[5. Communications]

NEXT UP IS OUR COMMITTEE REPORTS.
OUR COMMITTEES INCLUDE THE LEGISLATIVE COMMITTEE, THE AUDIT COMMITTEE.
BATTLE GROUND EDUCATION FOUNDATION, WIAA, THE WASHINGTON STATE SCHOOL DIRECTORS ASSOCIATION UPDATES AND TOURS.
YAY. WE FINALLY HAVE THOSE ON THE LIST, SO WE'LL START WITH THE LEGISLATIVE COMMITTEE.
DIRECTOR HENRIKSON THANK YOU, PRESIDENT WATRIN.
I WANTED TO JUST THROW OUT THERE.
THERE'S A LITTLE BIT OF CONFUSION ON THE TOP 15 POSITIONS FOR 2021, AND IF THERE IS ANY DISCUSSION WANTED TO BE MADE ABOUT THOSE, WE COULD CORRECT THOSE.
OR IF YOU CAN JUST TALK TO US LATER, WE COULD MAKE THOSE CORRECTIONS TOO AND GET THOSE TO SANDY. SO ANY QUESTIONS ON THOSE OR FLIP FLOPS WE WANT TO DO? I KNOW THERE WAS SOME CONFUSION ON THAT.
[00:05:02]
SO. NONE FROM YOU, TROY.OK, I'LL WAIT TO HEAR FROM YOU INDIVIDUALLY IF WE WANT TO.
WE WOULD KNOW FOR SURE WHETHER THOSE COULD BE MOVED INTO A TOP 15 POSITION.
AND I DID ASK SUPERINTENDENT WATERS IF THE SUPERINTENDENTS ASSOCIATION HAS COME UP WITH THEIR PRIORITIES, HE SAID NOT YET.
OK. SO IT'D BE NICE TO ADD THAT DATA BEFORE WE COME TO OUR FINAL.
THERE'S NO REPORT FOR THE AUDIT COMMITTEE OTHER THAN OUR NEXT MEETING WILL BE NOVEMBER 2ND. NOVEMBER 2ND.
GREAT. THEY MEET EVERY TWO WEEKS.
ONCE A MONTH. ONCE A MONTH. OK, BATTLE GROUND EDUCATION FOUNDATION DIRECTOR MADDUX.
SO THE FOUNDATION SHARED AT A PREVIOUS MEETING, I SHARED THAT THEY HAD RECEIVED A ONE HUNDRED AND TWENTY FIVE THOUSAND DOLLARS DONATION THAT HAS NOW ARRIVED FROM THE COWLITZ TRIBE AND THEN THEY ALSO.
SO NOW THEY CAN SPEND IT. AND THEN I HAD PREVIOUSLY MENTIONED THAT THEY'LL BE SELLING TICKETS TO THE BLAZER GAME.
THANK YOU. THEY'LL BE SELLING TICKETS FOR A BLAZER GAME AND THOSE WILL BE COMING OUT SOON AND POSSIBLY GOOD GIFT IDEAS FOR THE UPCOMING SEASON, SO THEY WANTED TO SHARE THAT THOSE WOULD BE AVAILABLE SOON.
THEY'LL HAVE MORE INFORMATION SOON ON THOSE.
GREAT NEWS ABOUT THE GRANT, THANK YOU.
WASHINGTON STATE SCHOOL DIRECTORS ASSOCIATION UPDATES.
WE GOT NOTIFIED THAT OUR OWN RICARDO MARTIN DEL CAMPO IS GOING TO SERVE.
DO YOU HAVE IT MARK I HAVE IT RIGHT HERE.
HAPPY [INAUDIBLE] WANTED TO WRITE TO GIVE YOU A HEADS UP THAT I'VE INVITED YOUR STUDENT REPRESENTATIVE RICARDO MARTIN DEL CAMPO, TO SERVE AS A STUDENT REPRESENTATIVE PANEL AT THE POWER OF STUDENT VOICE EVENT AT WSSDA'S ANNUAL CONFERENCE? SO VERY NICE.
HE'S TRYING TO KEEP UP ON HIS PLAYS AND SCHOOLWORK SO HE CAN BE AVAILABLE TO TAKE SOME TIME AND GO UP THERE, AND HE'S JUMPING RIGHT IN BOTH FEET.
OK, THAT BRINGS US TOUR COMMITTEES AND I JUST START WITH GROUP ONE.
TUKES VALLEY PRIMARY. THERE WAS THREE OF US, SHELLY AND MR. MICHAUD AND MYSELF WERE ON THAT.
AND I DON'T KNOW IF IT'S BECAUSE WE HAVEN'T DONE TOURS IN A WHILE, BUT THAT WAS EASILY ONE OF THE MOST FANTASTIC TOURS I'D BEEN ON.
JUST HEARING THE KIDS REALLY WAS IT JUST FILLS YOUR SOUL TO SEE THEM BACK ON THE PLAYGROUND. I THINK THERE'S SOME POTENTIAL IN THE FUTURE FOR SOME FUNDRAISING ACTIVITIES, YOU COULD GET SHELLY AND MR. MICHAUD ON A BALANCE BOARD COMPETITION.
[LAUGHTER] I SAW THAT UNCENSORED VIDEO OF THAT YEAH, I MEAN, I THINK IT'S ON YOUTUBE SOMEWHERE. BUT JUST THE TEACHERS, THE STAFF THERE, THE KIDS WERE SO WELL-BEHAVED.
I WAS SO IMPRESSED. AND THEN THE CONVERSATION WE HAD WITH THE ART TEACHER, AND I'M BLANKING ON.
MAN. I TOLD HER LIKE, WELL, I'D BE HORRIBLE IN YOUR CLASSROOM.
ALL I CAN DO IS TRACE. AND SHE'S LIKE, OH, NO, TRACING IS GOOD.
SO SUDDENLY, YOU KNOW, SHE WAS TRYING TO PULL ME IN AND I WANTED TO JUST GO INTO HER CLASSROOM AND SIT DOWN.
I CAN'T RECALL THE WORD FOR IT, IS THAT WHAT IT IS? AND JUST THE WAY IT DRAWS IN, ALL THE KIDS AND EVERY TEACHER SAID, OH, IT'S A FAVORITE CLASS OF ALL THESE KIDS.
SO IT'S JUST NEAT TO SEE THOSE PROGRAMS IN OUR GRADE SCHOOLS.
AND HOPEFULLY WITH THE LEVY, WE CAN KEEP THEM BECAUSE THAT WOULD BE CATASTROPHIC TO LOSE PROGRAMS LIKE THAT. SO JUST AN INCREDIBLE TOUR.
IT WAS A WONDERFUL, I THINK, THE PANDEMIC ONE OF THE THINGS THAT OBVIOUSLY CAME OUT OF
[00:10:04]
THE PANDEMIC, WHICH I THINK AT THIS POINT IN MY MIND IS PROBABLY THE ONLY POSITIVE IS THAT BOY IN THOSE CLASSROOMS IT'S NEAT TO GO FROM ONE ROOM TO ANOTHER AND SEE TEACHERS TEACHING THE ESSENTIAL STANDARDS TOGETHER, BUT DOING IT IN THEIR OWN WAY.AND IT'S EXCITING TO SEE KIDS BACK IN THE BUILDING AND THEM BEING SO EXCITED TO BE WITH THEIR TEACHERS AND INTERACTING WITH EACH OTHER AND GREAT TO SEE THEM ON THE PLAYGROUND.
AND I'M CERTAINLY EXCITED LATER ON TO HEAR A LITTLE BIT MORE ABOUT OUR ART PROGRAMS AND WHAT WE SAW THERE WAS PRETTY AMAZING.
SO KNOWING THAT'S HAPPENING AT MULTIPLE BUILDINGS IS JUST VERY EXCITING.
GREAT, THANK YOU. GROUP TWO WENT TO AMBOY MIDDLE SCHOOL.
MARY AND DENNY WENT OVER TO AMBOY MIDDLE SCHOOL AND IT WAS AGAIN ECHOING TROY.
IT WAS JUST A PHENOMENAL TOUR.
ALL THE EXCITEMENT THERE WITH THE KIDS TO BE ABLE TO BE BACK IN SCHOOL, THEY WERE ALL RAISED HANDS. ARE YOU GLAD TO BE BACK? OH YEAH, THEY'RE GLAD TO BE BACK IN SCHOOL, NOT BEING ON THOSE ZOOM MEETINGS.
FOR ME, IT WAS JUST AN UPLIFT OF MY OWN FEELINGS ABOUT BEING A BOARD MEMBER, SOMETIMES IT'S JUST SO TOUGH TO GO IN THE IN AND OUT OF OUR RESPONSIBILITIES, AND I'D FORGOTTEN HOW NICE IT IS TO GET OUT AND SEE THE KIDS AND TO BE WITH THEM AND TO JUST FEED OFF THEIR EXCITEMENT, FEED OFF THE TEACHERS EXCITEMENT AND THE ADMINISTRATION'S EXCITEMENT THAT IT WAS JUST A GREAT, TOUR.
I'M SURE MARY HAS MORE TO ADD TO THAT.
WELL, I JUST WANT TO ECHO WHAT YOU SAY ABOUT THE JOY WE FELT IN THERE AND EVEN ASKING STUDENTS, ARE YOU GLAD TO BE BACK AND HEARING IN THEIR OWN WORDS WHY IT'S SO MUCH EASIER FOR THEM TO ENGAGE WHEN THEY'RE TOGETHER IN THE CLASSROOM RATHER THAN AT HOME LIKE WE ALL FEEL? I THINK ONE LITTLE BOY SAID, WHEN YOU'RE AT HOME, THAT'S NOT WHERE YOU WORK, THAT'S WHERE YOU RELAX. [LAUGHTER] SO IT'S EASIER TO DO WORK AT SCHOOL.
AND THEN THE THING I SAW THAT JUST I FELT SO GOOD ABOUT IN TERMS OF INSTRUCTION, AND I KNOW WE'RE WORKING HARD ON COHERENCE ACROSS BUILDINGS AND TALKING ABOUT ESSENTIAL STANDARDS. I LOVE SEEING THE TARGETS POSTED IN EACH CLASSROOM.
SO IN STUDENT FRIENDLY LANGUAGE, SO KIDS KNOW THIS IS WHAT WE'RE LEARNING, THIS IS WHAT WE'RE WORKING ON. THIS IS OUR GOAL.
SO I JUST WANT TO COMMEND THE TEACHERS FOR THE WORK THAT THEY'RE DOING ON THAT COHERENCE AND THE CLARITY THAT THEY'RE BRINGING FOR STUDENTS IN THEIR INSTRUCTION.
YEAH, AND I'LL JUST ECHO THE SAME, THING AS A VERY IT'S REALLY NICE TIME THAT WE HAD WE WERE THERE FOR ABOUT TWO HOURS, AND THE ADMIN TEAM OVER THERE IS DOING AN EXCELLENT JOB EVERY CLASS WHEN WE WENT INTO THE STUDENTS WERE ENGAGED AND ON TASK.
EXTREMELY WELL BEHAVED HAPPY TO BE THERE.
YOU KNOW, I'VE COME TO MY NEW RECOGNITION IS IT'S AMAZING HOW MUCH YOU CAN SEE KIDS SMILE THROUGH THEIR EYES AND YOU COULD SEE THEM SMILING IN THEIR EYES.
THAT'S FOR SURE. SO I JUST WANT TO THANK ALL THE BOARD MEMBERS FOR DOING THESE TOURS.
IT MEANS A LOT TO THOSE IN THE BUILDING, AND I'M GLAD THAT IT SENDS, YOU KNOW IT, IT ACHIEVES THE PURPOSE THAT THEY'RE THERE FOR IS TO REMIND ALL OF US AS TO WHY WE DO THE JOBS THAT WE DO. SO THANK YOU GUYS.
GREAT, SO GROUP THREE WAS MYSELF AND DIRECTOR MADDUX, WHO WENT TO YACOLT PRIMARY SCHOOL, WHICH IS ALWAYS A GREAT PLACE TO VISIT HAS A GREAT CULTURE UP THERE.
AND IT WAS AN AMAZING, NICE, SUNNY DAY AND I WAS IMPRESSED THE PTO AND THE KINDERGARTEN TEACHERS PULLED OFF A SCHOOLYARD PUMPKIN PATCH SINCE THAT'S HARD TO DO OTHERWISE NOW.
SO EVERYBODY KEEPS ADAPTING AND THEY GET TO HAVE THAT TRADITIONAL EXPERIENCE.
I THOUGHT THAT WAS GREAT. WE MADE IT AROUND TO EVERY SINGLE CLASSROOM.
WE DIDN'T STAY LONG IN EACH ONE, BUT AGAIN, I REALLY FOUND THAT NICE.
WE GOT A LITTLE SNAPSHOT OF WHAT WAS GOING ON IN THE BUILDING AND WALKED IN IN THE MIDDLE OF A MATH LESSON OR A ENGLISH LESSON.
AND SO IT WAS NICE TO GET THAT.
AND TWO OF THE ROOMS HAD SUBSTITUTES IN THEM, WHICH WE KNOW GETTING SUBSTITUTES IS A CHALLENGE. BUT I WAS SO IMPRESSED THAT THE PRINCIPAL AND ASSISTANT PRINCIPAL INTRODUCED THOSE SUBSTITUTES OR THESE TWO PEOPLE ARE ACTUALLY REALLY LIKE STAFF MEMBERS.
THEY ARE OUR LOYAL SUBS AND WHEN WE KNOW WE NEED THEM, THEY'RE THERE FOR US AND THE KIDS REALLY LOOK ON THEM JUST AS MUCH AS STAFF MEMBERS, AS JUST SOMEBODY WHO'S COMING IN FOR A
[00:15:04]
DAY AND GOING OUT. SO THAT WAS IMPRESSIVE TO ME.SO FOR ME, IT WAS MY FIRST TOUR EVER.
I HOPE THAT THIS IS THE BAR THAT THEY ALL MEET.
I LEFT THERE, MY CUP IS SO FULL, IT'S STILL FULL, AND IT'S JUST OVERFLOWING.
I TOLD FRIENDS ABOUT IT AND THEY SAID, CAN I COME WITH YOU NEXT TIME? IT WAS GREAT.
WE WE GOT TO LEARN ABOUT A LOT OF THINGS, LIKE DIRECTOR WATRIN WAS SAYING, WE GOT TO LEARN ABOUT TIME AND HOW STUDENTS ARE LEARNING HOW TO READ A CLOCK, WHICH I KNOW SOME ADULTS WHO CAN'T. SO THAT WAS FANTASTIC.
SO MINUTES AND SECONDS AND HOURS AND ALL OF THAT.
WE LEARNED ABOUT THEIR FOURTH GRADE LEADERSHIP TEAM, HOW THERE'S 30 KIDS AND HOW 15 OF THEM HAVE TO SUBMIT AN ESSAY IN THIRD GRADE AND THEN THE NEXT 15 ARE CHOSEN BY THEIR PEERS DURING FOURTH GRADE.
SO I THOUGHT THAT WAS REALLY GREAT.
AND JUST A GREAT EXAMPLE OF THINGS THAT THEY'RE DOING AT THE SCHOOL.
WE ALL CAN RELATE TO NOT BEING ABLE TO HEAR EACH OTHER VERY WELL.
THE TEACHERS THERE HAVE INSTITUTED MICROPHONES FOR THOSE WHO DON'T HAVE DIRECTOR WATRIN'S TEACHER VOICE. SO THAT WAS GOOD AND I APPRECIATED THAT VERY MUCH.
SO EVERY KID CAN HEAR EVEN THE ONES IN THE BACK OF THE CLASSROOM AND THEN.
YEAH, IT WAS JUST FANTASTIC, BEAUTIFUL DRIVE, BEAUTIFUL DAY.
SO I YEAH, IT MADE ALL OF THIS WORTHWHILE.
SO, YOU THANK US BUT NO, THIS IS SO COOL THAT YOU LET US DO IT SO.
OK. YEAH, SO WE CAN LOOK FORWARD TO OUR NEXT ROUND OF TOURS, I THINK.
IT'S AT BATTLE GROUND HIGH SCHOOL, I THINK, ISN'T IT? OH, IS THAT THE NEXT ONE? OK.
GREAT. NEXT UP IS OUR DIRECTOR REPORTS, IF ANY DIRECTOR, WOULD LIKE TO POINT THINGS OUT.
[6. Superintendent and Staff Updates]
SYDNEY IN PARTICULAR, IF YOU'VE GOT ANYTHING FOR US.NOT TOO LONG AGO, WE DID THE MARCH IN THE MIDDLE, WHICH WAS SUPER SUCCESSFUL.
IT WAS AWESOME TO GET OUT THERE.
RICARDO AND I ALSO GOT INTERVIEWED, WHICH WAS PRETTY COOL, AND WE MADE THE COLOMBIAN, AND THEN I JUST GOT AN EMAIL STATING THAT TOMORROW KGW WANTS TO COME INTERVIEW RICARDO, MYSELF, AND [INAUDIBLE] AT PRAIRIE HIGH SCHOOL, WHICH IS A LITTLE SURREAL.
BUT OTHER THAN THAT, NOTHING REALLY MAJOR IS HAPPENING AND FOR UPDATES FOR ME, BUT JUST THOUGHT I'D SHARE THOSE.
THE STUDENT VOICE IS SUPER POWERFUL AND WE'RE GLAD YOU'RE STEPPING UP FOR THAT.
YEAH, SYDNEY, THANKS FOR DOING THAT.
AND JUST SO YOU KNOW THAT A COUPLE OF US CURTIS [INAUDIBLE] WHO'S IN THE BACK THERE, HE'S OUR UNION PRESIDENT AND MYSELF AND MR. WATRIN ALL GOT INTERVIEWED BY KGW FOR I GUESS THEY'RE DOING A BIG STORY NEXT WEEK, SO YOU MUST BE THE NEXT PIECE.
[LAUGHTER] I JUST WANTED TO LET I WISH RICARDO WAS HERE BECAUSE OUR TWO STUDENT REPS PROBABLY HAVE TO BE THE MOST DYNAMIC STUDENT REPS WE'VE EVER HAD.
IT'S QUITE INCREDIBLE WHAT THEY'VE ACCOMPLISHED ALREADY, SO JUST VERY PROUD OF YOU TWO.
PRESIDENT WATRIN AND I WENT TO A VOLLEYBALL GAME.
WE GOT TO SPEAK FOR A COUPLE OF MINUTES, BUT THAT WASN'T THE BEST PART.
IT WAS SO GREAT TO SEE THE INTENSITY OF HIGH SCHOOL SPORTS AND THE GAME HAPPENED TO BE BETWEEN BATTLE GROUND AND PRAIRIE.
BUT THERE WAS NO DENYING JUST THE LEVEL OF INTENSITY THESE GIRLS BRING, AND IT WAS SO GREAT TO BE BACK IN A GYM.
YEAH, AND IF I CAN ADD TO THAT, OF COURSE, YOU KNOW, THEY DON'T ACTUALLY PLAY IN THE SAME LEAGUE, THERE'S A 4A AND A 3A TEAM, SO IT DIDN'T MEAN ANYTHING FOR STANDINGS.
BUT ANOTHER THING THAT WAS SUPER IMPRESSIVE IS THEY DEDICATED THIS TO BREAST CANCER AWARENESS RESEARCH AND RAISED FUNDS AND ALL WORE TWO DIFFERENT SHADES OF PINK AND YOU KNOW, THAT'S A CLASS ACT WHEN THE KIDS STEP UP AND SAY, WE WANT TO DO THIS TO MAINTAIN OUR TRADITIONAL RIVALRY, BUT WE'RE GOING TO GIVE BACK TO THE COMMUNITY MUCH LARGER COMMUNITY AS A WHOLE. SO NEAT DEAL.
AND I WANT TO ALSO, AS A DIRECTOR, THANK, I WAS WALKING BY THE GLENWOOD LAURIN AREA ON MY USUAL WALK ON SATURDAY MORNING WHEN MULTIPLE PRINCIPALS, TEACHERS AND PARENTS WERE ALL
[00:20:07]
HEADING OUT TO HELP PUBLICIZE AND SUPPORT THE LEVY.AND WE REALLY APPRECIATE YOUR SUPPORT.
ANYTHING ELSE FROM DIRECTORS? OK, WE'LL TURN IT OVER TO SUPERINTENDENT WATERS FOR SUPERINTENDENT STAFF UPDATES.
JUST AS AN ASIDE, SINCE MARK MENTIONED YACOLT AND THEIR PUMPKIN PATCH, I WOULD PUT IN A PLUG. THE YACOLT AMBOY PARENT TEACHER ORGANIZATION IS RUNNING A FALL FESTIVAL THIS FRIDAY, OCTOBER 29TH FROM 5:30 TO 9:00, AND IT'S AT YACOLT PRIMARY SCHOOL AND COOL THINGS LIKE A HAY MAZE AND FACE PAINTING AND HAUNTED PLAYGROUND AND A CAKE WALK AND A PHOTO BOOTH AND COSTUME CONTESTS.
AND THEN MY FAVORITE THAT I'M THINKING OF GOING FOR IS THEY'RE GOING TO HAVE A PUMPKIN CATAPULT.
SO I WANT TO STRESS THAT THIS IS BEING PUT ON BY THE PTO.
[LAUGHTER] NOT THE SCHOOL, BUT I STILL THINK IT'S PRETTY COOL AND IT'S A LOT OF FUN.
SO IF ANYBODY'S OUT THERE LOOKING FOR SOMETHING TO DO ON FRIDAY.
YACOLT PRIMARY SCHOOL IS GOING TO BE THE PLACE TO BE.
I'D LIKE TO GIVE YOU AN UPDATE ON OUR COVID CASES FOR THE LAST TWO WEEK PERIOD ENDING TODAY. SO CASES FROM 10-11 TO 10-24.
STAFF WERE SEVEN OF THOSE CONFIRMED CASES ON CAMPUS DURING THE INFECTION PERIOD WERE ALL SEVEN. STUDENTS SEVENTY THREE CONFIRMED CASES ON CAMPUS DURING THE INFECTIOUS PERIOD WERE SIXTY FOUR, SO THAT MEANS NINE WERE NOT ON CAMPUS DURING THEIR INFECTIOUS PERIOD.
TOTAL CLOSE CONTACTS IDENTIFIED DURING THIS PERIOD TWO HUNDRED AND SIXTY EIGHT ONE STAFF MEMBER AND TWO HUNDRED AND SIXTY SEVEN STUDENTS OUT OF THAT TWO SIXTY EIGHT TWO TWENTY THREE WERE QUARANTINED, THE OTHERS MUST HAVE BEEN VACCINATED AND SO THEY WERE ABLE TO SKIP THE QUARANTINE.
I WOULD LET THE BOARD KNOW THAT JUST ON FRIDAY, WE DID HAVE TWO CASES TWO CIRCUMSTANCES OUTBREAKS WHAT WE WOULD CLASSIFY IN TWO OF OUR CLASSES ONE AT PLEASANT VALLEY MIDDLE AND ONE AT CAPTAIN STRONG, WHERE WE ACTUALLY HAD TO CLOSE DOWN THE ENTIRE CLASSROOM JUST BECAUSE OF THE NUMBER OF CLOSE CONTACTS WITHIN THE CONTEXT OF THE CLASS AND THE TOTAL NUMBER OF POSITIVE COVID TESTS SO.
IT JUST HAS HAPPENED TO US AS WE CONTINUE TO SEE THE UPS AND DOWNS.
I HAD A CONVERSATION TODAY WITH DEPARTMENT OF HEALTH, CLARK COUNTY DEPARTMENT OF HEALTH.
WE WERE RIGHT AROUND 400 FOR TODAY, FOUR HUNDRED PER 100,000 RESIDENTS, THE TOTAL NUMBER OF CASES. THAT'S DOWN FROM THE HIGH, WHICH WAS, YOU KNOW, A LITTLE OVER A MONTH AGO OF THE MID 500.
THEY DO SEE A STEADYING DECLINE.
THE BAD NEWS THAT THEY INDICATED WAS THEY'RE SEEING A DROP IN ALL OF THE MAJOR AGE CATEGORIES, EXCEPT STUDENTS WHO ARE IN SCHOOL.
SO EXCEPT FOR 5 TO 11 YEARS OLD AND 12 TO 19 YEAR OLD, THOSE NUMBERS SEEM TO BE HOLDING STEADY AT THIS POINT.
I AM GOING TO TURN IT OVER NOW TO I BELIEVE IT IS HR, RIGHT? SO I'M GOING TO TURN IT OFF TO MICHELLE REINHARDT.
ALL RIGHT, GOOD EVENING, BOARD.
GOOD EVENING. SO WE ARE HAPPY TO SAY WE HAVE SUBMITTED OUR SPECIAL REPORT TO OSPI, OUR OCTOBER 18TH DEADLINE WAS LAST WEEK FOR MAKING SURE THAT WE HAD STAFF WHO WERE FULLY VACCINATED OR WHO HAD FILED FOR AN EXEMPTION AN ACCOMMODATION.
AND SO WE HAD TO SUBMIT THAT REPORT BY TODAY.
AND STEPHANIE WATTS HERE RIGHT BEHIND ME AND OUR H.R.
TEAM WAS BUSY WORKING ON THAT REPORT TO SUBMIT IT TO THE STATE.
AND THEY WERE ABLE TO SEND THAT IN ON FRIDAY.
SO WE'RE EXCITED TO HAVE THAT ALL DONE AND BEHIND US AND MOVING ON TO THE NEXT BIG PROJECTS. I FEEL IT'S IMPORTANT TO KIND OF SHARE WITH YOU, MARK YOU'VE KIND OF SPOKEN JUST A LITTLE BIT ABOUT WITH OUR SUBSTITUTES AND HOW IMPORTANT THEIR ROLE IS IN OUR
[00:25:06]
DISTRICT AND IN OUR CLASSROOMS. WE HAVE ROUGHLY 230 SUBSTITUTES, ACTIVE SUBSTITUTES, BOTH CERTS AND CLASSIFIED.AS YOU KNOW, THIS IS A CHALLENGING TIME, WITH STAFF MEMBERS NEEDING TO BE OUT FOR A VARIETY OF REASONS, WHETHER IT'S COVID RELATED, SYMPTOM RELATED.
WE HAVE STAFF WHO ARE TAKING LEAVES OF ABSENCES BECAUSE OF CHALLENGING TIMES AND FOR OTHER A VARIETY OF REASONS.
AND SO THAT IS PUTTING A LITTLE BIT OF A HARDSHIP ON THE SITUATION ON OUR BUILDINGS, OUR PRINCIPALS, OUR ADMINISTRATORS, OUR TEACHERS ARE WORKING VERY HARD TO SUPPORT EACH OTHER.
MANY OF THEM ARE COVERING EACH OTHER ON THEIR PREPS TEACHING CLASSES.
BUT WE ARE GOING TO HAVE TO BE CREATIVE IN HOW WE GO ABOUT ENGAGING MORE HELP IN THAT AREA. I DO KNOW THAT IT IS A STATEWIDE PROBLEM AND JUST LOCALLY EVERGREEN, VANCOUVER, ALL OF OUR DISTRICTS AROUND US ARE STRUGGLING TO KEEP GOOD SUBSTITUTES.
SO WE'RE LOOKING FORWARD TO WORKING WITH OUR ASSOCIATIONS, BOTH PSC AND BGA TO BE CREATIVE IN HOW WE'RE GOING TO RECRUIT AND GET THOSE CLASSROOMS COVERED.
SO THAT'S THE NEXT BIG PROJECT.
ANY QUESTIONS, FROM THE BOARD ON THAT? HAS THERE BEEN ANY HELP FROM THE STATE IN TERMS OF HOW WE GET SUBS CERTIFIED OR IN TERMS OF LENIENCY OR YEAH, JUST RULES AND REGULATIONS.
THING. AND WE HAVE SOME EMERGENCY PROTOCOLS.
WE WERE EXPLORING OUR OWN POLICIES AND SOME OF THE [INAUDIBLE] ASSOCIATED WITH IT.
AND I THINK WHEN MICHELLE TALKS ABOUT US BEING CREATIVE, I THINK WE'RE GOING TO LOOK AT THOSE REACH OUT TO OSPI AND SEE WHAT WE CAN DO.
I KNOW IN SOME OTHER STATES, JUST RECENTLY, OREGON CHANGED THE QUALIFICATIONS THAT THEY ARE SEEKING FOR SUBSTITUTES.
I DON'T THINK THAT WE'RE GOING TO GO THAT FAR.
BUT WE DO NEED TO GET PEOPLE WE NEED ADULTS IN OUR BUILDINGS BECAUSE IT'S NOT UNCOMMON RIGHT NOW. I MEAN, AS I HEAR IT, YOU KNOW, GOING WALKING AROUND THE DISTRICT OFFICE, IT'S NOT UNCOMMON. I WOULD SAY ON ANY GIVEN DAY THAT HALF TO TWO THIRDS OF OUR ADMINISTRATORS ARE OUT COVERING CLASSES.
ON A YOU KNOW, THAT'S ON A DAILY BASIS, RIGHT? WHICH THEN JUST ADDS STRESS TO THE ENTIRE SYSTEM.
THAT'S NOT TO MENTION THE NUMBER OF CLASSROOM TEACHERS, INSTRUCTIONAL COACHES, SPECIALISTS, YOU KNOW, EVERYBODY ELSE WHO'S GIVING UP THEIR PREP PERIODS SO THAT THEY CAN HELP AND COVER CLASSES AS WELL.
AND EVEN SOMETIMES WE'RE FORCED TO COMBINE CLASSES AT THE PRIMARY LEVEL WHERE WE TAKE A CLASS THAT DOESN'T HAVE A SUB AND WE DISTRIBUTE STUDENTS IN OTHER CLASSROOMS FOR THE DAY.
SO THE IMPACT ON LEARNING, THE POTENTIAL IMPACT ON LEARNING IS SIGNIFICANT AND WE'VE GOT TO FIGURE OUT A SOLUTION FOR IT.
BUT TWO HUNDRED AND THIRTY SUBS, AS MICHELLE SAID, SEEMS LIKE A LOT.
BUT NUMBER ONE, A LOT OF THOSE 230 ALSO SIGNED UP TO SUB IN EVERGREEN AND VANCOUVER AND HOCKINSON AND RIDGEFIELD AND LE CENTER AND CAMAS.
AND SO THE 230 IS NOT 230 THAT'S AVAILABLE ON ANY GIVEN DAY.
AND BECAUSE OF THAT, I MEAN, IT'S LIKELY WE HAVE 20 TO 30 POSITIONS A DAY THAT ARE UNFILLED. AND THAT'S NOT INCLUDING OUR OPEN POSITIONS, SO WE HAVE SEA POSITIONS THAT HAVEN'T BEEN FILLED ALL YEAR.
AND SO THOSE PUT A HUGE STRAIN ON SOME OF OUR SPECIAL EDUCATION CLASSROOMS THAT ARE DOWN ONE TWO THREE ONE ON ONE ASSISTANCE AND THINGS LIKE THAT, AND STAFF IS SCRAMBLING TO FIGURE OUT WHERE THE GREATEST NEED IS AND COVERING THOSE NEEDS.
SO YEAH, WE CALL IT THE GREAT RESIGNATION, BUT IT'S NOT GREAT.
I HEARD A STORY TODAY THAT WE JUST RECENTLY POSTED 4 ONE ON ONE POSITIONS, AND THEY WERE OPEN FOR THE FULL PERIOD OF TIME, ALL FOUR POSITIONS.
[00:30:03]
AND WE GOT A SINGLE APPLICANT FOR THE FOUR POSITIONS.AND BY THE TIME WE CALLED THAT APPLICANT, THEY HAD ALREADY ACCEPTED ANOTHER JOB IN ANOTHER DISTRICT EVEN BEFORE OUR JOBS HAD CLOSED.
SO THAT'S JUST WHAT WE'RE, IT'S WHAT WE'RE UP AGAINST.
IS OUR SUB RATE COMPETITIVE WITH THE DISTRICTS AROUND US.
IT'S A LITTLE BIT LOWER THAN EVERGREEN.
IT'S DEFINITELY LOWER THAN EVERGREEN AND VANCOUVER.
IT'S COMPETITIVE WITH SOME OF THE SMALLER DISTRICTS, BUT THAT'S AN AREA THAT WE DEFINITELY BELIEVE THAT WE SHOULD LOOK AT.
SOME OF THE OTHER DISTRICTS ARE ALSO DOING CREATIVE THINGS, SUCH AS SUBS THAT STAY WITH THEIR DISTRICT AND FOR 30 CONSECUTIVE DAYS, THEY GIVE THEM A BUMP IN THEIR SUB RATE.
SO THERE ARE SOME THINGS THAT ARE BEING DONE IN THIS AREA AND REGION TO TRY AND BRING SUBS INTO OTHER DISTRICTS.
AND SO I THINK WE NEED TO LOOK AT SOME OF THOSE THINGS, AT LEAST UNTIL THIS PANDEMIC IS IS DONE, AT LEAST UNTIL THEN.
BUT CERTAINLY OUR SUB RATE NEEDS TO BE COMPETITIVE NO MATTER WHAT.
AND OBVIOUSLY, WE'VE HELD OFF ANY KIND OF FINANCIAL COMMITMENTS UNTIL AFTER THE LEVY.
WITH THAT, I'M GOING TO TURN IT OVER TO SHELLY FOR TEACHING AND LEARNING UPDATE.
WELL, I'M VERY EXCITED TO BE ABLE TO ANNOUNCE TO YOU THAT WE HAVE A WASHINGTON STATE EDUCATOR OF THE YEAR IN ART EDUCATION.
AND SO BECKY IS GOING TO SHARE WITH US A LITTLE BIT ABOUT ART AND WHAT THE HISTORY IS IN OUR DISTRICT OF THESE WONDERFUL EDUCATORS THAT HAVE RECEIVED THIS AWARD. BUT FIRST, WE'LL WATCH THIS WONDERFUL VIDEO FROM HER AWARD CEREMONY, AND THEN I'LL LET HER TALK A LITTLE BIT ABOUT THE PROGRAM THAT SHE RUNS OVER AT RIVER.
TEACHER OF THE YEAR IS A TEACHER WHO SETS AN EXAMPLE OF HOW VISUAL ART SHOULD BE TAUGHT AT THE HIGH SCHOOL LEVEL.
THEY EDUCATE, ADVOCATE AND PARTICIPATE IN ARTS EDUCATION BY BEING INVOLVED AT THE DISTRICT LEVEL IN CURRICULUM DEVELOPMENT, ART SHOWS AND PROGRAM ADVOCACY.
THEY REPRESENT THEIR PROFESSION AT THE LOCAL, STATE AND OR NATIONAL LEVEL BY PRESENTING AT CONFERENCES AND OTHER FORMS OF LEADERSHIP.
THEY ARE A PRACTICING ARTIST AND HELP STUDENTS PLAN AND APPLY FOR ART SCHOOLS OR COLLEGES. THIS AWARD IS GIVEN TO THE SECONDARY LEVEL EDUCATOR THAT STANDS OUT ABOVE AND BEYOND ALL THEIR PEERS.
THE WAEA SECONDARY ART TEACHER OF THE YEAR IS BECKY BROYLES.
BECKY IS A NATIONAL BOARD CERTIFIED TEACHER WHO HOLDS DEGREES FROM WASHINGTON STATE UNIVERSITY IN HISTORY AND DIGITAL TECHNOLOGY AND CULTURE AND A MASTER'S OF EDUCATION.
SHE HAS WORKED FOR THE BATTLE GROUND PUBLIC SCHOOL DISTRICT FOR 12 YEARS, CURRENTLY TEACHING HIGH SCHOOL VISUAL ART AND MEDIA CLASSES AT RIVER HOMELINK, A PUBLIC K-12 PARENT PARTNERSHIP ALTERNATIVE SCHOOL FOR WASHINGTON STATE.
AT SCHOOL, SHE HAS DEVELOPED A STUDENT CHOICE ART PROGRAM MODELED AS A WORKING DESIGN STUDIO THAT ALLOWS STUDENT ARTISTS THE FREEDOM TO CHOOSE THEIR CREATIVE PATHWAY FOR LEARNING. HER STUDENTS HAVE WON NUMEROUS AWARDS AND HAVE HAD THEIR WORK PUBLISHED WHILE WORKING AS ARTISTS AND DESIGNERS ON PROJECTS THAT WILL ENRICH THEIR FUTURES.
BECKY IS ACTIVELY INVOLVED IN LOCAL, STATE AND INTERNATIONAL LEVELS OF ARTS EDUCATION.
AS A PART OF THE OSPI ARTS CADRE AND THE OSPI STATEWIDE ARTS GUIDANCE ON REOPENING SCHOOLS COMMITTEE. SHE WORKED TO ESTABLISH THAT ALL THE ARTS WERE ESSENTIAL AND CREATED A CROWDSOURCED DATABASE FOR MEDIA ARTS TEACHERS DURING THE PANDEMIC.
BECKY CURRENTLY FACILITATES THE WAEA MONTHLY VIRTUAL WORKSHOP.
EACH SUMMER, SHE HEADS THE CRAFTS DEPARTMENT AT THE AMERICAN SCHOOL IN JAPAN SUMMER DAY CAMP IN TOKYO.
BECKY'S WARM SPIRIT AND ONGOING PASSION FOR ART ARE SEEN THROUGH HER LOVE OF PHOTOGRAPHY COLLAGE AND FASHION. SHE RECENTLY EXHIBITED A PHOTO IN A GALLERY SHOW AT THE MARYHILL MUSEUM OF ART AND THE TACOMA ART MUSEUM.
BECKY WOULD LIKE TO ACKNOWLEDGE HER STUDENTS, THEIR FAMILIES, HER FAMILY, FRIENDS, FELLOW TEACHERS AND ARTISTS, AS WELL AS WAEA MEMBERS AS THE MAIN DRIVING FORCE THAT ENCOURAGES HER TO FOLLOW HER PASSIONS AND CONTINUE TO DREAM BIG.
[00:35:09]
[APPLAUSE] OH, THANK YOU, THANK YOU.FIRST, THANKS TO THE PERSON THAT MADE THAT VIDEO.
SHE'S NOT HERE, BUT SHE MIGHT BE WATCHING.
WOW. YEAH, I DON'T HAVE A THREE MINUTE TIMER TONIGHT.
I'M KIDDING. I JUST I REALLY WANT TO THANK LIKE THE DISTRICT.
I THINK ONE OF THE REASONS WHY I'VE BECOME SUCH A GREAT TEACHER IS THROUGH THE COLLABORATION THAT YOU GUYS ALLOW THE ART TEACHERS TO HAVE IN THIS DISTRICT.
FROM THE VERY BEGINNING, I WORKED FOR A BATTLE GROUND FOR, GOSH, 12 YEARS.
YOU MENTIONED THE CARNIVAL UP IN AMBOY, I STARTED TEACHING UP IN AMBOY AND THAT CARNIVAL IS THE PLACE TO BE.
LIKE, WE RAN THE HAUNTED HOUSE.
OH, MY HEART STILL LIVES UP THERE IN NORTH COUNTY.
I GOT TOGETHER WITH A BUNCH OF ART TEACHERS.
THEY HELPED ME BECOME THE GREAT PERSON I AM SO ONE OF THE MAIN PEOPLE WOULD BE LIKE LINDA PETERSON.
SHE USED TO WORK AT CHIEF AND SHE TOOK ME UNDER HER WING AND REALLY TAUGHT ME HOW TO ENGAGE THESE STUDENTS.
AND THEN I CONTINUED MY FRIEND [INAUDIBLE] OVER HERE SHE IS IN ANOTHER WAEA WASHINGTON STATE ART TEACHER OF THE YEAR.
SHE WON IN 2019 WHEN SHE WAS TEACHING AT PLEASANT VALLEY PRIMARY AND WITHIN HER ANDREA JOHNSTON, WHOSE CLASSROOM YOU WERE IN TALKING ABOUT EARLIER, SHE WAS THE 2018 WASHINGTON STATE PRIMARY ART TEACHER WINNER SO THAT PLUS TANYA BACHMANN, WE'VE HAD I'M THE FIFTH WINNER OF THIS AWARD FOR BATTLE GROUND PUBLIC SCHOOLS.
WOW. AND SO WITHIN ANY OTHER DISTRICT IN THE STATE OF WASHINGTON, WE HAVE THE MOST WINNERS AND WE ARE ONE OF THE MOST ACTIVE DISTRICTS IN THE WASHINGTON STATE ORGANIZATION.
AND I'M REALLY PROUD THAT MY FELLOW BATTLE GROUND PUBLIC SCHOOL TEACHERS CAN HAVE THAT RECOGNITION. WE DON'T ALWAYS GET IT.
SO BUT SPEAKING OF THAT ART STUDIO THAT YOU WERE IN? SO PICTURE ALL THOSE LITTLE KIDS RUNNING AROUND, THEY'RE LIKE, OH, I'M GOING TO GO DO CRAYONS AND I'M GOING TO GO BUILD WITH SCULPTURES.
OK, I DO THAT ON A HIGH SCHOOL LEVEL NOW.
SO MY KIDS, THEY COME IN, THEY FOLLOW THEIR PASSION.
SOME ARE DOING GAME DESIGN, SOME ARE DOING THIS, SOME ARE DOING THAT.
LUCKILY, I GET TO TEACH AT RIVER HOMELINK, SO WE HAVE A LITTLE BIT MORE FLEXIBILITY IN SOME THINGS. AND SO I KIND OF BLEW UP THE SCHEDULE THIS YEAR AND I SAID, YOU KNOW WHAT? I'M JUST GOING TO RUN AN ART TECH LAB.
SO COME IN IF YOU WANT TO DO FASHION, DO FASHION, IF YOU WANT TO DO PHOTOGRAPHY, DO PHOTOGRAPHY AND WE RUN IT LIKE A DESIGN STUDIO, IT'S LIKE GOOGLE.
THEY COME IN, WE HAVE A COMPANY MEETING AND THEN EVERYBODY JUST GETS TO WORK.
TODAY. THE GIGGLES FROM THESE KIDS THAT YOU WERE TALKING ABOUT, THIS KID HE HAD, HE'S MAKING LIKE ART MAKING THINGS, AND HE'S LIKE, I'M GOING TO MAKE SOMETHING TO DRAW ON THE WHITE-BOARD FROM ACROSS THE ROOM.
AND SO HE'S BEEN BUILDING THIS CONTRAPTION.
IT'S GOT LIKE, I MEAN, IT'S TAPE AND LIKE YARD STICKS AND WHATEVER PIECE OF WOOD HE COULD FIND AND IT KEPT FALLING OVER.
IT KEPT FALLING OVER. BUT THEN HE MENTIONED IT IN THE SCIENCE CLASS NEXT DOOR, AND THE SCIENCE TEACHER STARTED TALKING ABOUT GO GO GADGET ARMS. AND SO HE CAME BACK RETHOUGHT HIS DESIGN.
BUT IT'S A BETTER DESIGN, AND HE'S STILL MAKING IT.
AND THAT FROM DOING THAT, I KNOW THAT KID NEEDS TO BUILD SOMETHING.
AND I'VE HOOKED THAT KID AND THAT HAPPENS AGAIN AND AGAIN AND AGAIN IN THESE CLASSROOMS. SO. YEAH, THAT'S IT.
[LAUGHTER] [APPLAUSE] THANK YOU SO MUCH.
THANK YOU. THANK YOU [INAUDIBLE] SHAKE EVERYBODY'S HAND.
THANK YOU. THANK YOU. THANK YOU.
YEAH, THAT'S RIGHT. THANK YOU.
CONGRATULATIONS BECKY [APPLAUSE]. I JUST WANT TO AGAIN EXPRESS OUR APPRECIATION FOR BECKY. SHE'S FANTASTIC.
NOT ONLY IS SHE A GREAT ART TEACHER, BUT SHE'S JUST A GREAT PERSON.
AND WHENEVER I RUN INTO HER, SHE ALWAYS MAKES ME SMILE.
SO APPRECIATE ALL SHE DOES FOR THIS DISTRICT AND ALL SHE DOES FOR KIDS, AND IT'S A WELL-DESERVED AWARD.
[00:40:01]
GREAT. THANK YOU. AND BECKY, THANK YOU FOR BRINGING UP YOUR MEMBERSHIP IN THE PROFESSIONAL ORGANIZATION FOR THE STATE AND THAT IT'D BE INTERESTING TO FIND OUT THE OTHER FIELDS. I HAPPEN TO STILL BE A MEMBER, EVEN THOUGH RETIRED OF THE WASHINGTON SCIENCE TEACHERS ASSOCIATION AND BATTLE GROUND HAS THE HIGHEST MEMBERSHIP IN THAT GROUP OF ANY OTHER DISTRICT IN SOUTHWEST WASHINGTON, EVEN EVERGREEN IN VANCOUVER, WHO ARE TWICE THE POPULATION. AND SO THANKS TO THE DISTRICT FOR SUPPORTING THOSE TEACHERS THAT ARE WILLING TO BE PART OF THE PROFESSIONAL ORGANIZATION? [INAUDIBLE] YEAH, NO, RIGHT, YEAH.NEXT UP, WE HAVE OUR CFO, MICHELLE SCOTT, BUT BEFORE MICHELLE STARTS HER PRESENTATION, I ALSO WANTED TO PUT OUT SOME RECOGNITION FOR MICHELLE.
SHE WAS RECENTLY CHOSEN AND I UPDATED BOARD ON THIS.
SHE WAS RECENTLY CHOSEN TO BE [INAUDIBLE] TO BE THEIR REP FOR THE OSPI.
COME ON. TO BE THE REP, IS THIS WORKING.
OK TO BE THE REP FOR THE OSPI COMPENSATION ADVISORY COMMITTEE, WHERE THE STATE IS GOING TO BE LOOKING AT HOW THEY FUND SALARIES AND COMPENSATION MODELS THAT THEY USE? AND THAT'S A BIG DEAL NOT ONLY FOR MICHELLE, BUT ALSO FOR US TO HAVE SOMEBODY ON THE COMMITTEE WHO ACTUALLY IS REPRESENTING THE ENTIRE STATE, BUT ALSO REPRESENTING THE NEEDS OF OUR DISTRICT.
SO I WANTED TO CONGRATULATE MICHELLE AND RECOGNIZE HER FOR THAT.
COMMITTEE PLACEMENT, YEAH, THANKS.
[APPLAUSE] DOES THAT DELVE INTO THE PROTOTYPICAL MODEL OR JUST THE SALARIES THERE IN.
STAFFING MODELS WILL BE PART OF THE REPORT REGIONALIZATION IPD SO INFLATIONARY FACTORS, SO THERE'S ABOUT SIX BULLET POINTS ON THE COMMITTEE, SO THERE'S A LOT OF THINGS. SO IT'S NOT JUST IT'S NOT JUST SALARIES.
SO YEAH, SO THAT'S GOING TO BE.
YEAH, I'M REALLY EXCITED ABOUT THE WORK.
I'M PRETTY PASSIONATE ABOUT ADVOCATING FOR SCHOOLS AND FUNDING.
SO THIS WILL BE DEFINITELY BE A GREAT OPPORTUNITY.
ALL RIGHT, AND I'M GOING TO GO RIGHT UP TO OUR ENROLLMENT UPDATE, AND WE ARE GOING TO START ON PAGE FIVE OF THE REPORT.
WE ALREADY TALKED ABOUT SEPTEMBER, SO I GAVE YOU A REPORT IN SEPTEMBER.
SO THAT WAS ON PAGE TWO AND THREE IS THE SEPTEMBER INFORMATION.
AND THEN THE FOURTH PAGE IS THE HEAD COUNT.
BUT REALLY, HOW WE'RE FUNDED IS BY OUR FTE, OUR FULL TIME EQUIVALENT.
AND SO I REALLY WANTED TO GO STRAIGHT TO THAT PAGE AND JUST POINT OUT THAT DOWN HERE ON THE BOTTOM LINE, GREAT NEWS.
WE ARE RIGHT ON BUDGET FOR ENROLLMENT, SO THAT IS FANTASTIC.
YOU KNOW, THERE ARE SO MANY VARIABLES IN BUDGETING AND SO MANY DIFFERENT FACTORS, SOME OF THEM THAT ARE NOT IN YOUR CONTROL.
SO THIS IS REALLY GREAT NEWS THAT WE ARE COMING IN ON BUDGET.
WE DO HAVE A FEW LESS STUDENTS THAN WE STARTED WITH IN SEPTEMBER, JUST A FEW, BUT WE ARE DOING GREAT.
WE'RE ACTUALLY SIX ABOVE BUDGET, SO SIX FTE.
SO THAT'S EXCELLENT WHEN YOU'RE LOOKING AT, YOU KNOW, THESE NUMBERS.
SO OUR BUDGET FOR OUR COMPREHENSIVE PROGRAMS AND OUR ALE PROGRAMS, WE BUDGETED TO HAVE ELEVEN THOUSAND FOUR HUNDRED AND FIFTY NINE FTE.
AND WE ARE SITTING AT ELEVEN THOUSAND FOUR HUNDRED AND SIXTY FIVE POINT ONE TWO.
ANOTHER THING THAT'S VERY INTERESTING IS WHAT HAPPENED WHEN WE PROJECTED ALE ENROLLMENT AND COMPREHENSIVE. WE KIND OF TOOK WHAT KIDS WERE DOING LAST YEAR AND WE THOUGHT, OH, THEY'RE GOING TO BE INTERESTED IN DOING THE SAME AGAIN NEXT YEAR.
WELL, KIDS REALLY WANTED TO COME BACK TO IN-PERSON LEARNING.
SO WE HAD A BIG SHIFT FROM OUR ALE PROGRAMS TO BACK TO COMPREHENSIVE.
SO WE ACTUALLY IN BUDGET, WE'RE UP FOUR HUNDRED AND FIFTY NINE IN THE COMPREHENSIVE AND THEN THE ALE IS DOWN FOUR HUNDRED AND FIFTY THREE.
[00:45:02]
SO JUST SOME INTERESTING INFORMATION ON HOW THAT WORKS.AND THEN WE DID HAVE TO GET SOME STAFFING ALIGNED WITH THAT.
AND JUST TO HELP OUT IN THAT MANNER AND DO SOME ADJUSTMENTS TO THE BEST OF OUR ABILITY.
SO RIGHT HERE I'LL GET OUT OF THE WAY HERE.
SO WHAT THIS IS JUST SAYING HERE, THIS IS THE HEAD COUNT HERE.
WE ARE STILL SHOWING, YOU KNOW, FROM THE PRIOR YEARS, WE'RE STILL DOWN IN OUR HEADCOUNT.
AND THEN THIS IS BY OUR FTE, SO IT'S JUST A GRAPH SHOWING THAT WE STILL HAVE, YOU KNOW, WE'RE STILL HOPING FOR MORE STUDENTS TO COME BACK INTO THE SYSTEM, AS YOU KNOW, MAYBE THE PANDEMIC SLOWS DOWN, THOSE KIDS WILL BE BACK.
SO, BUT IT JUST GIVES YOU AN INDICATION KIND OF WHERE WE'RE AT COMPARED TO PRIOR YEARS HERE ON THIS GRAPH.
AS YOU CAN SEE, WE ENDED WITH ELEVEN THOUSAND TWO HUNDRED AND THIRTY FIVE STUDENTS AND WE'RE RIGHT NOW SITTING AT THE ELEVEN THOUSAND FOUR SIXTY EIGHT.
SO WE ARE UP FROM LAST YEAR IN JUNE.
AND NEXT SLIDE. AND THIS IS THE ALE, SO YOU CAN SEE HERE THE NUMBERS ON THE ALE, SO YOU COULD SEE WHAT HAPPENED IN 2021, WE'RE WAY UP HERE.
YEAH, SO WE'RE UP IN THE TWO THOUSAND TWO HUNDRED MARK AND THEN NORMALLY WE ARE ON A NORMAL PRETTY MUCH YEAR, BUT SO WE'RE SITTING KIND OF DOWN BELOW THERE.
THEY'RE RUNNING PRETTY CLOSE TO THEY'RE UP HERE AT NINE SIXTY ONE, SO THEY ARE ABOVE LAST YEAR. THEY LEFT AT EIGHT FIFTY TWO.
AND SO BUT THEY'RE KIND OF SITTING IN THE MIDDLE OF WHERE THEY NORMALLY ARE.
I HAD TO CALL CINDY ON THIS ONE.
MS. ARNOLD ON THIS ONE BECAUSE WE'RE UP FROM FORTY TWO TO SEVENTY THREE POINT SEVEN SIX.
AND I SAID, WHAT? WHAT HAPPENED HERE? AND SHE SAID, WELL, WE OPENED MORE PROGRAMS IN OUR MIDDLE SCHOOLS, SO WE ADDED MORE PROGRAMS. SO THAT BROUGHT THAT OPPORTUNITY FOR THOSE KIDS TO HAVE THOSE CTE CLASSES SO THAT WAS GREAT. AND NEXT SLIDE, PLEASE.
WE ARE DOWN ON SPECIAL EDUCATION, SO WE ARE UNDER OUR BUDGET FOR SPECIAL EDUCATION, SO WE ARE WORKING ON THAT.
IT IS CONSIDERED A CATEGORICAL PROGRAM TO FUND ITSELF WITH THE ENROLLMENT.
AND SO WE ARE WORKING ON THAT AS FAR AS, YOU KNOW, STAFFING AND DIFFERENT THINGS THAT WERE BUDGETED WITH THE ENROLLMENT THAT WAS PROJECTED.
SO WE'RE STILL WORKING ON THAT.
AND BILINGUAL IS RUNNING SEVEN HUNDRED AND SEVENTY SEVEN, AND IT'S DOWN FROM A PRIOR YEAR OF NINE EIGHTY FIVE WHEN WE LEFT IN JUNE.
BUT THIS IS TYPICAL THAT IT GOES UP SO THAT AS MORE CHILDREN ARE IDENTIFIED, MORE STUDENTS ARE IDENTIFIED.
YOU GET IT'LL GO UP A LITTLE BIT.
AND THEN THE LAST SLIDE IS OUR RUNNING START AND RUNNING START IS THREE HUNDRED AND THIRTEEN POINT ONE FOUR.
BUT AGAIN, THAT PROGRAM IS A PASS THROUGH FOR THE DISTRICT.
SO ANY STUDENTS THAT ARE GOING THERE, IT JUST THAT MONEY JUST GETS PASSED THROUGH.
THERE'S A LITTLE BIT OF INDIRECT THAT THE DISTRICT GETS TO HELP WITH, YOU KNOW, WITH THOSE STUDENTS BECAUSE THEY ARE STUDENTS, BUT IT'S NOT A CONCERN IF THIS NUMBER IS LOW FOR THE DISTRICT.
IS THERE ANYTHING ELSE? ANY QUESTIONS? YOU KNOW, IF OTHER DISTRICTS ARE SEEING THAT SIMILAR CHANGE IN RUNNING START. MARK, I THINK THE RUNNING START NUMBERS, A LOT OF IT CAN BE ATTRIBUTED TO THE FACT THAT CLARK IS STILL MOSTLY REMOTE.
SO I THINK THAT'S WHY WE'RE SEEING IT.
THAT MAKES SENSE. I DON'T KNOW.
DO YOU KNOW WHAT OTHER DISTRICTS ARE EXPERIENCING? NO, I'M SORRY. I DON'T.
HEY, DENNY, I CAN ADD TO THAT.
ACTUALLY, CLARK IS MORE SO YOU GET TO PICK AND CHOOSE WHAT YOU WANT TO DO, SO YOU CAN PICK TO GO IN PERSON OR ONLINE.
THAT'S GOOD. SO THEY HAVE THEIR CLASSROOMS OPEN AND AVAILABLE FOR YOU TO COME IN.
[00:50:03]
SO DO YOU HAVE ANY THEORIES ON WHY WE'VE SEEN A NUMBER OF RUNNING START STUDENTS DECREASE SO SIGNIFICANTLY FOR US? I THINK.I CAN'T SPEAK FOR ANYBODY ELSE, BUT I KNOW PERSONALLY FOR ME, I WAS LIKE READY TO JUMP TO THE GUN AND I WAS LIKE, YOU KNOW, I NEED TO CUT OFF TWO YEARS LIKE, THIS IS GREAT, BUT I THINK OTHER PEOPLE REALLY JUST WANT TO ENJOY THEIR HIGH SCHOOL EXPERIENCE, RIGHT? YEAH. GOOD. GOOD INSIGHT.
OK, NEXT, THANK YOU, MICHELLE.
NEXT UP, KEVIN JOLMA OPERATIONS REPORT.
GOOD EVENING. NOT TERRIBLY BUSY RIGHT NOW.
OCTOBER IS GENERALLY MY SLOWEST MONTH OF THE SCHOOL YEAR, GETTING READY FOR PROJECTS.
WE ARE ACTIVELY WORKING ON THE CAM DESIGN.
WE'RE DOING SURVEYS, GEOLOGICAL STUDY, GEOTECH STUDIES.
WE'VE BEEN MEETING WITH THE CITY TO DISCUSS PERMITTING TO ALLOW US TO GET IN NEXT SCHOOL YEAR, WHICH WILL BE A CHALLENGE.
BUT WE'LL DO IT. I'VE GOT A FEW SMALL PROJECTS GOING ON AND SOME AWNINGS GOING ON IN AMBOY ON NOVEMBER 11TH WHEN THERE'S NO KIDS AND THEN WE'RE CARPETING A FEW CLASSROOMS CHRISTMAS BREAK. SO GETTING READY TO DO THAT.
BUT OTHER THAN THAT, FAIRLY SLOW RIGHT NOW.
ARE THOSE NEW AWNINGS OR ARE WE REPLACING EXISTING AWNINGS.
THERE ARE NEW ONES ON THE BACK DOOR WHICH HAS ALWAYS LET WATER IN AND BECAUSE THEY DIDN'T HAVE AWNINGS, SO WE'RE GOING TO FIX THAT.
AND LAST BUT NOT LEAST, FILLING IN FOR RITA SANDERS TODAY, OUR VERY OWN CHRIS BROWN WITH OUR COMMUNICATIONS REPORT.
GOOD EVENING. RITA IS ACTUALLY IN LEAVENWORTH THERE IN THE WSPRA FALL CONFERENCE THERE, SO SHE IS GETTING SOME GOOD INFORMATION THAT SHE'LL BRING BACK TO US WHEN SHE COMES BACK TOMORROW. WE'VE BEEN HARD AT WORK, OF COURSE, TALKING ABOUT THE LEVY, DOING SOME VIDEOS, SO I WANTED TO KIND OF GO THROUGH A LITTLE BIT OF THAT.
WE'RE GOING TO TAKE A FEW MINUTES TO WATCH A COUPLE OF THOSE.
NOVEMBER 2ND. CAN YOU BELIEVE IT TOMORROW IS ONE WEEK BEFORE THE ELECTION.
SO WE'VE BEEN WORKING ON KIND OF EDUCATING THE PUBLIC, TRYING TO GET SOME INFORMATION OUT THERE ABOUT THE LEVY.
WHAT DOES THE LEVY PAY FOR? WHAT DOES IT COVER? ONE OF THOSE THE FIRST ONE WE'LL TAKE A LOOK AT IS TALKING ABOUT TRANSPORTATION.
LIKE WE SAID, HOW THE LEVY FUEL'S TRANSPORTATION IN THE DISTRICT.
SO LET'S TAKE A QUICK LOOK AT THAT VIDEO.
DAY FOR THOUSANDS OF BATTLE GROUND STUDENTS.
BATTLE GROUND SCHOOL DISTRICT COVERS TWO HUNDRED AND SEVENTY THREE SQUARE MILES, NEARLY TWO AND A HALF TIMES THE SIZE OF EVERGREEN AND VANCOUVER SCHOOL DISTRICTS COMBINED.
YET ALL THREE DISTRICTS RECEIVE SIMILAR TRANSPORTATION FUNDING FROM THE STATE.
ONE OF OUR ISSUES IS WE TRY TO LIMIT RIDES TO AN HOUR.
SO WE COULD GET MORE KIDS ON THE BUS BUT BECAUSE OF THE GEOGRAPHIC AREA OF OUR DISTRICT, OUR ROUTES AREN'T ALWAYS THE MOST EFFICIENT IN TERMS OF GETTING THE NUMBER OF KIDS ON THE BUS THAT WE COULD.
THIS YEAR, THE DISTRICT EXPECTS THE ACTUAL COST OF PROVIDING BUS TRANSPORTATION WILL BE AROUND $5 MILLION DOLLARS MORE THAN WHAT THE STATE PROVIDES WITHOUT A LOCAL LEVY TO HELP COVER THOSE COSTS.
PROBABLY WOULD HAVE LONGER ROUTES, WHICH MEANS KIDS MIGHT BE ON THE BUS FOR HALF AN HOUR OR EVEN TO AN HOUR OR MORE JUST SO THAT WE CAN BE MORE EFFICIENT WITH GETTING UTILIZING THE SPACE ON THE BUSSES TO GET KIDS TO AND FROM SCHOOL.
MAYBE YOU HAVE TO LOOK AT CUTTING ALL ATHLETIC TRANSPORTATION AND SOME OF THE EXTRACURRICULAR ACTIVITIES JUST BECAUSE WE WON'T BE ABLE TO FUND THAT IF WE DON'T HAVE THE LEVY SOURCE. THE DISTRICT ALSO RECENTLY INVESTED IN ADDING WI-FI ACCESS TO BUSSES, SO STUDENTS WHO ARE ON THEM LONGER CAN BE PRODUCTIVE WHILE GOING TO AND FROM SCHOOL.
NOW, THAT'S NOT GOING TO BE SUSTAINABLE WITHOUT A LEVY, THOUGH, EITHER.
WE HAVE MONEY TO GET IT UP AND STARTED AND THAT WE PLAN TO USE ESSER FUNDS, WHICH IS PART OF THE FEDERAL FINANCE THAT HELPED DISTRICT.
BUT WE WON'T BE ABLE TO MAINTAIN IT AFTER A THREE YEAR PERIOD IF WE DON'T PASS THE LEVY.
THE REPLACEMENT LEVY IS NOT A NEW TAX.
IT WOULD REPLACE ONE EXPIRING AT THE END OF THIS YEAR AND DO SO AT A LOWER RATE FOR TAXPAYERS. FOR MORE INFORMATION ON THE REPLACEMENT LEVY, VISIT BATTLE GROUNDPS.ORG/LEVY AND REMEMBER TO VOTE ON NOVEMBER 2ND.
SO, OF COURSE, TOM ADAMS BEING WHO HE HAS DECIDED TO TAKE A FACE PLANT THE DAY BEFORE WE SHOT THAT.
[00:55:03]
[LAUGHTER] WE SHOT IT SURREPTITIOUSLY TO TRY AND HIDE SOME OF THAT.THIS NEXT VIDEO THAT I WANTED TO BRING UP WHEN LISA HAS THAT READY.
WE TALKED TO A LOT OF OUR DRAMA KIDS OUR CHOIR KIDS, OUR BAND KIDS.
AND BECAUSE NOT A LOT OF FOLKS PROBABLY KNOW THAT MOST OF THAT, ESPECIALLY AT THE MIDDLE SCHOOL LEVEL, IS PAID FOR ALMOST EXCLUSIVELY OUT OF LEVY DOLLARS.
SO WE WANTED TO TALK A LITTLE BIT AND WE DID A LITTLE BIT OF, YOU KNOW, JUST KIND OF HAVING THEM EXPRESS WHAT THOSE PROGRAMS MEAN FOR THEM.
SCHOOLS, DRAMA, ART, MUSIC OR CHOIR CLASSES, A THEME QUICKLY EMERGES.
IT GIVES YOU A SPACE, A FAMILY, COMMUNITY.
SO EASY TO MAKE FRIENDS AND BE ACCEPTED.
IT HELPS PEOPLE FIND THEIR CONFIDENCE, FIND THEIR VOICE.
A SAFE HAVEN FOR A LOT OF KIDS.
I'VE BEEN IN ALL THESE DIFFERENT THINGS, AND I'VE NEVER FELT LIKE FRIENDSHIP AND SUPPORT LIKE I HAVE IN DRAMA.
BAND HAS BEEN THE FIRST SENSE OF COMMUNITY I'VE REALLY FELT.
CHOIR HAS ALWAYS BEEN THERE FOR ME.
YOU SEE, FOR MANY STUDENTS, PROGRAMS LIKE DRAMA, ARTS, MUSIC OR OTHER ELECTIVES ARE ABOUT FAR MORE THAN JUST A GRADE.
THESE THINGS ARE ENRICHMENT ACTIVITIES THAT COULD IMPACT OUR SUCCESS WITH SOME OF THOSE KIDS THAT ACADEMICS IS NOT THEIR PRIMARY REASON FOR BEING THERE.
IT'S REALLY JUST GOT ME MOTIVATED IN THE MORNING TO JUST GET UP AND DOING MY CLASSES.
EVERY TIME I WALK IN THERE, EVERYONE'S JUST HAVING THE TIME OF THEIR LIFE AND THEY'RE EXCITED TO LEARN SOMETHING ABOUT MUSIC.
MOST OF US THINK BACK ON OUR MIDDLE SCHOOL AND OUR LIKE GOD, SO GLAD I DON'T HAVE TO GO BACK THERE. BUT FOR ME, MY SAVING GRACE ACTUALLY WAS BAND.
I HAVE A LOT OF FORMER STUDENTS WHO KEEP IN TOUCH WITH ME BECAUSE I ALWAYS TELL THEM, LIKE, ONCE YOU'RE MY KID, YOU'RE ALWAYS MY KID, NO MATTER WHAT AGE YOU ARE.
BEING IN DRAMA CLUB, IT TURNS FROM A CLUB INTO HAVING FRIENDS AND TO BEING A FAMILY SO QUICKLY. AND IT'S SO NICE.
VOTER APPROVED LOCAL LEVIES PROVIDE THE BULK OF THE FUNDING FOR THESE KINDS OF STUDENT PROGRAMS. THE CURRENT LOCAL LEVY, APPROVED IN 2017, IS SET TO EXPIRE AT THE END OF THIS YEAR. IF A REPLACEMENT LEVY FAILS TO PASS IN THE NOVEMBER 2ND GENERAL ELECTION, MANY PROGRAMS WOULD EXPERIENCE DEEP CUTS AND THE DISTRICT WOULD BE FORCED TO REDUCE STAFFING LEVELS, LEADING TO LARGER CLASS SIZES AND FEWER STUDENT SUPPORTS.
WHEN WE SEE CUTS THAT LIMITS THE AMOUNT OF INSTRUMENTS OR WORKING INSTRUMENTS THAT I HAVE, THERE'S LESS OPPORTUNITIES FOR ALL OF OUR STUDENTS.
IT'S NOT AS EQUITABLE ACROSS THE BOARD.
THIS IS THE PLACE WHERE THESE KIDS WHO MAY NOT GRAVITATE TO SPORTS, WHO MAY NOT GRAVITATE TO MUSIC, WHO MAY NOT GRAVITATE TO SCIENCE OR MATH OR CHESS OR WHATEVER.
THIS IS WHERE THEY CAN BE 100 PERCENT THEMSELVES.
THE REPLACEMENT LEVY WOULD INCLUDE A LOWER TAX RATE THAN THE ONE SET TO EXPIRE AND WOULD ALLOW THE DISTRICT TO CONTINUE FUNDING ESSENTIAL STUDENT PROGRAMS. FOR MORE INFORMATION ON THE REPLACEMENT LEVY, VISIT BATTLE GROUNDPS.ORG/LEVY AND REMEMBER TO VOTE ON NOVEMBER 2ND.
YOU KNOW, I TALK TO ALL THOSE KIDS, AND THAT WAS ONE OF THE MOST DIFFICULT VIDEOS TO PUT TOGETHER BECAUSE THERE WERE SO MANY AMAZING STORIES, SO MUCH EMOTION, SO MANY OF THOSE KIDS THAT JUST REALLY THAT'S KIND OF THEIR SAFE SPACE, THAT'S THEIR OUTLET FOR A LOT OF THEM, IT GETS THEM UP IN THE MORNING.
SHE PUT A CALL OUT ON HER SOCIAL MEDIA FOR PEOPLE TO TURN IN VIDEOS.
I HAD PROBABLY 10 VIDEOS FROM FORMER STUDENTS OF HERS THAT WANTED TO BE PART OF THAT PROJECT, AND WE HAD TO CUT IT DOWN AND GET IT TO TWO AND A HALF MINUTES.
BUT, YOU KNOW, SO THAT WAS A DIFFICULT VIDEO TO PUT TOGETHER, NOT FOR LACK OF CONTENT, BUT FOR TRYING TO FIGURE OUT HOW TO GET IT TO FIT.
AND THEN I DON'T [INAUDIBLE] IF YOU ONE QUICK LITTLE NOTE YOU SAW CASH HENRY THERE AT THE END. IF YOU GUYS HAVE SEEN HE'S BACK ON THE STAGE BACK TO BEING DIRECTED BY A FORMER STUDENT, DESIREE ROY, WHO'S BACK IN THE AREA AND DIRECTING HIM IN A PLAY CALLED EVERY BRILLIANT THING, IT'S BEING SEEN AT THE BATTLE GROUND COMMUNITY CENTER.
SO THEY HAD THEIR FIRST COUPLE OF SHOWS THIS LAST WEEKEND AND THEN THEY'LL HAVE TWO MORE NOVEMBER 12TH AND 13TH SO IF YOU DIDN'T GET A CHANCE, MAYBE GO AND SUPPORT THAT.
THEY WERE ACCEPTING DONATIONS TO BENEFIT CHARITY.
AND THEN JUST ONE MORE LITTLE REMINDER.
WE HAVE JUST UNDER A WEEK LEFT FOR THE NOVEMBER 2ND ELECTION.
IF YOU HAVEN'T GOTTEN YOUR BALLOT YET, WE WANT TO REMIND PEOPLE THAT THEY SHOULD HAVE ARRIVED BY OCTOBER 21ST.
SO IF ANYBODY IS LISTENING TO THIS AND YOU HAVEN'T GOTTEN YOUR BALLOT, GIVE THE CLARK COUNTY ELECTIONS OFFICE A CALL.
YOU CAN ALSO CHECK ONLINE AT CLARKVOTE.ORG AND GET INFORMATION ON WHERE YOUR BALLOT IS.
[01:00:03]
YOU CAN GET A REPLACEMENT BALLOT.TODAY ALSO WAS THE CUTOFF FOR ONLINE VOTER REGISTRATIONS.
IF YOU'RE NOT REGISTERED TO VOTE, YOU CAN STILL DO SO NOW.
THEY ALLOW IT IN WASHINGTON STATE UP UNTIL EIGHT P.M.
ON ELECTION DAY, BUT YOU HAVE TO DO IT IN PERSON AT THE COUNTY ELECTIONS OFFICE, AND THAT'S THE COMMUNICATIONS REPORT.
THANK YOU. NO, BUT THANKS FOR FEATURING THOSE STUDENT VOICES.
IT REALLY HAS BEEN A PRIORITY OF THE BOARD TO TRY TO MAKE SURE THAT WE DO THAT, AND THAT HELPS. YEAH GREAT.
THE VIDEOS THAT CHRIS HAS PUT TOGETHER ARE ABSOLUTELY FANTASTIC.
ALL OF THEM HAVE BEEN AMAZING.
SO COMMUNICATIONS DEPARTMENT DOES A GREAT JOB FOR US.
AND THAT'S THE SUPERINTENDENTS REPORT.
GREAT. THANK YOU. NEXT UP IS OUR CITIZENS COMMENTS, AND WE HAVE SIX PEOPLE SIGNED UP ON
[7. Citizens' Comments]
OUR CITIZENS COMMENTS.I'LL READ THE ORDER AND I CAN SPEAK IN THAT ORDER.
ALI STRAPIZON, SABRINA WORTHY.
TERRY DOTSON, GRETCHEN [INAUDIBLE] EUNIS INGERMONSON AND JESSICA COLE IS GOING TO DO FROM ONLINE.
AS YOU COME TO THE PODIUM PLEASE REINTRODUCE YOURSELF AND TELL YOUR AFFILIATION WITH BATTLE GROUND THAT'S HELPFUL. WE HAVE A THREE MINUTE TIME LIMIT, WHICH SHOULD BE NO PROBLEM TONIGHT, AND WE ASK THAT THE AUDIENCE ALSO TREAT ALL THE SPEAKERS WITH INTEREST JUST LIKE THE BOARD DOES.
THE BOARD DOESN'T NORMALLY RESPOND TO SPEAKERS, BUT IF NEED SO WE DIRECT THE ADMIN TEAM TO TAKE ACTION.
THANK YOU FOR ALLOWING ME TO SPEAK TO YOU TODAY.
I AM HERE TODAY IN SUPPORT OF THE HEALTH SMART CURRICULUM FROM A HARM REDUCTION AND SUICIDE PREVENTION PERSPECTIVE.
WE ALL KNOW THAT BULLYING AND HARASSMENT IS A BIG PROBLEM FOR OUR YOUTH AND IN OUR SCHOOLS. AND THIS DISPROPORTIONATELY AFFECTS OUR LGBTQ PLUS STUDENTS.
ACCORDING TO THE MOST RECENT YOUTH RISK BEHAVIOR SURVEY, NATIONWIDE, 32 PERCENT OF LGBT HIGH SCHOOL STUDENTS VERSUS SEVENTEEN POINT ONE PERCENT OF STRAIGHT STUDENTS WERE BULLIED ON SCHOOL CAMPUS.
AND TWENTY SIX POINT SIX PERCENT LGB STUDENTS VERSUS SEVEN POINT FIVE PERCENT STRAIGHT STUDENTS WERE CYBERBULLIED.
THIRTEEN POINT FIVE PERCENT LGB STUDENTS VERSUS SEVEN POINT FIVE PERCENT STRAIGHT STUDENTS REPORTED NOT GOING TO SCHOOL BECAUSE OF SAFETY CONCERNS.
DATA IS PRETTY CLEAR THAT BULLYING AND HARASSMENT IS AT LEAST A COMPONENT OF DEPRESSION, SUICIDAL IDEATION, MISUSE OF DRUGS AND OR ALCOHOL, EXPERIENCING SEXUAL VIOLENCE AND ENGAGING IN UNSAFE SEX PRACTICES IN OUR YOUTH.
AND THIS, AGAIN, DISPROPORTIONATELY IS A GREATER RISK FOR OUR LGBTQ PLUS STUDENTS.
I KNOW THIS VERY INTIMATELY, AS IT HAS AFFECTED BOTH OF MY CHILDREN DIRECTLY AND NEGATIVELY WHILE ATTENDING SCHOOL IN THIS DISTRICT.
IN THE PAST THREE YEARS FOR ONE OF MY CHILDREN IT HAS RESULTED IN RUSHING HER TO THE ER ON TWO SEPARATE OCCASIONS BECAUSE SHE ATTEMPTED TO END HER LIFE BECAUSE OF THE WORDS AND ACTIONS OF OTHER STUDENTS ON AND OFF CAMPUS.
THE FIRST TIME WAS IN MIDDLE SCHOOL WHEN SHE WAS JUST 13 YEARS OLD.
I DON'T KNOW IF YOU HAVE EVER AS A PARENT, FELT THE SHEER PANIC OF FINDING OUT JUST BEFORE YOU ARE GOING TO BED AT NIGHT THAT YOUR CHILD HAS INGESTED A LARGE AMOUNT OF SUBSTANCES THAT MAY AT BEST HARM HER AND AT WORST, KILL HER.
WELL, MY HUSBAND I HAVE TWICE.
I DON'T HAVE ENOUGH TIME IN THESE THREE MINUTES TO FULLY DESCRIBE THAT EXPERIENCE, BUT SUFFICE TO SAY, I WOULDN'T WANT ANYONE TO HAVE TO GO THROUGH THAT, WHETHER THEY BE THE PARENT OR THE CHILD.
WHAT'S WORSE IS MY FRIENDS AND OTHERS IN THIS COMMUNITY LIKE THEM WHO HAVE CHILDREN AGES, EXCUSE ME, 11 TO 15 WHO ARE LESBIAN, GAY AND BISEXUAL ARE TWO AND A HALF TIMES MORE LIKELY THAN ME TO GO THROUGH THAT SAME EXPERIENCE.
AND THOSE WHOSE CHILDREN ARE TRANSGENDER ARE AT LEAST FOUR TIMES MORE LIKELY.
ADOPTING THE HEALTH SMART CURRICULUM IS A GOOD FIRST STEP TOWARD REDUCING HARM AND PREVENTING SUICIDE.
BECAUSE USING GENDER INCLUSIVE AND GENDER AFFIRMING LANGUAGE, SUCH AS BODY WITH A PENIS AND BODY WITH A VAGINA, WHILE MAY BE VERY UNCOMFORTABLE FOR SOME AT FIRST IS NOT HARMFUL TO ANYONE BUT CONSTANTLY, SYSTEMATICALLY USING NON GENDER INCLUSIVE BINARY TERMS DOES HARM OUR TRANSGENDER, NON-BINARY, GENDER NONCONFORMING, INTERSEX, QUEER AND TO SPIRIT CHILDREN. IT QUITE LITERALLY COULD BE THE DIFFERENCE BETWEEN LIFE AND DEATH FOR SOME OF OUR BATTLE GROUND PUBLIC SCHOOL STUDENTS.
AND WHY SHOULD ANYONE BE AGAINST THAT?
[01:05:02]
THANK YOU. THANK YOU.WELCOME. SORRY, I HAVE TO GET USED TO THE MASK.
GOOD EVENING, MY NAME IS SABRINA WORTHY.
I HAVE A SOCIOLOGY DEGREE FROM OREGON STATE UNIVERSITY AND I'M A FORMER SOCIAL WORKER.
I'VE WORKED WITH THE SPECIAL NEEDS COMMUNITY CHILD PROTECTIVE SERVICES AT RISK YOUTH AND EXTENSIVELY IN TEEN PREGNANCY PREVENTION.
I'M A PARENT OF THREE CHILDREN, TWO OF WHICH HAVE GRADUATED FROM PRAIRIE HIGH SCHOOL.
I'M ALSO THE MOTHER OF A SPECIAL NEEDS TRANSGENDER YOUTH.
I'VE COME HERE TODAY TO ADVOCATE THAT ALL CHILDREN ARE DESERVING OF A SCIENTIFICALLY AND MEDICALLY ACCURATE, COMPREHENSIVE SEXUAL HEALTH CURRICULUM SO THEY CAN MAKE HEALTHY CHOICES NOW INTO THEIR FUTURES.
OUR LGBT YOUTH ARE ESPECIALLY IN NEED OF A COMPREHENSIVE SEXUAL HEALTH CURRICULUM, WHICH IS INCLUSIVE OF THEM.
THEIR EDUCATIONAL AND PSYCHOLOGICAL SAFETY IS SUPPORTED AND PROTECTED WHEN SCHOOL LEADERS CREATE CLASSROOMS FREE OF DISCRIMINATION.
NOT ONLY DO OUR LGBT YOUTH BENEFIT FROM INCLUSION, BUT SO DOES OUR ENTIRE COMMUNITY.
LGBT YOUTH ARE MORE AT RISK OF BULLYING, HOMELESSNESS AND PHYSICAL AND SEXUAL VIOLENCE, WHICH IMPACTS THEIR OVERALL MENTAL HEALTH AND ABILITY TO LEARN.
ACCORDING TO THE MOST RECENT HEALTH YOUTH SURVEY AMONG CLARK COUNTY 8TH GRADERS, APPROXIMATELY ONE IN FIVE STUDENTS REPORTED IDENTIFYING AS LGBT.
CONSISTENT WITH NATIONAL REPORTING AMONG MIDDLE SCHOOL STUDENTS, RISK FACTORS INCLUDING DEPRESSION, LACK OF PARENTAL AND SOCIETAL SUPPORT NEGATIVELY IMPACT THESE VULNERABLE YOUTH. THEY ARE SEVENTY FIVE PERCENT MORE AT RISK FOR SUICIDE.
WHEN ALL STUDENTS AND TEACHERS FEEL SAFE IN THEIR SCHOOL ENVIRONMENTS, THEY ARE MORE POSITIVELY ENGAGED WITH PEERS AND SHOW GREATER LEARNING SUCCESS.
AS A MEMBER OF THE SEXUAL HEALTH EDUCATION CURRICULUM COMMITTEE, I'M PROUD OF THE COLLECTIVE EFFORTS OF OUR DIVERSE VOLUNTEER GROUP OF PARENTS, EDUCATORS AND PROFESSIONALS. WE INVESTED HUNDREDS OF HOURS READING AND REVIEWING CURRICULA, DISCUSSING OUR FINDINGS AND CONSULTING TO A FINAL RECOMMENDATION TO THIS BOARD.
WE CHOSE HEALTH SMART BECAUSE IT'S MEDICALLY ACCURATE, AGE APPROPRIATE AND INCLUSIVE.
ADDITIONALLY, AS A FISCALLY CONSERVATIVE COMMUNITY MEMBER, THE ADDED VALUE IN HEALTH SMART IS CLEAR. HEALTH SMART IS A COMPREHENSIVE HEALTH CURRICULUM, THEREFORE AN EXCELLENT VALUE FOR OUR TAX DOLLARS SINCE WE'RE OPERATING WITHOUT A SEXUAL HEALTH OR BASIC HEALTH CURRICULUM FOR OUR MIDDLE SCHOOLS.
CONSIDERING OUR POLARIZING AND HOSTILE TIMES, IT IS ESPECIALLY CRITICAL THAT THOSE EMPOWERED WITHIN OUR INSTITUTIONS RECOGNIZE THE GRAVITY OF THE ECONOMIC, EDUCATIONAL AND SAFETY DECISIONS MADE ON BEHALF OF ALL STUDENTS.
YOUR IMPACT DIRECTLY AFFECTS OUR MOST VULNERABLE STUDENTS.
A HALLMARK OF OUR SCHOOL SAFETY STANDARDS AND EXPECTATIONS FOR THEIR FAMILIES, FELLOW STUDENTS, TEACHERS AND SCHOOL ENVIRONMENTS.
AS A MOTHER, COMMUNITY MEMBER AND VOTER, IT IS MY SINCERE HOPE THAT YOUR LEADERSHIP REFLECTS COMPASSION FOR THE DIVERSITY OF OUR STUDENTS AND THE DISCERNMENT TO RECOGNIZE THOSE MOST IN NEED OF YOUR PROTECTION AND SECURITY.
THANK YOU. THANK YOU, SABRINA.
TERRY DODSON, YEAH, COME ON UP.
MY NAME IS TERRY DODSON, AND I HAPPEN TO BE THE CHAIR FOR BATTLE GROUND CITIZENS FOR BETTER SCHOOLS. IT'S BEEN A LOT OF FUN FOR THE LAST, OH, 70 80 DAYS.
GOT A LOT OF BEES IN OUR BEEHIVE.
AND THOSE BEES HAVE BEEN VERY BUSY.
THINGS WE'VE COMPLETED THROUGH THE TWENTY FOURTH WALK AND KNOCK OVER OVER THREE THOUSAND FLIERS HAVE BEEN DELIVERED IN THE BATTLE GROUND AREA.
SIGN WAVING BEEN OUT ON THE STREETS, ON THE CORNERS, DOING SIGN WAVING.
WE HAVE OVER FIVE HUNDRED CONSTITUENTS THAT HAVE SAID THEY WANT SIGNS IN THEIR YARD.
NOW WE HAVE TO GO OUT AND PICK THEM ALL UP.
WE HAVE OVER 500 OF SIGNS OUT.
LETTERS TO THE EDITOR. THANK YOU VERY MUCH.
THOSE OF YOU THAT HAVE WRITTEN LETTERS TO THE EDITOR.
SOCIAL MEDIA WITH FACEBOOK, INSTAGRAM AND TWITTER.
AND IT'S VERY IMPORTANT THAT IF YOU GET SOMETHING ON ONE OF THOSE SOCIAL MEDIA SITES THAT YOU SHARE IT. THE MORE WE GET THAT INFORMATION OUT THERE, THE PEOPLE ON THE OTHER SIDE OF THE THOUGHT PROCESS FOR THE LEVY, THEY'VE GOT A TREMENDOUS AMOUNT OF INFORMATION GOING OUT ON THEIR FACEBOOK SIDE.
POSTCARDS TO PARENTS, WE'VE GOT THE TEACHERS HAVE WRITTEN PERSONAL POSTCARDS TO THE
[01:10:03]
PARENTS SO FAR.WE MAILED THIRTEEN THOUSAND POSTCARDS THAT WERE MAILED TO SPECIFIC PRECINCTS WHERE WE GOT POSITIVE COUNT BACK IN JANUARY.
I'M HAPPY TO ANNOUNCE THAT THE CONTRIBUTIONS TO DATE TO THE PAC, ARE NINE THOUSAND THREE HUNDRED AND SIXTY FROM THE COMMUNITY, ALMOST TEN THOUSAND DOLLARS HAS COME INTO THE PAC TO HELP PASS THIS LEVY.
THINGS THAT WE NEED TO COMPLETE BY NOVEMBER 1ST, WALK AND KNOCK.
THERE'S STILL FOUR MAPS THAT NEED TO BE COMPLETED.
SHE'S GOING TO TAKE A COUPLE OF THEM, BUT WE HAVE TO GET OUT AND GET THE YOU DIDN'T KNOW THAT DID YOU EUNIS.
[LAUGHTER] WE NEED TO GET THE WALK AND KNOCK FLIERS COMPLETED BY WEDNESDAY OR THURSDAY.
SIGN WAVING AGAIN THE 28TH AND THEN AGAIN ON THE 1ST ALONG 503, WHERE WE GET THE MOST TRAFFIC AND WE'RE GOING TO TRY SOMETHING NEW HERE WEDNESDAY, WEDNESDAY AND FRIDAY AND SATURDAY. WE'RE GOING TO PHONE TEXT TO SELECT PRECINCTS.
WE'VE GOT SOME REPORTS THAT GIVE US THE TEXTING NUMBERS, SO WE'RE GOING TO BE GOING TO WORK ON THAT. IT'S NONSTOP, ABSOLUTELY NONSTOP UNTIL NOVEMBER 2ND.
LOTS OF BEES. THEY'RE OUT COLLECTING.
THEY'RE BRINGING IT ALL BACK TO THE HIVE.
THANK YOU, TERRY. [APPLAUSE] SINCE WE ASKED THE AUDIENCE NOT TO CLAP FOR OTHER THINGS, EVEN THOUGH THAT WAS A JOYFUL THING WE'LL TRY TO STICK WITH THAT STANDARD.
OK, NEXT UP, GRETCHEN [INAUDIBLE].
HELLO, MY NAME IS GRETCHEN [INAUDIBLE] MY TOPIC IS THE COVID VACCINE FOR CHILDREN.
FIRST, LET'S GO THROUGH THE DEFINITIONS.
TRADITIONAL VACCINES GO INTO THE MUSCLE, STAYS IN THE MUSCLE, ANTIBODIES ARE MADE THERE AND THEY GET A BEAD ON THE INVADER AND MAKE LIFELONG IMMUNITY AGAINST THAT.
COVID 19 VACCINES DO NOT STAY LOCALIZED.
THEY SPREAD IN THE BLOOD AND GO TO VITAL ORGANS IN THE BODY, HEART, VASCULAR LUNGS, BRAIN, ALL OF THOSE. WHAT IS IN THAT VACCINE? IT'S A SPIKE PROTEIN.
DR. BYRAM BRIDLE, HE'S AN ENGINEER OF THE MRNA VACCINE, SAYS THAT SPIKE PROTEIN IS A PATHOGENIC TOXIN, AND THEY DIDN'T KNOW IT WAS GOING TO CIRCULATE IN THE BODY.
WE INADVERTENTLY ARE INJECTING PEOPLE WITH A TOXIN.
WE DID NOT KNOW WHAT WAS GOING TO CIRCULATE IN THE BLOODSTREAM.
WHAT IS COVID 19? IT'S A DISEASE OF INFLAMMATION AND THROMBOSIS, OR BLOOD CLOT, ALL CAUSED BY THIS ONE SPIKE PROTEIN.
SO WHERE ARE WE AT NOW, 18 MONTHS INTO THIS SARS-COV-2 OUTBREAK? WELL, THIS VACCINE IS STILL UNDER EUA EMERGENCY USE AUTHORIZATION.
DR. PETER MCCULLOUGH, WHO'S WELL-CREDENTIALED? I DON'T HAVE TIME TO TELL YOU HIS CREDENTIALS, GAVE A REPORT ON THE NEWEST CDC DATA ON VACCINE FAILURES.
TWENTY FOUR THOUSAND FULLY VACCINATED PEOPLE.
ALL WERE HOSPITALIZED WITH COVID.
TWENTY FIVE PERCENT THAT'S SIX THOUSAND OF THEM DIED.
HIS CONCLUSION? THE VACCINES DO NOT PROTECT AGAINST HOSPITALIZATION AND DEATH FROM COVID.
ALSO, MYOCARDITIS IS IMPORTANT FOR [INAUDIBLE] FROM THE VACCINE IN CHILDREN.
THIS IS NOT RARE AND IT'S NOT MILD.
6000 CASES WERE REPORTED IN CDC WEBSITE.
DR. MCCULLOUGH SAYS CHILDREN ARE MORE LIKELY TO GET MYOCARDITIS FROM THE VACCINE RATHER THAN GETTING COVID ITSELF.
ROBERT [INAUDIBLE] ABOUT BOOSTERS, SAYS THEY'RE ANTIQUATED.
IT'S AN OLD BOOSTER FOR A NEW VARIANT.
NOW BROWN UNIVERSITY PEDIATRIC DEPARTMENT STUDY SAYS NINETY NINE POINT NINE NINE SEVEN PERCENT OF CHILDREN SURVIVE COVID.
JUST AS WITH ADULTS, IT'S CO-MORBIDITIES THAT AFFECT HOW CHILDREN DO.
FROM THIS SAME UNIVERSITY DEPARTMENT CHILDREN THE PEDIATRIC DEPARTMENT.
CHILDREN BORN BEFORE JANUARY 2020.
THIS IS IMPORTANT THEY HAVE IQ DROPS OF 20 POINTS BECAUSE THEY DON'T SEE FACES IT'S ONLINE LEARNING. THEY DON'T SEE FRIENDS.
IN SCHOOL LEARNING IS IMPORTANT.
MARK MCDONALD SAYS WE'RE BUILDING AN ENTIRE NATION OF PEOPLE WHO WILL BE EMOTIONALLY AND
[01:15:06]
PSYCHOLOGICALLY DAMAGED FOR THEIR WHOLE LIFE.THREE HUNDRED AND THIRTY CASES OF DEATHS IN A YEAR AND A HALF OF COVID IN CHILDREN.
IN ONE YEAR, 50,000 DEATHS OVER NOT COVID OTHER THINGS.
CONCLUSION COVID IS A DISEASE OF THE ELDERLY.
NINETY NINE POINT NINE NINE SEVEN PERCENT OF CHILDREN SURVIVE COVID.
SO WHY ARE WE GOING TO VACCINATE THEM.
AND MYOCARDITIS LASTS FOR LIFE, AND THAT'S A REAL PROBLEM IN CHILDREN.
SO BE STRONG. THAT'S MY [INAUDIBLE] I DIDN'T SEE YOUR SIGN.
NO VACCINE MANDATES, PLEASE FOR OUR CHILDREN K THROUGH 12.
THANK YOU. I DON'T USUALLY TALK THAT FAST.
[LAUGHTER]. OK, NEXT UP, EUNICE.
MY NAME IS EUNICE INGERMONSON.
WHEN I WAS IN SCHOOL DECADES AGO, I EXPERIENCED LAYERS OF DISCRIMINATION BASED ON GENDER STEREOTYPES.
STARTING SIXTH GRADE, I ENCOUNTERED A STRANGE RULE THAT CLASS PRESIDENTS AND COMMITTEE CHAIRS HAD TO BE MALE AND THE VICE PRESIDENTS AND VICE COMMITTEE CHAIRS WERE TO BE FEMALE. STARTING 7TH GRADE BOYS TOOK TECHNICAL DRAWING AND BASIC MECHANICS CLASSES, WHILE GIRLS TOOK HOME ECONOMICS AND DID EMBROIDERY AND COOKING.
I WOULD RATHER HAVE BEEN DRAWING TECHNICAL DIAGRAMS AND LEARNING TO USE TOOLS RATHER THAN EMBROIDER SUNFLOWERS.
IN NINTH GRADE AS I AND ANOTHER GIRL IN MY CLASS KEPT ON MAKING THE TOP GRADES, INCLUDING MATH. MY HOMEROOM TEACHER COMFORTED THE BOYS BY DECLARING THAT AS SOON AS YOU STARTED LEARNING HARD MATH LIKE CALCULUS, THE GIRLS WOULD BE HOPELESSLY LOST BECAUSE GIRLS WERE GENETICALLY INFERIOR TO BOYS.
I SPENT THE NEXT 10 YEARS TRYING TO PROVE THAT TEACHER WRONG.
I DOUBLE MAJORED IN MATH AND PHYSICS, AND I WENT ON TO GET A MASTERS IN MATH, EVEN THOUGH THESE WERE NOT MY MAIN STRENGTHS TO PROVE TO THE WORLD AND TO MYSELF THAT GIRLS AREN'T INFERIOR TO BOYS.
SCHOOL SHOULD BE A PLACE WHERE EVERY STUDENT IS EXPOSED TO MANY DIFFERENT FIELDS AND OPPORTUNITIES FOR LEARNING LEADERSHIP AND PERSONAL GROWTH, REGARDLESS OF THEIR SEX, GENDER IDENTITY, GENDER EXPRESSION OR SEXUAL ORIENTATION.
BUT IN MANY COMMUNITIES, GENDER STEREOTYPES ABOUND, AND SO DOES A LACK OF KNOWLEDGE ABOUT SUCH THINGS AS GENDER IDENTITY OR GENDER EXPRESSION.
AND TOO OFTEN, THOSE WHO REAP THE MOST SEVERE HARM UNDER THESE CONDITIONS ARE THE TRANSGENDER AND NON-BINARY PEOPLE.
THIS IS WHY THE WASHINGTON STATE'S LAWS REQUIRE PUBLIC SCHOOLS TO BE GENDER INCLUSIVE, WHERE DISCRIMINATION BASED ON GENDER IDENTITY AND GENDER EXPRESSION IS STRICTLY PROHIBITED AND INDIVIDUAL GENDER IDENTITIES ARE UNIVERSALLY RESPECTED.
GENDER INCLUSIVE SCHOOLS NOT ONLY HELP TRANSGENDER AND NON-BINARY STUDENTS FEEL SAFE AND THRIVE, BUT THEY ALSO ENABLE OTHER STUDENTS SUCH AS I WAS TO HAVE DESIRES AND PASSIONS FOR SUBJECTS AND CAREERS THAT DON'T FIT THE TRADITIONAL NOTIONS OF GENDER AND GENDER STEREOTYPES ALSO BECOME FREE TO PURSUE THEIR INTERESTS AND GROW INTO THE FULLNESS OF THEIR AUTHENTIC SELVES AND CONTRIBUTE TO THE RICHNESS AND FULLNESS OF THE WORLD IN WAYS THAT ONLY THEY CAN.
HOW GOOD IS THAT? SO HEALTH SMART IS A CURRICULUM THAT BELONGS IN GENDER INCLUSIVE SCHOOLS, AND I HIGHLY RECOMMEND I BEG YOU TO INCLUDE THAT AS OUR SEXUAL HEALTH EDUCATION, THANK YOU.
THANK YOU EUNICE. OK, LAST ON OUR LIST IS FROM THE REMOTE, I SEE SHE'S UP ON THE SCREEN.
JESSICA COLE. DID YOU HEAR THAT?
[01:20:01]
ARE YOU READY FOR ME? YES. SHE'S DELAYED.THE SWAGIT IS OFF ON TIMING A LITTLE BIT.
HELLO, BOARD, MY NAME IS JESSICA COLE.
MY KIDS A COUPLE OF MY KIDS HAVE GRADUATED FROM THE DISTRICT.
I WANT TO SAY CONGRATULATIONS TO ESPECIALLY TO MRS. BROYLES. SHE'S BEEN.
SHE WAS REALLY GREAT WITH MY FAMILY, AND SHE DOES A GREAT JOB WITH HER WORK AND ALSO CONGRATULATIONS TO THE EXTRA WORK THAT MICHELLE AND RICARDO ARE TAKING ON.
I WOULD LIKE YOU TO KNOW THAT OCTOBER IS LGBTQ HISTORY MONTH.
MY SON HAD AN ASSIGNMENT LAST YEAR TO DO ESSAYS ON BLACK HISTORY MONTH, AND HE WANTED TO DO SOME FOLKS THAT WERE LGBTQ THAT WEREN'T ON THE LIST.
AND SO IT TOOK A WHILE, BUT WE NEGOTIATED WITH THE TEACHER AND HE WAS ABLE TO DO ONE OF THE THREE ASSIGNMENTS OFF THE LIST.
AND THE FIRST ONE WAS ON BAYARD RUSTIN, WHO WAS THE PERSON THE MAIN PERSON BEHIND THE MARCH ON WASHINGTON FOR JOBS AND FREEDOM IN 1963.
WITHOUT HIM, THAT WOULD HAVE NEVER, EVER, EVER BEEN PULLED OFF, AND I JUST REALLY ADMIRE BAYARD RUSTIN AND ONE OF THE MY SON.
HIS ASSIGNMENT WAS LIKE FOUR PAGES LONG INSTEAD OF THE REQUIRED ONE.
AND SO I WAS REALLY EXCITED THAT HE CHOSE THREE OTHER PEOPLE, BUT ONLY WROTE AN ESSAY ON ONE OTHER PERSON, BUT GATHERED INFORMATION ON THE OTHER TWO.
AND IT REALLY ENGAGED. HE ENGAGED IN LEARNING, AND WE LIKE, TALKED SO MUCH ABOUT THESE THREE PEOPLE, EVEN THOUGH ONE GOT TURNED IN.
WELL, ONE OF THE TWO THAT DID NOT GET TURNED IN THE MAN'S NAME IS TYLER BROADDUS.
I BELIEVE THAT'S PRONUNCIATION.
AND HE WAS THE FIRST TRANS PERSON TO TESTIFY BEFORE THE U.S.
HE'S DONE ALL KINDS OF FABULOUS WORK ON BEHALF OF THE TRANS AND NON-BINARY COMMUNITY.
AND ONE THING THAT WE FOUND SUPER FASCINATING ABOUT KYLER IS HE WAS BORN ON THE EXACT DAY THAT BAYARD WAS HAVING THE MARCH ON WASHINGTON IN 1963.
SO IT WASN'T AN ANNIVERSARY YEAR, IT WAS IN 1963, AND ME AND MY SON THOUGHT THAT WAS SUPER COOL. WELL, ONE SUPER EXCITING THING THAT HAPPENED JUST RECENTLY IS I WENT TO A CONFERENCE WHERE KYLER BROADDUS WAS SPEAKING, AND IT WAS SO EXCITING.
HE WAS THRILLED, AND IT'S COOL TO HAVE HIS LEARNING FROM SCHOOL AND BATTLE GROUND CARRY ON TO INTO HIS LIFE AFTER GRADUATION.
MY SON WASN'T ABLE TO GO TO THE CONFERENCE BECAUSE OF THINGS GOING ON, BUT TO TALK ABOUT IT WITH HIM AFTER THE CONFERENCE WAS REALLY, REALLY EXCITING.
SO I'M GLAD THAT TEACHER GAVE HIM SOME LEEWAY TO GO OFF OF THE LIST AND AT LEAST WRITE ABOUT BAYARD RUSTIN.
AND I'M GLAD MY SON TOOK ON LEARNING ABOUT TWO OTHER PEOPLE.
SO AND I HOPE THE LEVY PASSES.
THANK YOU. THANK YOU, JESSICA.
EVEN THOUGH MY COMMENTS ARE DELAYED.
OK, THANK YOU, CITIZENS FOR BEING PATIENT AND PROVIDING YOUR INFORMATION.
NEXT UP IS OUR CONSENT AGENDA.
[8. Consent Agenda]
OUR CONSENT AGENDA INCLUDES ITEM A APPROVAL OF THE CONSENT AGENDA ITEM B APPROVAL OF THE MINUTES OF THE OCTOBER 11TH.ITEM C APPROVAL OF THE MINUTES OF OCTOBER 11 20 21.
SPECIAL MEETING ITEM D CONTRACTS RATIFICATION ITEM, EA PERSONNEL REPORTS.
ITEM F STUDENT TRAVEL ITEM G APPROVAL OF THE SCHOOL SUPPORT ORGANIZATIONS FOR '21-22 SCHOOL YEAR. ITEM H BATTLE GROUND POLICE DEPARTMENT, SCHOOL RESOURCE OFFICERS AND ITEM HIGH RESOLUTION P21 WAS THE CONFERENCE DIRECTORS ELECT.
IF THERE'S ANYBODY THAT--YES, PLEASE.
I WANTED ONE PULLED OFF, AND I JUST HAD A QUESTION ON THE OTHER, I DON'T NEED IT PULLED OFF. I JUST WANT TO MAKE SURE THAT RESOLUTION P21, WAS THAT SENT THROUGH LEGAL.
JUST WANT TO MAKE SURE THAT WE'RE IN THE CLEAR ON THAT.
I SUPPORT IT, I JUST WANTED TO MAKE SURE WE'RE CLEAR.
IT'S JUST A QUESTION. IT WAS NOT SENT TO LEGAL.
HOWEVER, WE USED THE RESOLUTIONS THAT WERE DONE IN THE PAST THAT WERE CONSISTENT ALL THE WAY THROUGH. AND THEN I WANTED TO PULL OFF H, PLEASE.
OK. ITEM H BACKGROUND POLICE DEPARTMENT SCHOOL RESOURCE OFFICERS WOULD THEN BE ITS OWN
[01:25:06]
ITEM, AND WE'LL DEAL WITH THAT SEPARATELY SO THE CONSENT AGENDA COULD BE APPROVED WITH ITEMS A-I MINUS H, I GUESS.I MOVE THE BOARD OF DIRECTORS APPROVED THAT CONSENT AGENDA WITHOUT LETTER H BATTLE GROUND POLICE DEPARTMENT SCHOOL RESOURCE OFFICERS INTACT.
GOOD. ANY OTHER BOARD MEMBERS? ALL THOSE IN FAVOR, SIGNIFY BY SAYING, AYE.
AYE. ALL THOSE OPPOSED? MOTION PASSES FIVE TO ZERO FOR THE CONSENT AGENDA MINUS ITEM H.
AND HELP ME OUT MR. MCCOY, DO WE DO THAT RIGHT NOW? YES, THAT WORKS THE BEST.
SO ITEM H BATTLE GROUND POLICE DEPARTMENT SCHOOL RESOURCE OFFICERS.
[H. Battle Ground Police Department School Resource Officers]
SO I DON'T HAVE A SPECIFIC PROBLEM WITH IT, BUT I THINK IT'S IMPORTANT FOR THE BOARD TO KNOW SOME OF THE HISTORY BEHIND IT AND POTENTIALLY GET SOME TRACKING AROUND THIS.DEFINITELY A SUPPORTER OF THE SCHOOL RESOURCE OFFICERS, BUT IN THE PAST, WELL, [INAUDIBLE] I THINK I GOT ONE MORE FULL MEETING AFTER THIS.
I'LL MISS THE NEXT MEETING. SO PASS ON A LITTLE HISTORY TO YOU THAT WE HAD AN SRO AT BATTLE GROUND HIGH SCHOOL AND IN THE PAST BATTLE GROUND POLICE DEPARTMENT WAS VERY LOW STAFFED. AND EVEN THOUGH WE WERE PAYING FOR X PERCENTAGE OF THAT SRO, IN MY OPINION, WE DID NOT RECEIVE WHAT WE WERE PAYING FOR, SO I WOULD ASK THAT THE BOARD CREATE SOME SORT OF TRACKING OR SOME SORT OF REPORT THAT THE BOARD SEES, AND WHAT FORM THAT TAKES, OBVIOUSLY THAT'S UP TO THE BOARD, BUT REALLY THINK THAT YOU NEED TO KEEP AN EYE ON THAT BECAUSE IT'S REALLY EASY FOR THE CITY TO SAY WE HAVE SOMEBODY ON VACATION, WE'LL TAKE THE SRO. SO I JUST WANTED THAT, YOU KNOW, IF THE BOARD WANTS TO SPEAK OF THAT, IF THEY AGREE WITH THAT OR NOT, THAT'S COMPLETELY UP TO US ALL.
BUT I DON'T KNOW IF TOM HAS ANYTHING TO ADD, BUT THAT'S MY CONCERN.
I DO APPRECIATE DIRECTOR MCCOY'S SENTIMENTS THERE.
SO, TOM, IF YOU WANTED TO COME TO THE PODIUM, TOM, PERHAPS YOU COULD COMMENT ON SOME OF THIS. AND I JUST WANTED TO SAY I HAVEN'T HEARD ANYTHING RECENTLY, IT'S JUST SOMETHING I THINK THAT THE BOARD SHOULD TRY.
AND I THINK WE WERE HERE TWO YEARS AGO AND TROY WITH THE ONLY BOARD MEMBER AT THAT POINT.
SO THAT EXPERIENCE THE SRO AND IT WAS BACK.
WE NOW HAVE TWO SROS FROM BATTLE GROUND POLICE DEPARTMENT.
OFFICER ANDERSON HAS BEEN AT BATTLE GROUND HIGH SCHOOL EVER SINCE I'VE BEEN IN THE DISTRICT FOR FOUR YEARS.
LAST YEAR WITH COVID, EVEN THOUGH IT WAS THE FIRST YEAR OF THE GRANT, A MUTUAL GRANT BETWEEN THE DISTRICT AND THE CITY ENABLED US TO HAVE A SECOND RESOURCE OFFICER THAT WOULD FOCUS ON OUR PRIMARY AND MIDDLE SCHOOLS BECAUSE OF COVID, WE DID NOT HAVE TO PAY FOR THAT OFFICER AT ALL LAST YEAR.
SO I DO WANT YOU ALL TO KNOW THAT.
HOWEVER, AS WE STARTED THIS YEAR, AND IF YOU READ THE CONTRACT, WE DO NOW HAVE TWO SROS.
SO ONE IS FULL TIME AT BATTLE GROUND HIGH SCHOOL AND ONE IS SUPPORTING THE CITY PRIMARY AND MIDDLE SCHOOLS, INCLUDING RIVER HOMELINK AND THAT CAMPUS AS WELL.
WE DO NOT HAVE AN SRO AT PRAIRIE THROUGH THE COUNTY.
WE HAVEN'T FOR TWO YEARS BECAUSE ALL THE CUTS AND I AGREE WITH TROY.
THERE ARE SOME METRICS WE PROBABLY WANT TO LOOK AT.
IF YOU'RE INTERESTED IN WHAT THEY DO, OFFICER ANDERSON IN THE MORNING SPENDS A LOT OF TIME IN THIS AREA.
MAIN STREET, SAFEWAY THERE ARE SHOPLIFTING THINGS, SO HE'S OUT THERE TO TRY TO SUPPORT THE LOCAL BUSINESSES AND THE STUDENTS.
AGAIN, AT LUNCH TIME, YOU WILL SPEND TIME OUT ON THE MAIN STREET AREA AFTER SCHOOL, LUNCH TIME, HE MIGHT ALSO BE IN THE SCHOOL.
I DO KNOW AT THIS POINT HE'S WRITTEN 18 REPORTS THUS FAR THIS YEAR.
THAT INCLUDES ANYTHING FROM NO TRESPASS LETTERS TO JUST INCIDENT REPORTS THAT MAYBE A STUDENT WAS INVOLVED IN THAT OR, EXCUSE ME, INFORMATIONAL REPORT.
SO IN THE PAST, I THINK WE ONLY HAD THINGS THAT LED TO A HEARING, A JUVENILE HEARING THAT WOULD BE REPORTED.
AND BECAUSE IT IS A SEPARATE ENTITY, ALL THAT INFORMATION IS HOUSED AT THE POLICE DEPARTMENT. SO WE DON'T ALWAYS HAVE THE BEST DATA.
WHAT I HEAR OFTEN OR DIRECTOR MCCOY SAYING, IS WE SHOULD PAY ATTENTION TO HOW MANY TIMES IS THIS OFFICER PULLED OUT.
[01:30:01]
AND I KNOW THAT WAS A CONCERN BEFORE IN TERMS OF THE CONTRACT.I WILL SAY THIS CONTRACT REALLY EVEN THE PRICE WE'RE PAYING DIDN'T CHANGE FROM LAST YEAR.
IT'S EXACTLY THE SAME AS LAST YEAR WITH JUST DATES THAT CHANGED.
IT SEEMS LIKE THE SROS ARE A STATEWIDE PHENOMENON RIGHT THERE.
WELL, THERE'S BEEN A LOT OF TALK AND I THINK AGAIN, AS THE BOARD HAD DISCUSSION WAS JUST PRIOR TO COVID, WHEN THERE WERE SOME ISSUES THAT WERE HAPPENING AND THERE WAS SOME DISCUSSION WHETHER WE WANTED TO HAVE SROS IN OUR BUILDINGS OR NOT.
UM, I THINK IT'S BEEN A GOOD BENEFIT FOR US BECAUSE OF PROACTIVE, AND I REMEMBER BEFORE CHRIS BROWN CAME TO OUR DISTRICT, HE ACTUALLY WAS ONE THAT WROTE A STORY ON THE SROS.
DO YOU REMEMBER THAT, CHRIS? SO. SO IT'S BEEN A COUPLE OF YEARS, AND I THINK COVID KIND OF HAS TAKEN THAT OFF OF THE FOREFRONT BECAUSE WE HAVEN'T BEEN IN SCHOOL.
SO I GUESS MY QUESTION IS IF IT IS KIND OF A STATEWIDE PROGRAM AND THINGS LIKE THAT.
IS THAT A STANDARD CONTRACT THAT COMES TO THE DISTRICT.
DOES IT COME TO THEM? OR DOES EACH DISTRICT HAVE TO DO THEIR OWN? EACH DISTRICT HAS TO DO THEIR OWN WITH THEIR LOCAL JURISDICTION.
SO AGAIN, LIKE THE SHERIFF IN CLARK COUNTY, EVERGREEN AND IN VANCOUVER, HAVE VANCOUVER CITY POLICE.
AND THEN IN VANCOUVER, SKYVIEW AND COLUMBIA RIVER ARE IN THE COUNTY A LOT LIKE, WELL, LIKE PRAIRIE IS IN THE COUNTY.
AND SO THOSE SCHOOLS ARE NOT BEING RESOURCED BECAUSE THE COUNTY HAS LESS RESOURCES, AND THEY DID NEED TO PULL THEIR OFFICER OUT TO MAKE SURE THAT THEY COULD COVER JUST THE DAY TO DAY AND TRAFFIC AND EVERYTHING ELSE.
AND THIS IS WHAT DIRECTOR MCCOY'S CONCERN IS.
ARE WE PAYING FOR A RESOURCE THAT ISN'T THERE FOR US? AND SO YES, WE DO NEED TO PAY ATTENTION TO THAT.
BUT TOM, IS THERE A WAY THAT WE CAN LOOK AT PUTTING TOGETHER SOME KIND OF TRACKING SYSTEM THAT WOULD ENABLE US TO SAY, GIVE A REPORT BACK TO THE BOARD OF DIRECTORS, MAYBE, I'M THINKING SOMETIME IN THE SPRING AND WE COULD LET THEM KNOW, YOU KNOW, BETWEEN NOW AND THEN HOW MANY DAYS--I THINK WE SHOULD GET IT ON THE CALENDAR.
I'LL WORK WITH DENNY AND SANDY TO GET IT ON THE CALENDAR FOR A SPECIFIC TIME, LIKE IN MAY TO HAVE SOME DATA TO SHARE SO THAT IF WE DON'T WANT TO RENEW THE CONTRACT FOR THE PRE OR FOR THE NEXT YEAR, WE HAVE ENOUGH TIME TO DO.
THAT WAY WE COULD GET IT IN THE SPRING THAN WE COULD, TYPICALLY, THE RENEWAL HAPPENS OVER THE SUMMER, RIGHT? I KNOW CHIEF EXPLAINED TO ME THAT THEY WERE JUST A LITTLE LATE THIS YEAR. IT TYPICALLY HAPPENS IN AUGUST BECAUSE THE CONTRACT IS SEPTEMBER ONE TO AUGUST 31ST AND SO WE'RE ALMOST TWO MONTHS PAST WHEN WE SHOULD HAVE RENEWED IT.
CAN YOU CLARIFY YOU MENTIONED SOMETHING ABOUT A GRANT.
IS PART OF THIS COVERED BY A GRANT? THE SECOND OFFICER IS COVERED BY A GRANT.
SO, MARY, YOU'LL SEE IF YOU LOOK IN THE DOCUMENTATION, YOU'LL SEE THAT WE'RE PAYING.
I THINK IT'S ALMOST SEVENTY NINE THOUSAND FOR ONE.
AND THEN THE SECOND ONE, WE'RE ONLY PAYING FORTY NINE THOUSAND FOUR OR SOMETHING.
IT'S SOMETHING LIKE THAT. SO IT'S ALMOST LIKE 50 PERCENT OF THE SECOND SRO IS BEING PAID FOR BY THE GRANT.
SO WE'RE GETTING TWO SROS FOR THE PRICE OF ONE AND A HALF.
THE GRANT ONE IS THE THIRD [INAUDIBLE] THIRD CITY AND A THIRD DEFENSE.
SO MY QUESTION IS THIS BECAUSE OFTEN WITH GRANTS, THERE IS A TRACKING OF SOME KIND AND THERE IS A REPORTING. AND I'M WONDERING IF THAT'S SOMETHING THAT WE JUST NEED TO ASK FOR THAT WE MIGHT BE ABLE TO HAVE ACCESS TO THAT.
YES. AND AGAIN, BASED ON THIS CONVERSATION, I WILL GET WITH CHIEF BOARD AND ASK HIM WHAT BECAUSE THE CITY PUT IN FOR THE GRANT, WE JUST HAD TO BASICALLY SAY, YES, WE'LL ACCEPT THE GRANT FROM YOU.
I MEAN, SO I WILL DEFINITELY MEET WITH CHIEF FORT TO SEE WHAT KIND OF DATA THEY COLLECT AND WHAT CAN BE SHARED WITH US.
AND I'LL DEFINITELY DO A BETTER JOB OF KIND OF TRACKING ATTENDANCE AND HOW MANY TIMES AND I CAN ASK HIM FOR THAT.
IT'S A CONTRACT WITH BETWEEN US.
SO I WILL SET UP A MEETING WITH HIM.
AND IF YOU HAVE ANY IDEAS ON THE INFORMATION YOU'D LIKE, PLEASE SHARE THAT WITH ME SO THAT WE CAN MAKE SURE I REQUEST IT.
YEAH. THAT WAS MY ONLY CONCERN.
I WOULD JUST ADD THAT I FEEL LIKE WE HAD THIS CONVERSATION WHEN WE DISCUSSED THE SECOND OFFICER ABOUT REPORTING AND GETTING REPORTS BACK, AND YET THIS BEING ON THE AGENDA IS KIND OF WHAT SPARKED IT. SO IT'S KIND OF BEEN OUT OF SIGHT, OUT OF MIND.
SO I REALLY DON'T WANT TO WAIT TILL MAY.
I DON'T KNOW HOW THE REST OF THE BOARD FEELS YOU, SO PLEASE WEIGH IN.
[01:35:03]
I THINK IT WOULD BE NICE TO HAVE REPORTS A LITTLE MORE OFTEN.I DON'T NECESSARILY WANT TO HEAR ABOUT SHOPLIFTING.
PART OF THIS CONTRACT, PART OF THIS PROGRAM, WAS THAT THERE'S A RESOURCE FOR STUDENTS, AND PART OF IT IS THAT POLICE OFFICERS AREN'T BAD, RIGHT? AND THEY SHOULDN'T BE SCARY.
SO MAYBE PART OF THE REPORTING THAT WE GET AS A BOARD IS NOT NECESSARILY NEGATIVE.
YEAH, AND YOU BRING UP A GREAT POINT, DIRECTOR MADDUX, THAT I DO THINK COVID KIND OF HIT US AFTER THAT DISCUSSION, AND I' GOT TO BE HONEST, IT WAS OUT OF SIGHT, OUT OF MIND FOR ME, BUT. I KNOW BECAUSE I DEALT WITH THIS STORY THAT OFFICER ANDERSON, THE DAY BEFORE SCHOOL STARTED AT BATTLE GROUND HIGH SCHOOL, WE DID NOT DO A FRESHMAN ORIENTATION THIS YEAR, BUT THE FRESHMEN WERE INVITED IN TOUR THE BUILDING AND FIND THEIR CLASSES, BUT THERE WASN'T ANYTHING FORMAL.
I KNOW HE BUILT RELATIONSHIPS WITH KIDS BECAUSE HE HAD TO GO OUT TO ONE OF THE KID'S HOUSES. AND IF IT WAS NOT FOR THAT CONNECTION HE HAD MADE.
AND THIS IS ONE OF OUR SPECIAL NEEDS KIDS.
IF HE HADN'T HAD THAT OPPORTUNITY TO MEET THAT KID BEFORE HE HAD TO DEAL WITH THEM, I THINK IT WOULD HAVE BEEN A MUCH DIFFERENT EXPERIENCE FOR THAT STUDENT.
THOSE THINGS I DON'T KNOW THAT WE CAN COLLECT FROM DAD AS MUCH AS SHARING THE STORY WITH YOU, IF THAT MAKES SENSE.
BUT I DO THINK THERE'S DATA WE CAN COLLECT, AND I WAS SO PLEASED THAT HE HAD THAT OPPORTUNITY GIVEN THE SITUATION THAT WE HAD TO DEAL WITH WITH THAT STUDENT.
IT'S STILL AN ONGOING SITUATION, BUT HE SEES HIM AS AN [INAUDIBLE] INSTEAD OF JUST A LAW ENFORCEMENT OFFICER.
SO JUST A POINT OF CLARIFICATION.
DIRECTOR MADDUX, WHAT TYPE OF INFORMATION ARE YOU LOOKING FOR US TO REPORT AND HOW OFTEN? I'M JUST MAKING A SUGGESTION TOTO EVERYONE.
HOW OFTEN SHOULD WE HAVE THE INFORMATION, I THINK ANNUALLY.
IT CAN EASILY FALL OUT OF SIGHT, OUT OF MIND.
SO I'M JUST ONLY MAKING THE RECOMMENDATION THAT WE SEE IT MORE AND THAT I DON'T THINK WE NEED TO HEAR ABOUT CONFLICT PER SE, IT'S HAPPENED, WE'RE AWARE OF IT.
MAYBE THAT COMES ANNUALLY WITH THE STATISTICS THAT ARE GATHERED FROM THE GRANT, BUT MAYBE WE HEAR ABOUT SOME OF THESE CONNECTIONS THAT HE'S MAKING THAT HAVING TWO SROS FOR BATTLE GROUND AND NONE FOR PRAIRIE AND THE CHALLENGES THAT CAUSES BETWEEN THE BENEFIT TO ONE SCHOOL VERSUS ANOTHER.
MAYBE WE GET TO HEAR ABOUT THAT, AND WE AS A BOARD CAN FIGURE OUT A WAY TO FIND THAT SAME RESOURCE FOR BOTH OF OUR HIGH SCHOOLS.
SO IF THE COUNTY CAN'T PROVIDE IT, I UNDERSTAND THAT THERE'S NOTHING WE CAN DO, BUT THERE'S OTHER OPTIONS.
I THINK AS A BOARD, WE SHOULD KNOW ABOUT THAT.
WE SHOULD BE SEARCHING FOR THAT FOR THE BENEFIT OF OUR STUDENTS.
SO DO I HAVE SPECIFIC INFORMATION I WANT? I DON'T KNOW WHAT I DON'T KNOW, SO LET'S HEAR SOMETHING.
SOUNDS GOOD. OK, AND I'VE HEARD NOTHING BUT GREAT THINGS ABOUT OFFICER ANDERSON.
OK. AGAIN, I WILL WORK WITH DENNY AND SANDY TO SET UP EITHER, YOU KNOW, MAYBE A QUARTERLY REPORT AND I CAN JUST SHARE STORIES THAT, LIKE I JUST DID IN YOUR DATA AS WE COME.
YEP, I'LL INVITE THEM TO A MEETING.
BOTH OFFICER ANDERSON AND THEN OFFICER PHELPS IS OUR NEW OFFICER, SO I'LL INVITE THEM TO AN UPCOMING MEETING TOO.
IS IT POSSIBLE TO HEAR FROM THE ADMINISTRATIVE STAFF, THE PRINCIPALS, AT THE TWO MAJOR HIGH SCHOOLS BECAUSE PRAIRIE USED TO HAVE AN SRO OFFICER, RIGHT? IT'D BE INTERESTING TO HEAR HOW THEY FEEL.
OH YEAH, THAT'S RIGHT, SHE'S IN THE ROOM.
[CHUCKLING] SHE IS IN THE ROOM.
SHE WAS THERE WHEN SHE HAD ONE AND SHE WAS THERE WHEN THEY DIDN'T HAVE ONE.
SO YEAH, THAT WOULD BE HELPFUL TO ME.
SO AGAIN, IF THIS IS THE [INAUDIBLE].
MAIN STREET, I'M IN CHARGE OF TRANSPORTATION TO AS MOST YOU KNOW, SO WE HAVE CONCERNS ON THE SOUTH END, AND I THINK STEPHANIE WOULD SAY THIS THE KIDS CROSSING 503 WITHOUT USING A CROSSWALK BECAUSE THEY DON'T WANT TO WAIT FOR TRANSPORTATION, THAT BECAME A HUGE ISSUE.
IT IS EVERY YEAR THAT WE HAVE TO ADDRESS IT.
WHEN WE HAD THE SRO, HE COULD BE OUT THERE PATROLLING.
I MEAN, THAT'S PARTLY WHAT THEY DO.
OFFICER ANDERSON DOES THE SAME THING.
SO IT'S NOT JUST LOCAL BUSINESSES, BUT ALSO TRAFFIC CONTROL.
RATHER THAN HAVING TO WRITE TICKETS, THEY'RE BEING PROACTIVE IN TERMS OF HELPING KIDS BE SAFE AS WELL BECAUSE THEY HAVE THAT AUTHORITY OF THE SIRENS AND THE LIGHTS AND THE BADGE THAT THEY COULD WRITE A TICKET IF THEY NEEDED TO.
[01:40:01]
THAT'S NOT THEIR GOAL, BUT THEY HAVE THAT AUTHORITY TOO IF THEY NEEDED TO.SO THEY'RE THERE FOR SAFETY AS WELL.
SO THOSE ARE AGAIN, JUST A COUPLE OF LITTLE STORIES THAT WE CAN DO A QUARTERLY UPDATE AND I'LL INVITE CHIEF FORT AND THE TWO OFFICERS TO AN UPCOMING MEETING.
OK? THAT'D BE GREAT WHEN THAT COMES UP FOR RENEWAL, I THINK IT'S GREAT THAT YOU GUYS HAVE THE DATA. SO WITH THAT, MR. PRESIDENT LIKE TO MAKE A MOTION THAT THE BOARD OF DIRECTORS APPROVE THE BATTLE GROUND POLICE DEPARTMENT SCHOOL RESOURCE OFFICER CONSENT AGENDA ITEM H.
OK, HAD A PRETTY GOOD DISCUSSION, BUT IF THERE'S ANY OTHERS, LET ME KNOW.
IT'S BEEN MOVED TO APPROVE THE BATTLE GROUND POLICE OFFICERS, SCHOOL RESOURCE OFFICERS ITEM H FROM THE CONSENT AGENDA.
ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.
GREAT, THAT WAS A GOOD DISCUSSION, THANKS.
OK, NO OLD BUSINESS AT THE MOMENT, AND FOR TODAY, NO NEW BUSINESS, I HOPE THAT DOESN'T COME BACK TO STACK US LATER, BUT I'M SURE IT ALL BALANCES OUT IN THE LONG RUN FUTURE AGENDA ITEMS, ANYTHING FROM MR.
[11. Future Agenda Items and Board Events]
WATERS. OK, SO IT SOUNDS LIKE WE'VE GOT OUR BATTLE GROUND HIGH SCHOOL TOUR COMING UP SOON.NOVEMBER 12TH. OK, WE'VE GOT A LITTLE BIT OF SPACE.
WE'VE GOT THE CITIZENS ADVISORY COMMITTEE, CITIZEN'S ADVISORY COMMITTEE, NOVEMBER 4TH.
WE CAN ONLY HAVE TWO PEOPLE THERE IF ANYBODY HASN'T TAKEN A TURN YET AND WANTS TO, THAT'S GREAT. LET'S JUST MAKE SURE WE COMMUNICATE SO THAT IF WE GOT YOUR SPOT. OK, AND A REMINDER THAT WEDNESDAY.
WHAT WAS THAT? IT COULD BE GREAT TO INVITE THE CANDIDATES.
ALSO A REMINDER ON WEDNESDAY IS [INAUDIBLE] OH YES, THANK YOU FOR THAT IN THERE.
YEAH, SO ALL REMOTE, YOU JUST HAVE TO LOG ON FROM HOME AND THEY'LL PUT US IN THE BREAKOUT ROOMS, I'M SURE, WITH A QUESTION TO DISCUSS AND GATHER SOME SURVEY INFORMATION FROM US.
IT SHOULD BE PRETTY PAINLESS, AND ACTUALLY, IT'S NICE TO MEET A FEW OF THE DIRECTORS FROM THE OTHER SCHOOL DISTRICT, SO IT SHOULD BE GOOD.
OK. ANYTHING ELSE FOR FUTURE AGENDA ITEMS? OK. IF NOT, WE ARE GOING TO MOVE TO EXECUTIVE SESSION FROM RCW 42.30.110
[12. Executive Session]
ITEM 1G. THIS IS PERSONNEL ACTION AND THERE WILL BE ACTION AT THE END OF THIS MEETING.WE'LL COME BACK HERE AND VOTE ON THAT BEFORE ADJOURNMENT.
ESTIMATED TIME? I DIDN'T KNOW IF YOU WANT TO TAKE A FIVE MINUTE.
OH SURE, WE COULD DO A FIVE MINUTE BREAK IN BETWEEN AND THEN TOTAL TIME BEFORE RETURN? 10 MINUTES. SO A TOTAL OF 15 MINUTES.
LET'S JUST MAKE IT AN EVEN EIGHT O'CLOCK, FOR OUR SCHEDULED ADJOURNMENT.
OK, WE'RE BACK IN SESSION AND WE ARE LOOKING AT RESOLUTION Q21 DISCHARGE OF A CLASSIFIED EMPLOYEE. DO WE HAVE A MOTION TO-- I'D LIKE TO MENTION THAT THE BOARD OF DIRECTORS APPROVED RESOLUTION Q21 DISCHARGE OF A CLASSIFIED EMPLOYEE.
THANK YOU. ANY FURTHER DISCUSSION? HEARING NONE, ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.
AYE. ALL THOSE OPPOSED? MOTION PASSES FIVE TO ZERO ON RESOLUTION Q21.
AND WITH THAT, I'VE GOT EIGHT O'CLOCK, AND THIS OCTOBER 25TH MEETING IS ADJOURNED.
