WE WILL GO AHEAD AND CALL THIS MEETING, REGULAR MEETING ON MONDAY, SEPTEMBER 11TH, 2023 TO ORDER, AND WE WILL START WITH OUR PLEDGE OF ALLEGIANCE.

[1. Call to Order]

READY? I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS.

ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL.

THANK YOU. NEXT UP, WE HAVE OUR ROLL CALL.

MADAM PRESIDENT, WE HAVE A QUORUM.

THANK YOU. NEXT UP, WE HAVE OUR AGENDA APPROVAL.

[4. Agenda Approval (Board Vote w/Student Voice)]

ON TONIGHT'S AGENDA, WE WILL HEAR FROM COMMUNICATIONS SUPERINTENDENT AND STAFF UPDATES.

YOU HAVE ROOM FOR CITIZENS COMMENTS.

WE HAVE OUR CONSENT AGENDA WITH ITEMS A THROUGH E, NO OLD BUSINESS, THREE ITEMS OF NEW BUSINESS AND THEN ALLOW TIME FOR FUTURE AGENDA ITEMS AND BOARD EVENTS.

IS THERE ANYTHING THAT ANYONE WOULD LIKE TO DISCUSS BEFORE WE APPROVE THE AGENDA OR HAVE REMOVED ANY QUESTIONS? I MOVE THE BOARD OF DIRECTORS APPROVE THE AGENDA AS PRESENTED.

ALL RIGHT. WE HAVE A MOTION TO APPROVE THE AGENDA AS PRESENTED.

WE HEAR FROM OUR ADVISORY VOTE FROM OUR STUDENT REPRESENTATIVES.

THANK YOU.

ANY FURTHER QUESTIONS BEFORE WE VOTE ON THE AGENDA? HEARING NONE. ALL THOSE IN FAVOR, PLEASE SAY AYE.

AYE. ALL THOSE OPPOSED.

MOTION PASSES 5 TO 0.

NEXT UP, WE HAVE A WELCOME BACK TO OUR AGENDA, WHICH IS OUR STUDENT VOICE.

[5. Communications]

NOW THAT SCHOOL IS BACK IN SESSION, IT WILL BE GOOD TO HEAR FROM SOME OF OUR STUDENTS AGAIN.

WE WILL START WITH THOSE WHO CAME TO VISIT US AND THEN WE'LL FINISH UP WITH OUR STUDENT REPS.

I BELIEVE [INAUDIBLE] IS HERE FROM BATTLE GROUND.

DO YOU WANT TO APPROACH THE PODIUM? JUST SAY YOUR NAME, WHAT SCHOOL YOU'RE FROM.

HI, I'M [INAUDIBLE] LEDBURY.

I'M FROM BATTLE GROUND.

I'M A SOPHOMORE AT BG.

[INAUDIBLE] IS A SCHOOL BOARD REP.

ON BEHALF OF ASB AND BHJS, I'VE GOT A FEW ANNOUNCEMENTS.

HOMECOMING IS SEPTEMBER.

HOMECOMING IS SEPTEMBER 23RD FROM 8 P.M.

TO 11 P.M. IN THE MAIN GYM.

THE THEME IS TANGLED.

WE ARE CURRENTLY EXPECTING AROUND 700 TO 800 STUDENTS TO ATTEND THE DANCE.

LAST HOMECOMING, WE SOLD 752 TICKETS AND REACHED OUR MAX FOR HOW MANY CHAPERONS WE HAD.

THIS YEAR WE HAVE SECURED MORE CHAPERONS AND SINCE TODAY WERE THE ONLY WAS THE FIRST DAY OF THE SALE.

SORRY. TODAY WAS THE FIRST DAY THAT TICKETS WERE ON SALE.

WE'RE NOT SURE HOW MANY WE'RE GOING TO SELL.

THE FRESHMAN AND NEW STUDENT ORIENTATION WAS A HUGE SUCCESS.

WE HAD MORE FAMILIES SHOW UP THAN WE HAD PLANNED.

SO MANY, IN FACT, THAT IT WAS A STANDING ROOM FOR THE ASSEMBLY AND THE SCHOOLS FELT LIKE MORE BUSY THAN IT EVER HAS.

ASB IS WORKING REALLY HARD TO CREATE CULTURE AT THE SCHOOL.

SOME OF THE WAYS WE ARE WORKING HARD TO DO THIS IS HAVING KIDS FROM ASB AND ALL OVER THE SCHOOL GET MORE INVOLVED WITH THINGS LIKE LEADING THE ASSEMBLIES AND GETTING MORE INVOLVED WITH OUR ADMIN TEAM, WITH DECISIONS ENCOURAGING STAFF MEMBERS TO GET MORE INVOLVED.

WE ARE DOING THIS BY CREATING A MOST SPIRITED STAFF AWARD, GETTING THEM PIED AT ASSEMBLIES WITH THEIR PERMISSION AND PULLING THEM FOR THEIR INPUT ON HOW WE ARE DOING WITH VARIOUS THINGS SUPPORTING OUR CLUBS AND SPORTS MORE.

WE ARE DOING THIS BY CREATING A SUPPORT FORUM FOR CLUBS TO FILL OUT WHEN THEY WANT STUFF ANNOUNCED AND MAKING SURE THEY GET STUFF REPOSTED ON SOCIAL MEDIA AND ON ANNOUNCEMENTS . FOR THE PEP ASSEMBLY, WE HAD OUR FIRST PEP ASSEMBLY ON THE THIRD DAY OF SCHOOL.

IT WENT REALLY WELL.

WE SHOWCASED SOME OF OUR GROUPS FROM SCHOOL AND PLAYED A MULTI GRADE LEVEL GAME AND INTRODUCED CLASS COLORS.

WE WERE ABLE TO GET THE WHOLE SCHOOL INVOLVED IN GETTING EXCITED.

[00:05:03]

THIS IS WHERE WE PIED STAFF MEMBERS, WHICH WAS OBVIOUSLY A HUGE HIT.

OKAY. HELLO, MY NAME IS SARAH [INAUDIBLE] AND I'M THE BUSINESS MANAGER OVER AT BATTLE GROUND HIGH SCHOOL.

I'M ALSO A SENIOR AT BG, SOMETHING THAT OUR PRINCIPALS WANTED US TO COME TALK TO YOU GUYS ABOUT IS THE FACT THAT WE ATTENDED A WONDERFUL LEADERSHIP CAMP OVER THE SUMMER CALLED MOUNT OLYMPUS AT CISPUS, WHICH WAS PUT ON BY [INAUDIBLE], AND WE GOT TO DO THIS BECAUSE OF YOU GUYS.

SO WE WANTED TO SAY THANK YOU FOR GIVING THE EXECUTIVE BOARD AN OPPORTUNITY TO DO SO.

WE LEARNED A LOT ABOUT LEADERSHIP AND WHAT LEADERSHIP QUALITIES WE EXCEL IN AND WHERE WE CAN GROW AS LEADERS.

WE ALSO LEARNED A LOT ABOUT OURSELVES AND HOW WE CAN GROW AS LEADERS, BOTH EXTERNALLY WITH THE GROUP AND INTERNALLY LIKE IN A SELF REFLECTION.

MY PERSONAL FAVORITE PART OF THIS CAMP WAS GETTING TO MEET AND CREATE FRIENDSHIPS WITH KIDS WHO ARE LEADERS FROM ALL OVER THE STATE.

I NOW HAVE BEST FRIENDS ALL OVER IN WENATCHEE, EVERETT, TACOMA, AND I THINK THE BEST PART ABOUT THIS IS I HAVE THE ABILITY TO SWAP IDEAS AND PROJECTS WITH ASB LEADERS FROM ALL OVER THE STATE, WHICH ALLOWED FOR US TO CREATE SOME REALLY NEW, EXCITING THINGS THAT WE'RE HOPING TO IMPLEMENT AT SCHOOL THIS YEAR, ALONG WITH ALSO BOASTS ABOUT SOME REALLY COOL THINGS THAT WE DO HERE AT BATTLE GROUND THAT NOW SOME OTHER SCHOOLS ARE LOOKING FORWARD TO DOING AT THEIR STUFF.

SO WE JUST WANTED TO THANK YOU GUYS FOR THAT OPPORTUNITY AND WE REALLY HOPE YOU GUYS SEND BATTLE GROUND HIGH SCHOOL AGAIN NEXT YEAR.

DO YOU GUYS HAVE ANY QUESTIONS FOR [INAUDIBLE] AND I? NO, BUT THANKS FOR THE UPDATE.

YOU'RE WELCOME A ANYTIME.

THANK YOU FOR YOUR TIME. DO THEY STILL DO THE SKITS AT THE CAMP? YEAH. DO YOU WANT TO TALK ABOUT YOURS? NO. [CHUCKLING] THANK YOU.

IT'S HARD TO GO FIRST, SO THANK YOU AGAIN FOR COMING UP HERE.

DO WE ALSO HAVE MARLEY AND ELIZABETH THAT ARE GOING TO COME AND CHAT? HI, MY NAME IS MARLEY.

I'M THE SENIOR CO-CAPTAIN FOR THE SPEECH AND DEBATE TEAM AT BATTLE GROUND HIGH SCHOOL.

I'D JUST LIKE TO GIVE A LITTLE UPDATE OR SHARE SOME STUFF ABOUT THE TEAM.

IT'S REALLY EXCITING.

LAST YEAR WE STARTED OUT THE YEAR I THINK WE DID OUR LAST UPDATE, JUNE OF 2022.

WE STARTED OUT THE YEAR WITH TWO PEOPLE ON THE TEAM.

SINCE THEN WE'VE GROWN TO 20 AND WE'VE WON AND SWEPT MULTIPLE TOURNAMENTS.

WE'VE BEEN ABLE TO GO TO TOURNAMENTS IN PORTLAND AND OTHER PLACES IN NORTHERN OREGON AT COLLEGE CAMPUSES AND SWEPT THE COMPETITION, WHICH HAS BEEN REALLY SATISFYING, AND WE SENT TEN PEOPLE LAST YEAR TO THE STATE CHAMPIONSHIPS IN TACOMA, WHICH WAS A FANTASTIC.

I'M GONNA GIVE THE MIC TO MY OTHER CO-CAPTAIN, ELIZABETH.

HI, I'M ELIZABETH.

I'M THE JUNIOR CO-CAPTAIN WITH SPEECH AND DEBATE.

WE HAVEN'T QUITE PICKED UP WITH OUR PRACTICES THIS SEASON, BUT THIS SUMMER I DID GO TO THE SOUTHWEST SPEECH AND DEBATE INSTITUTION AT ARIZONA STATE UNIVERSITY TO HELP EXPAND MY SKILLS IN SEVERAL DIFFERENT SPEECH EVENTS THAT TAKE PLACE IN SPEECH AND DEBATE.

I'M EXCITED TO BRING MY SKILLS BACK TO THE TEAM AND WE LOOK FORWARD TO A GOOD YEAR.

ARE WE GOOD? YEAH.

THANK YOU, GUYS. CONGRATULATIONS.

THANK YOU. YOU GUYS HAVE ANY QUESTIONS? NO, BUT PLEASE BRING US UPDATES.

YEAH. IS THERE ANY OTHER STUDENTS IN THE AUDIENCE THAT I MAY HAVE MISSED? TO OUR STUDENT REPS, DO YOU GUYS HAVE A REPORT FOR US AS WELL? I THINK THEY ALL COVERED A LOT OF IT.

THIS IS OUR FIRST MEETING SINCE THE START OF THE SCHOOL YEAR, SO I JUST WANTED TO SAY THAT IT'S BEEN GOING GREAT.

I'M VERY HAPPY TO START MY SENIOR YEAR THIS FRIDAY.

WE HAVE OUR FIRST RIVALRY GAME AGAINST PRAIRIE FOR FOOTBALL, SO THAT'S VERY EXCITING.

YEAH, YOU KNOW, IT SAID THEY WON THEIR FIRST TWO GAMES.

I'M SURE HE HAS A LOT TO SAY ABOUT IT.

LET ME GO I'LL KEEP TALKING ALL DAY [CHUCKLING] AND JUST LIKE GOING OFF OF WHAT SARAH SAID ABOUT AWSL, I WOULD ALSO LIKE TO THANK YOU GUYS FOR LETTING US GO THIS YEAR. THIS IS OUR SECOND TIME GOING AND I JUST HAD A LOT OF FUN.

I LEARNED SO MUCH, MADE GREAT FRIENDS, DROVE UP TO PUYALLUP THE OTHER DAY JUST TO MEET SOME OF MY FRIENDS THAT I MET UP THERE.

SO THAT WAS REALLY A FUN EXPERIENCE AND LIKE LIFELONG FRIENDS, YOU KNOW? SO, YEAH.

WE DON'T GO TO OLYMPUS [INAUDIBLE] LIKE ACTUALLY GOES TO MOUNT ADAMS, BUT IT'S ALSO UNDER AWSL AND IT'S A REALLY, REALLY GOOD EXPERIENCE.

I'M GLAD THAT PEOPLE CAME TO BRING IT UP.

I'M GLAD YOU TALKED ABOUT IT BECAUSE I ALSO STILL TALK TO SOME FRIENDS FROM CAMP.

I'LL HAVE LIKE MY SENIOR COUNSELORS WILL TEXT US.

SHE'S LIKE, HAPPY FIRST DAY OF SCHOOL, AND WE'RE LIKE, YAY, BUT AS FOR LIKE RIVER, WE HAD OUR FIRST WEEK OF SCHOOL.

ASB HOSTS THIS EVENT CALLED LIKE WELCOME BACK WHERE WE JUST REALLY MAKE STUDENTS UNCOMFORTABLE WITH POSTERS AND STUFF.

WE'RE LIKE, HEY, I HOPE YOU'RE SO EXCITED TO BE HERE! AND THEY'RE LIKE, I'M SCARED OF YOU [CHUCKLING] BUT IT'S LIKE IT'S A REALLY FUN EVENT, AND YEAH, SPORTS SEASON IS IN FULL FORCE.

I ACTUALLY JUST CAME BACK FROM WATCHING A SOCCER GAME.

I THINK THEY WON, BUT I WASN'T SURE I LEFT EARLY AND YEAH, ASB WE'RE PLANNING MANY EVENTS .

[00:10:10]

ANY QUESTIONS FOR OUR STUDENT REPS? I'LL JUST SAY NICE TO HAVE THAT STUDENT VOICE FIRST ON THE AGENDA AGAIN, AND I KNOW SUPERINTENDENT WATERS DOES A LOT TO HELP MAKE CONNECTIONS WITH ALL THE SCHOOLS, BUT IF THE REST OF THE BOARD CAN ASSIST IN ANY WAY TO KIND OF KEEPING THAT STUDENT VOICE FRONT AND CENTER, WE WANT TO DO THAT.

THANK YOU, WE APPRECIATE IT.

OKAY. WE WILL MOVE ON TO COMMITTEE REPORTS.

STARTING WITH THE LEGISLATIVE COMMITTEE.

OKAY, I HAVE QUITE A BIT TO SHARE.

THIS NEXT WEEK WILL BE THE GENERAL ASSEMBLY, AND JUST TO REMIND OTHER BOARD MEMBERS, YOU'RE WELCOME TO LISTEN IN ON ANY OR ALL OF IT FOR THE TWO DAYS, FRIDAY AND SATURDAY NEXT WEEK.

THERE'S ACTUALLY 48 ITEMS THAT WE'LL BE VOTING ON ONE, AND PROBABLY THE MOST IMPORTANT ONE IS A RESOLUTION TO CHANGE THE BYLAWS OF WSSDA.

I'M GOING TO COME BACK TO THAT, BUT ABOUT HALF OF THE PROPOSALS ARE AMENDMENTS TO CHANGE WHAT'S CALLED PERMANENT POSITIONS, WHICH IS REALLY PART OF THE WSSDA BELIEF STATEMENTS, AND MOST OF THOSE CHANGES, VIRTUALLY ALL OF THEM ARE JUST TO CLARIFY LANGUAGE OR TO CHANGE AND MODERNIZE LANGUAGE THAT'S DATED, TO REMOVE DUPLICATE STATEMENTS, AND IN SOME WAYS, I WISH WE HAD A [INAUDIBLE] COMMITTEE FOR WSSDA BECAUSE THEY WOULD BE ABLE TO MAKE THOSE POSITION STATEMENTS CONCISE, LIKE OUR BELIEF STATEMENTS ARE BUT MAYBE THEY'RE GETTING THERE BECAUSE THE COMMITTEE DID GO THROUGH AND DO SOME THOROUGH REWRITING OF, FOR INSTANCE, POSITIONS THAT WOULD BE VERY PRESCRIPTIVE ABOUT HOW WE CONDUCT OURSELVES IN COLLECTIVE BARGAINING AS A BOARD AND WE DON'T NEGOTIATE, AND SO REALLY THAT WAS CHANGED TO GOVERNANCE LANGUAGE AND REALLY SHOULD HAVE ALWAYS BEEN SAME WITH TEACHER CERTIFICATION.

THAT ISN'T OUR ROLE, AND SO THEY'VE CHANGED THE LANGUAGE JUST TO MAKE IT FIT OUR ROLE, WHICH IS GOVERNANCE.

SO THINK ABOUT THOSE PERMANENT POSITIONS ARE REALLY BROADER STATEMENTS AND THEN THE MORE SPECIFIC STATEMENTS ARE THE LEGISLATIVE POSITIONS AND THEY ARE WHAT GUIDE OUR ADVOCACY WITH THE LEGISLATORS, AND WHAT I'VE LEARNED OVER THE LAST COUPLE OF YEARS, AND MARK, I KNOW YOU PROBABLY ALREADY KNOW THIS IS THAT WSSDA WILL NOT ADVOCATE FOR OR AGAINST A POSITION WITH A BILL UNLESS THE LANGUAGE IS SPECIFIC ENOUGH TO DO THAT AND SO OUR POSITIONS HAVE TO BE QUITE SPECIFIC ON THESE.

SO MANY OF THE AMENDMENTS THAT THERE'S ABOUT 20 OF THEM, THEY REALLY SPEAK TO MORE SPECIFICITY.

THEY BRING IN SOME NEWER LANGUAGE AROUND FUNDING.

SO FOR INSTANCE, AND I REACHED OUT TO MICHELLE ABOUT SOME OF THESE BECAUSE THERE ARE A FEW NEW POSITIONS.

ONE OF THEM WOULD BE STATED TO OPPOSE PREJUDGMENT INTEREST.

I KNOW WE'VE TALKED ABOUT THAT AND WSSDA DID NOT HAVE A SPECIFIC STATEMENT ABOUT IT, A POSITION ABOUT IT, SO WE WEREN'T ABLE TO ADVOCATE LAST YEAR.

SO THAT'S AN EXAMPLE.

ANOTHER ONE WHICH I THOUGHT WAS INTERESTING IS FUNDING FOR SAFE, PEDESTRIAN ACCESS TO SCHOOL, AND I KNOW WE HAVE ISSUES WITH THAT, AND SO THIS WOULD BE AN AREA WHERE FUNDING WOULD BE VERY HELPFUL.

IN ADDITION, TRANSITION TO KINDERGARTEN, RELIABLE FUNDING AND NO LIMITS ON ENROLLMENT.

SO THOSE ARE SOME OF THE THERE'S ALSO A NEW POSITION ON AI, WHICH IS PROBABLY ALREADY DATED BECAUSE IT WAS WRITTEN LAST SPRING.

SO BUT IT WAS AN INTERESTING ONE TO READ.

SO FOR GOOD READING YOU CAN GO ONLINE AND LOOK THROUGH ALL OF THE POSITIONS.

SO THE ONE I WANT TO TALK ABOUT TONIGHT, THOUGH, IS THE POSITION, THE RESOLUTION TO CHANGE OUR BYLAWS, AND I'VE TALKED ABOUT THIS BEFORE, ABOUT THE WEIGHTED VOTE, BUT JUST TO GIVE YOU SOME SPECIFICS, THERE'S 295 SCHOOL DISTRICTS IN WASHINGTON.

OF THOSE 295 DISTRICTS, 95 ARE OVER 2000 STUDENTS.

LET ME SAY THAT AGAIN.

95 DISTRICTS OUT OF 295 DISTRICTS HAVE MORE THAN 2000 STUDENTS, AND SO WHEN THERE'S A WEIGHTED VOTE, WE HAVE WE ARE ABOUT A MEDIUM SIZED DISTRICT.

WE HAVE FIVE VOTES.

SEATTLE HAS 19 WHEN THERE'S A WEIGHTED VOTE.

SO YOU CAN IMAGINE THAT EVERY AND THIS HAS BEEN MY EXPERIENCE THE LAST COUPLE OF YEARS WHEN THERE'S ANY CONTESTED VOTE THAT SEATTLE OR THAT AREA DECIDES TO OPPOSE, IT'S A WEIGHTED VOTE.

[00:15:01]

THEY HAVE 19 VOTES, AND WHAT IT REALLY MEANS IS THAT MANY OF THE SMALLER RURAL DISTRICTS, WHICH IS MOST OF THE DISTRICTS IN WASHINGTON HAVE DISENGAGED FROM WSSDA HAVE DISENGAGED FROM BEING INVOLVED IN THIS PROCESS, AND SO I AM EXCITED BECAUSE THE COMMITTEE, THE WSSDA COMMITTEE, HAS RECOMMENDED A DO PASS THIS RESOLUTION, AND SO IT WILL BE ACTUALLY THE FIRST THING THAT WE VOTE ON.

NOW, THE CHALLENGE IS IT TAKES A TWO THIRDS MAJORITY TO CHANGE THE BYLAWS, BUT IF THAT'S THE.

THEN IT WILL GO BACK TO THE WAY WSSDA WAS BEFORE, WHICH IS ONE EACH DISTRICT GETS ONE, ONE DELEGATE, ONE VOTE.

SO WE'LL FIND OUT AFTER NEXT WEEK HOW THAT COMES OUT.

DO YOU HAVE ANY INCLINATION? WELL, I WAS SURPRISED THAT I WAS SURPRISED THAT THE COMMITTEE RECOMMENDED A DO PASS AND SO I THINK THAT MARK, YOU MAY HAVE SOME INPUT HERE, TOO.

I THINK THAT SPEAKS PRETTY WELL FOR IT.

I MEAN, I DON'T MEAN TO BE FUNNY, BUT WHEN THEY WHEN THEY VOTE ON THIS, DO THEY USE THE WEIGHTED VOTE? NO. I WAS WONDERING THAT.

THAT'S A GOOD QUESTION. NO, THERE IS NO WAY TO VOTE ON THIS PARTICULAR ON A RESOLUTION.

SO, NO, THERE WON'T BE A WEIGHTED VOTE.

SO, YEAH, THERE'S A CHANCE.

OKAY, AND I THINK THERE'S MORE DISTRICTS REGISTERING FOR GENERAL ASSEMBLY THAN THERE HAVE BEEN IN THE PAST BECAUSE OF THIS.

YEAH, AND I THINK THAT'S MY COMMENT.

SO HAVING STARTED ON IT PRE-PANDEMIC WHEN NO VIRTUAL MEETING WAS AN OPTION.

IT'S EXPENSIVE IF YOU'RE A SMALL SCHOOL DISTRICT IN EASTERN WASHINGTON AND YOU'RE SENDING PEOPLE TO SEATTLE OR OLYMPIA OR SOMEPLACE LIKE THAT, YOU KNOW, THAT'S NO SMALL EXPENSE FOR A BOARD TO DO ALL THAT TRAVEL, AND SO THAT AS MUCH AS NOT FEELING LIKE THEIR VOTE COULD GET OVERRIDDEN, BUT JUST THE EXPENSE OF SENDING A BOARD FROM A SMALL SCHOOL DISTRICT, THAT'S PART OF THE REASON.

SO NOW THAT THEY'RE OFFERING THAT VIRTUAL ATTENDANCE TO THIS, THEY'VE SEEN AN INCREASE IN SMALLER DISTRICTS BECAUSE IT'S SO MUCH MORE ACCESSIBLE, AND NOW THAT ISSUE OF THE WAY TO VOTE COMES IN.

I WOULD SAY I DON'T KNOW IF THERE'S BEEN A WEIGHTED VOTE WHEN YOU'VE BEEN THERE, BUT THERE WAS ONLY ONE.

OKAY. THERE WAS ONLY ONE TIME I WAS THERE.

THE LAST COUPLE OF YEARS IT'S BEEN THERE HAVE BEEN SEVERAL.

HAS THERE? YEAH, THERE'S I THINK IT'S BECOME YOU KNOW, IT'S BEEN BECOME MORE PREVALENT IN THE LAST COUPLE OF YEARS AND THE LAST YEAR.

THE ONE POSITION THAT HAD A TWO HOUR DEBATE.

YEAH, THAT WAS PART OF IT.

IT WAS THERE WAS A WEIGHTED VOTE AT THAT PARTICULAR ONE, WHICH WAS A SUPPORT FOR FAMILIES AND PARENTS.

I MEAN, JUST HAVING THAT WRITTEN INTO A POSITION, IT ISN'T EVEN THERE'S NOT EVEN AN AMENDMENT FOR IT.

SO IT WILL CONTINUE.

HOPEFULLY IT WILL BECOME PERMANENT POSITION.

SO, QUESTIONS? GOOD UPDATE.

SO WITH YOUR BLESSING.

I MEAN, FOR THE MOST PART, I THE ONLY ONE THAT I PROBABLY WOULD NOT VOTE WITH THE COMMITTEE RECOMMENDATION IS THE ONE THAT SPEAKS TO LOCAL CONTROL, AND THE REASON IS THE REASON THAT THEY RECOMMEND A NO VOTE IS JUST BECAUSE THERE IS ALREADY A POSITION, A PERMANENT POSITION THAT SPEAKS TO LOCAL CONTROL, BUT THIS IS A LEGISLATIVE POSITION AND I FEEL THAT IT'S IT BEARS REPEATING.

I THINK WE SHOULD HAVE A STRONG VOICE FOR LOCAL CONTROL.

SO THAT'S WHY I WOULD UNLESS YOU HAVE OBJECTIONS TO THAT, THAT'S WHY I WOULD NOT VOTE WITH THE COMMITTEE RECOMMENDATION.

OKAY.

IT'S MY UNDERSTANDING, SO OUR LEG REP, YOURSELF IS REGISTERED? YES, AND I'M LOOKING AT THE WEBSITE.

IT LOOKS LIKE ANY OF US.

IF WE WANT TO TUNE IN FOR PART OF IT, WE CAN JUST GO THERE, RIGHT? YOU CAN GO THERE. WE DON'T HAVE TO PRE-REGISTER? AND JUST LISTEN IN.

IT'S MY UNDERSTANDING.

PERFECT. YEAH. YEAH, AND THAT'S ALL I HAVE ON THAT.

YEAH. OKAY. AUDIT COMMITTEE REPORT.

OH, THAT'S ME TOO.

UNLESS I THINK MARK, YOU WERE ON JURY DUTY.

YEAH, I WAS TRYING TO GET SELECTED OR NOT SELECTED.

SO THE AUDIT COMMITTEE MET LAST WEEK, AND WE REVIEWED THE SUPERINTENDENT'S BUDGET AND TIME SHEET, THE BOARD BUDGET AND EXPENDITURES, VOUCHERS AND PAYROLL.

EVERYTHING WAS IN ORDER.

WE DID HAVE A DISCUSSION ABOUT ONE PARTICULAR VOUCHER FOR $2.2 MILLION FOR OUR INSURANCE.

THAT REPRESENTS OVER A 20% INCREASE, AND SO MICHELLE TALKED TO US QUITE A BIT ABOUT, YOU KNOW, STRATEGIES FOR TRYING TO FIND

[00:20:02]

A PROVIDER, BUT THERE ARE SOME CHALLENGES WITH THAT, AND I THINK WHEN SHE WENT OVER THE BUDGET, THAT'S ONE OF THE THINGS SHE TALKED ABOUT IS THIS PARTICULAR INVOICE TOOK ALL OF OUR MONEY, AND SO I THINK IT'S, YOU KNOW, IT'S JUST SOMETHING TO BRING UP AND AND HELP PEOPLE UNDERSTAND THE COSTS AND AND DISTRICTS, YOU KNOW, THE INSURANCE COSTS AND THAT'S.

YEAH, I DON'T KNOW IF MICHELLE WANTS TO COMMENT ON THAT OR NOT, BUT WE DID SPEND SOME TIME TALKING ABOUT THAT.

YEAH. SO LIKE I SAID, YES, YOU'VE KIND OF REPEATED AND THEN WE'VE HAD UTILITY COSTS GO UP, YOU KNOW, $300,000 AND THEN THAT HAS, YOU KNOW, THERE'S THERE IS NO BUDGET FOR THAT ONCE YOU APPLY IT ALL TO THE INSURANCE INVOICE BUT WE ARE ACTIVELY LOOKING AT OUR POLICIES AND ANYTHING WE CAN DO, MAYBE RAISING DEDUCTIBLES, IF THAT'S A POSSIBILITY, AND ALSO OTHER PROVIDERS FOR INSURANCE, THERE'S NOT MANY OUT THERE, AND WHO YOU WOULD BE LOOKING AT WOULD BE LIKE ESD 112.

SO THEY HAVE AN INSURANCE CO-OP PROGRAM.

SO YEAH, OTHERWISE IT'S YOUR SOURCES ARE VERY LIMITED, AND THAT'S ALL I HAVE. OKAY. BATTLE GROUND EDUCATION FOUNDATION.

YES. THANK YOU.

SO WE HAD A MEETING.

LET'S SEE. WHAT DAY WAS THAT? IT FEELS LIKE IT WAS FOREVER AGO, BUT WE'VE JUST BEEN THAT BUSY.

AUGUST 24TH, WE HAD A MEETING AND SOME OF THE UPDATES INCLUDE.

STUFF THE BUS WAS A GREAT SUCCESS.

THERE WERE 50 BOXES OF SUPPLIES PLUS ALMOST $1,000 IN CASH DONATIONS.

SO THAT WAS REALLY A GREAT, VERY SUCCESSFUL FUNDRAISER.

LET'S SEE, COMING UP, THERE'S THE BENEFITS FAIR.

BGF IS PLANNING TO HAVE A TABLE.

THE BENEFITS FAIR IS FOR BASICALLY DISTRICT EMPLOYEES TO KIND OF UNDERSTAND WHAT THEIR BENEFITS ARE, ESPECIALLY THE NEW STAFF, AND SO BGF IS GOING TO HAVE A TABLE THERE.

THAT'S OCTOBER 19TH, FROM 3 TO 6 AT PRAIRIE HIGH SCHOOL, AND THEN IT SEEMS LIKE I'M SURE, JACKIE, YOU WOULD CONCUR WITH THIS.

IT SEEMS LIKE THERE'S A THIS IS THE KIND OF THE FINAL PUSH TO GET STUFF LINED UP FOR THE AUCTION DESTINATION GRADUATION, WHICH IS GOING TO BE OCTOBER 5TH THROUGH THE EIGHTH AND THEN IN-PERSON ON THE 7TH OF OCTOBER AND SO EVERYONE'S WORKING PRETTY HARD TO SECURE DONATIONS AND SPONSORS FOR THAT, AND THE NEXT BOARD MEETING IS NOT GOING TO BE TILL THE 21ST, WHICH IS REALLY COMING UP PRETTY QUICKLY HERE.

OKAY. THANK YOU.

WE DON'T HAVE A MEETING SCHEDULED UNTIL NEXT WEEK, AND WE HAD OUR EARLY ONE FOR THE SPRING, BUT THAT WAS A LITTLE OVER A MONTH AGO NOW.

SO OUTSIDE OF THAT, THE ONLY OTHER THING RELATED TO WIA WOULD BE THAT THE FINAL WORD CAME DOWN AND WE DO GET THREE PLAYOFF SPOTS IN 4A GREATER SAINT HELENS. SO YOU'VE GOT TO BEAT ONE, 2-0 IS LOOKING PRETTY GOOD RIGHT NOW.

2-0 IS LOOKING REALLY GOOD RIGHT NOW.

WASHINGTON STATE SCHOOL DIRECTORS ASSOCIATION UPDATES.

ANYTHING ELSE TO ADD ABOUT WSSDA? JUST THE FACT THAT THE I DID ATTEND THE NETWORK OUR LAST THURSDAY.

ANYBODY THAT WANTS TO SIGN UP FOR THAT, IT'S EXACTLY ONE HOUR.

ALWAYS VERY HELPFUL INFORMATION.

THIS TIME THEY HAD PROFESSOR RICHARD MILLER, WHO'S FROM ARIZONA STATE AND HAS DONE SOME WORK AROUND HOPE, AND HE SAYS THAT HOPE IS TAUGHT AND LEARNED AND VERY INTERESTING RESEARCH THAT HE CALLED UP AND READ FOUR POINTS THAT HE MADE THAT I THOUGHT WERE VERY HELPFUL.

IT'S NOT THE RISK OR TRAUMA THAT PREVENTS KIDS FROM SUCCEEDING.

IT IS THE ABSENCE OF HOPE.

WE DON'T CONTROL MOST OF THE RISK CHILDREN EXPERIENCE, BUT WE DO CONTROL MUCH OF THE HOPE.

HOPE IS TAUGHT AND LEARNED.

PROGRAMS AND CURRICULUM ALONE CANNOT MAKE A DIFFERENCE.

ADULTS DO, AND BUT HE TALKED ABOUT DISTRICTS WHERE THEY'VE ADOPTED A PROGRAM, AND I THINK IT RANG A BELL WITH ME BECAUSE IT WAS VERY CLOSELY RELATED TO THE TYPE OF WORK THAT IN MY BACKGROUND WITH AVID, WHERE YOU TEACH STUDENTS THESE STRATEGIES FOR HOPE AND SUCCESS.

[00:25:01]

SO ANYWAY, THAT WAS VERY INTERESTING AND ANYBODY CAN CAN GET INVOLVED THERE, AND THE OTHER THING WITH WSSDA IS THAT THERE ARE THERE WILL BE ELECTIONS COMING UP AND THERE IS A NOMINATING COMMITTEE POSITION FOR DISTRICT SIX IF SOMEBODY WOULD LIKE TO PUT THEIR NAME IN THE HAT.

THAT'S ALL.

ANY OTHER WSSDA UPDATES? OKAY. OUR LAST COMMITTEE REPORT WOULD BE TOURS COMMITTEE.

DO WE HAVE AN IDEA OF WHEN THOSE MIGHT START? A COUPLE OF MONTHS? TYPICALLY, WE'LL DO OUR FIRST TOURS IN OCTOBER.

SO WE'LL LOOK FOR SANDY WILL BE SENDING OUT INVITES ON THOSE SOON.

YEAH WE WILL BE BREAKING US UP INTO THREE GROUPS.

PERFECT. DIRECTOR REPORTS.

ANYTHING ELSE ANYONE WANTS TO REPORT ON.

THIS WASN'T OFFICIAL, BUT IT WAS MY OWN VERSION OF A MINI TOUR.

I MADE IT TO ALL THE ELEMENTARY BUILDINGS THIS MORNING, AND I WANT TO HIGHLIGHT OUR COMMUNITY STEPPING UP.

SO JAMES FROM SODEXO THIS SUMMER GAVE ME BOXES OF PACKETS OF SEEDS THAT WERE DONATED TO HIM AT FOOD SERVICE AND THEN LIKEWISE, A FORMER CASEE STUDENT WHO'S NOW AN EMPLOYEE AT WILKO DID THE SAME THING, AND SO WE DISTRIBUTED LITERALLY HUNDREDS OF PACKETS OF SEEDS TO ALL THE K-4 SCHOOLS, AND THEY CAN DO WITH THEM WHAT THEY WANT.

I GOT MY BLINDERS ON RIGHT NOW.

FOOTBALL, FOOTBALL, FOOTBALL, FOOTBALL.

[CHUCKLING] ANYONE ELSE? I'VE SAID ENOUGH. THANK YOU.

LET'S SEE.

DO I NEED TO DO BOARD OF DISTINCTION? THIS WOULD BE THE BEST TIME.

OH, YEAH ALMOST FORGOT.

SO YOU DON'T HAVE TO READ THROUGH ALL OF IT NOW, BUT I WANT TO SAY A GREAT THANKS TO THE ADMIN TEAM LED BY LYNNELL MURRAY.

YEAH, MURRAY, WE ASKED FOR THEIR HELP IN PULLING TOGETHER THE DOCUMENTATION FOR OUR DISTINCTION APPLICATION, AND THEY'VE DONE A FANTASTIC JOB.

WE'VE BEEN TRYING TO KIND OF GIVE THE THE OUTLINE OF WHAT WE NEED AND SO TAKE A LOOK AT IT.

IT'S ALL THE THINGS THAT WE TALKED ABOUT BEFORE, OUR CORE BELIEFS, AND FOCUS ON OUR WAIVER DAYS FOR IMPROVING STUDENT ACHIEVEMENT AND THINGS LIKE THAT.

SO I'LL PROBABLY PUT IT IN TOMORROW.

SO TAKE A LOOK AND IF YOU HAVE ANY LAST MINUTE QUESTIONS, CONCERNS JUST SO YOU'RE AWARE, IT'S A VERY.

.. THERE ARE SOME STRICT GUIDELINES TO HOW MUCH YOU CAN WRITE.

FOR INSTANCE, IN THE FIRST SECTION YOU CAN ONLY USE 1000 CHARACTERS, AND THEN FOR MOST OF THE OTHER SECTIONS, YOU CAN ONLY USE 3 TO 500 WORDS.

SO YOU'RE LIMITED, AND THEN YOU CAN ONLY SUBMIT THREE DOCUMENTS, ONE PAGE EACH.

SO YOU CAN'T IT'S NOT LIKE YOU CAN BOMBARD THEM.

SO YOU HAVE TO BE VERY STRATEGIC IN YOUR THINKING BUT I THINK WE'VE CAPTURED FOR THE MOST PART, THE TEAM DID A REALLY NICE JOB OF CAPTURING THE WORK OF THE BOARD AND HOW IT THE DISTRICT IS BECOMING ALIGNED IN ITS FOCUS AND ITS PURPOSE.

YEAH, AND AGAIN, I HOPE EVERYBODY RECOGNIZES, YOU KNOW, THE IDEA OF THIS IS THAT THERE ARE STANDARDS FOR SCHOOL BOARDS, JUST LIKE THERE ARE FOR STUDENTS, TEACHERS AND ADMINISTRATORS, AND IT BEHOOVES US TO STRIVE TO MEET THOSE.

SO WHETHER WE EARN IT OR NOT, IT'S THE IDEA OF GOING TO ALL THE PRACTICES BEFORE YOU GO TO THE GAME TO KEEP GETTING BETTER.

SO I WILL SAY IT DOES PAY TO HAVE SOMEONE IN YOUR STAFF WHO'S GOING THROUGH THEIR SUPERINTENDENT CREDENTIALS BECAUSE YOU CAN ASSIGN THEM STUFF LIKE THIS.

[CHUCKLING] SO HERE WE GO.

THIS WILL BE GOOD FOR YOU.

ANY OTHER DIRECTORS REPORTS? IT SOUNDS LIKE NONE. SO WE'LL TURN IT OVER.

[6. Superintendent and Staff Updates]

THANK YOU VERY MUCH. FIRST OF ALL, I'D LIKE TO START OUT BY SAYING A BIG THANK YOU TO ALL OF OUR STAFF FOR THE BEGINNING OF THE SCHOOL YEAR.

VERY POSITIVE START FOR US AND JUST FUN TO WELCOME BACK OUR STUDENTS AND AND OUR FAMILIES.

ALL OF THE ALL OF US DOWN IN DISTRICT OFFICE GOT AN OPPORTUNITY TO GO OUT AND VISIT SCHOOLS AND LOTS OF SMILING FACES AND HAPPY STUDENTS AND STAFF WAS ABSOLUTELY TERRIFIC.

SO, AGAIN, JUST A BIG THANK YOU TO ALL OF OUR STAFF CERTIFICATED, CLASSIFIED, OUR ADMINISTRATORS, OUR SUPPORT STAFF, ALL THE PEOPLE WHO DID THE WORK IN THE BUILDINGS

[00:30:04]

TO GET THE BUILDINGS READY, OUR TRANSPORTATION PARTNERS, OUR FOOD SERVICE PARTNERS.

JUST THANK YOU VERY MUCH TO EVERYBODY.

NEXT, I'D JUST LIKE TO COMMENT.

WE ARE CONTINUING OUR NEGOTIATIONS WITH OUR CERTIFICATED UNION BGA.

WE CONTINUE TO MAKE PROGRESS.

OUR NEXT SESSION IS SCHEDULED FOR THIS SATURDAY, SO WE'LL BE MEETING THIS SATURDAY, AND THEN WE HAVE TWO OTHER AFTER.

THAT'S THE 16TH, I BELIEVE WE HAVE THE 20TH AND THE 22ND, 26TH, 26TH, 20TH AND 26TH ALSO SCHEDULED IF NEEDED, BUT I THINK WE'RE GETTING CLOSE, AND THEN LASTLY, FOR ME, A SURPRISE.

REMEMBER WE DID THE VAPING LITIGATION AND I CAME TO YOU THAT WE GOT THE SETTLEMENT FROM JEWELL FOR APPROXIMATELY $250,000. WELL, I SURPRISED THAT WE ALSO JUST RECEIVED WORD THAT THE SECOND PART OF THAT LITIGATION, WHICH I WAS NOT AWARE OF, ALTRIA, IS ANOTHER COMPANY, THAT'S PHILIP MORRIS COMPANY THAT HAS ALSO SETTLED.

SO IN THE NEXT 2 TO 3 WEEKS, I WOULD BE RECEIVING AN ADDITIONAL SETTLEMENT FOR THE SECOND PART OF THAT VAPING LITIGATION.

SO WE'LL BE POTENTIALLY RECEIVING MORE MONEY FROM THAT.

SO THAT'S A POSITIVE [INAUDIBLE].

I DON'T, I KNOW THAT THEY WERE NOT EQUAL PARTNERS IN IT.

MY UNDERSTANDING IS THAT IT WAS ALMOST A TWO THIRDS, ONE THIRD.

SO THIS IS THE SMALLER PORTION OF THE SETTLEMENT.

SO IF YOU WERE JUST TO DO THE MATH THAT WAY, YOU KNOW, WE'RE PROBABLY LOOKING SOMEWHERE AROUND 100, SOMEWHERE RIGHT IN THAT AREA BUT NOTHING, NOTHING TO DATE, AND THAT'S IT FOR ME. I'M GOING TO TURN IT OVER TO--NOTHING, TEACHING AND LEARNING? YOU GOT IT? NOPE. NOTHING IN TEACHING.

I'LL WAIT UNTIL NEXT TIME.

YOU CAN GO. I'M NOT.

I DON'T MEAN TO.

NO, IT'S GOOD. OKAY.

IT'S MAINLY [INAUDIBLE][LAUGHTER].

NO, YOU HAD YOUR CHANCE.

LET'S GO TO NO, [INAUDIBLE] FINANCE.

I MEAN, SO ENROLLMENT, WE HAVE BEEN WORKING ON THAT WITH OUR COUNTS, AND I WANTED TO LET YOU KNOW THAT WE DO HAVE MORE STUDENTS THAN WE DID LAST YEAR.

WE ARE NOT QUITE AT BUDGET, SO WE'RE WORKING ON THAT.

PROBABLY LOOKING AT ACCEPTING SOME MORE BOUNDARIES IN AND LOOKING AT SOME OF THESE NEW DEVELOPMENTS THAT ARE ALMOST READY.

SO WHEN YOU DRIVE PAST APARTMENTS.

SO WE'RE HOPEFUL THAT IN A FEW MONTHS WE CAN BE CLOSER TO THAT BUDGET BUT RIGHT NOW IT'S WE'RE JUST JUST A LITTLE BIT UNDER BUT WE WILL KEEP WORKING TOWARDS HITTING OUR BUDGET, BUT WE ARE ABOVE WHERE WE ENDED, BUT WE ARE ABOVE WHERE WE ENDED LAST YEAR, YES.

MR. JOLMA. SO WE'VE WRAPPED UP OBVIOUSLY OUR SUMMER PROJECTS.

SOME OF THEM ARE STILL ONGOING.

CAM, WE POURED OUR LAST PIECE OF CONCRETE TODAY, SO THAT WAS A NICE MILESTONE.

WE'RE STILL LOOKING FOR A MID-OCTOBER FOR OCCUPANCY THERE.

THEY'RE PERFORMING WELL USING THE ONE AND 200 BUILDING AND 300 PRETTY SOON, BUT WE'VE ALREADY STARTED INTO SOME OF OUR 23-24 PROJECTS.

I'VE GOT SOME PORTABLE ROOFS FOR PORTABLE ROOFS THAT I NEEDED TO GET TO THIS SUMMER.

THIS YEAR'S BUDGET TO COMPLETE OUR COVERED PLAY AREA FOR THE CAM IS GOING TO BE DELIVERED IN A FEW WEEKS, AND I'LL HAVE ANOTHER CONTRACT TO INSTALL THAT BUT SO FAR WE'RE ALL POURED AND AND READY FOR THE CANOPY TO PLAY SHED TO ARRIVE, AND THEN I'LL BE TALKING TO YOU ABOUT THE SOFTBALL FIELD AT PRAIRIE THAT WE'LL BE DOING THAT'S ON THE AGENDA LATER, AND COMMUNICATIONS. ALL RIGHT. GOOD EVENING, BOARD.

AS YOU KNOW, BATTLE GROUND VIRTUAL ACADEMY OPENED ITS DOORS THIS YEAR, AND I WANT TO BACKTRACK SEVEN MONTHS.

JENNA BUESCHER-HILL FROM THE COMMUNICATIONS OFFICE HAS DONE A LOT OF WORK WITH THE COMMITTED GROUP FROM BGVA OF STAFF OVER THERE TO ESTABLISH A VISUAL IDENTITY FOR THE SCHOOL AND HELP GET THEIR WEBSITE UP AND GOING.

SO I WANTED TO GIVE HER AN OPPORTUNITY TO TALK A LITTLE BIT ABOUT THAT PROCESS.

[00:35:02]

THANKS, AMANDA.

ALL RIGHT. BRANDING IS REALLY FUN TO DO AND I LOVE DOING IT AND I'M SO GLAD TO BE HERE TO BE ABLE TO CONTINUE TO WORK ON OUR SCHOOLS AND OUR PROGRAMS THAT NEED BRANDING.

SO BATTLE GROUND VIRTUAL ACADEMY.

SO THE WEBSITE IS BGVA.BATTLEGROUNDPS.ORG, AND IT'S RESPONSIVE, MEANING THAT YOU CAN SCROLL THROUGH IT ON YOUR MOBILE SITE AS WELL AS ON A DESKTOP. SO THE IMAGE THAT YOU SEE HERE IS WHAT WE CAME TO OVER THE PAST, I WOULD SAY SIX MONTHS OR SO BACK AND FORTH WAS WITH A SMALL GROUP OF STAKEHOLDERS.

WE STARTED OFF BY ASKING REALLY GOOD QUESTIONS, OUR GOALS, MISSION, VISION AND SLOGAN FOR THE SCHOOL AND ASKING THOSE IMPORTANT QUESTIONS HELPS US GET TO THE VISUAL IDENTITY OF WHAT THE SCHOOL ACTUALLY WHAT IT'S SUPPOSED TO MEAN.

OUTDOORS THEME WAS VERY COMMON, AND THAT WAS THE MOUNTAINEERS IS ACTUALLY THE MASCOT THAT WE DECIDED ON, BUT YOU CAN SEE HERE THERE'S NOT A MOUNTAINEER LIKE CLIMBING A MOUNTAIN BECAUSE THEN IT LOOKED TOO MUCH LIKE AN OUTDOOR KIND OF STOREFRONT, BUT WHAT YOU DO SEE HERE IS A CLOUD SYMBOL WITH AN UP AND DOWN AT AN ANGLE ARROW AND THE V AND THE A, WHICH REPRESENTS THE VIRTUAL ACADEMY, AND THEN ALONG WITH SOME OF OUR, YOU KNOW, MOUNTAIN AND TREES AND SUN, AND SO THAT'S WHAT WE CAME UP FOR SIX AND [INAUDIBLE] THE THREE GRADE BANDS ARE CALLED TREKKERS.

SO THAT'S K THROUGH FIVE, ADVENTURERS SIX THROUGH EIGHT, AND THE MOUNTAINEER IS NINE THROUGH 12.

ON THE TOP THERE YOU SEE IS A BANNER, AND SO WE HAVE TWO OF THOSE CURRENTLY HANGING ON THE EXTERIOR OF THE BUILDING C AND THEN THE BOTTOM TWO IMAGES YOU SEE ARE BOTH EXAMPLES OF SOCIAL MEDIA POSTS THAT WE HAVE STARTED POSTING AND THEY'LL BE WILL BE MORE AS WE KIND OF EXPAND OUR MARKETING TO THE ENTIRE STATE OF WASHINGTON COME THIS COMING NEXT YEAR SO WE CAN BROADEN THE HORIZONS.

SO VERY PROUD AND VERY HAPPY TO HAVE HELPED, AND I HOPE THAT ALL THE STUDENTS AND THE STAFF LOVE IT.

SO OUTSTANDING WORK.

WHERE ARE YOU CURRENTLY MARKETING IT? SO NOT REALLY DOING FULL MARKETING, BUT JUST DOING SOME SOCIAL MEDIA POSTING AND IT'S GOING TO GO TO OUR DIRECT KIND OF AUDIENCE.

OUR PLAN ULTIMATELY IS TO OPEN THIS UP STATEWIDE, BUT WE HAVE TO WE HAVE TO GO A YEAR AND THERE'S AN APPLICATION PROCESS THAT WE HAVE SOME STAFF MEMBERS BEGINNING THE THE PIECES ON, AND SO WE HAVE TO GO THROUGH THE PROCESS ITSELF WOULDN'T BE COMPLETED UNTIL SPRING, AND WE HAD THOUGHT ABOUT POSSIBLY USING ONE OF OUR I DON'T KNOW WHAT YOU CALL IT WAIVER FROM ANOTHER BUILDING, BUT DECIDED NOT TO DO THAT.

SO WE WILL GO THROUGH AN APPLICATION PROCESS BEGINS IN NOVEMBER, THAT APPLICATION PROCESS, AND IT TAKES ABOUT SIX MONTHS.

SO WE DO OR DO NOT HAVE ENROLLMENT THERE NOW? WE DO. OH, YEAH, WE DO.

SO WE HAVE WE HAVE ENROLLED AT BATTLE GROUND VIRTUAL ACADEMY, ALMOST 275 STUDENTS AND THEN AN ADDITIONAL 100 OR SO AT THE TWO HIGH SCHOOLS.

YOU KNOW, THEY'RE TAKING CLASSES THROUGH BATTLE GROUND VIRTUAL, BUT THEY'RE STILL AT BATTLE GROUND HIGH SCHOOL AND PRAIRIE HIGH SCHOOL.

SO WE ALMOST HAVE 400 STUDENTS, I THINK 389 OR SOMETHING LIKE THAT.

YEAH, BUT MANY OF THOSE STUDENTS, IT'S ONE CLASS PER DAY OF THOSE OTHERS, YOU KNOW, IT'S JUST THEM TRYING.

THEY WERE DOING THAT BEFORE, BUT NOT THROUGH.

NOT THROUGH BATTLE GROUND.

EXACTLY. THEY WERE BATTLE GROUND ONLINE AND PRAIRIE ONLINE.

OKAY, SO NOW WE'VE CONSOLIDATED IT UNDER ONE UMBRELLA.

OKAY, AND THE ACTUAL ENROLLMENT HAS PICKED UP SINCE WE CREATED OUR OWN SCHOOL, SO IT'S POSITIVE ALL THE WAY AROUND.

GOOD. IS THE CAPACITY EXPANDABLE? YES, EXACTLY.

CAPACITY IS EXPANDABLE. YEAH.

WE'RE CONTINUING TO LOOK AT CERTIFICATION AND THE STAFF MEMBERS THAT WE HAVE THERE AND WE'LL ADD AS THE ENROLLMENT GROWS TO THAT STAFF.

WE ARE UNIQUE IN BEING A VIRTUAL ACADEMY IN THAT WE OFFER SOME ONSITE SUPPORTS THAT OTHER PROGRAMS DO NOT, AND THAT HAS THAT IS A POSITIVE THAT WE WANT TO CONTINUE, BUT IT'S ALSO BECOME A CHALLENGE BECAUSE THE SITE THAT WE CURRENTLY HAVE IS ALREADY CROWDED WITH MAPLE GROVE, AND JULIA CAN TELL YOU THAT PARKING LOT IS A MESS.

YEAH, AND SO THAT'S WE'RE BEING VERY CAREFUL IN HOW MUCH WE GROW.

[00:40:04]

RIVER HOMELINK AND HOW MUCH WE GROW BATTLE GROUND VIRTUAL ACADEMY.

THOSE HAVE BEEN CHALLENGES.

KEVIN HAS BEEN WRACKING HIS BRAIN ON HOW TO DO THIS.

SO, YOU KNOW, WE'RE LOOKING AT AT WE HAVE LIMITATIONS BASED ON THAT RIGHT NOW, BUT WE HOPE TO SOLVE THAT IN THE FUTURE.

THERE'S RESTRICTIONS AGAINST USING THIS SITE.

YES YOU CANNOT USE THIS SITE.

OKAY. YEAH, WE GOT THE WAIVER TO USE LAST YEAR, BUT WE WOULDN'T QUALIFY FOR IT.

ALL RIGHT. THANK YOU.

THANK YOU. THANK YOU, AND I JUST WANTED TO LEAVE YOU WITH THE COMMUNICATIONS TEAM.

WENT TO ALL THE SCHOOLS IN THE FIRST TWO DAYS AND WE TOOK PHOTOS, AND SO WE'LL JUST LEAVE YOU WITH A SHORT VIDEO THAT HIGHLIGHTS SOME OF THE IMAGES THAT WE CAPTURED FROM THE FIRST TWO DAYS. THANK YOU.

LAST BUT NOT LEAST, I DO WANT TO MENTION TO THE BOARD THAT WE ARE LOOKING AT A REBRAND FOR THE DISTRICT AS WELL.

WE'VE HAD, AS MARK CAN TELL YOU THIS, THIS CURRENT LOGO WE'VE HAD FOR PROBABLY 25, 30 YEARS NOW, AND WE BELIEVE IT'S DUE FOR AN UPDATE.

SO THE BRILLIANT COMMUNICATIONS DEPARTMENT LED, ESPECIALLY WITH REBRANDING WITH JENNA, IS GOING TO BE LOOKING AT COMING UP WITH SOME IDEAS.

WE'RE GOING TO OBVIOUSLY COORDINATE WITH OUR STAKEHOLDER GROUPS TO GET SOME FEEDBACK, BUT WE HOPE TO BE ABLE TO SOME POINT DURING THE YEAR, BRING TO THE BOARD SOME IDEAS ON A REBRAND FOR THE ENTIRE DISTRICT.

SO EXCITED ABOUT THAT, AND THAT'S IT FOR SUPERINTENDENT'S UPDATE.

THANK YOU. THAT TAKES US TO CITIZENS COMMENTS.

[7. Citizens' Comments]

WE HAVE FIVE CITIZENS SIGNED UP.

PLEASE COME TO THE PODIUM, STATE YOUR NAME AND YOU WILL HAVE THREE MINUTES TO TALK.

THERE WILL BE A TIMER ON THE SCREENS AS WELL AS SORA WILL BE HOLDING UP YOUR 32ND WARNING AS WELL AS WHEN YOUR TIME IS UP.

WE JUST WOULD LIKE TO POSITIVE AND MAKE IT EQUAL FOR EVERYONE.

SO, EUNICE, IF YOU WANT TO COME UP, YOU ARE UP FIRST.

GOOD EVENING, BOARD.

MY NAME IS EUNICE INGERMANSON.

I USE SHE HER PRONOUNS, AND I AM A RESIDENT IN THIS DISTRICT.

CONGRATULATIONS ON STARTING THE NEW SCHOOL YEAR ON TIME.

WHAT A RELIEF TO EVERYONE.

I WISH YOU AND BATTLE GROUND EDUCATION ASSOCIATION ALL THE BEST AS YOU CONTINUE TO DIALOG TO REACH AN AGREEMENT FOR THE BEST OUTCOME FOR OUR STUDENTS.

TONIGHT, I WOULD LIKE TO LET YOU KNOW THAT CALLED TO LOVE IS LAUNCHING A PARENT AND FAMILY SUPPORT GROUP FOR CHRISTIAN PARENTS AND FAMILIES WITH LGBTQ CHILDREN.

THERE'S ALREADY PFLAG, AN EXCELLENT RESOURCE WITH PEER SUPPORT, EDUCATION AND ADVOCACY FOR PARENTS AND FAMILIES OF LGBTQ LOVED ONES OF ANY AGE.

WHY, THEN, ARE WE STARTING UP ANOTHER SUPPORT GROUP? WELL, THE PFLAG SUPPORT GROUPS INTENTIONALLY STEER AWAY FROM MATTERS OF FAITH BECAUSE THEY WANT TO SERVE EVERYONE AND BECAUSE DISCUSSION ABOUT RELIGION AND FAITH COULD BE UNCOMFORTABLE OR EVEN TRIGGERING FOR SOME PARENTS, WHILE COMPLETELY IRRELEVANT FOR SOME OTHERS.

AT THE SAME TIME, FOR SOME FOLKS, ESPECIALLY THOSE LIVING IN STRONGLY RELIGIOUS COMMUNITIES SUCH AS OUR SCHOOL DISTRICT, RECONCILING THEIR CHRISTIAN

[00:45:07]

FAITH AND THEIR LOVE FOR THEIR LGBTQ FAMILY MEMBERS IS THE VERY ESSENCE OF THEIR DIFFICULTY.

NOW SOUTHWEST, WASHINGTON'S CHRISTIAN PARENTS CAN JOIN A GROUP THAT SPECIFICALLY UNDERSTANDS THIS DIFFICULTY AND PROVIDES RESOURCES TAILORED TO THEIR PARTICULAR NEEDS.

CALLED TO LOVE WOULD ALSO LOVE TO PROVIDE ONE ON ONE PEER SUPPORT FOR THOSE WHO FEEL THE NEED, AND WE WOULD APPRECIATE IT IF YOU COULD MAKE THIS KNOWN TO APPROPRIATE PEOPLE IN THE DISTRICT.

SO NO ONE NEEDING SUPPORT IN THIS AREA SHOULD GO WITHOUT.

THANK YOU. THANK YOU.

JENNIFER, YOU'RE UP NEXT.

GOOD EVENING. I ALSO WANTED TO JUST SAY THAT THANK YOU FOR THE WORK THAT YOU'RE DOING WITH NEGOTIATING THE CONTRACT WITH THE TEACHERS UNION.

THANK YOU FOR STAYING IN BUDGET AND FOR CONTINUING TO WORK TOWARDS A RESOLUTION.

I APPRECIATE THAT THE TEACHERS DECIDED TO GO BACK TO SCHOOL AND WORK EVEN THOUGH THEY'RE WORKING WITHOUT A CONTRACT.

I KNOW THAT THE PARENTS IN OUR DISTRICT APPRECIATE THAT, AND I ALSO HOPE THAT WHAT IS CONSIDERED IN THESE NEGOTIATIONS IS THIS HAS BEEN A DIFFICULT FINANCIAL TIME, I THINK, FOR EVERYBODY IN OUR STATE, AND, YOU KNOW, WALLETHUB JUST CAME OUT WITH THEIR EDUCATIONAL SCORINGS ACROSS THE NATION AND WASHINGTON STATE IS NUMBER FIVE FOR TEACHER PAY.

SO WE'RE PRETTY UP THERE.

SO I HOPE THAT ALL OF THESE ARE JUST KEPT IN MIND WHEN YOU CONTINUE NEGOTIATIONS.

THANK YOU FOR DOING THAT.

I ALSO THANK YOU THAT YOU'RE PARTICIPATING IN THE GENERAL ASSEMBLY THAT IS SO IMPORTANT TO REPRESENT OUR DISTRICT AND REPRESENT SOUTHWEST WASHINGTON. I ALSO WANT TO LET YOU KNOW THAT I HAVE PUT MY HAT IN THE RING AND I'M RUNNING FOR THE WASHINGTON STATE BOARD OF EDUCATION, AND THE YOU KNOW, THE THE THINGS THAT ARE REALLY IMPORTANT TO ME ARE THINGS THAT I HAVE EXPERIENCED DOWN HERE AND EXPANSION OF TECHNICAL PROGRAMS, THE HIGH CLASS JROTC PROGRAM THAT WE HAVE HERE IN OUR DISTRICT, THE FACT THAT WE HAVE SUCH A WONDERFUL SKILLS PROGRAM FOR OUR SPECIAL ED STUDENTS AND A CONTINUING LIFE SKILLS PROGRAM FOR THEM.

ALL OF THESE THINGS I WOULD LIKE TO PROMOTE IF I AM ELECTED TO THE BOARD OF EDUCATION.

I ALSO BELIEVE THAT ALL STUDENTS SHOULD BE PREPARED TO ENTER THE WORLD AFTER HIGH SCHOOL, WHETHER THEY'RE GOING INTO COLLEGE OR GOING INTO THE MILITARY, TECHNICAL SCHOOL OR INTO THE WORKFORCE, AND I BELIEVE THAT EVERY STUDENT DESERVES TO BE PROPERLY PREPARED IN THEIR SCHOOL CAREER AND ESPECIALLY IN HIGH SCHOOL, TO ENTER THOSE THOSE REALMS AND NOT BE BEHIND THEIR PEERS OR HAVE TO PLAY CATCH UP ONCE THEY GET OUT OF HIGH SCHOOL, AND SO THOSE ARE THE THINGS THAT I WOULD PROMOTE IF I'M ELECTED TO THE BOARD OF EDUCATION.

SO I WOULD LIKE YOUR SUPPORT IN THAT.

THANK YOU. THANK YOU.

THANK YOU, JENNIFER. BEST OF LUCK AND THANK YOU FOR DOING THAT.

THANK YOU. TIFFANY.

HELLO. I RECEIVED CUSTODY OF MY GRANDDAUGHTER NOT LONG AFTER SHE WAS BORN BECAUSE OF AN ONGOING TRAUMA SHE WAS EXPOSED TO AT A YOUNG AGE.

NOT LONG AFTER RETAINING CUSTODY, SHE STARTED HAVING SEIZURES, CONVULSIONS AND TRANCE LIKE STARING SPELLS.

FROM THERE, SHE DEVELOPED SEVERE PAIN IN HER EXTREMITIES TO THE POINT SHE COULDN'T MOVE HER LEGS OR WALK.

SHE SPENT LOTS OF TIME IN MEDICAL FACILITIES BEING POKED AND PRODDED.

TEST AFTER TEST TO THE POINT WHERE SHE MAXED OUT ON HER EXPOSURE TO RADIATION ALL BY THE AGE OF FIVE, WHICH IS THE AGE SHE ENTERED THIS DISTRICT.

SHE WAS THEN DIAGNOSED WITH STEREOTYPED MOVEMENT DISORDER, WHICH IS COMMONLY REFERRED TO AS TICS, FOLLOWED BY HIGH RISK SOCIAL SITUATIONS AND ANXIETY MOOD DISORDER BY THE AGE OF SEVEN AT THE AGE OF EIGHT.

HER EDUCATIONAL RIGHTS WERE VIOLATED AND SHE SPENT HER SUMMER HOURS MAKING UP FOR THE MISTAKES OF THIS DISTRICT.

[00:50:02]

BY THE AGE OF NINE, SHE WAS DIAGNOSED WITH TRAUMA DISORDER AND COMBINED TYPE ADHD.

BY THE AGE OF 13, MIXED RECEPTIVE DISORDER SPECIFIC LEARNING DISORDER, FOLLOWED UP BY DIAGNOSIS OF GENERAL ANXIETY DISORDER.

IF THAT WAS NOT HARD ENOUGH FOR A YOUNG CHILD, SHE WAS THEN ENDURED YEARS OF ACADEMIC ASSESSMENTS WITH MINIMAL MOVEMENT IN HER COMPREHENSION, A FUNDAMENTAL TOOL FOR UNDERSTANDING THE WORLD AROUND HER, BUT IT WAS THE EIGHTH GRADE THAT SHE FACED A NEW KIND OF ADVERSITY BULLYING.

SHE WAS RELENTLESSLY BULLIED BY HER PEERS, SIMPLY AS A RESULT FOR BEING IN SPECIAL EDUCATION.

SHE ENDURED TAUNTS, OFFENSIVE TEXTS, DEROGATORY GESTURES WHICH IMPLIED SHE WAS INTELLECTUALLY CHALLENGED AND SETUPS BY HER SOCIAL CIRCLE TO BE HUMILIATED IN FRONT OF HER PEERS. HER SOCIAL CIRCLE EVEN LABELED HER AS SPED.

ADDITIONALLY, THE CURRICULUM GETTING HARDER AND HER COMPREHENSION MEANING IN THE ELEMENTARY RANGE SHE SUFFERED GREATLY ACADEMICALLY, WHICH RESULTED IN EMOTIONAL TURMOIL EXCUSE ME, AS I WATCHED HER MENTAL HEALTH RAPIDLY DECLINE DURING HER EIGHTH GRADE YEAR.

DESPITE MY REPEATED EFFORTS TO BRING ATTENTION TO THE URGENT NEED FOR SUPPORT, MY CONCERNS WERE MET WITH RESISTANCE AT EVERY TURN.

REGRETTABLY, THE RESISTANCE PERSISTED, EVEN WITH THE SERIOUS INCIDENT OCCURRED WHEREIN MY STUDENT REPEATEDLY GRABBED SCISSORS IN A CLASSROOM, INSINUATED THE NEED FOR SELF PROTECTION FROM A STAFF MEMBER ON TWO SEPARATE OCCASIONS.

WHAT IS EVEN MORE CONCERNING AT THIS INCIDENT IS, DESPITE THESE ALARMING ACTIONS, THE SCHOOL AUTHORITY WRONGFULLY DETERMINED THAT SHE POSSESSED NO RISK TO HERSELF OR OTHERS.

THEY LABELED THE INCIDENT AS A NON-ISSUE WITHOUT CONDUCTING A THREAT ASSESSMENT OR INVOLVING THE SCHOOL PSYCHIATRIST IN MAKING SUCH A DETERMINATION.

THIS DECISION LEFT NOT ONLY MY STUDENT, BUT OTHER STUDENTS AND STAFF VULNERABLE TO POTENTIAL HARM, AND THE DISTRICT TOOK THE STANCE THAT THE SCHOOL COUNSELOR WHO MET WITH HER FOR A MERE ONE MINUTE CONVERSATION DURING PASSING WAS ENOUGH TO DETERMINE HER PSYCHE, ONE MINUTE.

TO FURTHER COMPOUND THE ALREADY FRAGILE EMOTIONAL STATE, HER BUS DRIVER THEN TOOK TO THE INTERCOM TO DEGRADE HER INTELLECT IN FRONT OF HER PEERS BY STATING, IT'S NOT EVEN THERE.

YOU DON'T EVEN CARE, AND WENT ON TO SAY THAT HER PEERS, THAT PEERS FOUND HER ANNOYING AS WELL AS CONGRATULATING HER FOR SUCCESSFULLY ALIENATE HERSELF.

THE LACK OF SUPPORT BECAME TOO MUCH FOR HER UNDERDEVELOPED UNDERSTANDING, AND SHE STRUGGLED SEVERELY, AND AS WE ALL KNOW, THE DISTRICT DETERMINED DETERMINATION THAT LACKED ANY TYPE OF DATA THAT SHE WAS NOT A THREAT TO HERSELF WAS INCORRECT.

SHE WAS BROKEN AND SELF HARMED AS THE BUS DRIVER CALLOUSLY STATED.

CONGRATULATIONS, YOU GUYS HAVE SUCCEEDED IN YOUR EFFORTS TO TURN A BLIND EYE TO HER NEEDS, PUSH HER OUT OF THIS DISTRICT AND DENY HER WHAT SHE IS RIGHTFULLY ENTITLED TO.

I HAVE RECENTLY RETAINED A REPUTABLE EDUCATION FIRM TO ENSURE THAT MY STUDENT RECEIVES COMPLETE RECOVERY SERVICES AND THE WHOLENESS THAT SHE DESERVES.

THE ONE THING YOU WILL NOT DO IS SILENCE ME UNTIL THIS MATTER IS FULLY RESOLVED.

THANK YOU.

NEXT UP, WE HAVE KRISTIN.

HI, I'M KRISTEN WADE WITH CLARK COUNTY DEVELOPMENTAL DISABILITIES PROGRAM.

I'M A MEMBER.

I JUST SAID THAT I'M PART OF CLARK COUNTY PROGRAM.

THE ADVISORY BOARD FOR DEVELOPMENTAL DISABILITIES WOULD LIKE TO COME AND JOIN YOU HERE TODAY TO INVITE YOU TO OUR NATIONAL DISABILITY EMPLOYMENT AWARENESS MONTH EVENT.

IT'S COMING UP ON OCTOBER 11TH FROM 4:30 TO 6:30.

THIS EVENT ALSO CELEBRATES OCTOBER BEING THE NATIONAL DISABILITY EMPLOYMENT MONTH, AND THIS YEAR IT WILL BE LIVE AND IN PERSON AT CLARK COLLEGE, GEYSER HALL.

IT WILL BE RECORDED AND ALSO AIRED ON CV-TV.

[00:55:07]

THIS IS AN AMAZING EVENT IF YOU HAVEN'T BEEN BEFORE.

IT'S REALLY KIND OF A FILL YOUR CUP KIND OF THING WHERE YOU GET TO SEE SOME AND CELEBRATE SOME GREAT SUCCESSES IN THE COMMUNITY.

SO JUST HOPING TO SEE SOME FACES FROM THIS BOARD.

JOIN US THERE ON OCTOBER 11TH AT 4:30.

THANK YOU. THANK YOU. THANK YOU FOR COMING, AND OUR LAST SPEAKER TONIGHT IS GRETCHEN.

GOOD EVENING BOARD, AND I WANT TO THANK YOU TOO, FOR ALL YOUR TIME AND EFFORT THAT GOES INTO WHAT YOU DO, AND I APPRECIATE THE POSITIVE ATMOSPHERE, AND I GUESS I JUST WANT TO HIGHLIGHT COMMON SENSE.

LIKE THAT LADY THAT WAS JUST TALKING ABOUT HER CHILD THAT WAS BULLIED.

WELL, I WANT TO START WITH LET'S KEEP THE HOPE THAT MARY MENTIONED IN HER PRESENTATION AND HOW KIDS CAN LEARN WHEN THERE'S HOPE, AND I THINK WE HAVE TO ALSO KEEP COMMON SENSE, KEEP SEPARATE BATHROOMS SO THAT IT'S WORKED IN THE PAST.

LET'S JUST KEEP IT WORKING FORWARD, KEEP THINGS, KEEP PEOPLE FEELING SAFE.

THAT GIRL DID NOT FEEL SAFE AND STUDENTS WHO BULLY ARE WRONG, BUT SO ARE TEACHERS, AND WHEN I HEAR STUDENTS WHO ARE AT BATTLE GROUND BATTLE GROUND HIGH SCHOOL TELLING ME THAT THE TEACHER BASICALLY WHAT THEY DID IS BULLYING, THAT'S NOT OKAY EITHER.

WE HAVE TO RUN A TIGHT SHIP.

I THINK THAT HERE WE RUN POSITIVE AND WE ENFORCE POSITIVE AND THE TEACHERS NEED TO LEAVE THE IDEOLOGIES AT HOME AND JUST TEACH WHAT THEY'RE SUPPOSED TO BE TEACHING, AND SO THE CHILD FEELS SAFE, IF THAT MAKES ANY SENSE. I THINK THAT WHAT MARY ALLUDED TO IN HER KIND OF OFF SIDE ABOUT ANY CHILD CAN LEARN AND GROW IF THEY ARE GIVEN HOPE, AND IF WE STICK TO THESE THINGS AND AS YOU DO AS BOARD MEMBERS, STICK WITH IT BECAUSE THERE ARE LITTLE THINGS THAT ARE NOT HAPPENING ACCORDING TO HOYLE AND WE NEED TO MAKE SURE THOSE ARE ADDRESSED AND TAKEN CARE OF SO THAT WE RUN A GOOD SHIP HEADED IN THE RIGHT WAY.

STAY NUMBER FIVE WITH PAY, HAVE A HAPPY CAMPER SITUATION SO THAT STUDENTS REMAIN IN SCHOOL AND THAT'S ALL AND HAVE A GOOD YEAR.

THANK YOU. THAT CONCLUDES OUR CITIZENS COMMENTS FOR THE EVENING AND MOVES US ALONG TO OUR CONSENT AGENDA.

[8. Consent Agenda (Board Vote w/Student Voice)]

WE HAVE ITEMS A THROUGH E ON OUR CONSENT AGENDA TONIGHT.

WE HAVE THE APPROVAL OF THE THE APPROVAL OF THE CONSENT AGENDA ITSELF IS ITEM A, WE HAVE THE APPROVAL OF THE MINUTES FROM OUR AUGUST 28TH REGULAR MEETING OF BUSINESS AND OPERATIONS PERSONNEL REPORTS AND THE APPROVAL OF THE PURCHASE OF IMAGINE LEARNING.

ARE THERE ANY ITEMS THAT NEED TO BE REMOVED FROM THE CONSENT AGENDA OR THAT ANY OF THE BOARD MEMBERS OR STUDENT REPRESENTATIVES HAVE QUESTIONS ABOUT TONIGHT? I MOVE THE BOARD OF DIRECTORS APPROVED THE CONSENT AGENDA AS PRESENTED.

THANK YOU. I HAVE A MOTION ON THE FLOOR TO APPROVE THE CONSENT AGENDA AS PRESENTED.

I'D LIKE TO REACH OUT TO OUR STUDENTS FOR THEIR ADVISORY VOTES TONIGHT.

[INAUDIBLE] GREAT.

ANY FURTHER QUESTIONS BEFORE OUR FINAL VOTE? HEARING NONE. ALL THOSE IN FAVOR, PLEASE SAY AYE.

AYE. ALL THOSE OPPOSED? MOTION PASSES 5 TO 0.

THAT TAKES US TO OLD BUSINESS, WHICH THERE IS NONE, AND THAT THEN TAKES US TO THE NEW BUSINESS WHERE WE HAVE A FIRST READING OF POLICY 6220.

[10. New Business (Board Vote w/Student Voice)]

MICHELLE SCOTT. THANK YOU, BOARD.

SO THIS IS WE'RE ASKING TO REPLACE OUR CURRENT POLICY 6220, WHICH IS THE BID OR REQUEST FOR PROPOSAL REQUIREMENTS.

IN GENERAL, THIS IS NOT ANY CHANGE TO ANY PROCUREMENT THAT WE'RE ALREADY DOING.

WE'RE ALREADY THERE WERE NO REAL CHANGES TO BID PROCEDURES.

WHAT THIS DOES IS THIS THIS ALIGNS, FIRST OF ALL, WITH THE WSSDA MODEL POLICY, WHICH HAS BEEN GREATLY IMPROVED SINCE 2020.

[01:00:02]

IN 2020. THERE WERE SOME CHANGES, AND AND I REMEMBER GOING THROUGH THIS MYSELF.

THERE WAS NOT A GOOD MODEL POLICY FOR US TOO SO THERE WAS A LOT OF EVERYONE WAS JUST KIND OF SCRAMBLING TO TRY TO GET THE INFORMATION INTO THE POLICY.

SO IT'S BEEN A GREAT IMPROVEMENT, AND I AM I WOULD VERY MUCH LIKE TO SEE THIS POLICY IMPLEMENTED.

IT IS THE WAY IT'S LAID OUT.

IT'S VERY CLEAR.

IT'S VERY EASY TO UNDERSTAND.

IT REALLY TICKS ALL THE BOXES THAT WE REALLY NEED IT TO, AND I THINK IT WILL BE VERY BENEFICIAL TO THE DISTRICT TO HAVE IT UPDATED. THERE ARE A COUPLE OF ADS THAT WERE IN THERE THAT BECAUSE THEY WEREN'T IN THERE BEFORE AND WORKED WITH LEGAL COUNSEL ON SOME OF THOSE, AND ALSO AN UPDATE FOR THE RCW AS WELL.

SO TO ALLOW FOR A LITTLE MORE FLEXIBILITY ON THRESHOLD FOR LOCAL COMMUNITY ORGANIZATIONS.

SO QUESTIONS? SO THIS ACTUALLY HAS TO DO WITH PROCUREMENT AND NOT WITH AUTHORIZATION FOR THE BOARD APPROVAL.

THAT'S A DIFFERENT POLICY ON ALLOWING FOR YOUR APPROVAL, BUT ALL SCHOOL DISTRICTS FOLLOW THE SAME PROCUREMENT POLICIES ON THRESHOLDS OF WHAT'S AN INFORMAL BID, WHAT'S A FORMAL BID? FEDERAL GUIDELINES AND SO THE WAY THAT THIS IS LAID OUT IS MUCH MORE CLEAR FOR US.

I WILL BE COMING TO YOU IN THE NEXT MEETING WITH A LITTLE UPDATE WHERE WE DON'T NEED THE FEDERAL OVER IN ANOTHER POLICY THAT'S OVER IN ANOTHER POLICY, BECAUSE IT'S ALREADY CONTAINED IN HERE.

WE JUST DIDN'T GET THAT UPDATED IN TIME FOR THIS, BUT I'M JUST THRILLED TO HAVE THIS ALIGNING WITH THE THE POLICY THAT WSSDA MODEL POLICY AND VERY CLEAR AND EASY TO UNDERSTAND.

SECTION D, THE BOARD MAY WAIVE BID REQUIREMENTS FOR PURCHASES.

ONE OF THE BULLET POINTS SAYS INVOLVING SPECIAL FACILITIES OR MARKET CONDITIONS.

I'M SORRY, CAN YOU REPEAT THAT, PLEASE? I COULDN'T HEAR YOU. YEAH, NO PROBLEM.

SECTION D, THE BOARD MAY WAIVE BID REQUIREMENTS FOR PURCHASES AND ONE OF THE ITEMS ON THERE SAYS INVOLVING SPECIAL FACILITIES OR MARKET CONDITIONS. CAN YOU ELABORATE ON THAT? SO I WOULD HAVE TO LOOK INTO THAT A LITTLE BIT MORE.

I'M NOT QUITE SURE WHAT THEY ACTUALLY ARE TALKING ABOUT.

HOWEVER, WE WOULD HAVE TO COME TO YOU WITH A REQUEST FOR YOUR APPROVAL, JUST LIKE IF IT'S AN EMERGENCY THAT THE DISTRICT HAS, LIKE THE, YOU KNOW, THE PIPE BROKE AND WE HAD TO GET SOMEBODY IN RIGHT AWAY AND WE HAD TO WAIVE OUR BID REQUIREMENTS.

I'VE NEVER HAD TO HAVE THAT WAIVED FOR SPECIAL FACILITIES OR MARKET CONDITIONS BUT THERE COULD BE I'M NOT SURE WHAT THAT EXACTLY WOULD LOOK LIKE.

YEAH, I GUESS I'M NOT EITHER.

YEAH.

I'LL LOOK IT UP, I'LL LOOK INTO IT AND SEE WHAT THAT CASE WOULD BE, BUT IT MUST BE IN THE RCW AS AN ITEM TO BE ALLOWED AS A CONDITION OF A WAIVING.

OKAY WILL YOU BE ABLE TO BRING THAT TO ME FOR THE SECOND READING? YEAH, SURE. OKAY. ABSOLUTELY.

IN THE SAME SECTION IT SAYS WHENEVER THE BOARD WAIVES BID REQUIREMENTS, THE BOARD WILL ISSUE A DOCUMENT EXPLAINING THE FACTUAL BASIS FOR THE EXEMPTION AND RECORD THE CONTRACT FOR OPEN PUBLIC INSPECTION AND BY THE BOARD.

IS THAT SOMETHING THAT WE'LL BE REQUIRED TO COMPLETE OR IS THERE ANOTHER PROCEDURE FOR THAT? SO WHEN WE ISSUE A DOCUMENT, WHAT WE'RE PUTTING TOGETHER IS LIKE A RESOLUTION OF THE CIRCUMSTANCES.

YOU HAVE TO HAVE GOOD REASON TO WAIVE A BID AND RECORD THE CONTRACT FOR OPEN PUBLIC INSPECTION.

WE JUST HAVE TO HAVE IT.

WE HAVE TO HAVE IT AVAILABLE FOR PUBLIC.

JUST OUT OF CURIOSITY, IN YOUR EXPERIENCE, JUST IN YOUR THIS IS YOUR SECOND YEAR IN THE DISTRICT COMPLETED TWO YEARS THIS IS YOUR THIRD YEAR IN THE DISTRICT.

HAVE WE WAIVED A BID PROCESS THAT YOU'RE AWARE OF? SO THERE'S A COUPLE ONES.

SOLE SOURCE. SOLE SOURCE.

SOLE SOURCE IS A COMMON ONE.

WE'VE HAD, I BELIEVE, ONE RESOLUTION PRESENTED TO THE BOARD FOR AN EMERGENCY.

YES, AND THEY HAD A REPAIR THAT NEEDED TO HAPPEN.

[01:05:02]

EXACTLY. EXACTLY.

THAT'S TYPICALLY AND THAT'S THE TYPICAL MOST OFTEN IS THAT.

YES, I JUST WAS CURIOUS.

RIGHT. I CAN'T REMEMBER OTHER TIMES THAT WE'VE DONE IT.

YEAH. NOW SO THE STATE AUDITOR'S ASSOCIATION HAS COME OUT RECENTLY ON SEPTEMBER 6TH, THEY CAME OUT WITH GUIDANCE THAT THEY DO WANT US WHEN THEIR SOLE SOURCE TO HAVE A JUSTIFICATION FORM ON FILE AS WELL AS PRESENTING TO THE BOARD FOR WAIVING, AND WE SO FAR HAVE NOT DONE THAT YET.

SO THAT'S SOMETHING THEY'VE ASKED US TO INCREASE OUR DOCUMENTATION.

SO ON THAT, SO WE'RE WORKING ON SETTING UP OUR PROCEDURE FOR THAT.

WE HAVEN'T QUITE GOT THERE YET.

SO I'M NOT OPPOSED TO ANY WAIVER PROCESS.

I JUST WANT TO MAKE SURE WE CLEARLY UNDERSTAND WHAT THOSE OBLIGATIONS ARE.

RIGHT, RIGHT.

WHEN I THINK BACK AT THE PANDEMIC AND LOOKING AT SOME OF THE THINGS THAT HAD TO HAPPEN IMMEDIATELY AND YOU LOOK AT SPECIAL FACILITIES AND SPECIAL FACILITIES COULD BE YOU HAVE TO PROCURE IMMEDIATELY A FACILITY OR AN AREA THAT COULD BE OVER THE THRESHOLD SO THAT YOU CAN IMMEDIATELY RESPOND TO SOMETHING.

SO I'M THINKING THAT MIGHT BE PART OF THAT, TOO, BUT I'LL LOOK AT THE MARKET CONDITIONS AND HAVE THAT AVAILABLE FOR YOU IN OUR NEXT READING. YEAH.

I MOVE THAT THE BOARD OF DIRECTORS APPROVED THE FIRST READING OF POLICY 6220 BID OR REQUEST FOR PROPOSAL REQUEST.

WE HAVE A MOTION ON THE FLOOR TO APPROVE THE FIRST READING TO OUR STUDENT REPRESENTATIVES FOR AN ADVISORY VOTE.

ANY ADDITIONAL QUESTIONS FROM THE BOARD? COMMENTS CONCERNS.

HEARING NONE. ALL THOSE IN FAVOR, PLEASE SAY AYE.

AYE. ALL THOSE OPPOSED? AYE. MOTION PASSES 4 TO 1.

THANK YOU.

THAT JUST ASSURES THAT IT WILL COME BACK UP RATHER THAN GOING TO CONSENT AND COME BACK UP [INAUDIBLE].

GOT IT. AGAIN, NOT THAT I'M OPPOSED, BUT LET'S MAKE SURE WE JUST WANT TO GET THAT VERIFIED.

I COULD REQUEST THAT EVEN IF WE DID HAVE A UNANIMOUS VOTE, SOME NEW INFORMATION.

YES, I BELIEVE SO.

IT'S JUST AN OPTION TO PUT IT ON THE CONSENT AGENDA AS OPPOSED TO A REQUIREMENT.

IT'S JUST. YES, IT CLEAN? YEAH. THANK YOU.

YOU HAVE ANOTHER ONE, RIGHT? YES. NEXT UP, YOU HAVE TO GO SIT DOWN AND START OVER AGAIN.

MAKE SURE.

REVISION OF POLICY 6111.

YES. SO THIS IS REGARDING TUITION.

THIS IS WSSDA IS UPDATING ITS MODEL POLICY TO INCLUDE THE NEED FOR APPROVAL BY THE DISTRICT FOR ATTENDING SCHOOL AFTER THE AGE OF 21, AND AN UPDATE ALSO TO INCLUDE FOR AUTHORIZATION TO CHARGE TUITION AND SPECIAL FEES TO OFFSET MAINTENANCE AND OPERATING COSTS FOR OPTIONAL SUMMER SCHOOL VACATION PERIOD PROGRAMS A S DESCRIBED IN RCW 28A320500, AND SO YOU CAN JUST SEE THE REVISIONS INCLUDED AND I THINK IT WOULD BE APPROPRIATE TO UPDATE THIS.

HOW OFTEN DOES THIS HAPPEN? PARDON ME? HOW OFTEN DOES THIS HAPPEN? FOR TUITION? I'M NOT SURE ON THAT TUITION.

I WOULD IMAGINE IN THE PAST SUMMER SCHOOL CREDIT RECOVERY MIGHT HAVE A SMALL FEE FOR STUDENTS TO REGISTER FOR CREDIT RECOVERY.

I CAN'T REMEMBER A TIME THAT IT'S HAPPENED.

WE HAVEN'T DONE ANYTHING.

YEAH.

THERE'S OTHER OPTIONS FOR STUDENTS TO PURSUE OUTSIDE OF THE DISTRICT IF THEY'RE OVER 21.

SO OFTENTIMES THAT'S WHERE THEY'LL END UP GOING EITHER TO A GED PROGRAM OR SOMETHING LIKE THAT THROUGH CLARK COLLEGE.

OFTENTIMES SOMEONE WHO IS 21 AND OLDER DOESN'T WANT TO BE AROUND THE YOUNGER STUDENTS, SO THEY'LL MOVE ON TO A COLLEGE COMMUNITY COLLEGE TYPE SITUATION.

SO IN MY YEARS, I DON'T REMEMBER ANYBODY COMING BACK TO TUITION, BUT I GUESS THEY COULD IF THEY WANTED TO THE STATE WON'T PAY, OBVIOUSLY FOR ANYONE PAST 21 YEARS OLD.

SO THAT'S WHERE THE TUITION COMES IN.

[01:10:03]

WE WOULD CHARGE THAT PERSON TO.

I'VE YET TO SEE IT HAPPEN, AND YOU JUST WANT TO POINT OUT THAT WE DID CHANGE SOME.

YES, I SAW THAT THERE'S A WAR ON SHELL [CHUCKLING] AND IT'S WAITING TO SEE IF YOU'RE GOING TO SAY ANYTHING.

SO THERE APPARENTLY WAS A FORMULA FOR DETERMINING WHAT THE RATE OF TUITION WAS, BUT NOW WE GET TO SET THE TUITION.

YEAH, AND I'M NOT.

YEAH. SO AGAIN, THAT'S ALL SOME FIXES THAT HAVE COME DOWN.

YOU KNOW THESE, THESE ARE THE ONES WHERE YOU GO, OH LET'S DO SOME RESEARCH ON THAT.

YEAH. WE'RE GOING TO USE IT ONCE ONCE EVERY 12 YEARS.

YEAH. WHEN YOU, WHEN YOU HAVE AN OPPORTUNITY TO USE IT, THEN YOU CAN FIGURE THAT OUT.

YES.

ANY OTHER QUESTIONS? I MOVE THE BOARD OF DIRECTORS APPROVE THE REVISION OF POLICY 6111 TUITION MOTION ON THE FLOOR TO APPROVE APPROVE THIS POLICY REVISION. I WOULD LOOK TO OUR STUDENT BOARD REPRESENTATIVES FOR AN ADVISORY VOTE.

PRO. PRO. ANY FURTHER QUESTIONS FROM THE BOARD? ALL THOSE IN FAVOR, PLEASE SAY AYE.

AYE. ALL THOSE OPPOSED.

MOTION PASSES 5 TO 0.

THANK YOU. THANK YOU.

NEXT UP, WE HAVE THE HIGH SCHOOL PRAIRIE HIGH SCHOOL SOFTBALL FIELD PROJECT.

MR. JOLMA. GOOD EVENING, BOARD.

GOOD EVENING. SO IF YOU'VE READ THE COVER SHEET, THIS IS ON THE PRAIRIE HIGH SOFTBALL FIELD PROJECT.

SINCE 1979, WHEN THE SCHOOL OPENED, WE'VE SHARED WITH THE NEXT DOOR NEIGHBOR, THE BAPTIST CHURCH.

WE'VE USED THEIR SOFTBALL FIELD FOR OUR JV FOR THE LAST HOWEVER MANY YEARS.

IN JANUARY OF 23, THE CHURCH CALLED ME AND SAID THAT THERE WAS A GOOD CHANCE THEY WERE GOING TO NEED THAT FIELD.

AT THAT TIME, WE FELT 70% CONFIDENT THAT WE WOULD BE ABLE TO USE THE FIELD AGAIN THIS COMING SPRING, BUT IN MARCH 23RD OF 23, WHEN WE TALKED AGAIN, THE FUNDING HAD COME THROUGH AND THEY'RE EXPEDITING THEIR CONSTRUCTION.

SO AT THAT TIME, WE DID A WHOLE LOT OF RESEARCH ON THOSE TWO AVAILABLE TWO SITES THAT WERE OKAY AT PRAIRIE.

WE CHOSE THE BETTER OF THEM.

WE WILL BE UTILIZING AS MUCH AS WE CAN FROM THE EXISTING FIELD OVER AT THE CHURCH.

WE'RE GOING TO REUSE AS MUCH FABRIC AS WE CAN, FENCING AS MUCH AS MANY POLES AS WE CAN, THE PRE-MANUFACTURED DUGOUTS.

WE'RE GOING TO REUSE THE BLEACHERS AS WELL.

WE'RE RENOVATING THE GRASS AS WE SPEAK, THE GRASS AREA.

IT'S BETWEEN THE TENNIS COURTS AND THE TRACK IN THAT LITTLE AREA THERE WHERE THE BATTING CAGES ARE.

WE'RE GOING TO BE BUILDING A NEW A NEW FIELD THERE.

IT BID TODAY.

THANK YOU FOR DOING A PLACEHOLDER FOR ME FOR THAT, AND WE WILL LOOK TO GET GOING IMMEDIATELY.

THE PROJECT CAME IN AT 316 EXCLUDING TAX.

I CONTINUE TO BE SURPRISED BY CONSTRUCTION COSTS.

SURPRISE IS A MILD WORD, BUT IT IS WHAT IT IS.

THEY WERE GOOD BIDS.

TWO GOOD BIDS. TWO GOOD BIDS.

THAT'S WHAT I HAVE FOR YOU, AND I WOULD LOOK FOR AN APPROVAL SO I CAN GET BUILD ON A FIELD.

BEFORE THE SPRING.

TOMORROW.

[CHUCKLING] YES, BEFORE THE OCTOBER RAIN.

YES. THAT'S WHY IT'S THAT'S WHY THE URGENCY.

TOMORROW AND IT'LL BE READY.

I WAS JUST CURIOUS AND I'M TRYING TO REMEMBER THE SETUP OVER THERE BECAUSE YOU'VE GOT LIKE THE TRACK AND YOU'VE GOT THE BASEBALL FIELDS AND YOU'VE GOT THE TENNIS COURTS, YOU'VE GOT THAT OPEN AREA, RIGHT, BUT MANY PEOPLE, STUDENTS, PARENTS, THEY USE THAT TO WALK THROUGH TO GET TO ONE FIELD OR ANOTHER.

WILL THERE STILL BE ACCESS? THERE WILL BE. IT'LL BE A LITTLE MORE INCONVENIENT IF THEY USE THAT FOR ACCESS TO WALK AROUND THE SOFTBALL FIELD WE HAD.

SO THE THE TENNIS COURT WILL BE THE LEFT FIELD OUTFIELD SO IF YOU CAN IMAGINE WHERE THEY'RE THROWING THE DISCUS LIKE THE GREEN MONSTER.

I SEE. THAT'S WHERE THEY THROW THE DISCUS AND THE JAVELIN, AND I'M GOING TO BE MOVING THOSE FOLKS OVER TO I'VE GOT SOME WORK TO DO, BUT THEY'LL BE THROWING ON THE ON THE TURF FOR DISCUS, AND THEN I HAVE ANOTHER RAMP RUNWAY TO BUILD FOR JAVELIN, BUT IT FITS IN THERE.

IT'LL BE IT'LL BE NICE AND SAFE.

KEVIN DO YOU HAVE A CONCEPTUAL PLAN THAT YOU COULD EMAIL US? ABSOLUTELY. I GOT A CONSTRUCTION DOCUMENTS.

[01:15:01]

THAT'D BE GREAT. YEAH, YOU BET.

I MOVE THE BOARD OF DIRECTORS APPROVE THE CONTRACT FOR THE PRAIRIE HIGH SCHOOL SOFTBALL FIELD ASAP.

TONIGHT. ALL RIGHT.

WE HAVE A MOTION ON THE FLOOR FOR THE PRAIRIE HIGH SCHOOL, SOFTBALL FIELD AND ADVISORY VOTE FROM OUR STUDENT REPRESENTATIVES.

ANY FURTHER QUESTIONS FROM THE BOARD? ALL THOSE IN FAVOR, PLEASE SAY AYE.

AYE. ALL THOSE OPPOSED.

MOTION PASSES 5 TO 0.

THANK YOU VERY MUCH. ALL RIGHT.

OUR LAST ITEM ON THE AGENDA TONIGHT IS FUTURE AGENDA ITEMS AND EVENTS.

[11. Future Agenda Items and Board Events]

THIS THURSDAY IS OUR FIRST MEETING OF THE YEAR CITIZENS ADVISORY COMMITTEE.

THAT WILL BE AT BATTLE GROUND HIGH SCHOOL, RUNNING FROM 5:30.

WE'VE EXPANDED IT BECAUSE I TEND TO TALK TOO MUCH.

SO IT'S NOW FROM 5:30 TO 7:30.

IT'S TWO HOURS AND BOARD MEMBERS ARE ALWAYS WELCOME.

I KNOW MANY OF YOU ARE BUSY THAT NIGHT, AND THEN ALSO I'D LIKE TO POINT OUT, I THINK WE'VE ALREADY MENTIONED IT, THAT THE PRAIRIE BATTLE GROUND FOOTBALL GAME THIS WEEK. I DON'T KNOW IF YOU KNEW THAT.
