WE DON'T HAVE ANY DAYS SET IN STONE, BUT WE'RE PROBABLY GOING TO INCLUDE A WILD WEST DAY, A TWIN DAY, AND ANYTHING BUT A BACKPACK DAY. AND FOR THE ASSEMBLY TO CLOSE OFF THE WEEK, WE WILL LIKELY INCLUDE A GAMES RUN FOR THE STUDENTS AND SOME OF WHICH MAY BE MUSICAL CHAIRS, AN EGG SPOON RACE AND A MOMMY RAP CONTEST.

AND WE'VE ALSO TALKED ABOUT RUNNING A HISTORICAL TRIVIA CLUB TO SET UP, BECAUSE ONE OF OUR REPRESENTATIVES HAS FOUND A HISTORICAL TRIVIA CONTEST IN SPOKANE, AND THAT IS TAKING PLACE ABOUT MID-SPRING THAT HAS CASH PRIZES.

SO WE'VE BEEN THINKING ABOUT SETTING THAT UP AS AN OPPORTUNITY FOR OUR STUDENTS.

WE'VE ALSO BEEN THINKING ABOUT SETTING UP A SUGGESTION BOX, A SCHOOL ANNOUNCEMENT BOARD, AN ALUMNI DAY WHERE SOME OF OUR GRADUATED SENIORS CAN COME BACK AND TELL US WHAT LIFE BEYOND HIGH SCHOOL HAS BEEN LIKE FOR THEM.

WE'VE BEEN THINKING ABOUT ADDING SENIOR HOODIES, A TEACHER ROAST THAT CAN TAKE PLACE DURING THE END OF OUR ASB ELECTION ASSEMBLY.

THAT'S COMING UP. AND ASB SOCIAL MEDIA ISN'T A POTLUCK, THOUGH.

IT'S STILL A WAYS OUT.

WE HAVE SENT OUT OUR HARVEST DANCE INTEREST FORM TO GAUGE THE STUDENT INTEREST IN OUR HARVEST DANCE.

AND WE HAVE STARTED OUR SEARCH FOR VETERANS TO SPEAK AT OUR VETERANS DAY ASSEMBLY.

I WOULD ALSO LIKE TO THANK THE SCHOOL BOARD FOR ALL THE TIME AND EFFORT THEY PUT IN TO MAKING SURE THAT CAM HAS A BUILDING THAT WE CAN CONTINUE OUR SCHOOL AND COMMUNITY IN.

AND ONE OF THE THINGS I DO IS PART OF THE ASPIRE MAGNET PROGRAM, OF WHICH SHE IS A MEMBER, IS I HAVE MY STUDENTS COMPETE IN NATIONAL HISTORY DAY.

ALL STUDENTS MAKE A PROJECT THEY DON'T CHOOSE TO COMPETE.

AND AUBREY IS ONE OF MY STUDENTS THAT DID CHOOSE TO COMPETE.

EVERY YEAR, NATIONAL HISTORY DAY CHOOSES A DIFFERENT THEME AND STUDENTS ARE INVITED TO MAKE A WEBSITE, A TEN MINUTE DOCUMENTARY, A TEN MINUTE PERFORMANCE, WRITE A PAPER OR DO AN EXHIBIT BOARD. AND AUBREY CHOSE TO DO A DOCUMENTARY.

AND THE THEME LAST YEAR WAS DEBATE AND DIPLOMACY.

AND SO THE KIDS CAN CHOOSE ANY TOPIC THAT THEY WANT TO.

AND SO AUBREE DECIDED TO LOOK INTO THE MAKAH WHALE CONTROVERSY.

AND SO SHE TOOK FIRST IN THE STATE AND TOOK THAT FEEDBACK FROM THE JUDGES AND MADE SOME CHANGES AND WAS ABLE TO SECURE AN INTERVIEW WITH THE MCKAH TRIBE AND WAS ABLE TO LIKE LAST MINUTE, LIKE THE DAY BEFORE OR TWO DAYS BEFORE, TWO DAYS BEFORE, GET THE INTERVIEW DONE, GET IT EDITED, MODIFY THE WHOLE DOCUMENTARY. AND THEN DESPITE THE PANDEMIC, EVERYTHING COMPETED VIRTUALLY AND TOOK SECOND IN THE NATION.

WOW. FOR A DOCUMENTARY THAT SHE DID.

WAIT UNTIL YOU SEE THIS THING, IT IS GOOD.

AUBREY SO THAT'S BACKGROUND.

SO THAT'S SOMETHING I'M REALLY LOOKING FORWARD TO.

THE SIGNIFICANCE OF THE GRAY WHALE HOLDS IN MAKAH ART AND TRADITION IS BOTH PROFOUND AND LONG LASTING.

IT FOLLOWS THROUGH AND EVEN THEIR TRIBAL SYMBOL, WHICH DEPICTS A THUNDERBIRD GRASPING A WHALE IN ITS TALONS.

FOR MORE THAN 2000 YEARS, THIS RESOURCE OF MEAT, OIL AND BLUBBER HAS BEEN A VITAL ASPECT OF MAKAH CULTURE FOR CENTURIES.

THE TRIBE PROSPERED ALONG THE STRAIT OF JUAN DE FUCA AND THE WASHINGTON COAST WITHIN FIVE VILLAGES CONSISTING OF ROUGHLY 4000 INDIVIDUALS.

TRADITION BEGAN TO CRUMBLE, HOWEVER, WHEN THE ARRIVAL OF EUROPEANS IN THE LATE 1700S LEFT MUCH OF THE TRIBE TO SUFFER FROM A TRANSFERRED EPIDEMIC OF SMALLPOX, INFLUENZA AND OTHER FOREIGN ILLNESSES.

FATALITIES PLUMMETED THE MAKAH POPULACE, GENERATIONS OF ANCIENT TRADITION WERE AT RISK AS THE HEAVY LOSS LOOMED OVER THE COAST.

IN 1855, THE TREATY OF NEAH BAY WAS SIGNED A MUTUAL ACT OF DIPLOMACY THAT HAD A PROFOUND IMPACT ON THE MAKAH TRIBE AS A COMMUNITY.

IT ALLOWED THE MAKAH LIVING AROUND JUAN DE FUCA AND CAPE FLATTERY TO KEEP THEIR MARINE WATERS AND THEIR RIGHT TO WHALE.

IN DOING SO, HOWEVER, THE TRIBE HAD TO GIVE UP 90% NEARLY 300,000 ACRES OF THEIR LAND IN EXCHANGE.

THE COVENANT HAD DEVASTATING EFFECTS ON THE TRIBE, DESPITE BEING A PROFOUND DIPLOMATIC FOUNDATION THAT AFFIRMED THE TRIBE'S WHALING RIGHTS IN THE COMING DECADES.

AROUND THIS TIME AND AGAIN IN THE EARLY 20TH CENTURY, NON-NATIVE COMMERCIAL WHALING OPERATIONS WERE PUSHING THE GRAY WHALE POPULATION TO THE BRINK OF EXTINCTION.

BY THE 1920S, THE MAKAH VOLUNTARILY SUSPENDED THEIR HISTORICAL WHALE HUNT, ACKNOWLEDGING THE VULNERABLE SITUATION THAT THE SPECIES WAS IN.

THEY HAD PLANS TO RESUME WHALING WHEN THE GRAY WHALE POPULATION HAD REBOUNDED, WHICH TURNED OUT TO BE 70 YEARS LATER.

BY THE 1990S, THE EASTERN NORTH PACIFIC GRAY WHALE POPULATION HAD GREATLY RECUPERATED.

ALL COMMERCIAL WHALING IN AMERICA WAS OUTLAWED IN 1970, WHICH, COMBINED WITH EFFORT FROM ACTIVISTS, LED TO A REMARKABLE RECOVERY OF THE SPECIES.

AS A RESULT OF THE SUCCESS, GRAY WHALES IN THE EASTERN PACIFIC WERE REMOVED FROM THE LIST OF ENDANGERED SPECIES IN 1994.

IT WAS NOT TOO LONG AFTER, IN THE FALL OF 1998, WHEN THE TRIBE CAME TO THE AGREEMENT, THAT IT WAS THE APPROPRIATE TIME TO RESUME THE HUNT GIVEN FEDERAL APPROVAL.

THE MAKAH TRIBE'S DECISION SPARKED NATIONWIDE DEBATE AND CONTROVERSY, DRAWING THE MEDIA AND MANY ANIMAL RIGHTS GROUPS INTO THE ISSUE ON BOTH SIDES.

ONE PROMINENT GROUP AT THE FOREFRONT OF THE OPPOSING SIDE WAS THE SEA SHEPHERD CONSERVATION SOCIETY, A MARINE ACTIVIST ORGANIZATION THAT WENT THROUGH GREAT LENGTHS TO PREVENT THE MAKAH FROM FOLLOWING THROUGH WITH A SUCCESSFUL HUNT.

SEA SHEPHERD BELIEVED THAT WHALES SHOULD NOT BE KILLED UNDER ANY CIRCUMSTANCE, DESPITE THE FACT THAT WHALING HAD BEEN A CULTURAL FOUNDATION FOR THE TRIBE SINCE TIME IMMEMORIAL.

THE MAKAH HAD GONE 70 YEARS AND LIVED WITHOUT KILLING A SINGLE WHALE.

SO THE DEATH OF ONE AT THIS POINT SEEMED UNJUSTIFIABLE IN THE EYES OF SEA SHEPHERD.

OTHER ACTIVISTS ARGUED THAT ALLOWING THEM A CAR TO HUNT WHALES WOULD PROMPT AND ENCOURAGE THE REINSTALLATION OF LARGE SCALE COMMERCIAL WHALING.

THIS IS WHAT MADE THE TRIBE'S DECISION A WORRY TO MANY, AS COMMERCIAL WHALING IS WHAT LED TO THE NEAR EXTINCTION OF GRAY WHALES IN THE FIRST PLACE.

OFTEN OUR OPPONENTS WILL USE SCIENCE OR PORTIONS OF THE SCIENCE THAT'S OUT THERE TO TRY TO INFLUENCE THE GOVERNMENT AS A REASON TO SAY NO TO WHAT WE'RE DOING.

AND WE WILL GO THROUGH THOSE AND WE GO THROUGH THOSE FORMS. WE PRESENT OUR SCIENTIFIC EVIDENCE.

WE KNOW WE'RE NOT PEOPLE THAT ARE THAT ARE ANTI-SCIENCE AT ALL.

FOR EIGHT MONTHS FOLLOWING THE FEDERAL MAKAH WHALING AUTHORIZATION IN 1998.

MAKAH WHALERS PRACTICED AND TRAINED FOR THE HUNT BY [INAUDIBLE] CANOE, ENCOUNTERING PERSISTENT PROTESTERS ON THE RESERVATION LAND, AS WELL AS MANY LOCAL NEWS REPORTERS.

THE FIRST ATTEMPTED HUNT SINCE ROUGHLY 1928 WAS CONDUCTED ON MAY 10TH, 1999, JUST SOUTH OF CAPE FLATTERY.

A SWARM OF PROTESTERS, INCLUDING THOSE FROM SEA SHEPHERD CONSERVATION SOCIETY, DISRUPTED THE CANOE [INAUDIBLE] ON THE WATER.

BLOCKING ANY HOPES OF THE SUCCESSFUL HUNT FOR THE TRIBE.

COAST GUARD BOATS LOOSELY FOLLOWED THE MAKAH CANOE TO PREVENT ANY PROTESTING BOATS FROM EXCEEDING THE LEGAL 500 METER RADIUS.

ANOTHER HUNT WAS ATTEMPTED FIVE DAYS AFTERWARDS ON MAY 15TH, BUT IT HAD THE SAME UNSUCCESSFUL OUTCOME.

THE TRAIL WAS QUICK, BUT STILL BRUTAL.

THREE BLASTS FROM A 50 CALIBER RIFLE AND SEVERAL HARPOON STRIKES TAKING THIS MASSIVE GIANT OF THE SEA DOWN IN LESS THAN 15 MINUTES.

IT WAS IN THE EARLY MORNING, MAY 17, 1999, WHEN THE MAKAH ACHIEVED THEIR FIRST TRIUMPH AT HUNT IN MORE THAN 70 YEARS.

TWO HARPOONS THROWN FROM THE WHALING CANOE WERE THRUST INTO THE WHALE TO PREVENT IT FROM DIVING.

THE EVENT WAS ORGANIZED AS A LOW KEY MEMORIAL FOR THE WHALE THE MAKAH KILLED, BUT IT QUICKLY REGRESSED INTO A SERIES OF VIOLENT MESSAGES AGAINST THE TRIBE.

RACIST REMARKS WERE WRITTEN ON SEVERAL ROADSIDE PROTESTERS SIGNS SUCH AS SAVE A WHALE, HARPOON A MAKAH AND OTHER VARIATIONS OF THE SAME PHRASE.

DEATH THREATS WERE SENT TO THE TRIBE BY ANONYMOUS PHONE CALLS.

RELIGIOUS LEADERS IN SEATTLE URGED FOR TOLERANCE AS THE ISSUE BEGAN TO SPIRAL.

THOSE WHO OPPOSE MAKAH WHALING RIGHTS PRIORITIZE BIODIVERSITY AND ANIMAL RIGHTS OVER THE CULTURAL HISTORY OF THE TRIBE, OPPOSITION HAS OFTEN BEEN RACIALLY MOTIVATED, DRIVEN BY THE MYTH THAT INDIGENOUS TRADITION IS FATED TO BE ASSIMILATED INTO MODERNITY FOR THE SAKE OF A GROWING SOCIETY.

THERE WAS IMMENSE PRESSURE ON THE FEDERAL GOVERNMENT FROM ANIMAL RIGHTS GROUPS AT THIS TIME TO SEIZE THE MAKAH'S RIGHT TO WHALE.

THERE WAS A LOT OF FEAR MONGERING ABOUT WHAT THE HUNT MEANT FOR THE POSSIBLE FUTURE OF COMMERCIAL WHALING AND GRAY WELL SPECIES.

AS A RESPONSE TO THIS.

IN JUNE OF 2000, THE FEDERAL GOVERNMENT ISSUED AN ENVIRONMENTAL ASSESSMENT OF THE HUNT, WHICH WAS APPROVED IN 2001.

THIS CAN BE A COMPLICATED DIPLOMATIC PROCESS BECAUSE WE ARE OPERATING AT NOT JUST A NATIONAL LEVEL WITH THE FEDERAL GOVERNMENT, BUT AT INTERNATIONAL LEVEL THAT INVOLVES A NUMBER OF COUNTRIES.

UNFORTUNATELY, PRESSURE ON THE FEDERAL GOVERNMENT LED TO A RULING BY THE US NINTH CIRCUIT COURT OF APPEALS DECIDING THAT MORE ENVIRONMENTAL REVIEWS OF MAKAH HUNTS SHOULD BE FOLLOWED THROUGH WITH.

THE TRIBE'S RIGHT TO WHALE HAS BEEN IN LIMBO EVER SINCE.

THE ATTEMPTED SUSTAINABILITY OF SUCH A CONTROVERSIAL TRADITION HAS HELD THE TRIBE IN A CONTINUOUS LEGAL BATTLE.

DEBATE SURROUNDING THE ETHICS OF THE MAKAH WHALING RITES STILL PERSIST TODAY.

THE TRIBE HAS YET TO BE ALLOWED A FOLLOW UP TO THEIR SUCCESSFUL HUNT IN 1999.

WE'RE ACTUALLY 409 FTE INCREASE OVER BUDGET.

SO WHEN WE PUT TOGETHER THE BUDGET FOR ENROLLMENT, IT WAS A VERY CONSERVATIVE BUDGET.

IT WAS JUST DIFFICULT TO TELL.

IT'S BEEN WE'VE HAD SOME JUST WITH THE PANDEMIC AND WHAT STUDENTS WOULD RETURN.

SO IT'S ALWAYS GOING IN A CONSERVATIVE IS A GOOD WAY TO BE FISCALLY RESPONSIBLE. SO AND THEN COMING IN ON BUDGET, WE WERE ABLE TO HIRE TEACHERS TO ACCOMMODATE THAT INCREASED ENROLLMENT.

WE HIRED FOUR PRIMARY TEACHERS AND TWO MIDDLE SCHOOL TEACHERS AND SOME HIGH SCHOOL TEACHERS.

SO THAT WAS GREAT.

SO WHAT I WANTED TO SHOW YOU HERE IS OUR BUDGET WAS 11,424 FTE AND THAT'S FULL TIME ENROLLMENT.

SO THAT'S NOT NUMBER OF HEAD COUNTS.

THAT IS THEN THEN THE TIME THAT WE'RE SERVING THE STUDENTS.

OUR SEPTEMBER COUNT HERE WAS 11,000 833 FOR AN INCREASE OF 409 OVER BUDGET.

SO I WANTED TO SHOW YOU THAT WE ALSO HAD SOME HIGH GROWTH AREAS OVER PROJECTION.

SO GLENWOOD PLEASANT VALLEY PRIMARY AND AMBOY AND EVEN PRAIRIE HIGH SCHOOL CAME IN QUITE A BIT OVER PROJECTION.

SO THESE ARE JUST SOME PERCENTAGES TO GIVE YOU AN IDEA TO REFER BACK TO.

IF YOU'RE LOOKING AT THESE THE HIGH SCHOOLS ARE DOING THEY'RE ABOVE PRE-PANDEMIC LEVELS.

SO THAT WAS REALLY INTERESTING FOR TO SEE HOW MUCH THEY HAD CLIMBED UP FROM FROM FROM THE THE PRIOR TO THE PANDEMIC AND THEN AS WELL AS GLENWOOD AND PLEASANT VALLEY PRIMARY, THEY ARE EITHER AT THE SAME LEVEL THAT THEY WERE FOR PRE-PANDEMIC OR JUST A LITTLE ABOVE.

AND LAUREN IS ALMOST THERE, TOO.

SO BUT WE ARE STILL SIGNIFICANTLY DOWN FROM OUR PRE-PANDEMIC LEVELS OVERALL.

BUT IT'S GOOD TO SEE THESE ENROLLMENT NUMBERS AND AND KIDS COMING BACK INTO THE SCHOOL SYSTEM.

BUT LOOKING AT THE COMPREHENSIVE, IT WAS A 4.3% INCREASE IN PRIMARY, 1.9 IN MIDDLE SCHOOL AND HIGH SCHOOL IS 5.5. SO TOTAL 3.9 FOR COMPREHENSIVE.

AND THEN OUR ONLINE SCHOOLS, RIVER HOMELINK CAME IN AT ABOUT ONE AND ONE HALF PERCENT ABOVE.

THE ONLINE WENT DOWN SO ON THE PERCENTAGE AND THEN CAM WAS JUST A LITTLE ABOVE THERE.

SO OVERALL IT'S A 1.5% INCREASE IN THE ALTERNATIVE SCHOOLS.

SO THAT'S GREAT NEWS.

IT'S ALSO STUDENTS ARE TAKING THE THE CTE COURSES MORE SO THAN THE NON CTE COURSES THAT ARE AVAILABLE AND BILINGUAL RIGHT NOW, THERE'S STILL TESTING AND IT WILL BE ABOVE BUDGET FOR THE OCTOBER COUNT.

IT WASN'T AND IT'S NOT NORMALLY IN THE SEPTEMBER COUNT BECAUSE THERE'S THEY EVERY YEAR THEY HAVE TO TEST STUDENTS AND SO WE ARE WE HAVE A LARGE INCREASE IN BILINGUAL PROGRAM.

AND IN THIS POLICY IT THE BOARD AUTHORIZES THE SUPERINTENDENT DESIGNEE TO DIRECT EXPENDITURES AND PURCHASES WITHIN THE LIMITS OF THE DETAILED ANNUAL BUDGET FOR THE SCHOOL YEAR.

HOWEVER, BOARD APPROVAL OF PURCHASES OF CAPITAL OUTLAY OF ITEMS IS REQUIRED FOR WHEN REQUISITIONS EXCEED 75,000. THAT AMOUNT OF 75,000 HAS BEEN IN THIS POLICY FOR MANY, MANY YEARS.

AND WE'RE FINDING THAT WE'RE BUMPING INTO EXPENDITURES AND ITEMS THAT WE'D LIKE TO PROCURE IN A TIMELY MANNER.

SO THE REQUEST TO COME TO YOU IS BASED ON A FEW THINGS AND NOT JUST TIMELINESS, BUT IT'S ALSO A WORK IN PREPARING FOR BOARD MEETING AND PREPARING ALL THE DOCUMENTS AND GETTING EVERYTHING READY FOR YOU.

WE ARE RECOMMENDING 100, 150,000 CHANGE TO THE WORDING IN THE POLICY.

WE HAVE ONE SMALLER SCHOOL DISTRICT NEXT TO US THAT HAS 100,000.

WE HAVE ANOTHER SCHOOL DISTRICT THAT'S IN EASTERN THAT'S ABOUT OUR SIZE THAT HAS A 200,000 POLICY LIMIT ON 6210.

AND THEN WE HAVE A DISTRICT NEAR US THAT HAS THE ANNUAL BUDGET IS ACTUALLY THEIR THRESHOLD.

SO THEY DON'T HAVE A SPECIFIC AMOUNT TO TAKE.

ALSO REALLY IMPORTANT TO KNOW, THIS IS REALLY CRITICAL.

THIS DOES NOT CHANGE ANYTHING ABOUT OUR PROCUREMENT POLICIES AND MAKING SURE THAT WE ARE FOLLOWING ALL STATE GUIDELINES AND FEDERAL GUIDELINES ON PROCUREMENT. AND I DID PUT SOME OF THAT INFORMATION IN YOUR BOARD DOCUMENTS.

SO WHAT THIS WOULD DO IS SAVE IN DUPLICATION OF A REPORT THAT WE'RE CREATING AND WE'RE GETTING A LOT OF INFORMATION FROM WE'RE HAVING WE'RE JUST HAVING TO RETYPE IT AND RE PUT PUT EVERYTHING IN THERE AND ADD A LITTLE MORE DETAIL ON THIS.

AND SO THIS WOULD BE A BIG TIME SAVINGS TO A LOT OF AND NOT ONLY MY DEPARTMENT BUT ALSO THE

UM, THIS WOULD ELIMINATE A LOT OF WORK THAT IS BEING DONE IN MULTIPLE DEPARTMENTS AND AS WELL AS OUR BOARD SECRETARY ALSO WE WORK WITH SANDY TO MAKE SURE EVERYTHING IS, YOU KNOW, THAT WE GET THE REPORT THERE AND IT'S UPLOADED AND ALL THAT.

SO THIS WOULD BE A BIG TIME SAVING.

WE WOULD STILL BRING TO YOU ON THE CONSENT AGENDA THE FINAL APPROVAL OF COMPLETED PROJECTS, BECAUSE THAT'S IMPORTANT THAT YOU DO APPROVE THOSE.
