I'D LIKE TO START BY, WE'VE GOT A WE'VE GOT SEVERAL KEY TOPICS TO COVER, NOT ALL IN THE SUPERINTENDENT'S REPORT, BUT PARTLY IN THE FISCAL REPORT, THE HR REPORT AND ON TEACHING AND LEARNING REPORT. SO MINE WILL BE QUICK.

AS USUAL, I'D LIKE TO UPDATE THE BOARD ON THE NUMBER OF COVID CASES FROM 9/27-10/12, THE LAST TWO WEEK PERIOD.

SO WE HAD 46 CONFIRMED CASES; SEVEN CONFIRMED CASES OF STAFF AND 39 CONFIRMED CASES OF STUDENTS.

THIS IS SIGNIFICANTLY DOWN.

LAST WEEK, I THINK OUR NUMBERS WERE LESS THAN A TOTAL OF 20 CASES DURING THE WEEK.

BUT YOU KNOW, THERE'S ALWAYS THE UPS AND THE DOWNS ASSOCIATED WITH IT.

AND TODAY WE HAD 19 CASES.

SO SOMETIMES WE GET LUCKY AND SOMETIMES NOT SO MUCH.

WE HAD 143 STUDENTS WHO MISSED SCHOOL BECAUSE THEY WERE IDENTIFIED AS CLOSE CONTACTS AND WERE QUARANTINED.

AGAIN, DOWN SIGNIFICANTLY FROM PAST TWO WEEK PERIODS, WHICH I'VE REPORTED, BUT IT'S

EVIDENT THAT COVID IS STILL PREVALENT IN OUR COMMUNITY.

WITH THAT, UNLESS THERE'S ANY QUESTIONS ON THAT, I'M GOING TO TURN IT OVER QUICKLY.

SO TWO MINUTES AGO, SOMEONE BROUGHT UP THAT STUDENTS WERE REPORTING CLOSE CONTACTS THAT WEREN'T ACTUALLY CLOSE CONTACTS.

AND I'M JUST WONDERING YES, WE FOLLOWED UP WITH BOTH.

IT ENDED UP NOT AT CAM AT BATTLE GROUND HIGH SCHOOL IS REALLY WHERE THE STUDENT ATTENDED THAT THAT WAS HEARD OF.

THEY FOLLOWED UP BOTH THE COVID SUPERVISOR AND WITH THE DEAN OF STUDENTS THERE.

THEY DIDN'T HAVE ANYTHING THAT THEY WERE AWARE OF IN THAT WAY.

THE ONLY THING THAT THEY THOUGHT COULD HAVE BEEN A CONFUSION AROUND THAT, AS THERE WERE SOME STUDENTS WHO WERE ATTEMPTING TO SEND FRIENDS INTO THE COVID ISOLATION ROOM AS THOUGH THEY WERE NEEDING TO ISOLATE, AND THEY ADDRESSED THAT RIGHT AWAY.

BUT NONE OF THE COVID ASSASSINATION, AS WE HEARD IN THE REPORT THAT WE COULD FIND.

I ASKED THEM TO BE VIGILANT AND KEEP THEIR EAR TO THE GROUND IN THAT ARENA, BUT NOTHING WE COULD FIND. MY UNDERSTANDING, MARY, WAS THE CASE THAT WAS SPECIFICALLY BROUGHT TO OUR ATTENTION, WHEN WE INVESTIGATED IT, WE ONLY FOUND OUT THAT FOUR STUDENTS WERE IDENTIFIED AS CLOSE CONTACTS IN THAT CASE.

SO IT APPEARED THAT THAT WASN'T HAPPENING.

OUR NURSES HAVE ASSURED US THAT AND ADMINISTRATORS THAT THEY ASK ENOUGH QUESTIONS TO MAKE SURE THAT THAT'S THAT'S NOT LIKELY THAT IT WOULD OCCUR OR COULD OCCUR.

OK, WITH THAT, I'M GOING TO TURN IT OVER TO OUR HUMAN RESOURCES.

GOOD EVENING, BOARD. WELL, IT HAS BEEN A BUSY FEW WEEKS IN HUMAN RESOURCES.

AS YOU CAN IMAGINE, THE LOOMING OCTOBER 18TH DEADLINE IS JUST AROUND THE CORNER, ONE WEEK FROM TODAY. AND SO MY HR DIRECTOR, STEPHANIE WATSON AND I HAVE BEEN BUSY TRYING TO MAKE SURE WE HAVE ACCOUNTED FOR EVERY EMPLOYEE IN OUR DISTRICT, CLASSIFIED STAFF, CERTIFIED STAFF, ADMINISTRATORS, COACHING STAFF WORKING WITH EACH OF THEM TO ENSURE THAT WE ARE IN COMPLIANCE WITH THAT OCTOBER 18TH DEADLINE.

WE HAVE DONE EXEMPTIONS, RELIGIOUS AND MEDICAL EXEMPTIONS FOR SOME STAFF.

WE HAVE ALSO HAVE A HANDFUL THAT WE STILL NEED TO MEET WITH LATER THIS WEEK TO TALK THROUGH SOME OPTIONS.

SOME STAFF WILL NOT BE FULLY VACCINATED BY THE TIME OCTOBER 18TH COMES AROUND, AND SO WE ARE LOOKING AT HAVING SOME SUBS IN CLASSROOMS. NOT MANY, THOUGH, ABOUT TWO OR THREE SUBS ARE GOING TO BE NEEDED IN THE CLASSROOM SETTING . FOR CLASSIFIED STAFF, WE'RE LOOKING AT ABOUT 10 TO 12, DEPENDING ON THE PERSON'S ROLE.

SO WE'RE HAPPY TO SAY THAT THAT EVERY DAY THAT NUMBER KEEPS DWINDLING DOWN AS WE MAKE CONTACT WITH PEOPLE AND TALK THROUGH THEIR THEIR PLANS.

I'D ALSO LIKE TO TOUCH BASE A LITTLE BIT ABOUT OUR EXTRACURRICULAR CONTRACT.

I'VE GOT TOM ADAMS HERE IN THE ROOM AS WELL.

WE HAVE BEEN WORKING WITH BGA ON OUR EXTRACURRICULAR CONTRACT AND LOOKING AT SOME REVISITING THE LANGUAGE AND SOME ADDITIONAL PIECES WITH THAT, IT IS UP FOR NEGOTIATIONS.

AND THEN WE ALSO ARE SPENDING QUITE A BIT OF TIME JUST FOCUSING ON SUPPORTING OUR SCHOOLS AND REALLY AROUND COVID SUPPORT, SO PROVIDING SOME ADDITIONAL BA HOURS TO HELP WITH CONTACT TRACING.

IN ADDITION TO HIRING ADDITIONAL STAFF TO SUPPORT THE THE CONTACT TRACING EFFORTS FROM A DISTRICT LEVEL IN ORDER TO ALLEVIATE THE WORKLOAD THAT MANY OF OUR NURSES AND LPNS AND ADMINISTRATORS ARE DEALING WITH, SO RELATED TO THAT CONTACT TRACING PIECE.

AND THAT'S ABOUT IT FROM HR.

SO IT'S NOTHING BUT A RUMOR AT THIS TIME.

AND FOR EVERY RUMOR WE HEAR THAT IT'S GOING TO HAPPEN, WE HEAR A STATEMENT TO THE OTHER THAT SAYS, NO, IT'S NOT GOING TO HAPPEN.

SO WE DON'T KNOW.

BUT WHAT I WOULD LIKE TO POINT OUT TO THE BOARD IS, FIRST OF ALL, I DO WANT TO RECOGNIZE PUBLICLY THE WORK OF OUR HR DEPARTMENT, SPECIFICALLY MICHELLE REINHARDT AND STEPHANIE WATTS. THE WORK THAT THEY'VE DONE IS PHENOMENAL, WITH THE NUMBER OF EXEMPTIONS THEY HAD TO PROCESS AND JUST TRACKING DOWN STAFF.

AND I WOULD BE REMISS IF I DIDN'T RECOGNIZE THEIR ENTIRE DEPARTMENT BECAUSE THERE WERE CERTAINLY A LOT OF PEOPLE INVOLVED IN IT, BUT THEIR LEADERSHIP WAS INSTRUMENTAL.

BUT, YOU KNOW, TWO WEEKS AGO, I STOOD IN FRONT OF YOU AND WAS FEARFUL THAT WE WOULD HAVE A PERCENTAGE OF PEOPLE WHO DID NOT MEET THAT VACCINATION MANDATE THAT WOULD FORCE US TO CLOSE. AND THAT IS NOT THE CASE.

WE WILL BE ABLE TO CONTINUE TO OPERATE.

AND I ALSO THINK IT IS IMPORTANT TO RECOGNIZE, YOU KNOW, THE DEDICATION AND THE COMMITMENT OF OUR STAFF THAT, YOU KNOW, THEY CAME THROUGH AND DID WHAT THEY NEEDED TO DO IN ORDER TO, SOMETIMES NOT WHAT THEY WANTED TO DO, BUT THEY DID WHAT THEY HAD TO DO IN ORDER TO CONTINUE WORKING WITH KIDS AND MEETING, YOU KNOW, THE COMMITMENT THAT THEY MADE IN THOSE AREAS. SO I ALSO WANT TO THANK OUR STAFF FOR COMING THROUGH.

BUT WE ARE IN WE ARE IN REALLY, REALLY GOOD SHAPE BECAUSE OF A LOT OF WORK FROM A LOT OF DIFFERENT PEOPLE. AND I'LL JUST ADD ONE MORE EMPLOYEE GROUP, AND THAT IS OUR SUBSTITUTES. SO THEY ARE IN HIGH NEED RIGHT NOW, BUT WE ARE ALSO WORKING WITH THEM TO MAKE SURE THAT THEY ARE IN COMPLIANCE AS WELL FOR THAT DEADLINE.

WE HAD A WONDERFUL ATTENDANCE, ALL THINGS CONSIDERED.

NEARLY THREE HUNDRED EMPLOYEES, CERTIFICATED STAFF TOOK PART IN A MIXTURE.

SO WE HAD A KEYNOTE SPEAKER, TIM BROWN, WHO SPOKE WITH US FIRST.

AND THEN THERE WERE CONCURRENT SESSIONS THAT WERE OFFERED IN ONE OF TWO AREAS FOR THOSE CONCURRENT SESSIONS. AND THEN ALSO IN BETWEEN TIME THERE WAS PLC TIME BUILT IN FOR TEAMS TO WORK WITH SOME OF THE INFORMATION THEY HAD OR TO CONTINUE THE TEACHER CLARITY WORK THAT THEY'VE BEEN WORKING ON.

SO PRETTY GOOD ATTENDANCE.

ALL THINGS CONSIDERED, AS TIRED AS PEOPLE ARE REPORTING TO BE, I FEEL PRETTY GOOD ABOUT THAT NUMBER. PRETTY GLAD THAT IT WENT AS WELL AS IT DID.

THEN WE ALWAYS HAVE FIRST TWO WEEKS OF SCHOOL IS ALWAYS KIND OF SETTLING INTO ROOTS, MAKING ADJUSTMENTS, FIGURING OUT IF WE HAVE OVERLOADS THINGS LIKE THAT.

SO WE ARE AT A POINT, I THINK TWO WEEKS AGO, WE HAD MADE SOME FINAL ADJUSTMENTS, ESPECIALLY IN OUR SOUTH IN THAT IMPACTED PRAIRIE, GLENWOOD AND LAUREN, SPECIFICALLY THAT

SOME OF THOSE ROUTES WERE PRETTY OVERCROWDED AND RUNNING LATE.

BUT I THINK WE'RE GETTING THERE.

WE DID A LOT WITH OUR STAFF, TOO, THAT FIRST STUDENT WILL OWN THE MORNING ISSUES.

THAT IS, THEY OWN THAT.

THEY HAVE SAID THAT ALL ALONG, IN THE AFTERNOON, A LOT OF THAT IS ON US, GETTING BUSSES OUT OF THE SCHOOLS, GETTING THEM LOADED, GETTING THEM GOING ON TIME.

SO THAT'S AN INTERNAL THING.

SO WE TALKED ABOUT THAT WITH AND AGAIN, WE'RE STILL HAVE SOME ISSUES IN THE SOUTH END.

SO WITH THAT LAST FRIDAY, THEY HAD A REBID ON ROUTES.

SO WE CAN EXPECT THIS WEEK WITH DRIVERS DOING SOME NEW ROUTES, THERE MIGHT BE A LITTLE BIT OF HICCUPS HERE AND THERE STILL.

AND BECAUSE OF THAT, THE PARENT APP WILL GO LIVE NEXT MONDAY.

THAT'S THE PLAN TO GET THROUGH ONE MORE WEEK HERE.

IN THE FUTURE, WE PLAN TO HAVE THE PARENT APP UP AND RUNNING BY OCTOBER 1ST, REGARDLESS OF THE BID. AFTER YOU GET THROUGH THAT FIRST COUPLE TWO THREE WEEKS OF THE MAJOR ADJUSTMENTS, CHANGING STOPS, YOU KNOW, LOOKING AT OVERCROWDING.

SO PARENT APP, SUPER EXCITED ABOUT THAT BECAUSE THAT'S GOING TO REALLY HELP WITH COMMUNICATION. ONE OF THE THINGS WE DID LEARN IS IF A DRIVER MISSES A STOP, AND HERE'S AN EXAMPLE IF THEY PULL UP AND THERE'S NO STUDENT THERE, THEY USUALLY SLOW DOWN AND THEN THEY KEEP GOING IF THEY DON'T OPEN THE DOOR, AND THAT HAPPENS THREE TIMES IN A ROW.

THE APP THINKS THEY'RE OFF ROUTE AND SHUTS DOWN.

SO THERE'S SOME TRAINING WE HAVE TO DO WITH THE DRIVERS THAT THEY SHOULD BE STOPPING OPENING THEIR DOOR.

AGAIN, IT ALL WORKS HAND IN HAND WITH GETTING THE ROUTES EFFICIENT AND DRIVERS KNOWING WHAT THEY'RE SUPPOSED TO BE DOING.

SO THAT'S AN UPDATE ON THAT.

THE DIGITAL GAS READER, WHICH NONE OF US WILL KNOW EXCEPT IT WILL HELP WITH REPORTS AND STUFF. IT'S A SIX MONTH OUT INSTALLATION, JUST BECAUSE THE CONTRACTOR.

IT'S HARD TO GET WORK RIGHT NOW, BUT ONCE WE GET THAT, IT'LL HELP US INTERNALLY WITH THE EFFICIENCY OF REPORTS ON GAS.

THE DIGITAL VIDEO DOWN READER IS ALL INSTALLED.

THEY JUST HAVE TO RUN A WIRE, WHICH I THINK THEY DID ON FRIDAY, NOT A WIRE, BUT A CABLE TO THE EXTRA COMPUTER, SO THAT AS THE BUSSES COME IN, THE VIDEOS WILL DOWNLOAD AGAIN.

THAT'LL HELP OUR BUILDINGS TO BE MORE EFFICIENT, ESPECIALLY WITH COVID CLOSE CONTACT TRACING ON BUSSES, LET ALONE ANY OTHER ISSUES.

AND THE LAST THING UPDATE IS WI-FI.

WE DO HAVE IN ALL OF OUR, IT'S BEEN QUITE THE PROCESS AGAIN WITH JUST A REGULAR STARTUP AND THEN TRYING TO DO THIS.

THEY'VE EXTENDED THE WINDOW AN EXTRA WEEK THIS YEAR JUST DUE TO ASPECT TESTING AND OTHER THINGS THAT HAVE BEEN GOING ON.

AND WE HEARD VERY LOUD AND CLEAR FROM BOTH OUR COUNSELORS AND MANY COMMUNITY ORGANIZATIONS THAT USE THE DATA TO FOR THEM TO BE ABLE TO APPLY FOR GRANTS AND OTHER THINGS THAT WE REALLY NEED THAT INFORMATION.

AND SO I'M HAPPY TO SAY THAT WE WERE ABLE TO SWITCH TO PAPER AND PENCIL.

AND IS ASPECT TRAINING THE STATE TESTING JUST A FULL REGULAR JUST LIKE IT'S ALWAYS BEEN.

OR DID THEY PARE IT DOWN A LITTLE BIT? YEAH.

SMARTER BALANCE TESTING OPENED ON SEPTEMBER 7TH, OUR FIRST SCHOOL STARTED ON SEPTEMBER 28TH, BUT WE HAD JUST ONE SCHOOL THAT WEEK AND THEN WE HAD SEVERAL LAST WEEK AND WE HAVE QUITE A FEW GOING RIGHT NOW.

THE TEST IS SHORTER THAN NORMAL, SO THE ENGLISH LANGUAGE ARTS AND MATH TESTS ARE EACH ABOUT 90 MINUTES.

AND I THINK THE SAME WILL BE ABOUT TRUE WITH THE SCIENCE TEST AS WELL.

BUT EVERYBODY IS TESTING FROM THE PREVIOUS GRADE LEVEL, SO OUR FOURTH GRADERS ARE TAKING A 3RD GRADE TEST.

YEAH. SO OUR HIGH SCHOOLS ARE HIT THE HARDEST THIS FALL WITH TESTING BECAUSE THEY HAVE SMARTER BALANCE TO GIVE TO NINTH GRADERS.

SO THEY HAD THE ELA MATH AND SCIENCE TESTS TO GIVE TO ALL OF THEIR NINTH GRADERS BECAUSE THOSE WOULD HAVE BEEN THE EIGHTH GRADE TEST.

OUR 10TH GRADERS HAVE THIS TIME OFF.

ELEVENTH GRADERS ARE TAKING THEIR ENGLISH LANGUAGE ARTS AND MATH TESTS FOR GRADUATION PURPOSES, AND THEN OUR SENIORS HAVE THE SCIENCE TEST THAT THEY WOULD HAVE TAKEN AS 11TH GRADERS. AND ANY STUDENT WHO NEEDS A TEST FOR GRADUATION HAS THE OPPORTUNITY AS A SENIOR TO TAKE THAT AS WELL.

BUT THEY ARE SHORTER THAN THE NORMAL TEST WOULD BE.

THEY ELIMINATED THE PERFORMANCE TASK COMPONENT OF IT, SO IT'S MOSTLY MULTIPLE CHOICE IN A FEW SHORT ANSWERS.

I JUST WOULD LIKE TO MAKE SURE THAT WE ARE ABLE TO GIVE CITIZENS NOTICE OF THAT SO THAT THEY CAN MAKE THEIR TESTIMONY REMOTELY IF THEY NEED TO AND THROUGH ZOOM.

SO WE CAN STILL HAVE THAT PUBLIC PARTICIPATION, EVEN IF IT'S REMOTE.

I'LL JUST HAVE TO SAY I'M REALLY CONFLICTED BECAUSE I THINK BEING FACE TO FACE AND BEING ABLE TO HEAR AND SEE PEOPLE WHEN THEY WANT TO COME AND SPEAK TO THE BOARD IS THE TRANSPARENCY AND THE ACCOUNTABILITY WE'RE LOOKING FOR.

HOWEVER, I DON'T THINK THAT WE CAN BE PUT IN A POSITION OF REFEREEING DIFFERENT GROUPS.

AND I THINK THAT MY MIGHT POTENTIALLY BE DANGEROUS FOR PEOPLE WHO COME TO THE MEETING FOR
