THE AUDIT COMMITTEE MET ON JULY 19TH.

WE REVIEWED THE SUPERINTENDENT'S TIME SHEET AND BUDGET.

THE BOARD BUDGET ACCOUNTS PAYABLE AND PAYROLL AND EVERYTHING WAS IN ORDER.

AND I JUST WANTED TO SAY AS WELL THAT THE PROCESS THAT WE USE, I THINK, HAS WORKING WELL.

EACH MONTH WE RECEIVE THE OPPORTUNITY.

JACKIE AND I RECEIVED THE REPORTS EARLY.

WE HAVE THE OPPORTUNITY TO GO THROUGH AND PULL CERTAIN VOUCHERS THAT WE'D LIKE TO LOOK AT OR HAVE QUESTIONS ABOUT.

SO I WAS TRULY INTERESTED WHEN I JOINED THE ENCUMBERED LANDS AND SCHOOL TRUST LANDS COMMITTEE, I HAD NO IDEA IT WAS GOING TO BE SO BUSY ALL OF A SUDDEN.

SO TODAY, CHRIS REYKDAL, OUR SUPERINTENDENT OF PUBLIC INSTRUCTION, BASICALLY PUT TOGETHER A PROPOSAL FOR A COMPLETE REVAMP THAT WOULD NO LONGER PUT TIMBER PRODUCTION AS A WAY OF FUNDING SCHOOLS.

THEY'RE LOOKING AT OTHER OPTIONS.

I THINK THEY WOULD STILL USE TIMBER REVENUE IF I READ IT CORRECTLY AND IT JUST CAME OUT TODAY.

SO I DON'T HAVE ALL THE DETAILS BUT BE INTERESTING TO SEE.

THE END GOAL IS THAT THEY WOULD INCREASE REVENUE STREAMS BY LOOKING AT OTHER WAYS BESIDES JUST TIMBER FOR FUNDING SCHOOL CONSTRUCTION.

I'VE GOT A SPREADSHEET.

I'D BE GLAD IF ANYBODY'S INTERESTED THAT HAS SHOWN KIND OF THE STEADY DECREASE OVER THE LAST DECADE OF FUNDS FOR SCHOOL CONSTRUCTION THROUGH. AND MY UNDERSTANDING, MARK, IS THAT THIS WILL ALLOW THE MONIES THAT ARE GAINED FROM TIMBER HARVEST TO BE USED ACTUALLY BE USED IN THE COMMUNITIES THAT WHERE THE TIMBER IS COMING FROM BECAUSE MANY OF THOSE COMMUNITIES ARE UNABLE TO PASS BONDS.

RIGHT. AND SO THEY'RE NOT USING AND MUCH OF THE MONEY IS BEING SPENT IN THE SEATTLE AREA.

IT IS. WHERE THE TIMBERLANDS ARE NOT YOU KNOW, THAT'S NOT WHERE IT'S COMING FROM.

SO THIS WILL ALLOW THOSE MONIES BECAUSE THEY DON'T HAVE TO NOW BE USED FOR BUILDING AND CONSTRUCTION, SCHOOL CONSTRUCTION.

THEY CAN BE USED FOR POTENTIALLY OTHER THINGS.

AND SO THIS WILL KEEP THE MONIES IN THE LOCAL COMMUNITIES, WHICH IS A GOOD THING, RIGHT? YEAH. THE SHORT STATISTICS THAT IMPRESSED ME WAS 80% OF THE TIMBER OR LEASE REVENUE WAS PRODUCED BASICALLY IN THREE COUNTIES DOWN, MOSTLY DOWN HERE IN SOUTHWEST WASHINGTON.

AND 80% OF THE EXPENDITURES WERE IN THE SEATTLE, TACOMA, SPOKANE REGIONS.

AND WHETHER YOU THINK IT'S A GOOD IDEA OR NOT, ACTUALLY ONE OF THE MAJOR PROPOSALS IS LEASING PUBLIC LANDS FOR SOLAR AND WIND ENERGY, WHICH WOULD GENERATE ALMOST SIX TIMES AS MUCH AS TIMBER REVENUE FOR THE SAME ACREAGE.

AND SO THEY'RE TYING IT TO SOME FUTURES AND IN OUR OTHER ENERGY COMPONENTS.

I ALSO READ THAT THEY WOULD POSSIBLY CONSIDER KEEPING SOME OF THE TIMBER MONEY BACK FOR REINVESTING WITHIN THE FOREST TO SUSTAIN OUR FOREST AS WELL.

I BELIEVE THAT WAS PART OF IT.

THAT'S IMPORTANT. THAT IS CORRECT.

BUT IT REALLY BROUGHT TO MY ATTENTION.

WE KNOW THAT THERE'S TEACHERS ALL OVER THE NATION AND RIGHT HERE IN BATTLE GROUND SCHOOL DISTRICT THAT ARE TAKING CLASSES, GOING BACK TO SCHOOL, GETTING EXCITED ABOUT THE SCHOOL YEAR, TRYING TO DO THINGS TO MAKE IT BETTER FOR THEIR STUDENTS IN THE NEXT COMING YEAR.

AND I FOUND MYSELF REALLY APPRECIATING OUR TEACHERS AND INCLUDING THOSE TEACHERS FOR OUR BATTLE GROUND SCHOOL DISTRICT THAT HELP HOST OUR SUMMER SCHOOL CLASSES FOR KIDS AND GIVE THEM THAT EXTRA OPPORTUNITY.

SO THANK YOU FROM THIS DIRECTOR, AT LEAST FOR ALL THE TEACHERS THAT PUT IN THAT EXTRA TIME MAKING THEIR CLASSES BETTER.

OUR NEXT SESSION WITH THEM IS THURSDAY AND SO THAT'S BEEN A VERY PRODUCTIVE, POSITIVE EXPERIENCE.

AND SO WE'RE WE'RE VERY APPRECIATIVE FOR THE THE LEADERSHIP THAT'S COME THROUGH WITH WITH PSE.

SO THEY'VE BEEN INTENTIONALLY PLACED AT THREE TIMES THROUGHOUT THE YEAR THAT THEY WOULD BE VERY HELPFUL TO STAFF IN ORDER TO HAVE A LARGER BLOCK OF TIME TO WORK TOGETHER IN THOSE TEAMS AND PREPARE FOR THOSE LONGER OR THOSE SHORTER PERIODS OF TIME IN BETWEEN WHERE THEY'RE ADJUSTING INSTRUCTION AND THE INTERVENTIONS FOR STUDENTS.

SO BEING MORE SYSTEMATIC IN THE WAY IN WHICH WE RESPOND TO STUDENT LEARNING NEEDS.

AND SO WHAT WE'RE REALLY ASKING FOR IS THE BOARD TO APPROVE THE RESOLUTION SO THAT WE THEN CAN GO THROUGH THE PROCESS WITH OCPI.

THERE'S A PROCESS WITH THEM AS WELL WHERE WE WOULD ASK FOR THIS FOR THEIR APPROVAL OF THE WAIVER DAYS.

SHOULD WE GET THAT? THEN WE WOULD BRING BACK ON A DIFFERENT DAY CHANGE IN THE DISTRICT CALENDAR.

SO WE ARE ONLY ASKING TO DO THIS FOR ONE YEAR ONLY.

IT IS OUR PLAN TO PROVIDE THE BOARD WITH SOME DATA SO THAT YOU CAN SEE WHAT THE IMPLICATIONS OF THIS DECISION WAS AND THE IMPACT THAT IT HAS ON STUDENTS.

WE BELIEVE THAT EVEN WITH THE TWO LESS DAYS THAT THE IMPACT ON STUDENT LEARNING WILL BE SIGNIFICANT AND BE WELL WORTH IT FOR US.

BUT WE UNDERSTAND THAT WE HAVE TO PROVE THAT TO YOU AND WE HAVE TO PROVE THAT TO OUR COMMUNITY.

SO WE WILL BE PREPARED TO BRING FORTH SOME OF THOSE RESULTS AND THE DATA TO GO ALONG WITH IT, AND WE'LL DO THAT AS WE APPROACH THE END OF THE YEAR. THE OTHER THING I KNOW WE'RE PERSONALLY I'M PROUD OF AS A DISTRICT, HAVING BEEN A STUDENT AND A TEACHER IN THIS DISTRICT AND BEEN A PART OF IT FOR MANY, MANY

YEARS AND MANY, MANY GENERATIONS, I'M PROUD OF THE WORK THAT WE'VE DONE AROUND PROFESSIONAL DEVELOPMENT AND GROWING THE STRENGTH OF OUR TEACHERS.

SO THAT THEY CAN THEN TURN AROUND AND BE MORE RESPONSIVE TO OUR STUDENTS.

AND SINCE PUTTING THOSE LATE STARTS IN PLACE IN 2018 19, WE'VE SEEN A SIGNIFICANT DIFFERENCE IN OUR ABILITY TO IMPACT THE THE EDUCATION THAT A STUDENT RECEIVES AT ONE BUILDING AS COMPARED TO ANOTHER, AND HAVE GREATER EQUITY ACROSS OUR SYSTEM SO THAT WHEN STUDENTS MOVE FROM ONE BUILDING TO ANOTHER, AS SOMETIMES THEY DO, THEY'RE NOT EXPERIENCING AS BIG OF A CHANGE AS THEY ONCE DID IN OUR DISTRICT.

AND I THINK THAT THAT'S REALLY WHAT WE WOULD EXPECT IS OUR STUDENTS TO BE ABLE TO MOVE FROM ONE PLACE TO ANOTHER WITHOUT BEING PAYING A COST FOR THAT IN SIX, SEVEN WEEKS OF INSTRUCTION, WHICH IS OFTEN WHAT WE USED TO HEAR IN THE RESEARCH AS THE IMPACT WHEN A STUDENT MOVED FROM ONE PLACE TO ANOTHER.

SO THE MORE CONSISTENT THAT WE CAN BE IN PROVIDING A CONSISTENT INSTRUCTION FOR OUR STUDENTS, THE MORE LIKELY WE ARE THAT STUDENTS THAT DO HAVE A HIGH MOBILITY RATE, THEY WILL NOT HAVE AN IMPACT IN THAT MOVE.

AND SO PERSONALLY, I THINK THIS IS A MOVE IN THE RIGHT DIRECTION.

AND MY HOPE IS THAT THROUGH THE THIS PROCESS, BEING VERY THOUGHTFUL ABOUT IT, PROVIDING THE DATA AS WE GET TOWARDS SPRING, THAT WE'LL BE ABLE TO SEE THAT TOO IS IMPACTING THE WAY WE'VE SEEN IT IMPACT WITH OUR LATE STARTS.

AND SHOULD WE DO THAT, THEN THAT WOULD BE UNDER CONSIDERATION IN OUR MIND TO CONTINUE INTO THE FUTURE YEARS SO THAT WE CAN HAVE A SYSTEM THAT JUST MEETS ALL OF OUR STUDENT NEEDS THAT ARE AT A VARIETY OF LEARNING LEVELS AND LEARNING NEEDS, WHETHER IT BE EXTENSIONS OR WHETHER IT BE INTERVENTIONS.

ALL OF OUR STUDENTS DESERVE TO BE CHALLENGED AND STAY ENGAGED IN THEIR LEARNING.

AND SO THIS IS A GREAT OPPORTUNITY, I BELIEVE, FOR THAT.
