[1. Call to Order]
[00:00:12]
AND WE WILL START WITH THE PLEDGE OF ALLEGIANCE.[2. Pledge of Allegiance]
WE LOST OUR TWO REGULAR STUDENT SCHOOL BOARD MEMBERS, BUT WE'VE GOT OUR INCOMING SCHOOL BOARD MEMBER, SARA TOLLEY, IN THE AUDIENCE DOING HER HOMEWORK BY BEING HERE. SO EXCUSE ME.AND SHE AGREED TO LEAD THE PLEDGE OF ALLEGIANCE.
SO HERE WE GO. STAND AND FACE THE FLAG.
ALLEGIANCE] THANK YOU. NEXT UP IS OUR ROLL CALL.
[3. Roll Call]
MR. PRESIDENT, WE HAVE A QUORUM.THANK YOU. AND BOTH SIDNEY AND RICARDO CONTACTED ME WELL IN ADVANCE ABOUT NOT BEING ABLE TO BE AT TONIGHT'S MEETING BECAUSE OF PREVIOUS ENGAGEMENTS OR JUST WORK OVERLOAD.
SO I'D ENTERTAIN A MOTION OR IF YOU HAVE QUESTIONS TO EXCUSE THEIR ABSENCES.
IT'S BEEN MOVED TO EXCUSE THE ABSENCES OF OUR TWO STUDENT BOARD MEMBERS.
ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.
AYE. ALL THOSE OPPOSED, MOTION PASSES.
THEY ARE EXCUSED. NEXT UP IS OUR AGENDA APPROVAL.
[4. Agenda Approval]
TONIGHT'S AGENDA INCLUDES COMMUNICATIONS FROM THE BOARD, SUPERINTENDENT AND STAFF UPDATES, CITIZENS COMMENTS.WE HAVE AT LEAST THREE OR FOUR TONIGHT.
OUR CONSENT AGENDA HAS ITEMS A THROUGH L.
I THINK THAT'S CORRECT THIS TIME.
NO OLD BUSINESS TONIGHT, NEW BUSINESS, ITEMS A THROUGH G.
WE'LL DISCUSS FUTURE AGENDA ITEMS AND BOARD EVENTS.
AND THEN WE DO HAVE AN EXECUTIVE SESSION FOR THE EVALUATION OF THE SUPERINTENDENT.
THAT WILL HAPPEN AFTER THE REGULAR MEETING IS COMPLETED.
IF THERE'S ANY QUESTIONS ON THE AGENDA OR ADDITIONS OR CHANGES, NOW WOULD BE THE TIME TO DO THAT.
IF NOT, I'D ENTERTAIN THE MOTION TO APPROVE THE AGENDA AS IT'S PRESENTED.
I RECOMMEND THAT WE APPROVE THE AGENDA AS PRESENTED.
HEY, THANK YOU. IT'S BEEN A MOVE TO APPROVE THE AGENDA AS IT IS PRESENTED.
ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.
AYE. ALL THOSE OPPOSED, AGENDA IS APPROVED.
GREAT. NEXT UP IS OUR BOARD COMMUNICATIONS.
[5. Communications]
AND ACTUALLY, WE HAVE OUR RECOGNITION.WE DO HAVE OUR RECOGNITION. OKAY.
THANK YOU. THREW ME OFF FOR A LITTLE BIT.
WE HAD TWO PRESENTATIONS ON SCHEDULE TODAY, BUT ONE WAS FOR SYDNEY AND SO WE WILL SAVE SYDNEY'S AWARD FOR NEXT TIME. BUT RECENTLY, ESD 112 AND WASA, WASHINGTON ASSOCIATION OF SCHOOL ADMINISTRATORS RECOGNIZED OUTSTANDING INDIVIDUALS IN SEVERAL DIFFERENT CATEGORIES ALL THROUGHOUT THE STATE.
AND ONE OF THE PEOPLE WHO HAS WORKED CLOSELY WITH OUR DISTRICT AND ALL OF YOU ARE VERY FAMILIAR WITH WAS A COMMUNITY LEADERSHIP AWARD WINNER.
AND SO WHAT I'D LIKE TO DO IS I'D LIKE TO CALL FORTH MR. TERRY DODSON. [APPLAUSE] AND IF TERRY, IF YOU COULD JUST KIND OF STAND UP HERE BY THE PODIUM AND I'LL JUST EMBARRASS YOU FOR A LITTLE BIT.
WON'T BE THE FIRST TIME. YEAH, YEAH.
BUT FOR THOSE OF YOU THAT DON'T.
TERRY WAS THE CHAIRMAN FOR THE BATTLE GROUND CITIZENS FOR BETTER SCHOOL AND HELPED LEAD OUR LEVY EFFORTS THIS PAST NOVEMBER. IT'S AS MANY OF YOU KNOW, IT'S HARD ENOUGH FOR US TO PASS A LEVY IN THE BEST OF TIMES IN THIS DISTRICT.
[00:05:07]
BUT WE WERE FACING A DOUBLE LEVY FAILURE.AND THE THE OUTCOME OF A DOUBLE LEVY FAILURE WOULD HAVE BEEN SIGNIFICANT FOR US.
WE DID NOT HAVE ANYBODY TO TAKE ON THIS ROLE.
THANKFULLY, TERRY STEPPED FORWARD.
HE ASKED STAFF HIS DAUGHTER WHAT HE COULD DO TO HELP AND MAYBE HE COULD DO THIS.
AND HE DID IT ABSOLUTELY FANTASTIC.
PUT HIS HEART AND SOUL INTO IT, PUT COUNTLESS HOURS OF WORK, ENERGY, EFFORT.
AND THE END RESULT WAS THAT WE PASSED THE LEVY WITH ALMOST 55% AGAIN IN THE MIDDLE OF THE PANDEMIC.
AND FOR US, THAT IS A GREAT RATE.
AND AND FOR ALL INTENTS AND PURPOSES, TERRY DODSON SAVED US.
AND SO FOR THAT, I JUST WANT TO SAY THANK YOU, MY FRIEND.
THANK YOU. [APPLAUSE] SOMETIMES I DON'T NEED A MICROPHONE.
I DID THIS OUT OF MY HEART FOR THE DISTRICT, FOR THE KIDS, AND I HAVEN'T GONE AWAY.
I'M STILL CHAIR OF THE BATTLE GROUND CITIZENS FOR BETTER SCHOOLS.
WE HAVE A LOT MORE THINGS TO DO.
WE'RE IN THE PROCESS NOW OF TRYING TO RAISE FUNDS FOR THE ENTIRE DISTRICT TO HELP TO FACILITATE SOME THINGS FOR THE ATHLETIC PROGRAMS AND FOR THE SCHOOLS.
IT'S JUST A NEVER ENDING OPPORTUNITY.
SO THE LEVY IS GOOD FOR FOUR YEARS.
SO I GUESS FOUR YEARS FROM NOW WE'RE GOING TO BE LOOKING AT THIS PROCESS AGAIN.
AND THEN HE'S RIGHT. THE POLITICAL CLIMATE HAS CERTAINLY CHANGED.
AND IT'S WHO KNOWS WHERE IT'S GOING TO BE IN FOUR YEARS.
BUT I HAD A GREAT TEAM AROUND ME.
ALL I DID WAS LEAD THE TEAM AND HERD CATS FOR FOUR OR FIVE MONTHS.
BUT IT WAS A JUST A GREAT OPPORTUNITY AND THANK YOU TO ALL THE PEOPLE THAT GOT IN AND WORK.
WE COULDN'T HAVE DONE IT WITHOUT WITHOUT EVERYBODY'S HELP.
THANK YOU. AND YES, I'M SURE TERRY WOULD TAKE HELP ON ALL KINDS OF FUTURE ENDEAVORS.
WE APPRECIATE THAT. NEXT ON OUR LIST IS STUDENT VOICE.
WE DON'T HAVE ANYTHING SCHEDULED.
DO I HAVE ANY ASB REPRESENTATIVES IN THE AUDIENCE OR.
NEXT UP FOR IS OUR BOARD COMMITTEE REPORTS.
FIRST UP IS OUR LEGISLATIVE COMMITTEE.
DIRECTOR HENRIKSON SAYS NOTHING TO REPORT AT THE MOMENT.
THE AUDIT COMMITTEE MET LAST WEEK.
WE WENT OVER ACCOUNTS PAYABLE, WHICH IS KIND OF INTERESTING SINCE WE GET TO HEAR ABOUT THINGS THAT HAPPEN IN THE DISTRICT BY WHAT'S GETTING PAID FOR SOMETIMES AND GET A LITTLE BIT CLOSER LOOK.
AND SO IT'S NICE TO SEE THAT WE'RE ABLE TO UPGRADE SOME OF OUR EQUIPMENT THAT ISN'T SO NEW ANYMORE.
GOOD. ANY QUESTIONS FROM THE BOARD? NEXT UP, BATTLE GROUND EDUCATION FOUNDATION.
THEY WILL BE MEETING LATER THIS WEEK AND I WILL HAVE A REPORT AT THE NEXT MEETING.
THANK YOU. NEXT UP, OUR WASHINGTON INTERSCHOLASTIC ACTIVITIES ASSOCIATION.
NO MEETING, NO MEETING UNTIL AUGUST.
[00:10:06]
ANY UPDATES THAT PEOPLE WANT TO BRING? I DID ATTEND THE THURSDAY NOON MEETINGS, WHICH HAS NOW SHIFTED FROM WEEKLY, WHICH WAS TRYING TO KEEP UP WITH ALL THE CHANGES DURING THE VARIOUS DISRUPTIONS AROUND THE STATE.THEY'RE GOING TO TRY TO DO IT BI-WEEKLY.
IF THERE'S ENOUGH AND IT'S A LITTLE BIT OF A HELP FOR BOARD MEMBERS REMINDERS.
AND IT SEEMS LIKE WE'RE ALWAYS BARGAINING WITH SOMEBODY JUST ABOUT EACH YEAR.
SO IF YOU WATCH THE AGENDA FOR WHAT THEY'VE GOT ONLINE, I THINK WHAT THEY'RE GOING TO DO IS KIND OF CONTINUE TO REACH OUT AND PROVIDE BOARD MEMBERS WITH REMINDERS OF ALL THE THE THINGS THAT WE GO TO CONVENTION FOR, TO TRY TO LEARN AND SO ON.
ALL RIGHT. FOR THIS PORTION, THE COMMITTEE REPORTS.
SO WE'VE GOT TOURS AND WE ALL WENT TO PRAIRIE HIGH SCHOOL.
ANYBODY WANT TO LEAD OFF WITH YOUR IMPRESSIONS FROM THE TOUR, FROM PRAIRIE HIGH SCHOOL? WELL, FIRST IMPRESSION, THE FOOD, THEIR CULINARY CLASSES ARE AMAZING.
AND THEY DID TREAT US VERY WELL.
IT WAS IT WAS JUST NICE TO SEE IT.
AND I'M ALWAYS IMPRESSED WHEN WE LISTEN TO THE LEADERSHIP IN EACH SCHOOL AND THEY'RE ABLE TO EXPLAIN EXACTLY WHERE THEY ARE ON THEIR GOALS AND IN TERMS OF STUDENT ACHIEVEMENT AND WHAT THEIR NEXT STEPS ARE.
AND THAT IMPRESSES ME WITH EVERY SCHOOL.
JUST TO PIGGYBACK ON WHAT MARY HAD SAID WHEN WE WENT TO THE CLASSROOM WHERE THEY WERE ACTUALLY COOKING THE FOOD, I WAS IMPRESSED WITH WHAT THEY WERE DOING, WITH WHAT LITTLE THEY ACTUALLY HAVE TO DO IT WITH.
SO I WAS IMPRESSED WITH WHAT THEY WERE DOING, WITH WHAT LITTLE TOOLS THEY HAD.
YEAH, HE'S GOOD. GIVE HIM THAT.
SO. AND HE'S THE CULINARY TEACHER, MR. PEDDLER. SO WE ALSO GOT TO VISIT THE FLORAL DEPARTMENT.
IT WAS INTERESTING TO SEE THE DIFFERENCES, SIMILARITIES, SOME BETWEEN THE PRAIRIE FLORAL DEPARTMENT AND THE BATTLE GROUND HIGH SCHOOL FLORAL DEPARTMENT, BUT ALSO SOME PRETTY SIGNIFICANT DIFFERENCES AS WELL.
AND SO JUST SEEING THEIR HOW THEY HOW THEY'RE ALIKE AND YET SO COMPLETELY DIFFERENT.
MR. JOLMA GREAT JOB AND IT WAS BEAUTIFUL.
AND SO IT WAS ALWAYS IT'S GOOD TO SEE THAT PROGRAM AS WELL.
I ENJOYED GOING THROUGH TOWARD THE BEGINNING OF OUR TOUR.
WE GOT TO GO THROUGH THE LIBRARY AND THEN TO I DON'T THINK IT'S CALLED SLC, BUT IT'S THE RESOURCE ROOM FOR INDIVIDUALS OR STUDENTS THAT NEED TO COME AND GET A BREAK TO GET CREDIT RECOVERY.
AND LIKEWISE MY PART OF THE TOUR HIGHLIGHTED THE CAREER AND TECHNICAL EDUCATION CLASSES, AND IT'S NICE TO SEE THE VARIETY THAT'S OFFERED TO STUDENTS. I'M AMAZED MY OLD STEREOTYPES OF ONE OR TWO CLASSES LIKE WOODSHOP AND THAT ARE NO LONGER TRUE.
KIDS HAVE LOTS OF OPPORTUNITIES.
HOPEFULLY THEY'RE TAKING ADVANTAGE OF THOSE.
AND A SHOUT OUT TO THE GRAD COACHES.
YEAH. ANYTHING ELSE FROM TOURS.
NEXT UP IS OUR DIRECTOR REPORTS.
AND WITH THAT BEING SAID, DIRECTOR SNITILY SAID SHE'D LOVE TO DO.
[00:15:02]
CAM, WOULD YOU LIKE TO START OFF WITH THAT? I'LL START. SO THINK ABOUT IF YOU WANT TO HIGHLIGHT A PARTICULAR.SO JUST AS A GENERAL STATEMENT, ALL THE GRADUATIONS WERE FABULOUS BECAUSE IT'S IT'S SO GREAT TO BE ABLE TO CELEBRATE WITH FAMILIES AND TO SEE FAMILIES WITH THEIR STUDENTS.
AND EVEN IN THE RAIN, THE JUBILANCE, IT WAS AMAZING.
AND I WILL HIGHLIGHT CAM BECAUSE IF WE EACH TAKE ONE, I WOULD HAVE TO SAY CAM WAS THE LAST ONE.
IT WAS SATURDAY NIGHT AND WE DIDN'T HAVE RAIN.
BUT WHAT I'LL HIGHLIGHT IS AMAZING HOW MANY STUDENTS HAD COMPLETED THEIR AA'S IN THAT CLASS.
THEY WERE ABLE TO LET US KNOW WHAT THEY'RE DOING AS NEXT STEPS.
AND WE'RE ALWAYS TALKING ABOUT THE HIGH SCHOOL AND BEYOND PLAN.
SO IT'S VERY INTERESTING TO HEAR WHAT EACH STUDENT IS GOING TO DO NEXT.
AND THEN WE WE DON'T ALWAYS THINK ABOUT ALL THE SUPPORT SYSTEMS THAT STUDENTS HAVE IN PLACE.
BUT ONE STUDENT, ONE OF THE VALEDICTORIANS, STARTED HIS SPEECH BY TALKING ABOUT THE FACT THAT HIS GRANDMOTHER WAS THERE AND SHE HAD TRAVELED OVER 5000 MILES TO BE AT HIS GRADUATION.
AND THAT EXTENDED FAMILY THAT THAT COMES TO CELEBRATE.
AND I SHOULD PROBABLY CLEAN PRAIRIE, SINCE THAT WAS THE ONLY ONE I WAS ABLE TO MAKE.
I WAS WATCHING MY OWN SON GRADUATE AT SEATTLE UNIVERSITY THE OTHER DAYS AND OBVIOUSLY VERY SOGGY AND HOPEFULLY WE LEARN SOME THINGS ABOUT HOW TO BE READY.
AND I THINK WHAT STOOD OUT TO ME, THE VALEDICTORIANS THAT ORGANIZED KIND OF A REVIEW OF THEIR CAREER, A VERY DISRUPTED CAREER THAT STARTED WITH TEACHERS ISSUES IN THE FALL OF THEIR FRESHMAN YEAR AND THEN JUST CONTINUED ON.
AND THAT'S VERY IMPRESSIVE FOR THE CHARACTER OF THOSE YOUNG, YOUNG PEOPLE.
WELL, I'D LIKE TO CLAIM BG, IF YOU GUYS DON'T MIND.
SO I WAS ABLE I DID ATTEND PRAIRIE AND I WENT TO BATTLE GROUND AS WELL.
AND THEN AND THEN MY YOUNGEST IS GOING TO BE A FRESHMAN NEXT YEAR.
SO JUST A CONSTANT REMINDER OF HOW QUICK THOSE TIME FLIES.
AND SO, AGAIN, I LITERALLY WAS TRYING TO KEEP MYSELF PUT TOGETHER, BUT I DID ENJOY, YOU KNOW, SEEING ALL THE FACES THAT WE DON'T GET TO SEE EVERY DAY, BUT WE SIT HERE IN SUPPORT AND AND TRY TO MAKE THEIR LIVES ENJOYABLE AND GIVE THEM A GREAT EDUCATION.
AND AND TO SEE THAT AND EVEN BESIDE ALL THE RAIN AND THE SOGGY BENT CAPS FROM BEING COMPLETELY SATURATED, IT WAS STILL SMILING FACES.
SO, YOU KNOW, THEY GOT THROUGH THAT.
AND AGAIN, THIS IS THE PACIFIC NORTHWEST, RIGHT? SO IT'S GOING TO RAIN.
THE SINGING WAS ABSOLUTELY BEAUTIFUL.
THAT WAS A NICE TOUCH THAT BG ADDED.
THEY NEED TO WORK TO SUPPORT THE FAMILY OR SUPPORT THEMSELVES.
AND THIS GIVES THEM AN OPPORTUNITY TO ATTEND SCHOOL AND WORK AROUND THEIR SCHEDULES.
[00:20:10]
WITH. YOU KNOW, WHEN THESE KIDS ARE DEALING WITH THINGS AND THEY HAVE THE OPPORTUNITY THROUGH SOME OF YOU TO GO IN AND TO GET AN EDUCATION, MAYBE IT TAKES THEM A LITTLE LONGER, BUT IT'S STILL THERE FOR THEM.SOME OF THEM WENT THROUGH SOONER IN THREE YEARS, BUT IT WAS GREAT TO GREAT TO SEE THEM OVERCOME AND TO HAVE SUCCESS AND BE ABLE TO SHAKE THEIR HANDS AND CHEER THEM ON.
IT'S IT WAS A GREAT IT'S A GREAT GRADUATION.
AND KEVIN DOES A GREAT JOB THERE WITH WITH THE STAFF AND WITH THE STUDENTS.
HE'S GOT A COMPASSION FOR EACH OF THEM.
IT'S OBVIOUS. AND SO ANYWAY, THAT'S MY REPORT.
AND I THINK THAT LEAVES OVER HOME FOR ME.
I WAS TRULY IMPRESSED HOW MANY TRADES WERE REPRESENTED BY THE GRADUATES AT THAT SCHOOL.
A LOT OF FUTURE ELECTRICIANS AND AND COMING OUT OF THERE.
AND I REALLY FELT THAT HOW THEY IT WAS VERY COOL HOW THEY EMPHASIZED THE FLEXIBILITY THAT THEY WERE AFFORDED GOING TO SCHOOL THERE TO BE ABLE TO CONTINUE WORKING OR WHATEVER THEY NEEDED TO DO WITH THEIR DAY.
SO THAT WAS REALLY IMPRESSIVE.
AND JUST THE PASSION FROM THE WHETHER IT WAS A PASSION FROM KEVIN PLANO OR TEARING UP DURING HIS SPEECH OR THE TEACHERS GIVING HUGS.
THERE WASN'T ALWAYS A HANDSHAKE.
IT WAS MAYBE A HIGH FIVE OR JUST A YOU DID IT AND SO GENUINE.
AND THE SMILES, DESPITE THE WEATHER, THE SMILES WERE AMAZING.
BEST WEEK TO BE A DIRECTOR? YES, DEFINITELY.
TILL NEXT YEAR. IT'LL BE ROUGH.
APPRECIATE THAT. ANY OTHER REPORTS FROM DIRECTORS YOU'D LIKE TO SHARE? OH, I'LL JUST SHARE THAT.
WE WENT TO THE PRAIRIE SENIOR AWARDS.
AND DIRECTOR WATRIN AND I GOT TO PRESENT SIDNEY WITH HER BOARD STUDENT BOARD CHORDS.
AND THAT WAS REALLY EXCITING TO SEE AND PROUD MOMENT FOR HER.
SO GLAD TO BE THERE TO DO THAT.
YEAH. GOOD EXAMPLE OF I BELIEVE THE DECORATING OF THE CAPS CAME FROM A STUDENT INPUT TO GRADUATION AND WE ADDED TO THAT.
THE SPECIAL RECOGNITION FOR STUDENT BOARD MEMBERS.
DR. WATERS OR SUPERINTENDENT WATERS.
[6. Superintendent and Staff Updates]
THANK YOU, MR. PRESIDENT.I'M GOING TO START MY SUPERINTENDENT'S REPORT WITH SOME GRADUATION NEWS AS WELL.
FIRST OF ALL, I AGREE WITH YOU, JACKIE.
I THINK AS SUPERINTENDENT, THAT WAS ONE OF MY FAVORITE ACTIVITIES OF THE YEAR.
AND I THINK THAT'S THE WAY IT'S GOING TO BE FROM NOW ON.
I'M GOING TO LIKE THAT. IT WAS AN HONOR TO SHAKE THE HANDS OF GRADUATES AND TO PASS OUT DIPLOMAS.
THE WET WEATHER WAS DISAPPOINTING.
I MEAN, OBVIOUSLY, WE RECEIVED A FEW COMPLAINTS.
I JUST WANT PEOPLE TO UNDERSTAND THAT IT REALLY IS DIFFICULT FOR US TO PIVOT IN A SHORT TIME BECAUSE OF THE LOGISTICAL COMPONENTS OF PREPARING FOR AN EVENT.
THIS SIZE JUST MAKES IT DIFFICULT.
WE HAVE WE HAVE EQUIPMENT, WE HAVE STAGES, WE HAVE CHAIRS, WE HAVE SOUND THINGS, WE HAVE INTERNET CAPABILITIES, WE HAVE VIDEOGRAPHERS.
ALL OF THOSE THINGS MAKE IT VERY DIFFICULT.
SO WE'D HAVE 400 INDIVIDUALS WHO COULD WOULD NOT HAVE BEEN ABLE TO ATTEND.
[00:25:05]
THAT ALSO MADE IT DIFFICULT TO SHIFT BECAUSE HOW WOULD WE DETERMINE WHICH INDIVIDUALS GOT IN AND DIDN'T GET IN BECAUSE TICKETS WERE ALREADY PASSED OUT? THAT WAS ANOTHER CONSTRAINING MEASURE.I DO THINK, THOUGH, THAT WE CAN LEARN FROM THIS SITUATION.
I DO THINK THAT THERE ARE POTENTIAL WAYS THAT WE CAN MITIGATE THE WEATHER.
I'M MEETING WITH A WITH ALL OF THE PRINCIPALS AND A FEW OTHER PEOPLE, KEVIN INCLUDED, THIS WEDNESDAY TO TALK ABOUT WHAT WE CAN DO. BUT WE ARE LOOKING AT THE POSSIBILITY OF BUYING A WHOLE BUNCH OF CLEAR UMBRELLAS.
FOR INSTANCE, FOR THE GRADUATES.
I KNOW MANY OF THEM HAD IT, BUT SOME OF THEM DIDN'T.
THE CLEARER UMBRELLAS WOULD ALLOW THEM TO STILL SEE THE CEREMONY.
CLEAR PLASTIC PONCHOS WAS ANOTHER ONE AS A COVERING.
BUT AGAIN, SETTING THAT UP IN SUCH A SHORT PERIOD OF TIME MAY PROVE DIFFICULT.
AS I SAID, WE STILL CAN LOOK AT WE DO NEED TO ASSESS WHETHER OR NOT WE WANT TO RESCHEDULING THE EVENT OUTSIDE AGAIN OR WHETHER WE SHOULD MOVE IT BACK INSIDE PERMANENTLY.
BOTH INSIDE AND OUTSIDE OBVIOUSLY HAVE ADVANTAGES.
I DO WANT TO SAY THAT I THINK WHAT WE SAW WITH THE WEATHER WAS AN ANOMALY.
I MEAN, THEY'VE TERMED IT AS A WHAT WAS IT, A RIVER.
ATMOSPHERIC, ATMOSPHERIC RIVER.
RIGHT. WHICH IS DOESN'T COME ALONG VERY OFTEN.
I THINK MORE SO OF TYPICAL RAIN THIS TIME OF YEAR WOULD HAVE BEEN A SHOWER.
IT WOULD HAVE STOPPED, IT WOULD HAVE CLEARED.
IT WOULD HAVE YOU KNOW, IT WOULDN'T HAVE BEEN THE TORRENTIAL RAIN POOR THAT WE SAW.
WE DID LEARN GOING INTO THE SECOND NIGHT.
THAT WASN'T THE CASE FOR PRAIRIE HIGH SCHOOL.
I WANT EVERYBODY TO KNOW THAT WE HAVE BEEN IN CONTACT WITH PRAIRIE.
WHETHER THAT'S FOR PER. FOR BATTLE GROUND OR ANY OTHER SCHOOL.
THEY'RE JUST THEY'RE THEY'RE THEIR ABILITY TO PERSEVERE.
IF THE BOARD REMEMBERS CORRECTLY, WE CONDUCTED A SAFETY AUDIT THREE YEARS AGO.
IT WAS THE RESULTS OF THAT SAFETY AUDIT THAT LED US TO PUT UP FENCES OUTSIDE OUR SCHOOLS.
THAT WAS THE FIRST RECOMMENDATION.
THAT WAS THE WORDS THAT WE HEARD.
IF WE CALLED FOR A LOCKDOWN, THERE WERE A NUMBER OF CLASSROOM DOORS IN OUR BUILDINGS WHERE THE TEACHERS WOULD HAVE TO OPEN THE DOOR OR GO OUTSIDE THE DOOR AND LOCK THE DOOR FROM THE OUTSIDE.
WE ALSO, IF YOU REMEMBER CORRECTLY, WHEN WE RAISED THE LEVY FROM A DOLLAR 50 TO 250 BECAUSE OF THE MCCLEARY CONSIDERATIONS THAT THE LEGISLATURE GAVE US, WE TOOK A PERCENTAGE OF THAT EXTRA MONEY THAT WAS GOING TO BE RAISED AND DEDICATED IT TO CAPITAL
[00:30:06]
PROJECTS. I THINK IT WAS ALMOST $15 MILLION WORTH OF CAPITAL PROJECT MONEY.A PORTION OF THOSE CAPITAL PROJECT MONIES ARE INTENDED TO IMPROVE SAFETY FEATURES AT OUR SCHOOLS.
THAT'S WHAT HELPED PAY FOR THE FENCING.
THAT'S WHAT HELPED PAY FOR THE LOCKS.
AND IT IS GOING TO PAY FOR MAIN ENTRY PORTS AT OUR SCHOOLS.
WE WERE HOPING TO PLAN THAT LAST YEAR AND THIS SUMMER, AND IT WAS DELAYED FOR TWO PRIMARY REASONS.
REASON NUMBER ONE, OBVIOUSLY, THE PANDEMIC AND EVERYTHING THAT WENT WITH THAT.
BUT REASON NUMBER TWO WAS THE POTENTIAL LEVY LOSS WHEN WE FAILED THE FIRST LEVEE.
WE WERE HESITANT TO USE THOSE FUNDS ON THOSE PROJECTS BECAUSE WE MIGHT HAVE TO USE THOSE FUNDS TO ACTUALLY KEEP THE DISTRICT RUNNING.
AND SO ONCE WE PASS THE LEVEE IN NOVEMBER, WE RESTARTED THOSE PROJECTS ALREADY.
KEVIN HAS DESIGNED PLANS FOR A FEW OF OUR SCHOOLS, AND PERMITS HAVE COME BACK AND HE'S MET WITH THE COMPANY THAT COULD DO THIS WORK FOR THEM AND HAD SOME PRELIMINARY CONVERSATIONS.
AND MY EXPECTATION IS PERHAPS BY THE END OF THE SUMMER WE'D BE BIDDING SOME OF THESE.
I HOPE TO HAVE MANY DONE BY THE END OF THE SUMMER.
HOW MANY DONE BY THE END OF THE SUMMER? EVEN BETTER, SOME OF THE CHANGES ARE GOING TO BE SIMPLE.
WE HAVE MANY BUILDINGS IN OUR DISTRICT.
FOR INSTANCE, DAYBREAK, TUKES, CHIEF, AMBOY THAT ARE MODERN BUILDINGS WITH ELECTRICITY TO THE DOORS AND WITH ELECTRICITY, AND THEY HAVE VESTIBULES.
SO THOSE WILL BE WHAT I CALL A PLUG AND PLAY.
WE HAVE SIX OF THOSE SCHOOLS, RIGHT? WE'RE GOING TO PUT IN CAMERAS ON THE OUTSIDE A BUZZER FEATURE THAT GOES TO THE MAIN OFFICE SPEAKER SYSTEM SO THAT ANY INDIVIDUAL COMING TO THE FRONT DOOR CAN PRESS THE BUTTON, HAVE A CONVERSATION WITH THE STAFF.
WE'RE ALSO GOING TO TAKE SEVERAL OF OUR BUILDINGS AND ACTUALLY REDESIGN THEM, ACTUALLY DO A FULL ON MODIFICATION . IF YOU THINK OF SO, IF YOU THINK OF THE SYSTEM, IF YOU'RE FAMILIAR WITH THE RING SYSTEM AT YOUR HOME WHERE YOU CAN WATCH ON A CAMERA, IT'LL BE VERY SIMILAR TO THAT.
IT'S GOING ON IN A LOT OF SCHOOLS RIGHT NOW, AS YOU CAN IMAGINE.
AND I'M GOING TO GO TO AGRESSION BARLOW NEXT WEEK.
HOW THEY SET UP WHAT I'M HOPING TO SET UP.
SO AS MR. WATERS SAID, DAY, BOTH DAYBREAKS, BOTH TUKES, CHIEF, AMBOY, THOSE WOULD BE FAIRLY STRAIGHTFORWARD.
THEY'VE ALREADY GOT ELECTRICITY TO THE DOORS.
I CAN I CAN BASICALLY PLUG AND PLAY.
I HOPE TO HAVE THOSE DONE THIS SUMMER.
YEAH, PRAIRIE AND MAPLE GROVE ARE A LITTLE BIT MORE WORK, BUT THEY'RE STRAIGHTFORWARD.
SO THAT'S THREE SCHOOLS, GLENWOOD AND CAPTAIN STRONG.
IF YOU THINK OF THOSE TWO SCHOOLS, YOU WALK RIGHT IN.
SO I HAVE NEW DOUBLE DOOR VESTIBULES SET UP AND THE DESIGNS DONE AND I HAVE PERMITS THAT'LL DEPEND MORE ON SUPPLY CHAIN AND STOREFRONT AND WINDOWS AND DOORS.
THOSE ARE A LITTLE MORE SIGNIFICANT AND THE DESIGN IS FAIRLY PRELIMINARY RIGHT NOW.
I'VE MET WITH THEM, SO THOSE WILL BE THE LAST.
I'M GOING 100% SPEED ON ALL OF THEM.
THINGS ARE GOING TO BE DONE AFTER HOURS IF NEEDED.
THESE WON'T BE SUMMER PROJECTS AND I HOPE TO HELP TO MAKE THEM BETTER.
I KNOW PEOPLE WANT US TO GO FASTER, SOME WILL GO FAST, BUT THERE STILL IS A DESIGN PHASE.
THERE'S STILL A PERMITTING PHASE WHICH, YOU KNOW, WE GOT THE ONE BACK THAT IS THE CITY AND WE GOT ONE BACK WAS FROM THE COUNTY ALREADY, BUT THE OTHERS WILL HAVE TO GO THROUGH A PERMITTING STAGE AND PERMITS RIGHT NOW ARE TAKING..
THE COUNTY ONE TOOK EIGHT MONTHS.
SO THAT'S OUR THAT'S SOME OF THE THINGS THAT WERE ARE WORKING AGAINST US BUT WE'RE HEADING IN THAT DIRECTION. I ALSO WANT YOU TO KNOW THAT WE ARE PUTTING A GREAT DEAL OF EMPHASIS ON ID CARDS FOR ALL
[00:35:09]
STAFF ADULTS NEXT YEAR.SO WE KNOW THAT ONE ADULT IS IN THE BUILDING.
THEY HAVE ID CARDS, WE'RE USING THOSE NOW.
AND A VERY PLEASANT OUTCOME OF THIS WORK IS GOING TO BE THAT THE BATTLE GROUND POLICE DEPARTMENT, WHO I'M VERY GRATEFUL FOR, DID REACH OUT TO US AND THEY ARE GOING TO BE WORKING WITH OUR SCHOOLS IN THE CITY.
THEY'RE ACTUALLY GOING TO BE THEY'VE ASKED IF THEY COULD USE OUR SCHOOLS TO CONDUCT A TRAINING.
I HAVE NOT BEEN I KNOW THAT THEY'RE UNDERGOING THEY'RE IN THE MIDDLE OF AN ELECTION RIGHT NOW.
LUCKY TO CONNECT WITH THE COUNTY SHERIFF'S DEPARTMENT.
I KNOW THEY'RE STRUGGLING WITH MANPOWER AND RESOURCES, AND I HAVEN'T BEEN ABLE TO GET A HOLD.
BUT I DO WANT YOU TO KNOW, IT'S IT'S SOMETHING THAT WE CONTINUE TO WORK ON.
WE ARE AT I WILL SAY THAT EVEN WITH THE ENTRY POINTS, EVEN WITH THE FENCING, EVEN WITH THE IDS, EVEN WITH THE TRAININGS, WE ARE STILL AT A DISADVANTAGE AS A DISTRICT BECAUSE OF THE AGE OF OUR BUILDINGS.
AND THERE JUST ARE SOME THINGS I MEAN, YOU HEARD KEVIN NOT MENTION LAUREN MIDDLE SCHOOL.
THAT'S A TOUGH SCHOOL TO SECURE.
WE'RE THINKING ABOUT IT, THOUGH.
WE'RE NOT. WE'RE WORKING ON SOMETHING.
BATTLE GROUND HIGH SCHOOL HAS 28 DIFFERENT WAYS TO GET INTO THE BUILDING.
PRAIRIE HIGH SCHOOL IS EVERY CLASSROOM IS ENTIRELY OUTSIDE.
THESE WERE BUILDINGS THAT WERE DESIGNED WAY BEFORE SCHOOL SHOOTING.
SCHOOL VIOLENCE WAS EVER A THING AND IT JUST MAKES IT MORE CHALLENGING FOR US.
AND REALLY THE THING THAT IS GOING TO MAKE THE DIFFERENCE AND ACTUALLY THE THING THAT WHEN I JUST READ AN ARTICLE TODAY IN COLUMBIA ABOUT AN INDIVIDUAL FROM TACOMA, IT'S A GREAT ARTICLE.
IF YOU FIND IT, READ IT, WHO'S WRITTEN SEVERAL BOOKS ON SECURING SCHOOL CAMPUSES.
AND BASICALLY WHAT HE SAID WAS THE NUMBER ONE THING THAT SECURES SCHOOL CAMPUSES IS A POSITIVE CULTURE AND CLIMATE WITHIN THE SCHOOL AND WITHIN THE COMMUNITY, BECAUSE IT MEANS THAT PEOPLE ARE WILLING TO PAY ATTENTION AND WHEN THEY HEAR THINGS ARE WILLING TO STEP UP AND SAY SOMETHING AND IT'S THE SAYING SOMETHING BEFORE SOMETHING HAPPENS, THAT IS REALLY THE BIGGEST DETERMINER INTO THE SAFETY OF A SCHOOL AND IN A COMMUNITY.
I THINK NEXT, WE ARE VERY, VERY EXCITED.
YOU'LL NOTICE WE HAVE A BIG CROWD TODAY.
AND THE BIG CROWD IS A FUN, BIG CROWD.
AND IT'S EXCITING NEWS FOR US.
SO WITH THAT, I'M GOING TO TURN IT OVER TO OUR EXECUTIVE DIRECTOR OF HR, MICHELLE REINHARDT.
THANK YOU. WELL, I AM EXCITED TO SHARE SOME GREAT NEWS.
WE HAVE BEEN VERY BUSY IN HR OVER THE LAST COUPLE OF MONTHS, JUST BUSY HIRING SOME VERY IMPORTANT POSITIONS, OUR BUILDING ADMINISTRATORS AND SOME DISTRICT OFFICE ADMINISTRATIVE POSITIONS.
SOME PEOPLE ARE NEW TO THE DISTRICT.
SOME PEOPLE WERE IN THE DISTRICT AND ARE NOW COMING BACK HOME BECAUSE THEY KNOW BETTER.
SO I AM GOING TO CALL ONE GROUP UP AT A TIME AND I'VE GOT SOME INTRODUCTIONS TO MAKE.
SO I AM GOING TO EMBARRASS THEM.
[00:40:04]
AND I WOULD LIKE WHEN YOU'RE DONE AND BEFORE THEY GO SIT DOWN, IF THEY COULD COME UP AND SHAKE HANDS.WE'LL DO. YES, YOU'RE READING MY NOTES.
SO COME ON UP AND WE CAN GO RIGHT ACROSS THE FRONT HERE.
YEAH, YOU GOT TO FACE THIS WAY OR THE CAMERA WON'T SEE.
YES, YOU NEED TO FACE FACE THE BOARD.
I THINK WE DO HAVE A COUPLE OF PEOPLE WHO WEREN'T ABLE TO MAKE IT TONIGHT.
SO I'M GOING TO START OFF WITH KELLY HART.
KELLY IS GOING TO BE JOINING THE PRAIRIE HIGH SCHOOL GROUP AS ONE OF THE NEW ASSISTANT PRINCIPALS.
AND SHE TAKES OVER FOR LINDSAY MCQUISTON, WHO TOOK A JOB OUTSIDE OF THE DISTRICT.
AND KELLY HAS PREVIOUSLY BEEN WORKING IN GRESHAM BARLOW SCHOOL DISTRICT AS THERE WE GO.
SO SHE'S BEEN WORKING THERE AS ASSISTANT PRINCIPAL, IS THAT RIGHT? OKAY. WELL, WELCOME.
AND THEN NEXT JEN [INAUDIBLE].
SO JEN IS ONE OF OUR VERY OWN STAFF MEMBERS.
SHE JUST FINISHED HER INTERNSHIP.
SHE IS GOING TO BE THE NEW ASSISTANT PRINCIPAL AT GLENWOOD HEIGHTS PRIMARY, WORKING RIGHT ALONGSIDE ANTONIO LOPEZ AND REPLACING LORI WALKER. SO SO JEN IS PREVIOUSLY AN ENGLISH TEACHER AT PRAIRIE HIGH SCHOOL.
LET'S SEE. OH, ANOTHER ANOTHER GREAT PERSON, KELSEY CHI HERE.
SO SHE IS OFFICIALLY THE NEW ASSISTANT PRINCIPAL AT LAUREN MIDDLE SCHOOL.
SHE WAS PREVIOUSLY A FIFTH GRADE TEACHER AT DAYBREAK.
SO ANGELA HAS BEEN THE ASSISTANT PRINCIPAL UP AT AMBOY MIDDLE SCHOOL AND MOST RECENTLY HAS ACCEPTED A POSITION AT PLEASANT VALLEY MIDDLE, REPLACING UNA LEPER WHO IS COMING TO DISTRICT OFFICE AS A COORDINATOR IN SPECIAL SERVICES.
I BELIEVE SO. ANYWAY, SO WELCOME.
SO LISA IPPOLITO IS CURRENTLY A LEARNING SUPPORT PROGRAM COORDINATOR FOR THE DISTRICT AND SHE WAS JUST HIRED AS THE ASSISTANT PRINCIPAL UP AT YACOLT PRIMARY.
AND LISA HAS BEEN IN EDUCATION FOR OVER 33 YEARS, GOING FROM PRE-K ALL THE WAY THROUGH EIGHTH GRADE.
SO SHE'S GOING TO FIT IN GREAT UP THERE.
ALCALDE, LAURIE WALKER, MANY OF YOU KNOW LAURIE, SHE'S THE ASSISTANT CURRENTLY THE ASSISTANT PRINCIPAL AT LAUREN MIDDLE SCHOOL AND SHE IS HEADING ON UP TO AMBOY MIDDLE SCHOOL. AND LASTLY, COLIN RUSH.
SO COLIN IS CURRENTLY THE DEAN AT PRAIRIE HIGH SCHOOL.
AND A LITTLE FACT ABOUT CULLEN IS THAT HE ACTUALLY STARTED HIS EDUCATIONAL CAREER IN PRE-K.
HIS EXPERIENCE HAS BEEN TEACHING MATHEMATICS AS WELL AT MIDDLE SCHOOL AND HIGH SCHOOL.
SO HE IS EXCITED TO GO BACK TO TO THE YOUNGER KIDDOS.
WE'RE VERY EXCITED TO HAVE ALL OF YOU JOIN OUR TEAM AND YEAH.
IF YOU WOULD MIND, JUST HEAD AROUND.
YEAH. HERE. WE ARE WORKING TOGETHER.
I'M LOOKING FORWARD TO SEE. I'M RIGHT ACROSS FROM GLEN.
YOU'LL SEE ME. YEAH, YOU'RE WELCOME.
SO I'D LIKE TO INTRODUCE TO YOU KELLY GORBY.
KELLY IS GOING IS CURRENTLY THE ASSISTANT PRINCIPAL UP AT YACOLT PRIMARY, AND SHE IS NOW GOING TO BE THE PRINCIPAL AT YACOLT PRIMARY, REPLACING LYNELLE MURRAY, WHO HAS ACCEPTED A DIRECTOR POSITION AT DISTRICT OFFICE.
SO KELLY'S BACKGROUND IS SPECIAL EDUCATION.
K THROUGH EIGHT, RIGHT? K THROUGH FOUR, K THROUGH FOUR.
I'D ALSO LIKE TO INTRODUCE ERIC SACCO.
HE'S THE ONE WHO'S COME BACK TO US.
[00:45:01]
HE KNOWS BETTER THAN TO LEAVE US.HE HAS BEEN THIS LAST THIS LAST YEAR IN VANCOUVER SCHOOL DISTRICT.
SO WE ARE GLAD TO HAVE HIM BACK.
SO A BIG WELCOME AND CONGRATULATIONS TO YOU BOTH.
CONGRATS, YOU GUYS. [INAUDIBLE] THANK YOU.
AND THEN I'D LIKE TO JUST TAKE A FEW MINUTES TO SHARE SOME OTHER ADMINISTRATIVE CHANGES.
SO IF I COULD HAVE THE OTHER ADMINISTRATORS COME ON WHO ARE ARE CHANGING POSITIONS OR DUE TO RESTRUCTURING. COME ON, DON'T BE SHY.
I IF I HAVE TO NAME YOU, I WILL.
AND I THINK, MR. KENNEDY, YOU NEED TO BE UP HERE AS WELL.
SO WE'VE GOT A VARIETY OF DIFFERENT POSITIONS.
SO WE'LL START OFF WITH DAVID KENNEDY.
SO DAVID IS RIGHT NOW IS THE DIRECTOR OF SCHOOL IMPROVEMENT AND HE IS GOING TO BECOME THE EXECUTIVE DIRECTOR OF SCHOOL IMPROVEMENT AND HE WILL CONTINUE TO WORK ON SCHOOL IMPROVEMENT ALONG WITH LYNELLE MURRAY.
BUT HE IS TAKING ON OTHER OTHER DUTIES AS ASSIGNED.
SO LUKE IS ALSO ONE THAT WENT AWAY FROM US AND HAS DECIDED HE NEEDS TO COME BACK SO TO THE FOLD.
SO HE IS OUR NEW DIRECTOR OF INSTRUCTIONAL LEADERSHIP AND HE WILL BE OVERSEEING SIX MIDDLE SCHOOLS AND HE REPLACES ANGELA ALLEN, WHO HAS ACCEPTED A SUPERINTENDENT POSITION UP AT [INAUDIBLE] LAKE.
SO WE'RE HAPPY TO HAVE HIM BACK.
NEXT, WE HAVE TAMARA, TAMARA SCHEETZ.
SHE HAS BEEN THE ASSISTANT DIRECTOR OF SPECIAL, ONE OF THE ASSISTANT DIRECTORS OF SPECIAL SERVICES.
SHE IS NOW THE DIRECTOR OF INSTRUCTIONAL INTERVENTIONS.
AND THIS IS A POSITION THAT IS REPLACING SANDY MATTHEWSON.
SO WE'RE EXCITED THAT TAMARA HAS STEPPED INTO THAT ROLE.
NEXT, WE HAVE LYNELLE SEGAL MURRAY.
LYNELLE IS CURRENTLY THE PRINCIPAL UP AT YAKULT, BUT SHE IS GOING TO BE THE NEW DIRECTOR OF FEDERAL PROGRAMS. AND AGAIN, THIS IS PART OF THE RESTRUCTURING UP AT DISTRICT OFFICE, TAKING ON SOME OF THE SOME OF THE ROLES AND RESPONSIBILITIES THAT JILL SMITH HAD, AND SHE'LL BE WORKING CLOSELY WITH DAVID KENNEDY.
SO TRAVIS IS CURRENTLY THE MIDDLE SCHOOL PRINCIPAL AT LAUREN, AND HE IS GOING TO BE THE DIRECTOR OF INSTRUCTIONAL LEADERSHIP FOR ALES AND FOR HIGH SCHOOLS IN OUR DISTRICT.
SO AND THEN LASTLY, WE HAVE KELLY CLAY, WHO IS THE DIRECTOR, CURRENTLY THE ASSISTANT DIRECTOR OF SPECIAL SERVICES, AND SHE'S MOVING TO THE DIRECTOR OF SPECIAL SERVICES, CONTINUING TO SUPPORT SCHOOLS IN THE AREA OF SPECIAL SPECIAL SERVICES.
SO SO CONGRATULATIONS TO ALL OF YOU.
THANK YOU ALL. GREAT TO HAVE YOU.
THANK YOU, MISS REINHARDT. YOU HAVE ONE MORE.
[00:50:07]
THAT WE ARE ON OUR THIRD DAY OF OF CONTRACT NEGOTIATIONS.SO WE ARE EXCITED ABOUT THAT PROCESS.
AND THEY HAVE TO DO WITH ADMINISTRATIVE SUPPORT, SALARY CHANGES, AS WELL AS BUILDING ADMINISTRATIVE AND DISTRICT ADMINISTRATIVE SALARY CHANGES. SO THOSE ARE ON THE ON THE CONSENT AGENDA.
AND SO ESSENTIALLY WHAT WE DO IS IT'S A IT'S A PROCESS THAT WE HAVE FOLLOWED WITH WITH PSC, BUT WE ALSO HAVE MIRRORED THIS PROCESS WITH ADMINISTRATIVE SUPPORT, WITH THE CLASSIFIED STAFF AT DISTRICT OFFICE AS WELL AS WITH BUILDING ADMINISTRATORS.
AND WHAT WE DO IS WE TAKE THESE POSITIONS AND WE REVIEW THEIR POSITIONS AND WE COMPARE THEIR JOB DESCRIPTIONS AS WELL AS THEIR RESPONSIBILITIES AND SALARIES WITH THOSE AROUND US.
AND THEN WE ALSO COMPARE TO TO LOCAL, SO RICH FIELD, VANCOUVER CAMPUS, ETC..
SO WE USE THAT OPPORTUNITY TO MAKE SURE THAT WE ARE OFFERING COMPETITIVE SALARIES AND THAT IF WE NEED TO MAKE ADJUSTMENTS TO JOB DESCRIPTIONS, IT'S THE PERFECT TIME TO DO THAT.
AND SO WE HAVE FOLLOWED THAT PROCESS FOR ALL THREE OF THOSE GROUPS THAT ARE ON THE CONSENT AGENDA.
AND WE ALWAYS GO WITH OUR AVERAGE THE AVERAGE SALARIES.
AND SO IT IS OUR THE BEST EFFORT THAT WE CAN THAT WE CAN WE CAN MAKE WHEN IT COMES TO PROVIDING COMPETITIVE SALARIES. WE WE KNOW WE CAN'T BE AT THE HIGHEST END OF THINGS AND WE DON'T WANT TO BE THE LOWEST END OF THINGS.
SO IT REALLY HELPS US TO TO OFFER FAIR AND COMPETITIVE SALARIES.
JUST A QUICK QUESTION ON THAT.
WHEN'S THE LAST TIME YOU DID THIS? WAS IT A YEAR AGO? SO WE DO THIS PROCESS EVERY THREE YEARS WITH WITH PSC AND WITH ADMINISTRATIVE SUPPORT.
AND BUILDING ADMINISTRATORS, WE JUST WE JUST FINALIZED A CONTRACT AND THAT WILL LAST FOUR YEARS.
THREE YEARS. SO IT'S THREE YEARS.
WE HAVE A COUPLE OF PRESENTATIONS FOR YOU TONIGHT.
THE FIRST WILL BE FROM SPECIAL SERVICES.
BOTH ELLEN ARE EXECUTIVE DIRECTOR OF SPECIAL SERVICES AND KELLY, WHO YOU JUST GOT TO SHAKE HANDS WITH, ARE GOING TO SHARE SOME HIGHLIGHTS ABOUT THEIR GOALS AND THE THINGS THAT THEY'VE BEEN WORKING ON THIS YEAR.
I WAS HERE JUST A COUPLE OF MONTHS AGO GIVING SOME UPDATES TO POLICY 2161.
IT'S OUR POLICY THAT TALKS TO SPECIAL EDUCATION SERVICES FOR STUDENTS WITH DISABILITIES.
AND I REMEMBER ONE OF YOU HAD MENTIONED THAT THE PROCEDURES THAT GO WITH THAT POLICY ARE PROBABLY ONE OF THE LENGTHIEST YOU THAT WE HAVE IN ALL OF OUR PROCEDURES.
AND I REMEMBER THAT COMMENT, AND I WANT YOU TO THINK ABOUT THAT.
WHAT WE DO IN SPECIAL EDUCATION IS VERY REFLECTIVE ON HOW LONG THOSE PROCEDURES ARE.
THERE'S EVERYTHING FROM THE STUDENTS THAT WE SERVE TO THE PROCEDURES THAT WE DO, THE PROCESS THAT WE DO FOR IDENTIFICATION TO THE TYPES OF DISABILITIES THAT WE SERVE. SO THERE IS NO WAY I'M GOING TO BE ABLE TO TALK TO ALL OF THAT.
I'M GOING TO TAKE ABOUT 10 MINUTES TO CONDENSE THAT AND GIVE YOU A LITTLE BIT OF AN OVERVIEW OF WHAT WE DO IN OUR DEPARTMENT AND WHAT OUR FOCUS AREAS ARE.
SO LET'S JUST START WITH WHO ARE WE? WE HAVE ABOUT 136 CERTIFICATED STAFF MEMBERS.
THE LARGEST GROUP THERE IS OUR SPECIAL EDUCATION TEACHERS OF ABOUT 88, AND THAT IS EVERYTHING FROM PRE-K TO WORKING WITH STUDENTS 18 TO 21. SO AGAIN, A HUGE RANGE.
AND IN SUPPORT OF THAT, WE HAVE WHAT'S REALLY NICE IN THIS DISTRICT.
WE HAVE NICE SOLID TEAMS THAT ARE WORKING IN BUILDING.
WE HAVE TWO TEACHERS OF THE VISUALLY IMPAIRED.
[00:55:02]
SO IT'S A NICE, HEALTHY LOOK.AND ALONG WITH THAT, OUR CLASSIFIED STAFF.
SO WE HAVE 208 PARA EDUCATORS AND THAT'S A SNAPSHOT IN TIME.
THAT NUMBER OF COURSE GOES A LITTLE UP AND DOWN IN THE YEAR, BUT WE HAVE 208 PARA EDUCATORS WHO ARE THERE WORKING IN THE BUILDINGS TO SUPPORT STUDENTS WITH DISABILITIES. AND WE ALSO HAVE AN OCCUPATIONAL THERAPY ASSISTANT, A PHYSICAL THERAPY ASSISTANT AND A BRAILLE LIST ALL FULL TIME IN OUR DISTRICT. SO AGAIN, A LITTLE BIT OF WHO WE ARE AND THEN WHO DO WE SERVE.
AND THEN I ADDED A LITTLE GRAPH THERE JUST TO GIVE YOU A SENSE OF THE DISABILITY CATEGORIES, THE LARGEST AREA THAT WE SERVE OUR STUDENTS WITH SPECIFIC LEARNING DISABILITIES.
SO THESE ARE STUDENTS WHO LARGELY ARE SERVED IN AREAS LIKE READING, WRITING AND MATH.
RIGHT BEHIND THAT IS OUR STUDENTS WITH HEALTH IMPAIRMENTS.
AND THEN FOLLOWING RIGHT BEHIND THAT ARE STUDENTS WITH DEVELOPMENTAL DISABILITIES.
AND THAT'S KIND OF A CATEGORY THAT GOES UP UNTIL AGE.
AND THEN WE HAVE JUST SOME OTHER CATEGORIES.
THERE'S ONE THAT'S CALLED LOW INCIDENCE, AND THAT'S KIND OF A COMBINATION OF A NUMBER OF CATEGORIES.
SO IT'S LOW INCIDENT, DON'T HAVE A LOT OF STUDENTS IN THOSE CATEGORIES.
SO THAT'S A LITTLE BIT OF WHO WE SERVE.
THEN THERE'S WHERE DO WE SERVE STUDENTS? SO THIS IS A WE TALK ABOUT LEAST RESTRICTIVE ENVIRONMENT A LOT IN SPECIAL EDUCATION.
AND THIS IS A FOCUS FOR A NUMBER OF REASONS.
AND WE WANT THESE NUMBERS TO BE HIGH.
SO THERE'S A TARGET WHICH IS THE STATE TARGET THAT THEY HAVE PUT OUT AND WE DEFINITELY GO ABOVE THAT TARGET AND THAT IS REALLY WONDERFUL.
AND THE CHART ON THE OTHER END IS WHAT WE IT'S KIND OF THE OTHER END OF IT.
WE WANT THOSE NUMBERS TO GO DOWN THE AMOUNT OF TIME THAT STUDENTS ARE IN THIS TO GET THIS RIGHT.
SO THESE ARE STUDENTS WHO SPEND THE MAJORITY OF THEIR TIME IN A SPECIAL EDUCATION SETTING.
THEY'RE ONLY SPENDING 0 TO 39% IN A GENERAL EDUCATION SETTING.
SO WE WANT TO BE UNDER THE TARGET THERE.
SO THOSE ARE REALLY GOOD NUMBERS FOR US.
AND THEN WHERE DO WE THE NEXT THING IS, HOW ARE WE DOING? AND THIS IS OK.
SO THIS IS OUR DISTRICT DETERMINATION LEVEL.
SO EVERY YEAR OUR DISTRICT, ALL THE DISTRICTS IN WASHINGTON ARE RATED ON SIX DIFFERENT THINGS.
AND IT'S EVERYTHING ON HERE TO DID WE FILE OUR STATE REPORTS ON TIME TO WHAT ARE OUR DISCIPLINE RATES FOR STUDENTS WITH DISABILITIES? IT TALKS TO DISPROPORTIONALITY.
ARE WE IDENTIFYING STUDENTS OF A PARTICULAR RACE OVER OTHERS? AND IT EVEN TALKS TO POST-SCHOOL OUTCOMES.
SO ONE OF THE THINGS THAT WE LOOK AT IS HOW OUR KIDS, WHAT OUR STUDENTS WITH DISABILITIES ARE DOING POST SCHOOL. SO A YEAR AFTER STUDENTS LEAVE US LEVERS, THEY ARE CALLED BY SOMEBODY IN OUR DISTRICT OFFICE AND THEY'RE GIVEN A SURVEY.
SO THEY'RE ASKED, HEY, WHAT ARE YOU DOING? AND SO ONE OF THE THINGS THAT WE'RE LOOKING AT IS ANYBODY PARTICIPATING IN HIGHER EDUCATION.
[01:00:04]
AND SO I'M GOING TO BE HONEST, THESE ARE THE NUMBERS THAT ARE A LITTLE WORRISOME, AND THEY'RE ALSO NUMBERS FROM A COUPLE OF YEARS AGO.SO THE FOR THE DETERMINATION, THAT TAKES A COUPLE OF YEARS TO GET CAUGHT UP ON HOW WE'RE RATED.
WE DO HAVE INFORMATION FROM THE 1920 SCHOOL YEAR.
THEY'RE JUST NOT PUBLISHED HERE YET.
SO WHAT THIS IS SAYING IS IF WE LOOK AT THE 1819 SCHOOL YEAR, 2019 LEAVERS, WE HAVE 9.8, 8% OF THEM ARE ENROLLED IN A HIGHER EDUCATION PROGRAM ONE YEAR AFTER THEY WERE LEAVING.
AND AS YOU CAN SEE, THAT'S BELOW THE STATE TARGET.
AND THAT ONE IS AT 45, 46, ALMOST 46% PERCENT, BUT STILL BELOW THE TARGET.
AND THEN THE FINAL ONE IS HIGHER EDUCATION, COMPETITIVELY EMPLOYED AND ENROLLED IN SOME KIND OF POST-SECONDARY EDUCATION OR TRAINING PROGRAM. AND THAT'S AT 50 ALMOST 57%, ALSO BELOW THE STATE AVERAGE.
SO THOSE ARE NUMBERS THAT WE HAVE BEEN FOCUSED A LOT ON.
YOU CAN IMAGINE THE NUMBERS FOR THE LAST TWO YEARS HAVE BEEN THEY'RE PROBABLY VERY CLOSE TO THOSE NUMBERS. GIVEN COVID, IT'S BEEN MUCH MORE DIFFICULT FOR STUDENTS TO FIND EMPLOYMENT AND TO BE ENGAGED IN POST SCHOOL.
SO THIS IS DEFINITELY AN AREA THAT HAS BEEN A FOCUS FOR US.
AND THEN REMEMBER HOW I TALKED BEFORE ABOUT OUR LRE DATA, THE THE 80 TO 100% OF TIME THAT THE NUMBER OF KIDS WHO SPEND THE MAJORITY OF THEIR DAY IN A GENERAL EDUCATION CLASSROOM.
WELL, KELLY IS GOING TO TALK ABOUT THAT SAME THING, BUT HOW IT APPLIES TO OUR PRE-K STUDENTS.
RIGHT. SO IN BATTLE GROUND, WE HAVE FIVE PRESCHOOL PROGRAMS. FOUR OF THOSE ARE DEVELOPMENTAL PRESCHOOLS ONLY.
SO MEANING EVERY STUDENT WHO'S IN THOSE PROGRAMS HAS A SPECIAL EDUCATION ELIGIBILITY.
AND THERE ARE TWO SEPARATE BUT THE SAME PRESCHOOLS THERE.
SO THE CHART UP HERE THAT IS ON THE LEFT IS OUR STUDENTS WHO ATTEND SEPARATE CLASSES OR SCHOOLS.
SIMILAR TO THE GRAPHS THAT ELLEN SHOWED US EARLIER, THAT RED LINE IS OUR TARGET.
AND THE CHART ON THE LEFT IS OUR STUDENTS WHO ARE ATTENDING A REGULAR EARLY CHILDHOOD PROGRAM, BUT MOST OF THEIR SERVICES ARE PROVIDED STILL IN AN EARLY CHILDHOOD SETTING, MEANING WE'RE NOT NECESSARILY PUSHING INTO PROGRAMS AS MUCH AS WE WOULD WANT TO.
AND SO WE HAVE SOME CHALLENGES THIS YEAR, AS DID MANY DISTRICTS AROUND US AND THROUGHOUT THE NATION.
STAFFING WAS A REALLY DIFFICULT SPOT FOR US.
WE FOUND OURSELVES WITH A LOT OF CERTIFIED AND CLASSIFIED STAFF WHO TOOK LEAVES THIS YEAR SPENDING.
WE SPENT MORE TIME HIRING WELL INTO THE SPRING AND SPRING BREAK TO FILL POSITIONS.
WE JUST HAD A LACK OF INTERESTED IN QUALIFIED APPLICANTS FOR SOME OF OUR POSITIONS.
OUR COUNT FROM PRE PANDEMIC TO THIS COUNT DAY WAS DOWN ABOUT 300 STUDENTS.
SO THAT ALSO CREATES SOME UNIQUE CHALLENGES WITH STAFFING AND SOME COMPLEXITIES IN THAT NATURE.
IT HAS ALLOWED WHAT? YEAH, AND I'M GETTING THERE AND IT ALSO CREATES SOME FUNDING IMPLICATIONS FOR US.
SO AS OUR ENROLLMENT GOES DOWN, OUR FUNDING ALSO GOES DOWN COMPARABLY.
[01:05:02]
DISTRICT ANY LONGER.SO ONE OF THE PIECES THAT ELLEN TALKED ABOUT WAS OUR POST-SCHOOL OUTCOMES AND THAT WE HAVE SOME WORK TO DO IN THAT AND WE HAVE PLANS AS WE MOVE INTO NEXT YEAR TO REALLY SUPPORT ALL OF OUR LEARNERS WITH THE COMMON UNDERSTANDING THAT WHAT WE DO IN PRESCHOOL, MIDDLE SCHOOL, ELEMENTARY SCHOOL, IN HIGH SCHOOL TRANSLATES TO THE SUCCESS THAT OUR STUDENTS HAVE WHEN THEY LEAVE BATTLE GROUND PUBLIC SCHOOLS.
SO WE'RE OPENING FOUR CLASSROOMS IN OUR DISTRICT THAT WILL SERVE FOUR YEAR OLDS, AND WE'LL ALSO SERVE FOUR YEAR OLDS WITH DISABILITIES IN THAT INCLUSIVE ENVIRONMENT, EXPANDING THE OPPORTUNITIES THAT WE HAVE FOR STUDENTS OF THAT AGE.
WE'RE GOING TO MOVE TOWARDS STANDARD BASED INSTRUCTION AND IEPS.
SO WE'RE GOING TO BE ALIGNING THE WORK THAT OUR SPECIAL EDUCATORS ARE DOING WITH THE TEACHER CLARITY, PLAYBOOK WORK, AND THE ESSENTIAL STANDARDS WORK THAT OUR GENERAL EDUCATION COLLEAGUES HAVE BEEN WORKING ON.
AND WE'RE GOING TO WORK TO STRENGTHEN OUR TRANSITION PLANS AND OUR SERVICES.
SO AS KIDS ARE BECOMING 16 THROUGH 21 AND YOUNG ADULTS, WE'RE GOING TO FOCUS ON REALLY WHAT ARE THEIR SKILLS, WHAT ARE THEIR NEEDS, HOW CAN WE BEST PREPARE THEM TO BE MORE ENGAGED WHEN THEY LEAVE OUR SYSTEM? AND THEN AND THERE IS ACTUALLY ONE MORE INITIATIVE, SOMETHING THAT WE'VE BEEN WORKING ON FOR A WHILE THAT I WANT TO BRING UP.
SO THE LAST TIME THAT I WAS HERE A COUPLE OF MONTHS AGO, I ALSO HAD AN UPDATE TO OUR POLICY 3246 WHICH IS ABOUT THE USE OF PHYSICAL RESTRAINT AND ISOLATION. AND PART OF THAT POLICY AND PROCEDURE IS THAT YOU RECEIVE A AN ANNUAL UPDATE ON THE NUMBER OF INCIDENCES OF THAT.
SO AND JUST SO YOU KNOW, SO EVERY DECEMBER WE REPORT TO OSPI THE NUMBER OF INCIDENCES FROM THE PREVIOUS SCHOOL YEAR OF PHYSICAL RESTRAINT AND ISOLATION, AS WELL AS SOME DETAILS ABOUT LIKE THE LENGTH OF THEM.
DID ANYBODY GET HURT? I KNOW I'M FORGETTING SOMETHING RIGHT NOW.
THE TYPE OF RESTRAINT IS ALSO REPORTED.
SO FOR THE SORRY, I'M GETTING ALL MY YEARS MESSED UP.
SO FOR THE 2021 SCHOOL YEAR, WE REPORTED 11 INCIDENCES OF PHYSICAL RESTRAINT.
WE HAVE NOT REPORTED THIS YEAR'S YET.
SO UNOFFICIALLY, WE'VE PROBABLY WILL HAVE AROUND 40 PROBABLY I'M HOPING UNDER 40 FOR THIS SCHOOL YEAR.
BUT I HAD MENTIONED THAT THAT HAS ACTUALLY BEEN AN AREA THAT WE'VE BEEN FOCUSED ON.
SO JUST TO TAKE YOU BACK A LITTLE BIT, IN THE 1819 SCHOOL YEAR, WE HAD REPORTED OVER 200 INCIDENCES OF PHYSICAL RESTRAINT.
AND THOSE REPORTS CROSS MY DESK.
I'M LIKE, WHAT'S GOING ON? YOU KNOW? SO I WAS NOT THE ONLY ONE WORRIED.
SO THERE IS DEFINITELY BEEN A NATIONAL INTEREST, A STATE INTEREST IN HOW WE WORK WITH STUDENTS WHO ARE ESCALATED AND ARE NOT SAFE.
SO WE, ALONG WITH COLLEAGUES AND OUR NEIGHBORING DISTRICTS, IDENTIFIED ANOTHER PROGRAM TO RESPOND TO STUDENTS WITHOUT USING PHYSICAL RESTRAINT.
AND IT IS A PROGRAM THAT KIND OF COMES FROM A TRAUMA INFORMED PERSPECTIVE.
WE ACTUALLY STARTED WE HAD A SMALL GROUP THAT GOT HALF THE TRAINING DONE DURING THE 19-20 SCHOOL YEAR, AND THEN WE CLOSED.
[01:10:08]
EVERYONE SAFE AND SUPPORTED DURING THAT TIME.WE'RE AT THE POINT WE NEED TO EXPAND IT STILL AND GET EVEN MORE PEOPLE TRAINED IN THE PROGRAM.
OK, HOW'D I DO ON TIME? I THINK I MIGHT HAVE GONE BEYOND TEN, BUT SO 15, 15.
OH, VERY GOOD. OK IT'S STILL ACCEPTABLE.
VERY GOOD. SO ANY QUESTIONS? THANK YOU. THANK YOU.
WE HAVE ONE MORE UPDATE FOR YOU TONIGHT.
TAMARA SCHEETZ, OUR NEW DIRECTOR OF INSTRUCTIONAL INTERVENTIONS.
SHE IS GOING TO SHARE WITH YOU SOME INFORMATION ABOUT OUR HEALTH USE SURVEY FROM THIS LAST YEAR.
YOU PROBABLY REMEMBER FROM OUR PRESENTATION AROUND COMPREHENSIVE SCHOOL COUNSELING THAT WE TALKED ABOUT THE NEED FOR DATA SO THAT WE CAN REALLY INFORM HOW OUR COUNSELORS AND HOW OUR STAFF SPENDS THEIR TIME.
THIS IS SOME OF THE DATA THAT WE HAVE USED UP TO NOW.
IT WE DO NEED MORE SPECIFIC INFORMATION.
THANK YOU FOR THE OPPORTUNITY TO SPEAK TO YOU TONIGHT.
DOES NOT ALWAYS HAPPEN, RIGHT? IT WASN'T FOR THE 20-21 SCHOOL YEAR.
THIS IS OUR CURRENT DATA THAT WE'LL BE LOOKING AT TONIGHT.
SO APPARENTLY I'M A YEAR BEHIND.
IT'S FIRST GIVEN IN SIXTH GRADE AND THEN EIGHTH GRADE, 10TH GRADE, 12TH GRADE GIVES US LONGITUDINAL DATA, DATA OVER TIME ABOUT HOW STUDENTS ARE FEELING IN SCHOOL, ABOUT WHAT THEIR HEALTH HABITS ARE.
IT COVERS A WIDE VARIETY OF TOPICS.
I'LL SHARE WHAT THOSE TOPICS ARE WITH YOU.
SOME OF THE THINGS THAT HIS HEALTHY YOUTH SURVEY ASKS ABOUT ARE SUBSTANCE USE.
IT ALSO ASKS ABOUT MENTAL HEALTH AND ASKS ABOUT SCHOOL CLIMATE AND CULTURE BULLYING A VARIETY OF TOPICS RELATED TO PHYSICAL HEALTH AND WELL-BEING AND THEN PROTECTIVE FACTORS.
AND IT ALSO LOOKS AT THAT FACTOR OF HOPE AND HOW MUCH HOPE OUR STUDENTS ARE FEELING, SO THAT YOU ARE AWARE OF WHAT OUR PARTICIPATION LOOK LIKE BECAUSE IT IS A VOLUNTARY SURVEY.
OUR SIXTH GRADERS THIS YEAR SHOWED ABOUT A 70% PARTICIPATION RATE.
SO THAT IS TRUE FOR BOTH OUR SIXTH AND EIGHTH GRADE.
OUR 10TH GRADE, WE HAD ABOUT 53%, WHICH MEANS THEY'RE PROBABLY GENERALIZABLE.
BUT THERE IS A LITTLE DEGREE OF CAUTION THAT WE HAVE TO TAKE WHEN WE'RE INTERPRETING THESE RESULTS.
JUST A FEWER RESPONDENTS MEANS THAT IT'S NOT NECESSARILY COMPLETELY GENERALIZABLE.
AND I DIDN'T WANT TO OVERWHELM YOU WITH NUMBERS AND STATISTICS.
AND SOME OF THE THINGS THAT WE TALK ABOUT ARE THINGS THAT ARE MORE PREVALENT AT HIGH SCHOOL.
THE WORD OF CAUTION, THE PANDEMIC.
SO WE ALSO HAVE TO TAKE THAT INTO CONSIDERATION AS WE'RE LOOKING AT THIS DATA.
SOMETIMES I'VE CHOSEN TO TAKE OUR DATA FROM 2018 AND PUT IT NEXT TO OUR 2021 DATA.
SO YOU HAVE A POINT OF COMPARISON.
SO LET'S START BY TALKING ABOUT SUBSTANCE USE.
SO THIS IS HARD FOR ME BECAUSE I'M A PACER, SO I'M GOING TO TRY NOT TO RUN OVER TO THE SMARTBOARD.
[01:15:01]
THAT BAR IS SHOWING. SO, FOR INSTANCE, THAT FIRST ONE IS SHOWING US THE PERCENTAGE OF STUDENTS IN THE 10TH GRADE WHO SAY THAT THEY HAVE SMOKED CIGARETTES WITHIN THE PAST 30 DAYS. THE LIGHT BLUE BAR IS OUR 2018 DATA.THE DARK BLUE BAR IS OUR 2021 DATA.
SO THE FIRST ONE IS FOR CIGARETTES USE.
THE SECOND IS FOR ALCOHOL CONSUMPTION.
AND HOW MANY, HOW MANY TIMES THEY HAVE BINGE DRINK OVER THE PAST TWO WEEKS? WHAT YOU CAN SEE OVERALL IS THAT WE HAVE EXPERIENCED A REDUCTION IN OUR RATES OVERALL ACROSS ALL OF THESE CATEGORIES HERE.
AND IF YOU LOOK BACK EVEN FURTHER, YOU WILL SEE A STEADY REDUCTION IN RATES OVER TIME.
WHAT WE NEED TO DO WITH THIS DATA IS CONTINUE WITH OUR EFFORTS AND CONTINUE TO KEEP AN EYE ON WHAT WE'RE PROVIDING AND MAKE SURE THAT WE'RE STILL HAVING THE OUTCOMES THAT WE DESIRE.
THE WAY THAT WE SUPPORT STUDENTS IS THROUGH PREVENTION, INTERVENTION PROGRAMS WE HAVE IN OUR HIGH SCHOOLS AND MIDDLE SCHOOLS, PREVENTION INTERVENTION SPECIALISTS WHOSE FOCUS IT IS TO REDUCE THE LIKELIHOOD OF SUBSTANCE ABUSE FOR OUR STUDENTS.
THEY PROVIDE PREVENTION FOR STUDENTS WHO ARE AT RISK IDENTIFIED THROUGH EITHER COUNSELORS OR TEACHERS, FAMILY MEMBERS, STUDENTS WHO HAVE FAMILIES WHO HAVE ENGAGED WITH SUBSTANCE ABUSE.
THOSE ARE SOME OF THE WAYS IN WHICH A STUDENT MIGHT BE IDENTIFIED.
SO FOR THE STUDENTS WHO HAVE ALREADY ENGAGED IN SUBSTANCE USE, WE PROVIDE SUPPORT FOR THEM IN TERMS OF EDUCATION AND ONGOING SUPPORT AND SUPPORT THROUGH THAT PREVENTION INTERVENTION SPECIALIST, OUR PIS, AS THEY'RE CALLED PREVENTION OR INTERVENTION OR IS ALSO PROVIDE SUPPORT IN THE CLASSROOM.
THEY DO PRESENTATIONS, THEY PROVIDE SUPPORT TO OUR PARENTS FORMS IN THE FORM OF INFORMATION FOR HOW TO IDENTIFY THESE CONCERNS AND HOW TO RESPOND AND HOW TO TALK TO YOUR KIDS IF ISSUES LIKE THIS ARE OCCURRING.
SO THAT'S ONE OF THE WAYS THAT WE USE THIS INFORMATION.
OKAY. NEXT, I WANTED TO DRAW YOUR ATTENTION TO THE DATA ON BULLYING AND ON THE SCHOOL CLIMATE.
AGAIN, I PUT THIS NEXT TO OUR 2018 DATA SO YOU CAN SEE HOW THAT COMPARES OVER TIME.
IN 2018, 22% OF OUR STUDENTS SAID THAT THEY HAD EXPERIENCED BULLYING IN THE SCHOOL ENVIRONMENT.
THIS YEAR, 2021, 14% OF OUR STUDENTS REPORTED THAT IN 2018, 18% REPORTED NOT FEELING SAFE AT SCHOOL.
AND AGAIN THIS YEAR, THAT RATE IS DOWN TO 14%.
I FEEL TWO THINGS AT THE SAME TIME WHEN I LOOK AT THIS GRAPH, WE ARE HAVING A POSITIVE EFFECT.
SO, YES, IT'S A POSITIVE DIRECTION, BUT WE STILL HAVE WORK TO DO.
I'LL TALK ABOUT WHAT THAT WORK LOOKS LIKE IN A MOMENT.
NEXT TO THIS, I WANT TO TALK ABOUT MENTAL HEALTH CONSIDERATIONS.
I START WITH THE STATE WIDE DATA AND WE'RE GOING TO FOCUS ON FEELINGS OF DEPRESSION AND ANXIETY AND HOW THAT CAN TURN INTO OR BECOME SUICIDAL IDEATION, PLANNING AND EVEN ATTEMPTING SUICIDE.
SO IN OUR STATE, ACROSS THE ENTIRE STATE, WHEN WE'RE LOOKING AT 10TH GRADERS, WHAT WE SEE IS ABOUT 38% OF OUR STUDENTS HAVE REPORTED FEELING SAD OR HOPELESS WITHIN THE PAST MONTH, PAST 12 MONTHS, EXCUSE ME, 20% REPORTED THAT THEY HAVE SERIOUSLY CONSIDERED SUICIDE OVER THE PAST 12 MONTHS.
IN ADDITION TO THAT, 16% OF THEM WENT AS FAR AS TO MAKE A PLAN AND 8%, EXCUSE ME, ATTEMPTED SUICIDE. THESE ARE, THESE WERE SHOCKING TO ME.
[01:20:02]
SO LET'S PUT THAT SIDE BY SIDE WITH OUR BATTLE GROUND DATA.WE VERY CLEARLY HAVE WORK TO DO HERE.
YES, PLEASE DO. IF THE FOR THE SERIOUSLY CONSIDERED IS THE NEXT ONE DOWN A PERCENTAGE OF THE SERIOUSLY CONSIDERED OR IS IT OVER ITS OVERALL OVERALL? YEAH, THEY DIDN'T AGGREGATE THE DATA AND KIND OF LIKE A FUNNEL LIKE THAT.
IT'S JUST THE NUMBER OF STUDENTS WHO RESPONDED IN THE POSITIVE OR THE YES SOMETIMES AND MORE OFTEN.
I WAS JUST GOING TO SAY AND WHAT I WOULD ADD TO THAT IS WE HAVE A PROCESS IN OUR DISTRICT WHERE IF A STUDENT HAS VERBALIZED TO SOMEONE AND IT'S BEEN REPORTED, WE HAVE A SYSTEM THAT WE DO A RISK ASSESSMENT WITH THEM, THE COUNSELORS OR THE SCHOOL PSYCH OR THE ADMINISTRATOR MEETS WITH THEM AND GOES THROUGH AND ASK SOME OF THESE QUESTIONS ABOUT A PLAN AND IS THAT PLAN WELL THOUGHT OUT SO THAT WE CAN CONNECT THEM AND THEIR FAMILIES TO SERVICES, AS WELL AS MAKE A PLAN FOR HOW WE SUPPORT THEM IN THE SCHOOL ENVIRONMENT.
AND IN THAT PROCESS, IT DISTINGUISHES IF THERE IF THEY ARE CONSIDERING IT OR IF THEY'VE GONE AS FAR AS MAKING A PLAN, BECAUSE THOSE TWO THINGS ARE SUCH A SIGNIFICANT DIFFERENCE IN THE WAY IN WHICH YOU WOULD APPROACH THE STUDENT AND THEIR NEEDS IN DEVELOPING A SAFETY PLAN FOR THEM.
CERTAINLY THAT PROCESS WE HAVE SEEN ACCESS TO OVER AND OVER, IT'S A GREAT PROCESS AND I THINK ALSO PROVIDES US WITH SOME INFORMATION YEAR OVER YEAR. WE HAVE MULTIPLE PEOPLE WITHIN EACH BUILDING WHO ARE TRAINED IN THAT PROCESS.
OUR SCHOOL COUNSELORS ARE, OUR SCHOOL PSYCHOLOGISTS ARE.
OFTENTIMES OUR ADMINISTRATORS ARE AS WELL.
SO WE DO HAVE BACKUPS TO SUPPORT.
IF ONE PERSON IS OUT OF THE BUILDING, SO TO SPEAK, THEN WE HAVE OTHER PEOPLE THAT CAN BE PULLED INTO THAT CONVERSATION SO THAT WE CAN GO THROUGH THAT ASSESSMENT PROCESS AND MAKE SURE THAT WE'RE ASSURING SAFETY FOR THAT STUDENT.
I DO THINK, JACQUI, THAT YOU'RE PROBABLY RIGHT, THOUGH.
PROBABLY THE THE 8% OF ATTEMPTED SUICIDE IN THE LAST 12 MONTHS PROBABLY COMES FROM THE 20% WHO CONSIDERED ATTEMPTING SUICIDE IN THE LAST 12. AND THE DATA IS NOT AGGREGATED, BUT IT MAKES SENSE THAT THERE WOULD BE A LEVEL OF SIGNIFICANT OVERLAP.
AND THE PROGRESSION OF THE OF THE QUESTION ON THE AS IT'S BEING ASKED PLAYS INTO THAT AS WELL.
WHAT DID THIS LOOK LIKE IN 2018 BEFORE WE EVER HEARD OF THE PANDEMIC AND WHAT DOES IT LOOK LIKE NOW? I WAS ALSO VERY SURPRISED TO SEE THAT THESE NUMBERS ARE VERY FAR APART.
THERE ISN'T A SIGNIFICANT DIFFERENCE.
THEY'RE VERY CLOSE TO ONE ANOTHER.
WE HAD PUT THIS RISK ASSESSMENT PROCESS IN PLACE, I THINK IT WAS FIVE YEARS AGO, AND IT'S BEEN IN PLACE SINCE THEN TO SUPPORT THE STUDENTS WHO ARE EXPERIENCING THOUGHTS OF SUICIDE OR ARE FEELING LIKE THEY NEED THAT ADDITIONAL SUPPORT THROUGH A MENTAL HEALTH LENS.
OKAY, NOW LET'S TALK ABOUT WHAT WE'RE GOING TO DO ABOUT THIS.
SO THIS PROGRAM CALLS FOR FOR OUR COUNSELORS TO BE AVAILABLE TO PROVIDE DIRECT AND INDIRECT SERVICES TO STUDENTS 80% OF THE TIME. LITTLE OTHER THINGS LIKE NOT LITTLE THINGS THAT'S IMPORTANT, TOO, BUT THINGS LIKE PAPERWORK OR PROGRAM DESIGN, THINGS LIKE THAT SHOULD ONLY TAKE UP 20% OF THE COUNSELORS TIME.
THE OTHER 80% THEY SHOULD BE AVAILABLE TO STUDENTS.
[01:25:06]
WE'RE ALSO NEXT THIS COMING SCHOOL YEAR GOING TO BE ENGAGING IN OUR CURRICULUM ADOPTION PROCESS FOR A PRO-SOCIAL ANTI-BULLYING CURRICULUM.SO THERE WILL BE MORE COMING TO YOU ABOUT THAT IN THE COMING SCHOOL YEAR.
WE ALREADY USE SOMETHING IN OUR PRIMARY AND MIDDLE SCHOOLS CALLED SECOND STEP AND WE WILL BE GOING THROUGH THE PROCESS OF CONSIDERING IS THAT WHAT WE STAY WITH OR DO WE SWITCH TO SOMETHING ELSE? WHAT BEST FITS THE NEEDS MEETS THE NEEDS OF THE STUDENTS IN OUR CARE.
WE WILL CONTINUE OUR WORK IN PROVIDING A SAFE AND SUPPORTIVE SCHOOL ENVIRONMENT BY HAVING CLEAR EXPECTATIONS, BY HAVING BY PROVIDING ACKNOWLEDGMENT TO STUDENTS WHEN THEY'RE DOING THE RIGHT THING, BY MAKING SURE THAT THEY HAVE TRUSTED, CARING ADULTS IN THE SCHOOL BUILDING THAT THEY CAN CONNECT WITH IF THEY NEED THAT SUPPORT.
AND THEN FINALLY, WE'RE ALSO GOING THROUGH A PROCESS OF TALKING ABOUT HOW TO ADVERTISE THAT THERE IS A WAY FOR STUDENTS, FOR FAMILIES, FOR COMMUNITY MEMBERS, ANY CONCERNED CITIZEN OF BATTLE GROUND TO REPORT BULLYING INCIDENTS.
THERE IS A LINK ON OUR WEBSITE TO THE SAFE SCHOOLS REPORT AND IT IS A AN ANONYMOUS WAY IF A PERSON CHOOSES TO DO SO ANONYMOUSLY FOR THEM TO REPORT INCIDENTS OF BULLYING.
WANT TO LEAVE YOU WITH A MESSAGE OF HOPE BECAUSE THERE IS ONE.
WHILE THERE ARE MANY STRESSORS IN OUR WORLD TODAY, ACROSS OUR STATE, SEVEN OUT OF TEN STUDENTS REPORT EXPERIENCING HOPE ON A REGULAR BASIS.
AND THAT NUMBER IS SLIGHTLY HIGHER IN BATTLE GROUND.
EIGHT OUT OF TEN OF OUR STUDENTS EXPERIENCE HOPE.
OKAY. WHAT QUESTIONS DO YOU HAVE? JUST A SMALL DETAIL QUESTION SINCE YOU COMPARED 2018 TO THAT, YOU STARTED WITH THE FACT THAT 53% OF THE 10TH GRADERS RESPONDED IN 22. WAS THAT ABOUT THE SAME NUMBER IN 18 THEN? IT WAS PRETTY CONSISTENT.
YEAH, THOSE NUMBERS HAVE BEEN FAIRLY CONSISTENT THROUGHOUT.
THE SAME WAS TRUE IN 2018, AND IT'S BEEN CONSISTENTLY LIKE THAT.
SO I THINK WE HAVE WORK TO DO AND WE'RE LOOKING AT OUR SURVEY, TOO, HOW CAN WE ENCOURAGE MORE PARTICIPATION? WELL, SOMETIMES I THINK THE LACK OF RESPONSES IS ALSO AN INDICATION OF SOME THINGS.
YOU KNOW, I MEAN, THE 12TH GRADERS NOT BEING INTERESTED IN RESPONDING TO THOSE BECAUSE THEY DON'T NOTICE IT IN THE 12TH GRADE OR THEY'RE JUST ON THEIR WAY OUT THE DOOR AND THEY DON'T CARE. I MEAN, THAT'S THAT'S THE HARSH REALITY OF IT, RIGHT? YEAH. AND I THINK THIS YEAR, BECAUSE THERE WAS A QUESTION ABOUT OUR PARTICIPATION BECAUSE WE WEREN'T SURE WE WERE GOING TO BE ABLE TO GET THE PAPER AND PENCIL VERSION OF IT.
AND WE WERE HAVING CHROMEBOOK ISSUES WITH USAGE.
WE DIDN'T HAVE ENOUGH CHROMEBOOKS TO TEST THAT OR TO PROVIDE THE SURVEY THAT WAY.
WE ALSO HAD A STRUGGLE WITH BEING ABLE TO GET OUR RUNNING START STUDENTS, TO BE ABLE TO ACCESS THE SURVEY AND SOME OF THOSE OTHER CHALLENGES THAT WE WOULD NOT HAVE HAD IN A NORMAL YEAR.
SO I THINK THERE ARE SOME FACTORS, BUT IT IS TRUE FOR US.
IF YOU LOOK BACK AT OUR THE LONGEVITY OF US TAKING THE HEALTHY USE SURVEY, SOME YEARS WE HAVE ENOUGH 12TH GRADERS FOR IT TO GIVE US SOME USABLE DATA AND SOMETIMES WE DON'T.
AND SO CERTAINLY HAVE SOME WORK TO DO EITHER WAY IS ARE WE? I GUESS MY QUESTION IS CONSIDERATION OF FRESHMAN NINTH GRADERS.
AT LEAST THAT WAS MY EXPERIENCE GROWING UP.
IS THERE ANY CONSIDERATION FOR THAT? BECAUSE ONCE THEY GET INTO 10TH GRADE, IT MIGHT DIE OFF A LITTLE BIT BECAUSE THEY'RE STARTING TO GET INTEGRATED INTO THE, YOU KNOW, THE SOCIAL STRUCTURE OF THE SCHOOLS AND WHATNOT. SO THEY MIGHT NOT BE EXPERIENCING IT.
AND PEOPLE TEND TO ONLY COMPLAIN WHEN THERE'S SOMETHING TO COMPLAIN ABOUT.
SO A CONSIDERATION IN THE NINTH GRADE SURVEY, THE STATE SETS THE TIMELINES FOR THOSE.
BUT WHAT I WILL SAY IS WE GIVE IT IN THE FALL.
SO EVEN LOOKING AT SOME OF THE DATA, IT'S IMPORTANT TO THINK, OH, OUR KIDS TOOK IT IN THE FALL.
[01:30:05]
DID IT NOT HAVE AN IMPACT? AND CERTAINLY THOSE KIDS ARE COMING OFF WHEN THEY'RE 10TH GRADERS, THEY'RE COMING OFF OF THEIR FRESHMAN YEAR.SO I DO THINK THAT THAT'S A GOOD TIME TO LOOK AT WHAT WAS THEIR EXPERIENCE AS A FRESHMAN.
IS THAT THE BEST SOLUTION OR THE ONLY SOLUTION? NO. THERE ARE OTHER WAYS THAT WE COULD LOOK AT GETTING THAT INFORMATION.
BUT, YEAH, IT'S ESSENTIAL THAT WE LET OUR NINTH GRADERS KNOW WHO TO GO TO AND WHO IS THEIR SUPPORT.
I'D BE INTERESTED TO KNOW WHAT EFFECT THE BULLYING HAD ON THE SUICIDE.
I KNOW YOU LOOKED AT THE MENTAL HEALTH PIECE THERE, BUT TO LOOK AT THE THE IMPACT OF BULLYING ON AN INDIVIDUAL AND HOW THAT SETS THEM INTO THAT SAME, EVEN THOUGH THEY MAY BE WELL-ADJUSTED AND NOT HAVE MENTAL HEALTH ISSUES, MAY PULL THEM INTO THAT KIND OF A SITUATION.
I'M WONDERING IF YOU'RE TRACKING THAT OR PAYING ATTENTION TO THAT.
WE HAVEN'T DONE TRACKING SPECIFIC TO THAT.
AND WE KNOW FROM OUR OWN EXPERIENCES OF INDIVIDUAL STUDENTS THAT WE'VE WORKED WITH THAT THAT, YES, BULLYING CAN HAVE A SIGNIFICANT IMPACT ON MENTAL HEALTH AND CERTAINLY CAN TAKE SOMEBODY TO SOME VERY DARK PLACES.
AND THAT IS AN INTERESTING THING THAT MAKES ME WANT TO GO BACK AND LOOK AT OUR RISK ASSESSMENTS, OUR SUICIDE IDEATION RISK ASSESSMENTS, BECAUSE IT DOES ASK THAT QUESTION, HAVE YOU EXPERIENCED BULLYING? AND IT WOULD BE INTERESTING TO SEE IF THERE IS A CORRELATION THERE.
SO CERTAINLY A WAY THAT WE COULD CURRENTLY THOSE FORMS ARE ALL HAND DONE.
SO IT WOULD BE A LOT OF HAND CALCULATION, BUT A TIERED FIDELITY INVENTORY THAT WE COULD GIVE OUR STUDENTS THAT WOULD GIVE US THAT INFORMATION AT A POLL WHERE WE SAY, I REALLY WANT TO KNOW THIS WOULD BE REALLY HELPFUL TO TO US AS A SYSTEM TO BE ABLE TO GRAB THAT INFORMATION AND THEN INFORM INSTRUCTION.
SO YOU MAKE A REALLY GOOD POINT.
SO KNOWING THAT IT'S VOLUNTARY AND ANONYMOUS AND LOOKING AT THE SUBSTANCE ABUSE DATA, HOW ACCURATE WOULD YOU SAY? I MEAN, IS THERE ANY WAY TO HAVE ANY IDEA HOW ACCURATE THAT IS BASED ON WHAT WE'RE SEEING IN SCHOOLS? SO WHAT I LIKE ABOUT THE DESIGN OF THIS SURVEY IS THAT WHEN THEY CREATED IT, THEY WERE REALLY THOUGHTFUL ABOUT PUTTING SOME THINGS IN CALLED FIDELITY CHECKS.
THERE ARE CERTAIN QUESTIONS THAT THEY ASK THAT WILL KIND OF RAISE A FLAG.
CAN WE CONTROL FOR ALL OF THAT? NO, WE CAN'T.
BUT IT'S NOT 100% COMPLETELY ACCURATE.
WE'RE HALFWAY THROUGH THE SUPERINTENDENT'S REPORT.
WE'LL GET THEIR FINANCE REPORT.
CFO CHIEF FINANCIAL OFFICER MICHELLE SCOTT.
JUST AS YOU'RE AWARE, WE PARTNER WITH SODEXO FOR NUTRITION SERVICES.
HI, JAMES. WELCOME. THANKS FOR BEING PATIENT.
I PROMISE YOU, THIS IS GOING TO BE.
NO, YOU'RE GOOD. IT'S GOING TO BE A FAST ONE.
TAKE YOUR TIME. THANK YOU FOR GIVING US A LITTLE BIT OF TIME TONIGHT.
SO FIRST THING I WANT TO DO IS I JUST WANT TO MAKE SURE I POINTED OUT ROBIN RAM.
SHE IS OUR OPERATIONS MANAGER FOR THE SCHOOL DISTRICT.
SO MANY OF YOU GUYS HAVE MET HER, YOU KNOW, AND YOU'VE SEEN HER AROUND.
BUT I JUST WANT TO MAKE SURE THAT I GIVE SOME PUBLIC RECOGNITION TO HER FOR EVERYTHING THAT SHE'S DONE OVER THE LAST COUPLE OF YEARS TO GET US THROUGH A LOT OF THIS COVID STUFF, TOO. IF YOU THINK ABOUT OPERATIONS AND HOW MUCH IT'S BEEN AFFECTED BY ALL THIS, A LOT OF THAT FALLS ON HER SHOULDERS.
[01:35:05]
SO THANKS, ROBIN.SO THE SECOND THING I WANT TO DO WAS MAKE SURE THAT I TOOK A MOMENT.
SO ON MAY 6 OF THIS YEAR, WE TOOK WE TOOK A DAY TO RECOGNIZE OUR SUPERHEROES.
AND THOSE ARE ALL OF OUR LUNCH STAFF OUT THERE SERVING MEALS EVERY DAY.
SO I JUST WANT TO MAKE SURE THAT WE PUBLICLY RECOGNIZE THEM TOO FOR THE AMAZING WORK THAT THEY'VE BEEN DOING, NOT NOT JUST EVEN OVER THE LAST COUPLE OF YEARS, BUT JUST, I MEAN, EVERY YEAR IN AND OUT WITH OUR STUDENTS AND GETTING THEM FED.
WE'RE DEALING WITH THOSE SAME THINGS A BIT ERRATIC AT TIMES.
SOMETIMES WE WOULD GET OUTED ON THE STRANGEST THINGS.
YOU WOULD HAVE NO CEREAL FOR LIKE A MONTH.
AND SO THE OTHER PART OF IT IS COMMODITIES.
SO WE GET WE GET THE DISTRICT USUALLY IS ENTITLED TO ABOUT 250 TO CLOSE TO 300,000 A YEAR IN USDA COMMODITIES. AND OVER THIS PAST YEAR, EVEN WITH ORDERING AND TRYING TO GET AS MUCH AS WE COULD, WE GOT ABOUT 50% OF THAT.
YOU COULD ASK FOR SALSA AND YOU'D GET NOTHING.
THE TRUCK WOULD SHOW UP AND THERE'D BE NOTHING ON IT.
SO WE DEALT WITH THAT CHALLENGE THIS YEAR, MOVING FROM SERVING IN THE CLASSROOM AND TO DELIVERING MEALS AT THE CURBSIDE. AND NOW KIND OF BACK TO WHAT WE WOULD LOOK LIKE SOMEWHAT NORMAL RIGHT NOW.
SO THAT'S HOW WE IDENTIFY STUDENTS THAT ARE COMING THROUGH THE LINE WITH INTOLERANCES OR ALLERGIES.
SO WE'VE HAD TO DEAL WITH KATHY SHANNON AND HER TEAM A LITTLE BIT ON THAT THIS YEAR TO MAKE SURE WE'VE GOT SOME OTHER THINGS IN PLACE AND HAD TO TAKE SOME EXTRA STEPS AND SOME EXTRA WORK TO MAKE SURE THAT WE'RE KEEPING THOSE KIDS SAFE.
KIND OF LIKE EVERYONE ELSE, STAFFING.
OUR STAFFING WASN'T HORRIBLE THROUGHOUT THE YEAR ON A HIRING BASIS, BUT IT WAS AT TIMES CHALLENGING WHEN WE HAD A KITCHEN THAT WOULD HAVE TO HAVE ALMOST OUR ENTIRE STAFF OUT BECAUSE OF QUARANTINES AND THINGS LIKE THAT.
AND THEN FOR OUR TEAM, TYPICALLY THEY WORK 180 DAYS A YEAR.
THAT'S THE THAT'S THE WAY THEY WANT IT.
FOR THE LAST ALMOST THREE YEARS, A LOT OF THEM HAVE WORKED NONSTOP.
WHEN THIS ALL STARTED, WE WORKED THROUGH CHRISTMAS BREAK, WE WORKED THROUGH SPRING BREAK.
WE WORKED THROUGH SUMMER BREAKS, FULL SERVICES AT ALMOST ALL THE SCHOOLS.
SO FOR SOME OF OUR TEAM, JUST SIMPLY BURNOUT IS HAPPENING RIGHT NOW.
AND THEN THE OTHER CHALLENGE WE'VE HAD IS WE'RE DOING ALL THIS BY HAND RIGHT NOW WITH PAPER.
WE GET TO MICHELLE'S OFFICE AND THEY GO THROUGH THE CLAIM STUFF WITH OCI AND IT'S ALL DONE BY HAND.
SO SINCE THE PANDEMIC BASICALLY STARTED, OUR TEAM HAS SERVED ABOUT 632,000 BREAKFAST AND OVER 1.2 MILLION LUNCHES TO THE STUDENTS AT BATTLE GROUND.
SO IT'S BEEN YEAH, IT'S BEEN IT'S BEEN CRAZY.
AND THEY HAVE TAKEN CARE OF BUSINESS EVERY DAY.
THEY'RE GOING ON THE BUSSES, THEY'RE TAKING THEM TO STUDENTS HOUSES.
WE WERE DOING GRAB AND GO MEALS.
WE DID WE HAD TO DO MAKESHIFT CAFETERIAS.
SO I THINK GLENWOOD AND PVP AND BATTLE GROUND HIGH SCHOOL ALL HAD ADDITIONAL CAFETERIA SPACE THAT WE HAD TO MOVE INTO AND LITERALLY DUPLICATE SERVICES TO MAKE SURE WE COULD GET ALL THE KIDS FED AND DO SPACING, SOCIAL DISTANCING AND ALL THAT.
AND LIKE I SAID, YEAH. SO WITH THAT, WE'VE DONE MULTIPLE ENTREES, WE'VE DONE MAILBOXES.
AND THROUGH ALL THIS, TOO, WE'VE BEEN ABLE TO PURCHASE ABOUT 70,000 IN CAPITAL EQUIPMENT.
SO IMPROVED WE'VE GOT SOME NEW OVENS AT THE PV CAMPUS.
[01:40:01]
SO THE PBM AND PVP GOT SOME NEW OVENS WHICH ACTUALLY HAVE MADE IT SO THAT WE ARE ACTUALLY COOKING FOOD ON THOSE CAMPUSES NOW, WHICH WE HAVE NEVER BEEN ABLE TO DO.THERE'S JUST A LOT MORE LITTLE THINGS THAT WE'VE HAD TO BUY TO MAKE ALL THIS HAPPEN.
SO WITH THAT, I KNOW RITA TALKED A MONTH OR SO AGO ABOUT MIRADI.
SO SHE WAS ONE OF THE FIVE NATIONAL FINALISTS.
I DON'T HAVE THE EXACT NUMBER, BUT IT WAS OVER.
SO SHE MADE IT TO THE FINALS, BUT SHE DID NOT MAKE IT PAST THE FINALS.
WE TRIED REALLY HARD TO GET HER AS MANY VOTES AS WE COULD, BUT ULTIMATELY, IN THE END, THE WINNER DID HAVE A REALLY GOOD SCORE FROM THE JUDGES ON THEIR RECIPE AND THEIR PRESENTATION. SO BUT SHE I MEAN, THAT'S DEFINITELY THE HIGHEST WE'VE HAD ANYONE IN BATTLE GROUND EVER GET IN THIS COMPETITION.
WE'VE HAD WAIVERS IN PLACE FROM OCI AND THE USDA.
THOSE WAIVERS COME TO AN END AT THE END OF THE SCHOOL YEAR.
WE'LL BE WORKING WITH THE SUMMER SCHOOLS AND SUMMER CAMPS AND THINGS LIKE THAT.
BUT THE SIGNIFICANT THING WE'VE ALWAYS THAT WE'RE GOING TO MISS THIS YEAR IS KIWANIS PARK.
SO WE LOST OUR ABILITY TO SERVE MEALS AT KIWANIS PARK.
SO. SO SAME THING AS I THINK SOME OF US ARE ALL TALKING ABOUT CHALLENGES FOR NEXT YEAR. SO WE HAVE ABOUT 66 WAIVERS IN PLACE RIGHT NOW FROM USDA FOR SCHOOL MEALS THAT WE ARE ALLOWED TO GO OUTSIDE OF REGULATION ON THOSE ALL END AT THE END OF THE SCHOOL YEAR.
SO WE'RE GOING TO BE DEALING WITH THAT NEXT YEAR.
OUR KINDERGARTEN, OUR SECOND GRADE HAVE NEVER SEEN A POS MACHINE.
THEY'VE NEVER HAD TO PUT THEIR NUMBER IN OR SCAN A BARCODE.
THEY JUST SIMPLY WALKED THROUGH THE LINE.
SO WE'LL WE'RE GOING TO HAVE SOME INTERESTING TRAINING AND COMMUNICATION TO DO PRIOR TO NEXT YEAR.
SO MICHELLE AND HER TEAM AND THEN WITH RITA A LITTLE BIT, WE'RE WORKING ON A PLAN TO MAKE SURE WE COMMUNICATE THAT THE BEST WE CAN TO TRY TO ENCOURAGE AS MANY OF THE FAMILIES AS POSSIBLE TO FILL OUT THOSE FREE AND REDUCED APPLICATIONS.
BECAUSE AS YOU GUYS KNOW, THERE'S A LOT MORE TIED TO THAT THAN JUST NATIONAL SCHOOL LUNCH FUNDING.
SO AND THEN, YEAH, LIKE WE SAID, THERE'S A LOT OF BENEFITS TO IT.
YOU CAN NOW WITH RUNNING START, YOU CAN LOAN BOOKS OUT AT NO COST, THINGS LIKE THAT.
SO THE GOOD NEWS WAS, IS THAT THE STATE LEGISLATURE PASSED THE LAW SAYING THEY'RE GOING TO FUND THE $0.40 FOR EVERY STUDENT THAT'S REDUCED IN THE STATE. SO THAT'S GREAT.
SO NO MORE REDUCED STUDENT RATE.
IT WAS WE KNOW YOU NEED FOOD, BUT WE ALSO WERE TRYING TO COLLECT $0.40 FROM THEM.
SO THE STATE HAS STEPPED IN AND TAKEN CARE OF THAT.
AND SO THAT WILL BE COMING AT YOU GUYS NEXT WEEK, I THINK.
SORRY, YOUR NEXT BOARD MEETING.
[01:45:01]
SOME OF THEM HAVEN'T SEEN SEEN WHAT THAT LOOKS LIKE EITHER AND THEN THE TEACHERS, NURSES, BEAS, ET CETERA, ALL I MEAN, IT'S GOING TO BE KIND OF A SCHOOL WIDE.AND THEN I'M GOING TO SKIP THE MIDDLE ONE.
THEY'RE REALLY QUICK, BUT WE'VE HAD A CALL LAST WEEK OR TWO WEEKS AGO WITH OCI AND THEIR FOOD DISTRIBUTION DIRECTOR, AND THEY'RE SEEING NO RELIEF ON SUPPLY CHAIN AT ALL.
THEY JUST DON'T SEE IT. THEY DON'T SEE A MAGIC CURE HAPPENING NEXT YEAR.
SO AND THEN WE WILL HAVE TO WORK WITH CONSENT TO SHARE FORMS. SO THOSE ARE THOSE ARE THE ABILITY OF THE SCHOOL DISTRICT TO SHARE THE FREE AND REDUCED INFORMATION ACROSS ALL THE PROGRAMS SO THAT THEY CAN HAVE REDUCED FEES AND STUFF. AND IF YOU GUYS HAVE QUESTIONS ABOUT IT, YOU SHOULD ASK MICHELLE.
AND THERE'S A LOT THERE'S A LOT MORE TO IT THAN WHAT OCI WANTS TO TELL US.
BUT THEN HOW DO YOU GET THAT ALL ACROSS THE DISTRICT AND CONSISTENT SO REALLY QUICK? SO THE GOOD NEWS IS TOO IS NEXT YEAR WE'LL GO BACK TO FULL PROGRAMS. SO THIS YEAR WE KIND OF RAN REDUCED MENUS A LITTLE BIT AT A LOT OF OUR SCHOOLS.
SO WE'RE GOING TO BE BACK TO OUR FULL MENUS, WE'RE GOING TO BE BACK TO INCREASING OUR FOOD QUALITY.
GETTING BACK TO THAT PLAN THAT WE HAD ORIGINALLY OF REALLY GETTING BACK TO SCRATCH, COOKING MORE AND MORE, WE'RE GOING TO BE LOOKING AT TECHNOLOGY AND DOING LED MENU BOARDS AND STUFF ACROSS THE HIGH SCHOOLS, AT LEAST FOR NEXT YEAR, AND THEN MAYBE ROLLING THAT OUT FURTHER.
IN THE FUTURE YEARS, WE'LL HAVE ALL THE CARD BACK ROTATING BARS AT THE MIDDLE SCHOOL.
SO THAT'S KIND OF OUR SCRATCH COOKED RULE.
THE FLAVORS BARS FOR THE MIDDLE SCHOOLS WILL COME BACK AND WE WE HAVEN'T DONE IT IN THE PAST, BUT WE ARE ROLLING OUT BAR CODES NEXT YEAR TO JUST HELP HOPEFULLY SPEED UP THOSE LINES AS MUCH AS POSSIBLE.
SO WE'VE GOT THE TECHNOLOGY IN PLACE AND WE'RE TESTING RIGHT NOW.
BUT HOW DID THE LITTLE KIDS, YOU KNOW, HOW DO WE DEAL WITH THEM IN BAR CODES SO.
I THINK THAT WAS IT. ALL RIGHT.
ANY QUESTIONS? AND I DON'T KNOW IF THIS QUESTION IS FOR YOU OR FOR MICHELLE.
SO HAVE YOU SEEN THE INCOME RUBRIC YET? THE FAMILY INCOME RUBRIC.
HAVE YOU SEEN THE WHAT THE INCOME WILL BE SET AT FOR THE DIFFERENT LEVELS, THE MEAL APPLICATION.
HAS THE TEMPLATE COME OUT YET? IT HASN'T COME OUT YET, SO YEAH.
AND WHEN IT COMES OUT THEN WE'LL HAVE THAT INFORMATION AVAILABLE FOR INCOME.
WELL, I'M JUST THINKING THAT AS FAST AS INFLATION IS INCREASING, EVEN BETWEEN NOW AND FALL.
YEAH, YOU KNOW, WE COULD EXPECT PERHAPS TO SEE A REAL INCREASE IN STUDENTS THAT HAVE THE NEED.
AND I HOPE WE'RE REALLY INTENTIONAL ABOUT GETTING THE MESSAGE OUT TO ALL THE FAMILIES.
YES, WE'VE ALREADY MET WITH THE COMMUNICATIONS DEPARTMENT AND TO MAKE SURE THAT WE'RE MESSAGING AS SOON AS POSSIBLE, THE APPLICATION IS ACTUALLY AVAILABLE.
AUGUST 1ST IS WHEN WE'RE ABLE TO PROVIDE IT OUT.
SO THEY'LL BE THERE'LL BE SOME MARKETING EFFORTS THERE TO TO MAKE OUR FAMILIES AWARE OF THAT.
THANK YOU. I WAS JUST CURIOUS WHEN WE WENT PRE-PANDEMIC, LIKE HOW MANY MEALS DID YOU ROUGHLY INCREASE BY BY BEING ABLE TO SERVE ALL THE DISTRICT? AND DO YOU EXPECT WAS THERE A SIGNIFICANT INCREASE? AND DO YOU EXPECT A LITTLE BIT OF A DECREASE BACK TO THAT NOW THAT THEY'LL HAVE TO PAY AGAIN? SO THERE WAS AN INCREASE.
I DON'T THINK IT WAS AS LARGE AS ANYONE WAS EXPECTING IT TO BE.
I THINK WE REALIZED REALLY QUICKLY THAT STUDENTS, WHETHER BEFORE WHICH WAS LARGELY OUR FREE AND REDUCED STUDENTS AND WHETHER YOU OFFER THAT MEAL FREE, DIDN'T CHANGE IT THAT MUCH.
SO WE PROBABLY WENT UP ON AVERAGE 700 OR 800 MEALS A DAY.
[01:50:07]
BUT OVERALL, I THINK IF YOU LOOK AT THE PERCENTAGE OF THE TOTAL STUDENTS IN THE DISTRICT, IT REALLY WASN'T AS HUGE OF AN AMOUNT AS YOU WOULD THINK IF YOU STARTED OFFERING MEALS FOR FREE. OUR BIGGEST JUMP WAS REALLY AT BREAKFAST IS WHERE WE SAW THE MOST PARTICIPATION AND THAT ALMOST DOUBLED.BUT THAT WENT FROM ABOUT 1000 STUDENTS A DAY TO ABOUT A LITTLE LESS THAN 2000.
SO THAT WAS THE MOST SIGNIFICANT JUMP WE SAW ACROSS THE DISTRICT.
BUT YEAH, I THINK IT WAS ALWAYS A FEAR OF STATE FUNDING AND USDA FUNDING LEVELS THAT THEY WORRIED IF THEY DID IT THAT WAY, IT WOULD, WE'D HAVE MASS AMOUNTS OF PARTICIPATION AND IT JUST REALLY WASN'T THAT WAY.
THANKS. THANK YOU, JAMES. THANK YOU.
NEXT ON THE LIST IS KEVIN JOLMA AND HE DOESN'T HAVE ANYTHING.
AND THEN FOLLOWING HIM IS RITA SANDERS AND SHE DOESN'T HAVE ANYTHING.
MICHELLE, I'M SORRY, DID YOU HAVE ANYTHING MORE? GOOD. RIGHT ANSWER.
OKAY. I SEE SANDY IS GOING TO GET THE UPDATED LIST.
I KNOW WE HAD THREE OR FOUR ON THE LIST AND I THINK A COUPLE THAT WANTED TO ADD.
THANK YOU AUDIENCE FOR BEING PATIENT.
THIS IS WHAT THE REGULAR BUSINESS OF RUNNING A SCHOOL DISTRICT TAKES SOMETIMES.
SO. SO THE BOARD RECOGNIZES THE VALUE OF PUBLIC COMMENT ON EDUCATIONAL ISSUES AND THE IMPORTANCE OF
[7. Citizens' Comments]
INVOLVING MEMBERS OF THE PUBLIC AT ITS MEETINGS.SANDY WILL BE OUR TIMER TONIGHT.
BUT THE BOARD AS A WHOLE HAS THE FINAL DECISION IN DETERMINING SUCH RULINGS.
SO OUR LIST TONIGHT INCLUDES EUNICE INGHAM-MANSON, JESSICA COLE, ROBERT WITHE, JENNIFER HEINEY-WITHE, GRETCHEN VERBORTEN AND CONRAD VERBORTEN. SO EUNICE, IF YOU'RE AVAILABLE, THANK YOU.
MY NAME IS EUNICE INGHAM-MANSON.
MY PRONOUNS ARE SHE/HER AND I LIVE IN THE SCHOOL DISTRICT.
I WOULD LIKE TO WISH EACH OF YOU AND ANYONE LISTENING A HAPPY PRIDE MONTH.
I PROMISE I WILL DO MY VERY BEST WITH YOUR HELP TO MAKE OUR COMMUNITY BECOME A SAFE AND THRIVING PLACE FOR EVERYONE, INCLUDING OUR LGBTQIA PLUS YOUTH AND ADULTS.
I HAD AN OPPORTUNITY TO LOOK AT THE PROGRAM ONLINE AND REALLY LIKED A LOT OF WHAT I SAW THERE.
IT SEEMS LIKE THE CURRICULUM IS LARGELY BASED ON READING.
I LOVE THE ONLINE BOOKS THAT READ ALOUD TO THE KIDS, HIGHLIGHTING THE WORDS AS THEY GO, SIMULATING THE SITUATION WHERE SOMEONE READS ALOUD TO THE KIDS EVERY DAY.
AS I STARTED MY LIFE IN THE UNITED STATES AS A FOREIGNER WITH ENGLISH AS A SECOND LANGUAGE.
I HAVE A SPECIAL APPRECIATION FOR THIS.
THERE IS NOTHING WRONG AT ALL WITH BEING RAISED BY PARENTS WHO DON'T SPEAK ENGLISH WELL.
BUT AS OUR PUBLIC EDUCATION IS MOSTLY CARRIED OUT IN ENGLISH.
THE PROPOSED CURRICULUM IS A GREAT EQUALIZER.
THE CURRICULUM INTRODUCES KIDS TO THE COMMUNITY BEGINNING AT HOME, AND THE DIVERSITY OF PEOPLES AND CULTURES REPRESENTED THERE HELPS CHILDREN BOTH SEE THEIR OWN FACES, FIELDS AND CULTURES, AS WELL AS BE CURIOUS AND RESPECTFUL ABOUT HOW OTHER PEOPLE LIVE.
AT THIS, AS THIS PROGRAM WILL BE SERVING FOUR YEAR OLDS WHOSE PARENTS ARE NOT IN A PLACE TO AFFORD INDEPENDENT EDUCATION TO PREPARE THEM FOR KINDERGARTEN READINESS.
I AM VERY EXCITED ABOUT IT FROM THE EQUITY POINT OF VIEW.
INSTEAD OF THE KIDS STARTING OUT DEFICIENT IN SCHOOL PREPAREDNESS AT THE BEGINNING AND THEN ENDING UP LAGGING BEHIND FOR THE REST OF THEIR SCHOOL CAREER.
[01:55:09]
LEVEL PLAYING FIELD FOR THE REST OF THEIR EDUCATIONAL CAREER.I LOVE THE CONCEPT OF THE INCLUSIONARY TRANSITIONAL KINDERGARTEN AND THE PROPOSED CURRICULUM.
I SEE. JESSICA'S ON HER WAY UP.
THAT'S A LONG WALK FROM THE BAK.
HELLO, BOARD. MY NAME IS JESSICA COLE.
MY PRONOUNS ARE SHE/HER, I'VE HAD KIDS IN THE DISTRICT.
I JUST WANTED TO SHARE WITH YOU THAT VANCOUVER DID A PROCLAMATION THIS MONTH.
OUR NEIGHBORS OVER IN RIDGEFIELD, THEY DID THEIR SECOND PRIDE PROCLAMATION EVER.
AND CLARK COUNTY COUNCIL DID THEIR VERY FIRST PRIDE PROCLAMATION THIS YEAR.
THEY'VE HAD A LOT OF RACIAL AND ANTI LGBTQ HARASSMENT COMMENTS AND I WILL USE NO NAMES.
AND A STUDENT GOT PHYSICALLY ASSAULTED LAST WEEK AND THE STUDENTS HAD TO WALK OUT TODAY.
AND DURING THE WALKOUT THERE WAS A THREAT OF VIOLENCE OF SOMEONE GOING TO GET GUNS AND SHOOT THEM.
I HAD HAPPENED TO BE AT THE SCHOOL TODAY SUPPORTING THEM.
WE HAD TO GO IN THE BUILDING AND LOCK DOWN.
AND IT WAS A VERY DISTRESSING SITUATION FOR ME.
AND WE DO NEED BUILDING THE COMMUNITY.
AND MY LAST THING, IT COULDN'T BE PRIDE MONTH FOR ME, GEORGE MICHAEL.
IT IS HIS BIRTHDAY THIS MONTH AND HE HAS HIS PRIDE GLASSES.
AND I'M GETTING NO PAY FOR THIS.
BUT AT THE KEEGAN'S ON JUNE 22ND IS HIS FINAL DOCUMENTARY.
IF YOU LOVE ME, YOU'LL SHOW UP.
I'M GUILTY. MY FAMILY LIKE THAT WITH THAT.
BUT I JUST WANTED TO SHARE THAT.
YOU KNOW? I LOVE GEORGE, SO THANK YOU SO MUCH.
THANK YOU, JESSICA. ROBERT WITHE.
DENNY HAS CLEARLY MADE OUT THAT THERE IS SOME ROOM FOR IMPROVEMENT.
I'VE SEEN PLENTY OF KIDS THAT WERE COLD AND SHIVERING.
SO I HAD TWO ACTS OF KINDNESS I WITNESSED THAT ACTUALLY PARENTS AND FRIENDS THAT SAT IN THE AUDIENCE IN THE PERSPECTIVE SEATING WHERE THEY'RE SUPPOSED TO GOT UP AND HAD NON COLORED UMBRELLAS THAT THEY BROUGHT TO THEIR STUDENTS, THE GRADUATES.
AND I WAS AMAZED AT THE COMPASSION THAT THEY HAD FOR THEM.
THE WEATHER THAT DAY WAS 59 DEGREES AT 6:00 PM.
IT WAS A CONSISTENT RAIN WITH FOUR MILE AN HOUR.
YOU WANT TO PUT THAT IN PERSPECTIVE? JUNE 12TH, THE CLACKAMAS LAKE WAS 61 DEGREES FAHRENHEIT.
IT WASN'T A WARM RAIN, AS SOME HAD SUGGESTED.
I DON'T WANT TO BE UP HERE AND JUST TALK ABOUT IT WITHOUT A SOLUTION.
I DO LIKE DENNY'SSOLUTION OF THE CLEAR UMBRELLA OPTION AND PONCHOS FOR ALL THE STUDENTS.
THE UMBRELLAS YOU COULD ACTUALLY USE OVER AND OVER AND OVER AND PONCHO IS PROBABLY A ONE TIME USE.
EITHER WAY, YOU COULD PROBABLY GET SOME TIGER PRINT OR BATTLE GROUND HIGH SCHOOL AND USE IT AS A GRADUATION GIFT AS SOMETHING THEY COULD TAKE AS THEY MOVE ON INTO THE GENERAL POPULATION.
I DON'T KNOW WHAT IT TAKES TO MOVE IT INDOORS LAST MINUTE, BUT I DO KNOW HAWKINS IN HIGH SCHOOL DID IT IN LESS THAN 24 HOURS, SO THAT'S A POSSIBILITY. IF YOU NEEDED HELP WITH THAT, I'M MORE THAN HAPPY TO HELP.
[02:00:03]
I KNOW LOGISTICS.IT'S GOING TO BE HARD, BUT IT DOESN'T EQUATE TO IMPOSSIBLE.
SO I DON'T WANT ANYONE SELLING THEMSELVES SHORT THINKING THEY CAN'T DO IT BECAUSE IT CAN BE DONE.
THANK YOU FOR LISTENING TO MY CONCERNS.
I'VE BEEN SITTING A LONG TIME.
I WANT TO MAKE JUST ONE QUICK COMMENT ABOUT GRADUATION.
MY MIDDLE SON GRADUATED IN 2020, SO HE HAD A NON GRADUATION AND MY HUSBAND AND I ON FRIDAY WILL BE ABLE TO SEE HIM GRADUATE FOR THE FIRST TIME FROM THE NAVY'S NUCLEAR PROGRAM, AND WE'RE VERY EXCITED ABOUT THAT.
THE COMMENTS I WANT TO MAKE ARE ON PRIDE MONTH.
I WANT TO THANK THE SCHOOL DISTRICT FOR DRAWING OR WALKING A FINE LINE, I SHOULD SAY.
I WAS IN THE HIGH SCHOOL TODAY, AND EVEN THOUGH YOU GO BY THE CLASSROOM WHERE GSA IS AND THE DOOR IS DECORATED, THERE WASN'T PRIDE, BANNERS OR FLAGS ALL OVER THE SCHOOL.
I THINK THIS IS IMPORTANT BECAUSE NOT ALL FAMILIES CELEBRATE PRIDE AND FOR IMPORTANT REASONS.
THERE ARE A LOT OF FAMILIES IN OUR COMMUNITY THAT CELEBRATING PRIDE VIOLATES THEIR RELIGIOUS BELIEFS, AND THOSE STUDENTS HAVE A RIGHT TO HAVE THEIR RELIGIOUS BELIEFS RESPECTED BY THE SCHOOLS.
SO I DO THINK IT IS A FINE LINE.
I HAVE HEARD FROM PARENTS FROM SCHOOL DISTRICTS IN THE STATE AND THEY ARE FRUSTRATED BECAUSE THEIR CHILDREN'S BELIEFS ARE NOT BEING RESPECTED IN NORTH KITSAP SCHOOL DISTRICT IN THE OLYMPIA SCHOOL DISTRICT.
THE KIDS ARE FORCED TO WATCH VIDEOS ABOUT THE HISTORY OF PRIDE.
PARENTS ARE NOT GIVEN THE OPTION TO OPT THEIR CHILDREN OUT.
SO I THINK AS A DISTRICT, THERE NEEDS TO BE A CONSIDERATION FOR THE RELIGIOUS BELIEFS OF STUDENTS IN THE DISTRICT, AND THAT BECOMES APPARENT WHEN PRIDE MONTH COMES UP.
I DO FEEL THAT A CODE OF CONDUCT IN A SCHOOL TACKLES THE ISSUE OF BULLYING, AND I DON'T FEEL THAT A SCHOOL NEEDS TO PUSH CELEBRATING PRIDE IN ORDER TO TACKLE THAT ISSUE.
AND THAT'S IMPORTANT IN OUR SCHOOLS.
SO I JUST WANT TO THANK THE DISTRICT FOR BEING CONSIDERATE OF THIS ISSUE.
AND, YOU KNOW, THE KIDS WHO WANT TO CELEBRATE PRIDE, THEY'RE MORE THAN WELCOME TO CELEBRATE PRIDE.
BUT I AM GLAD THAT THE SCHOOLS AREN'T FORCING IT ON ALL THE STUDENTS.
I JUST WANT TO TAKE A PAUSE TONIGHT AND THINK ABOUT THE TOPIC OF THE ROLE OF GOVERNMENT.
WE LIVE IN A WONDERFUL COUNTRY, SO I THOUGHT IT WOULD BE A GOOD TOPIC TO REVIEW TONIGHT A LITTLE BIT AND JUST THINK ABOUT WITHIN OUR SOCIETY, THERE ARE THREE DISTINCT JURISDICTIONS AND THREE INSTITUTIONS WITH DISTINCT JURISDICTIONS.
THE FIRST IS THE FAMILY, WHICH IS KIND OF SELF EXPLANATORY.
ITS GOVERNING FOUNDING DOCUMENT IS OUR DECLARATION OF INDEPENDENCE.
[02:05:03]
THAT OUR INALIENABLE RIGHTS ARE THE RIGHT TO LIFE, LIBERTY, THE ABILITY TO HAVE PRIVATE PROPERTY, AND THE PURSUIT OF HAPPINESS.AN INALIENABLE RIGHT IS A RIGHT GIVEN TO YOU BY GOD, IN WHICH NO INFERIOR POWER HAS THE RIGHT TO TAKE AWAY. THAT WAS ONE OF THE SIGNERS OF THE CONSTITUTION WHO SAID THAT.
THE THIRD INSTITUTION IS THE CHURCH AND IT TAKES CARE OF THE VERTICAL RELATIONSHIPS.
SO WE HAVE THE FAMILY, CIVIL GOVERNMENT AND THEN THE CHURCH.
WE HAVE TO STOP HERE TO ANSWER THIS QUESTION.
ARE WE A CHRISTIAN NATION? THAT SOUNDS LIKE SUCH A LOADED QUESTION THAT, THE ANSWER TO THAT DOES NOT MEAN THAT EVERYONE WHO LIVES IN OUR NATION HAS TO GO TO CHURCH, PRACTICE A RELIGIOUS FAITH, OR EVEN BELIEVE IN GOD.
BUT WHAT IT DOES MEAN, AS STATED BY JUSTICE DAVID BREWER, WHO WAS AN AMERICAN JUSTICE IN 1837 AND 1910, IS WHEN HE LIVED.
SO THESE THREE INSTITUTIONS, FAMILY, CIVIL GOVERNMENT AND THE CHURCH MAKE UP OUR SOCIETY.
THERE'S A LOT OF CONFUSION ABOUT THAT.
FAMILY, STAY IN YOUR LANE, CIVIL GOVERNMENT STAY IN YOUR LANE, AND THE CHURCH STAYS IN IT'S LANE.
SO WE DON'T THE GOVERNMENT DOESN'T GET INVOLVED IN EACH OF THOSE.
AND THEN WE IN THIS NATION, WE'RE NOT IN DEMOCRACY.
WE'VE GOT TO REMEMBER WE'RE A REPUBLIC.
AND THOSE OFFICIALS ARE ACCOUNTABLE TO THE PEOPLE.
RIGHT ON TIME. THANK YOU, CONRAD VERBORTEN? THANK YOU, GUYS. SO THANKS FOR DENNY FOR ALL THE WORK YOU DID ON SECURITY.
I WAS GOING TO TALK ABOUT THAT TONIGHT.
AND YOU'VE COVERED THE BASE REALLY GOOD.
I TALKED TO THE BATTLE GROUND POLICE DEPARTMENT AND GOT A BUNCH OF STUFF SQUARED AWAY WITH THEM.
UNDERSTAND IT. ONE OF MY BOYS THAT DIDN'T GO TO SCHOOL HERE, BUT HE'S A VANCOUVER PD.
AND SO I UNDERSTAND WHERE WE'RE AT IN THIS, AND I APPRECIATE THE WORK.
I THINK WE'VE GOT A WAYS TO GO.
I GOT A FEW ISSUES AND I'LL TALK TO YOU ABOUT IT MORE ABOUT THAT.
SO THAT OPENED UP SOME TIME FOR ME.
ONE OF THE THINGS THIS LADY WILL TALK ABOUT IS HEALTH CARE.
AND I UNDERSTAND THAT BACK IN THE NINETIES WHEN I WAS A PART OF THE PROGRAM DELIVERY COUNCIL HERE, WE WERE INITIATING PROGRAMS THAT TOOK US AWAY FROM THE BIBLE.
AND I UNDERSTOOD THAT AND I DIDN'T SUPPORT IT.
AND I KIND OF FOUGHT IT AS BEST I COULD BACK IN THAT DAY.
BACK IN WHEN I GRADUATED FROM HIGH SCHOOL, WE STILL HAD THE BIBLE.
EVER SINCE THEN, WE'VE BEEN GETTING FURTHER AND FURTHER AWAY FROM IT.
YOU KNOW, YOU EVER HEARD OF THE GUY NAMED BENJAMIN RUSH? ANYBODY? FATHER OF THE EDUCATION SYSTEM, SIGNER OF THE DECLARATION.
HE SAID, IF WE EVER TAKE THE BIBLE OUT OF SCHOOL, THIS IS GOING TO HAPPEN.
WHAT'S HAPPENING? WHAT'S HAPPENING.
IT'S OUT OF THE SCHOOLS AND UNTIL WE GET STRAIGHTENED AROUND AND GET BACK TO OUR BIBLICAL TEACHINGS.
THIS IS THIS IS GOING TO CONTINUE, I'M SORRY TO SAY.
THERE YOU GO. THANK YOU FOR LISTENING.
THANK YOU, CONRAD. LOOK, I THINK THAT'S IT FOR OUR CITIZENS COMMENT TONIGHT.
THANK YOU, CITIZENS, FOR CONTRIBUTING.
THE BOARD DOESN'T NORMALLY RESPOND DURING THE BOARD MEETING.
IT'S MUCH EASIER TO RESPOND TO OTHER KINDS OF COMMUNICATIONS.
[02:10:02]
YOU'RE WELCOME TO MAKE THOSE OK.WE'VE GOT A LITTLE BIT OF BUSINESS LEFT TO FINISH, STARTING WITH THE CONSENT AGENDA.
[8. Consent Agenda]
SO TONIGHT'S CONSENT AGENDA INCLUDES ITEM A APPROVAL OF THE CONSENT AGENDA.ITEM B APPROVAL OF THE MINUTES OF THE MAY 23RD 2022 REGULAR MEETING.
ITEM C OUR BUSINESS AND OPERATIONS.
ITEM D CONTRACTS RATIFICATION.
ITEM F STUDENT TRAVEL ITEM G OUR FINANCIAL REPORTS.
ITEM H THE MAXIMUM HEALTH CARE STAFFING CONTRACT FOR DISTRICT RNS AND LPNS.
ITEM I APPROVAL OF THE REVISED SALARY SCHEDULE FOR BUILDING AND DISTRICT ADMINISTRATORS.
ITEM J APPROVAL OF THE REVISED ADMINISTRATIVE SUPPORT SALARY SCHEDULE.
ITEM K THE YEARBOOK BID FOR THE 2022 AND 2023 SCHOOL YEAR NEXT YEAR.
IF THERE IS ANY REQUEST TO MAKE ONE OF THOSE A SEPARATE ITEM, NOW WOULD BE THE TIME TO DO IT.
IF NOT, I WOULD LOOK FOR A MOTION TO APPROVE THE CONSENT AGENDA.
I MOVE THE BOARD OF DIRECTORS APPROVE THE CONSENT AGENDA AS PRESENTED.
IT'S BEEN APPROVED. MOVE TO APPROVE THE CONSENT AGENDA AS PRESENTED.
ANY QUESTIONS? ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.
ALL THOSE OPPOSED? CONSENT AGENDA IS APPROVED.
[10. New Business]
JILL SMITH, WELCOME.THIS IS FOR SUPPLEMENTAL INSTRUCTIONAL SUPPORTS AND THE CHANGE WAS FOR ALL STUDENTS.
NOW K-12 IN ALL SUBJECT AREAS AND FUNDS ARE USED TO ALSO ALLOW STUDENTS TO, WE'RE ALSO ALLOWED TO USE THOSE FUNDS FOR SUPPORTING STUDENTS THAT ARE FALLING BEHIND DUE TO COVID ISSUES.
IT USED TO BE JUST 11TH AND 12TH GRADE AND THEN EIGHTH TO NINTH AND 10TH GRADE GOT LEFT OUT.
SO, YOU KNOW, THOSE GRAD COACHES THAT YOU TALKED TO, I THINK IT WAS PRAIRIE YOU WERE TALKING ABOUT.
YEP. THOSE ARE FUNDED BY LAB AND THEY DO AN AWESOME JOB.
AND THEN THERE'S SOME OTHER COACHES THAT WERE ADDED THIS YEAR WITH OTHER GRANT FUNDS.
SO ANYWAY, I'M HERE TO ASK THAT YOU APPROVE THE POLICY UPDATE.
ANY QUESTIONS FROM THE BOARD? I NOTICED THERE WAS A CHANGE FROM WHERE IT USED TO CATEGORIZE IT AS ENGLISH AND MATH PRIMARILY, AND NOW IT IS ALL ACADEMICS.
HOW HOW DOES THAT IMPACT? DOES THAT BROADEN THE SCOPE OF IT OR WAS THAT KIND OF OUR PRACTICE ANYWAYS? IT'S ALREADY OUR PHILOSOPHY IN THIS DISTRICT.
THAT'S READING'S FIRST BECAUSE IF YOU CAN'T READ AND YOU'RE HAVING TROUBLE WITH MATH AND THE OTHER SUBJECTS, AND THEN WE ALSO HAVE SUPPORTED MATHEMATICS WITH THESE FUNDS IN THE PAST.
RIGHT NOW IT'S MOSTLY READING INTERVENTION AND WE SUPPORT THE INSTRUCTIONAL COACHES AT ALL THE MIDDLE SCHOOLS AND SOME OF THEM AT THE PRIMARY TOO, THEN TITLE FUNDS PICK UP THE REST FOR THAT.
AND THEY'RE WORKING WITH THE TEACHERS TO MAKE A DIFFERENCE WITH THE KIDS.
THAT'S REALLY COOL. I NOTICED YOU ON THE REVISION.
IT'S DELETING THE ENTIRE SECTION OF SELECTION OF STUDENTS, FROM WHAT I CAN SEE HERE.
THERE, THE STUDENTS HAVE TO BE BELOW GRADE LEVEL TO BE INVOLVED IN GETTING ADDITIONAL SUPPORTS.
SO THAT WOULDN'T BE A RESULT OF ANY STATE TESTING THAT THEY HAD DONE.
SO WE USE OUR IREADY SCORES FOR STUDENTS THAT ARE SCORING BELOW GRADE LEVEL.
OKAY. AND IS THERE ANY CONSIDERATION FOR THAT ON PARTICULAR STUDENTS THAT MIGHT HAVE SCORED BELOW GRADE LEVEL IN THOSE TESTS, BUT IT'S NOT EXACTLY REPRESENTATIVE OF THEIR ACTUAL GRADES THAT THEY'RE GETTING IN THEIR CLASSES? RIGHT. WE USE MULTIPLE MEASURES, NOT JUST THE IREADY, BUT IREADY IS LIKE A DISTRICT SCREENER.
[02:15:03]
AND THEN WE WILL DO A COUPLE OTHER ASSESSMENTS TO TEACH YOUR RECOMMENDATIONS.OKAY. YEAH. SO THAT WAY WE CAN ZERO DOWN TO EXACTLY WHAT THE ISSUES ARE.
I MOVED, THE BOARD OF DIRECTORS APPROVED THE REVISION OF POLICY 21-08 LEARNING ASSISTANCE PROGRAM.
THANK YOU. IT'S BEEN MOVED TO APPROVE THE REVISION OF POLICY 21-08 LEARNING ASSISTANCE PROGRAM.
ANY FURTHER QUESTIONS? ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.
AYE. ALL THOSE OPPOSED? MOTION PASSES 5-0.
NOW, THIS NEXT ONE IS A BIG ONE, MARK.
OKAY. AND THE REASON IT'S BIG IS BECAUSE I'M SURE THAT OVER THE COURSE OF HER CAREER, JILL HAS PRESENTED HUNDREDS OF POLICIES. AND THIS IS THE LAST.
IT'S NOT JUST BECAUSE THERE'S A LOT OF PAGES.
NO, NO PRESSURE. YOU WANT TO GO OUT A WINNER? SO I'M GOING TO GIVE YOU A CHANCE TO SHINE LIKE A STAR.
GEE, CAN YOU JUST GIVE US A QUICK SYNOPSIS OF WHAT THIS IS GOING TO CHANGE FOR YOU, FOR YOU AND YOUR DEPARTMENT OR THE DISTRICT? OH, THIS POLICY? THIS POLICY ON STUDENTS IN FOSTER CARE.
ALL RIGHT. THIS ONE IS UPDATED BECAUSE THEY WANTED TO CHANGE THE TITLE.
AND THEN WE ALSO HAVE ALREADY IN PLACE THE DISTRICT FOSTER CARE LIAISON, AND THAT'S LYDIA SANDERS.
SHE ACTS AS OUR HOMELESS LIAISON ALSO.
SO WE ALSO WORK WITH THE SAME PEOPLE FOR FOSTER CARE.
AND THE OTHER THING THAT WE HAVE DONE, BUT THIS IS MAKING IT OFFICIAL, THE STUDENTS DO HAVE THE RIGHT TO REMAIN ENROLLED AT THE SCHOOL THEY WERE ATTENDING AT THE TIME.
THEY ENTERED FOSTER CARE OR CHANGE FOSTER PLACEMENT.
SO THAT REALLY SUPPORTS THE STUDENTS.
SO THAT WAS THAT WAS BEAUTIFUL.
I WOULD LIKE TO PROPOSE THAT YOU PROVE THIS POLICY.
HOW'S THAT? ANY OTHER QUESTIONS? I WAS CURIOUS. WERE YOU AROUND WHEN THEY CHANGED IT FROM FOSTER TO OUT-OF-HOME? I WAS HERE. I WAS ASKING FOR THE OUT-OF-HOME CARE.
AND I SAW THAT. I WENT, WELL, IF YOU STAYED FOR TEN MORE YEARS, IT PROBABLY CHANGE BACK.
IT WASN'T LIKE THE HOMELESS, JUST NOT IN FOSTER CARE, JUST.
THE STATE LEGISLATURE? IT WAS A COMMITTEE. AND I THINK THEY DIDN'T.
I THINK THERE WAS SOMETHING TO DO.
THEY DIDN'T LIKE THE TERM FOSTER CARE.
BUT NOW THEY LIKE IT. WE LIKE IT AGAIN, APPARENTLY.
YEAH. LET'S GET BACK TO WHAT IT REALLY IS TRENDING.
I'LL MOVE THAT. THE BOARD OF DIRECTORS APPROVE THE REVISION OF POLICY 3116 STUDENTS IN OUT OF CARE.
THANK YOU, BOARD, FOR TAKING TURNS AND MAKING MOTIONS.
WE'VE GOT A MOTION TO APPROVE THE REVISION OF POLICY.
3116 STUDENTS IN OUT OF HOME CARE.
ANY OTHER QUESTIONS? ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.
ALL THOSE OPPOSED? MOTION PASSES 5 TO 0.
THANK YOU, JILL. ALL RIGHT. JILL, THANK YOU FOR THIS.
JILL HAS BEEN WITH US SINCE 2001.
SO IN THIS ROLE AND THE ROLE HAS CHANGED MANY, MANY TIMES AND MANY, MANY THINGS ADDED TO HER PLATE.
SO YOU NEED TO UNDERSTAND THAT THE RESTRUCTURING WAS ALSO SPREADING OUT THE KNOWLEDGE THAT PEOPLE NEEDED TO TAKE ON TO LEARN FROM JILL ALL OF THE ASPECTS OF HER JOB.
SO THANK YOU, JILL, VERY MUCH FOR.
[02:20:01]
WELL, DEDICATION.YEAH. I CAN GET YOU. GOOD EVENING.
GOOD EVENING. YOU WILL SEE THAT WE HAVE AN ADDITIONAL PERSON WITH US THIS EVENING.
BUT I WOULD ALSO LIKE TO INTRODUCE YOU TO SOMEBODY THAT YOU PROVED ON AN AGENDA A WHILE BACK.
AND THIS IS AMY FREDERICKS, WHO IS OUR NEW CURRICULUM COORDINATOR.
AND SO SHE'S HERE TONIGHT TO LEARN.
SO I WANTED THAT'S GOING TO BE IMPORTANT AS WE MOVE INTO AN ELA ADOPTION AND SO WELCOME.
AND SO, YEAH, IF YOU RECALL, SEVERAL MONTHS AGO I REPORTED THAT WE HAD RECEIVED A GRANT FROM OSPI TO BEGIN THE PLANNING OF OUR TRANSITIONAL KINDERGARTEN PROGRAM.
WE'RE TRYING TO GROW HIGH QUALITY ACCESS TO HIGH QUALITY, EARLY LEARNING OPPORTUNITIES FOR THE STUDENTS AND BATTLE GROUND TRANSITIONAL KINDERGARTEN IS FOR FOUR YEAR OLDS THAT WE CAN OFFER THE PROGRAM THROUGH APPORTIONMENT DOLLARS, AS IT SAYS ON THE SLIDE THERE IN FRONT OF YOU.
AND LASTLY, THE IMPORTANCE OF PLAY BASED, HANDS ON EXPERIENCE FOR FOUR YEAR OLDS.
WE KNOW THAT THAT'S THE BEST WAY THAT THEY LEARN.
SO YOU MIGHT BE WONDERING WHAT WE'RE DOING WITH TRANSITIONAL KINDERGARTEN.
WHY ARE WE DOING THIS? AND ONE OF THE THINGS IN KELLY AND ELLEN'S PRESENTATION EARLIER THIS EVENING, THEY TALKED ABOUT SPECIAL EDUCATION PROGRAMS AND THEY TALKED A LITTLE BIT ABOUT PRESCHOOL IS WHERE STUDENTS CAN START RECEIVING SERVICES.
SO THEY HAD TRANSITIONAL KINDERGARTEN ON THEIR SLIDE.
THIS TRANSITIONAL KINDERGARTEN MIGHT BE A GOOD FIT FOR OUR LOW INCOME FAMILIES THAT MAY NOT MEET ELIGIBILITY REQUIREMENTS IN OTHER PROGRAMS. IT MIGHT BE A GOOD FIT FOR STUDENTS WITH SPECIFIC BEHAVIORAL OR PHYSICAL DISABILITIES THAT OTHER PROGRAMS ARE NOT ABLE TO SUPPORT.
SO WE HAVE A SLIDE HERE THAT SHOWS A LITTLE BIT OF OUR DATA.
AND THE DOMAIN AREAS ARE SOCIAL, EMOTIONAL, PHYSICAL LANGUAGE, COGNITIVE LITERACY AND MATHEMATICS.
AND SO YOU CAN SEE LOOKING AT THE SLIDE THERE, THAT FIRST BAR IS SHOWING THE 59% THAT CAME IN PROFICIENT IN ALL OF THOSE AREAS. AND THEN IT IS SPLIT OUT BY DIFFERENT DEMOGRAPHIC AREAS.
AND THIS SHOWS US THAT THERE ARE SOME GROUPS THAT WE ALREADY KNOW NEED MORE SUPPORT THAN OTHERS.
AND THIS HELPS US TO IDENTIFY SOME OF THAT INFORMATION.
YEAH. SO WHY NOW? SOME OF THE STATISTICS THAT YOU SEE HERE ARE QUITE STAGGERING THAT, YOU KNOW, WITHIN THE THE BATTLE GROUND COMMUNITY, ONLY 11% OF THE CHILD CARE NEEDS ARE BEING
[02:25:02]
MET. THAT LEAVES 165 CHILDREN RIGHT NOW BEING SERVED AND 1500 WITHOUT ACCESS TO CHILD CARE OR SOME SORT OF PRE K HIGH QUALITY LEARNING EXPERIENCE.THE SATURATION STUDY THERE THAT WE CURRENTLY HAVE 89 SPOTS THROUGH ECEAP FOR HEAD START, THE STATE AND FEDERALLY FUNDED PRESCHOOL PROGRAMS, BUT THERE'S 2283 TO 4 YEAR OLDS IN THE AREA THAT WOULD QUALIFY FOR THOSE SERVICES.
SO WE ASK WHY NOW? WE STEPPED INTO THIS SPACE BECAUSE WE KNOW BASED ON THE DATA THAT THERE IS A NEED.
THE 72 SPOTS THAT WE HAVE AVAILABLE IS STEP ONE IN THE PROCESS OF TRYING TO MEET THAT NEED ARE RIGHT AT SCHOOL BEFORE AND AFTER SCHOOL. DAYCARE IS ALSO A STEP FORWARD IN THAT DIRECTION, SO WE'RE DOING THE VERY BEST THAT WE CAN, WHILE ALSO BE BEING FISCALLY RESPONSIBLE AND NOT GOING TO TOO FAST AND GETTING OUT IN FRONT OF OURSELVES TOO MUCH.
SO WE GO BACK TO OUR KIDS DATA.
THE DROPOUT RATE FOR OUR HISPANIC AND LATINO STUDENTS IS TWICE WHAT IT IS OUR WHITE STUDENTS.
AND THEN LASTLY, THAT WE HAVE 97 STUDENTS IN BATTLE GROUND THAT RECEIVED MCKINNEY-VENTO.
SO ESSENTIALLY GETTING BACK TO SOME OF THE COMMENTS THAT HAVE BEEN MADE PREVIOUSLY IN THE BOARD MEETING IS THAT WE'RE TRYING TO INTERVENE EARLY SO WE CAN CHANGE SOME OF THE STATISTICS WITH DROPOUT RATES, HOMELESSNESS.
SO THE CENTER FOR AMERICAN PROGRESS HAS SOME STATISTICS ABOUT STUDENT SUCCESS OF THOSE WHO DIDN'T PARTICIPATE IN EARLY EDUCATION PROGRAMS. SO YOU CAN SEE HERE WHAT SOME OF THOSE STATISTICS ARE, AND THAT HIGH QUALITY PRESCHOOL PROGRAMS ARE AN IMPORTANT PIECE IN HELPING STUDENTS BE SUCCESSFUL.
OSPI IS SUPPORTIVE OF THE MOVE TO OFFERING HIGH QUALITY TRANSITIONAL KINDERGARTEN PROGRAMS. SO WE ARE NOW GOING TO MOVE INTO THE CURRICULUM PORTION OF WHY WE'RE HERE THIS EVENING.
SO WE HAVE HAD A COMMITTEE OF TEN PEOPLE THAT HELPED SELECT THE CURRICULUM FOR TRANSITIONAL KINDERGARTEN AND THERE IS A DIFFERENT TRANSITIONAL KINDERGARTEN COMMITTEE THAT SUPPORTS OTHER COMPONENTS OF THE TRANSITIONAL KINDERGARTEN IMPLEMENTATION PROCESS.
BUT OUR GROUP OF TEN WORKED SPECIFICALLY ON THE CURRICULUM ADOPTION PIECE.
WE FOLLOWED THE TYPICAL PROCEDURES FOR ADOPTING A NEW PROGRAM.
WE HAD ONE FULL DAY MEETING, AND WE HAD FOUR EVENING MEETINGS IN APRIL AND MAY.
SO I WOULD LIKE TO TAKE A SECOND TO RECOGNIZE THE ADOPTION COMMITTEE.
AND SOME OF THEM HAVE BEEN VERY PATIENTLY WAITING IN THE BACK OF THE ROOM.
SO WAVE IF YOU WERE PART OF THAT COMMITTEE.
THANK YOU, COMMITTEE FOR STICKING OUT THIS EVENING WITH US.
BUT THEY ARE A FABULOUS GROUP OF EDUCATORS THAT INCLUDE PRESCHOOL, KINDERGARTEN TEACHERS.
WE HAD SLP, OT, AND THEN WE HAD CASEE A REPRESENTATION AS WELL.
AND ALL THEY GOT OUT OF IT WAS A CHICKEN CAESAR SALAD, I THINK.
BUT YOU HAD ACCESS TO THE MATERIALS AHEAD OF TIME, AND SO YOU HAD THE ABILITY TO LOOK AT THOSE.
AND THEN WE HAVE A COMMUNITY REVIEW.
AND YOU HEARD ABOUT SOME OF THAT THIS EVENING AND CITIZENS COMMENTS AS WELL.
SO I'M NOT GOING TO BELABOR THAT, BUT I WANTED TO JUST SAY THAT IN GENERAL, IT WAS FAVORABLE INFORMATION AND THEN WE HAVE SOME NEXT STEPS.
SO WE NEED TO MOVE TO A SECOND READING PROVIDED IT PASSES FIRST READING THIS EVENING WE WILL NEED TO ORDER MATERIALS, BAR CODE MATERIALS AND THEN TRAIN STAFF AND IMPLEMENT THE PROGRAM AND GET STARTED IN SEPTEMBER.
[02:30:04]
SO THAT WILL GIVE OUR TEACHERS AN OPPORTUNITY TO GO THROUGH SOME MORE TRAINING AND BE READY FOR THE PROGRAM WHEN IT'S READY TO GO.THERE WAS A PRE WRITING COMPONENT THAT THE COMMITTEE REALLY SEEMED TO APPRECIATE.
AND ALSO THAT BENCHMARK EDUCATION HAS A PRESCHOOL CURRICULUM THAT IS VERY SIMILAR TO THE TRANSITIONAL KINDERGARTEN PROGRAM THAT WE COULD USE IN SOME OF OUR DEVELOPMENTAL PRESCHOOLS AND OTHER PRESCHOOLS THAT WE HAVE.
SO THE EXPERIENCE THAT ALL OF OUR THREE, FOUR AND FIVE YEAR OLDS GET IS EQUITABLE.
ALL RIGHT. SO WE ARE READY FOR YOUR QUESTIONS.
YOU PROBABLY TOLD ME THIS BEFORE, BUT HELP ME AGAIN.
IT SEEMS LIKE ONE OF THE CHALLENGES WOULD BE LIKE IDENTIFYING.
SO WHAT'S THE SYSTEMS FOR GOING OUT AND FINDING THE PEOPLE THAT NEED THIS THE MOST OR WOULD BE THE BEST FIT FOR IT? YEAH, SO WE'VE WORKED VERY CLOSELY WITH OUR COMMUNICATIONS DEPARTMENT.
WE INITIALLY THROUGH DISTRICT COMMUNICATIONS, SENT OUT AN INTEREST SURVEY.
JUST THIS WEEK, THOSE 100 FAMILIES WERE THEN SENT AN ELIGIBILITY SURVEY THAT ALISON AND A SMALL COMMITTEE OF US WILL THEN BE LOOKING AT SOME OF THE THINGS THAT WE WE TALKED ABOUT IN THE PRESENTATION TODAY TO DETERMINE WHO THOSE 72 FAMILIES THAT THAT WE WILL SERVE.
AGAIN, IT'S ALL ABOUT THAT KINDERGARTEN READINESS.
IT'S ABOUT FINDING AN APPROPRIATE RIGHT, AFFORDABLE PRE-K OPTION FOR THE FAMILIES THAT DON'T QUALIFY FOR THOSE STATE AND FEDERAL PROGRAMS, BUT THAT ALSO DON'T MAKE ENOUGH MONEY TO BE ABLE TO AFFORD PRIVATE CHILD CARE.
MIKE, HOW LONG DO YOU THINK IT WILL BE BEFORE YOU REACH THAT GOAL TO WHERE ALL STUDENTS HAVE THE OPPORTUNITY? YEAH, SO WE'RE EXCITED. WE WERE ADDING A PRESCHOOL AT BATTLE GROUND HIGH SCHOOL THIS YEAR.
SO I THINK THAT WE'VE TAKEN A GIANT STEP FORWARD.
I THINK IT'LL ALWAYS BE A WORK IN PROGRESS UNTIL WE GET THERE.
PROBABLY THE BIGGEST BARRIER IS GOING TO BE FACILITIES, SPACES TO ADD CLASSROOMS THAN IT IS THE WORK OF THIS TEAM OR OR THE DESIRE.
THAT'S PROBABLY OUR BIGGEST FACTOR.
BUT WE DO HAVE SOME OPTIONS IN TERMS OF USING IMPACT FEES TO PUT PORTABLES IN PLACE.
IF WE NEED TO GO THAT WAY, WE JUST NEED TO DO SOME SOME PLANNING.
HAS ADDITIONAL CONSIDERATION BE MADE TOWARDS TRANSPORTATION MEALS? YES. SO THE STUDENTS ARE PROVIDED BUSSING FOR TRANSITIONAL KINDERGARTEN AND THEY ARE INCLUDED IN EVERYTHING THAT A KINDERGARTEN CLASSROOM IS INCLUDED IN.
SO THEY PARTICIPATE IN BREAKFAST AND LUNCH AND IN THE RECESSES THEY HAVE MUSIC, PE, ART.
SO THEY HAVE EVERYTHING THAT A KINDERGARTEN CLASSROOM WILL HAVE.
OKAY. THANK YOU. UH, THE LOCATIONS THAT WERE SELECTED WERE STRATEGIC, NOT ONLY BECAUSE WE HAD SPACE IN THOSE FACILITIES, BUT ALSO THAT THEY WERE SPREAD OUT AROUND THE SCHOOL DISTRICT IN A WAY THAT WE COULD TRANSPORT FAMILIES THAT DIDN'T ATTEND THOSE NEIGHBORHOOD SCHOOLS AND THAT THEY WOULD HAVE ACCESS.
RIGHT. DID YOU HAVE A QUESTION, MARY? HE ASKED MOST OF MY QUESTIONS.
I JUST ONE THING I DID LOOK AT IT AND IT'S BEEN A WHILE SINCE I LOOKED AT IT.
AND ONE OF THE PIECES I JUST HAVE A QUESTION ABOUT THE PARENT EDUCATION.
[02:35:09]
SO THAT YOU PASS THAT THAT ON TO THE PARENTS.THIS IS WHAT WE'RE DOING WITH YOUR CHILD.
THIS IS HOW YOU CAN DO THAT AT HOME.
HERE ARE SOME TOOLS YOU CAN USE.
I DIDN'T KNOW IF THAT IF THIS PROGRAM HAS PART OF THAT OR NOT.
YEAH. SO STEP ONE IN THIS PROCESS IS THE FAMILY CONNECTIONS CONFERENCE.
SO STUDENTS THAT PARTICIPATE IN TRANSITIONAL KINDERGARTEN ACTUALLY GO THROUGH THE SAME TYPE OF WALK KIDS INTRODUCTORY PROCESS THAT OUR KINDERGARTEN STUDENTS. SO THE FIRST THREE DAYS OF SCHOOL ACTUALLY ARE SET ASIDE FOR THE MAJORITY OF TIME IS SPENT IN CONFERENCES WITH FAMILIES TALKING ABOUT THE CURRICULUM, GETTING TO KNOW THE CHILD, THOSE TYPES OF THINGS WOULD BE STEP ONE.
BEYOND THAT, WE DON'T HAVE MUCH FOR PLANS, BUT THANK YOU FOR THE COMMENT.
CERTAINLY, I WILL ADD THAT THE CURRICULUM DOES HAVE PARENT LETTERS THAT ARE INCLUDED AND SO IT DOES HAVE INFORMATION ON WORKING WITH PARENTS AND SENDING THINGS HOME FOR PARENTS TO BE ABLE TO USE.
SO AND AS WE WENT THROUGH THE PROCESS AND LEARNED ABOUT OTHER PROGRAMS, ONE OF THEM HAD A MULTI LINGUAL COMPONENT TO IT THAT WE ACTUALLY DISCOVERED HAS FREE RESOURCES FOR FAMILIES IN OTHER LANGUAGES.
SO THERE ARE SOME BOOKS AVAILABLE THAT WE MIGHT BE ABLE TO PUT FORTH TO NOT JUST KIDS IN THE TRANSITIONAL KINDERGARTEN, BUT ALL OF OUR STUDENTS THAT ARE MULTILINGUAL AND HAVE SOME BOOKS BE ABLE TO BE READ IN THEIR FIRST LANGUAGE AT HOME, WHICH IS SOMETHING THAT A LOT OF PROGRAMS DO NOT TYPICALLY PROVIDE.
CAN I MAKE A MOVE HERE? YOU CAN.
WE'VE HAD PLENTY OF TIME FOR QUESTIONS.
ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.
AYE. ALL THOSE OPPOSED? MOTION PASSES 5-0.
YEP. WELCOME. AND REMINDER TO THE BOARD CURRICULUM ADOPTIONS OR FIRST READINGS THAT PASS IT 5-0 HAVE THE ABILITY TO GO ON THE CONSENT AGENDA AT THE NEXT MEETING.
ITEM B, LEWISVILLE BUILDING B AND ADMINISTRATION OFFICE FIBER CAT SIX CABLING.
I GO BY, I APOLOGIZE IN ADVANCE.
THIS IS A FAIRLY STRAIGHTFORWARD CONTRACT IN FRONT OF YOU.
IT IS FOR PROVIDING THE NETWORK CABLING IN THE B BUILDING, THE NEW PORTIONS OF THE ADMINISTRATIVE BUILDING WHERE WE'LL HAVE PARTS OF CAM AND THE GYM SUPPLIES, COPPER AND FIBER CONNECTIVITY FOR THE COMPUTERS AND FOR PHONES.
WHAT WAS THERE BEFORE? NOTHING.
WHAT WAS THERE BEFORE? WAS. IT WAS.
WELL, SHELLEY USED TO WORK HERE, SO.
SHELLY. THE SOURCE OF THE SHELLS, TOO, COMES IN A STRING.
SHELLEY ACTUALLY WATCHED A LOT OF THE CABLING BEING INSTALLED HERE BY A LOW VOLTAGE TECHNICIAN FOR THE SCHOOL DISTRICT, DON JONES, WHO RETIRED AND HE'S SINCE PASSED. AND HIS SON THEN WORKED FOR US.
HE'S STILL HE'S STILL WITH US.
HE VISITS US. AND SO DON WAS THE PERSON RESPONSIBLE FOR WIRING THE SCHOOL DISTRICT.
AND SO WHAT WE HAD INSTALLED IN SOME OF THE SCHOOLS 30 YEARS AGO WOULD NOT STAND THE TEST OF TIME FOR OUR NEEDS, EVEN TEN, 15 YEARS AGO.
IT WAS POOR. ANY OTHER QUESTIONS? I WOULD MOVE THAT THE BOARD OF DIRECTORS APPROVE THE CONTRACT WITH CHRISTIAN ELECTRIC, INC FOR THE NETWORK CABLING AT THE LEWISVILLE CAMPUS.
[02:40:02]
ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.ALL THOSE OPPOSED? THANK YOU. THANK YOU. IT IS APPROVED.
ITEM E BATTLE GROUND HIGH SCHOOL FLOOR TILE ABATEMENT.
MR. JOLMA? THANK YOU. THIS IS FOR THE AT BATTLE GROUND HIGH SCHOOL LAST YEAR WHEN WE WENT TO RE CARPET THE ENTIRE SCHOOL.
WE FOUND THAT DURING THE 1995 CONSTRUCTION, WHICH HAD FOUR PHASES, I BELIEVE TWO OF THE PHASES THEY DID REMOVE ANY ASBESTOS TILING THAT THEY RAN INTO BEFORE THEY PUT CARPET DOWN AND ONE HALF THE SCHOOL THEY DID NOT.
SO WE RAN INTO THAT LAST YEAR AND WHICH DIDN'T ALLOW ME TO FINISH THE ENTIRE PROJECT.
BUT THIS YEAR WE'LL GET A JUMP ON THE ASBESTOS IN THE REMAINING WINGS AND FINISH THAT PROJECT.
ANY QUESTIONS FROM THE BOARD? I MOVE THE BOARD OF DIRECTORS APPROVED THE CONTRACT WITH ROSE CITY CONTRACTING FOR THE BATTLE GROUND HIGH SCHOOL FOR TILE ABATEMENT.
IT'S BEEN MOVED TO APPROVE THE BATTLE GROUND HIGH SCHOOL FLOOR TILE ABATEMENT.
ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.
ALL THOSE OPPOSED? IT'S APPROVED. THANK YOU, KEVIN.
THANK YOU. AND KEVIN STAYS UP FOR THE LEWISVILLE BUILDING B REPAIRS.
YEAH. MY LAST BIG CONTRACT TO BRING YOU.
OTHER THAN FOR THE MODULARS THEMSELVES, WHICH I GUARANTEE WILL BE NEXT BOARD MEETING.
THIS IS FOR VARIOUS REPAIRS AROUND THE B BUILDING.
I'M SURE YOU'VE NOTICED ALL THE POSTS THAT ARE PUT AROUND THAT BUILDING.
WE PUT THOSE UP FOR SAFE, JUST SAFETY PRECAUTION.
NOW I'M GOING TO REPLACE ALL THOSE BAD BEAMS THAT HAVE LEAKED.
GOT A LOT OF WATER ON THEM OVER THE YEARS.
IF YOU'VE READ THE BACKGROUND, IT'S PRETTY SELF-EXPLANATORY.
IT'S A COMPLICATED LITTLE PROJECT.
I'M VERY CONFIDENT IN THE NUMBERS.
I HAVE NO PROBLEM IN THEM AND RECOMMEND THAT WE APPROVE THIS.
ANY QUESTIONS? I RECOMMEND THAT WE APPROVE THE RFP TO IT.
APPROVE THE CONTRACT WITH WEATHERPROOFING TECHNOLOGIES FOR REPAIRS OF BUILDING.
THANK YOU. IT'S BEEN MOVED TO APPROVE THE LEWISVILLE BUILDING B REPAIRS.
ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.
ALL THOSE OPPOSED. MOTION PASSES 5 TO 0.
THANK YOU, BOARD. AND ONE MORE TIME.
CONTRACT FOR THE APPROVAL OF THE CAM 200 BUILDING MODULAR.
WE'RE WITHDRAWING. WE'RE WITHDRAWING.
THAT ONE SHOULD HAVE CAUGHT ME ON THAT ONE.
YOU SAID NEXT WEEK THE CONTRACTOR WASN'T READY FOR US.
I SHOULD HAVE CORRECTED THE AGENDA EARLY ON.
AS I SAY, WE'LL BRING THAT UP IN THE EXECUTIVE SESSION.
SO NEXT UP IS OUR FUTURE AGENDA ITEMS.
[11. Future Agenda Items and Board Events]
ANYTHING, SUPERINTENDENT WATERS, THAT YOU WANT US TO KNOW FOR SURE? NO, NO. WOULD YOU PLEASE GIVE ME INPUT, FELLOW BOARD MEMBERS, WOULD YOU SEE IF YOU COULD NAIL DOWN WHETHER WE'RE GOING TO DO BOARD RETREAT STUFF AROUND THE LAST MEETING IN JUNE OR DO THAT ANOTHER TIME AND GET US SOME? THE DIFFICULTY THAT WE HAD IS WE'VE HAD SOME KEY MEMBERS WHO HAVE BEEN OUT.GOTCHA. AND SO I IT DOES NOT LOOK LIKE WE WILL PROBABLY NOT DO RIGHT.
OKAY. RIGHT. AND MAYBE BOARD MEMBERS, WOULD YOU VOLUNTEER YOUR AUGUST CALENDARS OR SOMETHING? SO SANDY AND I WILL.
I'LL LOOK FOR SOME DATES, AND THEN SANDY AND I WILL SEND OUT A DOODLE POLL OR SOMETHING LIKE THAT.
WELL, THAT'S THAT'S HELPFUL RIGHT THERE.
NO, THAT'S ALL RIGHT. IT'S BEEN A BUSY YES.
I THINK AS LONG AS EVERYBODY HAS ADVANCE NOTICE, THAT'S PRETTY GOOD.
ANY FUTURE ITEMS FROM THE BOARD? GOOD. I WANT TO THANK THE AUDIENCE MEMBER, SORA.
I'LL SAY IT RIGHT THIS TIME FOR HANGING IN THERE THE WHOLE TIME.
[02:45:06]
THERE WAS A LOT GOING ON, SO.YEAH. APPRECIATE IT. SO WE ARE GOING TO MOVE TO EXECUTIVE SESSION.
[12. Executive Session]
IT IS FOR THE EVALUATION OF THE SUPERINTENDENT.THERE WILL BE NO ACTION TONIGHT.
THE BOARD IS JUST COMPARING EVALUATION NOTES AND THEN THAT WILL TAKE PLACE.
WE ANTICIPATE THAT THAT WILL TAKE ABOUT 30 MINUTES OR SO.
THE ROOM IS GOING TO BE CLEARED AND LOCKED AND WE'RE GOING TO TURN THE LIGHTS OFF WHEN WE LEAVE.
AND I WILL RECORD THE END TIME AND SEND THAT TO SANDY FOR THE OFFICIAL MINUTES.
SO THIS IS FOR RCW 42.3 0.110 EVALUATION OF EMPLOYEES.
