I KNOW THAT BY PARTICIPATING IN SPEECH DEBATE, I'VE BEEN ABLE TO FIND MY SPEAKING AND DATA COLLECTION SKILLS. THIS HASN'T JUST HELPED ME IN AN ACADEMIC SETTING LIKE AN ENGLISH CLASS, BUT HAS HELPED ME FOR MY OWN OPINIONS ON THE THINGS AROUND US AND DETERMINE WHAT SOURCES I CAN RELY ON AND TRUST. SPEECH AND DEBATE HAS ALSO PRESENTED A GREAT OPPORTUNITY FOR ME TO BE ABLE TO PARTICIPATE ON A DEBATE STAGE WHERE I CAN VOICE AND HEAR REAL OPINIONS AND LEARN HOW TO UNDERSTAND OR COUNTER THEM. UNFORTUNATELY, I DID NOT PLACE IN EITHER EVENT, BUT I WAS FORTUNATE ENOUGH TO BE ABLE TO COMPETE IN THOSE EVENTS FOR EVERY LOCAL TOURNAMENT WE COMPETED IN, AND I WON FIRST OR THIRD FOR EACH AND EVERY ONE OF THEM. SPEECH AND DEBATE IS AN EXTREMELY IMPORTANT EVENT IN SCHOOL, THOUGH OUR SPEECH TEAM IS SMALL, WE HAVE RATHER INCREDIBLE FRIENDSHIPS BLOOMING AND WE HAVE FOUNDED OUR ABILITIES TO GATHER INFORMATION AND PUBLICLY SPEAK. I HAVE NEVER BEEN PARTICULARLY GOOD AT EITHER OF THOSE SUBJECTS, DESPITE MY TEACHER'S BEST EFFORTS. IMPROMPTU IS ABOUT MAKING UP A SPEECH IN FRONT OF A GROUP OF PEOPLE. TYPICALLY, IT'S JUST YOUR PEERS AROUND 5 TO 6 MEMBERS. YOU'D BE GIVEN A LIST OF SUBJECTS AND YOU'D PICK ONE. ONE WAS A QUOTE. MY FAVORITES WERE THE MISTER ROGERS ONES. YOU WOULD BE GIVEN A RANDOM NOUN. FOR EXAMPLE, PIE IS ONE THAT I REMEMBER US HAVING AT A TOURNAMENT, AND THEN YOU'D BE GIVEN ANOTHER RANDOM TOPIC LIKE MAYBE YELLOW OR RUNNING. IMPROMPTU IS BY FAR MY FAVORITE EVENT FOR THE SIMPLE FACT OF IT LETS YOUR IMAGINATION BLOOM. CONGRESS IS FAR MORE FORMAL AS WE FOLLOW THE PROCEEDINGS SET BY THE US CONGRESS. IT'S EXTREMELY FUN. MY PERSONAL FAVORITE LITTLE BIT IS SIMPLY HOW YOU REFER TO EACH PERSON AS SENATOR. SO ME AND MARLEE BOTH COMPETED IN CONGRESS OFTEN, SO WE WOULD BE SENATOR WING AND SENATOR DUNN. IT GIVES YOU A TASTE OF ACTUAL GOVERNMENT PROCEEDINGS AND FRANKLY, IT IS AN INCREDIBLE EXPERIENCE FOR ANYONE TO BE A PART OF. SPEECH AND DEBATE HONES YOUR CRITICAL THINKING SKILLS AS IT MAKES YOU CHOOSE WHAT INFORMATION YOU'LL PRESENT IN DEBATES LIKE LINCOLN-DOUGLAS OR PUBLIC FORUM. I PERSONALLY DID NOT COMPETE IN EITHER EVENT, BUT I KNOW MARLEE DID PUBLIC FORUM. MANY DEBATES CAN BE RATHER DIFFICULT. I KNOW IN CONGRESS THERE WERE OFTEN QUITE A FEW PEOPLE WHO HAD A LOT MORE INFORMATION THAN ME. I REMEMBER ONE GIRL WITH A NOTEBOOK CHOCK FULL OF JUST NOTES ON LIKE TWO BILLS. I COULD NEVER FIND THAT MUCH INFORMATION, LET ALONE WRITE IT ALL DOWN. BUT SHE SOMEHOW FOUND THE TIME AND WAY TO DO THAT. I BELIEVE SHE WON FIRST PLACE MULTIPLE TIMES FOR OBVIOUS REASONS. SPEECH AND DEBATE IS SPLIT INTO NOVICE AND OPEN, NOVICE BEING THE YOUNGER PEOPLE. SO ME AS A FRESHMAN, BEING MY FIRST YEAR, I WAS IN NOVICE IMPROMPTU AND NOVICE CONGRESS. IT'S FORTUNATE THAT WE'RE SPLIT INTO THE PEOPLE WHO ARE STILL LEARNING AND THE PEOPLE WHO ARE MORE EXPERIENCED BECAUSE THE MORE EXPERIENCED STUDENTS HAVE, OBVIOUSLY A BETTER UNDERSTANDING AND MORE FAR MORE EXPERIENCE. A SPEECH DEBATE TEAM IS A GREAT PLACE FOR YOU TO GROW AND LEARN AS A PERSON. IT'S PROBABLY THE BEST THING THAT'S HAPPENED TO ME THIS YEAR. THANK YOU FOR YOUR TIME. WOW. THANK YOU. STUDENTS OF LARGER TEAMS DO HAVE THE OPPORTUNITY TO ATTEND NATIONALS WITH THE QUALIFYING TOURNAMENT, WHICH IS USUALLY THIS MONTH IN MAY, AND THEN NATIONALS WOULD ACTUALLY BE IN JUNE. SO FOR MUCH, MUCH LARGER TEAMS, THEY DO HAVE THE OPPORTUNITY TO PARTICIPATE FOR THE FULL ACADEMIC YEAR. WOW. AND IT'S REASONABLY NEW AT BATTLE GROUND HIGH SCHOOL OR BROUGHT BACK, CORRECT? AND ONE OF THE THINGS I REALLY LIKED ABOUT WHAT HE WAS DOING THERE IS IN THE AUTO SHOP TWO LEVELS. SO THE NEXT STEP HE IS GOING TO BE TREATING IT MORE LIKE A JOB WHERE THEY COME IN WITH A TIME CARD CLOCK IN AND THEN THEY HAVE TO ESTIMATE THE TIME AND MATERIALS IT'S GOING TO TAKE TO DO A REPAIR. AND I REALLY LIKE THAT BECAUSE IT KIND OF GAVE THEM A REAL WORLD EXPOSURE AS TO WHAT THAT'S GOING TO BE LIKE AND HOW TO ACTUALLY MAKE A LIVING DOING THAT RATHER THAN JUST PARTS IDENTIFICATION AND KIND OF THE [INAUDIBLE] OF IT. THIS REALLY INTERESTS THESE KIDS AND IT WAS IT'D BE INTERESTING AND I KNOW THAT EVEN MY OWN BOYS ARE GOING TO BE REALLY EXCITED TO GET INVOLVED IN THAT. SO I REALLY LIKE THAT WHAT THEY'RE DOING IN THERE. AND I MUST SAY, I THOUGHT THE SHOP WAS ABSOLUTELY FANTASTIC. IT WAS IT WAS IT WAS WELL KEPT AND IT APPEARS HE'S GOT QUITE A BIT OF TOOLS AND THINGS THAT HE NEEDS TO TEACH THESE KIDS. SO IT WAS GOOD. I REALLY ENJOYED IT. AND HE WAS SURPRISED WE CAME ALL THE WAY OUT THERE TO SEE IT IS A LITTLE BIT OF A WALK. SO HE WAS. BUT IT WAS. IT WAS A NICE DAY. SO I RANG IN AND IT WAS GOOD. AND WE I WAS WITH TED AND WE WERE ALL OVER THE SCHOOL ACTUALLY. WE HEADED ON THE OPPOSITE END OVER BY THE GREENHOUSES FROM THE SHOP AND WE STOPPED BY THE FLORAL DEPARTMENT. THAT WAS REALLY FASCINATING. A SIMILAR I DON'T THINK THEY KEEP TIME SUPPLIES, BUT THEY DO USE CASH REGISTER AND TREAT. THEY WERE HAVING UGLY BASE DAY OR SOMETHING LIKE THAT WHERE THEY JUST HAD ALL THESE RANDOM THINGS AND THEY WERE MAKING FLOWERS, POTS. AND SO IT WAS JUST REALLY IMPRESSIVE TO SEE THAT OPERATION. AND IT SEEMED TO THE STUDENTS WERE JUST VERY ENGAGED AND I REALLY ENJOYED SEEING THAT. AND THEN WE ALSO STOPPED BY I THINK ONE OF THE OTHER FASCINATING THINGS WE SAW WAS THE ASL CLASS AND THEY WERE DOING FLASHCARDS AND THEY HAD TO TEACH YOU. THEY WERE SITTING ACROSS FROM EACH OTHER AND THEY HAD TO THE PERSON ACROSS FROM HAD TO GUESS WHAT THEY WERE SIGNING. AND SHE KEPT MAKING IT HARDER. SHE KEPT SAYING, NOW YOU CAN'T USE LETTERS, YOU CAN'T SIGN LETTERS. AND SO THEY'D HAVE TO DO DIFFERENT THINGS TO GET THROUGH IT. AND IT WAS JUST IT WAS KIND OF LIKE, OH, GOSH, WE GOT TO LEAVE. AND THEN THE HIGHLIGHT FOR ME ALSO WAS GOING ACROSS THE HALL TO THE MEDICAL AREA WITH MS . SO IF THE ENROLLMENT IS GREATER THAN THE CAPACITY AND STUDENTS ARE IN PORTABLES, THEN YOU HAVE WHAT'S CONSIDERED UNHOUSED STUDENTS. AND THEN NEXT IS A STUDENT GENERATION RATE, WHICH IS IMPORTANT BECAUSE THE STUDENT GENERATION RATE IS WHAT THAT IS, IS IT'S TAKING THE NUMBER OF RESIDENTS IN THE DISTRICT AND THEN DIVIDING BY OUR ENROLLMENT. AND SO THAT'S GIVING AN AVERAGE STUDENT PER HOUSEHOLD AND IN DIFFERENT GRADE BANDS. AND SO IN IN THIS PARTICULAR CASE, RIGHT NOW WE ARE AT A .4 STUDENT IN EVERY RESIDENT IN OUR DISTRICT AND CLARK COUNTY PROVIDES PROVIDED THE RESIDENTS THEY DIDN'T HAVE THE MULTI FAMILY RESIDENT DATA BUT WE HAD THAT INFORMATION FROM THE DEMOGRAPHER THAT WAS HIRED FOR THE DISTRICT IN 2019 WHEN WE INITIALLY STARTED THE DISTRICT, STARTED THE CAPITAL FACILITY PLANNING BUT WAS PLACED ON HOLD DUE TO COVID. SO THIS UPDATE HAS BEEN ON HOLD FOR A COUPLE OF YEARS TO GET THIS UPDATED. SO ON OUR CURRENT PLAN THAT THAT HAS IT HASN'T EXPIRED, WE'VE JUST HAD WAIVERS TO CONTINUE IT ON. NEXT, WHY OUR CAPITAL FACILITY PLANS ARE PREPARED AND IT'S A TOOL TO EVALUATE AND [01:00:02] PROJECT PERMANENT CAPACITY FACILITY NEEDS FOR HEALTH STUDENTS. AND IT'S IT'S REQUIRED BY THE WASHINGTON STATE GROWTH MANAGEMENT ACT TO CHARGE A SCHOOL IMPACT FEE. AND THEN CURRENTLY RIGHT NOW THE IT'S A SIX YEAR PLANNING IS UPDATED EVERY FOUR YEARS. SO EVERY FOUR YEARS THE DISTRICT UPDATES THE PLANT, THE SIX YEAR PLAN. SO IT'S KIND OF A ROLLING PLAN. SO AND OUR PLAN WAS DUE IN 2020, JUST SO YOU KNOW, BUT IT WAS DELAYED BECAUSE OF COVID. AND SO EVERYBODY HAS BEEN ON STANDSTILL. RIGHT. SO THE REQUIRED ELEMENTS IN A CAPITAL FACILITY PLAN FOR ALL FOR ALL SCHOOLS IS THE STANDARD OF SERVICE. SO PROGRAMS BEING OFFERED CLASS SIZE AND GRADE SPANS. AND A LOT OF THAT WORK WAS DONE BY DEPUTY SUPERINTENDENT SHELLY WHITTEN. SHE ASSISTED IN THAT AREA AND THEN WE DID. WE TOOK OUR CURRENT HEAD COUNT ENROLLMENT, SO AND THEN WE LOOKED AT FORECASTING ENROLLMENT AND WE DON'T HAVE A LOT OF GROWTH FORECASTED INTO THAT ENROLLMENT. BUT YOU WILL SEE WE DO CURRENTLY HAVE UNHOUSED STUDENTS AND THAT IS PRIMARILY WILL BE A FUNCTION OF THE THE STUDENTS AND PORTABLES AS WELL AS GOING TO FULL TIME KINDERGARTEN FROM OUR PRIOR CAPITAL FACILITY PLAN, WHICH WAS BASED OFF OF HALF TIME KINDERGARTEN STUDENTS BACK IN 2015. SO THERE'S A THERE'S A FEW THINGS THAT ARE DIFFERENT. SO IT TAKES THE FACILITY INVENTORY IS IMPORTANT. SO WE'LL HAVE THE PROPERTY THAT THE DISTRICT OWNS. PORTABLE INFORMATION AND SUPPORT FACILITIES ARE INCLUDED IN IN THE PLAN AND THEN THE CAPACITY PROVIDED WITH OUR CURRENT FACILITIES, A FINANCING PLAN FOR NEEDED FACILITIES AND THE IMPACT FEE CALCULATION. SO NEXT, ASSESSING AND DISPERSING SCHOOL IMPACT FEES. AS SUPERINTENDENT WATERS MENTIONED, WE HAVE THE FOUR MUNICIPALITIES AND THEY ARE RESPONSIBLE FOR COLLECTING THE IMPACT FEE AND THROUGH INTERLOCAL AGREEMENTS THAT WE HAVE WITH THEM, THEY REMIT BACK TO THE SCHOOL DISTRICT. AND HOW DO WE SPEND THOSE IMPACT FEES? WELL, WE IT PROVIDES FOR SYSTEM WIDE IMPROVEMENTS THAT BENEFIT NEW DEVELOPMENT. AND SO IT'S IMPROVEMENTS THAT ADD STUDENT CAPACITY AND RELATED SUPPORT FACILITIES AND FIND A PORTION OF THOSE IMPROVEMENT COSTS. SO YOU CAN USE IMPACT FEES FOR PORTABLES, YOU CAN USE THEM FOR YOUR SUPPORT FACILITIES AND IDEALLY FOR BRICK AND MORTAR BUILDINGS TO HELP OFFSET THE COST OF FINANCING THOSE BRICK AND MORTAR FACILITIES. AS YOU KNOW, AND YOU MENTIONED, MR. WATRIN, THAT THE STATE FUNDING ASSISTANCE THAT COMES DOWN FROM THE STATE IS REALLY NOT ADEQUATE TO DO THAT. AND SO SCHOOL IMPACT FEES ARE AN IMPORTANT COMPONENT OF THE BUILDING FACILITIES AND FINANCING FACILITIES. SO THE PROCESS TO ADOPT A CAPITAL FACILITY PLAN AND SCHOOL FEES. MR. WATERS ALREADY MENTIONED THAT WE WILL THE BOARD WILL APPROVE. AND ONCE THE BOARD HAS MADE A RECOMMENDATION ON THE SCHOOL IMPACT FEE AMOUNT AND APPROVED THE PLAN, THEN IT WILL BE FILED WITH THE COUNTY, CITIES AND TOWN, AND THEN THEY WILL GO THROUGH A PROCESS WITH THEIR PLANNING COMMISSION AND THEY'LL HAVE PUBLIC THEY'LL HAVE PUBLIC COMMENT AND THEN IT'LL GO EVENTUALLY TO FOR FINAL APPROVAL BY DEPENDING ON IF IT'S THEIR COUNCILS. AND SO IN THE NEW IMPACT FEES BECOME EFFECTIVE IN 2023. AND SO THERE'S A THERE'S SOME ADDITIONAL PROCESS ON ADOPTING THE CAPITAL FACILITY PLANS. YOU NEED TO HAVE YOUR STUDENT ENROLLMENT PROJECTIONS AND IT'S AND WE TAKE OUR BEST EFFORT TO DO THAT BASED ON SOME TRENDS THAT WE WERE SEEING PRE-COVID. WE LOOKED AT THOSE AND WE LOOKED AT JUST IT WAS JUST MORE OF A CONSERVATIVE LOOK AT IT. IT'S DIFFICULT TO PROJECT GROWTH BECAUSE EVEN THOUGH WE HAVE A LOT OF BUILDING AND DEVELOPMENT GOING ON, IT DOESN'T NECESSARILY DRIVE [01:05:06] ENROLLMENT IN THOSE NUMBERS. IT JUST DEPENDS. SO WE'RE KIND OF AT AN ODD TIME RIGHT NOW WITH A LOT OF BUILDING, BUT NOT SEEING INITIALLY A SIGNIFICANT GROWTH IN ENROLLMENT AT THIS TIME. SO WE'LL IDENTIFY FACILITY NEEDS AND THEN WE HAVE THE STUDENT GENERATION RATES AND THEN WE CALCULATE THE SCHOOL IMPACT FEE ON THAT. SO AGAIN THE PROCESS TO ADOPT THOSE ARE PART OF THE PLANNING COMMISSION'S WILL THEY'LL BE ADOPTED WITH THE COMPREHENSIVE PLAN AMENDMENTS FOR THE COUNTY AND FOR THE CITIES AND THE COMMISSION HOLDING PUBLIC HEARINGS AND THEN RECOMMENDATIONS FOR THOSE. SO LET'S LOOK AT ENROLLMENT. SO IN HEADCOUNT COMPARED TO PERMANENT CAPACITY, IT'S REALLY IN OUR K-8S THAT WE REALLY SHOW THE STRONGEST NEED. SO WHEN WE LOOK AT CAPACITY, PERMANENT CAPACITY, IT'S BASED ON TEACHING STATIONS. AND TEACHING STATIONS ARE KIND OF LIKE YOUR HOME ROOMS. SO THEY'RE LOOKING AND THEY'RE NOT LOOKING LIKE IT NECESSARILY LIKE THE FISH LITTLE YOU KNOW, LITTLE CLASSROOMS THAT HAVE BEEN JUST KIND OF SET UP TO BE USED FOR PULL OUT MODELS OF EDUCATION. SO IT'S REALLY TRYING TO DETERMINE WHAT IS THE WHAT ARE THE NUMBER OF TEACHING STATIONS. AND WE HAVE SOME OF OUR SPECIAL SERVICES THAT HAVE A MAY HAVE A LOWER ENROLLMENT AVERAGE. AND THEN WE ALSO USE THE ENROLLMENT, THE CLASS SIZE BASED ON SOME OF OUR CONTRACTED LANGUAGE WOULD BE INCLUDED IN THOSE PROJECTING THESE IN DETERMINING PERMANENT CAPACITY AS WELL AS FORECASTING. SO SO YOU CAN SEE HERE IN OUR K FOR ALL OF THE K-4S AND WHEN WE LOOK AT RIVER, RIVERS' INCLUDED IN THAT K-4, SO IT'S LOOKING AT ALL OF THOSE FACILITIES THAT HAVE A K-4. SO YOU'RE LOOKING AT PERMANENT CAPACITY OF 3,907 WITH A FORECAST ENROLLMENT IN 2,028 OF 4,594. SO FACILITY NEEDS OF 687. SO THEN THE MIDDLE SCHOOL IS 3,182 AND FORECAST AN ENROLLMENT OF 3,713. THAT'S 531. SO BASICALLY A LOT OF THESE STUDENTS ARE RIGHT NOW IN PORTABLES RIGHT NOW. SO HIGH SCHOOL, WE DO NOT SHOW ANY NEED FOR CAPACITY BASED ON CURRENT ENROLLMENT AND OUR PERMANENT CAPACITY. MICHELLE, CAN I ASK YOU A QUICK QUESTION? YEAH. THESE PROJECTIONS, THIS IS A FOUR YEAR PLAN. ARE THESE PROJECTIONS TAKING THAT INTO CONSIDERATION THAT THIS IS GOING TO BE THE FOUR YEAR NEED OR IS THIS JUST THE NEXT YEAR'S NEED? IT'S ACTUALLY SIX YEAR. SIX YEAR, YEAH. YEAH. SO THE ENROLLMENT FORECAST, WHEN YOU REVIEW THE DRAFT PLAN, YOU'LL SEE THE ENROLLMENT BY YEAR AND YOU CAN SEE HOW THE WHEN THEY'RE MOVING FROM GRADE TO GRADE. SO FROM 7TH GRADE TO 8TH GRADE THE NEXT YEAR AND YOU CAN SEE KIND OF THOSE YOU'LL BE ABLE TO SEE HOW THOSE WE HAVE IT BY EACH GRADE IN THE ENROLLMENT FORECASTING. SO YOU CAN SEE HOW THAT'S MOVING. THERE IS A REDUCTION, YOU KNOW, RUNNING START STUDENTS, YOU KNOW, COME OUT OF THAT CALCULATION BECAUSE OF THE SOME OF THE HEAD COUNTS WITH THOSE. SO IS THAT WHY YOU HAVE I MEAN, IS THAT THE ONLY REASON YOU HAVE THE BIG DROP BETWEEN THE PRIMARY MIDDLE MATRICULATING UP TO HIGH SCHOOL WHERE WE HAVE THESE HIGH NEEDS AND THEN IT JUST DROPS DOWN IN ENROLLMENT. YEAH, I, I CAN'T REALLY SPEAK TO THE ACTUAL, YOU KNOW, I KNOW THE NUMBERS, BUT I'M NOT SURE IN THE ENROLLMENT IS CERTAINLY A PIECE OF IT. BUT IT'S ALSO THAT OUR HIGH SCHOOL ENROLLMENT HAS BEEN DECLINING OVER THE LAST FEW YEARS AND RIGHT NOW WE DON'T SEE IT TRENDING IN THE OTHER DIRECTION. A LOT OF OUR FAMILY HOMES, STUDENTS AGE OUT OF. WE ARE POSSIBLY SEEING A TREND IN THE OTHER DIRECTION. IT PARTICULARLY IN THE PLEASANT VALLEY AREA THAT WE'VE BEEN MONITORING WITH SOME OF THE NEW HOMES OVER THERE. OUR KINDERGARTEN ENROLLMENT APPEARS TO BE UP. SO WE MAY BE HITTING A SECOND TREND OF GROWING ENROLLMENT, BUT IT GOES BASICALLY IN SWELLS BECAUSE FAMILIES START OVER IN THOSE HOMES AND COME UP THROUGH. SO IT'S IT'S VERY HARD TO KNOW THE FULL STORY OF THE HIGH SCHOOL PIECE. BUT I WOULD SAY THAT WE HAVE SEEN SOME DECLINING ENROLLMENT OVER THE LAST YEAR. BUT I THINK IT IS INTERESTING, TED, I THINK YOUR POINT IS WELL MADE. [01:10:02] IF YOU LOOK AT THE PRIMARY NUMBERS, THE FORECAST ENROLLMENT FOR K-4 IS 4,590 FOR MIDDLE SCHOOL, 3,713 IN HIGH SCHOOL, 3,402. THAT'S WITHIN THE NEXT SIX YEARS. IT WOULD BE INTERESTING TO THINK, THOUGH, THAT IN THE NEXT 12 YEARS THOSE 4,594 ARE GOING TO MATRICULATE TO THE MIDDLE SCHOOL AND THEN TO HIGH SCHOOL. SO THE POTENTIAL FOR GROWTH IS OBVIOUSLY THERE. IT'S JUST NOT PROBABLY GOING TO BE IMMEDIATE GROWTH, BUT IT'S GOING TO BE FUTURE GROWTH. WELL, THAT'S WHY I ASK THE QUESTION, BECAUSE I DON'T WANT TO BE LIKE, OH, WE'RE NOT GOING TO EVEN CONSIDER HIGH SCHOOL. THEN ALL THE SUDDEN WE'RE LIKE, WE HAVE NO ROOM. AND UNDERSTAND SOMETHING THAT IT'S TAKEN ME A WHILE TO UNDERSTAND IS THAT THERE'S REALLY TWO WAYS THAT WE CAN RAISE MONEY FOR CONSTRUCTION. ONE IS THE IMPACT FEES, BUT THE OTHER IS FOR A BOND. AND CURRENTLY RIGHT NOW WITH OUR CURRENT FEE SCHEDULE, WHAT DO WE TAKE IN FOR IMPACT FEES A YEAR? IT'S ABOUT $5 MILLION, $5 MILLION A YEAR. SO THAT'S THE LAST TWO YEARS. THAT'S TREND. SO JUST USING THAT NUMBER, IT'S A WAY THAT I WAS ABLE TO UNDERSTAND IT. SO YOU CAN SEE IF YOU'RE TAKING IN $5 MILLION A YEAR AND YOU'RE PLANNING FOR SIX YEARS, THAT'S GOING TO GIVE YOU A TOTAL OF $30 MILLION. NOW, IS $30 MILLION SUFFICIENT FOR YOU TO MEET YOUR NEEDS? IF IT IS, THEN YOUR IMPACT FEES ARE GOOD WHERE THEY ARE. SO WHEN WE DO A BOND, THESE NUMBERS DON'T MEAN ANYTHING TO OUR BOND. THIS IS TO ESTABLISH OUR IMPACT FEE AND THE IMPACT OF THE NEW ENROLLMENT. SO ON THE PLAN RELATED TO SCHOOL IMPACT FEES IS ONE PRIMARY, ONE MIDDLE AND SUPPORT FACILITIES TO EXPAND WAREHOUSE AND MAINTENANCE AND PURCHASE PORTABLES. SO THOSE ARE ALL ELIGIBLE FOR THE SCHOOL IMPACT FEES. THIS IS THE IMPACT FEE CALCULATION WHICH IS DRIVEN BY THE STUDENT GENERATION RATE. AND THEN THE COST TO BUILD FACILITIES AND THE COST TO BUILD FACILITIES HAS GONE UP SIGNIFICANTLY SINCE OUR LAST PLAN WAS ADOPTED IN 2015. SO WE DO HAVE PREVIOUSLY ADOPTED FEES FOR BATTLE GROUND PUBLIC SCHOOLS LISTED ON THIS SLIDE. AND SO AND AT THAT TIME, THE IMPACT FEE, THE CAPITAL FACILITY PLANS, IT LOOKS LIKE THERE WAS DIFFERENT RULES OF WHEN THEY WERE ADOPTED. SO YOU COULD SEE BUT THAT'S WHY I POINTED OUT OUR CURRENT ONE IS THIS A SIX YEAR PLAN THAT WE ADOPT EVERY FOUR YEARS. BUT AGAIN, LOOKING AT THOSE NUMBERS, YOU CAN SEE THAT THE FORMULA THAT MICHELLE RAN US THROUGH ENABLES US TO COLLECT FOR A SINGLE FAMILY HOME UP TO $11,535 AND A MULTIFAMILY HOME FOR 4,963. BUT LOOK AT HOW THAT COMPARES TO WHAT WE'RE CURRENTLY COLLECTING. RIGHT NOW WE'RE CURRENTLY COLLECTING $6,397 AND $2,285. SO IT'S QUITE IT WOULD BE QUITE THE DIFFERENCE. IT WOULD BE ALMOST DOUBLE IF WE WERE TO GO TO THAT TOP NUMBER. BUT YET IN 2009, IT WAS ALMOST 10,000 DOLLARS. SO, AGAIN, A CONSIDERATION. OBVIOUSLY, BUILDERS DON'T LIKE IT IF WE RAISE IT TOO HIGH. CONSIDERATIONS, SOME OF OUR CITIZENRY DOESN'T LIKE IT IF WE RAISE IT TOO HIGH BECAUSE IT'S MORE TAXES PER SAY. OUR DISTRICT HAS BEEN FORCED INTO THIS POSITION BY POLITICIANS AND BUREAUCRATS. MY SONS WENT THROUGH THE PRIOR SEX ED CURRICULUM. I DIDN'T HAVE A PROBLEM WITH IT. I FELT IT WAS ACCURATE, APPROPRIATE AND VALUABLE INFORMATION FOR ALL STUDENTS. BUT UNFORTUNATELY, PUBLIC EDUCATION IS BEING STRONGLY INFLUENCED BY GROUPS THAT ARE MORE CONCERNED WITH PUSHING THEIR IDEOLOGY INSTEAD OF WHAT IS BEST FOR OUR [01:40:08] KIDS. I BELIEVE WE CAN LOOK INTO THE FUTURE BY LOOKING AT THE STATE OF EDUCATION IN OREGON, WHO ARE ABOUT TEN YEARS AHEAD OF US IN ADOPTING MANDATED CSE. THEIR STI RATES CONTINUE TO CLIMB, EVEN THOUGH CSE IS SUPPOSED TO REDUCE STI RATES IN YOUNG PEOPLE. BULLYING AND HARASSMENT AND YOUNG PEOPLE, INCLUDING LGBTQ STUDENTS, IS ON THE RISE. SUICIDE ATTEMPTS HAVE INCREASED ALONG WITH SEXUAL ASSAULTS. I GOT ALL OF THIS INFORMATION FROM THE OREGON TASK FORCE ON SCHOOL SAFETY. CSE CLAIMS TO COMBAT ALL OF THESE ISSUES, YET IN OREGON, THAT HASN'T BEEN THE CASE. I'VE ALWAYS SAID THAT YOU DON'T SOLVE A BULLYING ISSUE WITH A SEX ED CURRICULUM. I STILL BELIEVE THAT. THE AMOUNT OF YOUTH CLAIMING TO BE TRANSGENDER HAS RISEN BY 4,000%, ALONG WITH THE NUMBER OF YOUNG ADULTS WHO ARE REGRETTING THEIR TRANSITION. GENDER AFFIRMING SEX EDUCATION IS JUST ONE OF THE ELEMENTS THAT IS ENCOURAGING KIDS TO TRANSITION BEFORE THEY CAN FULLY UNDERSTAND WHAT THAT MEANS FOR THEIR BODIES AND FOR THEIR FUTURE. I HOPE THAT DOESN'T HAPPEN HERE. I HOPE THAT IN THE FUTURE, MAYBE THINGS POLITICALLY WILL CHANGE. SO OUR DISTRICT HAS THE FREEDOM TO DO WHAT'S BEST FOR OUR COMMUNITY. THE GOOD HEART WILCOX CURRICULUM IS REALLY GOOD, AND I KNOW IT'S IMPORTANT FOR STUDENTS TO SEE THEMSELVES IN THE CURRICULUM SO THEY CAN LEARN BETTER. A QUESTION I KNOW I'M NOT GOING TO GET ANSWERED, BUT RESPECTFULLY ASK IS WHAT IS THE BOARD'S PLAN IF THIS DOES NOT PASS TONIGHT? IT'S ALREADY BEEN CLEAR THAT A LARGE NUMBER OF PARENTS ARE PROBABLY GOING TO BE OPTING THEIR KIDS OUT. AS WAS MENTIONED EARLIER, WE KNOW BY THE HIGH SCHOOL SURVEY THAT WAS DONE IN 2018, IT WAS ABOUT 50% MIDDLE SCHOOL. WE DON'T KNOW THAT. WHICH BRINGS ME TO MY CONCERN. THE PUBLIC SCHOOLS SAYS THAT OUR PUBLIC SCHOOL SAYS IT VALUES COMMUNITY INPUT. IT UNDERSTANDS THAT THIS TOPIC MAY GENERATE A HIGH LEVEL OF PUBLIC INTEREST. [01:45:01] SO MY QUESTION IS, HOW? HOW DO YOU KNOW THE LEVEL OF INTEREST AND HOW DO YOU KNOW WHAT THE COMMUNITY VALUES, SPECIFICALLY PARENTS, IF THEY'RE CONSIDERED THE PRIMARY INSTITUTER OF VALUES? SO THIS IS MY REQUEST. MY REQUEST IS THAT WE PAUSE THIS VOTE IN ORDER TO CONDUCT A SURVEY. WE HAVE THE ZOHO SURVEY AVAILABLE TO US, AND IT WOULD BE THE SAME THING SIMILAR TO WHAT HAPPENED IN 2018, WHERE IT GOES OUT AND IT'S HITTING ON PRIMARILY THE SCOPE AND SEQUENCE QUESTIONS WHICH WOULD BE INVOLVED MEDICAL ACCURACY. AND MY GOAL OF BRINGING THIS UP IS WHEN YOU'RE HAVING A BROAD SCOPE SURVEY [INAUDIBLE], PUTTING IT OUT LIKE THAT LAST ONE IN 2020, IT DOESN'T REALLY HIT ON THE KEY TOPICS THAT ADDRESS AND GAUGE REALLY HOW THE PARENTS ARE GOING TO BE RESPONDING BECAUSE PARENTS KNOW THE SCOPE AND SEQUENCE OF THEIR KIDS. I'M CONCERNED THAT TWO PARENTS GETTING PICKED OR TEACHERS GETTING PICKED IS NOT GOING TO ADEQUATELY ANSWER THESE QUESTIONS, WHICH BRINGS YOU TO THE OPT OUT AND HOW YOU'RE GOING TO DEAL WITH THAT. IF YOU HAVE 50% OF THE KIDS GETTING OPTED OUT, YOU HAVE TO DEAL WITH LESSON PLANS BECAUSE USING THE BOOK THAT THE PARENTS ARE OPTING OUT OF IS NOT GOING TO PASS THAT PARENTS DON'T WANT TO HAVE THE BOOK IN FRONT OF THEM, DOING LESSONS, REPEATING SOMETHING THE KIDS ALREADY LEARNED IN THEIR HEALTH CLASS. THEY'RE GOING TO WANT SOMETHING THAT'S AN EDUCATIONAL EQUIVALENT, AND BY LAW, THEY GET TO HAVE THAT. SO THAT MEANS PROVIDING SPACE THAT MEANS PROVIDING TEACHERS THAT MEANS PROVIDING A LESSON. SO HOW ARE YOU GOING TO GAUGE THAT? I THINK THAT IT WOULD BE IN THE BEST INTEREST AND IT SEEMS LIKE IT WOULD BE PRUDENT IF YOU FIND THIS OUT BEFORE YOU GO AHEAD AND ADOPT THIS THAT WAY THAT'S PUT INTO IN SO THE PARENTS CAN KNOW WHAT'S GOING TO HAPPEN AND WHAT THEY'RE LOOKING AT BEFORE THEY OPT OUT AND WHAT THEIR KIDS WILL BE LOOKING AT. ONE OF THE THINGS THAT IS, I THINK, A VERY STRONG POTENTIAL IS THE HARASSMENT POLICY THAT YOU HAVE. A HOSTILE ENVIRONMENT INTERFERES WITH A STUDENT'S ABILITY TO PARTICIPATE OR BENEFIT FROM SERVICES OR OPPORTUNITIES AFFORDED BY A DISTRICT. IF THERE'S A SECTARIAN BIAS WHICH IS NOT ALLOWED IN WASHINGTON STATE CONSTITUTION FOR SCHOOLS CANNOT HAVE A SECTARIAN BIAS, WHICH WOULD BE AN POLITICAL AGENDA OR IDEOLOGICAL AGENDA. THAT MEANS THAT THERE'S GOING TO BE PREVENTING STUDENTS FROM HAVING THEIR ABILITY TO LEARN HEALTH INSTRUCTION. SO I THINK THAT NEEDS TO BE SOMETHING THAT'S LOOKED AT AND I DON'T WANT TO SAY WITH POTENTIAL LAWSUITS, BUT LET'S SAY A POTENTIAL OF A LOT OF COMPLAINTS WHEN YOU'RE HAVING SOMETHING THAT IS VIOLATING THE WASHINGTON STATE CONSTITUTION. AND THIS BILL REALLY PUTS INTO PLACE IN THE STATE OF WASHINGTON A MOVE TOWARDS THESE NATIONAL MODEL, THE ASKA MODEL FOR SCHOOL COUNSELING. [02:05:03] AND IT HELPS MOVE DISTRICTS TOWARDS USING OUR MASTER'S LEVEL COUNSELING STAFF TO REALLY PROVIDE PRIMARILY DIRECT INSTRUCTION TO STUDENTS. THIS IS EXPANDING THE COMPREHENSIVE SCHOOL COUNSELING PLAN TO INCLUDE ALL OF THE WORK THAT ARE DONE ACROSS K-12 SYSTEMS FOR SCHOOL COUNSELORS TO ALIGN WITH THAT, THAT NATIONAL MODEL. SO THIS POLICY IS JUST LOOKING AT MAKING SURE THAT WE ARE APPROACHING COUNSELING FROM A MULTI-TIERED SYSTEM APPROACH WHERE WE ACTUALLY ASSESS THE NEEDS OF OUR STUDENTS AND WE BUILD THE COUNSELING MODEL AROUND THAT. SO WE DETERMINE WHAT ARE THE NEEDS FOR ALL STUDENTS IN TERMS OF COUNSELING SERVICES, WHAT ARE THE NEEDS FOR SOME STUDENTS AND WHAT ARE THE NEEDS FOR FEW STUDENTS? AND DEVELOP THAT MODEL TO FIT THE NEEDS OF OUR STUDENTS. AND SO IT WOULD REPRESENT A NEEDS BASED MOVEMENT OVER TIME IN CHANGING THE COUNSELING MODEL, RATHER THAN IT ALWAYS BEING A STAGNANT PLAN FOR COUNSELING. SO IN ORDER TO DO THAT, MAKE THOSE CHANGES, THERE'S A COMPLETE REVAMP OF THE STATE OF THE POLICY. SO AT THIS POINT THEY ARE THE PEOPLE THAT NEED TO DO THAT WORK. SO WE HAVE VARIOUS NEEDS ACROSS OUR K-12 SYSTEM TO REALLY LOOK AT AND SEE WHAT THINGS WE MIGHT BE ABLE TO PULL OFF OF COUNSELORS. AND MAYBE THOSE TASKS CAN BE COMPLETED BY OTHER STAFF MEMBERS WHO, HAVE THE SKILLS TO DO THAT BUT DON'T NECESSARILY NEED A MASTER'S DEGREE IN COUNSELING IN ORDER TO DO IT. SO WE HAVE SOME ANALYSIS TO DO. WE HAVE SOME GOALS FOR NEXT YEAR THAT WILL HELP US GET THERE. AND IT'S BEEN A VERY COLLABORATIVE PROCESS. I CAN TELL YOU THAT WE HAVE HAD SIX MEETINGS OVER THE COURSE OF ONE MEETING A MONTH SINCE DECEMBER, WORKING WITH THAT GROUP FOR 2 HOURS EACH TIME WE'VE MET, THEY'VE BEEN JUST WONDERFUL IN PROVIDING INPUT AND HELPING PERSONALLY ME LEARN A WHOLE BUNCH ABOUT COUNSELING THAT I DID NOT KNOW BEFORE. BUT I THINK WITH THE SUPPORT OF THE RIGHT TEAM, WE'RE GOING TO BE ABLE TO MAKE SOME REALLY NICE CHANGES FOR OUR STUDENTS ACROSS THE DISTRICT AND PROVIDING SOME REALLY GOOD SUPPORTS TO THEM. SO IT'S EXCITING WORK, BUT WE HAVE A LONG WAY TO GO AND THE FIRST STEP IS REDOING OUR POLICY AND PROCEDURE TO ALIGN WITH THAT WORK. SO. FOR INSTANCE, WE COULD FIND OUT THAT SOME OF THAT [INAUDIBLE] WORK COULD BE DONE BY A REGISTRAR. AND SO WE MAY NEED TO SHIFT STAFFING BASED ON WHAT WE FIND OUT THROUGH THAT ASSESSMENT. BUT AND, YOU KNOW, I DON'T THINK THAT IT WAS NECESSARILY TIED IN THAT THE PROTOTYPICAL MODEL WAS CHANGED. IT WASN'T CHANGED BECAUSE OF THE COMPREHENSIVE SCHOOL COUNSELING MODEL. IT IS BENEFICIAL TO US THAT WE'RE GOING TO RECEIVE MORE FUNDING FOR MENTAL HEALTH SUPPORT STAFF, WHICH COUNSELORS QUALIFY FOR. SO THAT'S GOING TO HELP US.
