WE HAVE ONE ITEM OF OLD BUSINESS, FOUR ITEMS OF NEW BUSINESS, AND THEN WE'LL DISCUSS FUTURE AGENDA ITEMS AND BOARD EVENTS.

ALL RIGHT. WE HAVE A MOTION ON THE FLOOR TO APPROVE TONIGHT'S AGENDA.

WE WILL LOOK TO OUR STUDENT REPRESENTATIVES FOR THEIR ADVISORY VOTE.

PRO. THANK YOU. ANY FURTHER QUESTIONS FROM THE BOARD TONIGHT? ALL THOSE IN FAVOR, PLEASE SAY AYE.

AYE. ALL THOSE OPPOSED? MOTION PASSES 5 TO 0.

NEXT UP, WE HAVE STUDENT VOICE, AND I BELIEVE LOUIE'S IN THE AUDIENCE AGAIN TO COME AND TELL US GIVE US AN UPDATE.

[5. Communications]

THANKS FOR BEING HERE, LOUIE.

YEAH, I DID CHEAT AND ASKED SORA TO REMIND ME OF YOUR NAME, SO .

JUST A FEW THINGS TO SHARE WITH YOU GUYS TONIGHT ABOUT THE RECENT EVENTS AT BG.

HOMECOMING WAS THE 23RD.

WE SOLD 669 TICKETS.

IT WAS A MAJOR SUCCESS, ALTHOUGH IT WAS A LOT OF HARD WORK, IT WAS DEFINITELY WORTH IT.

AND I THINK EVERYONE HAD A FUN TIME AND I HEARD A LOT OF POSITIVE FEEDBACK ABOUT IT TODAY.

THE WHOLE ASSEMBLY WENT REALLY WELL, SIGNIFICANTLY BETTER THAN THE WELCOME BACK ASSEMBLY THAT WAS ON THE FIRST.

ASB IS STARTING WITH TWO FORMAL PLANS.

I TALKED TO THE FRESHMEN TODAY AND WE SHOULD HAVE A DATE AND THEME AND LIKE ALL THAT STUFF WORKED OUT PRETTY SOON.

WE'RE LOOKING INTO A GREAT OPPORTUNITY TO CONTINUE TO IMPROVE OUR LEADERSHIP SKILLS.

AWSL IS PUTTING ON A CONFERENCE ON NOVEMBER 4TH IN TACOMA.

I BELIEVE THE CURRENT ASB EXECUTIVES, ALONG WITH OUR JUNIOR AND SENIOR CLASS PRESIDENTS, WOULD ATTEND.

AND THAT'S ALL.

YOU GUYS HAVE ANY QUESTIONS? 669 SOUNDS REALLY BIG.

IS THAT A LARGE TURNOUT FOR DANCE? YEAH, IT'S PRETTY BIG.

IT'S NOT AS BIG AS LAST YEAR'S HOMECOMING.

LAST YEAR WAS BIGGER? YEAH, I THINK LAST YEAR'S WAS 700 SOMETHING.

YEAH. YEAH. BUT IT'S STILL PRETTY GOOD.

YEAH, VERY GOOD. YEAH.

EXCELLENT. THANK YOU, GUYS.

THANK YOU. THANK YOU.

AND NOT SEEING ANY OTHER STUDENTS IN OUR AUDIENCE HOW ABOUT OUR STUDENT REPRESENTATIVES? YEAH. AS LOUIE SAID, HOMECOMING WAS A REALLY BIG SUCCESS.

WE WERE ALL REALLY HAPPY WITH THE WAY IT TURNED OUT.

IN THE FIRST HOUR, THE FIRE ALARM WENT OFF LIKE NINE TIMES AT HOMECOMING.

SO THAT WAS IT WAS REALLY FUNNY.

[LAUGHTER] IT WAS A LITTLE BIT OF A SHOCK.

WE WERE ALL LIKE, WHAT IS GOING ON? BUT IT WAS LIKE AT HOME, YOU KNOW, IN THE MIDDLE OF THE NIGHT WHEN IT STARTS GOING OFF OVER AND OVER AGAIN.

SO IT KIND OF ADDED A LITTLE BIT OF A FUNNY, YOU KNOW, TONE TO THAT START OF THE DANCE.

AND AS LOUIE SAID, IT WASN'T AS BIG AS LAST YEAR'S HOMECOMING.

BUT THAT'S HOMECOMING IS BY FAR OUR BIGGEST DANCE.

AND WE WERE GLAD THAT WE EVEN GOT CLOSE TO WHAT IT WAS LAST YEAR BECAUSE THAT WAS JUST LIKE OUT OF THE BALLPARK INSANE FOR A DANCE FOR US.

SO YEAH, I THINK THAT'S ABOUT IT.

THE SCHOOL YEAR IS GOING WELL.

WE'RE ALL PUSHING THROUGH THE RAINY SEASON, STARTING TO GET INTO WINTER.

IT'S STARTING. I KNOW.

YEAH, IT REALLY HAS BEEN TAKING A TOLL ON ME.

I WENT AND TOOK A NAP WHEN I GOT HOME SO.

SARA IT'S BEEN RAINING LIKE TWO DAYS.

[00:05:01]

[LAUGHTER] IT HITS ME QUICK.

OKAY. I AM NOT VERY RESILIENT.

[INAUDIBLE] AS LONG AS SHE'S NOT TALKING ABOUT SNOW.

I'LL BE FINE. DON'T TALK.

DON'T EVEN BRING IT UP YET.

TALK ABOUT SNOW. YOU HAVE TO DO IS MENTION IT.

ALL THE SNOW IN OCTOBER [LAUGHTER] YEAH, YEAH, GO AHEAD.

YEAH. SO AT RIVER HOMELINK, WE JUST HAD OUR FIRST SPIRIT WEEK AND OUR FIRST TWO ASSEMBLIES.

WE HAVE ONE ON THURSDAY AND FRIDAY BECAUSE WE HAVE DIFFERENT STUDENT DEMOGRAPHICS THOSE DAYS I ACTUALLY HAD THE PRIVILEGE TO SPEAK AT THEM.

IT WAS VERY GREAT.

PEOPLE LOVED THEM. PEOPLE LOVED THE SPIRIT WEEK THEMES.

AND ALSO CLARK COLLEGE BEGAN TODAY FOR RUNNING START STUDENTS.

AND SO NOW WE'RE ALL TRYING TO FIGURE OUT CANVAS WHICH OH MY GOODNESS GUYS.

BUT YEAH, SO STILL GETTING SETTLED WITH THE SCHOOL YEAR, I THINK FOR ALL OF US STUDENTS AND I THINK IT'S GOING REALLY WELL.

DID YOU SAY YOU'RE TRYING TO FIGURE OUT THE CAMPUS OR CANVAS.

CANVAS, WHICH IS THE PLATFORM? YEAH, IT'S LIKE THE PLATFORM [INAUDIBLE] I STILL HAVEN'T FIGURED OUT HOW TO SUBMIT ASSIGNMENTS, BUT I'M SURE EVERYTHING ELSE.

I'M SURE YOU DON'T NEED THAT. [LAUGHTER] YEAH, NO, IT'LL BE FINE.

JULIA, I WAS CURIOUS.

I KNOW THAT THE ENROLLMENT IS UP, BUT RIVER HOMELINK IS PRETTY SIGNIFICANTLY.

DO YOU NOTICE? YES. AN INCREASE IN STUDENTS? ABSOLUTELY. DOES IT FEEL CROWDED? OH, VERY. YEAH.

LIKE LAST YEAR WE THOUGHT IT WAS CROWDED.

AND THEN THIS YEAR WE'RE LIKE, OH, ESPECIALLY WITH LIKE THE LONGHOUSE GOING TO BE BGBA.

NOW WE'RE A LITTLE BIT LIKE HIGH SCHOOLERS ARE BACK IN THE BUILDING INSTEAD OF IN THE LONGHOUSE.

AND THEN BUT YOU CAN SENSE IT, YOU CAN NOTICE IT.

YEAH. THERE'S LIKE, YEAH, THERE'S NOT REALLY ROOM FOR EVERYBODY.

YEAH. THAT'S GOOD FEEDBACK FOR US.

SO THANKS. IT'S HARD TO TELL, YOU KNOW, BECAUSE IT'S SUCH A DIFFERENT SCHOOL WHERE NOT EVERYBODY IS ON CAMPUS AT ONE TIME.

SO, YOU KNOW, EVEN THOUGH YOU GET AN INCREASE OF STUDENTS, YOU REALLY, YOU KNOW, YOU'RE SPLITTING THAT INCREASE.

SO I WAS JUST WONDERING IF IT WAS PALPABLE ON YOUR END AND IT SOUNDS LIKE IT IS.

SO THAT'S GOOD FEEDBACK FOR US.

THANK YOU. YEAH.

THANK YOU.

WITH THAT, WE WILL MOVE ON TO COMMITTEE REPORTS.

AND WE HAD I THINK WE'LL HEAR A LOT FROM THE LEGISLATIVE COMMITTEE.

SO GENERAL ASSEMBLY WAS LAST FRIDAY AND SATURDAY.

IT LASTED THE ENTIRE TWO DAYS, 9 TO 6 ON FRIDAY AND 9 TO 4:30 ON SATURDAY.

BUT THE FIRST 4.5 HOURS WAS DEBATE AND PARLIAMENTARY MANEUVERING ABOUT THE WEIGHTED VOTE.

AND I DON'T KNOW. DID ANYBODY LISTEN IN? IT WAS YEAH.

BUT IN THE END, THE WEIGHTED VOTE WENT AWAY AND NOW EVERY DISTRICT HAS ONE VOTE AND THAT'S BEEN IN PLACE SINCE 1986.

SO IT FELT LIKE THAT WAS A MAJOR CHANGE FOR WSSDA.

AND THIS YEAR, 155 DELEGATES PARTICIPATED.

AND EVEN ON THE SECOND DAY WHEN THEY CALLED FOR A QUORUM, THEY WERE STILL AT 129, WHICH I THINK IS PRETTY GOOD.

AND THAT WAS ABOUT MIDWAY THROUGH THE MORNING ON THE SECOND DAY.

AND SO I FEEL THAT THE CHANGE IN THE WEIGHTED VOTE, NOT HAVING THE WEIGHTED VOTE WILL BRING PEOPLE TO WSSDA.

AND REMEMBER, THERE'S 295 DISTRICTS.

SO EVEN 155 DELEGATES IS BARELY OVER HALF OF THE DISTRICTS.

THEY ALLOWED FOR LIVE AMENDMENTS, WHICH THEY HAVEN'T ALWAYS DONE IN THE PAST.

AND THAT WAS THE REASON IT TOOK SO LONG, BECAUSE THERE WERE AMENDMENTS AND AMENDMENTS TO THE AMENDMENTS.

AND DOING THAT ALL LIVE IT, THE PROCESS WILL HAVE TO BE REFINED.

I FEEL LIKE WE COULD HAVE GONE ON FOR ANOTHER DAY AND I'VE NEVER BEEN IN A PROCEEDING WHERE THERE WERE SO MANY CALL THE QUESTION PEOPLE JUST GOT FED UP WITH THE DEBATE. AND SO IT WAS INTERESTING.

YEAH, VERY INTERESTING.

BUT. YEAH, THAT'S ALL I HAVE ON THAT.

ANY QUESTIONS? THANK YOU. WE DID VOTE ON 48 PROPOSALS, SO.

SOUNDS LIKE A LONG TWO DAYS.

THANK YOU FOR DOING THAT. YEAH.

AUDIT COMMITTEE REPORT.

WE DIDN'T HAVE A MEETING BECAUSE OF WE'LL HAVE ONE ON OCTOBER 4TH.

YEAH. BATTLE GROUND EDUCATION FOUNDATION.

THANK YOU. WELL, EVERYONE'S REALLY JUST LOOKING FORWARD VERY MUCH TO THE AUCTION, WHICH IS OCTOBER 5TH THROUGH THE EIGHTH.

AND THE IN-PERSON PORTION OF THE AUCTION IS OCTOBER 7TH, SATURDAY.

AND YEAH, IT'S REALLY FULL STEAM AHEAD.

THEY'VE RECEIVED THE FOUNDATIONS, RECEIVED A LOT OF WONDERFUL DONATIONS FROM INDIVIDUALS AND FROM BUSINESSES.

AND SO THERE'S A LOT OF REALLY EXCITING THINGS THAT PEOPLE CAN BID ON.

[00:10:02]

SO VERY MUCH LOOKING FORWARD TO IT.

THANK YOU.

BOARD I KNOW SANDY SENT OUT A POLL TO YOU TO ASK IF YOU'RE INTENT ON PARTICIPATING IN THE AUCTION ATTENDING? DID EVERYBODY ANSWER THAT? I DON'T KNOW THAT I DID.

I DON'T KNOW THAT I DID EITHER.

YEAH, I TALKED TO MY WIFE AND WE DO HAVE A PREVIOUS EVENT ON THE IN-PERSON DAY, BUT I WILL CERTAINLY.

F AND THEY'RE TRYING TO GET THEIR TABLE SET AND TRYING TO FIGURE OUT WHERE WE ARE WITH THAT.

SO IF YOU COULD AT SOME POINT LET SANDY KNOW WHETHER OR NOT YOU'RE INTERESTED IN ATTENDING, THAT WOULD HELP US BECAUSE THEN WE CAN WE'LL GET A TABLE NONETHELESS, BUT WE'LL KNOW HOW MANY SPOTS WE HAVE.

WE'LL KNOW WHETHER WE CAN ACTUALLY SIT AT YOUR TABLE, RIGHT? YEAH. [LAUGHTER] THE SPOTS ARE SAVED FOR ALL OF YOU.

AND IF YOU'RE NOT GOING TO BE THERE, WE'LL OFFER THEM.

WE'LL ASK OTHERS. WE'LL ASK THEM FOR SOMEONE ELSE, BUT.

OKAY. THANK YOU.

WIAA. YEAH, WE HAD A REGULAR MEETING.

I'LL GIVE YOU THE HIGH POINTS HERE.

WE'VE BEEN TRACKING THE RECLASSIFICATION PROCESS BECAUSE WE'RE COMING TO THE END OF OUR FOUR YEAR CYCLE.

THE WIA WILL SEND OUT NEW DRAFT NUMBERS TOWARDS THE END.

EXCUSE ME, EARLY NOVEMBER.

IT IS JUST A DRAFT.

AND THEN BY DECEMBER 22ND, WE HAVE TO NOTIFY IF WE'RE GOING TO OPT UP OR IF WE'RE GOING TO HAVE AN INTENT TO APPEAL.

INTERESTING THING, THOUGH, IS THAT THERE'S CURRENTLY THEY'VE ALREADY HAD THE FIRST READING ON IT, BUT THEY'RE WORKING.

THEY'RE HOLDING OFF ON THE SECOND READING UNTIL THEY START TO SEE WHERE THEIR NUMBERS ARE GOING TO LIE.

AND THE CURRENT THRESHOLD FOR 3 TO 4 A IS 1250 VIA THE LAST AMENDMENT.

BUT AGAIN, THEY'RE REEVALUATING.

AND WHAT THEY'RE TRYING TO DO IS AVOID CREATING A POCKET OR A BUBBLE.

SO IF, SAY, 2 OR 3 SCHOOLS ARE RIGHT ON THE CUSP OF THAT 1250 NUMBER, THEY'RE JUST GOING TO DROP IT TO, SAY, 1199 IN ORDER TO MOVE THOSE SCHOOLS UP AND TO HAVE ONE BIG CHUNK.

AND THEN THERE'LL BE A GAP AND THEN THERE'LL BE THE 3A KIND OF GROUPING, BECAUSE THEY DON'T WANT TO HAVE THIS OFFSHOOT OF TEAMS THAT ARE 3A AND HAVE REALLY HIGH NUMBERS. SO AGAIN, THEY'RE KIND OF JUST WAITING FOR THE SECOND READING UNTIL THOSE NUMBERS COME IN AND THEY'LL MAKE A DECISION.

BUT WHAT THAT MEANS IS THAT BASED ON THE PRELIMINARY NUMBERS WE'RE SEEING RIGHT NOW, PRAIRIE IS DEFINITELY GOING TO BE A 4A SCHOOL ON THE NEXT CYCLE.

SO WE CAN ANTICIPATE THAT COMING.

AND OBVIOUSLY, WE KNOW THAT BATTLE GROUND IS PREPARING FOR THE NUMBERS COME OUT AND THEN SUBMITTING AN INTENT TO APPEAL.

THERE IS SOME SENTIMENT RIGHT NOW, THOUGH, WITHIN OUR SMALL DISTRICT THAT THAT'S GOING TO BE AN UPHILL BATTLE FOR US WITH THE WAY THE FOOTBALL TEAM HAS BEEN PERFORMING.

AND IN CASE YOU GUYS AREN'T AWARE, WHEN YOU COME TO RECLASSIFICATIONS, YOU CAN EITHER RECLASSIFY JUST THE FOOTBALL PROGRAMS OR THE SCHOOL AS A WHOLE. AND THE INITIAL INTENT RIGHT NOW IS TO DO THE SCHOOL AS A WHOLE AND DROP AN APPEAL TO DROP DOWN TO 3A BUT AGAIN, THAT IS YET TO BE SEEN AND DECIDED AT THIS TIME.

SO WE'RE JUST KIND OF AS THE DAYS GO ON WE'LL SEE HOW WE'LL SEE HOW THAT ROLLS OUT.

BUT IT'S STILL IN THE AIR.

THE OTHER IS THERE IS A PROPOSED AMENDMENT.

IT IS STILL IN I WOULDN'T CALL IT ROUGH DRAFT FORM, MAYBE FINAL DRAFT FORM.

THEY'RE EVALUATING THE NEED TO REDUCE THE NUMBER OF PRACTICES FOR NON-FOOTBALL SPORTS.

SO CURRENTLY YOU MIGHT HAVE TO HAVE 12 PRACTICES BEFORE A CONTEST.

NOW THEY MIGHT CONSIDER DROPPING IT DOWN TO 7 OR 8.

AND THAT'S SOMETHING THAT HAS COME OUT OF THE COVID ERA BECAUSE THEY'VE EXPERIENCED WHERE, YOU KNOW, ATHLETES GOT, YOU KNOW, 7 OR 8 PRACTICES AND WERE CONFIDENT ENOUGH TO PRACTICE AT THAT POINT THAT 12 WOULDN'T HAVE REALLY MADE A DIFFERENCE.

SO AGAIN, IT IS IN FINAL DRAFT FORM.

SO WE COULD SEE THAT COMING UP AS AN AMENDMENT.

OUTSIDE OF THAT, NOTHING ELSE SIGNIFICANT, JUST EJECTIONS, RULE VIOLATIONS AND THE STANDARD BUSINESS.

TED THE PRACTICE THING THAT'S JUST SETTING A MINIMUM REQUIREMENT, RIGHT? I MEAN, COACHES AND TEAMS COULD CHOOSE TO GO ABOVE THAT.

THEY'RE SETTING KIND OF THE FLOOR.

YEAH, I MEAN, TYPICALLY SPEAKING, YES, IT WOULD BE MORE OF A FLOOR, BUT I'VE NOT HEARD OF ANY PROGRAMS REQUIRING ADDITIONAL PRACTICES ABOVE THE WAA STANDARD.

TED, WHAT'S OUR PLAYOFF ALLOTMENT FOR FOOTBALL THIS YEAR FOR 3 A?

[00:15:03]

AND DO YOU KNOW WHAT PRAIRIE'S IS AND WHAT 4A IS? I DON'T KNOW WHAT THE THREE A IS 4A IS THREE.

THREE. WE HAVE THREE ALLOTMENTS.

SO WHAT THAT MEANS IS THAT CURRENTLY THERE'S ONLY FOUR TEAMS IN THE 4A GREATER SAINT HELENS LEAGUE, US OR BATTLE GROUND HIGH SCHOOL, SKYVIEW, UNION HIGH SCHOOL AND CAMAS.

AND SO WE WOULD ONLY HAVE TO WIN ONE OF THOSE THREE GAMES IN ORDER TO HAVE A SPOT IN THE PLAYOFFS FOR A LEVEL.

I APOLOGIZE. I DON'T KNOW PRAIRIE'S ALLOTMENT RIGHT OFF THE TOP OF MY HEAD, BUT I COULD LOOK IT UP.

NO, I KNOW IT'S I THINK IT'S ON A ROTATING BASIS.

IT'S EITHER 2 OR 3, RIGHT? DEPENDING ON THE YEAR.

AND I DON'T KNOW, WE'RE IN AN OFF YEAR ON YEAR THEY CAN GET AWAY WITH THE FLU OR HOW THAT'S GOING TO WORK FOR THEM.

RIGHT? TOM WOULD ACTUALLY HAVE THAT ANSWER.

DID YOU, THE PRACTICE THING.

DID YOU SAY IT'S NOT FOOTBALL? IT'S EVERY SPORT? IT'S EVERY NON-FOOTBALL SPORT.

NON-FOOTBALL, SPORT. FOOTBALL IS THE ONLY ONE THAT'S STILL GOING TO BE REQUIRED TO MAINTAIN THOSE 12 PRACTICES FOR A CONTEST.

GOTCHA. YEAH, THERE IS SOME OTHER STUFF BREWING WITH THE COACHES TRAINING, BUT I WASN'T REALLY GOING TO BRIEF ON THAT UNTIL WE GET SOME MORE DEFINITIVE ANSWERS. THERE COULD BE SOME POTENTIAL RELAXING OF SOME RULES THERE AS WELL AS SOME, BUT THAT'S YET TO BE SEEN.

ANYONE WITH WSSDA UPDATES.

YEAH, I DID HAVE OUR TRUST LAND ADVISORY MEETING TODAY AND.

I WAS PRETTY LUCKY.

IT WAS CENTERED ON THE TWO LEGISLATIVE PROPOSALS THAT WENT THROUGH THE ASSEMBLY.

DOES SOUND LIKE THEY DID SOME SIGNIFICANT AMENDMENT TO ONE OF THEM AND THAT TOOK SOME TIME.

BUT THE DESCRIPTION I GOT FROM THE GROUP IS ACTUALLY THAT THEY THOUGHT IT WAS GOOD.

SO IN THE SECTION WHERE THEY'RE GOING TO TAKE THE TIMBER REVENUE AND REALLY PROVIDE IT TO THE SMALLEST SCHOOL THE SCHOOLS UNDER 1000 POPULATION, THEY HAD THROWN IN SOME EXTRA LANGUAGE IN THE LAW THAT SAID YOU HAD TO HAVE LIKE RUN AND FAILED A BOND 3 OR 4 TIMES YOU HAD TO DO. AND THEY JUST FELT LIKE THAT WAS SOMETHING THAT NEEDED TO BE MORE LIKE IN A COMMITTEE THAT DECIDES HOW THE MONEY IS DIVIDED UP AND NOT WRITTEN INTO LAW, WHERE IT WAS GOING TO TAKE AN ACT OF CONGRESS TO CHANGE IT.

SO THEY JUST MADE IT MORE SIMPLE AND SAID, IF YOU'RE UNDER 1000, YOU CAN AT LEAST APPLY.

AND THEN WE'LL SEE HOW WE DIVIDE IT UP AND WHAT THE NEED IS LATER ON.

THE REVENUES ARE COMING IN BETTER THAN THEY EXPECTED.

SO THEY FEEL LIKE THEY'LL BE ABLE TO DEAL WITH THAT AND THEY ACTUALLY ALREADY HAVE A PLAN TO EXPAND IT FOR SCHOOLS WITH 3000 POPULATION AND LESS OVER A PERIOD OF SEVERAL YEARS.

SO IT LOOKS LIKE THAT PROGRAM IS GOING WELL.

MARK, IS THERE ANY TALK ALONG THOSE LINES OF RAISING THE MATCHING FUNDS, I MEAN, SO THAT IT MORE MORE CLOSELY RESEMBLES WHAT WE'RE BEING CHARGED PER SQUARE FOOT? YEAH. BOY, I HAVEN'T HEARD ANYTHING.

THIS ONE IS REALLY DIFFERENT.

IT'S NOT THE STANDARD ONE THAT EVERYBODY ELSE APPLIES FO.

SO IT'S JUST IT'S A SEPARATE.

IT'S A SPECIAL GRANT JUST FOR THOSE SMALL SCHOOLS.

I WAS JUST THINKING, IF THE STATE IF THE MONEY IS COMING IN, IT WOULD BE NICE TO CLOSE THAT GAP.

YEAH. BECAUSE I BELIEVE RIGHT NOW IT'S 270 ISH SOMEWHERE.

RIGHT IN THERE. YEAH.

I DON'T KNOW. YEAH, YEAH, YEAH.

THE MAIN ADVANTAGE WOULD BE SINCE THESE HAVE TRADITIONALLY BEEN VERY NEEDY SCHOOLS THAT HAVE BEEN IN COMPETITION FOR THE MAIN POOL, IT TAKES THEM OUT OF THE COMPETITION FOR THAT MAIN POOL.

SO THERE IS POTENTIAL THAT THE PEOPLE LEFT IN THE POOL, IF THEY CAN PASS IT ON.

RIGHT. COULD HAVE MORE MONEY AVAILABLE BECAUSE MORE MONEY IS BEING GENERATED.

I DO THINK THAT THE END RESULT OF THE LAWSUIT THAT WIACOM BROUGHT, IT MAY NOT HAVE WON THE DAY, BUT I DO THINK THAT IT HAS SHED SOME LIGHT. I'M HEARING MORE CONVERSATION ABOUT INCREASING THE LEVEL OF MATCHING FUNDS THIS IS GOING ON.

I'M ALSO HEARING MORE TALK ABOUT LOWERING THE VOTE AMOUNT NEEDED FROM THE SUPERMAJORITY.

SO THAT IS POSITIVE.

ONE OF THE DISCUSSIONS ABOUT THE NUMBER, YOU KNOW, YOU WERE TALKING ABOUT 3000 AND ONE OF THE DISCUSSIONS THAT CAME UP AND ONE OF THE ATTEMPTED AMENDMENTS, I DON'T THINK IT PASSED WAS TO MAKE DEFINITE THAT THE NUMBER WAS STUDENTS ATTENDING IN THAT DISTRICT.

SO SOME OF THOSE VERY SMALL DISTRICTS HAVE VIRTUAL SCHOOLS AND THEY DIDN'T WANT THE VIRTUAL STUDENTS TO COUNT.

[00:20:07]

OBVIOUSLY, BECAUSE THEY STILL NEED THE BRICK AND MORTAR SCHOOL FOR THE NUMBER THAT THEY HAVE.

BUT IT MIGHT PUT THEM OUT OF THE RUNNING FOR THAT FUNDING.

SO WASN'T SUCCESSFUL IN THAT AVENUE, THE PROBLEM HASN'T GONE AWAY.

RIGHT. WE NEED HELP WITH FUNDING BILLS.

YES. ALSO FOR WSSDA, THE NETWORKING HOUR ON THURSDAY.

RIGHT NOW, IT'S EVERY OTHER THURSDAY IF YOU WANT TO SIGN UP FOR IT, IT'S ON THE WSSDA WEBSITE.

BUT THIS THURSDAY, THEY'LL BE TALKING ABOUT WHAT WE AS SCHOOL BOARD DIRECTORS CAN LEGALLY DO IN TERMS OF POLITICAL CAMPAIGNS, OTHER PEOPLE'S POLITICAL CAMPAIGNS, AND OUR OWN, I GUESS, AND ALSO WHAT WE CAN ETHICALLY DO, GETTING INVOLVED IN THE POLITICAL CAMPAIGNS.

AND THEN THE OTHER THING IS ELECTIONS ARE COMING UP STARTING OCTOBER 1ST.

AND SO I JUST WANT TO ENCOURAGE EVERYONE TO BE SURE AND VOTE, BECAUSE IT'LL BE THE WSSDA OFFICERS, THE LEDGE REPS FOR EACH DISTRICT AND ALSO THE ESD BOARDS AND THE STATE BOARD OF EDUCATION.

SO BE SURE AND WATCH FOR THAT EMAIL.

YOU SHOULD GET AN EMAIL WITH A LINK TO VOTE.

AND I THINK RIGHT NOW YOU CAN GO ON AND AND TAKE A LOOK AT THE CANDIDATES.

SO THAT'S ALL I HAVE.

ANYTHING ELSE? OKAY.

I CAN CONFIRM. YOU CAN GO ON AND LOOK AT THE CANDIDATES.

I DID THAT YESTERDAY.

TOURIST COMMITTEE.

WE HAVE OUR FIRST TOUR IS SCHEDULED FOR THE END OF NEXT MONTH, SO THAT'S EXCITING.

THE GROUPS ARE NOTED ON BOARD DOCS, SO PLEASE TAKE A LOOK BECAUSE THEY'VE SWITCHED THIS YEAR AND SO JUST BE MINDFUL OF THAT.

WELL, GROUP ONE WILL BE AT AMBOY MIDDLE SCHOOL AND GROUP TWO WILL BE AT MAPLE GROVE PRIMARY ON OCTOBER 20TH, WHICH IS A FRIDAY, AND THEN GROUP THREE AT RIVER HOMELINK AND BATTLE GROUND VIRTUAL ACADEMY ON TUESDAY THE 24TH.

SO IT'S EXCITING TO GET THOSE STARTED AGAIN.

ANYTHING ELSE ON TOURS? I'M GOING TO BE PRESENTING AT THE WASHINGTON SCIENCE TEACHERS THAT DAY.

SO, MARY, IT LOOKS LIKE YOU'RE IN.

MY GROUP. I'LL BE THERE IF ANYBODY.

WELL, THE OTHER ONE.

THE OTHER ONE ON THE 20TH DOESN'T WORK FOR ME, BUT I'LL EITHER TRY TO JOIN THE ONE ON THE 24TH, OR IF ANYBODY ELSE HAS A TROUBLE WITH THEIR DATE, I CAN SWAP WITH YOU.

GREAT. THANK YOU. AND JULIA, YOU'RE WITH JACKIE AND I.

YES. IN GROUP THREE.

AND WE'RE STARTING AT RIVER HOMELAND.

WE'RE EXCITED. YOU ALREADY KNOW THE WAY.

I DO. WE DON'T EVEN NEED.

SO YOU'RE GOING TO GIVE US THE TOUR? OH, YEAH. SWEET.

I MAY BE IN TRIAL ON THE 20TH.

WE'LL SEE. YEAH.

YEAH. JUST LET US KNOW.

WITH THAT, WE CAN MOVE ON TO DIRECTORY REPORTS.

ANY REPORTS FROM EITHER ANY OF OUR DIRECTORIES ANYWAY? I FEEL LIKE IT'S SO QUIET RIGHT NOW.

[LAUGHTER] YEAH, NOT THIS TIME.

ANYBODY GOT ANYTHING TO SAY? BATTLE GROUND HIGH SCHOOL'S FOUR AND ZERO ON THE FOOTBALL TEAM.

IT'S BEEN A LONG TIME.

THAT'S HAPPENED. THE NINTH TIME THE HIGH SCHOOL'S BEEN FOUR AND ZERO.

AND THIS IS. IT HASN'T BEEN SINCE 1942 THAT WE'VE ALLOWED ONLY SEVEN POINTS ON US.

YEAH. FANTASTIC.

WOW. THAT'S CRAZY.

YOUR SENIOR YEAR. SORA.

I KNOW IT'S SUCH A FUN FEELING BEING AT A FOOTBALL GAME AND, LIKE, ACTUALLY WATCHING THEM WIN.

NO, NO, HATE TO ANYONE INVOLVED, BUT IT'S LIKE.

AND THAT WAS SORA TOLLEY RECORD.

THAT WAS SORA. [LAUGHTER] THIS IS BEING RECORDED.

YOU'RE SO. OH, MAN.

WITH THAT, WE'LL TURN IT OVER TO SUPERINTENDENT WATERS.

[6. Superintendent and Staff Updates]

THANK YOU. FIRST, I'D LIKE TO OFFICIALLY ANNOUNCE HERE, I MEAN, ALL OF YOU ARE AWARE THAT LAST WEDNESDAY EVENING WE REACHED A TENTATIVE AGREEMENT BETWEEN THE DISTRICT AND BGEA.

WE'RE VERY EXCITED ABOUT THAT.

WE BELIEVE THAT IT IS A GREAT SETTLEMENT.

WE'RE HAPPY FOR OUR CERTIFICATED STAFF.

I FIRST, I REALLY DO WANT TO THANK OUR BARGAINING TEAMS. I WANT TO GIVE SPECIAL APPRECIATION.

A MOTION TO MICHELLE REINHARDT, LUKE LACOUNT, STEPHANIE WATTS, WHO WAS HERE PRIOR TO FOR THEIR WORK ON OUR TEAM, AND THEN ALSO WANT TO

[00:25:07]

GIVE EQUAL KUDOS TO BGA PRESIDENT CURTIS CREIBER WHO STARTED IT, AND KIM BECKER WHO IS IN THE AUDIENCE, AND KIM WHO HELPED US FINISH IT UP AND THE ENTIRE BARGAINING TEAM FOR BGEA.

I WILL SAY THAT EVEN THOUGH BARGAINING IS AT TIMES CAN BE CONTENTIOUS AND THERE'S A LOT OF EMOTION, WE CERTAINLY APPRECIATED THE WORKING RELATIONSHIP THAT WE HAD THE ENTIRE TIME.

THERE WAS NOTHING BUT THE UTMOST RESPECT GIVEN AND THAT WAS SO GREATLY APPRECIATED.

I ALSO WANT TO THANK OUR TEACHERS AND THE UNION FOR AGREEING TO STAY ON WORK WHILE WE FINISH THE NEGOTIATIONS. AND THAT WAS HUGE FOR US AND FOR THE COMMUNITY.

SO, KIM, THANK YOU FOR FOR THAT.

AND PLEASE CONVEY THAT TO THE MEMBERS.

THE MEMBERS WILL BE VOTING TOMORROW NIGHT AT 5:00 AT BATTLE GROUND HIGH SCHOOL.

AND IF THEY APPROVE THE CONTRACT, WE'LL BE BRINGING IT TO THE BOARD AT THE NEXT MEETING.

I WANTED TO LET YOU KNOW THAT ONCE THE CONTRACT IS APPROVED, WE'LL BE GIVING WE'LL BE SENDING THAT CONTRACT YOUR DIRECTION SO THAT YOU HAVE AN OPPORTUNITY TO LOOK IT OVER.

WE'LL ALSO BE SENDING, FOR LACK OF A BETTER TERM, SOME KIND OF A CHEAT SHEET, YOU KNOW, THE READER'S DIGEST VERSION SO THAT YOU CAN SEE WHERE.

[INAUDIBLE] [LAUGHTER] YEAH, WHERE, YOU KNOW, WE'LL POINT OUT WHERE THE CHANGES WERE MADE AND AND ALL OF THOSE KINDS OF THINGS.

SO THAT'LL GIVE YOU PLENTY OF OPPORTUNITY PRIOR TO THE NEXT MEETING.

IF YOU HAVE ANY QUESTIONS, WE CAN THEN ADDRESS THOSE AND ALWAYS YOU'RE ALWAYS WELCOME TO IF YOU HAVE ANY QUESTIONS OR CONCERNS TO REACH OUT INDEPENDENTLY TO ANY OF US AND WE CAN GLADLY ANSWER YOUR QUESTIONS AROUND THAT.

SO AGAIN, THANKS BOARD.

THANKS FOR YOUR SUPPORT DURING THE LONG PROCESS.

I DID WANT ON ANOTHER BIT OF GOOD NEWS.

OUR FIRST MEETING WAS HELD A WEEK AND A HALF AGO AND OUTSTANDING MEETING.

WE HAD NINE NEW MEMBERS AND IT'S NICE.

I WAS TELLING MARK THIS THAT WHAT I'M FINDING ENJOYING MOST IS THAT WE CONTINUE TO MORPH.

AND NOW WITH OUR LEADERSHIP TEAM THAT WE PUT TOGETHER LAST YEAR, THE LEADERSHIP TEAM IS TAKING A BIGGER ROLE IN ACTUALLY RUNNING THE MEETINGS.

SO THEY RAN THE ENTIRE FIRST PART OF THE MEETING AND DID A LOT OF THE ORIENTATION OF THE NEW MEMBERS AND ALL OF THAT.

IT WAS A REALLY POSITIVE FOR THOSE OF YOU THAT HAVE BEEN THERE PREVIOUSLY, YOU KNOW, THAT WE HAVE ALWAYS STRUGGLED TO GET WORD ON THE STREET.

THEY MADE SURE WE GOT WORD ON THE STREET.

[LAUGHTER] RIGHT. WE GOT TO THAT THIS TIME.

AND IT WAS ONE OF THE FIRST REALLY GOOD.

YEAH, IT WAS ONE OF THE FIRST THINGS THAT WE DID.

SO OUTSTANDING MEETING.

WE'RE LOOKING FORWARD TO ANOTHER GREAT YEAR WITH OUR CITIZENS ADVISORY COMMITTEE.

AND THEN WE'VE BEEN REACHING WE WERE REACHED WE WERE CONTACTED BY THE LEGISLATIVE LIAISON FOR OSPI.

THEY ARE SCHEDULING A LEGISLATIVE TOUR TO DISCUSS CAPITAL FACILITIES WITH US.

AND THAT TOUR IS GOING TO BE ON THE 20TH OF OCTOBER NOW.

YEAH, MARK, YOU'LL BE GONE AND AND THEN SOME OF OUR BOARD MEMBERS WILL ALREADY BE IN TOURS.

JACKIE, YOU WILL NOT BE.

SO IF YOU WERE SO INCLINED, NO PRESSURE.

THE MEETING, THE TOUR START GOES FROM 10 TO 12 AND THERE'S GOING TO BE SEVERAL LEGISLATORS THERE FROM THE REGION.

I KNOW GREG CHANEY IS GOING TO BE THERE.

STEPHANIE MCCLINTOCK IS GOING TO BE THERE.

I MY UNDERSTANDING IS STONIER MONICA STONIER WILL BE THERE AND THEY'RE GOING TO TOUR PLEASANT VALLEY MIDDLE SCHOOL AND GLENWOOD PRIMARY SCHOOL.

AND BASICALLY THEY'RE INTERESTED IN SEEING OUR FACILITY NEEDS.

THEY DID INITIALLY ASK THAT THEY WANTED TO SEE ONE SCHOOL IN NEED OF FACILITY IMPROVEMENTS AND THEN ONE SCHOOL THAT WE RECENTLY RECEIVED STATE FUNDS FOR TO IMPROVE.

AND WHEN I POINTED OUT TO THEM THAT, WELL, IT'S BEEN 25 YEARS SINCE WE RECEIVED STATE FUNDS FOR A SCHOOL.

THEY WERE A LITTLE BIT CHAGRINED, BUT SAID WE WOULD GLADLY DO TWO OF YOUR SCHOOLS THAT ARE IN NEED.

SO WE'RE GOING TO WE'RE GOING TO HIGHLIGHT THOSE TWO SCHOOLS.

WHICH BRINGS ME TO ANOTHER ISSUE I WOULD LIKE TO PUT IN FRONT OF THE BOARD.

THERE IS THE QUESTION OF A BOND.

[00:30:02]

I WILL SAY TO YOU THAT IT IS OUR FEELING NOW, AND I KNOW THERE IS A REASON WHY WE DELAYED THIS DISCUSSION. AND THE REASON WAS MOSTLY RELATED TO THE FACT THAT WE WERE IN BARGAINING AND WE JUST DIDN'T KNOW WHERE THAT WAS GOING TO GO.

BUT I WILL SAY THAT WE HAVE REACHED A POINT WHERE IT'S PROBABLY NOT FEASIBLE TO GO AFTER A FEBRUARY BOND JUST BECAUSE OF THE PREPARATION TIME AND IT WOULD RUN OUT.

I KNOW THAT THERE WERE QUESTIONS.

THE BOARD WAS SPLIT PRETTY EVENLY, BUT I DO THINK THERE IS A DISCUSSION TO BE HAD.

WHAT I WOULD LIKE TO QUERY THE BOARD ON IS YOUR INTEREST AND I KNOW YOU HAD THIS INTEREST EVEN PRIOR TO THE EXTENSION OF OUR DISCUSSION BECAUSE OF THE NEGOTIATIONS, BUT LEARNING MORE ABOUT WHAT A CAPITAL LEVY MIGHT BRING US AND IF SO, WE COULD SET UP SOME KIND OF WORK SESSION AROUND THERE.

SHELLY AND I HAVE BEEN TALKING, WORKING WITH KEVIN AND OTHERS.

I WOULD LIKE TO HAVE KEVIN AS PART OF THE DISCUSSION FROM THE CAPITAL SIDE IN TERMS OF FACILITIES AND MAINTENANCE.

BUT I WOULD ALSO LIKE SCOTT MCDANIEL TO WEIGH IN BECAUSE MANY TIMES A CAPITAL LEVY IS USED TO PURCHASE TECHNOLOGY. AND THEN THE OTHER PEOPLE THAT I WOULD LIKE TO HAVE WEIGH IN IN THIS ARE DAVE AND ALLISON.

BECAUSE A CAPITAL LEVY CAN ALSO BE USED TO PURCHASE CURRICULUM.

AND I THINK WHAT WE ARE TALKING ABOUT IS THIS IDEA THAT RIGHT NOW THOSE THREE MAJOR ITEMS ARE BEING FUNDED OUT OF OUR LEVY.

AND THE IDEA THAT WE COULD POTENTIALLY REPLACE IT AT A MINIMAL COST TO OUR TAXPAYERS, YOU KNOW, WE COULD RUN SOMETHING IN THE RANGE OF 25 TO 35, $0.40 SOMEWHERE IN THERE AND GET GET THE MONEY NEEDED TO HELP DO THE THINGS THAT WE NEED TO DO. BUT I DO THINK IT'S WORTH HAVING A DISCUSSION, SO I WOULD LIKE TO PLAN THAT.

AND I'D ALSO BE INTERESTED IN HEARING YOUR THOUGHTS OR CONCERNS AROUND THE TIMELINE FOR A BOND.

WE JUST DON'T FEEL LIKE IT TAKES.

MARK, I KNOW YOU'VE BEEN PART OF THEM BEFORE.

IT TAKES THERE'S A LOT OF TIME AND EFFORT AND ENERGY AND THAT WOULD BE TOUGH TO DO.

SO ANY THOUGHTS ON THESE TWO PIECES.

I THINK A WORK SESSION WOULD BE A GREAT IDEA.

YEAH, I WOULD WELCOME A WORK SESSION.

I THINK WE'RE GOING TO BE CHANGING BOARD MEMBERS.

RIGHT. AND THAT IT WOULD BE BENEFICIAL FOR AT LEAST OUR NEW MEMBERS TOO.

I AGREE. SO PERHAPS AFTER NOVEMBER.

YEAH. SO A DECEMBER WORK SESSION, POSSIBLY JANUARY.

GOOD IDEA. THANK YOU.

I WOULD SAY ONE OF MY REASONS FOR REALLY SAYING LET'S LOOK AT THIS FEBRUARY BECAUSE WE ARE HAVING THE PREVIOUS BOND DROP OFF AND IF NOTHING ELSE, IT'S REALLY AN OPPORTUNITY TO HELP EDUCATE THE PUBLIC ON HOW SCHOOLS ARE FINANCED AND WHY THEY'RE GOING TO SEE A CHANGE IN THEIR TAX RATE WHEN THAT BOND DROPS OFF.

AND SO EVEN IF WE DON'T RUN A REPLACEMENT AT THAT TIME, I THINK IT WOULD BEHOOVE US TO NOT JUST DROP IT ALL TOGETHER AND THEN 3 OR 4 YEARS LATER COME BACK AND SAY, WELL, LET'S BUILD IT AT THAT.

LET'S REALLY TAKE ADVANTAGE OF HELPING THE PUBLIC UNDERSTAND WHY THOSE RATES ARE GOING TO CHANGE AND THAT WHEN THAT BOND DROPS OUT.

AND AMANDA AND I HAVE BEEN TALKING A LOT ABOUT AND I THINK THAT'S ONE OF THE REASONS OUR CONCERN IS THAT EVEN IN THE ABSENCE OF A BOND, WE WOULD LIKE TO DO SOME EDUCATION. I KNOW THAT AMANDA HAS AND THE ENTIRE COMMUNICATIONS DEPARTMENT IS LOOKING AT PROVIDING MORE INFORMATION ON OUR FACILITIES AND WHERE WE ARE WITH OUR FACILITIES, HOW MUCH MONEY WE SPEND WITH OUR FACILITIES, AND JUST DOING SOME EDUCATION ON THE DIFFERENCE BETWEEN A BOND AND A LEVY AND HOW BONDS ARE PASSED.

SO THAT IS OUR PLAN TO TO MOVE IN THAT DIRECTION.

SPEAKING TO WHAT OUR WHEN THEY CAME IN, DID THE PRESENTATION AND THEY TALKED ABOUT HOW YOU HAVE AN OLDER CAR AND HOW MUCH YOU PUT INTO IT, THAT'S AN IMPORTANT THING FOR OUR COMMUNITY TO UNDERSTAND.

YEAH. SO AND SO WE'RE NOT SURE THAT THAT WHETHER OR NOT A CAPITAL LEVY CAN EVEN PAY FOR A CURRICULUM.

SO THAT IS SOMETHING.

TECHNOLOGY INFRASTRUCTURE HERE BUT I KNOW THAT IN TERMS OF TECHNOLOGY, IT CAN PAY FOR CAN IT PAY FOR CHROMEBOOKS.

[00:35:04]

CHROMEBOOKS. AND SUCH? THERE ARE SPECIAL. THERE ARE SPECIAL LANGUAGE AROUND THAT.

THERE IS. OKAY.

SO. OKAY.

SO. WELL. BUT EVEN THOSE COSTS, REMOVING THOSE FROM THE LEVY WOULD ALLOW US TO MY CONCERN AROUND IT, AS YOU ALL KNOW, IS THE COSTS FOR THESE ITEMS KEEPS INCREASING.

AND THE MONEYS, YOU KNOW, THE MONEYS THAT WE'RE RECEIVING FROM THE STATE.

I MEAN, MICHELLE CAN TELL YOU THAT I THINK OUR M-SOCS WENT UP 3.1, 3.1, 3.1 FOR OUR MSOCS WENT UP.

AND THAT'S NOT COVERING THE INCREASE IN COSTS.

AND THEN SO WE'RE HAVING TO PULL INCREASING AMOUNTS OF MONEY FROM OUR LEVY, WHICH IS SUPPOSED TO BE FOR, YOU KNOW, PROGRAM, YOU KNOW, EXPANSION AND SERVICES, DIRECT SERVICES TO KIDS.

SO IT'S JUST IT JUST MAKES IT MORE AND MORE DIFFICULT.

YOU KNOW, KEVIN HAS SAID I MEAN, KEVIN MADE THE COMMENT TO ME TODAY THAT YOUR COSTS HAVE ALMOST TRIPLED.

RIGHT? RIGHT.

AND 1.5.

NO, NO. SO JUST IN TERMS OF THE AMOUNT OF MONEY THAT CURRENTLY EVERY YEAR WE TAKE OUT $1.5 MILLION FROM THE LEVY AND GIVE THAT TO KEVIN TO USE FOR CAPITAL PROJECTS.

WELL, YOU KNOW, 1.5 IS NOT BUYING US WHAT 1.5 USED TO BUY US AND ESPECIALLY OVER THE LAST 2 TO 3 YEARS.

SO, YOU KNOW, REALLY WE NEED TO SUPPLEMENT THAT MONEY.

BUT TAKING IT OUT OF LEVY IS NOT AN OPTION FOR US.

AND AMANDA HAS SOME INTERESTING STATS THAT ACTUALLY SHOW THAT WHEN YOU RUN A LEVY, RUNNING A CAPITAL LEVY AT THE SAME TIME HAS POSITIVE RESULTS FOR BOTH BECAUSE YOU'RE JUST BREAKING DOWN WHAT YOU'RE GOING TO USE THESE FOR. AND SO IT'S NOT IT DOESN'T HAVE THE SAME WHIPLASH EFFECT THAT A BOND AND A LEVY RUNNING AT THE SAME TIME DO SO.

THANK YOU FOR THAT DISCUSSION.

AND I THINK THAT'S IT.

TURN IT OVER TO SHELLY. ALL RIGHT.

JUST WANTED TO REALLY QUICKLY GIVE YOU AN UPDATE REGARDING OUR MENTORING PROGRAMS FOR THE DISTRICT.

SO WE HAVE TWO MENTORING PROGRAMS, AND I'M SURE YOU'VE HEARD PROBABLY OF THESE, BUT OUR BEST PROGRAM GOT JUST SOME GRAPHS TO SHOW YOU.

YOU CAN SEE THE PICTURE HERE OF THE NEW EMPLOYEES THAT WE HAVE.

NOT ALL OF THESE ARE FIRST YEAR, OF COURSE, BUT CLOSE TO 90 NEW EMPLOYEES CERTIFICATED EMPLOYEES THIS YEAR.

SO THAT IS PRETTY IN LINE WITH WHAT WE SAW LAST YEAR.

BUT THERE'S A SIGNIFICANT DIFFERENCE.

YOU SWITCH AND YOU CAN KIND OF SEE THAT IN THIS GRAPH HERE.

ONE OF THE THINGS THAT HAPPENED LAST YEAR WHEN WE HAD NEW TEACHERS IS A LOT OF THEM WERE NEW.

ABOUT HALF LAST YEAR WERE NEW THIS YEAR, JUST OVER 20 OF THEM WERE NEW.

AND YOU CAN SEE THAT PEOPLE THAT WERE NEW LAST YEAR, THEY'RE IN THEIR YEAR TWO.

AND SO THERE'S ABOUT 40 OF THEM THAT ARE CONTINUING ON IN THE BEST PROGRAM.

BEST OFFERS A VARIETY OF THINGS.

IT OFFERS MENTORING BY A A TEACHER WHO'S BEEN IN THE PROFESSION FOR FIVE YEARS OR MORE.

IT OFFERS PROFESSIONAL DEVELOPMENT.

IT OFFERS OBSERVATIONS AND FEEDBACK BEING GIVEN TO TO THE EMPLOYEE.

SO THE IDEA OF BEST IS TO REALLY HELP MAINTAIN TEACHERS IN THE PROGRAM OR IN THE PROFESSION.

WHAT WE KNOW ABOUT TEACHING IS, OF COURSE IT BECOMES MORE AND MORE DIFFICULT OVER THE YEARS.

IT'S BECOME A DIFFICULT PROFESSION AND IF YOU CAN MAINTAIN PEOPLE THROUGH THE FIRST FIVE YEARS THAT THEY TEND TO STAY IN THE CAREER FOR THEIR ENTIRE LIFE. BUT IF THEY DON'T, WE TEND TO LOSE THEM IN THE FIRST FIVE YEARS.

SO THE BEST PROGRAM REALLY HELPS SUPPORT MAINTAINING THOSE FOLKS, GIVING THEM THE SUPPORT THEY NEED AND ENCOURAGING THEM TO REACH OUT AND GET THE HELP.

IT IS BY CHOICE.

IT'S EMPLOYEES DON'T HAVE TO TAKE ADVANTAGE OF THE BEST PROGRAM, BUT AGAIN, IT GIVES THEM A STIPEND, A SMALL STIPEND.

IT GIVES THEIR MENTOR A SMALL STIPEND.

THEY GET OBSERVATION TIME AND IT'S DIFFERENT.

IT'S TIERED DIFFERENTLY BASED ON WHETHER THEY'RE A YEAR, ONE, YEAR TWO OR YEAR THREE IN THE PROFESSION.

AND SO GOOD NUMBERS, GOOD PARTICIPATION.

THIS YEAR WE'RE EXCITED ABOUT THE PROGRAM, ALWAYS CONTINUING TO ADD ASPECTS TO THE PROFESSIONAL DEVELOPMENT, WHICH HAPPENS IN THE EVENINGS AND THEY GET CLOCK HOURS FOR THAT

[00:40:02]

AS WELL. WHAT I FIND APPEALING ABOUT THIS CHART, IF YOU LOOK ON THE GREEN, WHICH IS FOR THIS YEAR, YOU NOTICE THE NUMBER OF TEACHERS THAT ARE LEAVING OTHER DISTRICTS TO COME TO WORK WITH US, THE YEAR TWO TEACHERS AND THE YEAR THREE TEACHERS AND A LOT OF THOSE COMING FROM DISTRICTS THAT ARE MAKING THAT HAVE MADE CUTS, SIGNIFICANT CUTS, AND THEY'RE HEADING OUR WAY.

SO. WELL, THAT'S A PLEASURE TO SEE.

THE YEAR TWO ARE PEOPLE THAT WE HAD LAST YEAR, RIGHT? SOME OF THOSE. BUT LOOK AT THE INCREASE IN THOSE NUMBERS, TOO.

WELL, AND IT'S MAINLY BECAUSE LAST YEAR WE HAD MORE NEW TEACHERS.

AND SO THOSE NEW TEACHERS ARE STAYING IN THE BEST PROGRAM.

THE TEACHERS THAT WE GOT THIS YEAR, YOU KNOW, CLOSE TO 90, BUT ONLY A LITTLE OVER 20 OF THEM WERE BRAND NEW TO THE PROFESSION.

SO OTHER PEOPLE THAT CAME TO US FROM OTHER DISTRICTS.

SO 70 PEOPLE CAME TO US FROM OTHER DISTRICTS.

THEY DON'T QUALIFY NECESSARILY BECAUSE IT'S HOW MANY YEARS YOU'VE BEEN IN THE PROFESSION.

SO IT'S KIND OF A DIFFERENT TYPE OF MENTORING THAT THEY RECEIVE.

THEY THEY HAVE PEOPLE ASSIGNED TO THEM AT THE BUILDING, BUT THEY DON'T NECESSARILY QUALIFY FOR BASS, WHICH IS DRIVEN BY YEARS IN THE PROFESSION.

AND THAT'S A STATE FUNDED PROGRAM.

YEAH, YEAH, BUT THEY CAN.

BUT THEY CAN TAKE ADVANTAGE OF IT FOR THE FIRST THREE YEARS THAT THEY'RE WITH, THE FIRST THREE YEARS OF THEIR CAREER.

OF THEIR CAREER. YEAH.

YEAH. SO LIKE OTHER STATE PROGRAMS, I'M SKEPTICAL THERE.

SO IS IT MOSTLY DOES THE STATE FUNDS COVER THE COST OF OUR PROGRAM? YEAH. WHAT WE HAVE SET UP, IT IS COVERING THE COST.

YEAH. YEAH.

IT'S A REIMBURSEMENT.

SO THEY HAVE TO COMPLETE CERTAIN ACTIVITIES.

THEY BUILD A PROFESSIONAL GROWTH PLAN.

THEY GO THROUGH HAVE THE OBSERVATIONS THAT THEY NEED TO HAVE FROM THEIR MENTOR.

AND THEN WHEN THEY COMPLETE ALL OF THIS, THEY DO A VERIFICATION AND THEN THEY GET THE STIPEND AT THE END BASED ON COMPLETING ALL OF THOSE ASPECTS.

SO YEAH, BUT IT IS A FULLY REIMBURSED PROGRAM.

AND THEN THE OTHER PROGRAM THAT WE HAVE IS THE PRINCIPAL MENTORING PROGRAM.

AND WHAT THIS REFLECTS IS NOT ONLY ASSISTANT PRINCIPALS, BUT IT'S NEW TO A ROLE.

SO YOU CAN SEE THAT IT IS AP'S.

BUT WE ALSO HAVE SOME PRINCIPALS THAT ARE NEWLY ASSIGNED TO POSITIONS THAT ARE TAKING ADVANTAGE OF THIS PROGRAM, AND THEY HAVE MENTORS THAT ARE ASSIGNED TO THEM BOTH IN DISTRICT PEOPLE AS WELL AS WE DO OUT OF DISTRICT PEOPLE.

AND WE HAVE A GRANT THAT'S CALLED OUR 6.64 GRANT, BUT IT'S A GRANT THAT WE APPLY FOR THAT WE CAN USE TO HELP OFFSET THE COST OF THIS PROGRAM.

SO THEY VISIT WITH THEM.

THEY HELP THEM WITH QUESTIONS THAT THEY HAVE.

BEING NEW IN THE PROFESSION.

IT'S JUST AN ADDITIONAL SUPPORT BEYOND OUR DIRECTORS OF INSTRUCTIONAL LEADERSHIP AND KIND OF A DIFFERENT ROLE BECAUSE THOSE MENTORS ARE NOT SUPERVISORS IN ANY WAY. THERE ARE PEOPLE THAT THEY CAN TURN TO AND ASK ANY QUESTION THEY WANT AND THEY DON'T HAVE TO WORRY ABOUT HOW THAT IMPACTS THEIR EVALUATION.

SO IT'S REALLY THERE'S STANDARDS THAT THEY'RE UTILIZING AND THEY'RE CHECKING THEIR OWN SKILLS AGAINST THOSE STANDARDS.

SO THAT TOO IS A GOOD PROGRAM.

SO PRETTY EXCITED ABOUT IT.

IT IS BUILDING.

MIKE, IS THERE ANYTHING YOU WANT TO ADD ABOUT THAT? THE I THINK THE ONLY THING I WOULD ADD IS, IS THAT SOME OF OUR CURRENT PRINCIPALS ARE MENTORING OUR ASSISTANT PRINCIPALS.

SO THEY'RE GROWING.

CAPACITY. AND THEN OUR PRINCIPALS ARE BEING MENTORED BY.

ALL FORMER RETIREES THAT WORK AS PRINCIPALS IN OUR COMMUNITY OR EXTERNAL FOLKS, SO THAT WE'RE REALLY EXCITED ABOUT THE PROGRAM AND IT HAS TO OFFER.

IF THEY ARE YEAR ONE, GET UP TO 40 HOURS.

WE'RE IN THE YEAR AND IN YEARS TWO AND THREE GETTING 25 OR 30 HOURS WITH MENTORS.

ANY QUESTIONS ABOUT THE PROGRAM.

JUST WANTED TO GIVE YOU A BRIEF OVERVIEW.

NEXT TIME WE'RE GOING TO ASK TAMARA SCHEETZ TO BE HERE AND TALK A LITTLE BIT ABOUT OUR HEALTHY YOUTH SURVEY AND ALSO SOME OF THE WORK THAT'S BEING DONE THROUGH A NEW GRANT.

SO I'LL LEAVE THE SURPRISE UP TO HER, BUT WE'LL BE TALKING ABOUT THAT NEXT TIME.

SO NEXT UP IS HUMAN RESOURCES.

AND BECAUSE I STOLE HER THUNDER ABOUT THE TENTATIVE AGREEMENT.

I'LL SKIP THAT. BUT I WOULD LIKE TO POINT OUT THAT MISS REINHARDT BECAME HAD A NEW BABY GRANDDAUGHTER BORN LAST NIGHT.

[00:45:09]

SO CONGRATULATIONS TO HER AND HER FAMILY.

WE'RE NOT SURE WHY SHE'S HERE.

WE ARE NOT SURE WHY SHE'S HERE, BUT WE APPRECIATE IT.

[LAUGHTER] WE DO. BUT YEAH, WE'RE JUST ALL TURNING INTO GRANDPARENTS.

I'M NEXT. YOU'RE NEXT.

AND THEN NOTHING FROM FINANCE.

SO THAT WOULD GO TO KEVIN, OPERATIONS.

THANK YOU. SO I JUST WANT TO GIVE YOU OUR UPDATE ON CAM.

RIGHT NOW, WE ARE TARGETING OUR FIRST DAY IN THE CLASSROOM IN THE NEW ADMIN BUILDING OCTOBER 23RD.

SO FOUR WEEKS FROM NOW.

THAT WAY IT GIVES US TIME TO COMFORTABLY MOVE IN AND NOT BE DOING OVERTIME ON THE WEEKEND BEFORE.

ET CETERA. ET CETERA.

SO THAT'S OUR GOAL THERE.

OUR PLAY SHED ARRIVED THIS MORNING THAT WE, THE BOARD HAD PREVIOUSLY APPROVED, AND SO THAT HAS ARRIVED.

WE SET IT IN OUR LAYDOWN AREA.

WE BID THIS THURSDAY FOR THE ERECTION OF THE PLAY SHED.

SO I'LL BE BRINGING THAT.

MAYBE NOT. I MIGHT HAVE MORE CONTRACTS WITH THAT, BUT CAM'S GOING WELL.

THANK YOU, KEVIN. AND THEN COMMUNICATIONS.

AMANDA. ALL RIGHT.

GOOD EVENING. I'VE GOT SEVERAL DIFFERENT THINGS TO SHARE WITH YOU TONIGHT.

FIRST OFF, SPEAKING OF CAM, WE'VE HAD SEVERAL POSITIVE STORIES IN THE REFLECTOR RECENTLY, ONE OF WHICH IS LOOKING AT THE NEW CAM BUILDING.

WE'VE ALSO DONE STORIES ON THE FIRST DAY OF KINDERGARTEN AND RIVER HOME LINKS, NEW OUTDOOR SPACE AND THEY DID ONE JUST TODAY ON THE NEW MASCOT AT PVP. SO THOSE ARE GREAT STORIES AND WE APPRECIATE THE POSITIVE COVERAGE.

AND I'M ALSO GRATEFUL TO CHRIS BROWN FOR WORKING WITH THE REPORTER ON SEVERAL OF THOSE STORIES.

NEXT UP, WE HAVE NEW EPISODES OF THE BG CAST.

SO WE HAD ONE RELEASE LAST WEEK HIGHLIGHTING THE AFJ ROTC PROGRAM, AS WELL AS THE STUDENT FROM TUKES VALLEY PRIMARY, VIOLET KOHLENBERGER, WHO WON THE FUTURE CHEFS COMPETITION LAST SPRING.

SO THAT'S A GREAT CONVERSATION.

AND THEN LATER THIS WEEK WE WILL HAVE AN EPISODE COME OUT WITH NICK MASSEY FROM [INAUDIBLE], AS WELL AS CHRIS NEIL AND OLIVIA SCHREINER, WHO IS A RECENT GRAD WHO WORKED AT TRADEMARK PLUMBING.

SO THAT'S A GREAT CONVERSATION AS WELL TO CHECK OUT.

THESE ARE COOL PROMOTIONAL.

THEN. NEXT SLIDE, PLEASE.

AS DENNY MENTIONED LAST TIME, WE'RE GOING TO BE LOOKING AT REDESIGNING OUR LOGO.

SO WE'VE GOT SOME HISTORICAL EXAMPLES.

YOU CAN SEE DATING BACK TO THE 80S AND KIND OF SEE HOW IT'S EVOLVED OVER TIME.

THERE'S A SURVEY THAT'S LIVE RIGHT NOW THAT ANYONE CAN GO IN AND TAKE AND ASK ABOUT PERCEPTIONS OF THE DISTRICT, BOTH TANGIBLE AND INTANGIBLE THINGS.

AND THEN JENNA BUSH WILL TAKE THOSE IDEAS AND COME UP WITH SOME GREAT DESIGNS.

SO WE LOOK FORWARD TO BRINGING THOSE TO YOU AT A FUTURE MEETING.

THEN WE ALSO LAUNCHED A NEW STAFF NEWSLETTER.

THIS IS KIND OF A COLLABORATION BETWEEN HR AND COMMUNICATIONS, AND THE FIRST EPISODE HAD A LOT OF INFORMATION RANGING FROM KIND OF NUTS AND BOLTS, THINGS LIKE USING LEAVE TO TRAINING RECENT BOARD POLICIES THAT WERE APPROVED.

AND WE ALSO HAVE SOME MORE ENGAGEMENT TYPE THINGS WHERE WE ASK STAFF ABOUT THE FAVORITE PART OF WHERE THEY WORK.

AND SO THAT'S ONE NICE EXAMPLE FROM TUKES VALLEY MIDDLE SCHOOL.

AND THEN SPEAKING OF NEWSLETTERS.

NEXT SLIDE, PLEASE. OUR SCHOOL NEWSLETTERS, OUR SCHOOLS ARE DOING A GREAT JOB WITH THEIR NEWSLETTERS.

WE'VE ASKED THEM TO PUT OUT AT LEAST MONTHLY NEWSLETTERS AND THEY ARE DOING A FANTASTIC JOB.

AND IT'S NOT ONLY THESE SCHOOLS, BUT EVERYONE REALLY.

WE'RE ALSO PROVIDING DISTRICT CONTENT TO THEM ON A MONTHLY BASIS SO THAT THERE'S SOME CONSISTENCY FROM SCHOOL TO SCHOOL.

SO I JUST WANT TO GIVE THE SECRETARIES AND ASSISTANT PRINCIPALS AND PRINCIPALS AND TEACHERS WHO ARE INVOLVED IN THAT EFFORT A BIG SHOUT OUT FOR ALL THE WORK ON THAT.

AND THEN LASTLY, WE HAVE SEVERAL THINGS COMING UP.

THE 30TH ANNIVERSARY ON SATURDAY, OF COURSE, THE BGF AUCTION DINNER ON THE SEVENTH AND THEN THE COLLEGE AND CAREER FAIR ON OCTOBER 30TH.

AND ALSO JUST WANTED TO HIGHLIGHT ALL THE BROADCASTS THAT JASON FOSTER AND HIS VIDEO PRODUCTION STUDENTS ARE WORKING ON.

THAT'S A LOT OF GREAT BEHIND THE SCENES WORK TO BRING THOSE GAMES TO PEOPLE WHO CAN ACTUALLY MAKE IT TO THE LIVE EVENT.

SO KUDOS TO THEM.

THANK YOU. THANK YOU.

ONE LAST THING THAT I FORGOT TO MENTION IS WE WILL HAVE OUR FIRST BOARD WORK SESSION, THE SECOND MEETING.

SO I BELIEVE IT IS THE 23RD, THE 23RD OF OCTOBER, AND OUR FIRST WORK SESSION WILL BE OUR TRADITIONAL FIRST WORK SESSION,

[00:50:07]

WHICH IS OUR STATE TEST RESULTS.

BUT ALSO WE'RE GOING TO BREAK THAT UP WITH A DISCUSSION ON THE IMPLEMENTATION OF THE NEW CURRICULUMS, CURRICULI, CURRICULUMS THAT WE'VE INSTITUTED. SO YOU GET A FEEL FOR HOW THAT'S GOING WITH OUR TEACHERS AND STUFF, AND THAT WILL BE DAVE AND ALLISON WILL BE PRESENTING THAT.

WE'LL EITHER BE STARTING AT 4:00 OR 4:15 ON THOSE DATES, TRYING TO FIRM UP THE DETAILS, BUT WE WANT TO HAVE A 15 MINUTE BREAK IN BETWEEN, THAT'S WHY.

SO THEY'RE GOING TO BE AN HOUR AND A HALF OR AN HOUR AND 15 MINUTE SESSION AND WE WILL LET YOU KNOW ON THAT.

SANDY WILL SEND OUT INVITATIONS, BUT JUST WANTED YOU TO KNOW WE'RE GOING TO STICK WITH OUR SAME SCHEDULE LAST YEAR, WHICH WAS SECOND MEETING OF THE MONTH IS A WORK SESSION.

AND THAT'S IT FOR SUPERINTENDENT STAFF UPDATE.

OKAY. WELL, THAT BRINGS US TO CITIZENS COMMENTS.

[7. Citizens' Comments]

WE ONLY HAVE ONE SIGNED UP TONIGHT.

WE ASK THAT YOU SPEAK AND COME UP TO THE PODIUM, INTRODUCE YOURSELF.

SPEAK FOR NO MORE THAN THREE MINUTES.

YOU WILL BE TIMED AND SORA WILL HAVE THE THINGS TO SHOW YOU WHEN YOU'RE 30S OUT AND WHEN YOUR TIME IS UP.

AND EUNICE, IF YOU WANT TO COME UP, YOU ARE MORE THAN WELCOME.

WE ARE READY.

GOOD EVENING, BOARD. MY NAME IS EUNICE INGERMANSON AND I USE SHE HER PRONOUNS.

I LIVE IN THIS DISTRICT AND I'M INVESTED IN HELPING OUR SCHOOL COMMUNITY THRIVE BECAUSE OUR CHILDREN AND YOUTH ARE THE FUTURE OF OUR COMMUNITY, BOTH LOCALLY AND GLOBALLY.

I HAVE BEEN COMING TO THE SCHOOL BOARD MEETINGS FOR SIX YEARS NOW, AND ONE OF MY VERY FAVORITE THINGS ABOUT BEING HERE IS LISTENING TO THE STUDENTS AND ESPECIALLY STUDENT REPS AS THEY REPORT ON THE GOINGS ON AT THE VARIOUS SCHOOLS.

ASK QUESTIONS AND GIVE THEIR INPUT ON THE AGENDA ITEMS, INCLUDING THE ADVISORY VOTES.

I LOVE THIS BOARD'S CURIOSITY TO HEAR THE STUDENT PERSPECTIVES.

PRESIDENT MADDUX.

I LOVE THAT YOU MAKE IT A ROUTINE TO ASK THE STUDENT REPS FOR THEIR COMMENTS AND TAKE ADVISORY VOTES FROM THEM.

I'M SO SATISFIED TO HEAR THAT IT WAS A STUDENT REPS WHO BROUGHT THE REQUEST FROM THE GRADUATING SENIORS A FEW YEARS AGO TO BE ALLOWED TO DECORATE THEIR CAPS FOR THE GRADUATION CEREMONY, AND THAT RESULTED IN THE BOARD WORKING WITH THE STUDENT LEADERS OF ALL HIGH SCHOOLS AND MAKING CHANGES TO THEIR GRADUATION CEREMONY, POLICY AND PROCEDURE.

WOOHOO! MY NEXT WISH IS FOR ALL STUDENTS IN THIS DISTRICT TO HAVE GOOD ACCESS TO THE STUDENT REPS.

I DON'T KNOW WHAT'S THE BEST WAY TO ACCOMPLISH THAT? BECAUSE THERE ARE ONLY TWO STUDENT REPS BUT SIX HIGH SCHOOLS, PLUS KCN AND CASCADIA TECH, SIX MIDDLE SCHOOLS AND SEVEN PRIMARY SCHOOLS TO BE REPRESENTED, LET ALONE PRESCHOOLS.

SORA AND JULIA, IF YOU HAVE ALREADY BEEN ASSIGNED YOUR CONSTITUENTS AND HAVE A SYSTEM OF COMMUNICATING WITH THEM, I WOULD LOVE TO HEAR HOW THAT WORKS.

AND I WOULD LIKE TO ASK YOU TO PUT YOUR HEADS TOGETHER AND WORK WITH THE DIRECTORS AND ADMINISTRATION TO FIGURE OUT A WAY TO SEEK OUT AND LISTEN TO THE QUIET, USUALLY IGNORED AND UNDERREPRESENTED STUDENTS OF ALL GRADES TO GIVE THEM A VOICE HERE, TOO. WHEN YOU ELEVATE AND EMPOWER THEM, YOU ELEVATE AND EMPOWER ALL, AND THAT HELPS THE WHOLE SCHOOL COMMUNITY THRIVE.

THANK YOU FOR LISTENING.

THANK YOU. THANK YOU, EUNICE.

RIGHT. YOU WILL MOVE ON TO TONIGHT'S CONSENT AGENDA.

[8. Consent Agenda (Board Vote w/Student Voice)]

ON THE CONSENT AGENDA TONIGHT, WE HAVE ITEMS A THROUGH G.

APPROVAL OF THE CONSENT AGENDA.

WE HAVE THE MINUTES FROM THE SEPTEMBER 11TH MEETING.

WE HAVE PERSONNEL REPORTS, STUDENT TRAVEL, FINANCIAL REPORTS, COMPLETED PROJECTS, REQUESTS FOR APPROVAL, AND THE AMENDMENT NUMBER FOUR CONTRACT 1920-03 FOR WAREHOUSE CONSUMABLES, FURNITURE AND EQUIPMENT.

ARE THERE ANY ITEMS THAT NEED TO BE REMOVED FROM THE CONSENT AGENDA? NEED MORE INFORMATION OR FURTHER COMMENTS FROM THE BOARD?

[00:55:01]

ON ITEM C BECAUSE MY CONTRACT IS INCLUSIVE IN THAT I'LL RECUSE MYSELF FROM VOTING ON THE CONSENT AGENDA APPROVAL.

THANK YOU. ANY OTHER COMMENTS? OKAY. I MOVE THAT THE BOARD APPROVE THE CONSENT AGENDA AS PRESENTED WITH THE RECUSAL NOTED AS WELL. ALL RIGHT.

WE HAVE A MOTION ON THE FLOOR TO APPROVE THE CONSENT AGENDA AS PRESENTED.

I WOULD LOOK TO OUR STUDENT REPRESENTATIVES FOR THEIR ADVISORY VOTE.

ANY FURTHER COMMENTS OR QUESTIONS FROM THE BOARD? ALL THOSE IN FAVOR, PLEASE SAY AYE.

AYE. ALL THOSE OPPOSED.

MOTION PASSES 4 TO 0.

I WOULD SAY COMPLIMENTS TO THOSE COACHES WHO GOT THEIR TRAVEL REQUESTS IN EARLY.

THAT'S GREAT. THEY WERE EARLY.

ALL RIGHT. WITH THAT, WE WILL MOVE ON TO OLD BUSINESS.

[9. Old Business (Board Vote w/Student Voice)]

WE HAVE THE SECOND READING AND ADOPTION OF POLICY 6220 BIDDER REQUEST FOR PROPOSAL REQUIREMENTS.

MICHELLE SCOTT.

GOOD EVENING, BOARD. THIS IS OUR SECOND READING AS JACKIE MENTIONED ON THE REPLACING THE CURRENT POLICY THAT THE DISTRICT HAS WITH THE WSSDA MODEL POLICY.

THIS IS A VERY CLEAN, STRUCTURED VIEW OF THE POLICY AND IT ALIGNS WITH WSSDA AND MANY OF THE OTHER SCHOOL DISTRICTS.

SO WE'RE REALLY PLEASED TO BRING THIS TO YOU.

WE DID HAVE A QUESTION ON AT THE LAST AT OUR FIRST READING ON EXEMPTIONS FOR WAIVING, PURCHASING AND THAT HAD TO DO TED.

TED HAD ASKED ABOUT SPECIAL FACILITIES AND MARKET CONDITIONS, AND THAT HAS TO DO WITH AUCTIONS.

AND SO, YEAH, SO THAT WAS A TRICKY ONE.

DIDN'T QUITE KNOW THAT ONE.

SO ANYWAYS, SO AUCTIONS, CLOSEOUT SELLS, USED EQUIPMENT, BASICALLY ANYTHING THAT IF YOU WENT OUT FOR A FORMAL BID, YOU WOULD MISS OUT ON THE SALE. SO AND THAT INCLUDES REAL ESTATE.

SO I HOPE THAT YEAH.

MAKES A LOT MORE SENSE.

YES IT DOES.

YES. YEAH, I APPRECIATE THE QUESTIONS.

SO YEAH, SO WE'RE VERY EXCITED ABOUT THIS.

AND THERE WAS A COUPLE LITTLE ADDS TO THAT WE HAD TALKED ABOUT AT OUR FIRST READING.

IS THERE ANY OTHER QUESTIONS ON THIS? I MOVE THE BOARD OF DIRECTORS APPROVE THE SECOND READING AND ADOPTION OF POLICY 6220 BID OR REQUEST FOR PROPOSAL REQUIREMENTS.

OKAY. WE HAVE A MOTION ON THE FLOOR TO APPROVE THE ADOPTION OF POLICY 6220.

I WOULD LOOK TO OUR STUDENT REPRESENTATIVES FOR THEIR ADVISORY VOTE.

ANY FURTHER COMMENTS? QUESTIONS FROM THE BOARD.

ALL THOSE IN FAVOR, PLEASE SAY AYE.

AYE. ALL THOSE OPPOSED.

MOTION PASSES. 5 TO 0.

THANK YOU. THANK YOU.

BUT YOU GET TO STAY.

YES. YES.

SHE'S A FIXTURE TONIGHT.

SO NEXT. A COUPLE MORE AFTER.

NEXT ON THE AGENDA, WE HAVE NEW BUSINESS AND WE START WITH THE POLICY REVISION OF POLICY 6210 FOR PURCHASING AND AUTHORIZATION CONTROL.

[10. New Business (Board Vote w/Student Voice)]

MICHELLE SCOTT. YES.

SO WITH THE REVISION, THE POLICY 6220 AND HAVING ALL OF THE FEDERAL PURCHASING INCORPORATED INTO IT, THE WAY IT'S LAID OUT, IT'S DUPLICATED IN 6210.

SO AND THE WSSDA MODEL POLICY DOESN'T EVEN HAVE FEDERAL PURCHASING IN IT.

IT WAS AN ATTEMPT, AS I HAD MENTIONED IN THE FIRST READING OF 6220, THAT THEY WERE TRYING TO INCORPORATE LANGUAGE THAT HAD NOT BEEN REALLY DEVELOPED FOR PROCUREMENT.

AND SO IT WAS THE DISTRICTS AT THE TIME BEST ATTEMPT WAS TO TRY TO BRING IT INTO THIS POLICY.

BUT IT REALLY BELONGS MORE IN THE PROCUREMENT POLICY.

SO WE'RE ASKING TO REMOVE SOME OF THE LANGUAGE ON THE FEDERAL FUNDING SUSPENSION DEPARTMENTS COVERED IN 6220 MICRO PURCHASING AS WELL, AND AS WELL AS THE LOW RISK DESIGNEE.

THAT'S ALL COVERED IN 6220.

SO IT WOULD IT'S NOT NECESSARY TO HAVE IT IN THERE ANY LONGER.

SO ASKING TO REMOVE IT, PLEASE.

ANY QUESTIONS FROM THE BOARD? NO. I MOVE THE BOARD OF DIRECTORS APPROVE THE REVISION ON POLICY 6210 PURCHASING AUTHORIZATION AND CONTROL.

[01:00:07]

ALL RIGHT. WE HAVE A MOTION ON THE FLOOR FOR THE REVISION OF POLICY 6210.

I WOULD LOOK TO OUR STUDENT REPRESENTATIVES FOR THEIR ADVISORY VOTE.

THANK YOU. ANY FURTHER QUESTIONS OR COMMENTS FROM THE BOARD? ALL THOSE IN FAVOR, PLEASE SAY AYE.

AYE. ALL THOSE OPPOSED.

MOTION PASSES.

5 TO 0. AND ONE MORE.

SHE'S TWO FOR TWO. WHAT? I SAID TWO FOR TWO.

ALL RIGHT. ONE MORE FOR MICHELLE.

FIRST READING OF POLICY 6550 CAPITALIZATION THRESHOLDS FOR LEASES AND SUBSCRIPTION BASED INFORMATION TECHNOLOGY ARRANGEMENTS.

IT'S A LOT. IT IS A LOT.

AND LET ME TELL YOU, IT'S BEEN A LOT IN THE ACCOUNTING DEPARTMENT AS WELL.

SO THIS IS A NEW POLICY AND THIS IS IN RESPONSE TO IMPLEMENTATION OF THE GASB 87 AND 96.

THAT'S GASB IS THE GENERALLY ACCEPTED ACCOUNTING PRINCIPLES THAT NOW REQUIRE.

IT'S NEW THAT NOW REQUIRES SCHOOL DISTRICTS TO CAPITALIZE LEASES.

AND WE CALL THEM SBITA, BUT IT'S FOR SHORT FOR THE FOR THE SUBSCRIPTION BASED INFORMATION TECHNOLOGY ARRANGEMENTS.

SO SBITA ARE GOING TO BE EXAMPLES OF THOSE ARE GOING TO BE ALL OF YOUR LICENSES, YOUR ADOBE, YOUR WEB FILTERING, CANVA, LOCAL RECEIPTING, ANYTHING THAT'S KIND OF WHERE YOU'RE USING SOMEBODY'S SOFTWARE AND BUT THERE'S CERTAIN RULES TO IT ON CAPITALIZING IT.

AND WE GO THROUGH A PROCESS OF ACTUALLY THE OFFICE OF FINANCIAL MANAGEMENT CAME UP WITH A REALLY GOOD PROCESS AS WELL AS USING GASB AND THEN SOME STATE, THE WASHINGTON STATE AUDITOR'S OFFICE TRAINING.

SO AND WE HAVE TO TAKE THE SBITA THROUGH A FILTER, RIGHT.

AND DETERMINE WHETHER IT NEEDS TO BE CAPITALIZED OR NOT.

SO AND SO WE HAVE OVER 100 SBITA AND WE ONLY HAVE ABOUT 5 OR 6 LEASES.

A LEASE WOULD BE LIKE OUR COPIER LEASES AND OUR MACHINE, OUR MAILING MACHINE, AS WELL AS OUR DNR LEASE FOR KCS.

SO THOSE ARE THE LEASES.

SO AND LEASES WERE LAST YEAR, WE ACTUALLY WENT THROUGH AND GOT THOSE ALL SET UP AND THOSE WERE AUDITED AND EVERYTHING CAME OUT GREAT.

THE AUDITORS WERE PLEASED WITH OUR PROCESS.

AND SO THIS YEAR IS GOING TO BE THE SBITAS.

BUT THE RECOMMENDATION IS AS YOU SET AN ACTUAL CAPITALIZATION THRESHOLD.

SO REALLY A LOT OF THIS POLICY JUST COMES DOWN TO THAT NUMBER, THE $5,000.

AND YOU KNOW, THEY DON'T GIVE YOU AN AMOUNT.

THEY DON'T SAY BASED IT ON THIS, YOU KNOW, LIKE A PERCENTAGE OF EXPENDITURES YOU CAN IF YOU WANT TO.

BUT THEY REALLY THEY REALLY THEY DON'T THEY DON'T TELL YOU WHAT TO SET IT AT.

SO WE HAD TO JUST REALLY, YOU KNOW, WE TALKED TO SOME OTHER SCHOOL DISTRICTS.

HOW ARE THEY DOING IT AND JUST AND LISTENING THE STATE AUDITOR'S ADVICE.

AND WE REALLY DECIDED TO GO WITH THE 5000 THAT'S IN OUR POLICY, 6810 FOR CAPITALIZING ASSETS.

SO WE REALLY FELT THAT IT IS THIS WILL CREATE TRANSPARENCY IN OUR FINANCIAL STATEMENTS THAT WHEN WE CAPITALIZE THOSE LEASES, THEY'LL BE ON OUR SCHEDULE OF LONG TERM LIABILITIES AND THEY'LL KNOW THAT WHEN WE CREATE A LEASE AND WE COMMIT, WE CREATE A COMMITMENT FOR LIKE A LEASE FOR LAND OR FOR A COPIER OR A SUBSCRIPTION.

THAT'S A LARGE SUBSCRIPTION THAT IS REQUIRED TO BE CAPITALIZED.

THAT INFORMATION WILL BE REFLECTED ON OUR FINANCIAL STATEMENTS AND PROVIDE TRANSPARENCY FOR THE PUBLIC, WHICH IS ONE OF THE REASONS WHY THAT THEY BROUGHT THAT. AND IMPLEMENTED THAT INTO SCHOOL DISTRICTS.

SO I'M GUESSING.

OH, GO AHEAD. I WAS GOING TO SAY, ARE MOST OF THOSE MULTI YEAR LEASES? YOU KNOW, ACTUALLY THEY'RE NOT.

YEAH, WE HAVE A LOT OF THEM ARE NOT.

AND THEN ONE OF THE FILTERS ACTUALLY WE ONLY HAVE ABOUT FOUR LEASES WE NEED TO CAPITALIZE AND SO AND ONE OF THEM IS BELOW THE THRESHOLD.

SO IT'S ACTUALLY THREE THAT WILL BE ON OUR FINANCIAL STATEMENTS.

WE'RE STILL GOING THROUGH IT AND SCRUBBING EVERYTHING BECAUSE WE HAVE A LOT OF LEASES.

AND SO WE'VE HAD TO PULL A LOT OF REPORTS AND YOU HAVE TO READ THROUGH EVERY ONE OF THEM AND FIND OUT, YOU KNOW, WHAT ARE THE TERMS OF THE LEASE.

BUT THEY'RE LOOKING FOR MULTI YEAR WHERE YOU'RE COMMITTING THE DISTRICT.

YOU CAN'T TERMINATE THE REALLY GOOD.

THE ONE THAT'S REALLY WAS WE WERE REALLY WORRIED ABOUT HAD TO DO WITH OUR STUDENT INFORMATION SYSTEM BECAUSE THAT IS A SUBSCRIPTION BASED AND BECAUSE IT'S BASED ON ENROLLMENT THAT FLUCTUATES.

THAT ONE IS EXCLUDED FROM THE CAPITALIZATION THRESHOLD FOR GASB.

[01:05:03]

SO WE WERE THAT WAS KIND OF A SIGH OF RELIEF BECAUSE WE DIDN'T WE DIDN'T KNOW WHEN WE KIND OF WENT INTO WE WENT INTO BUDGETING FOR LAST YEAR.

WE WENT INTO IT WITHOUT KNOWING ALL THE RULES SURROUNDING SBITAS.

SO YEAH, SO WE'RE ONLY HAVE A FEW THAT WILL BE REFLECTED.

SO IT'S NOT TOO BAD.

SO YOU ANSWERED PART OF MY QUESTION WAS THE UPFRONT WORK.

SOUNDS LIKE THERE WAS A LOT OF WORK ALREADY PUT INTO THIS AND YOU'RE, YOU KNOW, YOU'RE READY TO GO NOW, RIGHT? BUT THEN ONGOING, I'M SURE THERE'S A PROCESS OF MONITORING.

IS THAT GOING TO REQUIRE A LOT MORE WORK EVERY YEAR OR.

YEAH. SO WE WILL BE EVERY PURCHASE OF EVERY SUBSCRIPTION WILL GO THROUGH THAT FILTER.

GO THROUGH ANOTHER FILTER OKAY. WE'LL LIST IT, IT'LL BE LISTED ON WE HAVE A SPREADSHEET, VERY LONG SPREADSHEETS AND WE LIST THOSE.

AND THEN WE, WE TAKE IT THROUGH THE FILTER SO THE STATE AUDITOR CAN SEE THAT THIS IS WHERE IT STOPPED OR THIS IS HOW IT CONTINUED.

SO YES, IT WILL REQUIRE MONITORING EVERY YEAR ON OUR ALL OF OUR SBITAS.

AND YEAH. DOES THAT INCLUDE CURRICULUM THINGS THEN.

YES. YES.

YEAH BUT SEE OUR CURRICULUM WAS A SIX YEAR AND IT WAS THE PAYMENT WAS DUE RIGHT AWAY SO THAT WAS A PREPAID.

SO WE DON'T HAVE TO, IT'S NOT A LIABILITY TO THE DISTRICT BECAUSE WE'VE ALREADY PAID FOR IT.

SO YEAH, SO IT EXCLUDES IT.

SO YEAH.

SO THAT WAS, THAT WAS GOOD.

YEAH. THANK YOU FOR EXPLAINING ALL YOUR ACRONYMS. I WAS JUST GOING TO SAY THANK GOODNESS FOR MICHELLE AND HER TEAM.

I HAVE A GREAT TEAM.

YEAH, GREAT TEAM.

YOU'RE PRETTY DARN GOOD YOURSELF.

SO I MOVE THE BOARD OF DIRECTORS APPROVED THE FIRST READING OF POLICY 6550 CAPITALIZATION THRESHOLDS FOR LEASES AND SUBSCRIPTION BASED INFORMATION TECHNOLOGY ARRANGEMENTS.

ALL RIGHT. WE HAVE A MOTION ON THE FLOOR FOR POLICY 6550.

LOOK TO OUR STUDENT REPRESENTATIVES FOR THEIR ADVISORY VOTE.

ANY FURTHER COMMENTS OR QUESTIONS FROM THE BOARD? ALL THOSE IN FAVOR, PLEASE SAY AYE.

AYE. ALL THOSE OPPOSED.

MOTION PASSES. 5 TO 0.

THANK YOU VERY MUCH.

THANK YOU. NEXT, UNDER NEW BUSINESS, WE HAVE THE FIRST READING OF POLICY 2230 TRANSITION TO KINDERGARTEN.

MIKE MICHAUD. THAT'S RIGHT.

I CAN TELL THESE GUYS ARE TEASING ME.

THIS IS THE FIRST POLICY THAT I HAVE BROUGHT FORWARD IN MY TENURE IN MY ROLE.

SO I CAN GOT LIKE 15 QUESTIONS ALREADY READY AND I'M PREPARED.

SO GOOD EVENING, BOARD.

I'M HERE TO RECOMMEND THE BOARD OF DIRECTORS APPROVE THE FIRST READING OF POLICY 2230 TRANSITION TO KINDERGARTEN.

AND THE POLICY THAT YOU HAVE IN FRONT OF YOU IS BASED ON WSSDA'S MODEL POLICY.

A FEW JUST HIGHLIGHTS FROM OUR TRANSITIONAL KINDERGARTEN PROGRAM TO DATE.

AS CURRENTLY WE HAVE FIVE PROGRAMS IN OPERATIONS THROUGHOUT THE DISTRICT SERVING CLOSE TO 90 STUDENTS.

WE CLOSED THE ELIGIBILITY FORM THE SCREENING PROCESS AT 300 FAMILIES THAT EXPRESSED INTEREST FOR THE 23-24 SCHOOL YEAR WE DEEMED OF THOSE 300, 121 OF THE FAMILIES WERE ELIGIBLE, BUT WE ONLY HAD SPACE FOR 90, YOU KNOW, LEAVING QUITE A BIT OF FAMILIES STILL LOOKING FOR AFFORDABLE OPTIONS . FOR THOSE FAMILIES THAT FELL BELOW THE THRESHOLD, THE INCOME THRESHOLD WE DID REFER ALL OF THOSE FAMILIES OUT TO THE EOCF AND FOR THE ESD TO MAKE SURE THAT THEY HAD AFFORDABLE PRESCHOOL OPTIONS AVAILABLE TO THEM.

SO ANY QUESTIONS ABOUT THE POLICY YOU HAVE BEFORE YOU? WELL, I GUESS MY QUESTION IS ABOUT ELIGIBILITY.

AND I KNOW THERE'S NOT A PROCEDURE WITH THIS, AND I UNDERSTAND THAT BECAUSE IT SOUNDS LIKE YOU WOULD YOU KNOW, THIS IS THIS SEEMS LIKE A INTERIM POLICY THAT THINGS WILL BE SPELLED OUT MORE BY OSPI AS TIME GOES ON.

AND YOU'LL BE AND I'M SURE THEY WILL HAVE A PROCEDURE THAT THAT WILL BE ABLE TO ADOPT.

BUT IN TERMS OF ELIGIBILITY, I MEAN, YOU MUST HAVE A PROCESS NOW.

YEAH. SO WE AS PART OF THAT SCREENING PROCESS.

SO WHAT WE DO IS THAT WE WORK WITH OUR COMMUNICATIONS DEPARTMENT AND THEY SEND OUT WHAT'S SIMILAR TO OR WHAT COULD BE DESCRIBED AS LIKE AN INTEREST SURVEY THAT ASKS ALL SORTS OF QUESTIONS AROUND KINDERGARTEN READINESS, FROM SOCIAL EMOTIONAL READINESS TO ACADEMIC READINESS, TO WHAT PREVIOUS PRE

[01:10:10]

SCHOOL EXPERIENCES HAS YOUR CHILD HAD ACCESS TO AND FAMILY INCOME.

AND SO A SMALL COMMITTEE OF US LOOK AT ALL OF THAT INFORMATION AND MAKE DETERMINATIONS BASED OFF OF THAT INFORMATION.

WE ALSO HAVE A HANDFUL OF STUDENTS IN EACH PROGRAM, IN EACH BUILDING THAT COME RECOMMENDED THROUGH THE PRE SCHOOL SCREENING PROCESS.

AND SO KIDS GET REFERRED FROM BOTH OF THOSE DIFFERENT WAYS, IF THAT MAKES SENSE.

AND IT IS YOUR INTENT TO ADD A PROCEDURE.

YES. THAT WE WOULD BE ADDING A PROCEDURE AND UPDATING THE POLICY BASED ON THE RECOMMENDATIONS.

I THINK, MARY, YOUR POINT IS WELL TAKEN.

THIS IS THE SECOND YEAR FOR THE PROGRAM AND THEY MADE SIGNIFICANT CHANGES FROM THE FIRST YEAR TO THE SECOND YEAR.

I THINK AS WE CONTINUE AS IT CONTINUES TO EVOLVE, I THINK THAT'S THE REASONING BEHIND IF WE HAD MADE A POLICY, IT WOULD BE DIFFERENT THIS YEAR. WELL, AND MY UNDERSTANDING AND I MIGHT BE WRONG ABOUT THIS IS THAT OSPI WILL BE GIVING YOU SOME PRETTY TIGHT PARAMETERS ABOUT THIS PROGRAM.

THOSE THAT ARE FAMILIAR WITH SOME OF THOSE WE MEET ALL OF THOSE SPECIFICATIONS THAT OSPI HAS ALREADY RECOMMENDED.

BECAUSE ONE OF THE THINGS THAT COMES TO MIND IS THE FAMILY INCOME ISSUE.

I MEAN THAT RIGHT NOW IS A LITTLE BIT IN FLUX ANYWAY, EVEN WITH THE MEALS PROGRAM, BECAUSE WE NEED A DIFFERENT WAY TO DETERMINE THAT.

SO YEAH, YEAH.

SO IN TERMS OF INCOME, WE MADE THE DECISION LOCALLY AS A DISTRICT THAT THE STUDENTS THAT WOULD BE DEEMED ELIGIBLE FOR TRANSITIONAL KINDERGARTEN FALL BETWEEN JUST ABOVE THE FEDERAL POVERTY LINE AND BELOW THE STATE MEDIAN INCOME.

WE MADE THAT DECISION BECAUSE WE BELIEVED THAT THE EOCF AND THE ESD WOULD HAVE SPACE FOR ALL OF THE FAMILIES THAT FELL BELOW THE FEDERAL POVERTY LINE AND THAT THEY WOULD AUTOMATICALLY QUALIFY FOR THOSE PROGRAMS. SO WE REFERRED THOSE FAMILIES DIRECTLY TO THOSE AGENCIES.

AND SO IT WAS THE STUDENTS THAT FELL OR THE FAMILIES THAT FELL IN BETWEEN THOSE TWO NUMBERS THAT QUALIFIED, YOU KNOW, FROM AN INCOME STANDPOINT.

AND TO YOUR POINT, WE DO WANT TO HAVE A PROCEDURE IN PLACE SO THAT OUR FAMILIES CAN ALSO REFER TO THE POLICY.

YOU KNOW, MIKE AND LISA ACTUALLY SPENT A GREAT DEAL OF TIME EXPLAINING THAT TO FAMILIES THAT ARE IN NEED.

OBVIOUSLY, WITH A 300 PLUS FAMILIES FILLING OUT THE INTEREST SURVEY, BUT REALLY ONLY 121 QUALIFYING, I THINK WE'D HAVE FAR LESS PEOPLE FILLING OUT THE INTEREST SURVEY IF THEY KNEW STRAIGHT AWAY THAT THEY WOULDN'T QUALIFY.

RIGHT. AND THAT AND THAT THERE'S A VERIFICATION.

YEAH. I THINK THE TRICKY PART WITH THAT IS YOU CAN BE DEEMED ELIGIBLE FOR A VARIETY OF REASONS.

SO YOU MAY BE INCOME INELIGIBLE, BUT YOUR KINDERGARTEN READINESS WOULD MAKE YOU ELIGIBLE.

SO IT'S VERY COMPLICATED.

YEAH. THIS SEEMS LIKE OTHER DISTRICTS ARE DOING TRANSITION TO KINDERGARTEN IN THAT TOO.

IS THERE CONVERSATIONS GOING? IS THERE SOME CONSISTENCY ACROSS DISTRICTS? DOES THAT COME THROUGH THE WSSDA POLICY OR.

YEAH, I DON'T KNOW THAT WE HAVE MUCH CONSISTENCY FROM ONE DISTRICT TO THE OTHER.

WE HAVEN'T SPENT A WHOLE LOT OF TIME, UNFORTUNATELY, COMPARING ELIGIBILITY REQUIREMENTS OTHER THAN OUR PARTNERSHIPS WITH EOCF AND ESD, THOSE TYPES OF THINGS. AND I'M GUESSING THAT OSPI DOESN'T HAVE A WORK FORCE ON THIS YET AND BECAUSE I CAN'T IMAGINE THEY WON'T HAVE SOME PRETTY CLEAR GUIDELINES FOR SO THAT DISTRICTS ARE CONSISTENT.

BUT YEAH, I WOULD HOPE SO, YEAH.

AND I DON'T KNOW.

I DON'T KNOW IF WE'LL SEE MUCH CONSISTENCY IN TERMS OF ELIGIBILITY.

MY GUESS IS THAT THEY'LL LEAVE SOME OF THAT UP TO THE LOCAL DISTRICTS TO DETERMINE, BUT THAT'S JUST MY GUESS.

WE'LL SEE WHEN THE LEGISLATURE SO I DO THINK THAT WE ARE AMONGST THE LEADERS IN THE STATE AND SOUTHWEST, CERTAINLY SOUTHWEST WASHINGTON.

YEAH, WE HAVE MORE TRANSITIONAL KINDERGARTEN CLASSROOMS THAN ANYBODY ELSE IN CLARK COUNTY.

NICE. CONGRATULATIONS.

THANK YOU. OTHER KUDOS ABOUT THIS, IS THAT ONE OF THE REASONS THAT IT'S SO POPULAR IN OUR AREA IS MIKE AND HIS TEAM HAVE IDENTIFIED THAT IN OUR COMMUNITY, WE ARE WE ARE SORELY BEHIND IN OFFERING ANY PRESCHOOL PROGRAMS. THE NUMBER OF PROGRAMS THAT WE HAVE IS REALLY BEHIND SOME OF THE OTHER DISTRICTS AROUND US.

AND SO THE NEED IS GREAT HERE.

[01:15:02]

YEAH. DO YOU THINK THERE'S EVER A POSSIBILITY THEY'LL ELIMINATE THE INCOME REQUIREMENT SO THAT ALL STUDENTS OR CHILDREN WOULD HAVE THE OPPORTUNITY? IF THEY DID WE WOULD HAVE TO HAVE SOME FACILITY MONEY TO GO WITH IT.

YEAH. THAT'S THE BIGGEST STATE FUNDING.

THAT'S THE BIGGEST CONCERN.

AND THEY DON'T PROVIDE ANY OF THAT.

SO THAT'S WHY THEY'VE MADE IT, YOU KNOW, NOT MANDATORY.

THEY'VE MADE, YOU KNOW, YOU CAN JUMP IN IF YOU WANT.

AND MOSTLY IT BECOMES A SPACE ISSUE.

WE HAVE TWO BUILDINGS THAT CAN'T HAVE THEM.

WE WOULD HAVE MORE PROGRAMS IF WE HAD MORE ROOM.

SO IS 90 KIND OF LIKE THE CAPACITY FOR RIGHT NOW, LIKE COMING THROUGH YEARS FOR THE PROGRAM? LIKE, I'M SORRY, I COULDN'T HEAR YOU.

OH, IT'S LIKE 90 KIND OF THE CAPACITY RIGHT NOW FOR THE COMING FEW YEARS.

SO THE PROGRAM. WHAT IS IT, 18 IN A.

YES. WE HAVE 18 STUDENTS.

WE HAVE 19 AND TWO OF OUR CLASSROOMS JUST BECAUSE OF SOME LATE ELIGIBILITY FROM SPECIAL EDUCATION STUDENTS THAT CAME THROUGH THAT WE NEEDED TO ACCOMMODATE FOR.

SO WE HAVE FOUR PROGRAMS, 18 EACH, PLUS THE TWO EXTRA.

SO THAT'S WHERE WE GET OUR NUMBER FROM.

YOU KNOW, I GUESS WE COULD CONSIDER ADDING A SECOND PROGRAM AT SOME OF THE SCHOOLS WHERE WE DO HAVE CLASSROOM SPACE, BUT IDEALLY THAT WE HAVE LIKE EQUAL DISTRIBUTION OR ACCESS THROUGHOUT THE ENTIRE DISTRICT WOULD BE THE GOAL.

WE ALSO HAVE THREE DEVELOPMENTAL PRESCHOOL PROGRAMS THAT WE'RE INCREDIBLY PROUD OF AND TWO CTE PARTNER PRESCHOOL PROGRAMS. SO WE SERVE A GREAT NUMBER OF THREE AND FOUR YEAR OLDS, COMPARATIVELY SPEAKING.

THANK YOU, MIKE. BUT I WOULD MOVE THAT THE BOARD OF DIRECTORS APPROVE THE FIRST READING OF POLICY 2230 TRANSITION TO KINDERGARTEN. ALL RIGHT.

WE HAVE A MOTION ON THE FLOOR TO APPROVE THE FIRST READING OF POLICY 2230.

I'D LOOK TO OUR STUDENT REPRESENTATIVES FOR THEIR ADVISORY VOTE.

ANY FURTHER QUESTIONS OR COMMENTS FROM THE BOARD? ALL THOSE IN FAVOR, PLEASE SAY AYE.

AYE. ALL THOSE OPPOSED.

MOTION PASSES. 5 TO 0.

THANK YOU. BOARD LAST UP FOR NEW BUSINESS.

WE HAVE THE CENTRAL OPERATIONS BUILDING PROJECT ENGINEERING LAST UP.

KEVIN JOLMA. WHAT'S NEW? THAT NEW SPACE.

THANK YOU. THIS IS A PRETTY NEAT PROJECT THAT I'VE BEEN LOOKING FORWARD TO FOR ABOUT 20 YEARS NOW.

IT'S THIS PROJECT.

IS THIS THE AGENDA ITEM IN FRONT OF YOU IS FOR THE ENGINEERING FOR A NEW MAINTENANCE AND WAREHOUSE FACILITY.

CURRENTLY, MY ALL OF OUR MAINTENANCE FOLKS ARE HOUSED IN A 1932 BUS BARN THAT WAS CONVERTED INTO STORAGE AREA.

THE BUILDING IS WELL PAST ITS USEFUL LIFE.

OUR MAINTENANCE OR WAREHOUSE WAS BUILT IN 1972 AND HAS NOT EXPANDED.

SO THAT'S 50 YEARS OF GROWTH IN THE DISTRICT THAT WE HAVEN'T INCREASED THAT EITHER.

THIS IS A PREFABRICATED WHAT THE PROJECT IT WILL BE IS A PREFABRICATED METAL STRUCTURE AND IT'LL BE LOCATED.

THE REASON FOR THE NAME, IT'LL BE LOCATED RIGHT WHERE THE OLD CENTRAL BUILDING USED TO BE.

SO IT'S A BIT OF AN ODE TO THE OLD CENTRAL BUILDING, AND IT'S A TERM CENTRAL OPERATIONS.

SO SOME OF THE POSITIVES OF THE PROJECT WILL BE GETTING ALL OF OUR VANS OFF OF MAIN STREET.

WE'LL BE ABLE TO ISOLATE THEM, GIVE BATTLE GROUND HIGH SCHOOL ALL THE PARKING THERE.

NOT SURE. IT'S ANOTHER DISCUSSION AND A COUPLE OF YEARS WHAT WE WOULD DO WITH THAT BUS BARN AND THE TWO ACRES THERE NEXT TO THE POST OFFICE.

THERE'S SOME OPTIONS.

AWFULLY VALUABLE COMMERCIAL PROPERTY IF WE'RE INTERESTED IN THAT.

SO AS WE'VE MOVED, AS WE'RE MOVING FORWARD, THIS PROJECT, THIS IS TO APPROVE THE ENGINEERING AND THE DESIGN FOR THE ENTIRE PROJECT.

IT'S A $348,245 CONTRACT.

THERE IS NO SALES ON PROFESSIONAL SERVICES.

MY ESTIMATES RIGHT NOW.

SO IT'S OUTLINED CLEARLY WHAT IT INCLUDES BASICALLY ALL PROJECT MANAGEMENT PERMITTING DESIGN.

THIS COVERS IT ALL.

AND LOOKING AT OUR OVERALL CONSTRUCTION COSTS RIGHT NOW, OUR ESTIMATE IS 5.5 TO 5.8 MILLION.

SO IN A YEAR OR SO, THAT'S PROBABLY GOING TO CREEP UP TO 6 MILLION ISH.

AND IF YOU DO THE NUMBERS, WE'RE WELL UNDER 300 A FOOT FOR A COMPLETE PROJECT.

SO THAT'S NOTICEABLY CHEAPER.

QUITE A BIT CHEAPER.

THREE TIMES. THAT'S THE WRONG WAY TO SAY IT.

THREE TIMES AS LITTLE.

SORRY. [LAUGHTER] SO I'M ASKING YOU TO APPROVE THIS CONTRACT WITH WILSON ARCHITECTS.

WE'RE IN SCHEMATIC DESIGN RIGHT NOW.

WE'VE BEEN THROUGH PRE-APP WITH THE CITY OF BATTLE GROUND.

WE DID A SMALL CONTRACT ORIGINALLY JUST TO MAKE SURE WE COULD GET IT TO A APPLICATION.

[01:20:05]

SO WE'VE MET WITH THE CITY.

THEY'VE GONE THROUGH IT. THERE'S NO DEAL KILLERS.

THERE'S NO RED FLAGS AT THIS TIME.

SO LOOKING FORWARD TO GOING FORWARD AND HOPEFULLY BREAKING GROUND THIS JULY.

QUESTION WHEN IS YOUR PROJECTED COMPLETION THEN? I'M JUST LOOKING FORWARD TO THE START.

PROBABLY WITHIN A YEAR FOR SURE.

OKAY. NO MORE THAN A YEAR.

A YEAR. AND THIS ONE IS.

AND THIS ONE.

IT'S IN OUR CAPITAL FACILITIES PLAN, NOT LEVY, NOT GENERAL.

WHAT WAS THAT? YOU SAY WITHIN A YEAR, A YEAR FROM NOW?YEAH. SO A COUPLE OF JULY'S FROM NOW.

AND THE IMPACT FEES, THOSE AREN'T SUBJECT TO THE LACK OF EXPANSION.

THOSE ARE THE STATE MATCHING FEES.

RIGHT. JUST FOR MY CLARIFICATION, LIKE WE CAN'T SO WE'VE TALKED ABOUT MATCHING FEES WHERE YOU CAN'T EXPAND A SCHOOL.

RIGHT. BUT WE CAN USE THOSE BECAUSE SO THAT'S WHY WE CAN AND IT'S IN OUR CAPITAL FACILITY.

AND I'VE NEVER DONE ONE OF THESE, BUT I DON'T THINK I CAN GET STATE MATCH FOR.

WELL, YOU CAN WITH AN IMPACT.

YOU CAN. YOU CAN.

I'M JUST NOT SURE THAT A I'D HAVE TO LOOK WE DID NOT APPLY FOR STATE MATCH BECAUSE THEN IT WOULD GO ON OUR REGISTRY AND COUNT AGAINST OUR SQUARE FOOTAGE ON FOR STUDENTS. SO WE DID NOT APPLY FOR A STATE MATCH.

I'M NOT POSITIVE THAT WE COULD GET IT BECAUSE I DIDN'T REALLY CONTEMPLATE DOING THAT.

AND THAT WAS MY QUESTION. IT WAS JUST MORE OF A WEAKENED BECAUSE IT TALKS ABOUT EXPANDING 50%.

YEAH. SO, SO I JUST WANTED TO MAKE SURE THAT THAT WASN'T JUST TO CLARIFY IN MY MIND.

YEAH, IT'S EXPANSION. SO THE CURRENT WAREHOUSE IS A 10,000FT² AND WE'RE GOING TO PUT ANOTHER 5000 FOOT OF WAREHOUSE FACILITY IN THE SPACE.

I DON'T BELIEVE WE COULD HAVE USED IMPACT.

WE CAN USE IT FOR THIS NEW FACILITY.

I DON'T THINK WE COULD HAVE USED IMPACT FEES TO RENOVATE THE EXISTING FACILITY.

NO, ABSOLUTELY NOT.

RIGHT. SO I THINK THAT'S YOUR YOUR POINT.

IT'S FOR GROWTH. YEAH.

I'M UNDERSTANDING THE EXISTING FACILITY THEN WILL BE DEMOLISHED.

WE'LL TALK ABOUT THAT LATER.

OKAY. FOR A WHILE I MIGHT USE IT AS JUST SOME STORAGE JUST FOR IN AN INTERIM PERIOD.

BUT AS WE GET CLOSER, WE CAN TALK ABOUT IF IF WE WANT TO TALK ABOUT SURPLUS IN SELLING IT, DO WE WANT TO TALK ABOUT EXPANDING THE PARKING LOT AT BATTLE GROUND? BUT THAT'S A COUPLE OF YEARS AWAY.

I MAKE. NO, I THINK WE SHOULD MAKE A MOTION.

I THINK IT'S MY TURN TO MAKE A MOTION.

I MAKE A MOTION THAT THE BOARD APPROVE THE CENTRAL OPERATIONS BUILDING PROJECT ENGINEERING CONTRACT.

OKAY. WE HAVE A MOTION ON THE FLOOR TO APPROVE THE CONTRACT WITH WILSON ARCHITECTS.

LOOK TO THE STUDENT REPRESENTATIVES FOR THEIR ADVISORY VOTE.

THANK YOU. ANY FURTHER QUESTIONS OR COMMENTS FROM THE BOARD? ALL THOSE IN FAVOR, PLEASE SAY AYE.

AYE. AYE. ALL THOSE OPPOSED? MOTION PASSES. 5 TO 0.

THANK YOU. THANK YOU.

WITH THAT, WE WILL MOVE ON TO FUTURE AGENDA ITEMS AND BOARD EVENTS.

[11. Future Agenda Items and Board Events]

WE DO HAVE KC COMING UP THIS SATURDAY, THEIR 30TH ANNIVERSARY CELEBRATION.

I READ. I DIDN'T HEAR.

I READ THERE'S CAKE.

SO IF ANYBODY NEEDS SOME CAKE.

[LAUGHTER] THAT SEEMS TO BE A BIG SELLING POINT.

I'M GIVING A SPEECH YOU COULD COME FOR THAT.

AND THE CAKE. CAKE. OKAY.

OUCH. NOTHING PERSONAL THERE'S CAKE.

TOO LATE. OKAY.

THERE YOU GO. WE ALSO WE HAD ONE OF OUR CITIZENS COMMENTS, I BELIEVE, AT OUR LAST MEETING WAS ABOUT THE 23RD ANNUAL CELEBRATION OF NATIONAL DISABILITY EMPLOYMENT AWARENESS MONTH.

SO THAT'S COMING UP OCTOBER 11TH.

WE HAVE OUR MEETING ON THE 12TH AND THEN WE START BOARD TOURS.

SO SCHOOL TOURS.
