WE HAVE WITH US A NUMBER OF ATHLETES FROM THE VERY SUCCESSFUL WINTER SPORTS SEASON AT PRAIRIE HIGH SCHOOL.
AND WE'RE GOING TO HONOR AND CONGRATULATE THEM FOR THEIR OUTSTANDING SEASONS.
AND TO DO THAT, I'M GOING TO ASK THAT OUR OUTSTANDING PRAIRIE ATHLETIC DIRECTOR, MR. MANNY MELO, COME UP AND MANNY WILL INTRODUCE YOU TO THE OUTSTANDING STUDENT ATHLETES THAT WE HAVE PRESENT TONIGHT.

SOME OTHER STATE QUALIFIERS WE HAD WAS BOY SWIM.
DANCE RECENTLY QUALIFIED LAST WEEKEND AS WELL, AND MULTIPLE OTHER TEAMS THAT MADE THE PLAYOFFS THIS YEAR. I'VE BEEN HONORED TO BE IN THIS POSITION HERE AS ATHLETIC DIRECTOR AND ASSISTANT PRINCIPAL AT PRAIRIE.
IT'S BEEN JUST A PHENOMENAL, PHENOMENAL YEAR.
WINTER SEASON IS ALWAYS SOMETHING THAT'S SPECIAL IN MY HEART BECAUSE OF MY PAST COACHING EXPERIENCE, AND JUST ONE OF MY FIRST LOVES WAS BASKETBALL.
SO BEING ABLE TO FOLLOW ALL OF THESE SPORTS WAS A GREAT EXPERIENCE FOR ME.
JUST BEING SO BUSY IN MY PERSONAL PLAYING CAREER AND THEN WITH MY COACHING CAREER, IT WAS HARD TO FOLLOW ALWAYS, YOU KNOW, THE WRESTLING PROGRAMS OR BOWLING OR GYMNASTICS AND SWIM AND THOSE SPORTS THAT ARE THAT ARE JUST HARD TO FOLLOW, ESPECIALLY WITH THE LOCATION OF WHERE THEY DO THEIR EVENTS.
SO BEING ABLE TO FOLLOW ALL OF THESE TEAMS THROUGHOUT THE STATE AND ALL THEIR STATE TOURNAMENTS AND GETTING TO KNOW, YOU KNOW, ALL THE COACHES, ALL THESE GUYS, ALL THESE GALS WAS A PHENOMENAL EXPERIENCE FOR ME, TO SAY THE LEAST.
SO I WANT TO GIVE A SPECIAL SHOUT OUT.
I'M GOING TO START WITH THE GIRLS BOWLING TEAM.
THEY FINISHED THIRD PLACE THIS YEAR AND WE HAD AN INDIVIDUAL STATE CHAMPION AND THAT WAS LILLY BASH. [APPLAUSE] AND THEN ON TOP OF THAT CELEBRATION TO ROUND US OFF WITH BOWLING, WE ALSO HAD A PHENOMENAL COACH OF THE YEAR, AND THAT IS MISS RHONDA BASH. [APPLAUSE] FOR GYMNASTICS.
I DEFINITELY HELD MY BREATH A HANDFUL OF TIMES WATCHING THESE LOVELY LADIES FLY THROUGH THE AIR. I DIDN'T KNOW WHAT TO EXPECT.
I WENT TO MY FIRST GYMNASTICS MEET AND I WAS JUST LIKE I WAS BLOWN AWAY WITH THE STUFF THAT THEY WERE ABLE TO DO, WHETHER IT WAS ON A VAULT OR ON THE FLOOR OR ALL THEIR DIFFERENT EVENTS THAT THEY DO.
AND IT JUST YEAH, JUST TOTALLY CRAZY WHAT THESE FINE LADIES WERE ABLE TO DO.
THEY WENT TO STATE UP IN SAMMAMISH, WASHINGTON, WON DISTRICTS FOR THE FIRST TIME EVER.
AND WE GOT THEM A SIGN ON THE IN THE GYM THAT'S GOING TO BE GOING UP.
WE HAVE IT ORDERED, READY TO ROLL.
AND I KNOW THAT THEY WERE EXTREMELY EXCITED ABOUT THAT.
WE HAD AN INDIVIDUAL PLACER AT STATE, WHICH WAS GRETCHEN RIGHT HERE, EIGHTH PLACE, EIGHTH PLACE ON THE BEAM.
SO LET'S GIVE IT UP FOR. [APPLAUSE] BOYS SWIM.
THEY'RE NOT HERE. BUT I'LL TALK ABOUT THEM A LITTLE BIT.
I WENT AND SAW THEM SWIM AT STATE AND THE FACILITY THERE WAS WAS ABSOLUTELY PHENOMENAL.
IT WAS LIKE SOMETHING YOU YOU SEE ON THE OLYMPICS.
THEY WERE STRUGGLING THROUGH A FEW INJURIES THROUGHOUT THIS TIME, BUT THEY'RE RELAY REALLY STEPPED UP. THEY GOT, THEY SCORED A FEW POINTS FOR THE TEAM BUT BE ABLE TO MAKE IT A STATE FOR SWIM GOING AGAINST SOME OF THOSE MONSTERS UP NORTH IS PRETTY DIFFICULT.
SO IT WAS VERY EYE OPENING FOR ME TO WATCH THAT EXPERIENCE.
SO IF WE COULD GIVE IT UP FOR SWIM, THAT WOULD BE.
[APPLAUSE] AND I'M GOING TO ROUND IT OFF HERE WITH WITH WRESTLING.
WE HAVE A FEW OF OUR WRESTLERS HERE TONIGHT AND LED BY COACH ROB SMITH.
THIS WAS A SPORT THAT WAS HARD FOR ME TO FOLLOW.
LIKE I SAID EARLIER, AS A AS AN ATHLETE AND AS A COACH, BECAUSE IT JUST WAS ALWAYS AT THE SAME EXACT OPPOSITE TIME THAT I WAS DOING MY THING AS A COACH AND AS AN ATHLETE.
BUT I GOT MY MY FAIR SHARE OF WRESTLING FOR THE YEAR.
FOLLOW THEM THROUGH THROUGH THICK AND THIN.
I KNOW COACH COULD SPEAK MORE TO IT, BUT THEY WERE IN A UNIQUE SITUATION WITH BEING ABLE TO BEING SHUT DOWN FOR A COUPLE OF WEEKS.
AND, YOU KNOW, THAT WASN'T WHAT THEY WANTED.
AND THEY DIDN'T MAKE ANY EXCUSES.
THEY JUST SAID, ALL RIGHT, THIS IS WHERE IT IS.
WE'RE GOING TO COME BACK IN A COUPLE OF WEEKS AND WE'RE GOING TO WE'RE GOING TO BE STRONGER AFTER THIS. AND THEY WERE GOING BEFORE SCHOOL, AFTER SCHOOL, LATE NIGHTS, EXTRA WORKOUTS, WEIGHT ROOM STUFF.
I MEAN, NO STONE UNTURNED FOR THIS GROUP AND IT SERIOUSLY PAID OFF FOR THEM MAKING THE STATE TOURNAMENT. COACH WE HAD 15 QUALIFIERS.
11 BOYS AND FOUR GIRLS QUALIFY FOR STATE.
FOR PRAIRIE, I MEAN, JUST A PHENOMENAL NUMBER.
WE HAD A STATE CHAMPION THIS YEAR.
HE'S NOT HERE. I SAW HIM YESTERDAY DOING TRACK A THREE SPORT ATHLETE AND THAT IS ALEX FORD. LET'S GIVE IT UP FOR ALEX FORD.

FRESHMAN, TOTALLY AN EYE OPENING EXPERIENCE FOR HER, I WOULD ONLY IMAGINE AT THE MAC CLASSIC THIS YEAR AND IT JUST WAS LIKE, IT'S NO BIG DEAL.
LIKE WE'RE JUST HERE AND WE'RE JUST GOING TO DO THIS THING AND JUST NEVER HESITATED WAS NEVER LIKE SHELL SHOCKED BY ANYTHING.

FOR THE REST OF THE GRADES, WE ARE THINKING OF A SPRING DANCE CALLED THE SPRING FLING AND MORE INFORMATION WILL BE COMING FOR THAT AS WELL.
WE STILL HAVE DISCUSSING THEME AND FUNDRAISING ALL FOR THAT.
LASTLY, WE HAD A PENNIES FOR PATIENTS FUNDRAISER, WHICH IS RAISING MONEY FOR THE FIGHT AGAINST CANCER.

SO I ALSO REALLY ENJOYED SEEING THEIR STEM CLASS AND SEE HOW THOSE ARE STRUCTURED.
I HADN'T REALLY GOT TO SEE HOW THE MIDDLE SCHOOL STEM PROGRAMS WERE PUT TOGETHER AND THEY STARTED RIGHT OFF WITH SOME PRACTICE TYPING THAT GETS THEM RIGHT GOING AND WORKING ON THEIR KEYBOARDING SKILLS.
AND THEN THEY WERE MOVING INTO SOME COMPUTER PROGRAMING THINGS AND THEY HAD A LOT OF INTERACTIONS. YOU CAN SEE SOME OF THEIR TECHNICAL MODELS THAT THEY WERE GOING TO GET READY TO BUILD. SO GOOD TO SEE THOSE MIDDLE SCHOOL STEM.
AND I UNDERSTAND THAT ALL ALL THE MIDDLE SCHOOLS HAVE A STEM SECTION NOW, ETC..

AND WE'RE NOT EVERYBODY AGREED ON EVERYTHING, BUT IT WAS GOOD TO HAVE THAT CONVERSATION AND TALK IT OUT. AND IT WAS REALLY IT WAS REALLY ENLIGHTENING AND IT WAS A GREAT EXPERIENCE. AND IT SEEMS LIKE DOING A DISTRICT ADOPTION LIKE THIS, IT SHOULD JUST BE REALLY EASY AND YOU JUST KIND OF GO IN AND YOU GET IT DONE.
BUT IT TURNS OUT THAT THERE'S A LOT OF PIECES THAT ARE INVOLVED IN MAKING SURE THAT YOU HAVE THE FOUNDATIONAL WORK TO UNDERSTAND THE DECISION THAT YOU'RE MAKING.
SO WE WORKED WITH THE OSPI DIRECTOR IN CHARGE OF SEXUAL HEALTH EDUCATION.
SHE CAME IN AND DID SOME TRAINING WITH US ON USING THE TOOLS FOR THE SEXUAL HEALTH EDUCATION CURRICULUM DESIGN RUBRIC AND THE SEXUAL HEALTH EDUCATION ACADEMIC LEARNING STANDARDS RUBRIC.

AND YOU MIGHT REMEMBER FROM LAST YEAR THE HEALTH SMART MIDDLE SCHOOL PROGRAM IS THE ONE THAT WAS RECOMMENDED TO MOVE FORWARD IN OUR PROCESS.
AND GOODHART WILCOX IS OUR CURRENT TEXTBOOK ADOPTION FOR OUR HEALTH COMPONENT IN HIGH SCHOOL, NOT THE SEXUAL HEALTH COMPONENT, BUT THE HEALTH COMPONENT.
AND SO THEY HAVE A MIDDLE SCHOOL TEXTBOOK AS WELL.
SO WE'RE LOOKING AT THE MIDDLE SCHOOL PROGRAM, AS WELL AS THE HIGH SCHOOL PROGRAM WITH THE ADDITION OF THE COMPREHENSIVE SEXUAL HEALTH PIECE.

SO WE ARE GOING TO BE MAKING A COMMITTEE DECISION.

THE PLAN THAT WE PRESENTED TO YOU IN NOVEMBER, WE ACTUALLY ADAPTED AND RE POSTED ON THE DISTRICT WEBSITE BECAUSE THERE WAS A LOT OF CONFUSION WITH OUR PARENTS AND COMMUNITIES ABOUT THE AMOUNT OF TIME THAT WE SPEND TEACHING SEXUAL HEALTH.
AND SO WE HAVE TALKED ABOUT IT IN DAYS WHEN WE ACTUALLY NEED TO BE TALKING ABOUT IT IN HOURS. SO IN THE MIDDLE SCHOOL IN FIFTH GRADE, IT'S WE TALK ABOUT FOUR OR FIVE DAYS OF INSTRUCTION AND IT'S ACTUALLY FOUR OR 5 HOURS OF INSTRUCTION.
AND THEN I DON'T HAVE THAT DOCUMENT IN FRONT OF ME AND I DON'T HAVE IT ALL MEMORIZED.
BUT MIDDLE SCHOOL, WE'RE LOOKING AT SEVERAL HOURS OF INSTRUCTION PER YEAR.
AND THEN AS WE GET INTO THE HIGH SCHOOL, WE'RE LOOKING AT MORE OF ABOUT 15 HOURS PER SEMESTER AND IT'S A ONE SEMESTER COURSE, SO ABOUT 15 HOURS OF INSTRUCTION FOR SEXUAL HEALTH. YEAH, WE HAD KIND OF USED THE LANGUAGE THAT A TEACHER WOULD PROBABLY USE, LIKE, HEY, WE'VE GOT THREE DAYS TO DO THIS UNIT OR SOMETHING, BUT THAT REALLY IS A THREE CLASS PERIOD. SO THE OVERALL AMOUNT OF TIME REALLY IS MEASURED IN MORE HOURS THAN IT IS IN DAYS. AND FOR MIDDLE SCHOOL, THAT'S ROUGHLY 4 TO 6 DAYS, MAYBE SEVEN DAYS, SOMETHING LIKE THAT. IN HIGH SCHOOL, IT'S THAT SAME DAY STILL, SO 4 TO 6 HOURS OF CLASS PERIODS.
AND THEN FOR HIGH SCHOOL, IT'S A COUPLE OF WEEKS, MAYBE 15 TO 18 CLASS PERIODS.
BUT YEAH, I MEAN, THE POINT IS WELL TAKEN, [INAUDIBLE] BUT THE ACTUAL TOTAL AMOUNT OF TIME THAT WE SPEND ON COMPREHENSIVE SEXUAL EDUCATION IS RELATIVELY SMALL COMPARED TO OTHER SUBJECT AREAS.
BASICALLY, THE COMMITTEE WILL HAVE SPENT MUCH MORE TIME THAN THAT.
DO WE HAVE A DATE AS TO WHEN THE CHECK, THE FAX, HIGH SCHOOL EDITION WILL BE READY.

IS THERE A WAY FOR US TO, IF WE WERE TO LEAN HEAVILY TOWARDS ONE CURRICULAR OR THE OTHER, IS THERE A WAY FOR US TO PARSE THAT OUT IF THERE ARE CERTAIN ASPECTS OF IT THAT MAYBE IS LIKE THAT ONE HANG-UP THAT WE'RE HAVING VS IT BEING FULLY APPROVED.
WE DID THAT INITIALLY WITH THE HIGH SCHOOL CURRICULUM THAT WE CURRENTLY HAVE, AND IT HAS BEEN PROBLEMATIC.
I DON'T KNOW THAT I WOULD SAY NEVER, BUT IT'S A REAL CHALLENGE TO SAY YOU CAN USE THIS PAGE, BUT NOT THIS PAGE.

BUT TO ALISON'S POINT, I MEAN, WE'VE TRIED DOING THE PIECEMEAL THING WHERE WE, YOU KNOW, IT'S THIS CURRICULUM EXCEPT FOR THAT, OR WE'LL ADD THIS SUPPLEMENTARY PIECE AND THAT HAS A WAY OF JUST MORPHING INTO A SORT OF A MONSTER OF SORTS.

WE'RE GOING TO TEACH THIS ASPECT IN GRADE FIVE.
WE'LL TEACH THESE TOPICS IN GRADE SIX.
AND I THINK THAT INCLUDING THE CONVERSATION AROUND ROLE PLAYS IS VERY RELEVANT.
BOTH OF THOSE CURRICULA HAVE COMMENTED ABOUT THEIR ROLE PLAYS IN OUR PRESENTATIONS AND BOTH OF THEM ARE FEEL THAT THEY'RE PRETTY SIGNIFICANT COMPONENT TO THEIR PROGRAM.
AND I THINK THAT THEY WOULD PROBABLY BOTH SAY THAT IF YOU TOOK ALL OF THOSE OUT, THAT THEIR PROGRAM WOULD BE INCOMPLETE.
SO I THINK THAT TO SOME EXTENT IT IS A PORTION OF WHAT THEY DO TO MAKE THEIR PROGRAM COMPLETE. BUT WHAT IT WHAT IT VALIDATED AT THE STATE LEVEL, I MEAN, WHAT IS STILL PASS THE SNIFF TEST AND THE LEGAL SIDE, THAT WOULD BE SOMETHING WE WOULD HAVE TO CONTACT OSPI AND FIND OUT.

THAT MEANT THIS GROUP HAD TO LICENSE AND REGISTER, LET ALONE DRIVE THE BUSSES FROM EAST COAST TO GET THEM HERE.
THEY HAD TO GO THROUGH THE WASHINGTON STATE PATROL AND A BRAND NEW BUS IS THREE TIMES LONGER TO GO THROUGH THE CHECK THAN A BUS, NEXT YEAR IT WILL GO A THIRD SHORTER TIME.
AND WITH THAT, WE ALSO HAD TO PUT THE NAME ON THE SIDE OF THE BUS.

SUPERINTENDENTS ALL OVER THE STATE HAVE BEEN APPROACHED RECENTLY, MOSTLY THROUGH OUR PROFESSIONAL ORGANIZATION, THROUGH WSSDA, AND WE'VE BEEN ENCOURAGED TO NOT NECESSARILY TO PARTICIPATE, BUT TO TAKE A HARD LOOK AT THIS AS AS YOU ALL KNOW, VAPING IN OUR SCHOOLS, ESPECIALLY IN OUR HIGH SCHOOLS AND TO SOME EXTENT A GROWING EXTENT IN OUR MIDDLE SCHOOLS AS WELL, HAS BECOME A SIGNIFICANT PROBLEM FOR SCHOOLS AND FOR US IN THE BATTLEGROUND SCHOOL DISTRICT. WHAT IS HAPPENING IS THAT OVER 600 SCHOOL DISTRICTS IN APPROXIMATELY 30 STATES, INCLUDING DISTRICTS IN WASHINGTON, ARE SEEKING TO HOLD THE E-CIGARETTE VAPING COMPANY JUUL AND ITS MAJOR INVESTOR, ALTRIA, WHICH USED TO BE PHILIP MORRIS, LIABLE FOR THE UNPRECEDENTED RISE IN NICOTINE USE AMONG TEENS.
MORE SPECIFICALLY, THE SCHOOL DISTRICTS SEEK TO HOLD JUUL ACCOUNTABLE FOR COST SCHOOL DISTRICTS HAVE INCURRED OR WILL INCUR TO PREVENT, INTERVENE OR EDUCATE ABOUT NICOTINE USE AND THE ADDICTION DUE TO VAPING.
SO WHAT I AM SEEKING TODAY IS SEEKING PERMISSION FOR THE BOARD FROM THE BOARD TO TO MOVE FORWARD. THE AUTHORIZATION IT WOULD BE THE MOTION THAT I'M SEEKING IS SIMPLY THAT THE BOARD AUTHORIZES THE SUPERINTENDENT TO WORK WITH THE STEPHENS CLAY LAW FIRM.
AND STEPHENS CLAY IS A RESPECTED EDUCATIONAL LAW FIRM IN THE STATE OF WASHINGTON.
AND TO HAVE BATTLEGROUND SCHOOL DISTRICT JOINED THE PENDING VAPING LAWSUIT AGAINST JUUL AND ALTRIA, THE SUCCESSOR TO PHILIP MORRIS.
WE WOULD NOT PAY ANYTHING UPFRONT.
I'M SURE THE ATTORNEYS WILL GET PAID AS A PORTION OF WHATEVER THAT SETTLEMENT IS.
BUT BUT THE GOOD NEWS IS, IS THAT IF THE SCHOOL DISTRICTS WERE TO PREVAIL IN THIS CASE, THAT THROUGH OUR PARTICIPATION IN THIS LAWSUIT, WE COULD POTENTIALLY SECURE FUNDS WHICH ALLOW WOULD ALLOW US TO DO MANY THINGS TO HELP OFFSET SOME OF THE EFFECTS THAT WE'RE SEEING FROM VAPING IN OUR SCHOOLS.
AND THAT COULD INCLUDE THINGS LIKE HIRING ADDITIONAL SECURITY.
IT COULD BE EDUCATION FOR OUR STUDENTS, IT COULD BE VAPE DETECTORS IN SOME OF OUR AREAS AROUND SCHOOL, WHICH ARE EXTREMELY EXPENSIVE.
SO THAT'S WHAT I'M ASKING FOR THE BOARD TO CONSIDER AND LOOK AT AUTHORIZING ME TO PURSUE THIS MATTER. I THINK ALL OF THE QUESTIONS MIGHT BE ANSWERED IN THAT DOC SHEET, BUT IF YOU HAVE ANY. YEAH, I'D LIKE TO SAY THAT.
I MEAN, IT'S ENCOURAGING THAT THEY HAVE A HISTORY OF AUTHORITY PASSING IN OTHER STATES BEING SETTLED. SO IT'S OPTIMISTIC.

SOME OF THE DATA IS ACTUALLY IN THE REPORT ABOUT THE UPTICK IN THE USE OF VAPING, AND A 12TH GRADER IN WASHINGTON IS APPROXIMATELY FOUR TIMES MORE LIKELY TO HAVE VAPED THAN SMOKED IN THE LAST 30 DAYS.
REGULAR SMOKING OF CIGARETTES IS DOWN.
WE DON'T HAVE WE HAVE SIGNIFICANT NUMBER OF STUDENTS WHO ARE DISCIPLINED EACH YEAR FOR VAPING. BUT I THINK IF YOU WERE TO GO INTO OUR HIGH SCHOOLS AND ASK OUR ADMINISTRATORS AND OUR STAFF ABOUT CATCHING STUDENTS WHO ARE VAPING, IT'S EXTREMELY DIFFICULT, IF NOT IMPOSSIBLE. I MEAN, I GUESS OUR STUDENT OUR STUDENT BOARD MEMBERS COULD COMMENT ON THE PREVALENCE AS IT OCCURS IN SCHOOL AND JUST THE DIFFICULTY IN TERMS OF ENFORCING THE
