AND IF YOU ARE INTERESTED IN TESTIFYING ON ONE OF THESE BILLS OR SENDING AN EMAIL OR THINGS LIKE THAT, YOU CAN, OF COURSE, LIKE I SAID THROUGH THE WA.GOV, DO THAT ON YOUR OWN THROUGH THE LEGISLATIVE PATH PLATFORM.

WE WOULD LIKE TO BRING ATTENTION TO AND RECOGNIZE THAT THIS MONTH, JANUARY IS SCHOOL BOARD RECOGNITION MONTH.

AND SO IN HONOR OF THAT, IF YOU BEAR WITH ME, WHAT I'D LIKE TO DO IS READ THE PROCLAMATION THAT WAS ISSUED BY THE GOVERNOR ON DECEMBER 15TH OF 2021.

AND THEN WE HAVE A SHORT WE HAVE A COUPLE OF ITEMS TO PRESENT TO THE BOARD.

AND THEN WE HAVE A SHORT VIDEO PRESENTATION THAT I THINK THAT YOU WILL ENJOY.

SO WE'LL START WITH THE PROCLAMATION.

WHEREAS THE MISSION OF WASHINGTON'S PUBLIC SCHOOL SYSTEM IS TO ASSURE THAT ALL STUDENTS ACHIEVE AT HIGH LEVELS AND POSSESS THE KNOWLEDGE AND SKILLS TO BE RESPONSIBLE MEMBERS OF A DEMOCRATIC SOCIETY WHO ENJOY PRODUCTIVE AND SATISFYING LIVES.

AND WHEREAS WASHINGTON'S TWO HUNDRED AND NINETY FIVE LOCALLY ELECTED SCHOOL BOARDS AND NINE ELECTED EDUCATIONAL SERVICE DISTRICT BOARDS ARE THE CORE OF THE PUBLIC EDUCATION GOVERNANCE SYSTEM IN OUR STATE.

AND WHEREAS THE DISTRICTS AND REGIONS THEY LEAD SERVE, MORE THAN ONE MILLION STUDENTS HAVE A COMBINED ANNUAL BUDGET OF OVER FIFTEEN BILLION AND EMPLOY APPROXIMATELY 120000 PEOPLE.

AND WHEREAS SCHOOL DIRECTORS PLAY A CRUCIAL ROLE IN PROMOTING STUDENT LEARNING AND ACHIEVEMENT BY CREATING A VISION, ESTABLISHING POLICIES AND BUDGETS, AND SETTING CLEAR STANDARDS OF ACCOUNTABILITY ACCOUNTABILITY FOR ALL INVOLVED.

AND WHEREAS SCHOOL DIRECTORS ARE DIRECTLY ACCOUNTABLE TO THE RESIDENTS OF THEIR DISTRICT AND REGIONS, SERVING AS A VITAL LINK BETWEEN MEMBERS OF THE COMMUNITY AND THEIR SCHOOLS.

AND WHEREAS SCHOOL DIRECTORS AND EDUCATIONAL SERVICE DISTRICTS PROVIDE A PASSIONATE VOICE OF ADVOCACY FOR PUBLIC SCHOOLS AND THE WELFARE OF SCHOOL CHILDREN, AND WHEREAS IT IS APPROPRIATE TO RECOGNIZE SCHOOL DIRECTORS AS OUTSTANDING VOLUNTEERS AND CHAMPIONS FOR PUBLIC EDUCATION.

NOW, THEREFORE, I.

IT'S JUST SUCH A GREAT PART TO BE INVOLVED WITH THE TEAM AND REALLY TO.

NOT JUST AS THE BOARD, BUT IN CONJUNCTION WITH YOU, THINK THAT TEACHING STAFF TO SUPPORT STAFF, THE KIDS, THAT'S WHAT FEELS BETTER THAN.

UNCOMMON TO SEE [INAUDIBLE] WHICH I THINK SHOWS THEIR LEVEL OF COMMITMENT.

THEY'RE SEEKING UNDERSTANDING.

AND I THINK THAT GOES INTO THE WHOLE IDEA OF WHAT MAKES THIS [INAUDIBLE].

ONE OF THE REASONS WHY THEY WERE RECOGNIZED AS AN ORGANIZATION.

I'M VERY PROUD THAT WE EARNED IT BECAUSE IT JUST SHOWED HOW COHESIVE WE ARE, HOW WE'RE REALLY STRIVING TO WORK TOGETHER AS A BOARD AND DO GOOD AS A WHOLE.

TO ME, IT IS REALLY A STATEMENT THAT SAYS WE AS A BOARD TEAM ARE GOING TO ENDEAVOR TO DO THE VERY BEST WE CAN, AND IT'S EVIDENCE THAT WE'RE MOVING IN THE RIGHT DIRECTION.

I WOULD NEVER HAVE IMAGINED, AND THEY'VE JUST REALLY KNOCKED IT OUT OF THE PARK.

AND THE STUDENT VOICE THAT THEY BRING HAS BEEN EYE OPENING AND HAS PROVIDED US WITH A LOT OF INSIGHT AND A LOT OF PERSPECTIVE AND HELP US MAKE BETTER DECISIONS.

THE BOARD TENDS TO ACCUMULATE ALL THE PROBLEMS THAT NEED TO BE SOLVED, AND THEY ALMOST ALWAYS ARE REMINDING US THESE ARE THE GOOD THINGS THAT HAVE GONE ON EVERY DAY IN MY CLASS.

THEY SAY, OH, WE'VE GOT TO DO THIS TODAY, OR I'LL BE PART OF THAT GROUP TODAY OR THE PLANE WENT ON OR I WAS AT A SOCCER GAME.

WE NEED TO BE REMINDED OF THAT.

WE'RE STRONGER AS A DISTRICT AND WE'RE ALL FOCUSED IN THE SAME DIRECTION [INAUDIBLE] IN THE SAME DIRECTION.

AND I THINK THE BOARD UNDERSTANDS THAT, AND I KNOW THEY WANTED TO GET OUR COMMUNITY INVOLVED AND TO HAVE A TRUE PARTNERSHIP.

AND THAT'S REALLY WHAT THIS IS ALL ABOUT, AND I THINK IT'S REFLECTED IN THEIR ACTIONS AND [INAUDIBLE].

LISTEN TO THE PUBLIC.

SET UP OPPORTUNITIES FOR THE PUBLIC TO SHARE THEIR VIEWS AND THEIR VOICE.

AND OUR POSITIVITY RATE FOR THE WEEK WAS 44 PERCENT.

SO TO GIVE YOU SOME REAL NUMBERS PRIOR TO THE BREAK AT OUR LAST BOARD MEETING, I REPORTED TO YOU THREE WEEKS WORTH OF DATA CASES FROM ELEVEN TWENTY TWO TO TWELVE TEN DURING THAT TIME.

WE HAD NINETY THREE CONFIRMED CASES.

NINE CASES WERE STAFF MEMBERS.

EIGHTY FOUR CASES WERE STUDENTS JUST IN THE LAST WEEK.

SO FROM ONE THREE TO TODAY WE'RE COUNTING THROUGH.

TODAY WE'VE HAD FOUR HUNDRED AND TWENTY SEVEN CASES, EIGHTY NINE FOR STAFF AND THREE HUNDRED AND TWENTY EIGHT FOR STUDENTS.

SO YOU CAN SEE THAT OMICRON IS SIGNIFICANTLY IMPACTING US.

TYPICALLY, I WOULD GIVE YOU THE DATA FOR THE NUMBER OF STUDENTS IMPACTED BY CLOSE CONTACTS, BUT WE'VE BEEN UNABLE TO KEEP UP WITH OUR CONTACT TRACING.

THE CONTACT TRACING AT THIS TIME HAS OVERWHELMED US TO A DEGREE.

I DON'T WANT YOU TO THINK THAT WE ARE ALONE IN THESE NUMBERS.

JUST TO GIVE YOU AN EXAMPLE.

OUR AVERAGE ATTENDANCE RATE FOR STUDENTS IS RIGHT AROUND 90 PERCENT SINCE COMING BACK.

WE'VE SEEN THAT DROP SIGNIFICANTLY MONDAY AND TUESDAY.

WE WERE RIGHT AROUND EIGHTY FIVE PERCENT WEDNESDAY AND THURSDAY WE HAD SLID DOWN TO ABOUT EIGHTY THREE PERCENT.

AND BY THE END OF THE WEEK AND THEN TODAY, WE'RE RIGHT AROUND JUST A LITTLE OVER 80 PERCENT, HOVERING RIGHT NEAR EIGHTY ONE PERCENT.

SO IT IS ALSO BEGINNING TO IMPACT OUR STUDENT ATTENDANCE AS WELL AS OUR STAFF ATTENDANCE.

TO GIVE YOU AN IDEA ON STAFF ATTENDANCE, I DON'T HAVE MONDAY AND TUESDAY'S RESULTS.

WE WE STARTED TO GET AN IDEA THAT WE WERE HEADED THIS DIRECTION.

SO AND I ASKED FOR THESE STATS TO BE GIVEN TO US ON A DAILY BASIS.

BUT ON WEDNESDAY OF LAST WEEK, WE HAD ONE HUNDRED AND NINETY FIVE STAFF ABSENCES.

NINETY OF THOSE STAFF ABSENCES WENT UNFILLED.

THIRTY FOUR CERTIFICATED POSITIONS WENT UNFILLED.

FIFTY SIX CLASSIFIED POSITIONS WENT UNFILLED.

ON THURSDAY, WE HAD TWO HUNDRED AND ONE ABSENCES, SO NOT MUCH OF A DIFFERENCE ONE NINETY FIVE TO TWO OR ONE, BUT STILL RISING.

WE HAD EIGHTY EIGHT UNFILLED POSITIONS, SO WE ACTUALLY DID BETTER.

TWENTY NINE IN CERTIFICATED FIFTY NINE IN CLASSIFIED ON FRIDAY, THOUGH, WE HAD TWO HUNDRED AND THIRTY FOUR ABSENCES.

WE HAVE COUNSELORS AND LIBRARIANS AND INSTRUCTIONAL COACHES AND PSYCHOLOGISTS AND AND CLASSIFIED STAFF THAT IS STEPPING UP AND MOVING OUT OF THEIR POSITIONS AND STEPPING INTO CLASSROOMS AND SERVING AS SUBS.

SEARS ARE COVERING OUR SPECIAL ED ASSISTANTS ARE COVERING SPECIAL EDUCATION CLASSROOMS. SO WE HAVE ALL HANDS ON DECK AND SO FAR WE'VE BEEN ABLE TO DO IT.

WELL THAT HAVE TWENTY FIVE PERCENT OF THEIR DISTRICT ON A ROLLING BASIS.

SO A DIFFERENT TWENTY FIVE PERCENT FOR THE NEXT FOUR WEEKS WILL SHIFT TO REMOTE LEARNING.

THEY DID THAT MOSTLY BECAUSE OF BUSSES AND THEIR INABILITY.

THEY HAVE A SIGNIFICANT NUMBER OF BUS DRIVERS THAT ARE OUT.

AGAIN, WE ARE NOT IN THAT POSITION, BUT I THOUGHT IT WAS IMPORTANT TO UPDATE THE BOARD AND GIVE THEM THE NUMBERS.

THEY ARE INDEED SOBERING.

A LITTLE BIT OF GOOD NEWS IS TODAY WE WERE ABLE TO GET CONFIRMATION FROM THE STATE DEPARTMENT OF HEALTH THAT THEY HAVE CHANGED OUR QUARANTINE AND ISOLATION GUIDANCE TO BE MORE IN LINE WITH THE STATE.

A COUPLE OF THINGS.

IN ADDITION TO THAT CONTACT TRACING FOR THE PURPOSE OF CONTACT TRACING AND CLASSROOMS, STAFF WILL BE IDENTIFIED FOR CLOSE CONTACT IF THEY ARE WITHIN THREE FEET.

AND THIS IS A CHANGE USED TO BE SIX FEET.

SO NOW IT'S THREE FEET, SO THAT'LL CREATE LESS CONTACT TRACING IN THAT AREA.

ISOLATION, THAT MEANS.

INDIVIDUALS THAT HAVE TESTED POSITIVE FOR COVID 19, PEOPLE WHO TEST POSITIVE FOR COVID 19 CAN RETURN TO SCHOOL AFTER ISOLATING FOR A FULL FIVE DAYS, WHICH MEANS ON DAY SIX THEY CAN RETURN AS LONG AS THEY DON'T HAVE ANY SYMPTOMS. AND THEY ARE, AND THEY ARE NOT.

SO IF THEY HAVE NO SYMPTOMS AT PRESENT OR SYMPTOMS ARE RESOLVING AND THERE'S NO FEVER THAT IS PRESENT THEY CAN RETURN, AND A NEGATIVE TEST RESULT FOR THOSE IS NOT

IT CAN JUST BE A RAPID ANTIGEN TEST.

SO WE ARE SHIFTING OUR TESTING FACILITY AWAY FROM PCRS TO RAPID ANTIGEN TESTING.

SO WE ARE GOING TO HAVE THAT AVAILABLE AND ALL OF OUR FAMILIES CAN ACCESS THAT.

SO IF THEY WANT TO ACCESS THAT ON DAY FIVE, THEY CAN CREATE AN APPOINTMENT.

WE CAN GIVE THEM A TEST IF IT'S NEGATIVE AND WE CAN GET THOSE RESULTS IN 10 TO 15 MINUTES.

AND I'M HESITANT TO GO ANY FURTHER THAN THAT BECAUSE WE HAVEN'T COMMUNICATED IT WITH THOSE THAT MIGHT BE, IN FACT, AFFECTED BY IT.

I WON'T SAY GET INFECTED, WHICH WOULDN'T HAVE BEEN MAYBE APPROPRIATE IN THIS SETTING.

IF YOU REMEMBER, OUR REMOTE SYSTEM IN LAST YEAR WAS, YOU KNOW, SOMETIMES STUDENTS CAME IN THE MORNING AND THEN IN THE AFTERNOON THEY HAD OPPORTUNITIES TO WORK ON TEACHERS HAD AN OPPORTUNITY TO PUT TOGETHER PLANNING.

WE WOULDN'T BE ALLOWED TO DO THAT.

WE WOULD BASICALLY HAVE TO RUN THE REMOTE CLASS LIKE WE RUN SCHOOL.

SO FIRST PERIOD WOULD GO FROM EIGHT O'CLOCK TILL NINE O'CLOCK AND THEN STUDENTS WOULD LOG OFF AND LOG ON TO THEIR SECOND PERIOD CLASS FROM NINE TO, YOU KNOW, AND FOLLOW THAT ROUTINE THAT HAS SOME CHALLENGES IN ITSELF.

BUT THE MIDDLE SCHOOL SPORTS, MANY OF OUR PE HEALTH TEACHERS IN THE MIDDLE SCHOOL LEVEL ARE COACHES, AND SO THEY'RE NOT AVAILABLE WHEN OUR COMMITTEE IS GOING TO BE MEETING.

BUT WE TOOK THE EXTRA POSITIONS AND APPLIED THEM TO THE COMMUNITY PARENT GROUP.

SO WE INCREASED THE NUMBER OF PARENTS AND COMMUNITY MEMBERS THAT WILL BE PARTICIPATING TO NINE AND THEN WE HAVE FOUR DISTRICT OFFICE STAFF AND ONE BOARD MEMBER.

IT'S A SYSTEM WHERE THE SUPERINTENDENT AND THE SCHOOL BOARD TOGETHER DEVELOP A SET OF GOALS FOR THE DISTRICT, AND IT'S THE JOB OF THE SUPERINTENDENT TO CARRY OUT THE MEANS TO ACHIEVING THOSE GOALS.

EVEN IN CASES WHERE THE BOARD DOESN'T AGREE.

SOCIAL EMOTIONAL LEARNING SUPPORTS FEW OTHER ITEMS AS WELL, AND THEN RESTORES BUILDING OF DEPARTMENT BUDGETS TO NORMAL LEVELS.

THIS POLICY IS INTENDED TO HELP WITH THOSE THINGS AND PROVIDE SUPPORT FOR STAFF MAKING SURE THAT THINGS ARE IN PLACE AROUND THEIR OWN HEALTH, AND WE HAVE RECENTLY ADDED OR CHANGED PROGRAMS FOR OUR EMPLOYEE ASSISTANCE PROGRAM.

IT WAS HARD TO WORK ON SOME OF THEM LAST YEAR WHEN WE WERE SO REMOTE AND THINGS LIKE THAT SO GOOD TO CARRY YOU THROUGH SOME OF THOSE AND SOME OF THEM LOOK LIKE THEY COULD BE KIND OF ENDURING GOALS ANYWAY.
