THERE IS A VIDEO THAT YOU WILL GET TO WATCH FOLLOWED BY SOME TIME TO HEAR FROM STUDENTS AND THEN ASK SOME QUESTIONS IF YOU WOULD LIKE.

CHRIS BROWN CAME AND TOOK A RECORDING OF OUR STUDENTS ABOUT A MONTH AGO.

AND THEN I ASKED FOR FOUR OF OUR FOURTH GRADE REPRESENTATIVES TO COME AND SPEAK TO YOU ABOUT THE CHOIR.

SO I REALLY HOPE YOU ENJOY IT.

WE'VE WORKED REALLY, REALLY HARD.

THE SONGS YOU SEE IN THE VIDEO ARE A SELECTION OF THREE.

THE FIRST IS CALLED YONDER COME DAY.

IT'S BASED ON AN AFRICAN-AMERICAN SPIRITUAL FROM THE GEORGIA SEA ISLANDS.

THE SECOND IS CALLED THE DREAM KEEPER, WHICH IS A SETTING OF THE LANGSTON HUGHES POEM WRITTEN BACK IN 1932.

IT WAS THE ONLY IT WAS THE ONLY BOOK OF POETRY THAT HE PUBLISHED FOR CHILDREN.

SO IT WAS REALLY EXCITING TO SEE THIS SET TO MUSIC BY A LIVING COMPOSER.

AND THEN OUR LAST SONG ON THE VIDEO IS CALLED [INAUDIBLE].

IT IS A TRADITIONAL SONG FROM THE TORRES STRAIT ISLANDS, WHICH I LEARNED ARE BETWEEN NORTHERN AUSTRALIA AND PAPUA NEW GUINEA.

AND IT'S ABOUT THE WIND AND THE EFFECT THE WIND HAS ON THE MOUNTAINS.

WE'RE LEAVING FOR FOUR NIGHTS AND WE'RE COMPETING IN A NATIONAL COMPETITION, SO THAT'S SUPER EXCITING.

AND THEN I WANT TO COMPLIMENT ASSISTANT PRINCIPAL AARON THOMPSON, WHO'S REALLY CHAMPIONED THEIR COMMUNITY INVOLVEMENT GROUP AND THE WINTER CARNIVAL EVENT THAT THEY PUT ON AND INVITE THE COMMUNITY IN AND GET ALL THE CLUBS, ALL THE STUDENT CLUBS INVOLVED IN PUTTING THAT TOGETHER.

I THINK THAT REALLY ENCOMPASSES WHAT THE BOARD TRIES TO DO TO REACH OUT TO THE COMMUNITY.

BUT THERE'S ONLY SO MANY DATES AND TIMES AND EVENTS THAT YOU CAN DO THAT.

SO FOR THEM TO SPONSOR ONE AND INVITE THE COMMUNITY IN IS REALLY IT'S HELPFUL TO THE BOARD.

WE ALSO VISITED THEIR SEL, THEIR SOCIAL EMOTIONAL LEARNING CENTER, WHICH WAS GREAT TO SEE THE PARTNERSHIP THAT EXISTS BETWEEN THE TWO INDIVIDUALS THAT ARE WORKING THERE. AND THEN WE GOT TO VISIT A CO-TEACH MATH CLASS THAT TWO TEACHERS ARE WORKING IN, AND THAT WAS A WONDERFUL EXPERIENCE AS WELL. SO IT WAS A IT WAS A TOUR FILLED WITH LOTS OF INFORMATION.

I WILL SAY THAT YOU MISSED OUT ON AN OUTSTANDING BREAKFAST.

WE HAD YUMMY CINNAMON ROLLS AND GREAT SELECTION OF FRESH FRUIT AND A WHOLE BUNCH OF STUFF PROVIDED BY THE CULINARY DEPARTMENT OVER THERE.

WE TALKED ABOUT THE NEED FOR UPDATED FACILITIES, WHICH IS IN LINE WITH OUR EARLIER BOND DISCUSSION, TALKED ABOUT THE NEED FOR JUST EQUIPMENT AT VARIOUS GROUPS. SO IT WAS A IT WAS A GREAT MEETING.

MY STUDENT IS A SPECIAL EDUCATION AND A 14 YEAR OLD EIGHTH GRADER AT LAURIN MIDDLE SCHOOL.

SHE HAS SUFFERED SIGNIFICANT TRAUMA THAT INCLUDES EMOTIONAL, ACADEMIC AND BEHAVIORAL SETBACKS DUE TO THE DISTRICT'S FAILURE TO PROPERLY IDENTIFY AND SERVICE HER NEEDS.

ALTHOUGH THERE IS TYPICALLY A ONE YEAR STATUTE OF LIMITATIONS WITH OSPI, MY SUBMISSION WILL INCLUDE EVIDENCE OF LONG STANDING PATTERN OF BEHAVIOR THAT DATES BACK TO A SPECIAL EDUCATION CITIZENS COMPLAINT 1829, WHICH I FILED ON BEHALF OF MY STUDENT AND ALL SPECIAL EDUCATION STUDENTS ATTENDING GLENWOOD HEIGHTS ELEMENTARY SCHOOL.

THE RESULT OF THAT INVESTIGATION FOUND THE BATTLE GROUND SCHOOL DISTRICT HAD VIOLATED THE INDIVIDUALS WITH DISABILITIES EDUCATION ACT OF 90 STUDENTS THAT WERE RECEIVING SERVICES AT THAT TIME.

DURING THE 2018 OSPI INVESTIGATION, MY STUDENT WAS IN THE THIRD GRADE AND HER READING COMPREHENSION LEVEL WAS A 1.0.

MY STUDENT IS CURRENTLY IN THE EIGHTH GRADE AND HER READING COMPREHENSION LEVEL IS 2.2.

A RECENT INDEPENDENT EDUCATION EVALUATION WAS CONDUCTED BY RANDALLS CHILDREN'S HOSPITAL, AND THEIR REPORT DESCRIBED MY STUDENT'S COMPREHENSION FUNCTIONING, BEING THE LOWEST OVER THE LAST FOUR YEARS AND THAT DEVELOPMENTAL GAPS HAVE WIDENED.

MY COMPLAINTS OUTLINE NUMEROUS CONCERNS REGARDING THE BEHAVIOR AND PRACTICES OF THE DISTRICT, INCLUDING A PATTERN OF INACCURATE REPORTING, LIMITING INFORMATION, INCONSISTENT STATEMENTS, PRETEXTS WITHIN EVALUATIONS, AND DISMISSAL OF DATA.

FURTHERMORE, THE STARTLING NUMBER OF INAPPROPRIATE, UNPROFESSIONAL, UNETHICAL COMMENTS AND GESTURES MADE BY STAFF BY BOTH THE BUILDING ADMINISTRATORS AND DISTRICT REPRESENTATIVES TOWARD BOTH MY STUDENT AND I AS I PERSIST IN ADVOCATING FOR MY STUDENT'S SPECIAL EDUCATION RIGHTS, HAVE CREATED AN EVER GROWING HOSTILE ENVIRONMENT.

MY HOPES FOR THESE CURRENT COMPLAINTS IS FOR BOTH THE FEDERAL AND THE STATE OFFICES TO CONDUCT A THOROUGH REVIEW OF MY CONCERNS AND TO ESTABLISH A FOUNDATION FOR ANY ADDITIONAL INVESTIGATIONS AND MEASURES THAT ADDRESS THE DISTRICT'S ALLEGED RETALIATORY CONDUCT AND CONTINUED LACK OF COMPLIANCE WITH STATE AND FEDERAL LAWS IN RESPONSE TO MY FILING OF SB CC 1829.

MY STUDENT HAS MADE INADEQUATE ACADEMIC PROGRESS AND HAS BEEN THE SUBJECT OF REPEATED INSTANCES OF BULLYING AND DISCRIMINATORY BEHAVIOR FOR BOTH STUDENTS AND STAFF.

DESPITE MY BEST EFFORTS TO WORK COLLABORATIVELY WITH THE DISTRICT AND SCHOOL STAFF, THE SITUATION REMAINS DIRE.

I AM WANTING TO SUGGEST TO THE BOARD THIS IS A BIG CONCERN OF PARENTS AND I UNDERSTAND WE HAVE LAWS IN THIS STATE THAT ALLOW MINORS TO RECEIVE MEDICAL CARE WITHOUT THE GUIDANCE OF THEIR PARENTS OR EVEN THE KNOWLEDGE.

AND WE ALWAYS SAY KNOWLEDGE IS POWER.

AND SO I'M REQUESTING THAT THE BOARD AND THE DISTRICT CONSIDER AT THE BEGINNING OF THE SCHOOL YEAR HANDING OUT OR SENDING HOME TO PARENTS THE ACTUAL STATEMENTS OF AND LISTING OF THE MEDICAL PROCEDURES THAT THEIR MINOR CHILD CAN RECEIVE WITHOUT THEIR KNOWLEDGE OR NOTIFICATION.

I THINK THIS WILL REALLY HELP PARENTS IN MAKING INFORMED DECISIONS, IN COMMUNICATING WITH THEIR CHILDREN, AND MAYBE JUST BEING AWARE OF WHAT THEY ARE FACING AS A PARENT.

MANY PARENTS DON'T KNOW THE PROCEDURES THAT THEIR KIDS CAN GET.

AND I RAISED THREE KIDS.

I KNOW HOW BUSY A PARENT CAN BE RAISING THREE KIDS, AND I THINK PARENTS WOULD REALLY APPRECIATE THE SCHOOL GOING TO THOSE LENGTHS TO MAKE SURE THAT THEY KNOW OF THESE MEDICAL PROCEDURES AND HAVING THAT KNOWLEDGE.

SO I'M ASKING THAT THE BOARD WOULD CONSIDER DOING THAT.

BUT I ALSO WANT TO END ON A GOOD NOTE.

THEN IF WE LOOK AT THE COMMON LIT 360, WE HAD FIVE RESPONSES FOR THAT PARTICULAR PROGRAM AND YOU CAN SEE THAT WE HAD TWO THAT STRONGLY AGREED, ONE THAT AGREED AND TWO THAT NEITHER AGREED OR DISAGREED.

SO WE WANTED TO MAKE SURE THAT YOU WERE ABLE TO TAKE A LOOK AT THAT.

HOWEVER, WE ARE GOING TO NEED THE PUBLISHERS TO COME IN AND REALLY TRAIN US GOOD TO BEGIN WITH AND GUIDE US THROUGH THESE MATERIALS, US AND ANYONE YEAH, THAT PART OF THE CONTRACT, YEAH, IT'S ACTUALLY, IT'S A SEPARATE CONTRACT, BUT YES, THAT IS PART OF THE PLAN.

WE THERE'S DIFFERENT AMOUNTS OF TIME DEPENDING ON THE PROGRAM, BUT IN THE WIT AND WISDOM, THERE'S TWO FULL DAYS OF TRAINING FOR THE K-5 TEACHERS AND THEN THE K-2 TEACHERS WILL HAVE AN ADDITIONAL FIVE HOURS OF TRAINING ON THE FOUNDATIONS, WHICH IS THE FOUNDATIONAL SKILL COMPONENT.

AND THEN IN OCTOBER THERE WILL BE ANOTHER THREE HOURS FOR THE GEODES, WHICH IS THAT DECODABLE THAT BRIDGES THE TWO PROGRAMS TOGETHER.

SO THERE IS A LOT OF INFORMATION THAT COMES FROM THE PUBLISHERS THAT WILL HELP SET US UP FOR SUCCESS.

THERE ARE SOME OPPORTUNITIES FOR US TO DO SOME TRAIN THE TRAINER MODELS THAT WE HAVE TO LOOK AT THE BUDGET TO SEE WHAT WE HAVE THE CAPACITY TO ACTUALLY DO.

BUT I THINK IN THE LONG RUN WOULD BE BENEFICIAL TO OUR DISTRICT AND COST US LESS OVER A SIX YEAR PERIOD OF TIME, WHICH MEANS A LITTLE BIT MORE MONEY UP FRONT, BUT WOULD SAVE US MONEY IN THE LONG RUN.

CAN I ASK A QUICK QUESTION ABOUT OUR SPECIAL POPULATIONS AND, YOU KNOW, THE KIND OF FEEDBACK THAT YOU GUYS HAVE ON ELL AND SPECIAL ED? I KNOW WORKING WITH THE GREAT MINDS PROGRAM WITH THE K-4 ELS THAT I HAVE.

I WAS WORKING WITH A SMALL GROUP, SO IT WAS SIX SECOND GRADERS.

THREE OF THEM WERE BRAND NEWCOMERS, HAD NO ENGLISH, AND THEN THE OTHER THREE HAD ENGLISH.

THEY HAD BEEN IN SCHOOL SINCE KINDERGARTEN BUT WERE PERFORMING WELL BELOW GRADE LEVEL.

THE AMOUNT OF INTEREST THAT THEY HAD IN THE TOPIC, THE AMOUNT OF WRITING THAT THEY WERE ABLE TO PRODUCE WAS PHENOMENAL.

IT WAS MORE THAN I'VE EVER SEEN WITH ANY OTHER PROGRAMS THAT I'VE TRIED.

AND YOU BUILD SO MUCH KNOWLEDGE THAT AND IT ALSO ALLOWS SO MANY DIFFERENT WAYS FOR STUDENTS TO SHOW THEIR KNOWLEDGE THAT THERE WAS VERY LITTLE SCAFFOLDING THAT I HAD TO DO ASIDE FROM WHAT WAS ALREADY MENTIONED IN THE PROGRAM.

THE OTHER THING THAT'S REALLY GREAT IS THEY RECENTLY WORKED WITH THE PEOPLE BEHIND WETA, WHICH IS THE ENGLISH LANGUAGE DEVELOPMENT ASSESSMENT THAT WE USE EVERY YEAR TO CREATE A ELL GUIDE FOR TEACHERS TO USE THAT GIVES YOU ADDITIONAL SUPPORTS AND RECOMMENDATIONS FOR HOW TO USE THE PROGRAM WITH THESE STUDENTS. AND I'LL JUST INTERJECT THAT THAT WAS NOT PART OF THE PILOT, BUT THE VERSION THAT WE WOULD BE BUYING HAS THAT COMPONENT EMBEDDED WITHIN IT.

AND IT'S JUST PART OF WHAT DOES COME WITH THE PROGRAM.

GREAT. I WOULD ADD THAT LORRI AND I SHARE A STUDENT AND THAT STUDENT WAS A PART OF THE PILOT AND WAS VERY SUCCESSFUL. I THINK THE EXPLICIT INSTRUCTION THAT'S PROVIDED IN FOUNDATIONAL SKILLS IN PHONICS IS JUST INVALUABLE.

I'M ANXIOUS TO SEE MY GUT LEVEL IS THAT WE WILL HAVE STUDENTS WHO HAVE A BETTER DEPTH OF FOUNDATIONAL SKILLS AT AN EARLIER AGE.

AND SO WHEN STUDENTS ARE KIDS WHO WHO NEED SPECIALIZED INSTRUCTION, WE REALLY WILL KNOW WHAT IT WAS THEY'VE ALREADY HAD AND KNOW, OKAY, HERE'S WHAT WE NEED TO DO DIFFERENTLY.

AND THE ACTUAL PROGRAM ITSELF FOR FOUNDATIONS MAKES RECOMMENDATIONS FOR IF STUDENTS ARE NOT BEING SUCCESSFUL AT THE CLASSROOM LEVEL, HERE'S YOUR NEXT PLACE FOR INTERVENTION.

SO IT'S REAL EXPLICIT IN THOSE KINDS OF THINGS.

AND I WOULD ALSO ADD THAT JUST THE DEPTH OF KNOWLEDGE PIECE OFFERS OPPORTUNITIES FOR STUDENTS WHO WE SERVE TO TO GET THOSE KNOWLEDGE PIECES AS WELL.

IF 80% OF YOUR CLASS HAS NOT REACHED PROFICIENCY, INSTEAD OF JUST GOING ON.

IT GIVES YOU SOME GUIDANCE ABOUT WHERE TO TEACH IN THAT UNIT.

SO IT'S A DIFFERENT APPROACH.

WE'LL STILL HAVE STUDENTS WHO WILL BE THAT 20% WHO NEED ADDITIONAL SUPPORT, BUT THE GOAL IS THAT WE'RE PREVENTING THESE FOUNDATIONAL SKILLS.

DEFICITS THAT WE KNOW KIND OF CATAPULT AFTER MANY YEARS OF STRUGGLE.

SO THAT'S ONE OF THE THINGS THAT I THINK IS SUPER POWERFUL WITH THE PROGRAM.

PREVENTION IS THE BEST INTERVENTION.

BUT WHEN WE'RE SPEAKING ABOUT STUDENTS WITH LANGUAGE DEFICIENCIES AND SOME SPECIAL EDUCATION STUDENTS, ONE OF THE PIECES WITH THE KNOWLEDGE BUILDING THAT WAS SUPER POWERFUL WAS VOCABULARY.

SO THE EXPLICIT VOCABULARY INSTRUCTION THAT STUDENTS ARE RECEIVING THAT THEY'RE PRACTICING.

ENCOUNTERING WHILE STAY ON THAT TOPIC FOR A NUMBER OF WEEKS HELPS BUILD THAT LANGUAGE THE LANGUAGE SKILLS SO.
