THIS YEAR WE'VE DEFINITELY BEEN A DIFFERENT YEAR, BUT THIS YEAR WE'VE ALREADY DONE A COUPLE OF EVENTS.

WELL, STARTING OFF LAST YEAR OR LAST MONTH, SORRY, WE HAD A FIELD DAY AND WE SPENT THE AFTERNOON OUTSIDE PLAYING SOCCER AND WE PLAYED VOLLEYBALL AND WE HAVE A BUNCH OF LIKE A COUPLE OF EVENTS LIKE THAT.

TWO WEEKS AGO, WE HAD OUR FIRST SPIRIT WEEK AND WE DID A HYBRID TYPE ASSEMBLY WHERE WE DID IT OVER ZOOM. BUT THEN WE HAD, LIKE VOLUNTEERS AND PARTICIPANTS, COME INTO OUR COMMONS WHERE WE DID A COUPLE OF GAMES LIKE PUMPKIN CARVING AND WE DID MUSICAL CHAIRS AND STUFF LIKE THAT. AND THEN TOMORROW WE HAVE A VETERANS DAY ASSEMBLY WHERE WE'RE ALSO DOING A HYBRID TYPE MEETING, WHERE WE'RE HAVING SOME PEOPLE COME AND MEET IN OUR [INAUDIBLE] LAB AND WE'LL HAVE A POEM BE READ.

WE'RE GOING TO HAVE A VIDEO SHOWING VETERANS DAY AND WE'LL HAVE A COUPLE OF VETERANS DAY ORIENTED TYPE THINGS LIKE THAT.

AND SO THAT'S SORT OF OUR PLAN FOR ASB EVENTS SO FAR.

WE ARE LOOKING FORWARD TO PLANNING A COUPLE MORE EVENTS THAT WE CAN REALLY LIKE, GET IN

TOUCH AND STILL KEEP SAFE WITH THE COVID RESTRICTIONS, BUT STILL HAVE FUN AND STILL BE ABLE TO DO THINGS.

FIRST UP IS OUR LEGISLATIVE COMMITTEE, MR. HENRIKSON. YEAH, WELL, THE ONLY THING I HAVE IS TO THANK AND THINK AGAIN.

MARY SNITILY FOR ATTENDING THE GENERAL GENERAL ASSEMBLY WAS THE GENERAL ASSEMBLY AND DOING THE VOTING FOR OUR FOR OUR BOARD.

AND NEITHER YOU OR I COULD MAKE THAT DATE AND YOU STEPPED IN.

I REALLY APPRECIATE IT.

SO THANK YOU.

PERFECT. LIKEWISE, I WAS AT THE NATIONAL SCIENCE TEACHERS CONFERENCE, APPRECIATED THE BACKUP FROM A FELLOW BOARD MEMBER.

AND MARY, WANT TO GIVE A REPORT? ABSOLUTELY. SO GENERAL ASSEMBLY IS WAS A [INAUDIBLE] UNDERSTANDING THAT THERE ARE TWO HUNDRED AND NINETY FIVE DISTRICTS IN THE STATE, EVERY DISTRICT GETS TO SEND A VOTING MEMBER OF THEIR SCHOOL BOARD.

UNFORTUNATELY, THERE WERE LESS THAN SEVENTY FIVE VOTING MEMBERS WHO ATTENDED.

SO THAT WAS A SURPRISE TO ME, BUT IT WAS VERY A LEARNING EXPERIENCE FOR ME AND VERY IN DEPTH LEARNING. SO WE VOTED ON ABOUT 60 DIFFERENT POSITIONS, AND MANY OF THOSE ARE JUST BYLAWS POSITIONS, CHANGES IN BYLAWS OR A LOT OF TIMES CLEANING UP LANGUAGE, AND THAT DIDN'T REQUIRE A GREAT DEAL OF DEBATE OR DISCUSSION.

MANY OF THE POSITIONS OBVIOUSLY INVOLVE FUNDING THOSE POSITIONS THAT WE'VE TALKED ABOUT AT SEVERAL OF OUR MEETINGS AND SOME OF THOSE HAD SOME DEBATE, BUT MANY OF THEM ARE STANDING POSITIONS THAT HAVE BEEN POSITIONS OF THE SCHOOL BOARD OR WAS THERE FOR SOME TIME. ALL OF THOSE ARE TAKEN INTO THE LEGISLATURE, AND THEY USUALLY RISE TO THE TOP OF THE TOP 15.

BUT. THERE WAS ONE POSITION THAT WAS A NEW ONE THAT I'D LIKE TO HIGHLIGHT.

BECAUSE IT WAS A LITTLE BIT CONCERNING TO ME.

IT SAYS THAT IT'S TO ATTRACT, RECRUIT AND RETRAIN DIVERSE SCHOOL BOARD MEMBERS, BUT SOUNDS REALLY GOOD AND THERE ARE SOME GOOD PARTS OF IT.

FOR INSTANCE, ONE OF THE IDEAS WAS THAT WE SHOULD PROVIDE CHILD CARE SO THAT SINGLE PARENTS WOULD BE ABLE TO PARTICIPATE AS A SCHOOL BOARD MEMBER BECAUSE IT DOES TAKE A CONSIDERABLE AMOUNT OF TIME.

AND THERE WAS SOME OTHER PARTS OF IT THAT WERE.

THAT MANY SCHOOL DISTRICTS ARE ALREADY USING.

THERE'S NOT MAKE SURE THAT THEY HAVE A DIVERSE BOARD, SO MANY OF THOSE THINGS ARE ALREADY BEING USED BY OTHER PLACES AND PEOPLE TALKED ABOUT THAT.

BUT THERE WAS ONE PART OF THIS POSITION THAT WAS CONCERNING TO ME, AND THAT WAS THAT IT WOULD REMOVE THE REQUIREMENT TO BE A CITIZEN, TO BE A SCHOOL BOARD MEMBER OR SCHOOL BOARD

DIRECTOR. AND THAT SO THAT THERE WAS A GREAT DEAL OF DEBATE ABOUT IT AND IT ACTUALLY DID NOT PASS THE FIRST TIME.

NOW UNDERSTAND THIS IS A POSITION IT WON'T NECESSARILY RISE TO THE PRIORITY POSITION TO BE TAKEN TO THE LEGISLATURE, BUT IT IS A WSSDA POSITION ONCE IT'S BEEN VOTED ON.

IT DID NOT PASS THE FIRST TIME, HOWEVER, IN THE WSSDA BYLAWS, THEY HAVE A WEIGHTED VOTE.

SO SCHOOL DISTRICTS, I MEAN, NORMALLY WE VOTE IN EVERY DISTRICT GETS A VOTE, AND MOST ALL OF THE POSITIONS WERE CLEARLY VOTED THAT WAY.

HOWEVER. THEY CAN CALL FOR A WEIGHTED VOTE.

AND IN THAT CASE, THERE'S A DIFFERENTIATION BASED ON YOUR POPULATION.

SO, FOR INSTANCE, BATTLE GROUND FALLS IN ABOUT FIFTH PLACE, WE WOULD GET FIVE VOTES.

SEATTLE WOULD GET 19 VOTES.

SO WHEN THEY TURNED AROUND AND DID A WEIGHTED VOTE, IT DID PASS.

I MEAN, I THINK PEOPLE CAN UNDERSTAND THE CONCERN THAT WE HAVE FOR THAT, AND I THINK IT'S A CONVERSATION WE NEED TO CONTINUE TO HAVE WITH WSSDA.

SO ANYWAY, THAT WAS AN EYE OPENER FOR ME.

BUT OVERALL, THE THE GENERAL ASSEMBLY, I THINK, WAS VERY WELL PLANNED AND THE PROCEDURES WORK WELL. THERE'S TIME FOR PEOPLE WHO WANT TO SPEAK FOR TIME, FOR PEOPLE WHO WANT TO SPEAK AGAINST EACH POSITION.

AND THEN, AFTER ALL, IS SAID AND DONE, THOSE POSITIONS ARE PRIORITIZED BEFORE WSSDA.

SO WSSDA HAS A CLEAR IDEA OF WHICH ONES THEY WILL BE WORKING ON.

I GUESS THAT WOULD BE THE EASIEST WAY TO SAY, IS THAT RIGHT, MARK? I THINK SO. GET THAT RIGHT? YEAH, YEAH. OK, SO THAT'S MY REPORT FROM THE GENERAL ASSEMBLY, AND THANK YOU FOR THE OPPORTUNITY TO TO LEARN.

WE'D BE GLAD TO HELP SET THINGS UP FOR HIM.

THERE ARE SOME OPEN POSITIONS THAT WE WILL BE VOTING ON DURING CONFERENCE, SO IF YOU HAVE A RECOMMENDATION FOR SOMEONE TO JOIN THOSE FROM OUR GROUP OR WOULD LIKE TO SELF NOMINATE, YOU SHOULD. YOU CAN SEE THOSE ONLINE.

AND THEN I WAS ALSO ABLE LAST WEEK TO ATTEND THE CITIZENS ADVISORY COMMITTEE THAT SUPERINTENDENT WATERS IS HAS LED UP, AND IT WAS JUST REALLY GREAT TO SEE THE ENGAGEMENT FROM THE COMMUNITY AND SO MANY VARYING QUESTIONS AND JUST DIFFERENT PERSPECTIVES ON HOW SOMETHING MIGHT BE VIEWED.

AND SO JUST TO BE ABLE TO TAKE THAT AND WATCH THE TEAM, NOT ONLY THE CITIZENS WORK TOGETHER TO ANSWER HELP ANSWER EACH OTHER'S QUESTIONS, BUT TO ALLOW THE ADMIN TO ANSWER THOSE QUESTIONS AND JUST REALLY BE ABLE TO CLEAR UP MISCONCEPTIONS THAT ARE THAT ARE OUT THERE THE MORE PEOPLE WE ARE.

THEY'RE ABLE TO SHARE THAT WITH, I THINK IT'S JUST IT JUST SPREADS THE GOOD WORD, AND SO IT WAS JUST VERY IMPACTFUL TO ME.

BECAUSE THE NEW GUIDELINES ARE CROSSING THE LINE AND THESE HAVE TO DO WITH GUIDELINES FOR THE MASK MANDATE WHEN KIDS HAVE A MEDICAL EXEMPTION.

THE TWO OF THE THREE OF THESE, AND I REALIZE THAT STAFF IS REALLY TRYING VERY HARD, WE'RE ALL TRYING IT AND WE HAVE CONSTRAINTS, LEGAL AND FISCAL CONSTRAINTS THAT KEEP US FROM CHANGING THE MASK MANDATE.

HE SAID THAT BOTH THE DEPARTMENT OF HEALTH AND THE GOVERNOR'S OFFICE ARE STILL IN THE MINDSET THAT WE NEED TO GET CASES NEAR ZERO BEFORE WE LOOSEN THAT UP.

HE INDICATED THAT MORE GUIDELINE CHANGES ARE NOT LIKELY TO COME ANYTIME SOON AND THAT CASES, WHILE PLATEAUING, ARE NOT COMING DOWN AS FAST AS THE STATE WOULD LIKE.

THERE IS A CONCERN ABOUT THE WINTER SEASON AND INDOOR ACTIVITIES POTENTIALLY CAUSING A SURGE AGAIN.

THERE IS LITTLE CHATTER ABOUT CHANGING REGULATIONS FOR COVID BECAUSE WE ARE NOT IN A PLACE TO DO SO, HE SAID.

THE FINAL DECISION IS THE GOVERNOR'S DECISION.

WE ARE BECOMING SOMEWHAT CREATIVE IN HOW WE DO IT, BUT WE REALLY FEEL THAT THESE ARE EFFORTS THAT WILL HELP ALLEVIATE THE WORKLOAD ISSUE AND ALLEVIATE STRESS AT THE BUILDING LEVEL. WE HAVE MANY TEACHERS AND STAFF STEPPING IN TO COVER CLASSES.

AND SO I THINK WE HAVE WE ARE WORKING THROUGH A PLAN AND WE ARE ALSO CONNECTING WITH THE COMMUNITY, TRYING TO GET AS MANY, MANY COMMUNITY MEMBERS IN WHO ARE INTERESTED IN SUBBING. SOME OF THEM JUST WANT TO SUB AT A CERTAIN LEVEL OR A CERTAIN CONTENT AREA, AND THAT'S JUST FINE. WE WE CAN USE, WE CAN USE ALL THE HELP WE CAN GET DURING THIS DURING THIS DIFFICULT TIME.

THIS ELECTION SEASON WAS THE FIRST TIME THAT I DID ANYTHING PROACTIVE TO ENCOURAGE OTHER PEOPLE TO VOTE TO PASS THE LEVY.

MY FRIENDS AND I HAD EQUITY IN EDUCATION TRIED OUR HANDS ON WALK AND KNOCK, SIGN WAVING, MARCH TO THE MIDDLE AND A LAST MINUTE TAX BLITZ.

I'M SO THANKFUL FOR THE THOUGHTFUL AND STRATEGIC PLANNING THAT [INAUDIBLE] AND HIS TEAM HAD IN PLACE, SO THE LIKES OF ME COULD JUST JUMP IN AND PLAY.

I'VE GOT TO SEE THROUGH A MASK, AND THERE'S NO POINT FOR ME TO HAVE THIS ON.

AND YOU KNOW IT, ALL OF US KNOW THAT THESE MASKS ARE POINTLESS BECAUSE IF THE MASKS WORK, THEN THERE WOULD BE ZERO CASES OF COVID OF THE KIDS AND THERE'D BE 200 KIDS OUT EVERY SINGLE TWO WEEKS.

NONE OF THEM ARE GETTING SICK.

GOOD EVENING, BOARD, I'M PRESENTING A INTERLOCAL AGREEMENT WITH CLARK COUNTY TREASURER'S OFFICE, THEY HAVE BEEN OUR BANKER AND THAT IS PER OUR CW AND ALL OF OUR FUNDING THAT OUR DEBT SERVICE FUND ASB FUNDS, GENERAL FUNDS.

ALL OF OUR FUNDS ARE KEPT WITH THE TREASURER'S OFFICE AND THEY ARE AUDITED REGULARLY AS WELL. AND ONE OF THE SERVICES THAT THEY PROVIDE IS INVESTMENT SERVICES INVESTING.

GOOD EVENING, BOARD. GOOD EVENING, SO I'M HERE REGARDING AN UPDATE OF POLICY 4400 ELECTION ACTIVITIES AND THIS IS A VERY IMPORTANT POLICY THAT COMES INTO PLAY EVERY SO OFTEN WHEN WE HAVE AN ELECTION CONCERNING THE SCHOOL DISTRICT AS WE DID THE LEVY.

AND SO WITH THIS REVISION, THERE WERE SOME MINOR WORD CHANGES TO ALIGN IT WITH THE WASHINGTON STATE SCHOOL DIRECTORS MODEL POLICY AND ALSO TO MAKE REFERENCE TO ELECTION GUIDELINES PROVIDED BY THE PUBLIC DISCLOSURE COMMISSION.

THE PUBLIC DISCLOSURE COMMISSION IS THE REGULATING BODY FOR ELECTION CAMPAIGNS AND ACTIVITIES. AND SO THERE ARE SPECIFIC RULES AND CANS AND CANNOT DO'S THAT WE HAVE TO FOLLOW. ONE OF THE MAIN ONES BEING THAT YOU CANNOT USE PUBLIC RESOURCES TO SUPPORT A CAMPAIGN. IT HAS TO BE DONE IF A SCHOOL EMPLOYEE IS GOING TO HELP WITH THE CAMPAIGN MUST BE DONE ON THEIR PERSONAL NON-WORK TIME.

AND SO THIS IS INFORMATION THAT WHEN WE DO HAVE AN ELECTION, WE SHARE WITH ALL OUR STAFF, WE SHARE IT A COUPLE OF TIMES.

WE SHARED IT BY EMAIL. IN THIS CAMPAIGN, WE JUST HAD AND WE ALSO SHARED DURING SOME WHEN

THIS IS A NEW POLICY RECOMMENDED BY WSSDA AS AN ESSENTIAL POLICY.

IT IS NOT, HOWEVER, NEW TO US, AT LEAST.

THE ITEMS THAT ARE IN THIS ARE NOT NEW TO US THIS HAS BEEN PRACTICE FOR US FOR QUITE A WHILE. IT'S ESSENTIALLY ABOUT DEVELOPING INDIVIDUAL HEALTH PLANS FOR STUDENTS AND THEN MAKING SURE THAT WE DO A TRAINING WITH DESIGNATED STAFF AND PARENT DESIGNATED ADULTS AROUND SEIZURE RESPONSE.

AND I'M GOING TO LET CATHY TALK JUST A LITTLE BIT MORE ABOUT THE POLICY.

YEAH. SO AS ELLEN SUGGESTED, ALTHOUGH THE POLICY OBLIGATION IS NEW, BATTLE GROUND PUBLIC SCHOOLS HAS BEEN IMPLEMENTING THESE OBLIGATIONS FOR SINCE 2017.

THE POLICY OBLIGATES US TO ENSURE THAT THE DISTRICT HAS A PROCESS TO ENSURE THAT STUDENTS WHO HAVE LIFE THREATENING HEALTH DIAGNOSIS A SEIZURE DISORDER.

INCIDENTALLY, WE HAVE ABOUT SEVENTY FIVE STUDENTS IN THE DISTRICT RIGHT NOW WHO ARE DIAGNOSED WITH A LIFE THREATENING.

I WAS GOING TO ASK THAT QUESTION? THANK YOU FOR VOLUNTEERING.

I RAN THE REPORT THIS MORNING.

THERE ARE SEVENTY FIVE STUDENTS RIGHT NOW, AND WHAT THIS POLICY WILL DO WILL FORMALIZE OUR OBLIGATION TO ENSURE THAT EVERY STUDENT HAS ACCESS TO NECESSARY MEDICATION DURING THE SCHOOL DAY. THAT THEY HAVE AN ANNUAL INDIVIDUAL HEALTH PLAN AND EMERGENCY ACTION PLAN DEVELOPED IN COLLABORATION WITH THEIR PRIMARY CARE PROVIDER, A SCHOOL NURSE AND A PARENT.

THOSE PLANS ENSURE THAT EVERYONE KNOWS HOW TO RESPOND TO SEIZURE EVENTS DURING THE SCHOOL DAY. ADDITIONALLY, IT OBLIGATES STAFF TRAINING THAT TRAINING NEEDS TO BE PROVIDED BY A MEDICAL PROFESSIONAL WHO HAS AN UNDERSTANDING OF HOW THOSE PLANS ARE IMPLEMENTED IN OUR

DISTRICT. WE ARE FORTUNATE TO HAVE REGISTERED NURSES AND LPNS IN OUR BUILDINGS THAT CAN DO THAT TRAINING. THOSE PLANS HAVE TO BE OFFERED BY A REGISTERED NURSE.

AND THEN FINALLY, ELLEN GAVE VOICE TO SOMETHING CALLED A PDA OR A PARENT DESIGNATED ADULT. IF FAMILIES ELECT TO, THEY CAN DESIGNATE AN ADULT.

THAT ADULT CAN BE A STAFF MEMBER OR IT CAN BE A FAMILY MEMBER, A COMMUNITY MEMBER WHO HAS THE ABILITY TO ASSIST WITH MANAGING THAT SEIZURE DISORDER DURING THE SCHOOL DAY WITH THE SAME RIGHTS AND RESPONSIBILITIES THAT A PARENT WOULD HAVE.

SEVERAL OF THE SEIZURE MEDS IN THE STATE OF WASHINGTON CAN'T BE DELEGATED BY SCHOOL NURSES TO UNLICENSED SCHOOL STAFF, AND SO A PARENT DESIGNATED ADULT AFFORDS THE ABILITY FOR THOSE MEDS TO BE GIVEN BY SOMEONE ELSE.

THAT PARENT DESIGNATED ADULT IS ALWAYS SOMEONE THAT THE FAMILY CHOOSES, AND THE FAMILY PROVIDES THE TRAINING THAT DESIGNATED ADULT NEEDS TO MANAGE A SEIZURE DISORDER IN A CLASSROOM. ANY QUESTIONS? [INAUDIBLE] GO AHEAD.

I WAS JUST CURIOUS IF WE HAD OTHER POLICIES, NOT NECESSARILY FOR SEIZURE DISORDERS, BUT FOR HOW STUDENTS ARE ACCOMMODATED FOR HEALTH ISSUES? WE DO WE HAVE SEVERAL? SO THERE ARE POLICIES THAT OBLIGATE US FOR A LIFE THREATENING HEALTH CONDITIONS, THINGS LIKE SEIZURE DISORDERS, DIABETES, ANAPHYLAXIS.

CARDIAC CONDITIONS.

SO WE HAVE THAT POLICY, THEIR DIABETES POLICY SPECIFICALLY, WE HAVE MEDICATION ADMINISTRATION POLICIES AND PROCEDURES.

AND THEN WE HAVE POLICIES AND PROCEDURES AROUND INFECTIOUS DISEASE.

AND ACCOMMODATING STUDENTS WHO ARE VULNERABLE TO INFECTIOUS DISEASE.
