PUT ITEMS A AND B TOGETHER AND APPROVE THEM TOGETHER.

>> ANY QUESTIONS ON THAT?

>> NO. SOUNDS GOOD.

>> ADVISORY VOTE?

>> YES.

>> JUST A RECOMMENDATION.

>> I RECOMMEND THE BOARD OF DIRECTORS APPROVE THE MINUTES OF THE FEBRUARY 27TH, 2023 REGULAR MEETING AND THE FEBRUARY 27TH, 2023 SPECIAL MEETING.

[6. Oath of Office]

IT IS EXCITING THAT WE GET TO BRING ON A NEW BOARD MEMBER TONIGHT.

I DON'T REALLY KNOW HOW TO DO IT.

TO BE FAIR, I'VE ONLY BEEN ON THE OTHER SIDE OF IT.

[LAUGHTER] THE SUPERINTENDENT [OVERLAPPING] TYPICALLY DOES THIS. [LAUGHTER]

>> WE'RE MIXING IT UP A LITTLE BIT.

COME ON, THROW ME UNDER THE BUS. [LAUGHTER]

>> ANDREW, COULD COME JOIN US.

>> COULD YOU PLEASE COME JOIN US UP HERE. [OVERLAPPING].

>> THEN YOU'LL WANT TO GO DOWN THERE. [OVERLAPPING].

>> I'M GOING TO COME AROUND.

>> WE'RE GOING TO GIVE HIM A HANDHELD MICROPHONE.

>> I'M GOING TO SWING BY IT. [LAUGHTER]

>> DON'T KICK ME WHEN YOU GO BACK. [LAUGHTER]

>> THEN ALL YOU NEED TO DO IS READ THE OATH.

>> TIME TO BREAK TRADITION. [OVERLAPPING]

>> CAN I HAND YOU A PIECE OF PAPER? [OVERLAPPING]

>> THANK YOU.

>> BECAUSE IT'S BETTER [LAUGHTER] TO HAVE.

>> IT IS BETTER, YOU'RE RIGHT.

>> WITH THAT, I'M GOING TO READ YOU SOME VERSE AND IF YOU CAN REPEAT IT BACK TO ME.

>> SURE. I THINK I NEED TO RAISE MY RIGHT HAND AS I SWEAR, RIGHT?

>> SURE. [LAUGHTER] YOU WOULD KNOW BETTER THAN I.

[LAUGHTER] IF YOU REPEAT AFTER ME, I ANDREW LAWHON.

>> I ANDREW LAWHON.

>> DO SOLEMNLY SWEAR OR AFFIRM.

>> DO SOLEMNLY SWEAR OR AFFIRM.

>> THAT I AM A CITIZEN OF THE UNITED STATES.

>> AND IN FOR CLARK COUNTY WASHINGTON, AS SUCH DUTIES ARE PRESCRIBED BY LAW. [APPLAUSE]

>> THEN NOW YOU CAN COME TAKE A SEAT UP HERE WITH US. [LAUGHTER] [BACKGROUND]

>> PLEASE.

>> OKAY. [LAUGHTER]

>> I CAN CATCH UP. [LAUGHTER]

>> JUST WANT TO BE CLEAR. THERE'S NO GOING BACK NOW. [LAUGHTER] [OVERLAPPING]

>> NO, THE DIE IS CAST. [LAUGHTER]

>> HEY DID YOU WANT PICTURES?

[LAUGHTER]. THERE WE GO.

[LAUGHTER]

>> WELL, WITH THAT, WE'RE GOING TO MOVE ON.

A HUGE WELCOME.

>> THANK YOU.

>> THIS IS VERY EXCITING.

>> THANK YOU VERY MUCH.

>> IT WAS FANTASTIC TO MEET YOUR WIFE AND YOUR LITTLEST DAUGHTER.

>> THANK YOU.

>> WE WILL MOVE ON TO RECOGNITION OF NATIONAL BOARD CERTIFIED

[7. Recognition]

TEACHER MS. WATTS IS GOING TO COME UP AND SHARE SOME EXCITING NEWS WITH US.

[00:10:01]

>> GOOD EVENING BOARD. IT'S NICE TO BE UP HERE AND CELEBRATING ONE OF OUR TEACHERS, THIS IS DON WILSON.

DON WILSON HAS BEEN WITH BATTLE GROUND HIGH SCHOOL FOR THE LAST FIVE YEARS? SIX YEARS THIS YEAR.

PRIOR TO THAT, DON WORKED WITH LOGISTICS FOR DOCTORS WITHOUT BORDERS FOR 20 YEARS HELPING OUT THERE.

DON WAS LOOKING FOR AN OPPORTUNITY TO MASTER HIS CRAFT AND DECIDED TO GO TOWARDS HIS NATIONAL BOARDS AND WE'RE REALLY PROUD AND EXCITED TO HONOR YOU TONIGHT.

SO THANK YOU AND CONGRATULATIONS.

[APPLAUSE]

>> WOULD YOU LIKE TO SAY A FEW WORDS?

>> SURE. WELL, I DID A FEW PROJECTS WITH DOCTORS WITHOUT BORDERS, BUT I'D BUILT HOUSES FOR 20 YEARS.

THEN IN BETWEEN THAT, I WORKED WITH DOCTORS WITHOUT BORDERS.

BUT JUST LIKE CLARIFICATION, I DID THINGS LIKE THAT.

YEAH. I JUST WANTED TO SAY.

I HAVE A MASTER'S DEGREE IN EDUCATION.

I HAVE TO SAY DOING THE NATIONAL BOARD CERTIFICATION WAS EQUIVALENT TO THAT HALF OF DOING THAT.

IT WAS A LOT OF WORK. ANY TEACHER THAT TAKES THAT ON AND IT GETS THAT DONE.

I THINK YOU NEED TO APPRECIATE THE FACT THAT IT REALLY DOES TAKE A LOT TO GET IT DONE.

I'M LUCKY BECAUSE MY KIDS ARE OUT OF THE HOUSE AND I CAN'T IMAGINE DOING IT WITH LITTLE KIDS OR EARLIER IN MY CAREER.

I'M JUST GRATEFUL FOR THE FACT THAT THERE'S A LITTLE BIT OF FINANCIAL INCENTIVE FOR THAT.

CERTAINLY, I WANTED TO DO IT BECAUSE OF THAT, BUT ALSO IT WAS A GREAT PROCESS FOR ME AS A TEACHER IT REALLY CHALLENGED ME TO BECOME A BETTER TEACHER AND I'M A RELATIVELY YOUNG TEACHER.

I'M ALMOST 60 YEARS OLD BUT I HAVE ONLY BEEN A TEACHER FOR NINE YEARS.

I FEEL LIKE I'M ALWAYS BEING CHALLENGED AND I'LL TELL YOU THE PROCESS WAS GREAT FOR JUST MAKING ME A BETTER TEACHER AND WORKING WITH MY OTHER COLLEAGUES ARE ABOUT FIVE OTHER PEOPLE IN MY COHORT.

JUST GETTING IN THERE AND TALKING TO EACH OTHER AND TRYING TO BE BETTER FEEL LIKE JUST IN THAT SHORT AMOUNT OF TIME I BECAME A MUCH BETTER TEACHER.

IF YOU KNOW ANY TEACHERS WHO ARE THINKING ABOUT DOING IT, I THINK IT WAS A GREAT PROCESS.

THERE WAS A LOT OF WORK, BUT I WOULD ENCOURAGE THEM TO DO SO.

>> THANK YOU. ON BEHALF OF THE DISTRICT, I JUST WANTED TO THANK YOU.

THANK YOU FOR YOUR COMMITMENT TO THE PROFESSION.

THANK YOU FOR YOUR COMMITMENT TO THE STUDENTS AND THANK YOU FOR ALL YOU DO FOR US.

WE REALLY APPRECIATE IT AND CONGRATULATIONS.

>> YEAH, THANK YOU.

>> IT IS A REMARKABLE ACHIEVEMENT.

>> HEY, AND THE LAST TIME I WAS HERE, I PROPOSED A CLASS.

>> YEAH.

>> WE JUST HAD OUR FIRST ROUND OF FORECASTING FOR IT.

IN THE HIGH-SCHOOL, ABOUT 30 STUDENTS HAVE FORECASTED [OVERLAPPING], WE STILL HAVE THE MIDDLE SCHOOL KIDS WHO ARE ELIGIBLE FOR GEOMETRY, WHO CAN AFFORD A PASSPORT TOO.

HOPEFULLY, WE'RE GOING TO GET A NICE ROBUST CLASS OUT OF THAT.

>> IF YOU DON'T MIND, WE'D ALL LIKE TO SHAKE YOUR HAND. YEAH.

>> THANKS FOR THE UPDATE.

>> THANKS AGAIN.

>> I REALLY APPRECIATE.

>> YEAH, THAT'S A GREAT CLASS THAT'S GOING TO BE GOOD.

[OVERLAPPING]

>> CONGRATULATIONS.

>> CONGRATULATIONS TO YOU.

I HEARD THAT A LOT OF WORK ON VARIABLE LOAN PROGRAM OUTSTANDING.

[APPLAUSE].

>> DON IS NOW ONE OF 47 TEACHERS IN OUR DISTRICT THAT ARE NATIONAL BOARD CERTIFIED.

>> IT'S VERY EXCITING. WE'LL MOVE ON TO STUDENT'S VOICE AND I DO

[8. Communications]

BELIEVE WE HAVE STUDENTS HERE FROM THE TUKES VALLEY PRIMARY AND MIDDLE SCHOOL.

LIAM MANNING IS HERE?

>>YES? WOULD YOU LIKE TO COME FORWARD TO ADDRESS THE BOARD?

>> IF YOU WANTED TO COME UP YOU COULD.

YEAH. [LAUGHTER]. SOMETIMES THE SUPPORT IS HELPFUL.

[LAUGHTER], [OVERLAPPING].

>> THAT'S FINE. [LAUGHTER], [OVERLAPPING].

>> THIS IS LIAM MANNING AND LIAM'S A SIXTH GRADER AT TUKES MIDDLE.

RICARDO HAS MET LIAM AND I'M SURE IT WILL ECHO.

LIAM IS AN OLD SOUL FOR A SIXTH GRADER.

HE RUNS OUR MORNING ANNOUNCEMENTS HE'S IN OUR ASP PROGRAM, AND WE'RE SO PROUD TO HAVE LIAM SPEAK TODAY.

>> THANKS FOR BEING HERE LIAM.

>> ABOUT WHAT'S HAPPENING AT TUKES.

>> COOL.

>> GO FOR IT.

>> ON MARCH 30TH, WE HAVE OUR ASB SOCIAL.

TODAY WE ACTUALLY DECIDED ON THE NAME OF THE SOCIAL.

OUR THEME WAS JUNIOR PROM.

WE DECIDED ON DRUM AS THE NAME OF OUR SOCIAL.

IN TWO WEEKS, THE WEEK OF MARCH 27TH, WE HAVE SPIRIT WEEK AND WE DID GO OVER, BUT I DON'T HAVE THOSE NOTES WITH ME ON WHAT OUR DAYS WILL BE.

WE HAVE TWO BAND FESTIVALS THIS WEEK.

THE LCRMEA AND CLOCK MISS JAZZ FESTIVAL.

[00:15:01]

THE BATTLE GROUND SCHOOL DISTRICT BAND FESTIVAL NEXT WEEK.

WE HAVE BOYS BASKETBALL GAMES EVERY DAY THIS WEEK, PLAYOFFS ON FRIDAY.

OUR HEAD COACH IS OUR SECURITY OFFICER, LEVI, AND WE WANT TO GIVE A THANKS TO HIM.

ONE THING THAT WE'RE ABLE TO DO, I DON'T KNOW, OF OTHER SCHOOLS THAT HAVE STUDENTS THAT ARE ABLE TO DO THIS, BUT OUR STUDENTS ARE ABLE TO RUN THE CLOCKS AND THE BOOKS AND I ACTUALLY JUST CAME FROM RUNNING CLOCK AND BOOKS AT A BASKETBALL GAME.

THE EIGHTH-GRADE FORECASTS FOR HIGH SCHOOL AFTER TOURING AT BATTLE GROUND AND PRAIRIE LAST WEEK, THAT WENT WELL.

THIS WEEK WE HAD OUR CLASSIFIED STAFF APPRECIATION WEEK AND WE HAD COFFEE AND DONUTS, AND THEN PTO SPONSORED THE EVENT.

OUR STEM CLASS MADE VINYL TIMBERWOLVES STICKERS FOR THE MUGS.

SPEAKING OF OUR STEM CLASS, THEY WERE MAKING HATS AND WE'RE WORKING ON THE STICKERS, AS WELL AS BRACELETS AND EARRINGS AND WE HOPE TO EXPAND THAT EVEN MORE AS WE GO.

WE WANT TO SHOUT OUT TO THE MAINTENANCE FOR THE QUICK WORK REPAIRING OUR ROOF LEAKS AND THE PIPE WITH THE BURST OVER THE WEEKEND.

THE MARCH DISABILITY MONTH, OUR CDC CLASS IS SPEARHEADING THE PROJECT.

TVP AND TVM ARE WORKING WITH PTO TO BRING BACK OUR FAMILY FUN NIGHT ALONG WITH READ ACROSS AMERICA.

NEW BASKETBALL HOOPS INSTALLED UNDER THE COVER PLAY AREA AND WE WANT TO THANK YOU FOR THE APPROVAL ON THAT DONATION.

I DON'T REMEMBER THE END DATE, BUT STARTING A COUPLE OF WEEKS AGO, WE HAD OUR SPIRIT WEAR FUNDRAISER.

WE'VE EARNED A LOT OF MONEY FROM THAT BACK.

WE'RE STILL WORKING ON THE YEAR BOOK, BUT PRE-ORDERS STARTED A COUPLE OF WEEKS AGO AS WELL.

THAT'S GOING WELL. I THINK IT'S APRIL.

BUT I'M NOT SURE. WE WILL BE DISCUSSING ALL SCHOOL CPR TRAINING.

THAT WILL BE HAPPENING, I THINK APRIL OR MAY.

THEN THIS IS THE MOST FUN PART OF MY LITTLE SPIEL HERE.

[LAUGHTER] ON WEDNESDAYS DURING OUR ADVISORY CLASS, AT THE BEGINNING RIGHT AFTER I MAKE MY ANNOUNCEMENTS, WE HAVE MIKE TRAP WEDNESDAY AS WE CALL IT.

BASICALLY WE PLAY ABOUT 5 SECONDS FROM A SONG.

THEN RIGHT AFTER THAT SONG IS DONE PLAYING OR EVEN THE MIDDLE OF THE SONG, STUDENTS WILL TELL THEIR TEACHERS WHAT THEY THINK THE SONG IS FROM, WHATEVER IS PLAYED.

THEN THEY WILL HAVE THE TEACHERS CALL IN AND TYPICALLY, WE DON'T GO BY WHO GETS IT RIGHT.

WE GO BY A SPECIFIC NUMBER.

I THINK THE LAST NUMBER WHICH WAS AWHILE AGO BECAUSE WE HAVEN'T HAD ADVISORY IN A WHILE WAS SEVEN.

THE SEVENTH CALLER, EVEN IF THEY GOT IT WRONG, THEY WOULD STILL GET OUR TROPHY, WHICH IS A LITTLE MIKE.

ON TUESDAYS AND THURSDAYS WE HAVE OUR HOMEWORK HELP FOR STUDENTS THAT NEED HELP WITH GETTING THEIR WORK DONE AFTER SCHOOL.

THEN WE HAVE MARCHING BAND, WHICH IS WORKING TOGETHER WITH OUR COLOR GUARD TEAM, AND WE HAVE OUR PRACTICES STARTING SOON, AND THAT IS ON MAY 20TH.

>> WELL, THANK YOU LIAM.

>> NICE JOB LIAM. [LAUGHTER]

>> LIAM IF YOU EVER NEED A JOB IN THE FUTURE, IN ANY OFFICE, I'LL HOOK YOU UP.

[LAUGHTER] YOU'RE QUITE IMPRESSIVE.

[LAUGHTER] OUTSTANDING.

>> SITTING OVER THERE. [LAUGHTER]

>> DO YOU DO THE ANNOUNCEMENTS EVERY DAY?

>> PRETTY MUCH.

>> WOW. DO YOU HAVE TO HAVE LIKE A BACKUP JUST IN CASE?

>> I AM THE BACK UP. [LAUGHTER]

>> YOU'RE THE BACKUP, WHY WOULD I GUESS OTHERWISE?

>> NO. TODAY WE RAISE OUR HANDS ON WHO WANTS TO DO ANNOUNCEMENTS.

WE DO TUESDAY THROUGH MONDAY ANNOUNCEMENTS BECAUSE WE HAVE OUR ASB MEETINGS EVERY MONDAY.

I AM ALMOST ALL THE TIME BACKUP BECAUSE THEY CAN TRUST ME WITH THE JOB.

I THINK I'VE DONE ANNOUNCEMENTS THAT MORE IN THE SCHOOL THAT ANYBODY EVER, BECAUSE A LOT OF PEOPLE FORGET AND I JUST DO THEM.

>> WHEN YOU GET BACK TO SCHOOL, PLEASE PASS ON OUR THANKS TO YOUR COLLEAGUES, THE OTHER STUDENTS.

IT'S IMPRESSIVE THAT ALL THE THINGS AND ACTIVITIES THAT YOU'RE DOING AT TUKES AND IT'S NO WONDER WHY TUKES SUCH A STRONG AND VERY POSITIVE REPUTATION.

THANK YOU FOR ALL YOU DO.

>> THANK YOU. [APPLAUSE]

>> CAMILA, WILL YOU BE COMING UP? OR JOINED BY OTHERS. GREAT.

[00:20:06]

>> GOOD EVENING, I HAVE CAMILA RIGHT NOW.

>> HI, CAMILA.

>> COHEN MARCH, THEY ARE BOTH FOURTH GRADE STUDENTS AT VALLEY PRIMARY.

WE'RE NOT AS WELL VERSED, BUT I GAVE THEM AN OPEN STAGE AND I SAID, I JUST WANT YOU TO COME AND TALK ABOUT YOUR EXPERIENCE AT TUKES VALLEY AND WHAT YOU LOVE ABOUT TUKES VALLEY AND THEY BOTH SAID, WE CAN WING IT, WE CAN DO THIS.

COHEN'S GOING TO START FOR US AND IF YOU HAVE ANY QUESTIONS GO AHEAD.

>> HELLO.

>> HI, COHEN.

>> ONE THING I LOVE OR LIKE ABOUT TUKES IS HOW KINDNESS IS BIG LIKE, VERY IMPORTANT.

HOW MRS. KRAFT DOES AN EXCELLENT JOB AT REMINDING US TO BE KIND, INCLUDING OH, MRS. KRAFT IS I THINK OUR COUNSELOR.

SHE'S BASICALLY OUR COUNSELOR.

SHE HELPS SOME KIDS.

SHE HAS A WHOLE KINDNESS MONTH.

I ALSO WOULD LIKE TO SAY HOW I LOVE ALL THE STAFF AND TEACHERS BECAUSE THEY DO AN EXCELLENT JOB AT THEIR JOB.

THEY'RE GREAT AT TEACHING US MANNERS.

THEY ARE GREAT AT MAKING EXCELLENT AND DELICIOUS FOODS.

JUST TEACHING US HOW TO LIKE MATH, READING, STUFF LIKE THAT.

I ALSO LIKE HOW WE HAVE A KID'S HEART CHALLENGE, WHERE WE FUND RAISE AND MAKE MONEY FOR KIDS THAT HAVE A SPECIAL HEART, AND SO THEY CAN GO TO SPECIAL CARE AND THEN HAVE THEIR HEARTS GET FIXED.

WE'RE LEARNING, WE'RE HAVING FUN, AND WE'RE ALSO HELPING THREE IN ONE.

>> VERY NICE. OUTSTANDING. NICE JOB COHEN.

[APPLAUSE]

>> WELL, HI, MY NAME IS CAMILA AND ONE THING I LIKE ABOUT TUKES IS THE STAFF PROBABLY BECAUSE THEY ARE LIKE PROBABLY THE NICEST STAFF MEMBERS I'VE MEET BEFORE.

BECAUSE WHEN YOU HAVE SOMETHING GOING ON, THEY ALWAYS LIKE, HI, HOW ARE YOU? OR THEY DO A GREAT JOB ON MAKING YOU FEEL BETTER WHEN YOU'RE UNCOMFORTABLE OR SOMETHING LIKE THAT.

>> THAT'S REALLY NICE OF YOU TO SAY THAT.

THAT'S VERY, VERY NICE OF YOU.

THANK YOU. THANK YOU VERY MUCH.

[APPLAUSE] I HOPE THAT THE TWO OF YOU, I KNOW YOU JUST LOVE DOING THIS.

I HOPE THAT THE TWO OF YOU WILL THINK ABOUT MAYBE COMING BACK MAYBE BEFORE THE END OF THE YEAR AND JUST TELLING US, MAYBE DOING A WRAP-UP OR SENDING TWO DIFFERENT PEOPLE, TWO OF YOUR FRIENDS MAYBE TO COME.

BUT I JUST WANT YOU TO KNOW, THIS IS THE FIRST YEAR THAT WE HAVE DONE THE PRIMARY AND THE MIDDLE SCHOOLS TO GIVING UPDATES, AND IT'S ABSOLUTELY FANTASTIC.

YOU GUYS ARE THE REASON WHY, BECAUSE THIS IS WONDERFUL.

THANK YOU VERY MUCH.

[APPLAUSE]

>> ARE THERE ANY OTHER SCHOOLS, ASBS, STUDENT VOICE IN THE AUDIENCE THAT WOULD LIKE TO COME FORWARD AND SPEAK TO THE BOARD? CARTER DO YOU HAVE ANY STUDENT VOICE TO REPORT?

>> OH, YEAH, I ALWAYS DO.

SOME PAST EVENTS THAT WE JUST HAD, WE HAD OUR SPRING FLING DANCE ON SATURDAY, MARCH 4TH.

THE OUTCOME WENT REALLY WELL AND EVERYONE SEEMED TO ENJOY THEMSELVES.

THEN WE ALSO TOOK A SURVEY AND EVERYONE HAS LIKE A LOT OF POSITIVE THINGS TO SAY. THAT WAS REALLY GREAT.

WE JUST HOSTED TWO DAYS WORTH OF CTE TOURS.

ALL OF OUR CTE CLASSES GOT TOGETHER WITH EIGHTH GRADERS AND JUST HELPED GIVE OUT A TOUR OF WHAT PRAIRIE LOOKS LIKE.

THEN UPCOMING EVENTS WE HAVE OUR FUTURE FALCON NIGHT ON MARCH 21ST, FROM 5:00-7:00.

IT'S IN THE COMMENTS AND THEN BAND AND I THINK DRAMA IS PERFORMING SOMETHING INSIDE THE AUDITORIUM FOR THE EIGHTH GRADERS, SO THAT'S SOMETHING THAT YOU GUYS CAN LOOK OUT FOR.

THEN OUR ASB IS ALSO HOSTING OUR FIRST COLOR WARS IN-PERSON SINCE COVID.

THAT'S REALLY EXCITING.

IT'S GOING TO BE FROM MARCH 27TH TO MARCH 31ST,

[00:25:04]

JUST SO WE COULD END UP SOME WINTER OR SPRING BREAK OH MY GOSH SPRING BREAK AND JUST HAVE A NICE WEEK.

THEN WE HAVE CLACKAMAS TOMORROW AS A WIN ENSEMBLE.

THEN OUR JAZZ 2 WILL BE PERFORMING CLACKAMAS ON FRIDAY AND THEN JAZZ 1 WE'RE PERFORMING ON SATURDAY.

THEN WE ALSO HAD A BAND CONCERT LAST WEEK AND IT WAS REALLY NICE.

I LOVE TO TURN OUT IT WAS AMAZING.

ALL THE SONGS ARE GREAT. THAT'S ALL I HAVE.

>> THANK YOU.

>> THANK YOU.

>> SEE THAT WILL TAKE US TO COMMITTEE REPORTS AND WE WILL START WITH THE LEGISLATIVE COMMITTEE.

>> I HAVE JUST SOME BRIEF THINGS TO SHARE WITH YOU.

OF COURSE, THINGS MOVE QUICKLY IN THE LEGISLATURE.

SOME OF THE BILLS WE'VE BEEN WATCHING, THE SENATE BILL 5311 IS BED BILL, SCALE BACK BUT STILL ALIVE.

I THINK SOMETHING WE'LL PASS THROUGH THIS YEAR.

PROBABLY THAT'S CERTAINLY NOT WHAT WE'RE ASKING FOR AND WAZE IS ADVOCATING ON THE POLICY SIDE FOR A HIGHER CAP.

THAT'S ONE OF THE THINGS.

I'M SURE THAT YOU WILL CONTINUE NEXT YEAR.

THE RECESS BILL IS STILL ALIVE, BUT AMENDED STILL HAS THE 30-MINUTE REQUIREMENT, BUT WAZE IS TESTIFYING ON THAT, AND MAINLY BECAUSE IT DOES TAKE AWAY LOCAL CONTROL, THERE'S STILL GOING TO BE SOME VERY PARTICULAR THINGS IN THAT BILL.

THEY'VE TAKEN OUT HAS TO BE OUTDOOR RECESS PART OF IT.

BUT I THINK IT DOES TAKE AWAY THE FLEXIBILITY THAT WE OFTEN NEED IN OUR DIFFERENT SITUATIONS.

SENATE BILL 51, 74, THE TRANSPORTATION BILL IS STILL ALIVE.

THE FUNDING HAS BEEN SCALED BACK, BUT IT SOUNDS LIKE THERE WILL BE AN OPPORTUNITY FOR DISTRICTS TO REQUEST EXTRA FUNDING FOR AND I DON'T KNOW, MAYBE YOU'VE HEARD ABOUT THIS.

DISTRICTS WILL BE ABLE TO REQUEST EXTRA FUNDING FOR PARTICULAR SITUATIONS WHICH MIGHT HELP FILL THAT GAP.

FOR US, HOWEVER, THE WAY IT LOOKS, IT WON'T BE REVISITED UNTIL 2027.

WHATEVER DOESN'T GET THROUGH THIS YEAR, IT'S DEAD FOR A COUPLE OF YEARS.

THEN I ATTENDED THE EARLY LEARNING.

I LISTENED IN ON THE EARLY LEARNING COMMITTEE AND K12 COMMITTEE TODAY BECAUSE THERE WERE A COUPLE OF BILLS I WAS REALLY INTERESTED IN.

I THINK LISA HAS, I GAVE YOU A PACKET AND LISA HAS IT THERE, LISA IF YOU WANT TO GO TO THE SECOND PAGE.

WHAT YOU SEE THERE, THIS IS THE CURRENT SITUATION IN TERMS OF GRADUATION.

THOSE RICARDO'S PROBABLY COULD SAY THIS BETTER THAN I COULD.

BUT THERE ARE EIGHT DIFFERENT PATHWAYS TO GRADUATION.

THE STATE BOARD OF EDUCATION WOULD LIKE TO STOP CHANGING THAT ALL THE TIME.

IF YOU LOOK AT THAT, A FEW YEARS AGO, THE PATHWAY TO GRADUATION WAS TO PASS THE STATE TEST.

THAT WAS NOT POSSIBLE.

THERE WERE JUST SO MANY SITUATIONS WHERE WE NEEDED MORE FLEXIBILITY.

BUT OVER THE LAST FEW YEARS, THAT NUMBER OF PATHWAYS HAS INCREASED TO THE POINT WHERE THERE'S AID.

THAT'S GOOD BECAUSE STUDENTS HAVE MANY DIFFERENT WAYS THAT THEY CAN MEET THAT REQUIREMENT.

THIS MAY NOT BE POPULAR TO SAY, BUT YES, GRADUATION RATE, THAT IS OUR PRODUCT AND THAT IS WHAT I THINK AS A BOARD MEMBER, WE DO HAVE TO PAY ATTENTION TO THAT.

BUT AND SO WHAT THIS BILL DOES, IT OFFERS ANOTHER OPPORTUNITY FOR A GRADUATION PATHWAY, AND IT'S A PERFORMANCE-BASED PATHWAY.

IT STILL MEANS KIDS WOULD HAVE TO GET 24 CREDITS.

BUT THERE WOULD BE A PATHWAY, IF YOU LOOK AT THE BOTTOM WHERE IT TALKS ABOUT THE SUMMARY OF THE BILL, IT WOULD ESTABLISH A NEW GRADUATION PATHWAY, AN ADDITIONAL PATHWAY OPTION WHERE THEIR SCHOOL DISTRICTS MAY OFFER.

THIS DOES GIVE FLEXIBILITY.

WE DON'T HAVE TO OFFER IT, BUT WE COULD OFFER IT.

THANKFULLY, IN OUR DISTRICT, WE HAVE MANY OPTIONS AND WE ARE WELL STAGED TO OFFER ANOTHER OPTION WHICH COULD BE WORK-BASED.

IT COULD BE BASED ON COMMUNITY SERVICE, IT STILL HAS TO PROVIDE EVIDENCE THAT THEY ARE MEETING THE REQUIREMENTS IN THOSE CORE SUBJECT AREAS.

IT HAS TO ALSO LINE UP AND I'M GOING TO BE KIND TO ANDREW BECAUSE THERE'S SO MANY ACRONYMS. HSVP THAT'S THE HIGH SCHOOL AND BEYOND PLANNED.

IT HAS TO LINE UP WITH THAT.

[00:30:01]

THERE WILL BE CHECKS ON IT.

I THINK THAT THOSE PEOPLE WHO TESTIFIED AGAINST IT TODAY JUST FELT THAT IT WAS TOO BROAD.

BUT WE WERE ASSURED ALSO BY OTHERS WHO TESTIFIED FROM THE STATE BOARD OF EDUCATION THAT THEY PLAN TO MAKE IT STANDARDIZED FOR THOSE DISTRICTS THAT CHOOSE TO OFFER.

THAT ONE WAS INTERESTING.

I HAVE A FEELING THAT WHEN WE'LL BE COMING TO US NEXT NEXT YEAR, IT'LL BE IMPLEMENTED NEXT YEAR.

ONE OTHER ONE THAT I WAS EXCITED TO HEAR ABOUT WAS HOUSE BILL 1565.

WHAT THAT DOES IS FOR TEACHERS, SO EVERY TEACHER HAS TO HAVE STUDENT TEACHING, A PERIOD OF TIME, AND STUDENT TEACHING AND THEIR SENIOR YEAR.

BUT IT'S LIMITED IT.

MANY TEACHERS SAY WHEN THEY GET IN THE CLASSROOM, THEY DIDN'T FEEL PREPARED.

WHAT WE HEAR FROM TEACHERS SOMETIMES IS THEY DON'T STAY IN THE PROFESSION BECAUSE THEY WERE OVERWHELMED BY WHAT IT WAS LIKE TO BE IN A CLASSROOM.

THIS OFFERS A YEAR OF RESIDENCY IN A CLASSROOM, MUCH LIKE YOU'D HAVE IF YOU WERE GOING TO BE IN ANOTHER PROFESSION, IN THE HEALTH PROFESSION, FOR INSTANCE.

YOU WOULD ACTUALLY BE FULL-TIME IN A CLASSROOM FOR YOUR SENIOR YEAR AND THAT WOULD BE YOU WOULD RECEIVE CREDITS FOR IT.

YOU WOULD BE WITH A MENTOR TEACHER FOR THE ENTIRE YEAR IN THAT CLASSROOM.

IT'LL BE STARTED ON A TRIAL BASIS WITH I THINK THERE'S TWO UNIVERSITIES AND A COUPLE OF DIFFERENT PLACES, AND THEN FROM THERE WOULD BE PHASED IN IF THEY FEEL LIKE THEY HAVE THE DATA TO PROVE THAT IT WORKS.

THEY'RE FINDING OTHER PLACES IN THE COUNTRY THAT WORKS AND WITH THE SHORTAGE OF TEACHERS, THAT'S ONE OF THE WAYS THAT WE'D LIKE TO.

I HOPE THAT WHEN I SAY HEY, LET'S DO THAT.

THE THIRD ONE AND THEN THIS IS THE LAST ONE IS THE ONE WITH RUNNING START.

IT'S A BILL THAT WOULD INCREASE THE FUNDING FOR RUNNING THE STUDENTS.

MANY STUDENTS TAKE RUNNING START COURSES.

THEY DON'T FINISH THEIR AA BY THE TIME THEY GRADUATE.

THEY NEED A SUMMER OF CLASSES JUST TO GET THAT LAST LITTLE BIT, AND THE STATE HASN'T BEEN FUNDING THAT.

WOULD CHANGE THAT FUNDING A LITTLE BIT SO THAT THEY COULD GO AHEAD AND TAKE CLASSES IN THE SUMMER, COMPLETE THEIR AA.

THEY'VE DONE PILOT PROGRAMS ON THAT AND 86% OF THE STUDENTS THAT WERE GIVEN THAT OPPORTUNITY TO FINISH THEIR AA IN THE SUMMER.

>> MARY, WOULD THAT OPEN IT UP AFTER THEIR SENIOR YEAR OR JUST BETWEEN JUNIOR AND SENIOR?

>> I AM NOT SURE ABOUT THE BETWEEN JUNIOR AND SENIOR, WHETHER IT WOULD OPEN IT UP FOR THAT SUMMER, BUT IT WOULD OPEN IT UP DEFINITELY AFTER THE SENIOR YEAR SO THAT THEY COULD GO AHEAD AND FINISH THEIR AA.

>> WHAT'S THE NAME OF THAT BILL?

>> I CAN'T REMEMBER THAT. I DON'T KNOW IF I WROTE DOWN THE NUMBER, BUT I'LL FIND IT FOR YOU.

>> THAT'S FINE.

>> THAT'S ALL I GOT. I WOULD BE AT WHICH MEETING EXCEPT THEIR MEETINGS OR AT THE SAME TIME AS OURS.

THEY HAVE PLEDGED REP MEETINGS WHERE THEY'RE ON THE SAME NIGHT AND THE SAME TIME AS THEY ARE.

>> THANK YOU FOR COMING HERE.

>> YEAH.

>> I KNOW ONE BILL THAT HAS BEEN UP HIGH INTERESTS TO SOME MEMBERS OF OUR COMMUNITY IS HOUSE BILL 1238.

THAT'S THE BILL THAT OFFERS FREE MEALS FOR ALL STUDENTS.

THE ORIGINAL HOPE OF THE BILL WAS THAT IT WOULD BE FREE MEALS FOR ALL STUDENTS.

THEN THROUGH NEGOTIATIONS AND THROUGH CHANGING, THEY HAVE SHIFTED AT THE CURRENT BILL AS IT STANDS, WOULD OFFER IN THE FIRST YEAR, FREE MEALS FOR ALL STUDENTS IF YOUR DISTRICT WAS AT LEAST 40% FREE AND REDUCED LUNCH.

IN THE SECOND YEAR, THAT WOULD FALL TO 30%.

THE GOOD NEWS FOR BATTLE GROUND IS, I THINK WHAT THE 30% WE WOULD REACH THAT CRITERIA.

THE 40%, WE'RE GOING TO HOVER RIGHT IN THAT AREA.

IT'S POSSIBLE THAT WE COULD SEE FREE MEALS NEXT YEAR, BUT IT'S ALSO POSSIBLE THAT WE DON'T DEPENDING ON WHERE THE BILL IS BUT I THINK THERE IS HOPE FOR THE FUTURE FOR OUR DISTRICT.

>> THANK YOU, DANNY.

>> THAT WAS ALSO A BILL.

WE DISCUSSED IT WHEN WE WERE AT YACOLT.

DO YOU REMEMBER WHAT THE NAME OF THAT BILL WAS OR THE NUMBER?

>> [BACKGROUND].

>> IS THAT TRANSITIONAL KINDERGARTEN?

>> YES.

>> YEAH, WE WERE IN THE TRANSITIONAL KINDERGARTEN CLASSROOM AND WE WERE TALKING ABOUT IT.

I WANTED TO DO SOME MORE RESEARCH, BUT I COULDN'T REMEMBER THE NUMBER.

>> IF THERE'S ANY BILL THAT COMES UP FROM MR. MICHAUD, IT IS PROBABLY 15, 50.

>> IS IT A SENATE BILL OR HOSPITAL? SORRY.

>> I BELIEVE IT'S A HOSPITAL.

>> WELL, MY UNDERSTANDING IS WHERE THAT ONE IS RIGHT NOW IS THE ISSUE WAS REALLY THE FUNDING.

[00:35:03]

WE ACTUALLY HAD A CONVERSATION ABOUT THIS IN THE AUDIT COMMITTEE.

THE ISSUE WAS THAT THE STATE WAS FUNDING STUDENTS THAT REALLY WEREN'T SCHOOL AGE AS IF THEY WERE.

I THINK MIKE, YOU MAY KNOW MORE ABOUT THIS.

IT SOUNDED LIKE THEY WERE GOING TO FIND THE FUNDING, BUT THEY NEED TO CHANGE THE NAME AS TO TRANSITION TO KINDERGARTEN SO THAT IT ISN'T FUNDED UNDER THE SAME.

>> BUT THE DIFFICULTY WITH THE FUNDING AS IT STANDS RIGHT NOW IS THEY WOULD FUND IT AT A LOWER RATE THAN THEY HAVE.

>> I ASSUMED.

>> WE DON'T KNOW WHAT THAT FORMULA IS YET.

THEY HIDE THOSE.

BUT ONCE THE FORMULA COMES IN WE'LL BE ABLE TO DECIDE AND THAT'S GOING TO BE THE PROBLEM FOR US AND MANY OTHER SCHOOL DISTRICTS.

CURRENTLY, WE HAVE FOUR PROGRAMS. WE WERE HOPING TO EXPAND IT TO SIX.

WE'VE SEEN AMAZING RESULTS.

TO YOUR POINT, MARY, THE FUNDING WILL BE DEPENDENT FROM YEAR TO YEAR.

THAT HAS SOME PROBLEMS ASSOCIATED WITH IT.

THERE ARE ALSO STRINGENT TEACHING REQUIREMENTS.

RIGHT NOW WE'VE BEEN ABLE TO USE KINDERGARTEN TEACHERS WHO HAVE THEIR CERTIFICATES AND CAN TEACH IT.

THAT WOULD BE IN ADDITION TO HAVING THEIR TEACHING CERTIFICATE.

THEY WOULD ALSO HAVE TO HAVE, I BELIEVE IT'S 26 HOURS. [OVERLAPPING]

>> TWENTY FOUR FOR EARLY CHILDHOOD.

>> TWENTY FOUR FOR EARLY CHILDHOOD HOURS.

THAT'S GOING TO PUT A BURDEN THERE.

THEN JUST ON SOME OF THE REQUIREMENTS AND PAPERWORK ASPECTS OF IT, THERE WILL BE SOME ADDITIONS TO SCHOOL DISTRICTS AND WHAT WE HAVE TO GO THROUGH IN ORDER TO RECEIVE THE FUNDING.

>> WELL, IT WOULD BE A GRANT FUNDING MODEL, WOULDN'T IT?

>> YES.

>> THAT CHANGES EVERYTHING.

>> WELL, AND WE CHOSE NOT TO GO FOR THE GRANT THAT WE COULD GET LAST TIME BECAUSE ALL OF THESE STRINGENT REQUIREMENTS WERE FAR AND ABOVE.

WE BELIEVE WE WOULD HAVE SPENT MORE RESOURCES ON COMPLETING THE GRANT REQUIREMENTS THAN TAKING THE MONEY.

>> WE'RE HOPEFUL, BUT IT'S A WAIT AND SEE GAME FOR US.

MIKE IS SO PASSIONATE ABOUT IT BECAUSE MIKE HAS DONE AN OUTSTANDING JOB INSTITUTING OUR TK PROGRAM.

AGAIN, THE RESULTS THAT WE'VE SEEN, YOU GOT TO SEE IT.

>> I DID. IT'S REALLY IMPRESSIVE.

IT'S AN INNOVATIVE PROGRAMMING.

>> OUR PARENTS ARE SO GRATEFUL FOR US.

>> THERE'S A FAIR NUMBER OF PARENTS WHO ARE VOLUNTEERING IN THE CLASSROOM AND THAT'S GREAT.

>> THANKS FOR NOTICING.

>> OF COURSE.

>> WELL, I THINK HERE'S A LOT OF TALK ABOUT IT AND I DON'T KNOW IF YOU'VE HAD A CHANCE TO FOLLOW ANY OF THE TESTIMONY OR ANYTHING, BUT EXACTLY THAT.

FROM ONE SIDE, THE PERSPECTIVE IS, WELL, WE'RE OUT OF COMPLIANCE WITH STATUTE.

THE OTHER SIDE IS, BUT IT WORKS AND THAT'S WHERE YOU GET.

>> YEAH. THANK YOU.

>> MR. WATERS, IF I MAY.

THE ONLY THING THAT I WOULD ADD, I WAS JUST TALKING TO THIS PERSON THIS AFTERNOON ABOUT THAT.

WE SENT OUR INTEREST SURVEY TO THE COMMUNITY A MONTH INTO THE ONLINE ELIGIBILITY APPLICATION.

WE HAVE 160 FAMILIES RIGHT NOW IN BATTLE GROUND THAT ARE LOOKING FOR SOME AFFORDABLE FROM PRE-K EXPERIENCE.

FAR MORE THAN THE NUMBER OF EVEN ITK SPOTS THAT YOU WOULD HAVE AVAILABLE BY EXPANDING BY TWO AND WHAT'S CURRENTLY OFFERED BY STATE AND FEDERALLY FUNDED PROGRAM.

WE KNOW THAT THE KIDS ARE THERE.

THERE'S OVER 60,000 CHILDREN IN CLARK COUNTY RIGHT NOW UNDER THE AGE OF SIX AND FOR US NOT TO BE ABLE TO STEP INTO THAT SPACE AND WORK WITH FAMILIES, I THINK WOULD BE A HUGE DETRIMENT TO OUR OVERALL COMMUNITY.

IF YOU WANT A CHAMPION OF THE WORK, GIVE ME A CALL.

>> MIKE, AND SHELLEY ARE GOING TO MEET WITH SENATOR SANTOS FROM SEATTLE WHO IS THE SPONSOR OF THE BILL TO PROVIDE SOME INSIGHT AND OUR PERSPECTIVE.

>> THAT DATA IS WHAT THEY KEEP TELLING ME THEY WANT TO HEAR THAT. I'M GLAD YOU HAVE THAT.

>> THANKS AGAIN. MARY. APPRECIATE ALL YOUR WORK ON THIS.

>> AND I'LL CHIME IN. THE TRUST LAND BILL IS STILL MOVING. IT LOOKS GOOD.

THEY'RE ACTUALLY LOOKING AT BACK FILLING THE SCHOOL CONSTRUCTION FUND AT ONE OF THE HIGHER LEVELS WHICH MIGHT BE GOOD FOR US.

>> ANYTHING ELSE FOR THE ELECT COMMITTEE? WHAT ABOUT THE AUDIT COMMITTEE?

>> WE MET LAST THURSDAY AND WE REVIEWED BUDGETS, SUPERINTENDENT'S BUDGET, BOARD BUDGET, PAYROLL,

[00:40:03]

ACCOUNTS PAYABLE, AND EVERYTHING WAS IN ORDER.

WE DID DISCUSS A LITTLE BIT WHAT WE WERE JUST DISCUSSING NOW, IN TERMS OF THE FUNDING.

I THINK YOU HAD SOMETHING TO ADD.

>> I WAS JUST GOING TO SAY I'M RELATIVELY NEW TO THE COMMITTEE, BUT IT'S NICE.

I THINK I PICKED SOME THINGS I WAS INTERESTED IN.

DIRECTOR SMITH PICKED SOME THINGS THAT SHE'S INTERESTED IN AND IT'S QUITE EDUCATIONAL FOR US.

I PICKED ON THE PERMIT FEES THAT IT TOOK TO HOOKUP THE CAM BUILDINGS AND WAS JUST ASTOUNDED AT WHAT IT TAKES JUST TO DO A HOOKUP IN THERE.

I THINK THEY GATHERED IN ABOUT $200,000 OF OUR FUNDS.

IT'S A GOOD REALIZATION OF JUST THE COST OF DOING BUSINESS AND THOSE PERMITS AND THINGS IN THERE.

>> BATTLE GROUND EDUCATION FOUNDATION, THAT IS NO LONGER REPRESENTED.

WE WOULD LOVE TO INVITE OUR NEW DIRECTOR TO JOIN THAT COMMITTEE IF HE WOULD BE SO INTERESTED.

THEY NEED ABOUT ONCE EVERY OTHER MONTH.

WE COULD CONNECT YOU WITH THAT, BUT THAT WOULD BE GREAT.

>> YES.

>> WONDERFUL. WE WILL DO THAT.

>> PLEASE SEND ME THOSE DETAILS.

>> I WILL DO SO.

>> THANK YOU.

>> I WILL FOLLOW UP ON THAT.

WONDERFUL GROUP AND THEY WERE JUST HERE. YOU SAW THEM OUTSIDE.

>> YES, I DID. [OVERLAPPING]

>> WITH THE GIANT CHECK. GREAT.

>> HOW CAN YOU FORGET A GIANT CHECK? [BACKGROUND] [LAUGHTER]

>> DIRECTOR CHAMPINE IS OUT.

SO WE WILL NOT HAVE A WIA COMMITTEE REPORT.

DOES ANYONE HAVE ANY UPDATES OR THINGS FROM A REPORT FROM THERE?

>> NO.

>> NO, OKAY.

WITH THAT, WE WILL GO TO TOURS.

GROUP 1, I WAS UNABLE TO ATTEND, BUT MR. WATRIN OR DR. WATRIN AND MR. WATERS ATTENDED THE ENVOY MIDDLE SCHOOL.

>> YEAH

>> THAT'S FRIDAY.

>> THAT WAS GREAT. I ALWAYS GETTING UP THERE, REALIZED I HADN'T BEEN THERE IN A WHILE, BUT CHECK UP A LITTLE CHAGRINED FLOOR AND REALLY IMPRESSED WITH THE ADMINISTRATIVE TEAM UP THERE.

I KNEW NICK WELL WHEN HE WAS DOWN AT LAUREN AS WELL, AND HE'S DONE A GREAT JOB UP THERE.

MY ONE REALLY BIG TAKEAWAY FROM THAT, WE AS A BOARD, JUST A MEETING OR SO AGO, SAID, ONE OF OUR BIGGEST CHALLENGES IS DISPLAYING STUDENT DATA IN A PARENT AND COMMUNITY FRIENDLY MANNER, AND ON THE WALLS SAID, ENVOY.

>> IN SEVERAL LOCATIONS.

>> IN LOTS OF LOCATIONS, ON THE STAIRWELLS IN RIGHT.

WHEN YOU COME UP TO THE TOP, YOU CAN SEE IT JUST SAYS, SIXTH GRADE HAS MET THEIR GROWTH GOALS.

75 PERCENT OF THE STUDENTS, RIGHT THERE AND EIGHTH GRADE HAS MET IT AND IT'S NOT ALL THAT OSPI REPORT CARD DETAILS ABOUT EVERY POSSIBLE DEMOGRAPHIC THAT GETS ALL CONFUSING.

IT'S JUST WE'RE 66 PERCENT OF THE WAY THERE, OR WHERE 72 PERCENT OF THE WAY THERE.

I FELT THAT WAS A GOOD EXAMPLE OF HOW WE COULD BE COMMUNITY FRIENDLY ABOUT PRESENTING DAVID.

THEY WERE USING THE IOT DATA, WHICH I THINK IS A LOT MORE CONSISTENT BECAUSE THEY DO IT FALL, WINTER, SPRING, AND IT'S MORE TIMELY THAN ONCE A YEAR STATE TESTIMONY.

THAT WAS MY ONE BIG THING [NOISE].

>> I WAS VERY IMPRESSED AND THANKFUL FOR THE STUDENT REPRESENTED THAT CAME AND TOOK US AROUND.

BY THE WAY, THEY WERE VERY COMPLIMENTARY TO BOTH YOU AND SORA.

THEY WERE GRATEFUL THAT YOU HAD COME OUT AND LISTEN TO THEM AND THEY'RE EXCITED ABOUT CONTINUING THAT THAT RELATIONSHIP BETWEEN A BOARD REPRESENTATIVES AND THE SCHOOLS.

THANK YOU FOR OPENING THAT DOOR FOR US.

>> THANK YOU.

>> WE GOT THE OPPORTUNITY TO GO INTO SEVERAL CLASSROOMS. WE SAW SOME QUALITY TEACHING GOING ON.

THE ONE THAT COMES TO MIND WAS WE WALKED INTO A SCIENCE CLASS, AND THEY WERE DOING A UNIT ON RENEWABLE ENERGY.

TALKING ABOUT SOLAR PANELS AND HOW IN THE PACIFIC NORTHWEST WE HAVE THE HYDROELECTRIC DAMS AND WORKING WITH THAT.

STUDENTS WERE ON TASK.

STUDENTS WERE ENGAGED, STUDENTS WERE PARTICIPATING FULLY.

WE WALKED INTO A CLASS WHERE THEY WERE DOING WRITING WITH A PAPER AND A PENCIL.

THE TEACHER HAD MADE, IT'S LIKE AN ART FORM BECAUSE TYPICALLY THEY WERE USING THEIR CHROMEBOOKS, BUT EVERY ONCE IN A WHILE SHE LIKES TO MIX IT UP.

I THOUGHT THAT WAS COOL, BUT A VERY ENJOYABLE TOUR.

[00:45:03]

>> GROUP 2, WHITTEN?

>> YES. TED AND ANDREW, MYSELF, MIKE MASHAD AND SOLARA, ALL WERE ABLE TO ENJOY THAT TOO OR LAST FRIDAY.

ANDREW, DO YOU WANT TO START, OR DO YOU WANT ME TO?

>> NO. GO AHEAD, PLEASE.

>> ONE OF THE THINGS THAT WAS VERY IMPRESSIVE THERE, THEY HAVE A WHOLE APPLICATION PROCESS FOR THEIR STUDENT LEADERSHIP.

THEIR STUDENT LEADERSHIP IS DRIVEN BY THEIR FOURTH GRADE.

THEIR FOURTH GRADERS SIT ON THAT AND IT'S AN APPLICATION PROCESS IN THE END OF THEIR THIRD GRADE YEAR, AND IT WAS VERY IMPRESSIVE.

THEY HAD TWO YOUNG LADIES COME IN AND DO THE MORNING ANNOUNCEMENTS, BUT THEY WERE ABLE TO TELL US ALL TYPES OF THINGS ABOUT THEIR SCHOOL AND HOW THEY GO THROUGH THE PROCESS OF THE SELECTION.

IT WAS JUST WONDERFUL TO SEE SUCH YOUNG STUDENTS BEING INVOLVED WITH THE PROCESS AND IT'S A NUMBER OF THINGS THAT THEY'RE SELECTED ON.

I THINK THEY SAID 54 STUDENTS APPLIED LAST YEAR FOR 12 POSITIONS, SO VERY COMPETITIVE, BUT VERY THOUGHTFUL PROCESS THAT THE STUDENTS HAVE THE RUBRIC AND SCORE THOSE APPLICATIONS.

THE FOURTH GRADERS SELECT THE INCOMING BEFORE THEY LEAVE.

IT'S A PRETTY IMPRESSIVE PROCESS AND CERTAINLY SOMETHING I KNOW THAT THEY'LL CONTINUE.

THE OTHER THING THAT STRUCK ME AS WE SAW LOTS OF REALLY GOOD TEACHING AND A LOT OF CLASSROOMS AND A LOT OF CONSISTENCY FROM ONE ROOM TO ANOTHER.

YOU CAN TELL THAT THE COLLABORATIVE WORK THEY'RE DOING IS PAYING OFF.

WHILE TEACHERS WERE TEACHING LESSONS DIFFERENTLY, THEY WERE TEACHING THE SAME LESSONS.

YOU CAN SEE THESE COMMON THREADS IN THE VERBAGE THAT THEY WERE USING WITH THE KIDS DURING INSTRUCTION. THAT WAS NEAT.

THEN, WE VISITED AN SDL ROOM AND LIKE ALL OF THE SDL ROOMS, IT WAS ONE OF THOSE PLACES THAT I THINK ALL OF US WOULD HAVE LIKED TO HAVE SPEND A LITTLE BIT OF TIME IN THERE.

FROM THE WAY IT WAS DECORATED THAT MATCHED OUR LITTLE TRIP THROUGH THE WOODS TO GET THERE.

IT FELT REALLY HOMEY [LAUGHTER] A LITTLE TRIP [LAUGHTER] TO GET THERE.

THOSE WERE SOME HIGHLIGHTS THAT I PULLED FROM OUR VISIT.

THERE'S CERTAINLY MORE AND CERTAINLY ANDREW AND THE LIKE.

>> YES. JUST VERY BRIEFLY, I THINK ONE OF THE THINGS THAT ESPECIALLY STOOD OUT TO ME WAS THAT EXPERIENCE OF THE TRANSITIONAL KINDERGARTEN CLASSROOM THAT WAS VERY, VERY IMPRESSIVE.

ADDITIONALLY, THE COHERENCE BETWEEN THE DIFFERENT TEACHERS TEACHING THE SAME MATERIAL BUT BEING ABLE TO ADAPT IT.

BECAUSE THEY KNOW THEIR KIDS AND THEY KNOW THE BEST WAY THAT THEY'RE GOING TO BE ABLE TO LEARN THAT.

FOR INSTANCE, THEY WERE MEASURING USING THE TEACHERS FOOT LIKE A CUTOUT OF THE TEACHERS FOOT AS ONE UNIT OF MEASURE, AND THEN THEY HAD A GIANT FOOT WHICH WAS PROBABLY L PROBABLY 3 FEET TALL.

SEEING HOW THE DIFFERENT TEACHERS WERE IMPLEMENTING THE SAME GIANT FOOT, I MEAN, YOU SAW THE GIANT FOOT EVERYWHERE.

IT WAS IN ALL THESE CLASSROOMS, BUT THEY WERE USING THEM DIFFERENTLY.

I THOUGHT THERE WAS A GREAT DEAL OF COHERENCE, AND IT'S OBVIOUS THAT THOSE TEACHERS ARE PUTTING THE TIME IN ON THOSE DAYS WHEN THEY'RE IN SERVICE AS IT WERE TO REALLY FINE TUNE THE COHERENCE OF THOSE LESSONS.

SOCIAL, EMOTIONAL LEARNING ROOM WAS HUMONGOUS.

FIRST OF ALL, AS A LOT OF THE ROOMS IN QUITE LARGE. [LAUGHTER].

>> ONE OF THE BEST SCHOOLS.

>> YES. THERE WAS SOME DISCUSSION ABOUT WHETHER THE PRINCIPAL'S OFFICE WAS IN FACT THE LARGEST OFFICE IN THE DISTRICT.

>> I THINK IT'S BIGGER THAN MINE.

>> I DON'T WANT TO SAY YES, AND IT JUST THE WAY IT WAS DESIGNED WITH THE DIFFERENT CENTERS.

I THINK THAT I HAD A PRECONCEIVED NOTION ABOUT THAT, THAT THEY WERE JUST GOING TO GET OUT OF CLASS AND JUST SIT THERE AND BE ABLE TO DO EXACTLY WHAT THEY WANT, AND THAT'S NOT THE CASE AT ALL.

THE DIFFERENT CENTERS, THEY'RE ABLE TO WORK ON DIFFERENT THINGS THAT ARE IN A GIVEN.

ADDITIONALLY, I THINK SOMETHING ELSE I KNOW I SAID THAT I WAS GOING TO KEEP THIS BRIEF, BUT THE LAST THING IS THAT THERE WAS A GOOD NUMBER OF STUDENTS WHO WERE ELECTING TO GO INTO THE SOCIAL EMOTIONAL LEARNING ROOMS. I THINK THAT'S REALLY SPEAKS HIGHLY OF THE PROGRAM THESE KIDS ARE REALIZING SAYING, WAIT A SECOND, I THINK I NEED TO TAKE A BREAK AND GOING THERE INSTEAD OF I MEAN, CERTAINLY THERE WERE SITUATIONS I'M SURE WHERE THE TEACHERS WERE PROMPTING THAT.

BUT I THINK THAT'S TOOL THAT THEY'RE GOING TO CARRY WITH THEM FOR THE REST OF THEIR LIVES TO BE ABLE TO SAY, NO, I NEED TO TAKE A TIMEOUT, I NEED TO TAKE A BREAK.

[00:50:02]

I WAS VERY, VERY IMPRESSED WITH THAT. OKAY. THAT'S IT. I'M DONE.

>> THANK YOU FOR YOUR OBSERVATIONS.

>> DO YOU HAVE ANYTHING TO ADD?

>> I THINK THE ONLY THING THAT I WOULD ADD IS THE STUDENT LEADERSHIP TEAM.

I THINK HISTORICALLY, CAN BE SELECTED BASED ON A POPULARITY CONTEST.

>> YEAH, GOOD POINT.

>> YACOS HAS DONE AN AMAZING JOB FIGURING OUT HOW TO ELECT THOSE [NOISE] BASED ON THE MERITS OF THEIR WORK, AND THE LEADERSHIP THEY'VE SHOWN KINDERGARTEN THROUGH THIRD GRADE.

WHEN THEY GRADE THOSE APPLICATIONS THE NAMES ARE NOT PART OF THE PROCESS.

IT'S BASED ON THE WORK OF THE APPLICATION, WHICH IS A REALLY NEED DOING.

LIKE I SAID, IT'S NOT A POPULARITY CONTEST.

I THINK IT'S IN HIGH SCHOOL PROCESS [INAUDIBLE]

>> THANKS MAN.

>> THEN WE HAVE GROUP 3, WENT TO TUCKS FELLING MIDDLE SCHOOL. YOU START.

>> ALL RIGHT. GUYS, I CANNOT GET ENOUGH OF TUCKS VALLEY MIDDLE SCHOOL.

IT IS SO AMAZING THERE.

[LAUGHTER] I, IN FACT, GOT A LITTLE TIMBER WOLF VITAL STICKER OVER THERE FROM HER SHOP, AND I THINK THE FACT THAT THEY EVEN HAVE A SHOP IS SO COOL BECAUSE I WISH THAT PRAIRIE HAD A SHOP THAT WAY WE COULD GET VERY MUCH.

BUT TUCKS IS ALWAYS A VERY INTERESTING PLACE.

I REALLY LIKE THE LAYOUT OF THE SCHOOL.

I THINK IT'S EASIER TO FIND OUT WHERE THE CLASSES ARE AND IT'S ALWAYS A PLEASURE GOING TO TUCKS, SO YEAH.

>> YEAH, AND AGAIN WE SAW THE AMAZING COHERENCE IN THE SCHOOL.

I WANT TO HIGHLIGHT WHAT WE SAW IN THE PRINCIPAL'S OFFICE BECAUSE SHE HAD A DATE OF BOARD THERE AND WE HAVE GIVEN EXTRA TIME FOR TEACHERS TO WORK TOGETHER, BUT I DON'T KNOW THAT WE ALWAYS SEE EXACTLY WHAT THAT LOOKS LIKE IN PRACTICE, AND SO I WAS IMPRESSED WITH THE DATA BOARD AS TEACHERS CAME TOGETHER, THEY'RE LOOKING AT I READY AND LOOKING AT IT OVER TIME WITH THE DIFFERENT GROUPS OF STUDENTS.

IN ADDITION, LINING UP, WHAT ATTENDANCE LOOKING LIKE IN OUR SCHOOL OVER THAT PERIOD OF TIME, AND NOTICING SOME THINGS LIKE AFTER COVID, WE DIDN'T HAVE ATTENDANCE THEN ATTENDANCE HAS BEEN LOW AND I KNOW THAT'S A CONVERSATION WE'VE HAD AS A BOARD.

THEY BEGAN TO LOOK, WAIT A MINUTE, WE'VE GOT SOME REALLY CHALLENGING ATTENDANCE NUMBERS HERE, AND WE'RE NOTICING THE SAME STUDENTS ARE HAVING SOME DIFFICULTY.

LET'S TAKE A LOOK AT THAT AND SEE WHAT WE CAN DO TO BRING THAT ATTENDANCE UP AND HOPEFULLY HELP SUPPORT THOSE STUDENTS MORE.

I WAS REALLY FOCUSED ON THAT DATA BOARD AND I'M ANXIOUS TO SEE IT AS THEY GO ON THROUGH THE YEAR, HOW THAT BEGINS TO CHANGE AND THAT TREND MAY BE BEGINS TO INCREASE.

LESS WE THINK THAT ON THOSE DAYS, TEACHERS, I KNOW THEY ARE GETTING TOGETHER IN GROUPS AS TEACHERS, BUT ALSO WHOLE SCHOOLS ARE GETTING TOGETHER AND LOOKING AT WHAT THEIR DATA, AND YOU KNOW THIS, LOOKS LIKE AND WHAT DO WE NEED TO DO FOR CERTAIN SPECIFIC GROUPS OF STUDENTS TO HELP THEM ACHIEVE THOSE GOALS WE HAVE FORMED.

THAT'S A GREAT FOCUS, AND SHOUT OUT TO THEM.

>> A SERVICE DOG, THEY HAVE A GREAT DANE NAMED MOUSE.

[LAUGHTER] I JUST WANTED TO ADD THAT, I KNOW IT'S REALLY FUNNY, BUT I HEARD SOME GREAT THINGS ABOUT MOUSE AND THERE WAS A STUDENT WHO WANTED TO GET OVER HER FEAR OF DOGS, AND SO NOW SHE HAS MEETINGS WITH MOUSE AND IT'S ALWAYS GREAT.

[LAUGHTER]

>> MOUSE IS GREAT. IT'S NICE, ONE OF THE THINGS THAT I HEARD AND WHICH IS FUN BECAUSE WE'VE BEEN WORKING ON IT, IS THAT YOU MENTIONED DATA, AND PRESENTING DATA, AND LOOKING AT DATA, AND NOW YOU MENTIONED DATA.

IT'S REWARDING TO HEAR THAT MAYBE WE'RE SHIFTING THAT CULTURE A LITTLE BIT AND BEING ABLE TO TALK MORE ABOUT DATA.

IT'S THE BEGINNING STAGES, BUT WE WANT TO SEE MORE OF THAT.

THANKS FOR RECOGNIZING THAT.

>> WELL, I THINK THAT WRAPS UP OUR TOURS AND TAKES US ON TO DIRECTOR'S REPORT.

ANYBODY WANT TO GO FIRST?

>> WELL, MARK AND I HAD AN OPPORTUNITY TO MEET WITH FLOW ANALYTICS AND THE DISTRICT STAFF AND DANNY,

[00:55:02]

AS THEY PRESENTED, AND I KNOW DANNY IS GOING TO SHARE WITH US WHAT THEIR RESULTS WERE, BUT I MEAN, I WAS TOTALLY GEEKED OUT.

I ABSOLUTELY LOVED IT.

IT JUST IT'S FASCINATING TO ME, I HAVE READ THE REPORT OVER A FEW TIMES I'M HAPPY TO SAY, I GUESS, THAT YOU PROVIDED ME WITH A GREAT DEAL OF THINKING.

SOME INTERESTING DATA, AND YET, EVEN WITH ALL OF THAT, I HOPE THAT WE REMEMBER WE ARE UNIQUE, AND WE HAVE TO LOOK AT OUR OWN DISTRICT BECAUSE ANYBODY COMING IN FROM OUTSIDE CAN ONLY TELL US SO MUCH WITH DATA.

>> I DID FIND MYSELF FEELING A LITTLE MORE COMPETENT.

I DON'T KNOW WHO THEY USED THE LAST TIME.

>> WE USED A GROUP BY THE NAME OF HUBEI.

>> THAT'S RIGHT.

>> HE WAS INDEPENDENT.

>> OKAY.

>> PERSON WHO DID THIS.

THEN WE HAD COME ACROSS FLOW BECAUSE WE USE THEM FOR THE REALIGNMENT OF OUR DIRECTOR DISTRICTS THAT WE DID A COUPLE OF YEARS AGO, AND WE JUST KNEW THAT THEY DID THIS.

WE WERE IMPRESSED WITH THEIR WORK THERE AND I WILL SAY THAT I FELT LIKE THE LEVEL [OVERLAPPING] THAT WE GOT.

>> I HAVE MUCH MORE CONFIDENCE WHEN WE GOT DONE.

IT WASN'T JUST THE SUMMARY, IT WAS THE DATA BEHIND THE SUMMARY, AND IT MADE ME FEEL BETTER LIKE OKAY, OUR HIGH SCHOOLS ARE NOT GOING TO GROW VERY MUCH FOR A LITTLE WHILE, AND IT'S NOT GOING TO COME TILL LATER.

WHEREAS I FELT LIKE BEFORE, IT WAS JUST LIKE ONE-HALF A KID PER HOUSEHOLD OR WHATEVER, WRITING A DEAL. IT WAS MORE DETAILED.

>> YEAH. WE ARE MORE THAN A FORMULA AND I GET IT.

>> YEAH. WITH ALL THE DIFFERENT WAYS THAT I GOT IT AND BY THE TERM POPULATION GEOGRAPHER, I LIKE THAT TERM.

>> I'M NOT GOING TO SHARE THE WHOLE REPORT, BUT I WILL BE GOING OVER SOME OF THE ENROLLMENT FORECASTS AND WHAT IT LOOKS LIKE US, AND THE REPORT WILL BE MADE PUBLIC.

OBVIOUSLY, WE'RE GOING TO BE USING THE REPORT AS PART OF OUR DISCUSSIONS WHEN WE CONSIDER THE POTENTIAL OF RUNNING A BOND, OR NOT RUNNING A BOND AND THE IMPLICATIONS OF GROWTH AND ENROLLMENT AND HOW THAT PLAYS OUT.

IT IS IMPORTANT IF YOU GET A CHANCE.

WE DOWNLOADED THE PRESENTATION THAT BOTH MARY AND MARK GOT TO SEE, WE'VE DOWNLOADED IT SO YOU CAN LOOK THROUGH THERE AND LOOK AT THAT AS BOARD MEMBERS AND THEN THE REPORT WAS AVAILABLE.

WE GAVE YOU THE COPY OF THE REPORT, THE LAST BOARD MEETING WE HAVE SO YOU HAVE BOTH NOW AND LIKE I SAID, I'LL GIVE THE READER'S DIGEST VERSION OF THE RESULTS IN A FEW MINUTES HERE.

>> ANY OTHER DIRECTORS?

>> YEAH. ARE YOU GOING TO BRING UP THE CITIZENS ADVISORY COMMITTEE AS WELL?

>> NO. PLEASE GO AHEAD.

>> OR YOU WANT TO DO IT NOW?

>> NO, GO FOR IT.

>> WELL, RICARDO, PLEASE HELP ME OUT, BECAUSE HE HAS A KEY COMPONENT OF THAT.

>> YOU JUST MAKE MY JOB EASIER.

>> EASIER, BUT EITHER WAY, OKAY, GREAT.

>> I JUST SLUGGED.

>> PUT IT UP IN A GOOD PLACE.

CITIZEN ADVISORY COMMITTEE HOSTED ABOUT 12 STUDENTS.

>> YEAH, 11 STUDENTS.

>> ELEVEN STUDENTS, SPANNING FROM EIGHTH GRADE TO HIGH SCHOOL, GOOD REPRESENTATION AND ALL COUNTY RIVER HOME LAKE AND ALL OF GRAND PRAIRIE.

[OVERLAPPING] I THINK EVERYBODY CAME AWAY REALLY IMPRESSED WITH HOW KNOWLEDGEABLE OUR STUDENTS ARE AND HOW THEY REALLY HAVE A PULSE OF WHAT'S NEEDED IN THE DISTRICT TO MAKE THINGS GO, TACKLED SOME DIFFICULT QUESTIONS, AND GAVE SOME GOOD STRAIGHT ANSWERS, AND RICARDO SOMETHING STAND OUT TO YOU?

>> OTHER THAN THAT, WHAT'S YOUR FAVORITE CHEESE COMMENT.

[LAUGHTER].

>> A LITTLE CONTEXT HERE.

[LAUGHTER] WE WERE ASKING SOME SERIOUS QUESTIONS, AND SO DAVID LENDER, WHO'S A MEMBER OF THE CACTUS, APPARENT, HE WOULD INTER-SLICE THESE, ASK A TOUGH QUESTION ON ABOUT SCHOOL AND THEN HE ASKED A QUESTION THAT WAS LIKE, WHAT'S YOUR FAVORITE CHEESE? THEY HAD THE OPPORTUNITY TO ANSWER THAT.

>> IT'S CREAM CHEESE, BY THE WAY.

[LAUGHTER]

>> WE'RE STILL DEBATING THAT WHOLE CREAM CHEESE AS A CHEESE.

>> IT'S AN ESSENTIAL CHEESE.

HOWEVER, I THINK AN ISSUE THAT STUCK OUT TO ME IS PROBABLY, OR THE ONE THAT STUCK OUT MOST IS PROBABLY THE ISSUE ON SAFETY BECAUSE I KNOW COMING FROM CALIFORNIA SCHOOL DISTRICT.

HOW PRAIRIE LOOKS LIKE A CALIFORNIA SCHOOL WITH ALL OUR CLASSROOMS OUTSIDE.

IT'S SOMETHING THAT WE'VE BEEN TALKING ABOUT A LOT RECENTLY AT PRAIRIE.

[01:00:06]

JUST LIKE SAFETY IS OUR NUMBER ONE CONCERN, ESPECIALLY LIKE NOWADAYS.

THE ISSUE THAT STUCK OUT TO ME THE MOST AND I THINK WE'RE DOING A PRETTY GOOD JOB IN KEEPING OURSELVES SAFE.

>> WE GOT SOME GOOD FEEDBACK THERE.

I WAS APPRECIATIVE THAT YOU BROUGHT UP THE WHOLE SAFE SCHOOLS COMPONENT.

BUT I WAS ALSO SURPRISED THAT THE MAJORITY OF THE PANEL HAD NO IDEA WHAT IT WAS IT'S ON THE BACK OF YOUR ID, ISN'T IT?

>> NO, IT'S NOT. OUR IDS ARE ACTUALLY JUST WHITE ON THE BACK OF IT THERE'S JUST NOTHING ON IT.

>> THE PRINTS.

>> BECAUSE WE DIDN'T END UP GETTING IT.

>> IF WE CAN.

I THINK THAT WOULD BE AN AMAZING THING.

AT LEAST HAVE POSTERS AROUND THE SCHOOL.

>> RIGHT.

>> YEAH.

>> WELL, THAT MAKES MORE SENSE AT LEAST I FEEL A LITTLE BIT BETTER THAT PEOPLE AREN'T MISSING SOMETHING, RIGHT THERE. [LAUGHTER]

>> BUT I FEEL BAD THAT WE THOUGHT THAT WAS ON THERE BECAUSE THAT WAS OUR INTENTION WAS IT? IT WAS SUPPOSED TO GET ON THERE AND IT DIDN'T.

YEAH, THINGS LIKE THAT WAS HELPFUL.

ALSO, THIS ONE AFTER THE MEETING, ONE OF THE CAC MEMBERS CAME UP TO ME AND SAID THAT BECAUSE YOU GUYS HAVE BROUGHT IT UP THAT WE NEED CONSTANT REMINDERS, NOT ONLY ABOUT SAFE SCHOOLS.

WE JUST NEED POSTERS THAT TALK ABOUT HOW TO KEEP OUR SCHOOLS SAFE.

WE NEED REMINDERS IN THE MORNING BULLETIN WHERE IT'S NOT JUST A ONE-OFF, BUT IT'S A CONSTANT REMINDER ABOUT BEING DILIGENT, KEEPING OUR EYES OPEN AND REPORTING ANY SUSPICIOUS VISITORS OR BEHAVIOR.

WE NEED TO DO MORE OF THAT SO I'VE ALREADY CONTACTED DISTRICT SAFETY COMMITTEE AND ASKED THEM TO MEET WITH US SO THAT WE CAN WE'RE CALLING IT IS WE NEED TO DO MORE TO PROMOTE SAFETY IN OUR BUILDINGS BECAUSE THAT'S PROBABLY OUR BIGGEST WEAPON THAT WE HAVE TO PREVENT A TRAGEDY FROM HAPPENING.

>> I APPRECIATED THE REMINDER THAT A LOT OF TIMES ONE OF THE ISSUES IS THAT BECAUSE WE'RE ALL SO KIND TO EACH OTHER, WE JUST OPENED THE DOOR FOR ANYONE AND THAT'S A REALLY BAD PRACTICE AND SOME OF THOSE REMINDERS CAN REALLY A CONSTANT REMINDER.

REMEMBER, WE DON'T OPEN THE DOOR UNLESS WE KNOW THE PERSON OR THEY'RE APPROPRIATELY IDENTIFIED.

JUST BECAUSE THAT PROVIDES SAFETY FOR ALL OF US.

JUST SOME SIMPLE THINGS LIKE THAT.

I WAS AMAZED AT THE INTELLIGENCE AND FORTH FORWARD THINKING, OH, [LAUGHTER] YEAH.

>> ESPECIALLY THE EIGHTH GRADER WHO CAME IN, LOTS OF GOOD POINTS. I WAS LIKE, OKAY, YEAH.

>> IT'S IMPRESSIVE.

>> THANK YOU FOR REPRESENTING WELL, THANK YOU FOR HELPING US TO COORDINATE THAT, TO PLAN IT WE APPRECIATE THAT.

YEAH VERY GOOD.

>> CAN I ADD ONE MORE THING TOO.

THERE WAS A QUESTION IN WHICH THE STUDENTS ON THE PANEL HAVE DIFFERENCES OF OPINIONS.

>> OH YEAH.

>> THEY HANDLED IT BETTER THAN MOST GROUPS OF ADULTS I'VE SEEN UP THERE.

THEY WERE SUPER KIND TO EACH OTHER AND THEY JUST DISCUSSED THE CONTENT WITHOUT MAKING ANYBODY FEEL OUT OF PLACE IT WAS GREAT.

YES. I DO ANOTHER ONE?

>> SURE.

>> OKAY GREAT. THIS IS A BLATANT ATTEMPT TO GO ALONG WITH OUR NEW BOARD MEMBER TO NOT HAVE TO DRINK FROM A FIRE HOSE AS BEING A NEW BOARD MEMBER.

>> I WAS TOLD THERE WAS NO HAZING. [LAUGHTER].

>> OKAY. NO. I'M GOING TO CITE POLICY 12-20 ABOUT COMMUNICATIONS THAT COME TO THE BOARD AND IF I HAD A NOTE OF ADVICE EARLY ON TO SLOW DOWN THE FIRE HOSE OF INFORMATION IS LOOK AT THOSE 1,000 POLICIES THAT'S HOW THE BOARD OPERATES.

REALLY GOOD. WE HAVE HAD SOME COMMUNICATIONS FROM THE COMMUNITY THAT COME TO ALL THE BOARD MEMBERS.

POLICY 12-20 SAYS THAT THE PRESIDENT OR THEIR DESIGNEE WILL OFFICIALLY RESPOND TO THOSE ALTHOUGH ALL BEM, BOARD MEMBERS HAVE A CHANCE TO DO THAT.

IT'S ALWAYS A GREAT PRACTICE THAT IF YOU DECIDE TO RESPOND INDIVIDUALLY, THAT YOU GIVE THE SUPERINTENDENT A HEADS-UP OR CC THEM IN THAT NOTE SO THAT EVERYBODY KNOWS WHAT'S GOING ON OR AT LEAST THE MOST IMPORTANT PERSON KNOWS WHAT'S GOING ON.

>> I'M ALWAYS GLAD TO IF YOU GET STUCK IN A COMMUNITY MEMBER, WE HAD AN INCIDENCE THING AND A COMMUNITY MEMBER IS ASKING YOU A QUESTION AND YOU'RE NOT SURE OF THE ANSWER, YOU CERTAINLY CAN SAY, I'M COPYING SUPERINTENDENT WATERS ON HERE, HE'LL BE ABLE TO GET YOU THE INFORMATION YOU NEED AND I'LL RESPOND QUICKLY.

>> GREAT.

>> I THINK TOO, I MEAN, IT'S NOT EVEN NOT KNOWING THE INFORMATION IT'S KNOWING MY PLACE.

[01:05:01]

LIKE THAT IS NOT THE BOARD'S PLACE TO BE ADMINISTRATORS IN THE SCHOOL.

I WANT TO MAKE SURE THAT WE'RE DOING WHAT WE'RE SUPPOSED TO BE DOING, AND WE'RE RELAYING WHAT WE NEED TO RELAY TO THE SUPERINTENDENT.

I GUESS THAT'S HOW I LOOK AT IT.

NOW, OTHERS MAY NOT AGREE WITH ME AND THAT'S FINE THAT'S WHY THERE'S FIVE OF US AND WE ALL HAVE OUR OWN OPINIONS.

BUT I'M GOING TO OPERATE FROM A 30,000 FOOT VIEW I DON'T WANT TO BE IN THE WEEDS, RIGHT? I'M GOING TO LET DANNY AND HIS TEAM RUN THEIR SCHOOLS THAT'S WHERE I WANT TO BE.

IT'S JUST SOMETHING LIKE.

>> SURE.

>> THANKS.

>> CAN I DO ONE MORE? [LAUGHTER]

>> SURE.

>> YOU SAID THE LAST TIME YOU SAY.

>> I SAID ONE MORE. [LAUGHTER] OKAY.

>> MY CHANCE TO DO A PIECE OF GOOD NEWS.

THIS WOULD PROBABLY NOT NORMALLY FALL UNDER DIRECT REPORTS BECAUSE IT'S GOT A DIRECTOR REPORTS ARE FOR THINGS THAT YOU DO AS A SCHOOL BOARD MEMBER.

I DO SOME EXTRA THINGS.

ON A CALL TO THE LOWER COLUMBIA NATURE NETWORK THAT PROMOTES GETTING KIDS OUTDOORS I FOUND OUT THAT TWO YEARS AGO WE HAD A SINGLE, OR BEFORE COVID, WE HAD A SINGLE MIDDLE SCHOOL THAT WAS ABLE TO DO OUTDOOR SCHOOL FOR THEIR PARTICULAR CLASS OF SIXTH GRADE STUDENTS.

THIS YEAR EVERY SINGLE MIDDLE-SCHOOL WILL GET TRANSPORTED TO SOME TYPE OF OUTDOOR SCHOOL EXPERIENCE BECAUSE OF A PIECE OF LEGISLATION, THE OUTDOOR SCHOOL LEGISLATION THAT'S PROVIDING TRANSPORTATION MONEY, THAT'S 1,000 OF OUR STUDENTS THAT ARE GETTING.

THEY COULD DO AT LEAST A ONE DAY, IF NOT MULTI-DAY OUTDOOR SCHOOL EXPERIENCE. I THOUGHT THAT WAS PRETTY COOL.

>> THAT'S PRETTY COOL.

>> THAT'S GREAT.

>> THAT IS AWESOME. YEAH. YOU REMINDED ME OF SOMETHING I SAW IN THE CONTRACT LIST AND THAT WAS FOR CAMP HOPE.

WHAT IT REMINDED ME IS I'D LIKE TO HAVE AN INVITATION TO VISIT WHEN THEY GO.

>> WE ACTUALLY I BELIEVE WE HAVE A SCHOOL GOING OUT TO CAMP HOPE THIS YEAR.

>> WE HAVE THREE.

>> THREE. ON THE LIST ANYWAY THEY ARE ARE THREE.

YEAH, IF I COULD GET AN INVITATION [OVERLAPPING]

>> WE'LL GET YOU THOSE DAYS AND SEE WHAT WE CAN DO.

>> I'M GOING TO TRY TO GET THE CAMP WARWICK ONE, WHICH IS UP ON THE WASHITA RIVER.

THEN THERE'S ANOTHER GROUP GOING INTO THE COLD WATER RIDGE RENTS AND HOUSE.

>> RIGHT.

THANK YOU. I'M DONE NOW. [LAUGHTER].

>> WHO'S TELLING THIS?

>> DO YOU HAVE ANYTHING?

>> NO.

>> NO. I'M DONE.

I HAVE ONE IF I CAN HAVE ONE.

[LAUGHTER].

I GOT TO WEAR TWO HATS THIS WEEKEND.

ONE WAS MY WORK HAT, BUT I WASN'T WORKING, IT WAS VOLUNTEERING AND THE UTILITY PUTS ON THIS AMAZING EVENT CALLED THE SOLAR CAR CHALLENGE AND THEY INVITE SCHOOLS FROM ACROSS CLARK COUNTY AND THEY SUPPLY ALL OF THE MATERIALS AND OUR DISTRICT REPRESENTED, WE HAD TWO SCHOOLS PARTICIPATE IN THIS EVENT.

PLEASANT VALLEY PRIMARY WAS THERE, AS WELL AS CAM HIGH SCHOOL, SO PRIMARY SCHOOLS, MIDDLE SCHOOLS, AND HIGH SCHOOLS CAN PARTICIPATE, AND WE HAD SCHOOLS THERE AT THE PRIMARY AND THE HIGH SCHOOL LEVEL.

PLEASANT VALLEY DID A GREAT JOB.

I GOT LOTS OF FEEDBACK FROM THEM.

I WAS A RECORDER, SO I WAS RAPIDLY ENTERING DOING DATA ENTRY WORK WHILE THEY WERE THERE, SO I DIDN'T GET TO GO SAY HELLO TO THE TEACHER.

BUT WHEN CAM WAS THERE, I GOT TO GO SAY HELLO TO ERIC HARP.

HE DID A FANTASTIC JOB.

HE BROUGHT A TON OF TEAMS AND AFTER OUR DATA ENTRY WAS DONE, SO THEY ARE JUDGED ON THE DESIGN.

THEY BUILD THESE CARS.

THEY ARE BUILT WITH A SOLAR PANEL.

DON'T QUOTE ME BECAUSE I HAVEN'T BUILT ONE, BUT THERE'S BATTERIES INVOLVED AND SO THEY'RE ARE JUDGED ON DESIGN.

THEY HAVE TO DO A PRESENTATION, THEY HAVE TO DO A REPORT AND THEN THEY GET TO GO DOWN INTO THE GYM AND THEY GET TO RACE THEM AND THAT'S THE END OF IT.

AFTER WE WERE DONE WITH ALL OF OUR VOLUNTEERING AND OUR DATA ENTRY, WE GOT TO GO WATCH THE HIGH SCHOOL COMPETITION AND IT WAS PRETTY EXCITING TO SEE CAM SWEEP NOT ONLY THIRD, BUT SECOND AND FIRST PLACE, [LAUGHTER] SO THAT WAS PRETTY COOL.

I WOULD LIKE TO, AS PART OF OUR STUDENT VOICE, REQUEST AND I SHARE THIS WITH ERIC AS WELL.

I WOULD LOVE TO HAVE ALL OF THE TEAMS COME AND SHARE WITH US AND SHARE ABOUT THE EXPERIENCE.

THEY ALL GOT MEDALS, THEY ALL GOT TROPHIES.

IT WAS PRETTY EXCITING.

>> WE'LL REACH OUT TO THEM.

[01:10:01]

>> YEAH, IT WAS A VERY COOL EXPERIENCE.

I'D LOVE TO GET MORE SCHOOLS INVOLVED AND SO PRETTY COOL. THAT WAS AWESOME.

>> THANK YOU FOR SHARING.

>> YEAH.

>> I DON'T KNOW THAT WE KNEW ABOUT THAT ONE.

>> NO.

>> WE'LL DO A STORY TOO.

>> YOU'LL BE GETTING A VIDEO, AMANDA.

YEAH, THERE'S A VIDEO, IT'S COMING YOUR WAY.

I MIGHT KNOW PEOPLE WHO ARE GOING TO SEND IT TO YOU.

[LAUGHTER].

WITH THAT, WE WILL TURN IT OVER TO SUPERINTENDENT WATERS.

[9. Superintendent and Staff Updates]

>> THANK YOU. JUST SOME QUICK UPDATES.

FIRST OF ALL, I'D LIKE TO READ A LETTER FROM THE WIAA IN APPRECIATION AND IT'S ADDRESSED TO THE BOARD, "DEAR BATTLE GROUND SCHOOL DISTRICT BOARD MEMBERS ON BEHALF OF THE WIAA EXECUTIVE BOARD AND THE WIAA STAFF, THANK YOU FOR HOSTING THE CHEERLEADING STATE CHAMPIONSHIPS.

MATT STANFIELD, ATHLETIC DIRECTOR, MIKE KESSLER, SECURITY PERSONNEL, AND THE ENTIRE BATTLE GROUND HIGH SCHOOL STAFF HAVE HELPED CREATE LIFETIME MEMORIES FOR THOUSANDS OF PARTICIPANTS BY PROVIDING INCREDIBLE LEADERSHIP AND EFFORT.

THE WIAA IS STILL RECEIVING OVERWHELMING POSITIVE COMMUNICATION FROM PARTICIPANTS AND ATTENDEES REGARDING THEIR POSITIVE EXPERIENCE AT BATTLE GROUND HIGH SCHOOL.

ATTENDEES HIGHLIGHT THE INCREDIBLE HOSPITALITY, A BEAUTIFUL FACILITY, AND THE ENERGIZED ATMOSPHERE.

THE WIAA ALSO APPRECIATES MAYOR JOHNSON ATTENDING AND COMMENTING ON HOW IMPACTFUL THE EVENT IS FOR THE COMMUNITY, WE HOPE THAT THE MAYOR'S MESSAGE IS CARRIED TO YOUR COMMUNITY AND THAT THE COMMUNITY RECOGNIZES THE ASSET THAT BATTLE GROUND HIGH SCHOOL AND THE SCHOOL DISTRICT ARE FOR THEIR BUSINESSES IN TOWN.

THANK YOU FOR ALLOWING MATT AND THE BATTLE GROUND TEAM TO POSITIVELY IMPACT STUDENTS FROM AROUND THE STATE OF WASHINGTON.

SINCERELY, MAY KAUFMAN, EXECUTIVE DIRECTOR, WIAA".

CONGRATULATIONS TO BATTLE GROUND HIGH SCHOOL. AGAIN. THANK YOU, BOARD.

ALSO, WHAT I'D LIKE TO TALK ABOUT IS WE WON'T RULE, WE'LL SKIP THE CAC MEETING BECAUSE MARK AND RICARDO DID A GREAT JOB THERE.

JUST A VERY SUCCESSFUL CAC MEETING AND FROM THE PARTICIPANTS VIEW, JUST SOME OUTSTANDING INFORMATION THAT THEY WERE ABLE TO LEARN.

I WANTED TO POINT OUT TO THE BOARD AND LET YOU KNOW THAT WE DO HAVE A DATE FOR OUR FIRST STUDENT ADVISORY SUPERINTENDENT STUDENT ADVISORY COMMITTEE AND THAT WILL INCLUDE REPRESENTATIVES FROM ALL OF OUR MIDDLE AND HIGH SCHOOLS AND THAT'S GOING TO BE APRIL 20TH AT 05:00 PM AT CHIEF MIDDLE SCHOOL.

WE'RE JUST PUTTING TOGETHER THE BEGINNING PLANNING STAGES OF THAT, SO WE'RE ABOUT A MONTH AND 10 DAYS OUT.

BUT WE'LL BE SETTING THAT UP.

I ALSO WANTED TO POINT OUT THAT WE ALSO HAVE A DATE FOR OUR UPCOMING PATRON TOUR, AND THAT WILL BE MAY 25TH.

THE PATRON TOUR WILL BE VISITING PRAIRIE HIGH SCHOOL, LAUREN MIDDLE SCHOOL, AND GLENN WOOD PRIMARY.

YOU'LL NOTE THAT THAT'S PROBABLY A LITTLE BIT STRATEGIC ON OUR PART BECAUSE IF WE WERE TO RUN A BOND, THOSE ARE THREE SCHOOLS THAT IT BE NICE FOR OUR COMMUNITY TO SEE THOSE FACILITIES BECAUSE THOSE ARE SOME OF OUR OLDEST BUILDINGS.

WE'LL BE HAVING A NICE LUNCH AND WE'LL BE TAKING A BUS AROUND TO THOSE THREE SCHOOLS AND VISITING DIFFERENT PROGRAMS, HAVING THE CHOIR AND OR THE BAND PERFORM FOR US, USING THE CULINARY SKILLS OF OUR STUDENTS TO PREPARE AND SERVE US LUNCH AT PRAIRIE HIGH SCHOOL, SO IT'LL BE A GREAT DAY.

ALL OF THE BOARD MEMBERS WILL RECEIVE INVITES INTO BOTH OF THOSE EVENTS AS WE GET CLOSER TO THOSE.

JUST WANTED TO CALL YOUR ATTENTION TO THAT.

NEXT, WHAT I'D LIKE TO DO IS GO TO THE ENROLLMENT REPORTS.

I'M GOING TO CUT TO THE CHASE AND GO TO THE END RESULTS AND THIS IS IN THE SECTION BEGINNING ON PAGE 20, WHERE IT TALKS ABOUT THE ENROLLMENT FORECAST.

WHAT YOU SEE BEFORE YOU IS THE DISTRICT-WIDE ENROLLMENT FORECAST.

WHERE THOSE LINES ARE MEETING, WHERE THE GOLD LINE MEETS THE RED LINE AND THE BLUE LINE, THAT'S CURRENTLY WHERE WE ARE AT.

THE BLUE IS PREDICTING A SLOW GROWTH.

THE GOLD LINE IS PREDICTING IN MEDIUM GROWTH, AND THE RED LINE IS PREDICTING THE HIGH-GROWTH.

[01:15:04]

WHAT YOU DO SEE, NO MATTER WHAT OF THOSE LINES YOU LOOK AT, IS THAT THE FORECAST FOR THE DISTRICT OVER THE COURSE OF THE NEXT 10 YEARS IS SIGNIFICANT.

THE GOLD LINE IS THE MIDDLE REPRESENTATION THAT GETS US UP TO ALMOST 15,000 STUDENTS.

THAT'S A GROWTH OF 2-3,000 STUDENTS.

THE RED LINE TAKES US ABOVE 16,000 STUDENTS.

THAT WOULD BE A GROWTH OF OVER 4,000 STUDENTS AND EVEN IF THE BLUE LINE, WHICH IS LOW GROWTH, YOU STILL SEE THAT IT GETS US UP RIGHT AROUND 13, ABOUT 1,000 STUDENT GROWTH.

GO TO THE NEXT SLIDE. THIS IS ENROLLMENT FORECAST BY GRADE.

THE GOLD LINE IS THE PRIMARY SCHOOLS, WHICH I THOUGHT AS MARK POINTED OUT, THIS IS FASCINATING.

THE GOLD LINE IS THE K THROUGH FOUR, THE PURPLE LINE IS OUR MIDDLE SCHOOLS, AND THE GREEN LINE IS OUR HIGH SCHOOLS.

WHAT YOU'LL NOTICE IS THAT THE BIGGEST SIGNIFICANT AREA OF GROWTH THAT WE ARE GOING TO SEE DOESN'T EVEN GET MATCHED BY THE OTHERS, IS AT THE PRIMARY GRADE LEVEL.

THAT'S BECAUSE OF A NUMBER OF FACTORS BUT WHAT THEY WERE TALKING ABOUT IS THAT A LOT OF THE GROWTH THAT WE ARE SEEING FROM A BUILDING PERSPECTIVE IS GOING TO BE FILLED BY YOUNGER FAMILIES AND SO WE'RE GOING TO SEE AN UPTAKE IN THE NUMBER OF STARTING FAMILIES THAT WE HAVE WITH YOUNG CHILDREN OR WITH NO CHILDREN WHO ARE GOING TO BE BUILDING TO HAVING CHILDREN.

WE'RE GOING TO SEE A LARGE GROWTH THERE.

YOU CAN SEE THERE THAT OUR CURRENT NUMBER FOR HIGH SCHOOL IN WHERE WE ARE RIGHT NOW, 2022-23 IS 4,109 STUDENTS.

IN 10 YEARS WHAT THEY ESTIMATE IS THAT WE'LL HAVE 4,130 STUDENTS.

REALLY, THE HIGH SCHOOL REMAINS FAIRLY FLAT AND WE WON'T SEE AN INCREASE IN HIGH SCHOOL UNTIL THOSE STUDENTS THAT ARE CAUSING THE GROWTH AT THE PRIMARY SCHOOL BEGIN TO MOVE THROUGH AND THAT'S WHY YOU SEE THERE IN THE MIDDLE SCHOOL THAT GROWTH RIGHT AT THE END, BECAUSE THOSE ARE THE PRIMARY STUDENTS THAT WE'RE GOING TO SEE THE INITIAL SURGE AND THEN MOVING INTO OUR MIDDLE SCHOOLS.

LISA, NEXT SLIDE, PLEASE. BACK ONE.

DID YOU GO? NO, YOU WENT ONE TOO FAR. THERE YOU GO.

THIS IS THE ENROLLMENT FORECAST BY GRADES.

YOU GET AN IDEA OF IT TAKES THAT GRAPH AND PROVIDE YOU WITH SOME SOLID NUMBERS.

AGAIN, YOU CAN SEE THAT THE CLASSES THAT WE ARE GOING TO SEE COMING IN.

I MEAN, QUICKLY, A CLASS OF 1,000 IS A RARITY FOR US IN THE DISTRICT.

BUT YOU CAN SEE THAT WITHIN 10 YEARS IT BECOMES PRETTY MUCH THE NORM.

YOU CAN SEE THE RED HIGHLIGHTS THERE AND WHEN IT GETS TO RED, THAT MEANS YIKES, YOUR NUMBERS ARE GOING UP PRETTY GOOD AND SO YOU CAN SEE THAT IN THAT VISUALIZATION. NEXT SLIDE.

I ONLY HAVE ABOUT TWO MORE OF THESE.

THIS IS ENROLLMENT FORECAST BY SCHOOLS AND THIS FIRST SLIDE SHOWS YOU THE ENROLLMENT FORECAST BY OUR PRIMARY SCHOOLS AND YOU CAN SEE THERE THAT WE GET SOME CONSIDERABLE GROWTH.

IF YOU LOOK AT THE NUMBERS RIGHT NOW, MOST OF OURS PRIMARY SCHOOLS ARE IN THE 500S.

A COUPLE THAT ARE LOWER THAN THAT, BUT ONLY ONE SCHOOL WHICH IS YACOLT, HAS THAT OVER 700 AND THEN IF YOU BEGIN TO LOOK AS WE CONTINUE TO GROW THROUGH THE YEARS, BY THE TIME WE GET IN JUST A SHORT TIME, BY THE TIME WE'RE IN 25, 26.

CAPTAIN STRONG HAS OVER 600, DAYBREAK HAS OVER 600, GLENN WOOD HAS OVER 700, MAPLE GROVE IS APPROACHING 600, PLEASANT VALLEY IS OVER 602, TUKES IS APPROACHING 600, AND YACOLT IS APPROACHING 800.

SOME SIGNIFICANT GROWTH THERE AND AS YOU MOVE EVEN FURTHER IF YOU GO 10 YEARS OUT, YOU CAN SEE THAT WE HAVE ALMOST ALL OF OUR SCHOOLS ARE 700 OR ABOVE IN THE MIDDLE SCHOOL.

THE TWO SCHOOLS ON THE BOTTOM REPRESENT CAM ACADEMY AND RRIVER HOMELINK,

[01:20:02]

AND THOSE ARE ALTERNATIVE SCHOOLS, SO WE HAVE A DIFFERENT CRITERIA THERE.

WE CAN'T TURN AWAY STUDENTS IN THEIR NEIGHBORHOOD SCHOOLS.

WE CAN'T PUT A CAP ON OUR GROWTH FOR OUR ALTERNATIVE SCHOOLS, SO IT'S A LITTLE BIT OF A DIFFERENT SCENARIO JUST BRINGING THAT TO YOUR ATTENTION.

AT LEAST THE NEXT SLIDE. THIS IS ENROLLMENT FORECAST BY THE MIDDLE SCHOOLS AND OUR HIGH SCHOOLS, SO THE TOP IS THE MIDDLE-SCHOOL, THE BOTTOM IS THE HIGH SCHOOL AND YOU CAN SEE THERE THAT AGAIN WE SEE SIGNIFICANT GROWTH.

PLEASE TURN YOUR ATTENTION TO LAUREN MIDDLE SCHOOL.

AGAIN, WHEN WE LOOK AT THE POCKETS OF GROWTH, WE SEE A GREAT DEAL OF DEVELOPMENT IN THE TOWN OF BATTLE GROUND AND WE SEE A GREAT DEAL OF DEVELOPMENT IN THE SOUTHERN END OF THE DISTRICT.

AS SHELLEY LIKES TO POINT OUT MUCH OF THAT HAS TO DO WITH THE GROWTH MANAGEMENT PLAN OF THE COUNTY.

THERE'S NOT A LOT OF OPPORTUNITIES FOR LARGE SUBDIVISIONS IN MUCH OF OUR AREA BECAUSE OF THE COUNTY GROWTH PLAN, BUT IN THOSE AREAS THERE ARE OPPORTUNITIES.

THAT'S WHERE WE'RE SEEING THE GROWTH, BUT THE SCARY THING THERE IS THAT LAUREN GOES UP SIGNIFICANTLY AND HOLDS, BUT WHEN IT SEES THAT GROWTH SPURT AT THE END, PREDICTIONS ARE 1,062 STUDENTS THAT LAUREN.

THAT'S SCARY. ANOTHER THING THAT I FOUND INTERESTING IS IF YOU LOOK AT THE PRAIRIE HIGH SCHOOL NUMBERS AND THE BATTLE GROUND HIGH SCHOOL NUMBERS YOU SEE ULTIMATELY AGAIN BECAUSE OF THE GROWTH AND THE SOUTH THAT PRAIRIE WHO HAS ALWAYS BEEN MUCH SMALLER THAN BATTLE GROUND SURPASSES BATTLE GROUND AT SOME POINT AND BECOMES LARGER HIGH SCHOOL OF THE TWO.

BUT BATTLE GROUND, AGAIN WITH ITS CURRENT AT 1,779 AND YET GROWTH THAT IT SHOWS THERE IS NOT SIGNIFICANT OVER THE COURSE.

I KNOW THE BOARD HEARS AND I HEAR FROM PARENTS WHO ARE INTERESTED IN PERHAPS A NORTH COUNTY HIGH SCHOOL OR ARE INTERESTED IN WHAT WE CAN DO TO THAT MANNER, BUT THIS HAS SIGNIFICANT DATA THAT PLAYS INTO WHATEVER DECISION WE'RE MAKING ALONG THOSE LINES AT LEAST I THINK THAT WAS THE LAST ONE THAT I HAD, RIGHT?

>> YEAH.

>> DO YOU HAVE THOSE OTHER TWO THAT I ASKED YOU TO SET UP?

>> THE OTHER THING I'LL MENTION WHILE AT LEAST IS FINDING THAT AS YOU'LL NOTICE ON THAT LAST SLIDE, THAT IN 26, 27 DAYS, THE ENROLLMENT FOR THE MIDDLE SCHOOL CATCHES UP WITH OUR HIGH SCHOOL AGE STUDENTS FOR THE SAME FOUR YEARS.

THAT'S AN INTERESTING TREND TO, YOU CAN SEE THAT IT'S MOVING.

THOSE NUMBERS OF STUDENTS ARE MOVING UP TOWARDS OUR MIDDLE SCHOOLS AND UP TO OUR HIGH SCHOOLS, BUT IT'S STILL YET A FEW YEARS OFF BEFORE.

>> MARK AND MARY, YOU WERE IN THE MEETING WHEN HE SAID THIS IS OUR GROWTH AND YOU CAN SEE IN THE CENTER, THE LARGER THE DOT, THE LARGER THE SUBDIVISION, THE MORE UNITS THERE ARE IN THE SUBDIVISION.

YOU CAN SEE THE MIDDLE SECTION HAS A LOT OF GROWTH AND THEN THE SOUTHERN SECTION HAS A LOT OF GROWTH DOWN HERE AND THAT'S WHAT WE'RE GOING TO SEE THE ENROLLMENT OF THE SCHOOL IS GOING TO BE INFLUENCED THAT BUT I WAS TAKING ONE OF THE COMMENTS.

WHAT DID WE CALL THEM AGAIN, THE [INAUDIBLE]?

>> WELL, HE'S A DEMOGRAPHER OR A POPULATION GEOGRAPHERS.

>> POPULATION GEOGRAPHER, LIKE THAT.

THE POPULATION GEOGRAPHER SAID THAT IN ALL OF HIS TIME DOING THIS, HE'S ONLY SEEING ONE OTHER DISTRICT THAT HAD THE AMOUNT OF GROWTH IN TERMS OF BUILDING THAN WE HAD IN THIS.

I THINK THAT WAS BELLEVUE BACK IN THE '90S OR SOMETHING LIKE THAT.

IT IS SIGNIFICANT THE GROWTH THAT WE'RE SEEING AND THEN TO MARK'S POINT THAT NEXT SLIDE THERE THE STUDENT GENERATION RATES.

THESE ARE ALWAYS IMPORTANT BECAUSE IT GIVES YOU AN IDEA, IT GIVES YOU A FORMULA IN YOUR HEAD THAT YOU CAN THINK ABOUT.

IF YOU JUST USE THE OVERALL AVERAGE RATES, DON'T LOOK AT THE HIGHEST RATE AND DON'T LOOK AT THE LOWEST RATE.

LOOK AT THE AVERAGE RATE RIGHT THERE.

FOR EVERY HOUSE THAT IS BUILT IN BATTLE GROUND, WE CAN EXPECT 0.32 OF A STUDENT.

THAT WOULD MEAN THAT IF THERE ARE 100 HOUSES BEING BUILT, THAT WE WOULD GET APPROXIMATELY 32 STUDENTS.

FOR EVERY APARTMENT BEING BUILT IN OUR DISTRICT, WE CAN EXPECT 0.23 OF A STUDENT.

[01:25:03]

WHEN YOU JUST DRIVING AROUND AND WHEN YOU LOOK AT THE NUMBER OF THOSE APARTMENT COMPLEXES THAT ARE GOING IN, RIGHT DOWN 503 YOU CAN JUST QUICKLY DO THE MATH.

BUT HE ALSO SAID THAT IN HIS OPINION, THIS WAS ONE OF THE HIGHEST GENERATION RATES THAT HE HAD SEEN COMPARED TO OTHER DISTRICTS.

THE IDEA THAT WE HAVE BEEN WONDERING ABOUT OUR GROWTH AND WHEN WE WERE GOING TO EVENTUALLY SEE IT, WELL, IF THIS INFORMATION HOLDS TRUE, WE'RE GOING TO SEE A LOT OF GROWTH OVER THE NEXT 10 YEARS WHICH IS GOING TO IMPACT OUR SCHOOL SYSTEMS. THANK YOU. ANY QUESTIONS? I THINK I CAPTURED IT.

>> I GUESS I'D LIKE TO JUST OFFER A REMINDER THAT WE GOT TO A POINT ONE TIME WHERE WE HAD TO SHIFT BOUNDARIES IN ORDER TO TRY TO BALANCE SCHOOL.

WE'VE ALREADY DONE THAT ONCE AND THAT'S NOT A NOT A EASY THING TO DO.

I'M NOT SURE YOU CAN DO THAT AGAIN.

>> NOT A FUN PROCESS FOR OUR FAMILIES EITHER.

[LAUGHTER]

>> THAT'S IT FOR ME, SO I'M TURNING IT OVER TO TEACHING AND LEARNING.

>> I'VE GOT A COUPLE OF UPDATES FOR YOU THIS EVENING.

WE'RE GOING TO START WITH AN UPDATE FROM SCOTT MCDANIEL AROUND WI-FIS ON OUR BUSES, SO THANK YOU.

>> I WAS GOING TO SAY [INAUDIBLE] PRESENTATION.

THAT WOULD BE STUPID TO SAY SOME THINGS, SO THANK YOU.

[LAUGHTER]

>> I'M HERE TO TALK ABOUT BUS, WI-FI.

SOME OF YOU DO REMEMBER THE REQUEST FOR APPROVAL FOR ADDING WIRELESS NETWORKING ON OUR BUSES.

I AM VERY HAPPY TO ANNOUNCE THAT WE'VE HAD BUSES COMING ON LINE OVER THE LAST TWO WEEKS.

THIS TOOK A LOT LONGER THAN WE THOUGHT IT WOULD TAKE.

THERE WAS QUITE A FEW HURDLES.

I THINK THAT IF THERE WAS A PROBLEM THAT COULD HAVE OCCURRED, WE ENCOUNTERED IT.

WE'VE HAD FAILURE OF THE MODEMS THAT RUN IT.

VERY INTENSE AND LONG RUNNING CHALLENGES WITH THE TWO CELL PHONE CARRIERS, VERIZON, AT&T.

FOR THOSE OF YOU WHO HAVE HAD TO WRESTLE WITH YOUR CELL PHONE BILLS, YOU UNDERSTAND.

AT LEAST SOMEWHAT. IT WAS MUCH MORE COMPLICATED FOR SOME REASON.

WE HAD ISSUES WITH HARDWARE INSTALLATION IN THE BUSES.

THIS WAS SOMETHING NEW FOR FIRST, AS FAR AS INSTALLING THE ANTENNAS.

THIS WAS NEW FOR MY STAFF WHO I'M REALLY HAPPY WERE ABLE TO CONQUER A BRAND NEW TECHNOLOGY AND TAKE IT OVER.

WE HAVE ROUGHLY 40% OF THE BUSES OUTFITTED WITH WIRELESS NETWORKING.

JUST LIKE WITH THE CHROMEBOOKS ATTACHING TO ANY NETWORK, THESE ARE FILTER JUST LIKE THEY WOULD BE ANYWHERE ELSE.

STUDENT ACCESS IS CONTROLLED AND MANAGED BY US.

CONFIGURATIONS, INCREDIBLY EASY.

WE DON'T HAVE TO TELL STUDENTS HOW TO DO ANYTHING OTHER THAN OPEN THEIR CHROMEBOOK.

IT AUTOMATICALLY WILL CONNECT BECAUSE WE HAVE MADE SURE THAT ALL THE CHROMEBOOKS ARE AWARE OF THAT CONNECTION.

TO REMIND YOU, ESPECIALLY FOR THE NEW MEMBERS, THE PURPOSE BEHIND THIS WASN'T BECAUSE IT'S NEAT.

I DON'T LIKE DOING THINGS JUST BECAUSE IT'S FLASHY AND NEAT.

BUT THE PURPOSE WAS ACKNOWLEDGING THAT SOME OF OUR STUDENTS HAVE EXTREMELY LONG BUS RIDES.

FOR EVEN STUDENTS THAT HAVE SHORTER BUS RIDES, MANY OF THEM MAY NOT HAVE ADEQUATE INTERNET AT HOME.

THEY MAY HAVE PROJECTS THEY NEED TO GET DONE AND MAKING USE OF THE TIME THAT THEY'RE ON SCHOOL BUSES IS TIME WELL-SPENT.

WE KNOW THAT A CERTAIN NUMBER OF STUDENTS ARE UTILIZING IT ALREADY.

WE MANAGE THE NETWORK CENTRALLY SO WE'RE ABLE TO SEE ANY KIND OF OUTAGES THE AMOUNT OF DATA THAT'S GOING THROUGH.

AS I MENTIONED WITH FILTERING, WE CAN SEE IF THERE'S ANY MISUSE OCCURRING.

ARE THERE ANY QUESTIONS?

>> SCOTT, WHAT'S THE HOPE OR THE TIMELINE FOR THE REMAINING?

>> I WOULD EXPECT OVER THE NEXT FEW WEEKS.

[OVERLAPPING] WE'RE IN A VERY GOOD PATTERN OF GETTING THEM INSTALLED.

WE HAD TO WAIT FOR ABOUT 50 BAD UNITS TO BE REPLACED.

CREATE A POINT GREAT COMPANY, EVEN THOUGH OUR ORDER CAME IN SOMETIME AGO, THEY ARE MADE EVERY SINGLE ONE OF THE UNITS WITHOUT QUESTION.

THOSE CAME IN WITHIN ABOUT A WEEK-AND-A-HALF.

[01:30:01]

IT WAS AMAZING.

>> HAS AN ACCESS BEEN BETTER SCOTT? TO BE ABLE TO GET INTO THE BUSES TO ACTUALLY DO IT.

>> FIRST IT HAS BEEN VERY ACCOMMODATING IN ALLOWING US TO GET IN THERE AND WORK WITH THEM.

THEY'VE BEEN VERY, VERY RESPONSIVE.

I'M REALLY IMPRESSED WITH THEM.

I KNOW THEY HAD THEIR OWN CHALLENGES CONQUERING SOMETHING THEY HAD NEVER DONE BEFORE BUT THE MECHANICS REALLY CAME THROUGH.

>> THANK YOU FOR THAT UPDATE.

>> THANK YOU.

>> THANK YOU, SCOTT.

NEXT UP, I'M HAPPY TO SHARE WITH YOU.

I ASKED OUR EXECUTIVE DIRECTOR OF SCHOOL IMPROVEMENT, DAVID KENNEDY TO BRING TO YOU INFORMATION ABOUT STUDENT-CENTERED COACHING.

WE HAVE HIT A RESET ON OUR INSTRUCTIONAL COACHING PROGRAM.

HE HAS BROUGHT WITH HIM LUCINDA BANCROFT, ONE OF OUR INSTRUCTIONAL COACHES FROM PLEASANT VALLEY MIDDLE SCHOOL, TO PRESENT A SMALL PRESENTATION FOR YOU ABOUT THE PROGRAM AND SOME THINGS THAT HAVE CHANGED OVER THE COURSE OF THE RECENT YEAR.

>> WELL, GOOD EVENING. THANK YOU FOR YOUR TIME THIS EVENING, WE WANTED TO SPEND A FEW MOMENTS TALKING TO YOU ABOUT OUR K8 INSTRUCTIONAL COACHING PROGRAM.

SPECIFICALLY WHEN YOU REFERENCE THESE DISTRICT STRATEGIC PLAN, YOU'LL NOTICE UNDER HIGH-QUALITY INSTRUCTION, THE FIRST AND THIRD STRATEGIES REALLY HAVE TO DO WITH OUR INSTRUCTIONAL COACHING PROGRAM.

WHEN WE TALK ABOUT IMPLEMENTING HIGH-QUALITY STANDARDS-BASED INSTRUCTION.

THE THIRD BULLET, PROVIDING ONGOING TARGETED PROFESSIONAL LEARNING AND SUPPORT TO STAFF.

I COULDN'T THINK OF A BETTER VEHICLE TO ACCOMPLISH BOTH OF THOSE STRATEGIES BUT OUR INSTRUCTIONAL COACHING PROGRAM.

JUST A LITTLE HISTORICAL PERSPECTIVE ON THE PROGRAM.

WE STARTED AT OUR PRIMARY SCHOOL IS PROBABLY ROUGHLY ABOUT SEVEN YEARS AGO, AND ADDED MIDDLE-SCHOOL COACHING FIVE-YEARS AGO, FOUR OR FIVE YEARS AGO.

WE DISCOVERED DIANE SWEENEY.

DIANE IS A WELL-KNOWN AUTHOR AND SHE'S DONE A LOT OF WORK AROUND STUDENT-CENTERED COACHING.

IT'S A MODEL THAT SHE DEVELOPED AND WE'LL SHOW A LITTLE BIT ABOUT THAT MODEL HERE IN A SECOND.

BUT WE FELT IT WAS A REALLY GOOD FIT FOR THE WORK THAT WE WERE DOING AS A DISTRICT AND OUR PHILOSOPHIES AROUND LEARNING.

WE JUST STARTED A RELATIONSHIP WITH HER RIGHT BEFORE COVID, AND THEN COVID HIT.

WE'D BEEN IN A BIT OF A PAUSE WITH OUR COACHING PROGRAM FOR TWO YEARS.

THIS IS THE FIRST REAL YEAR AND I THINK YOU WOULD AGREE WITH IT.

THIS IS THE FIRST-YEAR POST-COVID THAT WE'VE REALLY BEEN ABLE TO RETURN TO SOME NORMALCY FOR A COACHING PROGRAM.

WE WANTED TO SHARE BOTH SOME DATA AROUND THE PROGRAM AND ALSO JUST SOME INFORMATION TO GIVE YOU SOME PERSPECTIVE ON STUDENT-CENTERED COACHING.

WHEN WE THINK ABOUT OUR MODEL YOU'LL SEE THREE CONCENTRIC CIRCLES ON THE SCREEN.

THE MOST OUTSIDE CIRCLE, RELATIONSHIP DRIVEN COACHING REALLY IS A SAFE PLACE TO OPERATE AS A COACH, YOU'RE PROVIDING SUPPORT TO TEACHERS.

IT DOESN'T NECESSARILY MOVE THE NEEDLE ON STUDENT LEARNING.

YOU'LL NOTICE THAT THE VERY CENTER OF THIS DOCUMENT IS STUDENT LEARNING. THAT'S OUR TARGET.

ANYTHING THAT WE'RE DOING AS INSTRUCTIONAL COACHES, WE WANT TO BE SEEING AN IMPACT ON STUDENT LEARNING AND WILL SHARE WITH YOU TONIGHT SOME DATA WITH REGARDS TO THE WORK THAT OUR COACHES HAVE BEEN DOING AND THE IMPACT IT'S HAD ON STUDENT LEARNING.

THE CENTER CIRCLE, THE TEACHER-CENTERED COACHING IS REALLY WHERE TRADITIONALLY WHEN WE THINK ABOUT INSTRUCTIONAL COACHING, THAT IS KIND OF WHAT WE THINK ABOUT.

COACHES THERE TO PROVIDE SUPPORT TO A TEACHER.

IT'S REALLY TO HOLD THE TEACHER ACCOUNTABLE.

IT'S MONITORING WHAT THE TEACHER IS OR IS NOT DOING.

BUT THAT MISSES THE MARK FOR WHAT WE WANT TO ENVISION AND OUR COACHES, WE ENVISION THEM MORE AS PARTNERS.

THEY ARE THERE TO HELP THE TEACHER REALLY CLOSELY LOOK AND REFLECT ON STUDENT DATA AND IDENTIFY WHAT NEXT STEPS CAN BE HELPFUL IN MOVING KIDS FORWARD.

THAT'S BEEN OUR MODEL AND I JUST WANT TO ACKNOWLEDGE MIKE MASHAD HAS ALSO BEEN KEY IN ALL OF THIS WORK.

REALLY, HE COULD BE UP HERE GIVING THE SPEECH JUST AS WELL AS I COULD BECAUSE WE'VE BEEN REALLY TIED AT THE HIP ON THIS WORK NOW FOR FOUR OR FIVE YEARS.

THE SENDER IS GOING TO SHARE A LITTLE BIT ABOUT OUR CORE PRACTICES AROUND COACHING.

>> GOOD EVENING. DAVID ASKED ME TO SPEAK A LITTLE BIT AND THE FIRST THING I THOUGHT OF IS I COULD GIVE YOU A COUPLE OF HOURS TO EXPRESS HOW PASSIONATE I FEEL ABOUT COACHING IN OUR SCHOOLS.

I KNOW I SHARE THAT PASSION WITH OUR TEAM OF COACHES BOTH AT THE MIDDLE SCHOOL AND THE PRIMARY.

WHEN I HAD THE OPPORTUNITY TO COME TO THIS ROLE, I CAME TO IT WITH AN EXPERIENCE OF HAVING A COACH IN

[01:35:01]

THE EARLY '90S AND IN COLORADO WHEN I WAS TEACHING THERE.

I KNEW ABOUT COACHING BACK THEN I WOULD PROBABLY SAY THE MODEL WAS PROBABLY MORE TEACHER-CENTERED.

INTERESTINGLY ENOUGH, OUR MENTOR THAT WE'RE WORKING WITH IS ALSO FROM COLORADO SO I THOUGHT THAT WAS KIND OF A COINCIDENCE.

BUT OUR MODEL FOCUSES ON SEVEN CORE PRACTICES OF COACHING AND HOW WE WORK WITH TEACHERS.

I WANTED TO POINT OUT LIKE THE FIRST ONE, UTILIZING COACHING CYCLES.

MOST OF OUR COACHING CYCLES ARE WHAT WE CALL A FULL COACHING CYCLE WHERE WE'RE SPENDING 6-8 WEEKS WITH A TEACHER IN THEIR CLASSROOM AND WITH THEIR STUDENTS.

THAT'S USUALLY ABOUT IT'S FOCUSED ON A UNIT TARGET, PROBABLY TWO OR THREE STANDARDS.

BUT WE ALSO DO CYCLES THAT ARE WHAT WE CALL MINI CYCLES THAT MIGHT FOCUS ON JUST A PROGRESSION OF THE LEARNING.

THEN IT'S IMPORTANT TO REALLY NOTICE THAT ON STEPS 2, 3, AND 6.

THEY ALIGN PERFECTLY WITH THE WORK THAT OUR TEACHERS ARE DOING IN THE PLCS, SO NOT SURPRISINGLY, A LOT OF OUR WORK JUST BLENDS IN WITH WHAT WE'RE DOING IN OUR PLC AND OFTEN MY COACHING CYCLES DO INVOLVE A TEAM OF TEACHERS.

JUST NATURALLY IT WORKS BECAUSE WE'RE ALL HEARING THE SAME MESSAGE THAT WE NEED TO BE FOCUSED ON STUDENT ACHIEVEMENT.

I'M NOT HERE TO FIX TEACHERS.

NONE OF THE COACHES AND THE DISTRICT BELIEVED THAT.

WE TRIED TO TAKE ON THE IDEA THAT TEACHERS ARE EFFECTIVE AND WE'D LIKE TO BE MORE EFFECTIVE.

I TELL MY TEACHERS, YOU'RE HERE, THEY'RE HERE, THEY'RE PAYING ATTENTION.

WE'RE SAFE. WE START WITH EFFECTIVE AND WE GET MORE EFFECTIVE.

SO 2, 3, AND 6, I JUST WANTED TO POINT OUT THAT THEY DO LINE UP WITH OUR PLC WORK AND THEN ACTUALLY FOR THOSE 2, 3, 4, AND 6.

THEN THERE'S THE FIVE THAT IS A CO-TEACH USING INSTRUCTIONAL PRACTICES.

JUST LIKE A FEW OF YOU POINTED OUT THAT YOU SAW SOME COHERENCE IN THE BUILDINGS THAT YOU VISITED.

THAT'S HOW IT IS WITH COACHING.

SOME OF OUR PLANNING IS VERY SIMILAR WITH THE TEACHERS AND TEACHER TEAMS, BUT WHEN WE GET INTO THE CLASSROOM, ALTHOUGH THE TARGET IS THE SAME FOR OUR STUDENTS, TEACHERS ARE OFTEN APPROACHING IT IN A DIFFERENT WAY AND THEY ALSO OFTEN NEED DIFFERENT THINGS FROM THEIR COACHES.

IT MIGHT BE ME DOING A MODEL OF TEACHING.

IT MIGHT BE COLLECTING STUDENT DATA AND DIANE'S BOOK OUTLINES ALL OF IT AND GIVES REALLY GREAT STRATEGIES FOR PROMOTING THAT PRACTICE.

THEN FINALLY, THE SEVENTH ONE, I SHOULD POINT OUT THAT THIS REALLY SHOULD NOT BE A LINEAR DIAGRAM IN MY OPINION, IT'S CIRCULAR AND CYCLIC.

BUT SEVEN REALLY HAS TO DO WITH THE WORK THAT US COACHES DO WITH OUR PRINCIPALS AND ASSISTANT PRINCIPALS IN THE BUILDING.

DAVID'S ALWAYS SAID, YOUR BUILDING ADMINISTRATORS SHOULD BE THE BIGGEST CHAMPION FOR YOUR WORK AND I PERSONALLY CAN SAY THAT AT PLEASANT VALLEY MIDDLE SCHOOL.

DEFINITELY, I HAVE FELT SUPPORTED AND WORK RIGHT ALONGSIDE THE PRINCIPAL AS AN INSTRUCTIONAL LEADER.

>> WE CURRENTLY HAVE SEVEN PRIMARY INSTRUCTIONAL COACHES, ONE EACH FOR PRIMARY SCHOOLS AND SIX MIDDLE-SCHOOL COACHES AND THEN ONE SPECIAL-ED INSTRUCTIONAL COACH WHO SERVES ALL OF OUR SPECIAL-ED STAFF, SO QUITE AN INVESTMENT OF RESOURCES.

WE HAVE 14 INSTRUCTIONAL COACHES CURRENTLY IN THE DISTRICT.

THAT IS SOMETHING THAT I TAKE TO HEART.

WHEN WE ARE PUTTING THAT MANY RESOURCES TOWARDS A PROGRAM, WE WANT TO CHECK IN AND SEE HOW EFFECTIVE IS THAT PROGRAM IN IMPACTING STUDENT LEARNING, SO TO THAT END, WE PARTNERED WITH DIANE VERY EARLY ON.

SHE KNEW A GENTLEMAN, CHRIS KUTRANA WHO HAD JUST DEVELOPED A SOFTWARE PROGRAM CALLED THE RESULTS-BASED COACHING TOOL, WHICH GIVES YOU THE ABILITY AS A DISTRICT TO MONITOR AT A BUILDING LEVEL, BUT ALSO AT A DISTRICT LEVEL, THE IMPACT OF EVERY COACHING CYCLE THAT A COACH ENGAGES IN IN THE DISTRICT FROM PRE TO POST.

I'M GOING TO SHARE THAT DATA WITH YOU.

NOW THIS ONLY TELLS PART OF THE STORY AND THAT'S REALLY WHY I HAVE LUCINDA HERE THIS EVENING TO SHARE WITH YOU THE OTHER PART OF THE STORY.

I'M GOING TO SHOW YOU FIRST THE QUANTITATIVE SIDE OF THINGS.

BUT SHE'S THINKING TO SHARE REALLY THE QUALITATIVE IMPACT OF THIS WORK.

BECAUSE I DO AGAIN WANT TO EMPHASIZE HOW POWERFUL THE INSTRUCTIONAL COACHING MODEL IS IN HELPING US ACHIEVE THOSE STRATEGIES UNDER HIGH-QUALITY INSTRUCTION THAT I HIGHLIGHTED AT THE BEGINNING OF THIS PRESENTATION.

WE WOULD BE VERY HARD-PRESSED OTHER THAN OUR PLCS TO FIND SOMETHING THAT ADDRESSES THOSE FIRST AND THIRD BULLET POINTS ON THE DISTRICT'S STRATEGIC PLAN AS POWERFUL AS THIS PROGRAM DOES.

[01:40:02]

HERE IS THE DATA OF WHAT YOU WILL SEE.

OF ALL THE FULL COACHING CYCLES, NOW KEEP IN MIND COACHES ALSO DO MANY COACHING CYCLES.

THIS DOES NOT ENCAPSULATE ALL OF THEIR WORK.

IN FACT, THAT ENCAPSULATES ONLY PART THE WORK THAT THEY'RE DOING WITH STAFF.

BUT YOU WILL SEE THE FOUR CATEGORIES OF EMERGING, DEVELOPING, MEETING, AND EXCEEDING.

ANOTHER WAY OF THINKING OF THAT IS INTENSIVE STRATEGIC, BENCHMARK, AND ADVANCED.

IF YOU THINK OF THIS MOTHER BALANCED LANGUAGE.

WHAT YOU'LL NOTICE IS THE PRE IS ALL IN BLUE, SO FOR INSTANCE, THE CUMULATIVE AVERAGE DISTRICT-WIDE WITH ANY TEACHER WHO ENGAGES IN A COACHING CYCLE, AND THIS IS WELL OVER 60 COACHING CYCLES TO THIS POINT IN THE YEAR, IS 48% OF THOSE STUDENTS ARE EMERGING OR INTENSIVE AT THE BEGINNING, 28% ARE DEVELOPING, 17 MEETING AND 5% ARE EXCEEDING AT THE BEGINNING OF INSTRUCTION.

NOW, AFTER WORKING WITH THE COACH, CO-DESIGNING, CO-IMPLEMENTING, CO-PLANNING, YOU WILL SEE IN THE RED THE POST COACHING DATA, WHICH ROUGHLY WE'VE TAKEN THE EMERGING STUDENTS AND REALLY CUT THAT INTO A THIRD OF WHAT IT WAS, CUT IT BY TWO-THIRDS.

THE DEVELOPING, WHAT YOU SEE THERE BECAUSE IT'S BOTH 28 AND 28, THAT DOESN'T MEAN THAT KIDS IN THAT CATEGORY DIDN'T MOVE.

BUT YOU HAVE A NUMBER OF YOUR EMERGING STUDENTS MOVING INTO THE DEVELOPING CATEGORY AND THEN A NUMBER OF THE DEVELOPING STUDENTS HAVE NOW MOVED INTO THE MEETING CATEGORY.

MORE THAN DOUBLE MOVING 17-37% AND THEN WE MORE THAN TRIPLED THE STUDENTS WHO ARE EXCEEDING SO 5-16%.

OVERALL, 30,000 FOOT VIEW OF THE DATA.

IF YOU DRILL DOWN TO DIFFERENT SCHOOLS, YOU CAN SEE DIFFERENT TRENDS THAT EMERGE.

BUT WE WANTED DATA AS FEEDBACK TO INFORM OUR PRACTICE AND GO, HOW ARE YOU REALLY DOING WITH THE MODEL AND WHAT IS THE IMPACT ON STUDENT LEARNING? IF WE'RE REALLY SERIOUS ABOUT THAT FIRST VISUAL I SHOWED YOU WITH STUDENT LEARNING AT THE CENTER, THEN WE NEED TO BE HOLDING OURSELVES ACCOUNTABLE TO WHAT IMPACT ARE WE HAVEN'T ON STUDENT LEARNING.

LUCINDA IS NOW GOING TO TELL YOU MORE OF THE QUALITATIVE SIDE OF SOME OF THIS WORK AND THE IMPACT THAT MAYBE CAN'T BE CAPTURED JUST IN A SIMPLE NUMBER.

>> LET ME FIRST TELL YOU THAT AS A CLASSROOM TEACHER, I WOULD OFTEN END THE UNIT AND SAY TO MYSELF, WHO DID NOT SUCCEED OR WHO DID NOT GROW AND I THINK THAT'S THE NATURE OF WHAT WE DO AS TEACHERS BECAUSE WE CARE SO DEEPLY ABOUT EVERY STUDENT LEARNING.

ALL OF US DO IT A LITTLE BIT DIFFERENTLY AT THE SCHOOLS.

THIS YEAR, I HAVE CREATED WHAT'S CALLED OUR COACHING WALL OF FAME AND SO THIS REPRESENTS THE FIRST FIVE COACHING CYCLES THAT I DID AT OUR SCHOOL AND IT'S MEANT TO CELEBRATE IN A VERY PUBLIC PLACE RIGHT OUTSIDE MY OFFICE.

THE STUDENTS WALKED BY IT.

I HEAR STUDENTS ASKING ME ALL THE TIME.

WELL, WHAT DOES THIS MEAN FOR MR. GAGNON OR WHAT DOES THIS MEAN FOR MR. SHELMA? I WANTED TO GIVE YOU A LITTLE CLOSE-UP.

THIS IS THE MOST CURRENT COACHING CYCLE THAT I JUST CLOSED OUT THIS WEEK.

I ASKED THIS TEACHER FOR PERMISSION AND SHE SAID GO FOR IT.

SHE'S PROBABLY EXPECTING A RAISE OR SOMETHING.

[LAUGHTER] IT'S NOT GOING TO HAPPEN.

THIS IS ONE OF OUR SIXTH GRADE TEACHERS AND SHE IS A SCIENCE AND ELA TEACHER AND SHE'S A VETERAN TEACHER.

SHE'S BEEN DOING THIS FOR AWHILE.

SHE ALSO LEADS THE CHARGE ON OUR OUTDOOR SCHOOL AND SO THROUGH THIS WHOLE COACHING CYCLE, A LOT OF WHAT SHE DID JUST CAME INTO OUR CONVERSATIONS.

YOU CAN SEE WHAT I LIKE TO DO.

I HAVE A SPORTS BACKGROUND TO ME, SO I LIKE STATS, SO I PUT UP SOME STATS.

HER STATUS IS THAT SHE'S DONE ONE FULL COACHING CYCLE IN SCIENCE AND ASTRONOMY.

MARK DON'T QUIZ ME ON ANYTHING, PLEASE.

BUT WHEN WE STARTED THE COACHING CYCLE, SHE HAD TAUGHT THIS UNIT BEFORE.

THIS WASN'T NEW TO HER.

WE TALKED AND SHE HAD A PRE-ASSESSMENT ALREADY MADE UP AND I WANTED TO INCLUDE THAT ON THERE FOR OUR STAFF TO SEE BECAUSE WE ARE CELEBRATING THE WORK THAT'S ALREADY BEEN DONE.

THIS WASN'T US GOING INTO A COACHING CYCLE AND SAYING YOU NEED TO DO SOMETHING DIFFERENT.

THOSE WERE HER QUESTIONS FOR HER PRE-ASSESSMENT.

THE DATA THERE, IT'S PROBABLY PRETTY SMALL FOR YOU GUYS TO SEE.

BUT THAT CAME FROM A RESULTS-BASED COACHING TOOL WHERE WE COULD SEE WHO IS EMERGING, WHO'S DEVELOPING, WHO'S MEETING AND EXCEEDING.

YOU CAN SEE SHE MADE SOME PRETTY GREAT GROWTH THERE.

WE WENT FROM SEVEN KIDS EMERGING TO ZERO.

WE HAD 19 KIDS DEVELOPING TO 13 AND WE HAVE ZERO KIDS MEETING THE STANDARDS THAT WE HAD PUT INTO PLACE TO 10.

AMY AND I, WE HAVE CAUSE FOR CELEBRATION AND THIS IS HOW WE CELEBRATE AT OUR SCHOOL.

I ALSO WANTED TO MENTION THAT THE COACHING CYCLES JUST HAPPEN OVER AND OVER.

[01:45:06]

I'M CURRENTLY IN THE MIDDLE OF SOME OTHER CYCLES AND MRS. MADDOX, I WAS AT THE SOLAR CAR CHALLENGE.

IT ACTUALLY PBM BECAUSE THEY DO ELEMENTARY THROUGH FIFTH GRADE.

IT WAS ACTUALLY OUR STEM TEACHER WHO TOOK A TEAM AND I'M IN THE MIDDLE OF A COACHING CYCLE WITH HER, SO WE DID OUR COACHING CYCLE ON THE SOLAR CAR CHALLENGE.

THAT WAS A GREAT EXPERIENCE THE OTHER DAY.

I ALSO JUST WANTED TO POINT OUT, I KNOW DAVID'S PROBABLY GOING TO DO THE HOOK SOON.

AS I WAS SITTING HERE THINKING ABOUT OUR COHERENCE GOALS, SOMETHING OCCURRED TO ME THAT WE TALK ABOUT SEL AND I'M AN INSTRUCTIONAL COACH, SO WE TALK INSTRUCTION, BUT I CURRENTLY AM DOING A COACHING CYCLE WITH OUR COUNSELOR AT OUR SCHOOL WHO'S IDENTIFIED, I THINK THERE WERE SEVEN STUDENTS, THAT WE'RE WORKING WITH, THEY HAVING CHRONIC ABSENTEEISM.

SHE FELT LEFT OUT WITH ALL THE INSTRUCTIONS.

SHE SAID, HEY, LET'S DO A COACHING CYCLE.

IT IS CROSSING OVER INTO THE SEL BECAUSE OUR STUDENTS ARE WHOLE PEOPLE.

IT'S WORKING OUT GREAT WITH THAT COACHING CYCLE.

WE MEET ON WEDNESDAYS AND MAKING BREAKFAST, IT'S A GREAT THING. [BACKGROUND] AT THE END OF OUR COACHING CYCLES SO THAT WE AS COACHES CAN GET BETTER AT WHAT WE DO.

WE SEND OUT SOME QUESTIONNAIRES.

ALL OF THEM WERE POSITIVE AND CONSTRUCTIVE, AND SO THESE WERE SOME OF THE EXAMPLES THAT I GOT.

FIRST QUESTION IS, HOW HAS THIS BENEFITED STUDENTS? EVERY TIME MY INSTRUCTION AND ASSESSMENT GOT MORE THOUGHTFUL AND MY STUDENTS BENEFITED, ALSO HAVING A COACH IN THE CLASSROOM FREED ME UP FOR SMALL GROUP TIME.

WHICH IS NOT REALLY THE GOAL, BUT IT IS NICE THAT, THAT CAN HAPPEN.

I JUST DON'T THINK THAT FIRST PART OF IT WOULD HAVE HAPPENED WITHOUT SOME INTENTIONAL, CONSISTENT CONVERSATIONS WITH TEACHERS.

THE SECOND QUESTION IS, HOW IS THE COACHING CYCLE BENEFIT FOR YOU? A TEACHER WROTE, IT WAS WONDERFUL TO HAVE A THOUGHT PARTNER.

I'D LIKE TO HAVE A COACH WITH ME EVERY PERIOD OF EVERY DAY.

NOT POSSIBLE, [LAUGHTER] BUT NICE THOUGHT.

THEN THE NEXT ONE WAS, WHAT DID THE DATA TELL YOU? THIS TEACHER WROTE, NEARLY ALL OF MY STUDENTS MADE GAMES, MANY OF THEM WERE SIGNIFICANT.

THIS ONE REALLY TOUCHES ME.

EVEN STRUGGLING LEARNERS IMPROVED MORE THAN I EXPECTED.

IT'S TRULY STUDENT-CENTERED. THEN FINALLY, THE LAST ONE WAS, WHAT COACHING PRACTICES DO YOU FEEL LIKE YOU BENEFITED MOST FROM? THIS TEACHER SAID FROM CONSISTENT DISCUSSION, AND REFLECTION ON NEXT MOVES, WHICH ALSO SPEAKS TO THE CONSISTENT AND INTENTIONALLY OF THE PROGRAM.

>> LITTLE NOD TO DANNY AND HIS VISIONARY THINKING.

A COUPLE OF YEARS AGO HE DEVELOPED A VISUAL.

I'M NOT SURE IF YOU'VE HAD THE CHANCE TO SEE IT.

IT LOOKS LIKE A ROCKET OR A-

>> A VOLCANO.

>> VOLCANO [LAUGHTER] YES.

IT HAD MULTIPLE INTERPRETATIONS OF ITS SHAPE, BUT THE CONTENTS ARE VERY SOLID AND AT THE BASE OF THIS ARE THREE KEY INGREDIENTS THAT WE LOOK FOR AND VALUE FROM STAFF.

IN ORDER FOR US TO ACHIEVE OUR MISSION AND OUR VISION AS A DISTRICT, IT REQUIRES THESE THREE INGREDIENTS ACROSS THE BOARD WITH ALL OF OUR TEACHERS.

ONE IS GROWTH MINDSET.

CAN YOU THINK OF A BETTER EXAMPLE OF A STATEMENT OF GROWTH MINDSET? THEN RIGHT FROM A TEACHER'S MOUTH, EVEN STRUGGLING LEARNERS IMPROVED MORE THAN I EXPECTED.

THAT IS AN AWESOME STATEMENT. IT REALLY IS.

THE OTHER PIECE OF THAT IS REFLECTING ON PRACTICE.

WE'VE GOT GROWTH MINDSET REFLECTING ON PRACTICE.

ALL OF THESE COMMENTS, EVERY SINGLE ONE OF THEM POINTS TO THE POWER OF REFLECTION.

WE ARE A CULTURE OF DOERS, AND IN EDUCATION WE'RE NO DIFFERENT THAN OUR CULTURE THAT WE ARE SURROUNDED BY.

THE DIFFERENCE BETWEEN THE GOOD AND THE GREAT IS THOSE THAT ARE ABLE TO STOP AND REFLECT ON PRACTICE AND MAKE CHANGES IN HOW THEY'RE DOING THINGS.

THAT IS WHY COACHING IS SO IMPORTANT TO WHAT WE'RE TRYING TO BUILD.

THE THIRD INGREDIENT IS RELATIONSHIP AND OBVIOUSLY, AS YOU CAN TELL, THIS EXEMPLIFIES THIS IDEA OF BEING A PARTNER.

WE'RE NOT IN THE BUSINESS OF FIXING TEACHERS.

WE'RE VERY MUCH IN THE BUSINESS OF BEING THOUGHT PARTNERS, AND BEING GROWTH MINDSET PARTNERS WITH OUR TEACHERS TO SUPPORT THEM IN DOING THE VERY DIFFICULT WORK THAT'S BEFORE THEM.

I'LL JUST CLOSE BY SAYING THAT WHEN YOU LOOK AT THIS CHART, HOPEFULLY AFTER THIS EVENING, YOU'LL HAVE A DIFFERENT RELATIONSHIP TO THIS BOX HERE.

YOU'LL SEE THE CONNECTIONS THAT REALLY, WHEN WE LOOK AT OUR PROFESSIONAL LEARNING COMMUNITIES AND WE LOOK AT INSTRUCTIONAL COACHING,

[01:50:01]

THE SYNERGY BETWEEN THOSE TWO THINGS IS SO INCREDIBLY STRONG.

YOU THINK ABOUT HAVING A COLLABORATIVE CULTURE THAT IS PRECISELY THE TYPE OF RELATIONSHIP THAT WE WANT WITH OUR COACHES.

FOCUSING ON LEARNING.

THE BEDROCK OF ALL OF OUR PLC WORK IS ESSENTIAL STANDARDS.

SAME IN COACHING.

ESSENTIAL STANDARDS IS THE BEDROCK OF OUR INSTRUCTIONAL COACHING.

FINALLY, HAVING A RESULTS ORIENTATION.

I HOPE YOU SAW IT FROM THIS EVENING THAT AS COACHES, WE'RE REALLY LOOKING TO SEE WHAT LEVEL OF IMPACT ARE WE HAVING ON THE STUDENTS THAT WE SERVE SO THAT WE CAN GET BETTER? I THOUGHT LISTENERS SAID IT PERFECT THAT WE TAKE WHERE WE'RE AT, WHICH MAY BE EFFECTIVE, BUT WE NEVER STOP AND WHERE WE WANT TO BE, WHICH IS GETTING BETTER.

IF YOU HAVE ANY QUESTIONS FOR US, NOW IT'D BE A GREAT TIME, BUT WE DO APPRECIATE YOUR ATTENTION AND TIME TONIGHT.

>> I HAVE A NEWBIE QUESTION FOR YOU.

>> SURE.

>> HOW ARE REFERRALS FOR TEACHERS GENERATED IN THE COACHING PROGRAM?

>> IT'S A GREAT QUESTION.

WE'VE OSCILLATED WITH THIS ISSUE, IS VERY MUCH VOLUNTEER AND GENERATED MORE FROM SOME OF THE MOVES THAT THE COACHES ARE DOING ON MARKETING THEMSELVES AND ATTRACTING BUSINESS, SO TO SPEAK, AND DEVELOPING THAT CULTURE.

I ALWAYS THINK ABOUT MICHAEL FULLEN AND HE SAYS IF YOU WANT TO KILL SOMETHING MANDATE IT, AND ALTHOUGH IT WOULD BE EASY FOR US TO MANDATE COACHING, I THINK THAT WOULD BE THE KISS OF DEATH FOR THE PROGRAM QUITE HONESTLY.

SOME SCHOOLS ARE STRONGER THAN OTHERS.

THAT'S WHERE WE LOOK AT THE REAL-TIME DATA AND HAVE THIS RESULTS-BASED COACHING TOOL TO GO [NOISE] AT SCHOOL X, WE'RE NOT GETTING AS MUCH BUSINESSES WE NEED.

LET'S PARTNER WITH THE PRINCIPAL, AND THE COACH AND SEE WHAT MAY BE HOLDING THAT SCHOOL BACK CULTURE-WISE.

>> OKAY.

>> I THINK THE PEOPLE WHO'VE WORKED WITH ME, THERE WAS A POINT WHERE THEY REALIZED IT WAS STUDENT-CENTERED.

I EVEN HEARD A TEACHER SAY TO ANOTHER TEACHER, DON'T WORRY, IF SHE COMES INTO YOUR ROOM SHE'S NOT WATCHING YOU.

IT IS VERY MUCH A STUDENT-CENTERED MODEL.

RELATIONSHIP IS EVERYTHING.

WHEN YOU'RE DOING WHAT YOU DO EVERY DAY, IT CAN BE UNNERVING TO HAVE SOMEONE IN YOUR CLASSROOM.

BUT WE APPROACH IT AS WE'RE TEAM.

>> SURE.

>> IT'S TAKING A LITTLE WHILE AGO.

>> THANK YOU.

>> CAN I SAY DESPITE CLARIFIES A LITTLE BIT FOR PEOPLE AS WELL, BUT IT'S IN NO WAY OF VALUE TO.

IT ISN'T A REFERRAL SYSTEM.

BRAVO, AND THANK YOU FOR SHARING THAT.

I LOVE WHAT YOU HAVE TO SAY.

OF COURSE, THE DATA YOU BRING IS AWESOME TO SEE BECAUSE THAT IS OUR FOCUS.

IT DOES TIE SO WELL PLCS.

I'M REALLY SEEING THE WORK COME TOGETHER AND IT THRILLS ME.

I HAVE ONE QUESTION.

WHEN ARE WE GOING TO OFFER THIS WONDERFUL TOOL TO OUR HIGH SCHOOLS?

>> THAT'S A GREAT QUESTION, MARY.

>> WHEN YOU JUMP IN.

>> YEAH. [LAUGHTER] WE'VE HAD MANY DISCUSSIONS ABOUT HIGH-SCHOOL.

HIGH-SCHOOL IS MUCH DIFFERENT AS YOU CAN IMAGINE, IN THAT YOU COULDN'T POSSIBLY HAVE ENOUGH COACHES.

ONE COACH AT THE HIGH-SCHOOL LEVEL WOULDN'T EVEN COME CLOSE TO THE NEED THAT WE WOULD HAVE.

THEN THERE'S A DISCUSSION ABOUT, WOULD YOU DO THAT IN CONTENT AREA OR IS THAT THE MODEL THAT YOU DO AT THE HIGH SCHOOL? DOES IT LOOK THAT SAME WAY THAT IT DOES? BECAUSE CREATING AN ENVIRONMENT OF SAFETY IS MUCH DIFFERENT AT A HIGH SCHOOL THAT HAS 100 TEACHERS THAN IT IS AT A BUILDING THAT HAS 25 TEACHERS.

WE'RE CERTAINLY IN CONVERSATIONS ABOUT WHAT WE CAN AFFORD AND ALSO LOOKING AT READINESS.

ONE OF THE THINGS I THINK THAT HAS IMPACTED THIS RELAUNCH FOR US, OUR INSTRUCTIONAL COACHES REALLY NEED A HATS OFF.

THEY WERE THE JACK OF ALL TRADES DURING COVID.

I THINK THEY STEPPED IN ALMOST EVERYWHERE AND ANYWHERE THAT WE ASKED THEM TO AND IT WAS NOT IN LINE WITH WHAT THEY HAD BEEN HIRED TO DO.

BUT I KNOW LUCINDA FOR A FACT, SHE'S STOOD ON HER HEAD TO HELP SOME SUBS THAT HAVE BEEN IN HER BUILDING THAT COULD USE AN EXTRA HAND AND JUST FILL THE VARIETY OF ROLES.

THIS RESET REALLY IS ABOUT REFOCUSING THE WORK.

DEFINING THE PROGRAM AS IT FITS AND DOVETAILS INTO OUR PLC WORK.

WE BELIEVE THAT IT WILL GROW IN MOMENTUM BECAUSE OF THE PLC WORK AND HOW THEY TIE VERY CLOSELY TOGETHER.

OUR HIGH SCHOOLS, BECAUSE THEY'RE WORKING IN DEPARTMENTS, IT JUST LOOKS SO DIFFERENT FOR THEM.

THEY SHARE CONTENT.

YOU HAVE A SCIENCE DEPARTMENT, BUT YET THERE'S STILL MAYBE A TEACHER THAT'S A SINGLETON WHO IS THE ONLY TEACHER WHO TEACHES AP CHEMISTRY.

>> YEAH.

>> THEN YOU HAVE TO PUT THEM TOGETHER WITH A TEACHER OVER AT PRAIRIE, OR YOU HAVE TO FIND THEM A DIFFERENT PARTNER.

[01:55:02]

THE WAY IN WHICH IT LOOKS IS GOING TO HAVE TO BE DIFFERENT.

BUT CERTAINLY, WE'RE INTERESTED IN FIGURING OUT HOW WE MIGHT BE ABLE TO EXPAND INTO OUR HIGH SCHOOLS FOR SURE.

>> SHELLEY MAKES A GOOD POINT.

PEOPLE ASK ME ALL THE TIME ABOUT HOW IMPORTANT IS THAT YOU ARE AN EXPERT IN THE CONTENT, AND I WILL STAND IN FRONT OF YOU TO TELL YOU I STRUGGLED WITH EIGHTH-GRADE ALGEBRA.

THAT'S NOT MY BACKGROUND.

THERE IS QUITE A BIT OF WORK I HAVE TO DO.

I CAN ONLY IMAGINE WHEN YOU GET TO HIGH SCHOOLS, THE CONTENT BECOMES MORE IMPORTANT.

DO I THINK IT'S COMPLETELY VITAL? NOT NECESSARILY BECAUSE WE HAVE RESOURCES, BUT IT SURE MAKES YOU A LITTLE MORE CREDIBLE AND CONVERSATION IF YOU NOW PYTHAGORAS THEOREM FOR INSTANCE.

I THINK IT WILL LOOK DIFFERENT.

>> SOME OF THE MODELS THAT WE'VE SEEN HAVE TWO COACHES AT THE HIGH SCHOOL, ONE FOR SCIENCE, AND MATH, [OVERLAPPING] ONE FOR ENGLISH AND SOCIAL STUDIES.

YOU'RE STILL ONLY COVERING THE CORE CONTENT AREAS.

THERE'S SOME GENERAL PRACTICES THAT YOU COULD COACH ON.

AS SHELLEY SAID, IT'S DIFFERENT IN THE HIGH SCHOOLS.

ONE OF THE THINGS WE WANT TO MAKE SURE AND WE'VE BEEN WORKING ON THIS IS AND I'LL HIT ON THIS, THIS SHELLEY MENTIONED THIS IDEA OF READINESS.

RIGHT NOW, IN ALL HONESTY, THERE IS A LEVEL OF RESISTANCE FOR COACHES AT THE HIGH SCHOOL.

WE'RE WORKING ON EXPLORING THAT, TRYING TO UNDERSTAND THAT BETTER.

FIND OUT, I THINK SOME OF IT IS JUST HASN'T BEEN AROUND AND IT'S FEAR BECAUSE WE EXPERIENCED THE SAME THING WHEN WE STARTED [BACKGROUND] THIS AT PRIMARY IN THE MIDDLE.

THIS IDEA OF EVALUATIVE HERE THAT'S ASSOCIATED WITH THAT.

WE CONTINUE TO WORK ON THAT, BUT IT IS A GOAL OF OURS [OVERLAPPING] DAVID ASKED ME ALL THE TIME.

>> [LAUGHTER] TRAVIS. ONE OF THE ENDS THAT WE'VE TALKED ABOUT MOST RECENTLY WITH OUR MTSS TEAM AND OUR MTSS LEADS COACHES IS HIGH-LEVERAGE PRACTICES AND REALLY THE END NOT BEING SO MUCH ABOUT CONTENT, BUT HIGH-LEVERAGE PRACTICES THAT IMPACT LEARNING IN THE CLASSROOM.

AGAIN, ANOTHER CONSIDERATION FOR AN OPTION THAT WE COULD CONSIDER MOVING FORWARD BUT HARD TO SAY WHERE WE'RE GOING TO GO BECAUSE THE FIRST HURDLE IS THE FUNDING.

[LAUGHTER] YEAH.

>> HE SENDS A THANK YOU FOR BEING HERE TODAY. THANK YOU ALL.

>> THANK YOU.

>> THANK YOU.

>>THANK YOU. THAT'S IT FOR TEACHING ALONG YOU.

>> THAT'S ENOUGH. [LAUGHTER]

>> I DID SAY 10-15 MINUTES, SO I WILL TELL YOU THAT. [LAUGHTER]

>> NEXT UP IS OUR HUMAN RESOURCES REPORT.

>> WELL, GOOD EVENING, BOARD. JUST A COUPLE OF ITEMS I'D LIKE TO SHARE.

I'D LIKE TO START OFF WITH JUST SOME STAFFING UPDATES.

JUST GOING TO BRING YOUR ATTENTION TO THE PERSONNEL REPORT THAT'S ON THE CONSENT AGENDA.

THIS IS A LITTLE BIT OF A BITTERSWEET ANNOUNCEMENT.

ALAN REASNER, OUR LONG-TIME EXECUTIVE DIRECTOR OF SPECIAL SERVICES, HAS DECIDED TO RESIGN AT THE END OF THIS YEAR TO PURSUE OTHER OPPORTUNITIES.

ALAN HAS GIVEN SO MUCH OF HER TIME.

I THINK SHE WAS HIRED BACK IN 1993, HAS PUT IT ALMOST 30 YEARS WITH OUR SCHOOL DISTRICT AND SHE STARTED HER CAREER AS A SCHOOL PSYCHOLOGIST HERE.

WE'RE SAD TO SEE HER GO, BUT KNOW THAT THIS IS SOMETHING THAT SHE HAS BEEN THINKING ABOUT AND WISH YOU ALL THE BEST.

THE SWEET PART OF THIS IS THAT WE HAVE KELLY CLAY WHO WORKS IN THE OFFICE THERE WITH WITH ALAN.

SHE IS CURRENTLY THE DIRECTOR OF SPECIAL SERVICES.

SHE IS GOING TO TRANSITION INTO THE ROLE OF EXECUTIVE DIRECTOR OF SPECIAL SERVICES.

WE ARE FULLY CONFIDENT IN KELLY'S ABILITY AND EXCITED FOR HER.

THIS WILL ALL TAKE PLACE AS OF JULY 1, SO END OF JUNE, BEGINNING OF JULY 1.

NEXT, I WANTED TO SHARE WITH YOU, SO WE ARE CURRENTLY WORKING ON STAFFING PROJECTIONS.

THIS TIME OF YEAR, WE WORKED VERY CLOSELY WITH THE BUSINESS OFFICE AND WE IDENTIFY ENROLLMENT AND ANY ENROLLMENT NEEDS OR CHANGES, AND WE START TO PLAN STAFFING ACCORDINGLY, SO WE WILL MEET WITH BUILDING PRINCIPALS AND THE NEXT COUPLE OF WEEKS AND HOPE TO BE ABLE TO SHARE THAT INFORMATION PRETTY SOON.

LASTLY, I DO WANT TO SHARE A GREAT CELEBRATION.

THIS WEEK IS WHAT WE FORMALLY KNOWN AS CLASSIFIED WEEK.

IT'S CALLED EDUCATOR SUPPORT PROFESSIONALS WEEK.

[02:00:02]

I THINK WE ALL WOULD AGREE THAT OUR CLASSIFIED STAFF GO ABOVE AND BEYOND AND THEY DO SO MUCH FOR OUR DISTRICT, FROM HELPING WORK WITH STUDENTS IN SMALL GROUPS TO HELPING RUN OUR BOARD MEETINGS, MAKING SURE PAYROLL IS MET, YOU NAME IT.

MAKING SURE OUR FACILITIES ARE WORKING AND WORKING OVER THE WEEKENDS TO MAKE SURE LEAKS AND WHAT HAVE YOU ARE ADDRESSED.

I DON'T KNOW THAT WE FULLY UNDERSTAND HOW MUCH THEY DO AND HOW MUCH THEY CONTRIBUTE TO RUNNING OUR SCHOOLS AND MAKING SCHOOL HAPPEN FOR OUR STUDENTS.

I JUST WANT TO SAY A BIG THANK YOU TO ALL OF OUR CLASSIFIED STAFF.

I WOULD LIKE TO END WITH READING A PROCLAMATION FOR GOVERNOR INSLEE.

I'LL TRY TO USE MY BEST COLLEGIAL VOICE WHEN READING THIS.

JUST, YOU KNOW, GOVERNOR INSLEE DID DECLARE MARCH 5TH-11TH AS EDUCATOR SUPPORT PROFESSIONALS WEEK.

BUT ACCORDING TO PSE, IT IS ACTUALLY THIS WEEK.

BUT IT'S OKAY TO CELEBRATE THEM TWO WEEKS IN A ROW.

"WHEREAS EDUCATION SUPPORT PROFESSIONALS ARE INVOLVED IN NEARLY EVERY ASPECT OF EDUCATION: MAINTAINING BUILDINGS AND GROUNDS, PREPARING AND SERVING MEALS, KEEPING SCHOOL FACILITIES CLEAN AND ORDERLY, ASSISTING IN THE CLASSROOM, PROVIDING OVER 60 PERCENT OF ALL INSTRUCTIONAL HOURS TO SPECIAL EDUCATION, ENGLISH LANGUAGE LEARNERS AND OPPORTUNITY GAP STUDENTS, PERFORMING AND CONDUCTING RESEARCH ACTIVITIES, PROVIDING INFORMATION TECHNOLOGY AND MEDIA SERVICES, ADMINISTRATIVE SUPPORT FUNCTIONS AND SAFE TRANSPORTATION, CREATING A SECURE AND HEALTHY ENVIRONMENT AND MANY OTHER SPECIALIZED SERVICES.

WHEREAS MORE THAN 62,000 EDUCATION SUPPORT PROFESSIONALS WORK WITH AND HELP STUDENTS IN WASHINGTON'S UNIVERSITIES, COLLEGES AND PUBLIC SCHOOLS ARE THE BACKBONE OF OUR PUBLIC EDUCATION SYSTEM AND DOES A RECOGNITION AND THANKS FOR THE OUTSTANDING WORK THEY DO FOR THIS STATE AND THEIR COMMUNITIES.

WHEREAS EDUCATION SUPPORT PROFESSIONALS ARE INSTRUMENTAL AND FULFILLING THE STATE'S RESPONSIBILITY TO EDUCATE ALL STUDENTS AND BY SUPPORTING THE LEARNING ENVIRONMENT, THEY SERVE AS CRUCIAL PARTNERS WITH TEACHERS, PARENTS, ADMINISTRATORS, AND SCHOOL BOARDS.

NOW THEREFORE, I, JAY INSLEE, GOVERNOR OF THE STATE OF WASHINGTON DO HEREBY PROCLAIM MARCH 5TH-11TH, 2023 AS EDUCATION AND SUPPORT PROFESSIONALS WEEK IN WASHINGTON AND I ENCOURAGE ALL PEOPLE IN OUR STATE TO JOIN ME IN THIS SPECIAL OBSERVANCE.

JUST WANT TO THANK ALL OF OUR WONDERFUL CLASSIFIED STAFF. THANK YOU.

>> THANK YOU VERY MUCH.

>> THANK YOU.

>> WE WOULD JUST LIKE TO ECHO AND SAY THANK YOU TO ALL OF OUR SUPPORT PROFESSIONALS.

WE GREATLY APPRECIATE AND ARE SO GRATEFUL FOR THE IMPACT THEY HAVE ON OUR STUDENTS AND OUR MINISTRY.

THEN NEXT UP IS NO FINANCE REPORT TODAY, SO SKIP RIGHT OVER.

WHAT I HAD TOLD KEVIN WAS THAT AFTER HE PRESENTED TODAY HE COULD GO HOME, LITTLE DID HE KNOW HE WAS GOING TO BE HERE TWO HOURS.

SORRY, KEV. [LAUGHTER]

>> THANKS FOR THE THOUGHT, THOUGH.

ECHOING WHAT SCOTT HAD MENTIONED EARLIER, THE SUPPLY CHAIN IS STILL PRETTY MESSED UP.

ANYTHING AT ALL THAT NEEDS A MICROCHIP IS VERY DIFFICULT TO FIND.

I'M SURE THAT WAS PART OF HIS AND PART MINE.

JUST A LITTLE UPDATE ON THE CAM FACILITY.

THE CAM 200, WE WERE WAITING ON SUB PANELS.

THERE'S NOTHING OTHER THAN AMERICA WHERE WE'VE GOT ELECTRICITY TO THE BUILDING, BUT WE HAVE NO PANELS TO FIRE IT UP.

SECOND FOUNDATION HAS BEEN POURED FOR THE 100 BUILDING WITH A MID-MAY DELIVERY.

CAM 300 BUILDING, WHICH IS THE ADMIN.

I WILL BE BRINGING THAT CONTRACT TO THE BOARD ON APRIL 10TH. CONTINUING ON.

THE NEXT THING IS OUR SECURITY PROJECTS.

WIRING IS ONGOING AT ALL OF OUR PROJECTS.

THERE'S THREE SCHOOLS THAT ARE NOT BEING WORKED ON YET, BATTLE GROUND HIGH SCHOOL, PRAIRIE HIGH SCHOOL AND WE'RE STILL FINALIZING LAUREN'S DESIGN.

THERE'S WIRING GOING ON EVERY EVENING AT ALL THE SCHOOLS.

NOW NEXT WEEK, SCREENS WILL START GETTING MOUNTED IN THE OFFICES.

ONE OF THE ITEMS THAT'S BEEN SLOW ON THIS IS THE IPHONES AND THE ABILITY TO PUT THE CAMERA AND THE COMMUNICATION SYSTEM ON THE OUTSIDE.

THE ORIGINAL CHOICE I HAD THEY ARE NOT AVAILABLE STILL MID JUNE, SO I CHOSE A DIFFERENT ONE.

THE COMPANY HAS THEY'RE TELLING ME 10-15 AVAILABLE RIGHT NOW.

[02:05:01]

THERE'S 30 AVAILABLE ON THE UNITED STATES, AND I'M TAKING 16 OF THEM.

AGAIN, MICROCHIPS ARE MOSTLY TO BLAME END OF SPRING BREAK, THE GOAL IS TO HAVE THESE ALL FUNCTIONAL AND THEN OF COURSE THERE WILL BE TRAINING ON STAFF.

>> KEVIN, I KNOW IT'S UNEXPECTED, BUT WOULD YOU MIND TALKING ABOUT THE TREE?

>> THE PLEASANT VALLEY?

>> YEAH.

>> WE'D NOTICED THERE'S TWO LARGE TREES IN FRONT OF PLEASANT VALLEY PRIMARY I DON'T THINK THERE'S ANY IN FRONT OF THE MIDDLE-SCHOOL.

UNFORTUNATELY, THE LARGER ONE IT'S READY TO FALL OVER.

IT'S GOT MANY SPLITS ABOUT EIGHT FEET UP OFF THE TRUNK.

IT LOOKS MORE TYPICAL OF AN OAK, OR A MAYPOLE THAT'S WHERE THEY ROT AND ARE READY TO SPLIT.

I HAD ARBORS COMMAND, SAID WE NEED TO GET IT DOWN.

WE'VE GOT BINDERS ON IT RIGHT NOW.

IF THERE'S ANY BAD WEATHER, I'M GOING TO MOVE SOME CARS THAT ARE PARKING IN ITS FALL ZONE, BUT IT'S GOING TO GO SPRING BREAK AND BE GONE.

>> YOU MIGHT HEAR ABOUT THAT?

>> YOU MIGHT HEAR ABOUT THAT.

>> SOME OF OUR COMMUNITY MEMBERS, THE TREE HAS BEEN THERE WAS PLANTED WHEN BUILDING OPENED.

>> ITS BEAUTIFUL TREE, BUT IT'S GOT TO GO.

>> JUST BRINGING THAT TO THE ATTENTION OF THE BOARD.

THANK YOU KEVIN. APPRECIATE, AND LAST BUT NOT LEAST, COMMUNICATIONS REPORT.

>> GOOD EVENING. I WANTED TO SHARE SOME OF THE DISTRIBUTION STATISTICS ON A REGULAR COMMUNICATION FOR THE MONTH OF FEBRUARY, JUST LIKE JANUARY WAS VERY BUSY FOR THE COMMUNICATIONS TEAM.

FEBRUARY WAS AS WELL, PERHAPS EVEN BUSIER, AND THAT'S REFLECTED IN THIS DATA.

WE HAD A MUCH GREATER REACH IN MANY AREAS AND A LOT OF THE UP-TAKE WAS DUE TO ALL THE WEATHER-RELATED SCHEDULE CHANGES WE HAD LAST MONTH, INCLUDING NORTH SCHOOLS HAVING FIVE CLOSURES IN FEBRUARY AND TWO LATE STARTS FOR NORTH AND SOUTH SCHOOLS AS WELL.

THE COMMUNICATIONS TEAM HAS BEEN UP VERY EARLY ALMOST MORNINGS AND DOING OUR BEST TO SEND ACCURATE, TIMELY MESSAGES SO THAT FAMILIES AND STAFF HAVE THE INFORMATION THAT THEY NEED AS SOON AS POSSIBLE I WANT TO THANK JENNA BUESCHER-HILL AND CHRIS BROWN FOR BEING PART OF THAT PROCESS AND REALLY INTEGRAL TO GETTING THOSE MESSAGES OUT IN A TIMELY FASHION.

THAT WASN'T ALL THAT OUR TEAM FOCUSED ON LAST MONTH, HOWEVER, CHRIS WROTE SOME GREAT STORIES ABOUT THE SOCIAL STUDIES AND ENGLISH LANGUAGE ARTS CURRICULUM PILOTS THAT ARE GOING ON RIGHT NOW.

THOSE STORIES ARE POSTED ON THE DISTRICT WEBSITE, AND WE ALSO HIGHLIGHTED A NUMBER OF STAFF AND STUDENT ACHIEVEMENTS FROM AROUND THE DISTRICT. NEXT SLIDE, PLEASE.

AS I HAD REPORTED PREVIOUSLY, JENNA, CHRIS, DID A LOT OF GREAT WORK TO PROMOTE CASES SCIENCE NIGHT LAST MONTH, WHICH WAS ATTENDED BY MORE THAN 100 PEOPLE.

OUR TEAM ALSO WORKED TO IMPLEMENT A BRANDING AND MARKETING CAMPAIGN TO SUPPORT THE INDUSTRY FAIR, WHICH I KNOW SEVERAL PEOPLE HERE ATTENDED AND HAD A RECORD NUMBER OF ATTENDEES AND VENDORS.

WE APPRECIATED THE OPPORTUNITY TO WORK WITH THE COLLEGE AND CAREER STAFF AT BATTLE GROUND AND PRAIRIE HIGH SCHOOLS, AND THEY DID A PHENOMENAL JOB PLANNING, ORGANIZING, AND HOSTING THE EVENT, AND IT WAS FUN TO SUPPORT THEIR EFFORTS.

IN THE MIDDLE, THERE IS A SCREENSHOT OF THE COVER OF THE HIGH-SCHOOL COURSE GUIDE, WHICH JENNA WORKED ON.

THIS IS A VERY LARGE DOCUMENT.

IT HAS DESCRIPTIONS OF ALL THE COURSES, THE FORECASTING PROCESS, WORKSHEETS AND MORE.

IT'S A GREAT RESOURCE FOR FAMILIES, FOR STUDENTS AND ALSO FOR STAFF, AND IT REPRESENTS HOURS AND HOURS OF JENNA'S WORK IN COLLABORATION WITH STAFF FROM AROUND THE DISTRICT, SO I WANT TO SAY KUDOS TO HER FOR PRODUCING SUCH A WONDERFUL RESOURCE.

THEN FINALLY, ANOTHER FOCUS LAST MONTH WAS WORKING TO PREPARE FOR AND LAUNCHING THE RECENT CLIMATE AND CULTURE SURVEYS THAT WERE ADMINISTERED BY THE CENTER FOR EDUCATIONAL EFFECTIVENESS.

THE SURVEY RAN FROM FEBRUARY 28TH TO MARCH 3RD, AND SOME OF THE COMPLETION STATISTICS ARE THAT WE HAVE MORE THAN 1,000 STAFF MEMBERS COMPLETE THE SURVEY.

SOME 3,600 STUDENTS AND 2,200 PARENTS AND GUARDIANS DID THE SURVEY AS WELL, AND FOR WHAT I UNDERSTAND, WE'LL BE SHARING MORE INFORMATION ABOUT THOSE RESULTS AT A FUTURE MEETING.

>> THANK YOU, AMANDA, AND THAT COMPLETES THE SUPERINTENDENT'S STAFF UPDATES.

>> THANK YOU. THAT MOVES US ON TO CITIZENS COMMENTS.

[10. Citizens' Comments]

FIRST STEP, WE HAVE EUNICE, IF YOU WOULD LIKE TO COME UP TO THE PODIUM.

>> GOOD EVENING BOARD.

>> GOOD EVENING.

>> MY NAME IS EUNICE INGERMANSON,

[02:10:02]

MY PRONOUN IS SHE, HER AND I LIVE IN DISTRICT 2.

FIRST OF ALL IT'S BEEN A LONG BUT BEAUTIFUL EVENING, I'M LOVING WHAT I'M HEARING.

MR. LAWHORN WELCOME AND CONGRATULATIONS ON YOUR NEW JOB AS A DIRECTOR.

>> THANK YOU VERY MUCH.

>> I'M GLAD THAT YOU REPRESENT MY DISTRICT, AND YOU AND I SHARE AN ASIAN ANCESTRY TOO.

>> YES.

>> THERE YOU GO AND I HOPE TO GET TO KNOW YOU AND HAVE SOME GOOD CONVERSATIONS WITH YOU THAT WILL HELP MY DISTRICT.

I ALSO WANTED TO SAY I WATCHED THE SPECIAL BOARD MEETING WHERE MR. LAWHORN WAS INTERVIEWED ALONG WITH ALL THE OTHER CANDIDATES.

I WAS REALLY ENCOURAGED TO FIND OUT THAT OUR DIRECTOR SPEND A LOT OF TIME READING, RESEARCHING, AND STUDYING ISSUES THAT HAVE TO DO WITH THE APPROPRIATION OF OUR SCHOOLS.

ONE AREA THAT I FEEL THAT YOU ARE AS A BOARD AND THE SCHOOL ADMINISTRATION MUST STUDY, RESEARCH, AND RECEIVE TRAINING ON IS THE LGBTQ ISSUE.

AS YOU KNOW, I ALWAYS TALK ABOUT.

THIS IS BECAUSE ACCORDING TO THE 2021 HEALTH YOUTH SURVEY, 30% OF OUR YOUTH FROM GRADE 8 THROUGH GRADE 12 BOTH IN OUR COUNTY AND STATEWIDE IDENTIFY AS LGBTQ.

THE TREVOR PROJECT 2022 REPORT SAYS THAT 42% OF LGBTQ YOUTH SERIOUSLY CONSIDERED ATTEMPTING SUICIDE IN THE PAST YEAR, INCLUDING MORE THAN HALF OF TRANSGENDER AND NON-BINARY YOUTH, AND MORE THAN 80% OF LGBTQ YOUTH STATED THAT COVID-19 MADE THEIR LIVING SITUATION MORE STRESSFUL, AND ONLY ONE IN THREE LGBTQ YOUTH FOUND THAT THEIR HOME IS LGBTQ AFFIRMING.

THE CURRENT TEMPERATURE OF OUR SCHOOLS IN THIS REGARD, IS IT A MANY, MANY LGBTQ STUDENTS CHOOSE TO GO STEALTH DURING THE ENTIRE K THROUGH 12 YEARS, NOT COMING OUT AND LIVING AS THEIR AUTHENTIC SELF, BECAUSE HAVING THEIR IDENTITIES KNOWN COULD HAVE NEGATIVE AND POSSIBLY DANGEROUS CONSEQUENCES FOR THE REST OF THEIR YEARS IN SCHOOL, AS WELL AS AT HOME.

THE SCHOOL DISTRICT HAS A RESPONSIBILITY TO ENSURE A SAFE ENVIRONMENT FOR ALL OF OUR STUDENTS.

I'M ASKING THAT ALL OF YOU WOULD TAKE THIS SERIOUSLY AND WORK HARD AND PROACTIVELY TO LEARN ABOUT THESE THINGS AND MAKE OUR OUR SCHOOLS SAFE FOR OUR LGBTQ YOUTH.

I LOOK FORWARD TO DIALOGUING AND WORKING WITH ALL OF YOU ON THIS. THANK YOU.

>> THANK YOU EUNICE.

>> NEXT UP WE HAVE PENNY ROSS.

>> I WAS 30 WHEN I GRADUATED FROM COLLEGE ON MY BIRTHDAY FROM WSU DIDN'T FIND OUT A GRADUATE ON MY BIRTHDAY UNTIL I GOT MY DIPLOMA.

I TAUGHT FIVE YEARS AND I COULDN'T GET A CLASS TO FINISH UP MY FIFTH YEAR, SO I JUST QUIT TEACHING AND WENT INTO THE FIELD AND WORKED AS A GARDENER.

BUT YOU'D NEVER QUIT TEACHING.

EVEN IF YOU DON'T HAVE 30 STUDENTS SITTING THERE OR 15 STUDENTS AND YOU'RE NOT TEACHING SOMEBODY HOW TO DO SOMETHING.

I DID TALK TO MY GRANDSON WHO'S IN THE WORK-BASED LEARNING CLASS HERE AT BATTLE GROUND HIGH, AND HE TALKED TO ME TODAY, I SAID, HOW DID YOU GET IT? HE SAID I HAD TO TALK TO THE COUNSELOR AND HE HAD TO SIGN UP THE FIRST WEEK OF THE NEW SEMESTER BECAUSE I HAVE A FRIEND WHOSE DAUGHTER WANTS TO GET IN PRAIRIE, BUT IT'S TOO LATE FOR THIS YEAR.

BUT I THOUGHT THAT WAS GREAT.

I TAUGHT WHAT WAS CALLED DIVERSIFIED OCCUPATIONS.

WE HAD A MATH TEACHER, WE HAD THE HOME MATH TEACHER, AND I WAS THE AGRICULTURE TEACHER, AND THEN WE WENT OUT AND THE ONLY ONE WHO WENT OUT WAS ACTUALLY THE MATH GUY ACTUALLY VISITED THE KIDS AT THEIR JOBS.

BUT THEY DIDN'T GET CREDIT ACCORDING TO THE HOURS THAT THEY WORK, AND I AM REALLY ENCOURAGED THAT YOU'RE GIVING KIDS A PORTION OF A CREDIT FOR HOW MANY HOURS THEY WORK AND THEY HAVE TO TURN IN THEIR HOURS.

THAT IS WONDERFUL. I WAS WONDERING ABOUT YOUR CURRICULUM ADOPTION COMMITTEE? WHO SITS ON IT?

[02:15:02]

HOW OFTEN DO THEY MEET AND HOW DO YOU PICK OUT CRITERIA? I KNOW YOU CAN'T ANSWER ME BACK, BUT YOU CAN GET BACK TO ME LATER.

THEN I WAS GOING THREE MEALS A DAY AT SCHOOL.

HOW MUCH TIME IS THAT GOING TO TAKE OUT OF YOUR LEARNING TIME?

>> TWO.

>> BREAKFAST AND LUNCH.

>> NO, IT'S GOING TO GO TWO, BREAKFAST AND LUNCH.

BUT IF IT GOES TO THREE, HOW CAN YOU FEED THEM DINNER WHEN THEY'RE ONLY HERE HOW MANY HOURS?

>> I WOULD BE SERVING THEM. IT WOULDN'T BE DOING IT.

>> I KNOW BUT THE PROGRAM WANTED TO GO TO THREE MEALS.

>> NO. THERE WAS ALWAYS UNIVERSAL.

>> IT'S ONLY TWO?

>> UNIVERSAL PLUS BREAKFAST AND LUNCH.

>> OKAY. BREAKFAST AND LUNCH.

THAT MEANS YOU'RE GOING TO HAVE TO HIRE MORE STAFF TO DO THE SERVING.

>> PERHAPS, WE'RE SERVING BREAKFAST AND LUNCH ALREADY.

>> OH, WOW. I WANT TO THANK YOU FOR THE WORK YOU'RE DOING FOR HIM ANY TIME LEFT, I DON'T KNOW.

>> YOU DO.

>> [LAUGHTER] ANYWAY, I'M REALLY ENCOURAGED.

I WAS REALLY HAPPY AND MY GRANDSON WENT TO CASEY, AND LAST YEAR HE GOT THE LEADERSHIP AWARD FOR HIS GLASS, AND HE'S THINKING ABOUT GOING TO EITHER WSU OR TO THE COMMUNITY COLLEGE.

I PERSONALLY THINK COMMUNITY COLLEGE IS THE BEST BET FOR YOU'VE GOT TO PAY FOR IT BECAUSE YOU GET YOUR FIRST TWO YEARS DONE AND EVEN IF YOU DON'T GO BACK, I FINISHED MY FIRST TWO AND DIDN'T GO BACK TILL I WAS 28 TO GET MY COLLEGE DEGREE.

THANK YOU FOR YOUR TIME.

>> THANK YOU.

>> THANK YOU. [LAUGHTER]

>> THAT WRAPS UP THE CITIZEN'S COMMENTS THAT I HAVE ON OUR SIGN-UP SHEET.

DID WE MISS ANYBODY IN THE AUDIENCE THAT DIDN'T GET A CHANCE TO SIGN UP OR DIDN'T KNOW ABOUT THE SIGN-UPS? WELL, WITH THAT, WE'LL MOVE ON TO OUR CONSENT AGENDA.

[11. Consent Agenda (Board Vote w/Student Voice)]

ON TONIGHT'S CONSENT AGENDA, WE HAVE OUR BUSINESS AND OPERATIONS OUR PERSONNEL REPORTS, SOME STUDENT TRAVEL, OUR FINANCIAL REPORTS, AND OUR COMPLETED PROJECTS REQUESTED FOR APPROVAL.

ARE THERE ANY ITEMS FOR CONSIDERATION THAT HAVE QUESTIONS OR NEED TO BE REMOVED FROM THE CONSENT AGENDA FOR ADDITIONAL REVIEW?

>> NONETHELESS, YES.

>> RICARDO, DID YOU HAVE ANY INPUT OR HAVE AN ADVISORY VOTE FOR THE BOARD ON THE CONSENT AGENDA TONIGHT?

>> WITH THAT, I WOULD CONSIDER A MOTION.

>> I DO.

>> SURE. I MOVE THAT THE BOARD OF DIRECTORS APPROVE THE CONSENT AGENDA AS PRESENTED.

>> WE HAVE A MOTION ON THE FLOOR FOR BOARD OF DIRECTORS TO APPROVE THE CONSENT AGENDA AS PRESENTED.

ANY FURTHER QUESTIONS? ALL THOSE IN FAVOR SAY AYE.

>> AYE.

>> ALL THOSE OPPOSED.

MOTION PASSES 4-0.

DID YOU HAVE ANYTHING YOU WANTED TO FOLLOW UP ON?

>> OH, I'LL JUST SAY I KNOW WE'VE POINTED OUT ELLEN'S LONG CAREER IN HERE AND IF YOU CHECK THE PERSONNEL REPORT, SO YOU HAVE SEVERAL OTHER TEACHER LEGENDS RETIRE AND SAD TO SEE HIM GO, BUT SURE WE APPRECIATE THEIR LONG-TIME CONTRIBUTION.

>> THANK YOU, MICHELLE.

>> I THOUGHT IT WAS INTERESTING THAT UNDER STUDENT TRAVEL, THERE'S A SURVIVAL COURSE IN YACOLT AND I DIDN'T KNOW HOW I FELT ABOUT THAT.

[LAUGHTER] WITH ALL THE SNOW YOU MIGHT NEED IT MAYBE [LAUGHTER].

>> IT'S HAPPENING IN THE NORTH.

>> IT'S HAPPENING IN THE NORTH, YEAH.

[LAUGHTER] THEY GROW ON TOP OF THE NORTH, GOT TO BE.

WELL, WE HAVE NO BUSINESS TONIGHT.

[13. New Business (Board Vote w/Student Voice)]

THAT BRINGS US TO OUR NEW BUSINESS.

MR. DRAKE WAS UNABLE TO BE WITH US TONIGHT.

I BELIEVE WE'RE TURNING THIS OVER TO MR. WATERS,.

>> ACTUALLY MS. WITNESS'S TAKING THIS ONE.

>> BEFORE YOU TONIGHT FOR YOUR CONSIDERATION IS THE NAMING OF OUR CURRENT LEE RIVER ONLINE, BATTLE GROUND ONLINE AND PRAIRIE ONLINE PROGRAMS THAT WE ARE LOOKING TO CONSOLIDATE INTO ONE ONLINE PROGRAM.

AS YOU ARE AWARE, WE HAVE A BOARD POLICY THAT LOOKS AT HAVING A PROCESS THAT INVOLVES OUR STAFF, OUR STUDENTS AND OUR COMMUNITY, AND OUR STAFF AND STUDENTS AND COMMUNITY HAVE BEEN INVOLVED IN PUTTING BEFORE YOU TONIGHT.

THREE RECOMMENDATIONS OF NAMES FOR THAT SCHOOL, AND THOSE ARE IN ORDER OF PREFERENCE.

BATTLE GROUND VIRTUAL ACADEMY, PACIFIC NORTHWEST VIRTUAL ACADEMY,

[02:20:01]

AND RIVERSIDE VIRTUAL ACADEMY, AND THROUGH THAT DISCUSSION, THEY NARROWED IT DOWN AS A STAFF, THEN THEY PUT IT OUT IN FRONT OF THE STUDENTS AND THEIR FAMILIES, AND THAT'S WHERE THEY ARRIVED.

ANY DISCUSSION, ANY QUESTIONS ON THOSE THREE OPTIONS OR ANY PREFERENCES THAT THE BOARD MAY HAVE IN THAT ARENA?

>> DID ANY OF THOSE GROUPS THAT GAVE INPUT ALREADY, WAS THERE ANY THIS ONE ROSE TO THE TOP OF-

>> YEAH.

>> IS THAT THE ORDER- > THAT IS.

>> THAT THEY ARE BEING PRESENTED IN?

>> IN ORDER OF PREFERENCE.

>> YEAH.

>> BATTLE GROUND VIRTUAL ACADEMY WAS THE TOP SELECTION, FOLLOWED CLOSELY BY PACIFIC NORTHWEST VIRTUAL AND RIVERSIDE VIRTUAL ACADEMY WAS THE THIRD SELECTION.

>> WHEN IN DISCUSSIONS WITH THE STAFF, TRAVIS WANTED US TO EMPHASIZE TO ALL OF YOU THAT THEY WOULD BE GOOD WITH ANY OF THOSE NAMES.

BUT THAT WAS THE ORDER.

>> I LIKE BATTLE GROUND VIRTUAL ACADEMY BECAUSE IT IDENTIFIES WHERE WE ARE AND IF WE, I KNOW AT THIS POINT WE'RE ONLY OFFERING IN DISTRICT I UNDERSTAND, BUT THERE COULD BE A TIME WHEN WE MIGHT WANT TO EXPAND THAT ARE ABLE TO EXPAND THAT.

TO ME IT MAKES SENSE TO IDENTIFY EXACTLY WHERE WE ARE.

>> SURE. YEAH.

>> I THINK IT'S COMMENDABLE THAT THEY THOUGHT ABOUT LIKE THE PACIFIC NORTHWEST AND MAKING SURE PEOPLE FELT LIKE THEY COULD COME AND NOT JUST BE IDENTIFIED BY THE DISTRICT AT ALL.

BUT I THINK OUR FIRST PRIORITY IS TO SERVE OUR DISTRICT IN BATTLE GROUND.

>> I'M CURIOUS OF YOUR THOUGHTS ON THAT, RICARDO.

>> I LIKE THE BATTLE GROUND OPTION.

IT JUST, FIRST LIKE SAYING BGVA, LIKE ACRONYMS.

>> OH, YEAH.

>> JUST ROLLS OFF THE TONGUE AND IT'S ALSO OUR DISTRICT. YEAH.

>> YEAH. IT DOES SOUND BETTER THAN THE OTHERS HAD IT AS AN ACRONYM.

>> YEAH PNWVA, JUST LIKE-

>> YEAH. THAT'S A MOUTHFUL. [LAUGHTER]

>> I'M NOT SURE THAT PACIFIC NORTHWEST VIRTUAL ACADEMY DOESN'T ALREADY EXIST SOMEWHERE.

>> YOUR POINT THERE IS A RIVERSIDE SCHOOL DISTRICT?

>> YEAH.

>> A LOT OF THINGS AROUND HERE ARE CALLED RIVERSIDE.

BUT THERE IS A RIVERSIDE SCHOOL DISTRICT.

>> YEAH THERE IS.

>> TO YOUR POINT.

>> NO, I THINK THE PREFERENCE AS THE STATED HERE IS MY PREFERENCE AS WELL.

>> DO WE HAVE TO HAVE AN OFFICIAL NOMINATION?

>> YES. SOMEONE WOULD HAVE TO MAKE A MOTION WITH A CHOICE AND THEN IT WOULD HAVE TO BE VOTED ON.

>> I MOVE THAT THE BOARD ADOPT A BATTLE GROUND VIRTUAL ACADEMY AS THE OFFICIAL NAME FOR THEIR ONLINE ALE.

>> THANK YOU MARK.

>> WE HAVE A MOTION FOR THE BOARD OF DIRECTORS TO APPROVE NAMING RIVER ONLINE TO BATTLE GROUND VIRTUAL ACADEMY.

DO WE HAVE AN ADVISORY VOTE FROM OUR STUDENT?

>> YEAH.

>> DO WE HAVE ANY OTHER QUESTIONS OR COMMENTS FROM THE BOARD? ALL THOSE IN FAVOR SAY AYE.

>> AYE.

>> ALL THOSE OPPOSED.

MOTION PASSES FOUR TO ZERO. THANK YOU.

OUR NEXT ORDER OF NEW BUSINESS IS POLICY 1733, BOARD MEMBER COMPENSATION.

>> THIS IS YOUR RACE.

>> THANK YOU. BOARD. DURING THE FEBRUARY 27TH, 2023 SPECIAL MEETING, IT WAS NOTED THAT A NUMBER OF SCHOOL DISTRICTS IN WASHINGTON STATE ARE OFFERING COMPENSATION FOR THEIR STUDENT REPRESENTATIVES AND SO WE WERE ASKED TO LOOK AT WHAT A BOARD POLICY MIGHT LOOK LIKE IF WE WANTED TO CONSIDER THAT SAME THING.

AFTER A LITTLE BIT OF RESEARCH AND HAVING CONVERSATIONS, WHICH WE DID LEARN, PERHAPS SHELLEY, YOU CAN SHARE THAT INFORMATION.

>> YES. SHARE DAILY REACHED OUT TO ELENI AND AS LONG AS WE'RE PAYING A STIPEND, INDIVIDUALS OF ANY AGE, IT DOESN'T MATTER IF THEY'RE STUDENT REPS OR BOARD MEMBERS THEY DO

[02:25:03]

NOT HAVE TO BE CONSIDERED EMPLOYEES SO IT IS COMPLETELY WITHIN OUR ABILITY TO DO EXACTLY WHAT THE CHANGE IN THE POLICY SUGGESTS.

>> DID A LITTLE BIT OF RESEARCH ON TOP OF THAT, FOUND OUT THAT THE SEATTLE PUBLIC SCHOOLS IS ALSO COMPENSATING THEIR STUDENT BOARD MEMBERS.

SOME SCHOOL DISTRICTS ARE NOT COMPENSATING, BUT OFFERING CREDIT 0.5 OF OUR CREDIT FOR EACH SEMESTER THAT THE STUDENT IS.

THE PROBLEM WITH THAT, IS IT'S AN ELECTIVE CREDIT AND MANY OF THE STUDENTS THAT WE HAVE PARTICIPATING ON THE BOARD ARE ALREADY FILLING THOSE ELECTIVE CREDITS IN OTHER WAYS.

WE FOUND OTHER EXAMPLES OF OTHER DISTRICTS WHO ARE PAYING THE BOARD.

WE FOUND THAT THE BEST PLACE TO PLACE THIS INTO OUR POLICY AFTER EXAMINING MULTIPLE POLICIES WAS THROUGH POLICY 1733, IT USED TO READ EACH BOARD MEMBER MAY RECEIVE COMPENSATION OF 50 DOLLARS PER DAY AND ALL WE SIMPLY DID WAS ADD A LINE IN THERE THAT SAYS EACH BOARD MEMBER, INCLUDING STUDENT REPRESENTATIVES.

THEN WE HAD TO HAVE A DATE THAT WE STARTED THIS POLICY SO, EFFECTIVE JANUARY 1, 2023, MAY RECEIVE COMPENSATION OF 50 DOLLARS PER DAY.

THAT'S WHERE WE ADDED IT AND SO THE CONSIDERATION FOR THE BOARD IS WHETHER OR NOT YOU'D LIKE TO GO AHEAD AS SHELLEY SAID, WE RAN IT BY OUR ATTORNEYS OR THE RIGHT PEOPLE IN THE RIGHT PLACES AND THEY SAID THAT WE COULD DO THIS POLYGON.

>> LISA CAN YOU FIND THAT PAGE.

>> IF YOU WANTED SOME ADDITIONAL INFORMATION I WENT THROUGH, GO AHEAD AND SCROLL DOWN.

I THINK IT'S IMPRESSIVE JUST TO TAKE A LOOK AND SEE, SO THOSE ARE ALL THE SCHOOL DISTRICTS THAT HAVE STUDENT REPRESENTATIVES ON THEIR BOARD AND IT GETS RIGHT AROUND 120 NOW.

IT'S NICE BECAUSE THEY HAVE A SAMPLE LINK TO THEIR POLICY.

THE ONE THING THEY DON'T HAVE ON THERE IS THE COMPENSATION ONE SO WE ALL HAVE POLICIES ABOUT HAVING STUDENT BOARD MEMBERS AND EVEN PROCEDURES.

BUT COMPENSATION IS SEPARATE AND THEY DIDN'T INCLUDE THAT AND MOST OF THEM READ EXACTLY LIKE OURS MINUS THE LINE WE'RE ADDING.

>> THAT'S THE SIMPLEST WAY FOR US TO DO IT IF THE BOARD WOULD LIKE TO PROCEED AND AMEND.

>> IS THERE A WAY FOR IT TO TAKE IMMEDIATE EFFECT?

>> YES.

>> I THINK IT WOULD GO BACK TO JANUARY 1ST.

>> IT WOULD BE IMMEDIATE, BUT IT WOULD GO BACK TO JANUARY 1ST OF THIS YEAR.

THAT'S AS FAR BACK AS WE CAN GO BECAUSE OF THE FISCAL.

>> END OF THE FISCAL.

>> THAT WAS THE PIECE THAT I WAS MISSING. UNDERSTOOD.

>> I HAVE ONE QUESTION FOR RICARDO.

IF YOU HAD THE OPTION OF BEING COMPENSATED OR GETTING A STIPEND OR HAVING A CREDIT.

WHAT WOULD YOU SAY ABOUT THAT?

>> PERSONALLY, I WOULD TAKE THE COMPENSATION VIA MONEY BECAUSE I PLAN ON DONATING SOME OF MINE TO OUR BAND PROGRAM AT QUERY BECAUSE IT'S JUST BEEN SO MUCH TO ME AND HAVING SOMEONE THEY GO TO COLLEGE AND I KNOW SORA AND I AT LEAST HAVE A LOT OF ELECTIVE CREDITS SO IT JUST MAKES MORE SENSE TO GO WITH ONE RATHER THAN THE OTHER.

>> A FOLLOW-UP TO THAT. IF YOU HAVE THAT OPTION PRIOR TO GOING INTO THIS, WOULD AN ELECTIVE CREDIT BE SOMETHING THAT WOULD BE A CONSIDERATION FOR YOU OR MAYBE NOT FOR YOU BUT FOR ANOTHER STUDENT WOULD THAT BE AN EITHER OR TYPE THING? I'M JUST CURIOUS.

>> WELL, I FEEL SINCE EACH OF THE SCHOOLS OFFER SO MANY ELECTRIC CREDITS OR AT LEAST BATTLE GROUND QUERY.

I DON'T FEEL THAT WOULD BE AN ISSUE.

I FEEL THIS WOULD BE MORE LIKE A CIVICS TYPE OF ELECTIVE CREDIT INSTEAD, BECAUSE I KNOW CIVICS IS A REQUIREMENT FOR HIGH-SCHOOLS AND YOU CAN EITHER TAKE THAT OR AP GOV OR SOMETHING LIKE THAT, BUT IT'S DEFINITELY A REQUIREMENT TO TAKE.

>> INTERESTING.

[02:30:14]

>> I RECOMMEND THE BOARD OF DIRECTORS APPROVE THE REVISION OF POLICY 1733 BOARD MEMBER COMPENSATION.

THE MOTION ON THE FLOOR FOR THE BOARD OF DIRECTORS TO APPROVE THE REVISION OF POLICY 1733, FOR BOARD MEMBER COMPENSATION.

I BELIEVE RICARDO HAS ALREADY GIVEN HIS ADVISORY VOTE [LAUGHTER].

DO ANY OF THE OTHER BOARD MEMBERS HAVE ANY OTHER COMMENTS OR QUESTIONS REGARDING THIS?

>> NO, I JUST FEEL THAT IF WE EVER HAVE A SITUATION WHERE THERE'S DIFFERENCE BETWEEN HAVING A STUDENT BOARD MEMBER WHO MAYBE WOULDN'T COME ON HERE BECAUSE OF THE EXTRA COST OF DRIVING AND BEING A MEMBER, THAT THIS WOULD HELP ALLEVIATE THAT, AND THAT'S JUST TRUE REASON FOR PROPOSING IT.

>> HEARING NO OTHER QUESTIONS, ALL THOSE IN FAVOR SAY AYE.

>> AYE.

>> ALL THOSE OPPOSED.

HEARING NONE, MOTION PASSES FOUR TO ZERO.

>> THANK YOU, BARK. DON'T SPEND IT ALL IN ONE PLACE.

>> THE ONLY THING I WOULD ADD TO THAT IS THAT THE COMMENT MADE LAST WEEK, I JUST LIKE TO POINT OUT, WAS THAT HALF OF OUR DISTRICTS HAVE STUDENT REPRESENTATIVES, WHICH IS FANTASTIC, AND OF THOSE HALF, HALF HAVE COMPENSATION FOR STUDENT BOARD MEMBERS.

THERE WAS SOME CLARIFICATION THAT I HAD ASKED FOR FOR THAT AND I KNOW YOU DID YOUR BEST TO PROVIDE THAT AND POINT IT OUT, BUT IT DIDN'T QUITE SHOW THAT.

I WOULD JUST LIKE TO SAY THAT AS A BOARD, WE MADE THAT DECISION TO MOVE FORWARD FOR OUR STUDENT REPRESENTATIVES REGARDLESS OF WHAT THE REST OF THE STATE IS DOING.

>> I DID SOME RESEARCH MYSELF AND I WAS UNABLE TO FIND THAT INFORMATION.

>> I JUST THINK THAT WE DID IT.

I JUST WANT TO BE TRANSPARENT THAT WE MADE A COMMENT LAST WEEK THAT HALF OF THOSE HALF HAD IT, AND I'M NOT SURE THAT WE CAN SAY THAT.

I WANT TO SAY THAT WE MADE A CHOICE AS A BOARD TO MOVE FORWARD, NOT KNOWING IF THAT'S AN ACCURATE STATEMENT.

>> I THINK IT REFLECTS THE WORK THAT WE'VE DONE IN THIS AREA.

WHEN WE APPROVED HAVING STUDENT BOARD REPRESENTATIVES, WE WERE ONE OF THE FEW.

>> I ALSO WANT TO POINT OUT THAT THEY DRIVE TO ALL THESE SCHOOLS ON THEIR OWN GAS.

THEY'RE NOT COMPENSATED FOR MILEAGE.

THEY TAKE THEIR OWN TIME.

THEY COME TO ALL THESE BOARD MEETINGS JUST LIKE THE REST OF US.

>> THEY SOMETIMES HAVE TO SKIP OUT ON WORK THAT THEY HAD.

>> THEY MAKE OTHER ARRANGEMENTS.

>> THEY MAKE UP HOMEWORK. AND THEY PROVIDE VALUABLE ENGAGEMENTS.

>> THIS IS A JOB ALL IN ITSELF FOR THEM SO I THINK IT'S GREAT.

>> THANK YOU.

>> NO, THANK YOU.

>> NO, THANK YOU. [LAUGHTER].

>> LET'S NOT DO THIS ALL NIGHT, RICARDO [LAUGHTER].

THIRD-ORDER OF NEW BUSINESS, RESOLUTION B23, JOULE LITIGATION.

>> BOARD, IF YOU REMEMBER, LAST YEAR ON MARCH 14TH, 2022, THE BOARD AUTHORIZED THE DISTRICT TO WORK WITH STEVENS CLAY LAW FIRM TO JOIN A PENDING VAPE LAWSUIT AGAINST JOULE AND ALTRIA, WHO IS THE SUCCESSOR TO PHILIP MORRIS.

OVER 600 SCHOOL DISTRICTS PARTICIPATED IN THIS LAWSUIT, INCLUDING THOSE IN WASHINGTON STATE.

JOULE SETTLED THIS CASE.

THEY NEVER HAD TO GO TO TRIAL.

UNEXPECTEDLY, IT WAS SETTLED AND THE SCHOOL DISTRICTS WHO PARTICIPATED IN THE CASE WILL RECEIVE A MONETARY SETTLEMENT.

YOU CAN SEE THERE IN YOUR BOARD PACKET UNDER EXECUTIVE CONTENT IS THE GPS IN FORM CONSENT PACKET.

BATTLE GROUND PUBLIC SCHOOLS HAS BEEN ALERTED TO THE FACT THAT WE WILL BE RECEIVING APPROXIMATELY $322,000 FROM THIS SETTLEMENT MINUS ATTORNEY FEES, WHICH IS APPROXIMATELY 35%.

WHEN YOU MINUS THE ATTORNEY FEES,

[02:35:03]

IT'LL BE A LITTLE OVER $100,000 IN ATTORNEY FEES.

FOR US AS A DISTRICT, WE WILL ACTUALLY SEE FOR US TO USE IN ANY WAY THAT WE SEE FIT OVER $200,000.

WHAT THE RESOLUTION THAT YOU'RE APPROVING THAT WE RECEIVE FROM JOULE AND RESOLUTION NUMBER B23, BASICALLY WHAT YOU ARE DOING BY APPROVING THIS IS THAT BE IT FURTHER RESOLVED THAT THE BOARD DIRECTS THE SUPERINTENDENT TO EXECUTE THE NECESSARY DOCUMENTS TO EFFECTUATE THE SETTLEMENT AGREEMENT.

YOU'RE GIVING MY APPROVAL TO SIGN THE SETTLEMENT PAPERS AND SAY THAT BATTLE GROUND APPROVES OF THIS SETTLEMENT OFFER THAT HAS BEEN MADE.

AS YOU MAY HAVE SEEN IN THE DOCUMENT, IT IS THE RECOMMENDATION OF THE ATTORNEYS THAT WERE REPRESENTING US, THE STEVENS CLAY, THAT WE ACCEPT THIS SETTLEMENT AND THEREFORE, THAT'S WHAT I'M BRINGING TO YOU, ASKING THAT YOU CONSIDER APPROVING THIS RESOLUTION AND ALLOW ME TO SIGN THROUGH THE SETTLEMENT.

>> NO QUESTIONS HERE.

>> I HAVE NO QUESTIONS.

>> I'M GOING TO MAKE A MOTION THAT THE BOARD OF DIRECTORS APPROVE RESOLUTION B23, SETTLEMENT IN JOULE LITIGATION.

>> WE HAVE A MOTION ON THE FLOOR TO APPROVE RESOLUTION B23 FOR THE SETTLEMENT IN THE JOULE LITIGATION.

DO WE HAVE AN ADVISORY VOTE?

>> YEAH.

>> ALL RIGHT. EVERYBODY SEEMS TO BE ONLINE.

THERE'S ANY FURTHER QUESTIONS FROM THE BOARD, COMMENTS, CONCERNS? ALL THOSE IN FAVOR SAY AYE.

>> AYE.

>> ALL THOSE OPPOSED.

MOTION PASSES FOUR TO ZERO.

>> THANK YOU, BOARD.

>> LUNCH TOMORROW? [LAUGHTER] TOO SOON? [LAUGHTER] FUTURE EVENTS.

SHE MENTIONED IT LAST THURSDAY.

>> APRIL.

>> SOMETIMES WE'D GET A TABLE AS A BOARD.

>> I'M IN.

>> ARE YOU GOING?

>> I'M GOING

>> I'LL DO A LITTLE RESEARCH AND SEE WHAT I CAN FIND OUT. YOU MIGHT ALREADY.

>> I DON'T MIND.

>> CAN YOU TOUCH BASES WITH ME BEFORE YOU CONFIRM?

>> ABSOLUTELY. YES. [LAUGHTER]

>> FANTASTIC. ANYTHING ELSE ANYBODY WANTS TO ADD? I DID HEAR THERE WAS A BATTLE GROUND STAFF VERSUS STUDENT BASKETBALL GAME LAST FRIDAY.

I HEARD THE STAFF LOST.

[LAUGHTER]

>> THAT WOULD MAKES SENSE.

>> SHOCKING. [LAUGHTER]

>> TYLER MODE PUT OUT SOME GREAT PICTURES THOUGH. IT WAS PRETTY GOOD.

>> I PULLED A HAMSTRING JUST THINKING ABOUT IT.

[LAUGHTER]

>> MEETING ADJOURNED, 08:39 PM. THANK YOU-ALL.
