OH GOSH, I HAD IT HERE. DRAFT PROCEDURE 3122P REMOVED FROM THE AGENDA UNTIL SUCH TIME THAT WE CAN HAVE A COMMUNICATION WITH THE ATTORNEYS FOR THE DISTRICT FOR SOME CLARIFICATION ON SOME MATTERS.

I WOULD CERTAINLY SUPPORT THAT DECISION.

SHELLY AND I WERE ABLE TO REACH OUT TO THE ATTORNEY AND WE GOT SOME CLARIFICATION, AND THAT'S WHY WE HAVE PROPOSED THE CHANGES THAT WE HAVE WITH THE PROCEDURE, BUT IT'S DIFFICULT, OBVIOUSLY, FOR US.

IT'S A COMPLICATED MATTER WHEN IT COMES TO THE PRIVACY RIGHTS OF MINORS, AND WE'RE CERTAINLY NOT LAWYERS.

IT'S A COMBINATION OF THE CONSTITUTIONAL RIGHT TO PRIVACY, BOTH THE STATE CONSTITUTION AND THE FEDERAL CONSTITUTION, HIPAA PRIVACY RULES, FEDERAL EDUCATION, PRIVACY LAWS, FEDERAL AND STATE FUNDED HEALTH PROGRAM REQUIREMENTS, STATE MINOR CONSENT LAWS, STATE MEDICAL CONFIDENTIALITY AND MEDICAL RECORD LAWS.

SO THAT'S REALLY, REALLY COOL.

ARE THERE DIFFERENT AGE DIVISIONS? YES, THERE ARE.

YEAH, WE HAD TO REDESIGN THAT A COUPLE OF TIMES, AND A GUY THAT'S NOT HERE TODAY WAS IN OUR GROUP ACTUALLY HELPED A LOT WITH THAT WITH JUST LIKE THE PLACEMENT OF THE ACTUALLY THE FEW THINGS THAT WEREN'T SUPPLIED WERE LIKE THE SWITCH SOME PEOPLE MADE HOMEMADE ONES, SOME PEOPLE LIKE BOUNCE THEM FROM THINGS AND THEN LITTLE WE HAVE BUMPERS ON OURS JUST SO IF IT HITS THE EDGE IT WON'T GET CAUGHT.

THOSE WERE OUR TWO MAIN EVENTS, AND THROUGHOUT THAT WE ALSO HAD LUNCH GAMES WHERE WE GOT TO BOOST STUDENT MORALE, AND THIS SCHOOL YEAR, OUR GOAL WAS TO REALLY LIKE TRY TO GET BACK IN THE NORM AS MUCH AS POSSIBLE, AND SO THROUGHOUT THESE EVENTS, WE REALLY TRIED TO GET AS MUCH STUDENT INVOLVEMENT AS POSSIBLE SO WE COULD REALLY GET STUDENTS TO REALIZE WHAT COLOR WARS USED TO BE LIKE.

SO THROUGHOUT THIS WEEK, WE HAD A LOT OF INPUT REGARDING SPIRIT WEEK FOR LIKE ANYTHING BUT A BACKPACK DAY.

I'M SURE YOU GUYS HAVE HEARD THAT A MILLION TIMES OVER ABOUT HOW POPULAR THAT IS AND HOW MUCH IT'S BEEN TRENDING THROUGHOUT STUDENTS, AND SO WE'VE HAD THAT AND WE'VE HAD A FEW OTHER SPIRIT WEEK DAYS THAT WE REALLY GOT TO INCORPORATE, WHICH MADE A LOT OF PEOPLE REALLY EXCITED TO GO TO SCHOOL, WHICH WE ALWAYS LOVE.

I'M SURE THAT PROBABLY DOESN'T HURT, BUT AT THE END OF THE WEEK, ON FRIDAY, WE GOT TO HAVE THE ASSEMBLY, WHICH WAS A MAJOR HIT.

NOT ONLY WAS IT POPULAR AMONGST THE STUDENTS, WHICH WAS OBVIOUSLY OUR GOAL, BUT IT WAS ALSO POPULAR AMONGST THE STAFF.

OUR ADVISOR, MISS ROSS, SHE WENT TO THE TEACHER MEETING AND LIKE THE STAFF MEETING AND SHE WAS ABLE TO REALLY GET THE TEACHERS INVOLVED, WHICH SOME OF THEM MAY HAVE LOST THEIR ENTHUSIASM ABOUT THE UPCOMING EVENTS BECAUSE THEY HAVE VOLUNTEERED FOR A LOT OF LIKE CHAPERONING, AND SOME STAFF MEMBERS MAY BE A LITTLE BIT DISCOURAGED.

SEEING LIKE NOT SO MANY STUDENTS BE SO EXCITED FOR STUFF, BUT WITH OUR AMAZING ADVISOR, SHE WAS REALLY ABLE TO GET A LOT OF STAFF INVOLVED AND MAYBE LATER ON I CAN SEND OVER A FEW EMAILS TO YOU GUYS OF VIDEOS OF THE ASSEMBLY.

BUT WE HAVE GOTTEN SO MANY STAFF MEMBERS STARTING FROM LIKE DANCING ALL THE WAY FROM LIKE SHOOTING LAYUPS WITH A BASKETBALL, WHICH WAS SUPER FUN FOR A LOT OF STUDENTS TO SEE, AND OVERALL, IT'S JUST A REALLY WONDERFUL TIME AND A LOT OF STUDENTS LEFT AND GOT THERE.

THE LAST EQUIPMENT WAS PURCHASED BACK IN THE MID 80S, SO THE EQUIPMENT WAS WELL PAST.

THEY CAN PAUSE IT RIGHT WHERE IT IS IF THEY DON'T HAVE TIME TO GO, CONFIGURE SCHEDULES.

SO THEY HAVE A LOT OF CONTROL ABOUT WHAT OCCURS AFTER THE SCHOOL DAY.

IT'S NOT A HIGH INTENSITY, SO IT'S NOT A VERY SATISFIED, BUT IT'S STILL AMONG PARENTS PRETTY HIGH, AND THIS AGAIN, THIS ALIGNS TO TRENDS THAT WE'RE SEEING STATEWIDE, THE SORT OF DISSATISFACTION WITH PUBLIC EDUCATION AND SOME SKEPTICISM AROUND JUST EDUCATION INSTITUTIONS.

IF I CAN, IS THE DARKER SECTION THE STATE AVERAGE.

THE DARKER IS YEAH, THE DARKER SECTION IS THE VERY SATISFIED AND VERY DISSATISFIED.

AND THEN WE LIKE TO THINK OF THE RESPONDENTS THAT ARE NOT SURE THAT'S AN OPPORTUNITY TO COMMUNICATE WITH THOSE FOLKS AND JUST LET THEM KNOW WHAT'S HAPPENING IN THE DISTRICT.

OVERALL, KEEPING STUDENTS SAFE PERFORMS THE HIGHEST.

SO THE DISTRICT IS DOING A VERY A GOOD JOB AT KEEPING STUDENTS SAFE.

COMING IN SECOND IS MAINTAINING SCHOOL BUILDINGS AND FACILITIES.

AT THE BOTTOM WE CAN SEE BEING TRANSPARENT AND MANAGING TAXPAYER DOLLARS, AND THOSE GENERALLY COME IN LOWER RATED FOR ANY PUBLIC ENTITY.

AND AGAIN, I LIKE TO THINK OF THE NUMBERS THAT ARE IN THE BLACK AND TO THE RIGHT AS JUST AN OPPORTUNITY TO EDUCATE THE COMMUNITY ABOUT ALL OF THE GOOD THINGS THAT ARE HAPPENING IN THE DISTRICT. THIS IS JUST PULLING OUT THE PARENTS RESPONSES.

SO PARENTS OF STUDENTS WHO ARE CURRENTLY IN BATTLE GROUND PUBLIC SCHOOLS, THEY HAVE COMMUNICATIONS AS THE HIGHEST PERFORMANCE.

SO THEY'RE FEELING LIKE THEY ARE IN THE LOOP.

THEY KNOW WHAT'S GOING ON, THEY'RE INFORMED, AND COMING IN SECOND IS KEEPING STUDENTS SAFE.

AGAIN, HERE YOU CAN SEE THAT BEING TRANSPARENT RATES HIGHER THAN SORT OF THE GENERAL POPULATION, AND AGAIN, I THINK THAT'S JUST BECAUSE PARENTS ARE PLUGGED IN.

THEY'RE RECEIVING THE EMAILS AND THE NOTICES FROM THE SCHOOLS AND FROM THE DISTRICT.

SO THEY RATE IT A LITTLE BIT HIGHER THAN THE BROADER PUBLIC.

AND THEN JUST TO DIVE INTO SOME OF THE DEMOGRAPHICS HERE, SORT OF THE MOST LIKELY TO RATE POSITIVELY AND NEGATIVELY OF THE DEMOGRAPHIC SPREAD THROUGHOUT THE RESIDENTS IN THE DISTRICT.

RESIDENTS WERE ASKED WHETHER THEY FELT THAT THE DISTRICT NEEDED MORE FUNDING.

SO THAT MESSAGE CAME OUT CLEARLY AS THE TOP.

THE TOP MESSAGE IS IN TERMS OF WHAT FUNDING MIGHT GO TO OR HOW FUNDING MIGHT EQUATE TO OUTCOMES FOR STUDENTS.

AND THEN THIS SECOND TIER OF PRIORITIES HERE GOES TO THE MATCHING FUNDS, THE SAFETY AND SECURITY UPDATES AND THE ADDRESSING GROWTH IN THE DISTRICT, AND THOSE ARE ALL PRETTY CLOSELY ALIGNED IN TERMS OF COMPELLING REASONS THAT FUNDING MIGHT BE USED.

SO EDUCATING AND COMMUNICATING DOES WORK TO HELP RESIDENTS UNDERSTAND SORT OF THE FINANCIAL SITUATION, THE FINANCIAL NEED AND WHAT A FUNDING MEASURE MIGHT GO TOWARDS, AND THEN WE ASKED RESIDENTS WHERE THEY RECEIVED THEIR INFORMATION OR NEWS ABOUT THE DISTRICT, AND THE LOCAL MEDIA COMES OUT ON TOP FOR THE BROAD COMMUNITY.

AS PARENTS OR GUARDIANS OF MINORS ATTENDING PUBLIC SCHOOL IN THE BATTLE GROUND DISTRICT, I'M DISPLEASED WITH REGARDING OUR STATE'S PROMOTION OF THE CIRCUMVENTING OF GOD, GIVEN PARENTAL RIGHTS AND RESPONSIBILITY TO LOVE, GUIDE, PROTECT AND OVERSEE THE CARE AND THE MAKING OF DECISIONS AFFECTING THE HEALTH AND THE WELL-BEING OF OUR CHILDREN.

A STUDENT GOES TO THE OFFICE, SIGNS THEMSELVES OUT FOR A PSYCHIATRIC APPOINTMENT, WHO WILL BE AND THEN LEAVES THE SCHOOL REALLY BECAUSE THEY'RE FEELING SUICIDAL? WHO WILL BE HELD ACCOUNTABLE FOR THAT CHILD'S DEATH? OR IF THEY GET A RIDE FROM A FRIEND WHO THE PARENT NEVER ALLOWED TO PICK UP THEIR CHILD AND THERE'S AN ACCIDENT AND THE CHILD BECOMES PERMANENTLY DISABLED, WHO WILL BE TAKING CARE OF THAT CHILD'S NEEDS FOR THE REST OF THEIR LIFE? ME, THE PARENT, NOT THE SCHOOL WHO CHOOSE TO KEEP IT CONFIDENTIAL.

SO IF A MINOR SEEKS THESE SERVICES OUT OF AN APPROPRIATE MEDICAL CLINIC OR FACILITY, THEY CAN'T BE TURNED AWAY.

HOW WOULD THE SCHOOL EVEN KNOW WHERE THEY ARE? WHAT ABOUT THE DISTRICT'S PROMISE TO KEEP STUDENTS SAFE? WHAT IF A 13 YEAR OLD GIRL HAS COMPLICATIONS AND STARTS BLEEDING OUT IN SEVENTH PERIOD? THE DISTRICT HAS AN OBLIGATION TO KEEP STUDENTS SAFE FROM THE TIME THEY STEP ON THE BUS UNTIL THE TIME THAT THEY GET OFF.

THE ABSENTEE POLICY MUST REFLECT THIS OBLIGATION.
