RATHER THAN SPOIL THE SURPRISE, I'D LIKE TO ASK REPRESENTATIVE MCCLINTOCK AND IF REPRESENTATIVES CHENEY WANTS TO JOIN UP HERE AT THE PODIUM, AND WE'LL TURN IT OVER TO YOU GUYS.

I JUST WANTED TO JUST RECOGNIZE OUR WRESTLING TEAM FROM PRAIRIE HIGH SCHOOL.

AS YOU CAN TELL, I'M A PRAIRIE MOM THROUGH AND THROUGH, AND I'M A LITTLE BIASED.

[LAUGHTER] BUT OUT OF TRANSPARENCY, I JUST WANTED TO BE RIGHT UP FRONT ABOUT IT.

WHEN I SAW THIS IN THE PAPER ABOUT ROB AND ANOTHER SUCCESSFUL WRESTLING YEAR, I WANTED TO MAKE SURE THAT WE RECOGNIZE HIM SINCE I HAVE ROOTS HERE AND WANTED TO MAKE SURE THAT WE HONOR HIM AND THE TEAM.

I'LL JUST READ THIS BECAUSE IT SAYS IT BETTER THAN I COULD.

WHEREAS IT IS THE POLICY OF WASHINGTON STATE HOUSE OF REPRESENTATIVES TO RECOGNIZE EXCELLENCE IN EVERY FIELD OF ENDEAVOR, AND WHEREAS THE PRAIRIE HIGH SCHOOL WRESTLING TEAM DEMONSTRATED FOCUS AND DISCIPLINE, OVERCOMING ADVERSITY WITH HARD WORK, AND DEMONSTRATING EXEMPLARY ATHLETICISM BOTH BEFORE AND DURING THE STATE CHAMPIONSHIP, AND WHEREAS FAITH TARRANT PLACE FIRST IN THE GIRLS 3A 235-POUND DIVISION, MAKING HER THE FIRST GIRLS CHAMPION WRESTLER FROM PRAIRIE HIGH SCHOOL, AND WHEREAS ALEX FORD PLACED FIRST IN THE BOYS 3A 160-POUND DIVISION, MAKING HIM THE FIRST BOYS CHAMPION WRESTLER FROM PRAIRIE HIGH SCHOOL SINCE 1987.

WHEREAS THE WRESTLING TEAM ILLUSTRATED ITS OVERALL EXCELLENCE AS LUCAS LYLE PLACED SEVENTH IN THE BOYS 3A 120-POUND DIVISION.

KENNEDY WILCOX PLACED SEVENTH IN THE GIRLS 3A 125-POUND DIVISION, AND YANA PASKAR PLACED EIGHTH IN THE GIRLS 3A 145-POUND DIVISION.

WHEREAS 15 STUDENT ATHLETES ON THE PRAIRIE HIGH SCHOOL WRESTLING TEAM QUALIFIED FOR THE STATE CHAMPIONSHIP TOURNAMENT.

NOW, THEREFORE, BE IT RESOLVED THAT THE HOUSE OF REPRESENTATIVES CONGRATULATE THE PRAIRIE HIGH SCHOOL WRESTLING TEAM ON THEIR STELLAR PERFORMANCE AT THE STATE WRESTLING CHAMPIONSHIP AND CONGRATULATE COACH ROB SMITH AND THE TEAM'S FAMILIES, FANS, AND THE COMMUNITY OF BRUSH PRAIRIE FOR THIS ACCOMPLISHMENT.

BE IT FURTHER RESOLVED THAT COPIES OF THIS RESOLUTION BE IMMEDIATELY TRANSMITTED BY THE CHIEF CLERK OF THE HOUSE OF REPRESENTATIVES TO THE PRAIRIE HIGH SCHOOL WRESTLING TEAM AND COACH ROB SMITH.

FOR ME THIS HAS BEEN A LIFELONG EFFORT.

WHEN I STARTED WRESTLING I WAS 58 POUNDS.

I STARTED COACHING AND HAD ONE THING IN MIND AND IT WASN'T LOSSES.

THAT WAS THE SAME FOR MY MIND.

MY GOAL WAS TO DEVELOP MEN, WOMEN, GOOD FATHERS, GOOD NEIGHBORS, GOOD WIVES, SPOUSES AND PARENTS, AND I BELIEVE THE WORK THAT THIS GROUP PUTS IN DAY IN, DAY OUT EXEMPLIFIES THAT THOUGHT.

BUT THIS LAST YEAR, WE HAD 83 MALE AND FEMALE ATHLETES CLEARED THE REST OF THIS YEAR, WHICH IS A PHENOMENAL NUMBER, MAKES MY JOB A LITTLE BIT ABOUT BUT I ENJOY THE CHALLENGE.

THANK THEM FOR THEIR TIME AND EFFORT.

THANK THE PARENTS FOR EVERYTHING THAT THEY'VE DONE TO GIVE THESE KIDS AND PEOPLE FOR ALL THAT THEY DO.

THANK MY WIFE FOR SUPPORT SHE GIVES ME EVERYDAY.

I THANK THE BOARD AND SUPERINTENDENT FOR EVERYTHING THAT YOU DO FOR THE SCHOOL DISTRICT, WHAT YOU DO FOR OUR SCHOOLS AND FORTUNATELY FOR OUR KIDS.

I DON'T KNOW IF EVERYBODY HERE KNOWS I DID SERVE ON THE SCHOOL BOARD 2013-2017, AND I GOT TO KNOW CINDY ARNOLD AND HER CTE PROGRAMS AND I DIDN'T REALLY KNOW ANYTHING ABOUT THAT BEFORE I STARTED HERE.

WHEN I HEARD THAT SHE HAD BEEN RECOGNIZED AS WELL AS I WANTED TO MAKE SURE WE DID A RESOLUTION FOR HER AND ALL THE HARD WORK THAT I KNOW THAT SHE HAS PUT IN FOR SO MANY YEARS.

ONE OF MY SONS IS A PERFECT EXAMPLE OF A SUCCESS OF A CTE PROGRAM.

HE TOOK WELDING WITH ROB FOR THREE YEARS AT PRAIRIE HIGH SCHOOL AND HE'S GOING TO BE GRADUATING WITH HIS AA DEGREE AND WELDING CERTIFICATIONS FROM MOUNT HOOD COMMUNITY COLLEGE IN JUNE.

HE JUST TURNED 20 AND HE'S GETTING JOB OFFERS.

HE IS THE POSTER CHILD FOR CTE PROGRAMS. I'LL GO AHEAD AND READ THIS RESOLUTION FOR CINDY.

WHEREAS IT IS THE POLICY OF THE WASHINGTON STATE HOUSE OF REPRESENTATIVES TO RECOGNIZE EXCELLENCE IN EVERY FIELD OF ENDEAVOR, AND WHEREAS CINDY ARNOLD, DIRECTOR OF CAREER AND TECHNICAL EDUCATION OF THE BATTLE GROUND SCHOOL DISTRICT, HAS EARNED THE REGION 5 ADMINISTRATOR OF THE YEAR AWARD FROM THE ASSOCIATION FOR CAREER AND TECHNICAL EDUCATION.

WHEREAS DIRECTOR ARNOLD DEMONSTRATED CREATIVITY AND INITIATIVE IN HER DUTIES BY PUSHING BATTLE GROUND SCHOOL DISTRICT TOWARD A STRONGER CAREER AND TECHNICAL EDUCATION PROGRAM, AND WHEREAS ARNOLD EXPANDED THE KNOWLEDGE BASE OF BATTLE GROUND STUDENTS BY EXPOSING THEM TO A WIDE RANGE OF CAREER OPTIONS, TECHNICAL SKILLS, AND DESIGNING BATTLE GROUND SCHOOL DISTRICT SCIENCE, TECHNOLOGY, ENGINEERING AND MATHEMATICS STRATEGIC PLAN.

WHEREAS ARNOLD STARTED A MIDDLE-SCHOOL DESIGN, MODELING AND ROBOTICS PROGRAM TO INTRODUCE YOUNGER STUDENTS TO STEM ACTIVITIES AT A YOUNGER AGE, AND WHEREAS ARNOLD'S PROGRAMS TAUGHT HEATING, VENTILATION, AIR CONDITIONING, HVAC, PLUMBING, AND ELECTRICAL COMPUTER PROGRAMMING AND MATH.

WHEREAS, WHEN ARNOLD WAS THE PRINCIPLE OF CAPTAIN STRONG PRIMARY SCHOOL, SHE OVERSAW A PROGRAM TO HELP STUDENTS DEVELOP SKILLS AND SERVE AS GRADERS, ASSEMBLY LEADERS AND RECESS MONITORS.

STUDENTS ALSO PARTICIPATE IN INTERVIEWS WITH THEIR TEACHERS.

NOW, THEREFORE, BE IT RESOLVED THAT THE WASHINGTON STATE HOUSE OF REPRESENTATIVES THANK DIRECTOR CINDY ARNOLD FOR HER HARD WORK IN DEVELOPING THE YOUNG MINDS OF THE FUTURE, AND BE IT FURTHER RESOLVED THAT THE COPIES OF THIS RESOLUTION BE IMMEDIATELY TRANSMITTED BY THE CHIEF CLERK OF THE HOUSE OF REPRESENTATIVES TO CINDY ARNOLD, DIRECTOR OF CAREER AND TECHNICAL EDUCATION FOR BATTLE GROUND SCHOOL DISTRICT.

THIS YEAR IS THE INAUGURAL YEAR FOR THE NATIONAL CIVIC B TO BE BROUGHT TO SOUTHWEST WASHINGTON.

STUDENTS FROM SIXTH THROUGH EIGHTH GRADE, NOT NECESSARILY AFFILIATED WITH THEIR SCHOOL, BUT ON THEIR OWN AMBITION, WERE ABLE TO SUBMIT AN ESSAY, AND THERE WERE APPROXIMATELY 100 ESSAYS SUBMITTED IN A FIVE COUNTY REGION.

THERE WERE REPRESENTATIVES FROM CLARK, CALUMET, [INAUDIBLE] PACIFIC AND LOUIS COUNTIES.

FROM THOSE ESSAYS, THE TOP 20 WERE BROUGHT TO A LOCAL COMPETITION.

THAT LOCAL COMPETITION WAS HELD ON APRIL 22, AND IT WAS A LIVE QUIZ BOWL.

THINK ABOUT KNOWLEDGE BOWL BACK IN THE DAY, BUT THIS IS ALL CIVICS, SO GOVERNMENT, POLITICS, THAT TYPE OF THING.

WE HAD A NUMBER OF STUDENTS FROM LAURIN MIDDLE SCHOOL AND ALSO A DELEGATE FROM CHIEF UMTUCH MIDDLE.

THE STUDENTS THAT WE HAD THAT MADE IT THROUGH, WE HAD SEVEN STUDENTS FROM LAURIN MIDDLE SCHOOL THAT I HELPED ADVISE.

WE HAD ELLA HILBERG, HUDSON MILLER, NINA CYCLES, KENYA MERIC, LANDON COY, ADDISON JUNKIE AND EMERY SULLIVAN, AND LORELEI WILDY FROM CHIEF UMTUCH MIDDLE, ALL WERE IN THROUGH THE TOP 20 IN THE AREA.

THEN WE HAVE TWO STUDENTS, ONE FROM LAURIN AND ONE FROM CHIEF THAT ARE HEADED TO STATE JUNE 1ST.

ADDISON JUNKIE AND LORELEI WILDY, FROM CHIEF, WILL BE HEADED TO STATE COMPETITION JUNE 1ST.

THIS SCHOOL YEAR, OUR STUDENT LEADERSHIP TEAM HAS PLANNED SEVERAL FUNDRAISERS.

IN OCTOBER, WE SPONSORED SOAP TOPPER, WE COLLECTED, HAND SOAP, BODY WASH, DEODORANT, AND LAUNDRY SOAP.

ALL TO DONATE ITEMS WE GAVE TO THE FAMILY RESOURCE CENTER.

IN DECEMBER, WE HAD A SCHOOL-WIDE CAN FOOD DRIVE.

EACH MORNING WE COLLECTED THE CANS FROM EVERY CLASSROOM, CAPTURED THEM, AND SORTED THEM.

OUR GOAL WAS TO COLLECT 1,000 CANS OF FOOD.

WE ENDED UP COLLECTING 2,800 CANS.

ALL THE FOOD WAS DONATED TO THE NORTH COUNTY FOOD BANK.

HERE ARE SOME THINGS I LOVE ABOUT MY WORK.

I LIKE THE TEACHERS HERE AT GLENWOOD BECAUSE THEY ARE SHOUT OF ENCOURAGING WORDS LIKE, YOU'RE ON THE RIGHT PATH OR YOU GOT THIS.

THEY ALSO TAKE VIDEOS TO ENCOURAGE US TO GO TO SCHOOL AND MAKE PIZZA PARTIES WHEN YOU'RE ON A LEVEL HIGHER THAN THE GRADE LEVEL ON NEXT YEAR.

I ALSO LIKE THE SPECIALIST TEACHERS BECAUSE THE ART TEACHER, MS. BENJAMIN TEACHES US TO PAINT, DRAW AND BLEND COLORS TOGETHER.

I LIKE OUR HEALTH AND FITNESS TEACHER, MR. CALEB, BECAUSE HE TELLS US WHAT IS GOOD FOR OUR BODY.

I LIKE THE PE TEACHER, MS. CARTER, BECAUSE SHE GIVES US ACTIVITIES EXTENTIONS AND THEY'RE REALLY FUN.

I LIKE THE LIBRARY TEACHER MS. HAGUE BECAUSE SHE INTRODUCES S TO NEW BOOKS, AUTHORS AND ILLUSTRATORS.

I LIKE THE MUSIC TEACHER, MS. JARRETT, BECAUSE SHE TEACHES US TO PLAY INSTRUMENTS LIKE A XYLOPHONE.

I AM SO GRATEFUL TO BE HERE GLENWOOD AND AGAIN, THANK YOU FOR HAVING ME HERE TONIGHT.

AROUND VALENTINE'S DAY, WE WANTED TO PROMOTE KINDNESS AND WE SAW DR. DUNCAN GET $0.50 FOR EACH.

ONE CAME WITH A PENCIL AND A CARD.

THE CARD YOU COULD WRITE A NOTE ENCOURAGING A FRIEND OR TEACHER.

THE MONEY WE MADE WE DONATED TO THE SOUTHWEST WASHINGTON HUMAN SOCIETY TO HELP PET.

I LOVE MY SCHOOL BECAUSE NOBODY IS SAYING WE ALL HAVE OUR OWN PERSONALITY AND WE CAN HAVE DIFFERENT COLORED SKIN, AND WE CAN TALK DIFFERENT LANGUAGES, AND WE ALL LOOK DIFFERENT, BUT THAT DOESN'T MEAN YOU CAN'T BE ACCEPTED.

I LOVE OUR SCHOOL BECAUSE OF OUR TEACHERS.

OUR TEACHERS HELP EVERY STUDENT LEARN.

WHEN WE DON'T GET IT RIGHT AWAY, THEY ARE PATIENT AND WAIT FOR US TO GET IT RIGHT.

I ALSO LOVE OUR TEACHERS BECAUSE THEY ARE SO NICE TO EVERY STUDENT, NOT JUST ONE STUDENT.

I LOVE MY SCHOOL BECAUSE WE HAVE AN AWESOME OFFICE STAFF.

BECAUSE THEY STOP BULLYING AND TALK TO US ABOUT HOW TO STOP THINGS LIKE BULLYING.

ALSO ARE NICE TO EVERYONE INCLUDING THE KIDS THAT DON'T MAKE THE BEST CHOICES.

BUT AS FAR AS A FORMAL SUBMISSION OF A RESOLUTION, IT DOESN'T HAVE TO OCCUR UNTIL SEPTEMBER.

MY CONCERN I GUESS AND I'LL SAY IT PUBLICLY, IS THAT RUNNING A BOND AT THE WRONG TIME CAN SET US BACK IN MANY WAYS IN TERMS OF FUTURE BONDS.

LOOKING AT THE DATE OF THE BONDS THAT HAVE PASSED IN THIS LAST CYCLE ISN'T ENCOURAGING.

BUT IN THE CLIMATE THAT WE ARE CURRENTLY IN, OUT OF 18 BONDS THAT WERE RUNNING THE STATE DURING THOSE THREE ELECTIONS, ONLY THREE PASSED, THAT'S AN 18% PASSAGE RATE.

THERE'S GOING TO BE A LOT OF THINGS THAT HAPPENED THAT MAYBE ARE OUTSIDE OF OUR PARTICULAR CONTROL.

PICKING THE PERFECT TIMING MAY NOT REALLY BE THAT THE CRITERIA THAT WE ARE.

I LOOK AT A COUPLE OF FACTORS.

IS IT FINANCIALLY RESPONSIBLE FOR THE DISTRICT? WE'VE GOT A BOND AT SUNSET IN THAT RATE IS GOING DOWN.

IF WE THINK OF DOING CONSTANT IMPROVEMENT IN THE DISTRICT AND NOT WAITING UNTIL IT GETS TO BE A CRISIS, I THINK I WOULD RATHER SUPPORT THAT APPROACH THAN WAITING.

ACTUALLY AT ONE POINT, IT WAS A CRISIS.

WE CHANGED BOUNDARIES, WHICH WAS VERY TRAUMATIC FOR SOME OF OUR PARENTS AND STUDENTS BECAUSE WE GOT THAT FAR.

I THINK, CREDIT TO OUR SUPERINTENDENT WERE STARTING THE CITIZENS ADVISORY COMMITTEE.

THEY CAME BACK WITH A CLEAR MESSAGE TO US.

IT'D BE A SLAP IN THE FACE TO JUST SAY, WELL, THANKS FOR YOUR ADVICE.

WE'RE NOT GOING TO MOVE FORWARD WITH THAT.

THEN I LOOK AT OUR PRIORITIES AND I WOULD THINK IF WE WANT TO PUT HIGH-QUALITY INSTRUCTION IN THERE.

HAVING HIGH-QUALITY FACILITIES TO DO THAT IN FITS WELL WITH OUR GOALS.

I'D BE IN FAVOR OF TAKING A LOOK AT IT.

WHEN I SAY BEFORE SCHOOLS FOR ANYBODY LISTENING IN OR THE AUDIENCE THAT HASN'T BEEN PAYING ATTENTION TO THE EARLIER MEETINGS, THAT WOULD BE PLEASANT VALLEY PRIMARY, PLEASANT VALLEY MIDDLE, LAUREN AND GLENWOOD.

SO DALLIN WENT TO A COMPETITION FOR A COMBO, BUT I PERSONALLY HAVEN'T MADE IT LIKE A NATIONAL JAZZ FESTIVAL YET AND THE BIG BAND HASN'T MADE IT TO ONE SINCE 2006.

SO IT'S A REALLY BIG HONOR TO BE A PART OF THAT EXPERIENCE, GOING TO A NATIONAL THING HAS BEEN A DREAM OF MINE EVER SINCE I KNEW IT WAS POSSIBLE FRESHMAN YEAR, SO IT WOULDN'T HAVE BEEN POSSIBLE WITHOUT THE HELP OF THE ENTIRE BOARD.

AND THEN ALSO, JUST SPENDING THE TIME WITH THE JAZZ BAND.

BETWEEN THE FIRST AND SECOND DAY THAT WE WERE PERFORMING, I COULD TELL THAT THE TIME THAT WE'RE SPENDING TOGETHER AND THE THINGS THAT WE'RE LEARNING ABOUT EACH OTHER MADE US MORE COHESIVE AS A BAND, SO IT WAS REALLY HELPFUL.

WE ACTUALLY HAD A VERY GOOD CONVERSATION THIS LAST WEEK THAT HAS PROVIDED US WITH SOME MORE FEEDBACK AROUND PLC TIME, WHICH WILL LIKELY LEAD TO US BRINGING SOME OTHER WAYS TO DO OUR BUSINESS AROUND PLCS IN THE NEXT YEAR SO WE'RE LOOKING FORWARD TO SHARING MORE WITH YOU WHEN WE FIGURE OUT SOME HICCUPS THAT MIGHT BE INVOLVED WITH THAT.

BUT THAT OPPORTUNITY FOR FEEDBACK LAST YEAR, AS YOU KNOW, ONE OF THE REASONS THAT WE MOVED TOWARD WAIVER DAYS IS IN THE SURVEY THAT WE GAVE TO OUR STAFF, IT BECAME CRYSTAL CLEAR THAT THEY NEEDED MORE TIME.

WE'RE LEARNING A LITTLE MORE SPECIFICITY ABOUT THE TIME THAT THEY'VE HAD, AND I THINK WHEN WE FIGURE OUT HOW WE MIGHT ADDRESS SOME OF THOSE CHALLENGES, THEN WE'LL BE BRINGING SOME MORE INFORMATION TO YOU TO MAKE SOME DECISIONS ABOUT OUR CALENDAR NEXT YEAR.

AN EXCITING TIME TO GET SOME PLANNING DONE FOR NEXT YEAR AND GET US EVEN MOVING THAT MUCH FURTHER.

THE UPGRADES TO THE BACKGROUND HIGH-SCHOOL WEIGHT ROOM, PLANT SALES, BACKGROUND HIGH SCHOOL, JUST HAD THEIRS LAST WEEKEND.

>> AS A SPECIALIST, I FEEL BLESSED AND THE FACT THAT I GET TO SEE THE STUDENTS EVERY YEAR AND ESPECIALLY IN PE, WHERE I GET TO SEE THEM ALL FOUR YEARS AND SEE THEM AND BUILD RELATIONSHIPS WITH THEM THAT CONTINUE TO GROW OVER TIME.

I REALLY FEEL STRONGLY THAT IT'S JUST SUCH A WONDERFUL OPPORTUNITY BOTH WAYS I HOPE THAT THE STUDENTS ENJOY IT AND I HAVE A GREAT TIME WITH THEM.

ONE OF THE THINGS WE DID LEARN ABOUT THAT PROCESS IS THAT WE COULDN'T HAVE THIS KIND OF SITUATION GOING ON, AND WE'VE DEVELOPED A RELATIONSHIP THAT ADDRESSES THE DISTRICT NEEDS.

THE DISTRICT NEEDS INVOLVE BOTH CHILDREN, PARENTS, TEACHERS, AND CERTIFICATED STAFF.

WHEN THOSE ALL MELT TOGETHER, THEN WE HAVE AN OPPORTUNITY TO HAVE A VERY SUCCESSFUL AND A GREAT DISTRICT TO BE IN.

WE ARE A FAST-GROWING DISTRICT.

WE'RE GROWING LIKE CRAZY, AND SO THAT'S GOING TO HAVE TO BE ADDRESSED, AND WE'VE TALKED ALREADY AND I'VE HEARD YOU TALK ALREADY ABOUT THE BONDS GOING BY.

WE WANT TO EXPAND, BUT WE CAN' EXPAND.

WHEN I WENT TO JACOB PRIMARY FROM FIRST GRADE TO FOURTH.

MY GRADES WERE USUALLY ONES AND TWOS.

I STRUGGLED FOCUSING IN CLASS AND SPEAKING UP WHEN I NEEDED HELP.

I WAS ALSO BULLIED FOR HAVING LESS THAN OTHERS, CAUSING ME TO ISOLATE MYSELF FROM EVERYONE.

COME FIFTH GRADE, I WAS 11 AND HAD STARTED SMOKING WEED.

AT FIRST, IT WAS JUST FOR FUN AND THEN IT BECAME A SELF-MEDICATED.

I CONTINUE TO STRUGGLE THROUGH SCHOOL.

MY SEVENTH GRADE YEAR IS WHEN I STARTED ACTING OUT.

THAT'S WHEN I MET THE FIRST SUPPORT STAFF THAT I STILL HAVE TO THIS DAY.

THEY TAUGHT ME THAT I AM WORTHY OF LOVE AND THAT THERE IS MORE TO LIFE THAN GETTING STONED ALL DAY UNTIL I GO TO BED.

THEY ALSO TAUGHT ME HEALTHIER COPING MECHANISMS AND HOW TO ASK FOR HELP WHEN I NEED IT.

ONCE I ENTERED HIGH SCHOOL, I BECAME SEVERELY DEPRESSED BECAUSE I HAD FELT LIKE I LEFT THE ONLY FAMILY I HAD AND WAS ALL ALONE.

A FEW MONTHS INTO MY FRESHMAN YEAR, I MET SOME AMAZING PEOPLE THAT HAVE SUPPORTED ME THROUGH SO MUCH.

THEY HAVE PULLED ME OFF THE EDGE MORE TIMES THAN I CAN COUNT.

THEY'VE SHOWED ME THAT LIFE IS WORTH LIVING FOR.

THEY HAVE NEVER FAILED TO SHOW ME I'M LOVED AND WANTED IN THIS WORLD AND BENT OVER BACKWARDS TO MAKE SURE THAT I AM OKAY AND HAVE EVERYTHING I NEED.

IF I DIDN'T HAVE THESE SUPPORT STAFF, I MOST LIKELY WOULD HAVE KILLED MYSELF IN SEVENTH GRADE.

YOU MAY THINK JUST BECAUSE ME, ONE STUDENT OUT OF THESE THOUSANDS WE HAVE IN OUR DISTRICT, STANDING UP SAYING THIS ISN'T IMPORTANT BUT IT IS.

BECAUSE OF THESE PEOPLE, MY MOM, MY GRANDPARENTS, FRIENDS AND FAMILY, MANY MORE WILL BE ABLE TO WATCH ME GRADUATE AND WALK ACROSS THAT STAGE AND GET THE DIPLOMA I FOUGHT FOR SO HARD.

NOT ONLY THAT, BUT I AM THE FIRST TO GRADUATE IN MY FAMILY BEING THROUGH MY GRANDPARENTS AND MY PARENTS.

NOT ONLY HAVE THEY SAVED MY LIFE AND SUPPORTED ME FROM EVERYTHING, FROM EVERY TIME I BOWED MY EYES OUT IN THEIR ARMS TO EVERY TIME I YELLED AT THEM, BUT THEY ARE THE REASON I WANT TO WORK IN THE SCHOOL DISTRICT AND HELP KIDS LIKE ME.

SUPPORT STAFF ARE SO CRUCIAL TO OUR SCHOOLS.

WE NEED TO BE SUPPORTING THEM AS MUCH AS THEY ARE WILLING TO SUPPORT OUR STAFF.

ANOTHER THING IS THAT I HAVE ALL OF MY HALL PASSES FROM WHEN I'VE HAD TO COME DOWN AND TALK TO SOMEONE.

I HAVE SOMETHING FROM MIDDLE SCHOOL THAT MY TEACHER SENT ME.

I HAVE ALL OF THE BIRTHDAY CARDS THAT THEY HAVE GIVEN ME, ALONG WITH THE PICTURES FROM THEIR CHILDREN.

AS A PERSON, I BELIEVE THAT I'VE BEEN ABLE TO OBTAIN THAT GOAL AND HAVE BEEN ACTIVE WITH OUR SCHOOL DISTRICT AND OUR UNION.

THIS YEAR, I'VE DECIDED TO TAKE A NEW JOURNEY IN MY EDUCATION WORLD, AND I WAS ELECTED AS THE PRESIDENT OF THE BATTLEGROUND EDUCATION ASSOCIATION.

NOW WE HAVE A NAME AND A FACE TO GO WITH THIS POSITION.

MY GOAL FOR THIS POSITION WILL BE TO REPRESENT VGEA AND THE MEMBERS AT THE MEETING WITH THE BATTLEGROUND PUBLIC SCHOOL ADMINISTRATION, AND OF COURSE, KEEPING THE LINES OF COMMUNICATION WITH THE DISTRICT GOING IN A POSITIVE DIRECTION THAT OUR PAST PRESIDENT HAS BEEN ABLE TO FORGE.

OVER THE YEARS THAT I'VE BEEN TEACHING, THERE HAS BEEN A LOT OF CHANGES IN THE CLASSROOM WITH ALE ONLINE SCHOOLS.

I'M CURRENTLY TEACHING AT BATTLE GROUND VIRTUAL ACADEMY.

I THINK THE MAIN JOB IN MY MIND IS RELATIONSHIPS WITH KIDS AND KEEPING THEM GOING AND SUPPORTING THEM.

I WANT TO TELL YOU A STORY ABOUT A HIGH-SCHOOL STUDENT THAT I HAVE THAT IS STRUGGLING WITH SOCIAL, EMOTIONAL, AND MENTAL DISORDERS.

I THINK I'M PART OF HIS LIFELINE BECAUSE I'VE HAD TWO SUICIDE ATTEMPTS FROM HIM, EMAILING ME AND I HAVE TO GET A HOLD OF HIS MOM AND GET SOMEBODY THERE TO HELP HIM AT HIS HOUSE.

HE DOESN'T COME OUT OF THE HOUSE.

HE'S VERY RECLUSE.

SINCE I'VE BEEN WORKING WITH HIM, HE NOW TURNS HIS CAMERA ON WHEN WE ZOOM.

HE'S PLAYING BASEBALL AGAIN.

HE'S GOT THE SUPPORT.

HE'S DOING MEDICATION.

HE'S DOING HIS SCHOOLWORK ONE CLASS AT A TIME.

HE IS A SOPHOMORE WITH FIVE CREDITS.

JUST THAT CONSTANT CARE.

THE ROLES THAT TEACHERS HAVE TAKEN OVER THE YEARS HAVE BEEN A BIG CHANGE.

BASICALLY, WE'RE DOING ANYTHING TO TRY TO GET THESE KIDS FROM OUT OF A MENTAL STATE AND A SITUATION INTO I DO WANT TO LEARN AND I CAN SEE A VALUE IN IT MOVING FORWARD WITH MY LIFE.

I THINK THAT IT'S TEACHER APPRECIATION WEEK, WHICH IS GREAT.

I FEEL LIKE TEACHERS DO NEED TO BE HONORED.

BUT JUST TO LET YOU KNOW THAT TEACHERS ARE NOW TAKING ON MORE THAN A ROLL OF JUST BEING A TEACHER.

BATTLE GROUND HAS HAD FIVE STATE ART EDUCATION AWARD WINNERS, AND IT'S MORE THAN ANY DISTRICT IN THE STATE SO FAR.

WHEN I SHARED THAT LAST TIME MARK, YOU ALSO SHARED THAT WITHIN THE SCIENCE STATE ORGANIZATION, WE AT BATTLE GROUND HAVE HAD MANY AWARD WINNERS WITHIN THE SCIENCE ORGANIZATION.

I'M SURE THAT'S THE WAY IT IS WITH MANY OF OUR CONTENT AREA STATE ORGANIZATIONS.

WITH EDUCATORS THAT ARE ON STATEWIDE FELLOWS COMMITTEES, WITH EDUCATORS AND DISTRICT STAFF THAT SIT ON OSPI COMMITTEES ADVOCATING AT THE STATE LEVEL FOR US.

WE HAVE TEACHERS THAT SPEND SUNDAYS AT SCHOOL PREPARING FOR THE WEEK.

TEACHERS THAT WORK A FULL EIGHT HOUR DAY, THEN GO HOME GRADE PAPERS, PREPARE LESSONS, AND THEN THEY DON'T SLEEP WELL BECAUSE THEY'RE WORRIED ABOUT THE SEL, SOCIAL AND EMOTIONAL LEARNING OR HEALTH OF THEIR STUDENTS.

WE ALSO HAVE 47 NATIONAL BOARD TEACHERS HERE IN BATTLE GROUND PUBLIC SCHOOLS.

I'M CURRENTLY RENEWING MY BOARDS AND I SHOULD BE AT HOME WRITING MY PAPER THAT IS DUE NEXT WEEK, BUT I'M HERE TO TALK TO YOU GUYS.

ALL THESE THINGS I DESCRIBE SHOW A HIGH IMPACT ON STUDENT LEARNING AND THE QUALITY OF TEACHING THAT PROVIDES.

IF WE THINK OF THE SCHOOL DISTRICT AS BATTLE GROUND'S NUMBER ONE LARGEST EMPLOYER, THEN WE HAVE TO ACKNOWLEDGE THAT WE HAVE A STAFF OF EDUCATORS THAT ARE TOPNOTCH, EXECUTIVE LEVEL, AND WORK HARD TO MAINTAIN THE HIGH LEVELS OF PROFESSIONAL RIGOR THAT IS REQUIRED IN TODAY'S EDUCATION.

THIS RIGOR HAS A HIGH LEVEL OF IMPACT ON THE EDUCATIONAL SERVICE THAT WE PROVIDE TO OUR COMMUNITY.

THE SERVICE WE PROVIDE TO OUR COMMUNITY IS ONLY AS GOOD AS YOUR EDUCATIONAL STAFF.

WE ALL KNOW THAT THE FUTURE IS DEPENDENT ON THIS SERVICE THAT WE PROVIDE.

MY GRANDMOTHER WHO PASSED AWAY IN HER '90S, WORKED FOR 20 YEARS IN AMBOY.

I MYSELF WORKED IN THE LAB PROGRAM WHEN I WAS JUST AFTER I'D HAD MY SON AND I WAS AT AMBOY MIDDLE SCHOOL, AND I HAD TO RETURN TO WORK, AND SO I THOUGHT, WELL, I'LL GO IN AND I'LL HELP LAP KIDS.

I GOT INTO THE LAP PROGRAM.

I WAS JUST A CLASSIFIED STAFF AT THAT POINT, I HADN'T FINISHED MY DEGREE AT WSU.

I THOUGHT I'D DO THIS WHILE MY KIDS WERE YOUNG, FIRST COUPLE OF YEARS.

AT THAT POINT, I STARTED WORKING WITH KIDS THAT HAD THE SOCIAL EMOTIONAL.

THIS IS A CAVEAT TO WHAT TEACHERS LOADS ARE AND WHAT THEY'RE FACING WITH THE SOCIAL, EMOTIONAL, AND PSYCHOLOGICAL STUFF THAT THEY'RE DEALING WITH RIGHT NOW.

THIS YEAR, SPECIFICALLY, MY KIDS HAVE DONE WELL.

I'VE HAD TWO GRADUATE FROM PRAIRIE.

I'VE GOT TWO MORE IN, ONE IS GRADUATING THIS YEAR.

THERE ARE TWO KIDS THAT I'VE PICKED UP AT BATTLE GROUND HIGH SCHOOL.

TWO KIDS THAT JUST NEEDED A LITTLE BIT MORE OF THAT SOCIAL, EMOTIONAL, PSYCHOLOGICAL ASSISTANCE.

NOW, THEY HAVE A GREAT SUPPORT NETWORK THAT THEY HAVE.

THEY HAVE A LOT OF ADULTS THAT ARE SURROUNDING THEM, BUT I SEE A HUGE NEED FOR THESE KIDS BECAUSE THERE ARE MANY KIDS THAT ARE SLIPPING THROUGH THESE CRACKS.

NOT CRACKS THAT THEY'RE NOT BEING SEEN BY THE TEACHERS. THEY ARE.

IT'S JUST THE TEACHERS HAVE [NOISE] A LIMITED AMOUNT OF TIME AND A WORK BALANCE BETWEEN HOME AND WORK THAT THEY HAVE TO CARRY.

I THINK THE BIGGEST PIECE IS I STEPPED IN OCTOBER, AND TOOK ON A KID THAT ONLY HAD ACHIEVED 10 AND A HALF CREDITS TO GET THEM TO GRADUATE THIS YEAR.

I TOOK ON A KID A MONTH AGO THAT HAD JUST CHECKED OUT AND HAD DECIDED THAT DROPPING OUT WAS THE BEST BET.

HE HAD OUT OF ALL OF HIS CREDIT, HE HAD 19 OUT OF 24 OF HIS CREDITS.

I THINK THAT THESE KIDS, THEY FIND A POINT IN THEIR EDUCATION WHERE ON PAPERWORK THEY MAY APPEAR TO BE A GOOD KID THAT HAS PLENTY OF SUPPORT NETWORK, AND THESE TEACHERS IDENTIFY THEM.

THEY JUST THINK, WE DON'T KNOW WHY THEY'VE LOST THEIR MOTIVATION.

WHEN I STARTED HELPING, I NOTICED THAT THE TEACHERS THEMSELVES WERE BEARING A VERY HEAVY LOAD.

WHAT I STARTED DOING AS I STARTED REACHING OUT TO THE SECURITY GUARD.

I STARTED REACHING OUT TO THE HEALTH ROOM ASSISTANT.

I STARTED TALKING TO GRADUATION COUNSELORS.

I STARTED TALKING TO PEOPLE THAT COORDINATE CREDIT RECOVERY, WORKING WITH STAFF MEMBERS THAT WORK DIRECTLY WITH THE STUDENTS AND GOING, WHAT HAPPENED? WHERE ARE WE? WHAT CAN I DO TO HELP? I THINK THAT THERE ARE MORE AND MORE KIDS THAT ARE COMING UP IN THESE GENERATIONS AS A FALLOUT BECAUSE OF COVID BECAUSE OF EDUCATIONAL LOSSES THAT OCCURRED DURING THIS TIME, ESPECIALLY THOSE WITH HAVE IEPS AND 504S, THEY HAVE DIFFICULTY WORKING ON THEIR OWN.

BUT MORE OR LESS I'M JUST HERE TO ECHO THAT FROM A PARENT STANDPOINT, AS A PREVIOUS EMPLOYEE OF BATTLE GROUND SCHOOL DISTRICT, AS ONE THAT'S JUST COLLECTING CHILDREN THAT NEED HELP AT THIS POINT AND TRYING TO GET THEM THROUGH THE SYSTEM, I THINK THERE IS A PHENOMENAL NEED IN THESE UPCOMING YEARS, JUST WITH WHAT I HAVE EXPERIENCED, FOR INCREASED SUPPORT FOR THE TEACHERS IN TERMS OF STAFF MEMBERS THAT ARE CLASSIFIED OR PARAEDUCATORS THAT ARE HERE JUST TO CONNECT WITH THESE KIDS BECAUSE I JUST RANDOMLY CONNECTED WITH THESE KIDS AND FIGURED OUT WHAT IT WAS THAT THEY WERE LACKING, AND BOTH ARE ON TRACK TO GRADUATE THIS YEAR.

MY BIGGEST PIECE WAS JUST TO BE HERE DURING TEACHER APPRECIATION WEEK TO JUST VOICE THAT THERE IS A VERY HIGH DEMAND, MAYBE HIGHER THAN WHAT'S STATISTICALLY ON PAPER BECAUSE I CAN TELL YOU THAT MY KIDS ARE VERY GOOD STUDENTS, AND ON PAPER BY APPEARANCES, IT HAS TAKEN AN OVERWHELMING AMOUNT OF SOCIAL, EMOTIONAL CARE TO GET THEM THROUGH THIS LAST YEAR.

THERE HAVE BEEN TIMES WHERE I'VE DASHED INTO MY CLASSROOM IN THE EVENING FOR ONE TO GO PICK UP SOMETHING AND ONE OF MY SPECIAL EDUCATION COLLEAGUES IS STILL IN THE PARKING LOT AT 7:00 PM.

IN ORDER TO DO ALL OF THE IMPORTANT AND NECESSARY AND LEGALLY REQUIRED PARTS OF THEIR JOB, IT IS RECOGNIZED THROUGH MANY YEARS OF CONTRACT NEGOTIATIONS THAT THEY GET A CERTAIN AMOUNT OF SUPPLEMENTAL DAYS TO HELP ACCOUNT FOR ALL OF THAT EXTRA WORK.

CURRENTLY THEY HAVE SEVEN PAID SUPPLEMENTAL DAYS, WHICH ON PAPER SOUNDS LIKE A LOT.

BUT IN ORDER TO DO JUST THE IEP PORTIONS, THE REQUIRED LEGAL PORTIONS OF THEIR JOB AND THAT IS TO TEST STUDENTS TO EVALUATE THEIR NEEDS, TO FILL OUT ALL OF THE PAPERWORK TO GO THROUGH THE ENTIRE PROCESS OF CREATING THIS 25 OR SO PAGE LEGAL DOCUMENT.

WHEN YOU LOOK AT THAT FOR AN ENTIRE CASELOAD, IT DOESN'T TAKE SEVEN DAYS, IT TAKES 23 DAYS.

IF YOU'VE EVER SAT THROUGH AN INTERPRETED IEP MEETING, IT TAKES A LONG TIME BECAUSE THERE'S A LOT OF IMPORTANT INFORMATION TO GO OVER.

NOT ONLY DO THEY DO THAT, BUT THEY ALSO HAVE TO WORK WITH THEIR PARENT EDUCATORS TO HELP TEACH THE STUDENTS IN THE CLASSROOM.

WE HAVE $250,000 FROM LEVY FUNDS THAT WE CAN USE TO OFFSET THE COST, AND THEN THE TBIP PROGRAM AND THE LAP PROGRAM ALSO HAVE FUNDS THAT ARE AVAILABLE TO OFFSET THE COSTS FOR THE THINGS THAT WOULD BE USED IN THE INTERVENTION PROGRAMS. THAT BRINGS THE COST DOWN SO THAT WE'RE IN THE $42,000 OVER BUDGET RANGE, WHICH IF WE DO SOME MATH, WE'RE AT 1.1% OVER BUDGET.
