I'D LIKE TO THANK THE STUDENTS, STAFF, AND CITIZENS WHO WILL BE PROVIDING INFORMATION TO US TONIGHT.

I MADE ONE COMMENT BACK TO THE AUDIENCE, BUT FOR THE NEW PEOPLE WHO HAVE COME IN, I APPRECIATE YOUR PATIENCE TONIGHT.

AS WE GO THROUGH THE AGENDA, WE HAVE SOME REPORTS FROM THE BOARD ABOUT OUR RECENT SCHOOL BOARD CONFERENCE.

WE HAVE AN OUTGOING BOARD MEMBER WE'D LIKE TO SAY THANKS TO AND WE WILL MOVE THROUGH AS EFFICIENTLY AS POSSIBLE AND GET TO THE BUSINESS OF THE BOARD.

THANKS FOR YOUR PATIENTS IN GETTING THERE.

ONE OF THE THINGS WE LEARNED AT THAT CONFERENCE IS THAT SCHOOL DISTRICTS ACROSS THE STATE IN THE NATION NO LONGER HAVE COMMUNICABLE DISEASE INSURANCE.

BY PROCLAMATION 202515, ANY GOVERNMENTAL AGENCY ALLOWING ANY INDIVIDUAL TO ENTER OR REMAIN IN INDOOR SPACE UNDER THEIR CONTROL UNLESS THE INDIVIDUAL IS IN COMPLIANCE WITH THE SECRETARY OF HEALTH BASED COVERING ORDER IN ANY SUBSEQUENT AMENDMENTS.

THERE'S A REMOTE OPTION FOR THOSE WISHING TO MAKE CITIZEN'S COMMENTS THROUGH ZOOM AND WE HOPE THAT YOU'LL HELP US WITH THIS, OUR RISK MANAGEMENT PEOPLE WOULD GREATLY APPRECIATE IT.

>> JUST A FEW WORDS ABOUT THE TOP 15 PRIORITIES THAT WE SUBMITTED.

WE SUBMITTED THEM WITH 70 OTHER DISTRICTS, NOT WAITED.

NINE OF OUR TOP 15 WERE INCLUDED IN THOSE AND IT'S A GOOD GENERAL.

THE PRIORITIES ARE PRETTY WELL-MATCHED WITH ALL THE OTHER DISTRICTS THROUGHOUT THE STATE.

ANYWAY, THE LEGISLATIVE SESSION WILL BE SHORT THIS SEASON, WHICH MEANS THEY PROBABLY WON'T BE HAVING ANY BIG MOVES AS FAR AS LEGISLATIVE DECISIONS. THAT'S MY UPDATE.

THE BOARD ATTENDED THE STATE CONVENTION FOR WASHINGTON STATE SCHOOL DIRECTORS THIS LAST WEEKEND AND I'M GOING TO ASK EACH PERSON TO REPORT A LITTLE BIT ABOUT WHAT THEY LEARNED TO MAKE THEMSELVES A BETTER BOARD MEMBER.

THAT IS THE PURPOSE OF THE WSSDA CONFERENCE.

IT'S ACTUALLY ONE OF OUR POLICIES, I BELIEVE POLICY 1822, THAT WE, AS A BOARD, WORK TO IMPROVE OUR SKILLS FOR THE BENEFIT OF OUR STUDENTS IN THE DISTRICT AND IF I CAN, I'M GOING TO START WITH OUR STUDENT REPRESENTATIVES.

LET US KNOW WHAT YOU FOUND VALUABLE ABOUT THE CONFERENCE, WHAT TO DO TO MAKE A BETTER BOARD MEMBER AND I TOLD THE CROWD OUT THERE EARLIER THAT WE WOULD TRY TO HOLD OURSELVES TO THE SAME STANDARD AS THEM NOT MORE THAN THREE MINUTES FOR OUR REPORT [LAUGHTER]

>> I DON'T THINK I'M GOING TO GO NEAR TO THREE MINUTES.

BUT FOR ME, THE MOST IMPORTANT PART OF THE CONFERENCE WAS JUST MEETING WITH OTHER STUDENT REPS AND IT WAS AWESOME TO BE ABLE TO DO THAT IN ENVIRONMENT AND MEET WITH FELLOW BOARD MEMBERS ACROSS THE STATE.

ONE THING THAT REALLY RESONATED WITH ME WAS A KEYNOTE SPEAKER, I BELIEVE HIS NAME WAS ROB.

HE TALKED ABOUT KINDNESS AND THAT REALLY SPARKED SOMETHING IN ME.

SOMETHING HE SAID THAT I REALLY LIKED WAS TO THROW KINDNESS LIKE CONFETTI AND THAT IN TODAY'S SOCIETY, KINDNESS ISN'T NORMAL AND I'D LIKE TO MAKE THAT NORMAL IN THE SOCIETY, ESPECIALLY GOING THROUGH EVERYTHING WITH COVID.

OVERALL, IT WAS JUST AWESOME TO MEET OTHER STUDENT REPS AND WE ACTUALLY STILL HAVE A GROUP CHAT WITH OTHER STUDENT REPS AND IT IS BLOWING UP LIKE CRAZY.

IT WAS JUST REALLY AWESOME.

HOW TO ACTUALLY TALK TO PEOPLE AND THAT OUR VOICE AS STUDENTS, THEY ACTUALLY MATTER A LOT.

OUR INPUTS ARE VALID AND WE SHOULD BE SHARING THEM A LOT MORE [LAUGHTER] AND THAT GROUP CHAT IS CRAZY. [LAUGHTER] ALSO WOULD LIKE TO SAY SOMETHING THAT STUCK OUT TO ME, ERIN JONES SAID THAT WE SHOULD ALWAYS START A CONVERSATION WITH GRATITUDE.

I WOULD JUST LIKE TO START ONE BY SAYING I'M REALLY GRATEFUL FOR THE OPPORTUNITY THAT WE HAD, AND THE TRIP WAS AMAZING.

IT WAS FUN. I LEARNED A LOT.

WE MENTIONED BEFORE WE TOOK OFF, BUT I WANT TO REINFORCE THAT RICARDO WAS PART OF OUR QUESTION AND ANSWER PANEL, WAS INVITED TO THAT, AND REPRESENTED BATTLEGROUND WELL. BOARD MEMBERS.

>> WELL, I LIKE TO PIGGYBACK ON WHAT OUR TWO STUDENT REPS SHARED.

I SPENT THE FIRST DAY, BASICALLY, WITH THEM.

IT WAS AWESOME TO BE ABLE TO MEET WITH A LOT OF THE OTHER SCHOOL DISTRICT REPS THAT WERE STUDENTS AND TO SEE THEIR EXUBERANCE FOR BEING HEARD.

I THINK OF SOME DIFFERENT WAYS POSSIBLY THAT WE'VE TALKED ABOUT SOME DIFFERENT WAYS DURING THAT DAY AT HOW WE CAN INVOLVE THE STUDENTS MORE AND GETTING THEIR VOICE.

WE TALKED ABOUT MAYBE A BREAKFAST AT SCHOOL LIKE WITH THE BOARD OR SOMETHING OR EVEN AN ORGANIZED GROUP WITH THE STUDENTS THAT'S LED WITH THE STUDENTS FROM THE SCHOOLS TO BE ABLE TO GET INFORMATION AND HELP YOU GUYS GET INFORMATION TO US THAT'S MUCH NEEDED FOR HOW TO RUN THE SCHOOLS AND WHAT THEIR DESIRES ARE AS WELL.

A BIG PART OF IT WAS JUST LEARNING AND EMPHASIZING MORE WHAT VALUE OUR STUDENTS HAVE IN INPUT.

I KNOW WE FOCUS A LOT ON PARENTS AND ADULTS, BUT I THINK THERE WERE SOME PRETTY WISE STATEMENTS AND EXAMPLES OF STUDENT REPS UP THERE, AND I THINK WE NEED TO REBOUND OFF OF THAT AND MAYBE MAKE SOME CHANGES IN HOW WE CAN GET THE YOUTH MOVEMENT MOVING FORWARD IN WHAT THEY DESIRE FOR THE SCHOOL SYSTEM TO BE LIKE.

THAT WAS A BIG THING FOR ME.

ALSO, THE KINDNESS AND THE GRATITUDE SEEMED TO BE A RESOUNDING UMBRELLA OVER THE WHOLE CONFERENCE ABOUT THE IMPORTANCE OF THAT.

[INAUDIBLE] HE KNOW SPEAKERS, BUT YEAH, IT WAS A GREAT EXPERIENCE.

THE DISADVANTAGE OF THAT WAS NOT BEING ABLE TO NETWORK WITH OTHER SCHOOL BOARD MEMBERS ACROSS THE STATE.

THE ADVANTAGE, I GUESS, WAS THAT I WAS ABLE TO POP INTO MANY SESSIONS.

ONE OF THE SESSIONS THAT WAS VERY INTERESTING WAS REGARDING A STUDY DONE OVER SEVERAL STATES ABOUT THE USE OF THE SCHOOL BOARD STANDARDS AND HOW THEY COULD BE LEVERAGED TO INCREASE STUDENT ACHIEVEMENT.

I THINK THAT'S WORTH SOME STUDY IN TERMS OF MAYBE THE BOARD TAKING A LOOK AT THAT.

I ATTENDED A PARLIAMENTARY PROCEDURE SESSION WHICH ALSO WAS VERY INTERESTING, AND I WILL BE GOING BACK TO REVIEW THAT ONE FOR SURE.

>> GREAT. I ALSO SPENT THE DAY WITH OUR STUDENTS AND DIRECTOR HENRIKSON, LISTENING TO THE POWER OF A STUDENT VOICE.

WHAT REALLY AMAZED ME IS, AGAIN, JUST HOW MUCH WE CAN LEARN FROM OUR STUDENTS.

THEY SPENT A LOT OF TIME REALLY ENGAGING THE STUDENTS IN WHAT THEY NEEDED AND WHAT THEY WANTED, WHAT WAS MISSING, AND WHAT THEY WANTED TO HAVE HEARD.

SOME OF THE THINGS THAT THEY TALKED ABOUT WERE HAVING STUDENT ADVISORY BOARDS.

TWO STUDENT REPS CANNOT COMPLETELY REPRESENT ALL 18 OF OUR SCHOOLS.

BREAKING IT DOWN SO THEY HAVE THOSE RESOURCES WOULD BE VERY HELPFUL.

SOMETHING TO LOOK FORWARD TO FOR THE FUTURE.

THEN AGAIN, JUST MEETING ALL OF THE DIFFERENT STUDENTS FROM AROUND THE STATE, SOME WHO HAD ONLY BEEN TO ONE MEETING AND SOME WHO HAD BEEN DOING IT FOR YEARS.

JUST HEARING ABOUT THEIR PROGRAMS AND REALLY FEELING SOLID ABOUT OUR STUDENT PROGRAM AND WHAT IT'S BEEN BUILT UP TO, AND HOW OUR STUDENTS ARE REPRESENTING US.

JUST REALLY A LOT OF ADMIRATION FOR BOTH SYDNEY AND RICARDO CAME.

THEY HAVE JUST REALLY TAKEN US TO A NEW LEVEL.

IF WE ADD ONE PERCENT TO INTENTIONAL KINDNESS, WHAT DIFFERENCE CAN WE MAKE IN THE WORLD?" COMING INTO THANKSGIVING, I THOUGHT THAT WAS REALLY POWERFUL.

ON SATURDAY, I DID MOSTLY THE PARLIAMENTARY ITEMS. I PICKED UP A LOT OUT OF THAT CLASS AND I THINK THAT THIS ME BEING A NEW BOARD MEMBER, IT WOULD BE A GOOD IDEA TO SIT THROUGH THAT AND LEARN AS MUCH AS I CAN ABOUT ROBERT'S RULES.

HE ACTUALLY ENCOURAGED ME TO BUY THE BOOK, ALL 810 PAGES OF IT.

[LAUGHTER] I'LL DO MY BEST TO GET THROUGH THAT.

AFTER THAT, I FOCUSED REALLY ON THE LEGISLATIVE ITEMS AND THE BONDING, AND THEY WENT THROUGH A LOT OF THEIR PRIORITIES.

AS DIRECTOR HENRIKSON HAD POINTED OUT.

THEN ACTUALLY, THE BONDING WAS GREAT BECAUSE THEY DID A CASE STUDY ON THE YOM SCHOOL DISTRICTS AND HOW THEY GOT THEIR CONSTRUCTION BONDS PAST AND THE CHALLENGES THEY WERE FACED WITH.

THERE'S A LOT OF PARALLELS BETWEEN OUR SCHOOL DISTRICTS, SO I THOUGHT THAT ONE WAS REALLY INSIGHTFUL.

>> THANK YOU. FOR MYSELF, I THINK ONE OF THE THINGS THAT WHEN YOU GO TO A CONFERENCE LIKE THIS, IT'S ALWAYS WORTH RELEARNING THAT THE PRIMARY ROLE OF A SCHOOL BOARD MEMBER IS REALLY TO KEEP OUR FOCUS ON OUR STUDENTS AND THEIR WELL-BEING AND ACHIEVEMENT.

AS I LOOK UP ON THE BOARD AND SEE WHAT DIRECTOR WATERS HAS HELPED ESTABLISH FOR OUR FOCUS WITH THE STRONG SOCIAL, EMOTIONAL LEARNING, AND HIGH-QUALITY INSTRUCTION, IT DEFINITELY HAS THAT STUDENT FOCUS.

I APPRECIATE IT. DIRECTOR MADDUX, IT WASN'T THE EXACT QUOTE, BUT I'LL KICK IN.

[LAUGHTER] WE HEARD THE KEYNOTE SAY, "KINDNESS TAKES WORK BUT IF YOU STOP TO THINK ABOUT IT, PRIORITIZING YOUR TIME FOR THAT KIND OF WORK ONLY BENEFITS EVERYBODY AROUND YOU." AGAIN, THAT REALLY FITS WITH OUR SOCIAL AND EMOTIONAL LEARNING PIECE IF YOU THINK OF THE NUMBER OF KIDS THAT COULD USE SOME KINDNESS ON ANY GIVEN DAY IN OUR SCHOOL DISTRICT.

IT'D BE GREAT IF WE COULD HAVE THE CAPACITY TO MAKE THAT A PRIORITY.

I ALSO ATTENDED THE LAW CONFERENCE WITH OUR DIRECTOR AND ASSISTANT DIRECTOR, AND THEY STARTED OFF BY SAYING, BASICALLY, THIS IS GOING TO BE THE SCARY SESSION WITH ALL THE SUPREME COURT [LAUGHTER] DECISIONS AND THINGS LIKE THAT.

LUCKILY, WE DID THE KINDNESS AND ALL THAT AFTER THAT SO WE COULD GET OUR STAMINA BACK UP.

THAT'S PROBABLY ENOUGH ABOUT THAT.

THE GOOD NEWS IS, IS WE HAD A 20 PERCENT DROP.

THAT'S EXCITING. AS I TOLD YOU THE LAST TIME, WE WERE PRETTY MUCH HOLDING STEADY, RIGHT AROUND 80 CASES PER TWO-WEEK PERIOD, AND THIS PERIOD WE DROPPED FROM 80 DOWN TO 66.

WE HAD STAFF, TWO CONFIRMED CASES, AND STUDENTS, 64 CONFIRMED CASES.

AGAIN, WE ALSO SAW A NOTICEABLE DROP IN THE NUMBER OF CLOSE CONTACTS IDENTIFIED.

WE WERE TYPICALLY RANGING ABOUT 250 CLOSE CONTACTS, AND THIS TIME WE DROPPED DOWN TO 176, BUT ONLY 143 HAD TO BE QUARANTINED AS OTHERS WERE VACCINATED.

THAT IS GOOD NEWS.

AT THE CLARK COUNTY LEVEL, THE 14-DAY RATE HAS DROPPED TO A LOW THAT WE HAVE NOT SEEN FOR OVER THREE MONTHS.

IT'S DOWN TO 337, I BELIEVE, PER 100,000.

THAT IS GOOD NEWS.

WE'RE HOPEFUL THAT THE HOLIDAY SEASON DOESN'T BRING A SPIKE IN THOSE NUMBERS.

AT THE SUPERINTENDENT LEVEL, I WANT TO LET THE BOARD KNOW THAT, AGAIN, MET WITH THE DEPARTMENT OF HEALTH, ALL OF THE SUPERINTENDENTS IN THE AREA CONTINUE TO PUSH BACK, ESPECIALLY, AND WE RECOGNIZE THAT IT'S UNLIKELY THAT WE'RE GOING TO GET OUT OF MASKS OR WE'RE GOING TO GET OUT OF SOME OF THE MITIGATION METHODS, BUT WE ARE PUSHING BACK PRETTY HARD ON THE CLOSE CONTACT PROCESS AND THE IDENTIFICATION OF CLOSE CONTACT AND THE IDENTIFICATION OF THOSE THAT ARE CLOSE CONTACTS AND NEVER ACTUALLY DEVELOPED COVID.

WE'VE GOT SOME INTERESTING STATISTICS THAT WE ARE PUTTING TOGETHER AND I HOPE TO BE ABLE TO SHARE THAT WITH THE BOARD AT THE NEXT MEETING.

BUT JUST TO GIVE YOU A TASTE, FOR INSTANCE, IN THE VANCOUVER DISTRICT THAT WAS REPORTED BECAUSE JEFF'S NOW GAVE US A TASTE OF THE INFORMATION THAT HE'S ASKING FROM OTHER SCHOOL DISTRICTS, BUT JUST IN THE FIRST 50 DAYS OF SCHOOL, STUDENTS IDENTIFIED AS CLOSE CONTACT, AND I THINK IT WAS 373 STUDENTS, MISSED A TOTAL OF 12,000 DAYS OF SCHOOL.

IT IS SUBSTANTIAL AND IT IS CAUSING AN IMPACT ON STUDENT LEARNING, AND WE RECOGNIZE THAT, SO WE CONTINUE TO PUSH BACK ON THE DEPARTMENT OF HEALTH.

THE NEXT ISSUE I'D LIKE TO BRING TO THE BOARD'S ATTENTION IS I KNOW THAT THE BOARD HAS RECEIVED A NUMBER OF EMAILS FROM CITIZENS IN OUR COMMUNITY CONCERNED ABOUT A POTENTIAL DEPARTMENT OF SOCIAL AND HEALTH SERVICES BEHAVIORAL TREATMENT CENTER FACILITY THAT HAS BEEN PROPOSED AT 16015 NORTHEAST 50TH AVENUE IN VANCOUVER.

THAT IS ABOUT A MILE AWAY FROM OUR PLEASANT VALLEY CAMPUS.

IT'S DIRECTLY ACROSS FROM THE BACK ENTRANCE TO WSUV, AND ACTUALLY RIGHT ACROSS THE STREET FROM VANCOUVER'S ITECH ACADEMY, IF YOU'RE LOOKING FOR WHERE THAT'S LOCATED.

WE, KEVIN JOLMA AND I DID HAVE AN OPPORTUNITY, IT'S ALMOST BEEN TWO YEARS NOW, TO SIT DOWN WITH THE INITIAL PLANS FOR THAT FACILITY WITH A REPRESENTATIVE FROM THE DEPARTMENT OF DSHS, AND WE WERE ABLE TO OFFER SUGGESTIONS ABOUT WHAT WE WOULD LIKE TO SEE IN TERMS OF SAFETY AND HOW THIS WOULD IMPACT OUR COMMUNITY.

WE VOICED SOME SIGNIFICANT CONCERNS.

THEY DID MAKE SOME CHANGES TO THE PROPOSAL AND THE FACILITY, AND SETTING IT BACK AWAY FROM THE ROAD FURTHER, PUTTING UP SOME MOUNDING TO PROVIDE SOME HIGHER FENCING AREAS AND SUCH, BUT IT STILL HAS SOME RISK INVOLVED.

I JUST WANTED TO LET THE BOARD KNOW THAT I WILL BE SENDING A LETTER ADDRESSING THOSE SAFETY AND SECURITY CONCERNS.

HERE'S JUST TO HIGHLIGHT SOME OF THE ISSUES THAT I AM GOING TO BE POINTING OUT.

I'M SAYING, DESPITE THE PLAN MEASURES INTENDED TO PREVENT INDIVIDUALS FROM ESCAPING THE PROPOSED TREATMENT FACILITY, THERE REMAINS THE POTENTIAL THAT AN INVOLUNTARY COMMITTED PATIENT MAY

ESCAPE AND THEY'RE THEREFORE UNSUPERVISED IN THE IMMEDIATE NEIGHBORHOOD.

THIS WOULD BE ESPECIALLY CONCERNING TO BATTLEGROUND PUBLIC SCHOOLS IF SUCH INDIVIDUALS WHO HAVE BEEN DEEMED BY THE COURT TO PRESENT THE SERIOUS THREAT TO THE COMMUNITY ESCAPED WHEN STUDENTS WERE AT SCHOOL.

AS MENTIONED EARLIER, OUR PLEASANT VALLEY CAMPUS IS LESS THAN A MILE AWAY.

WELL, THE DISTRICT HAS RECENTLY UPDATED OUR SECURITY MEASURES BY INSTALLING NEW PERIMETER FENCING AROUND THE CAMPUS AND SECURING ENTRY POINTS.

BOTH SCHOOLS WERE BUILT IN THE 1970S PRIOR TO MANY OF THE DESIGN FEATURES THAT MAKE MODERN SCHOOLS SAFER AND MORE SECURE.

A PATIENT WHO ESCAPES THE TREATMENT FACILITY COULD EASILY ACCESS OUR CAMPUS AND ENCOUNTER STUDENTS WHO ARE OUTSIDE THE BUILDING DURING ARRIVAL, LUNCHES, RECESSES, PASSING PERIODS, AND DISMISSAL.

ADDITIONALLY, WE HAVE MANY WORKERS AT THESE SCHOOLS AND THIS POSES ADDITIONAL SAFETY CONCERNS.

POINT NUMBER 2, SIMILARLY, THERE ARE POTENTIAL DANGERS ASSOCIATED WITH THE PLAN DISCHARGE OF PATIENTS INTO THE COMMUNITY.

BATTLE GROUND PUBLIC SCHOOLS UNDERSTANDS THAT PATIENT DISCHARGE WILL BE SUPPORTED, THOUGH THIS DOES NOT ENTIRELY ELIMINATE THE SAFETY CONCERNS OF INTRODUCING INDIVIDUALS WHO HAVE BEEN INVOLUNTARILY COMMITTED INTO THE INPATIENT TREATMENT INTO THE COMMUNITY.

THESE CONCERNS WILL BE HEIGHTENED IF A PLAN DISCHARGE OCCURS DURING THE SCHOOL DAY.

LASTLY, TO REPRESENT THE CONCERNS OF OUR CITIZENS, BATTLE GROUND PUBLIC SCHOOLS HAS HEARD FROM SEVERAL FAMILIES AND COMMUNITY MEMBERS ABOUT THIS MATTER.

THE CONCERNS VOICED AROUND SAFETY AND SECURITY ARE SIGNIFICANT AND UNDERSTANDABLE.

WHILE YOU MAY HEAR TESTIMONY FROM SOME OF THOSE INDIVIDUALS, BATTLE GROUND PUBLIC SCHOOLS FEELS OBLIGATED TO REPRESENT THOSE CONCERNS AS PART OF THIS TESTIMONY.

WE ARE ASKING THAT THEY RECONSIDER THIS PLACEMENT AND THAT THEY EXPLORE OTHER AREAS THAT ARE NOT NECESSARILY CONNECTED TO THE IMMEDIATE VICINITY OF SCHOOLS.

IT'S NOT ONLY PLEASANT VALLEY, BUT IT'S ALSO, AS I INDICATED, THE ITECH ACADEMY IS RIGHT ACROSS THE STREET.

WE HAVE ACTUALLY SOME OF OUR STUDENTS ATTEND THERE, 10 PERCENT OF OUR STUDENTS.

WE CAN FILL 10 PERCENT OF THEIR ENROLLMENT BASED ON AN AGREEMENT THAT WE HAVE.

I BELIEVE THAT'S SIGNIFICANT, AND ALSO ABOUT A QUARTER OF A MILE DOWN THE ROAD IS THE GARDENER SCHOOL, WHICH IS A PRIVATE SCHOOL, BUT IT RESIDES IN THE BATTLE GROUND SCHOOL DISTRICT.

MANY OF OUR COMMUNITY MEMBERS WHO SUPPORT OUR SCHOOLS, WHO SUPPORT OUR LEVEES, WHO SUPPORT OUR BONDS, ALSO ATTEND THAT SCHOOL, SO I THINK IT'S JUSTIFIABLE THAT WE SEND THIS LETTER, AND THEREFORE, I'LL BE PASSING THAT OFF AS MY PIECE INTO ALL OF THIS.

I JUST WANTED TO INFORM THE BOARD AND KEEP YOU UPDATED.

MANY STUDENTS SHIFT FROM REMOTE LEARNING TO ALTERNATIVE LEARNING PLATFORMS, WHICH REQUIRED STAFFING SHIFTS.

ENROLLMENT DECLINES SIGNIFICANTLY FROM BUDGET, WHICH IS ENROLLMENT DRIVES FUNDING FOR OUR DISTRICT.

IN OUR STATE APPORTIONMENT AND EVEN THOUGH WE WERE DOWN 1.4 MILLION FROM PREVIOUS YEAR, THAT INCLUDES EXTRA FUNDING FOR ENROLLMENT STABILIZATION THAT CAME THROUGH AFTER THE LEGISLATIVE PASS THAT IN THE SPRING.

IT GAVE US $7.6 MILLION IN ENROLLMENT STABILIZATION, AS WELL AS TRANSPORTATION STABILIZATION OF $1.6 MILLION DUE TO THE PANDEMIC.

ALSO INCLUDED WAS AN INCREASE IN THE LOCAL LEVY AND THAT WAS TO HELP WITH FACILITY REPAIRS AND IMPROVEMENTS AND THOSE PROJECTS ARE INCLUDED IN OUR OTHER FUNDS.

WE'LL BE GOING THROUGH THOSE.

YOU CAN SEE THAT 63.4 PERCENT OF OUR FUNDING COMES FROM APPORTIONMENT.

IN THIS PARTICULAR CASE IN THIS YEAR, 15.7 IN STATE SPECIAL PURPOSE, 15.5 FROM LOCAL LEVY.

I THINK IT'S IMPORTANT TO HAVE THIS INFORMATION AVAILABLE THAT OUR TRANSPORTATION IS CONTRACTED, THAT'S A PURCHASE SERVICE, OUR RUNNING START, UTILITIES GARBAGE INSURANCE, AND FOOD SERVICE.

FOR 2021 ONLY, SO WE DID SPEND MONEY IN 1920 ON ESSER.

THERE WAS 1.1 MILLION EXPENDED OUT ON ESSER.

BUT IN THIS PARTICULAR YEAR WE HAD IN 2021 LAST YEAR, THERE WAS ANOTHER MILLION DOLLARS AND THAT WAS FOR PERSONAL PROTECTIVE EQUIPMENT, HOTSPOTS FOR INTERNET CONNECTIVITY, AS WELL AS DESKS FOR SOCIAL DISTANCING AND SUMMER SCHOOL AND EXTENDING SCHOOL LEARNING OPPORTUNITIES, SO THAT IS SPENT FOR THE SAFETY OF OUR STAFF AND STUDENTS AND ACADEMIC SUPPORT FOR STUDENTS.

THERE ARE FINALLY OUR GENERAL FUND SUMMARY, TOTAL REVENUES AND ON 183 MILLION MINUS THE EXPENDITURES AND A TRANSFER TO DEBT SERVICE FUND FOR DEBT PAYMENT, AS WELL AS A TRANSFER TO CAPITAL PROJECTS FOR MAINTENANCE PROJECTS, INCREASE IN FUND BALANCE OF $7.2 MILLION.

NOW WE'RE GOING TO TALK ABOUT THIS BECAUSE THAT SEEMS LIKE A LOT OF MONEY.

BUT WHAT WE DID IS WE DIDN'T NEED ALL OF OUR ENROLLMENT STABILIZATION FUNDS AND SOME OF THOSE TRANSPORTATION FUNDS.

WE WERE ABLE TO RETAIN THOSE IN THE ASSIGNED CATEGORY HERE FOR A TOTAL OF $4.1 MILLION TO PUT TOWARDS THE '21, '22 SCHOOL YEAR.

BECAUSE AS YOU KNOW, THE ENROLLMENT DECLINE CONTINUED AND SO WE STILL WANTED TO KEEP STAFFING, WE DID CUT BACK, WE DID HAVE $6.6 MILLION IN REDUCTIONS.

BUT WHEN YOU'RE LOOKING AT A $12-13 MILLION REDUCTION IN REVENUE, IT'S NOT ENOUGH, SO THOSE DOLLARS HELP TO OFFSET AND ARE GOING TOWARDS THE '21,

'22 BUDGET TO HELP WITH SOME OF THAT.

WE ALSO ARE USING SOME OF THE UNASSIGNED.

WE WERE ABLE TO PROVIDE THE BOARD MINIMUM FUND BALANCE POLICY OF SIX PERCENT IN HERE AND WE DID HAVE A REDUCTION AND THE UNASSIGNED AS WELL AS THE RESTRICTED.

NOW, JUST A REMINDER TO FOLKS OUT THERE LISTENING, THE NON SPENDABLE AND RESTRICTED CATEGORIES ARE JUST THAT, THEY'RE NOT AVAILABLE.

THOSE MONIES ARE SET ASIDE, WE HAVE INVENTORY PREPAID EXPENDITURES, AND NON SPENDABLE, NOT AVAILABLE FOR USE FOR OTHER THAN THOSE ITEMS, AS WELL AS RESTRICTED WITH LAB CTE CARRYOVERS, THAT'S MONEY WE RECEIVED AND WE MUST RETAIN SPECIFICALLY FOR THOSE PROGRAMS. FINAL TAKEAWAYS FOR 2021, DECLINING ENROLLMENT FUNDING OF $13 MILLION, AND THE LEVY FAILURE IN FEBRUARY FORCE THE DISTRICT TO REDUCE STAFFING AND DEPARTMENT BUDGET.

THE ENROLLMENT STABILIZATION OF $7.5 MILLION AND TRANSPORTATION STABILIZATION OF 1.6 MILLION.

SPECIAL ONETIME FUNDING WAS APPROVED IN THE 2021 LEGISLATIVE SESSION, WHICH WAS MADE HERE FOR US AND WE ASSIGN $4.1 MILLION OF THAT TO HELP WITH OUR '21, '22 BUDGET SHORTFALL FROM DECLINED ENROLLMENT.

NOW THAT THE LEVY HAS PASSED NOVEMBER 2021, THE ASSIGNED FUND BALANCE MAY BE USED TO SUPPORT THOSE PROGRAMS BECAUSE AS YOU REMEMBER WHEN YOU ADOPTED THE BUDGET, YOU WERE USING A LOT OF YOUR ASSIGNED FUND BALANCE FOR CURRICULUM INITIATIVES, SEL DIFFERENT THINGS THAT WERE JUST DIFFICULT DECISIONS TO HAVE TO NOT BE ABLE TO FUND SO THIS IS A HUGE SIGH OF RELIEF.

ENROLLMENT DECLINE IS EXPECTED TO CONTINUE INTO THE '22-'23 FROM PRE-PANDEMIC LEVELS.

ADDITIONAL ENROLLMENT STABILIZATION FUNDING MAY BE POSSIBLE IN THE '22 LEGISLATIVE SESSION.

NOTE, WE WON'T KNOW UNTIL WE HEAR BACK FROM THE LEGISLATORS, BUT IT WON'T CONTINUE FOREVER.

AT SOME POINT, A BUDGET WILL NEED TO BE ADJUSTED.

OTHER DISTRICT FUNDS, SO WE HAVE CAPITAL PROJECTS DEBT SERVICE AN ASB FUND, AND WE TALK ABOUT HERE THE SUM OF THE EXPENDITURES, KEVIN WAS REALLY BUSY.

[LAUGHTER] WE'VE JUST OUTLINED THE FLOOR REPLACEMENTS, HVAC, LIBRARY REMODEL, PARKING LOTS, PLAY STRUCTURES, ROOF AND REPAIRS, PLUS SECURITY FENCES.

THAT'S PROBABLY NOT EVERYTHING ON THERE, BUT IT'S A LIST TO TRY TO AT LEAST EXPLAIN ALL THE WORK THAT WAS BEING DONE.

PRIMARY FUNDING HAS IMPACT THESE AND THEN YOU CAN SEE HERE THAT WE HAD REVENUE OF $9 MILLION AND EXPENDITURES OF 3.5 SO WE'RE GROWING, THIS IS PRIMARILY IMPACT PEAK FUNDING INSIDE OF THIS ENDING FUND BALANCE FOR CAPITAL PROJECTS.

DEBT SERVICE IS LOCAL TAXES FOR OUR BOND PAYMENT AND IT JUST OPERATES ITSELF EVERY YEAR ANNUALLY.

WE HAVE THE BOND PRINCIPAL AND INTEREST PAYMENT.

THEN ASB, THEY DID HAVE REVENUE, BUT THEY DIDN'T HAVE AS MUCH IN EXPENDITURES AND I THINK IT WAS JUST BECAUSE THEY MAY HAVE BEEN OUT THERE MAYBE DOING SOME FUNDRAISING FOR TRIPS THEY HAD PLANNED TO DO AND THEN DIDN'T GET TO DO THE TRIP SO THAT MONEY JUST SITS THERE IN THEIR ACCOUNT FOR THEM, IT IS DECIDED BY THE STUDENT COUNCILS AND ON HOW THEY'RE GOING TO BE SPENDING THAT MONEY.

THEN DRUGS BEING UNACCEPTABLE WAS IMPORTANT.

THEN THERE WAS THREE THAT RATED 4.3, SO REAL-LIFE LEARNING OPPORTUNITIES AND SKILLS TAUGHT AT SCHOOL.

THE LEVY AND THE BUDGET WERE DEFINITELY AT THE TOP OF PEOPLE'S MINDS WHEN THEY RAN THIS THOUGHT EXCHANGE AND PEOPLE THOUGHT IT WAS IMPORTANT ENOUGH, IT RANKED VERY HIGH.

NEXT ONE WAS EXTRACURRICULAR AND ATHLETICS, AND THAT TALKED ABOUT PASSING LEVIES FOR THINGS LIKE MIDDLE SCHOOL SPORTS AND EXTRACURRICULAR ACTIVITIES.

MIDDLE-SCHOOL SPORTS NEEDS TO HAPPEN AND ELECTIVES AND SPORTS TO GIVE KIDS OTHER OPPORTUNITIES.

SOCIAL, EMOTIONAL ENCOMPASS THINGS LIKE DRUG USE AND DRUG PREVENTION EDUCATION, MENTAL HEALTH SUPPORTS AND KEEPING KIDS IN SCHOOL FOR THEIR MENTAL AND SOCIAL HEALTH.

THEN THE HIGHEST THOUGHTS IN THE STAFF CATEGORY WERE RECRUITING AND RETAINING QUALIFIED EMPLOYEES, GOOD TEACHERS ARE WORTH THEIR WEIGHT IN GOLD, AND ACQUIRING AND RETAINING GOOD TEACHERS AND STAFF IS IMPORTANT.

I'M A PARENT OF THREE CHILDREN, TWO OF WHICH HAVE GRADUATED FROM PRAIRIE HIGH SCHOOL.

AS A MEMBER OF THE SEXUAL HEALTH EDUCATION CURRICULUM COMMITTEE, I AGREE WITH OUR COMMITTEE'S FINAL RECOMMENDATION FOR HEALTHSMART.

WE CHOSE HEALTHSMART BECAUSE IT IS A COMPLETED CURRICULUM APPROVED BY OSPI AND REVIEWED BY MANY EXPERTS AND PROFESSIONALS TO BE INCLUSIVE AND SCIENTIFICALLY AND MEDICALLY ACCURATE, AS WELL AS AGE APPROPRIATE.

I HOPE THIS BOARD WILL DECIDE THAT THE NEEDS OF OUR DIVERSE STUDENTS AND COMMUNITY IS WORTH FIGHTING FOR.

OUR SCHOOL DISTRICT AND OUR SUPERINTENDENT AND STAFF, THEY'VE BEEN GREAT TO WORK WITH AS WELL.

BUT I WANT TO RECOGNIZE OUR TEACHERS AND THE SACRIFICE THAT THEY'VE MADE IN ESPECIALLY THESE LAST TWO YEARS.

THE SACRIFICES THEY MADE FROM THEIR OWN FAMILIES, JUST SPENDING EXTRA TIME BECAUSE THEY DON'T HAVE THAT MUCH TIME IN SCHOOLS AS THEY USUALLY DO TO HAVE PREPARATION FOR THEIR CLASSES BECAUSE THEY'RE SUPPORTING OTHER TEACHERS BECAUSE WE DON'T HAVE ENOUGH SUBSTITUTES.

SO THAT'S ONE OF THE AREAS THAT I WANT TO BE ABLE TO ADDRESS TODAY, BUT I AM SO PROUD AND I'M SO HAPPY TO BE ABLE TO REPRESENT THIS GROUP OF PEOPLE THAT I ADMIRE AND THAT WE AS A WHOLE, AS A COMMUNITY SHOULD FEEL EXTREMELY LUCKY TO HAVE SUCH GREAT TEACHERS IN OUR DISTRICT.

I UNDERSTAND THAT WITH THE RELUCTANCE TO HIRE

MORE TEACHERS AND GET MORE STAFF BECAUSE THE STAFFING AND BECAUSE OF THE LEVY THAT WE HAD, BUT THE LEVY'S PASSED NOW.

I THINK THERE'S A TIME TO ADDRESS SOME NEEDS AND IT'S NOT THAT WE AREN'T ADDRESSING THOSE NEEDS AS A WHOLE.

IT'S JUST THAT BECAUSE THERE'S A LACK OF TEACHERS, THERE'S LACK OF AREAS.

BUT THIS IS AN AREA OF CONCERN WE NEED TO ADDRESS.

WE ARE WORKING WITH DISTRICT TO GIVE THE BEST POSSIBLE PRODUCT TO THE COMMUNITY, ESPECIALLY THOSE WHO HAVE STUDENTS IN THE DISTRICT AND WE WELCOME INPUT TO SUCCEED IN THIS ENDEAVOR.

I'LL BE SHARING SOME OF THESE IDEAS WITH THE SUPERINTENDENT WATERS THAT HAVE COME FROM THE TEACHERS AT THE DIFFERENT GRADE LEVELS IN AN EFFORT TO PROVIDE SUPPORT TO STUDENTS AND TEACHERS.

ONE OF THE AREAS CONCERN, AS I JUST TALKED ABOUT, IS THE DEPENDABLE POOL OF SUBS AT ALL LEVELS.

WE HAVE SEEN ANY TEACHERS GIVE UP THEIR PREP TIMES TO HELP SUPPORT THEIR SCHOOLS AND COLLEAGUES.

THIS EMPHASIS ON SUPPORT STAFF BECOMES EVEN MORE IMPORTANT WHEN YOU SEE NEW AND SEASONED TEACHERS LEAVING THE PROFESSION BECAUSE OF OUR OVERLOAD, BURNOUT AND FRUSTRATION WITH INABILITY TO SERVE OUR STUDENTS TO THEIR FULL POTENTIAL.

JUST A DIVERSION FROM THE CITIZENS COMMENTS, I'D LIKE TO TAKE YOU FOR A MOMENT ON A RIDE TO THE UNDERGROUND IN LYNDEN.

IN THE UNDERGROUND STATIONS, THERE ARE TWO PROMINENT SIGNS.

ONE OF THEM SAYS, "MIND THE GAP." IT'S EMBLAZONED ALONG THE LENGTH OF THE PLATFORM AND IT'S A WARNING FOR TRAVELERS TO BE AWARE, TO BE CAREFUL OF THE GAP BETWEEN THE PLATFORM AND THE TRAIN.

ANOTHER SIGN IS THE WAY OUT SIGN, BECAUSE THERE ARE 11 LINES THAT RUN THROUGH LYNDEN AND THE STATIONS ARE AT DIFFERENT LEVELS, PASSENGERS NEED A WAY TO MAKE A CORRECTION SHOULD THEY FIND THEMSELVES HEADED IN THE WRONG DIRECTION AROUND THE WRONG LEVEL.

TWO YEARS AGO, WE WERE ALL STANDING ON THIS PLATFORM.

THE TRAIN IN FRONT OF US WAS CALLED FLASH CURRICULUM.

IN SPITE OF THE CITIZENS PLEADING WITH THE SCHOOL BOARD TO MIND THE GAP THAT THE FLASH CURRICULUM WOULD CREATE IN THE COMMUNITY AND TO LOOK FOR ANOTHER WAY OUT BY WAITING TO ADOPT THE CURRICULUM UNTIL THE LEGISLATURE HAD PASSED THE SEX ED CURRICULUM, THEY CHOSE THE FLASH CURRICULUM AND NOW IT APPEARS THAT THAT ONE IS NOT APPROPRIATE BECAUSE IT DOES NOT HAVE THE PARENT INVOLVEMENT THAT IS REQUIRED.

MASKS. [LAUGHTER] SO TODAY WE'RE STANDING AGAIN AT THAT PLATFORM, THE SIGNS ARE STILL THERE: MIND THE GAP, THE SIGN IS STILL THERE, WAY OUT.

IN FRONT OF US OR TWO TRAINS.

ONE OF THOSE IS THE HEALTHSMART TRAIN, WHICH SEEMS TO ME TO BE VERY MUCH THE SAME IN TERMS OF SOCIAL AND CULTURAL ISSUES AS THE FLASH CURRICULUM AND CHECK THE FACTS.

I DO UNDERSTAND THAT THE CURRICULUM REVIEW COMMITTEE HAS SPENT HOURS OF TIME, EFFORT, AND ENERGY DISCUSSING ALL THE MATERIALS THAT THEY WERE GIVEN.

HOWEVER, I STILL HAVE A NUMBER OF CONCERNS ABOUT THE HEALTHSMART CURRICULUM, ESPECIALLY AFTER WATCHING THE SLIDE PRESENTATION GIVEN BY TEACHING AND LEARNING.

I FIND IT INTERESTING THAT THE WOMAN, SUSAN TELLJOHANN, WHO WAS THE LEAD AUTHOR OF THE HECAT METRIC IS ALSO ONE OF THE LEAD AUTHORS OF THE HEALTHSMART CURRICULUM.

WELL, APPARENTLY, SHE GETS NO MONEY OR FINANCIAL GAIN.

THAT MAKES ME WONDER WHY THIS MEASURE IS THE ONE THAT HAS BEEN CHOSEN BY THE CDC AND IT'S SO CLOSELY ALIGNED TO HER CURRICULUM.

I ALSO FIND IT INTERESTING THAT THE CHECK THE FACTS CURRICULUM, WHEN SCRUTINIZED UNDER THE HEAT CAC RUBRIC ALSO ALIGNS.

BUT APPARENTLY WHEN LOOKED AT THE OSPI, IT DOES NOT.

I WOULD LIKE TO ASK YOU TO PLEASE MIND THE GAP, LOOK AT THE DIFFERENCE BETWEEN THE CULTURE OF OUR COMMUNITY AND CHOOSE THE CHECK THE FACTS CURRICULUM.

NOW THAT THE MIDDLE SCHOOLS ARE REQUIRED BY LAW TO OFFER COMPREHENSIVE SEXUAL HEALTH, THE CONCEPT OF INCLUSION, STEP-BY-STEP INSTRUCTION ON CONDOM USE WITHOUT WHICH THAT PARTICULAR METHOD OF CONTRACEPTION IS RENDERED INEFFECTIVE, AND USING TERMS LIKE SEX ASSIGNED AT BIRTH, OR A BODY WITH A PENIS, OR A BODY WITH A VAGINA.

TERMS THAT ARE TRULY MEDICALLY ACCURATE, AS WELL AS HARM REDUCING, ARE MISREPRESENTED AS EITHER ERRONEOUS AND UNTRUSTWORTHY BECAUSE THEY COME FROM EMERGING SCIENCE OR ARE DEEMED INDOCTRINATION WITH POLITICAL AGENDA.

SCIENCE KEEPS ADVANCING.

ONCE EVERYONE THOUGHT THAT THE EARTH WAS FLAT, THEN THE EMERGING SCIENCE ESTABLISHED THAT THE EARTH WAS QUITE SPHERICAL.

WHEN I'M GARDENING, THE FLAT EARTH MODEL WORKS FINE.

THE NEED FOR A GENDER-INCLUSIVE CURRICULA AND ANTI-BULLYING POLICIES THAT EXPLICITLY PROHIBIT DISCRIMINATION BASED ON SEXUALITY, GENDER IDENTITY, AND GENDER EXPRESSION IS CRITICAL [OVERLAPPING] EXCUSE ME?

IT WAS HARD TO DETERMINE THE THOUGHT PROCESS OF PEOPLE WHO WERE ANSWERING THE SURVEY.

ALTHOUGH I HAVE TO SAY, I'M DISAPPOINTED TO SEE THAT HOW SMART IS STILL GOING TO BE CONSIDERED.

CHECK THE FACTS ACTUALLY GIVES KIDS MORE INFORMATION.

THE BIRTH CONTROL FAILURE RATES AND THE SIDE EFFECTS INTERNET SAFETY, SEX TRAFFICKING, BYSTANDER TRAINING, ALL THOSE THINGS THAT WERE NOT INCLUDED IN HEALTH SMART.

I CAN ALSO TELL YOU WITH CERTAINTY THAT LANGUAGE ABOUT BODIES WITH PENISES AND VAGINAS WILL NEVER BE ACCEPTED BY THE MAJORITY OF PARENTS.

IT'S JUST NOT IT'S NOT SCIENCE.

BUT ANYWAY, I DO THINK THAT THIS PLAN IS A STEP IN THE RIGHT DIRECTION AND I WOULD ENCOURAGE YOU TO ADOPT THAT.

I BELIEVE THAT THE HEALTH SMART MATERIAL THAT YOU'RE GOING TO BE VOTING ON, WILL EXPOSE THE FIFTH AND SIXTH GRADE CHILDREN TO CURRICULUM THAT IS WAY OVER WHAT THEY CAN HANDLE EMOTIONALLY, AND I BELIEVE IT'LL SEXUALIZE THEM AT A VERY YOUNG AGE.

NOT ONLY WILL THIS SEXUALIZE THEM, BUT THE ROLE PLAY WILL MAKE THEM FEEL UNCOMFORTABLE AND FEARFUL WITH THEIR PEERS, OR AT LEAST SEXUALIZATION CAN LEAD TO CHILDREN BECOMING SEXUALLY AGGRESSIVE OR BECOMING VICTIMS OF SEXUAL ABUSE.

MY OWN STORY IS THAT OF A VERY YOUNG AGE, MY BROTHER WAS SEXUALIZED THROUGH PORNOGRAPHY IN THE HOME.

THIS RESULTED IN HIM MOLESTING ME WHEN I WAS SIX YEARS OLD AND RAPING MY OLDER SISTER AT THE AGE OF 14.

I CURRENTLY LEAD A WOMEN'S MINISTRY HEALING GROUP CALLED MENDING THE SOUL, HEALING SEXUAL ABUSE AND TRAUMA.

THIS ABUSE TAKES GREAT DEAL OF HARD WORK AND LETTING GO OF SHAME FOR HEALING.

BUT IT IS SOMETHING THAT WILL BE WITH THEM FOR THE REST OF THEIR LIVES.

OUR CONCERNS THAT THE BOARD IS CONSIDERING A CURRICULUM IN HEALTH SMART DOES NOT FOLLOW ESTABLISHED SCIENCE AND MEDICALLY ACCURATE FACTS.

I KNOW WE'VE HEARD, DON'T WORRY, THAT THROUGH SCOPES AND SEQUENCE THE MOST EXTREME PORTIONS OF THE PROGRAM, I WILL BE EVALUATED AND MOST LIKELY THEY WON'T BE PART OF THE PROGRAM.

BUT THE UNSCIENTIFIC AND MEDICALLY INACCURATE STATEMENTS, A PART OF THE CORE OF HEALTH SMARTS, WE CALL IDEOLOGY.

HERE'S SOME EXAMPLES. UNDER ABSTINENCE, PUBERTY AND PERSONAL HEALTH.

LESSON FIVE, THE REPRODUCTIVE SYSTEM, A BODY WITH THE VAGINA, LESSON SIX, REPRODUCTIVE SYSTEM AND A BODY WITH A PENIS.

ALL THE CHILDREN IN THERE TOGETHER.

THIS IS A REMINDER CHILDREN ARE AS YOUNG AS 11 ARE RECOMMENDED BY THIS CURRICULUM AND THEY'RE GOING TO BE TOGETHER IN THE SAME ROOM.

THE GREAT THING IS WE HAVE ANOTHER OPTION, CHECKED THE FACTS MEETS ALL STATE REQUIREMENTS.

IS SCIENTIFICALLY AND MEDICALLY ACCURATE, AGE APPROPRIATE, AND YOU WON'T A LONGER SCOPE AND SEQUENCE PERIOD OF ELIMINATING INACCURATE AND EXTREME PORTIONS OF HEATH SMART.

HOWEVER, WE DO HAVE A CERTAIN POPULATION OF STUDENTS THAT DO STILL NEED CONNECTIVITY FOR ACCESSING HOMEWORK RESOURCES, AS WELL AS TO ACCESS OTHER TOOLS TO ADDRESS LEARNING LOSS THAT THEY MAY STILL BE WORKING THROUGH.

WE HAVE STARTED REISSUING HOTSPOTS, IT'S QUITE A BIT LESS THAN WE HAVE IN THE PAST.

BUT WHAT WE'RE LOOKING TO DO IS SPEED THE PROCESS TO GET THOSE APPROVED AGAIN, RATHER THAN COMING TO THE SCHOOL BOARD AS MANY TIMES AS WE HAD TO BEFORE TO SEEK APPROVAL.

THE TOTAL AMOUNT OF A 154,368 IS WHAT IT WOULD COST FOR US TO ACTIVATE EVERY HOTSPOT FOR THE REMAINDER OF THE SCHOOL YEAR.

INCLUDED IN THIS ARE THE HOTSPOTS THAT WE'RE TALKING ABOUT FOR ADDRESSING LEARNING LOSS AND IT ALSO INCLUDES THE COST FOR ACTIVATING THE HOTSPOTS FOR THE SCHOOL BUS WI-FI, WHICH AS I UNDERSTAND FROM TALKING TO TOM ADAM'S INSTALLATION WILL BE BEGINNING SOON.

I THINK IT WAS A LITTLE BIT MORE COMPLICATED THAN FIRST STUDENT ANTICIPATED, THEY HAVE A CONTRACT IN PLACE TO GET THAT ACHIEVED.

IN HIGH SCHOOL, IT WOULD TAKE APPROXIMATELY 15 DAYS, WHICH WOULD BE THE ENTIRE, ALL THE TOPICS AND GO MORE IN-DEPTH STUDY OF THOSE TOPICS.

BUT WE HAVE TO ALSO PUT IN A SECOND TIME THAT IT IS TAUGHT AT THE HIGH SCHOOL LEVEL.

THE QUESTION OF HOW DO WE GET A REPRESENTATIVE COMMITTEE IS CHALLENGING.

WE'VE COME TO LEARN THAT WHEN OUR FIRST APPROACH ON THIS, IT WAS MORE THAT THERE'S THIS SPECTRUM OF VIEWS ALONG THIS CONTINUUM OF SORTS.

THE REALITY IS THAT IT SEEMS TO BE THAT THERE'S TWO OPPOSING VIEWS AND PERSPECTIVES ON THIS.

WE THINK THAT THAT'S IMPORTANT TO TAKE THAT INTO ACCOUNT, KEEP THAT BALANCED.

WE WANT, [NOISE] HOW DO WE SELECT? IT'S A SIMILAR PROCESS IN INVITING THE COMMUNITY, HAVING SOME INITIAL QUESTION, BUT ALSO DOING A BRIEF INTERVIEW WITH THE MEMBER.

THERE'S TWO IMPORTANT QUESTIONS.

ONE, WE EXPECT THE PEOPLE ON THE COMMITTEE, BESIDES COMING TO THE MEETINGS AND THINGS LIKE THAT, BUT WE EXPECT THE PEOPLE ON THE COMMITTEE TO BE ABLE TO ADVOCATE FOR A POSITION AND THEN ALSO HAVE THE ABILITY TO MOVE WHAT WE'RE CALLING COMMON GROUND.

YOU GUYS IN REALITY, [NOISE] THERE'S PROBABLY NOT GOING TO BE A UNANIMOUS VIEW ON THIS TOPIC.

THE ABILITY FOR US TO COME TO CENTER IN SOME WAY SO THAT IT'S NOT A WIN-LOSE, BUT RATHER, WELL, OKAY, WE CAN LIVE WITH THIS IF THESE THINGS ARE ACCOMMODATED FOR ONE WAY OR THE OTHER.

THE TIME BEFORE WE HAD A SURVEY THAT WE DID.

WHAT WE WOULD LIKE TO DO THIS TIME, WE WOULD NEED TO GET PERMISSION FROM EACH OF THE PUBLISHERS THAT WE WOULD BE REVIEWING, BUT WE WOULD LIKE TO ALLOW OUR COMMUNITY MEMBERS TO REVIEW ALL OF THE CURRICULUM THAT WE ARE LOOKING AT AND PROVIDE FEEDBACK ON THAT.

IT IS NOT A VOTE. I WANT TO BE REALLY CLEAR.

WE'RE NOT ASKING OUR COMMUNITY TO VOTE ON IT, BUT WE ARE ASKING OUR COMMUNITY TO LOOK AT WHATEVER IT IS THAT WE PUT OUT THERE AND PROVIDE COMMENTS ON ALL OF THEM, SO THAT THE COMMITTEE CAN REALLY HEAR THE PERSPECTIVES AND UNDERSTAND THE THOUGHTS THAT ARE SHARED WITH THEM ON ALL THE CURRICULUM.

THEN USE THAT INFORMATION TOGETHER WITH THE COMMITTEE IN THE COMMITTEE MAKING A RECOMMENDATION, PUTTING FORTH AND WE'LL TALK ABOUT THAT IN JUST A SECOND.

>> IN TERMS OF PROGRAMS TO CONSIDER, WE WILL PROBABLY CONSIDER AT LEAST THREE PROGRAMS, AND OUR GOAL IS TO HAVE THOSE PROGRAMS BE SUCH THAT IT'LL HAVE BOTH A MIDDLE SCHOOL AND A HIGH SCHOOL VERSION OF THAT.

ONE OF THOSE THREE PROGRAMS WE THINK SHOULD BE HEALTH SMART BECAUSE VALUING THE INPUT FROM THE PREVIOUS COMMITTEES WORK.

WE WILL, AS ALLISON SAID, THERE'LL BE A REQUEST FOR PROPOSALS THAT WOULD PROBABLY BE GOING OUT, IF THIS IS APPROVED IN DECEMBER.

WE'LL LOOK AT THAT AND AS WE'VE DONE BEFORE, WE WILL NARROW THAT TO LIKE THREE PROGRAMS AND WE WILL LOOK AT THOSE PROGRAMS BY THE COMMITTEE.

>> THEN THE FINAL DECISION-MAKING PROCESS, THE COMMITTEE WOULD WORK TO MAKE A RECOMMENDATION AND DAVE AND I WOULD MAKE THE AND TALKING WITH TEACHING AND LEARNING, BUT WOULD COME TO YOU WITH THE FINAL DECISION.

I'VE SEEN IT COME UP AGAIN AND AGAIN, IS THE IDEA OF TRYING TO CHOOSE THE SIX PARENTS WHO ARE GOING TO BE PART OF THIS COMMITTEE.

I WOULD WELCOME ANY INPUT FROM THE BOARD ON THIS PART BECAUSE I WANT EVERYBODY TO KNOW THAT WHEN WE CHOOSE REPRESENTATIVES TO BE PART OF ANYTHING THAT WE DO, THERE'S NO AGENDA IN MIND.

WE'RE LOOKING FOR A TRUE COMMUNITY REPRESENTATION.

BUT WHEN I HEAR FEEDBACK FROM THE COMMUNITY, THAT'S ONE OF THE GREATEST ISSUES IS THAT, WELL THE COMMITTEE WAS BIASED OR THE COMMITTEE WAS TOO LEFT LEANING OR THE COMMITTEE WAS TOO RIGHT LEANING OR WHATEVER IT MAY BE.

THAT'S THE HARDEST PART.

WHEN WE DID THE SELECTION PROCESS FOR, SAY, THE CITIZENS ADVISORY COMMITTEE, THAT WAS RINGING IN THE BACK OF MY MIND, HOW DO WE SELECT? WE JUST ASKED A SINGLE QUESTION, HOW DO YOU WANT TO HELP BATTLE GROUNDS SCHOOL DISTRICT? WE JUST CHOSE PEOPLE.

WE DIDN'T KNOW WHERE THEY CAME FROM OR WHAT THEY STOOD FOR.

WE DIDN'T HAVE ANY OF THAT.

I ACTUALLY THINK THAT IT TURNED OUT OKAY.

I THINK THE CITIZENS ADVISORY COMMITTEE, AND I KNOW WE HAVE SOME OF THOSE MEMBERS THAT ARE HERE TODAY, BUT I THINK THEY WOULD SAY THAT, "HEY, THIS IS A TRUE REPRESENTATION.

WE'VE GOT PEOPLE FROM ALL OVER THE SPECTRUM." THAT'S MY BIGGEST CONCERN, IS WE'RE GOING TO GET THE TEACHERS,

THERE WAS A LOT OF ISSUES WITH FLASH AND WE'RE LIKE, WELL, BUT WE DON'T TEACH THAT PART.

THAT REALLY IS THE GENESIS OF A LOT OF THIS TEXT.

I REALLY THINK THIS COULD POTENTIALLY PUT A LOT OF THAT TO BED.
