[5. Communications]

TONIGHT WE HAVE MAGGIE HICKEY FROM BATTLE GROUND HIGH SCHOOL.

AND CHARB ARE YOU GOING TO COME UP WITH OR? WELCOME. THANKS FOR BEING HERE.

YEAH, THANK YOU. THANK YOU VERY MUCH FOR HAVING US.

I AM JUST HERE. I'M NOT GOING TO SPEAK MUCH AT ALL.

I JUST WANT TO INTRODUCE A FORCE OF NATURE TO YOU ALL.

[LAUGHTER] THIS IS MAGGIE HICKEY.

SHE'S ONE OF OUR SENIORS, AND IS ONE OF THE COOLEST, MOST AMAZING KIDS I HAVE HAD THE FORTUNE OF KNOWING.

AND SHE SAW SOMETHING THAT SHE KNEW NOT TO BE RIGHT.

AND THEN SHE TOOK THE CORRECT STEPS TO MAKE THAT HAPPEN.

AND IN COMBINATION WITH THE DISTRICT.

AND KEVIN JOLMA WAS GREAT TO WORK WITH IN THIS LITTLE PROJECT OF HERS, BUT SHE IS GOING TO BE WHATEVER SHE WANTS TO BE.

SHE'S GOING TO BE AMAZING AT IT AND SHE'S GOT A REALLY BRIGHT FUTURE.

SO THIS IS MAGGIE.

HI. SO I KNEW THIS SHOULD HAVE BEEN FIXED MY FRESHMAN YEAR.

WOULD BE ACCESSIBLE FOR WHEELCHAIR USE AND [INAUDIBLE] USE AND SO ON.

I KNEW IT SHOULD HAVE BEEN DEALT WITH PROBABLY MY FRESHMAN YEAR.

I JUST DIDN'T REALLY SAY ANYTHING LIKE I SHOULD HAVE.

BUT THIS YEAR I DID TAKE A STAND AND SAY SOMETHING.

AND THANKS TO THE HELP OF MY PRINCIPAL, WE MADE IT HAPPEN.

SO I'M VERY THANKFUL.

AND A LOT OF STUDENTS AND STAFF ARE VERY THANKFUL.

[APPLAUSE] YEAH.

MAGGIE, WE'RE SO GLAD YOU SPOKE UP BECAUSE NOT ONLY FOR THE STUDENTS THERE NOW, BUT THOSE THAT WILL BE THERE IN THE FUTURE THEN THAT SYSTEMS IN PLACE.

[00:05:06]

IT'S A GREAT STORY. THANK YOU.

YEAH. ANY OTHER QUESTIONS FROM THE BOARD OR? I WAS JUST REALLY INSPIRED BY THE ARTICLE THEY WROTE ABOUT YOU.

SO THANK YOU FOR COMING TO SHARE.

OF COURSE. THANK YOU.

THANK YOU. THANK YOU. THANK YOU.

THANK YOU, MAGGIE. THANK YOU, MAGGIE.

[APPLAUSE] OKAY.

NEXT UP IN OUR STUDENT VOICE SECTION IS FROM PLEASANT VALLEY PRIMARY SCHOOL, THE GREEN TEAM ALONG WITH ASSISTANT PRINCIPAL KARA KENT.

COME ON UP, GROUP.

HOPEFULLY YOU'LL NOTICE THE MATCHING T SHIRTS WHEN THEY GET HERE.

[LAUGHTER] THAT'S WHY YOU CHANGED.

THAT'S WHAT IT WAS. WE'RE GOING TO THANK THE BOARD.

I'M THE ASSISTANT PRINCIPAL AT PLEASANT VALLEY PRIMARY, AND I AM HERE WITH JULIE HORROCKS AND ANGELENE SHELTON.

THEY ARE TWO OF OUR SECOND GRADE TEACHERS.

AND THIS IS THE THIRD OR FOURTH YEAR THAT THEY HAVE HAD A GREEN TEAM AT PLEASANT VALLEY PRIMARY.

AND THIS GROUP OF STUDENTS HAS WORKED THIS YEAR TO LEARN ABOUT WORMS IN ORDER TO HELP GET WORM BINS AT PLEASANT VALLEY PRIMARY NEXT YEAR.

THAT'S THEIR GOAL.

AND THEN THEY'VE ALSO WORKED TO PLANT A POLLINATING GARDEN AND THEY HAVE PLANTED MANY NATIVE PLANTS AT PLEASANT VALLEY PRIMARY. WE'VE HAD A VOLUNTEER, MR. WATRIN GENEROUSLY WORKED WITH THEM AND THEY HAVE ALL SAID THAT'S THEIR FAVORITE PART OF GREEN TEAM BUT ALSO MAKING THE WORLD A BETTER PLACE TO MAKE SURE THAT OUR HOME IS SAFE.

SO WE HAVE A LITTLE PRESENTATION THESE THE GREEN TEAM IS PRESENTING AT IT'S AN ONLINE SUMMIT FOR EARTHGEN AND THAT'S THE WASHINGTON STATE GREEN TEAM ORGANIZATION AND THEY WILL PRESENT THEIR PROJECT ON WEDNESDAY VIRTUALLY.

AND THEN WE WERE HOPING THAT WE GET CERTIFICATION AS A GREEN TEAM SCHOOL.

SO THAT IS WHAT THEY'VE BEEN WORKING TOWARDS AND THEY'VE BEEN DOING A FABULOUS JOB.

OH, AND THEN THEIR ACTION PROJECT WAS A POLLINATOR FRIENDLY PLEASANT VALLEY PRIMARY.

THAT'S THE TITLE OF THEIR PROJECT.

SO WE NOW HAVE POLLINATOR FRIENDLY GARDENS.

THEY DID SOME RESEARCH, PLANNING, DESIGN AND ACTION, AND THEY ADDED POLLINATOR FRIENDLY NATIVE PLANTS TO FOUR EXISTING LANDSCAPE AREAS IN FRONT OF THE SCHOOL.

LIKE, CAN YOU GUYS SAY IT? WHAT DID YOU PLANT THE LAYOUT? A LIATRIS? LIATRIS BULBS. THANK YOU. NICE.

YES, PLEASE. AND HERE'S A VIDEO THE TEAM CREATED OF THEIR WORK.

I CAN ALMOST HEAR IT.

CAN YOU GO TO THAT ON THE BOARD.

[00:10:13]

THE GREEN TEAM IS WORKING WITH MR. WATRIN. I LEARNED WE SHOULD TAKE CARE OF OUR EARTH BECAUSE WITHOUT TAKING CARE OF OUR EARTH WITHOUT IT, WE COULD NOT SURVIVE.

OH, AND THE GREEN TEAM PLANTED RED FLOWERING CURRANT AND SOME EXISTING PLANTS THAT ARE POLLINATOR FRIENDLY. SO THIS IS SOME OF THEIR WORK IN THE GARDEN UP FRONT OF PLEASANT VALLEY.

AND THEY DID A WILDFLOWER BLEND OF FLOWERS THAT WILL BRING IN HUMMINGBIRDS, BUTTERFLIES AND OTHER POLLINATORS.

AND THEY REVIEW THE OTHER EARTHGEN CATEGORIES AND BUILD ON THIS YEAR'S GARDEN PROJECT'S LEADING IDEAS: A SCHOOL WORM BIN FOR FOOD SCRAPS.

WE WANT TO THANK MR. WATRIN, MRS. SHELTON AND MRS. HORROCKS AND I DO NOT NEED TO BE THANKED, BUT THANK YOU.

AND NOW THE TEAM WOULD LIKE TO TAKE QUESTIONS FROM THE BOARD.

KARA, IS IT POSSIBLE FOR YOU TO HAVE THE STUDENTS OR YOU INTRODUCE THEM? YES, ABSOLUTELY.

WHAT IS YOUR NAME? MY NAME IS DAIWIK.

I AM IN MRS. SHELTON'S CLASS. HI, I'M BEN, AND I'M IN MRS. SHELTON'S CLASS, TOO.

HI. HI.

I'M ELLA, AND I'M ALSO IN MRS. SHELTON'S CLASS. HI, I'M MILLIE, AND I'M IN MS. HAWKS CLASS.

HI. MY NAME IS MERCER, AND I'M IN MRS. SHELTON'S CLASS. HI.

MY NAME IS VIOLET, AND I'M IN MS..

SHELTON'S CLASS.

THAT'S GREAT. OKAY.

ARE YOU READY FOR QUESTIONS? I HAVE A QUESTION.

SO THE SIX OF YOU.

DID YOU DO ALL THE PLANTING YOURSELF OR DID YOU HAVE OTHER STUDENTS THAT HELPED YOU? WE DID ALL THE PLANTING OURSELVES.

WE DID ALL THE PLANTING OURSELVES.

OH, WOW.

MR. WATRIN ALSO HELPED US.

I MADE THEM DO MOST OF THE WORK.

[LAUGHTER] WHEN DID YOU GUYS DO THE WORK? WAS IT DURING SCHOOL DAY OR WAS IT DID YOU DO STUFF OUTSIDE OF SCHOOL AS WELL? WE DID STUFF IN THE SCHOOL DAY.

OKAY, GOOD.

WHAT WAS YOUR GUYS' FAVORITE PART? SO MY FAVORITE PART WAS WORKING WITH MR. WATRIN. UH, TODAY HE BOUGHT, PAINTED BABY BUTTERFLIES.

OUR BUTTERFLIES HAVEN'T TRANSFORMED INTO BUTTERFLIES YET.

MY FAVORITE PART IS ALSO WORKING WITH MR. WATRIN. MY FAVORITE PART IS ALSO WORKING WITH MR. WATRIN. [LAUGHTER] TELL THEM SOME OF THE THINGS WE DO.

MY FAVORITE PART IS ALSO WORKING WITH MR. WATRIN. TELL US SOMETHING THAT WE DID ON THE TEAM.

WELL, WE ALSO PLANTED WE PLANTED STUFF WITH MR. WATRIN, LIKE THE FLOWERS ON THE VIDEO.

AND THAT WAS SUPER FUN.

MY FAVORITE PART WAS PLANTING STUFF AND LIKE HELPING OUR ENVIRONMENT.

CAN YOU TELL HIM ABOUT THE SPECIAL BOOK YOU READ THAT WE STARTED OFF WITH? I THINK THAT'S REALLY IMPORTANT.

THAT'S WHAT GOT ME HOOKED ON THE PROJECT IS THIS GROUP DID SOME SPECIAL READING IN ADDITION TO THE REST OF THE CLASSES.

THE BOOK IS CALLED MARTY MCGUIRE DIGS WORMS AND IT IS ABOUT A GIRL NAMED MARTY.

AND SHE'S TRYING TO HELP THE ENVIRONMENT LIKE US IN A SCHOOL PROJECT.

AND HOW SHE AND WHAT SHE DOES FOR THAT SCHOOL PROJECT SHE MAKES A WORM BIN AND SHE PUTS IT IN THE CAFETERIA.

SO EVERY DAY PEOPLE AREN'T WASTING FOOD IN THE CAFETERIA.

THE WORMS ARE IN THE CAFETERIA? YES.

WOW. WHAT HAPPENED ONE DAY? DO YOU REMEMBER IN THE CAFETERIA?

[00:15:06]

ONE DAY THE WORMS ESCAPED.

THAT'S WHAT I THOUGHT WAS GOING TO HAPPEN.

VERY DRAMATIC.

[LAUGHTER] SO YOU HAD TO KEEP READING TO FIGURE OUT THE REST OF THE STORY.

GREAT. THANK YOU GUYS SO MUCH FOR COMING TONIGHT.

IT'S REALLY BEEN A PLEASURE. THANK YOU. THANK YOU SO MUCH.

YOU GUYS ARE WONDERFUL. CAN WE SHAKE YOUR HAND? CAN YOU GUYS COME AROUND SO WE CAN SHAKE ALL OF YOUR HANDS? THANK YOU SO MUCH. SO NICE TO MEET YOU.

THANK YOU.

THANK YOU. TELL US ABOUT I SEE YOU EVERY DAY. NO.

WONDERFUL WORK, BUDDY. THANK YOU.

GREAT MEETING YOU. NICE JOB.

CAN WE GIVE THEM ONE MORE BIG HAND, PLEASE? [APPLAUSE] OKAY, GREAT. SO THAT'S IT FOR OUR STUDENT VOICE TONIGHT.

THANK YOU. I LOVE HAVING STUDENT VOICES AT THE START OF THIS THING.

WE APPRECIATE YOU COMING.

AND NEXT UP IS A LITTLE BIT MORE ON THAT FOR OUR DISTRICT ART SHOW.

SO I THINK ALLISON IS GOING TO TAKE THE LEAD.

GOOD EVENING BOARD. GOOD EVENING.

WE HAVE HAD LOTS OF WORK TOGETHER THIS YEAR AND I AM EXCITED TO BRING SOMETHING TO YOU THAT IS LIGHT AND FUN THIS EVENING.

SO I AM REALLY EXCITED TO PRESENT TO YOU THE 63RD ANNUAL ART SHOW IN CONJUNCTION WITH OUR COORDINATORS BECKY BROYLES AND BARB HOLTERMAN. AND UNFORTUNATELY, BECKY WASN'T ABLE TO MAKE IT TONIGHT, SO I HAVE BARB HOLTERMAN HERE WITH ME.

YOU MAY KNOW THAT THE ART SHOW WAS STARTED BY MY FATHER, A BATTLE GROUND HIGH SCHOOL ART TEACHER, IN COORDINATION WITH THE COMMUNITY LIBRARIAN FLORENCE RIECK.

MY DAD HAD ACCESS TO THE ART AND THE LIBRARY HAD ACCESS TO THE COMMUNITY AND THE SPACE TO DISPLAY THE ART.

SO THEIR PLAN WAS LAUNCHED.

COVID PUT A DAMPER ON THE JUDGING OF OUR ART SHOW FOR THE PAST COUPLE OF YEARS, BUT IT DIDN'T KEEP US FROM DISPLAYING STUDENT WORK.

LIKE EVERYTHING ELSE IN THE WORLD WE MOVED IT ONLINE.

AS THIS NEW FORMAT TOOK ROOT.

IT ALLOWED MORE PEOPLE TO VIEW THE WORK IN OUR GALLERY.

FAMILY AND FRIENDS FAR AND NEAR WERE ABLE TO SEE THE ART AT THEIR CONVENIENCE ON THE DISTRICT WEBSITE.

AS THE SCHOOL RESUMED THIS YEAR.

BECKY AND BARB WERE ABLE TO COLLECT FEEDBACK ABOUT THE FORMAT AND IT WAS DECIDED TO KEEP THE SHOW ONLINE.

WE DID POSTERS OF THE FIRST PLACE AND SPECIAL AWARD ARTWORK FOR YOU AND THE PUBLIC TO VIEW THIS EVENING.

AND HOPEFULLY YOU'VE HAD A CHANCE TO LOOK AT SOME OF THE INCREDIBLE TALENT OF THE STUDENTS IN OUR DISTRICT ON THE POSTERS AT THE BACK OF THE ROOM.

WITH THIS ONLINE FORMAT, WE ADDED A NEW CATEGORY TO THE JUDGING.

WE ADDED THE PEOPLE'S CHOICE COMPONENT, AND WE WANTED TO INCLUDE OUR COMMUNITY IN THE ART SHOW, MUCH LIKE YOU CAN DO AT THE COUNTY FAIR.

SO WE HAD OVER 500 PEOPLE WHO RESPONDED ABOUT THEIR FAVORITE PIECES OF ART.

AND WE WANT TO THANK EVERYBODY WHO WAS ABLE TO PARTICIPATE WITH THAT.

SO EVERYONE WHO IS HERE TONIGHT KNOWS THAT THEY HAVE WON EITHER A FIRST PLACE OR SPECIAL AWARD, BUT WE HAVE KEPT THE DETAILS UNDER WRAPS SO FAR.

THE SECOND, THIRD AND HONORABLE MENTION AWARDS WILL BE POSTED TO THE DISTRICT WEBSITE LATER THIS EVENING.

AND WE WOULD LIKE TO NOW PRESENT YOU WITH THE WINNERS OF THE AWARDS AND HAVE THEM COME TO THE FRONT.

SO WHEN I CALL YOUR NAME, IF YOU WOULD PLEASE COME TO THE FRONT AND WE'LL GO THROUGH A PROCESS OF SHAKING HANDS AND THEN GO ALL THE WAY UP AROUND, SHAKE EVERYBODY'S HANDS AND STAY RIGHT OVER HERE.

AND WE WILL HAVE YOUR PICTURE TAKEN AT THE END.

SO LET'S GO AHEAD AND START.

OKAY. SO WE ARE GOING TO START WITH THE FIRST PLACE AWARD WINNERS.

OUR FIRST. ARE WE GOOD? OKAY. SO OUR FIRST IS FIFTH GRADE, JONATHAN LIBHART FROM AMBOY MIDDLE SCHOOL.

[APPLAUSE] AND THEN IF YOU'LL GO AROUND.

I LIKE THAT. OKAY.

NEXT IS SIXTH GRADE.

LEXIE HUNT, LAUREN MIDDLE SCHOOL.

[00:20:03]

[APPLAUSE] SIXTH GRADE.

OH, MY GOSH.

NEXT IS SEVENTH GRADE ALLISON LE.

[APPLAUSE] [APPLAUSE] ALL RIGHT. NEXT, WE HAVE FOR DIGITAL ART AT THE HIGH SCHOOL LEVEL, WE HAVE ZOEY TURNER.

[APPLAUSE] THEN WE HAVE 3D SCULPTURE IS KIERA MCKEE, PRAIRIE HIGH SCHOOL.

IN OUR PHOTOGRAPHY CATEGORY, WE HAVE LANAE RHOADES BATTLE GROUND HIGH SCHOOL.

[APPLAUSE] IN OUR TWO DIMENSIONAL CATEGORY WE HAVE SYDNEY SCHAFTE.

[APPLAUSE] I HOPE I SAID THAT RIGHT.

PRAIRIE HIGH SCHOOL.

[APPLAUSE] DID I SAY YOUR NAME, RIGHT? NO. HOW DO YOU SAY IT? SCHAFTE. SCHAFTE. OKAY. THANK YOU. ALL RIGHT.

SYDNEY SCHAFTE.

OKAY. AND THEN WE HAD A OH, YEAH. OKAY. SORRY, GO AHEAD. SORRY.

OKAY. SO MOVING INTO THE PEOPLE'S CHOICE CATEGORY, THESE WERE VOTED ON BY THE 500 PEOPLE WHO WENT ONLINE AND CHOSE THEIR FAVORITE ARTWORK.

SO WE HAD A PRIMARY SCHOOL CATEGORY AND THAT IS PIPPA CROUCH FROM PLEASANT VALLEY PRIMARY SCHOOL.

[APPLAUSE] IN OUR MIDDLE SCHOOL CATEGORY, WE HAVE LUCY HUMPHREY FROM CHIEF UMTUCH MIDDLE SCHOOL.

[APPLAUSE] OUR HIGH SCHOOL CATEGORY IS BRIANNA MORRELL.

I HOPE I SAID THAT RIGHT, IS BRIANNA, HERE.

[APPLAUSE] CONGRATULATIONS. DID I SAY OKAY OUR NEXT CATEGORY IS THE BOARD'S CHOICE.

SO EACH OF OUR BOARD MEMBERS GOT TO SELECT THEIR FAVORITE PIECE.

AND OUR FIRST ONE IS EMMA FLOWERS FROM RIVER HOMELINK.

[APPLAUSE] OKAY. OUR NEXT PIECE IS EDA HOMOLA FROM TUKES VALLEY MIDDLE SCHOOL.

[APPLAUSE] [APPLAUSE] NEXT IS VIVIANNA NGUYEN FROM PRAIRIE HIGH SCHOOL.

[APPLAUSE] THANK YOU.

OKAY. NEXT IS SYDNEY WHISENHUNT FROM PRAIRIE HIGH SCHOOL.

[00:25:04]

[APPLAUSE] OKAY. BEST OF SHOW.

SO THESE WERE CHOSEN BY OUR JUDGES THAT DID OUR OVERALL AND WE HAD PARTICIPATION WITH JUDGING FROM THE I'M GOING TO HAVE BARB TELL ME THE NAME OF THE ASSOCIATION THAT HELPED US WITH JUDGING THIS. THE WASHINGTON ART EDUCATORS ASSOCIATION.

THANK YOU. OKAY. SO PRIMARY DIVISION.

[APPLAUSE] SAY THAT, RIGHT? TRIBON. I'M SORRY.

DAVID TRIBON, THANK YOU FOR HELPING ME WITH THAT.

OUR MIDDLE SCHOOL CATEGORY.

[APPLAUSE] OUR HIGH SCHOOL CATEGORY, SYDNEY SCHAFTE.

[APPLAUSE] SO SYDNEY'S GOING TO COME AROUND AGAIN AND THIS CERTIFICATE ACTUALLY HAS BOTH AWARDS ON IT.

[APPLAUSE] IN THE MIDDLE SCHOOL CATEGORY WE HAVE COLBY MCGRAW FROM AMBOY MIDDLE SCHOOL.

[APPLAUSE] IN THE HIGH SCHOOL DIVISION, WE HAVE MARCUS ROTSCHY, BATTLE GROUND HIGH SCHOOL.

[APPLAUSE] AND OUR FINAL CATEGORY FOR THE EVENING IS THE SUPERINTENDENT AWARD.

AND I WOULD LIKE TO CALL UP NELLIE DAVIS FROM CAPTAIN STRONG PRIMARY.

[APPLAUSE] CONGRATULATIONS. GOOD JOB.

A GROUP PHOTO, AND THEN I BELIEVE WE'LL HAVE A SHORT RECESS SO THAT EVERYBODY CAN DO THEIR PICTURES MAYBE IN THE BACK OR WHATEVER.

AND WE'RE GOING TO EXIT AND LET THEM CARRY ON WITH THE REST OF THE BOARD MEETING.

YOU DON'T NEED TO STAY FOR THE REST OF THE MEETING, BUT THANK YOU SO MUCH FOR COMING THIS EVENING.

THIS IS ONE OF MY FAVORITE EVENTS OF THE YEAR.

[APPLAUSE] SHE CAN SIT HERE. IF WE COULD HAVE ALL THE STUDENT AWARD WINNERS PLEASE COME TO THE FRONT FOR A GROUP PHOTO.

SO

[00:30:39]

RECONVENE WHEN THINGS HAVE CLEARED OUT JUST A LITTLE BIT.

OKAY. WE'LL GET RESTARTED.

THANK YOU. OUR CROWD HAS THINNED OUT A LITTLE BIT HERE, BUT THAT WAS DELIGHTFUL.

RICARDO REMINDED ME HE'S GOT SOME STUDENT VOICE, BUT I'M GOING TO PUT HIM IN, THE DIRECTOR REPORTS SO WE CAN MOVE FORWARD WITH OUR AGENDA.

SO NEXT UP IS OUR DIRECTOR COMMUNICATIONS COMMITTEE REPORTS.

FIRST UP, LEGISLATIVE COMMITTEE DIRECTOR HENRIKSON.

NOTHING TO REPORT AT THIS TIME.

GREAT. NEXT UP AFTER THAT IS THE AUDIT COMMITTEE.

THERE WASN'T AN AUDIT COMMITTEE MEETING THIS TIME.

OKAY, WE'RE MOVING ALONG.

AND BATTLE GROUND EDUCATION FOUNDATION DIRECTOR MADDUX, THEY DID HAVE THEIR BOARD MEETING AND THEY DISCUSSED A LOT.

SO I'LL JUST PULL THIS UP TO SHARE IT.

LET'S SEE. THEY GAVE A REPORT ON THE FCRC.

THEY'RE STRUGGLING.

REALLY IT'S JUST THERE'S NO WAY FOR THEM TO REACH OUT TO AND IDENTIFY ALL THE STUDENTS THAT THEY COULD.

AND SO THEY'RE JUST DOING THE BEST THEY CAN AT THIS POINT TO CONNECT WITH EVERYONE THEY CAN GET WITH AND ALSO FACING STAFFING CHALLENGES, AS MOST OF THE DISTRICT IS.

SO THEY ARE NOT UNTOUCHED IN THAT AREA.

THEY TALKED ABOUT THEY WILL BE PARTICIPATING AND GIVE MORE 24 AGAIN THIS YEAR.

GIVE MORE 24 STATED THEIR THEME THIS YEAR WILL BE GENEROSITY RISING.

SO LOOK FOR MORE INFORMATION ON THAT FROM THEM.

THEY WILL BE PICKING THE PHS SCIENCE SCHOLARSHIP, THOSE THAT WINNER WILL BE PICKED SOON.

AND ANOTHER GRADUATE REACHED OUT AND WANTS TO DO ANOTHER SCHOLARSHIP AT PHS.

SO THAT WAS PRETTY COOL THAT THE ALUMNI ARE COMING BACK AND WANTING TO GIVE BACK.

THERE IS A GRANT THAT WAS APPROVED FOR LISTEN LINE MENTAL HEALTH TRAINING.

IT'S A TRAIN, THE TRAINER METHODOLOGY.

THEY TALKED FOR A WHILE ABOUT THAT.

IT'LL BE ONE TRAINER TO TRAIN STUDENTS AND IT'S FOR MENTAL HEALTH CHALLENGES.

AND BEGINNING IN OCTOBER OF NEXT YEAR, THEY'LL BE ABLE TO GET THAT TRAINING.

AND THEN THEY ARE PLANNING ON PARTICIPATING IN DR.

SEUSS NEXT YEAR AND HAVE ORDERED BAGS OF BOOKS FOR THE FCRC.

SO AND HOPING FOR DELIVERY BY THE END OF THE SCHOOL YEAR, THEY WERE ABLE TO GET QUITE A DEAL BY DOING A LARGE ORDER EARLIER.

SO THAT WAS A GREAT SAVINGS FOR THEM.

AND THEN DENNY HAS MENTIONED THE PODCAST THAT HE'S ON, THE PRESIDENT OF THE EDUCATION FOUNDATION, SHE WILL ALSO BE PARTICIPATING IN THAT PODCAST.

SO THEY'LL GET TO LEARN A LITTLE BIT, PEOPLE WILL BE ABLE TO LEARN A LITTLE BIT MORE ABOUT THE FOUNDATION, AND THEN THEY'RE JUST WORKING ON SOME FUNDRAISERS.

ONE OF THE THINGS I WANTED TO NOTE, AND I WAS HOPEFUL TO MAYBE HEAR A LITTLE MORE INFORMATION, BUT MAYBE YOU GUYS ALL REMEMBER HEARING ABOUT HOUSE BILL 1660, AND THIS WAS THE ONE WHERE TO REMOVE BARRIERS FOR STUDENTS TO PARTICIPATE IN EXTRACURRICULAR ACTIVITIES WHO ARE ON FREE OR REDUCED LUNCHES.

SO THE FEES GET WAIVED AND THE STUDENTS CAN'T BE REQUIRED TO FUNDRAISE TO HELP OFFSET THOSE FUNDS.

SO ONE OF THE THIS KIND OF ALL TIED TOGETHER FOR ME BECAUSE ONE OF THE FUNDRAISERS OR ONE OF THE EXAMPLES, NOT FUNDRAISERS, ONE OF THE EXAMPLES OF A FEE WAIVER THAT WAS BROUGHT UP IS THE DISNEYLAND TRIP THAT PRAIRIE IS GOING ON.

AND THAT HAS SO THIS IS THE DISTRICT GETS TO SUPPORT THIS COST AND IT'S TO THE TUNE OF $24,000 DOLLARS.

AND I JUST THOUGHT THAT WAS JUST A LOT.

BUT THE IMPACT OF NOTHING WE CAN DO.

BUT I MEAN, IT'S A PASSED BILL.

SO I JUST THOUGHT THAT WAS INTERESTING TO SHARE.

AND THEN THEY PARTICIPATED IN THE TOUR, WHICH I BELIEVE DIRECTOR SNITILY IS GOING TO TALK ABOUT.

[00:35:07]

THEY'RE GOING TO ATTEMPT TO DO STUFF THE BUS AGAIN THIS YEAR, THIS FALL, THE THIRD WEEK IN AUGUST.

AND THEY'RE GOING TO BE REVIEWING THEIR FINANCIALS, DOING AN AUDIT REVIEW.

SO A LOT. WOW. IT WAS CRAMMED INTO AN HOUR MEETING AND THEY ALL JUST DO AN AMAZING JOB.

SO THANKS FOR LETTING ME SHARE THAT.

THEY DO GREAT WORK. THANK YOU.

NEXT UP, OUR WASHINGTON INTERSCHOLASTIC ACTIVITIES ASSOCIATION DIRECTOR CHAMPINE.

SO WE HAD ANOTHER MEETING, OUR MONTHLY MEETING, AND THEY WENT OVER THE STANDARD BUSINESS FINANCES, SOME TOURNAMENT STUFF. BUT I THINK WE'RE THE PASSING ALONG IS THERE.

ON AUGUST 16TH, THERE'S AN ADS WORKSHOP COMING UP THROUGH WIAA, AS WELL AS COACHING SCHOOLS ON THE 28TH AND 29TH OF JULY.

AND THAT'S SIGNIFICANT BECAUSE THE COACHES FOR MULTIPLE [INAUDIBLE] CAN POSSIBLY SATISFY SOME OF THEIR ANNUAL REQUIREMENTS AT THIS.

AND THERE'S A HANDS ON OPPORTUNITY AT THAT COACHING SCHOOL AND IT'S UP IN OLYMPIA.

IT'S $80 A COACH.

SO IF THERE'S ANY COACHES OUT THERE THAT ARE INTERESTED, PLEASE COORDINATE THROUGH YOUR ADS OR TOM ADAMS AND WE CAN PROBABLY GET THAT SET UP.

THE OTHER THING IN KIND OF REGARD TO THE SAME LINE OF COACHES TRAINING IS THAT WIAA IS GOING TO GO FROM MY WIAA, WHICH IS THE ACCOUNT YOU LOG INTO TO DO ALL YOUR COACHES TRAINING. THEY'RE TRANSITIONING TO A NEW PLATFORM.

IT'S CALLED 24/7.

WE WILL ACTUALLY DO THE TRAINING, BUT YOU'LL STILL REGISTER THROUGH WIAA.

SO IT'S JUST ONE MORE PATH, BUT IT SAVES WIAA SOME COSTS ASSOCIATED WITH PLATFORMS AND MAINTENANCE OF ALL THAT.

SO THAT'S A CHANGE COMING DOWN THE ROAD.

AND THEN THERE WE'RE NOT HAVING ANOTHER MEETING TILL AUGUST 7TH, SO I WON'T HAVE ANYTHING TO REPORT FOR THE NEXT COUPLE OF MONTHS.

[LAUGHTER] OKAY. I'LL TRY TO REMEMBER THAT.

YEAH. ARE THOSE TRAININGS OPEN TO OTHER THAN WIAA MEMBERS? I'M THINKING OF OUR MIDDLE SCHOOL BECAUSE IF I UNDERSTAND RIGHT, WE HAVEN'T JOINED WIAA FOR MIDDLE SCHOOL I WOULD IMAGINE THAT COACHES TRAINING IS OPEN TO THAT.

BUT AGAIN, I WOULD CHECK WITH PROBABLY TOM IF IT'S MIDDLE SCHOOL.

YEAH, I WOULD CHECK WITH TOM ADAMS ON THAT.

HE'D BE ABLE TO FIND OUT FROM WIAA.

RIGHT. BECAUSE I KNOW THEY HAVE SOME QUALITY OFFERINGS THAT WOULD BE BENEFICIAL FOR.

YEAH, YEAH, YEAH.

FOR SURE. OKAY.

ANY OTHER QUESTIONS? ALL RIGHT.

NEXT UP IS OUR WASHINGTON STATE SCHOOL DIRECTORS ASSOCIATION UPDATES.

AND WE DID HAVE OUR REGIONAL MEETING IN KELSO THAT SEVERAL MEMBERS WENT TO.

ANYBODY WANT IT? YEAH, IT WAS A GOOD MEETING.

IT WAS GREAT TO SORRY.

IT WAS A GOOD MEETING. IT WAS GOOD TO SEE, CONNECT WITH OTHER BOARD DIRECTORS WITHIN THIS AREA AND JUST GET TO KNOW SOME OF THEIR, YOU KNOW, SOME OF THE WAYS THEY'VE IMPROVED THEIR SCHOOLS AND DEALT WITH.

YOU KNOW ONE OF THE SUBJECTS WE TALKED ABOUT WAS WHAT THINGS DID YOU FIGURE OUT HOW TO DO DURING COVID THAT YOU'RE GOING TO KEEP DOING? AND SO IT WAS KIND OF A GREAT WAY TO HEAR WHAT OTHER SCHOOLS HAD DONE.

AND IT WAS JUST IT WAS PRETTY IMPRESSIVE.

SO IT WAS GOOD TO CONNECT IN PERSON.

ANY OTHERS.

THERE WAS ONE. ONE OF THE KELSO DIRECTOR, I THINK THE PRESIDENT OF THE KELSO BOARD TALKED ABOUT HOW THEY WENT AROUND AS BOARD MEMBERS TO EACH OF THE SCHOOLS AND MET WITH THE STUDENTS.

AND I THOUGHT THAT WAS A REALLY A GOOD IDEA.

I THOUGHT WE COULD LOOK AT AND DO THAT AND SEE THE POSSIBILITIES AND THE LOGISTICS OF THAT.

BUT BEING ABLE TO SIT DOWN AND HAVE LUNCH WITH THEM AND TALK WITH THEM AND HAVE SOME QUESTIONS ANSWERED AND CONNECT WITH THE STUDENTS THAT WAY, I THOUGHT THAT WAS A REALLY GREAT THING THEY DID AND SOMETHING MAYBE WE COULD IMPLEMENT SOMEHOW IN SOME FASHION HERE IN OUR DISTRICT.

GREAT. I LIKE IT.

KEEP TRACK OF THAT. ANY OTHERS? I HAD A STATE TRUST LANDS MEETING, WHICH I'VE GIVEN YOU SOME UPDATES ON.

IT WAS UNIQUE UP IN CASTLE ROCK AT THE DNR OFFICE, SO I WAS THE ONLY SCHOOL BOARD DIRECTOR THERE AMONG A WHOLE BUNCH OF COUNTY COUNCILMEN WHO WOULD ALSO IMPACT THOSE.

[INAUDIBLE] COUNTY, WAHKIAKUM, PACIFIC, THINGS LIKE THAT.

AND I GUESS WHAT I CAME AWAY WITH IS WE SHARE SOME OF THE SAME CHALLENGES AND HOW ARE WE GOING TO BUILD SCHOOLS AND CITY ROADS AND COUNTY FACILITIES AND THAT USING THE VERY LIMITED STATE TIMBER DOLLARS THAT ARE AVAILABLE.

SO I APPRECIATE THAT WSSDA YOU KNOW, FACILITATED THAT CONVERSATION BECAUSE IT'S GROUPS THAT WE DON'T ALWAYS MEET.

[00:40:06]

AND I THINK OUR PARTNERSHIPS WITH THE CITY AND ALL THAT ARE IMPORTANT PARTNERSHIPS TO MAKE SURE THAT WE PAY ATTENTION TOO IS THE MESSAGE I GOT AWAY FROM THAT.

OK. NEXT UP IS DIRECTOR REPORTS AND I SKIPPED OVER RICARDO AT STUDENT VOICE, SO I'M GOING TO GIVE YOU A FIRST SHOT UNDER DIRECTOR REPORTS.

AWESOME. SO LAST SATURDAY, WE HAD THE HAZEL DELL PARADE BUT PRAIRIE HIGH SCHOOL WE HAD OUR THEME, WHICH WAS CARS AS IN THE MOVIE, AND WE HAD THESE AWESOME SHIRTS AND WE DID LIFE IS A HIGHWAY AS OUR SONG.

SO THAT WAS REALLY FUN.

THEY ALSO HELD THE KINGDOM DANCE, WHICH IS A TANGLED THEME DANCE AT PRAIRIE TO GET MORE INVOLVEMENT FROM UNDERCLASSMEN.

AND I HEARD IT WAS REALLY SUCCESSFUL.

WE HAVE OUR DISNEYLAND TRIP ON WEDNESDAY AS WELL, SO I'LL BE AT CALIFORNIA FOR A BIT.

DRAMA AUDITIONS ARE ANNOUNCED FOR JUNE 6TH THROUGH THE 8TH, SO THAT'S GOING TO BE FUN.

WE HAVE TO LEARN HOW TO ROLLER SKATE FOR ONE OF OUR MUSICALS NEXT YEAR.

LAURIN BAND CONCERT IS HAPPENING THIS THURSDAY, I BELIEVE.

I WOULD ENCOURAGE EVERYONE TO GO.

AND FINALLY, OUR PHS BAND CONCERT IS ON JUNE 2ND.

GREAT. THANK YOU. OTHER DIRECTORS? JUST LIKE PROBABLY ANY SENIOR OUT THERE, WE'RE ALL READY TO GRADUATE.

I KNOW PRAIRIE HIGH SCHOOL, THE 25TH IS HAVING CAP AND GOWN AND GRADUATION PICKUP FOR TICKETS, 11 TO 5.

AND THEN BATTLE GROUND HIGH SCHOOL IS HAVING THEIR TICKET GRADUATION TICKET DAY, JUNE 3RD.

GREAT.

THANK YOU. I'D LIKE TO ADD THAT A COUPLE OF THINGS.

ONE, I'VE BEEN GOING TO THE MIDDLE SCHOOL CROSS-COUNTRY RACES THIS WHOLE SEASON AND MY SON RACES.

AND I'D JUST LIKE TO SAY THANKS TO TOM AND HIS GROUP OF FOLKS THAT ARE HELPING PUT THAT TOGETHER.

THEY'VE SUCCESSFULLY HELD THESE RACES.

WE'VE HAD A LOT OF STUDENTS OUT THERE AND IT'S BEEN REALLY POSITIVE AND ENGAGING.

SO I'D JUST LIKE TO SAY A GOOD THANK YOU TO TOM FOR THAT AND AGAIN, HIS GROUP FOR PUTTING THOSE ON.

THE OTHER THING IS WE HAD OUR ATHLETIC REVIEW TEAM MEETING HERE IN THE LAST WEEK, AND IF I'M GETTING THESE DATES WRONG, PLEASE CORRECT ME BECAUSE I KNOW YOU'RE SITTING RIGHT NEXT TO ME. SO TOM ANNOUNCED WE HAVE SOME NEW SEASON ADJUSTMENTS TO MIDDLE SCHOOL SPORTS .

AND WE HAVE FROM THE FIRST DAY OF SCHOOL, WE'LL HAVE CROSS COUNTRY AND GIRLS BASKETBALL.

AND THEN MID OCTOBER TO MID-DECEMBER, WE'LL HAVE GIRLS VOLLEYBALL AND BOYS SOCCER.

AND FROM JUNE TO MID-MARCH EXCUSE ME, JANUARY TO MID-MARCH, WE'LL HAVE BOYS BASKETBALL AND GIRLS SOCCER.

AND THEN, I BELIEVE RIGHT AFTER SPRING BREAK UP TO MEMORIAL DAY, WE'LL ACTUALLY BE ADDING TRACK TO MIDDLE SCHOOL SPORTS.

SO AND I THINK THAT WE'RE LOOKING AT SOME SHARED RESOURCES FROM THE HIGH SCHOOL, IF I'M NOT MISTAKEN.

SO YEAH.

AND THEN WE'LL BE WORKING ON THE OTHER SPORTS AS WE GET THERE.

SO RITA DID I GET THOSE DATES RIGHT? SOUNDS GOOD TO ME. PERFECT.

ALL RIGHT. YEAH, THAT'S WHERE WE'RE AT.

GREAT. THANKS. AS MANY OF THOSE EVENTS AS WE CAN ATTEND, THAT'S GREAT.

SO WE CAN SEE HOW THAT ROLLS IN.

I HAVE A COUPLE OF THINGS TO REPORT.

DID THE TUKES VALLEY MIDDLE SCHOOL TOUR WITH CINDY AND I BOTH DID THAT AND ANGELA CAME ALONG AND ANYWAY, IT WAS A NICE VISIT.

IT WENT PRETTY QUICK. WE WERE DONE IN ABOUT AN HOUR, BUT WE GOT TO SEE ALL THE BUILDINGS AND AND MINGLE WITH SOME OF THE TEACHERS AND STUDENTS.

AND IT WAS, ALL IN ALL, A GOOD VISIT.

ONE AT A SCHOOL THAT I'M FAIRLY FAMILIAR WITH, SINCE THAT'S WHERE MY KIDS WENT.

BUT IT WAS A NICE VISIT.

HEATHER DID A GOOD JOB TAKING US AROUND.

THANKS FOR THE TAG ON THAT, BY THE WAY.

YEAH, COVERING ME. YEAH, IT WAS THE TOUR WAS REALLY NICE.

I DON'T THINK I'VE EVER BEEN ON SCHOOL BOARD TOUR WHERE WE'VE SEEN EVERY SINGLE CLASSROOM IN THE WHOLE ENTIRE SCHOOL, GOT TO SAT AND PLAY WITH THE FIFTH GRADERS AND DID A LITTLE GAME WITH THEM.

IT WAS JUST AWESOME.

GREAT. THANK YOU. MY OTHER REPORT WAS THAT I ATTENDED THE SENSE AND SENSIBILITY PRODUCTION AT MY PRAIRIE HIGH SCHOOL.

I THOUGHT IT WAS REALLY GOOD.

I HAD SOME DOUBTS GOING IN HOW THAT WAS GOING TO PLAY AT A BATTLE GROUND HIGH OR AT A HIGH SCHOOL LEVEL.

[00:45:01]

BUT I WAS SURPRISED THERE WAS TONS OF ENERGY.

PROBABLY ONE OF THE MOST THE CONTRIBUTORS OF MOST OF THE ENERGY WAS OUR OWN, RICARDO.

JUST IT WAS JUST ENERGY FROM BEGINNING TO END KEPT HIM MOVING THE WHOLE TIME.

AND IT WAS A GREAT STORY TOLD A LOT OF INNOVATIVE THINGS DONE ON THE SET.

AND I WAS REALLY, REALLY PLEASED.

SO NICE JOB.

IT WAS HARD. YEAH.

[LAUGHTER] GREAT COSTUMES. THE DESIGNS.

YEAH. YEAH, IT WAS AMAZING.

AND, RICARDO, YOU BROUGHT AN ENERGY LEVEL.

MY HUSBAND SAID HE'D NEVER MET YOU, BUT HE FELT LIKE HE KNEW YOU BY THE END.

OKAY, GREAT. WE HAD ONE OTHER TOUR.

WE SLIDE INTO THE TOUR CATEGORY HERE.

PLEASANT VALLEY PRIMARY GROUP TWO.

YES, YES. SO VISITED PLEASANT VALLEY PRIMARY.

AND AS ALWAYS, JUST HAD A GREAT TOUR.

IT'S INTERESTING HOW UNIQUE EVERY BUILDING IS AND PLEASANT VALLEY IS NOT AN EXCEPTION.

AND THERE'S JUST A I DON'T KNOW, A JOY, I WOULD SAY, IN EVERY SCHOOL AS WE GO IN.

AND MAYBE PART OF IT IS WE'VE TAKEN THE MASKS OFF AND WE'RE SEEING PEOPLE'S FACES AGAIN, BUT HAD A REALLY GOOD TOUR THERE AND REALLY APPRECIATE THE OPPORTUNITY TO GET IN AND SEE KIDS NOT ONLY WORKING BUT ENJOYING THE LEARNING.

DID YOU WANT ME TO GO ON WITH THE DIRECTOR'S REPORT? WERE YOU GOING TO GO ON BACK TO THE TOURS, GO AHEAD AND DO YOUR DIRECTOR'S REPORT.

OKAY. SO ALSO ATTENDED THE APPRENTICESHIP SIGNING 18 STUDENTS WHO ARE ENTERING APPRENTICESHIPS AND A LOT OF COMMUNITY SUPPORT.

AND CINDY ARNOLD DESERVES A LOT OF CREDIT FOR PUTTING THIS TOGETHER.

IT WAS A GREAT TIME WITH LUNCH AND THEN EACH STUDENT CAME UP AND SIGNED.

THE EMPLOYERS WERE HERE AS WELL, AND WE JUST APPRECIATE ALL THE SUPPORT AND WISH THEM, THESE YOUNG STUDENTS, THE BEST IN THE PATH THEY'VE CHOSEN. IN ADDITION, I ATTENDED THE CITIZENS ADVISORY COMMITTEE TOUR AND WE TOURED THE HIGH SCHOOL BATTLE GROUND HIGH SCHOOL, CAPTAIN STRONG, CHIEF UMTUCH, AND WE ALSO TOURED THE FUTURES PROGRAM, WHICH WAS AN AMAZING I HAD NOT SEEN IT BEFORE AND I WAS VERY IMPRESSED.

AND THE STUDENTS THERE SHOWED US EXACTLY WHAT THEY'RE LEARNING AND HOW THEY'RE TRANSITIONING TO EMPLOYMENT.

AND THEN THEY SHOWED US THEIR LITTLE BARKERY FACTORY THAT THEY HAVE AT THAT FACILITY AND EXPLAINED THAT THE BARKERY, THE PROCEEDS FROM THEIR BARKERY PROJECT PAYS FOR MUCH OF THE SUPPLIES THAT THEY NEED FOR OTHER PARTS OF THEIR PROGRAM.

SO IT WAS A GREAT TOUR.

THAT'S ALL I HAVE. THANK YOU VERY MUCH.

ANY OTHERS FOR DIRECTORS REPORTS.

ALL RIGHT. THAT'S IT FOR OUR BOARD COMMUNICATIONS TONIGHT.

NEXT UP IS OUR SUPERINTENDENT AND STAFF UPDATES.

CAN WE TALK ABOUT I'M SORRY? DID I MISS ONE? JUST THE PLEASANT VALLEY MIDDLE SCHOOL TOUR THAT WE DID? RICARDO AND TED AND I AND.

SHELLY. SHELLY [LAUGHTER] IT WAS IMPORTANT SHE WAS THERE.

IT WAS ALSO A REALLY GOOD TOUR.

AND I WOULD ALSO LIKE TO POINT OUT THE DIFFERENCE, THE SIGNIFICANT DIFFERENCE BETWEEN THE SCHOOLS JUST WALKING INTO SOME OF THE OLDER BUILDINGS VERSUS SOME OF THE NEWER ONES.

IT'S BUT THEY MAKE DO THE THINGS THEY'RE DOING IN THE SCHOOL.

I THINK THE BIGGEST THING THAT STOOD OUT TO ME WAS THE GREEN ROOM THAT THEY TALKED ABOUT THAT WAS PRETTY SPECIAL.

A PLACE WHERE KIDS CAN GO IF THEY JUST NEED A MOMENT.

IT WAS BLUE, NOT GREEN.

BUT NONETHELESS, IT WAS.

IT'S GOOD THAT WE'RE ABLE TO OFFER THESE AREAS FOR KIDS SO THAT IT CAN THEY CAN AVOID DISCIPLINE ISSUES.

IT'S USUALLY A STEP RIGHT BEFORE THAT IS HOW THEY WERE EXPLAINING IT TO US.

SO THAT WAS GOOD.

AND THEN I WAS GOING TO ASK YOU WHEN YOU WERE TALKING ABOUT SPORTS.

DID YOU IN GOING ACROSS COUNTRY, WE MET A YOUNG MAN WHO GOT A LOT OF PROPS FOR HE WAS TAKING FIRST PLACE IN ALL HIS RACES.

DID YOU GET TO SEE HIM RACE? I DID.

IN FACT, GET TO SEE HIM RACE.

HE BEAT MY SON.

HE WAS A NICE YOUNG MAN ON OUR TOUR AND I MET HIM IN THE STEM CLASS AND HE CAME UP AND INTRODUCED HIMSELF.

THAT WAS THE SECOND TIME WE HAD ACTUALLY GOT TO MEET HIM THAT DAY.

AND THEN I SAW HIM AT THIS LAST RACE LAST WEEK AND I THINK HE TOOK THIRD.

SO YEAH, MY SON WAS HE WAS COMING.

BUT YEAH, I DID SEE HIM RACE.

HE'S FAST. HE'S VERY FAST.

[00:50:06]

THERE'S DEFINITELY A SIGNIFICANT DIFFERENCE IN THE OLDER BUILDINGS AND I AGREE THEY ARE MAKING THE BEST OF THAT.

I ACTUALLY FELT VERY IT FELT LIKE HOME IN THERE FOR VERY WELCOMING AND THE KIDS TRANSITION FROM CLASSES VERY SMOOTHLY.

THEY DID A GOOD JOB THERE AND I JUST SAY I REALLY ENJOYED THE STEM CLASS PORTION OF IT WITH WHAT THE KIDS WITH THE HANDS ON APPROACH TO THE SCIENCE AND THEM HAVING TO FIGURE ALL THESE PROJECTS OUT.

AND IT WAS JUST A REALLY GOOD, GOOD CLASS TO SEE INTERACT WITH.

YEAH, THEY WERE CHANGING OVER FROM TWO WHEEL DRIVE VEHICLES TO FOUR WHEEL DRIVE AND THEY WERE FIGURING OUT HOW TO DO THAT.

IT WAS PARTICULARLY FUN FOR ME BECAUSE LORI WILSON, THEIR TEACHER, WAS IN MY SIXTH GRADE CLASS HERE ON THE LEWISVILLE CAMPUS, SO THAT WAS PARTICULARLY FUN FOR ME.

[LAUGHTER] YEAH, IT WAS A NICE VISIT, LOTS OF GREAT THINGS HAPPENING IN THE BUILDING.

AND ALTHOUGH THE ENVIRONMENT IS DIFFERENT THAN SOME OF OUR NEWER BUILDINGS, ONE OF THE THINGS THAT JUST STRUCK ME IS JUST HOW THE LEARNING ENVIRONMENT IS STILL WELCOMING AND WARM AND THAT THE KIDS WERE TRANSITIONING, AS TED SAID, SMOOTH SMOOTHLY, ALTHOUGH THEY ARE NOW TRANSITIONING OUTSIDE AND THEY HAVE THE BENCHES, THE BUDDY BENCH, WELL, THEY'RE NOT BUDDY BENCHES, BUT THEY'RE BENCHES THAT THEY PLACED OUTSIDE.

BECAUSE DURING THEIR EATING THEY NEEDED TO SEPARATE A LITTLE MORE.

SO OUTSIDE EACH CLASSROOM THOSE BENCHES ARE THERE AND THEY SAID THEY CONTINUE TO USE THOSE.

SO THOSE ARE NICE.

HATS OFF TO KEVIN FOR GETTING THOSE DONE.

THEY SAID THAT THAT HAPPENED REALLY QUICK.

SO NICE TO SEE SOME OF THOSE THINGS LAST.

AND IT WAS A NICE SUNNY DAY.

SO THE OUTDOOR TRANSITION WAS NICE.

YES, IT WASN'T BORING ON US.

IT JUST FELT REALLY WELCOMING AND LIKE I WENT THERE.

SO IT WAS LIKE PRETTY FUN TO SEE MY OLDER TEACHERS.

I GOT A LOT OF HUGS THAT DAY, BUT YEAH, NO, DEFINITELY THE BENCHES WERE NEEDED AND THEY LOOK REALLY NICE.

GREAT. THANKS TEAM FOR SLOWING ME DOWN AND MAKING SURE I COVER ALL THE POINTS.

IS THAT IT FOR OUR TOURS AND DIRECTOR REPORTS?

[6. Superintendent and Staff Updates]

OKAY, NOW WE'LL PASS IT ON TO THE SUPERINTENDENT AND STAFF UPDATES.

THANK YOU, MR. PRESIDENT.

THERE'S A LOT ON THE AGENDA.

SO IT'S OKAY THAT YOU.

I WAS TRYING TO MOVE TOO FAST.

THAT'S ALL RIGHT. I WOULD JUST SAY, AS AN ASIDE, BEFORE I JUMP INTO THE MEAT OF MY SUPERINTENDENTS UPDATE THAT I DID ENJOY THE TOUR OF PLEASANT VALLEY PRIMARY, KARA AND CRAIG, THE ADMIN TEAM OVER THERE DID AN OUTSTANDING JOB.

ALL THE STAFF WAS VERY WELCOMING.

IT WAS FUN TO SEE THE STUDENTS AND YOU KNOW, I KNOW WE TALK ABOUT FACILITIES AND THE FACT THAT THEY DON'T HAVE A CAFETERIA, BUT MAN, THOSE CLASSROOMS THAT THEY HAVE ARE HUGE.

SOME OF THOSE THE OLDER BUILDINGS, THEY HAVE GREAT BIG CLASSROOMS FOR SIZE COMPARISON.

SO SOMETIMES THERE'S A TRADEOFF BUT GREAT VISIT.

SUPERINTENDENTS UPDATE.

I JUST WANTED TO JUST TO PASS THIS ON THERE'S NOTHING COMING DOWN WITH THIS, BUT OUR COVID NUMBERS ARE ON THE RISE IN MARCH AND APRIL.

AS WE GOT OUT OF OMICRON, WE WERE AVERAGING JUST, BARELY TEN CASES PER WEEK.

AND THE LAST TWO WEEKS WE'VE SEEN AN INCREASE TO 47 CASES AND 82 CASES.

NOW, I WAS ON A CALL WITH THE DEPARTMENT OF HEALTH TODAY.

THERE ARE NO BECAUSE OUR HOSPITALIZATION RATE IN THE COUNTY STILL REMAINS VERY LOW.

THERE'S NO MOVE.

THEY SAY THAT THIS VARIANT IS PROVING TO BE, IN MOST INSTANCES, NOT VERY DEBILITATING.

AND SO THEY'RE NOT SEEING A LOT OF SERIOUS INJURIES OR SERIOUS DISEASE COME OUT OF IT.

BUT IT IS SOMETHING TO KEEP AN EYE ON.

THEY ARE ALSO THINKING THAT WE ARE AT THE PEAK AND THAT WE'LL SEE THESE NUMBERS BEGIN TO DECLINE.

SO THAT IS GOOD NEWS.

BUT IT IS HAVING SO THE BOARD IS AWARE IT IS HAVING AN IMPACT AGAIN ON OUR SUBSTITUTE SITUATION.

WE HAVE SEEN A NUMBER OF AND I SEE THE STUDENTS OVER THERE SHAKING THEIR HEADS.

THEY'VE PROBABLY SEEN THE SAME THING.

OUR HIGH SCHOOLS HAVE BEEN SIGNIFICANTLY IMPACTED.

ON THE GOOD SIDE OF THINGS.

KINDERGARTEN ENROLLMENT IS UP AND RUNNING, AS YOU KNOW.

AND I WANTED TO UPDATE EVERYBODY.

LAST YEAR AT THIS TIME, WE HAD 325 STUDENTS REGISTERED FOR KINDERGARTEN.

AND RIGHT NOW WE HAVE 460 REGISTERED.

SO A SIGNIFICANT INCREASE.

AND THE FEELING FOR US IS THAT WE ARE GOING TO SEE A LARGE NUMBER OF KINDERGARTNERS COMING INTO OUR

[00:55:08]

SCHOOL THIS YEAR, THAT IT'S NOT JUST ABOUT EARLY ENROLLMENT, IT'S ABOUT INCREASED ENROLLMENT.

SO THAT IS GOOD NEWS.

I DID WANT TO UPDATE THE BOARD.

AS YOU KNOW, PROBABLY ABOUT A MONTH AGO, I SENT YOU AN EMAIL THAT SAID WE WERE STRUGGLING WITH THE VAPING LAWSUIT, JUST GETTING IT IN.

I WANT YOU TO KNOW THAT THAT PAPERWORK HAS BEEN SUBMITTED AND THAT WE ARE OFFICIALLY A PART OF THE LAWSUIT.

SO THAT WILL DEVELOP OVER TIME.

BUT I'LL KEEP YOU UPDATED AS WE MOVE FORWARD.

AND LASTLY, I WOULD LIKE TO PUT ON THE RADAR OF THE ENTIRE BOARD.

I HAD JUST A PRELIMINARY DISCUSSION WITH JACKIE AND MARK AT OUR BOARD PLANNING THAT I WOULD LIKE TO HAVE A DISCUSSION ABOUT THE POSSIBILITY OF SOME WAIVER DAYS FOR THE DISTRICT TO BE USED FOR PROFESSIONAL DEVELOPMENT.

AND IT IS SOMETHING THAT THE OSPI OFFERS.

IT'S SOMETHING THAT A LOT OF DISTRICTS TAKE THEM UP ON.

WE HAVE NEVER DONE THAT, BUT WE'RE LOOKING FOR TIME.

WE DON'T JUST SO YOU'RE AWARE WITH THE MOVEMENT OF CAM OVER TO THIS CAMPUS, THE LEWISVILLE CAMPUS, WE'RE GOING TO LOSE ACCESS TO OUR PROFESSIONAL DEVELOPMENT ROOMS. WE REALLY WON'T HAVE TIME TO POLL TEACHERS.

AND THEN THE SUBSTITUTE ISSUE IS ANOTHER THING.

COMBINE THAT WITH THE [INAUDIBLE] ISSUE AND NO PLACE TO HOLD TRAININGS DURING THE DAY, WE'RE JUST LOOKING FOR SOME OPPORTUNITIES.

SO WE HAVE A PLAN THAT WE COULD HAVE TWO WAIVER DAYS THAT WE MIGHT USE AND WE'D SPREAD THEM OUT, POTENTIALLY ONE IN NOVEMBER AND ONE IN FEBRUARY.

BUT I WOULD LIKE TO PUT ON THE BOARD'S RADAR THE POSSIBILITY OF A BOARD WORK SESSION SOMETIME MAYBE TOWARDS THE END OF JUNE, WHERE WE COULD SHOW YOU WHAT OUR THINKING IS AND WHAT OUR PLAN IS AND ANSWER ANY QUESTIONS THAT YOU MIGHT HAVE.

AT THE VERY LEAST I'D LIKE TO GET A DECISION MADE BY THE END OF JULY.

SO WE HAD PLENTY OF TIME TO WORK WITH OUR STAFFS AT THE BEGINNING OF THE YEAR AND TO WORK WITH OUR FAMILIES.

SO. JUST SOMETHING TO THINK ABOUT.

DON'T WE CAN PROVIDE YOU WITH MORE INFORMATION AS WE MOVE FORWARD.

CAN YOU REMIND ME, IS THE WAIVER ITSELF TIME SENSITIVE? NO, THE WAIVER CAN BE SUBMITTED AT ANY TIME.

AS A MATTER OF FACT MANY DISTRICTS SUBMIT THEY DON'T ASK FOR, IF THEY WANT TO GET TWO DAYS, FOR INSTANCE, THEY'LL SUBMIT A WAIVER FOR ONE DAY AS IT'S COMING UP AND THEN SUBMIT A WAIVER FOR A SECOND DAY LATER IN THE YEAR.

WE HAVE IT CALENDARED OUT.

AND SO AGAIN, I WOULD JUST ASK.

THE ONLY CONDITION FOR THE WAIVER IS THAT OBVIOUSLY WE HAVE TO DEFEND OUR RATIONALE AND THEN WE STILL HAVE TO MEET THE MINIMUM NUMBER OF HOURS REQUIRED BY THE STATE.

BUT CURRENTLY OUR SCHOOL DISTRICT IS 32 HOURS ABOVE THE STATE MINIMUM.

SO IF WE WERE TO TAKE TWO DAYS, IT WOULD BE SEVEN AND A HALF HOURS EACH DAY.

THAT WOULD BE 15 HOURS, WE'D STILL BE 17 HOURS ABOVE AND WE'D BE ABLE TO HAVE THESE EXTRA TWO DAYS.

SO AGAIN, SOMETHING I'LL BE BRINGING TO THE BOARD AS WE MOVE FORWARD.

WITH THAT, WE HAD A TEACHING AND LEARNING PRESENTATION BY THE SPECIAL ED DEPARTMENT, BUT WE SHIFTED THAT BACK FOR A NUMBER OF REASONS.

SO WE'LL BE MOVING THAT TILL THE 13TH.

SO TEACHING AND LEARNING DOESN'T HAVE ANYTHING.

BUT I'M GOING TO TURN IT OVER TO OUR HUMAN RESOURCES DEPARTMENT AND OUR EXECUTIVE DIRECTOR, MICHELLE REINHARDT.

THANK YOU. GOOD EVENING, BOARD.

I JUST HAVE A COUPLE OF THINGS TO SHARE WITH YOU.

SO LAST FRIDAY WE STARTED OUR CONTRACT NEGOTIATIONS WITH PSC.

SO IF YOU RECALL ABOUT A YEAR AGO, WE IN AGREEMENT WITH PSC, WHICH IS THE CLASSIFIED ASSOCIATION, WE AGREED THAT IT WASN'T THE BEST TIME TO BE ENTERING INTO NEGOTIATIONS WITH THE COMPLEXITY OF COVID.

AND SO AN MOU WAS CREATED AND AN AGREEMENT THAT WE WOULD WAIT ONE MORE YEAR AND SO THAT IS UPON US.

AND SO WE ARE NOW JUST STARTING THAT.

SO WE HAVE BOOKED OUT A COUPLE OF DAYS IN THE NEAR FUTURE TO BE WORKING CLOSELY WITH OUR PSC REPRESENTATIVES AS WELL AS THE TRUSTEES. SO THAT WILL PROBABLY BE A GOOD PART OF OF THE SUMMER FOR US.

THE SECOND PIECE I WANTED TO SHARE WITH YOU IS JUST TO DRAW ATTENTION TO THE CONSENT AGENDA.

[01:00:02]

THERE IS AN ITEM ON THERE AND THAT IS THE REVISION OF THE EXTRACURRICULAR EMPLOYEES CONTRACT.

SO WE UPON MUTUAL AGREEMENT BETWEEN THE TWO, THE ASSOCIATION AND THE DISTRICT WE AGREE THAT THERE WERE SOME CHANGES THAT NEEDED TO BE MADE. AND IT WAS REALLY IT WAS BROUGHT TO OUR ATTENTION THAT SOME PIECES HAD BEEN OMITTED FROM THE EXTRA CURRICULAR CONTRACT.

IT ALSO WAS AN OPPORTUNITY TO DEFINE SOME OF THE MIDDLE SCHOOL SPORTS A LITTLE BIT MORE OR ADJUST SOME OF THE LANGUAGE TO MAKE IT A LITTLE MORE ACCURATE IN TERMS OF WHAT WAS TRULY HAPPENING.

SO BOTH BGSD AND AND BGA, WE WERE IN AGREEMENT THAT IT WAS A GOOD TIME TO JUST REOPEN IT, MAKE THOSE ADJUSTMENTS, AND IT'S A THREE YEAR CONTRACT SO.

THE CHANGES THAT ARE OUTLINED THERE ON THE PROPOSAL ARE ONES THAT WE KNOW WILL PROVIDE CLARITY FOR OUR SCHOOLS AND FOR OUR COACHES.

SO AND THAT'S IT.

THANK YOU. AND NOTHING FROM FINANCE.

I MEAN, NOT NOTHING. THEY HAVE LOTS OF THINGS GOING ON.

THEY'RE JUST NOT REPORTING TODAY.

AND THEN NOTHING FROM MR. JOLMA. INSTEAD, WE WILL GO STRAIGHT TOWARDS COMMUNICATIONS.

RITA SANDERS.

GOOD EVENING, BOARD. I HAVE A FEW THINGS.

THE FIRST I WANTED TO MENTION IS IF YOU'VE BEEN, HAVE RECEIVED OUR COMMUNICATIONS, OUR NEWSLETTERS, YOU WILL SEE THAT WE HAD A VIDEO ON PLEASANT VALLEY PRIMARY'S, THIRD GRADE VISIT TO THE OREGON ZOO.

CHRIS WENT TO THE ZOO WITH PLEASANT VALLEY PRIMARY AND RECORDED WHAT THEY SAW.

THEY WERE WORKING ON WRITING AND ANIMAL HABITATS.

AND SO THEIR FIELD TRIP, WHICH IS ONE OF THE FIRST THAT KIDS HAVE BEEN ABLE TO GO ON IN A LONG TIME, CULMINATED THAT WRITING PROJECT SO THAT WAS A LOT OF FUN FOR THEM.

THEN ALSO, AS RICARDO MENTIONED, WE HAD THE PARADE OF BANDS IN HAZEL DELL OVER THE WEEKEND AND THERE'S 26 BANDS THAT PARTICIPATE IN THAT PARADE AND EIGHT OF THEM ARE OURS, A THIRD, AND THEY COME FROM ALL OVER RIDGEFIELD, EVERGREEN, VANCOUVER, THE CENTER. AND SO WE'RE A SIGNIFICANT PORTION.

SO I KIND OF LIKE TO JOKE THAT IT MAYBE SHOULD BE CALLED THE BATTLE GROUND PARADE OF BANDS.

[LAUGHTER] BECAUSE WE SEEM TO SEND ALL OF OUR MIDDLE AND HIGH SCHOOL BANDS EVERY YEAR.

WE HAVE THE MOST AMAZING BANDS AND IT'S WONDERFUL THAT THEY CAN PARTICIPATE IN THAT.

AND SO CHRIS AND JENNA ALSO WERE THERE TAKING PHOTOS AND VIDEOS AND THEY POSTED THAT ON FACEBOOK.

AND THAT'S ONE OF THE THINGS WE DO EVERY YEAR THAT WE GET A LOT OF LIKES AND PEOPLE LIKE TO SEE THAT ON FACEBOOK, SEE ALL OUR BANDS PERFORMING.

SO YOU CAN SEE THE CARS ON FACEBOOK IF YOU GO CHECK OUT OUR POST THAT WE DID FROM THAT DAY.

AND THEN ALSO A COUPLE OF EVENTS WE HAVE COMING UP.

WE HAVE THE A BATTLE GROUND NIGHT OF JAZZ.

THAT'S THIS THURSDAY AND IT'S AT BATTLE GROUND HIGH SCHOOL AND IT'S $2 TO GET IN AND IT STARTS AT 6 P.M.

AND IT FEATURES SEVERAL OF OUR MIDDLE AND HIGH SCHOOL JAZZ BANDS AND IT GOES UNTIL 8:40.

SO WE DID PUT A SCHEDULE IN OUR NEWSLETTER.

IF YOU WANT TO LOOK AT THAT AND GO FOR THE WHOLE THING OR SEE SOME SPECIFIC BANDS, YOU CAN DO THAT.

ANOTHER EVENT WE HAVE COMING UP IS WE'RE PARTNERING WITH THE PREVENT TOGETHER COALITION OF BATTLE GROUND AND WE'RE GOING TO HAVE A VAPING PREVENTION EDUCATION NIGHT FOR PARENTS AND STUDENTS, AND THAT'S HAPPENING ON JUNE 7TH AT CHIEF UMTUCH MIDDLE SCHOOL, AND THAT ALSO STARTS AT 6:00 PM.

AND WE'RE GOING TO HAVE ONE OF OUR PREVENTION INTERVENTION SPECIALISTS THERE AND A MEDICAL EXPERT.

AND OF COURSE, THE PREVENT TOGETHER COALITION.

AND OUR DREAM TEAM IS ALSO GOING TO BE THERE DOING SOME ACTIVITIES FOR MIDDLE SCHOOL YOUTH TO LEARN ABOUT WHY YOU SHOULDN'T VAPE.

SO IT'S GOING TO BE A GREAT EVENT.

AND THEN THE LAST THING I WANT TO MENTION IS SO EVERY YEAR WE HAVE OUR ANNUAL WSPRA CONFERENCE AND WE WENT TO THAT THIS YEAR AND WE HAVE THE OPPORTUNITY TO SUBMIT OUR WORK FOR THEIR AWARDS.

AND SO THIS YEAR WE ENTERED I THINK EIGHT THINGS AND WE WON SEVEN AWARDS IN THE CATEGORIES THAT WE ENTERED. AND SO I ASKED JENNA BUESCHER-HILL, SHE'S OUR NEWEST COMMUNICATION SPECIALIST.

SHE DOES WEBSITES AND GRAPHIC DESIGN AND PUBLICATIONS.

JENNA IS HERE AND SHE ALSO WAS A MAJOR FORCE BEHIND THE ART SHOW AND EVERYTHING THAT YOU SAW, THE WEBSITE AND THE CERTIFICATES AND THE POSTERS, EVERYTHING WE DID, JENNA PUT ALL THAT TOGETHER AND THEN CHRIS ALSO IS HERE.

AND SO I WANTED TO SHARE THE AWARDS WE WON.

WE GOT AN AWARD OF EXCELLENCE.

[01:05:01]

THAT'S THE HIGHEST AMOUNT OF POINTS YOU CAN GET.

YOU GET AWARD OF EXCELLENCE.

AND WE WON THAT FOR THE MIDDLE SCHOOL SPORTS REBRANDING PROJECT, AND THAT WAS SO THESE ARE FOR THINGS WE'VE DONE, LIKE THE STARTING LIKE FROM APRIL A YEAR BEFORE THAT.

AND SO I KNOW JENNA JUST STARTED HOWEVER SHE HAPPENS TO HAVE BEEN INVOLVED WITH A LOT OF THESE THINGS BECAUSE WE SHE WAS FREELANCING FOR US AND DOING A LOT OF OUR GRAPHIC DESIGN BEFORE WE BROUGHT HER INTO OUR TEAM.

SO SHE WORKED ON THAT.

THAT WAS IN PREPARING FOR MIDDLE SCHOOL SPORTS.

SHE HELPED US REFRESH A LOT OF OUR MIDDLE SCHOOL LOGOS SO THAT THEY WOULD BE READY FOR THE GYM FLOORS AND THE JERSEYS AND EVERYTHING WE DID FOR THEM.

THEY'RE JUST AMAZING LOGOS.

THEY'RE BEAUTIFUL. AND THEN WE ALSO WON FOUR AWARDS OF MERIT.

SO ONE WAS FOR OUR LEVY MAILER THAT WE DID, AND THEN WE HAD ONE FOR WRITING AND WE HAD A COUPLE FOR VIDEOS BECAUSE CHRIS PUTS TOGETHER SOME AMAZING VIDEOS AND THEN WE ALSO WON A COUPLE OF HONORABLE MENTIONS.

SO ONE FOR OUR LEVY CAMPAIGN, THAT'S JUST THE ENTIRE CAMPAIGN, EVERYTHING THAT GOES INTO IT.

SO IT'S A HUGE TEAM EFFORT.

INCLUDES THE MAILER AND THE VIDEOS AND ALL THE PUBLICATIONS AND SOCIAL MEDIA AND EVERYTHING WE DO FOR THAT.

AND THEN ALSO, WE ALSO GOT AN HONORABLE MENTION FOR THE TEACHER APPRECIATION WEEK SOCIAL MEDIA CAMPAIGN, AND THAT WAS THE ONE LAST YEAR THAT WASN'T THIS YEAR'S BECAUSE THIS YEAR WOULDN'T BE ELIGIBLE YET.

SO IT IS JUST REALLY AN HONOR TO BE RECOGNIZED BY OUR PEERS BECAUSE THESE ARE PEER JUDGED.

AND SO IT'S REALLY COOL THAT WE COULD GO THERE AND WIN THESE AWARDS.

AND SO I JUST WANTED TO SHARE THAT WITH YOU TONIGHT.

[APPLAUSE] THANK YOU, RITA. I DO AS WE TRANSITION OUT OF THE SUPERINTENDENT'S REPORT, WANT TO TO THANK THE COMMUNICATIONS TEAM. IT'S A WE'RE IT'S A BIG PART OF WHAT WE'RE TRYING TO DO TO COMMUNICATE EFFECTIVELY AND ENGAGE THE PUBLIC.

AND WE JUST HAVE AN OUTSTANDING TEAM.

WE FEEL WE FEEL VERY, VERY LUCKY.

AND THIS IS A BUSY TIME OF YEAR FOR THEM.

THEY'RE JUST WORKING ON WHEN YOU I MEAN, THE PATRON TOUR WAS FANTASTIC.

THEY PUT THAT TOGETHER, YOU KNOW, THE TEACHER APPRECIATION WEEK AND THE VIDEOS WERE WONDERFUL.

THE ART SHOW YOU JUST SAW, I MEAN, THEY CONTINUE TO JUST SHINE.

AND TODAY I WAS I ACTUALLY HAD I ACTUALLY I HAD A QUESTION FROM A TEACHER AND I WAS LOOKING THROUGH THREE OTHER WEBSITES OF NEIGHBORING DISTRICTS.

I WON'T MENTION THEM.

AND I WAS SO FRUSTRATED BECAUSE I WAS JUST LIKE, HOW COME THERE'S IS NOT LIKE OURS? IT'S OURS IS EASY TO FIND STUFF.

AND THERE WASN'T.

SO JUST, YOU KNOW, WE'RE VERY FORTUNATE AND VERY LUCKY.

SO, RITA, CHRIS, JENNA, THANK YOU VERY MUCH FOR ALL YOU DO.

AND WITH THAT, WE ARE DONE.

OKAY, GREAT.

NEXT UP IS OUR CITIZENS COMMENTS.

[7. Citizens' Comments]

THANK YOU FOR YOUR PATIENCE IN WAITING FOR THAT.

WE HAVE FOUR MEMBERS SIGNED UP UNLESS WE HAVE.

INVOLVED AN INVOLVING THE MEMBERS OF THE PUBLIC IN THE MEETING.

AND THEREFORE WE HAVE OUR SESSION OF CITIZENS COMMENTS.

INDIVIDUALS, AFTER IDENTIFYING THEMSELVES, CAN PROCEED TO MAKE COMMENTS WITHIN OUR TIME LIMIT, WHICH IS 3 MINUTES.

THE PRESIDENT MAY INTERRUPT OR TERMINATE AN INDIVIDUAL STATEMENT IF IT'S TOO LENGTHY, PERSONALLY DIRECTED, ABUSIVE, OBSCENE OR IRRELEVANT.

THE BOARD HAS A FINAL SAY IN THAT IN THE MEETINGS, AND WE'RE AWARE THAT SOME OF THESE ISSUES MAY INVOLVE SPECIFIC PEOPLE.

AND WE ASK YOUR HELP WITH STUDENT CONFIDENTIALITY TO BE VERY CAUTIOUS ABOUT USING STUDENT NAMES DURING PUBLIC TESTIMONY. SO OUR FOUR PRESENTERS, WENDY MCMILLAN, WILL BE UP FIRST, EUNICE INGRAMANSON, JENNIFER HEINE-WITHEE AND JULIE RAY.

SO, WENDY, IF YOU'D LIKE TO COME FORWARD.

WELCOME. MY NAME IS WENDY MCMILLAN. GOOD EVENING.

THREE WEEKS AGO ON SCHOOL CAMPUS, MY DAUGHTER ELIZABETH WAS ASSAULTED.

THERE WERE FIVE STUDENTS INVOLVED.

ONLY ONE THREW PUNCHES, BUT ALL FIVE WERE GUILTY.

IF YOU'VE WATCHED THE VIDEO, YOU KNOW WITHOUT A DOUBT THAT THIS WAS AN UNPROVOKED ASSAULT.

THE VIDEO SHOULD LEAVE YOU OUTRAGED AND SHOCKED AT WHAT THESE STUDENTS ARE CAPABLE OF DOING.

MY DAUGHTER RECEIVED MULTIPLE BUMPS AND BRUISES AS WELL AS A CONCUSSION WHEN THE STUDENT THREW HER INTO A BENCH.

[01:10:02]

IN FACT, TODAY, THREE WEEKS LATER, SHE IS STILL UNABLE TO ATTEND SCHOOL FULL TIME BECAUSE OF THE EFFECTS OF HER CONCUSSION.

HER PHYSICAL INJURIES WILL SLOWLY HEAL, BUT THE MENTAL AFTERMATH OF WHAT HAS HAPPENED IS WHAT HAS CAUSED THE MOST TRAUMA.

THIS HAS BECOME A DEFINING MOMENT IN HER LIFE.

THE EFFECTS OF HER CONCUSSION ARE SERIOUS.

SHE HAS HEADACHES, DEPRESSION, INABILITY TO CONCENTRATE, LACK OF COORDINATION.

HER PEDIATRICIAN SAID THESE MAY LAST UP TO ONE YEAR BECAUSE HER INJURIES DID NOT REQUIRE HOSPITALIZATION THE POLICE INFORMED US THAT THEY'RE NOT CONSIDERED SIGNIFICANT AND THEY REFUSED.

I'M GOING TO REPEAT THAT THEY REFUSED TO ALLOW US TO FILE A POLICE REPORT BECAUSE IT TOOK PLACE ON SCHOOL PROPERTY.

AND WE CANNOT FILE A POLICE REPORT ONLINE FOR AN ASSAULT.

THE EXPECTATION BY THE POLICE IS THAT THE SCHOOL PROVIDES THE APPROPRIATE CONSEQUENCES.

MY DAUGHTER'S ASSAULTER RECEIVED A FIVE DAY SUSPENSION AND THE STUDENT THAT WAS RECORDING AND LAUGHING AS SHE WAS BEING BEAT UP ONLY RECEIVED THREE DAYS.

THE OTHER THREE GIRLS THAT WERE INVOLVED WENT BACK TO CLASS WHERE THEY WERE HEARD, BRAGGING AND LAUGHING ABOUT THEIR INVOLVEMENT.

I CAN'T EVEN BEGIN TO DESCRIBE TO YOU THE MENTAL IMPACT THAT THIS HAS HAD ON MY DAUGHTER.

AS THE PARENT OF A VICTIM THERE'S NO CONSEQUENCE THAT WOULD BE SIGNIFICANT ENOUGH.

BUT THE CONSEQUENCES THAT HAVE BEEN PROVIDED ARE SO MINIMAL THAT THE PERPETRATORS HAVE BEEN CODDLED AT THE EXPENSE OF THE VICTIM.

IF THE JUSTICE SYSTEM IS NOT GOING TO WORK WITH THE SCHOOL SYSTEM, THE SCHOOL HAS NO CHOICE BUT TO CHANGE THEIR POLICIES.

THE CONSEQUENCES NEED TO BE APPROPRIATE, IMPACTFUL AND MEANINGFUL.

WE KNOW WE CAN'T CHANGE WHAT HAS HAPPENED TO OUR DAUGHTER, BUT THERE ARE MORE ELIZABETH'S OUT THERE AND THERE ARE MORE STUDENTS WHO ARE PREYING ON OUR CHILDREN.

WE'VE RESPECTED OUR DAUGHTER'S WISHES AND KEPT THE VIDEO OUT OF THE MEDIA.

BUT THIS ROOM WOULD BE FULL HAVE WE ALLOWED IT TO BE SHARED? SHE WOULD HAVE THOUSANDS OF SUPPORTERS.

YOU ARE NOW THE MAIN DISCIPLINARIES.

THAT'S THE EXPECTATION OF OUR LAW ENFORCEMENT.

BATTLE GROUND SCHOOL DISTRICT MUST DIVE DEEPER INTO THE STATE POLICIES AND GUIDELINES.

YOU MUST MAKE CHANGES.

TRAINING MUST BE PROVIDED TO TEACHERS AND SCHOOL ADMINISTRATION.

CONSEQUENCES MUST BE IMPACTFUL.

AND AS YOU DISCUSS THESE CHANGES, YOU NEED TO ASK YOURSELF, WHAT KIND OF CHILDREN ARE YOU HELPING TO RAISE? THANK YOU. THANK YOU WENDY.

THANK YOU, WENDY. AND FOR THE REST OF THE SPEAKERS AS WELL, THE BOARD DOESN'T USUALLY RESPOND TO CITIZENS COMMENTS, BUT IF NEED BE, WE ASK THE SCHOOL STAFF TO FOLLOW UP.

AND CERTAINLY IF YOU FEEL LIKE WE NEED MORE FOLLOW UP, PLEASE ASK US.

NEXT UP, EUNICE INGRAMANSON.

WELCOME EUNICE. HELLO, BOARD.

MY NAME IS EUNICE INGRAMANSON.

MY PRONOUNS ARE SHE HER.

I LIVE IN THE SCHOOL DISTRICT.

TONIGHT I WANTED TO SAY THANK YOU, THANK YOU BOARD FOR APPROVING THE SET OF SEXUAL HEALTH CURRICULA FOR GRADE 5 THROUGH 12 AT THE LAST MEETING.

THANK YOU, SYDNEY AND RICARDO FOR PROVIDING YOUR STUDENT PERSPECTIVE AND EXPERIENCES.

THANK YOU DISTRICT FOR WORKING SO HARD TO SELECT A CURRICULUM THAT WOULD MEET THE NEEDS OF OUR DISTRICT'S YOUTH, THAT MEET THE STATE REQUIREMENTS IN A WAY THAT INCORPORATES THE SENSITIVITIES OF THE COMMUNITY.

I AM SO GLAD THAT WE NOW HAVE A SET OF LGBTQ INCLUSIVE CURRICULA FOR SEXUAL HEALTH.

I WISH SO MUCH THAT SUCH A THING WAS BOTH AVAILABLE AND REQUIRED WHEN MY DAUGHTERS WERE GROWING UP.

I WISH THAT MY GAY DAUGHTER HAD SEEN HERSELF REPRESENTED IN SEX ED AND THAT I AS A PARENT, I LOVE SCIENCE BUT I DIDN'T KNOW ENOUGH BIOLOGICAL AND MEDICAL SCIENCE ABOUT GENDER AND SEXUALITY UNTIL AFTER MY DAUGHTER CAME OUT.

WHAT IF I WAS EXPOSED TO THE INFORMATION THAT I KNOW NOW WHILE MY DAUGHTER WAS IN SCHOOL.

WHAT IF I HAD BECOME AN LGBTQ ALLY BEFORE SHE BEGAN TO ASK HERSELF QUESTIONS? WHAT IF SHE ALWAYS KNEW THAT STRAIGHT, QUEER, CIS AND TRANS ARE ALL A PART OF THE NATURAL SPECTRUM OF SEXUALITY AND GENDER ACROSS HUMANITY? AND THAT NO MATTER WHERE SHE LANDED ON THE SPECTRUM, SHE WOULD BE ACCEPTED AND LOVED AND CELEBRATED BY HER OWN FAMILY AND BY THE COMMUNITY.

[01:15:02]

NOW THAT THE CURRICULA ARE PUT IN PLACE AND AVAILABLE TO ALL THE STUDENTS AND PARENTS ALIKE WILL HAVE AN OPPORTUNITY THAT I AND MY DAUGHTER MISSED OUT ON TO KNOW MORE, TO LOVE BETTER, AND TO GROW WITHOUT SHAME.

I'M VERY GRATEFUL AND HAPPY FOR ALL THE STUDENTS AND FAMILIES THAT WILL BENEFIT FROM THE COMPREHENSIVE SEXUAL HEALTH EDUCATION IN THIS DISTRICT.

THANK YOU. THANK YOU EUNICE.

OKAY OUR THIRD SPEAKER, JENNIFER HEINE-WITHEE.

GOOD EVENING, BOARD.

BEFORE I START WITH MY TESTIMONY, I JUST WANT TO MAKE A COMMENT ABOUT THE TESTIMONY THAT WE HEARD FROM THE FIRST LADY.

THIS IS WHY I HAVE ALWAYS SAID THAT SEX ED IS NOT A PLACE TO SOLVE A BULLYING ISSUE BECAUSE WHAT HAPPENED TO HER DAUGHTER WOULD NOT HAVE BEEN SOLVED THROUGH SEX ED.

AND IF WE WANT OUR CHILDREN TO BE SAFE, THERE MUST BE CONSEQUENCES THAT ARE A DETERRENT FOR THOSE BULLIES.

AND WE NEED TO KEEP THE VICTIM SAFE.

THANK YOU. OK TO GO ON.

MY DAUGHTER COULDN'T BE HERE THIS EVENING.

SHE WORKS, BUT SHE WANTED ME TO MAKE SOME COMMENTS FOR HER, SO I'M GOING TO READ HER STATEMENT.

MY NAME IS MADELEINE HEINE-WITHEE.

I'M A SENIOR AT BATTLE GROUND HIGH SCHOOL WHO IS TAKING PERSONAL FINANCE.

I THINK THAT PERSONAL FINANCE SHOULD BE A REQUIRED CLASS.

THROUGHOUT THE YEAR, WE'VE LEARNED HOW TO FILE TAXES, WRITE CHECKS.

WE'VE LEARNED ABOUT CREDIT AND DEBIT CARDS, HOW TO COMPARE THEM, WHAT TO LOOK FOR IN A GOOD CREDIT CARD, HOW TO BUY A CAR AND A HOUSE.

WE'VE DISCUSSED RENTING AND THE PROCESS OF HOW TO RENT INVESTING IN INTEREST LOANS, MORTGAGES.

IT IS A VERY VALUABLE CLASS FULL OF IMPORTANT INFORMATION THAT EVERYONE WILL NEED TO KNOW AT SOME POINT.

MOST PEOPLE WHO ARE CURRENTLY IN THE CLASS HAPPEN TO BE SENIORS AND ARE GRATEFUL THAT THE CLASS WAS AN OPTION INSTEAD OF HAVING TO TAKE A COMPLEX MATH CLASS THAT THEY'LL MOST LIKELY NEVER USE AFTER HIGH SCHOOL.

AND MY PERSONAL COMMENTS ARE I HAVE SEEN MY DAUGHTER SINCE TAKING PERSONAL FINANCE, REALLY CONSIDER HER MONEY PRIOR TO ANY OF THE DECISIONS THAT SHE WOULD BE MAKING WITH IT.

RIGHT NOW, SHE IS SAVING TO START A ROTH IRA.

HOW MANY YOUNG PEOPLE DO THAT AND IT IS BECAUSE OF PERSONAL FINANCE I REALLY FEEL THAT THIS SHOULD BE A REQUIRED MATH CLASS INSTEAD OF AN OPTIONAL ONE.

WE ARE SEEING YOUNG PEOPLE TODAY UP TO THEIR EYEBALLS IN DEBT FROM CREDIT CARDS AND STUDENT LOANS AND VEHICLES UP TO THEIR EYEBALLS BEFORE THEY'RE EVEN 21.

SO RATHER THAN TWO YEARS OF A FOREIGN LANGUAGE OR ETHNIC STUDIES WHICH ARE OSPI IS CONSIDERING AS A REQUIREMENT, THIS IS SOMETHING THAT WOULD REALLY BENEFIT OUR STUDENTS IN THEIR LIVES AS THEY BECOME ADULTS, SOMETHING THAT THEY WILL BE ABLE TO USE.

AND IF THE BOARD CAN INFLUENCE THIS AT ALL, I REALLY FEEL THAT PERSONAL FINANCE SHOULD BE A REQUIREMENT FOR GRADUATION.

THANK YOU. THANK YOU.

THANK YOU. OKAY AND OUR LAST SPEAKER, JULIE RAY.

I HOPE I SAID THAT RIGHT.

GOOD EVENING. MY GRANDDAUGHTER IS ELIZABETH IS THE ONE THAT WAS ASSAULTED AT SCHOOL.

I WAS ABSOLUTELY APPALLED WHEN I HEARD IT ABOUT IT AND I SAW THE VIDEO.

THE VIDEO IS ATROCIOUS.

IT'S UNFAIR THAT ELIZABETH IS GOING TO HAVE TO SUFFER PHYSICALLY FROM THIS ASSAULT FOR POSSIBLY UP TO A YEAR.

THE MENTAL PART OF IT IS WHO KNOWS HOW LONG SHE'LL SUFFER FROM THIS.

AND YET THE GIRLS THAT ASSAULTED HER, ONLY TWO OF THEM WERE BASICALLY HAD A SLAP ON THE WRIST AND SOMETHING NEEDS TO BE DONE BECAUSE THEY REALLY WERE NOT HELD ACCOUNTABLE FOR WHAT HAPPENED.

THE POLICE DON'T WANT TO SCARE THESE KIDS.

I THINK THE POLICE NEED TO TALK TO THESE KIDS.

IT'S UNFORTUNATE THAT IT HAPPENED OUT OF THE CITY OF BATTLE GROUND.

SO IT'S A COUNTY PROBLEM.

SO I THINK THAT SOMETHING NEEDS TO BE DONE THROUGH THE SCHOOL DISTRICT.

[01:20:03]

IF THE CLARK COUNTY SHERIFF DISTRICT HAS NOTHING TO DO WITH IT, THESE KIDS NEED TO KNOW THAT THERE ARE CONSEQUENCES. THEY SHOULD NOT BE CODDLED.

THEY SHOULD NOT BE ABLE TO GO BACK TO THEIR CLASSES.

THEY CAN CONTINUE ON WITH THEIR LIVES NOW AS THOUGH NOTHING HAPPENED.

WHEREAS ELIZABETH, SHE CAN'T EVEN GO TO SCHOOL FULL TIME BECAUSE OF THE CONSEQUENCES OF THE CONCUSSION.

THERE ARE NO RECOURSES THAT HER PARENTS CAN TAKE.

HOW SAFE DOES ELIZABETH FEEL NOW AT SCHOOL? SHE DOES NOT FEEL SAFE AT ALL.

AND I REALLY HOPE THAT THE SCHOOL DISTRICT CAN DO SOMETHING FOR THE VICTIMS AND TO STOP LETTING THE ASSAULTERS JUST GET AWAY WITH NOTHING MORE THAN A SLAP ON THE WRIST.

THANK YOU. THANK YOU.

AND WE DIDN'T HAVE ANY ADDITIONAL SIGN UPS.

ANY ADDITIONAL CITIZENS COMMENTS TONIGHT? WE WILL MOVE TO OUR CONSENT AGENDA.

ALL RIGHT. WE'D LIKE AN ACKNOWLEDGMENT FOR THE DONATION FROM PRAIRIE BAND.

WOULD YOU LIKE TO DO THAT? I DON'T KNOW MUCH ABOUT IT OTHER THAN I READ ABOUT IT.

AND I JUST THINK IT'S IMPORTANT THAT HOW MUCH THE COMMUNITY SUPPORTS US AND OUR BOOSTER CLUBS.

AND SO WHEN I READ ABOUT THE 5,000 DONATION FROM THE PRAIRIE BAND BOOSTERS, THEY WORK REALLY HARD TO RAISE THAT MONEY.

AND I JUST THINK IT'S A GOOD TIME TO ACKNOWLEDGE THE WORK THEY'VE DONE BY POINTING THAT OUT.

I WILL SAY, JUST SO YOU'RE AWARE, THAT THIS IS IN DIRECT RELATION TO 1660, WHICH IS GREAT, SO IT'S HELPING TO COVER THOSE UNEXPECTED COSTS BECAUSE OF THE IMPLICATIONS OF THAT BILL. SO AS JACKIE POINTED OUT THERE WAS A 24,000 OR $22,000.

FEE. A FEE, A COST TO THAT.

AND I WANT THE BOARD TO KNOW THAT THIS TRIP HAS BEEN PLANNED FOR A LONG TIME, EVEN PRIOR TO COVID AND PRIOR TO 1660 BEING PASSED.

AND SO THEY WERE CAUGHT IN A DIFFICULT SITUATION.

AND WE'RE WORKING WITH ALL OF OUR ATHLETIC TEAMS OUR BOOSTER CLUBS, OUR PROGRAMS, ANY TRIP OR FEE.

[01:25:02]

WE'RE JUST HAVING TO CHANGE OUR SYSTEM SIGNIFICANTLY TO ADAPT SO THAT WE DON'T FIND OURSELVES IN THIS SITUATION.

MY FEAR IS THAT IT COULD IMPACT SOME OF THOSE OPPORTUNITIES AS WE GO FORWARD.

WE'RE HOPEFUL THAT IT DOESN'T, BUT WE'RE JUST GOING TO HAVE TO CHANGE THE WAY THAT WE DO THINGS.

SO THIS 5000 DOLLAR COVERAGE, IN ADDITION TO THE BUILDING KICKING IN AND THE DISTRICT KICKING IN IS WHAT DEFRAYED THAT COST.

THANK YOU. YEAH.

HELPFUL TO HAVE THAT INFORMATION.

OKAY. I'LL TRY IT AGAIN.

NEW BUSINESS. ITEM A COMPREHENSIVE SCHOOL COUNSELING PROGRAM, TRANSITION PLAN.

GREAT.

BOARD I HAVE WITH ME TONIGHT OUR WONDERFUL COUNSELING TEAM.

I'LL HAVE THEM STAND.

MOST OF THE PEOPLE IN OUR AUDIENCE ARE MANY OF OUR AMAZING COUNSELORS IN THE DISTRICT.

[APPLAUSE] THIS GROUP HAS BEEN COMMITTED SINCE FEBRUARY TO MEET MONTHLY. WE'VE BEEN MEETING ABOUT 2 HOURS A MONTH.

WELL, WE'VE HAD A TOTAL OF FIVE MEETINGS, 2 HOURS A PIECE COUNTED THE PARTICIPANTS WE HAD 75 PEOPLE SHOW UP AT VARIOUS MEETINGS AND SO HAVE SPENT OVER 150 HOURS CREATING THE COMPREHENSIVE SCHOOL COUNSELING PLAN THAT YOU SEE IN YOUR EXECUTIVE CONTENT.

AND PART OF WHAT WE ARE DOING TONIGHT IS WE ARE SHARING SPECIFICALLY THE TRANSITION PLAN TO WORK US TO THAT COMPREHENSIVE SCHOOL COUNSELING PLAN.

THIS TEAM HAS BEEN WORKING COLLABORATIVELY, AS IS OUR WAY IN BATTLE GROUND TO WORK TOGETHER AND TALK ABOUT WHAT WILL WORK FOR US AND HOW TO MAKE NEW INITIATIVES THAT MIGHT COME TO US WORK.

WHAT I CAN TELL YOU IS THIS TEAM IS GREAT TO WORK WITH.

THEY HAVE LOTS OF REALLY GOOD IDEAS AND THEY ARE REALLY OPEN TO SHARING WITH US HOW THEY CAN BETTER SERVE OUR STUDENTS.

AND THAT ULTIMATELY IS THEIR GOAL.

AND I'M DEFINITELY SUPPORTIVE OF THAT HARD WORK.

I WANT TO ALSO THANK UP AT THE TABLE WE HAVE TAMRA VANEGAS AND DEB WOOD IS OUR PRIMARY LEAD AND TAMRA VANEGAS WILL BE OUR COUNSELOR ON SPECIAL ASSIGNMENT NEXT YEAR.

SHE'S A MIDDLE SCHOOL COUNSELOR AT DAYBREAK MIDDLE SCHOOL CURRENTLY, AND BOTH OF THEM AS WELL AS TAMRA SCHEETZ, WHO IS OUR DIRECTOR OF INSTRUCTIONAL INTERVENTIONS THAT WILL BE WORKING WITH OUR COUNSELING TEAM NEXT YEAR, AS WELL AS KRISTA ROADIFER, OUR MIDDLE SCHOOL LEAD, AND ANNIE CARMICHAEL, OUR HIGH SCHOOL LEAD HAVE ALL BEEN ALSO WORKING IN BETWEEN THOSE MEETINGS TO PUT SOME FINISHING TOUCHES ON THAT COMPREHENSIVE SCHOOL COUNSELING PLAN.

SO LOTS OF WORK THAT'S GONE INTO WHAT WE'RE GOING TO SHARE WITH YOU.

BUT WE HAVE SOME SPECIFIC GOALS, THREE GOALS THAT WE WILL BE WORKING ON.

WE'LL SHARE THOSE TONIGHT.

TAMRA COULDN'T BE HERE AND SHE APOLOGIZES FOR THAT.

SO WHY A TRANSITION PLAN FOR BATTLE GROUND PUBLIC SCHOOLS? WELL, AT THE END OF THE 2021 LEGISLATIVE SESSION, THERE WAS A SENATE BILL, 5030 WAS PASSED.

AND IN THAT BILL, IT OUTLINES THAT EVERY DISTRICT IN THE STATE WILL TRANSITION TO A COMPREHENSIVE SCHOOL COUNSELING PLAN THAT SUPPORTS AND IS BUILT ESSENTIALLY ON A NUMBER OF THINGS.

BUT IT MUST ALIGN WITH THE STATE FRAMEWORK THAT COUNSELORS USE, AS WELL AS THE STATE LEARNING STANDARDS.

AND ESSENTIALLY IN DOING THAT, IT IS DEVELOPING A MULTI SYSTEM FOR DETERMINING BOTH THE NEEDS OF STUDENTS AND DETERMINING WHAT NEEDS ALL STUDENTS HAVE, WHAT NEEDS SOME STUDENTS HAVE AND WHAT NEEDS A FEW STUDENTS HAVE.

AND THAT NEEDS TO BE DONE IN A DATA DRIVEN WAY.

ALSO INCLUDED IN THE BILL IS A DISCUSSION SPECIFICALLY AROUND HOW COUNSELORS SPEND THEIR TIME.

WHAT WE KNOW ABOUT OUR COUNSELING STAFF IS THEY ARE HIGHLY EDUCATED MASTER'S LEVEL INDIVIDUALS WHO CAN PROVIDE A GREAT DEAL OF SUPPORT IN BOTH CAREER READINESS ACADEMICS AND SOCIAL EMOTIONAL NEEDS OF STUDENTS.

AND SO WE WANT TO MAKE SURE THAT THOSE MOST QUALIFIED PEOPLE ARE PROVIDING THOSE SERVICES TO OUR KIDS RATHER THAN HAVING THEM DO LUNCH DUTIES, SUPERVISION, OR THOSE TYPES OF ACTIVITIES THAT TAKE THEM AWAY FROM REALLY SUPPORTING KIDS IN THOSE THREE IMPORTANT AREAS.

[01:30:05]

SO IT DOES OUTLINE IN THE BILL THAT DIRECT AND INDIRECT SERVICES NEED TO TAKE 80% OF THEIR TIME, SHOULD BE SPENT DELIVERING SERVICES IN THOSE TWO AREAS.

ALSO IN THE BILL, IT DISCUSSES THE IMPORTANCE OF AN ANNUAL REVIEW PROCESS.

AND SO WE HAVE BRAINSTORMED A STAKEHOLDER GROUP THAT WE WILL BE MEETING WITH EACH YEAR AND UPDATING THIS PLAN SO THAT WE CAN GET ALL THE WAY TO A FULL IMPLEMENTATION OF THAT COMPREHENSIVE SCHOOL COUNSELING MODEL.

SO WE HAVE SEVERAL GOALS, AS I MENTIONED, THREE GOALS THAT WE WILL BE WORKING ON.

WHAT WE REALIZED REALLY QUICKLY IS MANY OF THE COMPONENTS OUTLINED IN THE BILL, WE DON'T NECESSARILY HAVE THE STRUCTURES IN PLACE, AND SO WE WILL BE BUILDING THOSE STRUCTURES OVER THE COURSE OF THE NEXT SEVERAL YEARS.

BUT WE HAVE COME TO AN AGREEMENT ON THREE SPECIFIC THINGS THAT WE NEED IN REALLY IN ORDER TO DO THIS WORK.

ONE, WE NEED AN ANNUAL ADMINISTRATIVE CONFERENCE WHERE OUR COUNSELORS WILL BE MEETING WITH THEIR BUILDING ADMINISTRATORS AND THEY WILL SPECIFICALLY BE TALKING ABOUT THE SCHOOL DATA AS IT ALIGNS TO THE SCHOOL IMPROVEMENT PLAN.

THEY'LL BE TALKING ABOUT STUDENT OUTCOMES.

THEY WILL BE TALKING ABOUT THEIR USE OF TIME AND HOW THEY CAN GET MORE FOCUSED ON THAT 80% DIRECT AND INDIRECT SERVICES.

WE WILL BE LOOKING AT THEIR RATIOS, THEIR CASELOAD AND WHETHER THAT'S MANAGEABLE.

THAT ASK A MODEL, WHICH IS WHAT THIS IS ALIGNED WITH, DOES RECOMMEND A 250 TO 1 RATIO.

NO, SCHOOL AROUND US, NOR ARE WE FUNDED FOR THAT KIND OF A LEVEL.

SO HOPEFULLY WITH THAT, I'M HOPING OVER THE NEXT FEW YEARS THE STATE WILL ALSO RECOGNIZE THAT AND ADD SOME FUNDING TO THIS BILL IN HOPES. ALSO, WE ARE LOOKING AT PROGRAM IMPLEMENTATION, ADDRESSING PRIORITIES, TALKING WITH THE ADMINISTRATOR ABOUT THAT, TALKING ABOUT PROFESSIONAL DEVELOPMENT AND THEN ALSO THE WORK THAT OUR COUNSELORS DO.

THEY SERVE ON MANY COMMITTEES.

OFTENTIMES THEY ARE A PART OF THE SCHOOL RESPONSE TEAM, THE INTERVENTION TEAMS AT THE SCHOOL BUILDINGS.

AND THOSE THOSE PIECES, AS THEY ARE NOW, WILL CONTINUE.

SO THAT'S OUR FIRST GOAL.

OUR SECOND GOAL THAT WE SET IS TO HAVE A TWICE ANNUAL TIME STUDY.

YOU CAN SEE HERE ON THIS SLIDE THAT WE TOOK A BASELINE.

IT IS A ROUGH BASELINE.

MAYBE I SHOULD HAVE UNDERLINED THE WORD ROUGH BASELINE, BECAUSE AS WE'RE LEARNING MORE AND MORE, WE'RE UNDERSTANDING WHAT CONSTITUTES DIRECT AND INDIRECT SERVICES. AND SO OUR ROUGH BASELINE IS THAT WE'RE AT 74% AT PRIMARY, 76% AT MIDDLE, AND 56% AT HIGH SCHOOL. I THINK AS WE DO MORE DEFINING OF THAT, THE NUMBER COULD DROP A LITTLE BEFORE WE COME BACK UP.

WE'RE ALSO LOOKING AT TOOLS TO HELP DO THIS, TO GATHER THIS DATA.

ONE OF THE TRAININGS THAT WE WERE AT LAST WEEK HIGHLY RECOMMENDS THAT A DISTRICT USES ONE MODEL.

HOWEVER, WHAT I WILL TELL YOU IS THERE ARE MANY, MANY OPTIONS FOR TRACKING THEIR WORK TIME.

OUR PRIMARY AND MANY OF OUR MIDDLE SCHOOL COUNSELORS ARE USING A PROGRAM CALLED SCUTA THAT AFTER THE SETUP CAN PULL INTO THE CALENDAR, OUR HIGH SCHOOL IS USING HAS USED A GOOGLE FORM TO TRACK THIS IN 15 MINUTE INCREMENTS.

AND SO THAT'S WHERE THE DATA CAME FROM THIS YEAR, IS THOSE TOOLS THAT THEY WERE USING.

SO WE WILL LOOK AT THAT DURING THE TIME STUDIES.

WE'LL ALSO CONTINUE OUR DISCUSSION ABOUT THE BEST WAY TO GATHER THAT INFORMATION AND CALIBRATE OURSELVES IN TERMS OF HOW WE GATHER THAT WITH SOME CONSISTENCY.

AND OUR FINAL GOAL IS REALLY ABOUT THE ASSESSMENT.

AT THIS TIME, WE DON'T HAVE A UNIVERSAL SCREENER TO IDENTIFY THE NEEDS OF OUR STUDENTS.

WE HAVE A NUMBER OF THINGS THAT WE PULL FROM LIKE GRADUATION RATES, ATTENDANCE INFORMATION, SWISS DISCIPLINE DATA, A NUMBER OF PLACES WHERE WE CAN PULL SOME INFORMATION ABOUT STUDENT NEEDS.

BUT THERE ARE SCREENERS THAT CAN HELP US NOT ONLY IDENTIFY WHAT THE STUDENT NEEDS ARE, BUT HELP US WITH THE PLANNING, LESSON PLANNING AND IMPLEMENTATION OF THE COMPREHENSIVE SCHOOL COUNSELING MODEL.

AND FOR INSTANCE, TO HELP YOU HAVE AN IDEA OF WHAT I MEAN BY THAT, IF YOU ARE SPENDING TIME CREATING THE

[01:35:02]

ASSESSMENT OR YOU'RE SPENDING TIME PLANNING LESSONS THAT'S IN PROGRAM MANAGEMENT, THAT IS NOT PART OF DIRECT OR INDIRECT SERVICES. SO IN ORDER TO GET OUR TIME DOWN TO WORKING WITH STUDENTS OR SPECIFICALLY FOR STUDENTS IN TERMS OF ADVOCACY OR GETTING THEM HOOKED TO AGENCIES, WE NEED TO WORK ON IDENTIFYING SOME UNIVERSAL SCREENERS THAT WE COULD USE TO GET SOME ASSESSMENT NEEDS OF OUR STUDENTS IDENTIFIED.

SO THAT IS OUR FINAL GOAL FOR NEXT YEAR.

I WILL NOTE THAT THE TRANSITION PLAN IS A PIECE THAT THE BOARD APPROVES.

MOVING FORWARD, IT WILL BE THE STAKEHOLDER COMMITTEE'S RESPONSIBILITY TO CONTINUE TO MONITOR OUR TRANSITION TOWARDS A COMPREHENSIVE SCHOOL COUNSELING PROGRAM BY THE END OF 2027.

SO WE HAVE UP TO FIVE YEARS TO IMPLEMENT, BUT WE NEED TO KEEP MOVING STEADILY ALONG IN ORDER TO GET THERE.

SO THAT IS IT FROM US.

BUT I HAVE SOME COUNSELORS HERE READY TO ALSO ANSWER QUESTIONS FOR YOU.

WHAT QUESTIONS MIGHT YOU HAVE? WELL, I'M PROBABLY JUMPING AHEAD, BUT AND THIS IS PROBABLY A GOAL THAT'S GOING TO COME UP LATER.

BUT IT SEEMS LIKE THIS IS GOING TO BE A BIG CHANGE FOR COUNSELORS IN TERMS OF HOW YOU'RE SPENDING YOUR TIME.

AND SO MY QUESTION IS REALLY AROUND THE COMMUNICATION PIECE, BECAUSE THERE'S BEEN KIND OF A TRADITIONAL EXPECTATION FROM PARENTS AND STUDENTS AND TEACHERS. AND SO HOW DO YOU HELP US ALL UNDERSTAND WHAT THIS IS GOING TO LOOK LIKE? SO IT'S REALLY NOT GOING TO CHANGE IN THE DAY TO DAY OR WHAT IT LOOKS LIKE FOR DIRECT AND INDIRECT SERVICES FOR A COUNSELORS ROLE.

BECAUSE OUR BIGGEST AND ARE WHAT WE DO IS WANT TO SPEND TIME WITH STUDENTS.

BUT SOME OF THE DEFINITIONS OF WHAT IS DIRECT AND WHAT IS INDIRECT, THAT'S WHERE WE'LL BE WHEN WE DO THE ADVISORY COUNSELOR, WHEN WE TALK ABOUT HOW WE ARE ALLOCATED THE TIME FOR INDIRECT, THAT'S WHERE THAT DISCUSSION WILL HAPPEN IF THAT MAKES SENSE.

BECAUSE, I MEAN, RIGHT NOW WE CAN SHOW WHERE OUR TIME IS BEING SPENT.

AND IT'S NOT JUST THAT WE HAVE TO REALLOCATE SOME OF THAT 20% TO MAKE SURE THAT IT'S IT'S BETTER SPENT WITH STUDENTS.

DOES THAT MAKE SENSE? NO, IT MAKES PERFECT SENSE.

IT'S HARD TO LIKE TEASE IT TO GIVE YOU A REAL CLEAR DEFINITION OF WHAT THAT MIGHT LOOK LIKE.

BUT THE OVER PICTURE IS NOT GOING TO CHANGE FOR SO MUCH THE PARENTS OR FOR TEACHERS.

NOW, MAYBE JUST THE ROLE OF WHAT A COMPREHENSIVE COUNSELING MODEL LOOKS LIKE TO THEM AND WHAT IT LOOKS LIKE ON A DAY TO DAY THAT MIGHT HAVE TO BE EXPLAINED. IT'S JUST MY PERCEPTION THAT YOU GET ASKED TO DO A LOT OF THINGS THAT AREN'T GOING TO FIT INTO THIS MODEL, AND THAT'S GOING TO HAVE TO, YOU KNOW, PEOPLE HAVE EXPECTATIONS BECAUSE THAT'S THE WAY WE'VE ALWAYS DONE IT.

SO AND I THINK THAT'S WHERE THAT PIECE WHERE THAT COMMUNICATION COULD BE SPELLED OUT, RIGHT? WHERE COULD OUR TIME BE DONE MORE EFFICIENTLY AND EFFECTIVELY TO SERVE STUDENTS? RIGHT. AND TO SHOW THAT AND THAT'S WHERE THAT ADVOCACY AS A COUNSELOR AND THAT COMMUNICATION WITH ADMINISTRATORS AND TEACHERS AND PARENTS. I THINK IT'S, YOU KNOW, TO BEST SERVE STUDENTS AND THAT EDUCATION PIECE.

I THINK THAT ALSO.

OH, GO AHEAD, TAMRA. NO, THAT'S OKAY.

I WAS GOING TO SAY THAT I'M NOT SURE THE STUDENTS OR THEIR PARENTS ARE GOING TO NOTICE A BIG DIFFERENCE, EXCEPT FOR THAT WE'RE WITH CHILDREN MORE OFTEN.

IT'S OUR ADMINISTRATORS THAT ARE GOING TO HAVE TO BE WORKING WITH US AND THAT WE'RE GOING TO HAVE TO WORK HARD TO HELP SUPPORT THEM WITH THAT TRANSITION.

THAT'S WHERE THE KEY COMMUNICATION, I BELIEVE, WILL HAVE TO HAPPEN WITH THAT.

EXACTLY. YEAH, I THINK, TOO, ONE OF THE THINGS, ONE OF THE PLACES YOU'LL PROBABLY NOTICE THE BIGGEST CHANGE IS OUR HIGH SCHOOL LEVEL BECAUSE, YOU KNOW, EVEN THE TERM GUIDANCE COUNSELOR, YOU KNOW, THIS TEAM HAS BEEN VERY HELPFUL IN MY LEARNING.

BUT EVEN WHEN WE POSTED THE POSITION, WE POSTED IT THE WAY WE'VE POSTED IT FOREVER, WHICH WAS GUIDANCE COUNSELOR.

WELL, THAT LANGUAGE IS ANTIQUATED AND SO WE DROPPED THE WORD GUIDANCE AND PUT COUNSELOR OR YOU CAN SAY SCHOOL COUNSELOR, BUT YOU REALLY DON'T SAY GUIDANCE COUNSELOR ANYMORE BECAUSE THE JOB IS MUCH BROADER THAN JUST GUIDING THEM IN THAT CAREER PIECES.

AND I THINK SOME OF THE THINGS THAT THAT I NOTICE IN THE INTENT IS THAT THERE ARE THINGS THAT WE HAVE COUNSELORS DO THAT FRANKLY COULD

[01:40:09]

CLERICAL THEY'RE CLERICAL WORK.

AND I CERTAINLY HEARD THIS TAMRA AND I WERE ABLE TO GO TO THE ESD LAST WEEK FOR A TRAINING, AND YOU DEFINITELY HEAR THAT EVEN IN SMALLER DISTRICTS WHERE A GUIDANCE COUNSELOR IS TRULY THE REGISTRAR, THEY'RE DOING COUNSELING, THEY'RE DOING CAREER READINESS, THEY'RE DOING THE HIGH SCHOOL AND BEYOND PLAN.

THEY'RE DOING ALL OF THESE THINGS.

AND SO, YOU KNOW, THERE'S GOING TO BE SOME REALLY BIG SHIFTS IN SOME OF THOSE PLACES.

IF YOU CAN PULL OFF SOME OF THOSE THINGS THAT REALLY SOMEONE ELSE CAN DO THOSE THINGS.

THEY DON'T TAKE A COUNSELORS EXPERIENCE IN ORDER TO BE ABLE TO DO THOSE THINGS.

SHELLY I HAD A QUESTION THAT'S PROBABLY MORE FOR YOU AND IT'S ALONG THE SAME LINES.

I THINK MARY AND I ARE PROBABLY THINKING THE SAME THING HERE, BUT I WORRY ABOUT THE OTHER SIDE OF THAT.

ONCE WE START TRANSITIONING OVER, WILL WE HAVE SUFFICIENT STAFF TO PICK UP THAT SLACK, SO TO SPEAK, OR IS THAT, IS THERE ANY HARD LANGUAGE IN THIS PLAN OR THESE TRANSITIONS THAT ACCOUNTS FOR THAT LIKE PERSON A DOES THIS? AS PERSON B, DOES THAT? NO, BUT THAT IS SOMETHING THAT WE ARE GOING TO HAVE TO FLESH OUT FOR SURE.

WE ARE GOING TO HAVE TO FLESH IT OUT.

AND WHAT CONCERNS ME THE MOST, HONESTLY, IS THE FUNDING FOR THAT, BECAUSE WE NEED STAFF TO BE ABLE TO PICK UP SOME OF THESE ADDITIONAL RESPONSIBILITIES. I SEE A NEED FOR MORE REGISTRAR HELP AT OUR HIGH SCHOOL LEVELS.

I SEE ADDITIONAL HELP, THE REQUIREMENTS IN THE HIGH SCHOOL AND BEYOND PLAN BOTH OF OUR COMPREHENSIVE HIGH SCHOOLS.

KEVIN DOYLE HELPS WITH OUR CAREER, HIGH SCHOOL AND BEYOND PLANS AT BATTLE GROUND HIGH SCHOOL AND JEN MILLER AT PRAIRIE.

BUT ALL OF OUR OTHER SCHOOLS NONE OF THEM RIVER, CAM, SUMMIT VIEW THEY DON'T HAVE THOSE THINGS.

SO RENEE AT SUMMIT VIEW AND AND BONNIE AT RIVER AND CELINA AT CAM ARE DOING THOSE THINGS ALONG WITH THEIR OTHER RESPONSIBILITIES THAT ARE RELATED TO SUICIDE PREVENTION AND GIVING LESSONS IN CLASSROOMS. AND THERE HAVE BEEN OTHER THINGS THAT HAVE BEEN ON THEIR PLATES FOR YEARS, LIKE AP TESTING AND THINGS LIKE THAT THAT THEY'VE BEEN COORDINATING.

SO SOME OF THOSE THINGS ARE GOING TO HAVE TO GET PEELED AWAY.

YEAH, BECAUSE I GUESS MY POINT HERE IS I DON'T WANT TO JUST SHIFT THE PROBLEM FROM ONE CLASSIFICATION TO ANOTHER.

I WANT TO SOLVE IT.

RIGHT. SURE.

AND LIKE YOU SAID, THAT'S FUNDING BECAUSE THE WORKLOAD IS STILL THERE.

SO THE ONLY WAY TO LESSEN IT IS TO INCREASE THE RESOURCES.

CORRECT. YEAH.

YEAH. IT'S BEEN A STRUGGLE FOR US TO EVEN TALK ABOUT WHAT THAT WILL LOOK LIKE AND HOW TO START PEELING IT AWAY.

BUT I THINK ONE OF THE THINGS THAT WE HEARD AT THE ESD THAT I DID FIND VERY HELPFUL IS THAT THEY REALLY TALKED ABOUT PROCESS FOR HELPING THAT HAPPEN.

AND ONE OF THE REASONS WE PICKED THE ADMINISTRATIVE CONFERENCE AS ONE OF OUR GOALS IS BECAUSE WE NEED OUR ADMINISTRATORS TO HELP US SEE THAT THEY KNOW THEIR RESOURCES IN THEIR BUILDING BETTER THAN ANYONE.

THEY KNOW WHAT THEIR CLERICAL STAFF ARE DOING.

THEY KNOW WHAT THEIR COUNSELORS ARE BEING ASKED TO DO.

SO WE NEED THEIR HELP AND SUPPORT IN LOOKING AT SHIFTS THAT MAKE SENSE.

AND HAVING THE DIALOG HAPPEN BETWEEN OUR COUNSELORS AND OUR ADMINISTRATORS WILL BE A HUGE, HUGE PIECE IN MOVING THIS WORK FORWARD IN A WAY THAT MAKES SENSE TO PROVIDE THE SERVICES THAT WE NEED FOR KIDS.

AND I THINK IN DOING THAT, WHEN YOU THINK ABOUT A TRANSITION, SOMETIMES YOU HAVE TO START SHOWING PEOPLE WHAT THEY GET WHEN THEY HAVE A NEW MODEL THAT MAKES SENSE BEFORE YOU START PEELING THINGS AWAY.

SO IT'S GOING TO BE A PUSH PULL AND IT'S GOING TO TAKE LOTS OF COMMUNICATION BETWEEN KEY STAKEHOLDERS TO DO THAT, WHICH IS AN IMPORTANT REASON WHY WE HAVE THOSE STAKEHOLDER MEETINGS. AND THAT LEADS INTO MY QUESTION IS WHAT DO YOU SEE AS THE IMPACT ON THE STUDENTS AND ON THE PARENTS WITH THIS CHANGE? YOU WANT ME TO TAKE THAT. GO AHEAD.

WE'LL HAVE DATA AROUND ATTENDANCE ABOUT GRADUATION RATES, AROUND BEHAVIOR, AROUND D&F LISTS, THOSE TYPES OF THINGS. SO THE GOAL IS TO BE SUPPORTING OUR STUDENTS IN SUCH A WAY AND WITH SUCH A GREAT COMPREHENSIVE SCHOOL COUNSELING PROGRAM THAT WE SEE OUR STUDENTS RISE, THE BEHAVIORS GO DOWN, ATTENDANCE INCREASES, GRADUATION RATES INCREASE, AND THINGS ARE BETTER FOR OUR STUDENTS.

AND I THINK AS PARENTS AND AS ADMINISTRATORS, SEE THAT TO YOUR POINT, IT'S GOING TO MAKE IT EASIER, A LITTLE LESS PAINFUL TO SHIFT SOME OF THOSE

[01:45:09]

OTHER DUTIES THAT REALLY AREN'T IN LINE WITH OUR TRAINING.

DID THAT ANSWER YOUR QUESTION? YEAH. THANK YOU. YEAH. SO THE IDEA IS THAT WE'LL BE ABLE TO SUPPORT IT WITH DATA AND WHY WE'RE DOING IT AND HOW WE'RE DOING IT.

IT'S THE INTENTIONALITY OF EACH BUILDING OR EACH GRADE BAND.

WHAT ARE WE DOING COLLECTIVELY TO SHOW THAT DATA AND THE STUDENT IMPROVEMENT WITHIN THOSE DOMAINS? RIGHT. THE ACADEMIC, SOCIAL, EMOTIONAL AND CAREER AND COLLEGE READINESS.

THANK YOU. YEAH, I THINK MY QUESTION IS A FOLLOW UP TO TED AND MARY'S AS WELL.

IN TERMS OF AND AGAIN, MAYBE SHELLY AND MICHELLE, SINCE I HEARD YOU SAY WE'RE LOOKING AT THE PSE CONTRACT AND THINGS LIKE THAT, THAT IF SOME OF THESE RESPONSIBILITIES ARE GOING TO BE SHIFTED TO THOSE KIND OF POSITIONS.

DO OUR JOB DESCRIPTIONS IN THOSE POSITIONS, CAN THEY ABSORB THIS KIND OF SHIFT IN RESPONSIBILITY OR IS THAT GOING TO BE A BARGAINING ISSUE? THERE, NO, I DON'T THINK IT WILL BE A BARGAINING ISSUE, BUT IT'LL CERTAINLY BE A PIECE THAT MICHELLE AND STEPHANIE WILL BE WORKING WITH PSE ON.

WE HAVE MANY JOB DESCRIPTIONS THAT WE HAVE ALREADY USED.

SO ONE OF THE THINGS THAT WE'VE DONE THIS YEAR IS WE USED SOME ESSER FUNDS TO HELP SUPPORT SOME CLERICAL SUPPORT FOR 504 DEVELOPMENT.

AND SO THAT IS AN AREA WHERE WE KNOW THAT OUR COUNSELORS ARE SETTING UP MEETINGS, THEY'RE CALENDARING THINGS, THEY'RE MAKING PHONE CALLS, THEY'RE SENDING OUT PAPERWORK. THEY'RE DOING A LOT IN THE 504 IMPLEMENTATION.

THEY NEED TO BE A PART OF THE PLAN DEVELOPMENT BECAUSE THEY KNOW HOW TO HELP A STUDENT WITH THE LEARNING COMPONENTS.

BUT HAVING THEM INVOLVED WITH ALL OF THOSE PROCESSES ARE PROBABLY UNNECESSARY.

SO SHIFTING THAT OVER, WE HAD A JOB DESCRIPTION FOR A GRANT SECRETARY THAT FIT PERFECTLY ALREADY IN PSE AND WE USED THAT JOB DESCRIPTION. BUT IF THERE ISN'T ONE TO THAT POINT, YES, WE WOULD WORK WITH PSE.

THEY WOULD HELP THAT DESIGN.

WE WOULD LOOK AT WHAT ARE THE ESSENTIAL JOB FUNCTIONS.

WE WOULD FIND COMPARABLE JOBS.

THEY WOULD TAKE IT TO THEIR BOARD FOR APPROVAL AND WE WOULD GO THROUGH THAT PROCESS WITH THEM.

SO YEAH, GREAT QUESTION.

OTHER QUESTIONS FROM THE BOARD? I DON'T HAVE A QUESTION, BUT I JUST WANT TO SAY THANK YOU FOR ALL YOU DO AND A SPECIAL SHOUT OUT TO MS. MARLA IN THE BACK.

SHE'S MY COUNSELOR AND SHE WAS ACTUALLY MY COUNSELOR IN MIDDLE SCHOOL.

AND THEN SHE MOVED UP TO PRAIRIE.

AND THEN SHE I GOT TO I KNOW, I KNOW.

[LAUGHTER] BUT SHE REALLY GUIDED ME THROUGH THE WHOLE, LIKE, RUNNING START PROCESS AND EVERYTHING AND REALLY SHAPED ME INTO THE PERSON WHO I AM TODAY AND ALL THE OPPORTUNITIES.

SO COUNSELORS ARE REALLY IMPORTANT AND I'M HAPPY THAT THIS IS HAPPENING.

[APPLAUSE] THANK YOU.

WELL, BOARD, IF YOU DON'T HAVE ANY FURTHER QUESTIONS, I WOULD JUST ASK THAT YOU CONSIDER ADOPTING THE TRANSITION PLAN FOR 2022- 2023.

I MOVE THE BOARD OF DIRECTORS APPROVED THE TRANSITION PLAN FOR 22-23 AS REQUIRED IN RCW 28A.320.620.

THANK YOU. IT'S BEEN MOVED TO APPROVE THE COMPREHENSIVE SCHOOL COUNSELING PROGRAM TRANSITION PLAN.

LAST CALL FOR QUESTIONS.

ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.

AYE. ALL THOSE OPPOSED.

MOTION PASSES. THANK YOU.

THANK YOU TEAM. NEXT UP, ITEM B OF THE NEW BUSINESS IS OUR CAPITAL FACILITIES PLAN AND IMPACT FEE ADOPTION, I GUESS OR RE-ADOPTION [INAUDIBLE].

OKAY. THERE YOU GO.

YEAH. HI.

SO AT OUR MAY 9TH MEETING, WE REVIEWED THE PROPOSED CAPITAL FACILITY PLAN AND THE CALCULATED IMPACT FEE.

AND TONIGHT, WE'RE ASKING YOU TO APPROVE THE CAPITAL FACILITY PLAN AND SET THE IMPACT FEE AMOUNTS UNDER RESOLUTION C 22.

DURING OUR LAST MEETING, WE ALSO SAID WE WOULD BRING BACK SOME INFORMATION IF AVAILABLE ON OTHER SCHOOLS AND WHAT THEIR IMPACT FEE CALCULATIONS ARE SHOWING.

AND I DID RECEIVE CAMAS THEIR CURRENT SINGLE FAMILY RESIDENCE IS 5,371 AND THEIR NEW CALCULATED AMOUNT IS 6,652.

[01:50:08]

THE MULTI-FAMILY RESIDENCE WAS REALLY A SURPRISE AND SHOCK TO THEM BASED ON JUST DIFFERENT INFORMATION AT THE TIME OF STUDENT GENERATION RATES FOR THOSE MULTI FAMILIES, IT WENT FROM 5,371 TO 15,500 IS OUR ESTIMATE.

SO AND I WANT YOU TO KNOW THAT THESE ARE JUST THEIR CALCULATED AMOUNTS.

THESE ARE NOT NECESSARILY THEY'RE RECOMMENDED TO THEIR BOARD AMOUNTS, NOR ARE THEY APPROVED BY THEIR BOARD YET.

SO I JUST WANT TO CAUTION YOU THERE.

ALSO, I DID HEAR FROM RIDGEFIELD AS WELL.

THEIR CURRENT AMOUNT WITH THE CITY OF BATTLE GROUND IS 11,002.

IT HAD A PI, PRICE INCREASE ANNUALLY ON THAT.

SO ACTUALLY IT WAS A LITTLE MORE THAN WHAT WE HAD SHOWN ON THE, YOU KNOW, ON THE SCREEN WITH CLARK COUNTY.

BUT THAT'S WHERE MOST OF THEIR GROWTH IS IN THE CITY OF BATTLE GROUND, CITY OF RIDGEFIELD.

EXCUSE ME. THANK YOU.

SORRY ABOUT THAT.

WHEW. ANYWAYS, YEAH.

[LAUGHTER] SO ANYWAYS, SO THEIR CALCULATED AMOUNT RIGHT NOW AND THIS IS STILL UNDER REVIEW.

SO AGAIN CAUTION IT'S NOT SET IS 22,000 FOR THEIR CALCULATED AMOUNT AND THEIR MULTI-FAMILY HAS GONE FROM 11,002 TO 13,005.

SO BUT IT'S IMPORTANT TO REMEMBER THAT IT'S HARD TO COMPARE WITH OTHER DISTRICTS, ESPECIALLY WITH THIS.

IT'S NOT AN APPLES TO APPLES COMPARISON.

THERE ARE STUDENT GENERATION RATES THAT ARE IMPACTED THAT DRIVE THIS FORMULA.

SO THE MORE STUDENT GENERATION, THE HIGHER THE STUDENT GENERATION, THE MORE THE IMPACT FEE IS GOING TO BE.

EVERY DISTRICT IS DIFFERENT AND THIS.

DO FACILITY NEEDS TO PLAY A PART IN THE PRICE AND THE CALCULATION OR NO? NOT NECESSARILY SO.

RIGHT. WHETHER OR NOT THAT HAS AN IMPACT ON.

IT'S MORE ABOUT THE, IT IS ABOUT CAPACITY AND NEEDING CAPACITY.

SO ABSOLUTELY, FOR ASSESSING SCHOOL IMPACT FEES, BUT IT REALLY DERIVES FROM THE COST OF CONSTRUCTION FOR SCHOOL AND ALSO THE STUDENT GENERATION RATES.

SO WHAT YOU EXPECT WHEN A NEW HOME IS BUILT, HOW MANY STUDENTS WILL THAT DRIVE? AND FOR BATTLE GROUND, RIGHT NOW IT'S AROUND A 0.4.

SO FOR EVERY HUNDRED STUDENTS, EVERY 100 HOUSES, WE COULD EXPECT 40 STUDENTS.

YEAH. SO AGAIN, SCHOOL DISTRICTS CAN BE POLAR OPPOSITES.

YOU KNOW, THE CITY OR THE VANCOUVER SCHOOL DISTRICT IS NOT EXPECTING A HIGH IMPACT FEE RATE.

THEY DID NOT HAVE THEIR CALCULATED AMOUNT, BUT IT'S ACTUALLY THEY THINK THAT THAT MIGHT BE ACTUALLY GOING DOWN FROM WHERE THEY'RE AT.

THEY'RE AROUND 2,800.

AND THE EXPLANATION THERE WAS MY UNDERSTANDING WAS THEY DON'T HAVE A LOT OF BUILDABLE LAND, SO THEY'RE NOT EXPECTING A LOT OF GROWTH.

GROWTH. YEAH, RIGHT.

AND IT DEPENDS. WHEREAS WE DO.

YEAH. AND IT DEPENDS ON AGAIN, WHAT THEIR STUDENT GENERATION RATE IS IF THEY HAVE A LOT, YOU KNOW, IF THEY DON'T JUST DON'T HAVE AS HIGH A BIRTHRATES IN THAT AREA.

YOU KNOW, AND IS LIKE YOU SAID, IS THE GROWTH THERE? NO, IT'S COMING OUT HERE.

SO YOU'RE GOING TO PROBABLY FIND YOUNGER FAMILIES IN DIFFERENT AREAS, MORE RURAL THAN IN THE CITY AREAS.

SO, AGAIN, IT'S JUST IT'S HARD TO COMPARE SCHOOL TO SCHOOL, ESPECIALLY IN AND THEN WHEN YOU LOOK AT RIDGEFIELD SCHOOL DISTRICT, THEY'RE JUST EXPLODING WITH LOTS OF CHILDREN IN THOSE HOUSES.

SO THAT DRIVES THAT'S WHAT'S DRIVING THEIR RATE.

SO IT'S IMPORTANT TO REMEMBER THAT THE SCHOOL IMPACT FEE ALONE DOES NOT PAY FOR NEW CONSTRUCTION FOR SCHOOLS.

IT REDUCES THE AMOUNT THAT DISTRICTS NEED TO ASK THEIR COMMUNITY TO FUND THROUGH A BOND LEVY REQUEST.

AND IT'S ALSO IMPORTANT TO REMEMBER THAT OUR SCHOOL IMPACT FEE HAS NOT BEEN EVALUATED SINCE 2015.

AND SO THAT WAS QUITE SOME TIME AGO.

IT'S A NORMALLY A FOUR YEAR RENEWAL.

[01:55:04]

HOWEVER, WITH THE COVID PANDEMIC THAT THOSE PLANS WERE PUT ON HOLD BY THE LOCAL GOVERNMENTAL AGENCIES ON THOSE REQUESTS FOR THE SCHOOL IMPACT FEES.

SO EVEN THOUGH COSTS HAD CHANGED, WE HAD CONTINUED TO HAVE THE SAME RATE DURING A COUPLE OF YEARS WHERE THEY COULD HAVE BEEN A DIFFERENT RATE AT THAT TIME.

AND SO IN OUR LAST TWO CAPITAL FACILITY PLANS, THE CALCULATED RATE HAS BEEN THE APPROVED RATE TO REQUEST FOR NEW DEVELOPMENT.

SO AT LEAST THAT'S WHAT I'M SHOWING ON THE CALCULATED FORMULAS FROM THE BOARD MINUTES.

SO DO YOU.

YEAH, I'M NOT SURE. YEAH.

SO ANYHOW, SO, BUT WE WERE TRYING TO LOOK BACK EVEN FURTHER.

WE JUST DIDN'T HAVE THOSE RECORDS TO SEE.

I THINK IN MOST CASES THE CALCULATED RATE IS GENERALLY THE APPROVED RATE, BUT IT CAN ALSO BE NOT BE IT DOES NOT HAVE TO BE THE CALCULATED RATE.

IT CAN BE A LOWER RATE THAN WHAT'S CALCULATED.

SO I DID SOME RESEARCH ON CONSTRUCTION COSTS.

JUST TO GIVE YOU AN IDEA FROM OSPI IN 2015, THE AVERAGE COST PER SQUARE FOOT FOR CONSTRUCTION AND THIS IS JUST KIND OF STATEWIDE AVERAGE WAS 327 PER FOOT.

AND IN 2020, WHICH WAS THE LAST UPDATE THEY HAD WAS $472 DOLLARS.

SO THAT WAS ABOUT A 44.3% INCREASE.

IN OUR CALCULATIONS WE ARE LOOKING A LITTLE AHEAD.

RIGHT, BECAUSE WHAT WILL BE THE COST OF BUILDING IN THE FUTURE? AND WE, AS MR. WATERS HAD MENTIONED IN ONE OF OUR OTHER MEETINGS, WE WERE LOOKING AT $550 PER SQUARE FOOT.

SO THAT'S A 68.2% INCREASE FROM 2015.

SO, YES, CONSTRUCTION COSTS DRIVES THAT NUMBER, THE CALCULATED FEE AMOUNT, IT'S IN THE FORMULA.

SO RIGHT NOW, I'LL JUST AS A REMINDER, THE SINGLE FAMILY RESIDENCE IS CURRENTLY SET AT 6,397.

THE CALCULATED AMOUNT IS $11,535, AND THAT'S AN 80.3% INCREASE IF A CALCULATED AMOUNT OF 68.2, THAT MIRRORS THE CONSTRUCTION COSTS THAT ARE ESTIMATED IT WOULD BE 10,760. THE MULTI-FAMILY RESIDENCE IS CURRENTLY AT $2,286, AND IT WOULD THE CALCULATED AMOUNT IS NOW AT $4,963.

THAT'S AN EXTREMELY LARGE INCREASE.

AN INCREASE OF 68.2% WOULD BE 3,845.

AND KEVIN IS HERE, TOO, AS WELL.

HE'S MY PARTNER WITH THIS WORK, AS WELL AS MS. WHITTEN AND MR. WATERS. SO IF YOU HAVE ANY QUESTIONS FOR KEVIN, OF COURSE HE'S HERE.

YEAH. SO THAT IS SOME INFORMATION FOR YOU TO DISCUSS.

I WAS HOPING THAT PERHAPS THE BEST WAY TO GO ABOUT THIS WOULD BE TO BREAK IT DOWN INTO TWO SECTIONS.

NUMBER ONE, YOUR THOUGHTS ON THE OVERALL CAPITAL FACILITIES PLAN.

YOU KNOW, WHETHER OR NOT YOU HAD ANY CONCERNS WITH WHAT YOU READ, WHICH WAS WHAT WAS WRITTEN.

AND THEN SECONDLY, THE DISCUSSION OF THE CALCULATION.

SO IF WE COULD GET YOU KNOW IF WE COULD LOOK AT THE PLAN ITSELF, THE COMPONENTS OF THE PLAN, AND IF YOU WERE OKAY WITH THAT, THEN WE COULD MOVE ON TO THE FEE DISCUSSION, WHICH I THINK IS GOING TO BE THE MORE CHALLENGING DISCUSSION THAT WE'RE GOING TO HAVE.

DENNY WE HAD MENTIONED THAT THIS IS REALLY THIS IS TO HELP WITH ANY POTENTIAL BOND NEEDS .

RIGHT? SO WE KNOW THAT THE BONDS EXPIRING AND IF WE JUST LEFT THE BOND RATE EXACTLY WHERE IT WAS AND JUST DID A STRAIGHT LINE REPLACEMENT, WOULD THIS CALCULATION OFFSET THE BUDGET THAT WE NEED.

[02:00:07]

YEAH. SO SO THE THOUGHT THERE TED.

GOOD POINT.

THE THOUGHT WOULD BE THAT IF WE WERE TO RAISE OUR IMPACT FEES, WE WOULD BE BRINGING IN MORE MONEY.

SO LET'S JUST ASSUME THAT WE'RE BRINGING IN 5 TO $6 MILLION DOLLARS A YEAR OVER LET'S SAY IT'S SIX MEANS OVER A FIVE YEAR PERIOD. WE WOULD BRING IN $30 MILLION DOLLARS OF IMPACT FEES.

SO NOW WHEN WE GO OUT FOR A BOND, LET'S SAY WE'RE GOING TO REPLACE THE TWO BUILDINGS THAT WERE LET'S SAY WE'RE GOING TO REPLACE LAURIN AND GLENWOOD AND THEN DO SOME OTHER THINGS. AND LET'S SAY OUR BOND, OUR COST OF THE BOND WAS GOING TO BE $150 MILLION DOLLARS.

WE KNOW THAT A 50 CENT BOND CAN RAISE US APPROXIMATELY $140 MILLION DOLLARS.

SO LET'S SAY WE NEEDED 150.

SO LET'S JUST SAY WE'LL JUST THROW OUT $0.55.

SO WE KNOW IT'S GOING TO BE $0.55 TO RAISE 155 MILLION.

BUT BECAUSE OF OUR IMPACT FEES, WE'RE BRINGING IN $30 MILLION DOLLARS.

SO NOW THAT COST, WE DON'T NEED 155, NOW OR A 150 NOW WE JUST NEED 120 BECAUSE WE'VE GOT THAT 30.

SO NOW THAT OVERALL COST TO OUR CITIZENS, IF WE GO OUT AND RUN THE BOND, WE'RE ONLY ASKING FOR 120.

MAYBE THAT DROPS TO $0.40 FOR THAT BOND.

NOW, YOU REMEMBER THAT IMPACT FEES ARE COLLECTED ON A YEARLY BASIS, WHEREAS A BOND LASTS OVER A 20 YEAR PERIOD.

SO OUR CITIZENS WOULD PAY THAT OVER 20 YEARS.

SO THE IMPACT FEES, NOT ONLY DO THEY PAY FOR OUR IMMEDIATE NEEDS IF WE DON'T HAVE A BOND.

BUT THEY ALSO, IN THE CASE OF A LOT OF THESE DISTRICTS, AND WHICH WOULD BE MY HOPE IS THAT THEY OFFSET THE OVERALL COST OF THE BOND.

RIGHT. SO THAT'S A CONSIDERATION.

AND IT'S A QUESTION, YOU KNOW, IT'S A DELICATE DISCUSSION BECAUSE WE KNOW THAT CONSTRUCTION, PEOPLE WHO ARE BUILDING HOMES, CITIES WANT TO BRING IN PEOPLE.

THEY DON'T WANT TAXES TO BE HIGH, PEOPLE WHO ARE BUYING HOUSES, MOSTLY THE COST IS THEN PUSHED ON TO THEM.

BUT AT THE SAME TIME, WE HAVE LOTS OF CITIZENS WHO HAVE LIVED HERE FOR A LONG TIME WHO ARE SAYING, YOU KNOW, THAT SOME OF THIS COST NEEDS TO BE PICKED UP BY THE PEOPLE THAT ARE MOVING IN, WHICH IS WHERE IMPACT FEES DOES THAT.

SO AGAIN.

RIGHT. AND ISN'T THERE ALSO A NUANCE IN THAT DEPENDS ON WHAT KIND OF BOND THAT WE'RE RUNNING BECAUSE IF IT'S A NEW FOR UNHOUSED STUDENTS, THEN WE CAN USE IMPACT FEES.

BUT IF IT'S A REPLACEMENT OF AN EXISTING BUILDING, IT HAS TO BE ADDITIONAL [INAUDIBLE].

AND KEVIN CAN ANSWER THIS QUESTION BECAUSE YOU CAN USE THEM.

BUT NOT WHAT I'M SAYING IS THAT.

USE YOUR MIC. YES, SIR.

SO IMPACT FEES ARE TO BE USED FOR GROWTH, NOT FOR NEW AND NOT FOR REPLACING SCHOOLS.

HOWEVER, THE MODELS WE'RE LOOKING AT, AT GLENWOOD AND LAURIN AND SAY PLEASANT VALLEY, THE SCHOOLS WE'RE LOOKING TO BUILD ARE BIGGER THAN ARE CURRENTLY THERE.

SO MY RATIONALE THAT I HAVE NOT CONFIRMED 100% IS THAT FOR THAT SQUARE FOOTAGE, IN ADDITION TO WHAT THAT IS, LET'S SAY GLENWOOD IS 40,000 AND WE BUILD A NEW ONE AT 60.

MY INTERPRETATION IS THAT IMPACT FEES ARE OKAY FOR THAT 20.

RIGHT. THAT 20,000 EXTRA SQUARE FEET.

IT'S MY INTERPRETATION HASN'T BEEN 100% GUARANTEED.

AND THAT'S HOW I SEE IT.

AND YOU AS BOARD MEMBERS KNOW, HAVING VISITED GLENWOOD.

YEAH, YOU KNOW, THAT ONE OF THE THINGS THEY DON'T HAVE IS A CAFETERIA.

ANOTHER THING THEY DON'T HAVE IS REALLY A GYM, A FULL SIZED GYM.

CURRENTLY IS.

SO TO KEVIN'S POINT.

DENNY, I THINK MY FOLLOW UP QUESTION TO THIS AND THIS IS I THINK I ASKED THIS AT THE LAST MEETING WAS THE ENROLLMENT NUMBERS THAT WERE REPORTED.

WE HAD SEEN THE INCREASES IN PRIMARY AND MIDDLE, BUT WE SAW A DECREASE OVERALL IN THE HIGH SCHOOL LEVEL.

AND I STILL CONCEPTUALLY STRUGGLE WITH THIS BECAUSE WE'RE SETTING AN IMPACT FEE FOR A SIX YEAR CYCLE.

AND I STRUGGLED TO THINK THAT THESE ENROLLMENT NUMBERS WON'T MATRICULATE UP, AND WE'RE HAVING NO SET ASIDE FOR THE HIGH SCHOOL LEVEL.

[02:05:08]

SO I CONCEPTUALLY SPEAKING, I'M STRUGGLING WITH THAT.

THE GOOD NEWS IS, TED, AND THAT'S AN EXCELLENT QUESTION.

AND MICHELLE WAS ABLE TO HELP ME WITH THIS.

THE GOOD NEWS IS, IS THAT EVEN THOUGH WE'RE APPROVING A PLAN FOR FOUR YEARS, SIX YEARS, AND WITH THE IDEA THAT WE'RE GOING TO LOOK AT IT IN FOUR, WE CAN GO BACK AT ANY POINT AND ADJUST IT. OKAY.

SO THE MAX LIMIT IS THERE, BUT LET'S SAY AFTER TWO YEARS, WE GET THE IDEA LIKE, WOW, THE GROWTH IS REALLY COMING. WE CAN GO BACK AND ADJUST IT.

ABSOLUTELY IT'S BEEN VERY DIFFICULT TO PROJECT ENROLLMENT WITH THE PANDEMIC AND WHAT IS GOING TO HAPPEN WITH ENROLLMENT.

OUR ENROLLMENT PROJECTIONS WERE VERY CONSERVATIVE IN THIS PLAN.

BUT THE FACT IS, IS WE STILL HAVE A LOT OF UNHOUSED STUDENTS.

AND THOSE STUDENTS ARE IN PORTABLES, WHICH IS NOT CONSIDERED BRICK AND MORTAR AND PERMANENT FACILITIES.

SO THOSE IMPACT FEES WILL EVENTUALLY HELP TO OFFSET THOSE UNHOUSED STUDENTS INTO PERMANENT FACILITIES. AND TED, IF I COULD ADD.

HIGH SCHOOL ENROLLMENT HAS BAFFLED ME FOR 18 YEARS HERE.

IT DOESN'T CHANGE.

IT'S ABOUT THE SAME AS WHEN I WAS HERE.

IT'S AN ODDITY.

OUR HIGH SCHOOLS UP AND DOWN THAT WE DON'T GROW.

I DID JUST FOR THE IDEA OF GROWTH.

AND I KNOW YOU KNOW THIS. I MEAN, IT'S NOT ROCKET SCIENCE TO JUST DRIVE AROUND AND LOOK AROUND AND SEE.

BUT SAM CROMWELL, WHO'S THE CITY PLANNER FOR THE CITY OF BATTLE GROUND, JUST DID A RECENT PRESENTATION TO THE CITY COUNCIL AND ESTIMATED THAT THERE'S GOING TO BE AN INCREASE IN THE NEXT FIVE YEARS IN THE CITY OF BATTLE GROUND OF 7000 RESIDENTS IN THE NEXT FIVE YEARS IN THE CITY LIMITS . SOMETHING WE WERE DOING THE MATH AND PLAYING AROUND WITH IT.

IT EQUATES TO OVER 2000 NEW HOUSES IN THE AREA.

AND IF YOU DO THE MATH WITH THE 0.4, THAT'D BE 800 STUDENTS POTENTIALLY COMING INTO OUR DISTRICT, WHICH, YOU KNOW, JUST IN THE CITY OF BATTLE GROUND, WHICH, YOU KNOW, THE SCHOOLS THAT IT SERVES.

AND EVEN IF YOU SPREAD IT OUT OVER THE SCHOOLS THAT IT SERVES, THE IDEA OF INCREASED ENROLLMENT IS A SCARY PROPOSITION WITH OUR CURRENT FACILITIES.

YEAH. WELL, SPEAKING TO THE PLAN, WHICH I THINK IS WHAT YOU WANTED TO DO, THE FIRST PART IN THERE, I APPRECIATE THE INSIGHT TO SEE THAT WE'RE TWO SMALL A SPACE IN OUR WAREHOUSE AND SOME OF THOSE SUPPORT FACILITIES THAT THOSE ALREADY QUALIFY FOR GROWTH.

BUT SO THAT'S I THINK THAT SHOWS SOME GOOD FORESIGHT IN THERE.

I DON'T KNOW ANY OTHER QUESTIONS ON THE PLAN ITSELF? NO I THINK IT'S REALLY IT'S VERY THOROUGH.

AND I THINK I HOPE YOUR ENROLLMENT PROJECTIONS ARE CONSERVATIVE, BECAUSE TO ME, BASICALLY, YOU'RE SAYING OUR ENROLLMENT ISN'T GOING TO CHANGE OVER THE NEXT SEVEN YEARS.

AND THEN WHEN WE HEAR THIS, YOU KNOW, THE CITY IS THINKING WE'RE GOING TO GET 7 [INAUDIBLE] AND I'M JUST WONDERING.

YEAH, SO WHEN THE PROJECTIONS WERE DONE, IT WAS DONE UNDER THE PRE COVID COHORT SURVIVALS RATES.

SO WE DID TAKE SOME HISTORICAL INFORMATION PRIOR TO THE PANDEMIC AND WE KIND OF ROLLED THOSE THINGS FORWARD. WE HAD ON THE TRANSITIONAL KINDERGARTEN CLASS ADD, YOU KNOW, WE DIDN'T INCREASE THOSE.

WE JUST ONLY WENT WITH WHAT WE KNEW AT THE TIME.

SO REALLY IT'S TAKING A POINT IN TIME OF WHAT WE KNOW AND TAKING SOME INFORMATION THAT WE KNOW IN PRIOR ENROLLMENT TRENDS AND THEN CALCULATING THOSE FORWARD.

I ABSOLUTELY YOU KNOW, IT WILL BE INTERESTING TO SEE HOW THE ENROLLMENT GOES.

BUT I THINK A LOT OF US FINANCE FOLKS AND ADMINISTRATIVE STAFF ARE SCRATCHING THEIR HEADS LIKE, YOU KNOW, WHAT IS GOING TO HAPPEN.

AND THE KINDERGARTEN NUMBERS ARE REALLY IMPRESSIVE.

BUT I KNOW THAT THERE'S THE FLIP SIDE TO THAT IS, YOU KNOW, HOW DO WE ACCOMMODATE MORE CLASSROOMS? SO.

WE HAD MARY BEFORE, YOU KNOW, BEFORE YOU WERE ON THE BOARD, WE ACTUALLY DID A STUDY WITH HOVEE REPORT.

[02:10:02]

MARK, YOU MAY HAVE BEEN THE ONLY BOARD MEMBER AROUND AT THAT POINT, BUT THE HOVEE REPORT ACTUALLY SHOWED ENROLLMENT GROWTH LIKE THIS.

BUT THAT WAS DONE FOUR YEARS AGO AND IT NEVER MATERIALIZED.

SO, YOU KNOW, WE JUST.

YEAH, AND THEN YOU THROW COVID INTO THE MIX WHERE WE ACTUALLY WENT DOWN.

SO IT'S JUST WELL, YOU HAVE TO USE THE DATA YOU HAVE, RIGHT? YEAH, RIGHT. NO, I UNDERSTAND THAT, THAT PART OF IT.

SO I MEAN, IT DOES SEEM REALLY CONSERVATIVE, BUT YEAH, YOU HAVE TO USE WHAT YOU HAVE IN FRONT OF YOU.

AND CONSERVATIVE CERTAINLY CONTRIBUTES TO THE IDEA OF THE NUMBER, EVEN WHERE IT IS, THE CALCULATION, WHERE IT IS VERSUS WHAT IT COULD POTENTIALLY.

WITH MARY'S COMMENT AND THEN YOUR COMMENT ABOUT REEVALUATION, COULD WE SET A SCHEDULE OF AN ANNUAL REVIEW OF THESE NUMBERS? IS THAT REALISTIC? SO WE'RE WATCHING ENROLLMENT AND WE'RE DEFINITELY OUR EYEBALLS ARE ON THAT.

SO WE WOULD DEFINITELY IF WE COULD SEE PROJECTED ENROLLMENT GROWING, WE WOULD DEFINITELY WANT TO COME BACK AND LOOK AT THIS.

OKAY. YEAH. SO WE HAVE THAT OPTION.

I MEAN, WE'RE NOT STUCK WITH THIS FOR.

WE ARE WE HAVE TO SET UP A NUMBER TONIGHT.

OKAY. BUT, YOU KNOW, AND THAT'S THE ONE WE'RE GOING TO TAKE.

WE HAVE TO GO TO YOU KNOW WE'RE GOING TO MEET WITH THE FOUR MUNICIPALITIES.

SO WE'LL BE MEETING WITH THE COUNTY, THE CITY OF VANCOUVER, THE CITY OF BATTLE GROUND, AND THE TOWN OF YACOLT.

SO AND THAT WILL BE PRESENTING THIS.

AND AGAIN, FOR THEM, THEY DON'T HAVE TO APPROVE THE NUMBERS THAT WE SUBMIT ON OUR PLAN.

TYPICALLY THEY DO, BUT THEY DON'T HAVE TO.

OKAY. SO AGAIN, THERE IS SOME UNKNOWNS ABOUT THIS.

I DO THINK TO MICHELLE'S POINT, YOU KNOW, AND I KNOW YOU HAVEN'T ASKED ME YET, SO I'M JUST GOING TO GO AHEAD AND DO IT THOUGH.

BUT I DO THINK THAT I MEAN, IT'S OBVIOUS THAT INFLATION HAS DRIVEN UP COSTS. AND I THINK IT IS VERY FAIR FOR US TO INCREASE THE CURRENT FEES, THE CURRENT IMPACT FEES THAT WE ASK FOR.

TO WHAT DEGREE IS THE QUESTION.

MICHELLE, TO HER CREDIT, THROUGHOUT 60%, 62%, 68.2% INCREASE.

YOU KNOW, IT COULD BE ANYWHERE IN YOU KNOW, IT DOESN'T HAVE TO BE 68, AS MICHELLE POINTED OUT, THAT, YOU KNOW, IF WE GO WITH THE LATEST OSPI NUMBERS, IT'S 40 SOMETHING IN 2020.

RIGHT? WHATEVER THAT WAS.

RIGHT 44.3. RIGHT.

IT COULD BE LESS THAN THAT IF THE BOARD SO DESIRED.

THE THING THAT IS VERY TRUE RIGHT NOW IS THAT THE CURRENT RATE, WHICH WE ARE COLLECTING IMPACT FEES HAS BEEN SUFFICIENT TO MEET OUR CURRENT NEEDS.

BUT A LOT OF THAT HAS BEEN DETERMINED BECAUSE OF THE DROP IN ENROLLMENT THAT WE HAVE EXPERIENCED DURING COVID.

WE HAVEN'T HAD TO WORRY ABOUT SPENDING THOSE AND BUILDING BECAUSE OF THAT.

IF THAT ENROLLMENT COMES BACK QUICKLY.

WHAT I'M CONCERNED ABOUT IS I DON'T WANT TO BE CAUGHT IN A BIND THEN WHERE WE HAVEN'T BEEN COLLECTING IT, SO WE DON'T HAVE IT, AND NOW WHAT DO WE DO? SO JUST TO THROW MORE UNCERTAINTY ONTO THE.

WELL AND JUST LOOKING AT HOW MANY STUDENTS WE'RE ACTUALLY HOUSING IN PORTABLES.

YES, ALREADY.

AND THAT'S WITH OUR ENROLLMENT, YOU KNOW.

AND HOLDING RIGHT. AND THAT'S ALWAYS BEEN THE WAY THAT WE'VE DONE THINGS.

AND ONE OF THOSE WITH THE KINDERGARTEN GOING FROM HALF TIME TO FULL DAY.

ALSO. THAT IMPACTED I HAVE ONE MORE QUESTION, BUT I DON'T WANT TO TAKE UP ALL THE TIME.

NO GO RIGHT AHEAD. KEVIN, YOU'VE BEEN WORKING ON THIS FOR A WHILE.

WHEN YOU SAW THIS CALCULATION, DID IT SURPRISE YOU? SHOCK YOU? WAS IT ALARMING?

[02:15:01]

DID IT FEEL HIGH? DID IT FEEL LOW? WHAT ARE YOUR THOUGHTS? [INAUDIBLE] THAT'S A IT'S AN INCREDIBLE CALCULATION.

IT TAKES INTO A MILLION THINGS INTO CONSIDERATION.

AND IN THE PAST, I KNOW WE HAVEN'T GONE TO THE FULL AMOUNT THAT THAT'S BEEN ASKED.

THE THING THAT DROVE IT WAS THE DIFFERENCE IN THE PRICE AND THE COSTS.

THAT WAS THE MAIN DRIVER OF WHY THOSE COSTS.

THAT WAS A PRETTY SIGNIFICANT PART OF IT.

DO YOU FEEL THAT IT'S SUFFICIENT? WELL, AS MR. WATERS REPLIED, OUR CURRENT HAS BEEN.

WHAT WE'VE DONE IS IS BUILT TEN PLEXES.

AS I MENTIONED, MR. WATERS ONE OF THE THINGS THAT BATTLE GROUNDS' PHILOSOPHY HAS BEEN FOREVER IS JUST TAKE THIS BUILDING, FOR EXAMPLE.

IT'S A 8000 FOOT BUILDING.

SO IN THE PAST, BATTLE GROUND WOULD RUN A SMALL BOND AND RUN AND BUILD THIS STANDALONE BUILDING, AND NOW I DO IT THE SAME WAY, BUT IT'S A TEN PLEX.

SO THIS SORT OF LAYOUT, IT MAKES SENSE IF YOU CAN'T HISTORICALLY PASS BONDS TO BUILD THE LARGER SCHOOL.

SO I UNDERSTAND IT.

I DON'T LIKE IT. THE SEPARATE BUILDINGS, BUT THAT'S HOW THEY OPERATED IN THE PAST.

AND I'M DOING IT WITH TEN PLEXES.

OKAY. AND THOSE HAVE BEEN WE'VE HAD SUFFICIENT AMOUNTS.

BUT I AM INTRIGUED ABOUT USING IMPACT FEES ON A BOND PROPOSAL FOR POTENTIALLY THE LARGER SQUARE FOOTAGE.

THAT IS INTRIGUING BECAUSE WE'VE NEVER EVEN LOOKED AT IMPACT FEES ON A BOND BEFORE SO PROVIDED IT'S POSSIBLE AND LEGAL I SUPPORT THAT.

OKAY. I SO REST.

[LAUGHTER] ANY OTHERS. WELL, I THINK WHAT I'D LIKE CITIZENS THAT ARE IN OUR AUDIENCE AND MAYBE ONLINE OR WHATEVER, TO RECOGNIZE THAT AT THAT FEE DOES CHANGE.

IT CAN REDUCE THE IMPACT OF A BOND DOWN THE ROAD.

SO THAT'S AT LEAST SOMEWHAT COMFORTING TO KNOW THAT IT COMES BACK INTO THE SYSTEM, EVEN IF WE HAVE IT. THE PREDICTING THE GROWTH PIECE IS MIND BOGGLER TO ME.

YEAH. YEAH.

AND I'M GLAD WE CAN AT LEAST REACT SOMEWHAT QUICKLY AFTER WE SEE IT.

YOU SAID FOUR YEAR, IT'S SET FOR FOUR [INAUDIBLE] AFTER FOUR.

YEAH. WE'RE REQUIRED TO GO EVERY FOUR.

REQUIRED. BUT YOU CAN DO IT MORE OFTEN.

BUT YOU ARE.

YES. THAT'S WHAT I WANTED TO BE CLEAR. SO WE'RE NOT LOCKED INTO WAITING.

OK.

I THINK THAT'S IMPORTANT.

I BELIEVE RIDGEFIELD IS A GOOD EXAMPLE OF THAT.

RIGHT. YEAH.

OKAY. SO IT SOUNDS LIKE WE'RE OKAY WITH THE CAPITAL FACILITIES PLAN, THAT PIECE OF IT.

SO OUR NEXT TASK IS SETTING THE AMOUNT.

WOULD YOU REPEAT OUR EXISTING AMOUNT? OUR CURRENT AMOUNT FOR SINGLE FAMILY RESIDENTS IS $6,397 DOLLARS.

6,397. CORRECT.

AND THEN 2,786 FOR THE MULTI-FAMILY? 2,200 AND 86 FOR MULTI-FAMILY.

AND THAT WAS SET SEVEN YEARS AGO.

2015? YEAH, SEVEN YEARS AGO.

SEVEN YEARS AGO. YOU KNOW, JUST SO THE BOARD KNOWS, YOU KNOW, I'M IN CONSTRUCTION MYSELF AND I CAN ATTEST TO THE FACT THAT THE COST OF CONSTRUCTION HAS SO DRAMATICALLY INCREASED, ESPECIALLY IN THE LAST YEAR ALONE.

I THINK I WAS EVEN TELLING KEVIN AT ONE POINT IN TIME THAT I WAS BIDDING A JOB AND I HAD THE PRICE OF PVC PIPE CHANGE ON ME SIX TIMES IN ONE DAY.

IT JUST KEPT TICKING UP BECAUSE OF THE RESIN.

SO, I MEAN, THESE ARE THE SAME MATERIALS THAT WE'RE PUTTING IN NEW HOMES.

I DO AS A PART TIME THING.

I DO A LOT OF INSPECTIONS ON A RESIDENTIAL PROPERTY, AND I JUST KEEP SEEING THE BUDGETS OF THESE HOMES TICK UP AND UP AND UP FOR THE EXACT SAME SQUARE FOOTAGE. YOU KNOW, A YEAR LATER, THAT SAME HOUSE IS $120,000 MORE TO BUILD.

PRICE OF LUMBER, PRICE OF PIPE.

IT JUST KEEPS GOING UP AND UP.

AND IF THESE NUMBERS ARE THAT OLD AND THERE WAS INFLATION IN THOSE YEARS, TOO, RIGHT.

[02:20:02]

RIGHT.

THING. IS THERE ANOTHER SIDE TO THIS? IS THERE A NEGATIVE TO RAISING THIS? WELL, AS I DON'T MEAN TO JUMP IN HERE, BUT AS I SAID ROB, I THINK, YOU KNOW, I KNOW THAT OBVIOUSLY MUNICIPALITIES ARE INTERESTED IN GROWTH.

ANY TIME YOU RAISE TAXES, IT'S TROUBLESOME FOR THEM.

AS I SAID, MOST OFTEN THE COSTS ARE GOING TO BE PASSED ON TO PEOPLE WHO ARE BUYING HOUSES.

HOUSES ALREADY ARE EXPENSIVE, EVEN IN OUR COMMUNITY.

INCREASING THE RATES PASSES THAT EXPENSE LIKELY ON TO HOMEBUYERS.

A LOT OF FIRST TIME HOMEBUYERS, YOUNG FAMILIES.

THE OTHER THING TO CONSIDER IS CERTAINLY OUR FRIENDS IN THE CONSTRUCTION INDUSTRY.

AND THAT'S IMPORTANT FOR THIS COMMUNITY.

WE HAVE A LOT OF PEOPLE IN THE CONSTRUCTION INDUSTRY AREN'T GREAT PROPONENTS OF INCREASING IMPACT FEES. SO THERE ARE SOME POLITICAL RAMIFICATIONS AND SOME NEGATIVES ASSOCIATED WITH IT.

BUT THE POINT THAT I THINK THAT HAS BEEN BROUGHT UP, I ALSO THINK THAT THERE IS A REALIZATION I MEAN, TED WORKS IN THE INDUSTRY.

THERE'S A REALIZATION THAT, YEAH, WE GET IT.

I MEAN, EVERYTHING'S GOING UP.

MM HMM. SO A SCHOOL DISTRICT TO FOLLOW IN THAT.

THE OTHER THING TO NOT FORGET ABOUT THE CONSTRUCTION COST IS IT'S NOT JUST THE PRICE OF THE STRUCTURE ITSELF.

IT'S ALSO THE INFRASTRUCTURE THAT IS BEING SET ON.

RIGHT. YOU GET A PROPERTY DEVELOPER THAT'S DOING A 20 30 PARCEL ACRE OR EXCUSE ME, A PARCEL A LOT.

THERE'S ALL THE UNDERGROUND STORM SEWER, ALL THE CONDUIT THAT GOES IN THERE, THE COST TO MOVE EARTH.

I MEAN, AND ALL OF THOSE COSTS ARE GOING UP.

ABSOLUTELY. SEWER HOOKUP FEES ARE GOING UP.

YOU KNOW, ALL OF THOSE KINDS OF THINGS ARE GOING UP.

AND SO.

I'LL JUST THROW THIS OUT HERE.

AS A PARENT, I WANT GOOD SCHOOLS FOR MY KIDS.

I'VE HAD THE BENEFIT OF ALL OF MY KIDS GOING THROUGH THIS DISTRICT.

AND WE'VE GOT GREAT SCHOOLS.

WE NEED GOOD FACILITIES.

WE NEED GREAT FACILITIES.

AND AS A HOMEOWNER, IT'S WORTH IT, RIGHT, TO KNOW THAT MY KIDS ARE GOING TO GET GOOD SCHOOLS OUT BEHIND IT.

RIGHT. I'M GOING TO PAY THE SAME PRICE FOR A HOME HERE THAT I'M GOING TO PAY IN CAMAS, THAT I'M GOING TO PAY IN OREGON.

I'M GOING TO PAY IT. I WANT GOOD SCHOOLS TO GO WITH IT AND I WANT GOOD FACILITIES.

WE'VE GOT GREAT SCHOOLS.

WE NEED GREAT FACILITIES.

AND THAT'S MY $0.02.

I GUESS FROM MY PERSPECTIVE, I DON'T WANT TO HURT THE BUILDING COMMUNITY LIKE I KNOW THAT THAT'S TOUGH AND THAT THIS COMMUNITY IS STRONGLY SUPPORTED BY THAT. I'M ALL FOR WHAT OUR CURRENT COST IS NOW THE 68.2%.

THAT'S WHERE I WOULD RECOMMEND WE PUT IT, BECAUSE THAT'S WHAT WE KNOW IT IS.

IS IT FAIR TO SAY WE SHOULD ADD FOR INFLATION? PROBABLY. BUT THAT'S WHAT WE KNOW.

AND FOR THAT I WOULD SAY WE REVIEW IN A YEAR IT GOES UP, WE ADJUST.

IF IT GOES DOWN, WE ADJUST.

LIKE WE MAKE SURE THAT WE'VE GOT A COMMUNITY FOCUS AND WE MAKE SURE WE'RE BENEFITING OUR STUDENTS.

68.2 WOULD BE, AGAIN? $10,760 DOLLARS.

AND WHAT WOULD THAT TOTAL OVER A FOUR OR FIVE YEAR PERIOD? WELL, CURRENTLY WE'RE COLLECTING ABOUT 5 MILLION A YEAR.

YEAH. SO JUST DEPENDS ON WHAT CONSTRUCTION DOES BECAUSE NOW YOU'RE FORECASTING BUILDINGS, RIGHT.

SO IS THAT TEN THAT'S 68.2%.

IS THAT 10,000 IS IT 860 IS THAT WHAT YOU SAID? 2025. SO KEVIN, WHAT ARE YOU SHOWING FOR PRICE PER SQUARE FOOT? DO YOU HAVE ANY IDEA RIGHT NOW? FOR WHAT IT'S ESCALATING.

I MEAN, WHAT IT IS RIGHT NOW.

YEAH.

BUILDING FOR 600 AND 700 ALSO.

[02:25:01]

OH GEEZ. SORRY.

YEAH. THAT'S MOVING FASTER THAN YOU CAN CATCH UP WITH IT.

YEAH, WE STARTED THIS CAPITAL FACILITY PLAN ABOUT FOUR OR FIVE MONTHS AGO, SO WORKING ON THIS TOGETHER.

SO YEAH, THINGS HAVE MOVED.

I WOULD. GO AHEAD MARY.

NOW WHERE WOULD THAT PUT US FOR THE MULTI-FAMILY? THAT WOULD PUT US AT 3,845.

AND 10,760 FOR SINGLE FAMILY.

CORRECT? WHILE THEY'RE CALCULATING I'LL PUT IN MY 2 CENTS.

SO I ABSOLUTELY AGREE WITH DIRECTOR MADDUX ON THE REQUEST FOR QUALITY SCHOOLS.

I DON'T CONSIDER BUILDING MORE TEN PLEXES OR PUTTING UP MORE TEN PLEXES THAT KIND OF QUALITY THAT I'M THINKING OF.

AND IF WE DO AN INCREASE LIKE THIS, WE NEED SOME REAL WORK WITH THE PUBLIC TO HELP THEM UNDERSTAND THAT ONLY BUILDS QUALITY SCHOOLS IF WE BUILD A BRICK AND MORTAR BUILDING TO REPLACE THAT RATHER THAN JUST PUTTING UP MORE PORTABLES. SO KNOWING THAT WE CAN REACT QUICKLY, I GUESS I'M IN FAVOR OF MAYBE A MORE MODEST, CAUTIOUS APPROACH IN RAISING THOSE FEES, BUT IT'S A WHOLE BOARD DECISION.

SO THERE'S MY $0.02 ON THAT.

I WOULD ACTUALLY I'D SECOND JACKIE'S SUGGESTION MYSELF.

I THINK THAT THOSE ARE REASONABLE NUMBERS.

THE 68.2%? YES, SIR. YEAH.

I WOULD TOO, BECAUSE IT HAS BEEN SEVEN YEARS.

AND I KNOW THIS.

I MEAN, UNFORTUNATELY, IT'S BEEN SEVEN YEARS AND THERE HASN'T BEEN A TIME TO INCREASE IT INCREMENTALLY.

BUT WE KNOW WHAT'S HAPPENING RIGHT NOW IN TERMS OF CONSTRUCTION COSTS, INFLATION AND WHAT IT'S GOING TO COST US TO BUILD THOSE SCHOOLS ONCE WE GET TO THAT POINT.

SO I THINK WE HAVE TO GO THERE AND MAYBE REVISIT IT MORE OFTEN, BUT I THINK WE'VE GOT TO GO THERE.

YEAH. THANK YOU, BOARD.

THAT'S I THINK THAT IT'S BEEN A GOOD DISCUSSION.

SO IN ORDER TO MOVE FORWARD, WE WOULD NEED A MOTION AND SOME NUMBERS.

I THINK I HAVE THE NUMBERS RIGHT.

10,760 FOR SINGLE AND 3,845 FOR MULTI.

YES. SO I'LL MOVE THE BOARD OF DIRECTORS REQUEST JUST APPROVE THE DIRECTORS DISTRICTS REQUESTED COLLECTION OF SCHOOL IMPACT FEES IN THE AMOUNT OF FOR SINGLE FAMILY AMOUNT $10,760 DOLLARS AND THEN MULTI-FAMILY FEE AMOUNT 3,845. NOW, JUST.

DID I READ THAT, RIGHT? YEAH, YOU DID.

I JUST THINK THAT WE DON'T ACTUALLY HAVE ANY.

YEAH. I WANT TO MAKE SURE THAT WE.

OKAY. SO REALLY, WE NEED TO MOVE DOWN INTO THE NEXT, IN TO PART C. RIGHT, BECAUSE THAT'S WHERE WE NEED THE VOTE, RIGHT.

OKAY. WHEN THEY APPROVE THE RESOLUTION OR THE INTERLOCAL AGREEMENT.

THAT'S A SEPARATE ISSUE.

SO JUST SO THIS WOULD BE YOUR THE REQUEST IS APPROVE THE CAPITAL FACILITY PLAN RIGHT. OKAY.

SO YOU WERE RIGHT.

OKAY. SO WE WOULD NEED A SECOND ON THAT.

SECOND.

WE HAVE A MOTION AND A SECOND FOR THE APPROVAL OF THE CAPITAL FACILITIES PLAN AND CORRESPONDING IMPACT FEES.

ANY OTHER DISCUSSION? ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.

AYE. ALL THOSE OPPOSED.

NAY. MOTION PASSES 4 TO 1.

SO I JUST WANTED TO LET YOU KNOW THAT BECAUSE WE DID NOT HAVE THE RAISE, THE SIGNING OF THE RESOLUTION WILL BE DONE BY DOCUSIGN.

SO YOU WILL BE RECEIVING THAT TOMORROW? EACH BOARD MEMBER? YEAH. EACH BOARD MEMBER WILL RECEIVE IT BY DOCUSIGN.

[02:30:01]

SO THANK YOU.

OK. YOU'RE PROBABLY STAYING UP THERE, RIGHT? OKAY. ITEM C NEW BUSINESS.

THE INTERLOCAL AGREEMENT FOR THE COLLECTION AND DISTRIBUTION AND EXPENDITURE OF SCHOOL IMPACT FEES.

RIGHT. SO THE TOWN OF YACOLT, WE CURRENTLY DO NOT HAVE AN INTERLOCAL AGREEMENT WITH THEM, ALTHOUGH IN THEIR ORDINANCE IT IS REQUIRED THAT THEY DO COLLECT IMPACT FEES AND REMIT THEM BACK TO BATTLE GROUND PUBLIC SCHOOLS.

HOWEVER, JUST IT WOULD IT WOULD BE A BENEFIT TO HAVE MORE STRUCTURE TO THE COLLECTION AND THE REMITTENT OF THE IMPACT FEES FROM THE TOWN OF YACOLT.

SO THIS INTERLOCAL AGREEMENT WOULD BE IT'S A VERY STANDARD INTERLOCAL AGREEMENT THAT WE HAVE WITH OTHER OF OUR AGENCIES, WITH CITY OF VANCOUVER, CITY OF BATTLE GROUND AND CLARK COUNTY.

SO THIS IS JUST KIND OF PUTTING THAT STRUCTURE INTO PLACE.

THEN I THINK THAT THAT WILL BE BENEFICIAL FOR BOTH PARTIES ON THIS.

SO WITH YOUR APPROVAL THAT WE CAN GO FORWARD AND JUST AND PUT THIS INTERLOCAL INTO PLACE.

QUICK QUESTION ON THAT. THE CITY OF YACOLT IS ALREADY.

I'M SORRY. TOWN OF YACOLT.

SORRY. TOWN OF YACOLT HAS ALREADY HAD CONVERSATIONS WITH YOU ON THIS AND THEY'VE SEEN THIS.

SO I HAVE WORKED WITH THEIR CLERK.

THEY HAVE NOT SEEN THE INTERLOCAL AGREEMENT.

THEY HAVE. I HAVE TALKED TO THEIR CLERK ABOUT AN INTERLOCAL AGREEMENT AND SHE WAS IN AGREEANCE THAT WE SHOULD HAVE IT IN OUR LOCAL AGREEMENT WITH THEM.

SO BUT DUE TO TIMING DELAYS, WE DIDN'T REALLY HAVE A LOT OF TIME TO WORK WITH THEIR TOWN.

SO WE'LL, PRESENT IT WITH THE IMPACT FEE WHEN WE'RE UP THERE FOR THAT.

IT'S A PRETTY STANDARD AGREEMENT.

SO I WOULD ASSUME THAT IT WOULD BE IT JUST SIMPLY IS THE STRUCTURE OF COLLECTING AND REMITTING THAT'S WHAT THEY'RE DOING.

IT'S NOT ANY DIFFERENT.

SO BUT THEY KNOW THIS IS COMING.

SO I HAVE WORKED WITH THEIR CLERK AND WE'VE TALKED ABOUT AN INTERLOCAL AGREEMENT WOULD BE GREAT TO HAVE IN PLACE.

NO QUESTIONS. I MOVE THE BOARD OF DIRECTORS APPROVE THE INTERLOCAL AGREEMENT FOR COLLECTION DISTRIBUTION EXPENDITURE OF SCHOOL IMPACT FEES.

GREAT. IT'S BEEN MOVED TO APPROVE THE INTERLOCAL AGREEMENT FOR THE COLLECTION, DISTRIBUTION AND EXPENDITURE OF IMPACT FEES.

ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.

AYE. ALL THOSE OPPOSED.

MOTION PASSES 5 TO 0.

THANK YOU. THANK YOU BOARD.

I'D LIKE TO EXTEND MY APPRECIATION TO MICHELLE SCOTT AND KEVIN JOLMA FOR THEIR HARD WORK ON THE CAPITAL FACILITIES PLAN.

I REALLY, REALLY APPRECIATE IT.

THANK YOU. I SECOND THAT.

OKAY. WE ARE ON TO ITEM D OUR LAST ITEM OF NEW BUSINESS.

RESOLUTION NUMBER D-22 OUR REDISTRICTING OF SCHOOL BOARD DIRECTOR DISTRICTS.

THANK YOU, BOARD. YOU'RE ALL AWARE.

ACCORDING TO STATE LAW, IT IS THE RESPONSIBILITY OF EACH COUNTY, MUNICIPAL, CORPORATION AND SPECIAL PURPOSE DISTRICT, WHICH WOULD BE US WITH THE GOVERNING BODY COMPRISED OF INTERNAL DIRECTOR, COUNCIL OR COMMISSION DISTRICTS NOT BASED ON STATUTORILY REQUIRED LAND OWNERSHIP CRITERIA TO PERIODICALLY REDISTRICT ITS GOVERNMENTAL UNIT BASED ON POPULATION INFORMATION FROM THE MOST RECENT DECENNIAL CENSUS.

AND AS YOU KNOW, WE HIRED FLOW ANALYTICS TO PERFORM A REDISTRICTING ANALYSIS AND PROVIDE BOUNDARY RECOMMENDATIONS FOR THE BOARD OF DIRECTOR DISTRICTS TO COMPLY WITH THE 2020 US CENSUS AND STATE LAW.

AND WE HAVE PRESENTED THAT IN A PUBLIC HEARING AND WE HAVE POSTED THAT ON OUR WEBSITE FOR THE LAST MONTH.

WE HAVE NOT RECEIVED A GREAT DEAL OF INPUT.

I BELIEVE WE'VE ONLY HAD TWO CITIZEN COMMENTS, ONE JUST CONCERNED ABOUT DID WE LOOK AT ENOUGH OF DIFFERENT OPTIONS AND ANOTHER CONCERNED ABOUT OR ASKING THE QUESTION OF WHETHER OR NOT WE WOULD CONSIDER CONSOLIDATING INTO FOUR DISTRICTS WITH ONE AT LARGE.

BUT THAT'S NOT PART OF THIS PROCESS.

THAT'S ANOTHER PROCESS THAT THE BOARD WOULD HAVE TO GO THROUGH.

SO CITIZEN IMPACT OR COMMUNITY FEEDBACK HAS BEEN MINIMAL, TO SAY THE LEAST.

[02:35:05]

YOU WERE IN FAVOR OF THE PROPOSAL WHEN WE INITIALLY LAID IT OUT.

SO MY RECOMMENDATION IS THAT WE GO AHEAD AND APPROVE THAT, AND THAT'S WHAT I AM ASKING FOR TODAY.

AND JUST FOR INFORMATION PURPOSES, I DID FOLLOW UP AND ASK ABOUT THE NUMBER OF DISTRICTS THAT HAVE OUR SYSTEM COMPARED TO AN AT LARGE AND THINGS LIKE THAT.

AND THE VAST MAJORITY OF SCHOOL DISTRICTS HAVE OUR SYSTEM.

SO IT TENDS TO BE THE LARGER THE EVERGREENS VANCOUVER OR SEATTLE'S THAT HAVE THE AT LARGE POSITIONS BUT ANYWAY JUST TO LET YOU KNOW.

I MOVE THE BOARD OF DIRECTORS APPROVE RESOLUTION D-22 REDISTRICTING OF SCHOOL BOARD DIRECTOR DISTRICT BOUNDARIES FOR BATTLE GROUND SCHOOL DISTRICT.

WE HAVE A MOTION TO APPROVE RESOLUTION NUMBER D-22 REDISTRICTING OF THE BOARD OF DIRECTOR DISTRICTS.

LAST CALL FOR QUESTIONS? ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.

AYE. ALL THOSE OPPOSED.

MOTION PASSES 5 TO 0.

THANK YOU, BOARD. ALL RIGHT.

IT TOOK A WHILE, BUT THANKS FOR EVERYBODY HANGING IN THERE.

APPRECIATE THAT. WE'RE ON TO OUR FUTURE AGENDA ITEMS.

[11. Future Agenda Items and Board Events]

I BELIEVE WE HAVE A TOUR TOMORROW, CORRECT? 10:45 SHARP.

AND I MADE SURE THAT PRAIRIE HIGH SCHOOL IS GOING TO BEAT BATTLE GROUND.

I'M COUNTING ON IT.

I DIDN'T KNOW THAT. JUST MAKE SURE YOU WEAR YOUR ORANGE AND BLACK [INAUDIBLE] AND. I JUST FOUND A WHOLE BOX OF PRAIRIE GEAR.

DID YOU? YEAH.

NICE. LIKE, TOTALLY JUST BRING IT. ANYTHING FROM YOU DIRECTOR WATERS ON? NO. AS I MENTIONED EARLIER, WE'D LIKE TO PUT SOME WORK SESSIONS TOGETHER.

WE MAY BE LOOKING AT EXECUTIVE SESSIONS COMING UP ON PERSONNEL.

YEAH, BUT BESIDES THAT, SHELLY, CAN YOU THINK OF ANYTHING? NO. WE HAVE SOME TEACHING AND LEARNING THINGS FOR YOU AT OUR NEXT BOARD MEETING THAT WE'RE LOOKING FORWARD TO.

BUT. WE DO HAVE A BI-WEEK, SO WE'RE THREE WEEKS OUT.

YES.

ENJOY THE BI-WEEK YEAH.

OUR NEXT MEETING. AND JUST SO THE BOARD IS AWARE I AM WORKING ON MY INITIAL EVALUATION DOCUMENT AND I SHOULD HAVE THAT TO YOU.

I'M HOPING BY THE END OF THIS WEEK, WHICH WILL BE MY FEEDBACK, WHICH WILL GIVE YOU PLENTY OF TIME BEFORE OUR NEXT BOARD MEETING TO REVIEW AND TALK ABOUT IT AND PUT QUESTIONS TOGETHER AND THAT KIND OF THING.

AND THEN WE'LL HAVE WE'LL PROBABLY HAVE AN EXECUTIVE SESSION.

RIGHT. FOR THAT AS WELL.

YEAH. SO PUT IN YOUR MENTAL CALENDAR AND MAYBE CHECK YOUR ACTUAL CALENDARS, KIND OF HOW YOUR JUNE SCHEDULE IS.

WE'VE GOT A LOT OF EVENTS WITH GRADUATIONS AND THINGS GOING ON.

WE NEED TO MAKE SURE WE DO DUE DILIGENCE WITH OUR SUPERINTENDENT EVALUATION.

AND TYPICALLY WE HAVE WRAPPED A LITTLE BIT OF A IN-HOUSE BOARD RETREAT AROUND THE LAST MEETING IN JUNE.

THAT'S BEEN OUR PRACTICE THE LAST COUPLE OF YEARS.

SO THINK ABOUT THAT.

MAYBE HOLDING TIME OPEN AROUND THAT TIME.

AND IT IS THE 27TH? THE 27TH IS THE ACTUAL DATE.

SO, YOU KNOW, I'LL DEFER TO ALL THE BOARD MEMBERS TO DECIDE WHETHER THEY WANT TO GIVE UP SOME SUNDAY TIME OR PUT IT OVER INTO TUESDAY.

BUT WE PROBABLY HAVE AN EXTENDED MEETING TO INCLUDE KIND OF THAT RETREAT AND PLANNING FOR THE NEXT YEAR.

YEAH, THERE'S PROBABLY A COUPLE OF WAYS TO APPROACH THAT TOO, IS TO CONSIDER WHETHER FULL OR A HALF DAY WOULD WORK, FULL OR A HALF DAY OR AN ADDITIONAL WORK LONGER WORK SESSION FORMAT.

SO WE'VE DONE ALL OF THOSE THINGS.

WE'VE ALSO DONE THE LAST WEEK, IN JUNE, MOST RECENTLY, BUT WE'VE ALSO DONE SOME JULY DATES IF THAT WORKS BETTER FOR PEOPLE AS WELL. USUALLY IF WE DO, DO JULY, TYPICALLY THOSE ARE TOWARDS THE END OF JULY.

SO SANDY, IS IT POSSIBLE FOR US TO DO SOME DOODLES, MAYBE SOME SURVEYS, GET TO GATHER SOME INFORMATION ABOUT WHAT MIGHT WORK? YES. MIGHT BE A GOOD WAY TO GET THAT INPUT.

OK. YEAH.

AS LONG AS IF WE GO JULY, CAN THAT INFORMATION BE USED DURING THE LIKE THE ADMIN TIME THAT THEY GET TOGETHER IN EARLY AUGUST AND THAT.

YEAH. IF THAT'S ENOUGH TIME FOR YOU.

YEAH. I'M NOT SURE.

I THINK SO. SO YEAH.

OKAY. ALL RIGHT.

ANYTHING ELSE FOR THE GOOD OF THE ORDER? THANK YOU ALL FOR HANGING IN HERE.

I'D LIKE TO ADJOURN THIS MAY 23 MEETING 2022.
