAL BANKER, BUT WE HAVE A LOCAL DEPOSITORY ACCOUNT SO THAT WE CAN PUT THOSE FUNDS IN THERE EVERY DAY. SO IT'LL BE ACTUALLY A VERY GOOD SAVINGS FOR US TO MOVE TO UMPQUA BANK AND WE'RE EXCITED TO BE WORKING WITH THEM.
AND SO WE WOULD LIKE YOUR APPROVAL OF THIS RESOLUTION FOR THOSE CHANGES.
I MOVE THAT THE BOARD OF DIRECTORS APPROVE RESOLUTION G-23 PROVIDING CERTAIN EMPLOYEES TO CONTRACT.
WE HAVE A MOTION ON THE FLOOR TO APPROVE RESOLUTION G-23.
I'D LOOK TO OUR STUDENT REPRESENTATIVE FOR AN ADVISORY VOTE.
THANK YOU. ANY FURTHER QUESTIONS FROM THE BOARD? ALL THOSE IN FAVOR, PLEASE SAY AYE.
AYE. ALL THOSE OPPOSED MOTION.
GET MY EYE IN THERE. I MOTION PASSES 4 TO 0.
AND THE LAST ITEM OF NEW BUSINESS IS THE APPROVAL OF THE ALTRIA SETTLEMENT AGREEMENT.
I'VE PREVIOUSLY MENTIONED THAT ALTRIA WAS THE SECOND GROUP IN THE VAPING LITIGATION LAWSUIT.
THE FIRST COMPANY WAS JUUL COMPANY.
AND FOR THAT, BATTLE GROUND RECEIVED APPROXIMATELY $220,000.
THERE WAS A RECENT SETTLEMENT WITH THE SECOND FINAL DEFENDANT, ALTRIA CLIENT SERVICES AND ALTRIA SETTLED FOR 168,250,000. THAT'S TOTAL.
YOU COULD SEE IF YOU OPEN UP THE ALTRIA GOVERNMENT ENTITY SETTLEMENT AGREEMENT, YOU'LL SEE THAT TOWARDS THE BACK THERE, THERE'S A WHOLE LIST OF ALL THE SCHOOL DISTRICTS THAT SETTLED.
I BELIEVE THERE'S SOMETHING LIKE 500 OF THEM.
NOT MANY, INTERESTINGLY ENOUGH.
AND, YOU KNOW, GIVEN THAT WE HAVE 296 DISTRICTS, NOT MANY IN THE STATE OF WASHINGTON, I BELIEVE THERE WERE SOMETHING LIKE 45IN THE STATE OF WASHINGTON, INCLUDING SOME OF OUR NEIGHBORS.
EVERGREEN SCHOOL DISTRICT WAS IN THERE.
BUT WE HAVE RECEIVED A SETTLEMENT OUT OF THAT $168 MILLION WE HAVE BEEN RECEIVING, WE'LL BE RECEIVING A SETTLEMENT OF $98,000.
AND IT IS RECOMMENDED BY THE LAWYERS WHO WERE REPRESENTING US THAT WE ACCEPT THAT SETTLEMENT OFFER.
AND I'M ASKING FOR YOUR APPROVAL ON THIS SETTLEMENT.
WILL THERE BE OTHERS? WELL, YOU KNOW, INTERESTINGLY ENOUGH, YOU MAY BE HEARING THAT THERE IS A LARGE A LARGE CASE GOING NOW AGAINST SOCIAL MEDIA COMPANIES.
YEAH. AND WE HAVE JOINED THAT CASE AS WELL.
SO THE SAME LAW GROUP THAT IS HAD WORKED WITH US, THE LOCAL NOT THE NATIONAL LEVEL, BUT THE LOCAL LAW GROUP IN THE STATE OF WASHINGTON, WE HAVE JUMPED ONTO THAT ONE AS WELL.
SO, YOU KNOW, THERE COULD BE OTHERS.
OKAY. ARE THERE RESTRICTIONS FOR THE USE OF THIS MONEY? NO, I WOULD LIKE TO YOU KNOW, I'VE BEEN MENTIONING IT TO TAMRA.
[01:45:01]
I ACTUALLY MENTIONED IT TO BLAKE BOWERS, WHO RUNS OUR DREAM TEAM, BECAUSE I WOULD LIKE TO AT LEAST TAKE A PORTION OF THAT MONEY AND INVEST IT BACK INTO STUDENT PREVENTION SERVICES SO THAT IS THE PLAN.WE STILL HAVEN'T RECEIVED, YOU KNOW, HOW LONG THESE THINGS TEND TO TAKE.
WE'VE RECEIVED WE HAVEN'T RECEIVED THE MONEY FROM THE DUAL PORTION.
SO WHEN WE GET THAT, WHEN WE HAVE THE MONEY IN HAND, THEN WE WILL BE MAKING THOSE DECISIONS.
BUT THAT'S MY INTENT, IS TO PUT IT BACK TO PREVENTION.
I MOVE THE BOARD OF DIRECTORS APPROVE THE GOVERNMENT ENTITY SETTLEMENT AGREEMENT WITH ALTRIA.
ALL RIGHT. WE HAVE A MOTION ON THE FLOOR TO JULIA FA'S PRO ADVISORY VOTE.
ANY FURTHER QUESTIONS FROM THE BOARD? ALL THOSE IN FAVOR, PLEASE SAY AYE.
BOARD. AND THAT BRINGS US TO FUTURE AGENDA ITEMS AND BOARD EVENTS.
[11. Future Agenda Items and Board Events]
I WILL JUST SAY WHEN I LOOKED AT THE SPREADSHEET EARLIER TODAY, THE LIST HAS GROWN CONSIDERABLY.AND SO I JUST ASK THE BOARD TO TAKE A LOOK AT THAT.
IF YOU HAVE YESES, NOS OR MAYBES FOR ATTENDANCE THAT NEED TO BE ADDED OR UPDATED, PLEASE JUST TAKE A LOOK AT THIS AND SEE IF THERE'S ANYTHING YOU NEED TO LET SANDY KNOW ABOUT.
SO ANYTHING ELSE FROM THE BOARD FOR FUTURE EVENTS MEETING THIS THURSDAY? MEETING THIS THURSDAY.
YEP. IS THIS DO WE HAVE LIKE AN ELECTRONIC VERSION OF THIS OR DO WE SEND THEM? BECAUSE I DON'T THINK I'VE SEEN IT? OR DO I JUST KNOW? OKAY, SANDY CAN SEND IT TO US? THAT'D BE. YEAH, THAT'S MUCH EASIER.
SURE. ABSOLUTELY. GET BACK TO YOU QUICKLY.
YEAH. BUT ALSO DO THE WAYS TO VOTE ON THE WEBSITE THE VOTE TO AND THESE IF I COULD HAVE THEM BACK BY SATURDAY THEN THIS WEEKEND I CAN COMPILE THEM AND GET THEM IN BY THE 16TH.
THANK YOU. DID YOU HAPPEN TO NOTE THE TOPIC FOR THE THURSDAY OR ARE THEY DOING EVERY OTHER THURSDAY? THEY'RE DOING EVERY OTHER THURSDAY.
OKAY. SO THERE WON'T BE ANY THIS THURSDAY.
ALL RIGHT. ANYTHING ADDITIONAL FROM THE BOARD? ARE YOU SHOWING BABY PICTURES? YES. HE'S VERY DISTRACTING FOR THE ONE THAT WAS SO DISTRACTING.
HEY, THAT'S THE BREAKS. YOU SIT NEXT TO ME, YOU GET A BABY PICTURE.
I TURNED OFF MY COMPUTER AND IT'S THERE.
I'M ADJOURNING THIS MEETING AT 7:47.
