[5. Communications]
AND I BELIEVE WE HAVE STUDENTS HERE TONIGHT FROM DAYBREAK PRIMARY AND DAYBREAK MIDDLE SCHOOL.DO WE HAVE CHASE CLAYTON AND AUBREY SIMMONS HERE TONIGHT? IF YOU ARE HERE, COULD YOU PLEASE COME FORWARD TO THE PODIUM? AND CHRISTINA, IF YOU WANTED TO COME UP WITH THEM, YOU'RE WELCOME TO DO THAT.
CAN THEY GET THE HANDHELD? SURE. OKAY. SHE'S GOING TO WALK INTO THE ROOM.
IF YOU COULD START BY SAYING YOUR NAMES AND THE SCHOOL YOU REPRESENT.
HI, AUBREY. WHAT WOULD YOU LIKE TO SHARE WITH US TONIGHT? HELLO, I'M AUBREY SIMONS, AND I'M IN THE THIRD GRADE.
ONE OF THE REASONS I LIKE DAYBREAK IS THAT WE HAVE SUPER CITIZENS.
ALL THE SUPER CITIZENS ARE REALLY GOOD.
THEY ARE ALWAYS SAFE, RESPONSIBLE AND ON TASK.
THEY HELP OTHER STUDENTS WHEN NEEDED.
I LIKE HOW SAFE MY SCHOOL FEELS IN THE IT IS GUARDED WITH A FENCE AND WE
[00:05:04]
HAVE A TEACHER WITH US 24/7.THE TEACHERS AT DAYBREAK ARE KIND.
THEY HELP US LEARN AND THEY TRY TO MAKE LEARNING FUN.
THANK YOU. THANK YOU. JUST HANG OUT RIGHT THERE, AUBREY, AND WAIT TILL HE'S DONE.
AND THEN WE MIGHT HAVE SOME QUESTIONS FOR YOU.
MY MY NAME IS CHASE CLAYTON, AND I'M FROM DAYBREAK PRIMARY.
HI. I AM CHASE CLAYTON, AND I'M IN THE FOURTH GRADE AT DAYBREAK PRIMARY.
WHAT I LIKE ABOUT DAYBREAK IS HOW NICE THE TEACHERS ARE.
MY TEACHER, MS. LITTLE, HAS REALLY HELPED ME WITH MY SENSORY PROCESSING THIS YEAR.
I ALSO LIKE THAT WE HAVE A BIG PLAYGROUND WITH LOTS OF SPACE TO PLAY WHAT WE WANT.
SO IT WOULD NOT WE WOULD NOT GET WET.
AND WHEN IT RAINS, WHICH IS OFTEN.
I LIKE OUR SPECIALIST CLASSES AND HOW WE GET A DIFFERENT VARIETY EACH DAY.
MISS, MISS WALLACE IS OUR SCHOOL COUNSELOR, AND I REALLY LIKE HOW SHE HELPS CALM PEOPLE DOWN AND HELP US UNDERSTAND MORE. NICE JOB.
DO YOU HAVE A FAVORITE THING THAT YOU'VE DONE IN THIRD OR FOURTH GRADE THIS YEAR? FIELD TRIP. FIELD TRIPS.
WHERE DID YOU GET TO GO? WE WENT TO CASEY.
THANKS. THERE'S A CONNECTION RIGHT THERE.
DID YOU GET TO SEE SAMMY? DID YOU GET TO SEE SAMMY THE SALMON? MAYBE. FOURTH GRADE ELECTRICITY.
YEAH. WELL, THANK YOU GUYS VERY MUCH FOR COMING AND SHARING WITH US.
COME BACK AND SEE US AGAIN. OKAY.
WE'D LOVE TO HEAR SOME MORE REPORTS.
KEVIN ARE YOU GOING TO WORK ON THAT COVERED PLAY AREA? GET US BOTH SIDES.
WAIT, WE COULDN'T LET THAT GO.
I HEARD IT. A COUPLE OF GRADES.
I'M DAYBREAK'S PRESIDENT, MEGAN MOORE.
HI. AND I'M VIOLET SAPPINGTON, DAYBREAK'S VICE PRESIDENT.
THE FIRST THING WE'D LIKE TO TALK ABOUT IS SOME EVENTS ASB HAS PUT ON THIS YEAR.
AND A SCHOOL A SUMMER SOCIAL BEFORE SCHOOL GETS OUT.
SCHOOL SPORTS WERE A BIG HIT THIS YEAR.
DAYBREAK HAS BEEN PROVIDED THE CHANCE TO HAVE NUMEROUS AFTER SCHOOL CLUBS AND ACTIVITIES.
WE ARE ALSO WE WILL ALSO BE STARTING DANCE AFTER SPRING BREAK.
LAST THING WE'D LIKE TO DISCUSS WITH YOU ALL THIS EVENING IS THE PROGRAM AT DAYBREAK.
MICHELLE DENVER IS OUR INSTRUCTOR AT DAYBREAK MIDDLE SCHOOL.
SHE'S MADE A TREMENDOUS IMPACT ON THE STUDENTS AND STAFF AT DAYBREAK.
WE COULDN'T ASK FOR A BETTER INSTRUCTOR AND PEER TO WORK WITH US AT DAYBREAK.
THANK YOU FOR THANK YOU FOR LETTING US TELL YOU ABOUT DAYBREAK.
AND DO YOU HAVE ANY QUESTIONS? NO. WHAT ARE SOME OF THE FAVORITE THINGS YOU GUYS HAVE COMING UP? I'M REALLY EXCITED ABOUT THE DANCE.
I THINK THAT ONE'S GOING TO BE REALLY FUN.
YEAH. WHEN YOU DO A DANCE LIKE THAT, HOW MANY HOW MANY STUDENTS CAN YOU EXPECT? WHAT'S THE PARTICIPATION LIKE? JUST OUT OF CURIOSITY.
PROBABLY TWO THIRDS OF THE SCHOOL.
WHERE DO YOU USUALLY DO IT? OUR CAFETERIA AND OUR SMALL GYM OPEN.
CAN I ASK HOW MANY STUDENTS ARE ON THE ASB? I THINK WE HAVE 11.
RIGHT? YEAH. I LIKE THE LIST OF AFTER SCHOOL ACTIVITIES THAT YOU MENTIONED.
[00:10:03]
HAS THE ASB PROPOSED ANY OTHERS OR HAVE STUDENTS COME UP WITH IDEAS FOR OTHERS? I KNOW IN PREVIOUS YEARS WE'VE SUGGESTED TO HAVE LIKE A LEADERSHIP TEAM, LIKE AFTER SCHOOL CLUB, ALSO TO HELP WITH ASB AND TO HELP THEM SET UP AND COLLABORATE FOR WHAT'S GOING ON IN THE SCHOOL.FANTASTIC. DO YOU GUYS PLAN ON PURSUING STUDENT GOVERNMENT AS YOU MOVE UP INTO THE HIGH SCHOOLS? YEAH. GOOD. YEAH, GOOD.
I LIKE TO HEAR THAT. BOTH VERY IMPRESSIVE.
THANK YOU FOR BEING HERE TODAY.
I MEAN, JUST TO MAKE SURE, DO WE HAVE ANY OTHER ASB OR STUDENT REPRESENTATIVES THAT WOULD LIKE TO COME UP AND SPEAK TONIGHT? YEAH. OH, YEAH.
HELLO, MY NAME IS BROOKLYN EVANS AND I'M FROM SUMMITVIEW HIGH SCHOOL.
SO FAR, SUNNYVIEW HAS HAD 23 GRADUATES, AND SOME UPCOMING EVENTS THAT WE HAVE ARE OUR BLOOD DRIVE ON APRIL 20TH, AND THEN WE ARE GOING TO HAVE AN END OF THE YEAR PARTY.
ANY QUESTIONS? THIS IS THE BLOOD DRIVE.
OR IS IT JUST AT THE SCHOOL? JUST THE SCHOOL. JUST THE SCHOOL.
I KNOW SOME OF YOU IS FAMOUS FOR THEIR BLOOD DRIVE.
THEY'VE DONE A GOOD JOB EVERY YEAR.
YEAH? YEAH. DO YOU KNOW IF ALL THE SLOTS ARE FILLED YET? FOR DONATIONS? I'M NOT SURE. NOT SURE.
I'M IMPRESSED. 23 GRADUATES ALREADY THIS YEAR.
OH, NICE. WOW, THAT'S VERY COOL.
THANK YOU. THANK YOU. THANK YOU SO MUCH.
YEAH. ANY OTHER ASP REPRESENTATIVES. STUDENT VOICE IN THE AUDIENCE.
WELL, WITH THAT, WE WILL DIRECT OUR ATTENTION TO SORA, OUR STUDENT REPRESENTATIVE ON THE BOARD.
BUT RICARDO AND I ACTUALLY HAD THE OPPORTUNITY TO VISIT OTHER I DON'T KNOW IF THEY'RE HERE ANYMORE, BUT THE DAYBREAK MEMBERS THAT WE JUST SAW AND WE GOT TO TALK TO THEM, THEY WERE AMAZING. WE GOT TO VISIT RIVER HOMELINK AS WELL ON THAT SAME DAY AND WE LEARNED SO MUCH FROM THAT VISIT.
WE OH, MY GOSH, I'M TRYING TO READ HIS TEXT RIGHT NOW.
BUT WE LEARNED SO MUCH ABOUT ALL SCHOOLS IN GENERAL.
AND I REALIZED THAT I DIDN'T KNOW, YOU KNOW, ANYTHING BEFORE THAT.
SO THAT WAS JUST LIKE A VERY EDUCATIONAL EXPERIENCE OVERALL.
UM, AND WHAT ELSE WAS I GOING TO SAY? SO THAT WAS VERY COOL.
WE HAD BEST OF AT BATTLE GROUND THIS WEEKEND AND THAT WENT REALLY WELL.
WE RAISED OVER $6,000 TOTAL FOR OUR BENEFICIARY, LUKE, AND WE HAD THE GREAT SURPRISING ANNOUNCEMENT ON THAT ON THE SAME DAY OF THE PAGEANT THAT AFTER 85 DAYS WAITING FOR A HEART IN THE HOSPITAL, HE RECEIVED A DONOR HEART.
AND ON SUNDAY HE HAD THE OPERATION AND IT WENT PRETTY WELL AS OF RIGHT NOW.
EVERYTHING'S GOING GREAT. WE'RE SUPER, SUPER, SUPER HAPPY.
SO THAT WAS AN AMAZING LIKE MOVIE MOMENT BECAUSE IT WAS A RAINBOW BEFORE THE PAGEANT AS WELL.
BUT TODAY FOR PRAYER WAS COLLEGE DAY.
THERE WAS A CLACKAMAS JAZZ CONCERT AND A BATTLE GROUND AND PRAIRIE BOTH COMPETED AT THAT.
IT WENT WELL FOR BOTH OF THEM.
WE GOT TO BE JUDGES, WHICH WAS SUPER FUN.
WE GOT TO TRY ALL THOSE AMAZING DISHES.
SO THAT WAS A GREAT EXPERIENCE.
AND YEAH, I THINK THAT'S ABOUT IT.
WE HAVE PROM ON SATURDAY FOR BATTLE GROUND.
SO IT'S A GOOD WEEK, A GOOD LAST WEEK OF SCHOOL.
THANKS. I JUST WANT TO SAY THAT ESSER IS VERY MODEST, BUT AS FAR AS BEST OF BG,
[00:15:03]
SORA WAS ONE OF THE DIRECTORS ALONG WITH SARAH.SHE ALSO WAS THE MC OF THE EVENT, DID DID A HUGE AMOUNT OF WORK AND WAS ABSOLUTELY WONDERFUL.
YOU'VE GOT A FUTURE AS A TV PERSONALITY.
THAT'S WHAT YOU WANT TO IF THAT'S WHERE YOU WANT TO GO TO.
BUT WONDERFUL, WONDERFUL EVENT.
SO CONGRATULATIONS. SHOUT OUT TO OUR SUPERINTENDENT FOR BEING ONE OF THE JUDGES THAT NIGHT.
I FORGOT TO SAY, YEAH, I DESERVE A SHOUT OUT.
THAT WAS REALLY HARD. SO THANKS FOR INVITING ME.
THANK YOU. THAT'S ALL I HAVE, I SWEAR.
AND THANKS, ZORA, FOR GOING TO ALL THOSE EXTRA EVENTS.
AND THE BEST PART IS NOW WHEN THEY GO TO THE EVENTS, THEY GET PAID.
ALL RIGHT. WELL, WITH THAT, WE'LL SWITCH OVER TO COMMITTEE REPORTS.
AND WE WILL START WITH OUR LEGISLATIVE COMMITTEE.
SO I GOT ASKED BY THE TRUST LANDS ADVISORY COMMITTEE THAT I'M ON FOR WAZNA TO TESTIFY ON THE BILL 1789, WHICH WAS THE CARBON CREDITS BILL.
I MENTIONED IT ALONG WITH THE THE THE LAND SWAP BILL EARLIER, WHICH IS ALSO STILL GOING.
AND IT WAS INTERESTING, WE ACTUALLY TESTIFIED AS OTHER FROM WASEDA BECAUSE THERE WAS A LITTLE BIT OF SPLIT OPINION FROM MEMBERS ON THE COMMITTEE. AND SINCE WASEDA IS MADE UP OF SCHOOL BOARD MEMBERS FROM ALL AROUND THE STATE, WHEN ALL THE SCHOOL BOARD MEMBERS COULDN'T AGREE, THEN WE TESTIFIED AS OTHERS.
SO IT'S KIND OF TAKEN A MIDDLE GROUND.
AND THAT I WOULD SAY THAT FOR THE REST OF THE PEOPLE WHO TESTIFIED, THERE WAS PROBABLY 20 SOME PEOPLE WHO TESTIFIED IT WAS PROBABLY 80% IN FAVOR OF IT. AND I GOT A CALL FROM THE WAS THE REPRESENTATIVE LOGAN ANDREWS TODAY AND ASK IF I WOULD DO A FOLLOW UP PRESENTATION IF IT COMES OUT OF COMMITTEE AND GOES TO BUDGET RECONCILIATION, WHICH THEY EXPECT IT TO DO.
JUST FOR A QUICK REMINDER, THAT WOULD BE THE BILL THAT WOULD ALLOW STATE LANDS TO GET PAID AS CARBON CREDITS, AND IT'S MOSTLY LAND THAT IS OFF LIMITS TO TIMBER CUTS, WHATEVER.
IN FACT, I THINK PROBABLY ONE OF THE MOST HEARTWARMING PART OF THE TESTIMONY IS THERE WAS THREE FAMILY LOGGING OPERATIONS, ONE OUT OF WHITE PASS, ONE OUT OF MT.
BAKER AND ONE OUT OF THE SNOHOMISH AREA.
AND THEY ALL TESTIFIED FOR THE BILL.
SO WE'LL KNOW MORE ABOUT THAT.
AND I'M SURE MICHELLE WILL HAVE LOTS TO SAY TO US ONCE THAT HAPPENS.
I KNOW IT WAS IN COMMITTEE TODAY, BUT I'M HOPING THAT AS THAT MOVES FORWARD, I KNOW WE'LL HAVE SOME CONVERSATION ABOUT WHAT THAT WHERE THAT LEAVES OUR TRANSITIONAL KINDERGARTEN VERSUS TRANSITION TO KINDERGARTEN AND THE FUNDING FOR THAT.
SO STILL WAITING TO SEE HOW THAT'S GOING TO COME OUT.
THAT'S ALL. I HAVE. ANY QUESTIONS FOR, MARY? UM, AUDIT COMMITTEE.
I DON'T BELIEVE WE'VE MADE THAT CONNECTION YET.
NO, NOT YET. WEAA YEAH, I WASN'T ABLE TO MAKE IT BECAUSE I HAD A TON OF WORK.
BUT THE ONE NOTABLE THING THAT I GOT FROM THE MINUTES IS THAT THE AMENDMENTS GOT PUSHED.
SO VOTING PERIOD IS NOW APRIL 26TH THROUGH MAY 5TH.
SO WE'VE GOT. CATFISH BEFORE WE GET RESULTS.
UM, THAT LEADS US TO GO TO WASHINGTON STATE SCHOOL DIRECTORS ASSOCIATION UPDATES.
DOES ANYBODY HAVE ANYTHING ON THAT?
[00:20:02]
JUST I THINK THE OUR REGIONAL MEETING WILL BE IN MAY.I DON'T KNOW IF WE HAVE THAT ON OUR CALENDARS OR.
I BELIEVE WE COMPLETED A TOUR LAST FRIDAY.
AND I WAS THE ACTUALLY MIKE AND I WERE THE ONLY ONES THERE.
MIKE BOUCHARD AND I RICARDO WASN'T ABLE TO COME, BUT WE WE TOURED MAPLE MAPLE GROVE PRIMARY AND IT WAS AN AWESOME TOUR, AS THEY ALWAYS ARE. I HAD A GREAT REPORT ON ALL THE PLC WORK THAT'S GOING ON AND THE PROGRESS OF THE TEACHER TEAMS AND WAS SHOWN THE IMPACT ON STUDENT DATA. WE TALKED ABOUT ATTENDANCE AND THE CHALLENGES ABOUT ATTENDANCE AND HOW THE COVID TIME HAS IMPACTED, AND THAT'S A CONVERSATION WE'VE HAD AT OTHER SCHOOLS AS WE'VE TOURED AS WELL.
AND THEN THE HIGHLIGHT WAS WE GOT TO DANCE THE IRISH DANCE IN MUSIC.
SO WE WERE INVITED TO DANCE WITH THE STUDENTS AND WE LEARNED AN IRISH DANCE AND WE DANCED IT.
ANYTHING YOU WANT TO ADD? NO, I THINK SHE COVERED IT. OKAY.
ALL RIGHT. WE DO HAVE AN UPCOMING TOUR.
ALL THREE GROUPS WILL BE AT PRAIRIE HIGH SCHOOL ON APRIL 14TH.
SO I'M LOOKING FORWARD TO THAT.
AND THEN WE WILL MOVE ON TO DIRECTORY REPORTS.
ANYONE HAVE ANYTHING THEY WANT TO SHARE? THINGS THEY'VE ATTENDED? UM, THE OTHER THING I ATTENDED LAST WEEK WAS THE PRESENTATION BY STRATEGY. STRATEGY THREE 60.
AND I KNOW THAT DENNY WILL BE BRINGING US A REPORT AT A LATER DATE.
INTERESTING. AND SO I'M SURE WE'LL BE DELVING INTO THAT AS WE TALK ABOUT BONDS.
HEARING NOTHING ELSE, TURNING IT OVER TO YOU.
[6. Superintendent and Staff Updates]
I CAME. THAT CAME QUICK.I ONLY HAVE ONE ITEM THAT I'D LIKE TO TALK TO THE BOARD ABOUT.
WE ARE INTERESTED IN SUBMITTING AN EMERGENCY SCHOOL CLOSURE WAIVER REQUEST.
CURRENTLY, RIGHT NOW, WE HAVE THREE SNOW DAYS FOR THE SOUTH AND FIVE SNOW DAYS FOR THE NORTH.
IT BECOMES VERY COMPLICATED BECAUSE ACTUALLY WE GO INTO THE FOLLOWING WEEK.
THE FOLLOWING MONDAY IS JUNETEENTH.
SO THAT WOULD BE A HOLIDAY THERE, WHICH WOULD ACTUALLY EXTEND THE LAST DAY OF SCHOOL FOR THE NORTH TO THE WEDNESDAY, WHICH IS THE 21ST.
IF WE DON'T GET ANY WAIVER DAYS.
WE'VE ALREADY BEEN RECEIVING CONCERNS FROM FAMILIES WHO HAVE MADE VACATION PLANS OR AFTER SCHOOL PLANS. STAFFING IS ANOTHER ISSUE.
WE MEET THE REQUIREMENTS BECAUSE WE HAVE DONE ONE UP DAY ALREADY, WHICH WE DID JUST ON MARCH 17TH AND OUR SCHOOL HOURS.
WE HAVE TO EXCEED THE MINIMUM STATE NUMBER OF HOURS, WHICH IS 1027.
AND BY GETTING THESE TWO WAIVER DAYS, WE WILL STILL HAVE 1037 HOURS.
SO WITH THE STATE WAIVER DAY WOULD DO IS IT WOULD ENABLE US TO END SCHOOL FOR THE SOUTH.
WE WOULD END ON THE PRESCRIBED DAY, WHICH IS THE 14TH, AND IN THE NORTH, IT WOULD GET US OUT ON THE FRIDAY OF THAT WEEK SO WE WOULDN'T HAVE TO CONTINUE INTO THE ADDITIONAL WEEK.
DOES SAY THAT I NEED TO LET YOU KNOW THAT I WOULD LIKE TO SUBMIT THIS AND NOT THAT THERE NEEDS TO BE AN OFFICIAL VOTE, BUT ASK FOR YOUR SUPPORT.
SO ARE THERE ANY QUESTIONS, CONCERNS AROUND WHAT DO YOU THINK?
[00:25:05]
SUBMITTING A WAIVER.DO WE HAVE ANY OTHER MAKE UP DAYS BUILT INTO THE CALENDAR THAT WE DO AT THE END? AND SO WHAT IT WOULD DO IS IT WOULD EQUALIZE THE MAKEUP DAYS SO THE STUDENTS ACROSS THE DISTRICT WOULD ALL GO THE SAME NUMBER OF DAYS BECAUSE PRAIRIE FEEDER SCHOOLS, SOUTH END SCHOOLS, HAVE ALREADY HAD TWO MORE SCHOOL DAYS THAN THE NORTH.
SO IT WOULD EQUALIZE IT ACROSS THE DISTRICT.
SO ALL OF OUR STUDENTS END WITH THE SAME NUMBER OF OF DAYS.
SO AND TEACHERS WOULD STILL BE REQUIRED TO WORK THEIR FULL 180 DAY CONTRACT.
SO WE WOULD HAVE TEACHERS COMING IN.
CLOSING OUT THE SCHOOL. THESE KINDS OF THINGS.
SOME PROFESSIONAL DEVELOPMENT.
SOME PROFESSIONAL DEVELOPMENT.
IT SEEMS LIKE WE'VE DONE THIS SOMETIMES IN THE PAST.
WE'VE DONE IT IN PROBABLY THREE OF THE LAST FOUR YEARS, RIGHT? YEAH, RIGHT. REGULAR YEARS.
WHAT'S THE TURNAROUND FOR GETTING THE DECISION BACK SO PEOPLE CAN BE NOTIFIED SO THAT IT'S NOT TIMELY? I WISH I COULD TELL YOU IT WAS.
IF WE TURN THIS IN, WE'LL FIND OUT BY MAY 10TH.
SOMETIMES THEY'RE QUICKER, BUT WE DIDN'T.
WE THOUGHT ABOUT APPLYING SOONER.
BUT AS YOU CAN SEE FROM THE LAST WEEK, THERE WAS A REASON THAT WE HELD OFF BASED ON THE WEATHER.
WE WERE ENCOURAGED TO HOLD OFF BY OSP.
THEY SAID TYPICALLY WE MIGHT GET MARCH OR APRIL WEATHER IF YOU SUBMIT IT BY THE FIFTH OF THE MONTH.
IF WE SUBMITTED BY APRIL 5TH, WE'LL FIND OUT BY MAY 10TH.
OKAY. IF WE DON'T SUBMIT IT BY APRIL 5TH, WE HAVE TO WAIT UNTIL JUNE IN WHICH TO FIND OUT.
SO THIS IS KIND OF A LAST A LAST GASP ATTEMPT.
DO WE HAVE MORE SNOW DAYS BUILT INTO THE SCHEDULE? WE AT THE END, JUST THOSE TWO AT THE VERY END THERE.
AT THE VERY END, WE'RE USING THEM.
WE WOULD HAVE GOTTEN OUT AT THE 12TH.
I APOLOGIZE. SO THE TWO SNOW DAYS ALLOW US TO GET OUT AT THE 14TH.
OKAY. RIGHT. BUT IT IS A QUESTION AS FAR AS FUTURE CALENDARS DO WE WANT TO DO WE WANT TO BUILD IN ADDITIONAL SNOW DAYS INTO THE MIDDLE OF THE YEAR? IF WE'VE EXPERIENCED THIS THREE OUT OF THE LAST FOUR YEARS? WE USED TO HAVE ANOTHER ONE IN FEBRUARY.
SO I THINK WE'D HAVE TO BUILD THEM IN LATER.
IF WE WERE GOING TO DO THAT, WE COULD.
WE CERTAINLY COULD. BUT I REMEMBER ONE YEAR WE BUILT ONE IN AROUND MEMORIAL DAY WEEKEND OR PRESIDENT'S DAY, RIGHT? NO, MEMORIAL DAY. OH, YEAH, YEAH.
AND SO WE HAD THAT FRIDAY GOING INTO MEMORIAL DAY.
AND WE LEARNED THAT THEN WE HAD STAFFING ISSUES.
YEAH. WHAT HAPPENS IF WE SUBMIT THIS AND IT'S APPROVED, LET'S SAY, AND THEN, WELL, WE'RE NOT GOING TO FIND OUT UNTIL IT'S APPROVED, UNTIL WE'RE OUT OF SNOW TIME. BUT WHAT HAPPENS IF THERE'S APRIL? SNOW YEAH, WE WOULD WE WOULD END UP HAVING TO YOU'D END UP BEING BASICALLY IN THE SAME PROBLEM WE'RE IN NOW WITHOUT FILING THE WAIVER.
YEAH, RIGHT. WE DON'T HAVE A LOT OF AS YOU CAN TELL, IF 10,027 IS THE REQUIRED NUMBER OF HOURS AND WE'RE AT 1037, RIGHT? WE HAVE ROOM FOR ONE MORE WAIVER DAY.
WE COULD POTENTIALLY SUBMIT ANOTHER REQUEST FOR AN ADDITIONAL WAIVER DAY.
BUT BUT WITH THAT LATE NOTICE, I DOUBT THAT WE WOULD DO THAT.
RIGHT. WE WOULD JUST SUCK IT UP AND GET IT DONE.
IT'S JUST HARD BECAUSE HAVING A THREE DAY WEEKEND AT THE VERY END OF THE SCHOOL, YOU CAN IMAGINE WHAT THAT WILL DO FOR A STUDENT ATTENDANCE TO GO INTO THAT NEXT WEEK, RIGHT? YEAH. I DON'T KNOW WHAT WHAT THAT WOULD LOOK LIKE, BUT WE DID HAVE AN APRIL SNOW DAY LAST YEAR.
ABSOLUTELY. STOP IT, JACKIE, I SAID IT.
WE'RE GOOD. LET THE RECORD SHOW IT WAS DIRECTOR MADDUX FAULT.
ALL GOOD. THE WEATHER DOES NOT PLAY OFF OF WHAT I SAY, SO I'LL BE QUIET.
SORRY. I WON'T SAY ANYTHING THIS TIME.
THANK YOU. BOARD NO TEACHING AND LEARNING REPORT.
THERE YOU GO. YOU'RE UP. JUST A COUPLE QUICK UPDATES.
SO THE SENATE BUDGET WAS RELEASED LAST WEEK AND THERE WAS REALLY NO SURPRISES IN THAT.
YOU KNOW, PRETTY MUCH A LOT OF THE THINGS THAT WE'VE ALREADY BEEN COVERING.
JUST WANTED TO SHARE THAT IT HAS $2.9 BILLION EARMARKED FOR K-12 INCREASES.
[00:30:02]
HOWEVER, IT IS 2.6 BILLION IN MAINTENANCE LEVEL FUNDING.SO REALLY IT'S JUST A LITTLE OVER $300 MILLION FOR POLICY LEVEL INCREASES.
BUT I DO KNOW THAT THERE ARE A LOT OF COVID FEDERAL FUNDS THAT ARE IN THEIR PROPOSAL AS WELL.
SO THESE ARE ONE TIME FUNDING GRANTS, COMPETITIVE, MOST OF THEM FOR A LITTLE OVER $900 MILLION.
SO IT LOOKS LIKE THEY'RE TRYING TO SPEND OUT SOME ESSER FUNDS OR COVID FUNDS.
SO ANYWAYS, SO WE'RE GOING TO STAY TUNED TO THOSE AS WELL IN THE SENATE BUDGET.
AND THEN I ALSO WANTED TO LET YOU KNOW THE REVENUE FORECAST, THE MARCH REVENUE FORECAST CAME OUT AND THAT WAS PRETTY MUCH WAS NO SURPRISE, BUT THE REVENUE GROWTH IS SLOWING DOWN.
AND SO IT WAS NOTED THAT IT'S NOT GROWING AS FAST AS IT HAS BEEN IN THE PAST.
IT'S IT'S IT'S IT'S GOTTEN DOWN TO LIKE 3% GROWTH.
SO THAT'S IT'S SLOWED DOWN QUITE A BIT FROM THE LAST COUPLE OF YEARS.
AND THEN ALSO, IS THERE ANY QUESTIONS ON THAT BEFORE I GO ON TO THE NEXT.
WE JUST IT'S I'M JUST SO PROUD OF THE STAFF WHEN THEY WHEN THEY HIT THESE ACCOMPLISHMENTS BECAUSE THEY WORK HARD AND THEY PUT IN A LOT OF HOURS FOR TRAINING AND CLASSES.
AND SO I'D LIKE TO ACKNOWLEDGE MINDY RUE, HER CERTIFIED SCHOOL BUSINESS SPECIALIST IN ASP AND KELLIE WILLIAMS, ALSO CERTIFIED SCHOOL BUSINESS SPECIALIST FOR ACCOUNTING, AND THEN ALSO CINDY KLEMZ, CERTIFIED SCHOOL BUSINESS SPECIALIST, BOTH IN ACCOUNTING AND ASB.
SO JUST WANTED TO ACKNOWLEDGE THEIR HARD WORK AND CONGRATULATIONS TO THEM.
YEAH, THAT'S AMAZING. SO THERE YES, WE DEFINITELY HAVE CAKE TO CELEBRATE.
MICHELLE, I WANTED TO ASK IF YOU WERE AWARE THAT AND I JUST HEARD ABOUT THIS, BUT THAT THERE WAS A STRIKING AMENDMENT THAT WAS INTRODUCED TO THE PUPIL TRANSPORTATION BILL, WHICH WOULD PROHIBIT SCHOOL DISTRICTS FROM REMITTING INTO A PUPIL TRANSPORTATION SERVICE CONTRACT UNLESS THE CONTRACTORS PROVIDE EMPLOYEE HEALTH AND PENSION BENEFITS.
YEAH, NO, I HAVEN'T HEARD THAT.
RESURFACED? YEAH. THAT'S THE YEAH, THAT'S ONE OF THE THINGS BEFORE THE BUDGET IS FINALIZED, EVEN THOUGH THESE THINGS WERE NOT IN COMMITTEE AND DIDN'T PASS THROUGH COMMITTEE, ANYTHING CAN HAPPEN UNTIL SIGNING ANYTHING NECESSARY TO IMPLEMENT THE BUDGET CAN BE CHANGED.
IT DOES SAY IN HERE, WHICH IS A LITTLE PIECE OF GOOD NEWS, IS THAT LANGUAGE ALSO WOULD PROVIDE FOR REIMBURSEMENTS TO SCHOOL DISTRICTS, FOR INCREASED COSTS TO SCHOOL DISTRICTS THAT ARE DIRECTLY ATTRIBUTABLE TO INCREASED BENEFITS AS REQUIRED BY THE BILL.
BUT THEN IN PARENTHESES, IT SAYS BUT THAT IS SUBJECT TO FUNDING IN THE OPERATIONS BUDGET.
GOOD EVENING. I HAVE A COUPLE OF HIGHLIGHTS FROM THE MONTH OF MARCH AROUND THE DISTRICT.
THIS IS A PICTURE FROM PRAIRIE.
AND THAT IS ONE OF THEIR MEMBERS READING AT PLEASANT VALLEY PRIMARY.
THANKS TO THE FOUNDATION AND KIWANIS CLUB FOR SUPPORTING THAT EVENT.
THE BOTTOM PHOTO IS A GROUP OF PRAIRIE STUDENTS WHO ARE WAITING FOR EIGHTH GRADERS TO COME VISIT THE SCHOOL, WHICH EIGHTH GRADERS ACROSS THE DISTRICT DID EITHER VISITING PRAIRIE OR BATTLE GROUND AS PART OF A FORECASTING EVENT WHERE THEY TOURED CTE CLASSES.
THEY PRACTICE SKILLS LIKE MATH, READING AND SOCIAL INTERACTION.
[00:35:01]
AND THEY ALSO HAD A BOOK READ TO THEM BY VOLUNTEERS OR OLDER CLASSMATES.AND ON THE RIGHT IS THEIR PRODUCTION OF TREASURE ISLAND, WHICH SAWYER MENTIONED.
SO CONGRATULATIONS TO THEM ON THAT SUCCESSFUL SHOW.
AND THEN OVER TO CHIEF, WHICH HAS HAD A VERY BUSY MONTH.
EARLIER, THEY DOMINATED THE SOUTHWEST WASHINGTON HISTORY DAY COMPETITION.
28 STUDENTS COMPETED AND 12 PROJECTS PLACED FIRST, SECOND OR THIRD.
AND THEY ARE NOW ALL ELIGIBLE TO MOVE ON TO THE STATE COMPETITION.
IN THE MIDDLE IS SOME CPR TRAINING THAT WENT ON JUST RECENTLY AND KGW COVERED THE EVENTS.
IF YOU COULD SEE THE CAMERA PERSON IN THE BACKGROUND THERE.
SO IT WAS A GREAT COLLABORATION AMONG THE SCHOOL'S DREAM TEAM, PREVENT TOGETHER FIRE DISTRICT THREE, WHO DID AN EARLIER CPR DEMONSTRATION AND CASCADIA TECH STUDENTS. AND SPEAKING OF THE DREAM TEAM, THEY WENT TO THE WASHINGTON STATE CAPITOL IN EARLY MARCH TO SPEAK WITH LEGISLATORS ABOUT TOPICS SUCH AS THE FREE OR REDUCED PRICE MEALS BILL FOR ELIGIBLE STUDENTS.
SO KUDOS TO THEM FOR MAKING THEIR VOICES HEARD.
IN THE MIDDLE IS CAM CELEBRATING PI DAY ON MARCH 14TH.
OF COURSE, WITH COOKIES SHAPED LIKE PI SYMBOLS.
THEY ALSO SANG THE PI SONG AND DID OTHER MATH THEMED ACTIVITIES.
AND ON THE RIGHT IS A PHOTO OF A KINDERGARTEN CLASSROOM.
SO IT'S PUTTING THE KIND IN KINDERGARTEN.
SO WE'VE BEEN SENDING MESSAGES TO FAMILIES, INCLUDING INFORMATION IN SCHOOL NEWSLETTERS, SOCIAL MEDIA POSTS, WEBSITES, BANNERS ON FENCE LINES AND SCHOOL READER BOARDS. WE'RE ALSO WORKING ON DOING SOME DIGITAL ADVERTISING.
SO IT'S A GREAT EPISODE IF YOU GET A CHANCE TO CHECK IT OUT.
AND THEN AS YOU KNOW, WE'RE IN THE PROCESS OF PILOTING SOCIAL AND EMOTIONAL LEARNING CURRICULUM.
AND ON THE RIGHT IS A PHOTO FROM ONE OF THE CLASSROOMS THAT ARE THAT IS DOING THAT WORK.
THANK YOU. AND THAT'S IT FOR US.
AND THAT BRINGS US TO CITIZENS COMMENTS.
[7. Citizens' Comments]
WE DO HAVE QUITE A FEW SIGNED UP TONIGHT, WHICH IS EXCITING.AND SO WITH THAT, WE WILL BRING UP OUR WE WILL HAVE A TIMER UP.
SO WHERE ARE YOU GOING TO? SORA HAS THESE GREAT CARDS THAT SHE'LL HOLD UP WHEN YOU'RE AT 30 SECONDS AND THEN OUT OF TIME JUST SO YOU CAN HAVE THAT AS A POINT OF REFERENCE.
AND THEN SO PLEASE, IF WE COULD HAVE EUNICE INGERMANSON COME UP.
WE WOULD LOVE TO HEAR FROM YOU.
I THINK WAS. GOOD EVENING, BOARD.
MY NAME IS EUNICE INGERMANSON.
I USE SHE HER PRONOUNS, AND I'M A RESIDENT IN THE BATTLE GROUND SCHOOL DISTRICT AND SHOUT OUT TO SARAH FOR LAST SATURDAY NIGHT. TONIGHT I WOULD LIKE TO SPEAK ABOUT THE PROPOSED PROCEDURE.
43 £0.11 THAT'S ON THE AGENDA.
I LOVE THE DISTRICT'S AWARENESS OF THE NUANCE THAT THE SAFETY AND SECURITY STAFF NEED TO WORK WITH BETWEEN SUPPORTING STUDENTS IN NEED, ENFORCING SCHOOL RULES AND ENFORCING THE LAW.
I APPRECIATE THAT THE DRAFT CLEARLY ENUMERATES SOME SPECIFIC AREAS OF CLASSROOM TRAINING THAT THE SAFETY AND SECURITY STAFF MUST RECEIVE, LIKE RESTORATIVE JUSTICE PRINCIPLES AND CULTURAL COMPETENCY TRAINING FOR GROUPS SUCH AS ENGLISH LEARNERS AND
[00:40:02]
IMMIGRANT LGBTQ, NON-BINARY AND FEMALE STUDENTS.I HAVE SOME COMMENTS ABOUT THE COMPLAINT RESOLUTION PROCESS.
I HAVE SUBMITTED DETAILED AND HARD COPIES AND EMAILS, SO YOU CAN REFER TO THEM CONVENIENTLY.
I KNOW FOR A FACT THAT SOME STUDENTS, AND IT MAY BE MOST WHEN THEY'VE HAD AN INCIDENT WITH AN SRO, HAVE KEPT THE INFORMATION FROM THEIR PARENTS OR GUARDIANS FOR DAYS, WEEKS OR SOMETIMES OVER A YEAR.
IF PARENTS OF THOSE STUDENTS FIND OUT LATE THAT THERE WAS A PROBLEM WITH THE WAY THE SAFETY AND SECURITY STAFF HAVE HANDLED A SITUATION, WOULD IT NOT STILL BEHOOVE THE SCHOOL TO HEAR ABOUT IT AND MAKE THINGS RIGHT, BOTH FOR THE STUDENT'S BENEFIT AND FOR IMPROVING THE SAFETY AND SECURITY DEPARTMENT? TWO ABOUT ESCALATING A COMPLAINT.
WHAT IF THE FINAL DECISION BY THE SUPERINTENDENT OR DESIGNEE ISN'T SATISFACTORY? WHAT THEN? SO I PROPOSE THAT YOU NOT VOTE ON THIS DRAFT PROCEDURE TONIGHT.
BUT LET MR. ADAMS PRESENT IT TO THE APRIL MEETING.
SO THE ADMINISTRATION, THE DIRECTORS PRESENT, AND THE COMMUNITY CAN HAVE A GOOD RUMBLE TOGETHER ABOUT IT AND POSSIBLY IMPROVE THE DRAFT BEFORE IT IS PRESENTED HERE FOR A VOTE.
THANK YOU FOR LISTENING TO MY $0.02.
THANK YOU. NEXT, WE'LL HEAR FROM RANDY FERGUSON.
HELLO, AND THANK YOU FOR LETTING ME BE HERE TONIGHT.
AND I HAD EXPRESSED MY CONCERNS A COUPLE OF MONTHS AGO AND REALIZED I CAN'T JUST EXPRESS THEM.
I HAVE TO COME UP WITH A SOLUTION.
SO I UNDERSTAND THAT THE SCHOOL DISTRICT HAS ALREADY POSSIBLY BEEN SPEAKING TO WASHINGTON DEPARTMENT OF TRANSPORTATION ABOUT SOME OF THE PROBLEMS SURROUNDING PRAIRIE HIGH SCHOOL AND THAT TYPE OF THING.
BUT WHAT I WANTED TO TALK ABOUT WAS I HAD AN IDEA OF MAYBE IT'S TIME TO START FOCUSING AND CAMPAIGNING WITH THE ELEMENTARY SCHOOLS AND THE MIDDLE SCHOOLS AND START GETTING KIDS BACK ON THE BUSSES.
I THINK THE PANDEMIC BROUGHT A LOT OF PARENTS TO BRING THEIR KIDS TO SCHOOL AND INCLUDING MYSELF.
WE HAVE GOTTEN IN THE HABIT OF IT'S JUST EASIER OR IT'S JUST OUR ROUTINE NOW.
WE WOULDN'T HAVE AS MANY KIDS TRYING TO CROSS THE STREET TO GET TO WINCO TO BE PICKED UP.
WE WOULD ALSO HAVE SMALLER BUS ROUTES, MORE BUS DRIVERS, WHICH WOULD INCREASE EMPLOYMENT.
SO THAT WAS JUST ONE OF MY THOUGHTS.
THANK YOU. THANK YOU. THANK YOU.
GRETCHEN, WHEN YOU SAY YOUR NAME, NOW THAT YOU'RE MY MY NAME IS GRETCHEN VERPOORTEN.
YEAH. I AM HERE TO TALK TO YOU TONIGHT ABOUT THE BATTLE GROUND SCHOOL BOARD HERE AND THE REVISION OF THEIR ABSENTEE POLICY.
3122 THIS REVISION WOULD ALLOW STUDENTS TO EXCUSE THEMSELVES AND LEAVE SCHOOL FOR ABORTIONS, MENTAL HEALTH TREATMENT OR HIV, STD TREATMENT, AND PARENTS WOULD NOT BE NOTIFIED.
I WANT TO ALSO JUST TELL YOU THAT I AM A RETIRED R.N.
LABOR AND DELIVERY, 30 SOME YEARS, LACTATION, THAT KIND OF THING.
A GRANDMA AND A MOM AND A BATTLE GROUND RESIDENT FOR A LONG TIME.
OKAY, THIS IS IMPORTANT TO THINK ABOUT.
IT'S DANGEROUS IF A CHILD HAS A MEDICAL PROCEDURE SUCH AS AN ABORTION AND IT'S NOT PROPERLY MONITORED, YOU CAN HAVE A BAD OUTCOME AND THE PARENT DOESN'T EVEN KNOW WHAT'S HAPPENING OR WHY THE CHILD IS AT HOME SICK AND BLEEDING.
[00:45:05]
IT COULD BE VERY, VERY BAD.UM, HER HEALTH COULD BE IN JEOPARDY IF SHE HAS COMPLICATIONS AND NOBODY WOULD KNOW WHAT'S HAPPENING.
AND SHE'S GOING THROUGH THAT ALONE.
MY PASTOR AND YOU GUYS ALL HAVE STORIES LIKE THIS.
HIS HIS MOM WAS 15 WHEN SHE GOT PREGNANT WITH HIM AND SHE WAS NOT ALLOWED AN ABORTION BECAUSE HE FOUND OUT ABOUT IT AFTER THE FIRST TRIMESTER.
THIS MAN IS GROWN WITH FOUR KIDS OF HIS OWN.
HE'S A HEALTHY, WELL FUNCTIONING ADULT, TWO COLLEGE AGED ENGINEERS, AND TO ONE KID STILL IN COLLEGE AND ONE ON THE WAY TO COLLEGE.
AND THAT CHILD COULD HAVE BEEN ABORTED YEARS AGO, ALLOWING KIDS TO BE PUT ON DRUGS FOR MENTAL HEALTH WITHOUT PROPER PARENTAL MONITORING CAN BE DEADLY. AND HOW DOES A SCHOOL KNOW WHAT THAT CHILD'S GOING TO DO, GOING TO THE DOCTOR, OR ARE THEY JUST SKIPPING IF THEY SIGN OUT? YOU KNOW, AND IF THE SO THE SCHOOL IS SO CONCERNED WITH STUDENT PRIVACY SO MUCH THAT THEY REQUIRE A STUDENT TO TELL THEM WHERE THEY'RE GOING, WHAT RIGHT DO THEY THINK THEY HAVE THAT TO KEEP THAT INFORMATION FROM THE PARENTS? DO YOU GUYS KNOW AND HAVE YOU THOUGHT ABOUT LITIGATION AND WHAT'S GOING TO HAPPEN THERE? DID YOU KNOW THAT 52% OF STUDENTS ARE FAILING IN MATH PROFICIENCY? 49% ARE FAILING IN READING PROFICIENCY, AND 46,000 PLUS STUDENTS HAVE LEFT THE PUBLIC SCHOOL EDUCATION.
AND WE WONDER WHY THEY ENTRUST THEIR KIDS TO YOU GUYS.
I ACTUALLY COME FROM CALIFORNIA.
I WORK 30 YEARS AS A FOOD SERVICE LEAD IN A SCHOOL DISTRICT.
THERE I CAME HERE TO RETIRE, AND I MISS KIDS FOR SOME UNKNOWN REASON.
THE ONLY APPLICATION AT THE TIME WAS A BUS DRIVER.
SO I HAVE BEEN CURRENTLY FOR FIVE YEARS DRIVING SCHOOL BUSSES.
I CAME TONIGHT SPECIFICALLY TO GET INFORMATION REGARDING THE TRANSITION BETWEEN CST AND FIRST STUDENT BECAUSE OF A BENEFIT CLAUSE THAT WE WERE SUPPOSED TO HAVE.
SO NOW I'M TRYING TO FIND IT IN WRITING.
NUMBER ONE, TRANSITION TRANSPORTATION BENEFITS FOR THESE PEOPLE THAT WORK HERE.
I MEAN, I'M FULLY BENEFITED AND I HAVE A PURSE THAT I CAN LIVE OFF OF.
A LOT OF THESE BUS DRIVERS DON'T.
THEY CAN AFTER I JUST NEGOTIATED A CONTRACT, THEY CAN NOW JUST AFFORD MEDICAL BENEFITS.
SO THEY NOW HAVE DENTAL VISION AND MEDICAL AND THEY HAVE A 401.
K THAT THEY GOT LOST IN A LITTLE BIT SNOW DAYS.
I HEARD THE SNOW DAYS GET BROUGHT UP.
ALL CLASSIFIED EMPLOYEES ARE PART OF THE SCHOOL DISTRICT, NOT JUST TEACHERS.
WE ARE ALL SCHEDULED BY A CONTRACT BY A CERTAIN AMOUNT OF DAYS THAT WE ARE TO WORK.
SO IN MAKING THAT CONSIDERATION, I KNOW THAT DRIVING A SCHOOL BUS, I FEEL LIKE I'M A COUNSELOR.
AND AND IT'S NOT JUST SPECIAL EDUCATION CHILDREN, BUT THEY'RE CHILDREN, ENDANGERED AND WHATEVER.
BUT SOME TYPE OF EDUCATION COULD GO ON ON THESE DAYS TO HELP DRIVERS THAT AREN'T REALLY EDUCATED IN TRYING TO HELP KIDS GET THEM THROUGH THE DAY, START THEIR DAY IN A NORMAL BASIS.
WHEN THEY TALKED ABOUT ADDING MORE BUS ROUTES.
WE ARE STRUGGLING RIGHT NOW JUST TO FILL THE ONES WE HAVE.
I THINK THE OTHER DAY WE HAD 22 ABSENCES AND NINE OPEN ROUTES.
[00:50:01]
THANK YOU. VICTORIA.IS IT FAIR? CAREER FAIR. LIKE THE CANDY FERRERO BUT WITHOUT THE.
I'M HERE FOR THE SAME ONE THAT THE NURSE WAS SPEAKING ON.
SO SORRY IF IT'S GOING TO BE REPEATED.
OR THEY ALL SOUND REALLY BORING.
SO I WAS CONCERNED WHEN I READ THE 3122 AND HOW IT SPOKE ABOUT IF A STUDENT IS TO BE RELEASED FOR HEALTH CARE RELATED TO FAMILY PLANNING OR ABORTION, THE STUDENT MAY REQUIRE THAT THE DISTRICT KEEP THE INFORMATION CONFIDENTIAL.
BUT THEN WHEN I STARTED READING INTO 3122, IT TALKED MORE ABOUT IN JUST THREE SENTENCES.
AND THEN THREE LITTLE SENTENCES IN ONE PARAGRAPH JUST KIND OF JUMPED OUT AT ME ON THE PAGE.
AND THAT'S WHY BRINGING THIS MY CONCERN TO YOU AND IT READ, WELL, ADULTS WHO ARE 18 OR THEY'RE 16 AND THEY CAN BE EMANCIPATED OR IF THEY'RE EMANCIPATED, THEY CAN SIGN THEMSELVES OUT.
YOU KNOW, THEY CAN WRITE A LITTLE NOTE LETTING YOU GUYS KNOW OR THE TEACHERS RIGHT NOW, THE OFFICE NOTIFYING THEM THAT, YOU KNOW, THE REASON, THE EXPLANATION OF THEIR EXCUSE.
AND THEN FOR 14 YEAR OLDS, IT SAYS RIGHT UNDERNEATH THAT.
SO YOU'VE JUST WENT THROUGH THIS WHOLE BUNCH ABOUT PARENTS GETTING, YOU KNOW, TO HEAR ABOUT IT.
AND THEN IF YOU'RE 18, 16, EMANCIPATED AND THEN IT SAYS 14 YEARS OLD OR OLDER WHO ARE ABSENT FROM SCHOOL DUE TO TESTING OR TREATMENT FOR A SEXUALLY TRANSMITTED DISEASE, SHALL NOTIFY THE SCHOOL OF THEIR ABSENCE WITH A SIGNED NOTE OF EXPLANATION WHICH WILL BE KEPT CONFIDENTIAL.
SO THAT'S WHEN IT KIND OF CONCERNED ME THAT IT WASN'T JUST CONFIDENTIAL FROM THE PUBLIC.
COULD WE POSSIBLY BE MEANING FROM PARENTS WHO WE SHOULD KNOW BETTER THAN YOU GUYS WHAT OUR KIDS ARE GOING THROUGH? I MEAN, WE SEE THEM A LOT LONGER.
WE'VE SEEN THEM WHILE GROWING UP.
I MEAN, OUR WHOLE JOB IS INVESTED IN THEM.
NOT TO SAY THAT ANYTHING LESS OF YOURS, BUT THOSE ARE OUR BABIES, YOU KNOW? SO I FEEL LIKE WE SHOULD KNOW.
THANK YOU. AND THEN 13 YEAR OLDS, MENTAL HEALTH.
I HAVE A CHILD OF MENTAL HEALTH.
I KNOW OF IT. AND SO I KNOW WHAT MEDICATION SHE'S TAKING.
BUT I COULDN'T IMAGINE NOT KNOWING.
AND I'M ABLE TO BE HER BEST SUPPORTER OUT THERE.
AND THAT'S THE BEST BOND THAT THAT CHILD CAN HAVE.
RIGHT. THANK YOU FOR YOUR TIME. THANK YOU.
HI. GOOD EVENING. I'M TRICIA DAVIS.
THANK YOU ALL FOR THE POSITIONS THAT YOU'RE IN.
I KNOW IT'S VOLUNTARY, BUT IT'S A LOT OF HARD WORK, SO I APPRECIATE ALL THAT YOU DO.
I, TOO, JUST HEARD ABOUT THIS AN HOUR OR SO AGO, AND SO I KIND OF SCRAMBLED TO READ IT.
AND I WOULD JUST APPRECIATE A LITTLE BIT OF CLARIFICATION WHEN IT'S A REVISION, WHEN I SEE SOME OF THE THINGS THAT WAS MENTIONED BY THE NURSE AND BY VICTORIA, THE AGE CONCERNS ME, THE PARENTAL NOTIFICATION OF MAYBE BEING WAIVED.
FIRST OF ALL, IF YOU'RE 13 AND 14, HOW ARE YOU GETTING TO THESE DOCTOR APPOINTMENTS? WHO'S OUT THERE WAITING FOR THEM? THE PARENTS ARE THE SOLE PROVIDERS FOR THESE CHILDREN.
THEY MENTALLY ARE NOT OF AGE TO MAKE THESE DECISIONS.
AND THE NURSE MADE A GREAT POINT.
IF A CHILD IS TO GO AND THEY ARE CHILDREN, LET ME JUST STATE THEY ARE CHILDREN.
[00:55:06]
WE DON'T KNOW BECAUSE NO ONE WAS INFORMED.SO I JUST WANTED TO STAND UP HERE AS A MOM AND SAY, I'M CONCERNED BY SOME OF THE WORD.
I'M NOT EXACTLY SURE WHAT'S BEING REVISED.
I'M CONCERNED THAT IT'S GOING TO BE VOTED ON TONIGHT.
AND I DON'T KNOW HOW I DIDN'T KNOW ABOUT THIS PRIOR, BUT I WOULD APPRECIATE SOME HARD THOUGHT INTO WHAT WE'RE REALLY SAYING HERE AS FAR AS GIVING PERMISSION TO TRUE CHILDREN AND NOT GOING BACK TO THE PARENTS.
THANK YOU. THAT IS EVERYONE ON MY LIST.
IS THERE ANYONE WHO DID NOT GET A CHANCE TO SIGN UP WHO WOULD LIKE TO COME FORWARD? ALL RIGHT, SEEING NO.
ONE. THAT WILL MOVE US FORWARD TO OUR NEXT ITEM IN THE AGENDA, WHICH IS THE CONSENT AGENDA.
[8. Consent Agenda (Board Vote w/Student Voice)]
ON TONIGHT'S CONSENT AGENDA, WE HAVE THE THE APPROVAL OF THE CONSENT AGENDA, THE APPROVAL OF THE MINUTES FROM THE MARCH 13TH REGULAR MEETING, THE PERSONNEL REPORTS.AND WE HAVE SOME STUDENT TRAVEL.
IS THERE ANYTHING THE BOARD WOULD LIKE TO DISCUSS, HAVE QUESTIONS ON HAVE REMOVED FROM THE CONSENT AGENDA? I MOVE THE BOARD OF DIRECTORS APPROVE THE CONSENT AGENDA AS PRESENTED.
ALL RIGHT. WE DO HAVE A MOTION ON THE FLOOR.
BEFORE WE MOVE FORWARD WITH THAT, I WILL ASK SARAH FOR HER ADVISORY VOTE.
I THINK IN THE STUDENT TRAVEL, THERE WAS A JAZZ BAND FESTIVAL SLASH COMPETITION FOR PRAIRIE HIGH SCHOOL, AND 36 STUDENTS ARE GOING TO THAT IN IDAHO.
SO I THINK RICARDO IS ACTUALLY A PART OF THAT.
SO I JUST WANTED TO POINT THAT OUT AND SAY THAT THAT'S SUPER COOL.
RIGHT WITH THAT, ANY FURTHER QUESTIONS FROM THE BOARD? HEARING NONE. ALL THOSE IN FAVOR, PLEASE SAY AYE.
AND THAT WILL TAKE US TO OUR FIRST ORDER OF NEW BUSINESS POLICY.
[10. New Business (Board Vote w/Student Voice)]
REVISION OF POLICY. 3122.TOM ADAMS. COME TO THE PODIUM.
TOM, DO YOU WANT TO ADDRESS THE.
WE CAN ADDRESS THOSE ISSUES THAT WERE BROUGHT UP BY SOME OF OUR CITIZENS.
COMMENTS YEP. BOARD I UNDERSTAND THE CONCERN THAT'S BEEN BROUGHT UP.
I'D LIKE TO CLARIFY THAT SIMPLY.
THE SCHOOL DISTRICT IS FOLLOWING STATE LAW AS IT RELATES TO THE PARENT GUARDIAN NOTIFICATION THAT'S REQUIRED, A SUMMARY OF HEALTH CARE SERVICES THAT CAN BE PROVIDED TO MINORS WITHOUT PARENTAL CONSENT IN THE STATE OF WASHINGTON AND THE AGE OF CONSENT FOR THESE IS SOME OF THEM ARE 14.
SEXUALLY TRANSMITTED DISEASE TESTING IS 14 YEARS OF AGE OR OLDER.
ANY AGE. PRENATAL CARE SERVICES.
ANY AGE. OUTPATIENT MENTAL HEALTH TREATMENT.
INPATIENT MENTAL HEALTH TREATMENT.
AND SO TO SOME DEGREE, AS A SCHOOL DISTRICT, OUR HANDS ARE TIED.
ALL RIGHT. CAN I SAY SOMETHING TO YOU? YES. SO AND WE SPOKE BEFORE THE MEETING, DENNY AND I AND I DID ASK THAT WE INSERT IN THE POLICY THE CW. THE CW THAT'S REFERENCED, BECAUSE I THINK IT'S IMPORTANT FOR PARENTS TO UNDERSTAND AND FOR US TO BE TRANSPARENT ABOUT OUR ACCOUNTABILITY.
SO AND WE WILL WE WILL MAKE THOSE CHANGES INTO THE POLICY.
SO I'D LIKE TO START, FIRST OF ALL, THE MAIN WE'RE TALKING ABOUT TWO DIFFERENT THINGS.
WE ARE TALKING ABOUT POLICY AND THEN PROCEDURES.
SO THE POLICY CHANGE AND NOT THE PROCEDURE CHANGE WAS MAINLY ABOUT COVID AND
[01:00:06]
THE ONLINE LEARNING AND ALL OF THAT.AND HOW DO YOU TAKE ATTENDANCE FOR THAT? AND IT'S WRITTEN IN A WAY NOW THAT IF WE HAD ANY HEALTH CONCERNS OR GOT SHUT DOWN AND HAD TO GO TO A REMOTE SITUATION, SO SYNCHRONIZE OR ASYNCHRONOUS LEARNING, THAT'S THE MAIN POLICY CHANGE.
THERE WAS REVISION TO THE PROCEDURE, WHICH ACTUALLY WAS LESS.
AND I CHOSE JUST SO AGAIN, IF I'M TALKING JUST POLICY I DID CHOOSE TO ADOPT ALL OF WAS DOES JUST BECAUSE IT READ CLEANER INSTEAD OF HAVING ALL OF THESE MOVING PARTS.
BUT THE MAIN GIST OF IT WAS ABOUT THIS SYNCHRONIZED SYNCHRONIZED LEARNING THE AND THERE WAS SOME ASPECT OF MENTAL HEALTH IN THERE IN THE POLICY ITSELF.
AGAIN, IT IS WRITTEN BASED ON THE STATE LAW AND BASED ON WAS.TO.
SO AND TOM, I THINK IT IS IMPORTANT TO POINT OUT THAT THIS IS NOT A CHANGE TO OUR POLICY.
I'M SORRY. NO, THIS IS NOT A CHANGE TO OUR PROCEDURE THAT WAS ALREADY IN THERE.
AGAIN, BECAUSE IT'S STATE LAW.
YEAH. SO I WOULD ASK THAT WE ACCEPT THE POLICY.
ANY QUESTIONS? NO. AND I'LL JUST SAY I DO APPRECIATE WHEN YOU REFERENCE THE CW OR THE WHACK THAT IN THE PROCEDURE AS WELL AS THE POLICY, BECAUSE IT IS HELPFUL FOR US AS WE'RE TRYING TO READ THROUGH THESE TO FIND, YOU KNOW, TO GO BACK AND BE ABLE TO REFERENCE THE ACTUAL LAW.
YEAH. WE CAN ADD AGAIN THAT YOUR SUGGESTIONS TO THE PROCEDURE, WE CAN ADD MORE LANGUAGE OR JUST ADDING TO THE REFERENCE. I'D BE HAPPY TO DO THAT.
YEAH. WHAT NUMBER? YEAH, THAT WAS PRETTY FUNNY.
OH, REALLY? THAT'S INTERESTING.
YEAH, THAT'S INTERESTING. ANY OTHER QUESTIONS? SURE. ABSOLUTELY. WE'RE JUST APPROVING A POLICY.
SO I'D BE INTERESTED TO READ THE.
ARE THERE OTHER QUESTIONS FOR MR. ADAMS AT THIS TIME? I JUST. HERE.
AND I THINK WE CAN REITERATE THAT HERE, IF YOU WOULD MIND, IF YOU WOULDN'T MIND.
YES. SO IN THE BOARD MINUTES OR BOARD DOCS AND MY COMPUTER'S ABOUT READY TO SHUT DOWN.
WE HAVE AND YOU'LL HEAR IT IN THE NEXT POLICY THAT I PRESENT.
WE HAVE POLICY THAT'S WRITTEN.
AND THEN THE PROCEDURE, WHICH IS KIND OF THE GUIDING PRACTICES TO THE POLICY THAT WE CAN REVISIT PROCEDURES AT ANY TIME NORMALLY WITH INPUT, BUT IT DOES NOT HAVE TO BE BOARD APPROVED.
THE PROCEDURE, THE POLICY IS WHAT HAS TO BE BOARD APPROVED.
THE NEXT ONE I'M GOING TO PRESENT DIDN'T EVEN HAVE A PROCEDURE, SO IT WAS ONLY POLICY.
DO WE HAVE THIS UP ON THE SCREEN? OKAY. OKAY. I THINK THAT WOULD HELP TO SEE THE DIFFERENCE.
AND AND TOM, IF WE DON'T BOTH SHOW THEM BOTH POLICY AND PROCEDURE MUST CONFORM TO STATE LAW.
AGAIN, THE POINT ONE MORE QUESTION.
FORM WHERE YOU GUYS DECIDE NOT TO CONFORM TO A STATE LAW.
WHAT DO. PROBABLY THE SAME THING THEY DID TO US WHEN WE TRIED TO DO THE WHOLE MASS THING.
OR DO YOU WANT ME? YOU GO AHEAD.
SO I THINK THIS IS A CLASSIC EXAMPLE.
HOPEFULLY I'M STATING THIS CORRECTLY.
[01:05:07]
LEGISLATORS. SCHOOL BOARD MEMBERS DON'T HAVE THAT AUTHORITY TO DO THAT INDIVIDUALLY FOR THEIR DISTRICT.IF THERE'S SOMETHING THAT'S NOT SPELLED OUT BY STATE LAW, A CURRICULUM ADOPTION LIKE WE WERE LOOKING AT TONIGHT, THEN, YOU KNOW, THEN WE HAVE LOCAL CONTROL OVER DECISIONS FOR THAT.
BUT IF IT'S A MATTER OF STATE LAW, WE'RE OBLIGATED TO FOLLOW THAT.
DON'T. YEAH, I THINK THE QUESTION WAS WHAT HAPPENS IF WE DON'T LIKE WHAT ARE THEY GOING TO DO TO US? WELL, THERE'S A WHOLE BUNCH OF THERE'S A RANGE OF DIFFERENT OPTIONS.
SOMETIMES THE SCHOOL BOARD MEMBERS THEMSELVES CAN BE SANCTIONED.
THE SCHOOL COULD POTENTIALLY LOSE FUNDING FOR A VARIETY OF FUNDING.
WOULD PROBABLY BE THE BIG ONE, RIGHT? YEAH. YOU GO THROUGH, YOU KNOW, OFFICE OF CIVIL RIGHTS, ALL KINDS OF DIFFERENT THINGS.
SO YOU OPEN YOURSELF UP TO LIABILITY, RIGHT? YOU KNOW, IF YOU WERE TO VIOLATE THE LAW AND SOMEONE WAS HARMED BY THAT, YOU COULD OPEN YOURSELF UP TO LIABILITY ISSUES.
SO INSURANCE PROVIDERS, ALL OF THOSE KINDS OF THINGS WOULD BE AT RISK.
I WOULD JUST ADD THAT, YOU KNOW, THE MAIN CONCERN THAT THREE PEOPLE SPOKE ON TONIGHT AND DENNY REFERENCED THE STATE LAW AND THE AGES OF THE DIFFERENT THINGS THAT ARE INVOLVED IN THAT IS, THE INTENT IS NOT TO HIDE IT FROM THE PARENTS.
THE INTENT IS IF THE IF THE STUDENT IS BEING CONFIDENTIAL WITH A SCHOOL COUNSELOR, FOR EXAMPLE, THAT THEY ARE GIVING SOME GUIDANCE TO SUPPORT THAT STUDENT AND HELP WITH THAT CONVERSATION WITH THE PARENT AND THE SITUATION THEY'RE IN? SO I DON'T THINK WE JUST IGNORE IT AND JUST SEND KIDS ON THEIR WAY.
I THINK THERE'S OTHER THINGS THAT OUR COUNSELORS ARE TRAINED TO DO WITH KIDS.
I THINK CERTAINLY WE HOPE THAT OUR SCHOOL STAFF ARE, YOU KNOW, CLOSE ENOUGH WITH THE STUDENTS THAT THEY FEEL THAT THEY CAN COMPETENTLY AND INVOLVE THE PARENT IN THOSE DISCUSSIONS.
AND I THINK THIS DISCUSSION IS GOOD BECAUSE I THINK PARENTS NEED TO BE AWARE AND MANY PARENTS MAYBE AREN'T AWARE, OBVIOUSLY, OF WHAT THE STATE LAW IS REGARDING INFORMATION ABOUT KIDS.
SO I THINK, YOU KNOW, MAYBE THAT MIGHT BE A NEXT STEP.
I'M NOT SURE HOW WE DO THAT, BUT I THINK THAT MIGHT BE IMPORTANT, EVEN POSSIBLY INCLUDING THE GUIDANCE THAT COMES FROM THE STATE ON THAT SINGLE PAGE AS AN EXHIBIT WITH OUR POLICY.
YEAH, WE WILL TAKE YOUR GUIDANCE AND AMEND THE PROCEDURE.
YEAH. BUT TODAY YOU'RE JUST VOTING ON THE POLICY, CORRECT? I GUESS THAT'S WHERE I ASKED THOUGH.
SHOULDN'T WE PUT THE RC IN THE POLICY AS WELL? WE ALREADY HAVE A PRECEDENCE FOR THAT IN SOME OF THE OTHER SECTIONS WHERE WE'RE MENTIONING THE ISSUES THAT ARE PERTINENT ARE LISTED THERE.
AND THOSE ARE THEY'RE A LITTLE BIT DIFFERENT, BUT I'M SURE THEY CONNECT.
YOU HAD IT UP ON YOUR COMPUTER? YEAH. WHAT IS THAT? CW SORRY, I DIDN'T GET IT.
I DON'T. I DON'T HAVE IT UP RIGHT.
NOW. THOSE ARE DIFFERENT. THOSE ARE DIFFERENT ONES.
LET'S SEE IF WE'RE IN THE CRIMINAL CODE.
NO, I DIDN'T SEE IT IN THE POLICY.
THAT'S WHY I WAS QUESTIONING IT.
SO AND IT MIGHT JUST BE I NEED TO READ MORE CLOSELY, BUT AND I CAN FORWARD YOU THE THE DOCUMENT THAT DENNY IS REFERRING TO THE HEALTH CARE RIGHTS FOR YOUTH. AND MAYBE THAT'S WHAT WE USE AS AN EXHIBIT.
I THINK IT WOULD BE IMPORTANT TO INCLUDE THAT EXHIBIT AS AN ATTACHMENT TO THE PROCEDURE.
BUT AGAIN, WE'RE VOTING ON THE POLICY.
AND JUST JUST FOR CLARIFYING FOR OUR NEW BOARD MEMBER, WE VOTE ON POLICY, NOT PROCEDURE.
I UNDERSTAND. OKAY. I UNDERSTAND COMPLETELY.
[01:10:01]
I MEAN, NOT COMPLETELY, BUT I UNDERSTAND THAT ALSO.THAT SOUNDED. YEAH, THAT SOUNDED CONDESCENDING.
I'M SORRY. I DIDN'T MEAN THAT THAT WAY.
I REMEMBER WHEN THEY HIT THIS AGE.
RIGHT. OR THEY HAD TO APPROVE ME STAYING.
AND IT WAS VERY IT WAS VERY INTERESTING.
THE STATE OF WASHINGTON IS VERY DIFFERENT IN THEIR RULES.
I HAVE WHILE I APPRECIATE HOW TRANSPARENT WE'RE BEING HERE, I ALSO THINK IT LEADS TO A LITTLE BIT OF CONFUSION, AS IF WE ARE SAYING WE DON'T WANT PARENTS TO KNOW, AND THAT IS NOT THE CASE AT ALL.
I JUST AND WELL, I SAY THAT BECAUSE THAT'S HOW I FEEL.
I WOULD NEVER TRY TO KEEP FROM A PARENT WHAT IS GOING ON WITH THEIR CHILD.
AND ONE OF THE THINGS THAT I LOVE ABOUT THIS DISTRICT MOST IS THAT WHILE I AM HERE TO REPRESENT THIS DISTRICT, FIRST AND FOREMOST, PARENTS ARE YOUR PARENTS, RIGHT? AND YOU KNOW YOUR KIDS BEST.
SO I APPRECIATE THE COMMENTS AND I APPRECIATE THE CONCERN BECAUSE I WOULD BE JUST AS CONCERNED AND HAD I NOT KNOWN THIS STATE LAW PRIOR TO READING THIS, I PROBABLY WOULD HAVE BEEN JUST AS UPSET.
SO I JUST I THINK IT'S IT'S I JUST I UNDERSTAND ALL OF IT.
I MEAN, I GET WHERE EVERYBODY'S COMING FROM, BUT I THINK WE'VE WE HAVE SOME CONFUSION HERE.
AND SO I THINK BY BY ADDING THAT ADDITIONAL EXHIBIT NOW, I DON'T KNOW IF WE NEED TO MOVE THAT.
IF WE MAKE A MOTION TONIGHT, IF WE MOVE THIS POLICY FORWARD AND WE MAKE A MOTION, DO WE NEED TO ADD THAT TO PART OF THE MOTION THAT WE ADD THAT EXHIBIT? THAT'S A DISCUSSION WE NEED TO MAYBE HAVE AS A BOARD.
I DO NOT BELIEVE SO, BECAUSE YOU'RE YOU'RE GIVING ME DIRECTION ON THE POLICY.
DO WE NEED TO PROCEED? BUT DO WE NEED TO ADD IT AS PART OF THE POLICY? SO THERE WAS ONE TIME WHEN I WAS HERE AND WE DID HAVE TO CHANGE ONE PIECE IN THE POLICY.
AND I WOULD LIKE TO MAKE SURE WE VET THAT WITH OUR ATTORNEY.
AND I DON'T THINK THAT GETS ADDED TO THE POLICY.
THE POLICY IS WHAT THE POLICY IS.
AND THEN WE LOOK AT THE PROCEDURE.
I MY SENSE IS THAT IT DOESN'T GET ADDED TO THE POLICY TO THAT IT NEEDS TO BE, BUT IT NEEDS TO BE.
NO. AND WE CAN DO THE PROCEDURE.
I MEAN, AT THE VERY END IT KIND OF MENTIONS ALL OF THE RELEVANT STATUTES AT THE END OF THE POLICY.
AND SO I DON'T KNOW, I DON'T KNOW.
WELL. AND SOMETIMES WE WHEN QUESTIONS LIKE THIS COME UP, WE TAKE THOSE SPECIFICALLY TO OUR ATTORNEY AND SAY, HOW IS THE BEST WAY TO REPRESENT THIS IN OUR POLICY? I THINK IT WOULD BE PRUDENT TO DO THAT.
I DON'T THINK IT'S HARMFUL TO TABLE THIS FOR A MEETING.
YEAH, I WOULD AGREE TO THAT AND MAKE SURE THAT WE'RE ON THE RIGHT PATH.
ONE MORE COMMENT I'D LIKE TO MAKE IS THAT, YOU KNOW, IF AND I HAVEN'T BEEN ABLE TO SEE THE CW MYSELF AND SO I'M SURE THAT THE THE DISTRICT'S ATTORNEYS WILL LOOK AT THAT. BUT ULTIMATELY, IF THE CW SAYS WHAT I BELIEVE IT SAYS, BECAUSE DENNY, YOU TOLD ME WE'RE SEEKING AN ADMINISTRATIVE SOLUTION.
THE CITIZENS HERE ARE SEEKING AN ADMINISTRATIVE SOLUTION.
WHEN A LEGISLATIVE SOLUTION IS WHAT WOULD FIX THIS PROBLEM.
AND SO WE ARE LIMITED, AS YOU KNOW, AS IN THE ADMINISTRATIVE FUNCTION BY WHAT WE'RE ABLE TO DO.
AND THIS COMES UP ALL SORTS OF TIMES IN DIFFERENT THINGS THAT THE PUBLIC IS KIND OF ANGRY ABOUT.
AND, YOU KNOW, A LEGISLATIVE SOLUTION IS WHAT WOULD WHAT WOULD TAKE CARE OF THIS? CW WE DON'T HAVE THE POWER TO DO THAT.
SO. I CAN TAKE NO VOTE OR WE JUST TABLE IT.
I NEED A VOTE TO TABLE IT, A MOTION TO TABLE IT.
I MOVE THAT WE TABLE THIS POLICY VOTE UNTIL THE NEXT MEETING AND A REVISION HAS BEEN PROVIDED.
MOUNTAIN. SANDY, DO YOU HAVE CLARITY? CLARITY AS TO PROCEDURE ON THIS? NO, TO BE HONEST.
BUT I WANT TO SAY THAT IF IT'S TABLED, IT'S MADE A NOTE IN THE MINUTES.
IT'S GOING TO COME BACK ON APRIL 10TH, THE NEXT BOARD MEETING.
UNDER OLD BUSINESS? CORRECT. IS THAT YOUR UNDERSTANDING AS WELL? MARK, I BELIEVE WE'VE TALKED ABOUT DOING.
[01:15:03]
YEAH, BUT DO WE ACTUALLY NEED TO VOTE TO TABLE IT? OKAY. YES. SO WE HAVE A MOTION ON THE FLOOR TO TABLE THIS VOTE UNTIL THE NEXT APRIL 10TH MEETING.ANY FURTHER QUESTIONS? THOSE IN. SORA, DO YOU HAVE AN ADVISORY VOTE, BRO? SORRY, BRO.
THANK YOU. WE HAVE A PRO PRO VOTE FROM SORA.
ALL THOSE IN FAVOR, PLEASE SAY AYE.
AYE. ALL THOSE OPPOSED? NAY. MOTION TO TABLE PASSES.
ALL RIGHT. ANYTHING I'VE MISSED HERE? CAN I ASK FOR YOUR GUIDANCE? NO. I THINK YOU FOLLOWED ROBERT'S RULES OF ORDER.
IF YOU'D LIKE, I'LL COMMENT ON MY VOTE.
SCHOOL BOARDS TAKE AN OATH OF OFFICE TO FOLLOW STATE LAW.
WHETHER WE DO IT THIS WEEK OR NEXT WEEK DOES NOT MAKE A DIFFERENCE.
BUT IT'S IMPORTANT FOR THE PUBLIC TO KNOW THAT WE CAN'T MAKE DECISIONS THAT ARE AGAINST STATE LAW.
THANK YOU. NEXT ON THE NEW BUSINESS IS REVISION OF POLICY 4311 SCHOOL RESOURCE OFFICER.
THANKS FOR HANGING OUT WITH US, TOM.
YEAH. SO THIS POLICY TO START WITH IS A CHANGE IN NAME.
SCHOOL RESOURCE OFFICER USED TO JUST TALK ABOUT COMMISSION LAW ENFORCEMENT.
IT NOW READS AS IT IS, A SAFETY AND SECURITY STAFF, WHICH THEN INCLUDES ALL OF OUR SAFETY AND SECURITY IN OUR BUILDINGS, WHICH AND ON OUR CAMPUSES.
AND REALLY, THE POLICY ITSELF IS JUST CHANGING THE SRO TO SCHOOL AND SAFETY OFFICER.
ALONG WITH THE POLICY WAS A NEW HOUSE BILL THAT CAME OUT IN 12 OR HOUSE BILL 1214, WHICH TALKS ABOUT EXTENSIVE TRAINING THAT THESE COMMISSION, THE SCHOOL SAFETY, AGAIN, WHETHER IT'S A COMMISSION, LAW ENFORCEMENT OR SOMEONE WE HIRE TO DO SECURITY FOR OUR BUILDINGS, THAT THEY MUST GO THROUGH EXTENSIVE TRAINING, WHICH IS 15 HOURS OF TRAINING THAT ALL OF OUR THE LAST TWO YEARS ARE SECURITY PEOPLE HAVE GONE THROUGH, PLUS AN ADDITIONAL TRAINING THAT WE PROVIDE FOR THEM.
THERE WAS NO PROCEDURE THAT WENT WITH THIS.
AND I KNOW INNES HAD TALKED ABOUT THE TIMELINE, BUT THERE'S REALLY THREE THINGS IN THE PROCEDURE.
IT DOES TALK ABOUT A COMPLAINT RESOLUTION PROCESS THAT WAS BROUGHT UP TONIGHT AND THEN FIND AND I THINK THIS BOARD, ESPECIALLY MARK, I THINK MIGHT BE THE ONLY ONE WHO WAS HERE.
THERE'S AN ANNUAL DATA COLLECTION THAT I KNOW WHEN WE HAD TALKED ABOUT SROS IN THE CONTRACT.
SO THERE'S FIVE THINGS IN THERE THAT WE ANNUALLY HAVE TO REVIEW.
WHAT I DO WANT TO TALK ABOUT THE COMPLAINT RESOLUTION PROCESS IS IT DOES ALIGN WITH OTHER APPEALS, GRIEVANCES AND COMPLAINT PROCESSES WE HAVE IN THE DISTRICT, INCLUDING COMPLAINTS, TITLE NINE COMPLAINTS, DISCIPLINE APPEAL PROCESSES THAT CLIMB UP.
AND AGAIN, I KNOW ONE OF THE CONCERNS THAT I READ WAS THE DEFINITION OF AN ADULT STUDENT.
OTHER THAN THAT, IT'S, YOU KNOW, IT FOLLOWS THE SAME HIB TITLE NINE, THAT TYPE OF COMPLAINT PROCESS.
4311 AGAIN, A BIG PART IS THE PROCEDURE, WHICH AGAIN DOESN'T NEED APPROVAL.
THE POLICY NEEDS THE APPROVAL PROCEDURES WE CAN REVISIT AT ANY TIME.
[01:20:01]
ANY QUESTIONS? SO IT'S A IT'S A HOUSE BILL THAT NECESSITATED THE REVISION OF THIS POLICY.IS THAT CORRECT? FOR THE MOST PART, YES.
OKAY. THE 1214, WHICH AGAIN, JUST PUT LEGISLATIVELY, WE HAVE TO TRAIN AROUND.
AND YOU HAD SAID SOME OF THEM TRAUMA INFORMED.
YOU KNOW, WE HAVE TO DOCUMENT 504 IEPS WHEN WE'VE INTERVENED.
BUT WE'RE TRYING TO GET AHEAD OF THE AHEAD OF THE CODIFICATION.
AGAIN, IT ALIGNS WITH THE NEW LAW.
DID ANYONE ELSE HAVE ANY QUESTIONS AROUND THIS? THIS PROVIDE ADDITIONAL TRAINING FOR ANY OF OUR STAFF? OR IS THAT WHAT YOU WERE KIND OF ALLUDING TO? IT DOES, YEAH.
SO AGAIN, THEY HAVE TO DO NOW REQUIRED 15 HOURS OF TRAINING WHERE WE WERE JUST TRAINING THEM LIKE THROUGH OUR WE HAVE WHAT'S CALLED A SAFE SCHOOLS AT THE BEGINNING OF THE YEAR WITH THE WHICH IS A CLARK COUNTY TASK FORCE.
SO ABOVE AND BEYOND THE 15 HOURS THAT ESD MONITORS AND MIKE, OUR SECURITY SUPERVISOR, HAS TO DOCUMENT THAT EVERYONE'S BEEN THROUGH TRAINING AND DOCUMENT WITH ESD.
THAT WAS A POLICY KATHY PRESENTED.
SO THEY GOT TRAINED ON HOW TO ADMINISTER NARCAN LIKE OUR NURSES AND ATHLETIC TRAINERS.
ANY OTHER QUESTIONS FOR MR. ADAMS? WHERE DOES ANYONE WANT TO ENTERTAIN A MOTION? YEP. YOU READY? I MOVE THAT THE BOARD OF DIRECTORS APPROVE THE REVISION OF POLICY 4311 SCHOOL RESOURCES OFFICERS.
SORRY. WOULD YOU LIKE TO MAKE AN ADVISORY VOTE? PRO HAVE AN ADVISORY VOTE FROM SORA.
THE BOARD OF DIRECTORS APPROVED THE REVISION OF POLICY 4311 FOR THE SCHOOL RESOURCE OFFICER.
ANY FURTHER QUESTIONS? ALL THOSE IN FAVOR, PLEASE SAY AYE.
AYE. ALL THOSE OPPOSED? MOTION PASSES. 5 TO 0.
THANK YOU. AND I WILL JUST SAY I WILL WORK WITH DENNY AGAIN.
IF THAT'S SOMETHING WE WANT TO GET MORE INPUT ON.
BUT THANK YOU FOR THE REVISION OF THE POLICY.
THANK YOU. THANK YOU, TOM. MR JOLMA APPROVAL OF THE CONTRACTS FOR THE ENTRY SECURITY PROJECTS AT PURI AND BATTLE GROUND HIGH SCHOOLS AND LAUREN MIDDLE SCHOOL. GOOD EVENING, BOARD.
I'M BRINGING TO YOU THE FINAL THREE CONTRACTS ON OUR SECURITY IMPROVEMENTS.
AND THESE ARE FOR THE PRAIRIE HIGH.
BATTLE GROUND HIGH AND LAUREN AT PRAIRIE HIGH.
WE'RE GOING TO BE TAKING OVER CONTROL OF THE FOR FOUR MAIN DOUBLE DOORS GOING IN.
THOSE WILL BE LOCKED ON AND WORK OFF THEIR BELL SCHEDULE FOR PASSING TIMES AND DURING DURING HOURS WHEN THE DOORS ARE LOCKED, VISITORS WILL NOW BUZZ IN AND GO THROUGH THAT SINGLE DOOR THAT GOES INTO THE MAIN OFFICE.
NOW, THAT'S GOING TO BE THE ONLY WAY YOU GET IN DURING THE SCHOOL HOURS.
BATTLE GROUND HIGH SCHOOL A LITTLE MORE COMPLICATED.
WE WILL BE ADDING AN ENTIRE WE'LL BE SPLITTING THEIR EXISTING FOYER ENTRYWAY MAIN OFFICE ENTRYWAY INTO TWO FOYERS, ONE FOR ONE FOR VISITORS COMING IN AND AT BATTLE GROUND HIGH SCHOOL.
WE'RE GOING TO TAKE CONTROL OF THE TWO DOUBLE DOORS AT THE ROTUNDA.
THOSE WILL BE LOCKED AND ON BELL SCHEDULES.
AND WE'RE GOING TO BE TAKING OUT A BLESS YOU.
JUST SO AS YOU WALK UP TO THE MAIN ENTRYWAY, IT'LL BE OFF TO THE RIGHT.
[01:25:02]
YOU'LL GO AROUND TO THE RIGHT OF THE ROTUNDA AND ENTER THE OFFICE.SO THERE'LL BE SOME MORE STRUCTURAL WORK ON THAT WITH THE CANOPY AND SIDEWALKS AND A NEW DOOR.
THIS IS FOR THE SYSTEM ITSELF.
AT LAUREN, WE'RE TAKING CONTROL OF THOSE TWO MAIN OFFICE DOORS.
AND WITH THE FENCING THAT WE HAVE IN PLACE ON THAT CAMPUS, IT'LL REQUIRE PEOPLE TO COME IN TO THE MAIN OFFICE AND WE WILL BE BUILDING WE'LL BE SPLITTING THEIR MAIN ENTRY IN HALF AS WELL WITH THE GLASS STOREFRONT.
CURRENTLY, JUST AN UPDATE ON ON WHERE WE'RE AT ON THE PROJECTS.
WE'RE PROGRAMING SCHEDULES NOW WITH ALL THE VARIOUS BELL SCHEDULES.
PRIMARIES ARE VERY EASY, MIDDLES ARE TOUGHER, AND HIGH SCHOOLS ARE EVEN TOUGHER.
SO A COUPLE OF WEEKS FROM NOW ON, OUR PLAN TO GO OPERATIONAL, WHICH IS OUR OUR PHASE TWO, I GUESS MY PHASE ONE WAS GETTING IT ALL IN PLACE. AND NOW PHASE TWO IS TO GET EVERYBODY TRAINED AND OPERATIONAL.
AND OUR GOAL IS TO JUST START IT WITH CAPTAIN STRONG.
USE THAT AS A LAUNCHING POINT, SEE HOW THAT GOES, AND THEN TRAIN FROM THERE ON.
QUESTIONS. KEVIN AS FAR AS THE NEW CONTRACTS AT THE HIGH SCHOOL GOES, DOES IT IS IT MAINLY ONLY THE FRONT ENTRY AND THAT THOSE KIND OF CHANGES OR IS IT GOING TO ADDRESS NEW LOCKS AT EXTERIOR DOORS? BECAUSE, I MEAN, THERE'S DOORS ALL OVER THE PLACE.
THERE WILL BE A PHASE TWO TO ALL THESE PROJECTS.
THESE ARE TAKING CONTROL OF OUR FRONT DOORS.
THAT'S NOT PART OF THIS CONTRACT.
NO, THIS IS OUR ALL OF THESE HAVE BEEN JUST GET THESE FRONT DOORS, GET THE FRONT ENTRY SECURED.
SO THERE'S NUMBERS SEEMED LOW FOR THAT.
SO I WAS LIKE, YEAH, IT'S NOT FOR EVERYTHING, BUT IT'LL BE SUBSTANTIAL SUBSTANTIAL IMPROVEMENT WITH THE SAFETY AND PAINFULLY MADE AWARE OF THAT LATELY. WHEN DO YOU PLAN ON EXECUTING THESE AT THE HIGH SCHOOL OVER THE SUMMER BREAK? YEAH, WE'LL BE WORKING ON THEM.
I SEE NO REASON NOT TO GET LAWN AND PRAIRIE HIGH SCHOOL READY BEFORE THE START OF THE SCHOOL YEAR.
BUT WE'LL HAVE ALL THE ALL THE SYSTEM IN FOR SURE.
DOES THAT SINGLE DOOR PRAIRIE IS THAT GOT GLASS IN IT.
YEAH. AND WE'LL BE WE'LL BE CHANGING THAT WHOLE SET UP WITH A WHOLE NEW, WHOLE NEW DOOR AND AND THE A PHONE WILL BE RIGHT NEXT TO IT WHERE YOU WHERE YOU RING AND STAFF WILL BE ABLE TO SEE YOU RIGHT THERE.
WE'LL PUT SOME REFLECTIVE GLASS REFLECTIVE ON THAT AS WELL.
ANY OTHER QUESTIONS FROM THE BOARD? I MOVE THE BOARD OF DIRECTORS APPROVE THE CONTRACTS WITH CONVERGENT FOR THE ENTRY SECURITY PROJECTS.
ALL RIGHT. WE HAVE A MOTION ON THE FLOOR TO APPROVE THE CONTRACT WITH CONVERGENT.
SORRY. DO YOU HAVE A ADVISORY VOTE FOR THE BOARD? ALL RIGHT. ANY FURTHER QUESTIONS FROM THE BOARD? ALL THOSE IN FAVOR, PLEASE SAY AYE.
AYE, AYE. ALL THOSE OPPOSED? MOTION PASSES. 5 TO 0.
THAT MOVES US ON TO FUTURE EVENTS.
[11. Future Agenda Items and Board Events]
WE ARE JUST ABOUT WRAPPED UP HERE.I BELIEVE THE NEXT EVENT WE HAVE ON THE LIST IS A BOARD MEETING FOLLOWED BY A TOUR.
[01:30:04]
SO ALL IS QUIET.DO WE HAVE A MEETING COMING AFTER? AFTER OUR NEXT MEETING.
OKAY. IT'S THE 13TH, I BELIEVE.
ANY OTHER EVENTS THAT ANYBODY KNOWS ABOUT? ONLY SPRING BREAK. HOW COULD I FORGET? ALL RIGHT. WE DO HAVE AN EXECUTIVE SESSION ON THE BOOKS.
[12. Executive Session]
IT IS FOR THAT.IT IS FOR CW 42.30 POINT 110 FOR AN EXECUTIVE SESSION FOR PERSONNEL ISSUE WITH NO ACTION EXPECTED, HOW MUCH TIME DO YOU THINK WE'LL NEED? 20 MINUTES. 20 MINUTES.
SO WE WILL TAKE A FIVE MINUTE BREAK AND WE WILL MEET BACK HERE AT 755, ADJOURNED FOR EXECUTIVE SESSION.
ALL RIGHT. WE HAVE RETURNED FROM OUR EXECUTIVE SESSION.
AS NOTED, NO ACTION WAS TAKEN ON OUR PERSONNEL ISSUE.
THAT CONCLUDES OUR REGULAR BOARD MEETING.
THANK YOU, EVERYONE. MEETING AT O'CLOCK.
