>> I SHOW 6 O'CLOCK.

[1. Call to Order]

I'D LIKE TO CALL THIS [NOISE] MONDAY, SEPTEMBER 13TH, 2020, REGULAR SCHOOL BOARD MEETING AND THE BATTLEGROUND SCHOOL DISTRICT ORDER.

I'D LIKE TO THANK THE STAFF, THE STUDENTS, AND THE CITIZENS WHO WOULD PRESENT INFORMATION TO THE BOARD TONIGHT IN ADVANCE, I APPRECIATE THAT.

[2. Pledge of Allegiance]

IF WE CAN, WE'LL START WITH THE FLAG SALUTE, RICARDO.

>> READY BEGIN.

>> NEXT UP IS OUR ROLL-CALL, SANDY.

[3. Roll Call]

>> HERE.

>> MR. PRESIDENT, WE HAVE A QUORUM.

>> GREAT. THANK YOU. NEXT UP IS OUR AGENDA APPROVAL.

[4. Agenda Approval]

>> MR. PRESIDENT?

>> YES.

>> YES. COULD I ASK THE BOARD TO CONSIDER HAVING A SHORT EXECUTIVE SESSION TO DISCUSS PERSONNEL? WE HAD A PERSONNEL ISSUE THAT HAS COME TO OUR ATTENTION AND I WOULD LIKE TO GIVE THE BOARD AN UPDATE IF THAT COULD BE AFTER THE MEETING AND I THINK WE'LL JUST NEED 15 MINUTES.

>> OKAY. GREAT. SO WHAT MRS. WATERS IS REFERRING TO IS COVERED UNDER RCW 42.30.110, ITEM G, PERSONNEL, IT READS TO EVALUATE QUALIFICATIONS OF AN APPLICANT FOR A PUBLIC EMPLOYMENT OR REVIEW THE PERFORMANCE OF A PUBLIC EMPLOYEE.

IF WE ADD THAT TO THE AGENDA, THAT WOULD COME AT THE END AND WOULD LAST 15 MINUTES.

>> YES.

>> OKAY.

>> THAT WOULD BE IN A CLOSED MEETING EXAM.

>> YES.

>> YES.

>> MR. PRESIDENT, I'D LIKE TO MAKE A MOTION THAT WE APPROVE THE AGENDA AS PRESENTED BUT ADDING ITEM 11A 50 MINUTE EXACT SESSION.

>> GREAT. SOUNDS GOOD. IF YOU'LL GIVE ME THE MOMENT TO RUN THROUGH.

TONIGHT, OF COURSE, WE HAVE COMMUNICATIONS REPORT, SUPERINTENDENT AND STAFF UPDATES, CITIZENS' COMMENTS, IT LOOKS LIKE WE HAVE SIX ON THE AGENDA OF THE NIGHT.

THE CONSENT AGENDA HAS ITEMS A THROUGH L. I'LL READ THOSE WHEN WE GET TO THAT POINT.

NO OLD BUSINESS LISTED, NEW BUSINESS ITEMS A AND B, AND WE WILL ALWAYS DISCUSS FUTURE AGENDA ITEMS, BUT WE'LL ADD THE EXECUTIVE SESSION IN THERE.

WE HAVE A MOTION TO APPROVE THE AGENDA AS PRESENTED WITH THE ADDITION OF THE EXECUTIVE SESSION, ANY OTHER QUESTIONS?

>> I MOVE THE BOARD OF DIRECTORS APPROVE THE AGENDA AS PRESENTED.

>> OKAY. WE GOT TWO MOTIONS, GOOD.

SAME ONE. ALL THOSE IN FAVOR SIGNIFY BY SAYING, AYE.

>> EXCUSE ME MR. PRESIDENT, WHICH MOTION ARE WE VOTING ON?

>> OH, I WOULD SAY THE ORIGINAL MOTION TAKES PRECEDENCE.

ALL THOSE IN FAVOR OF THE ORIGINAL MOTION SAY AYE.

>> AYE.

>> AYE.

>> AYE.

>> AYE. PASS IS FIVE TO ZERO.

>> THANK YOU.

>> YOU ARE WELCOME. IN OUR BOARD COMMUNICATION'S FIRST UP IS ASP REPORTS.

[5. Communications]

I UNDERSTAND WE MIGHT HAVE ASP REPRESENTATIVE.

WONDERFUL. THANK YOU FOR COMING TONIGHT.

WE'RE LOOKING FORWARD TO HAVING STUDENTS AT THE START OF OUR MEETING SPEAK TO THE BOARD.

IF YOU ALL INTRODUCE YOURSELVES.

>> MY NAME IS [INAUDIBLE].

>> PRESS IT REAL QUICK ONE AND YOU SHOULD SEE A GREEN LIGHT ON.

>> [NOISE] IT HAPPENS TO THE BEST OF US.

>> THAT'S RIGHT. [LAUGHTER] THIS IS PART OF OUR INITIATION. [OVERLAPPING]

>> PLEASE DON'T GET TOO CLOSE AND YOU'LL BE OKAY

>> [INAUDIBLE]

>> YEAH. PRESS DOWN ONES AND IT SHOULD COME BACK TO GREEN. THERE YOU GO. NOW YOU GOOD.

>> OKAY [INAUDIBLE] IS THAT WORKING? [INAUDIBLE].

>> NOW SANDY'S GOING TO TURN UP THE VOLUME A LITTLE BIT FOR YOU.

DON'T GET TOO CLOSE. RIGHT THERE. TRY THAT.

[00:05:03]

>> MY NAME IS JENIFER ROSE, I'M THE ASP ADVISOR [INAUDIBLE] THIS YEAR, AND THEN WE HAVE A STUDENT REPRESENTATIVE WITH US.

>> HI, I'M [INAUDIBLE].

>> TODAY WE WANTED TO SHARE SOME OF THE EVENTS THAT WE'VE ALREADY BEEN A PART OF AND THAT WE PLAN ON BEING A PART OF.

BUT BEFORE WE DO THAT WE WANT TO TALK ABOUT SOME OF THE GOALS APS HAS ALREADY GATHERED AND DECIDED OVER THE SUMMER, SO I'M MOVING FORWARD WITH ALL THE EVENTS THAT WE'VE PLAN ON DOING, WE'RE GOING TO KEEP THESE GOALS IN MIND.

THE FIRST GOAL IS BEING INCLUSIVE.

WE THOUGHT THIS IS VERY IMPORTANT BECAUSE ASP IS A REPRESENTER OF THE ENTIRE STUDENT BODY SO A REQUIREMENT ALL WE HAVE OUR ATTRIBUTES BACK AT SCHOOL, WE WERE TRYING TO HELP [NOISE] AS MUCH OF THE STUDENTS INVOLVED AS WE CAN.

ALONG WITH STAFF MEMBERS, THE COMMUNITY, OUR BOASTER CLAUSE OUR PRODUCTS, AND THE COMPOUND AT SCHOOL, WHICH LEADS US TO OUR SECOND GOAL JUST CLEAR COMMUNICATION.

IN ORDER TO INCLUDE EVERYBODY, WE HAVE TO HAVE CLEAR COMMUNICATION SO WE MIGHT HAVE STUDENT VOICE TO BE HEARD THROUGH SOCIAL MEDIA, THROUGH STUDENTS GIVEN OUT SURVEYS, HAVE CLEAR COMMUNICATION WITH OUR BOASTERS, WITH THE BOARD, OUR COMMUNITY, [INAUDIBLE].

THEN OUR THIRD GOAL IS TO RAISE SCHOOL SPIRIT.

AFTER THE LAST YEAR OF HAVING A LOT OF CHALLENGES OF NOT BEING ABLE TO VIEW A LOT OF THE EVENTS AND STILL HAVING A LOT OF THOSE CHALLENGES THIS YEAR, WE WANT TO MAKE SURE THAT STUDENTS ARE MAKING THOSE MEMORIES THAT THEY MAKE IN HIGH SCHOOL AND FEELING INCLUDED, HAVING SCHOOL SPIRIT, AND BEING INVOLVED WITH THE SCHOOL.

KYLIAN IS GOING TO TALK ABOUT TWO OF THE EVENTS WE'VE ALREADY BEEN A PART OF THIS YEAR.

>> THE FIRST EVENT THAT WE TOOK PART WAS THE [INAUDIBLE] WHICH WAS CREATED TO HELP INTEGRATE A [INAUDIBLE] IN OUR SCHOOL.

[NOISE] THE FIRST EVENT THAT WE TOOK PART IN WAS THE FOUNTAIN LAUNCH AND LIKE I SAID, THAT WAS TO HELP US SELECT A GROUP OF INCOMING FRESHMEN TO INTEGRATE THEMSELVES INTO OUR SCHOOL AND THE PURPOSES WERE TO HELP SHOW THEM AROUND NEW BUILDINGS SO THAT THEY WOULD GET COMFORTABLE AND ALSO TO GIVE THEM FRIENDLY FACES WITH DIFFERENT MENTORS AS WELL AS STUDENT MENTORS.

THE SECOND EVENT THAT WE HELPED TO PUT ON WAS THE FRESHMEN/NEW STUDENT ORIENTATION, WHICH HAD SIMILAR GOALS IN MIND, BUT ON A BIGGER SCALE, WHERE WE WERE HELPING TO ORIENT THE ENTIRE FRESHMEN CLASS AS WELL AS ANY INCOMING STUDENTS WHO HAD NOT BEEN AT PERRY.

AGAIN, OUR PURPOSES WITH THIS EVENT WAS JUST TO ORIENT PEOPLE AND HELP THEM GET TO KNOW OUR CAMPUS AND TO MAKE SURE THAT THEY HAD SOME FRIENDLY FACES WITH TEACHERS, FACULTY, AND OTHER STUDENTS.

>> THANK YOU. HOPEFULLY, WE HAVE BETTER LUCK WITH THIS MICROPHONE.

TWO EVENTS THAT WE HAVE COMING UP THAT ASP IS A PART OF AND WE'RE SUPER EXCITED ABOUT IS BACK TO OUR PRAIRIE NIGHT, WHICH IS SEPTEMBER 22ND, AND WHAT THAT DOES IS INVITE FAMILIES INTO OUR SCHOOL.

IT'S AN OUTDOOR EVENT, SO IT'S SAFE FOR COVID PROTOCOLS.

BUT IT ALLOWS FAMILIES TO SEE WHAT CLUBS WE HAVE GOING ON, TO LEARN INFORMATION ABOUT THEIR TEACHERS, TO MEET SOME OF THE FACULTY, AND THEN ASP IS GOING TO HAVE A BOOTH FOR THE INFO FAIR WHERE PARENTS CAN ASK US WHAT IS ASP? WHAT IS ASP HAVING PLANNED? HOW CAN MY STUDENT BECOME INVOLVED? THE SECOND EVENT WE HAVE PLANNED IS OUR HOMECOMING EVENT.

WE ARE DOING A HOMECOMING HALFTIME SHOW AND WE HAVE REACHED OUT TO A LOT OF OUR STUDENTS INTO HEARING THEIR VOICES ABOUT WHAT SPIRIT DAYS THEY WANT TO SEE.

WHO DO THEY WANT TO SEE ON HOMECOMING COURT? THEN WE'RE GOING TO HAVE AN OUTDOOR DANCE TO TRY TO HAVE THAT SCHOOL SPIRIT BE BROUGHT UP AND WHILE FOLLOWING SAFETY PROTOCOLS.

THAT'S ALL WE HAVE TO UPDATE WITH YOU GUYS. THANK YOU.

>> GREAT. ANY QUESTIONS OR COMMENTS FROM THE BOARD?

>> IT'S JUST GREAT TO SEE STUDENTS IN PERSON, SO WELCOME.

[LAUGHTER]

>> I WANT TO SAY THANKS TO OUR TWO STUDENT BOARD MEMBERS.

THEY STEPPED UP WHEN I ASKED THEM, CAN YOU HELP ME GET MORE STUDENT BOYS DURING THOSE ASP REPORTS? WE'VE BEEN CLOSED DOWN.

SO THANK YOU FOR BEING THE FIRST ONES AND STEPPING UP AND PLEASE ENCOURAGE YOUR CLASSMATES BECAUSE WE'D LIKE TO HEAR ABOUT SOME OF THOSE CLUBS THAT THE PARENTS AND EVERYBODY GET TO CHOOSE FROM.

[00:10:04]

SO FEEL FREE TO TELL PEOPLE TO COME COMMUNICATE CLEARLY WITH THE BOARD AS WELL.

>> THANK YOU.

>> THANK YOU.

>> THANK YOU.

>> DO I HAVE ANY OTHER SCHOOL ASP REPRESENTATIVES?

>> I CONTACTED THE BATTLE GROUND ASP PRESIDENT.

I DID GET A RESPONSE THAT THEY WERE COMING.

I HAVE NO UPDATE ON THAT.

>> OKAY. THANKS FOR MAKING THE EFFORT.

I KNOW I HOOKED YOU UP WITH THAT CONTACT AND HOPEFULLY, WE'LL GET ONE SOMETIME DOWN THE LINE.

[INAUDIBLE] OR ACTUALLY EVEN THE MIDDLE SCHOOLS WILL BE GREAT.

NEXT UP IS OUR COMMITTEE REPORTS.

WE HAVE OUR LEGISLATIVE COMMITTEE, THE AUDIT COMMITTEE, BATTLE GROUND EDUCATION FOUNDATION, WIAA, WASHINGTON STATE SCHOOL DIRECTORS ASSOCIATION, AND WE HAVE OUR TOURIST SCHEDULE YET?

>> I BELIEVE SANDY'S WORKING ON THAT. [OVERLAPPING] SHE SHOULD HAVE THAT TO YOU.

>> COMING SOON?

>> YEAH.

>> OKAY. GREAT.

>> WE WERE PLANNING ON STARTING IN OCTOBER.

>> GREAT. WE'LL START WITH THE LEGISLATIVE COMMITTEE, DIRECTOR HENDRICKSON.

>> I JUST WANTED TO TALK A LITTLE BIT ABOUT THE LEGISLATIVE ASSEMBLY THAT WAS SUPPOSED TO BE SCHEDULED FOR THE 24TH AND 25TH OF SEPTEMBER.

MARK AND I WERE BOTH GOING TO BE FLYING UP TO SPOKANE TO PARTICIPATE IN THAT EVENT.

THAT WAS POSTPONED BECAUSE OF THE PANDEMIC AND NOW IT'S BEEN RESCHEDULED FOR OCTOBER 29TH AND 30TH, AND I WILL BE IN HOUSTON VISITING A GRAND BABY THAT WAS BORN ACTUALLY TODAY.

>> [OVERLAPPING] CONGRATULATIONS. [APPLAUSE]

>> THANK YOU.

>> I WILL BE HOPEFULLY PRESENTING AT THE NATIONAL SCIENCE TEACHERS CONFERENCE ACROSS THE RIVER IN PORTLAND.

>> SO WE NEED SOMEBODY THAT CAN PINCH IN AND PARTICIPATE.

IT'S GOING TO BE REMOTE AND WE'LL NEED SOMEBODY TO FILL IN AND MAKE THOSE RECOMMENDATIONS ON THE PRIORITIES.

>> CAN YOU GIVE ME THE DATE AGAIN?

>> IS THE 29TH AND 30TH.

>> OF SEPTEMBER? [OVERLAPPING]

>> OCTOBER.

>> OCTOBER? OKAY.

>> YEAH. THEY PUSHED IT OUT A MONTH.

>> IT'S MOST OF BOTH OF THOSE DAYS.

I THINK IT STARTS ABOUT 10:00A.M.

ON FRIDAY AND IT GOES THROUGH 5:00 P.M. ON SATURDAY.

>> YEAH.

>> SOMETIMES THEY GET OUT EARLY.

>> [OVERLAPPING] IS THAT SOMETHING YOU COULD SLIP BETWEEN THE TWO BOARD MEMBERS?

>> IT'S A LITTLE TRICKY BECAUSE WE HAVE TO DESIGNATE A PERSON WHO VOTES, BUT WE CAN CHANGE THAT.

>> I CERTAINLY WOULD BE WILLING TO TAKE ON AT LEAST PART OF IT.

>> THANK YOU.

>> THANK YOU, MARY. THAT'S ALL I HAD.

>> OKAY. WE'LL GET YOU THE LIST OF POSITIONS IF YOU HAVEN'T ALREADY SEEN THEM AND WE'RE HOPEFULLY COMING UP WITH THE PRIORITY LIST PRETTY SOON AS WELL.

MR. WATERS, DO YOU KNOW IF WOSA HAS VOTED ON THEIR TOP LEGISLATIVE POSITIONS YET?

>> I HAVE NOT SEEN THAT.

>> OKAY. I HAVEN'T SEEN IT FROM WOSDA EITHER.

>> I'M HAVING EMAIL DIFFICULTIES WITH BOTH WOSA AND WOSDA.

THEY'RE HAVING A HARD TIME CHANGING WHO THE SUPERINTENDENT IS.

>> GOT YOU.

>> WELL, THEY CHANGED IT BUT THEY SPELLED MY NAME WRONG AND THAT CREATED A WHOLE BUNCH OF [LAUGHTER] PROBLEMS.

>> NEXT UP, THE AUDIT COMMITTEE, DIRECTOR SNITILY?

>> [NOISE] [BACKGROUND] OR IF SOMEBODY HAD THEIR SOUND UP ON THEIR COMPUTER.

>> IT'S JUST A MATTER OF US, WHEN SANDY COMES IN, SHE TRIES TO CALIBRATE OUR VOICES SO THAT SHE CAN GET THE BEST SOUND.

SO WHAT HAPPENS IS IF WE'RE NOT CALIBRATED AND YOU START TO LEAN IN CLOSER AND CLOSER, THAT'S WHEN YOU BEGIN TO GET THAT FEEDBACK.

WHAT I'M LEARNING IS THERE REALLY IS A METHOD TO THE MADNESS.

[OVERLAPPING] TO START WIDE AND THEN TO MOVE UNTIL YOU BEGIN TO HEAR IT AND ONCE YOU BEGIN TO HEAR IT, STAY IN THAT LOCATION RATHER THAN CONTINUING TO MOVE CLOSER AND CLOSER.

BUT THAT'S NOT A TRIED AND TRUE METHOD, THAT'S JUST [LAUGHTER] MY OWN THEORETICAL ASSUMPTIONS BASED ON MY EXPERIENCE, BUT IT SEEMS TO BE WORKING BETTER FOR ME NOW.

[BACKGROUND]

>> THE AUDIT COMMITTEE CONDUCTED THE MONTHLY MEETING VIA ZOOM ON SEPTEMBER 9TH AT 3:30.

MICHELLE SCOTT, ANNA [INAUDIBLE] CINDY [INAUDIBLE] MARY SNITILY, AND JACKIE MADDUX WERE IN ATTENDANCE.

WE REVIEWED THE AUGUST 2021 TRANSACTIONS, INCLUDING THE SUPERINTENDENT'S TIME SHEET, THE BOARD'S BUDGET, THE SUPERINTENDENT'S BUDGET,

[00:15:03]

ACCOUNTS PAYABLE, AND PAYROLL.

EVERYTHING WAS IN ORDER.

>> GREAT. NEXT UP IS BATTLE GROUND EDUCATION FOUNDATION COMMITTEE, DIRECTOR MADDUX?

>> JUST AGAIN TO SHARE THAT THEY ARE PARTICIPATING IN A COUPLE OF EVENTS COMING UP AND WOULD LOVE SUPPORT.

ONE IS GIVE MORE 24 ON SEPTEMBER 23RD AND THEN THE SECOND ONE IS THEIR ANNUAL AUCTION AT THE END OF SEPTEMBER THAT THEY WOULD LOVE TO HAVE PEOPLE SIGN UP FOR.

I BELIEVE THEY'VE INVITED ALL THE MEMBERS OF THE BOARD.

SO IF YOU CAN ATTEND, THAT WOULD BE GREAT.

ON ANOTHER NOTE FROM THEM, THEY WERE ABLE TO PROVIDE $500 GRANTS TO EVERY PRINCIPAL AT EACH OF THE 18 SCHOOLS TO HELP JUST GET SET UP FOR THE SCHOOL YEAR FOR ANYTHING THAT THEY MAY NEED JUST TO HELP OUT.

SO A NICE, GENEROUS DONATION BY THEM.

>> YEAH. GREAT. [OVERLAPPING] I THINK I AM SIGNED UP FOR THE AUCTION, SO HERE WE GO.

NEXT UP, WIAA COMMITTEE, DR. MCCOY? NOTHING GOING ON THERE? OKAY. ALTHOUGH IT'S GREAT TO SEE SPORTS GOING ON OUT THERE, ALTHOUGH THEY HAVE THEIR CHALLENGES, I'M SURE.

NEXT UP, WASHINGTON STATE SCHOOL DIRECTORS ASSOCIATION UPDATES AND I WANT TO LET YOU KNOW THAT THE ANNUAL CONVENTION HAS NOW PUT TOGETHER A HYBRID OPTION AND THAT HAS US MAKING A DECISION ABOUT HOW WE'RE GOING TO ATTEND THAT.

SO I'M GOING TO GIVE YOU A COUPLE OF PIECES OF INFORMATION AND THEN IF YOU WILL JOIN WITH ME IN A DISCUSSION ABOUT WHAT ADVICE WE WANT TO PASS ON TO SANDY WHO DOES ALL THE REGISTRATIONS AND THINGS LIKE THAT AS WE GO ALONG.

FIRST OF ALL, I WANT TO LET YOU KNOW THAT WE HAVE A POLICY ABOUT ATTENDING THAT CONFERENCE.

POLICY 1822 SAYS, "IN KEEPING WITH THE NEED FOR CONTINUING TRAINING AND DEVELOPMENT TO ENHANCE EFFECTIVE BOARDSMANSHIP, THE BOARD ENCOURAGES THE PARTICIPATION OF ITS MEMBERS IN APPROPRIATE BOARD CONFERENCES, WORKSHOPS, AND CONVENTIONS, AND IT SHOULD BE BUDGETED FOR ANNUALLY FOR THAT PURPOSE." IT IS PART OF BOARD POLICY TO DO THAT.

THEN THERE'S POLICY 1112, RESPONSIBILITY TO MAKE SURE THAT NEW DIRECTORS ARE ADEQUATELY TRAINED AS THEY COME IN IN NOVEMBER.

WE'LL HAVE AT LEAST ONE NEW DIRECTOR.

SO THAT'S ONE THING TO CONSIDER.

THE CONVENTION FEE, WHETHER WE ATTEND IT IN PERSON OR REMOTELY IS THE SAME, SO THAT DOESN'T CHANGE.

NOT GOING TO THE CONVENTION I THINK IS NOT ONE OF THE OPTIONS, BUT WE COULD DECIDE TO DO THAT IN-PERSON WHICH WE ARE CURRENTLY REGISTERED FOR, OR IF WE WANTED TO, WE COULD CHANGE AND HAVE ALL OF US GO REMOTE OR WE COULD EVEN HAVE IT SPLIT AND HAVE SOME ATTEND IN-PERSON AND SOME ATTEND REMOTE.

THERE'S MOST OF THE INFORMATION.

THOUGHTS ABOUT ATTENDING THE ANNUAL CONFERENCE?

>> ARE YOU ASKING THE BOARD TO WEIGH IN WHETHER THEY'D LIKE TO BE IN PERSON OR ATTEND VIA REMOTE?

>> I GUESS SO. YES. AT LEAST SAY THAT EVERYBODY ELSE SO WE ALL KNOW WHAT EACH OTHER'S POSITIONS ON IT.

>> DID YOU ATTEND REMOTELY LAST YEAR?

>> YEAH, GOOD QUESTION.

THAT WAS THE ONLY OPTION LAST YEAR WAS REMOTE.

>> YOUR EXPERIENCE COMPARED TO OTHER YEARS?

>> I ONLY HAVE ONE OTHER YEAR EXPERIENCE.

IN-PERSON IS DISTINCTLY MORE INTERACTIVE, PARTICULARLY WITH THE SENSE THAT THE BOARD HAS TIME TO GET TOGETHER IN BETWEEN SESSIONS AND ACTUALLY TALK ABOUT WHAT'S GOING ON.

THE ONE THING I WAS DISAPPOINTED IN DOING THE REMOTE IS WE ALL WERE IN OUR OWN HOUSES BECAUSE WE COULDN'T EVEN GET TOGETHER HERE IN THIS ROOM WASN'T ALLOWED SO WE DIDN'T REALLY HAVE ADEQUATE OPPORTUNITY TO DEBRIEF AND SHARE THE INFORMATION LIKE YOU CAN IF YOU ATTEND IN PERSON.

THAT'S MY EXPERIENCE.

>> I THINK PROBABLY THE OTHER BENEFIT IS BEING ABLE TO RUB SHOULDERS WITH OTHER BOARD MEMBERS THROUGHOUT THE STATE AND GET TO KNOW THEM ON A DIFFERENT LEVEL.

I PERSONALLY WOULDN'T MIND GOING UP AND ATTENDING IN PERSON.

I THINK IT'S A TIME THING,

[00:20:04]

BUT IT'S BENEFICIAL TO BE THERE IN PERSON.

I THINK YOU CAN GO TO A BETTER CLASSES TO HAVE DIFFERENT CLASSES THAT YOU CAN GO TO.

YOU DON'T ALL HAVE TO GO TO THE SAME CLASS.

YOU CAN PICK THE CLASSES THAT YOU WOULD LIKE TO ATTEND AND REPORT BACK ON THEM.

THAT WOULD BE MY RECOMMENDATION FOR MYSELF.

BUT IT WOULD BE NICE IF THE WHOLE BOARD WENT UP AS WELL, THAT WOULD BE MY VOTE.

>> I AGREE. I WOULD ALSO LIKE TO ATTEND IN PERSON.

IT WAS A CHALLENGE TO DO THE CONFERENCE REMOTELY LAST YEAR.

I THINK AS LONG AS WE ARE SAFE, I THINK THAT'S SOMETHING THAT I WOULD LIKE TO PURSUE AS LONG AS IT DOESN'T GO FULLY REMOTE.

IF IT DOES, WE'LL GO VIRTUAL AGAIN.

>> RIGHT.

>> I AGREE. I THINK THE EXPERIENCE IN NETWORKING OPPORTUNITY IN-PERSON IS [INAUDIBLE].

>> STUDENTS?

>> I WOULD LOVE TO GO IN PERSON.

LAST YEAR IT WAS A LITTLE COMPLICATED BECAUSE THERE WAS A LOT OF PEOPLE IN THE BREAKOUT ROOMS AND IT WAS LIKE ALL OVER THE PLACE.

JUST PERSONALLY GETTING THE FEEL FOR WHAT IT'S LIKE SINCE I MIGHT BE A LITTLE SELFISH, IT'S MY LAST YEAR HERE.

I'D LOVE TO GO ON IN-PERSON AND JUST HAVING THAT FACE-TO-FACE COMMUNICATION WITH OTHER BOARD MEMBERS ACROSS THE STATE.

>> I WOULD ALSO REALLY LIKE TO GO, I FEEL LIKE IT'S GOING TO BE LIKE A REALLY FUN EXPERIENCE AND WE'LL ACTUALLY BE ABLE TO LEARN A LOT EASIER IN PERSON.

>> GREAT. YOU CAN PREVIEW SOME OF THAT AGENDA.

THERE ARE THINGS SPECIFICALLY FOR STUDENTS, OKAY, I DIDN'T MEAN TO SET YOU UP HERE, BUT I WANT TO ADD ONE MORE PIECE OF INFORMATION.

I GOT A LOT HERE. [LAUGHTER] I LOOKED AT THE TIMING OF THIS AND IT WOULD BE AFTER THE NOVEMBER ELECTION, WHICH INCLUDES THE LEVY.

I COULD SEE IT BEING A PUBLIC PERCEPTION PROBLEM.

IF WE WENT OFF IN-PERSON, [OVERLAPPING] IF THE LEVY DOESN'T PASS.

I'D LIKE TO REMAIN VERY POSITIVE AND THINK THAT IT WOULD, AND THAT THE BUDGET IS ACTUALLY ALREADY THERE, BUT WOULD THAT MAKE A DIFFERENCE FOR PEOPLE?

>> FOR ME IF THE LEVY DOESN'T PASS, I DON'T FEEL IT WOULD BE APPROPRIATE FOR US.

EVEN THOUGH ITS BUDGET I JUST DON'T THINK THAT IT WOULD BE APPROPRIATE FOR US TO ATTEND.

>> MR. PRESIDENT, IF I CAN INQUIRY.

THERE'S NO REFUND AT THAT POINT THOUGH, IS THERE? SO YOU PRETTY MUCH HAVE TO MAKE THE COMMITMENT NOW AND LIVE WITH IT?

>> THANK YOU. THE FEE FOR THE ATTENDANCE TO THE CONFERENCE IS THE SAME WHETHER YOU ATTEND REMOTELY OR IN-PERSON, CORRECT ME IF I'M WRONG, SANDY ABOUT THAT.

WE CHECKED WITH THE HOTEL, WE HAVE RIGHT UP TO 48 HOURS TO CANCEL THE HOTEL AND ALL THE TRAVEL ARRANGEMENTS AND THINGS LIKE THAT, WHICH WOULD BE A PRETTY SIGNIFICANT EVENT.

THERE IS A LATE FEE PENALTY IF YOU CANCEL AFTER THAT POINT, CORRECT?

>> ONE NIGHT FEE IF YOU CANCEL LESS THAN 48 HOURS FOR THE HOTEL.

>> BUT I WAS THINKING WAS THERE PART OF THE REGISTRATION FEE NOT CHANGED?

>> [INAUDIBLE].

>> FOR THE WHOLE TEAM?

>> MINUS $125 PER PERSON FOR THE REGISTRATION THAT WE PAID FOR EACH BOARD MEMBER TO ATTEND.

>> SO THERE WOULD BE SOME PENALTY.

THAT'S NOT HUGE COMPARED TO THE NIGHT STAY IN THE HOTEL AND ALL THAT.

>> COULD WE MAYBE HAVE A THIRD OPTION AND THAT WOULD BE IF THE LEVY PASSES, WE WOULD GO IN PERSON BECAUSE OBVIOUSLY THE TRAVEL COSTS ARE MORE, IF THE LEVY DOES NOT PASS STILL ONLY ATTEND REMOTELY?

>> CORRECT. THAT WAS A THOUGHT. SUPERINTENDENT WATERS WANT TO WEIGH IN.

I THINK SOME OF YOUR STAFF WOULD GO AS WELL.

>> SUPERINTENDENT WATERS WOULD LIKE TO WEIGH IN AND SAY THAT WE WILL DO WHATEVER WE WANT.

>> YEAH. [LAUGHTER] WELL, WHAT I HEARD THE BOARD SAY IS 100 PERCENT WOULD REFER TO ATTEND IN PERSON, BUT ALSO REALIZED THAT IF THE LEVY WERE TO NOT PASS, WE SHOULD TAKE THE LESS EXPENSIVE OPTION OF DOING REMOTE.

>> KIDDING ASIDE, MARK, I DO THINK THAT THE CONVERSATION THAT YOU HAD WAS A GOOD ONE AND I COULD SUPPORT IT WHOLLY.

>> GREAT. SANDY, DOES THAT GIVE YOU ENOUGH DIRECTION? PERFECT. THANK YOU FOR ENTERING IN THAT DISCUSSION AND THANKS PATRONS FOR WAITING FOR US FOR THAT.

[00:25:02]

THAT'S GOING TO BRING US TO, OH, WAIT A MINUTE.

NO, I'M SORRY. I WAS TRYING TO GO TOO FAST.

DIRECTOR REPORTS.

>> WELL, PRESIDENT WATRIN, I ATTENDED THE COMMUNITY FORUM.

I HAD TO STEP OUT FOR SOME FAMILY HEALTH ISSUES THAT ARE GOING ON LIKE SOME OF YOU MAY BE AWARE, [NOISE] BUT IT WAS JUST NEED TO SEE IT COME TOGETHER.

I THINK IT'LL BE A POSITIVE THING IN THE FUTURE.

I DID WANT TO ADD, I THINK IT'S SOMETHING THE BOARD MAY CONSIDER IN BEING INVOLVED IN SELECTING THOSE PEOPLE POTENTIALLY, BECAUSE THE WAY I READ THE GUIDING PRINCIPLE WAS THAT GROUP IS GOING TO ADVISE THE SUPERINTENDENT AND THE BOARD.

IF IT'S GOING TO BE DOING THAT, I THINK THE BOARD SHOULD TAKE SOME OWNERSHIP OF THAT.

THAT WOULD BE MY RECOMMENDATION.

>> GREAT. THANKS FOR TAKING THE LEAD ON THAT.

I WILL LET YOU KNOW THAT I WAS INVITED TO BE PART OF THAT SELECTION PROCESS WHEN IT HAPPENS SO HOPEFULLY I'VE REPRESENTED US WELL DURING THAT.

>> THEN THE SECOND THING I WANTED TO SHARE WAS GOT SOME COMMUNICATION FROM SOME CITIZENS ABOUT THE MASK MANDATE AND ASKING THE BOARD TO HOW SHOULD I SAY NOT FOLLOW THE MANDATE.

I WANTED TO SHARE WITH THOSE THAT AREN'T AWARE OF WHAT OSPI SENT DOWN AND I DON'T KNOW IF YOU HAVE THAT.

>> I CAN FIND IT FOR YOU IF YOU NEED IT.

>> I HAVE IT HERE, BUT ESSENTIALLY, IF WE DO NOT FOLLOW THE MASK MANDATE AND WHAT LEA IS, US WILL HAVE 15 DAYS UPON RECEIPT OF THE FIRST NOTICE THAT WE DIDN'T FOLLOW THE MANDATE TO PROVIDE VERIFICATION OF COMPLIANCE TO OSPI.

IF WE DON'T CORRECT IT WITHIN 15 DAYS, OSPI PROVIDES A SECOND NOTICE AND THEN WE GET A FIVE DAY DEADLINE FOR CORRECTIVE ACTION.

IF AT THE END OF THAT TIME WE HAVE NOT MADE OSPI HAPPY, THEN THEY START TAKING AWAY FUNDING.

IF ANYBODY WANTS A COPY OF THIS LETTER, I'M HAPPY TO EMAIL IT.

JUST EMAIL ME AT MY BOARD ADDRESS OR TALK TO ME AFTER THE MEETING.

BUT THAT IS A SITUATION YOUR BOARD IS DEALING WITH. I JUST WANTED TO SHARE THAT.

>> THANK YOU. ANY OF THE OTHER DIRECTORS?

>> YES. COUPLE OF THINGS.

I HAVE EMAILED TO THE CENTER OF OTHER SCHOOLS TO BE A PART OF THEIR ZOOM MEETINGS TO HAVE A STUDENT VOICE INVOLVED AND I HAVE A ZOOM MEETING SEPTEMBER 22ND THAT I'M GOING TO INTEND SO I SHOULD GIVE ANOTHER REPORT SOON ABOUT THAT ONE.

THEN ALSO RICARDO AND I HAVE THOUGHT ABOUT AN IDEA OF A SOCIAL MEDIA PLATFORM FOR THE LEVY INFORMATION AND OTHER THINGS.

>> TESTING. GOT IT. ALL RIGHT.

[BACKGROUND] THANKS FOR YOUR PATIENCE.

THERE IS GOING TO BE A MEETING WHEN WE'LL GET THROUGH IT WITHOUT A SOUND ISSUE.

>> [LAUGHTER] OKAY. LIKE I WAS SAYING, [LAUGHTER] WE HAD THOUGHT ABOUT DOING A SOCIAL MEDIA PLATFORM FOR LEVY INFORMATION, GETTING IT TO THE STUDENTS BECAUSE STUDENTS TALK, HOPEFULLY TALKING TO PARENTS AND OTHER COMMUNITY MEMBERS, AND THEN ALSO FURTHER ON DOWN THE ROAD, HAVING DUE IMPORTANT DATES LIKE VOTING REGISTRATION, OTHER THINGS LIKE THAT.

I HAVE REACHED OUT TO PRAIRIE ASB, AND I HAVEN'T GOTTEN A RESPONSE FROM THEM.

I'M STILL WAITING FOR A RESPONSE FOR BATTLEGROUNDS ASB.

>> THANK YOU SYDNEY. ANY OTHERS?

[00:30:04]

>> I ATTENDED SOME WORKSHOP.

JUST INFORMATIONAL ABOUT AS A SCHOOL BOARD DIRECTOR, WHAT SCHOOL BOARDS DO, WHAT THEY DON'T DO, AND JUST HOW TO BE AN EFFECTIVE TEAM.

SO IT'S REALLY INTRODUCTORY TRAINING WHICH WAS GREAT. ONE OF THE THINGS.

AT THE END IT SAID THAT IT RECOMMENDED IT FOR ALL SCHOOL BOARD MEMBERS, WHETHER YOU'RE A BRAND NEW MEMBER OR YOU'VE BEEN DOING THIS FOR 10 YEARS.

IT WAS JUST A GREAT REFRESHER AND GREAT INFORMATION.

A LOT OF STATISTICS, AND SO I WOULD JUST SHARE THAT IT WAS REALLY WELL DONE BY THE TEAM AND IT WAS VIRTUAL AND IT WAS FREE. THAT WAS GREAT.

>> THANK YOU. USED TO BE WHAT YOU HAD TO WAIT FOR ANNUAL CONFERENCE TO GO GET.

SOME OF THOSE OPTIONS ARE AVAILABLE IN-BETWEEN NOW. THAT'S GOOD.

WELL LET THE BOARD KNOW I DID TURN IN OUR APPLICATION FOR BOARD OF DISTINCTION WHICH WAS ON APPROPRIATELY ENOUGH BOARDS-MAN SHIP, AND HOW TO BE AN EFFECTIVE BOARD TOGETHER.

THERE'S ABOUT SIX DIFFERENT CRITERIA.

YOU CAN GO ONLINE AND FIND IT, BUT IF YOU WANT, I CAN SHARE IT WITH YOU AS WELL, BUT ONE ITEM IN PARTICULAR STICKS WITH ME AFTER HEARING ABOUT SCHOOL BOARDS IN THE NEWS CONSTANTLY IS THAT OUR SCHOOL BOARD WILL STRIVE TO SHOW AND MODEL CIVILITY IN ALL OF OUR INTERACTIONS WITH THE PUBLIC.

I HOPE WE TAKE THAT TO HEART.

LAST CALL FOR DIRECTOR OF REPORTS?

[6. Superintendent and Staff Updates]

MR. WATERS, SUPERINTENDENT AND STAFF UPDATES.

>> THANK YOU BOARD. I'M GOING TO GO AHEAD AND GIVE YOU AN UPDATE ON FOUR OR FIVE DIFFERENT THINGS HERE AND I'LL STOP AFTER EACH ONE AND ASK IF YOU HAVE ANY QUESTIONS BEFORE I MOVE TO THE NEXT TOPIC.

CONTINUING ON A PROCESS THAT WAS STARTED BY MY PREDECESSOR, MR. ROSS, EVERY TIME WE HAVE A BOARD MEETING, I'M GOING TO UPDATE YOU ON OUR COVID SITUATION.

HERE'S OUR FIRST UPDATE.

THESE ARE CASES FROM BETWEEN SEPTEMBER 1ST, 2021 AND TODAY'S DATE WHICH IS 9-13-'21.

TOTAL CASES FOR US AND THIS INCLUDES CONFIRMED AND LIKELY.

JUST SO THAT EVERYBODY IS AWARE, A LIKELY CASE IS SOMEONE THAT HAS BEEN IDENTIFIED AS A CLOSE CONTACT TO A CONFIRMED CASE AND HAS BECOME SYMPTOMATIC.

THAT'S WHAT YOU CONSIDER LIKELY.

CLARK COUNTY PUBLIC HEALTH HAS OBLIGATED US TO CONTACT, TRACE, AND QUARANTINE BOTH CONFIRMED CASES AND THE LIKELY CASES AS THOUGH THEY WERE A CONFIRMED CASE.

UP TO THIS DATE, WE CURRENTLY HAVE 90 CASES, AND THAT'S IN THE SPAN OF SEVEN SCHOOL DAYS.

TWENTY-SEVEN OF THOSE CASES OCCURRED SINCE FRIDAY, SO IT'S BEEN A BUSY MONDAY.

THIRTEEN OF THOSE CASES, 12 CONFIRMED AND ONE LIKELY ARE WITH STAFF.

ON CAMPUS DURING INFECTION PERIOD, 11 OF THEM ARE ON CAMPUS DURING THE INFECTIOUS PERIOD.

NOT ON-CAMPUS DURING THE INFECTIOUS PERIOD, TWO OF THEM.

FOR THE STUDENTS, THERE ARE 77 CASES, 64 CONFIRMED, AND 13 LIKELY.

ON CAMPUS DURING THEIR INFECTIOUS PERIOD, 62.

NON ON-CAMPUS DURING INFECTIOUS PERIOD, 15.

TOTAL CLOSE CONTACTS IDENTIFIED.

THIS MEANS CLOSE CONTACTS FROM EITHER A CLASSROOM, A BUS, A SPORTING EVENT, EXTRA CURRICULAR ACTIVITY.

STAFF, FIVE IDENTIFIED AS CLOSE CONTACTS.

STUDENTS, 311 IDENTIFIED AS CLOSE CONTACTS, 220 IN QUARANTINE.

THE NUMBER OF STUDENTS SINCE THE BEGINNING OF THE YEAR THAT HAVE BEEN IN QUARANTINE OR ISOLATION, TOTAL 743 STUDENTS.

YOU CAN SEE THAT IT ALREADY, EVEN IN THE SPAN OF SEVEN DAYS AS HAVING QUITE THE IMPACT.

OBVIOUSLY THIS TRANSLATES TO A SIGNIFICANT WORKLOAD FOR BUILDING STAFF TO DO ALL THIS CONTACT TRACING.

I WANT TO SEND OUT KUDOS TO OUR ADMINISTRATORS WHO ARE DOING A LOT OF WORK, TO OUR COVID SUPERVISORS AND OF COURSE TO OUR NURSING STAFF AND ISOLATION ROOM AND HEALTH ROOM ASSISTANTS, FRONT OFFICE STAFF, ALL OF THOSE PEOPLE ARE ASSISTANT.

IT'S CERTAINLY NOT AN EASY TASK.

THAT'S WHERE OUR CURRENT MEASURES ARE.

ANY QUESTIONS ON THAT?

>> I'VE GOT A COUPLE OF QUESTIONS.

[00:35:03]

ONE IS, HOW LONG ARE THOSE STUDENTS IN QUARANTINE IF THEY WERE IN CLOSE CONTACT?

>> WELL IT'S DEPENDENT MARY.

IF THEY ARE VACCINATED, THEY'RE ELIGIBLE TO RETURN. CATHY?

>> RIGHT. THIS YEAR WE GOT OUR VACCINATION STATUS.

IF SOMEONE IS FULLY VACCINATED, AND THEY'RE CLOSE CONTACT, BUT HAVE NO SYMPTOMS, THEY ACTUALLY DON'T HAVE TO QUARANTINE THIS YEAR.

THAT'S ONE OF THE BENEFITS OF BEING VACCINATED.

BEFORE WE VACCINATED, IDENTIFIED AS CLOSE CONTACT, BUT WITHOUT SYMPTOMS, YOU DON'T HAVE TO QUARANTINE.

FOR UNVACCINATED STUDENTS AND STAFF, THE MINIMUM QUARANTINE WAIT IS THREE DAYS.

THEY QUARANTINE FOR FIVE, AND THEY TEST.

IF THAT TEST IS NEGATIVE, THEY CAN COME BACK ON THE EIGHTH.

ONE OF THE CHALLENGES WE'RE HAVING RIGHT NOW IS THAT TEST MUST BE A PCR TEST.

IN ORDER TO TEST ON DAY 5, [INAUDIBLE].

>> YOUR MIC IS NOT ON MARY.

I JUST WANT TO CLARIFY ONE THING YOU SAID ON THAT ANSWER CATHY.

YOU SAID THAT THE QUARANTINE RULES, ARE THOSE THE DISTRICTS OR COUNTY PUBLIC HEALTH?

>> COUNTY PUBLIC HEALTH. [INAUDIBLE].

>> YEAH. I UNDERSTAND THAT.

ONE OF THE QUESTIONS THOUGH BECAUSE LAST TIME WE TALKED ABOUT THE RAPID TEST.

WHAT HAS HAPPENED TO THAT?

>> RAPID TEST IS AN OPTION AND WE HAVE THOSE AVAILABLE AND WE WILL BE ROLLING OUT THAT TESTING LATER AS WE'LL BE GOING INTO THE NEXT WEEK.

A RAPID TEST IS NOT SUFFICIENT TO BRING SOMEONE WHO'S BEEN IDENTIFIED AS A CLOSE CONTACT OR HAS A SINGLE SYMPTOM [INAUDIBLE] PCR OR MOLECULAR LAB TEST IN ORDER TO AVOID QUARANTINE.

>> MARY, JUST AS YOU KNOW, IN THEORY, WE WERE ALSO SUPPOSED TO BE ABLE TO PROVIDE THOSE FOR FAMILIES.

YOU'RE RIGHT IN YOUR RECOLLECTION, BUT UNFORTUNATELY, BECAUSE OF THE HEIGHT OF THE PANDEMIC AS IT EXISTS RIGHT NOW, THOSE TESTS ARE PROVING TO BE UNAVAILABLE, EVEN FOR US, FROM OUR VENDOR.

WE'RE HOPEFUL. KATHY'S BEEN TOLD THAT THERE'S A CHANCE THAT WE COULD GET SOME SOONER RATHER THAN LATER.

BUT TO THIS POINT, WE DON'T HAVE.

OUR HOPE IS THAT WE COULD BE THE PROVIDER FOR THE COMMUNITY.

THAT WAS THE ORIGINAL INTENT OF OUR TESTING PLAN.

BUT BECAUSE WE'RE UNABLE TO GET THOSE RIGHT NOW, THAT ASPECT OF IT IS ON HOLD, WHICH IS FRUSTRATING TO ALL OF US.

>> [INAUDIBLE].

>> RIGHT NOW, OUR TEACHING AND LEARNING TEAM IS WORKING WITH BUILDING ADMINISTRATORS, AND RIGHT NOW WE'RE TREATING IT AS AN EXTENDED ABSENCE, SO THE STUDENTS ARE WORKING WITH THEIR TEACHERS.

A LOT OF TEACHERS ARE STILL USING THEIR ONLINE PLATFORMS, SO THEY'RE BEING ABLE TO OFFER WORK THROUGH THEIR ONLINE PLATFORMS. WE DON'T HAVE ANY DIRECT CONTACT.

TEACHERS DON'T HAVE NECESSARILY DIRECT CONTACT, BUT IN SOME OF OUR LOWER GRADES, OUR PRIMARY GRADES, WERE ABLE TO REACH OUT WITH STAFF ASSISTANCE TO MAKE SURE THE STUDENTS ARE UNDERSTANDING OF THEIR WORK.

IF THE STUDENTS ARE OLDER, THEY'RE COMMUNICATING DIRECTLY WITH THEIR TEACHERS, TO HELP WITH EXPLAINING ASSIGNMENTS AND SUCH.

BUT SO FAR IT HAS BEEN WORKING.

>> I UNDERSTAND WE DON'T HAVE [INAUDIBLE].

>> NO, WE'RE NOT DOING SIMULTANEOUS INSTRUCTION.

>> THANK YOU.

>> YOU'RE WELCOMED.

>> I DO SEE YOUR REQUEST FOR COMMENT, BUT I GOT IN TROUBLE LAST TIME FOR OPENING IT UP TOO EARLY, SO [NOISE] I KNOW IF YOU CAN HANG ON TO THAT QUESTION, ANY ONE OF US WOULD BE HAPPY TO TALK TO YOU AFTER THE MEETING AND OUR SPECIAL SESSION.

>> IN ADDITION TO THE CONFIRMED CASES THAT WE ARE EXPERIENCING, WE ALSO HAD INCIDENT TODAY THAT I EMAILED THE BOARD EARLIER ABOUT.

GOING INTO FRIDAY, WE HAD THREE CONFIRMED CASES OF COVID ON OUR FOOTBALL TEAM.

THAT WAS NOT ENOUGH, WE DID THE CLOSE CONTACT TRACING.

[00:40:04]

THERE WERE ZERO CLOSE CONTACTS, BUT SINCE THAT TIME OVER THE WEEKEND, WE'VE HAD AN ADDITIONAL THREE STUDENTS, WHO ARE ON THE FOOTBALL TEAM BECOME POSITIVE WITH COVID, AND BECAUSE OF THAT, THE CLARK COUNTY DEPARTMENT OF HEALTH HAS RECOMMENDED THAT WE TREAT THAT AS AN OUTBREAK, AND BY TREATING IT AS AN OUTBREAK, WE ARE NOW UNDER THE ASSUMPTION THAT ALL OF THE FOOTBALL PLAYERS AT BATTLE GROUND HIGH SCHOOL ARE TO BE CONSIDERED CLOSE CONTACT.

SO EFFECTIVE THIS AFTERNOON, WE CANCEL THE JV FOOTBALL GAME THAT WAS GOING TO OCCUR THIS EVENING, AND WE HAVE CANCELED PRACTICES, UNTIL WE CAN DO FURTHER INVESTIGATIONS, AND DECIDE ON WHAT COMES NEXT.

WE'RE LOOKING INTO THE NUMBER OF STUDENTS WHO ARE VACCINATED, THE NUMBER OF STUDENTS WHO COULD POTENTIALLY BE CLEARED, BY THE NEXT SCHEDULED FOOTBALL GAME, WHICH IS THE PRAIRIE FOOTBALL GAME ON FRIDAY.

IF WE'RE UNABLE TO DO THAT, WE MAY HAVE TO CANCEL THAT GAME AS WELL, SO JUST PROVIDING AN UPDATE THERE.

IT IMPACTED A TOTAL OF 86 STAFF, AND STUDENTS.

>> HUMBLING.

>> IF YOU REMEMBER CORRECTLY, FOOTBALL, BECAUSE IT OCCURS OUTSIDE, IT'S CONSIDERED A CLOSE CONTACT SPORT, BUT BECAUSE IT'S OUTSIDE, MASKING IS NOT REQUIRED, THAT'S WHERE WE ARE AT.

SO ANY QUESTIONS ON FOOTBALL SITUATION?

>> JUST ONE?

>> YES.

>> CLARIFY YOUR COMMENT, YOU SAID YOU'RE LOOKING AT THE DATES THAT THE FOOTBALL PLAYERS COULD BE CLEARED TO PLAY THE GAME THIS FRIDAY?

>> YES.

>> WITHOUT PRACTICE.

>> WELL, AND THAT'S THE SITUATION AS WELL.

>> OKAY.

>> THERE IS A, THERE IS A CHANCE THAT, IF A PLAYER WAS VACCINATED, THEY COULD RETURN STARTING TOMORROW, [OVERLAPPING] OR ON WEDNESDAY, SO DEPENDENT UPON THE NUMBER OF PLAYERS WHO ARE VACCINATED, THEY MAY OR MAY NOT BE ABLE TO FEEL THE TEAM, BUT WE HAVEN'T COLLECTED ALL OF THAT INFORMATION YET.

THAT'S PART OF THE HESITANCY ON CANCELING THE GAME AT THIS POINT, BUT IT IS A LIKELIHOOD THAT THE GAME WILL END UP BEING CANCEL BECAUSE YOU'RE EXACTLY RIGHT.

NOT ONLY DO WE HAVE TO FACTOR IN THE TIME THAT THEY CAN RETURN, BUT GIVING THEM AN OPPORTUNITY TO PRACTICE AGAIN WOULD PROBABLY BE THE BEST COURSE OF ACTION.

>> THANK YOU FOR THAT CLARIFICATION.

>> THANK YOU FOR ASKING THE QUESTION.

I'M SORRY IT DIDN'T MAKE SENSE THERE.

THE THIRD ISSUE I WANT TO ADDRESS IS, I'M JUST FULL OF GOOD NEWS.

THE COMPREHENSIVE SEX EDUCATION.

JUST AN UPDATE FOR THE BOARD IF WE WERE SCHEDULED TO COME BACK TO THE BOARD NEXT BOARD MEETING, WHICH IS SEPTEMBER 27TH, AND WE WERE GOING DO A WORK SESSION WHERE WE REPORTED OUT THE FINDINGS OF THE COMMITTEE REGARDING CHECK THE FACTS, AND ALSO WHERE WE WERE GOING TO THEN BE MAKING A OFFERING A NEXT STEPS, FOR THE BOARD TO HELP US DECIDE WHICH WAY TO PROCEED.

I'M GOING TO ASK THE BOARD THAT WE CONSIDER DELAYING THAT UNTIL THE OCTOBER 13TH BOARD MEETING, AND THE REASON THAT I'M DOING THAT IT'S COME TO MY ATTENTION THAT ON THE 27TH WE WON'T HAVE A FULL CONTINGENT OF BOARD MEMBERS PRESENT, AND I THINK ON AN ISSUE AS IMPORTANT AS THIS, IT MAKES SENSE THAT ALL BOARD MEMBERS ARE PRESENT TO BE ABLE TO WEIGH IN.

SO IF THAT WERE THE CASE, IF THE BOARD WERE IN AGREEMENT WITH THAT, WE WOULD SHIFT THE KEVIN JONAH'S FACILITIES UPDATE FROM THE 13-27TH AND THEN MOVE THE CSE FROM THE 27-13TH.

ALSO, JUST THE CHALLENGES OF OPENING UP SCHOOL, AND SUPPORTING OUR TEACHERS, AND GETTING THE WORK DONE HAS PROVED TO BE CHALLENGING, AND I'M SURE BOTH ALICE AND DAVE, AND MYSELF AND SHELLY WOULD APPRECIATE SOME EXTRA TIME TO GET THAT PRESENTATION, AND REPORT READY FOR YOU GUYS.

>> I THINK HAVING A FULL BOARD WHEN WE MAKE THAT DECISION WOULD BE FAIRLY IMPORTANT, BUT OTHER BOARD MEMBERS CAN ALSO WEIGH IN.

>> I AGREE. I THINK WE SHOULD HAVE EVERYBODY HERE.

>> I AGREE. YES, LET'S ALL BE HERE.

[00:45:02]

>> THANK YOU. THIRD ITEM OF BUSINESS.

I JUST WAS GOING TO REPORT ON THE CITIZENS ADVISORY COMMITTEE.

I AGREE WITH TROY, AND TROY THANK YOU FOR YOUR COMMENTS, AND MARK, I APPRECIATE BOTH OF YOU IN ATTENDANCE, AND I'M HOPEFUL THAT I'LL SEE THE OTHER BOARD MEMBERS THERE.

WE HAD A GREAT MEETING, WE IDENTIFIED 39, WE ENDED UP WITH 39 PARTICIPANTS.

WE ORIGINALLY WERE GOING TO GET SOMEWHERE BETWEEN 25 AND 30, BUT THERE WERE JUST AN ABUNDANCE OF PEOPLE WHO WERE INTERESTED, SO WE EXPANDED THE COMMITTEE TO THE EXTENT THAT WE THOUGHT POSSIBLE.

BY HAVING 39 MEMBERS ON THE COMMITTEE, EACH SCHOOL WAS ASSURED OF HAVING AT LEAST TWO PARENTS WHO COULD SAY THAT THEIR CHILDREN ARE EITHER IN ATTENDANCE AT THE SCHOOL OR HAD ATTENDED THE SCHOOL, SO THAT WAS GOOD.

WE HAD A NUMBER OF COMMUNITY MEMBERS INCLUDING THE [INAUDIBLE].

WE HAD SOME BUSINESS MEMBERS, SOME DIGI CONNECT BOARD MEMBER THERE, SO A LOT OF GOOD FEEDBACK.

THE MEETING LASTED AN HOUR AND A HALF, WE DID AN OVERVIEW, WE DID INTRODUCTIONS, WE DID PURPOSE OF THE COMMITTEE.

WE WERE ALSO ABLE TO GIVE AN OVERVIEW OF THE COHERENCE WORK THAT WE'RE DOING IN THE COMMITTEE, AND THE WE ACTUALLY TOOK A SURVEY TO ASSESS WHAT ARE SOME OF THE TOPICS, THAT THE COMMITTEE WOULD LIKE TO TALK ABOUT.

NUMBER 1, WAS THE LEVY AND WHAT TO DO IF THE LEVY PASSES, AND WHAT TO DO IF THE LEVY FAILS, AND THE COMMITTEE LIKES THE IDEA OF HAVING SOME INPUT ON THAT.

SO BASED OFF OF THAT AND IT'S OUR PLAN ALREADY, OUR NEXT MEETING, WE'LL FOCUS ON A BUDGET OVERVIEW, AND POTENTIAL LEVY IMPLICATIONS FROM THAT.

THE COMMITTEE WILL BE RESPONSIBLE FOR THAT.

I THINK IT IS GOOD TIMING, BECAUSE WHATEVER HAPPENS WITH THE LEVY, THE COMMITTEE WILL BE ABLE TO COME BACK AND IF THE LEVY FAILS, THEY CAN HAVE THOSE DISCUSSIONS ABOUT WHERE THE PRIORITY SHOULD BE.

BUT ALSO IF THE LEVY PASSES, I THINK IT'S A GOOD OPPORTUNITY FOR OUR COMMUNITY TO WEIGH IN TO SEE, WHERE THOSE PRIORITY SHOULD BE WITH THE MONEY, THAT IS COLLECTED AND THE TAXES THAT WE COLLECT FROM THE COMMUNITY, SO I DO THINK IT POSES SOME GOOD POSSIBILITIES THERE.

BUT OVERALL, I THOUGHT IT WAS EXCELLENT.

THE FEEDBACK WE RECEIVED WAS REALLY, REALLY POSITIVE, AND I'M EXCITED ABOUT THIS JOURNEY THAT WE'RE ALL ON IT.

WE MADE IT CLEAR TO ALL OF THE MEMBERS ON THE COMMITTEE THAT THIS IS A NEW PROCESS FOR US, AND HASN'T BEEN DONE BEFORE AND SO WE WANT THIS PROCESS AND THIS COMMITTEE TO BE THEIRS.

THAT WE WILL BE FINDING THE PLANE, BUT BUILDING IT AS WE GO, AND THERE'S A LIKELIHOOD THAT, AS WE MOVE FORWARD, THAT WE MAY LOOK AT INCREASING THE NUMBER OF MEMBERS.

WE COULD LOOK AT IF IT BECOMES TOO UNWIELDY, WE COULD BE LOOKING AT DECREASING THE NUMBER OF MEMBERS.

THERE COULD BE A CO-CHAIR AND A CHAIR WHO RUNS THE MEETING, AND SETS THE AGENDA.

ALL DIFFERENT THINGS, BUT FOR NOW, I DO THINK THAT IT WAS AN EXCELLENT START FOR US.

QUESTIONS ABOUT THE CAC?

>> REGARDING ATTENDANCE. I'D LIKE TO GO, BUT I THINK WE CAN ONLY HAVE TO ATTEND UNLESS WE.

>> [OVERLAPPING] IF YOU'RE INTERESTED, WE'LL SEND OUT REGULAR ANNOUNCEMENTS.

>> OKAY.

>> IF YOU'RE INTERESTED, YOU CAN JUST LET SANDY KNOW, AND THEN WHAT WE WILL DO IS WE WILL COORDINATE WITH ALL OF THOSE THAT HAVE EXPRESSED AN INTEREST, AND FIGURE OUT WHICH TWO CAN ATTEND.

>> OKAY. SOUNDS FAIR.

THANK YOU.

>> [INAUDIBLE]

>> NOBODY CAN HEAR YOU.

>> OKAY. THERE. I THINK IT'S IMPORTANT TO TAKE THAT WORK ON, AND I KNOW IT'S DIFFICULT AND TIME-CONSUMING.

BUT I THINK IT'S THE IMPORTANT PIECE THAT WE HAVE TO CONNECT WITH OUR COMMUNITY.

I'M REALLY EXCITED ABOUT [BACKGROUND].

>> THANK YOU, MARY. [BACKGROUND]

>> IT'S THE SECOND THURSDAY.

>> OKAY. THANK YOU.

>> WHILE YOU'RE LOOKING THAT UP [OVERLAPPING] [BACKGROUND], YOU MENTIONED IT'S NEW TO US, BUT YOU SHARED IN THAT MEETING THAT I BELIEVE CANVAS HAS HAD ONE SINCE 1960.

>> 1968, RIGHT.

>> 40-43 YEARS.

50? YEAH.

[00:50:01]

>> I JUST WANTED TO.

>> YEAH. IT'S INCREDIBLE AND IT'S MORPHED OVER TIME.

IT STARTED OUT PRETTY SIMPLE LIKE OURS AND THEN AS PEOPLE GOT BETTER AND MORE ACCLIMATED WITH IT, IT CHANGED OVER TIME.

THEY RUN THERE AS [INAUDIBLE] RULES OF ORDER OF ALL THINGS, SO IT'S INTERESTING.

LAST BUT NOT LEAST, I WANTED TO PROVIDE THE BOARD WITH AN UPDATE ON CAM.

KEVIN JUST SO YOU KNOW, I'VE MENTIONED TO THE BOARD THAT I MET WITH SEVERAL I THINK IT WAS A TOTAL OF EIGHT CAMP FAMILIES TO DISCUSS THEIR CONCERNS ABOUT CAMP AND THEIR WISHES FOR CAMP.

I ALSO HAD THE OPPORTUNITY JUST RECENTLY TO MEET WITH THE CAMP PARENTS GROUP AND FILL THEM IN ON WHAT WE HAVE SEEN OR WHAT THE POSSIBILITIES LOOK LIKE.

WE'RE STILL EXPLORING THE MAPLE GROVE RIVER HOME LINK CAMPUS AS A POSSIBLE SITE FOR CAMP.

BUT WE HAVE ALSO, BASED ON FEEDBACK THAT I GOT FROM THE PARENTS WHO KEPT ASKING ABOUT THE POSSIBILITY OF USING LEWIS FILL THIS CAMPUS FOR A CAMPSITE.

WE DID OUR DUE DILIGENCE AND CHECKED WITH OSPI.

WE CAN'T USE ANY OF THESE EXISTING BUILDINGS BECAUSE THOSE BUILDINGS HAVE BEEN SURPLUS AND ARE NOT ALLOWED TO HOUSE STUDENTS, BUT WE CAN USE THE PROPERTY.

WHAT WE ARE CURRENTLY LOOKING AT IS THE SOCCER FIELD RIGHT OUT HERE, ADJACENT, JUST WEST OF THE AUTO SHOP AND CLOSE TO THE ROAD, THE PARKING LOT IN THE ROAD ABOUT POSSIBLY PLACING A REPLACEMENT CAMP PER A LOT OF DIFFERENT FACTORS INCLUDING A FINAL BUILDING PLAN AND COSTS AND ALL OF THOSE THINGS.

I'VE MADE THAT CLEAR THAT IT'S ULTIMATELY GOING TO BE A BOARD DECISION.

BUT WE ARE SERIOUSLY LOOKING AT THAT AS BEING A POTENTIAL OPTION FOR A NEW CAMP.

A LOT OF POSITIVE FEEDBACK ABOUT THAT BECAUSE OF ITS PROXIMITY TO THE OLD CAMP.

IN TERMS OF OUR POPULATION THAT WALKS TO CAMP, IT WOULD STILL FIT INTO THEIR PLANS ALSO AND THIS WAS BROUGHT UP BY KEVIN.

IF THE PLAN IS FOR THE BATTLEGROUND [NOISE] CITY TO PUT IN THE ROAD, THERE'S A NICE CONNECTION THERE TO THAT POTENTIAL OF THE ROAD AND HAVING THAT THE CAMP FACILITY THERE IN TERMS OF IN AND OUTS FOR TRAFFIC AND IN MANY WAYS.

OUR RIVER HOME LINK, MAPLE GROVE PLAN OR POSSIBILITIES ARE WE'VE RUN INTO SOME ROADBLOCKS THERE JUST SO THE BOARD IS AWARE.

ONE OF THE ROADBLOCKS IS THE POTENTIAL FOR A NEW ROAD BEING BUILT, WHICH I THINK ALL OF YOU ARE AWARE OF.

ROAD IN-BETWEEN THE CURRENT CHURCH OF THE ROCKS AND THE CURRENT MAPLE GROVE BUILDING, THAT WOULD BE REQUIRED IF WE ADD ANY ENROLLMENT TO THAT CAMPUS.

BUT ALSO THE OTHER BUGABOO, WHICH HAS BEEN DIFFICULT BECAUSE OF THE VERY DRY SPRING AND SUMMER THAT WE'VE HAD IS THAT THERE ARE SOME BOUNDARIES OF WETLANDS ON THAT FIELD: THE MAPLE GROVE FIELD, SOUTH OF MAPLE GROVE OR NORTH OF MAPLE GROVE.

BECAUSE OF THE LACK OF PRECIPITATION OR UNABLE TO GET ANY OF THE EXPERTS TO COME OUT AND ASSESS THAT PROPERTY TO DETERMINE WHETHER OR NOT IT WOULD BE ALLOWED BUILDING ON THERE.

THAT'S ANOTHER COMPLICATION THAT HAS OCCURRED.

THAT'S WHERE WE ARE, I JUST WANTED TO KEEP YOU IN THE LOOP.

BUT I AM HOPEFUL THAT COME TIME FOR THIS AND I THINK WE HAVE TARGETED THE MIDDLE OF NOVEMBER FOR US TO COME BACK TO THE BOARD AND MAKE SOME RECOMMENDATION.

THAT WOULD BE POSITIVE BECAUSE I THINK A FACTOR THAT IS GOING TO FEED INTO A DECISION AROUND CAMP HAS TO BE CONSIDERED THE LEVEE WHAT HAPPENS THERE.

I DO THINK IT IS IMPORTANT FOR US TO KNOW AND I'M NOT SAYING ONE WAY OR THE OTHER THAT IF THE LEVEE FAILS, THERE'S NO CAMP OR IF THE LEVEE PASSES, THERE IS A CAMP.

I'M JUST SAYING THAT'S IMPORTANT INFORMATION, THAT'S A CONSIDERATION THAT THE BOARD SHOULD PROBABLY HAVE BEFORE DECIDING WHICH DIRECTION TO MOVE FORWARD.

[00:55:01]

>> I JUST WANTED TO CLARIFY, DANNY.

YOU MENTIONED THE BUILDINGS WERE SURPLUS, THAT'S PER THE STATE LAW WHEN WE BUILT THE NEW SCHOOLS TO [OVERLAPPING] MATCHING FUNDING.

>> TROY, WHEN WE ACCEPTED THE STATE MATCHING FUNDS, WE SAID THAT WE WOULD SURPLUS THOSE BUILDINGS AND WE WOULD NOT USE THEM FOR ANY STUDENT USE.

>> NOW, DOES THAT INCLUDE THE GYM AS WELL OR JUST THE CLASSROOMS?

>> YES, THE GYM AS WELL.

WE ASKED SPECIFICALLY ABOUT THE GYM.

>> LIKE TO GO ON THE RECORD, THAT'S STUPID.

[LAUGHTER].

>> DULY NOTED. [LAUGHTER].

>> [NOISE] WITH THAT, ANY OTHER QUESTIONS? WITH THAT, I'M GOING TO HAVE OUR EXECUTIVE DIRECTOR OF HR MITCHELL REINHARDT GIVE YOU A SHORT UPDATE.

>> ALL RIGHT. I'M GOING TO TRY TO USE DANNY STRATEGY OF SLOWLY MOVING INTO THE MIC, IS IT WORKING? ALL RIGHT, IT'S A SUCCESS.

WELL, IT'S BEEN A BUSY COUPLE OF WEEKS IN HUMAN RESOURCES.

WE'VE BEEN WORKING VERY CLOSELY WITH BUILDINGS AND THE BUSINESS DEPARTMENT LOOKING AT ENROLLMENT AND MAKING SOME STAFFING DECISIONS BASED ON ENROLLMENT IN THE BUILDING.

THAT'S BEEN A LOT OF WORK, BUT GOOD WORK.

I'M ALSO EXCITED TO SHARE WITH YOU THAT WE'VE COMPLETED OUR POSITION REVIEW COMMITTEE PROCESS THIS LAST MONTH, AND THAT WAS REVIEWING A COUPLE OF POSITIONS WITH THE CLASSIFIED ASSOCIATION OR MEDIA TEXTS, SSIAS, SCAS, AND PROCTOR, THOSE CATEGORIES WERE REVIEWED.

YOU'LL SEE THAT REFLECTION OF THAT WORK ON THE CONSENT AGENDA LATER ON IN THE BOARD MEETING.

IN ADDITION, YOU'LL ALSO SEE ON THE CONSENT AGENDA THAT THERE IS AN OVERALL TWO PERCENT INCREASE FROM THE STATE FOR ALL AT SUPPORT AS WELL AS ALL CLASSIFIED POSITIONS.

THAT IS ON THE CONSENT AGENDA AS WELL.

WE HAD A BUSY WEEK WORKING THROUGH OUR MEDICAL AND RELIGIOUS ACCOMMODATIONS.

AS YOU KNOW, THAT THE STATE HAS MANDATED THAT ALL K12 EMPLOYEES BE VACCINATED AND SO WE'RE WORKING THROUGH THAT PROCESS, AS WELL AS WORKING THROUGH MEETING WITH PEOPLE WHO HAVE REQUESTED FOR THOSE ADDITIONAL ACCOMMODATIONS, SO WE ARE IN THE MIDST OF THAT.

WE'RE EXCITED TO SHARE THAT OUR MOU WAS COMPLETED WITH VGA.

I THINK [INAUDIBLE] IS IN THE AUDIENCE.

HE IS OUR BTA ASSOCIATION PRESIDENT AND WE WORKED VERY CLOSELY WITH BTA TO FINALIZE THAT MOU.

WE ARE STILL IN THE PROCESS OF WORKING WITH PSC AND WE HOPE TO HAVE THAT ALL SETTLED THIS NEXT WEEK.

CHERYL DELL IS ALSO NOT SURE IF SHE'S IN THE AUDIENCE, BUT SHE MAY BE LISTENING IN.

BUT WE'RE WORKING CLOSELY WITH CHERYL AND TOM BUCKLEY AND JUSTIN CHUTNEY AS WELL WITH THAT, SO THAT'S ABOUT IT IN HUMAN RESOURCES.

>> GOOD EVENING BOARD. JUST TO UPDATE FROM TEACHING AND LEARNING.

OBVIOUSLY, THERE'S BEEN LOTS GOING ON IN TEACHING AND LEARNING.

MUCH OF IT IS TO HELP SUPPORT BUILDINGS AS THEY WORK THROUGH ALL OF THE SCHOOL OPENING PIECES.

BUT TONIGHT WE HAVE A SPECIAL PRESENTATION FOR YOU AROUND GRADUATIONS.

ANGELA ALLEN AND A TEAM OF OTHERS FROM THE DISTRICT WORKED LAST SPRING TO PUT TOGETHER A CHANGE IN THE WAY WE DO GRADUATIONS.

THERE HAS BEEN SOME DATA THAT SHE'S GATHERED THROUGH A SURVEY OF PARENTS AND SHE'S GOING TO TALK A LITTLE BIT ABOUT THAT AND GET SOME INPUT FROM YOU THIS EVENING SO THAT WE CAN MAKE DECISIONS MUCH EARLIER THAN SPRING THIS YEAR [LAUGHTER].

>> DOES THAT WORK? GOOD EVENING.

I'M ANGELA ALLEN, DIRECTOR OF INSTRUCTIONAL LEADERSHIP FOR SECONDARY SCHOOLS.

LIKE SHELLY SAID, WE ARE AFTER THE LAST TWO YEARS OF TRYING TO MAKE GRADUATION PLANS IN APRIL TO ROLL OUT A LARGE CEREMONY AND THAT SHORT AMOUNT OF TIME HAS BEEN VERY STRESSFUL ON A NUMBER OF FRONTS IN LEVELS FOR PEOPLE.

WE DID SOME SURVEYS LAST YEAR AFTER EVERY GRADUATION CEREMONY AND SURVEYED STUDENTS AND PARENTS ON WHAT WAS WORKING WELL FOR THEM.

I JUST WANTED TO SHARE WHAT WE FEEL WE CAN PUT ON AND MAKE A DECISION FOR NOW TO BE PREPARED AND READY IN THE SPRING.

TO THE NEXT SLIDE.

IF YOU SEE SOME OF THESE PICTURES,

[01:00:03]

GRADUATION WEATHER WAS LIKE EVERY DAY WE WERE WAITING FOR THE STORM TO PASS AND SOMETIMES IT CAME AND WE WIPE THE CHAIRS DOWN AND SOMETIMES WE MISSED IT, BUT THE CLOUDS IN SOME OF THE PICTURES ARE AMAZING.

LAST YEAR WE HAD, AS YOU'RE AWARE, THE GRADUATIONS AT THE STADIUM.

NORMALLY THE TWO COMPREHENSIVE SCHOOLS HAD BEEN IN BATTLE GROUND HIGH SCHOOLS GYM.

WE HEARD OVER AND OVER, AND I'VE HEARD OVER AND OVER THAT EACH SCHOOL WOULD REALLY LIKE TO HAVE A NEUTRAL TERRITORY SPOT THAT THEY COULD MAKE THEIR OWN.

DISTRICT STADIUM FITS THAT BILL FOR EVERYBODY TO HAVE ONE CENTRAL PLACE TO HAVE THEIR GRADUATION CEREMONY.

WE HAD LOTS OF RULES THAT WE HAD TO FOLLOW FROM THE DEPARTMENT OF HEALTH.

WE HAD TO IMPLEMENT A TICKETING SYSTEM.

WE HAD TO MAKE SURE WE ONLY HAD SO MANY TICKETS BASED ON OUR SPACING, THE SIX FEET APART, AND THEN OBVIOUSLY THE MASS.

WE HAD TO RENT A NUMBER OF ITEMS AS WE WERE GOING THROUGH THAT, WE HAD TO LEARN HOW TO PUT TICKETING SYSTEM TOGETHER AND WORK THROUGH ALL OF THOSE KINKS IN A REALLY SHORT AMOUNT OF TIME.

THIS'S JUST AT A GLANCE. NEXT SLIDE.

WE COULD GET UP TO 1,736 AUDIENCE MEMBERS IN THERE WITH ALL OF THE SPACING.

WE LEARNED THAT THERE WAS NO WAY WE WERE FILLING UP THE SPACE WITH THE AMOUNT OF TICKETS THAT WE HAD SO WE CAN REALLY GET A LOT MORE PEOPLE IN THERE IF WE WANT TO.

SOME OF THE STATS HERE, 109 SENIORS TOOK OUR SURVEY.

WE SENT IT THE DAY AFTER EVERY SINGLE CEREMONY TO THAT CLASS THAT HAD GRADUATED TO TRY TO GET THEM QUICKLY BEFORE THEY WERE DONE WITH SCHOOL AND DIDN'T WANT TO HAVE ANYTHING TO DO WITH IT ANYMORE.

TWO HUNDRED AND SIXTY TWO PARENTS TOOK THE SURVEY OUT OF ALL OF THOSE, 94 PERCENT WERE VERY SATISFIED OR SATISFIED WITH HOW GRADUATION WENT.

THAT WAS REALLY GOOD.

EIGHTY-TWO PERCENT WERE SATISFIED WITH THE LENGTH OF THE CEREMONY.

WE TRIED TO HAVE THE LARGE SCHOOLS COMPLETE THEIR CEREMONY IN AN HOUR AND A HALF.

SOMETIMES THAT'S HARD TO DO WITH ALL THE THINGS THAT THEY TRY TO PLAN TO MAKE IT THEIR OWN AND PERSONALIZE IT.

AS 76 PERCENT WERE SATISFIED WITH THE VENUE AND 62 PERCENT WITH THE AMOUNT OF TIME FOR THE CEREMONY, WHICH SEVEN O'CLOCK.

NEXT SLIDE, PLEASE.

THESE ARE SOME OF THE QUESTIONS WE ASKED THEM.

WHICH ASPECTS OF THE GRADUATION CEREMONY WORKED BEST FOR YOU? THE VENUE AND THE LENGTH OF THE CEREMONY ARE UP THERE AS WELL AS THE TIME OF THE CEREMONY TICKETING.

YOU CAN SEE WE ASKED ABOUT COMMUNICATION ABOUT THE EVENT, THE LIVE STREAMING THAT WE HAD TAKING PLACE FOR OTHERS TO SEE IT AT HOME.

THAT'S WHAT THAT LOOK LIKE.

NEXT ONE ARE SOME OF THE COMMENTS.

OUT OF THE COMMENTS, THERE WERE HUNDREDS OF COMMENTS.

I TRIED TO PICK OUT SOME OF THE ONES THAT WERE REOCCURRING.

A LOT OF PEOPLE REALLY COMMENTED ON THE VENUE BEING OUTSIDE AND THE FACILITY FOR THAT.

THE LIVE STREAMING WE HEARD WAS WORKING WELL FOR FAMILY MEMBERS.

THEY HAD FOUR TICKETS, A PIECE AT THE LARGER SCHOOLS, AND SO THOSE THAT COULDN'T ATTEND.

THERE WAS A DELAY IN THE LIVE STREAMING, A 30-SECOND DELAY.

SOME PEOPLE COULD SEE IF WERE WATCHING ON THEIR PHONE, BUT COULD ALSO WATCH IN THE STADIUM.

SO THEY'RE LIKE, I'M HEARING MY STUDENT'S NAME, BUT THEN IT'S LIKE 30 SECONDS LATER ON THEIR PHONE.

THOSE ARE SOME OF THE THINGS WE CAN WORK ON.

SMALLER SCHOOLS DIDN'T NEED SO MUCH SPACE.

IF YOU WERE THERE AND WE HAD ALL THE SPACING OUT AROUND THE WHOLE BACK OF THE TRACK.

THEN YOU HAD THE TINY LITTLE CLASS IN THERE.

THAT WAS THE SMALLER SCHOOLS WANTED TO HAVE IT BE MORE PERSONALIZED.

THEN SOME REQUESTS FOR CHANGING IT TO AN EARLIER TIME IN THE EVENING, AS WELL AS SOME WEEKENDS.

A LOT OF OUR SCHOOLS AROUND US DO WEEKEND CEREMONIES AS WELL.

NEXT SLIDE AND JUST CONTINUE.

COMMENTS. BETTER COMMUNICATION FROM SCHOOLS.

WE HEARD THERE WERE NAMES MISSING FROM PROGRAMS, SOME MISSPELLINGS.

PEOPLE WOULD REALLY LIKE TO HAVE SOME MORE INFORMATION.

WE TALKED ABOUT HAVING SOME CONSISTENT COMMUNICATION ON THE WEBSITE THAT WAS THE SAME FOR SCHOOLS THAT PEOPLE COULD GET TO AND GET THEIR INFORMATION THAT THEY NEEDED.

THE TICKETING SYSTEM.

IT WORKED WELL FOR SOME AND SOME WANTED IMPROVEMENTS.

OBVIOUSLY, KEVIN HAS DONE SOME LOOKING TO SEE HOW MANY PEOPLE WE CAN GET IN FOR A CAPACITY AT THE STADIUM.

GIVEN THE DIFFERENT SPACING REQUIREMENTS FOR NEXT YEAR, WE CAN GET STUDENTS BACK UP TO THAT SIX TICKETS THAT THEY'RE USED TO FOR FAMILY MEMBERS, AS WELL AS DEVELOP A SYSTEM FOR THOSE THAT DON'T NEED SIX TICKETS.

WE CAN HAVE THE ABILITY TO GIVE THEM TO SOLVE MORE FAMILY MEMBERS CAN COME FROM ONE FAMILY IF THEY REQUESTED.

WE CAN WORK ON THOSE THINGS FOR THE YEAR.

SOUND. THE STADIUM SOUND CAN BE IMPROVED.

WE CAN BRING IN SOME EXTRA SPEAKERS FOR THOSE THAT MIGHT BE SITTING IN THE BACK.

THEN WE OBVIOUSLY WILL BE WORKING THROUGH SOME OF THOSE COVID REQUIREMENTS THAT WILL BE IN PLACE FOR US NEXT YEAR.

[01:05:03]

A LOT OF PEOPLE WERE OFFENDED ABOUT THE AIR HORNS THAT WE'RE GOING OFF, AND WOULD LIKE SOME SEARCHES DONE AT THE THE CHECK IN [LAUGHTER] WHICH IS OKAY.

BUT WE CAN DEFINITELY PUT SOME MORE SECURITY OUT THERE SO TO MAKE SURE THAT WE DON'T HAVE AIR HORNS DISTRACTING FROM PEOPLE GETTING TO SEE THAT SPECIAL MOMENT OF THEIR CHILD WALKING ACROSS THE STAGE.

NEXT SLIDE. THESE ARE SOME OF THE COSTS THAT WE HAD THIS YEAR WITH TRYING TO PUT IT TOGETHER IN THE STADIUM.

SOME THAT WE WILL NOT HAVE AGAIN, BECAUSE WE DO OWN THE NEW STAGE SO OUR CHAIR RENTAL, OUR STAGE COVER RENTAL.

WE HAD A LOT OF SECURITY.

WE WEREN'T SURE WITH THE SITUATIONS WHERE WE NEED TO GET PEOPLE IN AND OUT OF THE PARKING LOTS AND SPACES IN THE STADIUM TECH.

SOME OF THE COST WITH THE SECURITY AND THE STADIUM TECH, WERE ALSO HAVING 24-HOUR SURVEILLANCE ON THE PROPERTY JUST BECAUSE OF THE COST INVOLVED IN THE AUDIO VISUAL EQUIPMENT, THE STAGE EQUIPMENT, ALL THAT STUFF THAT WE HAD TO MAKE SURE THAT WE WERE PROTECTING THE ASSETS FOR THAT.

AUDIO VISUAL. WE HAD OUR OWN JASON FOSTER AND HIS FAMILY THEY WERE DOING ALL OF THE STREAMING FOR US SO TO BE ABLE TO PAY HIM FOR THAT AS WELL AS MASKS FOR EVERY GRADUATE AND THEN SOME MISCELLANEOUS EQUIPMENT.

I'M JUST COMING TO SEEK YOUR FEEDBACK BECAUSE WE WANT TO MAKE SURE THAT WE'RE HONORING THE TRADITION OF THE CEREMONY AND WHAT THE BOARD WANTS FOR THAT.

BUT WE DO HAVE SOME SUGGESTIONS FOR SOME COST SAVINGS THAT MIGHT BE ABLE TO GET US SOME OF THIS BACK IN A RETURN FOR US FOR NEXT YEAR. NEXT SLIDE.

WHAT ARE THOSE, GIVEN THE UNCERTAINTY OF COVID WOULD LIKE TO CONTINUE WITH USING THE STADIUM JUST BECAUSE OF THE FAVORABILITY OF THAT WITH OUR PARENTS AND STUDENTS.

THEN WE ALSO HAVE THE ONGOING THINGS FOR SCHOOLS TO DO.

THROUGHOUT THIS LAST YEAR AND THE YEAR BEFORE, I'VE CREATED THE DOCUMENT TO KEEP OUR SCHOOLS TOGETHER IN GRADUATION PROTOCOLS.

ANYTHING THAT WE LEARNED FROM THIS YEAR, LOOKING AT DOCUMENTS, OUR PROGRAMS, HOW TO HAVE THOSE PROOF READ.

THOSE ARE ALL NOW IN A NICE AND TIGHT LITTLE REFERENCE DOCUMENT THAT OUR SCHOOLS CAN REFER TO SO THEY'RE DOUBLE-CHECKING AND MAKING SURE THAT ALL THESE THINGS ARE BEING TAKEN CARE OF AS THEY GO THROUGH IN THE PLANNING.

THEN ALSO FOR TICKETING, I CAN EXPLAIN THAT A LITTLE BIT.

WE CAN GO BACK UP BASED ON OUR CAPACITY IN THE STADIUM TO OFFER MORE TICKETS TO FAMILIES.

POTENTIAL COST REDUCTIONS IS THE NEXT SLIDE.

JUST SOME OF THE THINGS TO CONSIDER.

THE RENTAL COSTS COULD BE REDUCED FOR A COUPLE DAYS FOR THE TENSE IN THE CHAIRS BY CONDENSING OUR CEREMONIES FOR THE LARGE COMPREHENSIVE SCHOOLS TO A THURSDAY AND A FRIDAY EVENING THAT WILL ALLOW US TO LEAVE THE LARGER SETS OF CHAIRS UP AROUND THE STADIUM TO SERVE THE NEEDS OF THE PARENTS AND FAMILIES FOR THOSE SCHOOLS.

THEN WE WOULD BE ABLE TO THEN SHIFT FOR SATURDAY AND WE COULD POSSIBLY DO OUR THREE SMALLER SCHOOLS ON SATURDAY WITH A SMALLER VENUE AND GIVE THEM THE ABILITY TO STRUCTURE THEM OUT THROUGHOUT THE DAY AND BE ABLE TO FIT THOSE NEEDS AND GET IT MORE INTO AN INTIMATE SETTING IN THAT TIME FRAME.

SECURITY COSTS FOR THE OVERNIGHT STADIUM WATCH WOULD BE REDUCED BECAUSE WE DON'T HAVE TO HAVE IT HAPPEN FOR FIVE DAYS IN A ROW, IT WILL BE REDUCED TO POSSIBLY THREE OR FOUR.

THEN IF WE CAN GET EVERYBODY IN THAT NEEDS TO COME INTO THE CEREMONY, WE MIGHT NOT NEED TO HAVE THE AV AND THEN THE VIDEO.

THAT WAS WHAT I HAD TO PRESENT FOR YOU TODAY.

JUST ANY THOUGHTS OR QUESTIONS TO USE FOR OUR PLANNING AND MOVING FORWARD? OUR BUILDINGS ARE EAGER TO HAVE THIS UPFRONT AND EARLY THIS YEAR TO START WHAT THEY'RE PLANNING WHAT THEIR DATES ARE, AND HOW IT'S GOING TO LOOK.

>> WELL, SINCE I'M THE LEAST AFFECTED, I'LL GO FIRST.

I REALLY LIKED THE IDEA AND I THINK THE BOARD COULD CONSIDER MAYBE HOLDING THEIR BOARD MEETING ON SATURDAY AND BETWEEN THOSE THREE BOARD MEETINGS BECAUSE TRADITIONALLY THE BOARD HAS A MEETING ON THE MONDAY OF THE BOARD.

YOU'RE ALREADY GOING TO BE THERE.

YOU'RE GOING TO NEED SOME DOWNTIME BETWEEN THOSE THREE ARE YOU'RE GOING TO HAVE DOWNTIME BETWEEN THOSE THREE GRADUATIONS.

YOU COULD AT LEAST MAKE USE OF ONE OF THOSE BREAKS.

>> ANGELA, COULD YOU COMMENT ON HOW YOU ENVISION A SATURDAY MIGHT LOOK LIKE?

>> YES. THERE ARE SEVERAL SCHOOLS THAT DO TO GRADUATION ON A SATURDAY THEN THEY DO AT LUNCH AND THEN THEY DO AT EVENING.

IN MY MIND I'M THINKING, WE NEED SOME TIME TO PREP FROM FRIDAY NIGHT TO SATURDAY.

MAYBE A LATER MORNING AND THEN AN AFTERNOON AND THEN AN EVENING CEREMONY

[01:10:03]

ON THE FRIDAY WOULD GIVE US TIME TO TRANSITION FROM FAMILIES TO COME IN, GET THEIR SEATS, TO HAVE THE CEREMONY, CLEAN UP, TRANSITION OUT, AND THEN HAVE SOME TIME FOR EACH OF THOSE PROCESSES TO TAKE PLACE.

YOU WOULD JUST INSTEAD OF BEING THERE EVERY SINGLE DAY OF ONE WEEK, YOU WOULD BE THERE TWO EVENINGS AND A SATURDAY.

[LAUGHTER] SAME AMOUNT OF TIME PROBABLY.

>> WELL, FIRST I JUST WANT TO SAY THIS YEAR GOING TO ALL FIVE GRADUATIONS.

I WAS SO COMPLETELY IMPRESSED WITH EVERY SINGLE ONE OF THEM.

I AM IMPRESSED WITH THE DEPTH OF YOUR RESEARCH TO MAKE IMPROVEMENTS ON SOMETHING THAT FOR ME WAS ONE OF THE BEST GRADUATIONS I'VE SEEN.

THANK YOU FOR THAT. I LIKE THE IDEA OF CHANGING.

YOU HAVE THE THREE SMALLER SCHOOLS ON SATURDAY AS LONG AS THERE'S ENOUGH TIME FOR THAT TRANSITION FROM ONE GROUP OF PARENTS TO ANOTHER AND UNDERSTANDING THAT SOME PEOPLE MAY ACTUALLY HAVE KIDS IN TWO DIFFERENT GRADUATIONS.

ALSO, THE EFFICIENCY OF HAVING A BOARD MEETING MIGHT BE GOOD, BUT I DON'T SEE HOW THE STAFF COULD DO THAT AND THREE GRADUATIONS ON ONE DAY, I THINK THAT WOULD BE VERY HARD.

[LAUGHTER] IT MIGHT BE EASIER FOR US, BUT I THINK THAT WON'T BE DIFFICULT.

PLUS I THINK IT WOULD LIMIT MAYBE SOME OF THE PUBLIC THAT WANTS TO BE A PART OF THE BOARD MEETING.

WHILE I LIKE YOUR IDEA TROY I'M PROBABLY NOT IN THAT CAMP.

I THINK WE SHOULD SAVE GRADUATION FOR GRADUATION AND DO BOARD MEETING DIFFERENT TIME.

>> I AGREE. [LAUGHTER] I WISH WE COULD RENT GOOD WEATHER JUST IN CASE.

YEAH, AND THIS WOULD BE A GREAT ONE FOR OUR STUDENTS TO CHIME IN ON RIGHT, THIS IS YOUR SWAN SONG, WOULD BE GLAD TO HEAR FROM YOU.

>> IS IT WORKING?

>> YES.

>> I WOULD LIKE TO GIVE FEEDBACK.

LAST YEAR I WENT TO THE GRADUATION AND I LOVE THE OUTSIDE SEATING, AND SINCE I WILL BE GRADUATING THIS YEAR, WHICH IS CRAZY I'M IN FAVOR FOR AN OUTDOOR, EXACTLY LIKE YOU GUYS HAD LAST YEAR.

I THOUGHT IT WAS GREAT.

I COULD HEAR FROM THE STAND FOR MY FRIENDS THAT WERE GRADUATING.

I THOUGHT IT WAS REALLY NICE.

>> PERSONALLY, AS FOR THE CLASS OF 2023 PERSPECTIVE, I THINK DOING IT OUTDOORS AS WELL WOULD BE A REALLY NICE IDEA, ESPECIALLY SINCE IT'S OUTSIDE AND WE HAVEN'T REALLY BEEN ABLE TO GO OUTSIDE BECAUSE WE'RE ALWAYS INSIDE ON OUR COMPUTERS.

[LAUGHTER]

>> YEAH. SOMETHING ELSE THAT COULD COME OUT OF IT AS WELL WHEN SCHOOLS ARE SHARING A DAY, THEY ALSO CAN COMBINE THEIR SENIOR PARTIES OR HAVE THEIR BOOSTERS OR PTA, WHOEVER IS WORKING ON THOSE THINGS, THEIR SENIOR GROUPS, CAN SHARE FACILITIES AND SPACES AND I KNOW A LOT OF OTHER DISTRICTS DO THAT.

PUT SOMETHING ON TOGETHER ON THE SAME DAY.

>> I JUST WANT TO ADD, SINCE RICARDO OUTSIDE, I REMEMBER WHEN I WENT TO MY BROTHER'S GRADUATION, IT WAS IN THE GYM.

IT WAS A GREAT CEREMONY, IT WAS HORRIBLE TRYING TO BREATHE.

IT WAS HOT, SWEATY, TOO CLOSE TO EVERYBODY.

OUTSIDE YOU HAVE SPACE, YOU GET FRESH AIR.

I THINK THAT'S 10 TIMES NICER.

>> THANK YOU.

>> YEAH. THANK YOU.

>> WE HAVE SOME DIRECTION.

WE APPRECIATE IT. THANK YOU, ANGELA. ANYTHING ELSE?

>> NOTHING ELSE FROM TEACHING AND LEARNING UNLESS YOU HAVE ANY QUESTIONS.

>> NEXT IS OUR FINANCE REPORT.

ANOTHER PRESENTATION, BUT A QUICK ONE.

TAP AT THE TOP. JUST TAP IT.

>> TESTING.

>> THANK YOU. I JUST WANTED TO GIVE YOU AN ENROLLMENT UPDATE TONIGHT.

ENROLLMENT DRIVES OUR FUNDING, SO IT'S REALLY IMPORTANT.

OUR ENROLLMENT, WE TOOK OUR FIRST COUNT ON SEPTEMBER THE 7TH, AND IT WAS A WILD RIDE GETTING TO THAT ENROLLMENT COUNT DAY.

[01:15:06]

IT'S SO IMPORTANT.

IT TELLS US WHAT IS HAPPENING IN OUR SCHOOLS.

UNTIL WE GET ALL OF THOSE COUNTS, WE CAN'T REALLY DO ANY PROJECTIONS.

WE CAN SEE HEADCOUNTS AND WE CAN GET THOSE RECORDED THE FIRST THREE DAYS AND EVEN BEFORE THEN WE CAN BE LOOKING AT HEADCOUNTS, BUT TO ACTUALLY GET OUR FINAL COUNTS AND OUR FTES IT WAS REALLY BUSY.

WE SAW A LOT OF SHIFTING OF ENROLLMENT FROM OUR ONLINES, RIVER HOMELINK AND TO THE COMPREHENSIVE SCHOOLS.

IT WAS THE REGISTERS AND THE COUNSELORS WERE VERY BUSY AND JUST A SHOUT OUT TO THEM BECAUSE THEY WORKED REALLY HARD.

GO AHEAD NEXT SLIDE.

WHERE DID WE COME IN? OUR OVERALL ENROLLMENT FOR BASIC ED FUNDING IS MEETING BUDGET AND WE BUDGETED 11,459 FTE, THAT'S FULL-TIME EQUIVALENT.

THAT'S HOW WE'RE FUNDED IS BASED ON THE FULL-TIME EQUIVALENT.

SEPTEMBER COUNT DATE, WE HAD 11,473 SO WE WERE OVER BUDGET 14 FTE.

WHEN WE DEVELOPED THE BUDGETED FOR ENROLLMENT, WE WERE LOOKING AT THE CURRENT STUDENTS THAT WE HAD IN THE SCHOOL AND THEN YOU ROLL THEM FORWARD.

THEN LOOKING AT PROJECTING KINDERGARTEN AND THEN ALSO LOOKING AT OUR RUNNING STARTS STUDENTS THAT ARE GOING TO BE EXITING OUT TOO.

YOU'RE DOING ANALYSIS AND YOU START IN JANUARY, BUT BECAUSE LAST YEAR WAS SO WITH BEING IN REMOTE AND THEN GOING TO HYBRIDS.

SO WE WERE LOOKING AT ENROLLMENT EVEN UP THROUGH MAY JUST TO MAKE SURE WE COULD TRY TO CALCULATE OUR STAFFING AS CLOSE AS WE COULD.

FROM JUNE OF 2021, IT WAS ACTUALLY 238 INCREASE FROM OUR LAST COUNT IN JUNE TO OUR FIRST COUNT IN SEPTEMBER SO THAT WAS GREAT.

NEXT SLIDE, PLEASE. JUST TO SHOW YOU WHERE WE'RE AT, I DON'T HAVE THIS SLIDE UPDATED FOR JUNE OVER HERE, BUT I JUST WANTED TO SHOW YOU THAT BECAUSE THIS IS STILL VERY IMPORTANT INFORMATION, WE ARE STILL DOWN FROM OUR TRADITIONAL COUNTS WHEN WE WERE IN THE 12,000-13,000 RANGE OF STUDENTS.

WE'RE STARTING HERE, BUT WE ARE HIGHER THAN WHERE WE ENDED IN JUNE.

IT'S STILL IMPORTANT TO KEEP IN MIND THAT WE STILL HAVE A LOT LESS STUDENTS WE'RE SERVING THAN WE DID IN PRIOR YEARS. NEXT SLIDE.

JUST A REMINDER ON ENROLLMENT FUNDING, IT'S BASED ON FTE, NOT THE NUMBER OF STUDENTS THAT WE SERVE.

IT'S BASED ON THE ANNUAL AVERAGE FTE.

SO WE TAKE THOSE COUNTS AND THEN WE GIVE BASED ON THE AVERAGE.

AS ENROLLMENT FLUCTUATES, SO DOES THE FUNDING.

WE HAVE CATEGORICAL PROGRAMS SUCH AS SPECIAL EDUCATION AND BILINGUAL THAT ARE FUNDED BASED ON THE NUMBER OF STUDENTS WE SERVE, WHICH IS HEADCOUNT. NEXT SLIDE.

WHAT WE SAW AS STUDENTS TRANSFER TO TRADITIONAL CLASSROOM FOR ALTERNATIVE LEARNING PROGRAMS, THIS WAS REALLY A SURPRISE.

COMPREHENSIVE SCHOOLS K12 ENROLLMENT OVER BUDGET 495 FTE.

BECAUSE WE HAVE ALL THESE STUDENTS THAT ARE COMING NOW INTO THE TRADITIONAL SCHOOLS AND WE HAVEN'T SET THAT STAFFING THERE.

SO WHAT WE DID IS WE ADDED SIX KINDERGARTEN TEACHERS, WE REDUCED ONE THIRD GRADE BECAUSE THERE WAS A LOW ENOUGH CLASS SIZE THAT WE COULD REDUCE ONE POSITION THERE.

WE ADDED A FOURTH GRADE TEACHER AND A FIFTH GRADE TEACHER.

IN THE MIDDLE SCHOOLS, WE ADDED ONE FTE, AND THEN WE HAD THREE IN THE HIGH SCHOOL TOTAL FTE ADDED.

WHAT THAT DID IS IT CREATED THAT NEED FOR INCREASED STAFFING THERE.

SO NOW WE'RE AT THE ALTERNATIVE LEARNING SCHOOL ENROLLMENTS ARE UNDER BUDGET NOW.

SO WE HAD THREE AND A HALF OPEN POSITIONS THAT ARE NOT BEING FILLED.

WE'RE GOING TO ACCEPT NEW STUDENTS ON WAITLIST.

SO WHAT THAT'LL DO IS HELP TO ALIGN THE BUDGET WITH SOME OF THIS ADDED STAFFING.

THAT'S OUR GOAL, IS TO MAKE IT NEUTRAL TO THE COST OF ADDING THE STAFFING UP THERE AND TRYING TO ARRANGE STAFFING AND ENROLLMENT TO MEET THOSE ADDITIONAL STUDENTS.

[01:20:02]

NOW, ONE OF THE THINGS YOU HAVE TO REMEMBER TOO, IS THAT BECAUSE WE HAVE THAT K3 FUNDING RATIO AND TO MAXIMIZE OUR FUNDING, IT MAKES SENSE TO MAKE SURE THAT OUR CLASSROOMS ARE STAFFED AT THE APPROPRIATE LEVEL TOO TO MEET THAT FUNDING LEVEL.

NEXT SLIDE. CATEGORICAL PROGRAMS. CTE ENROLLMENTS ARE EXCEEDING BUDGET RIGHT NOW.

BILINGUAL ENROLLMENT, OUR FIRST COUNT FOR FUNDING IS ACTUALLY OCTOBER, ALTHOUGH WE DO COUNT REPORT THAT.

THEN SPECIAL EDUCATION ENROLLMENTS ARE CURRENTLY UNDER BUDGET.

WE HAVE SOME ADDITIONAL STUDENTS THAT ARE BEING ADDED NOW, SO THEY'RE JUST GETTING THOSE STUDENTS COMPLETED THROUGH THEIR PROCESS.

THEN WE'RE EVALUATING STAFFING NEEDS AND OPEN POSITIONS THERE SO THAT WE CAN TRY TO ALIGN THAT CATEGORICAL PROGRAM ALSO TO BALANCE.

NEXT SLIDE. NEXT STEPS WE'LL TAKE OUR OCTOBER 1ST IS OUR NEXT ENROLLMENT COUNT DATE.

THEN ENROLLMENT BY SCHOOL AND GRADE FOR SEPTEMBER AND OCTOBER WILL BE PROVIDED AT THE OCTOBER BOARD MEETING FOR THE BOARD TO BE ABLE TO SEE IT BY GRADE AND BY BUILDING, THAT'S THE REPORT YOU'VE SEEN IN THE PAST.

BY JUST TAKING THEM LAST WEEK, JUST OBVIOUSLY DIDN'T HAVE AN OPPORTUNITY TO REALLY PREPARE THAT FOR THE BOARD FOR TONIGHT.

WE'LL TAKE AN OCTOBER COUNT AND WE'LL REPORT BACK TO YOU THAT BY GRADE, IF THAT WOULD BE ALL RIGHT.

>> IS THERE ANY QUESTIONS?

>> YOU MENTIONED THAT THE THE FUNDING FLUCTUATES AS THE ENROLLMENT AVERAGES FLUCTUATE.

WHAT'S THE LAG TIME BETWEEN, SAY, A CHANGE IN ENROLLMENT AND THE FUNDING? IS IT ON A MONTHLY BASIS, A YEARLY BASIS? HOW OFTEN IS THAT? [OVERLAPPING]

>> YEAH. WHEN WE'RE ON THE FUNDING THROUGH APPORTIONMENT, WE ARE FUNDED SEPTEMBER, OCTOBER, NOVEMBER, DECEMBER BASED ON OUR BUDGET.

THEN IN JANUARY, THE OSPI TAKES ALL OF OUR ENROLLMENT COUNTS AND THEN STARTS TO LOOK AT THAT AND THEN ADJUST OUR FUNDING MONTHLY AS WE GO.

THEN IT'S FOR THE YEAR IS BY JUNE, WE'LL HAVE OUR FINAL ANNUAL AVERAGE THAT WILL BE FUNDED TO THE DISTRICT.

>> THIS QUESTION MAY NOT BE FOR JUST YOU, IT MIGHT BE FOR SUPERINTENDENT WALTER OR MAYBE TROY KNOWS THE ANSWER TO THIS ONE.

IN THE LETTER WE RECEIVED REGARDING MASK MANDATES AND THE APPORTIONMENT AND HOW THAT WOULD BE AFFECTED, DO YOU HAVE A SENSE OF ARE THEY TALKING ABOUT A PERCENTAGE OF YOUR APPORTIONMENT, OF OUR APPORTIONMENT AND, WHAT WOULD BE BECAUSE I REMEMBER READING IT AS SO MANY DAYS AND THEN THEY BEGIN TO, DO YOU REMEMBER IT OR DO YOU HAVE IT THERE?

>> I HAVE IT RIGHT HERE.

>> OKAY.

>> IT SAYS FOR BOTH MANDATES, THE PROCESS WILL BE AS FOLLOWS.

WHEN THEY TALK ABOUT BOTH MANDATES, THEY'RE TALKING ABOUT THE MASK MANDATE AND THE VACCINATION MANDATE.

UPON OSPI'S DETERMINATION THAT A LOCAL EDUCATION AGENCY AND LEA HAS WILLFULLY FAILED TO COMPLY WITH THE GOVERNOR'S ORDER, OSPI WILL PROVIDE A FIRST NOTICE TO THE LEA.

THE LEA WILL THEN HAVE 15 DAYS UPON RECEIPT OF THE FIRST NODE IS TO PROVIDE VERIFICATION OF COMPLIANCE TO OSPI.

VERIFICATION MEANS A RESOLUTION PASSED BY THE LEA RESCINDING ANY ACTIONS PREVIOUSLY TAKING PROHIBITING COMPLIANCE.

IF CORRECTIVE ACTION IS NOT TAKEN WITHIN 15 DAYS OF OSPI'S FIRST NOTICE, OSPI WILL PROVIDE A SECOND NOTICE TO THE LEA.

THE SECOND NOTICE WILL IDENTIFY A FIVE-DAY DEADLINE FOR CORRECTIVE ACTION.

IF THE LEA DOES NOT PROVIDE VERIFICATION OF COMPLIANCE PRIOR TO THE FIVE DAY DEADLINE IN THE SECOND NOTICE, OSPI MAY WITHHOLD THE LEA SUBSEQUENT MONTHLY APPORTIONMENT PAYMENT UNTIL THE LEA COMES INTO COMPLIANCE.

THE LEA WILL BE ELIGIBLE TO RECEIVE ANY WITHHELD APPORTIONMENT PAYMENTS MINUS ANY REDUCTION INCLUDED UNDER THE NEXT BULLET, WHEN OSPI HAS DETERMINED THAT THE LEA HAS COMPLIED WITH THE GOVERNOR'S MANDATE AND ORDER.

IF THE LEA DOES NOT COMPLY WITH THE REQUIREMENTS IN THE GOVERNOR'S ORDERS FOR TWO MONTHS APPORTIONMENT CYCLES, ANY SUBSEQUENT STATE BASIC EDUCATION PAYMENT WITHHELD FOR NON-COMPLIANCE WILL BE REDUCED PROPORTIONATELY BY A RATIO EQUAL TO THE NUMBER OF SCHOOL DAYS HELD WHILE THE LEA WAS IN VIOLATION OF THE ORDER, DIVIDED BY A 180 SCHOOL DAYS.

[01:25:02]

>> IN SHORT, THEY'LL TAKE FUNDING AWAY BY DAY.

>> REPEAT THAT.

>> IN SHORT, THEY'LL TAKE FUNDING AWAY BY DAY IS HOW I READ THAT IF YOU'RE NOT IN COMPLIANCE.

>> THAT'S WHAT IT SOUNDS LIKE.

>> ALL RIGHT.

>> THANK YOU.

>> THANK YOU.

>> THANK YOU, MICHELLE.

>> I WILL HAVE A FINANCIAL UPDATE FOR YOU AT OUR NEXT BOARD MEETING, JUST TO LET YOU KNOW.

>> THANK YOU, MISS SCOTT. NEXT UP, FACILITIES OPERATIONS, KEVIN JONAH.

THIS ONE'S SHORT. [BACKGROUND]

>> HELLO. HELLO. YES.

MR. WATERS WAS ABLE TO CHANGE OUR WORK SESSION TO NEXT BOARD MEETING.

I WILL KEEP THIS ONE VERY SHORT.

SOME ARE GREAT WITH DOZENS AND DOZENS, AND DOZENS OF PROJECTS AND I WILL OUTLINE ALL OF THOSE ON OUR NEXT MEETING IF THAT WORKS FOR YOU.

I'LL TAKE 45 MINUTES THEN.

>> ALL RIGHT. GREAT. THANK YOU KEVIN.

WHEN YOU DO THAT REPORT NEXT TIME AROUND, PROJECT AHEAD A LITTLE BIT.

I KNOW WE CAN SEE HOW MUCH WAS DONE OUT THERE IN A LOT OF DIFFERENT PLACES, BUT IT WOULD BE NICE TO KNOW, "OH, OKAY, YOU'VE GOT THE LIST."

>> A FEW PAGES.

>> PERFECT. THANKS.

>> LAST BUT NOT LEAST WITH THE SENDER'S COMMUNICATION.

>> GOOD EVENING BOARD.

I JUST HAVE A COUPLE OF THINGS TO UPDATE YOU ON.

THE FIRST ONE IS THAT OUR EMERGENCY OPERATIONS COMMITTEE WHICH IS COMPRISED OF TOM ADAMS, OUR DIRECTOR OF STUDENT SERVICES, MIKE KESSLER, OUR SECURITY SUPERVISOR, SHERRY DAILY, OUR DIRECTOR OF RISK MANAGEMENT, AND MYSELF IN COMMUNICATIONS.

WE HAVE DONE A REVISION OF OUR EMERGENCY OPERATIONS PLAN WHICH IS OUR BIG BINDER AND PLAN ONLINE OF WHAT WE'RE GOING TO DO IF THERE'S AN EMERGENCY IN ONE OF OUR SCHOOLS.

THEN EACH OF OUR SCHOOLS HAVE THEIR OWN ANNEXES WHICH DESCRIBES WHAT THEY ARE GOING TO DO TO AN EMERGENCY AND IT HAS MAPS IN IT, ALL THINGS THAT SHOWS WHERE THE SHUT-OFF VALVES ARE FOR GAS, AND THINGS LIKE THAT, SO IF THERE IS AN EMERGENCY WE CAN BE VERY RESPONSIVE.

THEN THE OTHER THING WE DID AS PART OF OUR EMERGENCY OPERATIONS PLAN, WE ALSO REVISED OUR EMERGENCY HANDBOOK, BECAUSE THAT'S PART OF OUR OPERATIONS PLAN.

IT'S BUILT INTO IT AND THIS IS WHAT YOU SEE WHEN YOU GO INTO CLASSROOMS. IT'S A FLIP-BOOK THAT IS IN EVERY CLASSROOM AND MOST EVERY ROOM IN THE DISTRICT.

IF THERE'S AN EMERGENCY AT A SCHOOL OR STAFF, GRAB THESE AND TAKE THEM WITH THEM IF THEY HAVE TO EVACUATE THE BUILDING OR IF THERE'S A SITUATION.

THIS IS A CHEAT SHEET IF YOU WILL OF WHAT TO DO FOR DIFFERENT EMERGENCY SITUATIONS AND IT HAS NUMBERS IN HERE AND ALL KINDS OF INFORMATION, AND IT'S COLOR-CODED, BLACK IS BASIC INFORMATION, AND GREEN ARE SOME NATURAL DISASTERS AND THINGS LIKE THAT, AND UTILITY FAILURES, GAS LEAK, AND THEN BLUE ARE GENERALLY MAN CREATED EMERGENCIES, AND THEN RED IS OUR RESPONSES INCLUDING LOCK-DOWN, SHELTER AND PLACE, EVACUATION WHEN HELD BY AND THEN ALSO SOME REUNIFICATION INFORMATION.

THE REALLY COOL THING ABOUT THIS FLIP-BOOK IS THAT IT HAS THE RED AND GREEN CARDS IN THE BACK, AND WHEN CLASSROOMS EVACUATE THE BUILDING AND TEACHERS HAVE THEM WITH THEM, OR IF THERE'S A SITUATION WHERE THEY'RE LOCKED DOWN IN THEIR CLASSROOM, THIS IS A REALLY EASY WAY TO TELL PEOPLE IF EVERYTHING IS GOOD OR IF THEY NEED HELP, OR IF THERE'S A MISSING STUDENT.

GREEN IS GOOD AND RED IS WE NEED SOME ASSISTANCE, SO IT'S A REALLY COOL WAY TO COMMUNICATE DURING AN EMERGENCY, A QUICK WAY.

WE REVISE THOSE AND THEY ARE BEING SENT AROUND TO ALL OUR SCHOOLS.

THEY WILL ALL HAVE NEW UPDATED FLIP-BOOKS IN THEIR CLASSROOMS, AND THE OLD ONES WERE YELLOW.

THESE ARE DATED, SO PEOPLE KNOW THEY HAVE THE MOST CURRENT VERSION, AND THEN ALSO THE OLD ONES HAD THIS LITTLE YELLOW COVER, AND SO WE'VE CHANGED THAT TO PINK.

THEY WILL ALSO BE ABLE TO KNOW BY LOOKING AT IT THAT THEY HAVE THE MOST CURRENT VERSION.

WE'RE VERY EXCITED ABOUT THOSE.

THE OTHER THING I WANTED TO UPDATE YOU ON IS AS SUPERINTENDENT WALTERS' MENTIONED, WE USED THOUGHT EXCHANGE WITH OUR CITIZENS ADVISORY COMMITTEE TO HELP DETERMINE TOPICS THAT THEY'D LIKE TO DISCUSS AS WE MOVE FORWARD AS A COMMITTEE.

[01:30:04]

LATER THIS WEEK, WE ARE GOING TO LAUNCH A DISTRICT-WIDE THOUGHT EXCHANGE WITH THE SIMILAR QUESTION, SO WE CAN SEE WHAT OUR COMMUNITY IS THINKING.

THE QUESTION WE ARE GOING TO ASK IS, WHAT ARE THE MOST PRESSING ISSUES FACING THE DISTRICT THAT WE NEED TO ADDRESS, AND THEN WE WILL LOOK AT THOSE AND MOVE FORWARD WITH THE HELP OF OUR CITIZENS ADVISORY COMMITTEE.

>> IS THAT AN OPEN RESPONSE QUESTION OR A MULTIPLE CHOICE?

>> YES, WE'RE GOING TO USE THOUGHT EXCHANGE.

IT'S AN OPEN RESPONSE, SO THE WAY THOUGHT EXCHANGE WORKS IF YOU RECALL, WE HAVE DONE THEM IN THE PAST.

IT'S A REALLY COOL THREE-STEP SURVEY SYSTEM WHERE YOU SHARE YOUR THOUGHTS, EVERYONE GOES ON AND SHARES THOUGHTS, THEY CAN SHARE MORE THAN ONE THOUGHT IF THEY WOULD LIKE, BECAUSE YOU MIGHT THINK THERE'S MORE THAN ONE ISSUE FACING OUR SCHOOLS, THEN YOU CAN SEE OTHER PEOPLE'S THOUGHTS AS THEY START TO COME IN AND YOU RANK THEM WITH A STAR SYSTEM ON A SCALE OF 1-4 I THINK IT IS AND SO THE MORE STARS YOU GIVE A THOUGHT, THE MORE YOU AGREE WITH IT.

THE FEWER STARS, THE LESS PRIORITY OR THE LESS RATING YOU WOULD GIVE TO IT.

THEN WE GET A WHOLE PICTURE OF WHAT PEOPLE ARE THINKING.

IT'S JUST A REALLY COOL TYPE OF SURVEY TOOL THAT IS UNIQUE, BECAUSE IT DOES ALLOW PEOPLE TO SEE WHAT OTHER PEOPLE ARE THINKING AND YOU'RE LIKE, "OH, I DIDN'T THINK ABOUT THAT." OR, "OH, THAT'S THE INTERESTING PERSPECTIVE THAT YOU MIGHT AGREE WITH." IT BRINGS THE COMMUNITY PERSPECTIVE TO THE FOREFRONT INSTEAD OF MAYBE ONE PERSON'S VOICE THAT BRINGS EVERYONE'S VOICE, [NOISE] AND WHAT'S MOST IMPORTANT TO THE GROUP TO THE TOP, SO IT'S REALLY COOL.

>> WHEN WE HAD THOUGHT EXCHANGE A FEW YEARS AGO, AND WE DID SURVEYS WITH THE COMMUNITY, THE INTEREST IN THE SURVEYS AND THE PARTICIPATION IN THE SURVEYS WAS EXTREMELY HIGH.

I THINK IN ONE YEAR WE GAVE OUT, I DON'T KNOW HOW MANY STARS OR SOMETHING LIKE THAT WERE DISTRIBUTED LIKE 30,000 OR SOMETHING.

>> YEAH, 70,000.

>> YEAH, 70,000.

>> IN THE PAST, WE HAD REALLY GOOD ENGAGEMENT WITH THE THOUGHT EXCHANGE SURVEYS.

PEOPLE WERE REALLY INTERESTED AND THEY PARTICIPATE, SO I'M HOPEFUL THAT THAT WILL OCCUR AGAIN GOING FORWARD AND WE CAN HELP OUR DISTRICT IMPROVE AND GROW TOGETHER, AND IT'S PART OF OUR WORKING BETTER TOGETHER IN THIS EVENT.

THE LAST THING I WANT TO GIVE YOU AN UPDATE ON IS WE ARE MOVING FORWARD GETTING LEVY INFORMATION OUT TO THE COMMUNITY AND SO OUR WEBSITE WILL BE ONLINE THIS WEEK.

THE WEB-PAGE, AS WILL OUR MAILER IS ALMOST DONE.

WE'RE PUTTING THE FINISHING TOUCHES ON IT AND A FLYER THAT WE'RE GOING TO HAVE SO THAT WE CAN HAVE THOSE AVAILABLE FOR THINGS LIKE PARENT-TEACHER CONFERENCES AND OTHER EVENTS AROUND THE DISTRICT.

COMING UP, I'LL JUST REMIND YOU, OUR COMMUNITY INFORMATION FORUMS ARE GOING TO START SEPTEMBER 28TH AT PRAIRIE HIGH SCHOOL.

WE'RE GOING TO HAVE ONE VIA ZOOM ON OCTOBER 6TH, AND WE'RE GOING TO HAVE ONE IN PERSON AT YAK HOLD ON OCTOBER 12TH, AND I BELIEVE THEY ALL START AT 6:00.

I DIDN'T WRITE THAT DOWN, 6:00 PM.

[LAUGHTER] I'M PRETTY SURE THAT'S WHAT IT WAS.

WE'RE REALLY EXCITED ABOUT THOSE AND TO BE ABLE TO GET INFORMATION TO OUR COMMUNITY ABOUT THE IMPORTANCE OF THE LEVY FOR THE DISTRICT.

THAT'S ALL I HAVE. DO YOU HAVE ANY OTHER QUESTIONS FOR ME?

>> NOT FOR YOU, BUT MAYBE FOR THE BOARD.

THE BOARD MAY CONSIDER MAKING THOSE MEETINGS SO MORE THAN TWO BOARD MEMBERS COULD PARTICIPATE.

>> WE DIDN'T SAY SO BACK AT THE BEGINNING, BUT TROY AND I ATTENDED THE CITIZENS MEETING BEFORE, BUT IT'D BE GREAT IF WE COULD TRADE-OFF SO THAT EVERYBODY GETS TO BE PART OF THAT. [OVERLAPPING]

>> I WASN'T REFERRING TO LEVY INFORMATION ON LIGHTS.

>> OKAY. THANK YOU. SAME THING. YEAH.

>> THANK YOU FOR YOUR TIME.

>> OKAY.

>> THANK YOU.

>> THANK YOU.

>> THAT'S IT FOR SUPERINTENDENT UPDATES.

>> GREAT. THAT BRINGS US TO CITIZEN'S COMMENTS.

[7. Citizens' Comments]

THANK YOU SO MUCH AUDIENCE FOR BEING PATIENT AND WAITING FOR THAT.

WHEN WE HAVE YOU COME UP IF YOU WILL.

WE'LL TRY THE MICROPHONE.

SO FAR WE'VE GONE WELL WITHOUT [NOISE] FEEDBACK, BUT WE'LL GIVE IT A TRY.

HOPEFULLY, YOU'RE NOT THE LUCKY PERSON.

>> TESTING, CAN YOU HEAR ME? OKAY.

>> YOU'RE NOT GOING TO USE THE OTHER MIC?

>> I HAVE THE OTHER MIC HERE, BUT WE'LL TRY THIS ONE BECAUSE I THINK THE SOUND IS A LITTLE BETTER IF THE INDIVIDUAL IS ABOUT A FIST AWAY.

>> IF YOU WILL, WE'VE HAD REQUESTS IN THE PAST, REINTRODUCE YOURSELF AND YOUR CONNECTION TO THE DISTRICT WHEN YOU GET HERE.

[NOISE]

[01:35:02]

>> I THINK WHEN YOU TURN IT OFF LIKE THAT, THEN YOU CAN TURN IT BACK ON AND WE'RE GOOD.

>> [LAUGHTER] WE'LL FIND OUT, YEAH.

>> IT WAS MY TURN.

>> THERE YOU GO.

>> OKAY.

>>THAT'S QUICKER NOW. SANDY SHOULD BE ABLE [NOISE] [LAUGHTER]

>> THE BOARD LISTENS TO YOUR COMMENTS BUT DOESN'T RESPOND BACK AT THE TIME WE TAKE THAT INFORMATION AS WE MOVE FORWARD.

WE'RE GOING TO TRY TO WORK ON OUR BOARDMANSHIP GOAL OF TREATING ALL SPEAKERS WITH RESPECT AND CIVILITY.

WE'D HOPE YOU DO THAT FOR YOUR FELLOW SPEAKERS AS WELL.

AUDIENCE MEMBERS, IF YOU WILL, LISTEN TO THE INFORMATION THAT EACH SPEAKER HAS TO PRESENT, BUT DON'T COMMENT DURING THAT TIME OR CLAP AT THE END.

THAT WOULD BE VERY MUCH APPRECIATED AND RESPECTFUL.

OUR SPEAKERS TONIGHT, JESSICA COLE, WENDY RUSH, EUNICE INGERMANSON, JENNY PRICE.

JENNIFER [INAUDIBLE], REILLY BECCA AND GRETCHEN REPORTIN IS THE ORDER I HAVE THEM IN.

IS JESSICA HERE? WE HAVE SOME PEOPLE ATTENDING REMOTELY AND THEY'VE RECEIVED A LINK; IS THAT CORRECT?

>> THAT'S CORRECT.

>> HOPEFULLY, THEY'VE BEEN HANGING IN THERE WITH US.

>> SHE WAS GOING TO ATTEND [INAUDIBLE]

>> I DON'T SEE HER EITHER.

THAT WE'D MOVE TO WENDY RUSH WITH EUNICE ON DECK.

WE HAVE FEW ENOUGH SPEAKERS.

EVERYBODY GETS HERE, COME ON UP WENDY [OVERLAPPING] GETS THEIR THREE MINUTES.

BUT THANKS FOR STICKING TO THE THREE MINUTES.

>> ABOUT THIS FAR AWAY. YOU GOT IT RIGHT THERE.

>> TESTING, TESTING.

>> YES. WE'RE GOOD.

>> OKAY. PERFECT.

>> THANK YOU, WENDY.

>> HI BOARD MEMBERS. HI SUPERINTENDENT WALTERS.

I WANT TO TALK ABOUT A FEW DIFFERENT THINGS OR ACTUALLY JUST TWO DIFFERENT THINGS.

THE FIRST ONE, I WANT TO TALK ABOUT KIM, BEING A KIM PARENT, I WANT TO SAY THAT I'M IN SUPPORT OF THE SOCCER FIELD OPTION JUST ADJACENT TO THE WELDING BUILDING.

THAT I THINK THAT WOULD BE A VERY GOOD ONE.

I'VE TALKED TO PRINCIPAL RYAN AND I THINK THAT WOULD BE THE BEST OPTION IN MY OPINION.

>> THANK YOU MS. RUSH.

>> I'LL JUST KEEP THAT THERE. THE SECOND THING I WANT TO TALK TO IS ABOUT THE COVID TRACING, AND WHAT IS GOING ON IN THE SCHOOLS.

ON WEDNESDAY, I GOT A CALL FROM THE COVID TRACER THAT TOLD ME MY SON HAD BEEN NAMED AS A CONTACT WITH SOMEONE.

THERE WAS NO VERIFICATION OF WHO THE CONTACT WAS, WHEN THIS HAPPENED, WHAT THE SITUATION WAS, BUT THAT HE WOULD BE OUT OF FIVE DAYS OF CLASS.

THE REASON WHY THAT'S AN IMPACTFUL THING IS HE IS A SENIOR, HE IS TAKING CASCADIA TECH CLASSES, WHICH IS AVIATION TECHNOLOGY.

YOU MISS FIVE DAYS A CLASS ON THAT, YOU MAY FAIL CERTIFICATION.

I THINK THAT'S PROBABLY HAPPENING FOR A LOT OF STUDENTS BECAUSE THE WORK IS NOT BEING PROVIDED TO THEM, OF WHAT THEY NEED TO FILL AND TO MAKEUP.

THE CASCADIA TECH WAS NOT EVEN AWARE WHY HE WAS OUT AND WHY HE WAS MISSING.

I CALLED AGAIN TODAY AND THEY WERE NOT EVEN AWARE THAT HE WAS NAMED, THEY JUST SAID HE WAS ABSENT.

THIS BRINGS ME TO THE NEXT THING.

THAT EVENING HE WAS ON INSTAGRAM OR SNAPCHAT, WHATEVER HE WAS ON AND GOT NOTIFIED THAT [NOISE], YOU GOT TAGGED IN THIS GAME THAT THE KIDS ARE PLAYING CALLED COVID ASSASSIN.

FORTY KIDS WERE NAMED, PROBABLY TWO OF THOSE WERE ACTUALLY IN CLASS WITH THE ORIGINAL KID AND THIS IS THE GAME THEY'RE PLAYING.

AS MUCH AS YOU WOULD LIKE TO THINK KIDS WOULD BE MATURE AND THESE ARE SENIORS [NOISE].

HOW MUCH MORE IS IT GOING TO BE HAPPENING WHEN THIS TRICKLES DOWN TO THE MIDDLE SCHOOL? IF YOU HAVE A KID IN FIRST PERIOD HE'S TAGGED BUNCH OF KIDS, NORMALLY AS THEIR TEACHER PROBABLY CAN'T HAVE ANOTHER PERSON IN THAT CLASS.

IF YOU WALK THROUGH THE HALLS OF THE HIGH-SCHOOL, YOU WILL SEE WHOLE VACANT CLASSES.

BECAUSE THE WHOLE CLASSROOM THEY GOT TAGGED.

ARE THERE VALID CASES THAT ARE BEING IDENTIFIED IN CONTACT TRACE? YES. HOWEVER, THE KIDS ARE VERY QUICKLY FINDING OUT HOW EXCITING THIS IS TO TAG YOUR FRIENDS.

THEN YOU GUYS ALL GET TO ESSENTIALLY PLAY HOCKEY WITH NO ASSIGNMENTS BEING GIVEN TO YOU.

YOU CAN JUST GO TO BALO GRAND LAKE AND HANG OUT WITH ALL YOUR BUDDIES.

THAT'S 40 KIDS, ONE FROM ONE PERSON.

HE DIDN'T HAVE SYMPTOMS. HIS COVID TEST WITHIN THAT FEW DAYS CAME BACK TO BE A NEGATIVE, BUT HE COULDN'T GO BACK BECAUSE HE WAS ALREADY OUT.

NOT ONLY WAS HE WITH NO SYMPTOMS, I DON'T THINK A SINGLE ONE OF THESE 40 KIDS WHO KNOWS BE AS SNAPCHAT IF THAT'S TRUE.

BUT NONE OF THESE KIDS HAD SYMPTOMS EITHER.

THEY JUST MET UP AND HAD A GOOD TIME WITH THE EXCEPTION OF MY SON [LAUGHTER] BECAUSE I FOUND OUT.

BUT I'M JUST THINKING FOR HOW MANY PARENTS ARE JUST HAVING THIS HAPPEN.

THESE KIDS ARE MISSING THIS MUCH SCHOOL WHEN IT'S A SENIOR THIS IS REALLY SERIOUS.

I WOULD ASK THAT THE BOARD CONSIDERS ADJUSTING THAT FLOWCHART.

IF YOU LOOK AT THE FLOWCHART AND HOW WONKY IT IS, I THINK IT NEEDS TO BE ADJUSTED INCLUDING THE 90 DAYS, WHICH YOU'D HAVE A NEGATIVE PCR TEST, YOU GET A 90 DAY GET-OUT JAIL FREE CARD.

[01:40:02]

THAT'S NOT EVEN SCIENTIFIC.

THAT'S IT FOR ME. THANK YOU.

>> THANKS WENDY. EUNICE IS REMOTE.

CAN WE GET HER UP? OH, EMMY.

>> HI. MY NAME IS EUNICE INGERMANSON [INAUDIBLE].

I'VE BEEN WATCHING SOME PUBLIC SCHOOLS HAVE AN OBLIGATION TO OFFER COMPREHENSIVE SEXUAL HEALTH EDUCATION, THAT IS APPLICABLE TO AND INCLUSIVE OF ALL STUDENTS.

ALL INCLUDED LGBTQ CLASS STUDENTS WHO MAKE UP OVER 20 PERCENT OF THE STUDENT POPULATION.

AMONG THEM, UP TO 5.3 PERCENT ARE GENDER EXPANSIVE.

TO THESE GENDER EXPANSIVE STUDENTS LABELING OF DIAGRAMS OF REPRODUCTIVE SYSTEMS BY BODY PARTS RATHER THAN BY MALE OR FEMALE PROVIDES A PROTECTIVE FACTOR.

WHERE THERE'S THESE TREND OF STUDENTS WHO ARE COMFORTABLE WITH THEIR GENDER IDENTITY SEEING THE ANATOMICAL DIAGRAMS, THEY BOOK BY BODY PART.

THAT THING DIMINISH THEIR GENDER IDENTITY WHETHER IT SERVES AS A LEARNING OPPORTUNITY TO BE AWARE OF PEOPLE OF DIFFERENT GENDER IDENTITIES SHARING THE SAME PHYSICAL FEATURES.

ACCORDING TO PREPPER PROJECTS 2021, LGBTQ MENTAL HEALTH SURVEY.

AMONG SIX GENDER LGBT YOUTH, 31 PERCENT HAD SUICIDAL IDEATION AND 14 PERCENT ATTEMPTED SUICIDE.

THIS PAST YEAR OF THAT BASE.

AMONG TRANSGENDER AND NON-BINARY YOUTH, 54 PERCENT HAD SUICIDAL IDEATION AND 29 OF THEM COMMITTED SUICIDE.

THESE ARE ALARMING STATISTICS FOR LGBTQ CLASS YOUTH.

THEY ARE NOT IN HERE, THEY'VE BEEN LINKED TO DEPRESSION OR ANXIETY, RATHER, LINKED TO THE LACK OF SUPPORT THEY'VE RECEIVED FOR THEIR SEXUAL OR GENDER IDENTITIES.

CLIPS, A BOOMING OR EPSILON AND VIOLENCE THAT TARGET THEM BECAUSE OF WHO THEY ARE.

BUILDING PROTECTIVE FACTORS AND [NOISE] THAT IS A PARAMOUNT TO THE COURT [INAUDIBLE] [NOISE]. I DO MORE STAFF SPECIALIZING IN MENTAL HEALTH.

WE HAVE ALL HELPED TREMENDOUSLY TO REDUCE SUICIDES.

OFFERING A TRULY INCLUSIVE CURRICULUM IN SEXUAL HEALTH IS AN IMPORTANT PIECE THAT CAN HELP OUR LGBTQ CLASS STUDENTS FEEL SEEN, ACKNOWLEDGED AND CARED FOR, AND HOW TO PREVENT BOARDING HARASSMENT AND VIOLENCE AGAINST THEM AS WELL.

AS YOU CONSIDER THEM IN THE NEXT FEW WEEKS, WHICH MIDDLE SCHOOL SEXUAL HEALTH CURRICULUM TO ADOPT FOR OUR SCHOOL DISTRICT, PLEASE PUT THE HEALTH AND SAFETY, AND WELL-BEING OF OUR STUDENTS [NOISE] ON TOP OF YOUR LIST.

THANK YOU SO MUCH.

>> THANK YOU EUNICE.

>> THANK YOU EUNICE.

>> JENNY PRICE AS NEXT AND JENNIFER HANNY WILL BE ON DECK.

>> I'M JENNY PRICE. I'M IN DISTRICT 5.

I JUST WANT TO FIRST SAY, THANK YOU FOR YOUR SERVICE ON THE SCHOOL BOARD.

A LOT OF PEOPLE DON'T KNOW, BUT THIS IS VOLUNTEER WORK AND I APPRECIATE IT.

I'M TALKING ABOUT MASKS TODAY.

I HAVE A QUESTION THAT WE NEED TO REFLECT ON.

DO THE BENEFITS IN MASKING KIDS IN SCHOOL OUTWEIGH THE DOWNSIDE? BEFORE WE CAN ASK THAT, WE HAVE TO LOOK AT THE VIRUS AND THE MASK MANDATE.

CHILDREN ARE LESS LIKELY TO HAVE SEVERE DISEASE FROM SARS COVID-2 AND WHEN INFECTED, THEY'RE LESS LIKELY TO SHOW SYMPTOMS, SO THEY'RE LESS CONTAGIOUS.

WE CAN LOOK AT THE METHOD WHICH IS MASK MANDATES.

CLOTH MASKS DO FILTER SOME AEROSOLS, BUT THEY DON'T DO THE SARS COVID-2 PARTICLES, WHICH ARE ABOUT 0.09 TO ABOUT 0.12 MICRONS.

LET'S JUST SAY THEY WERE BIGGER, BUT THEY'RE NOT, MASKS AREN'T WORN CORRECTLY, AS YOU CAN SEE I HAVE SPACES AND IT'S LESS EFFECTIVE.

ANOTHER ONE IS PEOPLE TOUCH THEIR FACES MORE OFTEN.

I WOULD BE SURPRISED IF ANY STUDENT OR STAFF ACTUALLY USES MASKS CORRECTLY.

I DO BELIEVE WE SET UP THE STUDENTS FOR FAILURE BY CAUSING THEM TO MAYBE POSSIBLY MORE SICK BECAUSE THEY'RE TOUCHING THEIR FACE.

ANOTHER TOO IS, IF YOU WASH YOUR MASK,

[01:45:05]

IT LOSES ITS EFFECTIVENESS AS WELL.

AGAIN, THE PARTICLES THEY ARE SMALLER AND SO YOU NEED TO CONSIDER THAT, THAT THE SARS COVID-2 PARTICLES ARE SMALLER.

THE WHO ALSO SAYS CURRENTLY, THERE IS NO DIRECT EVIDENCE ON THE EFFECTIVENESS OF UNIVERSAL MASKING OF HEALTHY PEOPLE TO PREVENT INFECTION.

THE RISK OF MASK WEARING FOR KIDS SIMPLY OUTWEIGHS THE BENEFITS.

CHILDREN ARE MORE THAN JUST BODIES.

THEY ARE A MIND, A SOUL, AND THEY HAVE EMOTIONS, AND THEY ARE WORTHY TO BE TREATED BETTER.

DO NOT LOOK OVER THE PSYCHOLOGICAL DAMAGE.

IT CAN BE DONE WHEN CHILDREN ARE TREATED AS IF THEY ARE DISEASED.

WE NEED TO TAKE THAT IN CONSIDERATION AND THINK, WHERE'S THE DIGNITY IN THAT? FACIAL EXPRESSIONS ARE VERY IMPORTANT TO THE HUMAN CONNECTION, ESPECIALLY WITH YOUNG CHILDREN. I HAVE YOUNG CHILDREN.

IT'S VERY IMPORTANT, AND COVERING THE CHILD'S FACE MUTES THOSE NON-VERBAL FORMS OF COMMUNICATION.

YOU MUST RECOGNIZE THAT WHEN YOU DO HAVE THESE MASK MANDATES FOR STUDENTS, YOU'RE CARRYING OUT POTENTIAL ACADEMIC AND SOCIAL HARMS FOR THEM.

THIS IS WHY I PROPOSE THAT YOU CREATE A POLICY THAT PROTECTS STUDENTS FROM BEING DENIED A PUBLIC EDUCATION FOR GOING WITHOUT A MASK.

STAFF SHOULD NOT BE ABLE TO TAKE STUDENTS OUT OF CLASS FOR WANTING TO LEARN WITHOUT A MASK.

THE SCHOOL BOARD HAS THE POWER TO CREATE POLICIES TO PROTECT CHILDREN AND THESE CHILDREN DESERVE TO BE TREATED WITH DIGNITY AND CARE.

I SAY CREATE A POLICY.

GIVE THEM THE ABILITY TO FULLY LEARN WITHOUT DENYING ACCESS IF THEY CHOOSE TO GO WITHOUT A MASK.

CURRENTLY, THE STATE DOES NOT HAVE [NOISE] THE RIGHT TO TAKE FUNDING AWAY AND SO I WOULD ASK, CAN YOU SHOW PROOF THAT THEY ARE ABLE TO TAKE FUNDING AWAY? THERE IS NO LAW I CAN FIND THAT SAYS THAT THEY ARE ALLOWED TO DO THAT.

IF THEY DO IT, THEY CAN'T.

I GUESS I WANT TO SAY CAN YOU PROVIDE EVIDENCE.

>> THANK YOU, JENNY.

>> [INAUDIBLE] I BELIEVE IS GOING TO BE COMING UP IN LINE.

>> I COME BEARING GIFTS.

[LAUGHTER]

>> WOULD YOU LIKE ME TO HELP YOU?

>> PLEASE. [LAUGHTER]

>> THE WHOLE THING?

>> THE WHOLE THING. THAT'S WHY IT'S RUBBER BAND.

>> THANK YOU.

>> GO AHEAD AND WAIT UP TO YOU START SPEAKING.

>> I BROUGHT A LITTLE LIGHT READING MATERIAL FOR YOU LATER ON.

[LAUGHTER] WHY IS IT THAT THE REST OF THE COUNTRY HAS MOSTLY DROPPED THE MASK MANDATE BUT OUR STATE IS STILL MANDATING MASKS? IS THE SCIENCE SOMEHOW DIFFERENT IN WASHINGTON [NOISE] THAN IT IS IN FLORIDA? I LOOKED UP THE SCIENCE AND HERE'S WHAT I FOUND.

TWENTY-SIX DIFFERENT ARTICLES ON MASKING THE PUBLIC TO CONTROL THE SPREAD OF A VIRUS AND THEY ALL SAY THE SAME THING, IT DOESN'T WORK.

NEW ENGLAND JOURNAL OF MEDICINE: WEARING A MASK OUTSIDE HEALTH CARE FACILITIES OFFERS LITTLE, IF ANY PROTECTION.

PRIMARY DOCTOR MEDICAL JOURNAL: MASKS ARE NEITHER EFFECTIVE NOR SAFE.

THE ASSOCIATION OF AMERICAN PHYSICIANS AND SURGEONS: WEARING MASKS WILL NOT BE EFFECTIVE AT PREVENTING SARS-COV-2 TRANSMISSION.

THE CDC: IF YOU DO NOT HAVE ANY RESPIRATORY SYMPTOMS, YOU DO NOT NEED TO WEAR A MASK.

WHEN USED ALONE, MASK CAN GIVE YOU A FALSE FEELING OF PROTECTION AND CAN EVEN BE A SOURCE OF INFECTION WHEN NOT USED CORRECTLY.

DR. FAUCI, WHEN YOU'RE IN THE MIDDLE OF AN OUTBREAK, WEARING A MASK MIGHT MAKE PEOPLE FEEL A LITTLE BETTER, BUT IT'S NOT PROVIDING THE PROTECTION PEOPLE THINK THAT IT IS.

I THEN WENT AND GATHERED AN ARRAY OF MASKS TO SEE WHAT THE MANUFACTURERS HAD TO SAY.

EVERY SINGLE ONE OF THEM; THERE IS NO EXPRESS OR IMPLIED GUARANTEE FOR ANY VIRUS PROTECTION.

I GOT A BUNCH OF THEM AND EVERY SINGLE ONE OF THEM SAID THE SAME THING.

THEY WILL NOT PROVIDE PROTECTION AGAINST A VIRUS.

IN FACT, ONE OF THE PACKAGES SAYS, ''THIS PACKAGE CAN EXPOSE YOU TO CHEMICALS INCLUDING LEAD, WHICH ARE KNOWN TO CAUSE CANCER,

[01:50:01]

BIRTH DEFECTS, AND OTHER REPRODUCTIVE HARM.'' THEN I SAW A LAB ANALYSIS OF MASKS THAT WERE WORN BY KIDS ALL DAY AT SCHOOL.

DO YOU KNOW WHAT THEY FOUND ON THEM? PNEUMONIA, TUBERCULOSIS, MENINGITIS, DIPHTHERIA, STAPH, E. COLI, LEGIONNAIRES' DISEASE.

BUT YOU KNOW WHAT THEY DIDN'T FIND? COVID. MY DAUGHTER GOES TO THE HIGH SCHOOL.

SHE IS GETTING HEADACHES FROM HAVING TO WEAR A MASK ALL DAY LONG AND I JUST WANTED TO SHOW YOU ONE MORE THING.

I CAME IN HERE WEARING THIS MASK.

IT LOOKS FINE, RIGHT? CAN YOU ALL SEE THROUGH IT? [LAUGHTER] THESE THINGS ARE NOT PROTECTING OUR KIDS.

WHEN ARE WE GOING TO STOP MANDATING THIS CHARADE AND LET OUR KIDS BREATHE? I'VE TALKED TO TWO OF OUR REPRESENTATIVES AND ACCORDING TO THEM, THE OSPI CANNOT REMOVE FUNDING FROM SCHOOLS.

I UNDERSTAND THE FEAR THE BOARD MAY HAVE, BUT DOESN'T IT WARRANT LOOKING INTO? THANK YOU VERY MUCH. [NOISE]

>> THANK YOU, JENNIFER. [APPLAUSE] RILEY BECKER, WE CAN BRING HER UP.

NOT SHOWING? THAT WOULD LAUNCH GRETCHEN REPORT THEN.

>> HELLO.

>> HELLO.

>> HELLO GRETCHEN.

>> THANK YOU FOR YOUR SERVICE AND THANK YOU LITTLE LADY IN THE BACK THAT LET ME SIGN UP LATE.

EVERYBODY IN THIS ROOM WANT OUR CHILDREN TO HAVE A LOVE OF LEARNING.

THERE'S SO MUCH IN THIS WORLD TO DISCOVER AND EXPERIENCE, IT'S JUST ALL GOOD.

WE ALSO WANT THEM TO BECOME CRITICAL THINKERS.

NOT JUST REGURGITATING INFORMATION OR BEING A HERD MENTALITY, BUT THINK ABOUT WHAT THEY'RE LEARNING, WHAT THEY'RE BEING TAUGHT, THINK IT THROUGH AND COME TO A CONCLUSION ON THEIR OWN ABOUT IT.

I JUST WANT TO START WITH A QUOTE FROM GEORGE ORWELL, "WORDS ARE FREEDOM.

WHEN WE ARE TOLD WHAT WE CAN SAY OR WORD SELECTION, WHEN WE ARE NOT ALLOWED TO CHOOSE OUR OWN WORDS, WE LOSE OUR FREEDOM".

THAT'S GEORGE ORWELL.

MY TOPIC TONIGHT IS THE VACCINE MANDATE.

THE QUESTION I RAISED MY HAND ON BACK THERE WAS, CAN SOMEBODY ANSWER ME REALLY QUICKLY? HOW MANY OF THE STAFF WAS INFECTED? IF IT WAS ABOVE 77 WHEN THE STUDENTS TESTED COVID POSITIVE.

>> IT WAS 13.

>> WHAT WAS IT?

>> THIRTEEN.

>> THIRTEEN, OKAY. I WONDERED, DO YOU KNOW IF THEY WERE VAXXED?

>> I DON'T

>> INTERESTING. I FIND THAT BACK IN 1947, AFTER WORLD WAR 2.

THE NUREMBERG CODE WAS SET IN PLACE AS A RESPONSE TO CRIMES AGAINST HUMANITY, LARGELY DONE AGAINST THE JEWS.

GERMAN NURSES AND DOCTORS HUNG FOR THEIR CRIMES AGAINST HUMANITY.

NUMBER 1, IN THAT QUOTE, THERE ARE 10 OR MORE.

IT REQUIRES VOLUNTARY CONSENT TO THE PERSON SO THE PERSON IS ABLE TO EXERCISE THEIR POWER OF CHOICE WITHOUT INTERVENTION OF ANY ELEMENT OF FORCE, FRAUD, DECEIT, DURESS, OVERREACHING, OR OTHER ULTERIOR FORMS OF CONSTRAINT OR COERCION.

THEY'RE TOLD WHAT THEY CAN REASONABLY EXPECT ON THE HEALTH OF THEIR OWN PERSON.

IF WE DO SOME CRITICAL THINKING HERE WITH OUR OWN SET, ARE WE ALLOWING OUR TEACHERS THE FREEDOM OF CHOICE IN GETTING THIS VACCINE IF THEY'RE THE ONLY BREADWINNER IN THEIR FAMILY AND HAVE A FAMILY OF FOUR? WOW, THERE ARE OUT OF LUCK.

RIGHT NOW, 80 MILLION ARE UNVAXXED AMERICANS.

A RECENT POLL SAID 70 PERCENT WILL QUIT THEIR JOBS.

THE REFLECTOR, I JUST WANT TO LEAVE YOU, I KNOW DO YOU GUYS KNOW ABOUT THE VAERS REPORTING SITE? VACCINE ADVERSE EFFECT REPORTING SITE, THE CDC REPORTING SITE USED TO BE THEY JUST REVAMPED IT.

IT'S MUCH HARDER TO NAVIGATE.

MYOCARDITIS AMONG YOUNG PEOPLE 30 AND YOUNGER, [NOISE] 229 HAVE HAD THAT.

THAT STICKS WITH THEM FOR THEIR LIFE.

WHEN WE ARE HELPING [NOISE] THESE ATHLETES, THESE FOOTBALL PLAYERS GET VAXXED AND GIVING THEM PERKS FOR DOING THAT,

[01:55:05]

WE'RE SETTING THEM UP FOR SOMETHING IN THEIR WHOLE LIFE.

I SAY THE LAST THING I WANT TO SAY, COURAGE.

>> QUICKLY. [NOISE]

>> WE ALL NEED COURAGE ABOUT ALL THESE THINGS TO MAYBE STAND AND JUST BE LIKE NIKE AND JUST SAY NO.

>> THANK YOU, GRETCHEN. I THINK THAT'S IT FOR CITIZENS COMMENTS UNLESS RILEY CAME ON? NO.

>> MR. PRESIDENT, OCCASIONALLY, I BELIEVE IN OUR THING WE SAY WE CAN DIRECT QUESTIONS TO THE SUPERINTENDENT AFTER COMMENTS.

I'D LIKE TO DO THAT.

>> YEAH.

>> THE COVID TAG THING, I'D JUST BE CURIOUS IF WE HAD A STUDENT THAT WE FOUND THAT WAS PERHAPS, WELL, PATIENT ZERO OF THAT, WHAT WOULD BE THE RAMIFICATIONS TO THAT STUDENT? WOULD THAT BE POSSIBLE SUSPENSION, EXPULSION, OR DO WE EVEN HAVE A POLICY AROUND THAT? BECAUSE OBVIOUSLY, THIS IS FAIRLY UNCHARTED TERRITORY.

>> I DON'T KNOW THAT WE HAVE A POLICY SPECIFIC TO THAT, BUT I'M SURE IT'S A VIOLATION OF OUR STUDENT CODE OF CONDUCT IN THAT IT'S CERTAINLY A DISRUPTION TO THE EDUCATIONAL ENVIRONMENT.

IF WE WERE TO IDENTIFY A STUDENT WHO WAS DOING THAT, I SUSPECT THERE WOULD BE DISCIPLINED INVOLVED.

I KNOW THAT THE CITIZEN WASN'T A 100 PERCENT SURE, BUT IT SOUNDS LIKE IT WAS LIKELY IF THERE'S A WAY THAT WE CAN IDENTIFY IF THAT DID HAPPEN AND THEN MAYBE GET A COMMUNICATION OUT TO THE STUDENTS, MAYBE THAT WOULD BE WARRANTED.

>> YEAH, WE CAN CERTAINLY LOOK INTO THAT.

>> THANK YOU.

>> THANK YOU. I APPRECIATE MISS RUSH BRINGING THAT TO OUR ATTENTION.

THAT'S SOMETHING WE HAD NOT HEARD.

>> AGAIN, THANK YOU SPEAKERS AND AUDIENCE FOR BEING COURTEOUS AND BEARING WITH US TILL WE GOT TO THE CITIZENS COME INTO COURT.

WE'VE GOT SOME BUSINESS TO CONDUCT HERE.

[8. Consent Agenda]

NEXT UP IS OUR CONSENT AGENDA.

ITEM A IS THE APPROVAL OF THE CONSENT AGENDA.

ITEM B, APPROVAL OF THE MINUTES OF THE AUGUST 23RD, 2021 REGULAR MEETING.

ITEM C, APPROVAL OF THE MINUTES OF THE AUGUST 23RD, 2021 SPECIAL MEETING.

ITEM D, BUSINESS AND OPERATIONS.

ITEM E, CONTRACTS RATIFICATION, ITEM F, PERSONNEL REPORTS, ITEM G, APPROVAL OF THE OTHER TWO MAN SLED FROM PRAIRIE FOOTBALL BOOSTERS.

ITEM H, APPROVAL OF HEADSETS FROM THE PRAIRIE FOOTBALL BOOSTERS.

ITEM I, THE JIM TANGEMAN CENTER, FORMERLY THE GROVE CHILDREN'S CENTER, INTER-DISTRICT COOPERATIVE AGREEMENT FOR 21, 22 SCHOOL YEAR.

ITEM J, APPROVAL OF THE YEAR 2 OF ALTERNATIVE COURSE SOCIAL STUDIES FOR SIXTH GRADE WORLD HISTORY.

ITEM K APPROVAL OF THE REVISED PUBLIC SCHOOL EMPLOYEES PSE SALARY SCHEDULE AND ITEM L, APPROVAL OF THE REVISED ADMINISTRATIVE SUPPORT SALARY SCHEDULE.

ANY OF THOSE WARRANT SEPARATE CONSIDERATION? IF NOT, I WOULD ENTERTAIN A MOTION FOR THE APPROVAL OF THE CONSENT AGENDA.

>> I DIDN'T WANT ANYTHING PULLED OFF, BUT I DID WANT CLARIFICATION ON THE SPECIAL ED SERVICE CONTRACTS.

I WAS NOTICING, IF I DID MY MATH RIGHT, $360,000 OF CONTRACTS THAT WILL BE FUNDED BY THE LEVY.

IF THE LEVY DOESN'T PASS, WHERE WOULD THOSE FUNDS?

>> IF THE LEVY DOESN'T PASS, THEN THOSE FUNDS WOULD HAVE TO COME OUT OF THE GENERAL FUND.

THAT'S ONE OF THE THINGS ABOUT SPECIAL EDUCATION IS THE SERVICES THAT WE PROVIDE [NOISE]. TRY AGAIN.

MY FAULT, I DIDN'T FOLLOW MY OWN RULE.

DID YOU TURN IT BACK ON? WE WOULD HAVE TO PROVIDE THOSE SERVICES SOMEHOW TROY.

THAT'S THE POINT THAT WE'VE BEEN TRYING TO MAKE ABOUT THE IDEA THAT IF THE LEVY FAILS, IT'S NOT AS SIMPLE AS JUST SAYING, WELL, WE'RE NOT GOING TO DO ANYTHING THAT THE LEVY PAYS FOR.

BECAUSE IN THAT INSTANCE, YOU'D HAVE TO FIND THAT MONEY SOMEWHERE ELSE SO IT WOULD HAVE TO COME OUT OF THE EXISTING GENERAL FUND.

>> IN SHORT, WE ARE PAYING THAT REGARDLESS, IT JUST HAPPENS TO COME ON TO LEVY ON THIS CONTRACT?

>> CORRECT.

>> THANK YOU. THAT WAS IT.

>> IT EQUATES TO 12 STUDENTS APPROXIMATELY $30,000 FOR EACH.

>> CORRECT.

>> YEAH. I SEE A ONE-ON-ONE NURSE AND SIGN LANGUAGE.

>> YEAH.

>> THANK YOU, THAT WAS IT.

>> THANK YOU FOR THAT CLARIFICATION.

I MOVE THE BOARD OF DIRECTORS APPROVED THE CONSENT AGENDA AS PRESENTED.

[02:00:04]

THAT MOVE THAT WE APPROVE THE CONSENT AS PRESENTED.

ANY QUESTIONS? ALL THOSE IN FAVOR SIGNIFY BY SAYING AN AYE.

>> AYE [OVERLAPPING].

>> ALL THOSE OPPOSED. MOTION PASSES 5-0.

NO OLD BUSINESS AS USUAL SO WE'RE UNDER NEW BUSINESS.

[10. New Business]

ITEM A FIRST READING OF POLICY 6225, THE USE OF ELECTRONIC SIGNATURES. MICHELLE SCOTT.

>> TONIGHT I PRESENT TO YOU A BRAND NEW POLICY FOR THE DISTRICT.

POLICY 6225 USE OF ELECTRONIC SIGNATURES.

IN SHORT, THIS IS TO ALLOW THE DISTRICT TO USE DOCUSIGN.

AS YOU KNOW, DOCUSIGN AND OTHER SERVICES WHERE YOU'RE GETTING ELECTRONIC INFORMATION THROUGH EMAIL, WHERE YOU WILL BE SIGNING A DOCUMENT WITH YOUR ELECTRONIC SIGNATURE.

[NOISE] THIS POLICY WILL PROMOTE EFFICIENCIES IN ORDER TO CONNECT PUBLIC RESOURCES, ESTABLISH GUIDELINES FOR THE USE OF ELECTRONIC SIGNATURES FOR CERTAIN DISTRICT TRANSACTIONS, AND PROVIDE REASONABLE ASSURANCE OF THE INTEGRITY AUTHENTICITY AND NON-REPUDIATION OF ELECTRONIC DOCUMENTS WHEN ELECTRONIC SIGNATURES ARE USED BY THE DISTRICT AND DETERMINE THE SCOPE OF THE DISTRICT'S USE OF CURRENT ELECTRONIC SIGNATURE PROVIDER, DOCUSIGN AS THE APPROVED METHOD FOR A FIXING AN ELECTRONIC SIGNATURE TO AN ELECTRONIC RECORD.

THIS POLICY WILL APPLY TO ANY FUTURE REPLACEMENT TO SPECIFIC SERVICE PROVIDER PLATFORM.

WHAT WE'RE LOOKING AT IS, IT JUST CREATES SO MUCH MORE EFFICIENCY, IT SAVES TIME.

IN TURN, THE MONTHLY FEE THAT WE WOULD BE PAYING FOR THIS WOULD COVER THE COSTS OF THAT THROUGH THIS SAVINGS AND INEFFICIENCY.

WHAT WE'RE LOOKING AT IS PROBABLY STARTING OFF WITH JUST FOUR, MAYBE FIVE THROUGHOUT THE WHOLE DISTRICT HAVING THE DOCUSIGN TO START WITH.

SOME OF THOSE WE'LL START ON A MONTHLY, AND THE MONTHLY FEE STARTS AT $45 FOR AN INDIVIDUAL LICENSE.

BUT WE ARE LOOKING TO SEE IF WE CAN GET IT CHEAPER IN A PACKAGE.

WE'RE STILL EXPLORING THAT, BUT THESE ARE JUST THE BASE RATES.

WE COULD START A COUPLE OF PEOPLE JUST ON MONTHLY JUST TO MAKE SURE THAT THEY'RE USING IT AND THAT'S SOMETHING THAT THEY WOULD ACTUALLY BENEFIT FROM.

BUT THIS WOULD BE EXCELLENT FOR BOARD SIGNATURES.

IF NOT, EVERYONE'S READILY AVAILABLE TO DO BOARD SIGNATURES CONTRACTS WITH A LOT OF OUR VENDORS WOULD BE VERY HELPFUL TO HAVE. ANY QUESTIONS?

>> YEAH, I HAVE A CONCERN WITH, I DON'T KNOW IF WE CAN PUT THIS POLICY UP ON THE SCREEN, BUT THE FIRST SENTENCE ON THE SECOND PAGE.

[NOISE] OR I CAN JUST READ IT.

THAT MIGHT BE QUICKER. I JUST FIGURED WE HAVE IT.

>> JUST AS A REMINDER, THIS IS A [INAUDIBLE] [OVERLAPPING] RECOMMENDED POLICY.

THAT'S WHERE WE GOT THIS LANGUAGE BUT APPRECIATE YOUR INPUT ON THE LANGUAGE.

>> YEAH. I WOULD LIKE THAT WHOLE SENTENCE STRUCK.

>> WHICH ONE?

>> THE SENTENCE I'M REFERRING TO; THIS POLICY MAY BE MODIFIED, RESCINDED OR REPLACED AT ANYTIME BY THE SUPERINTENDENT.

>> GOOD POINT.

>> DO WE KNOW WHY THAT'S THERE?

>> I'M NOT SURE.

>> JUST CAME THAT WAY.

>> YEAH. CAME THAT WAY.

>> [OVERLAPPING] IT'S A GOOD THING TO QUESTION.

>> I THINK WE CAN START.

>> I'M PERFECTLY FINE [LAUGHTER] [NOISE] MUTE IT.

GOT IT AGAIN, THE ENTIRE POINT OF THE BOARD IS TO MAKE POLICIES, MODIFY THEM AND IF THEY'RE NOT WORKING.

IF AT ANY POINT THIS POLICY BECOMES UNWORKABLE, THEN THE BOARD SHOULD GET IT AND LOOK AT IT AND MAKE THAT DECISION.

>> IT'D BE INTERESTING TO FIND OUT WHY IT WAS IMPORTANT TO HAVE THAT IN.

>> WE WILL CHECK INTO THAT, WHY THEY HAVE THAT ON THERE.

[02:05:03]

>> WE DID SOME EARLIER ASSIGNING OF WHO GETS TO SIGN THINGS BACK IN JUNE AND THINGS LIKE THAT.

THAT APPLIES TO THAT LIST AND NOT FURTHER THAN THAT AT THIS POINT?

>> THAT'S CORRECT.

>> OKAY. BUT RESTRICTED TO THOSE SEPARATELY [INAUDIBLE]?

>> THAT'S CORRECT.

>> OKAY.

>> MR. PRESIDENT, I'D LIKE TO MAKE A MOTION THAT WE APPROVE POLICY 6225, ABSENT THE SENTENCE.

THE POLICY MAY BE MODIFIED OR RESCINDED OR REPLACE IT ANY TIME BY THE SUPERINTENDENT.

>> OKAY. IT'S BEEN MOVED THAT WE APPROVE THE POLICY MINUS THE SENTENCE ABOUT THE SUPERINTENDENT BEING ABLE TO CHANGE OR CANCEL IT AT ANYTIME.

ANY FURTHER DISCUSSION ON THAT?

>> THIS IS JUST THE FIRST READING.

AM I CORRECT? OKAY.

>> MAYBE IN BETWEEN THIS TIME AND THE SECOND READING, IF WE COULD FIND THE REASON FOR THAT AND SEE IF IT MIGHT HAVE REASON TO BE PUT BACK, THAT WOULD BE HELPFUL. ANY OTHERS?

>> NO THAT WAS MY QUESTION AS WELL.

>> OKAY. NO FURTHER QUESTIONS.

ALL THOSE IN FAVOR OF APPROVING THE FIRST READING OF POLICY 6225, USE OF ELECTRONIC SIGNATURES MINUS THE SELECTED SENTENCE?

>> MARK, I DON'T THINK YOU GOT THE MOTION.

>> YEAH, HE DID.

>> I'M SORRY.

>> YEAH. THAT'S RIGHT. YOU'RE JUST FOCUSED ON LOSING YOUR POWER.

[LAUGHTER]

>> I THINK I RE-READ THAT CORRECTLY.

ALL THOSE IN FAVOR SIGNIFY BY SAYING I.

>> I.

>> I.

>> I.

>> ALL THOSE OPPOSED.

MOTION PASSES FIVE TO ZERO.

>> THANK YOU.

>> THANK YOU.

>> ITEM B OF NEW BUSINESS, APPROVAL OF THE NEWSELA CONTRACT. I'LL LISTEN TO THAT.

>> CAN I USE THIS ONE INSTEAD?

>> YEAH.

>> THIS ONE MIGHT SEEMS TO GIVE ME TROUBLE.

FIRST OF ALL, IT IS SO NICE TO SEE YOU IN A CONTEXT OTHER THAN IN SEXUAL HEALTH.

HELLO [LAUGHTER].

I'M HERE TONIGHT TO TALK ABOUT NEWSELA.

THIS IS PRONOUNCED NEWSELA.

THE FOCUS WAS ON ENGLISH LANGUAGE ARTS, HENCE THE ELA PART AT THE END OF THAT.

NEXT SLIDE, PLEASE. WHAT IS NEWSELA? IT IS A COLLECTION OF INFORMATIONAL NONFICTION CONTENT, SO IT IS ONLINE COLLECTION OF NEWS ARTICLES.

THEY ARE MOSTLY NONFICTION INFORMATIONAL, BUT THERE ARE ALSO SOME FICTIONAL TEXTS AND SOME VIDEOS INCLUDED.

IT IS FOR GRADES 2,3,12.

BATTLEGROUND SCHOOL DISTRICT WOULD LIKE TO USE IT IN ENGLISH LANGUAGE ARTS, SCIENCE, AND SOCIAL STUDIES.

THIS IS SUPPLEMENTAL.

IT IS NOT CONSIDERED CORE CURRICULUM.

WE WOULD LIKE TO USE IT IN ADDITION TO ENGLISH LANGUAGE ARTS, SCIENCE, AND SOCIAL STUDIES CORE MATERIALS.

IT IS ALSO USED QUITE FREQUENTLY FOR INTERVENTION, FOR TIER 1, WHICH IS CONSIDERED IN THE CLASSROOM INTERVENTION, AS WELL AS OUR LAP PROGRAM AND OUR SPECIAL EDUCATION PROGRAMS. THE MAIN THING ABOUT THIS PROGRAM IS THAT IT IS DIFFERENTIATED.

IT HAS FIVE READING LEVELS OR LEXILE LEVELS, FOR EVERY NEWS ARTICLE THAT THEY PUT ON THEIR WEBSITE.

THERE ARE PRODUCTS SIMILAR TO THIS ON THE MARKET, BUT NONE OF THEM THAT I AM AWARE OF, ADJUST THE READING LEVEL TO FIVE DIFFERENT LEVELS FOR STUDENTS. NEXT SLIDE, PLEASE.

IT IS A LITERACY FOCUSED PROGRAM AND IT CONNECTS, HAS CONNECTIONS TO STANDARDS IN ELA, SCIENCE FOR THE NEXT GENERATION SCIENCE STANDARDS AS WELL AS NATIONAL SOCIAL STUDIES STANDARDS.

THERE ARE ALSO CONNECTIONS TO THE CORE CURRICULUM.

INSIDE OF THE PROGRAM, THERE ARE TONS OF THINGS AVAILABLE, BUT THEY'RE SOME OF THE THINGS THAT ARE AVAILABLE TO OUR HIGH-SCHOOL STUDENTS.

IT MAKES CONNECTIONS TO OUR ADOPTED HIGH SCHOOL CURRICULUM.

THERE ARE CONNECTIONS TO OUR GRADES 2 THROUGH 8 FOSS KITS THAT WE USE IN SCIENCE.

THERE ARE CONNECTIONS TO OUR GRADES 2 THROUGH 8 UNITS OF STUDY IN WRITING.

NEXT, THERE ARE ALSO LESSON PLANS AND THERE ARE SPECIFIC VOCABULARY SUPPORT.

THERE ARE QUIZZES, WRITING ACTIVITIES, AND IT'S CONSTANTLY BEING UPDATED WITH CURRENT EVENTS FROM ACROSS OUR NATION AND AROUND THE WORLD.

NEXT SLIDE, PLEASE. THERE WAS A VIDEO THAT I WAS GOING TO SHOW YOU, BUT IN THE INTEREST OF TIME, I'M NOT GOING TO SHOW IT TO YOU.

IT WILL BE AVAILABLE THROUGH THE BOARD DOCS, I BELIEVE IN THE MINUTES.

IS THAT TRUE, CINDY?

>> I CAN HAVE IT.

>> OKAY, THAT WOULD BE WONDERFUL.

IT'S THREE-AND-A HALF MINUTE VIDEO THAT IS AN OVERVIEW OF THE PLATFORM.

[02:10:05]

THIS PARTICULAR ONE HAS A SCIENCE FOCUS.

>> WOULD THE BOARD LIKE TO WATCH IT NOW?

>> I'M GOOD.

>> NO, THANK YOU. NEXT SLIDE, PLEASE.

I WILL SHOW YOU REAL QUICK I DID A LITTLE CLIP OF WHAT THE SCIENCE AN ARTICLE THAT WAS AVAILABLE FOR A 6TH GRADE LEVEL CLASSROOM MIGHT LOOK LIKE THAT'S ON THE LEFT-HAND SIDE.

THEN ON THE RIGHT-HAND SIDE, YOU CAN SEE THAT THIS IS THE LOWEST LEVEL THAT IT ADJUSTED TO THAT TOOK IT DOWN TO A 2ND GRADE READING LEVEL.

THE WORD COUNT WAS ORIGINALLY 598 WORDS, AND IT TOOK IT DOWN TO 392 WORDS AND FROM A 6TH GRADE LEVEL TO A 2ND GRADE LEVEL.

YOU CAN SEE THAT A STUDENT WHO IS A STRUGGLING READERS STILL HAS ACCESS TO THE CONTENT, BUT IT GIVES IT TO THEM AT A DIFFERENT LEVEL THAT'S APPROPRIATE TO THEM.

IT'S NOT GOING TO BE INSTANTLY IDENTIFIABLE TO THE STUDENT AS THEY'RE LOOKING AT THEIR COMPUTER SCREENS, THEY'LL SEE THE SAME PICTURES.

THEY'LL SEE THAT THERE ARE WORDS ON THEIR PAGE, BUT THEY WON'T NECESSARILY BE ABLE TO QUEUE IN IF THE PERSON SITTING NEXT TO ME HAS A DIFFERENT READING LEVEL THAN I DO YET THEY'RE STILL GETTING ACCESS TO THE CONTENT.

NEXT SLIDE, PLEASE. THIS IS JUST AN EXAMPLE OF THE SOCIAL STUDIES CONNECTIONS WE HAVE BEEN USING THIS PROGRAM FOR FIVE-YEARS IN BATTLEGROUND.

WE ORIGINALLY PURCHASED IT JUST AS PART OF THE MIDDLE SCHOOLS AND USED IT WITH WASHINGTON STATE HISTORY SPECIFICALLY, BUT ALSO IN INTERVENTION.

[NOISE] WE HAVE TEACHERS WHO HAVE CREATED A SPECIFIC TEXT SETS WITHIN THE PROGRAM SO THAT THEY HAVE THINGS THAT ARE ALL WASHINGTON STATE HISTORY THAT THEY'RE ABLE TO SHARE FROM ONE TEACHER TO THE NEXT.

THEY'RE ABLE TO SHARE THE WORKLOAD IN PICKING OUT WHAT ARTICLES THAT WOULD ALIGN TO THE TOPICS THAT THEY ARE STUDYING. NEXT SLIDE, PLEASE.

THIS IS JUST ANOTHER SLIDE THAT SHOWS ANOTHER EXAMPLE FOR SOCIAL STUDIES FOR ANCIENT CIVILIZATIONS.

OUR 6TH GRADERS HAVING ACCESS TO OTHER MATERIALS BEYOND THE TEXTS THAT THEY'RE USING. NEXT SLIDE, PLEASE.

THIS ONE SHOWS CONNECTIONS TO OUR HIGH-SCHOOL ENGLISH LANGUAGE ARTS UNIT.

THIS ONE WOULD GO WITH THE 10TH GRADE UNIT 2 CALLED THE NATURAL WORLD.

AT THE TOP IT TALKS THERE ABOUT BEING INTERTWINED WITH NATURE.

THE GOAL WITHIN THE TEXTBOOK ITSELF TALKS ABOUT BEING INTERTWINED WITH NATURE WE AFFECT IT AS MUCH AS IT AFFECTS US.

THESE ARE ARTICLES THAT COULD BE ADDED IN FOR STUDENTS THAT NEED EXTENSIONS.

LIKE I SAID, THERE ARE QUIZZES AND VOCABULARY EXTENSIONS AND THAT THING. NEXT SLIDE, PLEASE.

THEN I ALSO THREW IN HERE THE LUCY CALKINS UNITS OF STUDY JUST ON THE LEFT-HAND SIDE YOU CAN SEE UP THERE AT THE TOP IT SHOWS HOW THERE'S THE HOW-TO GUIDE FOR NONFICTION WRITING.

IT TALKS ABOUT MASTERING NARRATIVE TEXT, TALKS ABOUT POETRY, WRITING ABOUT READING IT EVEN INCLUDES LAB REPORTS AND SCIENCE BOOKS.

IT PULLS IN ALL OF THESE DIFFERENT CONTENT AREAS AND THEN HAS ARTICLES THAT CAN BE ADJUSTED UP OR DOWN. NEXT SLIDE, PLEASE.

I WANTED TO TALK A LITTLE BIT ABOUT FUNDING.

IN THE PAST, LIKE I HAD SAID, WE HAD DONE MIDDLE-SCHOOL ONLY AND WE HAD SHARED THE COSTS BETWEEN THE TECH DEPARTMENT AND TEACHING AND LEARNING.

THE FOCUS WAS ON WASHINGTON STATE HISTORY AND INTERVENTIONS.

THEN LAST YEAR, DUE TO COVID, WE DID NOT HAVE ENOUGH ONLINE MATERIALS AVAILABLE TO STUDENTS AND PARTICULARLY BECAUSE IN MIDDLE SCHOOL, WE DO NOT HAVE A CURRENT ELA ADOPTION.

YOU'LL SEE THAT THE YEAR 2000 WAS THE LAST TIME WE HAD AN ELA ADOPTION FOR MIDDLE SCHOOL.

THEY DO NOT HAVE ANY ONLINE CONTENT AVAILABLE TO THEM, NOR DO THEY HAVE COMMON CORE ALIGNED CURRICULUM.

WE DO NOT HAVE A CURRENT MIDDLE SCHOOL SOCIAL STUDIES ADOPTION, AND WE DO NOT HAVE A CURRENT SCIENCE ADOPTION.

BETWEEN ALL OF THOSE AREAS, IT WAS REALLY IMPORTANT THAT WE'RE ABLE TO GIVE STUDENTS ACCESS TO THINGS ONLINE.

WE DID THAT LAST YEAR AS PART OF THE COVID EMERGENCY AND THEN WE USE IT CONTINUALLY IN OUR INTERVENTIONS.

THEN THIS YEAR WE WOULD LIKE TO USE THE SR FUNDS, THE LEARNING LOSS FUNDS, SO THAT WE CAN CONTINUE TO FOCUS WITH ELA MATH AND SCIENCE AND INTERVENTIONS BUT SPECIFICALLY IN OUR AREAS WHERE WE HAVE NOT HAD NEW ADOPTIONS AND QUITE WELL.

NEXT SLIDE, PLEASE. THEN I ALSO WANTED TO POINT OUT THAT WE HAVE ONE OF OUR OWN CASSANDRA SMITH HAD APPLIED TO BE A NEWSELA TEACHER TRAINER AND A NEWSELA FELLOW, WHICH IS SOMETHING THAT JUST CAME ACROSS AS ONE OF THE EMAILS TO OUR TEACHERS AS WE'VE BEEN USING NEWSELA FOR THE LAST FEW YEARS AND SHE APPLIED FOR IT.

SHE WAS GRANTED NEWSELA TEACHER TRAINER AND NEWSELA FELLOW, WHICH IS KUDOS TO CASSANDRA FOR TAKING THE INITIATIVE FOR THAT.

SHE IS ABLE TO HELP TEACHERS ACROSS THE COUNTRY BUT WE GET TO BENEFIT FROM

[02:15:01]

THAT BY HAVING HER HERE IN OUR DISTRICT AS A SPECIALTY WITH THAT.

YAY, CASSANDRA AND THANK YOU FOR GOING THROUGH THAT.

NEXT SLIDE, PLEASE. ANY QUESTIONS?

>> YOU ANSWERED ONE OF THEM, WHICH WAS, IT SOUNDS LIKE YOU'RE UTILIZING SR FUNDS.

>> YES.

>> THAT'S NICE AND SPECIFICALLY THE LEARNING LOSS FUNDS TOO.

BUT THIS IS ANOTHER EXAMPLE OF ONE OF THE PROGRAMS THAT SEEMS TO HAVE REALLY INGRAINED ITSELF AND MULTIPLE SUBJECTS AND GRADES ACROSS THAT WOULD BE AT RISK FROM A LEVY LOSS.

>> CORRECT.

>> THAT WAS A FOLLOW-UP QUESTION IF YOU'RE USING SR FUNDS NOW, WHAT ABOUT THE FUTURE? I KNOW HOW IT WORKS. YOU GET SOMETHING ON BOARD AND THEN FINDING A WAY TO FUND IT GOING FORWARD.

>> THAT'S A GREAT QUESTION THAT I DO NOT HAVE THE ANSWER TO.

AS WE LISTEN THROUGH THE EVENING, THERE ARE QUITE A FEW THINGS THAT WILL BE COMPETING FOR FUNDS IF WE DO NOT HAVE THE LEVY AND WE WILL HAVE TO TAKE A SERIOUS LOOK AT USAGE REPORTS AND SEE WHAT RISES TO THE TOP AS FAR AS THE HIGHEST NEED FOR THE AREAS THAT WE HAVE.

>> IT IS, IMPORTANT, MARYANN, ALONG THE LINES OF YOUR LAST QUESTION TO POINT OUT THAT IT WAS OUR PLAN TO HAVE A NEW ELA ADOPTION FOR K8, A NEW SOCIAL STUDIES ADOPTION FOR K8 AND A NEW SCIENCE ADOPTION.

THAT'S PART OF WHAT'S COMING IF THE LEVY DOES PASS THOSE FUNDS, WILL GO BACK INTO THOSE CURRICULUM ADOPTIONS AND ALLOW US TO ADOPT NEW CURRICULUMS THAT WILL BE IN LINE WITH THE STANDARDS AS NEWSELA IS.

>> I DON'T MEAN TO PUT YOU ON THE SPOT, BUT I WAS CURIOUS ABOUT STUDENTS RECOGNIZE THEIR USE NEWSELA ALONG THE WAY.

>> I HAVEN'T AND YOU KNOW I PUT MY MASK ON.

[LAUGHTER] I HAVE NEVER HEARD OR USE IT AT ALL MY SCHOOL CAREER AND I DID SOME DIGGING.

ARE YOU GUYS USING THE PRO VERSION OR NOT?

>> YES, WE ARE USING THE PRO VERSION.

>> THEN THAT ANSWERS MY QUESTIONS THAT I HAD.

>> FROM MY PERSPECTIVE, I HAVE USED NEWSELA.

IT'S NOT REALLY FOR ME PERSONALLY I KNOW A LOT OF PEOPLE IT IS LIKE A GOOD WAY FOR THEM TO LEARN.

I COULD, IF WE WANT TO, I COULD GATHER INFORMATION FROM OTHER STUDENTS TO SEE IF THEY ENJOY IT AND IF THEY LIKE LEARN FROM IT.

IF YOU GUYS WANT.

>> JEEZ LOUISE, ALLISON CAN COMMENT ON THIS, BUT I DO THINK THAT IN OUR HIGH SCHOOLS THERE'S AN ADVANTAGE BECAUSE THEY HAVE A BRAND NEW MATH ADOPTION, A BRAND NEW SOCIAL STUDIES ADOPTION, A BRAND NEW ELA ADOPTION.

THEIR TEXTS ARE PROBABLY MORE IN LINE AND UP-TO-DATE.

>> THAT IS ACCURATE AND I WOULD ALSO LIKE TO COMMENT THAT OUR SUBSCRIPTION FROM 2021 WILL EXPIRE THIS FRIDAY.

[LAUGHTER] RATHER TIMELY THAT WE MAKE A DECISION THIS EVENING.

IF WE WERE TO DRAW IT OUT, WE WOULD HAVE A LAPSE IN SUBSCRIPTION.

>>YEAH. THAT DOES GIVE ME COMFORT THOUGH, WE ARE ABLE TO COVER IT WITH SR FUNDS FOR AT LEAST THIS SCHOOL YEAR.

>> YES.

>>THAT'S HELPFUL AND I DO KNOW FROM WORKING WITH THE SCIENCE DEPARTMENTS AT THE HIGH SCHOOL, THEY LIKE THE UP-TO-DATE INFORMATION.

I THINK SUPERINTENDENT WATERS TALKED ABOUT THE SOCIAL STUDIES TEXTS WITH MR. CLINTON AS OUR PRESIDENT.

THAT'S A GOOD EXAMPLE OF HOW WE CAN KEEP IT UP-TO-DATE FOR THE PLACES THAT WE HAVEN'T BEEN ABLE TO UPDATE CURRICULUM YET.

>> RIGHT. I THINK IN SCIENCE WE HAVE MATERIALS, SO THE FIRST KITS DATE BACK TO 1996.

WE HAVE HAD UPDATES WITH THOSE, SO WE'VE WORKED DILIGENTLY TO CONTINUE TO ADD COMPONENTS THAT ARE NGSS ALIGNED, BUT WE DO HAVE SOME OTHER TEXTBOOKS.

MICROBIOLOGY WAS 1998, CHEMISTRY 2003, ANATOMY 2004, EARTH SCIENCE, BIOLOGY AND PHYSICS 2005.

THEN OUR GRADES 6 THROUGH 8 SCIENCE WERE 2007.

ALL OF THEM ARE IN SIGNIFICANT NEED THAT JUST LIKE OUR K8 ELA AND OUR MIDDLE SCHOOL SOCIAL STUDIES OF AN UPDATE.

THIS IS TRYING TO FILL SOME OF THOSE HOLES AS WE GET TO THAT POINT.

>> A COUPLE OF THINGS, ONE, IS THIS IS A ONE-YEAR SUBSCRIPTION CONTRACT, NOT A ADOPTION OF A CURRICULUM.

>> CORRECT.

>> THAT BEING SAID, IF YOU WERE TO BE ABLE TO ADOPT A CURRICULUM NEXT YEAR,

[02:20:06]

WOULD YOU SEE THIS GOING FORWARD AS ALSO A PART OF YOUR PROGRAM OR MIGHT THAT ADOPTION COVER WHAT YOUR NEEDS ARE WITH THIS? IF THIS IS A GAP FILLER.

>> THERE ARE PLENTY OF CURRICULA OUT THERE THAT HAVE ONLINE COMPONENTS.

AS THEY UPDATE THEIR ONLINE MATERIALS, WE ARE ABLE TO ACCESS THEIR UPDATED MATERIALS.

IT'S POSSIBLE THAT WE WOULD BE ABLE TO USE THE MATERIALS THAT COME WITH THE CURRICULUM INSTEAD OF I'M CONTINUING SAMPLING LIKE THIS.

THE OTHER THING IS IF, LET'S SAY WE ARE ABLE TO DO AN ELA AND SOCIAL STUDIES ADOPTION NEXT YEAR.

WE STILL HAVEN'T BEEN ABLE TO GET TO THE SCIENCE WE COULD DO JUST THE SCIENCE.

WE COULD PURCHASE JUST THE SCIENCE COMPONENT WHILE WE'RE WORKING ON AN ADOPTION FOR THAT.

>> AS WITH ALL CURRICULUMS, I'M SURE THAT PARENTS HAVE ACCESS TO THE CONTENT.

>> THESE ARE READING MATERIALS THAT ARE ASSIGNED TO STUDENTS IN CLASS.

IF A PARENT DID WANT TO ACCESS IT, WE WOULD WORK WITH THEM TO FIGURE OUT HOW TO GET THEM THE INFORMATION, YES.

>> HOW WOULD THESE BE PROMOTED? WITH OUR STUDENT REPS HAVING LITTLE EXPOSURE TO NO EXPOSURE, HOW WOULD ALL THE STUDENTS BE ABLE TO KNOW THEY HAVE ACCESS TO THIS, OR WOULD IT ONLY BE PER CLASSROOM [OVERLAPPING]?

>> IT'S REALLY ABOUT PROMOTING IT WITH THE CLASSROOM TEACHERS BECAUSE WHEN THEY ASSIGN THE ARTICLES TO THE STUDENTS AND THE ACTIVITIES AND THE QUIZZES, THEY ASSIGN IT TO THE STUDENTS THROUGH THEIR GOOGLE ACCOUNTS, AND SO WE WOULD NEED TO PROMOTE IT WITH OUR CLASSROOM TEACHERS.

IN OUR MIDDLE SCHOOL WASHINGTON STATE HISTORY COURSES, THEY'VE WORKED TOGETHER AND CREATED THESE CLASSROOM SETS, AND THEN THEY PUSH THOSE OUT TO THE STUDENTS.

THEY'VE WORKED ON IT THROUGH THEIR PLC TIME.

IT'S A MATTER OF GIVING THEM CONTINUED ACCESS TO PROFESSIONAL DEVELOPMENT, WHICH IS INCLUDED IN THE PURCHASE AND PUTTING TOGETHER WEBINARS, AND THERE'S CONTINUAL ACCESS TO IT, BUT JUST NEEDING TO PROMOTE IT WITH THE TEACHERS.

>> IS THERE HOME ACCESS FOR STUDENTS TO ACCESS IT AT HOME?

>> WHEN THE TEACHER ASSIGNS IT TO YOU, IT'S ASSIGNED THROUGH GOOGLE, AND SO IF YOU HAVE A COMPUTER AT HOME, YOU SHOULD BE ABLE TO SIGN INTO YOUR GOOGLE ACCOUNT AND ACCESS IT, YES.

>> THANK YOU.

>> JACKIE, DID I ANSWER YOUR QUESTION?

>> YOU DID. YEAH. I JUST WANTED TO MAKE SURE THAT IT WILL GET UTILIZED SINCE IT'S LIMITED RIGHT NOW TO THE MIDDLE SCHOOL, IF I'M UNDERSTANDING CORRECTLY, AND WE WANT TO SPREAD IT THIS YEAR TO EVERYBODY.

[OVERLAPPING]

>> WELL, IT WAS GRADES 2 THROUGH 12 LAST YEAR IN THE EMERGENCY COVID-2.

THEY WERE IN A TRANSITION WITH THE COMPANY IN HOW THEIR REPORTS WERE RUN, SO WE WEREN'T ABLE TO RUN OUR OWN USAGE REPORTS.

BUT THIS HAS BEEN UPDATED, AND SO WE SHOULD HAVE ACCESS TO USAGE REPORTS IN THE SYSTEM MORE EASILY ACCESSIBLE THAN WE WERE ABLE TO LAST YEAR.

BUT WE DID HAVE TEACHERS THAT USED IT ALL THE WAY DOWN INTO THE 2ND GRADE LEVEL LAST YEAR.

>> THAT ACTUALLY BRINGS ME TO ANOTHER QUESTION, WHICH IS, THEN YOU SHOULD BE ABLE TO GET STATS TO MONITOR THE USE THROUGHOUT THE YEAR THAT WOULD SUPPORT WHETHER OR NOT IT SHOULD BE CONTINUED WITH THE NEW CURRICULUM?

>> WE COULD.

>> YEAH, WHICH SHOULD BE COOL.

>> I'D ALSO BRING ATTENTION.

THIS IS AN AUTOMATIC-RENEWING CONTRACT, SO IF YOU'RE MAKING A BOARD CALENDAR, I WOULD DEFINITELY GET THIS ON THE BOARD CALENDAR 45 DAYS PREVIOUS TO THIS DATE NEXT YEAR BECAUSE IT AUTOMATICALLY RENEWS AND YOU HAVE 30 DAYS TO CANCEL IT, SO PROBABLY MORE THAN 45 DAYS.

>> WE WOULD BE LOOKING AT IT IN THE SPRING, TROY, PROBABLY MAY, JUNE, AROUND THERE.

BUT ALL I KNOW WE'VE TALKED ABOUT A BOARD CALENDAR FOR IT.

I KNOW AS BOARD PRESIDENT, THAT WAS ONE OF MY BIGGEST FEARS TOO, WAS MISSING SOMETHING.

>> WE HAVE ONE STARTED.

I HADN'T THOUGHT ABOUT PUTTING THESE KINDS OF THINGS ON IT, BUT THIS WOULD BE A GOOD ONE TO PUT ON THERE.

>> I KNOW ALLISON WON'T LET US MISS IT.

>> NO. [LAUGHTER]

>> I'M MAKING A NOTE. [LAUGHTER]

>> I WOULD AGREE WITH ADDING SOME STATS BECAUSE I DON'T WANT TO SPEAK FOR MY CLASSMATES IN THE SENIOR CLASS, BUT I HAVE NO RECOLLECTION OR HAVE EVER HEARD OF ANYBODY HAVING AN ASSIGNMENT OR READING ANYTHING ON NEWSELA AT ALL.

>> THANK YOU FOR THAT FEEDBACK.

>> WOULD THIS ALSO BE SOMETHING IN BACKGROUND THAT MAYBE A STUDENT WOULDN'T NOTICE WHERE IT'S COMING FROM?

[02:25:03]

>> IT'S POSSIBLE, CLASSROOM TEACHERS, WHEN THEY ASSIGN IT.

I DON'T REALLY HAVE ACCESS TO SHOW YOU WHAT THAT LOOKS LIKE AT THE MOMENT, BUT YEAH.

I DON'T KNOW THAT THEY'RE LABELED NEWSELA, BUT I CAN CERTAINLY FIND THAT OUT.

>> I KNOW THAT WE'VE HAD A LOT OF TEACHERS SAY TO US, 'WE NEED THIS."

>> I MOVE THAT THE BOARD OF DIRECTORS APPROVE THE ONE-YEAR CONTRACT WITH NEWSELA EFFECTIVE SEPTEMBER 18TH, 2021.

>> IT'S BEEN MOVED TO APPROVE THE NEWSELA CONTRACT.

ANY OTHER QUESTIONS? GOOD DISCUSSION THERE. HEARING NONE.

ALL THOSE IN FAVOR SIGNIFY BY SAYING, "AYE."

>> AYE.

>> AYE.

>> AYE.

>> ALL THOSE OPPOSED?

>> NAY.

>> MOTION PASSES FOUR TO ONE.

>> THANK YOU.

>> GREAT. I THINK THAT BRINGS US TO THE END OF OUR NEW BUSINESS IN GENERAL.

I MIGHT NEED A LITTLE HELP HERE.

LET'S SEE, ARE WE GOING TO RECESS TO THE EXECUTIVE SESSION OR CLOSE THIS ONE AND RESTART ONE?

>> I'M GOING TO JUST PRESENT THE NEXT ITEM ON THE AGENDA, IT'S THE FUTURE BOARD EVENTS, AND THEN YOU WOULD READ THE RCWS FOR THE EXECUTIVE SESSION, AND MAYBE A SHORT REASSESS AND GIVE A TIME ESTIMATION ON HOW LONG THE EXEC IS GOING TO TAKE.

>> THANK YOU FOR THAT HELP. SO OUR FUTURE AGENDA ITEMS.

[11. Future Agenda Items and Board Events]

WE'VE TALKED ABOUT SOME EARLIER ABOUT CONVENTION AND LEGISLATIVE, SO MR. WATERS' DISTRICT.

>> I HAVE ONE THING.

[NOISE]

>> [INAUDIBLE].

>> WE'VE [NOISE] [LAUGHTER].

>> SYDNEY, GIVE MARY YOUR MICROPHONE.

>> OH, THANK YOU.

>> THERE YOU GO.

>> MIC PRACTICE, MAYBE, FOR FUTURE BOARD EVENTS?

>> OKAY. THERE WE GO.

>> WE APPROVED THE CONTRACT WITH FIRST STUDENT EARLIER THIS YEAR.

I REALLY WOULD LOVE TO HEAR A REPORT ON HOW THINGS ARE GOING AS THE YEAR HAS STARTED OUT, I GUESS, IN SEVERAL AREAS.

ONE IS RELIABILITY, THE ABILITY TO GET STUDENTS TO SCHOOL ON TIME AND HOME IN A TIMELY MANNER; RESPONSIVENESS, ARE THEY ANSWERING CALLS FROM PARENTS IN A TIMELY MANNER? I KNOW THEIR SAFETY RECORD IS STELLAR, BUT I JUST FEEL LIKE WE NEED TO MAYBE HAVE A ROUNDUP AND SEE HOW THINGS ARE GOING AS THE YEAR HAS STARTED.

MAYBE THERE'S SOME FEEDBACK AT THIS POINT.

BUT IF NOT, I HOPE THAT WE CAN GET A REPORT ON HOW FIRST STUDENT IS DOING.

>> THAT SHOULD BE NO PROBLEM. WE CAN GET TOM TO COME AND SPEAK ABOUT THOSE PARTICULAR ISSUES.

I DO THINK IT'S IMPORTANT TO NOTE THAT NO MATTER WHO THE BUS COMPANY IS, THOSE FIRST FEW DAYS OF SCHOOL ARE CHALLENGING; GETTING THE BUS DRIVERS TO KNOW ROUTES.

THE BOARD IS AWARE WE ARE WORKING WITH FIRST STUDENT.

THEY'VE BEEN VERY RESPONSIVE TO US.

THEY'RE WORKING ON THEIR ROUTES SPECIFICALLY IN THE MORNINGS.

THAT'S THEIR RESPONSIBILITY.

WE ARE REALLY WORKING ON IMPROVING OUR PROCESSES IN THE AFTERNOON TO GET KIDS ON THE BUS AND HAVE THE BUSES LEAVE ON TIME.

WE TAKE RESPONSIBILITY FOR THE LATE BUS ROUTES.

THEY TAKE RESPONSIBILITIES FOR THE MORNING BUS ROUTES.

TOGETHER, WE'VE SEEN JUST SOME MARKED IMPROVEMENT JUST OVER THE SEVEN DAYS THAT WE'VE BEEN IN SCHOOL.

BUT, MARY, THAT'S AN EXCELLENT POINT, AND I CAN WORK ON GETTING SOMETHING EITHER ON THE NEXT BOARD MEETING, WHICH IS THE 27TH OR ONE OF THE BOARD MEETINGS IN OCTOBER.

>> I GUESS THE ONE OTHER THING IS THE APP.

WE WERE PROMISED AN APP, AND I DON'T THINK IT'S OPERATIONAL YET.

>> NO, NOT YET. WE'RE STILL WAITING FOR THE ELECTRONIC GPS AND THE WI-FI TO BE INSTALLED ON THE BUSES, SO THAT IS COMING.

>> THANK YOU.

>> YOU'RE WELCOME.

>> ANY OTHER FUTURE EVENTS? IF I HEARD YOU RIGHT, WE'RE GOING TO RECESS THIS MEETING AT 8:30.

[02:30:05]

A COUPLE OF MINUTES.

THE BOARD WILL BE GOING INTO EXECUTIVE SESSION PER RCW 42.30.110, ITEM 1(G), PERSONNEL.

TO EVALUATE THE QUALIFICATIONS OF AN APPLICANT FOR PUBLIC EMPLOYMENT OR REVIEW THE PERFORMANCE OF A PUBLIC EMPLOYEE.

WE INTEND TO RETURN BY 8:45 TO ADJOURN THE MEETING.

>> YOU WANT TO GIVE 15 MINUTES FOR THE EXEC SESSION SO YOU WANT TWO MINUTES TO GET IN THERE OR THREE MINUTES TO GET IN THERE?

>> SURE. 8:47 TO ADJOURN THE MEETING.
